KUALA LUMPUR - Malaysian authorities said on Tuesday they had yet to determine a cause of death in the killing of the half-brother of North Korea’s leader, and had still to confirm the identity as no next of kin has come forward. Kim Jong Nam, the estranged half-brother of North Korean leader Kim Jong Un, was killed at Kuala Lumpur International Airport last week. Malaysia’s deputy prime minister has previously identified the victim as Kim Jong Nam, though formal indentification of the corpse has not taken place. “The cause of death and identity are still pending,” Dr Noor Hisham Abdullah, the director general of health at the Malaysian health ministry, told reporters. South Korean and U.S. officials have said they believe North Korean agents assassinated Kim Jong Nam, who had been living in the Chinese territory of Macau under Beijing’s protection.
TENSIONS ROSE Malaysia’s Prime Minister Najib Razak said on Monday his government’s investigation of the killing of the North Korean leader’s half-brother, Kim Jong Nam, will be “objective”, as tensions rose between the countries. Earlier on Monday, Malaysia said it had recalled its envoy from Pyongyang and summoned North Korea’s ambassador in Kuala Lumpur, who again cast doubt on the impartiality of Malaysia’s investigation into the murder and said the victim was not Kim Jong Nam. “We have no reason why we want to do something to paint North Korea in a bad light, but we will
be objective,” Najib told reporters in the Malaysian capital, Kuala Lumpur. The son of Kim Jong Nam, 22-year-old Kim Han Sol, was expected to arrive in the Malaysian capital from Macau late on Monday, according to an airline source and a media report. Malaysian authorities have said they will release the body of the victim, believed to have been killed by North Korean agents, to the next of kin. CCTV footage, released by Japanese broadcaster Fuji TV, appeared to show Kim Jong Nam being attacked at Kuala Lumpur International Airport last Monday by a woman believed to have wiped a fast-acting poison on his face. Reuters could not independently verify the authenticity of the video, and police officials were not immediately available for comment.

Malaysia’s Star newspaper reported that all four had returned to North Korea. North Korea had sought to prevent Malaysia from conducting an autopsy, insisting the body be handed over. Likewise, it also needs the development of infrastructure such as seaports, airports and road in relation to the handling of traffic congestion.
“We do all the best. In other words, we provide coaching for tourist destinations,” said the Head of the Bali Tourism Office, A.A. Gede Yuniartha Putra, when confirmed via telephone on Monday (Feb. 20). Yuniartha claimed to have held a coordination meeting with the district / municipality related to destinations. At the very least, the existing tourist destinations can continuously be developed. Afterwards, it will be resumed with the addition of destinations such as tourism village. Yuniartha added that this year tourist arrivals to Bali is targeted to reach 5.5 million. However, there is a constraint where the Ngurah Rai Airport only has one runway. to severe congestion. Such congestion can potentially reduce the length of stay of travelers. “That’s why tourism cannot stand alone because there must also be the development of road infrastructure to reduce congestion. Travelers can divert their destination to other regions. Besides, our airport’s capacity is also limited,” he explained. Yuniartha hoped the public works agency began to think about the construction of flyovers. Where possible or impossible to build the flyovers must involve humanists and tourism stakeholders. In addition, it needs the acceleration of the airport construction in North Bali and empowerment of seaports as an alternative entrance for travelers. “Seaport and airport construction should indeed be considered. So far, there are 64 events in Bali promoted digitally or via online in addition to direct sales to the countries potentially contributing travelers to Bali. MANGUPURA - Dozens of customary youth clubs (ST) in Badung have not enjoyed the increase in creativity fund from local government. Sluggish disbursement of the funding support for the making of ogoh-ogoh (papier mâché demon) in a series of the Nyepi happens because the customary youth clubs have not met administrative requirements for the fund disbursement. Badung culture agency recorded that 14 of the existing 533 customary youth clubs have not administratively qualified for fund disbursement. Some of them are customary youth club of Kalibulbul Kangin of North Kuta; three customary youth clubs in Petang subdistrict namely that of Pemijan Carangsari, Batu Lantang and Tinggal hamlet. Then, in Abiansemal subdistrict consists of that of Semana and Gunung Kajanan hamlet. In South Kuta subdistrict, they are customary youth clubs of the Teba, Cenggilang and Peminge. In Mengwi subdistrict, they are the youth club of Delod Peken, Umahanyar and Mengening, and that of Pasekan in Kuta subdistrict. “The administrative requirements are signature and stamp of the customary youth club as well as the bank account for the fund disbursement,” said the Head of the Badung Culture Agency, Ida Bagus Anom Bhasma, on Monday (Feb. 20). According to him, the customary youth clubs that have not completed their administrative requirements should submit as soon as possible.

Disbursement of the creativity fund that can be used for the making of ogoh-ogoh in a series of the Nyepi on the Caka Year 1939 in March can only be disbursed when all the administrative requirements can be completed. “When everything has been completed, the fund can be directly disbursed. If it can be carried out immediately, the disbursement can also be made soon. The disbursement will be conducted simultaneously through their respective account,” he explained. Earlier, this official said that each customary youth club will get IDR 15 million for the making of ogoh-ogoh and other creative works. “The ogoh-ogoh will be contested, so the making of the ogoh-ogoh must also meet a number of requirements,” he said. The requirements include that the ogoh-ogoh should depict the figure of bhuta kala (evil spirits) as well as is made of natural and eco-friendly materials such as bamboo, wood, paper, gold leaf, rattan and plaited bamboo. The winners of ogoh-ogoh parade will receive a cash prize respectively IDR 20 million (first prize), IDR 15 million (second prize) and IDR 10 million (third prize). “It is not allowed to use styrofoam, sponge and cork as the materials of the ogoh-ogoh. Similarly, the theme should not be politicized, contain no pornographic elements and have no sentiment association with race, intergroup, ethnicity and religion,” he concluded. (kmb27)

Is your smartphone making you shy?
DURING the three years I’ve spent researching and writing about shyness, one of the most common questions people ask is about the relationship between shyness and technology.
Are the internet and the cellphone causing our social skills to atrophy? I often hear this from parents of shy teenagers, who are worried that their children are spending more time with their devices than with their peers. This anxiety isn’t new. At the first international conference on shyness, organized in Wales in 1997 by the British Psychological Society, Stanford psychology professor Philip Zimbardo was the keynote speaker. He noted that since he began the Stanford Shyness Survey in the 1970s, the number of people who said they were shy had risen from 40 percent to 60 percent. He blamed this on new technology like email, cellphones and even ATMs, which had loosened the “social glue” of casual contact. He feared the arrival of “a new ice age” of noncommunication, when we would easily be able to go an entire day without talking to someone. Some of Zimbardo’s fears have been realized. Look at any public space today and you’ll see faces buried in tablets and phones. The rise of loneliness and social anxiety is now a familiar refrain in the work of sociologists such as Robert Putnam, John Cacioppo and Sherry Turkle. They argue that individualized consumerism is isolating us from each other and selling us cheap techno-fixes to ease the pain. We rely increasingly on what Turkle calls “sociable robots,” like Siri, the iPhone digital assistant, as a stand-in for flesh-and-blood intimates. Even when spending time with others we are half-elsewhere, distracted by technology – “alone together,” as Turkle puts it. And yet this sense of being “alone together” can actually be useful for shy people, who can turn to technology to express themselves in new ways. A different kind of social The shy aren’t necessarily antisocial; they are just differently social. They learn to regulate their sociability and communicate in indirect or tangential ways. Cellphones allow them to make connections without some of the awkwardness of face-to-face interactions. When the Finnish company Nokia introduced texting to its phones in the mid-1990s, it seemed to be a primitive technology – a time-consuming, energy-inefficient substitute for talking. But texting took off among Finnish boys because it was a way to talk to girls without the signals being scrambled by blushing faces or tied tongues. Two sociologists, Eija-Liisa Kasesniemi and Pirjo Rautianen, found that while Finnish boys would rarely tell girls they loved them, they might spend half an hour drafting a loving text message. They also discovered that boys were more likely to text the words “I love you” in English rather
than Finnish, because they found it easier to express strong feelings in a different language. Another scholar of cellphone culture, Bella Elwood Clayton, showed how text messages served a similar purpose in the Philippines. Filipino courtship rituals are traditionally coy and convoluted, with elaborate customs such as “teasing” (tuksuhan) among mutual friends or using an intermediary (tulay, which literally translates to “human bridge”) between potential partners. The cellphone allowed young Filipinos to circumvent these elaborate, risk-averse routines and test the waters themselves by text. Such is the case wherever cellphones are used: Texting emboldens those who are more dexterous with their thumbs than with their tongues. The ping announcing a text’s arrival is less insistent than a phone ring. It does not catch us by surprise or demand we answer it instantly. It lends us space to digest and ponder a response. The shyness paradox As for the looming “social ice age” created by technology, Zimbardo made that claim before the rise of social networks and the smartphone. These have made it easy for people to lay bare intimate details of their private lives online, in ways that seem the very opposite of shyness. Advocates of this kind of online self-disclosure call it “radical transparency.” Not everyone using social networks is amenable to radical transparency, of course. Some prefer to hide behind online

personas, pseudonyms and avatars. And this anonymity can also inspire the opposite of shyness – a boldness that turns into hostility and abuse. So these new mobile and online technologies have complex effects. They aggravate our shyness at the same time as they help us to overcome it. Perhaps this paradox tells us something paradoxical about shyness. In his book “The Shock of the Old,” historian David Edgerton argues that our understanding of historical progress is “innovation-centric.” We think that new technologies change everything for good. However, according to Edgerton, we underestimate how much these innovations have to struggle against the forces of habit and inertia. In other words, new technologies don’t change our basic natures; they mold themselves around them. So it is with shyness. After about 150,000 years of human evolution, shyness must surely be a resilient quality – an “odd state of mind,” as Charles Darwin called it, caused by our strange capacity for “self-attention.” And yet we are also social animals that crave the support and approval of the tribe. Our need for others is so strong that shyness simply makes us sublimate our social instincts into other areas: art, writing, email, texting. This, in the end, is my answer to the worried parents of shy teenagers. Is their cellphone making them shyer? No: They are both shy and sociable, and their phone is helping them find new ways to express that contradiction. (ap)

Chief of Denpasar Police Traffic Affairs, Heri Supriawan, said on Sunday (Feb. 19) that desipte traffic sign that indicate that parking is prohibited in the area of the Kuta Square shopping complex and Jalan Singosari in Kuta, many vehicles can still be found parked on the side of the road. Such violations will not be allowed to continue, and firm action will be taken, he said. “We will be cracking down on such violations. Starting in March, law enforcement will be carried out with the help of the Badung Transportation Agecny”, he stated. Parking violations in other areas will also be subject to law enforcement. There are still many vehicles praticularly motocycles being parked on the road, even though no parking signs have been put up and new of the new traffic laws has been made public. “Our personnel have been monitoring conditions on the streets. The sanctions have been made clear and of there are violations, vehicle owners will be ticketed.

According to Heri, the one month trial for changes to traffic laws in Kuta has generally run smoothly and according to plan. He admitted that based on feeedback from the public, certain roads such as Jalan Dewi Sartika (near Krtika Palza) will be restored to a two way street. “This decision is based on a public discussion held with local residents last Friday. We are looking towards the futur, these changes are for the common good”, he said. Heri claimed the during the trial supervised by the Bali Police Traffic Affairs, traffic conditions in the tourist village were running increasingly smoothly. He also said that he hopes that drivers will be more disciplined so that traffic can run even more smoothly. Police, he added, have in fact set up new parking spaces, but these have yet to be taken advantage of by motorists. “We will be coordinating with the Transportation Agency and tickets will be issued and cars will be towed or padlocked if they are in violations of parking laws. No longer just a purveyor of a smartphone app for disappearing messages, Snap has hired hundreds of hardware engineers, built a secretive product development lab and scoured the landscape for acquisitions as it pursues its newly stated ambition to be “a camera company.” These efforts, which are aimed at developing hardware and so-called
augmented reality technologies, are central to the strategy of a company that is seeking a valuation of up to $22 billion in its early March IPO despite heavy losses and the specter of stiff competition for advertising dollars with a far-larger Facebook. It is a big gamble and the odds against Snap are long. There is little precedent for a company with its roots in software and social networking succeeding in the notoriously difficult consumer hardware business. Local farmer, I Gusti Ngurah Alit, said that the lake had been overlfowing for a week following heavy rains that poured down into the lake from various streams. “ The lake water was already overflowing, then the dike could no longer hold all the water and famrlands were submerged”, explained Alit. Tens of hectares of land have been submerged. Kana said that he expects that the lake water will continue to rise as the rain seems to keep falling. “ Now the water has inundated the dike. The farmlands that have been submerged are located some 400 meters fomr the lake”, he explained. When contacted separately, Head of the Buleleng Agriculture Agency, I Nyoman Swatantra, admitted that he had received a report from village governments regarding the condition of farlands and that site inspections were held immediately thereafter. “ After receiving the reports, we immediately checked the affected areas”, he said. Disaster emergency status ends Hundreds of residents still at refugee camps BANGLI - Status of disaster emergency response in Bangli set for seven days from Friday (Feb. 10) has come to an end on Thursday (Feb. 16). Nevertheless, until Monday (Feb. 20) hundreds of natural disaster victims remain to evacuate at two refugee camps at Yeh Mampeh, Batur and hamlet meeting hall of Songan B, Kintamani. Unstable weather, lobster fishermen get less maximum catch
TABANAN - Although the forecast of the national weather service (BMKG) stating that it has begun to secure for fishermen to go to sea, one week after the data released the weather condition is unstable. This condition causes fishermen of Yeh Gangga to be unable to maximally catch lobster and this has an impact on their catches and income because they could not go to sea for three months. A lobster collector from Yeh Gangga, Dewa Putu Tulus, 37, explained although some fishermen have sold their lobster catch but the number is still not much. So far, he just has stock of about 15 kg of lobster after being inactive from November to January. The lobster catch remains minimal due to still waiting for normal waves and wind that enable them to put up lobster trap safely. Tulus continued that some fishermen of Yeh Gangga have gone to sea since Tuesday (Feb. 14) and got a hefty catches on Wednesday (Feb. 15). However, on Saturday (Feb. 18) when more fishermen were about to set sail the weather worsened again marked by high waves and strong winds. This condition continued until Monday (Feb. 20). “Meanwhile, the lobster is in the border between the fractions of wave. If forced to install trap during high waves, the trap may be damaged or lost,” explained Tulus. To avoid greater losses and consider the unstable weather condition, fishermen finally decided to wait until the weather allows them to catch lobster. Currently, added Tulus, to determine the condition of wave height he uses application
typically used by surfers in detecting the wave conditions at the span of one week to the next. With this application, he could provide information for fishermen when high waves and when normal waves occur. “This application is used as benchmark by the current fishermen before going to sea,” said Tulus. Before using the application, fishermen should estimate whether the waves on the following day would be big or small. So, they put a trap in small number to avoid greater losses. With this application, they have known the wave conditions, so that the loss of fishermen in the form of missing lobster traps can be suppressed. Even though getting no catch, fishermen do not need to bear greater losses. So far, the price of export lobster, he added, reaches IDR 300,000 per kilogram at the level of fishermen. Although there has been a regulation of the Ministry of Fishery and Maritime Affairs No.56 which that ensures the weight of lobster allowed to be exported is 200 grams upwards, fishermen still have trouble to catch lobster in such weight ranges. Most local lobsters belonging to sand species at Yeh Gangga have an average weight of 100 grams. Due to bad weather and ministerial regulation, fishermen cannot get more income even though the current population of lobster is considerable. “The selling price of lobster in domestic market does not cover the fishermen’s operating cost. MELBOURNE — Five people were believed killed when a light plane crashed in flames into a shopping mall on Tuesday in the Australian city of Melbourne, officials said. GOP health plan: Lower costs, better care, or road to ruin?
WASHINGTON — Top House Republicans say their outline for replacing President Barack Obama’s health care law is a pathway to greater flexibility and lower costs for consumers. Democrats see a road to ruin for millions who’d face lost coverage and higher medical expenses, particularly the poor. The plan “ensures more choices, lower costs and greater control over your health care,” according to talking points GOP leaders handed lawmakers heading home to face constituents during this week’s recess. Democrats say the proposal would threaten the coverage of 20 million Americans gained under Obama’s 2010 overhaul. “It’s like rationing” health care, said Rep. Frank Pallone of New Jersey, the House Energy and Commerce Committee’s top Democrat. The GOP package lacks details, which are a work in progress, and has no estimates of cost or the number of people it would serve. It’s also uncertain if enough Republicans would support it — a hurdle that’s flummoxed leaders over seven years of trying to dismantle Obama’s law. The plan’s highlights and each side’s views: MEDICAID: Serves 77 million people, mostly the poor and those with nursing home costs. Benefits go to anyone who qualifies. GOP lawmakers want states to receive fixed federal sums per beneficiary. These would probably be less generous than today’s payments, which generally cover costs automatically. They’d give more power to states to decide who and which services are covered, and phase out Obama’s expansion for additional lower-earning people that 31 states accepted. Republicans: The program is unsustainable. Its costs are projected to grow from $390 billion this year to nearly $500 billion in 2022. It’s swamping states, devouring an average one-fifth of their budgets. States should have more freedom to shape programs. Some of them tried to involve in harvesting rice. During the journey, they also watched the animals having been familiar with the paddy farmers such as dragonflies, lizards, snakes and birds. After that, they passed through a moor and a bridge made from coconut tree. Then, they returned to paddy field area at the Subak Munduk Gebang. In the area of ??Tanah Yeng healing center, participants were introduced to the technique of growing crops traditionally. Afterward, they were served with young coconut drink to refresh the body. Tensions mount as Ecuador’s presidential race up in the air
QUITO — Tension mounted as vote counting in Ecuador’s presidential election dragged into a third day Tuesday, with supporters and opponents of outgoing President Rafael Correa trading heated accusations.
With the last ballots trickling in from Sunday’s election, ruling party candidate Lenin Moreno had a little over 39 percent of the votes and an almost 11-point lead over conservative Guillermo Lasso, a former banker who finished second in a field of nine candidates. But Moreno remained just under a point short of the 40 percent threshold needed to avoid an April runoff. It was the first time in recent memory that Ecuadorean authorities had not declared a winner on election night, leading Lasso and many of his supporters to charge that an attempt at fraud was underway as Correa’s leftist movement sought to hold onto power at a time the rest of South America has shifted to the right. But Lasso’s side did not present any evidence of irregularities. Late Monday, hundreds of Lasso supporters hunkered down in a heavy rain outside the National Electoral Council for a second night to demand that a runoff be confirmed. Earlier in the day, a few thousand people were in the crowd. “Ecuadorean people: You have won. We’re going to defend this victory,” Lasso told supporters in a video message in which he urged protesters to stay mobilized. He said he had called several regional presidents and the head of the Organization of American States to express his concern. “It’s very strange that here in the 21st century the results aren’t known the same day as the election,” Lasso later told the NTN24 network, saying that he did not trust Ecuadorean electoral authorities. Moreno, who served as Correa’s vice president from 2006 to 2013, was emphatic that he won outright. With more than 92 percent of polling stations reporting late Monday, his lead had shrunk slightly from earlier in the day but he was still ahead with 39 percent of the vote to 28 percent for Lasso. “It’s striking to me that there is a loser politician out
there calling for violence,” Moreno said at a news conference Monday night. “This can’t be tolerated. We’re a nation of peace and we want to continue that way.” He said he would respect the final count, whatever the outcome. Rumors swirled on social media about the vote count. A group of people broke down a door at a building in Quito where ballots were supposedly being burned. Outside an electoral office in Guayaquil, police erected barricades to keep supporters and opponents of Correa apart. The Defense Ministry issued a statement denying reports that some sort of military uprising was underway. Electoral authorities appealed for calm, saying it could take until Wednesday to know if a runoff would be necessary. They said the delay was due to slow arrival of ballots cast in remote rural regions and consulates abroad as well as inconsistencies on tally sheets that needed to be sorted through. Observers from the Washington-based OAS told electoral authorities that it was important to count the ballots as quickly and as transparently as possible, and urged them to continue informing the public of their progress to shore up credibility in the process. The outcome of the race is being watched closely in Latin America, where conservative leaders in Argentina, Brazil and Peru have assumed power in the past 18 months after the end of a commodities boom that boosted leftists like Correa. PARIS - A criminal known as “Spiderman” was jailed for eight years on Monday for stealing five paintings worth 100 million euros ($106 million) from a Paris museum. Vjeran Tomic, 49, told investigators he broke into the Musee d’Art Moderne in May 2010 intending to take works by Fernand Leger and Amedeo Modigliani. When he entered the premises he found there was no alarm system worth speaking off and he widened his haul to include paintings by Pablo Picasso, Henri Matisse and Georges Braque. Investigators later established the security system was indeed defective. Tomic already had 14 convictions for jewellery and art thefts, many of them involving agility in scaling walls to break into apart-
ments - a record which had earned him the underworld nickname of Spiderman. Two other men, antiquarian Jean-Michel Corvez and Yonathan Birn, a dealer in clocks, were sentenced to seven years and six years respectively for handling the paintings. The three men were handed hefty fines - 200,000 euros for Tomic and 150,000 euros for the others. They were also collectively ordered to pay back the total value of the paintings - put at 104 million euros - to the city of Paris. Birn said during the trial that he had thrown the paintings away. JAKARTA - Indonesia is targeting an eighth-place finish and 15 gold medals at the Asian Games it hosts next year, a senior minister of the Southeast Asian country has said. Achieving the medal target would eclipse Indonesia’s bestever haul of 11 golds at the 1962 Games in Jakarta, when the country finished second overall. “We target an eighth or 10th place in the 2018 Asian Games,” coordinating minister for human development and culture Puan Maharani was quoted as saying by Antara news agency. “We should gain 15 gold medals to achieve the target.”
Indonesia has finished outside the top 10 in the last six editions of the Games, stretching back to Hiroshima in 1994. It has never reached double digits for gold medals since 1962. Womens contribution in the country can be noticed by the nine women ministers in the cabinet led by President Joko Widodo and many other women who stand as members of the House of Representatives. In a statement received by ANTARA, Monday, Yembise mentioned some priority programs to strengthen womens empowerment and child protection such as vocational training for women, creating more children-friendly cities, integrated complaints and reporting system, as well as various regulations. “The main challenge is Indonesias geographical condition which has thousands of islands that requires us to be able to reach out to the remote villages,” Yembise noted. Women empowerment will be also supported through educational cooperation with some Australian institutions, for example by encouraging Indonesian nurses to gain their opportunities to work in Australia. Floods inundate thousands of homes in Indonesian capital
JAKARTA — Torrential rains in the Indonesian capital have overwhelmed drains and flooded roads and thousands of homes. The disaster mitigation agency said Tuesday that more than 50 areas are flooded in Jakarta, with waters up to 1.5 meters (4.9 feet) high in East Jakarta.
It said the city’s drains couldn’t accommodate the runoff and rivers also overflowed. Floods in 2013 forced killed more than two dozen people in Jakarta and forced tens of thousands to flee their
homes. The city, which has about 30 million people in its greater metropolitan area, says it has reduced the number of flood prone areas since then by dredging rubbish-filled rivers and other measures. Floods and deadly landslides are a fact of life for Indonesians during the wet season, with other major cities suffering repeated flooding. Earlier this month, up to 40,000 people were caught in severe flooding following days of torrential rain in central Indonesia and 13 people were killed in landslides on the resort island of Bali. When asked Monday why he didn’t wait for a better offer closer to Thursday’s trade deadline, Divac gave a curious response that raised more questions than it answered. “Most likely we would get less because I had a better deal two days ago,” Divac said. “I don’t want to go into details. I don’t want to discuss the process.” Cousins will now team with another former Kentucky big man who has developed into an NBA All-Star in New Orleans’ Anthony Davis. Cousins is averaging 27.8 points and 10.6 rebounds this season and can become a free agent in 2018 unless the Pelicans can sign him to an All-Star caliber extension. The Kings have not won more than 33 games in a season since drafting Cousins fifth overall in 2010 and grew tired of his antics that included frequent run-ins with coaches, media members and officials. He leads the NBA with 17 technical fouls this season, leading to a one-game suspension earlier this month. PRAGUE - Tennis’s answer to golf’s Ryder Cup will be as competitive as other global tournaments, 18-times grand slam champion Roger Federer said on Monday, dismissing concerns that players might treat the event, which launches in September, as an exhibition. Leverkusen proud and protective of 17-year-old jewel Havertz
BERLIN — School aside, Kai Havertz has been learning a lot this season. The 17-year-old midfielder is one of Bayer Leverkusen’s brightest prospects, and he has a chance to put his skill on display to a wide audience on Tuesday when his team faces Atletico Madrid in the last 16 of the Champions League. “We saw him in training. We tried to give him a bit of playing time in the last games to see how he reacts playing in a full stadium,” Leverkusen coach Roger Schmidt said after Havertz played his first full game in November. “He’s an excellent footballer with outstanding technique, fast, robust in challenges, a good header of the ball and, yeah, he’s a player that does us really well.” Havertz started the season with Leverkusen’s under19 team and was just over 17 years, 4 months old when he made his first senior team appearance as a substitute against Werder Bremen on Oct. 15. More playing time followed against Wolfsburg before his first full game against Darmstadt on Nov. 5. Schmidt has been coming under pressure lately after several lackluster performances in a disappointing season, but Havertz in particular starred in the team’s last two games as Leverkusen dug out impressive wins over Eintracht Frankfurt and Augsburg in the league.
Havertz started and set up goals in both games, as he did on his previous start against Cologne. But it’s his overall play - his composure on the ball, his technical skill, his perception to anticipate teammates’ movement and ability to then play the ball right where they want it - that has the rest of the league sitting up and taking notice. Against Augsburg last Friday, Havertz set up two scores, helping Karim Bellarabi score the league’s 50,000th goal and then sending a perfect through ball for Javier “Chicharito” Hernandez to wrap up the 3-1 win. Havertz was involved in seven of Leverkusen’s efforts on goal, won more challenges (14) than any of his teammates, saw more of the ball than any of them, completed as many passes (40) as teammate Kevin Kampl, while he ran almost 12 kilometers - more than any other player on the field. “He’s so young and he plays so well,” Bellarabi said of Havertz. Leverkusen has been protecting its new star from the increased attention so he can concentrate on his schoolwork - he still has to complete his final secondary-school examinations. While he isn’t giving interviews, words are left to others. “If he keeps his head clear, he can be a great one,” Leverkusen goalkeeper Bernd Leno said after the game in Augsburg. (ap)

Leverkusen proud and protective of 17-year-old jewel Havertz
BERLIN — School aside, Kai Havertz has been learning a lot this season. The 17-year-old midfielder is one of Bayer Leverkusen’s brightest prospects, and he has a chance to put his skill on display to a wide audience on Tuesday when his team faces Atletico Madrid in the last 16 of the Champions League. “We saw him in training. We tried to give him a bit of playing time in the last games to see how he reacts playing in a full stadium,” Leverkusen coach Roger Schmidt said after Havertz played his first full game in November. “He’s an excellent footballer with outstanding technique, fast, robust in challenges, a good header of the ball and, yeah, he’s a player that does us really well.” Havertz started the season with Leverkusen’s under19 team and was just over 17 years, 4 months old when he made his first senior team appearance as a substitute against Werder Bremen on Oct. 15. More playing time followed against Wolfsburg before his first full game against Darmstadt on Nov. 5. Schmidt has been coming under pressure lately after several lackluster performances in a disappointing season, but Havertz in particular starred in the team’s last two games as Leverkusen dug out impressive wins over Eintracht Frankfurt and Augsburg in the league.
Havertz started and set up goals in both games, as he did on his previous start against Cologne. But it’s his overall play - his composure on the ball, his technical skill, his perception to anticipate teammates’ movement and ability to then play the ball right where they want it - that has the rest of the league sitting up and taking notice. Against Augsburg last Friday, Havertz set up two scores, helping Karim Bellarabi score the league’s 50,000th goal and then sending a perfect through ball for Javier “Chicharito” Hernandez to wrap up the 3-1 win. Havertz was involved in seven of Leverkusen’s efforts on goal, won more challenges (14) than any of his teammates, saw more of the ball than any of them, completed as many passes (40) as teammate Kevin Kampl, while he ran almost 12 kilometers - more than any other player on the field. “He’s so young and he plays so well,” Bellarabi said of Havertz. Leverkusen has been protecting its new star from the increased attention so he can concentrate on his schoolwork - he still has to complete his final secondary-school examinations. When asked Monday why he didn’t wait for a better offer closer to Thursday’s trade deadline, Divac gave a curious response that raised more questions than it answered. “Most likely we would get less because I had a better deal two days ago,” Divac said. “I don’t want to go into details. I don’t want to discuss the process.” Cousins will now team with another former Kentucky big man who has developed into an NBA All-Star in New Orleans’ Anthony Davis. Cousins is averaging 27.8 points and 10.6 rebounds this season and can become a free agent in 2018 unless the Pelicans can sign him to an All-Star caliber extension. The Kings have not won more than 33 games in a season since drafting Cousins fifth overall in 2010 and grew tired of his antics that included frequent run-ins with coaches, media members and officials. He leads the NBA with 17 technical fouls this season, leading to a one-game suspension earlier this month. PRAGUE - Tennis’s answer to golf’s Ryder Cup will be as competitive as other global tournaments, 18-times grand slam champion Roger Federer said on Monday, dismissing concerns that players might treat the event, which launches in September, as an exhibition. The Laver Cup format will be a rare chance to see the game’s top players team up and Federer said he was most looking forward to appearing alongside long-time rival Rafael Nadal, who will also anchor the European side. The tournament will see teams of six from Europe and the rest of the world compete in singles and doubles over three days, with four players selected on a “resultsbased formula” and two named as

Tensions mount as Ecuador’s presidential race up in the air
QUITO — Tension mounted as vote counting in Ecuador’s presidential election dragged into a third day Tuesday, with supporters and opponents of outgoing President Rafael Correa trading heated accusations.
With the last ballots trickling in from Sunday’s election, ruling party candidate Lenin Moreno had a little over 39 percent of the votes and an almost 11-point lead over conservative Guillermo Lasso, a former banker who finished second in a field of nine candidates. But Moreno remained just under a point short of the 40 percent threshold needed to avoid an April runoff. It was the first time in recent memory that Ecuadorean authorities had not declared a winner on election night, leading Lasso and many of his supporters to charge that an attempt at fraud was underway as Correa’s leftist movement sought to hold onto power at a time the rest of South America has shifted to the right. But Lasso’s side did not present any evidence of irregularities. Late Monday, hundreds of Lasso supporters hunkered down in a heavy rain outside the National Electoral Council for a second night to demand that a runoff be confirmed. Earlier in the day, a few thousand people were in the crowd. “Ecuadorean people: You have won. We’re going to defend this victory,” Lasso told supporters in a video message in which he urged protesters to stay mobilized. He said he had called several regional presidents and the head of the Organization of American States to express his concern. “It’s very strange that here in the 21st century the results aren’t known the same day as the election,” Lasso later told the NTN24 network, saying that he did not trust Ecuadorean electoral authorities. Moreno, who served as Correa’s vice president from 2006 to 2013, was emphatic that he won outright. With more than 92 percent of polling stations reporting late Monday, his lead had shrunk slightly from earlier in the day but he was still ahead with 39 percent of the vote to 28 percent for Lasso. “It’s striking to me that there is a loser politician out
there calling for violence,” Moreno said at a news conference Monday night. “This can’t be tolerated. We’re a nation of peace and we want to continue that way.” He said he would respect the final count, whatever the outcome. Rumors swirled on social media about the vote count. A group of people broke down a door at a building in Quito where ballots were supposedly being burned. Outside an electoral office in Guayaquil, police erected barricades to keep supporters and opponents of Correa apart. The Defense Ministry issued a statement denying reports that some sort of military uprising was underway. Electoral authorities appealed for calm, saying it could take until Wednesday to know if a runoff would be necessary. They said the delay was due to slow arrival of ballots cast in remote rural regions and consulates abroad as well as inconsistencies on tally sheets that needed to be sorted through. Observers from the Washington-based OAS told electoral authorities that it was important to count the ballots as quickly and as transparently as possible, and urged them to continue informing the public of their progress to shore up credibility in the process. The outcome of the race is being watched closely in Latin America, where conservative leaders in Argentina, Brazil and Peru have assumed power in the past 18 months after the end of a commodities boom that boosted leftists like Correa. A self-declared “21st century socialist,” Correa was elected president in 2007 and he won praise for ushering in stability for Ecuador after a severe economic crisis that saw three presidents toppled by street protests and the adoption of the U.S. dollar to control rampant inflation. But Correa also drew criticism for his iron-fisted approach against much of the press, opposition and judiciary. The sheen on his administration also has been tarnished as once flush government budgets were cut and thousands of employees at state-run companies laid off amid a decline in oil revenues for the OPEC nation. The International Monetary Fund has forecast Ecuador’s economy to shrink 2.7 percent this year and many analysts predict that Correa’s successor will have to seek a bailout from the multilateral lender. France’s “Spiderman” jailed for 8 years for 100 mln-euro art heist
PARIS - A criminal known as “Spiderman” was jailed for eight years on Monday for stealing five paintings worth 100 million euros ($106 million) from a Paris museum. Vjeran Tomic, 49, told investigators he broke into the Musee d’Art Moderne in May 2010 intending to take works by Fernand Leger and Amedeo Modigliani. When he entered the premises he found there was no alarm system worth speaking off and he widened his haul to include paintings by Pablo Picasso, Henri Matisse and Georges Braque. Investigators later established the security system was indeed defective. Tomic already had 14 convictions for jewellery and art thefts, many of them involving agility in scaling walls to break into apart-
ments - a record which had earned him the underworld nickname of Spiderman. Two other men, antiquarian Jean-Michel Corvez and Yonathan Birn, a dealer in clocks, were sentenced to seven years and six years respectively for handling the paintings. The three men were handed hefty fines - 200,000 euros for Tomic and 150,000 euros for the others. They were also collectively ordered to pay back the total value of the paintings - put at 104 million euros - to the city of Paris. Birn said during the trial that he had thrown the paintings away. None has been recovered and investigators appear to believe they are no longer in France. (rtr)

Achieving the medal target would eclipse Indonesia’s bestever haul of 11 golds at the 1962 Games in Jakarta, when the country finished second overall. “We target an eighth or 10th place in the 2018 Asian Games,” coordinating minister for human development and culture Puan Maharani was quoted as saying by Antara news agency. “We should gain 15 gold medals to achieve the target.”

Floods inundate thousands of homes in Indonesian capital
JAKARTA — Torrential rains in the Indonesian capital have overwhelmed drains and flooded roads and thousands of homes. The disaster mitigation agency said Tuesday that more than 50 areas are flooded in Jakarta, with waters up to 1.5 meters (4.9 feet) high in East Jakarta.
It said the city’s drains couldn’t accommodate the runoff and rivers also overflowed. Floods in 2013 forced killed more than two dozen people in Jakarta and forced tens of thousands to flee their
homes. The city, which has about 30 million people in its greater metropolitan area, says it has reduced the number of flood prone areas since then by dredging rubbish-filled rivers and other measures. Floods and deadly landslides are a fact of life for Indonesians during the wet season, with other major cities suffering repeated flooding. Earlier this month, up to 40,000 people were caught in severe flooding following days of torrential rain in central Indonesia and 13 people were killed in landslides on the resort island of Bali. WASHINGTON — Top House Republicans say their outline for replacing President Barack Obama’s health care law is a pathway to greater flexibility and lower costs for consumers. Democrats see a road to ruin for millions who’d face lost coverage and higher medical expenses, particularly the poor. The plan “ensures more choices, lower costs and greater control over your health care,” according to talking points GOP leaders handed lawmakers heading home to face constituents during this week’s recess. Democrats say the proposal would threaten the coverage of 20 million Americans gained under Obama’s 2010 overhaul. “It’s like rationing” health care, said Rep. Frank Pallone of New Jersey, the House Energy and Commerce Committee’s top Democrat. The GOP package lacks details, which are a work in progress, and has no estimates of cost or the number of people it would serve. It’s also uncertain if enough Republicans would support it — a hurdle that’s flummoxed leaders over seven years of trying to dismantle Obama’s law. The plan’s highlights and each side’s views: MEDICAID: Serves 77 million people, mostly the poor and those with nursing home costs. Benefits go to anyone who qualifies. GOP lawmakers want states to receive fixed federal sums per beneficiary. These would probably be less generous than today’s payments, which generally cover costs automatically. They’d give more power to states to decide who and which services are covered, and phase out Obama’s expansion for additional lower-earning people that 31 states accepted. Republicans: The program is unsustainable. Its costs are projected to grow from $390 billion this year to nearly $500 billion in 2022. It’s swamping states, devouring an average one-fifth of their budgets. States should have more freedom to shape programs. Some of them tried to involve in harvesting rice. During the journey, they also watched the animals having been familiar with the paddy farmers such as dragonflies, lizards, snakes and birds. After that, they passed through a moor and a bridge made from coconut tree. Then, they returned to paddy field area at the Subak Munduk Gebang. In the area of ??Tanah Yeng healing center, participants were introduced to the technique of growing crops traditionally. Afterward, they were served with young coconut drink to refresh the body. They were also given the opportunity to have a bath in the river followed by prayascita (blessing) ritual to purify their mind in Hindu tradition.

Disaster emergency status ends Hundreds of residents still at refugee camps BANGLI - Status of disaster emergency response in Bangli set for seven days from Friday (Feb. 10) has come to an end on Thursday (Feb. 16). Nevertheless, until Monday (Feb. 20) hundreds of natural disaster victims remain to evacuate at two refugee camps at Yeh Mampeh, Batur and hamlet meeting hall of Songan B, Kintamani. Some assistance in the form of food, medicines and cash continued to arrive from various parties to the disaster command. In the meantime, from morning to evening, the condition of refugee camps will turn quiet because the majority of adult refugees leave the camps to work in their farm and garden. Arta could not ascertain how long he and other families will live at the refugee camps. He and other residents will leave the refugee camps after there is certainty about the relocation land from the government. He claimed not to return to his home because its condition is now shattered by the brunt of landslides. “As long as there is no house, we will remain to stay here,” said Arta. In the meantime, the Head of the BPBD Bangli, Wayan Karmawan, separately confirmed last Monday that since the natural disaster occurred the assistance to disaster victims continues to arrive from various parties to the emergency response post. Unstable weather, lobster fishermen get less maximum catch
TABANAN - Although the forecast of the national weather service (BMKG) stating that it has begun to secure for fishermen to go to sea, one week after the data released the weather condition is unstable. This condition causes fishermen of Yeh Gangga to be unable to maximally catch lobster and this has an impact on their catches and income because they could not go to sea for three months. A lobster collector from Yeh Gangga, Dewa Putu Tulus, 37, explained although some fishermen have sold their lobster catch but the number is still not much. So far, he just has stock of about 15 kg of lobster after being inactive from November to January. The lobster catch remains minimal due to still waiting for normal waves and wind that enable them to put up lobster trap safely. Tulus continued that some fishermen of Yeh Gangga have gone to sea since Tuesday (Feb. 14) and got a hefty catches on Wednesday (Feb. 15). However, on Saturday (Feb. 18) when more fishermen were about to set sail the weather worsened again marked by high waves and strong winds. This condition continued until Monday (Feb. 20). “Meanwhile, the lobster is in the border between the fractions of wave. If forced to install trap during high waves, the trap may be damaged or lost,” explained Tulus. To avoid greater losses and consider the unstable weather condition, fishermen finally decided to wait until the weather allows them to catch lobster. Currently, added Tulus, to determine the condition of wave height he uses application
typically used by surfers in detecting the wave conditions at the span of one week to the next. With this application, he could provide information for fishermen when high waves and when normal waves occur. “This application is used as benchmark by the current fishermen before going to sea,” said Tulus. Before using the application, fishermen should estimate whether the waves on the following day would be big or small. So, they put a trap in small number to avoid greater losses. With this application, they have known the wave conditions, so that the loss of fishermen in the form of missing lobster traps can be suppressed. Even though getting no catch, fishermen do not need to bear greater losses. So far, the price of export lobster, he added, reaches IDR 300,000 per kilogram at the level of fishermen. Although there has been a regulation of the Ministry of Fishery and Maritime Affairs No.56 which that ensures the weight of lobster allowed to be exported is 200 grams upwards, fishermen still have trouble to catch lobster in such weight ranges. Most local lobsters belonging to sand species at Yeh Gangga have an average weight of 100 grams. Due to bad weather and ministerial regulation, fishermen cannot get more income even though the current population of lobster is considerable. “The selling price of lobster in domestic market does not cover the fishermen’s operating cost. Then, for export target market is limited by weight. Hopefully, the regulation can be restored to the previous one where the weight of 100 grams can be exported,” said Tulus. (kmb24)

Plane carrying 5 people hits Australian shopping mall
MELBOURNE — Five people were believed killed when a light plane crashed in flames into a shopping mall on Tuesday in the Australian city of Melbourne, officials said. The five were on a twin-engine Beechcraft Super King Air that crashed about 45 minutes before the Direct Factory Outlet mall in suburban Essendon was to open, Police Minister Lisa Neville said. The U.S. Embassy in Canberra would not comment on a report that the passengers were U.S. citizens, but said it was working with local authorities. “We extend our deepest condolences to the families and loved ones of all those who died in today’s tragic crash,” an embassy statement said. “We are unable to confirm any details about the nationality or identity of any of the victims. Is your smartphone making you shy?
DURING the three years I’ve spent researching and writing about shyness, one of the most common questions people ask is about the relationship between shyness and technology.
Are the internet and the cellphone causing our social skills to atrophy? I often hear this from parents of shy teenagers, who are worried that their children are spending more time with their devices than with their peers. This anxiety isn’t new. At the first international conference on shyness, organized in Wales in 1997 by the British Psychological Society, Stanford psychology professor Philip Zimbardo was the keynote speaker. He noted that since he began the Stanford Shyness Survey in the 1970s, the number of people who said they were shy had risen from 40 percent to 60 percent. He blamed this on new technology like email, cellphones and even ATMs, which had loosened the “social glue” of casual contact. He feared the arrival of “a new ice age” of noncommunication, when we would easily be able to go an entire day without talking to someone. Some of Zimbardo’s fears have been realized. Look at any public space today and you’ll see faces buried in tablets and phones. The rise of loneliness and social anxiety is now a familiar refrain in the work of sociologists such as Robert Putnam, John Cacioppo and Sherry Turkle. They argue that individualized consumerism is isolating us from each other and selling us cheap techno-fixes to ease the pain. We rely increasingly on what Turkle calls “sociable robots,” like Siri, the iPhone digital assistant, as a stand-in for flesh-and-blood intimates. Even when spending time with others we are half-elsewhere, distracted by technology – “alone together,” as Turkle puts it. And yet this sense of being “alone together” can actually be useful for shy people, who can turn to technology to express themselves in new ways. A different kind of social The shy aren’t necessarily antisocial; they are just differently social. They learn to regulate their sociability and communicate in indirect or tangential ways. Cellphones allow them to make connections without some of the awkwardness of face-to-face interactions. When the Finnish company Nokia introduced texting to its phones in the mid-1990s, it seemed to be a primitive technology – a time-consuming, energy-inefficient substitute for talking. But texting took off among Finnish boys because it was a way to talk to girls without the signals being scrambled by blushing faces or tied tongues. Two sociologists, Eija-Liisa Kasesniemi and Pirjo Rautianen, found that while Finnish boys would rarely tell girls they loved them, they might spend half an hour drafting a loving text message. They also discovered that boys were more likely to text the words “I love you” in English rather
than Finnish, because they found it easier to express strong feelings in a different language. Another scholar of cellphone culture, Bella Elwood Clayton, showed how text messages served a similar purpose in the Philippines. Filipino courtship rituals are traditionally coy and convoluted, with elaborate customs such as “teasing” (tuksuhan) among mutual friends or using an intermediary (tulay, which literally translates to “human bridge”) between potential partners. The cellphone allowed young Filipinos to circumvent these elaborate, risk-averse routines and test the waters themselves by text. Such is the case wherever cellphones are used: Texting emboldens those who are more dexterous with their thumbs than with their tongues. The ping announcing a text’s arrival is less insistent than a phone ring. It does not catch us by surprise or demand we answer it instantly. It lends us space to digest and ponder a response. The shyness paradox As for the looming “social ice age” created by technology, Zimbardo made that claim before the rise of social networks and the smartphone. So these new mobile and online technologies have complex effects. They aggravate our shyness at the same time as they help us to overcome it. Perhaps this paradox tells us something paradoxical about shyness. In his book “The Shock of the Old,” historian David Edgerton argues that our understanding of historical progress is “innovation-centric.” We think that new technologies change everything for good. However, according to Edgerton, we underestimate how much these innovations have to struggle against the forces of habit and inertia. In other words, new technologies don’t change our basic natures; they mold themselves around them. So it is with shyness. After about 150,000 years of human evolution, shyness must surely be a resilient quality – an “odd state of mind,” as Charles Darwin called it, caused by our strange capacity for “self-attention.” And yet we are also social animals that crave the support and approval of the tribe. Our need for others is so strong that shyness simply makes us sublimate our social instincts into other areas: art, writing, email, texting. This, in the end, is my answer to the worried parents of shy teenagers. Is their cellphone making them shyer? No: They are both shy and sociable, and their phone is helping them find new ways to express that contradiction. (ap)

Chief of Denpasar Police Traffic Affairs, Heri Supriawan, said on Sunday (Feb. 19) that desipte traffic sign that indicate that parking is prohibited in the area of the Kuta Square shopping complex and Jalan Singosari in Kuta, many vehicles can still be found parked on the side of the road. Such violations will not be allowed to continue, and firm action will be taken, he said. “We will be cracking down on such violations. Starting in March, law enforcement will be carried out with the help of the Badung Transportation Agecny”, he stated. Parking violations in other areas will also be subject to law enforcement. There are still many vehicles praticularly motocycles being parked on the road, even though no parking signs have been put up and new of the new traffic laws has been made public. “Our personnel have been monitoring conditions on the streets. The sanctions have been made clear and of there are violations, vehicle owners will be ticketed.

SINGARAJA - Farmers in Pancasari village, Sukasada, on edge of Lake Buyan, are not breathing easy. After having been hit by flash floods, there farmlands and now submerged in water form the overflowing lake. They have no doubt sufffered financial losses. On Sunday (Feb. 19), farmlands in Bunyan and Dasong halmlets were visibly inundated. Straweberry and vegetable plants that were just about ready to harvest, instead perished. Other farmlands were so filled with water that they looked like lakes. Many farmers had to reach their fields by boat. Local farmer, I Gusti Ngurah Alit, said that the lake had been overlfowing for a week following heavy rains that poured down into the lake from various streams. “ The lake water was already overflowing, then the dike could no longer hold all the water and famrlands were submerged”, explained Alit. Tens of hectares of land have been submerged. Stawberries and various vegetable that were just about ready to harvest were drowned Antrally many farmers are frustrated. “ First there were floods, now the lake water is rising. Many farmers are facing crop failure”, he complained.
Farmers have incured losses that reach into the tens of millions of rupiah. It is hard to deal with such conditions as they are the work of nature. “All farmers can do now is wait. While waiting for the water to receede, many farmers have chosen to fish”, siad Alit. Another farmer named, I Gede Kana, revealed that the last time the lake overflowed was five years ago. There was a great impact on farmers who suffered great losses then too. “ Local farmers are now really frustrated about facing a lost harvest”, he said. Kana said that he expects that the lake water will continue to rise as the rain seems to keep falling. “ Now the water has inundated the dike. The farmlands that have been submerged are located some 400 meters fomr the lake”, he explained. When contacted separately, Head of the Buleleng Agriculture Agency, I Nyoman Swatantra, admitted that he had received a report from village governments regarding the condition of farlands and that site inspections were held immediately thereafter. “ After receiving the reports, we immediately checked the affected areas”, he said. Likewise, it also needs the development of infrastructure such as seaports, airports and road in relation to the handling of traffic congestion.
“We do all the best. In other words, we provide coaching for tourist destinations,” said the Head of the Bali Tourism Office, A.A. Gede Yuniartha Putra, when confirmed via telephone on Monday (Feb. 20). Yuniartha claimed to have held a coordination meeting with the district / municipality related to destinations. At the very least, the existing tourist destinations can continuously be developed. Afterwards, it will be resumed with the addition of destinations such as tourism village. His office has targeted 100 tourism villages until 2018, and a total of 64 tourism villages have been developed until 2016. “For tourism village, we will add to 10 villages in 2017,” he added. Yuniartha added that this year tourist arrivals to Bali is targeted to reach 5.5 million. However, there is a constraint where the Ngurah Rai Airport only has one runway. Not to mention the complex problems occur chiefly in southern Bali due
to severe congestion. Such congestion can potentially reduce the length of stay of travelers. “That’s why tourism cannot stand alone because there must also be the development of road infrastructure to reduce congestion. Travelers can divert their destination to other regions. Besides, our airport’s capacity is also limited,” he explained. Yuniartha hoped the public works agency began to think about the construction of flyovers. Where possible or impossible to build the flyovers must involve humanists and tourism stakeholders. In addition, it needs the acceleration of the airport construction in North Bali and empowerment of seaports as an alternative entrance for travelers. “Seaport and airport construction should indeed be considered. Otherwise, how do we increase tourist visit under the current circumstances?” he asked. Tourism office itself, added Yuniartha, is striving for Bali tourism promotion. So far, there are 64 events in Bali promoted digitally or via online in addition to direct sales to the countries potentially contributing travelers to Bali. As previously reported, Bali has been named as the best island for 12 years in a row by DestinAsian Readers Choice Award (RCA) in 2017 based in Singapore (Bali Post/Sunday, Feb. 19, 2017). The aspect assessed by voters included friendliness of the staff and service, convenience of location, facilities, good quality as well as culinary location. MANGUPURA - Dozens of customary youth clubs (ST) in Badung have not enjoyed the increase in creativity fund from local government. Sluggish disbursement of the funding support for the making of ogoh-ogoh (papier mâché demon) in a series of the Nyepi happens because the customary youth clubs have not met administrative requirements for the fund disbursement. Badung culture agency recorded that 14 of the existing 533 customary youth clubs have not administratively qualified for fund disbursement. Some of them are customary youth club of Kalibulbul Kangin of North Kuta; three customary youth clubs in Petang subdistrict namely that of Pemijan Carangsari, Batu Lantang and Tinggal hamlet. Then, in Abiansemal subdistrict consists of that of Semana and Gunung Kajanan hamlet. In South Kuta subdistrict, they are customary youth clubs of the Teba, Cenggilang and Peminge. In Mengwi subdistrict, they are the youth club of Delod Peken, Umahanyar and Mengening, and that of Pasekan in Kuta subdistrict. “The administrative requirements are signature and stamp of the customary youth club as well as the bank account for the fund disbursement,” said the Head of the Badung Culture Agency, Ida Bagus Anom Bhasma, on Monday (Feb. 20). According to him, the customary youth clubs that have not completed their administrative requirements should submit as soon as possible.

Disbursement of the creativity fund that can be used for the making of ogoh-ogoh in a series of the Nyepi on the Caka Year 1939 in March can only be disbursed when all the administrative requirements can be completed. “When everything has been completed, the fund can be directly disbursed. If it can be carried out immediately, the disbursement can also be made soon. The disbursement will be conducted simultaneously through their respective account,” he explained. Earlier, this official said that each customary youth club will get IDR 15 million for the making of ogoh-ogoh and other creative works. “The ogoh-ogoh will be contested, so the making of the ogoh-ogoh must also meet a number of requirements,” he said. The requirements include that the ogoh-ogoh should depict the figure of bhuta kala (evil spirits) as well as is made of natural and eco-friendly materials such as bamboo, wood, paper, gold leaf, rattan and plaited bamboo. The winners of ogoh-ogoh parade will receive a cash prize respectively IDR 20 million (first prize), IDR 15 million (second prize) and IDR 10 million (third prize). “It is not allowed to use styrofoam, sponge and cork as the materials of the ogoh-ogoh. Similarly, the theme should not be politicized, contain no pornographic elements and have no sentiment association with race, intergroup, ethnicity and religion,” he concluded. (kmb27)

KUALA LUMPUR - Malaysian authorities said on Tuesday they had yet to determine a cause of death in the killing of the half-brother of North Korea’s leader, and had still to confirm the identity as no next of kin has come forward. Kim Jong Nam, the estranged half-brother of North Korean leader Kim Jong Un, was killed at Kuala Lumpur International Airport last week. Malaysia’s deputy prime minister has previously identified the victim as Kim Jong Nam, though formal indentification of the corpse has not taken place. “The cause of death and identity are still pending,” Dr Noor Hisham Abdullah, the director general of health at the Malaysian health ministry, told reporters. South Korean and U.S. officials have said they believe North Korean agents assassinated Kim Jong Nam, who had been living in the Chinese territory of Macau under Beijing’s protection.
TENSIONS ROSE Malaysia’s Prime Minister Najib Razak said on Monday his government’s investigation of the killing of the North Korean leader’s half-brother, Kim Jong Nam, will be “objective”, as tensions rose between the countries. The son of Kim Jong Nam, 22-year-old Kim Han Sol, was expected to arrive in the Malaysian capital from Macau late on Monday, according to an airline source and a media report. Malaysian authorities have said they will release the body of the victim, believed to have been killed by North Korean agents, to the next of kin. CCTV footage, released by Japanese broadcaster Fuji TV, appeared to show Kim Jong Nam being attacked at Kuala Lumpur International Airport last Monday by a woman believed to have wiped a fast-acting poison on his face. Reuters could not independently verify the authenticity of the video, and police officials were not immediately available for comment.
