Melanie Griffith, Amanda Seyfried to star onstage Associated Press
NEW YORK — Actors often complain about short rehearsal times, but some of entertainment’s biggest names — including Melanie Griffith, Amanda Seyfried, Uzo Aduba, Peter Dinklage, Nina Dobrev and Pablo Schreiber — are about to have virtually none. They’ll be appearing next month in the 14th annual benefit “The 24 Hour Plays on Broadway,” which asks over a dozen actors, six writers and six directors to come up with six original short plays over the course of a day. Proceeds help the Urban Arts Partnership. Rosie Perez, the actress and co-host of “The View” who is the artistic chair for the partnership and a veteran of the 24-hour plays, had this advice for participants: “Anything you can do outside of being reckless and taking illegal substances do it! You’re going to need everything.” The other stars who have agreed to participate include Sasha Alexander, Jamie Chung, Billy Crudup, Rachel
Dratch, Michael Ealy, Seth Green, Bryan Greenberg, Taran Killam, Zoe Kravitz, Justin Long, Aasif Mandvi, Stephen Merchant, Diane Neal, Jay Pharoah, Sebastian Stan, Julia Stiles, Tracie Thoms and Michael Kenneth. The directors include America Ferrera (“Ugly Betty”), Andy Fickman (“Reefer Madness!”) and Kathy Najimy (“Veronica’s Closet”). Writers include Christina Anderson (“Good Goods”), Bekah Brunstetter (“Oohrah!”), comedian David Cross, David Lindsay Abaire (“Rabbit Hole”) and Jonathan Marc Sherman (“Things We Want”). Sarwat Siddiqui, the winner of a young writers’ project from Fordham University, will join the playwrights.
Next month, the pressure will be on as the playwrights gather at 10 p.m. on Nov. 16 and must pen a 10-minute play by 7 a.m. the next morning. The celebrity actors will then rehearse the work for the next 12 hours. At 8 p.m. on Nov. 17, the plays will be performed for a live audience at the American Airlines Theatre. “The lack of sleep is really not the big issue,” said Perez. “The big issue is controlling the panic. Sleep is needed so that your mind remains as stable as possible.” The one-night-only show benefits the partnership, an organization that brings arts education into New York City classrooms. The 24-Hour play project is backed by German luxury penmaker Montblanc, which has helped fund the project for several years, as well as the Montblanc Young Writers Program. The final six plays that emerge may not be works of genius. They even may be a bit silly, but proceeds go to help underserved public schools. “A little silliness goes a long way,” said Perez.

Clark Gregg says that’s the moniker “Marvel’s Agents of S.H.I.E.L.D.” fans have come up with as they push for an on-screen romance between his character, S.H.I.E.L.D. chief Phil Coulson, and longtime agent Melinda May, played by Ming-Na Wen. The 52-year-old Gregg says some “very vocal and passionate” viewers have been on social media sites saying they “want to see that come to some kind of fruition” on the ABC show, airing Tuesdays (9 p.m. EDT). Gregg has learned to pay attention to fan campaigns: After Coulson was killed off in “The Avengers,” devotees launched an international movement to bring him back under the slogan #CoulsonLives just days after the film’s release in 2012. He says that’s why Coulson returned for the “S.H.I.E.L.D.” TV series, now in its second season. “It was on bridges in the Danube and on a beach in Africa,” says Gregg, “and Marvel listens to that.” He says the role has garnered him a fan at home: his nearly 13-year-old daughter Stella.“Sometimes she likes to watch the show with me kind of curled up in my arms and when Coulson’s in jeopardy she squeezes in really tight,” he says. “I wouldn’t trade that for anything in the world.”

Therefore, from now on the rules of housing land ownership must be tightened, especially the suburban areas. The area of Sempidi (Badung) and Tuak Ilang (Tabanan) has now been starting to be undermined,” he said. Meanwhile, a property analyst,
John Sadewa, said the land plotter was one of the speculative professions that only targeted to get great profit without paying attention to the surrounding environment. In addition, they did not care about the existing rules. “As long as they can get the opportunities, they will be willing to bribe here and there to streamline their business. GIANYAR - High volume of waste each day reaching 1,400 cubic meters causes the waste problem in Gianyar County to be increasingly apprehensive. The Gianyar Sanitation and Landscaping Agency (DKP) has worked extra hard through the Waste Bank program by continuously inviting public participation in order to avoid the more massive waste problems. It was revealed on Tuesday (Oct 21) before the headmen, people’s empowerment agency (LPM), women’s groups and community leaders throughout Gianyar subdistrict at the hall of the Gianyar Regent. The Sanitation and Landscaping Agency tried to team up with residents and private sector to develop public awareness in maintaining the sanitation from the piles of garbage. The Head of Gianyar Sanitation and Landscaping Agency, I Wayan Kujus Pawitra, said the presence of waste in Gianyar was very alarming. To avoid the more massive problems caused by the waste, the Sanitation and Landscaping Agency invited all residents and private sector to participate in handling the problems. The existence of waste could not be resolved by the government alone, but should be
with the participation of various circles. All this time, people could only separate the two types of waste, namely the organic waste and inorganic waste. Meanwhile, the residual waste could not be processed and still got minimal attention. “Inorganic waste can be sold by residents through the Waste Bank program owned by Gianyar government located at Temesi, while the organic ones can be processed into organic compost,” he said. Many ways had been implemented by the Gianyar Sanitation and Landscaping Agency in handling waste, such as the 3R formula, namely reduce, reuse and recycle. However, this formula had not been optimal if the societal paradigm on garbage had not changed. Moreover, the population growth, economic rate and
the lifestyle of the community continued to rise. As a result, it would make the waste problem more complicated. In handling the waste problem, the Gianyar Sanitation and Landscaping Agency conveyed 426 cubic meters of waste every day to Temesi landfill by using 7 trucks for every district and 7 trucks downtown. The fourteen garbage trucks could carry 158 cubic meters of waste and the remaining residents transported their waste to landfill independently. “If a resident produces 1 kg of waste each day, and not handled properly, it can cause a larger problem. To that end, we encourage all the residents to maintain the sanitation ranging from household level to surrounding environment by utilizing the existing system,” he said. (kmb16)
NEGARA - Other than properties, the development of boarding houses also has mushroomed in Jembrana recently. Unfortunately, the potential of the regional income does not receive adequate attention from the government. So, nowadays more and more boarding houses proliferate near hotels and inns. Based on information, at least there have been dozens of boarding houses operating in Jembrana without paying any levies to local government. More seriously, some boarding houses look like hotel rooms. Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Jembrana Chapter, NG Nurasha, said that such condition had an impact on room occupancy rates. The association hoped that the boarding house should be
protected by setting it forth in the regional bylaw. As a result, there would be no gap between the hoteliers and boarding house owners. “It has the potential to generate revenue. Moreover, the boarding house is mushrooming,” he said. Nurasha also appealed to hoteliers and restaurateurs not to hesitate nor delay the hotel and restaurant tax payment because it was actually the deposit of consumers. Recent observation indicated if the boarding house increasingly mushroomed. Even, some buildings of the boarding house almost looked like a lodging. Moreover, the number of room also reached dozens to tens. The owners no longer required the rentals for at least a month. 3 villages rationed for communal sewage pipeline system Bali Post
BANGLI - A total of three villages in Bangli County get a development ration of communal sewage pipeline system. The three villages scheduled to get the project this year include the Taman Bali, Undisan and Sulahan village. Addition of the three communal sewage pipeline systems complementing the five wastewater treatment plants and two plus-plus toilets at some previous villages aims to avoid the waste pollution. The Head of Bangli Public Works Agency, Ida Bagus Wediatmika, said on Tuesday (Oct 21) the construction of communal sewage pipeline system at the three locations was funded by the special allocation fund (DAK). Taman Bali and Undisan village respectively got IDR 474 million, while Sulahan village would get IDR 423 million. Later on, the construction of the pipeline system would be worked on by non-governmental group at each village. He explained the communal sewage pipeline system would drain each toilet sewage owned by each resident
through the pipeline connection and would be accommodated in one septic tank at the location spreading across some 100 square meters. A unit of communal sewage pipeline system would serve 50 families. “Actually, all the residents averagely have owned a toilet. However, their septic tank has not been perfect. To that end, it will be made a network. With this process, we hope that our area will not be contaminated by waste,” he explained. Even, if people wanted to use it well, the biogas produced by the waste was also believed to be able to give added value to the surrounding residents. The biogas produced in the communal septic tank could be used as an alternative fuel to LPG. “But we in the Public Works do not work on to such extent. We just process the waste until it can produce a viable wastewater to be discharged,” he said. This former Head of Bangli Urban Planning also revealed that many villagers were actually interested in this program. However, due to restricted budget, the government still could not fulfill the desire of all people. (ina)

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

WASHINGTON — People who shared an apartment with the country’s first Ebola patient are emerging from quarantine healthy. And while Thomas Eric Duncan died and two U.S. nurses were infected caring for him, there are successes, too: A nurse infected in Spain has recovered, as have four American aid workers infected in West Africa. Even there, not everyone dies. So why do some people escape Ebola, and not others? The end of quarantine for 43 people in Dallas who had contact with Duncan “simply supports what most of us who know something about the disease have been saying all along: It’s not that easily spread,” said Dr. Joseph McCormick of the University of Texas School of Public Health. Formerly with the Centers for Disease Control and Prevention, McCormick worked on the first known Ebola outbreak in 1976 and numerous other outbreaks of Ebola and related hemorrhagic viruses. Ebola spreads by contact with bodily fluids, such as through a break in the skin or someone with contaminated hands touching the eyes or nose. Once inside the body, Ebola establishes a foothold by targeting the immune system’s first line of defense, essentially dis-
abling its alarms. The virus rapidly reproduces, infecting multiple kinds of cells before the immune system recognizes the threat and starts to fight back. Only after enough virus is produced do symptoms appear, starting with fever, muscle pain, headache and sore throat. And only then is someone contagious. It’s not clear why Ebola runs a different course in different people. But how rapidly symptoms appear depends partly on how much virus a patient was initially exposed to, McCormick said. The World Health Organization has made clear that there’s far more virus in blood, vomit and feces than in other bodily fluids. There is no specific treatment for Ebola but specialists say basic supportive care — providing intravenous fluids and nutrients, and maintaining blood pressure — is crucial to give the
body time to fight off the virus. Profuse vomiting and diarrhea can cause dehydration. Worse, in the most severe cases, patients’ blood vessels start to leak, causing blood pressure to drop to dangerous levels and fluid to build up in the lungs. “The key issue is balance between keeping their blood pressure up by giving them fluids, and not pushing them into pulmonary edema where they’re literally going to drown,” McCormick said. Death usually is due to shock and organ failure. “We depend on the body’s defenses to control the virus,” said Dr. Bruce Ribner, who runs the infectious disease unit at Atlanta’s Emory University Hospital, which successfully treated three aid workers with Ebola and now is treating one of the Dallas nurses.
LONDON - A paralysed man can walk again after receiving revolutionary treatment which one of the British scientists responsible hailed as a breakthrough “more impressive than a man walking on the Moon” -- although others urged caution. Darek Fidyka was paralysed from the chest down, but can now walk using a frame after nerve cells from his nose were transplanted into his severed spinal column in Poland, according to research published Tuesday in the journal Cell Transplantation. “When there’s nothing, you can’t feel almost half of your body. You’re helpless, lost,” the patient, who is now recovering at the Akron Neuro-Rehabilitation Centre in Wroclaw, told the BBC’s Panorama programme, who filmed his remarkable recovery. “When it (the feeling) begins to come back, you feel you’ve started your life all over again, as if you are reborn,” said the 40-year-old Polish man, whose injuries were caused by a knife attack in 2010. “It’s an incredible feeling, difficult to describe,” he added. Olfactory ensheathing cells (OECs), which form part of the sense of smell, were used in the treatment as they are pathway cells that enable nearby nerve fibres to be regenerated. Simone Di Giovanni, head of restorative neuroscience at Imperial College London, added that there was “no evidence that the transplant is responsible for the reported neurological improvement”. This assertion was disputed by Wagih El-Masri, a professor of spinal surgery at Keele University in Britain, who was an independent assessor on the Polish case. For two years after his injury, Fidyka showed no sign of recovery despite intensive five-hour physiotherapy sessions. The first signs of improvement came three months after the surgery, when his left thigh began putting on muscle. Three months later, Fidyka was able to take his first steps with the aid of parallel bars and leg braces. He can now walk outside using a frame and has also recovered some feeling in his bladder and bowel. The research was funded by the UK Stem Cell Foundation and the Nicholls Spinal Injury Foundation (NSIF), set up by chef David Nicholls after his son Daniel was paralysed in a 2003 swimming accident. “When Dan had his accident I made him a promise that, one day, he would walk again,” Nicholls told the BBC. “The results with Darek show we are making significant progress towards that goal.” NSIF has given £1 million ($1.6 million, 1.26 million euros) to researchers in London and £240,000 to the team in Poland. Both camps say they will not seek to profit from the research. They hope to raise enough money to hold clinical trials on 10 patients in Britain and Poland.

MANGUPURA - The tax revenue of Badung County exceeded IDR 2 trillion. In the amended regional budget 2014, the revenue from tax sector was targeted to reach IDR 2.18 trillion. Meanwhile, in the regional budget draft 2015, it was designed to reach IDR 2.31 trillion. The hotel and restaurant tax (PHR) remained the largest revenue contributor to Badung. The Head of Badung Revenue Services (Dispenda), Wayan Adi Arnawa, revealed on Tuesday (Oct 21) that in the regional budget draft of Badung 2015, the hotel tax was designed to reach IDR 1.3 trillion, restaurant tax at IDR 240 billion, amusement tax at IDR 33.5 billion, advertisement tax at IDR 13 billion, street lighting tax at IDR 105 billion, quarry tax at IDR 150 million, parking tax at IDR 11 billion, underground water tax at IDR

It was far from any houses, and people in the area had previously seen an object in the ditch, but did not realise it was a body. Ida Bagus Putu Alit, head of forensics at Bali’s main hospital, confirmed the body was tied up and suffered serious injuries. “There are three gashes on the neck” that were caused by a sharp weapon, the official said. A spokesman at the British embassy in Jakarta said: “We were notified of the death of a British national in Bali. “We stand ready to provide consular assistance.”

TABANAN - A dog bite case occurred again in Tabanan. A 3.5-month-old dog bit three residents, namely AS on Wednesday (Oct 15) as well as MN and AR on the following day, Thursday (Oct 16). Since the incidents occurred successively, the dog was taken its sample and sent to the Denpasar Veterinary Office. As a result, the dog was declared positive to rabies. Chief of the Tabanan Health Agency, Nyoman Suratmika, confirmed the existence of the three people bitten by rabies positive dog in Tabanan. “Through laboratory test, the biting dog was declared positive,” he said. The tree-month-old dog is owned by a resident from Delod Peken Tabanan. “The dog belongs to local race and has not been vaccinated yet by the owner,” added Suratmika. The P2MPL Division Head of the Tabanan Health Agency, I Wayan Triana Suryanata, added that the family of the victims bitten by the dog in a succession was scared and reported the incident to the Livestock Agency field officer in the local subdistrict. The case was revealed after receiving the report, where the field officer promptly came down to dog owner in order to conduct an examination against the biting dog. “At first, the owner refused because the dog is still considered healthy. Yet, on Monday he was finally willing his dog to be eliminated and the brain sample was taken. Having been examined, it was proved positive,” said Triana. All the three victims bitten by the dog, added Triana, directly got a wound care and Anti Rabies Vaccine (VAR) on the day of bitten. Since the wound was not at highly risk part, namely on the leg, the victim was not given Anti Rabies Serum (SAR). On the other hand, the SAR stock in Tabanan only remained two ampoules and would only be given for the case of high risk bite namely on fingertips or from the shoulders upwards. “SAR is given in appropriate with the weight. One ampoule is given to per 20 kilogram body weight. So, the remaining two ampoules will be given to 40 kg of weight,” said Triana. VAR took three weeks to form antibodies against the rabies virus to the maximum, while SAR was the antibody directly injected into the wound. Effective administration of SAR was up to five days after being bitten. If the SAR administration was more than five days, it would no longer effective. The number of SAR stock was very limited in its procurement. Other than being expensive, the expiry date of SAR was only two weeks and its production could only be obtained from France. Though getting no SAR, Triana had confidence that three victims would not be exposed to rabies as having been given VAR. Moreover, the vaccination had been carried out totally on the day of being bitten, day 7 and day 21. “On that account, we will continue to monitor the victims that have received complete vaccination,” said Triana. Tabanan itself recorded the positive rabies dog case that bit humans, but they were not infected due to complete VAR administration. For example, such bite cases occurred at Sandan Pemekaran Wanasari in 2013 or bite case at Dangin Carik and Pangkung village in 2014. According to Triana, in all the cases, the dogs were positive to rabies but the victims were still healthy until now due to complete VAR administration. “For human death due to being positive to rabies, Tabanan recorded 12 fatalities from 2008-2009,” said Triana. As a result, dozens of the road users, both motorcyclists and car drivers, became the victims. Even, some of them almost became the victim of accident due to driving at high speed. One of the villagers of Akah, Klungkung, AA Istri Radika Asri, Tuesday (Oct 21), claimed to be one of the victims of the nail mines. At that time, she had just returned from Denpasar in the afternoon around six o’clock with her brother. When arriving on the bypass road section at the border of Gianyar and Klungkung, her motorcycle suddenly swerved and nearly triggered a series of accidents with other vehicles in the middle of the lane. “Fortunately, I rode slowly. Therefore, I could still maintain the balance of my motorcycle,” she said. Having been checked at roadside, in fact the rear tire of her motorcycle had been filled with dozens of nails with the length of about 5 cm. All the nails
still looked new. After experiencing the incident, she claimed to have to push her motorcycle along two kilometers in search of a repair shop. When arriving at repair shop, in fact dozens of other people from Klungkung and Karangasem were experiencing the same incident. All the victims admitted to have similar experience where the rear tire was punctured by nails of large size at almost the same location. Even, one of tires of those motorcycles was widely torn. Unfortunately, due to dark condition, dozens of those residents could not check the existence of those nails. At that repair shop, dozens of people had become the victims. Even, some of the victims were police officers. They had also enraged and contacted to their
institution. According to surrounding residents and workers at the repair shop, several road users experienced similar incident and such incident had occurred since the past few days. On the other hand, some of the victims suspected the repair shop because it was the only repair shop around the scene. However, another victim namely Agung Oka admitted to be suspicious if the culprit was the roving tire repairman. Meanwhile, Chief of the Klungkung Police Traffic Affairs, I Nyoman Subrata, when contacted on Tuesday (Oct 21) claimed not to hear about the case. He alleged that such incident was the mode by particular parties, especially the repair shop. Nevertheless, his party would make coordination with the Banjarangkan Police to address the concerns of residents as a result of the nail mines. A plane carrying Jeffrey Fowle landed Wednesday morning at Wright-Patterson Air Force Base in Ohio, where he had an emotional reunion with his family. Moments after Fowle stepped off a plane at the base just after 6:30 a.m., he was met and hugged by his three children, wife and other relatives. Base Col. John Devillier said Fowle had a teary reunion with his family. He said Fowle was happy and seemed thrilled to be back in the U.S. Devillier said Fowle’s family hadn’t told the children why they were being brought to the base and that it was a surprise for them to see their father walk off the plane. The State Department announced Tuesday that the 56-year-old Fowle had been released. The news came about six months after he was taken into custody after leaving a Bible at a nightclub. Chris-

BEIJING — China’s economic growth waned to a five-year low of 7.3 percent last quarter, raising concerns of a spillover effect on the global economy but falling roughly in line with Chinese leaders’ plans for a controlled slowdown. The third-quarter figures, released Tuesday, put China on course for annual growth somewhat lower than the 7.5 percent targeted by leaders, though they have indicated there is wiggleroom in their plan. The world’s No. 2 economy grew 7.5 percent from a year earlier in the previous quarter and 7.4 percent in the first quarter. Communist leaders are trying to steer China toward growth based on domestic consumption instead of over-reliance on trade and investment. But the slowdown comes with the risk of politically dangerous job losses and policymakers bolstered growth in the second quarter with mini-stimulus measures. Employment, however, remained strong through the third quarter and the service industries such as retailing that leaders want to promote have done well this year despite the downturn, which has been focused largely in the property market, said economist Julian Evans-Pritchard of Capital Economics. “There is still a lot of downward pressure on the economy,” Evans-Pritchard said. Spending on infrastructure shored up growth in the second quarter but “once that fizzled out, the downward pressure has returned.” Investors shrugged off the news, relieved that China’s growth hadn’t fallen below 7 percent. The Dow Jones industrial average was up more than 140 points in early-afternoon trading Tuesday. European stocks rose, and Asian stocks were mixed. A further slowdown in China’s economy would likely cause some damage to the U.S. economy, the world’s largest, as well as commodity producers such as Australia, Indonesia and Brazil that have grown accustomed to strong Chinese demand. Mark Zandi, chief economist at Moody’s Analytics, estimates that each 1 percentage point drop in China’s economic growth shaves 0.2 percentage point from annual U.S. growth, which is equal to the effect of a $20-a-barrel increase in oil prices. Investment in factories, real estate and other fixed assets rose 16.1 percent year-on-year, but real estate investment lagged at 12.5 percent growth in the first nine months of 2014 due to government controls imposed to curb a surge in housing costs. Growth in consumer spending cooled to 11.6 percent in September, the fourth monthly decline in a row. China’s economic growth reached a whopping 14 percent in 2007, but took a hit from the global recession of 2008-2009 and has declined steadily since 2012. The International Monetary Fund said in July that China should lower its growth target to no more than 7 percent for next year, but some analysts expect an even deeper decline, to as low as 6.8 percent. That would be stronger than the United States, Japan or Europe, but it would be China’s weakest annual growth in two decades.

BEIJING - The global economic recovery is beset by “downside risks”, China’s vice-premier told Asia-Pacific finance ministers Wednesday, a day after growth in the world’s second-largest economy hit a five-year low. The meeting of ministers from the Asia-Pacific Economic Cooperation (APEC) forum in Beijing comes ahead of the group’s annual summit next month, when Chinese President Xi Jinping is expected to host counterparts including US President Barack Obama, Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe. “Now global economic recovery remains difficult, with downside risks still existing,” China’s Vice-Premier Zhang Gaoli said in a speech formally starting the finance meeting. The Asia-Pacific region faced challenges including what he described as “policy adjustment of major de-
veloped economies”, apparently a reference to the US Federal Reserve’s winding down of the vast bond purchase programme it put in place to fight the global financial crisis. Both ends are deliberately closed with the establishment of a park embellished with an ornamental lamp post. Besides, on the top of the bridge is also fitted with a canopy. Performing common melasti after 450 years ago
Ultimately Balinese people can watch a scarce common melasti procession of the deity from the Agung Kentel Gumi Klungkung and the deity from the Pasar Agung Besakih Giri Tolangkir Temple of Karangasem on Tuesday (Oct 21). Melasti at the Agung Kentel Gumi Temple is related to Pangusabhan Jagat ritual, while the melasti of the Pasar Agung Besakih Giri Tolangkir Temple is associated with the Tawur Panca Wali Krama, Wana Kertih and pujawali or temple anniversary. In the procession last Tuesday, the meeting of both deities took place around 12:45 a.m. escorted by tens of thousands of Hindus from Klungkung and Karangasem. Some people seem to get possessed. GARY, Indiana — With hindsight, there were signs years ago of increasing violence against women by Darren Vann, who police say has confessed to killing seven women in northwestern Indiana and is scheduled to appear in court Wednesday. Indiana court records from 2004 describe him grabbing a woman in a chokehold, dousing her with gasoline and threatening to set her on fire. He was sentenced to a year in prison. In 2009, he was convicted in Texas of raping a woman. She told
police that when she went to his apartment in Austin he knocked her down and began to strangle her, hit her several times in the face and said he could kill her, court records show. He was released from prison last year, when he moved back to Indiana. In both cases, the charges against Vann were reduced in plea bargains, and Texas officials deemed him a low risk for violence. He registered as a sex offender in Indiana and police made a routine check in September that he lived at the address he provided. “He was not on our radar at
all,” Gary Police Chief Larry McKinley said at a news conference Tuesday, adding that Vann was never suspected of taking part in homicides in the days or months before his arrest at the weekend. Now Vann, 43, is charged with the strangulation death of one woman in Hammond, Indiana, and police say more charges are expected after he directed them to the bodies of six more women in nearby Gary. Texas and Indiana authorities have been poring over cold case files and missing person reports to determine if there are more victims.

Ebola airport checks expand; nurses get training Associated Press
WASHINGTON — The U.S. government is closing a gap in Ebola screening at airports while states from New York to Texas to California work to get hospitals and nurses ready in case another patient turns up somewhere in the U.S. with the deadly disease. Under the rule going into effect Wednesday, air travelers from the West African nations of Liberia, Sierra Leone and Guinea must enter the United States through one of five airports doing special screenings and fever checks for Ebola. A handful of people had been arriving at other airports and missing the checks. A total of 562 air travelers have been checked in the screenings that started Oct. 11 at New York’s Kennedy airport and expanded to four others last week, Homeland Security officials said. Four were taken from Washington’s Dulles airport to a local hospital. None had Ebola. The other airports are Newark’s Liberty, Chicago’s O’Hare and Atlanta’s Hartsfield-Jackson. The tightened rules for West African travelers come as Rwanda — an Ebola-free country in East Africa — said it would begin checking visiting Americans for the disease because of the three cases that occurred in the U.S. The Obama administration has been under increasing pressure from lawmakers and the public to ban travel from the three hardesthit West African nations where more than 4,500 people have died of Ebola. President Barack Obama says such a ban could make the situation in those countries worse and make it harder for foreign doctors and aid workers to bring the outbreak under control.
There are no direct flights from the three nations into the U.S.; about 150 fliers per day arrive by various multi-leg routes. About 6 percent of them were coming through airports that don’t have the new Ebola screening, federal officials said. Homeland Security Secretary Jeh Johnson said with the change, “we currently have in place measures to identify and screen anyone at all land, sea and air ports of entry into the United States who we have reason to believe has been present in Liberia, Sierra Leone or Guinea in the preceding 21 days.” Homeland Security officials at the airports use no-touch thermometers to check for fever, which can be a symptom of Ebola infection. People who have been infected with the virus may not develop a fever and illness for up to 21 days. In Texas, Gov. Rick Perry designated two special Ebola treatment units to take any future patients in his state, site of the only three cases diagnosed in the United States during this outbreak. They were a man from Liberia infected before he came to the U.S. and two of the nurses who treated him at Texas Health Presbyterian Hospital in Dallas. That hospital wasn’t chosen as a future Ebola center to grant staff members some relief, Perry said. Dozens of the hospital’s employees are still being monitored in case they, too, were infected. Judge Clay Jenkins, Dallas County’s top administrator, said staff members at the Dallas hospital are tired, with “a wealth of emotions going on.” “It would be inhumane and not in their best interest, nor in anyone else’s best interest, for them to be directed or forced into continuing,” Jenkins said.

DALLAS — Dirk Nowitzki welcomed Tyson Chandler to Dallas with little fanfare four years ago, and certainly not amid talk of potential championships. Now that they’re reunited after leading the Mavericks to their only title in 2011, it’s a hard for the team not to be a little giddy, even in the face of the Texas dynasty that is the San Antonio Spurs and a potent Western Conference.

“I don’t think anyone knew what to expect the first time around,” Chandler said. “But clearly this time around and having the success and winning the championship here, the expectations are a little different on the return.” There a couple of other reasons for the bubbly atmosphere. The first is that Dallas, seeded eighth last season, gave the Spurs their toughest playoff series before Tim Duncan and company marched to their fifth title since 1999, dethroning LeBron James and the Miami Heat. The second is several major roster changes besides Chandler, most notably adding Chandler Parsons on a $46 million, three-year offer sheet that the Houston Rockets wouldn’t match. “I feel like we got better again,” Nowitzki said. “I think every summer, that should be the franchise’s goal. I feel like we got better and took a great step forward, but we all know how tough the West is. It’s going to be tough to break into the top four.” Here are some things to consider as the Mavericks try to win a playoff series for the first time since 2011, after which they were immediately dismantled in the name of salary cap flexibility. Another significant newcomer is backup forward Al-Farouq Aminu, who’ll bring a defensive presence to try to offset the loss of Shawn Marion to the Cavaliers. The Mavericks also have to find a way to replace the 3-point threat that Vince Carter took with him to Memphis. “It’s such a new roster that I think we’ve got to go into it with an open mind and then see what’s what,” Carlisle said. BACK IN THE BIG D: Chandler was offered a one-year deal by the Mavericks coming off the 2011 championship, because owner Mark Cuban thought a long-term contract would be crippling under the new labor deal. In 2009, he was convicted in Texas of raping a woman. She told
police that when she went to his apartment in Austin he knocked her down and began to strangle her, hit her several times in the face and said he could kill her, court records show. He was released from prison last year, when he moved back to Indiana. In both cases, the charges against Vann were reduced in plea bargains, and Texas officials deemed him a low risk for violence. He registered as a sex offender in Indiana and police made a routine check in September that he lived at the address he provided. “He was not on our radar at
all,” Gary Police Chief Larry McKinley said at a news conference Tuesday, adding that Vann was never suspected of taking part in homicides in the days or months before his arrest at the weekend. Now Vann, 43, is charged with the strangulation death of one woman in Hammond, Indiana, and police say more charges are expected after he directed them to the bodies of six more women in nearby Gary. Ebola airport checks expand; nurses get training Associated Press
WASHINGTON — The U.S. government is closing a gap in Ebola screening at airports while states from New York to Texas to California work to get hospitals and nurses ready in case another patient turns up somewhere in the U.S. with the deadly disease. Under the rule going into effect Wednesday, air travelers from the West African nations of Liberia, Sierra Leone and Guinea must enter the United States through one of five airports doing special screenings and fever checks for Ebola. A handful of people had been arriving at other airports and missing the checks. A total of 562 air travelers have been checked in the screenings that started Oct. 11 at New York’s Kennedy airport and expanded to four others last week, Homeland Security officials said. Four were taken from Washington’s Dulles airport to a local hospital. None had Ebola. The other airports are Newark’s Liberty, Chicago’s O’Hare and Atlanta’s Hartsfield-Jackson. The tightened rules for West African travelers come as Rwanda — an Ebola-free country in East Africa — said it would begin checking visiting Americans for the disease because of the three cases that occurred in the U.S. The Obama administration has been under increasing pressure from lawmakers and the public to ban travel from the three hardesthit West African nations where more than 4,500 people have died of Ebola. President Barack Obama says such a ban could make the situation in those countries worse and make it harder for foreign doctors and aid workers to bring the outbreak under control.
There are no direct flights from the three nations into the U.S.; about 150 fliers per day arrive by various multi-leg routes. They were a man from Liberia infected before he came to the U.S. and two of the nurses who treated him at Texas Health Presbyterian Hospital in Dallas. That hospital wasn’t chosen as a future Ebola center to grant staff members some relief, Perry said. Dozens of the hospital’s employees are still being monitored in case they, too, were infected. Judge Clay Jenkins, Dallas County’s top administrator, said staff members at the Dallas hospital are tired, with “a wealth of emotions going on.” “It would be inhumane and not in their best interest, nor in anyone else’s best interest, for them to be directed or forced into continuing,” Jenkins said.

The third-quarter figures, released Tuesday, put China on course for annual growth somewhat lower than the 7.5 percent targeted by leaders, though they have indicated there is wiggleroom in their plan. The world’s No. 2 economy grew 7.5 percent from a year earlier in the previous quarter and 7.4 percent in the first quarter. Communist leaders are trying to steer China toward growth based on domestic consumption instead of over-reliance on trade and investment. But the slowdown comes with the risk of politically dangerous job losses and policymakers bolstered growth in the second quarter with mini-stimulus measures. Employment, however, remained strong through the third quarter and the service industries such as retailing that leaders want to promote have done well this year despite the downturn, which has been focused largely in the property market, said economist Julian Evans-Pritchard of Capital Economics. “There is still a lot of downward pressure on the economy,” Evans-Pritchard said. Spending on infrastructure shored up growth in the second quarter but “once that fizzled out, the downward pressure has returned.” Investors shrugged off the news, relieved that China’s growth hadn’t fallen below 7 percent. The Dow Jones industrial average was up more than 140 points in early-afternoon trading Tuesday. European stocks rose, and Asian stocks were mixed. A further slowdown in China’s economy would likely cause some damage to the U.S. economy, the world’s largest, as well as commodity producers such as Australia, Indonesia and Brazil that have grown accustomed to strong Chinese demand. Mark Zandi, chief economist at Moody’s Analytics, estimates that each 1 percentage point drop in China’s economic growth shaves 0.2 percentage point from annual U.S. growth, which is equal to the effect of a $20-a-barrel increase in oil prices. Still, the third-quarter figure beat expectations by many economists of about 7.2 percent, or lower, which could have increased calls for a new round of major stimulus measures that the government can ill afford after a debt fueled investment binge in response to the 2009 global recession. Asian stock markets took the data largely in stride, ending the day with unspectacular gains or losses. China’s growth in industrial production was largely stable, with a rate of 8.5 percent year-on-year in the first three quarters, down 0.3 point from the first half, the National Bureau of Statistics reported. Investment in factories, real estate and other fixed assets rose 16.1 percent year-on-year, but real estate investment lagged at 12.5 percent growth in the first nine months of 2014 due to government controls imposed to curb a surge in housing costs. Growth in consumer spending cooled to 11.6 percent in September, the fourth monthly decline in a row. China’s economic growth reached a whopping 14 percent in 2007, but took a hit from the global recession of 2008-2009 and has declined steadily since 2012. The International Monetary Fund said in July that China should lower its growth target to no more than 7 percent for next year, but some analysts expect an even deeper decline, to as low as 6.8 percent. That would be stronger than the United States, Japan or Europe, but it would be China’s weakest annual growth in two decades.

BEIJING - The global economic recovery is beset by “downside risks”, China’s vice-premier told Asia-Pacific finance ministers Wednesday, a day after growth in the world’s second-largest economy hit a five-year low. The meeting of ministers from the Asia-Pacific Economic Cooperation (APEC) forum in Beijing comes ahead of the group’s annual summit next month, when Chinese President Xi Jinping is expected to host counterparts including US President Barack Obama, Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe. “Now global economic recovery remains difficult, with downside risks still existing,” China’s Vice-Premier Zhang Gaoli said in a speech formally starting the finance meeting. On that account, if the Hindus could not come and say prayers on the peak of ritual, the Hindus throughout Indonesia could still say prayers because the deity would still bless the pilgrims (nyejer) for eleven days. The Agung Kentel Gumi Temple is one of the Kahyangan Jagat (universal) temples located at Tusan Kawan hamlet, Tusan customary village, Banjarangkan, Klungkung. This temple was founded by Mpu Kuturan and enhanced by Kresna Kepakisan Dynasty as a sanctum to venerate Sang Hyang Reka Bhuana. Besides, this temple is also known as the Puseh Temple of Bali Island. TABANAN - A dog bite case occurred again in Tabanan. A 3.5-month-old dog bit three residents, namely AS on Wednesday (Oct 15) as well as MN and AR on the following day, Thursday (Oct 16). Since the incidents occurred successively, the dog was taken its sample and sent to the Denpasar Veterinary Office. As a result, the dog was declared positive to rabies. Chief of the Tabanan Health Agency, Nyoman Suratmika, confirmed the existence of the three people bitten by rabies positive dog in Tabanan. “Through laboratory test, the biting dog was declared positive,” he said. The tree-month-old dog is owned by a resident from Delod Peken Tabanan. “The dog belongs to local race and has not been vaccinated yet by the owner,” added Suratmika. The P2MPL Division Head of the Tabanan Health Agency, I Wayan Triana Suryanata, added that the family of the victims bitten by the dog in a succession was scared and reported the incident to the Livestock Agency field officer in the local subdistrict. The case was revealed after receiving the report, where the field officer promptly came down to dog owner in order to conduct an examination against the biting dog. “At first, the owner refused because the dog is still considered healthy. Yet, on Monday he was finally willing his dog to be eliminated and the brain sample was taken. Having been examined, it was proved positive,” said Triana. All the three victims bitten by the dog, added Triana, directly got a wound care and Anti Rabies Vaccine (VAR) on the day of bitten. Since the wound was not at highly risk part, namely on the leg, the victim was not given Anti Rabies Serum (SAR). On the other hand, the SAR stock in Tabanan only remained two ampoules and would only be given for the case of high risk bite namely on fingertips or from the shoulders upwards. “SAR is given in appropriate with the weight. One ampoule is given to per 20 kilogram body weight. So, the remaining two ampoules will be given to 40 kg of weight,” said Triana. VAR took three weeks to form antibodies against the rabies virus to the maximum, while SAR was the antibody directly injected into the wound. Effective administration of SAR was up to five days after being bitten. If the SAR administration was more than five days, it would no longer effective. The number of SAR stock was very limited in its procurement. Other than being expensive, the expiry date of SAR was only two weeks and its production could only be obtained from France. Though getting no SAR, Triana had confidence that three victims would not be exposed to rabies as having been given VAR. Moreover, the vaccination had been carried out totally on the day of being bitten, day 7 and day 21. “On that account, we will continue to monitor the victims that have received complete vaccination,” said Triana. Tabanan itself recorded the positive rabies dog case that bit humans, but they were not infected due to complete VAR administration. For example, such bite cases occurred at Sandan Pemekaran Wanasari in 2013 or bite case at Dangin Carik and Pangkung village in 2014. As a result, dozens of the road users, both motorcyclists and car drivers, became the victims. Even, some of them almost became the victim of accident due to driving at high speed. One of the villagers of Akah, Klungkung, AA Istri Radika Asri, Tuesday (Oct 21), claimed to be one of the victims of the nail mines. At that time, she had just returned from Denpasar in the afternoon around six o’clock with her brother. When arriving on the bypass road section at the border of Gianyar and Klungkung, her motorcycle suddenly swerved and nearly triggered a series of accidents with other vehicles in the middle of the lane. “Fortunately, I rode slowly. Therefore, I could still maintain the balance of my motorcycle,” she said. Having been checked at roadside, in fact the rear tire of her motorcycle had been filled with dozens of nails with the length of about 5 cm. All the nails
still looked new. After experiencing the incident, she claimed to have to push her motorcycle along two kilometers in search of a repair shop. When arriving at repair shop, in fact dozens of other people from Klungkung and Karangasem were experiencing the same incident. All the victims admitted to have similar experience where the rear tire was punctured by nails of large size at almost the same location. Even, one of tires of those motorcycles was widely torn. Unfortunately, due to dark condition, dozens of those residents could not check the existence of those nails. At that repair shop, dozens of people had become the victims. Even, some of the victims were police officers. They had also enraged and contacted to their
institution. According to surrounding residents and workers at the repair shop, several road users experienced similar incident and such incident had occurred since the past few days. On the other hand, some of the victims suspected the repair shop because it was the only repair shop around the scene. However, another victim namely Agung Oka admitted to be suspicious if the culprit was the roving tire repairman. Meanwhile, Chief of the Klungkung Police Traffic Affairs, I Nyoman Subrata, when contacted on Tuesday (Oct 21) claimed not to hear about the case. He alleged that such incident was the mode by particular parties, especially the repair shop. Nevertheless, his party would make coordination with the Banjarangkan Police to address the concerns of residents as a result of the nail mines. Moreover, his party would also make coordination with Gianyar Police because from the narrative of a number of victims, it was experienced from the area of bypass road in Gianyar to Klungkung. (gik)

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — A U.S. man detained for nearly half a year in North Korea has landed back home. A plane carrying Jeffrey Fowle landed Wednesday morning at Wright-Patterson Air Force Base in Ohio, where he had an emotional reunion with his family. Moments after Fowle stepped off a plane at the base just after 6:30 a.m., he was met and hugged by his three children, wife and other relatives. Base Col. John Devillier said Fowle had a teary reunion with his family. He said Fowle was happy and seemed thrilled to be back in the U.S. Devillier said Fowle’s family hadn’t told the children why they were being brought to the base and that it was a surprise for them to see their father walk off the plane. The State Department announced Tuesday that the 56-year-old Fowle had been released. The news came about six months after he was taken into custody after leaving a Bible at a nightclub. Chris-

Ebola: Why virus kills some, other people survive Associated Press
WASHINGTON — People who shared an apartment with the country’s first Ebola patient are emerging from quarantine healthy. And while Thomas Eric Duncan died and two U.S. nurses were infected caring for him, there are successes, too: A nurse infected in Spain has recovered, as have four American aid workers infected in West Africa. Even there, not everyone dies. So why do some people escape Ebola, and not others? The end of quarantine for 43 people in Dallas who had contact with Duncan “simply supports what most of us who know something about the disease have been saying all along: It’s not that easily spread,” said Dr. Joseph McCormick of the University of Texas School of Public Health. Formerly with the Centers for Disease Control and Prevention, McCormick worked on the first known Ebola outbreak in 1976 and numerous other outbreaks of Ebola and related hemorrhagic viruses. Ebola spreads by contact with bodily fluids, such as through a break in the skin or someone with contaminated hands touching the eyes or nose. Once inside the body, Ebola establishes a foothold by targeting the immune system’s first line of defense, essentially dis-
abling its alarms. The virus rapidly reproduces, infecting multiple kinds of cells before the immune system recognizes the threat and starts to fight back. Only after enough virus is produced do symptoms appear, starting with fever, muscle pain, headache and sore throat. And only then is someone contagious. It’s not clear why Ebola runs a different course in different people. But how rapidly symptoms appear depends partly on how much virus a patient was initially exposed to, McCormick said. The World Health Organization has made clear that there’s far more virus in blood, vomit and feces than in other bodily fluids. There is no specific treatment for Ebola but specialists say basic supportive care — providing intravenous fluids and nutrients, and maintaining blood pressure — is crucial to give the
body time to fight off the virus. Profuse vomiting and diarrhea can cause dehydration. Worse, in the most severe cases, patients’ blood vessels start to leak, causing blood pressure to drop to dangerous levels and fluid to build up in the lungs. “The key issue is balance between keeping their blood pressure up by giving them fluids, and not pushing them into pulmonary edema where they’re literally going to drown,” McCormick said. Death usually is due to shock and organ failure. “We depend on the body’s defenses to control the virus,” said Dr. Bruce Ribner, who runs the infectious disease unit at Atlanta’s Emory University Hospital, which successfully treated three aid workers with Ebola and now is treating one of the Dallas nurses.
LONDON - A paralysed man can walk again after receiving revolutionary treatment which one of the British scientists responsible hailed as a breakthrough “more impressive than a man walking on the Moon” -- although others urged caution. Darek Fidyka was paralysed from the chest down, but can now walk using a frame after nerve cells from his nose were transplanted into his severed spinal column in Poland, according to research published Tuesday in the journal Cell Transplantation. “When there’s nothing, you can’t feel almost half of your body. You’re helpless, lost,” the patient, who is now recovering at the Akron Neuro-Rehabilitation Centre in Wroclaw, told the BBC’s Panorama programme, who filmed his remarkable recovery. “When it (the feeling) begins to come back, you feel you’ve started your life all over again, as if you are reborn,” said the 40-year-old Polish man, whose injuries were caused by a knife attack in 2010. “It’s an incredible feeling, difficult to describe,” he added. Olfactory ensheathing cells (OECs), which form part of the sense of smell, were used in the treatment as they are pathway cells that enable nearby nerve fibres to be regenerated. Pawel Tabakow, consultant neurosurgeon at Wroclaw University, led a team of surgeons in removing one of the patient’s olfactory bulbs before transplanting cultured cells into the spinal cord in the treatment’s two crucial operations. Contacted by AFP, he said the patient was “exhausted” by the documentary filming schedule, which lasted a year. The scientists involved think that the cells, implanted above and below the injury, enabled damaged fibres to reconnect, although other researchers have reacted more sceptically. “What we’ve done is establish a principle -- nerve fibres can grow back and restore function, provided we give them a bridge,” said Geoff Raisman, chair of neural regeneration at University College London’s Institute of Neurology, who led the British research team working on the joint project. “To me, this is more impressive than a man walking on the Moon. I believe this is the moment when paralysis can be reversed.” But other scientists were far more cautious, saying it was important to await the results of clinical testing with more cases. “We have to be very prudent,” said Alain Privat from France’s health and medical research institute Inserm. Simone Di Giovanni, head of restorative neuroscience at Imperial College London, added that there was “no evidence that the transplant is responsible for the reported neurological improvement”. This assertion was disputed by Wagih El-Masri, a professor of spinal surgery at Keele University in Britain, who was an independent assessor on the Polish case. For two years after his injury, Fidyka showed no sign of recovery despite intensive five-hour physiotherapy sessions. The first signs of improvement came three months after the surgery, when his left thigh began putting on muscle. Three months later, Fidyka was able to take his first steps with the aid of parallel bars and leg braces. He can now walk outside using a frame and has also recovered some feeling in his bladder and bowel. The research was funded by the UK Stem Cell Foundation and the Nicholls Spinal Injury Foundation (NSIF), set up by chef David Nicholls after his son Daniel was paralysed in a 2003 swimming accident. “When Dan had his accident I made him a promise that, one day, he would walk again,” Nicholls told the BBC. “The results with Darek show we are making significant progress towards that goal.” NSIF has given £1 million ($1.6 million, 1.26 million euros) to researchers in London and £240,000 to the team in Poland. Both camps say they will not seek to profit from the research. They hope to raise enough money to hold clinical trials on 10 patients in Britain and Poland.

MANGUPURA - The tax revenue of Badung County exceeded IDR 2 trillion. In the amended regional budget 2014, the revenue from tax sector was targeted to reach IDR 2.18 trillion. Meanwhile, in the regional budget draft 2015, it was designed to reach IDR 2.31 trillion. The hotel and restaurant tax (PHR) remained the largest revenue contributor to Badung. The Head of Badung Revenue Services (Dispenda), Wayan Adi Arnawa, revealed on Tuesday (Oct 21) that in the regional budget draft of Badung 2015, the hotel tax was designed to reach IDR 1.3 trillion, restaurant tax at IDR 240 billion, amusement tax at IDR 33.5 billion, advertisement tax at IDR 13 billion, street lighting tax at IDR 105 billion, quarry tax at IDR 150 million, parking tax at IDR 11 billion, underground water tax at IDR

GIANYAR - High volume of waste each day reaching 1,400 cubic meters causes the waste problem in Gianyar County to be increasingly apprehensive. The Gianyar Sanitation and Landscaping Agency (DKP) has worked extra hard through the Waste Bank program by continuously inviting public participation in order to avoid the more massive waste problems. It was revealed on Tuesday (Oct 21) before the headmen, people’s empowerment agency (LPM), women’s groups and community leaders throughout Gianyar subdistrict at the hall of the Gianyar Regent. The Sanitation and Landscaping Agency tried to team up with residents and private sector to develop public awareness in maintaining the sanitation from the piles of garbage. The Head of Gianyar Sanitation and Landscaping Agency, I Wayan Kujus Pawitra, said the presence of waste in Gianyar was very alarming. To avoid the more massive problems caused by the waste, the Sanitation and Landscaping Agency invited all residents and private sector to participate in handling the problems. The existence of waste could not be resolved by the government alone, but should be
with the participation of various circles. All this time, people could only separate the two types of waste, namely the organic waste and inorganic waste. In handling the waste problem, the Gianyar Sanitation and Landscaping Agency conveyed 426 cubic meters of waste every day to Temesi landfill by using 7 trucks for every district and 7 trucks downtown. The fourteen garbage trucks could carry 158 cubic meters of waste and the remaining residents transported their waste to landfill independently. “If a resident produces 1 kg of waste each day, and not handled properly, it can cause a larger problem. To that end, we encourage all the residents to maintain the sanitation ranging from household level to surrounding environment by utilizing the existing system,” he said. (kmb16)

Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Jembrana Chapter, NG Nurasha, said that such condition had an impact on room occupancy rates. The association hoped that the boarding house should be
protected by setting it forth in the regional bylaw. As a result, there would be no gap between the hoteliers and boarding house owners. “It has the potential to generate revenue. Moreover, the boarding house is mushrooming,” he said. Nurasha also appealed to hoteliers and restaurateurs not to hesitate nor delay the hotel and restaurant tax payment because it was actually the deposit of consumers. BANGLI - A total of three villages in Bangli County get a development ration of communal sewage pipeline system. The three villages scheduled to get the project this year include the Taman Bali, Undisan and Sulahan village. Addition of the three communal sewage pipeline systems complementing the five wastewater treatment plants and two plus-plus toilets at some previous villages aims to avoid the waste pollution. The Head of Bangli Public Works Agency, Ida Bagus Wediatmika, said on Tuesday (Oct 21) the construction of communal sewage pipeline system at the three locations was funded by the special allocation fund (DAK). Taman Bali and Undisan village respectively got IDR 474 million, while Sulahan village would get IDR 423 million. Later on, the construction of the pipeline system would be worked on by non-governmental group at each village. He explained the communal sewage pipeline system would drain each toilet sewage owned by each resident
through the pipeline connection and would be accommodated in one septic tank at the location spreading across some 100 square meters. A unit of communal sewage pipeline system would serve 50 families. “Actually, all the residents averagely have owned a toilet. However, their septic tank has not been perfect. To that end, it will be made a network. With this process, we hope that our area will not be contaminated by waste,” he explained. Even, if people wanted to use it well, the biogas produced by the waste was also believed to be able to give added value to the surrounding residents. The biogas produced in the communal septic tank could be used as an alternative fuel to LPG. “But we in the Public Works do not work on to such extent. We just process the waste until it can produce a viable wastewater to be discharged,” he said. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

NEW YORK — Actors often complain about short rehearsal times, but some of entertainment’s biggest names — including Melanie Griffith, Amanda Seyfried, Uzo Aduba, Peter Dinklage, Nina Dobrev and Pablo Schreiber — are about to have virtually none. They’ll be appearing next month in the 14th annual benefit “The 24 Hour Plays on Broadway,” which asks over a dozen actors, six writers and six directors to come up with six original short plays over the course of a day. Proceeds help the Urban Arts Partnership. Rosie Perez, the actress and co-host of “The View” who is the artistic chair for the partnership and a veteran of the 24-hour plays, had this advice for participants: “Anything you can do outside of being reckless and taking illegal substances do it! You’re going to need everything.” The other stars who have agreed to participate include Sasha Alexander, Jamie Chung, Billy Crudup, Rachel
Dratch, Michael Ealy, Seth Green, Bryan Greenberg, Taran Killam, Zoe Kravitz, Justin Long, Aasif Mandvi, Stephen Merchant, Diane Neal, Jay Pharoah, Sebastian Stan, Julia Stiles, Tracie Thoms and Michael Kenneth. The directors include America Ferrera (“Ugly Betty”), Andy Fickman (“Reefer Madness!”) and Kathy Najimy (“Veronica’s Closet”). Writers include Christina Anderson (“Good Goods”), Bekah Brunstetter (“Oohrah!”), comedian David Cross, David Lindsay Abaire (“Rabbit Hole”) and Jonathan Marc Sherman (“Things We Want”). Sarwat Siddiqui, the winner of a young writers’ project from Fordham University, will join the playwrights.
Next month, the pressure will be on as the playwrights gather at 10 p.m. on Nov. 16 and must pen a 10-minute play by 7 a.m. the next morning. The celebrity actors will then rehearse the work for the next 12 hours. At 8 p.m. on Nov. 17, the plays will be performed for a live audience at the American Airlines Theatre. “The lack of sleep is really not the big issue,” said Perez. “The big issue is controlling the panic. Sleep is needed so that your mind remains as stable as possible.” The one-night-only show benefits the partnership, an organization that brings arts education into New York City classrooms. The 24-Hour play project is backed by German luxury penmaker Montblanc, which has helped fund the project for several years, as well as the Montblanc Young Writers Program. The final six plays that emerge may not be works of genius. They even may be a bit silly, but proceeds go to help underserved public schools. “A little silliness goes a long way,” said Perez.

Clark Gregg says that’s the moniker “Marvel’s Agents of S.H.I.E.L.D.” fans have come up with as they push for an on-screen romance between his character, S.H.I.E.L.D. chief Phil Coulson, and longtime agent Melinda May, played by Ming-Na Wen. The 52-year-old Gregg says some “very vocal and passionate” viewers have been on social media sites saying they “want to see that come to some kind of fruition” on the ABC show, airing Tuesdays (9 p.m. EDT). Gregg has learned to pay attention to fan campaigns: After Coulson was killed off in “The Avengers,” devotees launched an international movement to bring him back under the slogan #CoulsonLives just days after the film’s release in 2012. He says that’s why Coulson returned for the “S.H.I.E.L.D.” TV series, now in its second season. “It was on bridges in the Danube and on a beach in Africa,” says Gregg, “and Marvel listens to that.” He says the role has garnered him a fan at home: his nearly 13-year-old daughter Stella.“Sometimes she likes to watch the show with me kind of curled up in my arms and when Coulson’s in jeopardy she squeezes in really tight,” he says. “I wouldn’t trade that for anything in the world.”

Proliferation of land conversion, said Sudiarta, was alleged to have been caused by partiality of the authorities tending to side with land plotter for the reasons of commission. “The land conversion is very concerned, where the most severe land conversion occurred in Tabanan. This condition happens due to the consequences of the increasing number of migrants in urban areas, so that the house need is inevitable.
Badung and Denpasar have been almost densely populated, so that people take alternative to Tabanan and Gianyar,” he said. He added that it was impossible to force farmers not to sell their land because the price of land was far
higher than the price of agricultural products. On that account, the first attempt to do was to improve the welfare of farmers. When farmers had been prosperous, there was small possibility for them to sell their land. “Secondly, the regulation of land utilization for housing should be made decisively. Do not be easily lured by commission, so that the permit of land designation can change as what happens today,” he said. This lecturer at the Agriculture Department of the Udayana University revealed that customary vil-
lage could make a rule to filter out whoever could own a housing land in its neighborhood. Otherwise, the land of Bali was feared to be sold out. “Now, the land plotters tend to target suburban areas. For instance, at Kapal village, not all people can buy a piece of land. Therefore, from now on the rules of housing land ownership must be tightened, especially the suburban areas. The area of Sempidi (Badung) and Tuak Ilang (Tabanan) has now been starting to be undermined,” he said. Meanwhile, a property analyst,
John Sadewa, said the land plotter was one of the speculative professions that only targeted to get great profit without paying attention to the surrounding environment. In addition, they did not care about the existing rules. “As long as they can get the opportunities, they will be willing to bribe here and there to streamline their business. It should be underlined here that the land plotters are not developers and this profession can be done individually,’ he affirmed. Continued on page 6
