Portugal government may collapse before EU summit Reuters
LISBON - Portugal’s parliament is expected to reject government austerity measures on Wednesday, setting the stage for the possible collapse of the minority Socialist administration a day before a European summit. Prime Minister Jose Socrates has said he will resign if the plan is defeated. He has said its rejection would force the debt-laden country to follow Greece and Ireland and seek an international bailout, which he opposes.
All opposition parties have proposed resolutions calling for the rejection of the measures, which reduce pensions and state spending. The main opposition Social Democrats, who have previously backed austerity, have begun talking about a snap election. “If all these positions that now seem irreversible are confirmed, then yes (the government will step down),” Francisco Assis, Socialist bench leader in parliament, told reporters after a late-night party meeting. The water of Lake Tamblingan at Munduk Village, Banjar Subdistrict, continues to overflow and increasingly more homes are submerged. From around 43 families living on the lakeside, up to Tuesday (Mar 22) only three families remain to survive. A number of residents whose homes are inundated by water submitted to their fate. So far, they only received basic food aid and there had been no official information from government authority about the location for more permanent refuge. Forest areas that were previously used as a refuge location by residents were also feared to be submerged since the lake water was getting closer to the areas. Wayan Resmini, a resident who was surviving, said that she no longer had a cost to build a new housing in other location. On that account, she was forced to dismantle her house building on the lakeside to be re-used in a safer area. “Our family is going to build a temporary house over there in a safer area,” she added. Meanwhile, the Head of Buleleng of Fisheries and Maritime Affairs, Nyoman Sutrisna, said his party was collecting data of the inundated homes on the shore of Lake Tamblingan. The data would be combined with data on homes belonging to residents affected by tidal wave disaster along the northern coast of Buleleng. “The number of residential home affected by tidal waves in 2010 and early 2011 is more than 300 units. Now, we would like to combine them with the data of submerged homes of fishermen on the Lake Tamblingan,” he said. After obtaining complete data, his party would propose relocation assistance to the Minister of Fisheries and Maritime Affairs. The proposal would be made by the Regional Disaster Management Agency (BPBD) of Buleleng Regency. However, the house relocation assistance would only be given to residents who have owned a land. “For that purpose, we will find a solution, for example with a credit scheme, so other residents can own a land as well,” he said. “With regard to readiness to face bird flu cases in Bali, the bird flu management system of Sanglah Hospital has been re-activated since three weeks ago,” said Secretary of Bird Flu Management Team, Ken Wirasandhi, when met on Tuesday (Mar 22). Re-activation of the system was in the form of distributing a circular to reception of patients such as emergency room, outpatient policlinic and International Wings to the doctor and nurse colleagues. “So, they are notified to beware if receiving a patient with influenza-like illness (ILI) symptoms,” said Ken. Each patient with ILI symptoms coming to Sanglah Hospital should
be asked if she or he had a contact with poultry or not. Additionally, all medical officers handling the ILI cases should also put on optimal self-protection equipment. In terms of treatment room, Ken continued that Sanglah Hospital also made preparation and re-arranged the treatment rooms so they would be ready for bird flu. “We will recheck our equipment whether it functions normally. So far, the equipment for bird flu patient care in Sanglah Hospital is still good and functioning well,” explained Ken. Besides, the working procedures were re-prepared such as the working procedures in the laboratory to
first diagnose the cases of bird flu. Diagnostic tools, Reagan and enzyme had been well prepared. “Coordination with the Udayana Biomol had also been undertaken, while drugs such as Tamiflu had been adequately available,” added Ken. As a reminder, the ILI symptoms are similar to flu symptoms such as fever, cough, flu and headache. If patients with these symptoms coming to Sanglah Hospital, especially from the regions that formerly had bird flu cases on human such as Tabanan and Negara, so the standby system for bird flu cases will be applied. Hundreds of Japanese passengers scanned Mangupura (Bali Post)—
The arrival of hundreds of passengers from Osaka, Japan, to Bali through the Ngurah Rai International Airport Tuesday (Mar 22) was checked up by the Indonesian Nuclear Energy Surveillance Agency (Bapeten). The measure was taken following the existence of nuclear radiation after natural disaster hitting the country. Scanning was done to ensure they were not exposed to nuclear radiation. The presence of officers wearing a mask with Bapeten uniform was quite surprising the 166 passengers. However, after being provided with an explanation, the brief examination could run flourishingly. Examination taking place right outside the exit door of the aircraft was made by four Bapeten officers by using radiation detector called MCB. As soon as stepping down from the Garuda GA883 aircraft from Tokyo, the officers checked up all passengers one by one before they were re-checked in the next examination room. Results of the temporary examination indicated those passengers were not exposed to radiation on account of the Fukushima nuclear plant after the quake measuring 8.9 Richter scale. “The result is clear. All the passengers coming from Osaka are free from nuclear radiation contamination,” said Alfa Gunawan, Technical Coordinator of Bapeten at location of examination. Japanese citizens admitted to be surprised by the examination of nuclear radiation held by Bapeten officers at the Ngurah Rai Airport, Bali, because in their home country they even did not undergo such examination. Toshio Mizuychi, for instance, living far from the disaster site claimed to be surprised and did not know if his body would be scanned by nuclear radiation detector. But after obtaining clarification from the officers concerning with the aim of inspection, he could acknowledged it. “I was shocked because I did not undergo checking up like this while in Osaka Airport, Japan. However, it does not matter because it has a good aim. So, I do not get bothered,” he said. He lived at approximately 800 kilometers from the center of Fukushima nuclear reactor so he did not worry to be affected by such nuclear radiation. Similar opinion was also delivered by his companion, Marina Samakawa, stating she still wanted to travel to Bali. She also had confidence that she was not exposed to nuclear radiation in Fukushima as her home was far away from the disaster site. The relief of Samakawa was shown by her relaxing attitude after the inspection. The absence of special inspection to anticipate nuclear radiation at the airport in Japan was also justified by an Indonesian citizen who worked in the sunrise country. “There is no inspection like this at Osaka Airport, so I was surprised when examined. However, it may exist at Narita Airport,” said Alfa Wawan, the man from Semarang, Central Java, who worked in a fish processing company in Japan. He claimed that his residence was not afflicted by tsunami disaster as it was located far enough. “I go home because my employment contract has terminated, but I have 9 colleagues who are still in Japan,” he added. In the meantime, a special examination for Japanese citizens who are going to spend their holiday in Bali will last for four days until next Friday. (par)

Electrical outages threaten Bali within the next eight days if consumers do not make efficiency. This condition occurs following the maintenance to gas-fired power plant (PLTG) of Gilimanuk undertaken by PLN Bali-Nusra Distribution. Such regular maintenance spending about IDR 3 billion must be carried out to keep the electrical system in Bali. General Manager of PT PLN of Bali-Nusra Distribution, Dadan Koerniadipoera, stated the maintenance program should be done because it had exceeded the time limit determined in last November. Due to being hampered by holiday season, the program could just be implemented this month. “According to procedures of power plants, after 6,000 hours of operation it should get regular maintenance. This improvement is expected to convince the electrical system is completely secure. Otherwise, it can be very dangerous or fatal,” said Dadan in Denpasar, Tuesday (Mar 22). It was said the maintenance was kindled by the damage to a number of power plants causing the loss of power amounting to 188.8 MW, where 130
MW occurred to the Gilimanuk diesel-fired power plant and 40 MW to Pesanggaran gas-fired power plant. The remaining loss was caused by other diesel-fired power plant. Bali itself had the power capability up to 690 MW. Meanwhile, the average peak load during the day reached 440 MW, while at night reached 540 MW. Thus, during the day there was no problem with this loss of power. Even, there remained a residual of 57.5 MW. As for the night, it lacked of power resources up to 37.5 MW. “To supply the deficiency, PLN will conduct alternate blackouts for captive group customers of PLN like hotels. This group can save power up to 28 MW,” he said. He called on all customers in Bali to make efficiency in order to avoid the
outages. If efficiency had been made both by participation of turning off at least two lamps at those hours and the hotels operating their generator sets, the deficit of power persisted, then there were no other choices except for blackout.“If the blackout truly happens, the arrangement had been calculated in such away, that it will not lead to a total blackout but alternate blackouts. It is estimated that 1,000 customers will get alternate blackout if the power deficit really happens,” he said. Dadan acknowledged the improvement would affect the cost of hotel operations because they had not use auxiliary power plant. On that account, the hotel management asked PLN not to perform the blackout every day. “We decided to undertake the blackout once in three days,” he added. (par)

Denpasar - Each year the amount of agricultural land in Bali continues to decline with thousands of hectares converted to other purposes. Rapid growth in Bali’s tourism sector is a major cause of Bali’s loss of farming land. Hira Jhamtami of the Third World Network in Nusa Dua told Bisnis Bali, “Farming land being changed to non-agricultural pursuits is increasing in Bali, mostly to meet development demands for housing developments and other industries – such as tourism.” Hira says Bali’s agricultural products have a worldwide reputation. Bali rice is famous across the nation; considered by many to be the
best in Indonesia. Bali farming products, such as oranges, mangosteens and other horticulture products are similarly prized. While farming lands are under pressure from competing sectors of the economy in Bali, the future viability of agricultural work on the island is further threatened by a diminished interest among the younger generation to work in this sector. Hira said that in the period from 2005 until 2010 Bali lost 5,206 hectares of productive agricultural lands. Hira added that farmers in Bali are also greatly discouraged by the growing water crisis in Indonesia. A report by the Ministry of the En-
vironment shows that from 1995, when Bali was experiencing a water deficit of 1.5 billion cubic meters a year, the annual deficit increased to 7.5 cubic meters by 2000. Experts estimate that the deficit will increase even further to 27.6 cubic meters by 2015. “The agricultural sector in Bali is under threat and sits at the crossroads. Like the old saying: ‘bored with life, but unwilling to die’ - this situation needs serious attention from the government who must make a master plan and introduce a moratorium on the conversion of agricultural lands in order to guarantee the future continuity of farming in Bali,” explained Hira.

Yemen president warns of civil war, U.S. concerned Reuters
SANAA – Yemen’s president said on Tuesday his country would descend into civil war if he were forced to quit and Washington voiced concern about instability in the Arab state that has become an al Qaeda stronghold. Seven weeks of unrelenting antigovernment protests and defections among the ruling elite have piled pressure on Ali Abdullah Saleh, a U.S. ally against radical Islamist ambitions in the Arabian peninsula, to step down immediately after 32 years in power. But an aide said he would leave office only after organizing parliamentary polls and establishing democratic institutions, by January 2012 — a declaration the opposition promptly rejected. “Ali Abdullah Saleh does not seek power,” Saleh’s media secretary Ahmed al-Sufi told Reuters. “Ali Abdullah Saleh will not leave without knowing who he is handing over to.” The United States, grappling with the diplomatic fallout of uprisings and uncertainty across the Arab world, voiced rare public alarm about the situation in Yemen. “We are obviously concerned about the instability in Yemen,” U.S. Defense Secretary Robert Gates said. His chief concern was to avoid “diversion of attention”
from opposing al Qaeda there. Opposition spokesman Mohammed al-Sabry, rejecting Saleh’s offer to go by January 2012, said the coming hours would be decisive. In speeches to army officers and tribal leaders in Sanaa, Saleh said Yemen faced a danger of civil war and disintegration because of efforts to stage a “coup” against his rule. “You have an agenda to tear down the country, the country will be divided into three instead of two ... (parts). A southern part, northern part and a middle part. This is what is being sought by defectors against ... unity,” he said, referring to northern Shi’ite rebels and al Qaeda militants. “Those who want to climb up to power through coups should know that this is out of the question. The homeland will not be stable, there will be a civil war, a bloody war. They should carefully consider this,” Saleh told army commanders. Presidential guards loyal to Saleh surrounded an air force battalion in the coastal city of Hudaida after its commander said he supported the protesters. A presidential guard and a soldier died in clashes between the two forces in the southern coastal city of Mukalla late on Monday, medical sources said. In southern Abyan province, troops clashed with al Qaeda militants, killing 12 and wounding five, state media said.

Libya no-fly zone cost could hit $1 billion in months Reuters
WASHINGTON – The no-fly zone over Libya could end up costing the Western coalition more than $1 billion if the operation drags on more than a couple of months, defense analysts say. Zack Cooper, a senior analyst at the Center for Strategic and Budgetary Assessments, said the initial cost of eliminating Libyan leader Muammar Gaddafi’s air defenses was likely to be between $400 million and $800 million. The expense of patrolling the nofly zone once it is established is likely to be $30 million to $100 million a week, he said. The U.S. military has no official cost figures yet for the operation, which has been going on less than a week. By comparison, the much more extensive Afghan war costs more than $9 billion a month. Some U.S. lawmakers and critics of President Barack Obama’s decision to join allies in the Libya bombing campaign have argued the United States cannot afford the operation while Congress wrangles over spending cuts and the country’s $1.48 trillion deficit. The Pentagon already has plans to cut $78 billion in defense spending over five years and is delaying weapons programs and putting off
maintenance to reduce costs. The operation unfolding in Libya resembles a scenario for a limited no-fly zone analyzed by Cooper and his colleague Todd Harrison. The scenario assumed a limited no-fly zone covering Libya north of the 29th parallel, not the entire country. They made their projections by computing the cost per square mile of previous no-fly zones and applying that to the situation in Libya. The price of munitions, jet fuel and maintenance were the primary cost drivers. Their figures reflected the cost over and above regular operations. One thing Cooper and Harrison had not anticipated was significant coalition support, with allies bearing part of the expense. Cooper said it appeared the United States had flown more than
half of the sorties and fired most of the Tomahawks. “In our analysis, we assumed that the U.S. would be picking up the bulk of the cost,” he said. “So even though the U.S. has picked up more than a majority of the cost, I assume, so far, it probably hasn’t picked up as much as we estimated.” Cooper said the Tomahawk cruise missiles fired so far by Britain and the United States cost about $200 million, putting the price for taking out Gaddafi’s air defenses on target to hit their projection. “We estimated $400 million to $800 million. Between the Tomahawks and other munitions and flight hours and fuel, it’s probably going to be somewhere in that ... range for the initial cost of suppressing the air defenses,” he said.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

US mathematician awarded Abel prize Associated Press Writer
OSLO – Professor John Milnor of Stony Brook University in New York has won the 6 million kroner ($1 million) Abel Prize for mathematics. The award committee cited Milnor’s “pioneering discoveries in topology, geometry and algebra” in the prize announcement Wednesday. It said his “profound ideas and fundamental discoveries have largely shaped the mathematical landscape of the second half of the 20th century.” The annual Abel Prize was created by the Norwegian government in 2003 and is awarded to candidates who have contributed to the mathematical sciences. The winner is selected by an international committee of five mathematicians. The prize will be handed out at May 24 ceremony in Oslo.

Indian police in new bid to extradite Bhopal CEO Agence France Presse
NEW DELHI – Indian police said they had filed a new court request for the extradition of the former boss of the US company blamed for the 1984 Bhopal gas tragedy. “We have moved an application in court seeking the extradition of the former Union Carbide Corporation chairman Warren Anderson today,” Central Bureau for Investigation spokesperson Dharini Mishra told AFP. “We are now seeking a fresh trial in this case.” Anderson, long retired and thought to live in the New York area, was arrested in India after the accident, but later was granted bail and fled the country without standing trial. Repeated extradition requests have been turned down by US authorities. The Bhopal disaster took place in December 1984 when a pesticide plant run by Union Carbide in the capital of Madhya Pradesh state spewed 40 tonnes of toxic gas into surrounding residential areas. The gas killed thousands instantly and tens of thousands more from its lingering effects over the following years, making it the worst industrial accident in history. The Indian government’s top legal official told AFP earlier Tuesday that he had recommended that police file another extradition request. “I have given an opinion to the government of India that Anderson should be extradited and we believe that there is a strong case,” attorney general Goolam Vahanvati said. “He should be brought to India and made to stand trial,” he added. The police request will be considered by a special court on Wednesday, the CBI said. The Press Trust of India reported that Indian authorities want to prosecute Anderson on a charge of culpable homicide not amounting to murder. Anderson now is said to be about 90 years old. Seven local managers were convicted of criminal negligence in June last year and handed two-year prison sentences and small fines, while the former chairman was named as an absconder. Dow Chemical acquired Union Carbide in 1999 and says all liabilities related to the accident were cleared in a $470-million settlement reached out of court with India’s government five years after the leak.
Amid anger over continued pollution at the site of the factory and the perceived leniency of the sentences, the federal government has pushed for a review of the handling of the disaster.
As well as recommending the pursuit of Anderson, it has filed a petition in the Supreme Court seeking $1.2 billion more money for the victims and has urged the sentences to be re-examined.

China approves death sentence for 7 in Xinjiang Associated Press Writer
BEIJING – Seven people allegedly involved in plotting terrorist activities have been sentenced to death for robbery and murder in China’s far western region of Xinjiang, a state-run news website said Wednesday. China’s Supreme People’s Court recently approved
the death penalty meted out to seven people by a court in the Silk Road city of Kashgar in Xinjiang’s west, the Tianshan website said. Calls to the People’s Intermediate Court in Kashgar rang unanswered. The Supreme People’s Court did not immediately respond to a faxed list of questions about the cases.
It was unclear whether the seven are Uighurs (pronounced WEEgurs), historically Xinjiang’s majority ethnic group, many of whom resent heavy-handed Chinese rule. Unrest in Xinjiang has been simmering for years, with ethnic Uighurs saying they have been marginalized as more and more majority Han Chinese move into the area.

JAKARTA - President Susilo Bambang Yudhoyono on Wednesday finally commented on Wikileaks‘ disclosures, saying they had caused serious trouble to many governments in the world. The President referred Wikileaks in his address at the opening session of the Jakarta International Defense Dialogue here. WikiLeaks is an international non-profit organization that publishes submissions of private, secret, and classified media from anonymous news sources, news leaks, and whistle-blowers. The head of state said Wikileaks was a non-state actor which had played a bigger role along with the media, non-governmental organizations, civil society, and trans-national
enterprises. They all had the potential to change the world order and force the world (community) to change its views, he said. “With their `anti-establishment` agenda, a small number of people within Wikileaks have put governments in various parts of the world in serious difficulties with political and security implications,” he said. In the Indonesian political context, Wikileaks had become popular following the publication of The
Age‘s news story titled “Yudhoyono‘Abused Power‘“ on March 11, 2011. That Australian daily newspaper quoted the contents of secret US diplomatic cables leaked by Wikileaks as accusing President Yudhoyono of being “in substantial corruption and abuse of power”. This accusation itself was labeled “rubbish” and had strongly been rejected by various elements in the Indonesian government and society. BANJARMASIN - A local police bomb squad disposed of a parcel believed to contain a bomb here Wednesday at 09.30 AM local time. The parcel found beside a luxurious house in the Kelayan Bubus Salam neighborhood in Banjarmasin Selatan subdistrict at 07:30 AM contained a suspicious fluid and powdered materials, a police officer said. Banjarmasin city police chief Senior Commissioner Thayib Sik said police investigators were handling the case and attempting to identify and find those who had sent the package to 50-year-old Syaifullah‘s house. Thayib Sik said the disposed bomb was a low explosive which was similar to fire crackers or the devices fishermen used in blast fishing. “The bomb was a low explosive

On March 15, four packages containing books with bombs planted in them were sent to Ulil Abshar Abdalla, activist of the Islam Liberal Network, Goris Mere, the chief of the National Anti-Narcotics Agency, Yapto Soeryosumarno, the chief of the Pancasila Youth organization, and Ahmad Dhani, a musician.

RI temporarily moves Tripoli embassy to Tunis Antara
JAKARTA - Indonesia has decided to temporarily move the operations of its embassy in Tripoli to Tunis due to the security situation in Libya. “The process of moving it has been done since yesterday but four embassy staff will remain in Tripoli to assure the safety of Indonesian nationals choosing to stay there,” Foreign Minister Marty Natalegawa told newsmen here on Tuesday. “Now we are at the stage of evacuating the office in Tripoli and embassy operations will later be carried out from Tunis,” he said. Indonesian ambassador to Libya Sanusi had reported that 20 of out 24 embassy staff in Tripoli had left for Tunis on Monday. “Nine embassy staff along with 11 Indonesian migrant workers has
left Libya and now four embassy staffs are still there,” he said. Marty said several countries have already closed their embassies following the increasing political tension in the North African country. “Now Indonesia is one of the countries that is still operating along with the Philippines, Vietnam while India embassy staff has just left Tripoli,” he said. On how long the Indonesian embassy in Tripoli will temporarily be closed Marty said it would all depend upon the situation in that country. Marty expressed concern over developments in Libya saying the problem in Libya must be solved through dialogs like what has happened in Egypt. “We need to help the process of creating conducive situation to make it possible for a political dialog to be held there,” he said.

as saying by the Jakarta Post, referring to the Olympic Council of Asia’s backing for an Indonesian bid. “If we can’t do it then, our second opportunity will be in 2023, but that will have to be through a bidding process,” she added. “This all depends on the government. First, there’s the financial issue that we have to discuss, then the preparations and the time frame, whether it will clash with the elections or others.” Other candidates to have expressed interest in a bid for the 2019 Games include Vietnam, India, Taiwan and the United Arab Emirates. Indonesia previously hosted the Asian Games in 1962 and will host the 26th SEA Games in the Sumatran city of Palembang.

Moreover, the current onslaught of modern markets seems unstoppable and they have penetrated every single strategic corner of Denpasar. However, the arrangement does not get support from the vendors themselves. It is proven by the existence of location that has been re-arranged by Denpasar Municipality and PD Pasar Denpasar staying to discharge stench in the vicinity of the market. A member of Commission C of Denpasar House, AA Susruta Ngurah Putra, when met in his office on Tuesday (Mar 22) admitted that the arrangement of traditional markets was intended to improve the convenience of visitors. It was one of the points becoming the target in increasing the number of visits to traditional markets. To representative of the Democratic Party, the arrangement of traditional markets in terms of location was judged incomplete. The arrangement of location was only a single point. Behavior of traders played decisive role in maintaining the sani-
tation of traditional markets. “I see the behavior of traders has not supported the revitalization of traditional markets, so it remains to produce an unpleasant smell,” said Susruta. Based on observation to some revitalized traditional markets, such as the courtyard of Kereneng Market, in terms of location had shown an improved quality because the floor of traders was higher than the courtyard of market located on Jalan Kamboja. They required an improvement in terms of physical and non-physical condition. In terms of physical aspect, traditional markets should be clean and served by friendly traders. As for non-physical aspect, according to Rai Mantra, traders should be provided with sales management coach and service management from the government. Meanwhile, the Director of PD Pasar Denpasar, I Made Westra, said the revitalization of traditional markets was one of the programs initiated by Denpasar Municipality to improve the competitiveness of traditional markets. “We are working together with private sector so it will not burden the Regional Budget and PD Pasar Denpasar,” said Westra. Bali handicrafts export donate $130,276 Denpasar - Bali handicrafts export resulted in $130,276 of revenue in January 2011. The number increase 59% compare to the similar month last year. The Head of Publication and Documentation Division in Bali Government said “the income gained from the exports of 81,702 pieces in January 2011, decrease 37% compare to January last year.” He explained that the decreased in number is because the low demand but the increase in revenue is because the increasing price of each product. The design and product made by Balinese craftsmen is highly demanded by the customers abroad. Teneng said that the future of Balinese craftsmen export is very bright because the revenue gained from the exports keeps increasing. However, the need to develop the market abroad is needed in order to maintain the revenue. In the last five years, the revenue gained from the handicrafts export is slightly decreased. The souvenirs made by the Balinese craftsmen which is very unique is highly demanded by the customers.

Green culture is intended to change the societal behavior in managing their waste management and environment. Green economy hints that all economic activities should be in the eco-friendly orientation. These two aspects will empty out into the ini-
tiative of Bali Organic. One of the aspects is applied in the agricultural field. Socialization has been intensified while establishing farmer groups. Through breeding local cows, for instance, farmers are expected to get maximal benefits. Other than increasing the number of cows, they will be able to take advantage the cow dung and urine for organic fertilizers. In the long run, it will reduce the use of chemical fertilizers and pesticides. Of course, this endeavor will reduce the production cost that should be spent by farmers and at the same time increase the quality of rice as well as improve the environmental quality. As a matter of fact, simple practice of this concept could have been seen around 1970s. Farmers using cows to cultivate their land could also take advantage of their cow dung. It was spread out onto the rice field and its efficacy could last for at least for two planting seasons. In terraced rice field, it could uniquely be managed by establishing a cowshed in the upper stream. Later on, the collected dry cow dung was channeled to rice field through the water gutter. However, since being urged by the demand to multiple the rice production, farmers left the method. Introduction of hand tractor and chemical fertilizers gradually replaced the role of cows. The new method was expected to accelerate the land cultivation process. As consequence, cows were only serving as ‘family saving’ for farmers. Simple eco-friendly pest control actually has been proposed in the palm-leaf manuscript entitled “Shri
Tattwa or Darmaning Pemaculan.” It has been applied by subak community in Bali from generation to generation until today. However, it seems to put more emphasis on the ritual aspect only, while herbal pesticide or other means of the oblation is only applied symbolically. For instance, bird raids are managed by offering two pieces of ketupat sidayu together with oblation and side dish of yellow dragonfly. Meanwhile, Subash Palekar from India claimed to have developed the vedic-based farming. He has initiated his ‘spiritual farming’ since 1988. In essence he said that God or nature has provided human with everything required to grow plants. So implementing the chemical fertilizers and pesticide means to oppose God and will result in bad impact to human. Cow dung and urine as well as compost are three beneficial ingredients being enough for farming both on irrigated and non-irrigated land. By doing so, he claims it is a ‘zero budget of natural farming’ as in his trilogy book entitled Philosophy of Spiritual Farming. To sum up, all movements at least refer to the same keywords namely green, natural and eco-friendly concept. They denote milestone of new awareness on modern human to reorientate their food production in quality. This awareness has triggered the orientation in the quality of life and environment. Stuffing 2 cups fresh-grated coconut 10 Tbs. grated Java dark brown sugar 1 Tbs. granulated sugar 1 3-inch cinnamon stick, broken in half ¼ tsp. salt
Directions Stuffing: Mix the grated coconut, grated Java dark brown sugar and granulated sugar, cinnamon and ½ tsp salt together. Fry the mixture in a dry pan over medium/low heat, constantly stirred for approximately 5 minutes, or until the mixture is dry. Remove the cinnamon stick, and set it aside. Ingredients * Pancake 1 cup rice flour * ½ cup cornstarch * 1¾ cups coconut milk * ½ tsp. salt * 1 egg, beaten * 3 drops green food coloring (optional) * Vegetable oil Directions Pancake: Mix the rice flour, cornstarch, coconut milk, ½ tsp. salt, green food coloring and egg into a smooth batter. Lightly oil an 8-inch frying pan, and pour 3 tablespoon of the batter into the pan. Make sure the pan is equally covered with the batter so it becomes a thin layer pancake. Fry for one minute, turn the pancake over and fry for another minute. Remove and set aside. Place 2 Tbs. of the coconut mixture on the near edge of the pancake. WASHINGTON – The United States has announced it was barring some food imports from Japan due to fears of radiation and nuclear contamination in the wake of an earthquake and tsunami disaster. The US Food and Drug Administration said it had placed an import alert on all milk, milk products, fresh vegetables and fruits from certain regions. This means that no products of these types from the prefectures of Fukushima, Ibaraki, Tochigi and Gunma can enter the United States without first being shown to be safe. “In addition, FDA will continue to flag all entries from Japan in order to determine whether they originated from the affected area. FDA will test all food and feed shipments from the affected area,” an email statement said. “FDA import investigators operating at ports of entry have radiation detection devices (radiation pagers) available to them for their personal safety,” the statement added. “These radiation pagers are extremely sensitive and can help to identify shipments of potential concern to target for laboratory analysis.” The twin quake and tsunami disaster, Japan’s worst crisis since World War II, has left nearly 23,000 people dead or missing, with entire communities along the northeast coast swept away. Shell-shocked Japan faces an invisible threat from radiation seeping from the Fukushima plant, which lies just 250 kilometers (155 miles) from the greater Tokyo area and its 30 million inhabitants. Asked about the FDA ruling in an interview with Japan’s NHK news network, Secretary of State Hillary Clinton said that “what is most important is making sure that
we help Japan deal with the aftereffects of whatever occurred inside the reactors and that we also make sure the Japanese people have all the food that they need during this transition period.” The ruling, she added, speaking before the announcement was made, would be “as much focused on determining what is or isn’t safe for the Japanese people, not just what is safe for export.” Japan has halted shipments of some foodstuffs in nearby prefectures after the discovery of higherthan-normal levels of radiation in milk and certain vegetables, but it insists there is no health hazard. Raw milk in Ibaraki prefecture and broccoli in Fukushima were the latest products to show levels of radioactive materials beyond legal limits, Kyodo News said. France earlier Tuesday urged the European Commission to impose “systematic controls” on imports of fresh produce from Japan into the EU, amid fears of nuclear contami-

The European Commission spokesman for health issues, Frederic Vincent, has said that the EU imported 9,000 tonnes of fruits and vegetables from Japan in 2010. The US Environmental Protection Agency (EPA) has meanwhile identified “trace amounts of radioactive iodine, cesium, and tellurium” associated with the nuclear crisis in air monitors set up on the US West Coast. The agency emphasized in a statement, however, that the the radiation levels detected on the filters from California and Washington monitors “are hundreds of thousands to millions of times below levels of concern.”

Japan sees quake damage near $310 billion Reuters
TOKYO – The Japanese government on Wednesday estimated the direct damage from a deadly earthquake and tsunami that struck the country’s northeast this month at 16-25 trillion yen ($185-308 billion), making it the world’s costliest natural disaster. It said the estimate covered damage to roads, homes, factories and other infrastructure and eclipses the $100 billion loss tally after the 1995 Kobe quake, until now the highest. The figure does not include losses in economic activity from planned power outages or the broader impact of a crisis at a stricken nuclear power plant in Fukushima, where work crews are still struggling to prevent further radiation leaks. “The impact from the planned power outages is likely to be significant,” Fumihira Nishizaki, director of macroeconomic analysis at the Cabinet Office told reporters. The upper end of the estimate range would amount to about 6 percent of Japan’s gross domestic product. “This quake will cause the condition of Japan’s economy and output to be severe,” Bank of Japan Governor Masaaki Shirakawa told a parliamentary committee. Speaking separately, central bank board member Ryuzo Miyao repeated the bank’s pledge to take appropriate policy action if needed to support the world’s third-largest economy. In its initial response to the disaster, the central bank started pumping trillions of yen into the money market to prevent it from seizing up and doubled its asset buying scheme, which Shirakawa
served to improve corporate funding conditions. The injections brought deposits held with it by lenders to a record high above 40 trillion yen and well above a previous peak reached in 2004 when the central bank pursued a policy of deliberately flooding the financial system with cash known as quantitative easing. Last Friday the BOJ and its G7 central banks joined in a rare currency intervention to keep a rallying yen from inflicting further damage on the export-reliant economy. The Japanese currency has crept up from post-intervention lows, but hovered well below its peak of 76.25 to the dollar at around 80.85 after the group sold a total of $6.5 billion worth of yen, much less than initially thought. While economists expect Japan’s biggest reconstruction push since the post-World War Two period to give the hard-hit economy a badly needed lift in the second half of the year, they warn that power shortages are the greatest risk to such a scenario. The 9.0 magnitude quake that struck on March 11 unleashed a deadly tsunami that wiped out whole communities, leaving nearly 22,000 people dead or missing and 350,000 homeless, and crippling the biggest power utility in Japan and Asia. Tokyo Electric Power Co, which serves Tokyo and the surrounding area that accounts for 40 percent of Japan’s economic output, lost about 20 percent of its operating thermal and nuclear power generation and is unlikely to get enough back online to meet peak summer demand. The utility is unable to get much surplus power from operators in the undamaged western part of the country because they operate with a different power frequency.

Another injury rocks ‘Spider-Man’ Broadway musical Associated Press Writer
NEW YORK – Is this the curse of the Spider-Woman? T.V. Carpio, who stepped in to replace another actress injured in Broadway’s “Spider-Man: Turn Off the Dark,” has now herself been sidelined after an accident on stage. Producers of the $65 million musical said Tuesday that Carpio was hurt March 16 during a battle scene with an actor. Details on her injury were not immediately available. Carpio plays an evil spider woman called Arachne, one of the handful of large roles in the complicated, stunt-heavy production. She will be out of the show for the next two weeks and will be replaced by America Olivo. Carpio was elevated from a smaller role when her predecessor, Natalie Mendoza, pulled out after she suffered a concussion in December when she was hit in the head offstage by rope. The 29-year-old actress had understudied several roles, including Arachne and Mary Jane, since joining the show in 2007

and was a natural choice when Mendoza left. Arachne had six songs and dominates the second act, appearing as a goddess of all spider powers who wants Mary Jane’s boyfriend Peter Parker for herself. She also appears in the current film “Limitless” with Bradley Cooper. During an interview in February, Carpio insisted that she felt safe in the show — almost too safe. She said she was a trained trapeze artist who loves amusement park rides and squealed with delight at the memory of repeatedly plunging from the top of the Las Vegas Stratosphere. “Here I have four strings attached to me at any given time. Each one of those cables I think can carry 9,000 pounds,” she said. “So when people ask me am I scared, no.” When it opens — if it does, that is — “Spider-Man” will have set a record for becoming the first musical with more than 100 preview performances. For comparison, among musicals currently on Broadway, “Wicked” had 25 previews, “American Idiot” had 26 and “The Lion King” had 33. All benefited from out-of-town tryouts before coming to Broadway.

NEW YORK – Chris Brown trashed his dressing room at “Good Morning America” and broke a window with a chair Tuesday after co-host Robin Roberts asked him about his attack on Rihanna, according to a person familiar with the show. The person was not authorized to discuss the matter and spoke to The Associated Press on condition of anonymity. Security was called, but not police. Brown was on the ABC morning show Tuesday to promote his new album, “F.A.M.E.,” released the same day. During his interview with Roberts, she asked him about the 2009 attack on his then-girlfriend — preceding her questions by noting he had been “very good” about talking about the attack. “It was very serious what you went through and what happened,” she said. “How have you been able to ...” A clearly agitated Brown tried to deflect the line of questioning, saying he was past that and wanted to
focus on his new CD. “This album is what I want them to talk about and not what happened two years ago,” he said. Roberts laughed and thanked Brown for letting her discuss that matter with him, and after the interview, Brown performed. But instead of performing another song for the online audience, as he was scheduled to do, he went to his dressing room and started smashing things, according to the person. In a statement, ABC News said: “As always, we ask questions that are relevant and newsworthy, and that’s

Dozens of mammals, birds, lizards and other vertebrates in the remote northwestern Kimberley region are at risk from hunting by feral cats and from destruction of their native habitat by wild donkeys, goats and fires, a study of the conservation needs of the area shows. “We’re in the midst of a massive extinction event in Australia and the north has really been the last stronghold for many species of birds and mammals and reptiles,” said Tara Martin, a co-author of the report by the government-funded Commonwealth Scientific and Industrial Research Organization. Nearly 30 percent of the endan-
gered species identified in the study are unique to the Kimberley region, while others, like the golden bandicoot and golden-backed tree rat, have already disappeared elsewhere in the country. “The Kimberley is really their last chance on Earth,” Martin told The Associated Press. The report says immediate funding of $96 million is needed to start a range of conservation programs, and that annual funding to protect the region’s native animals should be doubled to $40 million. The study, based on scientific data and information from about 30 experts with experience in the region, was
commissioned by the Wilderness Society conservation group and released Wednesday. It says the most effective ways of combating the threat of extinction are to reduce the number of wild donkeys and goats that compete with native species for scarce food and water, and to do more to fight wildfires that scorch the landscape. It says attacks by feral cats should also be reduced by educating the community about the threat pets pose to small native animals and by building fences. Donkeys, goats and cats are among dozens of species introduced by humans to Australia as stock animals or pets, but are now considered invasive species in many areas where wild populations swell because they have few natural predators. Martin said feral cats alone kill some 500,000 native animals in the region every day.

NASA Space Capsule Begins Tests at New Proving Ground THE first version of NASA’s new manned Orion space capsule is ready to begin a series of rigorous trials, in preparation for the vehicle’s first test flight in 2013. NASA’s prime contractor for Orion, the aerospace firm Lockheed Martin, unveiled the prototype spacecraft and a spacious, state-of-theart testing center yesterday (March 21) near Denver, Colo. Lockheed’s Space Operations Simulation Center (SOSC) will put Orion through various paces, testing its navigation, ranging, descent and landing systems, among other features. “Lockheed Martin built this remarkable facility to develop and test spacecraft systems, further demonstrating our commitment to improve safety and advance capabilities for future U.S. human spaceflight,” John Karas, vice president and general manager for Lockheed’s human spaceflight programs, said in a statement. Originally designed to launch atop NASA’s Ares I rocket, Orion vehicles were expected to serve as NASA’s successor to its space shuttle fleet, which is set to retire this year after three
decades of spaceflight. The space agency planned to use Orion vehicles to ferry astronauts to and from the International Space Station. But the Orion spacecraft’s mission has since changed. Last year, President Barack Obama cancelled NASA’s moon-oriented Constellation program, which included the Ares I, and ordered a new plan that favors asteroid and Mars exploration. Under the new plan, Orion vehicles would primarily serve as escape ships for space station crews, and they could play a role in future deep space exploration. Lockheed has seized upon the latter possibility, drawing up plans to send several linked-up Orion capsules to an asteroid — a potential manned mission called “Plymouth Rock.” The aerospace firm has also developed several other scenarios, which it envisions leading eventually to a manned Mars mission with Orion. In addition to Plymouth Rock, the possibilities include a mission to the Lagrangian Point over the far side of the moon and a journey to the moons of Mars that would complement robotic missions on the Martian surface, officials said.

Platini vows to re-jig European calendar Agence France Presse
PARIS – Michel Platini pledged to re-organise the European football calendar after being reelected unopposed for a second term as UEFA president at Paris’s Grand Palais on Tuesday. The 55-year-old Frenchman, who originally took up the role in 2007, said he wanted to shake up the football calendar to return international competition to the forefront of the global game. Asked by journalists at the UEFA Congress for the number one priority of his second term, Platini replied: “The calendar.” He added: “I can’t give you more information but the calendar is the basis of everything, for leagues, international competitions, the Champions League. “There are 365 days a year and you can’t play every day. You have to find out how to share the calendar between countries and clubs. “The current calendar is valid until 2014 and we’re working on a project with the (UEFA) general secretary (Gianni Infantino). “We’d like to propose a new match calendar to FIFA in 2014.”Platini has previously likened the Champions League, UEFA’s flagship club tournament, to a “monster”, such is the extent to which it is prioritised by clubs, coaches and players. “It’s not a matter of (the Champions League) cannibalising the calendar,” he explained.
“I used ‘monster’ because it’s become massively important. I’ve heard players saying the final of the Champions League was more important than the final of the World Cup. It surprised me. I didn’t expect it. “We started thinking, how could we promote international football more? In the national calendars there are always conflicts of scheduling but we wanted to see how to approach this to put international football back to where it was. “When you have friendly matches, they can’t be played as they should be due to Champions League matches. That’s why I used the word monster. But it’s a nice monster.” Platini has been tipped by former Brazil great Pele as a future FIFA president, but he refused to be drawn when asked if he would one day consider running for the top job in world football. “Let’s meet again in three years,” he replied. “And then I’ll tell you.”
Current FIFA president Sepp Blatter will bid to win a fourth consecutive mandate in June but he has been challenged by Asian Football Confederation president Mohamed bin Hammam. Platini would not reveal which of the two candidates he will support but said Bin Hammam’s challenge was positive for the administration of the sport. “I don’t know whether European football will support a particular candidate,” he said.“I have my own personal opinion, but I am the president of UEFA so I have to consult the member associations before expressing an opinion. “I will listen to my colleagues from the executive committee and the other associations and then maybe, maybe I will express a position.” He added: “Given that there are two candidates, there will be pledges for change. I think it’s good that there are two candidates. “It’s good for democracy because the two candidates will propose new things.”

WATFORD, United Kingdom – John Terry has hit back at the critics who slammed his reappointment as England captain by insisting he should never have been stripped of the armband in the first place. Terry has regained the leadership of Fabio Capello’s team just over a year after the England coach deprived him of the honour following an alleged affair with the partner of team-mate Wayne Bridge and reports that he was exploiting the captaincy for financial gain. Capello’s decision has been criticised in some quarters because it is felt Terry’s distasteful activities off the pitch showed such a lack of respect for the captaincy that he should not have been given a second chance. Much to Terry’s consternation he has become regarded as one of the poster boys for everything that is wrong with English football and he could have gone some way to changing that perception with a contrite tone when he met the English media at the team’s hotel ahead of Saturday’s Euro 2012 qualifier against Wales. Instead Terry insisted that, although he has made a concious effort to avoid negative headlines of late, he still felt he had been harshly treated by Capello last year. “Change my ways? That’s a difficult word,” Terry said. “When I spoke to Fabio, and we can’t go into too much details, but when he knew the facts, he knew. “As I said to the manager at the time, I accepted their decision. It doesn’t mean to say I agreed with it, and I never will. That’s me being very proud and having been honest with them. “Over the last year I’d like to think I’ve personally kept my head down and done the right thing. “As we get older, we live and learn. We move on. As a man, as a player, we can see I’ve moved on, on and off the field.” Those accusations of making money off the back of his privileged position were also given short shrift by the Chelsea defender. “I’ve never cashed in. I’m not the best looking guy anyway, so people aren’t going to want me spread all over the place. But I’ve never tried to cash in on the England captaincy,” he said.

ROME – While Italy awaits with baited breath for the presumed ‘title decider’ between AC Milan and Inter Milan at the San Siro on April 2, an unfashionable little outfit continue to close in on their quest for history. The Serie A title race seemed set to boil down to a straight fight between the Milan giants until Milan picked up only a solitary point from their last two games, allowing Napoli back into the picture. The top three are separated by just three points and that could be one if Inter beat Milan and Napoli win when the league resumes following this weekend’s international break.
And yet sitting quietly in fourth place, six points off the lead, and in the best form of anyone is a little team from close to the Slovenian border that has every right to also dream. First of all, the statistics suggest Udinese have as much right as anyone to aspire to the title. They are joint top scorers with Inter on 56 goals and their goal difference of +26 is bettered only by Milan (+29). They are the only side unbeaten since the turn of the year with 10 wins and three draws from their 13 matches. Only Inter have picked up more points but that from 15 games and they have lost two of those, including a 3-1 defeat at Udinese.
Francesco Guidolin’s side have not conceded a goal in seven matches and their last three away from home have yielded 14 goals — they beat Palermo 7-0, Cagliari 4-0 and Cesena 3-0. And before that run they won 21 at Juventus, 4-2 at Genoa and drew 4-4 at Milan. In fact it is only some little slips at home, drawing 1-1 with Bologna and 0-0 with Brescia, that has prevented them from being even closer to the top. What’s more, this is a team that began the season with four straight defeats and then a draw — since those first five matches, they have picked up more points than anyone else. Those are the numbers but the how is even more eye-catching.

Worldbeaters Britain, however, continue to keep fans guessing as the countdown to the London Games gathers momentum. Britain were crowned kings of the Olympic velodrome in Beijing but since their total dominance in 2008 their competitors have been working hard to redress the balance. Australia arrive at the March 23-27 event in Apeldoorn, Holland with no less than nine defending champions in a squad of 17, having topped the medals table at last year’s worlds in Copenhagen. LONDON – Tennis legend Martina Navratilova believes Roger Federer will struggle to regain his world number one ranking after being supplanted by Rafael Nadal and Novak Djokovic. Speaking at a press event to promote this year’s Liverpool International exhibition tournament, Navratilova said while Federer still had the ability to win a Grand Slam event, it was “difficult to see” him regaining top spot. Federer, winner of 16 Grand Slam singles titles and holder of the world number one ranking for 237 weeks, has fallen to number three in the rankings. “I don’t think he’ll ever play as well as he did three or four years ago - that’s not to say he can’t still win a slam,
but it’s difficult to see him climbing back to number one,” Navratilova said of Federer. “Nadal is dominating and Djokovic’s confidence is off the chart. Roger has lost three matches (this season) to Djokovic and lost to him at US Open last year as well, it will get under his skin.” Navratilova also said British number one Andy Murray needed to toughen up if he wanted to win a grand slam. “I would have thought he would have won a slam by now, though he still has plenty of time on his side,” Navratilova said. “He’s still in his prime but with every year it gets more difficult, the expectations and the pressure get higher. “He’s got the talent but he’s got to get tougher on himself mentally - he’s too quick to pass the blame, looking at his box and yelling at them as if it’s somehow their fault he missed that forehand.”

Vettel says Red Bull has nothing to fear Sebastian Vettel says he and Red Bull Racing have nothing to fear from the huge uncertainty that new rules have thrown up, as he begins his title defence at this weekend’s season-opening Australian Grand Prix. With the form guide more difficult to predict than ever - thanks to the complications caused by Pirelli tyre degradation, the return of KERS and the introduction of moveable rear wings, F1’s leading men have been reluctant to make any bold predictions about their form just yet. But Vettel says that Red Bull has every reason to feel confident as it heads into the Albert Park event after what it has repeatedly to have been its best winter of preparations. “There is uncertainty maybe to know where you are compared to the others certainly,” said Vettel, when asked by AUTOSPORT about the difficulties new rules had created in trying to predict form. “We’ve never had that before - when you would have played with just the typical things like fuel loads. “This time some people brought their [aerodynamic] packages earlier or later. Then, apart from fuel loads which with no refuelling means can vary from zero to 160kg or more, there are the tyres which, depending
on their state, new or used, and then with a couple of laps of use or quite a few, you can throw another couple of seconds in that. “It means it can all mix up, and that is what we have seen in the tests. And that is why it has been so difficult to read how strong the others are. “But uncertainty for ourselves? We don’t need to be afraid of that, because I think we know what we have done and we should be in good shape. Now it is just the question to be answered of how we compare relative to the others.” Sebastian VettelVettel was speaking as he made his first public appearance in Australia as world champion at a promotional event at Warrock Cattle farm outside Melbourne on Wednesday. The winter we had was the best we have had so far. “But in terms of how we are relative to others is a bit more difficult to say because there are some new things on everybody’s car, and some new regulations plus new tyres, so it is a bit difficult to find out where exactly you are. But that is why we come here to find out on Saturday at the latest.” And although Vettel will carry the number one on his car in Melbourne for the first time in anger, he thinks defending his crown will be just as hard as winning it in the first place. “I think we all know that we start from zero again,” he said. “I know I have zero points as well, like everybody else. “I might have the number one on my car but that is about what was going on last year, and it doesn’t make me any faster this year. I still have to work hard and squeeze every last bit out of the car to make sure we run at the front.”

U.S. District Judge Larry Hicks said Pacquiao has sufficient evidence to continue his lawsuit that alleges Mayweather and others acted with malice by accusing the Filipino boxer in a series of interviews of using performance-enhancing drugs. “Moving defendants argue that Pacquiao has failed to sufficiently allege malice because moving defendants could not have known one way or the other whether Pacquiao had actually taken PEDs when they made the alleged defamatory statements,” the order reads. “However, the court finds that Pacquiao has sufficiently pled malice in the amended complaint.” Pacquiao claimed in the suit that he has never tested positive for any performance-enhancing drugs, but that Mayweather, Mayweather’s father and uncle, Oscar De La Hoya and Golden Boy Promotions’ Richard Schaefer embarked on a campaign to make people think he used drugs. “The truth did not stop
