Toxic smoke hampers offensive to retake IS stronghold of Mosul ERBIL - Concerns grow for the welfare of more than a million civilians trapped in the Iraqi city, amid deteriorating living standards. Troops have retaken a Christian region, including the town of Bartella, as they edged toward Iraq’s second biggest city. Around 50 villages have been liberated since Monday, according to the Iraqi army. Kurdish Peshmerga forces are understood to be planning to stop along a line at an average of 12 miles outside Mosul and a US military official said on Saturday that the troops were “pretty much there”. A senior interior ministry officer in Qayyarah, a main staging base south of Mosul, said: “Of course, this is affecting our planned progress.” Meanwhile, Kurdish forces are also engaged in a huge push around the Islamic State-held town of Bashiqa, northeast of Mosul. They gained significant ground in the early days of the offensive, which launched on 17 October.

US Secretary of Defence Ashton Carter praised them for “the way their efforts are completely coordinated with the Iraqi security forces”. He said the fight for Mosul was “on track and on schedule”. More than 30,000 troops are involved in the mission to retake the city. A key concern is for the safety of up to 1.2 million civilians in Mosul, who are trapped by the fighting. According to him, the agricultural land area of 10,000 hectares is not enough to support the life. “Just imagine that with a total of 33,000 families, each family will just averagely cultivate 0.3 hectare of land. Water discharge at public taps is also small, so that the time to work is used to queue for water at public taps. It is still better than not cooking or not having drinking in the kitchen,” she said. Similar opinion was disclosed by another resident, Ketut Rening. Although being elderly, she is forced to fetch water from public taps because there is no drinking water pipeline at her home. With the remaining strength, Rening fetches water with a bucket of medium size so that she can cook rice and cooked for drinking water. Fortunately, location of the public taps is not far away from her home. Hence, she can take water one or two times in a queue. “As being unable to buy water, I prefer to take water at public taps though having to queue. Most importantly, I can cook rice and drink,” she said.

In the meantime, hamlet chief of Bengkel, Nyoman Pasek, said the most severe clean water shortages occurred at Bengkel and Tenaon hamlet. Four other villages namely the Alasangker, Pendem, Juwuk Manis and Pumaan remain to get adequate clean water supply though there is decline in water discharge during the peak of dry season. Especially in his area, there are about 216 families getting difficulty in obtaining drinking water, while Tenaon hamlet has almost the same condition, so that the residents still rely on public taps. Then, for the need of shower or washing and toilet, they still rely on streams. This water shortage has not been handled because the source of raw water in the form of puddle is located at lower point than residential areas. As a result, to drain water with greater discharge needs high cost. It has not been resolved by the village government. “The existing water source has small discharge and is not sufficient. To drain in larger flow needs fund because the water source is located at lower point. If flowed to higher location and larger discharge it need high cost. So far, the village has not been able to resolve the problem of water supply in our region,’ he explained. (kmb38)

The head of the regional development planning board (Bappeda) of Gianyar, Kadek Wisnu Wijaya, when asked for his confirmation on Thursday (Oct. 20) explained that around the Goa Gajah cultural heritage is protected area since many archaeological sites are estimated to still be buried. “In terms of spatial layout, it indeed belongs to a cultural heritage and has been protected with the law. In appropriate with regional bylaw (Perda), the area still belongs to green belt,” he explained. In the meantime, as field observation on Thursday afternoon, a number of workers were found working on permanent buildings. This project is known to have been lasting for a month. However, it is not the first building established because a few meters in the western border near the Petanu River has also been established a permanent building. Badung purchases additional cervical cancer detectors MANGUPURA - The government of Badung is procuring early detection device of cervical cancer. This measure is an attempt to minimize the spread of cervical cancer to women. Tender of the procurement for the early detection device of cervical cancer is opened to the public on October 19-26. Chief of the Badung Health Agency, Gede Putra Suteja, said that the procurement is still in the bidding process through electronic procurement service (LPSE). The

government has prepared a budget of some IDR 4.5 billion for the procurement of three devices. “The three additional units of the scanner are meant to complete the existing three units today. This procurement is budgeted in the amended regional budget 2016. With these three additional units, Badung will totally have six units,” said Putra Suteja, Friday (Oct. 21). He said that Badung has two scanners of cervical cancer. How-

ever, considering there are 13 health centers spreading across the six subdistricts, the government will draft the purchase of additional early detection device of cervical cancer in the parent regional budget in 2017. ‘Thus, all the existing subdistricts will respectively have a single unit. Next year, we will draft the purchase of seven units, so that all health centers will have one,” he said. This official recognized that the

new device of cervical cancer can detect accurately and quickly. On that account, the early detection device purchased offers the latest technology. “When compared to the previous model of similar device, the new ones are much more sophisticated,” he said. Aside from the purchase of cervical cancer early detection device, another government program to minimize patients of cervical cancer is through mass vaccination. In the regional budget 2016, Badung

prepares around IDR 12.6 billion for procurement of cervical cancer vaccine targeting 8,269 people. Based on the existing data, the vaccination program has been conducted since 2012. In 2012, the vaccination of cervix cancer reached 1,502 people of the 1,517 targets. Then, in 2013 it increased to 2,455 people of the 2,892 targeted people; in 2014 reached 2,150 people of the 2,238 targeted people; and in 2015 reached 1,977 people of the 2,070 targeted people. alleged to have died following a traffic. According to the Badung Police, the victims had been drinking at their villa accompanied by 20 year old Alexis Nierfeix and 24 Marion Nierfeix at around 02:00. After two hours of drinking the two victims

set off on a Honda Vario motorcycle at high speed to buy more alcohol at Pererenan Beach. Alexis was concerned about their condition, so she followed them. “Lovid was driving with Emilie in back and they didn’t seem to know the way to the beach”, said

one police officer. Allegedly the victims, crashed into the rocks on Pererenan Beach. When Alexis approached them she saw that they were both lying lifeless. Emilie had suffered a broken neck and Lovid had smashed his head. The bodies of both victims

BANGLI - There are many charming waterfalls in Bangli including the yellow waterfalls at Tamanbali village and Cepung River waterfalls at Tembuku village, and Bunutin waterfalls. As the name implies, Bunutin waterfalls are located in Bunutin village, Kintamani and a roadside sign directs visitors to the location of the falls, which are however some way from the road, so visitors should be ready for a bit of a hike. In fact, there is no actual path to the falls, so visitors have to pass through 300 meters of tangerine orchards. The fatigue endured by visitors is well paid off when they reach the falls and experience the pristine beauty of the setting. The crystal clear water and lush vegetation are sure to make all visitors want to linger. However, visitors wanting to swim in the pool at the base of the waterfalls should proceed with caution as they is quicksand that could be hazardous if stepped into. Headman of Bunutin, Made Subrata, said that peopel have been visiting Bunutin waterfall despite the lack of path leading to it. “It is a little challenging to get there and the way is steep”, he said. Subrata said that there are plans to create a proper pathway to the waterfalls and that he hopes that relevant agencies will help promote the location so that more visitors can come and enjoy this spot and contribute to the welfare of the surrounding community. Egyptians losing patience with Sisi as economy deteriorates

CAIRO - A cartoon which appeared on social media shows a drowning Egyptian, only his hand protruding from the depths, waving for help. The next strips show President Abdel Fattah al-Sisi diving in, taking the drowning man’s watch and turning away. The cartoon captures the mood of desperation and anger among Egyptians clobbered by tax rises, soaring food price inflation and cuts in state subsidies. Some fear a repeat of the mass street protests that drove Sisi’s two immediate predecessors from power. Core inflation is at seven-year-highs, near 14 percent, as a foreign exchange shortage and a hike in customs duties bite hard in a country that imports everything from sugar to luxury cars. The government raised electricity prices by 25-40 percent in August and is phasing in a 13 percent valueadded tax approved by parliament in the same month. As part of reforms aimed at clinching a $12 billion IMF loan needed to plug its gaping budget deficit, the government is also expected to cut petrol subsidies and devalue the Egyptian pound, prompting a further cycle of inflation in Egypt, where tens of millions rely on statesubsidised bread. “Prices are rising daily, not monthly,” said Gamal Darwish, a civil servant, as he queued to buy subsidised sugar in Cairo. “This situation will push people to do bad things. It could slip out of hand and the government will not be able to control it because if the poorest cannot get enough to eat they will steal. If someone has children to feed, what will he do?” The government has tried to win public support for the austerity measures with a billboard campaign and media blitz and has also sought to expand social security schemes to shield the poorest from the effects of the rising prices. But many Egyptians who would not qualify for such schemes complain they can no longer afford meat, while sugar shortages have driven fears of an impending food crisis. Social justice was one of the key demands made by protesters during the 2011 revolt that ended Hosni Mubarak’s 30-year rule. In 2013 Egyptians again filled the streets to protest against Mohammed Mursi, the Muslim Brotherhood official who was democratically elected after the uprising but presided over a year of power cuts, petrol shortages

and economic turmoil. Three years after Sisi, an army general, ousted Mursi and seized power, his promise to restore stability is wearing thin. The arrival of sugar in a government van caused a frenzy in the working class district of Sayyida Zeinab on Tuesday, as people jostled, 10-pound-notes in hand, for 2-kilo rations. “After two revolutions, the Egyptian people are going backwards not forwards,” said Abdel Hasib Ahmed Mohamed, a middle-aged court employee watching the sugar scrum. “We are heading for an explosion and this time it won’t be peaceful.” NO EASY ANSWERS For the government, the case for economic reforms and the need to seal a planned three-year lending programme with the International Monetary Fund is clear. Egypt’s economy is likely to grow 3.5 percent in the 2016/17 fiscal year, a Reuters poll showed on Thursday, missing the government’s target of about 5 percent and dipping below last year’s growth rate. The budget deficit is near 10 percent of national output. The foreign currency shortage has made it hard for firms to import and foreign investors to repatriate profit. Some have shut shop after nearly two years of capital and import controls. Dollar rationing at banks has driven businesses toward the black market where the dollar is now selling for more than 15.5 pounds - a huge mark-up from the official rate of about 8.8. Egypt’s IMF programme has yet to win the lender’s final approval because the government must first muster $6 billion in bilateral financing, giving it the cash buffer it needs to devalue and ditch its fixed exchange rate. The IMF has said it is helping Egypt to secure the necessary funds. The government said this week it had secured 60 percent of the bilateral funds, boosting foreign reserves to $19.6 billion in September. Central Bank Governor Tarek Amer has said he would consider floating the pound once reserves hit $25 billion.

The pound’s continued depreciation on the black market since the IMF deal was announced in August also poses a big challenge. If the central bank makes a meagre adjustment in the exchange rate, economists say, downward pressure will continue to mount on the pound. But if it makes a 6-8 pound adjustment, the political and social impact could be explosive. Although the black market rate is already priced in across much of the private sector, a steep devaluation would prove costly for the government, which imports thousands of tonnes a month of vital commodities including wheat and oil for its food subsidy programme as well as gas for its power stations. Rumours have spread that Nov. 11 will be a day of protest over economic conditions. Police have already detained about 70 people for

inciting protests, accusing many of loyalty to the Muslim Brotherhood. But Sisi, who has crushed the Brotherhood and jailed secular dissenters, has also warned that the army could be deployed within six hours in case of trouble on the streets. There has been no sign so far of the mass protests of 2011 or 2013,

though anger over an increase in social housing costs turned into a street demonstration by hundreds last week in Port Said, near the mouth of the strategic Suez Canal. Fear for the future is not limited to poorer Egyptians, and businessmen who struggle daily with the dollar crisis are among the most concerned. “The dollar crunch is so bad that things have been piling up at the port for a long time and you cannot get them out. Dollars are not available... and the situation is deteriorating,” said Ashraf Morcos, who runs an import-export company. Some new policies seem at odds with the government’s reform drive. undergo an interview process by the police. “After this, they will be accommodated temporarily in a dormitory, then there is an interview process and the examination of the immigration authorities and the police. BOGOTA - Colombia’s Avianca airline will restart flights to Venezuela after one of its aircraft was approached by at least one Venezuelan warplane on Friday, creating a diplomatic incident and prompting the airline to cancel flights to and from the socialist country. Avianca said it would resume flights on Sunday, after cancelling transport to Venezuela when a passenger jet flying from Madrid to Bogota was briefly approached by Venezuelan military aircraft on Friday evening, resulting in diplomatic conversations and Venezuelan President Nicolas Maduro ordering an investigation. “After clarifications between the governments of Colombia and Venezuela about the incident registered last night in Venezuelan skies with an Avianca plane, the Colombian civil aviation authority has authorized the restart of operations to and from Venezuela,” Avianca said in a statement on Saturday evening. The South American neighbors have for years had a volatile relationship, with Venezuela’s socialist government sometimes accusing Colombia of provocation, and

claims in the other direction that Caracas has supported Colombian guerrillas. The two countries’ lengthy border is a constant source of tension. Data from online tracker FlightRadar24 showed Avianca’s flights were avoiding Venezuela on Saturday and a source from the company confirmed to Reuters that flights to Venezuela had been cancelled. British first as Crutchlow holds off Rossi in Australia

MELBOURNE - Cal Crutchlow comfortably held off Valentino Rossi over 18 laps at Phillip Island on Sunday to claim his second career MotoGP victory and become the first British winner of the Australian Grand Prix.

The 30-year-old, whose victory at Brno in August was the first in the premier class of grand prix racing for a British rider in 35 years, took full advantage after world champion Marc Marquez crashed out while leading the race. The LCR Honda rider held his nerve despite being chased by six-times world champion Rossi and crossed the line in 40 minutes, 48.543 seconds. Italian Rossi finished 4.218 seconds behind in 40:52.761. “I’m really pleased for my team, I was confident I could have won even with Marc in the race,” said Crutchlow. “I look forward to the last two races and then we’ll see what happens next season.” Marquez, who sealed his third world title in Japan last weekend, led the race from pole until he misjudged his breaking point on the fourth turn of the ninth lap and ended up in the trackside gravel. Hertha Berlin criticizes ultra fans’ homophobic banner

BERLIN — Hertha Berlin has criticized supporters who displayed a large homophobic banner during the side’s Bundesliga win over Cologne on Saturday. The banner, approximately 50 meters (yards) long, said, “WH96: Rather a mother than two fathers!” It was apparently directed at a Cologne ultra group called Die Wilde Horde 1996 (WH96), which has been involved in an ongoing spat with their Berlin counterparts. Hertha says in a tweet to its fans to “Leave out the stupidity! Hertha Berlin has always distanced itself from every form of discrimination.” The banner had drawn a mostly negative reaction on social media.
