Arise Sir Ringo: Beatles drummer knighted at Buckingham Palace LONDON - Former Beatles drummer Ringo Starr was knighted at Buckingham Palace on Tuesday and joked with reporters afterwards: “I expect you to use my title.” The 77-year-old, originally from Liverpool and now based in Los Angeles, was honoured for his services to music in Queen Elizabeth’s New Year’s honours list. Ringo, real name Richard Starkey, joined Paul McCartney, George Harrison and John Lennon in the Beatles as a replacement drummer for Pete Best in 1962 and occasionally sang lead vocals, notably in “Yellow Submarine” and “With a Little Help from my Friends.”
He was inducted into the Rock and Roll Hall of Fame as a Beatle in 1988 and again in 2015 for his solo career after the group split up. McCartney was knighted 21 years ago and Tuesday’s ceremony came 53 years after the Beatles received MBEs in 1965. Accompanied by his wife, Barbara Bach, Ringo was knighted by Prince William with a ceremonial sword to become Sir Richard Starkey. “I don’t know how to use this (title) properly,” he said as he showed the medal to a BBC reporter after the ceremony, “but I expect you to use it.” (rtr)

CARACAS - The Miss Venezuela beauty pageant said on Wednesday it will investigate possible unethical conduct by its contestants following a vitriolic social media spat that saw former participants accusing each other of inappropriate behavior.

A group of ex-Miss Venezuela contestants, in a confused flurry of social media posts this month, insinuated that other participants had sought to enrich themselves through romantic relationships with corrupt businessmen and officials. “Given the events recently described on social media ... a decision has been made to begin an internal review to determine if anyone linked (to the pageant), during the course of their involvement, violated the values and ethics of the contest,” the Miss Venezuela Organization said in a statement. The organization added that it
was temporarily closing a Caracas training facility and halting casting for the pageant as well as the lowerprofile Mister Venezuela event. It was not immediately evident how this would affect the Miss Venezuela pageant, which is typically held toward the end of the year. The rights to Miss Venezuela are owned by Grupo Cisneros, of the wealthy Venezuelan Cisneros family. Grupo Cisneros referred questions to the Miss Venezuela Organization, which did not respond to a voice mail message seeking further comment.
The allegations drew outrage in Venezuela, where triple-digit inflation and chronic food and medicine shortages have spurred a mass exodus of migrants. They also drew ribbing from critics, who noted the beauty queens’ numerous spelling mistakes. Venezuelans are among the world’s most successful beauty show contestants and have won global pageants including Miss Universe and Miss World more than a dozen times. French public sector, rail workers strike in test for Macron
PARIS - Teachers, train conductors and airline controllers walked off the job across France on Thursday, disrupting transport and public services in a test of public anger with President Emmanuel Macron’s reform drive. While unions have struggled to rally crowds over the past months, this is the first protest against Macron bringing together public sector workers and railway staff, potentially spelling trouble for the government ahead of a rolling rail strike. “It’s a real mess this morning,” Didier Samba, who missed his morning commuter train to the suburbs and had more than one hour’s wait for the next, said at Paris’ Gare du Nord station. The strike was expected to lead to the cancellation of 60 percent of fast trains, 75 percent of inter-city trains and about 30 percent of Paris airports’ flights throughout the day. Unions said one in four primary schools were on strike, while electricity generation dropped by over three gigawatts (GW), the equivalent of three nuclear reactors, as gas and electricity sector workers
joined the strike. Some 150 protest marches are scheduled, including two rallies starting at around 1300 GMT in Paris. Opinion polls show a paradox: a majority of voters back the strike but an even bigger majority back the reforms, including cutting the number of public sector workers and introducing merit-based pay. That has led the government, which overhauled labour laws last year and is also crafting a series of other sensitive reforms including of unemployment insurance, to say it will stand by its plans, while keeping a close eye on protests.
On Tuesday, following a retirees’ march, Prime Minister Edouard Philippe said the government would change tack for the poorest 100,000 out of 7 million pensioners concerned by a tax hike, in a sign that a government that prides itself on being firm on reforms can make exceptions. “What we need to avoid is that all the grievances fuse together, as was the case in 1995,” a government official said, referring to France’s biggest strike in decades, which forced the government of the time to withdraw reforms after striking public and private sector workers received huge popular support.
“The situation is very different from 1995. At the time there was a big discrepancy with what the government had promised during the elections and what they eventually did.” Public sector workers are angry with plans to cut public sector headcount by 120,000 by 2022, including with voluntary redundancies, and introduce other reforms including merit-based pay. Railway workers are worried by government plans to scrap job-for-life guarantees, automatic annual pay rises and generous early retirement. “Discontent and worry are spreading very quickly,” said JeanMarc Canon of UGFF-CGT, one of the largest public sector’s unions. While rail workers have planned a three-month rolling strike starting April 3, public sector workers have
no plan yet for further labour action but they will meet next week to decide on any possible move. Thursday’s strike, and the government’s reaction, will be a test, said Laurent Berger, the head of France’s largest union, CFDT. “Either they (the government) listen to us and it will have been just a warning shot, or they don’t listen to us and then, let me tell you that public sector workers are very mobilised,” he told RTL radio. GIANYAR - The impact of Mount Agung eruption on the tourism sector of Gianyar district, especially Ubud, remains to happen until today. The number of tourist visits is not yet fully normal. Various efforts are made to revive tourism having been slumped where one of which is the Ubud recovery program. This was revealed by the Head of Gianyar Tourism Office, A.A. Ari Brahmanta, not long ago. Ari Brahmanta said the occupancy rate of tourist accommodation chiefly hotels and homestays in Ubud from January to mid-March is on average of 30 percent. This figure is higher than during the Mount Agung eruption resulting in the closure of Ngurah Rai International Airport which is only in the ranges of 10 percent. “But if compared to the previous period, the 30 percent is low. Normally, it used to be 50-60 percent,” he explained. The occupancy, especially of the homestay, had to touch the figure of 60 percent on the implementation of pelebon or cremation ceremony in Ubud Palace. However, it only lasted a few days where the occupancy dropped again. Fluctuations re-occurred. In the series of Nyepi Day of Caka New Year 1940, there was an increase of 50 percent. “Well, it slumped again,” he said.
Current low occupancy is inseparable from misinformation about Mount Agung. A number of foreign tourists got inappropriate information, one of which involves the distance of Ubud from Mount Agung. As a result, many tourists finally canceled their visit to Bali especially Ubud. According to Ari Brahmanta, inappropriate information remaining to circulate until now is very harmful to Ubud tourism. “The impact of airport closure for a few days is still felt by tourism businesspeople. Until now, tourism has not yet recovered. It can be seen from the labor side. Many employees are still laid off,” he said. In order to restore Ubud tourism, Gianyar Tourism Office designed a number of activities related to the Ubud recovery program. They include the Bali Kilo Run 2018 and lantern festival to be held a few months ahead. In addition, traditional events will also be intensively implemented. “We try some new things that can bring in tourists. Besides, we hope the IMF event will be an effective means to boost the number of tourist visits,” he explained. His agency did not specifically target when Ubud tourism will recover. Ari Brahmanta just stated that Ubud tourism is expected to recover soon. “The impact can be possibly seen after the events are held, well... about six months later. Environment Agency urges each village to manage waste
GIANYAR - Waste is a matter that must be handled together. The Gianyar Environment Agency continues to direct each village to hamlet in order to prepare waste management personnel. For instance, this is followed up with the establishment of Bayad Asri Society at Bayad hamlet, Melinggih Kelod village, Payangan. Head of the Gianyar Environment Agency, I Wayan Kujus Pawitra, said on Wednesday (Mar. 21) the concept of handling garbage in Gianyar district must proactively pick up to the household because the highest source of waste is from household. “So, we will continue to sustain at every village to hamlet by building integrated rural waste management,” he said after inaugurating Nyoman Partana or familiarly addressed as Jero Kubayan as Chief of the Bayad Asri Society. Through the formation of waste management, Gianyar district will distribute the assistance of garbage trucks to the formation of garbage handlers at each village. To date, Gianyar district has already distributed dozens of trucks to villages that are serious in handling garbage. “There must also be a janitor who is in charge of collecting garbage,” he said.
Kujus Pawitra also directed the garbage management of each village, such as the processing into compost, including the procurement of waste banks for non-organic waste management. “Hopefully, this program gets the support of all parties, so we can realize the clean Gianyar,” he said. Meanwhile, Jero Kubayan or Nyoman Partana said the formation of Bayad Asri is based on the concerns of community leaders at Bayad hamlet, Melinggih Kelod, against environmental pollution caused by garbage, especially plastic waste. “Moreover, Bayad hamlet is the entrance to Melinggih village tourism area, but for years there is no waste management so the environment gets polluted due to scattered plastic waste,” he said. A few months ago, he added that his society has started to do cleanup action, including procurement of garbage transport. His group also intensively educates the surrounding community to handle waste properly, such as by sorting and not throwing it into the river. “To optimize this effort, we certainly expect the government assistance, such as trucks and other assistance,” he said. DENPASAR - The big international event, namely the International Monetary Fund (IMF) -- World Bank Annual Meeting will be held in Bali next October 2018. Usually every international event cannot be separated from the presentation of a variety of local cultural performances. At the same time, it can also introduce the treasures of local genius values. Then, what about the art creators in Bali, art studio, artists, and local event organizers in addressing such big event? Are they involved, or just become a complement or audiences because it has been entirely handled by event organizer (EO) from central government? The Head of the Bali Culture Agency, Dewa Putu Beratha, confirmed that so far the involvement of the artists, creators or EOs in charge of international events are always managed by those of central government. “Some international events, including the Bali World Culture Forum some time ago, are entirely handled by central authority. Maximally our artists are appointed as part of the team just like that,” said Dewa Beratha, Wednesday (Mar. 21). So far, he said that for the IMF event handled by central government there has been no request for Balinese art composition or the like to make performance as well as promoting Balinese culture in the event. However according to governor of Bali, he had been asked by the President Jokowi as he was impressed by the concept of art parade in Bali so that it can be displayed in the opening of the IMF. “Governor indeed directed that President Joko Widodo once offered governor of Bali to show off Balinese cultural parade in the opening of IMF. However, until this moment the request has not been confirmed,” said God Beratha. He hoped that every major event should involve Balinese creators directly. “In Bali, we have a lot of creative people, including EO, so that we in Bali should be able to seize the opportunity. If wishing to find players to take part in the national level Bali actually is not shortage of it,” he added. He continued that so far all major events such as international meetings in Bali involving the art performance entirely use
EO. “Hopefully, the EO that will handle the art activities in the IMF event is really looking for classy art. What we have witnessed all this time, they are looking for cheap arts as long as complying with the budget without thinking about excellence, quality and so on. Hopefully, the EO can choose quality art by classy artists that show off good work, not to choose haphazardly,” he said. He added that every project using a large budget is decided through auction. Of course, this should be captured by the EOs in Bali. “Do not just be spectators, there are quite a lot of creative people in Bali, so when there is a big event, if Bali’s EOs handle, at least they understand, what to offer, which arts groups to use or what kind of quality to choose. Thus, Bali human resources have greater chances if they handle it,” he said. Meanwhile, curator of the Bali Mandara Nawanatya, Kadek Wahyudita, hoped there is a reference from the Culture Agency to event organizer outside when using any kind of art performance in Bali. “We hope that Culture Agency or Listibya becomes the entrance to the EO that will handle the cultural show in the international event. Which art troupe is worthy, whose maestro asked to represent or what kind of concept to be used should be understood by central government when presenting the art show for international event and it should have a standard. And this must go through local government or the authorized Listibya. So far, we have not owned this system,” explained Wahyu. Thus, added Wahyu, every EO that handles the art performance in international event should not be selected carelessly because of cheap price and close relationship. “We have artistic contestation of the art creativity almost every day. We have many quality art troupes, both appearing in the Bali Arts Festival, Mahalango and young creative artists in the Nawanatya. It just needs to rank which one has the best quality so that we can present in the prestigious event with the level of IMF as the arena of the highest promotion because it will be attended by state officials. Fur is officially banned in San Francisco now
LAST week, Donatella Versace declared fur is over, and now the city of San Francisco concurs. Time reports that the city’s Board of Supervisors has just voted to ban the sale of fur. The legislation will go into effect on January 1, 2019.

Another illegal commodity restrained at Gilimanuk
NEGARA - Ranks of Gilimanuk Sea Area Police returned to secure illegal commodities attempted to be smuggled to Bali. This illegal commodity is secured due to increased inspection of goods, people and letters coming out or entering Bali at the harbor becoming the priority of Gilimanuk Police.
“We have repeatedly secured illegal commodities and the inspections have also been intensified but it did not discourage drivers and business players from committing violations while using harbor access as a means of crossing their illegal goods,” said Chief of Gilimanuk Sea Area Police, Nyoman Subawa, accompanied by his Chief of Criminal Investigation, Komang Muliyadi, on Tuesday (Mar. 20). The secured commodities included 10 sacks of chicken meat, 3 sacks of duck meat, 3 sacks of meatball processed meat from Surabaya, East Java to Denpasar. The commodities are transported by truck with license plate of DK 9338 AH belonging to PT Sakura Inter Buana driven by Faruk Ariyadi, 44, from Jember. The items are said to have not been equipped with quarantine health certificate. He said although the commodity is not anything prohibited, but including the document is obligatory because it has been regulated in the provisions of Law No.16/1992 on the quarantine of animals, fish and plants. Every shipment of animals, fish and plants, animal products, fish and plant product from one island to another shall be accompanied by a health certificate from the region of origin as well as the quantity of goods and documents shall also be adjusted. Faruk said he is only a driver and does not know the contents of packaged goods transported. Muliyadi reminded that such mindset should not be familiarized and become a misconception. The drivers are obliged to know about the goods they transported. So, if there are goods that should be equipped with documents in accordance with the designation it can be submitted before leaving for destination. Unlike this time, he should experience obstacles precisely those caused by his own negligence so he must accept the IBP/kmb consequences. The commodity is now being secured in the Gilimanuk Sea Area Police for further processing. PHNOM PENH - Forty-five countries called on Cambodia on Wednesday to reinstate the main opposition party, release its jailed leader and ensure a July general election is free and fair. A statement on the human rights situation in Cambodia read by New Zealand on behalf of a group of 45 countries, including the United States, Germany, Australia and United Kingdom, said previous optimism had been “replaced by deep concern” regarding a decline in civil and political rights in Cambodia. The statement, which was read to the United Nations Human Rights Council in Geneva, urged Cambodia’s government to reinstate the opposition Cambodian National Rescue Party (CNRP) and all elected members. Dozens of opposition lawmakers were banned when Cambodia’s Supreme Court dissolved the CNRP last year in a ruling that was widely condemned by the international community. That decision followed the arrest of CNRP leader Kem Sokha last September. Kem Sokha has been

The Nasdaq dropped 0.26 percent with Apple falling below its 100-day average even as Facebook bounced back after two days of steep losses amid a controversy over outside exploitation of its users’ data. The U.S. Federal Reserve raised interest rates on Wednesday and forecast two more hikes for 2018, based on board members’ median projection. Given that some investors had expected it to project three more rate hikes, the guidance was perceived as less hawkish than anticipated, a positive factor for risk assets in general. But otherwise the Fed was upbeat on the economy, revising up rate projections for 2019 and 2020 and raising the estimated longer-term “neutral” interest rate a touch, suggesting the current tightening cycle could last for longer than previously thought. “They also forecast three hikes next year and two more in 2020 and clearly revised up the growth forecast as well,” said Norihiro Fujito, senior investment strategist at Mitsubishi UFJ Morgan Stanley Securities. “So the picture looks different when you look at longer-term projections. That explains the complicated reaction by markets. The prospects of continued rate hikes may cap shares,” he added. The yield on two-year U.S. notes slipped back to 2.304 percent from 9 1/2-year high of 2.366 percent hit on Wednesday while the 10-year yield dipped to 2.874 percent after an initial spike to 2.936 percent. That pushed the U.S. dollar lower in the currency market, with the dollar index testing this month’s low after posting its biggest fall in two months on Wednesday. Concerns about a trade war between the world’s two largest economies has put many investors on guard. U.S. Trade Representative Robert Lighthizer said on Wednesday the tariffs would target China’s hightechnology sector and could also include restrictions on Chinese investment in the United States. Investors worry such a move could trigger countermeasures by China, possibly causing a vicious cycle of escalating retaliation. Threat of protectionism pushes down German business morale
BERLIN - German business confidence deteriorated for a second straight month in March, dropping to its lowest level in nearly a year, as managers in Europe’s largest economy became more concerned about the rising threat of protectionism. The Munich-based Ifo economic institute said on Thursday that its business climate index, based on a monthly survey of some 7,000 companies, fell to 114.7 from 115.4 in February. The reading, an 11-month low, undershot the expectations of analysts polled by Reuters, whose consensus forecast was 114.8. “The threat of protectionism is dampening the mood in the German economy,” Ifo chief Clemens Fuest said. German managers were less satisfied with their current business situation, which nevertheless remained at a high level, Ifo said. Firms were also less upbeat about the coming months. “The protectionism debate is leaving its mark,” Ifo economist Klaus Wohlrabe told Reuters, adding that export expectations fell to their lowest levels in more than a year. Unicredit economist Andreas Rees said U.S. trade policies had increased uncertainty. “But
there’ll be robust growth in the months ahead - even if the German economy probably has surpassed its peak,” Rees said. U.S. Congress unveils $1.3 trillion spending bill as shutdown looms
WASHINGTON - Republican and Democratic leaders in the U.S. Congress late on Wednesday unveiled a $1.3 trillion bill to fund the government through September, which includes an additional $80 billion in national defense spending but fails to fund some of President Donald Trump’s immigration initiatives. If passed by the House of Representatives and Senate by a Friday midnight deadline, it would avert the shutdown of many federal agencies and programs beginning this weekend, when existing funds expire. Earlier on Wednesday, the White House indicated Trump would support the measure, potentially ending a prolonged debate over spending priorities for the fiscal year that began last Oct. 1. The Republican-controlled Congress will need Democratic support to pass a bill that many Republican conservatives are likely to balk at because of its cost. Representative Mark Walker, who heads a large group of House conservative Republicans, complained that the bill will add to budget deficits. “It is imperative that we curb Washington’s out-of-control spending addiction that has not been slowed under Republican rule,” Walker said. Senate Democratic leader Chuck Schumer touted the measure. “From opioid funding to rural broadband, and from student loans to child care, this bill puts workers and families first,” he said in a statement. Trump at one point wanted $25 billion included in the bill to fully fund construction of his proposed U.S.Mexico border wall, but negotiations with Democrats to make that happen fell apart early this week, according to congressional aides. Instead, Trump will get nearly $1.6 billion more for border security this year. Republicans said that money will help with more than 90 miles of “physical barrier construction” along the southern U.S. border “for replacement (of existing barriers), bollards, and levee improvements.” Democrats said the money would
not be used for any new concrete wall. The Department of Homeland Security would get an additional $7 million to hire 351 new Customs and Border Protection agents. But the legislation would not give Trump money for the significant increase in Immigration and Customs Enforcement agents he sought as part of a plan to expand deportations of undocumented immigrants. Besides containing the largest increase in defense spending in 15 years, the bill would provide a significant boost in non-defense spending. And it would fix a “grain glitch” included in the tax law enacted at the end of last year. Big grain buyers, such as Anheuser Busch, Cargill and the ethanol industry, have complained that the glitch gives lucrative tax breaks to grain producers for selling to farming cooperatives, and a lesser break for selling to agriculture companies. In exchange for supporting the inclusion of the grain fix, Democrats secured the addition of a bipartisan proposal to expand a low-income housing tax credit, congressional aides said. It would also include new money for infrastructure, combating Russian election hacking and some modest gun legislation following a series of mass shootings at American schools, churches and other public spaces. The bill calls for tightening gun sales background checks, but falls far short of Democratic demands to close loopholes that currently allow some gun sales to go unchecked. The bill will provide a $307 million increase above the administration’s request for counter-intelligence efforts to fight Russian cyberattacks in 2018, when mid-term congressional elections will be held. Another $380 million is planned for grants to states to secure U.S. election systems. Democrats said the bill will help fund the Gateway rail tunnel under the Hudson River connecting New York and New Jersey and serving both Amtrak and New Jersey commuter trains, which Trump opposes. JAKARTA - Indonesia has won an appeal against the European Union in a dispute over the bloc’s anti-dumping duty on biodiesel, the Ministry of Trade said in a statement on Wednesday. The European Court of Justice, the EU’s highest court, ruled that the bloc must do away with anti-dumping duties of between 8.8 percent to 23.3 percent on imports of Indonesian biodiesel products. Indonesia is one of the world’s largest exporters of palm oilbased biodiesel. “With the elimination of these duties, businesses can once again export biodiesel to the EU,” said Oke Nurwan, director general of foreign trade at the Indonesian trade ministry. He added that the elimination of duties was valid from March 16, 2018. The Indonesia Biofuel Producers Association welcomed
the ruling. “We’re asking producers to prepare exports soon,” said Paulus Tjakrawan, vice chairman of the association. He declined to give an estimate on expected export volumes. The EU court ruling reinforces a decision made by the World Trade Organisation (WTO) earlier this year, which said the EU needed to bring its measures into conformity with WTO agreements. Indonesia also plans to challenge anti-subsidy duties in the United States in a U.S. court and at the WTO. Indonesia has also been pushing domestic biodiesel consumption as part of an ambitious plan to develop its biofuels industry. It plans to expand biodiesel subsidies to cover palm-oil blended fuels for use by its huge mining sector in addition to the power sector. (rtr)
Indonesia-Malaysia to discuss cross border traffic
BATAM - Indonesian and Malaysia have agreed to impose tighter control over illegal border crossing that would prevent more undocumented Indonesian job seekers to enter Malaysia especially from North Kalimantan. A meeting in Batam on Wednesday between the immigration authorities of the two countries decided to discuss later in greater details the issue of cross border traffic for the security of each country. The meeting on Wednesday was a follow up of the visit by President Joko Widodo to Kuching last year, head of the Batam immigration office Lucky Agung Binarto said here on Thursday. The next meeting is to be held at a border city either in Sarawak of Malaysia or Pontianak of Indonesia, but the date is yet to be set, Lucky told reporters. The two countries hope to reach an agreement on the opening of border gates at border posts, he said. Directors General of Immigration of the two countries also agreed to provide joint training to improve the quality of human resources and to exchange information, improve capacity and solve problem jointly. The influx of illegal Indonesian migrant workers into Malaysia continues to be a source of bilateral friction in MalaysiaIndonesia relations. Long-term solutions to the problem of illegal Indonesian workers remain illusive because of the lack of political will on the part of both governments to compromise. Recently it was reported that around 70,000 illegal migrant workers from Indonesia are to be deported from Malaysia by the end of the year, according to a source within the Ministry of Manpower and Transmigration. The report quoting a ministry official who was not authorized to speak with the media, said the figure was significantly higher than the number announced by Indonesia`s deputy ambassador to Malaysia earlier. Each year about 700,000 documented Indonesian workers travel abroad to work, according to the International Labor Organization. The UN agency estimates the number of undocumented migrants to be two to four times higher. Malaysia, and Saudi Arabia, are the most common destinations for Indonesian migrant workers.(ant)

Toxic gases from Indonesian volcano sends 30 to hospital
JAKARTA - An Indonesian volcano belched thick clouds of sulphuric gas on Wednesday, sending 30 people to hospital and prompting the closure of the popular tourist and mining site.
Nearly 200 people living on the slopes of Mount Ijen in East Java province were forced to evacuate. “Because of this incident, the public - tourists or miners - are not allowed near the crater until further notice,” said Sutopo Purwo Nugroho, spokesman for the national disaster mitigation agency.
He added that many residents had experienced vomiting and difficulty in breathing. There was no increase in seismic activity, Nugroho said. The crater is a popular site for tourists and miners, who dig up hardening yellow sulphur to sell for use in everything from cosmetics to matchsticks. The volcano regularly puffs out small amounts of noxious gases but the site stays open to the public. Around five million of Indonesia’s 250 million people live and work near volcanoes, according to authorities, largely because of the fertile farming soil. (rtr)

MELBOURNE - The tension of a rivalry that produced ‘road rage’ and acrimony between Lewis Hamilton and Sebastian Vettel in 2017 was absent on Thursday as the four-times Formula One champions made nice before the season-opening Australian Grand Prix. This year marks the first ever in the series that two quadruple champions go wheel-to-wheel and their battle to join Argentine legend Juan Manuel Fangio on five titles will be a talking point throughout the season. Mutual respect was traded in for resentment last year when the pair bumped wheels at an explosive Azerbaijan Grand Prix, prompting an angry outburst from Mercedes’ Hamilton.
Fans will hope passions are high when the pair face off at Albert Park on Sunday and can remain so through a proper season-long tussle. to think about retirement,” Williams told reporters. “I spoke to the people closest to me, I didn’t want to retire or anything like that. “But I felt like it was something that I should’ve thought about and seen where I was at with club and international football and life in general. “I did give that a thought, but then I decided I wanted to keep
doing it anyway.” Williams said that he had met with new Wales manager Ryan Giggs and his backroom staff earlier this month to help them get familiar with the team. West Ham United issued lifetime bans to five individuals on Thursday for invading the pitch at the London Stadium during their 3-0 Premier League defeat by Burnley earlier this month. Disgruntled supporters invaded the pitch during the club’s 14th league defeat of the season, while verbal abuse and coins were hurled at owners David Sullivan and David Gold. “West Ham United can confirm that swift and decisive action has been taken against a number of spectators who breached stadium regulations or were found to have committed acts of severe violence and physical ag-
gression at our recent Premier League match against Burnley,” the club said in a statement. An unspecified number of supporters have also been banned for life for “violently throwing coins or objects with intent to injure or harm on the bridge directly in front of the Directors’ Box”, the club added. West Ham said the investigation into the incidents remained ongoing and that the club expected to issue further bans before their next home game against Southampton on March 31. West Ham United issued lifetime bans to five individuals on Thursday for invading the pitch at the London Stadium during their 3-0 Premier League defeat by Burnley earlier this month. Disgruntled supporters invaded the pitch during the club’s 14th league defeat of the season, while verbal abuse and coins were hurled at owners David Sullivan and David Gold. “West Ham United can confirm that swift and decisive action has been taken against a number of spectators who breached stadium regulations or were found to have committed acts of severe violence and physical ag-
gression at our recent Premier League match against Burnley,” the club said in a statement. An unspecified number of supporters have also been banned for life for “violently throwing coins or objects with intent to injure or harm on the bridge directly in front of the Directors’ Box”, the club added. West Ham said the investigation into the incidents remained ongoing and that the club expected to issue further bans before their next home game against Southampton on March 31. Zuckerberg apologizes for Facebook mistakes with user data, vows curbs
SAN FRANCISCO - Facebook Inc Chief Executive Mark Zuckerberg apologized on Wednesday for mistakes his company made in how it handled data belonging to 50 million of its users and promised tougher steps to restrict developers’ access to such information.
The world’s largest social media network is facing growing government scrutiny in Europe and the United States about a whistleblower’s allegations that London-based political consultancy Cambridge Analytica improperly accessed user information to build profiles on American voters that were later used to help elect U.S. President Donald Trump in 2016. “This was a major breach of trust. I’m really sorry this happened. We have a basic responsibility to protect people’s data,” Zuckerberg said in an interview with CNN, breaking a public silence since the scandal erupted at the weekend. Zuckerberg said in a post on Facebook the company “made mistakes, there’s more to do, and we need to

step up and do it.” He said the social network planned to conduct an investigation of thousands of apps that have used Facebook’s platform, restrict developer access to data, and give members a tool that lets them to disable access to their Facebook data more easily. Zuckerberg said he was open to additional government regulation and happy to testify before the U.S. Congress if he was the right person. “I’m not sure we shouldn’t be regulated,” he told CNN. “I actually think the question is more what is the right regulation rather than yes or no, should it be regulated? ... U.S. Congress unveils $1.3 trillion spending bill as shutdown looms
WASHINGTON - Republican and Democratic leaders in the U.S. Congress late on Wednesday unveiled a $1.3 trillion bill to fund the government through September, which includes an additional $80 billion in national defense spending but fails to fund some of President Donald Trump’s immigration initiatives. If passed by the House of Representatives and Senate by a Friday midnight deadline, it would avert the shutdown of many federal agencies and programs beginning this weekend, when existing funds expire. Earlier on Wednesday, the White House indicated Trump would support the measure, potentially ending a prolonged debate over spending priorities for the fiscal year that began last Oct. 1. The Republican-controlled Congress will need Democratic support to pass a bill that many Republican conservatives are likely to balk at because of its cost. Representative Mark Walker, who heads a large group of House conservative Republicans, complained that the bill will add to budget deficits. “It is imperative that we curb Washington’s out-of-control spending addiction that has not been slowed under Republican rule,” Walker said. Senate Democratic leader Chuck Schumer touted the measure. “From opioid funding to rural broadband, and from student loans to child care, this bill puts workers and families first,” he said in a statement. Trump at one point wanted $25 billion included in the bill to fully fund construction of his proposed U.S.Mexico border wall, but negotiations with Democrats to make that happen fell apart early this week, according to congressional aides. Instead, Trump will get nearly $1.6 billion more for border security this year. Republicans said that money will help with more than 90 miles of “physical barrier construction” along the southern U.S. border “for replacement (of existing barriers), bollards, and levee improvements.” Democrats said the money would
not be used for any new concrete wall. The Department of Homeland Security would get an additional $7 million to hire 351 new Customs and Border Protection agents. But the legislation would not give Trump money for the significant increase in Immigration and Customs Enforcement agents he sought as part of a plan to expand deportations of undocumented immigrants. Besides containing the largest increase in defense spending in 15 years, the bill would provide a significant boost in non-defense spending. And it would fix a “grain glitch” included in the tax law enacted at the end of last year. Big grain buyers, such as Anheuser Busch, Cargill and the ethanol industry, have complained that the glitch gives lucrative tax breaks to grain producers for selling to farming cooperatives, and a lesser break for selling to agriculture companies. In exchange for supporting the inclusion of the grain fix, Democrats secured the addition of a bipartisan proposal to expand a low-income housing tax credit, congressional aides said. It would also include new money for infrastructure, combating Russian election hacking and some modest gun legislation following a series of mass shootings at American schools, churches and other public spaces. The bill calls for tightening gun sales background checks, but falls far short of Democratic demands to close loopholes that currently allow some gun sales to go unchecked. The bill will provide a $307 million increase above the administration’s request for counter-intelligence efforts to fight Russian cyberattacks in 2018, when mid-term congressional elections will be held. Another $380 million is planned for grants to states to secure U.S. election systems. Democrats said the bill will help fund the Gateway rail tunnel under the Hudson River connecting New York and New Jersey and serving both Amtrak and New Jersey commuter trains, which Trump opposes. JAKARTA - Indonesia has won an appeal against the European Union in a dispute over the bloc’s anti-dumping duty on biodiesel, the Ministry of Trade said in a statement on Wednesday. The European Court of Justice, the EU’s highest court, ruled that the bloc must do away with anti-dumping duties of between 8.8 percent to 23.3 percent on imports of Indonesian biodiesel products. Indonesia is one of the world’s largest exporters of palm oilbased biodiesel. “With the elimination of these duties, businesses can once again export biodiesel to the EU,” said Oke Nurwan, director general of foreign trade at the Indonesian trade ministry. He added that the elimination of duties was valid from March 16, 2018. The Indonesia Biofuel Producers Association welcomed
the ruling. “We’re asking producers to prepare exports soon,” said Paulus Tjakrawan, vice chairman of the association. He declined to give an estimate on expected export volumes. The EU court ruling reinforces a decision made by the World Trade Organisation (WTO) earlier this year, which said the EU needed to bring its measures into conformity with WTO agreements. Indonesia also plans to challenge anti-subsidy duties in the United States in a U.S. court and at the WTO. Indonesia has also been pushing domestic biodiesel consumption as part of an ambitious plan to develop its biofuels industry. It plans to expand biodiesel subsidies to cover palm-oil blended fuels for use by its huge mining sector in addition to the power sector. (rtr)

BATAM - Indonesian and Malaysia have agreed to impose tighter control over illegal border crossing that would prevent more undocumented Indonesian job seekers to enter Malaysia especially from North Kalimantan. A meeting in Batam on Wednesday between the immigration authorities of the two countries decided to discuss later in greater details the issue of cross border traffic for the security of each country. The meeting on Wednesday was a follow up of the visit by President Joko Widodo to Kuching last year, head of the Batam immigration office Lucky Agung Binarto said here on Thursday. The next meeting is to be held at a border city either in Sarawak of Malaysia or Pontianak of Indonesia, but the date is yet to be set, Lucky told reporters. The two countries hope to reach an agreement on the opening of border gates at border posts, he said. Directors General of Immigration of the two countries also agreed to provide joint training to improve the quality of human resources and to exchange information, improve capacity and solve problem jointly. Recently it was reported that around 70,000 illegal migrant workers from Indonesia are to be deported from Malaysia by the end of the year, according to a source within the Ministry of Manpower and Transmigration. The report quoting a ministry official who was not authorized to speak with the media, said the figure was significantly higher than the number announced by Indonesia`s deputy ambassador to Malaysia earlier. Each year about 700,000 documented Indonesian workers travel abroad to work, according to the International Labor Organization. The UN agency estimates the number of undocumented migrants to be two to four times higher. Malaysia, and Saudi Arabia, are the most common destinations for Indonesian migrant workers.(ant)

Toxic gases from Indonesian volcano sends 30 to hospital
JAKARTA - An Indonesian volcano belched thick clouds of sulphuric gas on Wednesday, sending 30 people to hospital and prompting the closure of the popular tourist and mining site.
Nearly 200 people living on the slopes of Mount Ijen in East Java province were forced to evacuate. “Because of this incident, the public - tourists or miners - are not allowed near the crater until further notice,” said Sutopo Purwo Nugroho, spokesman for the national disaster mitigation agency.
He added that many residents had experienced vomiting and difficulty in breathing. There was no increase in seismic activity, Nugroho said. The crater is a popular site for tourists and miners, who dig up hardening yellow sulphur to sell for use in everything from cosmetics to matchsticks. The volcano regularly puffs out small amounts of noxious gases but the site stays open to the public. Around five million of Indonesia’s 250 million people live and work near volcanoes, according to authorities, largely because of the fertile farming soil. (rtr)

Dollar slips after Fed decision, trade worries shackle shares
TOKYO - The U.S. dollar slipped on Thursday after the Federal Reserve held back from increasing the pace of this year’s rate hikes, while worries over an impending announcement on trade tariffs from U.S. President Donald Trump capped Asian shares. MSCI’s broadest index of Asia-Pacific shares outside Japan was flat, erasing earlier gains of 0.7 pct. Japan’s Nikkei gained 1.0 percent. European shares are expected to fall, with spread-betters looking to a lower opening of 0.4 percent in Germany’s Dax , 0.2 percent in Britain’s FTSE and 0.1 percent in France’s Cac. Wall Street stock indexes ended the day lower, with the S&P 500 losing 0.18 percent despite a boost from sharp gains in energy shares on rising oil prices. The Nasdaq dropped 0.26 percent with Apple falling below its 100-day average even as Facebook bounced back after two days of steep losses amid a controversy over outside exploitation of its users’ data. The U.S. Federal Reserve raised interest rates on Wednesday and forecast two more hikes for 2018, based on board members’ median projection. Given that some investors had expected it to project three more rate hikes, the guidance was perceived as less hawkish than anticipated, a positive factor for risk assets in general. But otherwise the Fed was upbeat on the economy, revising up rate projections for 2019 and 2020 and raising the estimated longer-term “neutral” interest rate a touch, suggesting the current tightening cycle could last for longer than previously thought. “They also forecast three hikes next year and two more in 2020 and clearly revised up the growth forecast as well,” said Norihiro Fujito, senior investment strategist at Mitsubishi UFJ Morgan Stanley Securities. “So the picture looks different when you look at longer-term projections. That explains the complicated reaction by markets. The prospects of continued rate hikes may cap shares,” he added. The yield on two-year U.S. notes slipped back to 2.304 percent from 9 1/2-year high of 2.366 percent hit on Wednesday while the 10-year yield dipped to 2.874 percent after an initial spike to 2.936 percent. That pushed the U.S. dollar lower in the currency market, with the dollar index testing this month’s low after posting its biggest fall in two months on Wednesday. The euro gained 0.2 percent to $1.2363, extending its recovery from a near three-week low of $1.2240 touched earlier in the week. The dollar shed up to 0.4 percent to
105.58 yen, turning down on the week to edge closer to the 16-month low of 105.24 hit on March 2. It last stood at 105.91 yen. The British pound hit a 1 1/2-month high of $1.4171, building on Wednesday’s one-percent gains. Strong British wage data published on Wednesday cemented expectations that the Bank of England was likely to signal a May rate hike after its monetary policy meeting later in the day. Following the Fed’s move, the People’s Bank of China gingerly raised the seven-day reverse repo rate, a key short-term interest rate, by 5 basis points, to prevent U.S.-China rate differential from getting too wide. The move was the PBOC’s first major policy decision under new Governor Yi Gang, who was appointed by parliament on Monday. With the Fed meeting over, investors are watching Trump, who is due to sign a memo on imposing tariffs on Chinese imports at 1630 GMT on Thursday. Concerns about a trade war between the world’s two largest economies has put many investors on guard. U.S. Trade Representative Robert Lighthizer said on Wednesday the tariffs would target China’s hightechnology sector and could also include restrictions on Chinese investment in the United States. Investors worry such a move could trigger countermeasures by China, possibly causing a vicious cycle of escalating retaliation. Shares on China’s exchanges were lower, the with Shanghai Composite Index slipping as much as 1.2 percent to two-week lows. “China’s equity market is relatively domestic. We estimate that on average more than 80 percent of revenues are generated in China while only a marginal share comes from the U.S. Still, there would be first-order casualties if trade tensions escalated. In the front line would be firms with significant exposure to the U.S., mostly in the tech and consumer sectors,” wrote analysts at Societe Generale. In the energy market, oil prices held firm, buoyed by a surprise decline in U.S. crude inventories as well as ongoing supply cuts led by OPEC, although a relentless rise in U.S. oil output threatens to undermine efforts to tighten the market. U.S. West Texas Intermediate (WTI) crude futures rose to as high as $65.74 per barrel, not far from its January peak of $66.66, having gained almost five percent so far this week. Threat of protectionism pushes down German business morale
BERLIN - German business confidence deteriorated for a second straight month in March, dropping to its lowest level in nearly a year, as managers in Europe’s largest economy became more concerned about the rising threat of protectionism. The Munich-based Ifo economic institute said on Thursday that its business climate index, based on a monthly survey of some 7,000 companies, fell to 114.7 from 115.4 in February. The reading, an 11-month low, undershot the expectations of analysts polled by Reuters, whose consensus forecast was 114.8. “The threat of protectionism is dampening the mood in the German economy,” Ifo chief Clemens Fuest said. German managers were less satisfied with their current business situation, which nevertheless remained at a high level, Ifo said. Firms were also less upbeat about the coming months. “The protectionism debate is leaving its mark,” Ifo economist Klaus Wohlrabe told Reuters, adding that export expectations fell to their lowest levels in more than a year. Unicredit economist Andreas Rees said U.S. trade policies had increased uncertainty. “But
there’ll be robust growth in the months ahead - even if the German economy probably has surpassed its peak,” Rees said. PHNOM PENH - Forty-five countries called on Cambodia on Wednesday to reinstate the main opposition party, release its jailed leader and ensure a July general election is free and fair. A statement on the human rights situation in Cambodia read by New Zealand on behalf of a group of 45 countries, including the United States, Germany, Australia and United Kingdom, said previous optimism had been “replaced by deep concern” regarding a decline in civil and political rights in Cambodia. The statement, which was read to the United Nations Human Rights Council in Geneva, urged Cambodia’s government to reinstate the opposition Cambodian National Rescue Party (CNRP) and all elected members. The commodities are transported by truck with license plate of DK 9338 AH belonging to PT Sakura Inter Buana driven by Faruk Ariyadi, 44, from Jember. The items are said to have not been equipped with quarantine health certificate. He said although the commodity is not anything prohibited, but including the document is obligatory because it has been regulated in the provisions of Law No.16/1992 on the quarantine of animals, fish and plants. Every shipment of animals, fish and plants, animal products, fish and plant product from one island to another shall be accompanied by a health certificate from the region of origin as well as the quantity of goods and documents shall also be adjusted. They include the Bali Kilo Run 2018 and lantern festival to be held a few months ahead. In addition, traditional events will also be intensively implemented. “We try some new things that can bring in tourists. Besides, we hope the IMF event will be an effective means to boost the number of tourist visits,” he explained. His agency did not specifically target when Ubud tourism will recover. Ari Brahmanta just stated that Ubud tourism is expected to recover soon. “The impact can be possibly seen after the events are held, well... about six months later. Environment Agency urges each village to manage waste
GIANYAR - Waste is a matter that must be handled together. The Gianyar Environment Agency continues to direct each village to hamlet in order to prepare waste management personnel. For instance, this is followed up with the establishment of Bayad Asri Society at Bayad hamlet, Melinggih Kelod village, Payangan. Head of the Gianyar Environment Agency, I Wayan Kujus Pawitra, said on Wednesday (Mar. 21) the concept of handling garbage in Gianyar district must proactively pick up to the household because the highest source of waste is from household. “So, we will continue to sustain at every village to hamlet by building integrated rural waste management,” he said after inaugurating Nyoman Partana or familiarly addressed as Jero Kubayan as Chief of the Bayad Asri Society. Through the formation of waste management, Gianyar district will distribute the assistance of garbage trucks to the formation of garbage handlers at each village. To date, Gianyar district has already distributed dozens of trucks to villages that are serious in handling garbage. “There must also be a janitor who is in charge of collecting garbage,” he said.
Kujus Pawitra also directed the garbage management of each village, such as the processing into compost, including the procurement of waste banks for non-organic waste management. “Hopefully, this program gets the support of all parties, so we can realize the clean Gianyar,” he said. Meanwhile, Jero Kubayan or Nyoman Partana said the formation of Bayad Asri is based on the concerns of community leaders at Bayad hamlet, Melinggih Kelod, against environmental pollution caused by garbage, especially plastic waste. “Moreover, Bayad hamlet is the entrance to Melinggih village tourism area, but for years there is no waste management so the environment gets polluted due to scattered plastic waste,” he said. A few months ago, he added that his society has started to do cleanup action, including procurement of garbage transport. His group also intensively educates the surrounding community to handle waste properly, such as by sorting and not throwing it into the river. “To optimize this effort, we certainly expect the government assistance, such as trucks and other assistance,” he said. DENPASAR - The big international event, namely the International Monetary Fund (IMF) -- World Bank Annual Meeting will be held in Bali next October 2018. Usually every international event cannot be separated from the presentation of a variety of local cultural performances. At the same time, it can also introduce the treasures of local genius values. Then, what about the art creators in Bali, art studio, artists, and local event organizers in addressing such big event? Are they involved, or just become a complement or audiences because it has been entirely handled by event organizer (EO) from central government? The Head of the Bali Culture Agency, Dewa Putu Beratha, confirmed that so far the involvement of the artists, creators or EOs in charge of international events are always managed by those of central government. “Some international events, including the Bali World Culture Forum some time ago, are entirely handled by central authority. Maximally our artists are appointed as part of the team just like that,” said Dewa Beratha, Wednesday (Mar. 21). So far, he said that for the IMF event handled by central government there has been no request for Balinese art composition or the like to make performance as well as promoting Balinese culture in the event. However according to governor of Bali, he had been asked by the President Jokowi as he was impressed by the concept of art parade in Bali so that it can be displayed in the opening of the IMF. “Governor indeed directed that President Joko Widodo once offered governor of Bali to show off Balinese cultural parade in the opening of IMF. However, until this moment the request has not been confirmed,” said God Beratha. He hoped that every major event should involve Balinese creators directly. “In Bali, we have a lot of creative people, including EO, so that we in Bali should be able to seize the opportunity. If wishing to find players to take part in the national level Bali actually is not shortage of it,” he added. He continued that so far all major events such as international meetings in Bali involving the art performance entirely use
EO. “Hopefully, the EO that will handle the art activities in the IMF event is really looking for classy art. What we have witnessed all this time, they are looking for cheap arts as long as complying with the budget without thinking about excellence, quality and so on. Hopefully, the EO can choose quality art by classy artists that show off good work, not to choose haphazardly,” he said. He added that every project using a large budget is decided through auction. Of course, this should be captured by the EOs in Bali. “Do not just be spectators, there are quite a lot of creative people in Bali, so when there is a big event, if Bali’s EOs handle, at least they understand, what to offer, which arts groups to use or what kind of quality to choose. Thus, Bali human resources have greater chances if they handle it,” he said. Meanwhile, curator of the Bali Mandara Nawanatya, Kadek Wahyudita, hoped there is a reference from the Culture Agency to event organizer outside when using any kind of art performance in Bali. “We hope that Culture Agency or Listibya becomes the entrance to the EO that will handle the cultural show in the international event. Which art troupe is worthy, whose maestro asked to represent or what kind of concept to be used should be understood by central government when presenting the art show for international event and it should have a standard. And this must go through local government or the authorized Listibya. So far, we have not owned this system,” explained Wahyu. Thus, added Wahyu, every EO that handles the art performance in international event should not be selected carelessly because of cheap price and close relationship. “We have artistic contestation of the art creativity almost every day. We have many quality art troupes, both appearing in the Bali Arts Festival, Mahalango and young creative artists in the Nawanatya. It just needs to rank which one has the best quality so that we can present in the prestigious event with the level of IMF as the arena of the highest promotion because it will be attended by state officials. Arise Sir Ringo: Beatles drummer knighted at Buckingham Palace LONDON - Former Beatles drummer Ringo Starr was knighted at Buckingham Palace on Tuesday and joked with reporters afterwards: “I expect you to use my title.” The 77-year-old, originally from Liverpool and now based in Los Angeles, was honoured for his services to music in Queen Elizabeth’s New Year’s honours list. Ringo, real name Richard Starkey, joined Paul McCartney, George Harrison and John Lennon in the Beatles as a replacement drummer for Pete Best in 1962 and occasionally sang lead vocals, notably in “Yellow Submarine” and “With a Little Help from my Friends.”
He was inducted into the Rock and Roll Hall of Fame as a Beatle in 1988 and again in 2015 for his solo career after the group split up. McCartney was knighted 21 years ago and Tuesday’s ceremony came 53 years after the Beatles received MBEs in 1965. Accompanied by his wife, Barbara Bach, Ringo was knighted by Prince William with a ceremonial sword to become Sir Richard Starkey. “I don’t know how to use this (title) properly,” he said as he showed the medal to a BBC reporter after the ceremony, “but I expect you to use it.” (rtr)

A group of ex-Miss Venezuela contestants, in a confused flurry of social media posts this month, insinuated that other participants had sought to enrich themselves through romantic relationships with corrupt businessmen and officials. “Given the events recently described on social media ... a decision has been made to begin an internal review to determine if anyone linked (to the pageant), during the course of their involvement, violated the values and ethics of the contest,” the Miss Venezuela Organization said in a statement. The organization added that it
was temporarily closing a Caracas training facility and halting casting for the pageant as well as the lowerprofile Mister Venezuela event. It was not immediately evident how this would affect the Miss Venezuela pageant, which is typically held toward the end of the year. The rights to Miss Venezuela are owned by Grupo Cisneros, of the wealthy Venezuelan Cisneros family. Grupo Cisneros referred questions to the Miss Venezuela Organization, which did not respond to a voice mail message seeking further comment.
The allegations drew outrage in Venezuela, where triple-digit inflation and chronic food and medicine shortages have spurred a mass exodus of migrants. They also drew ribbing from critics, who noted the beauty queens’ numerous spelling mistakes. Venezuelans are among the world’s most successful beauty show contestants and have won global pageants including Miss Universe and Miss World more than a dozen times. French public sector, rail workers strike in test for Macron
PARIS - Teachers, train conductors and airline controllers walked off the job across France on Thursday, disrupting transport and public services in a test of public anger with President Emmanuel Macron’s reform drive. While unions have struggled to rally crowds over the past months, this is the first protest against Macron bringing together public sector workers and railway staff, potentially spelling trouble for the government ahead of a rolling rail strike. “It’s a real mess this morning,” Didier Samba, who missed his morning commuter train to the suburbs and had more than one hour’s wait for the next, said at Paris’ Gare du Nord station. The strike was expected to lead to the cancellation of 60 percent of fast trains, 75 percent of inter-city trains and about 30 percent of Paris airports’ flights throughout the day. Unions said one in four primary schools were on strike, while electricity generation dropped by over three gigawatts (GW), the equivalent of three nuclear reactors, as gas and electricity sector workers
joined the strike. Some 150 protest marches are scheduled, including two rallies starting at around 1300 GMT in Paris. Opinion polls show a paradox: a majority of voters back the strike but an even bigger majority back the reforms, including cutting the number of public sector workers and introducing merit-based pay. That has led the government, which overhauled labour laws last year and is also crafting a series of other sensitive reforms including of unemployment insurance, to say it will stand by its plans, while keeping a close eye on protests.
On Tuesday, following a retirees’ march, Prime Minister Edouard Philippe said the government would change tack for the poorest 100,000 out of 7 million pensioners concerned by a tax hike, in a sign that a government that prides itself on being firm on reforms can make exceptions. “What we need to avoid is that all the grievances fuse together, as was the case in 1995,” a government official said, referring to France’s biggest strike in decades, which forced the government of the time to withdraw reforms after striking public and private sector workers received huge popular support.
“The situation is very different from 1995. At the time there was a big discrepancy with what the government had promised during the elections and what they eventually did.” Public sector workers are angry with plans to cut public sector headcount by 120,000 by 2022, including with voluntary redundancies, and introduce other reforms including merit-based pay. Railway workers are worried by government plans to scrap job-for-life guarantees, automatic annual pay rises and generous early retirement. “Discontent and worry are spreading very quickly,” said JeanMarc Canon of UGFF-CGT, one of the largest public sector’s unions. While rail workers have planned a three-month rolling strike starting April 3, public sector workers have
no plan yet for further labour action but they will meet next week to decide on any possible move. Thursday’s strike, and the government’s reaction, will be a test, said Laurent Berger, the head of France’s largest union, CFDT. “Either they (the government) listen to us and it will have been just a warning shot, or they don’t listen to us and then, let me tell you that public sector workers are very mobilised,” he told RTL radio.
