DENPASAR - The Head of Bali Environment Agency, A.A. Gede Alit Sastrawan, did not dismiss that a number of areas in Bali, especially in dense settlement like Denpasar and surrounding areas, had a very high vulnerability to be hit by flooding disasters. Aside from being caused by topographic condition and high intensity of rainfall, it could also be triggered by conditions of poor drainage system. In other words, the absence of drainage connectivity of a segment to another segment would not establish a good drainage system. As a result, the high rainfall could not be channeled into the drainage and caused the water stagnant. “Based on my observation, several drainage channels had no interconnectivity among the segments. These conditions are often found in a dense residential area. More seriously, the section of drainage channels is averagely small so it is unable to

accommodate the overflow of heavy rainfall,” said Alit Sastrawan to Bali Post on Monday (Nov 21). Poor drainage system, he said, was also aggravated by sedimentation or siltation occurring in the drainage channels. In fact, in many cases

the drainage was clogged by rubbish so the risk of flooding was higher. He said that local government and the general public just realized the poor drainage system condition during the rainy season or after the occurrence of flooding disaster. In other

words, the improvements would just be made after the disaster. “I saw there have been numerous attempts made by a number of regencies/municipality to improve the drainage system. Unfortunately, the repairs were done by the rainy season and even after the occurrence of flooding so the anticipation measures seemed so late,” he regretted. According to Alit Sastrawan, the flooding risk was increasingly greater considering a number of road shoulders in the urban areas were not equipped with waterways to drainage channel. Since the overflow of rain water

could not flow into the drainage channel, there would be rain puddles on the road. If the rainfall intensity was high and took place in a long time, it could be ascertained there would be high puddles that eventually led into people’s houses. “In the process of road repairs, local government must remind and supervise the partners in order to make the waterways leading to drainage channel. Otherwise, puddles in the road will be unavoidable,” he said while reminding the people of Bali to stop their habit of throwing rubbish into drainage channel. Continued on page 6

quickly resumed their chants of “the people want the ouster of the field marshal,” a reference to Field Marshal Hussein Tantawi, the head of the council of generals that has ruled the country since the Feb. 11 fall of authoritarian President Hosni Mubarak. The Supreme Council of the Armed Forces, which Tantawi heads, did not immediately announce whether it would accept the mass resignation. Many Egyptians

Violence has steadily escalated the clashes began Saturday, when police tried to clear several hundred protesters in the square. Repeated attempts to clear the protesters from Tahrir have failed, and a death toll that quadrupled overnight from Sunday has only brought out more and angrier protesters. The protests have spread to other cities around the country, including the coastal city of Alexandria, where one of the deaths took place. Throughout the day on Monday, black-garbed security forces fired tear gas, rubber bullets and — many protesters said — live ammunition at young men in the streets around Tahrir. The protesters hurled stones and threw back the gas canisters that clattered across the pavement, streaming stinging clouds. Sounds of gunfire crackled around the square, and a constant stream of injured protesters — bloodied from rubber bullets or overcome by gas — were brought into makeshift clinics set out on sidewalks, where volunteer doctors scrambled from patient to patient. “I will keep coming back until they kill me,” said Mohammed Sayyed, his head bandaged from a rubber bullet wound. “The people are frustrated. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

WASHINGTON - The United States is giving, not selling, two dozen second-hand F-16 fighter planes to Indonesia to strengthen security ties with an “important U.S. partner,” the Defense Department said on Monday, Elaborating on an announcement on Friday by the presidents of the two countries, the department said Jakarta would cover an estimated up to $750 million to refurbish the late-model fighters and overhaul their engines. The F-16 C/D models are decommissioned and no longer part of the U.S. Air Force inventory. Retooled and upgraded, they will contribute to Indonesia’s “interoperability” with the United States, Navy Commander Leslie Hull-Ryde, a Defense Department spokeswoman, added in an email to Reuters. Interoperability is the extent to which military forces are able to communicate with each other and share information to achieve a common goal. “Indonesia is an important U.S. partner and a leader in Southeast Asia,” Hull-Ryde said. “The Department of Defense is working to support the Indonesian military in their efforts to modernize the force.” Developing ties with Indonesia, the largest country in Southeast Asia and the world’s most populous Muslim-majority nation, is a priority for the Obama administration as it seeks to shape the economies and security of the region. tions, people were not yet ready to allow TNI members to vote in the 2014 general elections. “They will certainly try to draw us (servicemen) into supporting this or that party. He said there were two things that need to be considered with regard to giving the voting right to TNI , namely the TNI`s and the people`s readiness for it. These two factors needed to be taken into consideration so as not to disrupt the TNI`s solidity and draw its members into par-

tisan politics, he said. “So, the two parties must first be ready for it,” he said. He said however that if the House of Representatives (DPR) and the government jointly decided to give TNI the voting right, TNI would abide by it. “But my view for now is like that,” he said. TNI Inspector General Vice Marshal Sukirno had said that it would be better for TNI to remain neutral because its involvement in the general elections could erode its professionalism. “It would be better for TNI

to be neutral. Involvment in politics will only affect our neutrality,” he said. He said if TNI was involved in the general elections the neutrality of TNI members would be more or less affected while the commitment of the TNI commander was remainng nonpartisan. He said TNI would give its views on the General Elections Bill committee if it was given the voting right. “What is clear is the main task of TNI is maintaining the territorial integrity of the unitary state of Indonesia. sion of the right will disturb the implementation of the task it would be better if TNI remains neutral,” he said. The committee has expressed its plan to raise the issue of TNI`s voting right. The issue was raised during a hearing in which the committee had suggested that the TNI be given the voting right. Several factions had also started proposing it citing problems in the regions met during general election implementation due to geographical conditions such as transportation and politicization.

SPICE PASTE 5 red chilies, seeded and chopped 3 cloves garlic, peeled and chopped 7 shallots, peeled and chopped 5 cm fresh turmeric, peeled and chopped 5 cm ginger, peeled and chopped 4 candlenuts 1 tsp coriander tsp dried shrimp paste toasted 1 sml tomato, peeled and seeded 2 tbsp oil 1 tbsp tamarind pulp 1 salam leaf 1 lemon grass, bruised PREPARATION repare spice paste by grinding or blending all ingredients except oil, tamarind, salam leaf and lemongrass. Heat oil, add spice paste and all other ingredients. Cook over moderate heat for about 5 minutes, then cool. Wash lobsters and leave whole. Bring water to the boil, add lobsters and simmer for 15 minutes. Remove lobsters, plunge in iced water for 1 minutes, then drain and remove meat. Return shells to the pot of water, keeping lobster meat aside. Add spice paste, lemongrass, lime leaves and vinegar to the water with the shells and simmer until 4 cups of stock remain. Add coconut milk and simmer for 10 minutes. Strain stock and return to pan. Add lobster and simmer for 1 minute. Serve garnished with fried shallots and accompanied by white rice. Helpful hints if using prawns instead of lobster, peel the raw prawns and put prawns shells 4 cups of water. Simmer for 5 minutes, then combine this stock with coconut milk, prawns and all other ingredients, simmering until cooked.

The jolly actor-screenwriter is perched on the stage of a makeshift Muppet Theater that’s been erected inside a mammoth Universal Studios soundstage. He’s nervously grimacing while the furry blue daredevil Gonzo the Great winds his arm up in preparation to launch a bowling ball toward Segel for a stunt the pair are filming for “The Muppets.” Segel, who co-wrote the movie with “Forgetting Sarah Marshall” director Nicholas Stoller, is balancing more than just a bowling pin on his head these days: The Walt Disney Co., which acquired The Muppets franchise from The Jim Henson Co. in 2004, has entrusted him with the first bigscreen adventure starring the felt-covered performance troupe in 12 years. “I think at some point, The Muppets changed a little bit,” said Segel during a break from filming earlier this year. “Our goal with this movie is to reintroduce The Muppets to kids in a way that’s reminiscent of the movies from the late ‘70s and early ‘80s. The great thing about those movies and what Pixar does now is they don’t pander or condescend to children.” Segel, a hardcore Muppet fan best known for his R-rated roles in such movies as “Knocked Up” and “I Love You, Man,” petitioned Disney brass to resurrect The Muppets with Stoller in a way that would appeal to both nostalgic adults who grew up watching “The Muppet Show” and children more familiar with computer-generated 3-D animation than big-eyed puppets. In the film, out Wednesday, Segel and Amy Adams play a small-town couple named Gary and Mary who — along with Gary’s puppet brother Walter (portrayed by Peter Linz) — work to reunite The Muppets. It seems the felt ones have found themselves irrelevant in an entertainment landscape dominated by such over-the-top fictional game shows as “Punch Teacher.” The musical’s story line mirrors The Muppets’ own reality. They haven’t starred in a film together since the 2005 madefor-TV movie “The Muppets’ Wizard of Oz” and have been absent from theaters since 1999’s “The Muppets in Space.” “It’s funny that the success of the movie might undo the story itself,” said director James Bobin. “That’s what actually drew me to the story. I was struck by how honest it was and with real artistic license portrayed how people perceive The Muppets at this time. One of the great emotional drives in any story is getting the band back together.” The new movie finds The Muppets off doing their own thing: Fozzie Bear is languishing in a tribute band called The Moopets, Miss Piggy is sashaying around Paris as a fashion editor, Animal is treating his anger management issues at rehab, Dr. Teeth and The Electric Mayhem are performing in the New York subway and Scooter is working at Google.

“Accused,” written and created by Jimmy McGovern, received the Emmy for best drama series at the 39th Annual International Emmy Awards ceremony at the Hilton New York Hotel. The anthology tells the stories of people accused of crimes as they sit in holding cells beneath the courtroom awaiting the verdict in their trials. The ceremony kicked off with a surprise appearance by Lady Gaga, wearing a tattooed-thigh-revealing, floor-length black gown and oversize sunglasses. Greenhouse gases soar; no signs warming is slowed Chip industry eyes recovery after slowdown Reuters

BARCELONA - The semiconductor industry is looking at first signs of recovery as it struggles to clear inventories of unsold chips stemming from a slowdown in consumer spending, industry executives said on Thursday. The industry hit a slump as demand for consumer gadgets has slowed in Europe and elsewhere due to economic uncertainties at a time when vendors have invested heavily in the new production gear. Chip designer ARM said it was optimistic that reductions in inventory by device makers, which is dampening demand for semiconductors, would be short-lived. “We are seeing some ARM licensees looking beyond that and the body language is more positive than a quarter ago,” Chief Executive Warren East said on Thursday. French chipmaker STMicroelectronics said it expects to return to normal business conditions in the second quarter of 2012 after inventory is cleared, its chief executive told an investor conference in Barcelona. Comments of STMicroelectronics echoed research firm Gartner, which said it expected the inventory correction to continue to dampen sales prospects for at least the reminder of the year before sequential growth can return in 2012. U.S. microcontroller maker Microchip called the bottom of the cycle when it reported third-quarter results earlier this month. Microchip, often seen as a canary in the coal mine for the chip industry, said it expects the inventory burn-off to be largely over by the end of 2011 and anticipates the December quarter to mark the bottom of this industry cycle. While STMicroelectronics forecast a continued slowdown in fourth-quarter sales when reporting weak results last month, CEO Carlo Bozotti said the company had seen an uptick. “For a few weeks we have seen bookings increasing again,” Bozotti said, adding the orders were still at a low level and it was not clear how sustainable the trend was.

WASHINGTON — Heat-trapping greenhouse gases in the atmosphere are building up so high, so fast, that some scientists now think the world can no longer limit global warming to the level world leaders have agreed upon as safe. New figures from the U.N. weather agency Monday showed that the three biggest greenhouse gases not only reached record levels last year but were increasing at an ever-faster rate, despite efforts by many countries to reduce emissions. As world leaders meet next week in South Africa to tackle the issue of climate change, several scientists said their projections show it is unlikely the world can hold warming to the target set by leaders just two years ago in Copenhagen. “The growth rate is increasing every decade,” said Jim Butler, director of the U.S. National Oceanic and Atmospheric Administration’s Global Monitoring Division. “That’s kind of scary.” Scientists can’t say exactly what levels of greenhouse gases are safe, but some fear a continued rise in global temperatures

will lead to irreversible melting of some of the world’s ice sheets and a several-foot rise in sea levels over the centuries — the so-called tipping point. The findings from the U.N. World Meteorological Organization are consistent with other grim reports issued recently. Earlier this month, figures from the U.S. Department of Energy showed that global carbon dioxide emissions in 2010 jumped by the highest oneyear amount ever. The WMO found that total carbon dioxide levels in 2010 hit 389 parts per million, up from 280 parts per million in 1750, before the start

of the Industrial Revolution. Levels increased 1.5 ppm per year in the 1990s and 2.0 per year in the first decade of this century, and are now rising at a rate of 2.3 per year. The top two other greenhouse gases — methane and nitrous oxide — are also soaring. The U.N. agency cited fossil fuel-burning, loss of forests that absorb CO2 and use of fertilizer as the main culprits. Since 1990 — a year that international climate negotiators have set as a benchmark for emissions — the total heat-trapping force from all the major greenhouse gases has increased by 29 percent, according to NOAA.

Felipe Massa hoping for ‘very different’ 2012 Felipe Massa is hoping for a “very different sort of championship” in 2012 following a difficult season for him and his Ferrari team this year. While Ferrari has won just one race this year, Massa has been overshadowed by team-mate Fernando Alonso, and he faces the prospect of finishing the season without a podium ahead of the final race of the year in Brazil. Massa, however, says he is determined to turn his fortunes around in 2012 and is aiming to start the year strongly. “This year has not gone so well, but we have tackled it with our usual fighting spirit and that is what we will take forward to next year, when we hope to have a very different sort of championship to this one just ending,” said Massa.

“The intention is to be competitive right from the start, fighting for the win in every race. This has not been a fantastic season for me, but neither has it been for the team. “So as a driver, I have a very strong desire which I share with the whole team to give one hundred percent to improve for next year.” The season finale at Interlagos will be Massa’s
