Badung Regency Government through the Badung Agricultural, Plantation and Forestry Services is preparing an Agricultural Festival in North Badung. Such a program will be proposed to be included in the budget amendment 2011. Regency Government claims this effort as a real measure to synergize the agricultural sector with tourism. Head of Badung Agricultural, Plantation and Forestry Services, IGAK Sudaratmaja, Wednesday (Feb 23), said his party would perform a study on the implementation of festival. However, he was not sure when the festival could be realized, including the amount of budget allocated. He argued it happened because his party would just propose the budget for the study in the budget amendment 2011. Sudaratmaja admitted if so far many parties felt pessimistic in response to the government’s efforts in promoting the agricultural sector. Moreover, the Badung Regency along with agricultural sector continued to be impelled by tourism sector. On that account, his party would design a concept of synergy this
year between tourism and agricultural sector more obviously through Agricultural Festival program in North Badung. This festival was inspired by the fact that North Badung had not yet had a specific icon. “Central and South Badung, as you know, have had the Nusa Dua Fiesta, Kuta Karnival and Badung Regency Arts Festival. Well, we want that North Badung have an icon, too,” he observed. He also added that North Badung had a considerable agricultural potential, then the most appropriate event was the festival of agricultural products. One of the areas that would become an icon was the Tukad Bangkung Bridge in Plaga, Petang Subdistrict. Other than absorbing the
local agricultural products, it was also claimed as an effort to rekindle the tourism village. Moreover, out of 10 tourism villages in Badung Regency, four of which were in North Badung especially in Petang. In the region, he said, his party wanted a festival featuring a wide range of agricultural products packed with art performance or cultural tradition. For example, the event would be graced with ogoh-ogoh effigy made from fruits or flowers denoting the native products of Badung. In addition, the festival would also be bundled with various interesting and interactive activities that could be joined by tourists such as the race of catching eels. (kmb25)
By and large, rabies begins to decline in Klungkung Regency. Nusa Penida is also no longer in the status of extraordinary incident (KLB). However, there are five cases of dog bites under observation to monitor its development. “Some of them indeed have passed through the critical period (two weeks—Ed),” said the Head of Klungkung Animal Husbandry, Fisheries and Maritime Affairs (PPK), Gusti Ngurah Badiwangsa, Wednesday (Feb 23). The five cases of dog bite were in the region of Nusa Penida III. It included the Batukandik Village. On average, the biting dogs remained to be taken care of. According to Badiwangsa, if they were positive to rabies, the dog would die immediately as soon as biting humans. So far, thousands of stray dogs had been eliminated in Klungkung Regency. Particularly in Nusa Penida the number of dogs eliminated was reaching 4,352. “Today, it can be said that Klungkung is free from rabies. Aside from being eliminated, virtually all dogs had been tied up and vaccinated. To deal with rabies, we involve the customary village and it has been proven effective,” he added. For the program in 2011, the handling was going to be focused on workshop or provision of counseling for customary village. PPK had prepared a budget worth IDR 300 million taken from Regional Budget 2011. However, Badiwangsa admitted, the rabies handling team of Klungkung had not been cohesive yet. The team had not worked maximally. Klungkung Regency itself had its own strategies to handle rabies. This measure should also refer to the Joint De-
cree (SKB) of three ministers—consisting of Minister of Home Affairs, Ministry of Health and Ministry of Agriculture. Similarly, Bali Province had the Regional Regulation Number: 15/ 2009 concerning with rabies. “Referring to the regulations, there are three lines of authority in the Klungkung Regency that should work together namely the regent as coordinator, Health Services and the PPK. Domain of their duties should be adjusted. Less maximal proceeds were caused by the function that does not work well,” he said. He mentioned that for rabies treatment, the Bali Provincial Government together with the entire regencies/city in Bali had actually established cooperation with a foundation (BAWA). However, Klungkung Regency was not involved in the signing of the Memorandum of Understanding (MoU) because the rabies management strategy run by BAWA was inappropriate and tended to be less effective. Therefore, Klungkung decided to handle with its own strategy. “Initially, Klungkung had participated in the co-operation. But when the cooperation has run, it was not going well. For example, when there was a bite case in Klungkung, BAWA did not come to Klungkung. Even, it has been contacted for several times,” said Badiwangsa. He also questioned to BAWA why it could happen. “In fact, the BAWA side recommended me to go out from the collaboration. Yes, we accept it. After all, we have our own strategies and they are proven effective,” he said. Indeed, he said, some victims in Klungkung died of rabies. However, it occurred before Klungkung handled its own cases. A great shame was shown by accused Baverly A Fulache who was suspected to have smuggled 2087,70 grams of methamphetamine in Denpasar District Court last Wednesday (23/2). In the trial it’s stated accused have violated Criminal Code Section 113 Republic of Indonesia Law No.35 year 2009 on narcotics and demanded 18 years jail minus the detention. Prosecutor Dewa Anom Rai explained based on witnesses statements that accused was proven to have imported methamphetamin to Indonesia, ” Accused will be still in detention. The evidence of methamphetamine 2087,70 gross gram was taken to be destoyed.” After hearing how heavy the punishment she gets, Baverly who could talk Bahasa Indonesia a little couldn’t but bursting crying which then was calmed by legal counselor Budiono and colleagues,”I was only a victim, why do I have to get a heavy punishment.” Meanwhile in the next trial of accused Enny Malini alias Chika, the sam situation happened. Public Prosecutor Ida Ayu Sulasmi stated 16 years jail minus detention for
Chika. In front of Judge Istiningsih Rahayu, SH, it is also stated Chika was a distributor between Baverly and Austine Bosah Uchena alias Lala (39) also Michael Onyendika Onuorah (24) (the two are accused in different files). Chike has violated section 114 paragraph 2 of the same Law and IDR 2 billion fine to subside 1 year of jail. Because of that, accused then stated through legal counsel that she is suggesting a plea coming Monday (7/3). As told before, accused Baverly was captured on 13th July 2010 with evidence a luggage with methamphetamine 2,087.70 gross gram. From investigation taken, the crystal clear substance was about to brought to Jakarta. To develop the
investigation, under police control Baverly was brought to Jakarta and placed at room 202 Katika Chandra Hotel, Gatot Subroto Kav. 1820,Jakarta. Accused Austine told Chika to get the methamphetamine before giving it to Austine and Michael. Chika was then captured at Baverly’s place. Chika then brought the billion rupiah item to Austine and Michael in front of ATM BCA Ruko Pinangsia, Lippo Karawaci, Tangerang, Banten at Wedenesday 14th July 2010. After receiving it from Chika, Austine then left it at Michael’s place. After handovered, police then raided Michael’s house and found the luggage in his computer room. (015)

Bali Police has prepared security for the coming Nyepi celebration, 5th March 2011. At least 1.000 officers will be involved where 600 of them Bali Police personnel and others were from each Regency/City Police. This was stated by Head of Bali Police Public Relation Great Commissioner Gde Sugianyar last Wednesday (23/2). The security in every region will be done from three days before (D-3) and a day after (D+1) also most intensive one on pengrupukan (night before nyepi) where every banjar will
bring their ogoh-ogoh (effigy symbolizing devils/non-devils in taking away evil things welcoming the new year) around the town, “In this pengrupukan night the security will be prioritized.” Dangerous moments of clash are potential on this night as some of them even drunk before bringing the ogohogoh around. For that there will be a security attention during this time. Other concrete steps taken has been done since the beginning of February as police has done some raids/operations such as for drinks, weapons and ‘people disease’, “To anticipate we have done some operations. Many
drinks have been confiscated by the police.” Besides this strategy, Bali Police have also done a persuasive approaching and dialogues with public figures, religious and tradition figures, also to village securities (pecalang) as they are the most important roles in securing Nyepi in each village. Moreover, they are the ones that know the surrounding environment while police is backing them up. Again, flood hits Celukan Bawang Singaraja (Bali Post)
For the fifth time since January 2011, the region of Celukan Bawang and its surrounding was hit by flash flood again on Tuesday (22/2) evening and this time it’s worsening. Besides causing mud flood on Raya SingarajaGilimanuk route, around 600 houses are under water in four villages, Celukan Bawang, Pengulon, Tinga-tinga and Tukad Sumaga. In temporary note, each village head stated that in Pengulon there were 213 houses under 2 meter depth water, in Celukan Bawang 320 houses and in Tinga-tinga as much as 48 houses. In Tukad Sumaga is told there were some houses under water but not as worse as the other three villages. As what happened during flood, traffic jam taken over the Raya Singaraja- Gilimanuk route, specifically on the east side of Buleleng Harbor entrance gate. In this road there was mud mixed with sand flood as thick as 50 centimeters. Luckily it did not stay on the road’s tar so cars can still go through as it is mixed with sand. Pengulon Village Head, Putu Interen, stated from the 213 houses under water as much as 108 was in Dusun Tegalantang, while the other 105 was on other two dusun, Dusun Munduk and Dusun Bukit Sari. Besides that a number of house holds and livestocks also got dragged by the flood. In Tegallantang a bridge towards temple Pura Segara was broken and in Munduk there was a road that’s broken and now river goes through it. Uniquely in the middle of this rain, a villa in Tegallantang got attacked by thunder and burnt. The villa built in a middle of a swimming pole was gone with the fire. According to Interen, the flood happened from 11 pm local time as heavy rain started around 10 pm local time.
Pengulon’s river than overflowed as there were bamboo stacks blocking, “It is suspected these bamboos were on the source of the river then got dragged. As the end of the river got smaller, these bamboos got stuck and blocked the river flow.” Luckily the houses are not being under water for long as by Wednesday (23/2) at 4 am local time, the waters are calming down. The flood also attacked the Village Head Office and LPD office, “This is maybe because our village ins on the beach shore so the waters gets out faster.” Celukan Bawang Village Head, Muhajir, stated from the 320 houses there are in his village, there was one that collapsed owned by Made Atas, “In our village there was a house that collapsed due being hit by the flood.” In Tinga-tinga Village there was a house having their fences broken. Besides houses, an Elementary School SD 2 Tingatinga got its 25 meter fence collapsed. What’s interesting, a resident, Made Sutama, from Dusun Juntal, lost thousands of his lele fishes from its pond. The harvest ready fishes were gone dragged to the sea. In Tukad Sumaga, a bridge that connects it with Tinga-tinga was also broken. “I just received information that a bridge at Tukad Sumaga collapsed,” Head of Buleleng Social Agency, Sukawirya, stated when he came to location to data residents houses that experienced loss due to the disaster. Sukawirya stated, 600 families are disadvantaged by this disaster. At least 10 ton of rice will be given to these families, “This is for early disaster management, we will help them by giving essentials. At least for these four villages 10 ton of rice will be given and also other kinds of essentials.”

BENGHAZI, Libya – The scope of Moammar Gadhafi’s control was whittled away Wednesday as major Libyan cities and towns closer to the capital fell to the rebellion against his rule. In the east, now all but broken away, the opposition vowed to “liberate” Tripoli, where the Libyan leader is holed up with a force of militiamen roaming the streets and tanks guarding the outskirts. In a further sign of Gadhafi’s faltering hold, two air force pilots — one from the leader’s own tribe — parachuted out of their warplane and let it crash into the eastern Libyan desert rather than follow orders to bomb an oppositionheld city. International momentum was building for action to punish Gadhafi’s regime for the bloody crackdown it has unleashed against the uprising that began Feb. 15. President Barack Obama said the suffering and bloodshed in Libya “is outrageous and it is unacceptable,” and he directed his ad-
ministration to prepare a full range of options, including possible sanctions that could freeze the assets and ban travel to the U.S. by Libyan officials. French President Nicolas Sarkozy raised the possibility of the European Union cutting off economic ties. Another proposal gaining some traction was for the United Nations to declare a no-fly zone over Libya to prevent it using warplanes to hit protesters. U.N. High Commissioner for Human Rights Navi Pillay said that if reports of such strikes are confirmed, “there’s an immediate need for that level of protection.” Italy’s Foreign Minister Franco Frattini said estimates of some 1,000 people killed in the violence in Libya were “credible,” although he stressed information about casualties was incomplete. The New York-based Human Rights Watch has put the death toll at nearly 300, according to a partial count. In Tripoli, Gadhafi’s stronghold, protest organizers called for new rallies Thursday and Friday, raising the potential for a more bloody confrontation.

CHRISTCHURCH – New Zealand rescuers said on Thursday they held grave fears for more than 200 people still missing as the death toll from an earthquake reached 98 after searchers pulled dozens of bodies from a Christchurch television building now turned into a tomb. Teams from quake-prone countries such as Japan and the United States sent in sniffer dogs and lowered microphones into piles of rubble to probe for signs of life, two days after a 6.3 magnitude quake
struck the country’s second-biggest city. “It’s a dreadful, dreadful day, it’s a hard day for the search and rescue people because everybody is full of hope we can find people in the rubble,” said city Mayor Bob Parker as rescue teams failed to find any sign of life. Instead, the smoldering ruin of the former Canterbury Television (CTV) building, which was also home to an English school for foreign students, appeared to have become a charnel house, with 47 bodies pulled from the rubble and many more thought still to be inside. “Every few hours we stop and do
a technical search just in case, but being realistic, based on what we’ve seen so far, we’re not going to be seeing anyone alive coming out of that space,” said fire rescue chief Jim Stuart Black. The efforts of rescuers were hindered by the prospect of new collapses of damaged buildings, with most fears focused on a teetering 26storey hotel tower. Local police commander Dave Cliff said the death toll stood at 98 and expressed grave concern for 226 known still to be missing. Two infants of five and nine months were among the dead.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

News Handcuffed burglary suspect drives off in police car Reuters
LAS VEGAS – A 19-year-old Henderson, Nevada man arrested for burglary managed to drive off in a police car on Wednesday, despite wearing handcuffs, only to be nabbed on foot a few hours later. The unidentified burglary suspect drove off in the police car while officers stood outside their Chevrolet Tahoe shortly after apprehending him on suspicion of attempting to break into a nearby home, police spokesman Todd Rasmussen said.

Google asks Swiss court to lift Street View curbs Associated Press Writer
BERN, Switzerland – Google Inc. asked a Swiss court Thursday to lift curbs on its Street View service that have prevented the Internet search giant from updating the popular ground-level pictures in Switzerland for more than a year. The country’s strict privacy laws have proved a headache for the California company as it seeks to provide comprehensive 360-degree panoramas of streets and buildings around the world. Lawyers for Google told Switzerland’s Federal Administrative Court in Bern that Street View is comparable to services offered by rivals, and personal privacy is guaranteed thanks to technology which automatically blurs faces and car plates. Switzerland’s data protection commissioner, Hanspeter Thuer, claimed otherwise. Using a live version of Street View, he demonstrated examples where the software failed to obscure faces of adults and children in public — including outside the court — and even inside private homes. “I don’t want a ban of Google Street View,” Thuer told the court. “But in the present form Google
Street View breaches basic principles of privacy.” The company has faced similar concerns in many of the 27 countries where Street View is available, including the United States and Germany. In Israel, officials have expressed worry that the Street View might be used for terrorism and instructed the company to modify the service. Thuer wants Google to guarantee that all faces and car plates are blurred — if necessary by checking all pictures manually. He also demanded that private gardens and sensitive locations such as schools, hospitals and women’s shelters be obscured. Google lawyers countered that the company is continually improv-
ing its Street View technology and that the images are too banal, and of too poor quality, to be used to identify individuals whose privacy might be breached. Speaking to newsmen here Wednesday, he said the incident of the deadly violence in Umbulan village, Cikeusik subdistrict, Pandeglang district recently had shown the local people‘s rejection to the Ahmadiyah. was expected to bring peace to his people. The Ahmadiyah teachings were misleading and deviant because its followers acknowledged another prophet after Prophet Muhammad (peace is upon him), he added. On February 18, a number of Islamic organizations and the Indonesian Council of Ulemas (MUI) in Banten had also asked the government to ban the Ahmadiyah sect in the province soon. “Before the Cikeusik incident on February 6, the MUI had actually urged the provincial government to ban all the activities of the Ahmadiyah sect,” MUI-Banten chapter`s chairman KH Aminudin Ibrahim said. MUI, Nahdlatul Ulama, Muhammadiyah, and Religious Followers‘ Harmony Forum (FKUB) in Banten Province had agreed to again call on the provincial government to
ban all activities of the Ahmadiyah, he said. The ban could be imposed through a Banten governor‘s or provincial government regulation, Ibrahim said. A series of attacks on Ahmadiyah religious sect followers and their properties have occurred in some parts of Indonesia over the past two years. The latest incident happened in Umbulan village Cikeusik subdistrict, Pandeglang district, Banten province, on February 6, killing three people. In response to the latest incident, Former Vice President Jusuf Kalla said the cases of sectarian violence could be handled if firm law enforcement was implemented to the perpetrators. “Don`t let the perpetrators be untouched by the law. If it is so, there will be a feeling that if we kill or destroy properties in a mass, we think that the law cannot do anything,” he said.
The cleric who is regarded as a spiritual leader of Islamist militants around the region is accused of leading a militant group that was discovered training recruits in Aceh province last year. Bashir denies any involvement in terrorism and claims he is being framed by the United States and its allies including Australia and “the Jews”. Two years after his release from prison Bashir founded another group, Jemaah Ansharut Tauhid (JAT), to continue agitating for sharia law.Police say JAT was a front for a new campaign of terrorism in the world’s most populous Muslim-majority state. However, government should sort out any permit of investment issued whether it does not harm the environment or other aspects,” he said According to him, theoretically, investment was very important as the main motor of development and longterm economic growth. Without investment, the long-term economic growth could not be achieved. “Investors that will invest in Bali should be led to other sectors. So far, they were focused on tourism sector, while agricultural and SME sector are untouched. Of course, it requires an incentive such as simplicity of licensing or other requirements to attract them,” he said. He said it was needed a common idea of investor, government and related community sector how to develop the agriculture and SMEs so they could grow together harmoniously. So far, the two sectors almost had no space to develop a business. Access to market their local products was almost closed. “The existing policies are just limited in the form of discourse. Policy holders have not been able to realize every program launched. Many policies are implemented halfheartedly
such as the program synergizing the tourism and agricultural sectors,” he said. Meanwhile, investment growth in Bali during the period of 2011 was targeted to reach IDR 15.79 trillion, with the growth of foreign investment and domestic investment reaching IDR 4 trillion. The figure increased from the target set in 2010 coming to IDR 12, 9 trillion where the realization of domestic and foreign investment reached IDR 3.1 trillion. Chief of Bali Investment Board (BPM), I Nyoman Suwirya Patra, stated that investment climate in Indonesia, especially Bali, in 2010 showed a significant growth. Bali was ranked fourth, while the first position was occupied by Greater Jakarta and then followed by East Java and Papua in the second and third position. Therefore, local government was called upon to be more selective and cautious in issuing permit of investment so as not to disturb the ecosystem. In tertiary sector especially tourism remained to become a leading sector and it even reached 82 percent. Meanwhile, agriculture reached less than 1 percent and the remaining was industrial sector. Although investment in agricultural sector continued to be encouraged, most investors stayed to prefer the tourism sector. Suwirya Patra judged that Bali required a temporary moratorium to stop development in the three regencies such as Badung, Gianyar and Denpasar. Bali’s BKSDA Saving 10,000 Turtle Eggs Per Year Antara
DENPASAR - Bali’s Natural Resources Conservation Agency (BKSDA) is saving more than 10,000 turtle eggs per year at Prancak beach, Jembrana district, according to a conservation official. “We don’t do it alone when saving the eggs as the local fishing communities and environmental nongovernmental organizations assist us,” said Sumarsono, conservation section head of Bali BKSDA, on Thursday. Sumarsono added that BKSDA
officers and members of the public patrol a 2-km track along Prancak beach almost every night in effort to save turtle eggs laid on the beach from being eaten by predators or stolen by humans. He said that a parent turtle (Chelonia mydas) can lay about 80 to 140 eggs. BKSDA officers take the eggs from the dens for semi-natural hatching process. The hatching process will normally take about one month until a young turtle is hatched which then are released back into the sea. The big threat for the young turtle when
they start their own lives is the attack of predators at the sea. Sumarsono said that Bali BKSDA resorts to releasing the young turtles back into the sea as it does not have sufficient budget to keep them in breeding centers. Both parent and young turtles feed only on some specific food items for them, notably shrimp and fish. However, he added, Bali BKSDA will strive for preserving the turtles as they are protected animals either at Prancak beach and parts of Kuta beach, Badung regency.

The House carried out a meting with Bali Social Department on Thursday, February 24, 2010 in order to determine the program to reduce the number of neglected children. Kariyasa said “the key to decrease poverty in Bali is in the hand of the Social Department. We held the meting in order to evaluate the program of the department because the number of neglected children in Bali is
very surprising.” He added that currently the number of poor family in Bali is still very high even after the social department carry out their programs. “We want to get the correct data from the social department and we also want to know the programs of the department to decrease poverty in Bali,” Karitasa said. Among those programs are the house development programs that often receive complaints from the recipients. He said “the governor actually already prepare the proper number of fund for the house development program however why it still receive complaint from the recipients.”
The house is wanted to determine where does the problem of the program and there is great hope that the program could reduce the number of poor families in Bali. Meanwhile, the Head of Publication and Documentation Division in Bali Government, I Ketut Teneng, said that the neglected children are not categories as poor family because there are many things that can cause it. However, the social department already has the program to handle the matter. According to Teneng, Bali rank second in Indonesia after Jakarta in terms of reducing poverty program. “There is great hope that the program to help 10,000 head of families every year can be achieved,” Teneng said.

Balinese Culture Bayung Gede Village a Tourism Pilot Project Bayung Gede Village, Kintamani subdistrict, Bangli Regency, is developed into a tourism pilot project 2010. “Previously, we have already made comprehensive studies on various aspects and is now determined to be a pilot project of community-based tourism 2010,” said Village Chief of Bayung Gede I Wayan Suwela, recently. He added, since the village was declared as a pilot project, his party received the help and facilities from the National Program for Community Empowerment (PNPM). Bayung Gede Village is one of 11 villages in Indonesia developed into a pilot project for community-based tourism. Meanwhile, Udayana University has performed various studies in relation to the project since 2005 concerning with several aspects of Bayung Gede Village. “Previously Bayung Gede Village was just as a backup, but having been reviewed by a team from central government, our village were finally selected,” he explained. Similarly, he mentioned that the
basic reason on the selection of Bayung Gede Village as tourism pilot project 2010 was stated in the letter from the Coordinating Ministry for People’s Welfare No. 10.13.834/KMD/D/VII/V/2010. With the publication of the letter, it meant in the development of community-based cultural tourism of Bayung Gede, the government would allocate a fund worth IDR 2.5 billion. The main factor of Bayung Gede Village selected as a pilot project, according to Suwela, was caused by a unique tradition owned by the village prevailing a prohibition to newlywed couple. In the village, the couple recently married is not allowed to enter into the home yard and not regarded as residents of the Bayung Gede Village before paying tumbakan (a kind of dowry) submitted to the village in the form of two bulls and undertaking particular fasting. In addition, the newlywed couple was required to make a procession called penyekeban (maturation) by living in a small shack at the end of
the local village. In addition to this unique tradition, Bayung Gede also has a system of government practiced from time immemorial called saih nembelas system. This traditional government system, continued Suwela, ran the administration chaired by a leader managing the local temples and traditional village. “With this traditional leadership system, the residents of our village remain well united up to these days,” he said. Regarding to livelihood, he explained that since 2005 most local residents had relied on the crops obtained from planting citrus, while previously they only cultivated cassava and gogo rice variety planted on non-irrigated field. In the meantime, for the management of Bayung Gede Village as a tourism pilot project, Suwela added, his party would establish a committee. “In years to come, this committee will manage the assistance obtained and at the same time build the tourism at Gede Bayung Village,” he concluded. NEW YORK – Sales of foreclosed homes fell in 2010 as the market struggled with weak demand, though they still represented more than a quarter of total sales, according to a RealtyTrac report released on Thursday. Sales of these distressed properties also fell in the fourth quarter, hurt by continued weakness from the expiration of the homebuyer tax credit and temporary halts in foreclosure sales from several major lenders. Sales of homes owned by banks or in some stage of foreclosure decreased 31.1 percent in 2010 from 2009 to 831,574 and were down 13.8 percent from 2008. Sales of homes that were not in foreclosure also decreased for the year, down nearly 19 percent from 2009, RealtyTrac said. Sales of foreclosed homes made up 26 percent of all home sales, down from 29 percent in 2009 and up from 23 percent in 2008. “We’re still seeing the volume of sales activity on these types of properties way beyond what we would normally see in a given year, but it’s not keeping pace with how quickly the industry is creating the inventory,” said Rick Sharga, senior vice president at RealtyTrac. The glut of inventory on the market — and more coming with fresh foreclosures — is one of the biggest challenges for the struggling housing market. However, demand remains weak, pushing prices down further. The average sales price on foreclosed homes was 28.1 percent below the average of regular properties in 2010, compared to 27 percent the year before. In the fourth quarter, foreclosure sales were down 22 percent from the previous quarter and down 45.4 percent from the fourth quarter 2009. Sales volume fell to its lowest level since the first quarter of 2008.

LONDON – Britain’s staterescued Royal Bank of Scotland said Thursday that net losses narrowed sharply last year to £1.125 billion pounds (1.327 billion euros, $1.823 billion) as bad debts tumbled. The performance marked a large improvement from net losses of £3.607 billion that were suffered in 2009, said RBS, which is 83-percent owned by the taxpayer after an enormous bailout. Most of last year’s loss was due to a large exceptional charge of £1.116 billion under the British government’s asset protection scheme, which is an insurance plan to protect banks from losses generated by high-risk assets. Operating profit, excluding any exceptional elements, jumped into a profit of 1.913 billion pounds in 2010, com-
pared with a shortfall of £6.090 billion in the previous year. RBS added that impairments nosedived by 33 percent to £9.256 billion last year. And in the fourth quarter, or three months to the end of December, RBS made a slender net profit of £12 million. That compared with a third-quarter net loss of £1.146 billion. “RBS is now two years into its five year plan to restore the group to good health, and has made strong progress against its targets in 2010,” the bank said in the earnings release. The Edinburgh-based lender was ravaged by the global credit crunch and the takeover of Dutch giant ABN Amro at the top of the market in 2007. That led to RBS being rescued with 45 billion pounds of British government money — the biggest single bank bailout in the world.
WASHINGTON – The International Monetary Fund called for a weaker dollar to help the United States reduce its deficits with the rest of the world and rebalance the global economy, in a report released Wednesday. In the report prepared for a Group of 20 finance chiefs meeting last week, the IMF said that its calculations showed the dollar remains “on the strong side” of medium-term fundamentals, while the euro and the Japanese yen were “broadly in line” and several Asian currencies, including China, were undervalued. To address global imbalances, the G20 should allow the dollar to fall, the Washington-based institution said. “Some further real effective depreciation of the US dollar would help ensure a sustained decline of the US current account deficit towards a level more consistent with medium-term fundamentals, helping to support more balanced
growth,” the IMF said. The widening US current account deficit — a broad measure of trade in goods, services, income and payment — rose a fifth straight quarter in the third quarter last year, to $127.2 billion, according to the latest US official data. The issue of a weak dollar is particularly sensitive in Brazil, where the government has said an international “currency war” is under way with the United States pumping cheap dollars into its post-crisis economy, while China’s yuan sinks in tandem. The IMF report was provided to finance ministers and central bank governors of the G20 major developed and emerging economies for their meeting Friday and Saturday in Paris. The G20 countries reached agreement on a series of economic indicators to measure imbalances within and between countries, with the goal of helping nations avoid a repeat of the problems at the heart of the 2008 financial crisis. The IMF urged stepped-up G20
efforts to sustain the global economic recovery, citing elevated downside risks for advanced economies and “overheating” in some emerging economies. Among the threats to global growth, the IMF highlighted “insufficient progress in developing medium-term fiscal consolidation plans, especially in the United States and Japan” and “sovereign and banking sector risks in the euro area periphery.” In emerging economies, the key policy challenge is to keep overheating pressures in check and respond appropriately to capital inflows, the IMF said. “In key surplus economies, overheating pressures can be alleviated by permitting currency appreciation, facilitating a healthy rebalancing from external to internal demand.” The 187-nation institution also said it “appears highly unlikely” the United States would be able to meet its commitment to halve its budget deficit between 2010 and 2013, pledged at a G20 Toronto summit in June 2010.

NEW YORK – Larry King thinks his successor, Piers Morgan, laid on the hype a little too thick before debuting last month. King, who made that point in a recent interview with a London radio station, repeated it to Morgan’s face during a prime-time reappearance Wednesday in the time slot he ruled at CNN for 25 years until December. It was part of an awkward interview in which King, 77, appeared to forget how many times he had been married. Morgan, a British tabloid veteran, aggressively promoted his new show before it started in January, suggesting it could be “dangerous” and aspired to become watercooler talk. King suggested a quieter entrance would have been more appropriate. King said he had seen about eight of Morgan’s shows and “I haven’t seen dangerous yet.”
“We couldn’t come in and undersell then,” Morgan said. “I’m following a legend. I can’t come in after Sinatra in Vegas and say, `By the way, this is not going to be very good. I suppose I’ve always oversold myself. I quite like doing that. It’s quite funny.” As for promising danger, Morgan said, “I was only kidding.” “Aha, British humor,” King replied. “I didn’t get it. I’m from Brooklyn.” King said he missed being part of the mix when big stories, like the Middle East unrest, are unfolding. His post-prime-time career is emerging. He said he had a CNN special in the works for April and is about to launch a one-man theater show of jokes and old stories. Morgan’s show started with a bang, with Oprah Winfrey, Condoleezza Rice and Howard Stern among his first week’s guests. Lately, his bookings illustrate the difficulties in keeping up that pace. With the Middle East unrest, Somalian pirates killing Americans and the New Zealand earthquake all in the news on Tuesday, Morgan brought on Playboy founder Hugh Hefner and his young fiancee. Morgan gamely asked about world affairs; Hefner seemed more interested in mentioning how his back still ached from a 1980s accident where he had too many Playboy Playmates in his bed. “Piers Morgan Tonight” averaged 826,000 viewers during the last two weeks, compared with King’s 732,000 viewers during the same two-week period last year. CNN executives are pleased, however, that the percentage of younger viewers have increased far more dramatically.

NEW YORK – Whoopi Goldberg said Wednesday that the lack of black nominees in major categories of this year’s Academy Awards doesn’t reflect a trend in the film industry. Speaking after hosting the opening of an exhibit of Oscar statues inside New York’s Grand Central Terminal, Goldberg underscored that five black actors have won Academy Awards since 2002. “I don’t know how it gets better,” she said after posing for pictures. “I think we’re all right.” Goldberg recently said on her show “The View” that she was upset about an article in The New York Times citing the lack of black nominees this year because it didn’t mention her supporting actress Oscar for 1990’s “Ghost.” The Times said she misread the story and that it was not meant to be a comprehensive list of
all actors who had won Oscars. Goldberg later apologized for calling the reporting sloppy. She tried to clarify her comments about the story Wednesday, saying it was inaccurate to think there’s “something wrong” with the way blacks are represented at the Oscars. She said strides have been made since 1939 when Hattie McDaniel won for best supporting actress, becoming the first black awarded an Oscar. “This idea that there’s something wrong, something missing, seemed very inaccurate to me. And it was,” she said. “And there are a lot of people in that small little world of black Oscar folks. And, yeah. If
you’re going to talk about it, then talk about it. Don’t sort of talk around it. That was my point.” Goldberg was chosen to host the opening of the Oscars exhibit at Grand Central Terminal “a couple weeks ago,” said Patrick Harrison, a spokesman for The Academy of Motion Picture Arts and Science, which puts on the Academy Awards each year. He said her appearance was not linked to the controversy stirred up by her comments about the Times article. “That came after we had asked her to participate in this event,” he said. NEW YORK – MTV is naming its new digital music awards the OMAs — and leaving the “O” up for grabs. The network is to announce Thursday that the O Music Awards will take place April 28. MTV is leaving the “O” undefined and open to interpretation from viewers. The awards, the network said, “honor the migration of music to the digital space, and celebrate the art, artistry and technology of digital music.” MTV plans to present an untraditional, heavily interactive award show, spread out across multiple screens, including the Internet, social media and mobile. MTV hopes the show will do for digital music what its Video Music Awards, launched in 1984, did for the music video. “We think this space now needs an award show,” said Dermot McCormack, head of MTV Music Group digital. “We think we’re fairly well qualified to come up with a way of rewarding achievement in these new categories.” MTV, which is part of the Viacom-owned MTV Networks, will later announce a “hub” for the event and categories. Categories could include things like best
app and best Kanye West tweet. Social media buzz will play a role in choosing the winners.

WASHINGTON – The world’s coral reefs could be wiped out by 2050 unless urgent action is taken to stop threats posed to the “rainforests of the sea” by everything from overfishing to climate change, a report warned. Warmer seas caused by global warming; ocean acidification blamed on carbon dioxide pollution; shipping, overfishing, coastal development and agricultural runoff all pose a threat to coral reefs, which hundreds of millions of people depend on for a living, says the report. “Threats on land, along the coast and in the water are converging in a perfect storm of threats to reefs,” Jane Lubchenco, administrator of the National Oceanic and Atmospheric Administration (NOAA), said at a news conference in Washington to launch the “Reefs at Risk Revisited” report. According to the report, which follows on from an earlier study on the health of the world’s coral reefs, more than 90 percent of reefs will be threatened by 2030 and nearly all reefs will be at risk by 2050 unless action is taken now to reduce the threats. “Local pressures” on reefs, including overfishing, coastal development and pollution, pose the most immediate and direct threats to the world’s reefs, threatening more than 60 per-
cent of the colorful sea ecosystems. The impacts of climate change — a “global threat” to reefs — is compounding the local pressures. “Warming seas have already caused widespread damage to reefs, with high temperatures driving a stress response called coral bleaching, where corals lose their colorful symbiotic algae, exposing their white skeletons,” the report says. “In addition, increasing carbon dioxide (CO2) emissions are slowly causing the world’s oceans to become more acidic. Ocean acidification reduces coral growth rates and, if unchecked, could reduce their ability to maintain their physical structure.” Quick, broad action could go a long way to saving the reefs, which have shown themselves in the past to be highly resilient, said Lauretta Burke, a lead author of the report, which was compiled by more than two dozen conservation and research groups led by World Resources International (WRI). A future with dying or dead reefs is “not a future we are committed to,” Burke said.

CAPE CANAVERAL, Fla. – Space shuttle Discovery is poised to make its last flight. The launch countdown is in its final hours, with fueling set to begin shortly after sunrise Thursday. This time, NASA is confident no hydrogen gas will leak and no cracks will develop in the fuel tank. Both those problems cropped up during the initial countdown in November. The repairs took almost four months. Discovery will head to the International Space Station with a crew of six, as well as a load of supplies and a humanoid robot. This will be the 39th flight for NASA’s oldest surviving shuttle. Discovery first blasted off in 1984, and has since logged 143 million miles. NASA expects 40,000 guests on hand in Florida for Discovery’s farewell launch.

McNamara told AFP. “The estimate of around 30 to 40 million tonnes of ice would be at a rough estimate about right.” McNamara said the onekilometre long piece of ice which carved off the glacier had broken into smaller icebergs, some of which were now about 200 metres (650 metres) in length, and towering up to 50 metres above the lake. “It carved in one big lot; a face about a kilometre long carving is a spectacular sight,” McNamara said, adding that the iceberg would then have popped up to the water like a porpoise before starting to break into smaller pieces. He said that particular face of the glacier had experienced similar events in recent years and it was not unusual to see huge icebergs in the lake. However, the 7.0 magnitude quake which hit New Zealand in September had not produced a similar event at Mt Cook, he said.
CHRISTCHURCH – A 30 million tonne block of ice sheared off a New Zealand glacier just minutes after a violent earthquake devastated the city of Christchurch, officials said Wednesday. The huge iceberg crashed into a lake shortly after the 6.3 magnitude tremor rocked the South Island on Tuesday and created waves up to three metres high for 30 minutes which rocked two sightseeing boats on the lake at the time. The enormous iceberg — estimated to weigh 30 to 40 million tonnes — began ripping off the Tasman Glacier at Aoraki Mount Cook National Park accompanied by a loud noise which sounded like a rifle shot, a local tourism official said. Aoraki Mount Cook Alpine Village tourism manager Denis Callesen said locals had been expecting a major iceberg to drop from the glacier for the past month, but the “curve ball” was that the event was caused by an earthquake. “The earthquake that we felt here was a swaying motion for about a minute, then it stopped and then it swayed for about another minute,” he told AFP. “Within about a minute of that happening, the staff at the lake heard from five kilometres away (from the glacier) a sound that sounded like a rifle shot and then over the next two minutes all the events started to unfold. “I have absolutely no doubt in my mind that the earthquake was the trigger.” The Department of Conservation confirmed that a “large chunk” of the glacier fell into the lake but was unable to say if this was caused by the earthquake, which was only felt lightly around Mt Cook some 150 kilometres (93 miles) from the epicentre. “You could argue whether the earthquake preAFP/NSF/Illustration/Josh Landis cipitated it or not — the fact is that the Photo illustration of a massive iceberg. Bayern coach surprised by Inter’s attacking attitude
LONDON – Arsenal winger Theo Walcott will miss Sunday’s League Cup Final against Birmingham after sustaining a sprained ankle in his side’s 1-0 win against Stoke at the Emirates Stadium. Captain Cesc Fabregas is also a doubt for the Wembley fixture after suffering a hamstring strain earlier in the same match. Walcott looked to fall awkwardly under a challenge from Dean Whitehead and was carried off on a stretcher. The fact the injury was sustained against Stoke, whose defender Ryan Shawcross broke young Arsenal star Aaron Ramsey’s leg on their last visit to the Emirates, was not lost on manager Arsene Wenger. “We cannot tell how long Theo will be out for but he is definitely out for Sunday,” Wenger said. “Theo is disappointed of course. But tonight was the kind of night where nobody else played. “But we have
to face it and we did the job in a very professional way against a Stoke team that defended very well and were very compact. “We do not know how bad Fabregas’s injury is. It is of course a concern that he is injured, but it is not his fault, it is not my fault, it is part of sport,” Wenger added. Sebastien Squillaci scored the only goal of the match and Wenger was pleased to have kept pace with Manchester United, who are a point ahead of his side at the top of the Premier League table. And he added the way they won — without hitting top gear after Fabregas was forced off — was a sign his team have matured. “We have matured certainly because we could win a game when we were less fluent,” he said. “That has changed from one or two years ago, because when we were not on our top game we would drop points. “I must give my players a lot of credit for that.

MILAN – Bayern Munich coach Louis van Gaal admitted he was surprised by Inter Milan’s attacking style as his side snatched a crucial 1-0 victory at the San Siro. Mario Gomez scored the only goal of the game in the last minute after Inter’s Brazilian goalkeeper Julio Cesar had failed to hold Arjen Robben’s stinging shot. It was sweet revenge for the Germans after their defeat to Inter in the final in Madrid nine months ago and Van Gaal insisted they were clear favourites to progress following the second leg in Munich in three weeks time. But having claimed before the game that Inter’s style had not changed since that final in May, where Jose Mourinho’s side proved effective on the counter-attack, Van Gaal admitted he was surprised at the Italians. “I was very surprised by Inter’s performance, they wanted to win the game,” he said. “It was a very good game, very attractive and everyone can be happy with the game, it was fun. It must have pleased everyone who watched it. “Of course we have a better chance of progressing now because we scored an away goal but

JOHANNESBURG – Top South African official Danny Jordaan failed on Wednesday to emulate football legends Franz Beckenbauer and Michel Platini and rise from World Cup organiser to FIFA executive committee member. Jordaan, chief executive of the local organising committee that delivered a near-flawless World Cup in South Af-
rica last year, finished fourth with a meagre 10 votes in a five-man race for two places on the FIFA ‘cabinet’. Algerian Mohamed Raouraoua (39 votes) and Ivorian Jacques Anouma (35) came first and second at a Confederation of African Football (CAF) general assembly in Sudan and became part of the 24-man committee that governs the sport. Raouraoua will be representing Africa in Switzerland for the
first time while Anouma goes back for a second term. Other CAF members on the FIFA committee are president Issa Hayatou from Cameroon and Egyptian Hani Abou Rida. Extensive continent-wide campaigning by Jordaan, a 59-yearold former MP for the ruling African National Congress, failed to woo the necessary support and his pre-election comment that “elections are strange things” proved prophetic.
“Everyone in Africa has been praising us for the successful hosting of the World Cup and so in the tradition of Beckenbauer and Platini it is logical we seek to bring that experience to the FIFA committee,” he added. But the 53-nation CAF assembly thought otherwise and it will stun many South African football followers that a man who silenced the sceptics with a smooth-as-silk World Cup garnered fewer votes than a Seychellois official.
Suketu Patel, already a member of the CAF executive committee and football boss in Southern Africa, hails from a tiny group of islands off the east coast whose national team is ranked 52 and last on the continent. Patel finished third with 12 votes and Ibrahima Galadima from Nigeria, a giant on the African football landscape, suffered the humiliation of coming last with just five votes.

Williams traded to Nets, latest star to head East Associated Press Writer
SALT LAKE CITY – The second blockbuster NBA trade in two days sent Utah Jazz point guard Deron Williams to the New Jersey Nets, shifting another star from the Western Conference to the East and to a bigger market. Now, while the Nets hope they can keep their new AllStar long-term and turn him into a face-of-the-franchise player the way Jason Kidd was years ago, small-market teams are left to wonder what the future holds for them. Is there something the NBA should do to protect teams from losing their stars? “I think this is a relatively recent phenomenon, but one that I believe is being watched very closely,” Jazz CEO Greg Miller said after trading away his All-Star point guard in exchange for rookie Derrick Favors, point guard Devin Harris, two first-round draft picks and cash. “I can only speak from the Jazz ownership perspective in saying that I’m not interested in seeing a congregation of star players on a handful of teams throughout the league. I don’t think it does the teams any good. It doesn’t do the fans any good. It doesn’t do the sponsors any good. “I would like to see as much parity as there can be in the league. Beyond that, it’s all just speculation.” The trend started in the summer of 2007 when the Boston Celtics made a blockbuster 7-for-1 trade

only way they could — by being proactive with the Williams trade and getting as much as they could now even if it created more turmoil just 13 days after Hall of Fame coach Jerry Sloan abruptly retire after clashing with Williams. Utah’s front office said it had no definite indication from Williams that he wouldn’t re-sign after 2012, but it also had no indication he would. “We had an opportunity to replace ambiguity with a high degree of certainty,” Miller said.

MARANA, Ariz. – Tiger Woods took a beating just about everywhere at the Match Play Championship — from Rory McIlroy in the media center, from ex-swing coach Hank Haney on Twitter and from Thomas Bjorn on the golf course. Nothing annoyed him more than losing on the course. Nothing was more stunning than the way he lost. Down to his last shot Wednesday afternoon, Woods delivered a vintage moment when he buried an 8-foot birdie putt on the 18th hole to extend the match.
Momentum on his side, he strode to the tee and stood over a 3-wood when he backed off to rehearse his swing. “I was trying to hit a ball in play,” Woods said. “The fairway is what? Two hundred yards wide? And I can’t even put the ball in the fairway. That’s very disappointing.” And so ended another chapter in his recovery, this one the shortest of all. Woods arrived at Dove Mountain about noon on Tuesday and was on his way home after about 30 hours. Only he knows where he will play next. Not even he can tell how he will play.

Nick Heidfeld has admitted he had to do some “intensive soul searching” before accepting Robert Kubica’s drive at the Renault team. Heidfeld has been hired by Renault to replace Kubica after the Pole was injured in a rally crash. The German driver was without a seat for 2011, and he conceded replacing an injured driver made him hesitate because of the poor circumstances. Heidfeld was Kubica’s team-mate at the BMW Sauber team from 2006 to 2009.
“I did some intensive soul searching - probably more intensive than most others would have done - and now I would say that I have cleared the situation for myself,” said Heidfeld in an interview with the official Formula 1 website. “It was
