OTTAWA - The upcoming Toronto film festival will showcase a “big year” for Reese Witherspoon, James Gandolfini’s final movie and Oscar-bait performances from several major Hollywood stars, organizers said Tuesday.

More than 300 feature films will be screened at the 39th Toronto International Film Festival, which runs from September 4 to 14. The event has traditionally been key for Oscar-conscious studios and distributors, attracting hundreds of filmmakers and actors to the red carpet in Canada’s largest city. Last year, Steve McQueen’s “12 Years a Slave” won the audience prize for best picture, before going on to win three Oscars including the coveted statuette for best picture. In presenting this year’s line-up, festival boss Cameron Bailey told a press conference in Toronto that fans of Witherspoon should be ready for a “big year” from the Oscar winner. The 38-year-old Witherspoon has

been one of Hollywood’s highest-paid and most bankable box office draws since her breakout starring turn in the 2001 comedy “Legally Blonde.” But she failed to gain credibility as a serious actress until her 2006 Oscar win for her turn as singer June Carter Cash -- the wife of superstar Johnny Cash -- in James Mangold’s biopic “Walk the Line.” In September, Toronto audiences will have an opportunity to see her again in two new films: “The Good Lie” about an American woman who takes in a Sudanese refugee, and “Wild,” the film adaptation of Cheryl Strayed’s bestselling memoir. “Wild” is directed

by Jean-Marc Vallee, whose previous feature, “Dallas Buyers Club” began its journey to Oscar success in Toronto last year. LONDON - Hit boy band One Direction is to release a concert film to be screened in cinemas around the world, the group said on Tuesday. The recording of a concert at San Siro Stadium in Milan, Italy will be screened in cinemas on October 11 and 12. C a l l e d “ W h e r e We Are”, the same name as the band’s current world tour, the film will include behind-the-scenes footage and a 15-minute interview. “The Where We Are tour is coming to a cinema near you for one weekend only,” band member Zayn Malik said. It follows the success of their documentary film “This Is Us” in 2013. Tickets for screenings go on sale in late July, and a DVD will be released in December.

According to Made Suardana, who has long been getting involved in architecture, said on Monday (Jul 21) there were some things causing investors or contractors to be reluctant to give Balinese ornaments in their products, such as the absence of strict rules, including sanctions when they violated. In addition, the architects were not creative whereas Balinese style could be combined with modern elements. Another cause was glued to raw materials. “When people are talking about Balinese architectural

style, they just refer to rubbed red brick and sandstone, whereas the materials are not always attractive. They must be combined with other raw materials,” he said. When glued to the sandstone, said Suardana, the material was hard to get at this time. In addition, sandstone mining also kindled environmental damage because many sandstone cliffs avalanched as the sandstone was continuously dug by miners. “Therefore, the architecture must look for alternative materials

that can be combined with other materials so that Balinese style is getting richer,” he said. He exemplified that many new hotels today made their exterior or walls of glass. They did not apply any touch of natural stone and Balinese carving. According to Suardana, Balinese style should not only be used to cover walls, but should also be applied in the building structure. Balinese architecture was known to have tri angga (three parts of human body) or vertical orientation concept, consisting of ‘legs’ or foundation, ‘body’ or wall and ‘the head’ or pyramidal roof. Pertamina provides 79,964 KL of Premium fuel on Eid holidays Denpasar (Bali Post)—

To anticipate a surge in the consumption of fuel, Pertamina has increased the stock of Premium up to 15 percent from normal consumption or approximately reaches 79,964 KL from normal consumption of 69,534 KL each month. “I think this anticipation is enough considering the surge of Premium consumption during the Eid in Bali in 2013 only reached 2 percent. Additional stock of 15 percent is based on consideration of longer Eid holidays compared to last year,” said Heppy Wulansari, Assistant Manager of External Relations of Pertamina Marketing Operation Region V when contacted, Tuesday (Jul 22). According to her, Pertamina only increased the stock of Premium fuel, while the stock of diesel fuel was only prepared as in normal distribution as much as 18,712 KL each month considering the consumption of diesel fuel tended to diminish on the Eid period. “Last year, the consumption of diesel fuel during the Eid was down 11 percent, so for this year we do not increase it,” she said. She said, other than increasing stock, the petrol stations located in the area of homecoming paths were instructed to open for 24 hours. Then, all the petrol stations were asked to keep the stock resistance, especially seven days before and after the Eid holidays. “The petrol stations instructed to be open for

24 hours are those located in the road sections of Denpasar-Gilimanuk, Denpasar-Karangasem (Padang Bai) and Buleleng-Gilimanuk,” she explained. Meanwhile, related to non-subsidized fuel, she explained that Pertamax would be available at 113 petrol stations and Pertamina Dex at 22 petrol stations. For petrol stations in strategic pathways that provided non-subsidized fuel, Pertamina would provide it in the form of package. Pertamax and Pertamax Plus were available in package of 5 liters and Pertamina Dex in package of 10 liters. This non-subsidized fuel package was added to 57 petrol stations at strategic paths. “For 3-kg LPG, Pertamina anticipates with additional distribution of 16 percent or up to 13,312 metric tons from the normal consumption of 11,447 metric tons each month,” she explained. She also described about the anticipation against the closed base, where LPG would be available in 146 petrol stations spreading across Bali. To stabilize the distribution, 10 LPG supply points and all the LPG agencies (25 non-

Representative of the Ministry of Foreign Affairs of the Republic Indonesia (RI) and the Buleleng government made negotiation with the victim’s family of the Malaysia Airlines (MH17) plane crash. The government wanted that representative of the family member would also depart to Amsterdam, the Netherlands. The meeting was held in the room of Buleleng Regent, Putu Agus Suradnyana. The departure would be facilitated by the Malaysia Airlines, while passport were prepared by Buleleng government, Tuesday morning (Jul 22). Regent of Buleleng, Putu Agus Suradnyana, said that his party asked the family members of the MH17 crash victims to leave for Amsterdam, the Netherlands in order the identification process could be done immediately. “We ask the family members to leave for the Netherlands, so that the body can be identified by family members. It can help accelerate the identification,” he said. Meanwhile, Regent Suradnyana added that the departure would include two family members of Wayan Sujana

and a family member of Ketut Wiartini accompanied by an interpreter of Buleleng government. “A total of four people will leave for the Netherlands. Though there is little doubt of Wayan Sujana’s father, we have convinced him. The matter of accommodation will be provided by the Malaysia Airlines,” he added. In the meantime, Deputy Regent of Buleleng, Nyoman Sutjidra, explained the victim’s family had met with the government and discussed about the acceleration for the body identification of the victim Wayan Sujana. “We have conveyed to the family so that it can identify the victim’s body. Representative of family members will depart to facilitate the body identification, such as the taking of hair or blood sample,” he said. Besides, the Buleleng government would also help by providing English

interpreter to facilitate communication in the Netherlands. “An interpreter will accompany the victim’s family. We’re accelerating the passport making for the victim’s family member,” said Sutjidra. Ministry of Foreign Affairs of the RI through its representative Arfian Asri was present with Muhammad Sudrajat, staff of Directorate of Indonesian citizen protection and Indonesian Legal Entity (BHI). Asri said that his party met with the regent of Buleleng to discuss about the needs of the victim’s family. He also appreciated the quick response of Buleleng government that had helped the victim’s family. “We greatly appreciate the quick response of the Buleleng government. The rebel’s party has been willing to take out the body from the rebel territory where the plane crashed,” said Asri.

Asri explained the rebel had showed a development for the collection and identification of the bodies. “The Ukraine has also approved the Amsterdam City as the location of collection and identification of the bodies considering the area is neutral and safe,” he explained. His party added that four people would leave for Amsterdam, the Netherlands. It was prioritized for the family members and a companion. “Family members were asked to come to identify the bodies, especially if there are special features in the victim’s body,” he added. The team of the Ministry of Foreign Affairs of the RI was planned to leave for Jakarta on Tuesday afternoon to report the results of meeting with the victim’s families and delivered it to the Ministry of Foreign Affairs in Jakarta. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

NEW YORK — Experimentation with human growth hormones by America’s teens more than doubled in the past year, as more young people looked to drugs to boost their athletic performance and improve their looks, according to a new, large-scale national survey. In a confidential 2013 survey of 3,705 high school students, being released Wednesday by the Partnership for Drug-Free Kids, 11 percent reported using synthetic HGH at least once — up from about 5 percent in the four preceding annual surveys. Teen use of steroids increased from 5 percent to 7 percent over the same period, the survey found. Travis Tygart, CEO of the U.S. Anti-Doping Agency, depicted the numbers as alarming but not surprising, given the extensive online marketing of performanceenhancing substances and near-total lack of any drug testing for high school athletes. “It’s what you get when you combine aggressive promotion from for-profit companies with a vulnerable target — kids who want a quick fix and don’t care about health risk,” Tygart said in an interview. “It’s a very easy sell, unfortunately.” Nine percent of teen girls reported trying synthetic HGH and 12 percent of boys. “A picture emerges of teens — both boys and girls — entering a largely unregulated marketplace (online and in-store) in which performance-enhancing substances of many varieties are aggressively promoted with promises of improved

muscle mass, performance and appearance,” said the report. “This is an area of apparently growing interest and potential danger to teens that cries out for stricter controls on manufacture and marketing.” Given the high cost of authentic HGH, it’s possible that some of the teens who reported using it may in fact have obtained fake products. As the survey said, “It’s very difficult to know what exactly is in the substances teens are consuming, or what the short and long-term impact on their health may be.” Steve Pasierb, president of the Partnership for Drug-Free Kids, said the motives of today’s youthful dopers were different from the rebellious or escapist attitudes that traditionally accompanied teen drinking and pot-smoking. “This is about how you feel, how you look,” Pasierb said. “They’re doing this thing to get ahead. ... Girls want to be thin and toned. For a lot of boys, it’s about their six-pack.” He urged parents to talk candidly with their children about the dangers of performance-enhancing substances, but to avoid moralizing. Pasierb said high school coaches have a key role in combatting doping. Some are vigilant, others oblivious and perhaps a third are

prepared to tolerate doping in the interests of winning, he said. The new survey noted that the upsurge in teen HGH use occurred even as famous athletes were caught up in high-profile doping cases. Last August, Major League Baseball punished Alex Rodriguez with a lengthy suspension after investigating his use of performance-enhancing drugs. A few months earlier, Lance Armstrong admitted in a TV interview to doping throughout his cycling career. One of Armstrong’s former teammates is Tyler Hamilton, who was forced to return his 2004 Olympic gold medal after being found guilty of doping. In recent public appearances, Hamilton has implored young athletes to resist the temptation to dope. “There’s so much pressure on winning — it’s tough for these kids to stay true to themselves,” he said. “I can’t change every kid’s mind, but if I can do my part and other people do their part, we can beat this monster.” Tygart, who as USADA’s chief oversaw investigations of Armstrong and Hamilton, noted that stringent testing regimens are an increasingly effective deterrent to doping among athletes in major pro sports and in international competitions.

There is more good news about HIV treatment pills used to prevent infection in people at high risk of getting the AIDS virus: Follow-up from a landmark study that proved the drug works now shows that it does not encourage risky sex and is effective even if people skip some doses. The research was discussed Tuesday at the International AIDS Conference in Melbourne, Australia, and was published by the British journal Lancet Infectious Diseases. It involves 1,600 gay men and transgender women who took part in the original study showing that daily use of the drug Truvada lowered the risk of getting HIV. After the study ended, they were offered the chance to keep getting the pills for free, and three-quarters of them agreed. All were studied for another 17 months. None who took the pills at least four days a week became infected. Even use two or three days a week lowered the risk of infection compared to taking the pills less often or not at all. Researchers could tell how often the drug was taken because they measured it in blood samples. “We’re encouraged,” said study leader Dr. Robert Grant, an AIDS expert at the Gladstone Institutes, a foundation affiliated with the University of California, San Francisco. “There’s a demand, there’s some forgiveness for missed doses. And it’s safe.” Mitchell Warren, who heads a nonprofit group that works on HIV prevention research, said in an email from Melbourne that “the story is now clear” that this approach “is real, it works, and it should be made available to people at risk now as part of high-impact combination prevention.” Condoms remain the best way to prevent HIV infection but not everyone uses them all the time, so health officials recommend other options for certain groups, such as gay men. Some health officials had worried that taking Truvada might give a false sense of security and make men less likely to use condoms or to limit their partners. However, study participants reported no increase in these behaviors, and there was no rise in syphilis or herpes, other sexually spread diseases that might suggest risk-taking. The study was done in South America, Africa, Thailand, United States and paid for by the U.S. National Institutes of Health. Truvada already is sold for treating HIV. DENPASAR - HIV/AIDS claims many victims among the community of Bali. Most of the infected residents possibly do not know if they have been infected by the deadly disease, so it causes needless death. Based on the data obtained from Bali Government, there have been at least 9,191 cases happening since 1987 to April 2014. It was revealed by Governor of Bali, Made Mangku Pastika, in the National AIDS Reflection Night (MRAN) in the Bajra Sandhi Monument, Niti Mandala, Renon, Denpasar, Sunday (Jul 20). Pastika said the current HIV and AIDS cases in Bali indicated a persistent increase in terms of statistics. Probably, the increase was likely to be caused by two things. Firstly, it happened because of the development of new cases and the reveal of iceberg conducted by the HIV and AIDS activists in Bali. Secondly, it had been observed maximally by the Bali Health Agency and relevant regional working units through various measures. “HIV and AIDS can be prevented through abstinence of having sex, faithfulness to a single partner, usage of condom (the risk behavior required to use condom when having sex) and abstinence of using drugs by injection and education (look for the right information about HIV and AIDS),” said Pastika. WTO can impose extra duties when goods are “dumped” on them -- sold at below market prices to grab business. But they must prove that their domestic producers are suffering from dumping, and that they are not simply deploying duties to hit foreign competitors. Russia has also hit the EU with a complaint over energy market reforms, which it says hurt its gas giant Gazprom. Malaysia’s March 8 loss of a jumbo jet with 239 people aboard and its widely mocked response hurt the country’s image worldwide. With most of the passengers on MH370 Chinese, tourist arrivals from China -- an increasingly important travel-industry market on which Malaysia has pinned much of its hopes for visitor growth -dropped in the aftermath. While the circumstances of the two disasters are markedly distinct, perception is key in branding, and the latest tragedy is expected to complicate efforts to

One of the services for cancer treatment at Sanglah Hospital is radiotherapy. The treatment using radiation therapy is necessary for cancer patients. However, since the device at Sanglah Hospital has been old enough, the service cannot run optimally. Even, sometimes the radiotherapy device owned by Sanglah Hospital does not work. If such condition occurs, the treatment of cancer patients must be delayed. One of the cancer patients expressing such complaint was a patient of tumor on the face, Dewa Ayu Anom Mariani, 45, a resident of Jalan Gunung Batur 40 A. She had repeatedly come to Sanglah Hospital in order to get radiotherapeutic services for her tumor. At the same time, she was always disappointed because the radiotherapeutic device at Sanglah Hospital was reported to be damaged. Such a fate did not only afflict to Mariani. In fact, approximately 180 other cancer patients recorded since January to June 2014 were forced to queue in order to get the services. More sadly, due to the restricted capability of the device, the 180 patients remaining in queue would get their turn with the fastest schedule in 2015. The problem regarding the radiotherapeutic device at Sanglah Hospital was recognized by the Head of Sanglah Hospital Medical Support, Ken Wirasandhi. “It has been repaired. Now, it can be used to serve patient as ever before,” he said. According to Ken, the old age of the device caused it to be unable to function normally. He pointed out that the new device could enable patients to undergo radiation within two minutes, while the current device owned by Sanglah Hospital took many hours for similar treatment. Longer time required by patient to undergo the treatment caused the services less maximal so that it then kindled long queue. In normal condition, the device could provide treatment to 35 patients each day. As a note, a patient required therapy for at least one and a half months, four to five times a week. The patients consulted to undergo radiotherapy would typically be recorded and given a schedule. Due to long queue, the patients could get the schedule of therapy a year later. “However, it will also consider the case. When the doctor considered getting urgent therapy, the schedule can be advanced,” said Ken. As central referral hospital for Bali and Nusa Tenggara, Sanglah Hospital is the only health service in Bali providing the radiotherapeutic services. Thus, the cancer patients requiring these services would automatically be referred to Sanglah Hospital. On the other hand, the frequently damaged device would not be able to meet the service maximally. According to Ken, Sanglah Hospital had attempted to purchase a new device. As planned, the new radiotherapeutic device would be available in 2014. “The auction has been implemented and it is just waiting for the device. At least, it has been installed at the end of 2014,” said Ken. Procurement of the radiotherapeutic device was not only limited to purchase it. To operate, it required a building in appropriate with the requirements. According to Ken, the readiness of building was being carried out by Sanglah Hospital and would be completed in September 2014. “This new device is funded by the state budget amounting to IDR 14 billion. It was purchased in Canada with 12,000 curie of cobalt. Sophistication of this device is one level higher than the existing device,” said Ken. Ken had confidence the new device could make the services faster so the queue of patients could be overcome. Ken argued the service limitation at Sanglah Hospital was not only in radiotherapy. But there were also other services such as inpatient wards. As for the funding to improve services, the Sanglah Hospital met it by itself and got the assistance from central government. On that account, he hoped the deficiencies could get the attention from Bali government. “Anyway, Sanglah Hospital serves the people of Bali, even though including the central referral hospital,” he said. JERUSALEM — Beyond the boom of Israeli airstrikes and the stream of rockets fired from Gaza, Israel and Hamas are also battling to control the message emanating from this latest IsraeliPalestinian conflagration. Using videos, Twitter, text messages, leaflets and phone calls, both sides have attempted to direct the tone of the fighting — for their own public, their opponent’s population and for a global audience. Propaganda and psychological warfare are nothing new in battle, but technology and social media have exponentially increased the ability of each side to penetrate their intended audiences. Each side has sought to tip the moral scale in its favor with an international audience. Israel has tried to make its case that it is defending its citizens from unprovoked attacks but taking steps to avoid killing civilians on the other side. Hamas has appealed to the world by pointing to the high civilian death toll from Israel’s onslaught on Gaza. Israel and Hamas are each addressing the other’s populations as well. Israel has pushed the message to Palestinians in Gaza that the territory’s Hamas rulers are to blame for the bloodshed that’s being wreaked. In phone calls that the military makes to Gazans to tell them to evacuate their homes before a strike, the recorded script in Arabic also tells them that Hamas is using them as human shields. Hamas, in turn, has sent text messages directly to Israelis, warning them that the group will continue firing rockets at them until its demands — like the end of the long-stifling blockade of the tiny Gaza Strip — are met. “This is a war over public opinion,” said Yuval Dror, an expert in digital communications. “It’s an inseparable part of battle in the modern age.” Israel says it launched the war on July 8 in response to heavy rocket fire out of Hamas-controlled Gaza. More than 600 Palestinians and 29 Israelis have been killed in the fighting, which escalated last week with the start of a ground offensive. The war over hearts and minds that has accompanied it has been just as dramatic. Israel’s military has been at the forefront of trying to mold the message. Its spokesperson’s office has posted more than 40 videos online since the conflict began, an onslaught of footage aimed at portraying its citizens as under threat from Hamas attacks. Shipwrecked Concordia making final voyage off isle GIGLIO ISLAND, Italy — The Costa Concordia cruise liner has begun its final voyage, slowly being towed away from the tiny Italian island where it capsized, killing 32 people in 2012. Sirens on nearby boats wailed and bells on the island tolled just before two tugboats pulled the Concordia away from Giglio’s port, where the luxury liner ended up on its side, after striking a reef when its captain steered too close to the island in pristine waters. The tugs are bringing the crippled ship on a four-day journey to Genoa, the northwestern Italian mainland port and home to the ship’s owner, Costa Crociere Spa. The vessel will be reduced to scrap at the port. Accompanying the tugs and Concordia, moving at a speed of two knots, are several boats to help check for any possible pollution in the waters, which are home to dolphins. A daring engineering operation set the Concordia upright last September in preparation for removal. The salvage master of the entire operation, Nick Sloane, told reporters he was a bit nervous just before boarding the Concordia to monitor the final voyage. After the Concordia’s departure from Giglio, another search will be launched for the body of the one victim that was never found. The Concordia’s Italian captain is on trial for multiple manslaughter, causing the wreck on Jan. 13, 2012, and abandoning ship before all aboard were evacuated. BAGNERES-DE-LUCHON, France — The Pyrenees on Tuesday lived up to their reputation for causing ups and downs at the Tour de France: A French rider climbed in the standings, an American went down, and an Australian rebounding from an ordeal of doping suspicions won Stage 16 in a downhill breakaway. Riding in his 10th Tour, threetime world champion Michael Rogers of Australia won his first Tour stage behind savvy racing, well-paced riding and the absence of his Tinkoff-Saxo Bank leader Alberto Contador. The Spaniard crashed out in Stage 10, inadvertently freeing up Rogers to go after the stage win. Race leader Vincenzo Nibali was still descending from the day’s biggest climb, the Porte de Bales, as Rogers crossed and finished 8-1/2 minutes later. But the Italian looks even more likely to win the three-week race on Sunday after keeping pace with possible contenders for the yellow jersey, and gaining time on two others. One of the laggards was Tejay van Garderen. Unable to keep pace on the Port de Bales, the 25-year-old American was more than 3-1/2 minutes after Nibali. Van Garderen only slipped a spot in the standings, to sixth, but the gap to the rider ahead of him grew. The other laggard was France’s Romain Bardet, who finished nearly two minutes back of Nibali. Thibaut Pinot, however, kept pace with Nibali and replaced Bardet as France’s top podium hopeful: He rose to third. For the second straight year, the race’s entree to the Pyrenees has dented Van Garderen’s podium ambitions. “It’s definitely disappointing,” the American said outside his BMC team bus. “I had high hopes for a podium and now it looks like it’s taken a big hit ... I just didn’t have the legs, I felt a bit empty.” “I’m just hoping I can bounce back and have a better day tomorrow.” A year ago, the Montana native lost more than 10 minutes to the main contenders, including Chris Froome who went on to win that Tour, as they rode up to the Ax 3 Domaines ski station on Stage 8. The year before, in his Tour debut, he lost seconds in the title quest during two Pyrenean stages, but still finished fifth overall and took home the white jersey given to the race’s best young rider. For Rogers, the 237.5-kilometer (147-mile) leg from Carcassonne to Bagneres-de-Luchon — the longest stage this year — was one of vindication and overdue Tour glory. He took a bow as he crossed the line. “Every cyclist’s dream is to win a stage at the Tour de France,” said Rogers, who also won two stages on Italy’s Giro this year. “I can’t describe the joy I felt in the last 500 meters ... I hope I don’t have to wait another 10 years to experience it again.” Rogers came close not to riding in the Giro or the Tour at all. In a ruling in April, the International Cycling Union accepted that meat Rogers ate in China last year probably caused his positive doping test at the Japan Cup shortly afterward. He convinced the UCI that he had not intended to cheat, and said the episode was “a very difficult time” for his family. Rogers was suspended after that positive test. Underscoring the pressure, Cycling Australia said at the time that it would seek a maximum two-year ban if he had been found guilty of doping. He knew the effects of clenbuterol, which helps to build muscle and burn fat, on riders’ careers. Contador lost his 2010 Tour title and served a two-year ban after testing positive for it in the final week of that race. The Spaniard also argued that ingested it through food, but lost his case. After the UCI ruling in his own case, Rogers said Tuesday he returned with “a different outlook on life ... Sometimes you need a lesson in life to see the silver lining in the cloud.” Rogers might not have had a chance to win a Tour stage if Contador were still racing this year, because his job would have been more of a support rider. Once the Spaniard crashed out, the team’s Plan B was to aim for stage victories. “I can be grateful, but I’m also very heartbroken that Alberto’s not here,” Rogers said.

their sole World Cup success on home soil in 1966. “The real problem is there is no pathway for 17 or 18-year-old English boys to get through the system,” he said. “I think it’s going to get tougher and tougher unless we do something about it,” he said, lamenting the fact that only around 30 percent of Premier League players are English. He said that world champions Germany had “an unwritten rule” over the number of foreign players in the Bundesliga, creating room for talented German youngsters to come through. “The other problem we’ve got is that none of our players play overseas,” added Dyke.

Hodgson has also said that English players would benefit from gaining experience by playing abroad and might get more opportunities than they do in the Premier League. England made an early exit from the World Cup in Brazil last month, picking up only one point from three group games. However, there has been little clamour for Hodgson to go, with the media and many fans acknowledging the limitations of the current squad. BAGNERES-DE-LUCHON, France — The Pyrenees on Tuesday lived up to their reputation for causing ups and downs at the Tour de France: A French rider climbed in the standings, an American went down, and an Australian rebounding from an ordeal of doping suspicions won Stage 16 in a downhill breakaway. Riding in his 10th Tour, threetime world champion Michael Rogers of Australia won his first Tour stage behind savvy racing, well-paced riding and the absence of his Tinkoff-Saxo Bank leader Alberto Contador. The Spaniard crashed out in Stage 10, inadvertently freeing up Rogers to go after the stage win. Race leader Vincenzo Nibali was still descending from the day’s biggest climb, the Porte de Bales, as Rogers crossed and finished 8-1/2 minutes later. But the Italian looks even more likely to win the three-week race on Sunday after keeping pace with possible contenders for the yellow jersey, and gaining time on two others. One of the laggards was Tejay van Garderen. Unable to keep pace on the Port de Bales, the 25-year-old American was more than 3-1/2 minutes after Nibali. Van Garderen only slipped a spot in the standings, to sixth, but the gap to the rider ahead of him grew. The other laggard was France’s Romain Bardet, who finished nearly two minutes back of Nibali. Thibaut Pinot, however, kept pace with Nibali and replaced Bardet as France’s top podium hopeful: He rose to third. For the second straight year, the race’s entree to the Pyrenees has dented Van Garderen’s podium ambitions. “It’s definitely disappointing,” the American said outside his BMC team bus. “I had high hopes for a podium and now it looks like it’s taken a big hit ... I just didn’t have the legs, I felt a bit empty.” “I’m just hoping I can bounce back and have a better day tomorrow.” A year ago, the Montana native lost more than 10 minutes to the main contenders, including Chris Froome who went on to win that Tour, as they rode up to the Ax 3 Domaines ski station on Stage 8. The year before, in his Tour debut, he lost seconds in the title quest during two Pyrenean stages, but still finished fifth overall and took home the white jersey given to the race’s best young rider. For Rogers, the 237.5-kilometer (147-mile) leg from Carcassonne to Bagneres-de-Luchon — the longest stage this year — was one of vindication and overdue Tour glory. He took a bow as he crossed the line. “Every cyclist’s dream is to win a stage at the Tour de France,” said Rogers, who also won two stages on Italy’s Giro this year. “I can’t describe the joy I felt in the last 500 meters ... I hope I don’t have to wait another 10 years to experience it again.” Rogers came close not to riding in the Giro or the Tour at all. In a ruling in April, the International Cycling Union accepted that meat Rogers ate in China last year probably caused his positive doping test at the Japan Cup shortly afterward. He convinced the UCI that he had not intended to cheat, and said the episode was “a very difficult time” for his family. Rogers was suspended after that positive test. Underscoring the pressure, Cycling Australia said at the time that it would seek a maximum two-year ban if he had been found guilty of doping. He knew the effects of clenbuterol, which helps to build muscle and burn fat, on riders’ careers. Contador lost his 2010 Tour title and served a two-year ban after testing positive for it in the final week of that race. The Spaniard also argued that ingested it through food, but lost his case. After the UCI ruling in his own case, Rogers said Tuesday he returned with “a different outlook on life ... Sometimes you need a lesson in life to see the silver lining in the cloud.” Rogers might not have had a chance to win a Tour stage if Contador were still racing this year, because his job would have been more of a support rider. Once the Spaniard crashed out, the team’s Plan B was to aim for stage victories. “I can be grateful, but I’m also very heartbroken that Alberto’s not here,” Rogers said.

JERUSALEM — Beyond the boom of Israeli airstrikes and the stream of rockets fired from Gaza, Israel and Hamas are also battling to control the message emanating from this latest IsraeliPalestinian conflagration. Using videos, Twitter, text messages, leaflets and phone calls, both sides have attempted to direct the tone of the fighting — for their own public, their opponent’s population and for a global audience. Propaganda and psychological warfare are nothing new in battle, but technology and social media have exponentially increased the ability of each side to penetrate their intended audiences. Each side has sought to tip the moral scale in its favor with an international audience. Israel has tried to make its case that it is defending its citizens from unprovoked attacks but taking steps to avoid killing civilians on the other side. Hamas has appealed to the world by pointing to the high civilian death toll from Israel’s onslaught on Gaza. Israel and Hamas are each addressing the other’s populations as well. Israel has pushed the message to Palestinians in Gaza that the territory’s Hamas rulers are to blame for the bloodshed that’s being wreaked. In phone calls that the military makes to Gazans to tell them to evacuate their homes before a strike, the recorded script in Arabic also tells them that Hamas is using them as human shields. Hamas, in turn, has sent text messages directly to Israelis, warning them that the group will continue firing rockets at them until its demands — like the end of the long-stifling blockade of the tiny Gaza Strip — are met. “This is a war over public opinion,” said Yuval Dror, an expert in digital communications. “It’s an inseparable part of battle in the modern age.” Israel says it launched the war on July 8 in response to heavy rocket fire out of Hamas-controlled Gaza. More than 600 Palestinians and 29 Israelis have been killed in the fighting, which escalated last week with the start of a ground offensive. The war over hearts and minds that has accompanied it has been just as dramatic. Israel’s military has been at the forefront of trying to mold the message. Its spokesperson’s office has posted more than 40 videos online since the conflict began, an onslaught of footage aimed at portraying its citizens as under threat from Hamas attacks. Shipwrecked Concordia making final voyage off isle GIGLIO ISLAND, Italy — The Costa Concordia cruise liner has begun its final voyage, slowly being towed away from the tiny Italian island where it capsized, killing 32 people in 2012. Sirens on nearby boats wailed and bells on the island tolled just before two tugboats pulled the Concordia away from Giglio’s port, where the luxury liner ended up on its side, after striking a reef when its captain steered too close to the island in pristine waters. The tugs are bringing the crippled ship on a four-day journey to Genoa, the northwestern Italian mainland port and home to the ship’s owner, Costa Crociere Spa. The vessel will be reduced to scrap at the port. Accompanying the tugs and Concordia, moving at a speed of two knots, are several boats to help check for any possible pollution in the waters, which are home to dolphins. A daring engineering operation set the Concordia upright last September in preparation for removal. The salvage master of the entire operation, Nick Sloane, told reporters he was a bit nervous just before boarding the Concordia to monitor the final voyage. After the Concordia’s departure from Giglio, another search will be launched for the body of the one victim that was never found. The Concordia’s Italian captain is on trial for multiple manslaughter, causing the wreck on Jan. 13, 2012, and abandoning ship before all aboard were evacuated. The sole defendant in the trial in Tuscany, Francesco Schettino claimed the reef wasn’t on the liner’s nautical charts. “It’s a moment for sobriety and sorrowful respect for those who are no more,” Franco Gabrielli, the Italian government official monitoring the entire removal process, told Sky TG24 as he recalled those who perished. One of the services for cancer treatment at Sanglah Hospital is radiotherapy. The treatment using radiation therapy is necessary for cancer patients. If such condition occurs, the treatment of cancer patients must be delayed. One of the cancer patients expressing such complaint was a patient of tumor on the face, Dewa Ayu Anom Mariani, 45, a resident of Jalan Gunung Batur 40 A. She had repeatedly come to Sanglah Hospital in order to get radiotherapeutic services for her tumor. At the same time, she was always disappointed because the radiotherapeutic device at Sanglah Hospital was reported to be damaged. Such a fate did not only afflict to Mariani. In fact, approximately 180 other cancer patients recorded since January to June 2014 were forced to queue in order to get the services. More sadly, due to the restricted capability of the device, the 180 patients remaining in queue would get their turn with the fastest schedule in 2015. The problem regarding the radiotherapeutic device at Sanglah Hospital was recognized by the Head of Sanglah Hospital Medical Support, Ken Wirasandhi. “It has been repaired. Now, it can be used to serve patient as ever before,” he said. According to Ken, the old age of the device caused it to be unable to function normally. He pointed out that the new device could enable patients to undergo radiation within two minutes, while the current device owned by Sanglah Hospital took many hours for similar treatment. Longer time required by patient to undergo the treatment caused the services less maximal so that it then kindled long queue. In normal condition, the device could provide treatment to 35 patients each day. As a note, a patient required therapy for at least one and a half months, four to five times a week. The patients consulted to undergo radiotherapy would typically be recorded and given a schedule. Due to long queue, the patients could get the schedule of therapy a year later. “However, it will also consider the case. When the doctor considered getting urgent therapy, the schedule can be advanced,” said Ken. As central referral hospital for Bali and Nusa Tenggara, Sanglah Hospital is the only health service in Bali providing the radiotherapeutic services. Thus, the cancer patients requiring these services would automatically be referred to Sanglah Hospital. On the other hand, the frequently damaged device would not be able to meet the service maximally. According to Ken, Sanglah Hospital had attempted to purchase a new device. As planned, the new radiotherapeutic device would be available in 2014. “The auction has been implemented and it is just waiting for the device. At least, it has been installed at the end of 2014,” said Ken. Procurement of the radiotherapeutic device was not only limited to purchase it. To operate, it required a building in appropriate with the requirements. According to Ken, the readiness of building was being carried out by Sanglah Hospital and would be completed in September 2014. “This new device is funded by the state budget amounting to IDR 14 billion. It was purchased in Canada with 12,000 curie of cobalt. Sophistication of this device is one level higher than the existing device,” said Ken. Ken had confidence the new device could make the services faster so the queue of patients could be overcome. Ken argued the service limitation at Sanglah Hospital was not only in radiotherapy. But there were also other services such as inpatient wards. As for the funding to improve services, the Sanglah Hospital met it by itself and got the assistance from central government. On that account, he hoped the deficiencies could get the attention from Bali government. “Anyway, Sanglah Hospital serves the people of Bali, even though including the central referral hospital,” he said. NEW YORK — Experimentation with human growth hormones by America’s teens more than doubled in the past year, as more young people looked to drugs to boost their athletic performance and improve their looks, according to a new, large-scale national survey. In a confidential 2013 survey of 3,705 high school students, being released Wednesday by the Partnership for Drug-Free Kids, 11 percent reported using synthetic HGH at least once — up from about 5 percent in the four preceding annual surveys. Teen use of steroids increased from 5 percent to 7 percent over the same period, the survey found. Girls want to be thin and toned. For a lot of boys, it’s about their six-pack.” He urged parents to talk candidly with their children about the dangers of performance-enhancing substances, but to avoid moralizing. Pasierb said high school coaches have a key role in combatting doping. Some are vigilant, others oblivious and perhaps a third are

prepared to tolerate doping in the interests of winning, he said. The new survey noted that the upsurge in teen HGH use occurred even as famous athletes were caught up in high-profile doping cases. Last August, Major League Baseball punished Alex Rodriguez with a lengthy suspension after investigating his use of performance-enhancing drugs. A few months earlier, Lance Armstrong admitted in a TV interview to doping throughout his cycling career. One of Armstrong’s former teammates is Tyler Hamilton, who was forced to return his 2004 Olympic gold medal after being found guilty of doping. In recent public appearances, Hamilton has implored young athletes to resist the temptation to dope. “There’s so much pressure on winning — it’s tough for these kids to stay true to themselves,” he said. “I can’t change every kid’s mind, but if I can do my part and other people do their part, we can beat this monster.” Tygart, who as USADA’s chief oversaw investigations of Armstrong and Hamilton, noted that stringent testing regimens are an increasingly effective deterrent to doping among athletes in major pro sports and in international competitions.

There is more good news about HIV treatment pills used to prevent infection in people at high risk of getting the AIDS virus: Follow-up from a landmark study that proved the drug works now shows that it does not encourage risky sex and is effective even if people skip some doses. The research was discussed Tuesday at the International AIDS Conference in Melbourne, Australia, and was published by the British journal Lancet Infectious Diseases. It involves 1,600 gay men and transgender women who took part in the original study showing that daily use of the drug Truvada lowered the risk of getting HIV. After the study ended, they were offered the chance to keep getting the pills for free, and three-quarters of them agreed. All were studied for another 17 months. None who took the pills at least four days a week became infected. Even use two or three days a week lowered the risk of infection compared to taking the pills less often or not at all. Researchers could tell how often the drug was taken because they measured it in blood samples. “We’re encouraged,” said study leader Dr. Robert Grant, an AIDS expert at the Gladstone Institutes, a foundation affiliated with the University of California, San Francisco. “There’s a demand, there’s some forgiveness for missed doses. And it’s safe.” Mitchell Warren, who heads a nonprofit group that works on HIV prevention research, said in an email from Melbourne that “the story is now clear” that this approach “is real, it works, and it should be made available to people at risk now as part of high-impact combination prevention.” Condoms remain the best way to prevent HIV infection but not everyone uses them all the time, so health officials recommend other options for certain groups, such as gay men. Some health officials had worried that taking Truvada might give a false sense of security and make men less likely to use condoms or to limit their partners. However, study participants reported no increase in these behaviors, and there was no rise in syphilis or herpes, other sexually spread diseases that might suggest risk-taking. The study was done in South America, Africa, Thailand, United States and paid for by the U.S. National Institutes of Health. Truvada already is sold for treating HIV. It’s a combination of two drugs, tenofovir and emtricitabine, or FTC, made by California-based Gilead Sciences Inc. Its wholesale price is $800 a month in the U.S. but generic versions are available in other countries and they cost as little as 31 cents a day in Africa, Grant said.

DENPASAR - HIV/AIDS claims many victims among the community of Bali. Most of the infected residents possibly do not know if they have been infected by the deadly disease, so it causes needless death. Based on the data obtained from Bali Government, there have been at least 9,191 cases happening since 1987 to April 2014. It was revealed by Governor of Bali, Made Mangku Pastika, in the National AIDS Reflection Night (MRAN) in the Bajra Sandhi Monument, Niti Mandala, Renon, Denpasar, Sunday (Jul 20). Pastika said the current HIV and AIDS cases in Bali indicated a persistent increase in terms of statistics. Probably, the increase was likely to be caused by two things. Firstly, it happened because of the development of new cases and the reveal of iceberg conducted by the HIV and AIDS activists in Bali. Secondly, it had been observed maximally by the Bali Health Agency and relevant regional working units through various measures. “HIV and AIDS can be prevented through abstinence of having sex, faithfulness to a single partner, usage of condom (the risk behavior required to use condom when having sex) and abstinence of using drugs by injection and education (look for the right information about HIV and AIDS),” said Pastika. To that end, he said, preventive efforts that could be done much varied. Among them, it was done through collaboration with the Customary Village General Assembly (MUDP) Bali to minimize stigma. Moreover, it was also formed the Rural Cadres Caring for AIDS (KDPA) at remote villages in Bali. Through the National AIDS Contemplation Night, the former police chief of Bali invited all people of Bali to attempt concrete steps early in order to be saved

from the disease. “I appeal to the people of Bali, let us together take reasonable precautions to invite all families to know about HIV and AIDS correctly and take the test early,” he said. Meanwhile, Bureau Head of Public Welfare of Bali Regional Secretariat, Dewa Putu Beratha, explained the National AIDS Contemplation Night posed a social activity taking place every year in the world simultaneously. In Indonesia, the activity had been organized since 1991, but the implementation throughout Indonesia was just begun in 1996. He mentioned it was not a political activity. “With this contemplation night, we are invited to provide support to people with HIV and AIDS and people living with HIV and AIDS,” he said while adding if the event took the theme ‘AIDS can be treated by early testing and dutifully taking medication for the whole lifetime.’ Aside from being attended by the governor of Bali, the contemplation night was also attended by the Deputy Governor of Bali Ketut Sudikerta, the Commander of the IX/Udayana Military Regional Command Wisnu Bawa Tenaya and hundreds of Balinese people who cared for AIDS as well as HIV and AIDS activists. To anticipate a surge in the consumption of fuel, Pertamina has increased the stock of Premium up to 15 percent from normal consumption or approximately reaches 79,964 KL from normal consumption of 69,534 KL each month. “I think this anticipation is enough considering the surge of Premium consumption during the Eid in Bali in 2013 only reached 2 percent. Additional stock of 15 percent is based on consideration of longer Eid holidays compared to last year,” said Heppy Wulansari, Assistant Manager of External Relations of Pertamina Marketing Operation Region V when contacted, Tuesday (Jul 22). According to her, Pertamina only increased the stock of Premium fuel, while the stock of diesel fuel was only prepared as in normal distribution as much as 18,712 KL each month considering the consumption of diesel fuel tended to diminish on the Eid period. “Last year, the consumption of diesel fuel during the Eid was down 11 percent, so for this year we do not increase it,” she said. She said, other than increasing stock, the petrol stations located in the area of homecoming paths were instructed to open for 24 hours. Then, all the petrol stations were asked to keep the stock resistance, especially seven days before and after the Eid holidays. “The petrol stations instructed to be open for

24 hours are those located in the road sections of Denpasar-Gilimanuk, Denpasar-Karangasem (Padang Bai) and Buleleng-Gilimanuk,” she explained. Meanwhile, related to non-subsidized fuel, she explained that Pertamax would be available at 113 petrol stations and Pertamina Dex at 22 petrol stations. Pertamax and Pertamax Plus were available in package of 5 liters and Pertamina Dex in package of 10 liters. This non-subsidized fuel package was added to 57 petrol stations at strategic paths. “For 3-kg LPG, Pertamina anticipates with additional distribution of 16 percent or up to 13,312 metric tons from the normal consumption of 11,447 metric tons each month,” she explained. Representative of family members will depart to facilitate the body identification, such as the taking of hair or blood sample,” he said. Besides, the Buleleng government would also help by providing English

interpreter to facilitate communication in the Netherlands. “An interpreter will accompany the victim’s family. We’re accelerating the passport making for the victim’s family member,” said Sutjidra. Ministry of Foreign Affairs of the RI through its representative Arfian Asri was present with Muhammad Sudrajat, staff of Directorate of Indonesian citizen protection and Indonesian Legal Entity (BHI). Asri said that his party met with the regent of Buleleng to discuss about the needs of the victim’s family. He also appreciated the quick response of Buleleng government that had helped the victim’s family. “We greatly appreciate the quick response of the Buleleng government. The rebel’s party has been willing to take out the body from the rebel territory where the plane crashed,” said Asri.

Asri explained the rebel had showed a development for the collection and identification of the bodies. “The Ukraine has also approved the Amsterdam City as the location of collection and identification of the bodies considering the area is neutral and safe,” he explained. His party added that four people would leave for Amsterdam, the Netherlands. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LONDON - Hit boy band One Direction is to release a concert film to be screened in cinemas around the world, the group said on Tuesday. The recording of a concert at San Siro Stadium in Milan, Italy will be screened in cinemas on October 11 and 12. C a l l e d “ W h e r e We Are”, the same name as the band’s current world tour, the film will include behind-the-scenes footage and a 15-minute interview. “The Where We Are tour is coming to a cinema near you for one weekend only,” band member Zayn Malik said. It follows the success of their documentary film “This Is Us” in 2013. Tickets for screenings go on sale in late July, and a DVD will be released in December.

According to Made Suardana, who has long been getting involved in architecture, said on Monday (Jul 21) there were some things causing investors or contractors to be reluctant to give Balinese ornaments in their products, such as the absence of strict rules, including sanctions when they violated. In addition, the architects were not creative whereas Balinese style could be combined with modern elements. Another cause was glued to raw materials. “When people are talking about Balinese architectural

style, they just refer to rubbed red brick and sandstone, whereas the materials are not always attractive. They must be combined with other raw materials,” he said. When glued to the sandstone, said Suardana, the material was hard to get at this time.
