Domenicali said that team’s development programme was still not finalised though, and it was possible that not all the new parts would be ready for Mugello. “The coming days will be very important, during which the primary objective will be to push as hard as possible on the development of the car,” he said. “Next week we have three days of testing at Mugello, but it’s not definite that all the updates planned for Barcelona will be seen then. We must try and make the most of every minute available to us to increase the performance of the F2012.”

Although there has been a declaration of Bali Government to combat plastic waste by the discourse ‘plastic waste-free Bali 2013,’ but it is considered a mere discourse and seems unable to be realized considering the time left is getting closer and no apparent efforts made for that. Chairman of the Center for Environmental Research (PPLH) of the Udayana University, Dr. Wayan Arthana, said that ‘Bali Clean and Green program’ discoursed by Bali Government could not be realized. To that end, the Bali Government also declared the ‘plastic waste-free Bali 2013.’ Related to the plan, it indeed got a lot of support from various parties. However, the Bali Government itself did not indicate an obvious effort in the field whereas the target was still only one year to go. He considered the discourse would not work because the clear and focused efforts to realize it did not exist. “So far, the endeavor for that purpose lies between clear and unclear whereas the target is only a year. Seeing from what has been done by the Bali Government, I am pessimistic it can be achieved. But, at least it can raise the awareness of the community in 2013 although the total target cannot be achieved,” said the lecturer of the Master of Science in the environmental studies of the Udayana University. Further, the doctoral graduate from the University of Reading (UK) said that many obstacles were faced for program realization. Firstly, it related to behavioral problem of people that did not realize if the plastic waste was harmful to the environment. Besides, littering behavior was still a part of the society that could not be controlled. Secondly, reduction in the use of plastic kept on promoting, but so far the items used to substitute the plastic had not widely been happening. He added that promoting the plastic waste-free Bali also meant to clean up Bali from the plastic debris previously buried in the soil that could reduce the soil fertility. “Bali cannot just declare itself free from plastic waste on the surface, while a lot of plastic waste is buried underground,” he said. At least five rooms, stated to violate the road borderline by the Denpasar Spatial Planning and Housing Agency (DTRP), were completely dismantled after all. Hotel Harrads and BE Robert Manurung said that it took them up to three weeks to complete the demolition. Moreover, his party should consult with the building expert team of the DTRP. Due to the demolition, Rudy claimed to suffer many losses because he dismantled at least five rooms consisting of the karaoke room and kitchen. As a result of the demolition against the existing five rooms, his party should also change the front and side view of the building design. Minister of Energy and Mineral Resources, Jero Wacik, said that restriction of subsidized fuel consumption was a part of the energy saving program to be done. “Vehicle with an engine size over 1,500 cc must use non-subsidized fuel, may not use the subsidized fuel,” he said after signing the MoU with gas producers and regional government to smooth the control plan over the subsidized fuel in Jakarta Monday (Apr 23). According to Wacik, the restriction was intended to keep the subsidized fuel consumption at the level of 40 million kiloliters as defined in the Revised National Budget (APBNP) 2012. Without control, said Wacik, the subsidized fuel consumption was feared to soar up to 47 million kiloliters. When it happened, the budget of fuel subsidy this year could exceed IDR137, 4 trillion. Meanwhile, another option to reduce subsidy was to increase the fuel price, but it could not be done because the provision of the Article 7 Section 6A of the Act of APBNP 2012 could not have been complied. Wacik revealed that so far the government just considered the prohibition of the subsidized fuel use based on engine capacity, while another alternative such as restriction by year of production had not been discussed. “It (restriction based on engine size) is difficult, we must think about the implementation at gasoline station, let alone based on the year of production. Let’s try this one first. If it works, we’ll think of another,” he said. This former Minister of Culture and Tourism said the restriction should be taken because the government could not have increased the price of subsidized

fuel so far. “If the price may go up, our tasks are half done because it is the easiest,” he said. Earlier, Director General of Oil and Gas, Ministry of Energy and Mineral Resources, Evita Legowo, reported that in accordance with the Law No. 30/2007 on energy was mandated the need for energy diversification. Therefore, this year the government promised to reduce barriers, especially in the infrastructural sector of transportation field. “The government allocates 35.5 mmscfd of natural gas to a few regions such as Jabodetabek, Surabaya, Gresik, Sidoarjo and Palembang,” said Evita. The gas supply, added Evita, was fulfilled by a number of contracted companies (KKKS). In Greater Jakarta, the gas supply was met by Pertamina at 10.1 mmscfd, Medco (2 mmscfd), PHE ONWJ (4 mmscfd), PGN (5 mmscfd) and OJBPP Talisman (2 mmscfd). Meanwhile, the supply in Surabaya, such as Gresik and Sidoarjo was met by PHE WMO by 5.2 mmscfd and Santos (5 mmscfd). Then, gas supply from Palembang itself was supplied by Pertamina EP at 10.85 mmscfd and Sarana Pembangunan Palembang Jaya (11.35 mmscfd) and Total (35.5 mmscfd). “In addition to providing gas supply, the government also sets up gas station (SPBG) in Surabaya, Gresik, Sidoarjo and SPBG will also be built in Greater Jakarta, Bekasi, Depok, South Tangerang, Bogor, Sidoarjo, Gresik and Surabaya. In the meantime, the SPBG LGV would be built especially in the regions having no allocation of natural gas and pipeline infrastructure such as Bandung, Bali and Yogyakarta,” he explained. (010)

He said the stakeholders of Bali tourism understood if the regent / mayor and Regency House put priority on the increase of the regionally generated revenue (PAD). On that account, the government was expected to understand about the tourism management through the single-island management. “Additionally, the tourism promotion is always on behalf of Bali, not of the regency/municipality. Meanwhile, the business could be managed by all the communities of the regency or municipality itself,” he said. Further, he said that tourism development was not just for the sake of building the respective regency or municipality. The regency or municipality government also needed to think

about building Bali in a whole. “For example, the tourism development in Badung Regency will also have an impact on the economies of the other regencies/municipality in Bali,” he explained. He affirmed the products of Bali tourism should be promoted as a single integrated region. To that end, the Bali destination product included the whole culture existing in all the regencies and municipality across Bali. Previous government had also discoursed about the implementation of tourism development in Bali through a single-island tourism management. The policy posed an endeavor to embody the concept of equitable tourism across the nine regencies and municipality. So far the tourism development in Bali tended to take side, where only the southern Bali underwent a rapid growth in tourism industry. Beyond the harvest season, farmers were not able to do much. Continuity of the farmer production, he said, was truly needed at this time. He also acknowledged that so far the production capacity of local farmer was very limited and unable to meet the needs of tourism industry, especially during

peak season. He said the synergy of the agricultural sector with tourism should persistently be encouraged, but without excessive promotion. Therefore, the strategic measure should be formulated. To improve the quality and quantity of the farmer production of in the Badung Regency, the Badung Government had launched a program and assistance to farmers. This endeavor was also intended to balance the development and economic activities of Northern Badung to Southern Badung. However, the main constraint faced by farmers was in the form of capital. By all means, it should get the support from all parties. If farmers only had mediocre capital, the continuity of production would be very difficult. In 2009, they announced bold plans to cash in on demand for clean vehicles by making China a global power in electric car manufacturing. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Former guerrilla fighter Taur Matan Ruak has officially won East Timor’s presidential election, according to a court statement that confirmed preliminary results announced last week. The Supreme Court of Appeals said in a statement dated Monday that Ruak had won 61.2 percent of the vote, beating rival Francisco Guterres “Lu Olo” in the April 16 run-off ballot. Ruak, a hero of the 24-year war against Indonesian occupation and a former army chief, will replace Nobel Peace Prize winner Jose Ramos-Horta, who trailed in third place in the first round of voting on March 17. “The court validates the second ballot for the election of the President of the Republic,” the statement said. “The candidate elected President of the Republic is Taur Matan Ruak”. Ruak, 55, will lead an impoverished and oil-dependent country which next month celebrates a decade of formal independence, and later this year bids goodbye to UN peacekeepers stationed on the half-island nation since 1999. On July 7, voters will also choose a new government in a general election. Late last year Ruak, whose name means “piercing eyes” in the local Tetum language, resigned as defence chief to run for president. He had vowed to introduce mandatory military service if elected. Ruak, whose real name is Jose Maria Vasconcelos, has been accused by the United Nations of involvement in illegal weapons transfers in 2006 when rioting and factional fighting left the nation on the brink of civil war. However, no attempts have been made to prosecute him. While the presidency is largely ceremonial, it has enjoyed a high profile under Ramos-Horta. Former News International executive chairman James Murdoch will on Tuesday appear before the British inquiry into press standards set up after the tabloid phone-hacking row. News Corporation boss Rupert Murdoch, James’ father, will also appear before the Leveson inquiry on Wednesday and Thursday to answer questions over the operations of his British newspapers and his links to UK lawmakers. James Murdoch is likely to be quizzed about how much knowledge he had of hacking at the now-defunct News International tabloid the News of the World and what actions he took. Rupert Murdoch, 81, shut the paper down in July following revelations that its journalists had illegally accessed the voicemails of hundreds of public figures and victims of crime. Both Murdochs appeared before a British parliamentary committee in July to answer questions about phone hacking, and James Murdoch was recalled in November to explain discrepancies in his testimony.

FRANKFURT — Europe’s plan to fix its debt crisis by imposing budget cuts frayed Monday. Heavy selling rocked financial markets, uncertainty gripped two governments, and the economic outlook darkened across the continent. The German stock market suffered its worst day in six weeks. In the United States, the Dow Jones industrial average lost more than 100 points. Across Europe, the debt crisis appeared at its most perilous point since December, when most of the continent united behind a plan to place strict caps on government spending, a strategy known as austerity, and the European Central Bank made the first of two infusions of cheap credit into the banking system. New governments in Spain and Italy got to work on improving growth. Now the first pillar of Europe’s approach — austerity — is faltering. “Europe has not solved its problems, and the austerity programs are making things worse, not better,” said Peter Morici, an economist at the University of Maryland. Cutting government spending can weaken an economy and result in less tax revenue flowing back to the government. So the goal of cutting the deficit can backfire and make it grow. And even if a country is reducing its deficit, it still has one, which means the debt is increasing. The European Union said Monday that governments did cut their budget deficits in 2011, but government debt nonetheless rose as a percentage of economic output. SAN FRANCISCO - Facebook Inc reported its first quarter-to-quarter revenue slide in at least two years, a sign that the social network’s sizzling growth may be cooling as it prepares to go public in the biggest ever Internet IPO. The company blamed the first-quarter decline, which surprised some on Wall Street, on seasonal advertising trends. “It was a faster slowdown than we would have guessed,” said Brian Wieser, an analyst with Pivotal Research Group. “No matter how you slice it, for a company that is perceived as growing so rapidly, to slow so much on whatever basis - sequentially or annually - it will be somewhat concerning to investors if faced with a lofty valuation,” Wieser said. Facebook is preparing to raise at least $5 billion in an initial public offering that could value the world’s largest social network at up to $100 billion. “The biggest issue is the realization that Facebook is not going to have an easy time meeting high expectations of the public market,” said Jeff Sica, chief investment officer of SICA Wealth Management, which manages more than $1 billion in client assets, real estate and private equity holdings. “It will affect how people look at the IPO.”

Investment in first quarter reaches Rp71.2 trillion

JAKARTA - Domestic and foreign investments in Indonesia in the first quarter of 2012 totalled Rp71.2 trillion, according to Gita Wirjawan, the Capital Investment Coordinating Board (BKPM) chief. He said that the figure showed an increase of 32.8 percent, compared with Rp53.6 trillion for the same period in the previous year. “The increase in investment was generated by the increasingly equitable distribution of investment throughout the country. The growth of investment is in line with

the various policies issued by the government,” Gita added. The total investment in the first quarter of 2012 comprised Rp51.5 trillion of foreign investment (PMA), which increased by 30.3 percent from Rp39.5 trillion in the previous year, and Rp19.7 trillion of domestic investment (PMDN), which rose by 39.7 percent from Rp14.1 trillion a year earlier. “The rise in foreign investment in the first quarter of 2012 is the highest [quarterly rise] in the country`s foreign investment history,” he noted. Aside from paying homage at village temple, it is also intended to appreciate the ancestors at family shrine. Similarly, devotees thank for the prosperity bestowed and maintain the relationship with their ancestors. Though they have left for the beyond, hopefully they could illuminate their descendants. mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan. No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing so, humans can continuously obtain the illumination to walk in the path of dharma. As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development. Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction. Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. He stated that the Saudi Arabian government would guarantee and protect the rights of Indonesian migrant workers during their stay in the country. “I think the Saudi Arabian businessmen have been trying to improve and protect the rights of the workers during their stay in Saudi Arabia, and the commitment seems serious,” Rizal said. He added that the revocation of the moratorium on migrant workers would provide employment opportunities for the rest of the country to explore the formal sectors, such as

services and hospitality. Many Indonesian citizens come to perform Hajj or Umrah in Saudi Arabia, and the local hotels require skilled professionals to serve the congregation. “Nearly a third of the congregation who perform the pilgrimage come from Indonesia, so it would be nice if they were served by hotel workers from Indonesia,” Rizal explained. (Rice Flour Cake with Palm Sugar) Overview: There are a couple of variations on this popular cake, which can be stored in the refrigerator for several days. It is normally served at room temperature, but can also be served warm topped with coconut milk. Another variations are to add ripe diced jackfruits (or substitute with sultanas) after the rice is partially cooked. Ingredients: 1 cup glutinous white rice 1 cup water 1 pandan leaf ½ cup palm sugar syrup ¼ cup thick coconut milk Pinch of salt Preparation: Rinse rice very well under running water for 2 minutes and soak for 4 hours. Rinse again until water becomes clear. Place rice, 1 cup of water and pandan leaf in rice cooker or steamer and cook for approx 20 minutes, or until liquid h as evaporated. Add palm sugar syrup, coconut milk and salt, and steam for 15 minutes. Spread rice evenly 2.5 cm thick on tray and allow to cool to room temperature. Wet a sharp knife with warm and cut into even squares to serve. Helpful hint: to speed up the soaking process, pour boiling water over the rice and let stand for 1 hour. Drain, then add another lot of boiling water and soak for another 30 minutes. (Minced Seafood Satay) Overview: This probably the most delicious satay you will ever encounter. The delicate flavors of the shrimp and fish are greatly improved if you can find spears of fresh lemongrass to use as skewers, and if you can cook them over a fire of coconut husks rather than charcoal. Nonetheless, even with wooden skewers and a standard charcoal grill, you will have people coming back more. Ingredients: 600 gr skinned boneless snapper fillet 1 cup freshly grated coconut or 1½ cups moistened desiccated coconut ½ cup seafood spice paste 5 fragrant lime leaves, chopped 1 tsp black peppercorns, finely crushed 1 tsp salt 3-5 bird’s eye chilies, very finely chopped 2 tbsp palm sugar Lemon grass or satay skewers Preparation: 1. Mince fish fillet very finely in a food processor or with a chopper. 2. Add all other ingredients & mix well. 3. Mould a heaped tablespoon full of this mixture around a wooden skewer or over trimmed stalks of lemon grass and grill over charcoal until golden brown.
