MOSCOW — Some Russian activists have sued Madonna for millions of dollars, claiming they were offended by her support for gay rights during a recent concert in St. Petersburg. Anti-gay sentiment is strong in Russia. In St. Petersburg, a law passed in February makes it illegal to promote homosexuality to minors, and the author of that law has pointed to the presence of children as young as 12 at Madonna’s concert on Aug. 9. DENPASAR - Measures of Bali Government to terminate the development of tourist accommodation in Badung, Gianyar and Denpasar are still glanced at one eye. This moratorium policy is just like a ‘paper tiger’ as unable to stem the development in three regions. Weak law enforcement on the moratorium is also revealed in the seminar entitled “Critical Analysis of Bali Development to Achieve People’s Welfare” held in the Postgraduate Studies Hall of the Udayana University. Chairman of the Center for Culture and Tourism Research, Udayana University, Agung Suryawan Wiranatha, PhD., on that occasion stated that tourism development in Bali needed to be balanced between the South and North, West and East Bali. On that account, there should be political will of the government to manage the new investment
in tourism sector in order to be placed outside the regions. To that end, the government had issued a moratorium to discontinue the construction of star hotels. Unfortunately, in practice the policy had not been able to stem the hotel construction. “The moratorium issued by the government is widely got around.
The hotels established after the issuance of moratorium are no longer star hotel, but condotel and rental house. Therefore, they are classified into non-star hotel,” he revealed. Suryawan Wiranatha explained the effort to get around the moratorium was known by counting the total growth in the number of star hotel rooms. In 2009, the
total hotel rooms in Bali reached 46,000 and until 2011 there was an increase of about 16,000 rooms or totally reached 62,000. By region, the Badung Regency was ranked first namely reaching 77 percent. However, the chart growth of star hotel in Badung declined to 74 percent. Nevertheless, in terms of the non-star hotel growth in 2011, an extraordinary surge of 54 percent occurred in Badung Regency, while the growth in 2009 was only 41 percent. “The number of star and non-star hotel rooms in 2000 was almost balanced, but suddenly surged where the non-star hotel was much higher than star hotel. In our opinion, it is strange because

To avoid Bali from being ‘torn apart’ Regional Regulation on spatial planning should serve as a ‘commander’
CONVERSION of land use sooner or later will have various impacts on the environment. Accuracy of the farmland area is very much needed along with the efforts to prepare a set of spatial planning on the future land utilization in Bali in line with the vision of the development so that Bali will not be ‘torn apart’ by temporary interests of irresponsible entrepreneurs. All the parties should preserve the regional spatial planning of the province (RTRWP) as set forth in the Regional Regulation No: 16/2009. More importantly, it is required a certainty and firmness in preserving the land utilization outlined by the spatial planning. An expert of spatial planning, Dr. Rumawan Salain, confirmed the matter in the seminar entitled ‘Critical Analysis of Bali Development to Achieve People’s Welfare’ in the Postgraduate Studies Hall, Wednesday (Aug 15). In a paper entitled “A Concept of Environmental Planning, Spatial Regulation and Transportation Policy” co-prepared by Prof. Dr. Made Sudiana Mahendra and Dr. IKG Dharma Putra, Rumawan Salain said there were some strategic issues about the environment in Bali. Some of them were the proportion of forest only coming to 23 percent where it was less than the target of 30 percent of the total area, critical land area of 9.81 percent and potentially critical land area of 44.3 percent of the total area, rice field conversion rate reaching 661 hectares per year, people’s forest of 820 hectares per year and coastal erosion in 1987 increased by 11 percent to 20 percent of the total length of the beach. “As a small island, Bali is also vulnerable to natural disaster like tsunami, earthquake and sensitive to climate change,” he explained. According to Rumawan Salain, the most effective regulation to preserve the Island of Bali from the increase in development in terms of spatial planning was controlling the spatial utilization as well as purely and consistently implementing the Regional Regulation No. 16/2009 on the RTRWP. He mentioned the growing exploration of land for the construction of tourism facilities, housing, including apartments, villas, condos, and others had an impact on the understanding about the land utilization efficiency. “As a result, it results in violation against the provisions of building height as well as the borderline of river, ravine and beach. Even, some of them infringe the sacred area,” he said. A control over the spatial planning in response to various indications that would ‘devour’ the spatial change and environment of Bali was by immediately issuing a regulation in the form of Gubernatorial Regulation as mentioned in the Regional Regulation No. 16/2009 on the RTRWP. Additionally, all the regencies/municipality should have completed and passed their own legislation on the regency/ municipality spatial planning (RTRWK) as the Denpasar Municipality did. Another aspect needed following up after stipulating the RTRWK was the planning of more binding zoning plan. “No less important measure is completing the strategic area
planning in accordance with the hierarchy where there is an area becoming the national, provincial and ‘municipal’ authority such as the Benoa Harbor,” he said. Transportation infrastructure
This lecturer at the Engineering Faculty of the Udayana University added that transportation also had a very close relationship to spatial planning. Therefore, the intercity spatial arrangement with the regency should consider and refer to regional and national spatial planning. Even, the sea and air transportation network could map its network. “Currently, there are many important issues about transportation and infrastructure in Bali. They are traffic congestion in urban areas and tourist areas, low utilization of public transportation and lack of mass public transportation, low accessibility of South Bali to North Bali, limited capacity of the airport as a gateway for tourism,” he explained. Bali with its strategic location in terms of geographic position, he said, should be able to take the opportunity by building and developing a sea and air network more extensively and diversely. Bali could grow and develop into a hub of import and export as well as supplier to central region of Indonesia, or to closer areas such as Nusa Tenggara. “On the one hand, it increases the income, while on the other hand it triggers the increase in the number of motor vehicles, or domestic and foreign tourists. Therefore, the burden of Bali in terms of transportation will be complete. The increase in population, number of vehicles and mode of transportation as well as incomparable growth of road section to the growing number of vehicles and its riders will result in the overcrowded transportation in urban centers,” he said. Furthermore, Rumawan said that indicator of the environmental performance in Bali (as in the Guidelines for National Development Planning Agency, 2012) had not reflected the actual condition of the environment as a whole based on two main indicators, namely the rehabilitation of forest areas
and green open space in the provincial capital. He said the programs and activities of regional government in the environmental field had not been able to handle all the environmental issues in Bali as reflected by the limited scope of activities in each program/aspects planned and realized. “Until 2012, there have been no development programs that can fully support the implementation of the eco-friendly development in Bali,” he criticized. Rumawan Salain asserted that environmental arrangement in Bali should be implemented in integrated manner within each sub-area, as outlined in each program and activity believed to be capable of holistically handling all the parameters of the environment. The efforts to achieve the eco-friendly development of Bali should be implemented by combining the roles of government programs with the role of relevant parties and stakeholders in implementing the Bali environmental protection and management. “The environmental arrangement program is aimed at the efforts of protection, management, recovery and mitigation of major problems and environmental damage in Bali which include the destruction of forests, reduction of biodiversity, degradation of dry lands, land degradation caused by quarry C, erosion, watershed damage, the issue of water resources and water availability, floods and droughts, seawater intrusion, water pollution, air pollution, damage to coral reefs, mangrove forest destruction, waste and sewage problems, problems of environmental sanitation, lack of awareness and participation of community in environmental management, weak law enforcement in environmental management and low utilization of the eco-friendly energy,” he said while adding that maximizing the utilization of information technology (modeling, remote sensing and geographic information system) and extensive networking should also be performed in the efforts of environmental protection, management and restoration. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

GRANTS PASS, Ore. — Amateur cave explorers have found a new family of spiders in the Siskiyou Mountains of Southern Oregon, and scientists have dubbed it Trogloraptor — Latin for cave robber — for their fearsome front claws. The spelunkers sent specimens to the California Academy of Sciences in San Francisco, which has the West Coast’s largest collection of spiders. Entomologists there say the spider — reddish brown and the size of a half dollar — evolved so distinctly that it requires its own taxonomic family — the first new spider family found in North America since the 1870s. “It took us a long time to figure out what it wasn’t,” said Charles Griswold, curator of arachnids at the academy. “Even longer to figure out what it is. We used anatomy. We used DNA to understand its evolutionary place. Then we consulted other experts all over the world about what this was. They all concurred with our opinion that this was something completely new to science.” “It’s a good example of how science works — professional and citizen scientists share information,” he added. The discovery is described in the Friday online edition of the journal ZooKeys.
Jonathan Coddington, curator of arachnids at the Smithsonian Institution and associate director for science at the National Museum of Natural History, agreed that the spiders represent a family never seen before. “This is really a distinct event,” he said. “To walk out in the woods and find an example of an ancient lineage that no one has ever seen before is special.” Norman I. Platnick, curator emeritus of spiders at the American Museum of Natural History, said the discovery was as exciting to spider scientists as the discovery of a new dinosaur to paleontologists. “Because it belongs to one of the more primitive groups of true spiders, it has the potential to change many of our current ideas about the early evolution of spiders,” he said. “But it is better than a fossil, because we can study the entire organism, along with its behavior and physiology, not just those aspects that happen to have been fossilized.”

JAKARTA - Jumeirah Group, which owns and manages the world’s tallest building Burk Al Arab, plans to run a luxury hotel and resort in Bali called “Jumeirah Bali”, the chief executive officer of PT Asia Pasifik Properti (APP) said. “The Jumeirah Group’s hotel and resort in Bali will include 105 luxury and 25 private villas,”
PT APP CEO Sukowati Sosrodjojo said in a statement. PT APP has allocated US $150 million or Rp1.4 trillion to build the Jumerah Bali Hotel and Resort, which will be located in south Jimbaran in Bali. The 11 hectares-wide property will have direct views of the Dreamland beach and flank an exclusive 18-hole golf course designed by Ronald Frame.
The hotel and resort will also offer various local and international cuisines at its three restaurants, a spa facility and a sophisticated fitness center. The new hotel will also have a wedding venue located atop a cliff, with spectacular sunset views and a business center equipped with a meeting room and high-speed communication technology.

To take in vitro fertilization program, according to Adnyana, a couple should meet several requirements such as it should be legitimate and the wife should not be older than 40 years. “The success rate of in vitro fertilization is not 100 percent. In Indonesia, the success rate is about 40 percent. The older the mother, the lower the success rate will be,” said Adnyana. Six processes should be followed when taking in vitro fertilization program. The first process was selection, where the couple would be selected to determine the readiness of the reproductive organs and seen what problems occurred in each partner. After declared to be ready, it was resumed with stimulation process. In this process, the mother’s egg cell formation would be stimulated with drugs to produce more than one egg. “The drugs
are expensive because it is still imported from outside. Indonesia still cannot produce such medicine,” said Adnyana. After the egg cell was produced, then the best egg would be taken. “After that, the egg cell is fertilized by sperm outside the womb. The process takes place in laboratory. After the formation of embryo, it is then transferred into the mother’s uterus and continued with the phase of strengthening the embryo in the mother’s uterus,” said Adnyana. From the process of embryo implantation until the mother was stated to be pregnant, according to Adnyana, it took approximately one month. “It usually takes a month to find out whether the mother has been pregnant or not,” said Adnyana. If the pregnancy had occurred, then the mother would undergo the process like a normal pregnancy except in case of complications. According to Adnyana, the process of pregnancy through in vitro fertilization from the beginning to pregnancy would cost about IDR 40 million to IDR 50 million. (san)

Management of waterfall tourist attraction at Sekumpul village, Sawan subdistrict, is starting to turn chaotic. Road access to the waterfall object has been fenced with erythrina trees by a resident so that the road access to the object is disturbed. The resident putting up the fence on the road was the landowner whose land currently used as the road to the tourist attraction. The resident was Komang Budiartawan, 30, from Kaja Kauh hamlet, Sekumpul village. Chief of Sawan Police, Nyoman Kartika, with permission of Buleleng Police Chief, T. Widodo Rahino, when asked for his confirmation in his office on Friday (Aug 17) justified the fencing against the land that had long been used as road body to the waterfall object at Sekumpul village. Furthermore, Kartika said the land of Budiartawan was a property right on behalf of his parents. Since the waterfall tourist object was visited by many domestic and foreign tourists he and his parents gave their land area of three meters width for the road body. As time went by, Budiartawan revoked the land for the benefit of his family. He then installed on fence with erythrina trees tied with polypropylene plastic rope. Nevertheless, Budiartawan still left his own property for the road body with the width of 1.3 meters. “Yes, we have received the information that Budiartawan, the landowner, installed on a fence on his own land and it was exploited for his benefit. He still left his land for the road body,” he said. According to Chief Kartika, the landowner indeed had legal evidence in the form of certificate of the land that had been used for the road body to Sekumpul Waterfall. To resolve the problem, it was informed there would be a meeting between the village authorities and his party. It would discuss a solution for the problem. Moreover, the road was vital and served as a tourism supporting facility. “The headman told if there will be a meeting to resolve the problem so that it will not be protracted,” said Chief Kartika while explaining that after the fencing of the land owned by Budiartawan the tourist visit to the Sekumpul waterfall looked to run as usual. Meanwhile, the information compiled at location told if it was trigger by disappointment of the land owner because he never got any compensation for many years over the land used as the road body to Sekumpul Waterfall. Since Ryan was introduced as Romney’s running mate on the presumptive GOP ticket, all the talk of the campaign has been about Medicare, not the economy. That’s because the Democrats tried to use the Wisconsin congressman’s plan to overhaul Medicare, essentially turning it into a voucher program for seniors to buy their own health insurance, to undermine support for Romney. But now, with the Republican National Convention just a week away, Romney, Ryan and their surrogates are using Medicare to hammer Obama, focusing on a $716 billion cut in funding for the program that was part of the Affordable Care Act. Ryan included those same cuts in his signature budget plan -- the same plan Romney has said he would sign if he becomes president -- but Ryan says he was forced to build his plan on those cuts because they were already signed into law. The $716 billion in cuts to Medicare in the Affordable Care Act do not affect benefits for seniors. Instead,
they reduce provider reimbursements and are intended to curb waste, fraud and abuse, but that has not stopped the GOP attacks. “Medicare should not be used as a piggy bank for ‘Obamacare,” Ryan said Saturday in a speech at The Villages, Fla., the nation’s largest retirement community. “Medicare should be used to be the promise that it made to our current seniors. China’s currency is facing strong downward pressure this year as the country’s once surging growth rates slow amid a stalling global economy and signs of capital flight after years of inflows. It is a new development for the yuan, once on a steady upward trajectory on the back of expectations that China’s impressive economic strength made the currency a one-way bet. The economy, though, has slowed for six straight quarters and the 7.6 percent year-on-year expansion in gross domestic product for the three months ended June 30 was the worst since the 2008-2009 global financial crisis. The yuan has dropped just one percent this year, but the fall has come after years of gains amid foreign pressure by China’s trading partners, especially the United States, who claimed it was undervalued. The China Securities Journal, a state newspaper, carried a front-page commentary this month saying markets have now accepted that the currency is on a weakening track, calling that a potential boon for the economy. A weaker yuan could spur positive effects
such as boosting exports, it added. Broader trends are also pressuring the yuan as the dollar has started to strengthen this year against other Asian currencies, said Bill Belchere, chief emerging markets economist at Mirae Asset Securities in Hong Kong. Analysts say that the decline so far in the yuan, also known as the renminbi, would be far larger if authorities were not providing a floor by selling some of China’s trove of $3 trillion in foreign reserves. “If it were freely traded today the RMB would be 10 percent below where it is,” said Shanghai-based independent economist Andy Xie. “That’s what the real economy is trying to get.” Xie added, however, that authorities cannot let that happen as they are dealing with a serious property slump which, if mishandled, could lead to a loss of confidence. “If the currency drops significantly, the property market will collapse,” he said. “They are trying to achieve some sort of soft landing.” The dollar traded late Friday at about 6.36 yuan. Though the Chinese currency is down one percent since the start of the year, it has risen about 30 percent over the past seven years. China has taken a series of steps since
July 2005 to loosen its grip on the yuan, but it remains highly controlled compared to the dollar, euro and yen, that float freely. The People’s Bank of China, the central bank, has since April set a daily central parity rate from which the yuan can only trade one percent up or down, though that is a doubling from the previous 0.5 percent band. Another reason economists cite for the yuan’s atypically bearish 2012 also includes capital outflows, evidenced by China in the second quarter recording its first capital account deficit since 1998. “There is a flight to quality,” said Alistair Thornton of IHS Global Insight in Beijing. “You’ve seen this against all broad emerging markets, you’ve seen risk-on, risk-off, all this capital leaving emerging markets.” Not everyone agrees. Wang Qinwei, China economist for Capital Economics, cites a surge in foreign currency deposits in China, which on the books are classified as an outflow, as likely pressuring the central bank to sell reserves. “Fears about capital leaving China are overdone,” he wrote in a report, adding that “firms are in less of a hurry to exchange foreign currency receipts into renminbi now that expectations for renminbi appreciation
have fizzled out”. The State Administration of Foreign Exchange said in a report in March that “expectations on the yuan’s unilateral appreciation have been broken”, citing volatility in global markets from late last year. “The weakening of the Chinese yuan indicates that the currency now fluctuates on both sides and suggests it has become more flexible, which is good for the Chinese economy,” Juzhong Zhuang, deputy chief economist at the Asian Development Bank in Manila, said in an email. Longer term, economists say the yuan’s prospects for a return to strengthening mode depend on recovery in the broader global economy and the government carrying out structural reforms. Last month, the International Monetary Fund said the yuan was now more closely aligned with China’s overall economy, yet remained “moderately undervalued”. Bali exported US$15.47 million worth of canned fish in the first half of this year or a 43.8 percent increase from the same period last year.
Exports of canned fish has continued to increase from Bali but the increase in the first six months of the year was especially high, an exporter said. Exports in the same period last year grew only by 10.83 percent in value, he said. I Ketut Teneng, the spokesman of the Bali regional administration, attributed the increase in earning to growing sales in volume. Bali exports of canned fish grew 54.05 percent on-year in volume to 5.24 tons in the JanuaryJune period this year, Teneng said. Canned fish is one of seven major export earners among Bali`s manufactured commodities. Exports of canned fish are determined by the market condition in international markets and
production of the commodity in Bali, he said. Teneng said the largest market for canned fish is Japan to which exports made up 42.39 percent of the total exports of canned shrimp and fish, followed by the United States accounting for 26.38 percent, Hong Kong 4.05 percent and Australia 3.12 percent. “Canned fish contributes 6.37 percent to Bali`s total export earning of US$242.96 million in the first half of the year,” Teneng said. Other main export commodities among manufactured goods from Bali include components of prefabricated houses, plastics, shoes bags and textiles and garments all contributing US$81.75 million or 33.65 percent to Bali`s total export earning, he added.

The minister also pointed out that the reduction in sentence granted to Corby is no different from cutbacks in the terms of
other inmates, which were also based on a recommendation owing to the absence of any violation of prison term at the Correction Centers. “Corby’s name will be removed from the remission recipient list if we receive a note from the correction center complaining about her,” Syamsuddin added. He noted that remission is every inmate’s right and should certainly not be used for discrimination, as per government regulation (PP) No. 28 year 2006, laid down in the “Terms and Procedures for Implementation of the Rights of Inmates”.

TOKYO — When Tokyo’s nationalist governor suggested buying uninhabited islands at the center of a long-simmering dispute with China, Beijing immediately denounced him and even Japan’s government played down the plan, fearing an international firestorm. Now activists on both sides have put the islands front-and-center in one of the biggest territorial flare-ups between the two Asian giants in years, a collision of the persistent animosities over Japan’s imperialist past and the new fears of China’s rising economic and military clout. An unauthorized landing by Japanese activists on a tiny island in what the Japanese call the Senkaku chain — and the Chinese call the Diaoyu — has sparked an outpouring of anger and anti-Japanese protests across China and fueled calls for aggressive government action that some fear could lead to a dangerous escalation of tensions. Japanese authorities on Monday questioned the 10 Japanese, including Tokyo city assembly members, who swam ashore on the disputed island the day before. News of the landing prompted thousands of Chinese to hold demonstrations in 10 cities, where protesters sang the Chinese national anthem or carried banners demanding Japan give up the islands. tourism, agrotourism, rural tourism, spiritual tourism and marine tourism. “The tourism businesses developed are in small and medium scale because the enthusiasts of this alternative tourism will come in a limited number of groups of tourists. Even, many of them are individuals, not mass tourism,” he said. He also gave some recommendations in the development of Bali tourism in the future. Some of them were encouraging the investment of quality tourist accommodation facilities beyond the region of Badung, Denpasar and Gianyar, anticipating the growth of tourist visit to Bali, improving the interest of domestic tourists to visit Bali by plane in the period of next 10-15 years and creating a mechanism that encouraged farmers to maintain their agricultural land, not selling it to be converted. The farmland in Bali did not only serve as an agricultural production factor but also served as a tourist attraction. The farmland which gave a natural view to tourists deserved to give compensation in the form of view incentive by the government taken from the hotel and restaurant tax (PHR). As a result, farmers would be willing to preserve their farmland not only for the interest of the agricultural sector but also for tourism sector. In the future, the number of foreign tourist visit would continue to increase with the growth rate of 5-10 percent per year. As predicted by the UNWTO, Bali locating in the Asia Pacific region would have a foreign tourist visit growth of averagely 6.5 percent per year. Even, by referring to the number of foreign tourist visit in 2011 coming to 2,756,579 people and the average growth of 6.5 percent, then the number of foreign tourists visiting Bali in 2020 was predicted to reach 4,859,000 people. JAKARTA - Tourism and Creative Economy Ministry has predicted that the amount of money in circulation during the 2012 Idul Fitri holidays will reach Rp11.55 trillion. “Based on data in 2011, we predict this year that about 16.5 million people will make trips during the 10-day Lebaran (Idul Fitri holidays) festivity with a total transaction of Rp11.55 trillion,” M Faried, the tourism promotion director of the tourism and creative economy ministry, said. He said that the ten-day period covered three days before the D day (D-3) and six days after the D-Day (D+6). The Idul Fitr holidays will fall on Sunday and Monday. The tourism ministry official said the assumption was made based on the calculation that 6-7 percent of the country`s population of 240 million would conduct trips with an average spending of Rp700 thousands. He said that the figure was a proof that local tourists contributed a lot to the national economy. Fried said that the spending of a foreign tourist was bigger than that of a local tourist. Yet, the number of local tourists who reach remote areas in the country are far bigger than foreign ones. “Thus, local tourists play more roles,” he said. In addition, the number of Indonesian population also increased, particularly in urban areas while their welfare is also improving. After all, most of women have also worked. This helps boost the number of local tourists conducting trips. The Central Board of Statistics (BPS) recorded that in the quarter of 2012 local tourists grew by 4.43 percent with an increase in the frequencies of trips by 2.33 percent compared with the same period last year. The number of local tourists in the first quarter of 2012 was recorded at 27.65 million with 53.86 million trips.

Dani Pedrosa claimed his second victory of the season as the Spaniard won the Indianapolis MotoGP in emphatic fashion on Sunday. We were spinning all of practice, but we had a good feeling. So today for the race I was confident,”

Pedrosa started on pole but was challenged in an eventful race that saw Ben Spies take control in the opening laps before the American’s hopes ended with 22 laps remaining when his engine blew forcing him to pull off the track. Pedrosa had a scare of his own when his bike wobbled with 12 laps to go and ran into the grass, but he soon recovered. “When I shifted again to first, the bike had a good kick on me and yeah, I al-
most lost control,” Pedrosa said. “But I kept the bike on the track. I lost one second on that lap.” Stoner fought through the pain of his injuries to finish fourth having only been declared fit to race on Sunday morning. In qualifying on Saturday the twice world champion was thrown off his bike and rolled across the grass. Federer won the first set in only 20 minutes, allowing Djokovic just 10 points. It was the first time in their 28 career matches that one of them took a set 6-0. TOKYO — When Tokyo’s nationalist governor suggested buying uninhabited islands at the center of a long-simmering dispute with China, Beijing immediately denounced him and even Japan’s government played down the plan, fearing an international firestorm. Now activists on both sides have put the islands front-and-center in one of the biggest territorial flare-ups between the two Asian giants in years, a collision of the persistent animosities over Japan’s imperialist past and the new fears of China’s rising economic and military clout. An unauthorized landing by Japanese activists on a tiny island in what the Japanese call the Senkaku chain — and the Chinese call the Diaoyu — has sparked an outpouring of anger and anti-Japanese protests across China and fueled calls for aggressive government action that some fear could lead to a dangerous escalation of tensions. Japanese authorities on Monday questioned the 10 Japanese, including Tokyo city assembly members, who swam ashore on the disputed island the day before. News of the landing prompted thousands of Chinese to hold demonstrations in 10 cities, where protesters sang the Chinese national anthem or carried banners demanding Japan give up the islands. Some vandals targeted Japanese-
brand cars. “Nationalist activists on both sides are working to exploit this issue for their own ends,” said Shinji Kojima, a professor emeritus of Chinese history at Tokyo University. “If both governments aren’t careful it could lead to a more serious conflict.” The Japan-China tensions are playing out against a backdrop of heightened concern over China’s increasingly assertive stance in territorial disputes across the south and east China seas. In July, Beijing announced that a South China Sea military garrison on a remote island was being proclaimed a city, underlining its claims to own the entire, potentially oil-rich region, which is disputed by many of its Southeast Asian neighbors. Japan’s chief Cabinet spokesman, Osamu Fujimura, called this weekend’s island landing “regrettable” because it was done without government approval. He also said it was an internal matter and China has no right to complain. “These islands are our territory,”

The landing was the latest in a series of moves by Chinese and Japanese activists since April, when Tokyo’s influential governor, Shintaro Ishihara, announced a plan to use public funds to buy several of the isles from a private Japanese citizen whom Japan says has legal ownership. The farmland in Bali did not only serve as an agricultural production factor but also served as a tourist attraction. In the future, the number of foreign tourist visit would continue to increase with the growth rate of 5-10 percent per year. As predicted by the UNWTO, Bali locating in the Asia Pacific region would have a foreign tourist visit growth of averagely 6.5 percent per year. JAKARTA - Tourism and Creative Economy Ministry has predicted that the amount of money in circulation during the 2012 Idul Fitri holidays will reach Rp11.55 trillion. “Based on data in 2011, we predict this year that about 16.5 million people will make trips during the 10-day Lebaran (Idul Fitri holidays) festivity with a total transaction of Rp11.55 trillion,” M Faried, the tourism promotion director of the tourism and creative economy ministry, said. He said that the ten-day period covered three days before the D day (D-3) and six days after the D-Day (D+6). The Idul Fitr holidays will fall on Sunday and Monday. The tourism ministry official said the assumption was made based on the calculation that 6-7 percent of the country`s population of 240 million would conduct trips with an average spending of Rp700 thousands. He said that the figure was a proof that local tourists contributed a lot to the national economy. Fried said that the spending of a foreign tourist was bigger than that of a local tourist. Yet, the number of local tourists who reach remote areas in the country are far bigger than foreign ones. “Thus, local tourists play more roles,” he said. In addition, the number of Indonesian population also increased, particularly in urban areas while their welfare is also improving. After all, most of women have also worked. This helps boost the number of local tourists conducting trips. The Central Board of Statistics (BPS) recorded that in the quarter of 2012 local tourists grew by 4.43 percent with an increase in the frequencies of trips by 2.33 percent compared with the same period last year. The number of local tourists in the first quarter of 2012 was recorded at 27.65 million with 53.86 million trips.

China’s currency is facing strong downward pressure this year as the country’s once surging growth rates slow amid a stalling global economy and signs of capital flight after years of inflows. It is a new development for the yuan, once on a steady upward trajectory on the back of expectations that China’s impressive economic strength made the currency a one-way bet. The economy, though, has slowed for six straight quarters and the 7.6 percent year-on-year expansion in gross domestic product for the three months ended June 30 was the worst since the 2008-2009 global financial crisis. The yuan has dropped just one percent this year, but the fall has come after years of gains amid foreign pressure by China’s trading partners, especially the United States, who claimed it was undervalued. The China Securities Journal, a state newspaper, carried a front-page commentary this month saying markets have now accepted that the currency is on a weakening track, calling that a potential boon for the economy. A weaker yuan could spur positive effects
such as boosting exports, it added. Broader trends are also pressuring the yuan as the dollar has started to strengthen this year against other Asian currencies, said Bill Belchere, chief emerging markets economist at Mirae Asset Securities in Hong Kong. Analysts say that the decline so far in the yuan, also known as the renminbi, would be far larger if authorities were not providing a floor by selling some of China’s trove of $3 trillion in foreign reserves. “If it were freely traded today the RMB would be 10 percent below where it is,” said Shanghai-based independent economist Andy Xie. “That’s what the real economy is trying to get.” Xie added, however, that authorities cannot let that happen as they are dealing with a serious property slump which, if mishandled, could lead to a loss of confidence. “If the currency drops significantly, the property market will collapse,” he said. “They are trying to achieve some sort of soft landing.” The dollar traded late Friday at about 6.36 yuan. Though the Chinese currency is down one percent since the start of the year, it has risen about 30 percent over the past seven years. China has taken a series of steps since
July 2005 to loosen its grip on the yuan, but it remains highly controlled compared to the dollar, euro and yen, that float freely. The People’s Bank of China, the central bank, has since April set a daily central parity rate from which the yuan can only trade one percent up or down, though that is a doubling from the previous 0.5 percent band. Another reason economists cite for the yuan’s atypically bearish 2012 also includes capital outflows, evidenced by China in the second quarter recording its first capital account deficit since 1998. “There is a flight to quality,” said Alistair Thornton of IHS Global Insight in Beijing. “You’ve seen this against all broad emerging markets, you’ve seen risk-on, risk-off, all this capital leaving emerging markets.” Not everyone agrees. Wang Qinwei, China economist for Capital Economics, cites a surge in foreign currency deposits in China, which on the books are classified as an outflow, as likely pressuring the central bank to sell reserves. “Fears about capital leaving China are overdone,” he wrote in a report, adding that “firms are in less of a hurry to exchange foreign currency receipts into renminbi now that expectations for renminbi appreciation
have fizzled out”. The State Administration of Foreign Exchange said in a report in March that “expectations on the yuan’s unilateral appreciation have been broken”, citing volatility in global markets from late last year. “The weakening of the Chinese yuan indicates that the currency now fluctuates on both sides and suggests it has become more flexible, which is good for the Chinese economy,” Juzhong Zhuang, deputy chief economist at the Asian Development Bank in Manila, said in an email. Longer term, economists say the yuan’s prospects for a return to strengthening mode depend on recovery in the broader global economy and the government carrying out structural reforms. Last month, the International Monetary Fund said the yuan was now more closely aligned with China’s overall economy, yet remained “moderately undervalued”. A stronger currency would increase household purchasing power and facilitate reform of the financial sector, among other positives, the IMF said in a report. “Currency appreciation continues to be an important component of the package of reforms needed to transform China’s economy,” it said.

Exports of canned fish has continued to increase from Bali but the increase in the first six months of the year was especially high, an exporter said. Exports in the same period last year grew only by 10.83 percent in value, he said. I Ketut Teneng, the spokesman of the Bali regional administration, attributed the increase in earning to growing sales in volume. Bali exports of canned fish grew 54.05 percent on-year in volume to 5.24 tons in the JanuaryJune period this year, Teneng said. Canned fish is one of seven major export earners among Bali`s manufactured commodities. Exports of canned fish are determined by the market condition in international markets and
production of the commodity in Bali, he said. Teneng said the largest market for canned fish is Japan to which exports made up 42.39 percent of the total exports of canned shrimp and fish, followed by the United States accounting for 26.38 percent, Hong Kong 4.05 percent and Australia 3.12 percent. “Canned fish contributes 6.37 percent to Bali`s total export earning of US$242.96 million in the first half of the year,” Teneng said. Other main export commodities among manufactured goods from Bali include components of prefabricated houses, plastics, shoes bags and textiles and garments all contributing US$81.75 million or 33.65 percent to Bali`s total export earning, he added.

The minister also pointed out that the reduction in sentence granted to Corby is no different from cutbacks in the terms of
other inmates, which were also based on a recommendation owing to the absence of any violation of prison term at the Correction Centers. “Corby’s name will be removed from the remission recipient list if we receive a note from the correction center complaining about her,” Syamsuddin added. He noted that remission is every inmate’s right and should certainly not be used for discrimination, as per government regulation (PP) No. 28 year 2006, laid down in the “Terms and Procedures for Implementation of the Rights of Inmates”.

Six processes should be followed when taking in vitro fertilization program. The first process was selection, where the couple would be selected to determine the readiness of the reproductive organs and seen what problems occurred in each partner. Management of waterfall tourist attraction at Sekumpul village, Sawan subdistrict, is starting to turn chaotic. Road access to the waterfall object has been fenced with erythrina trees by a resident so that the road access to the object is disturbed. The resident putting up the fence on the road was the landowner whose land currently used as the road to the tourist attraction. The resident was Komang Budiartawan, 30, from Kaja Kauh hamlet, Sekumpul village. Chief of Sawan Police, Nyoman Kartika, with permission of Buleleng Police Chief, T. Widodo Rahino, when asked for his confirmation in his office on Friday (Aug 17) justified the fencing against the land that had long been used as road body to the waterfall object at Sekumpul village. Furthermore, Kartika said the land of Budiartawan was a property right on behalf of his parents. Since the waterfall tourist object was visited by many domestic and foreign tourists he and his parents gave their land area of three meters width for the road body. As time went by, Budiartawan revoked the land for the benefit of his family. He then installed on fence with erythrina trees tied with polypropylene plastic rope. Nevertheless, Budiartawan still left his own property for the road body with the width of 1.3 meters. “Yes, we have received the information that Budiartawan, the landowner, installed on a fence on his own land and it was exploited for his benefit. He still left his land for the road body,” he said. According to Chief Kartika, the landowner indeed had legal evidence in the form of certificate of the land that had been used for the road body to Sekumpul Waterfall. To resolve the problem, it was informed there would be a meeting between the village authorities and his party. It would discuss a solution for the problem. Moreover, the road was vital and served as a tourism supporting facility. “The headman told if there will be a meeting to resolve the problem so that it will not be protracted,” said Chief Kartika while explaining that after the fencing of the land owned by Budiartawan the tourist visit to the Sekumpul waterfall looked to run as usual. That’s because the Democrats tried to use the Wisconsin congressman’s plan to overhaul Medicare, essentially turning it into a voucher program for seniors to buy their own health insurance, to undermine support for Romney. But now, with the Republican National Convention just a week away, Romney, Ryan and their surrogates are using Medicare to hammer Obama, focusing on a $716 billion cut in funding for the program that was part of the Affordable Care Act. Ryan included those same cuts in his signature budget plan -- the same plan Romney has said he would sign if he becomes president -- but Ryan says he was forced to build his plan on those cuts because they were already signed into law. The $716 billion in cuts to Medicare in the Affordable Care Act do not affect benefits for seniors. Instead,

GRANTS PASS, Ore. — Amateur cave explorers have found a new family of spiders in the Siskiyou Mountains of Southern Oregon, and scientists have dubbed it Trogloraptor — Latin for cave robber — for their fearsome front claws. The spelunkers sent specimens to the California Academy of Sciences in San Francisco, which has the West Coast’s largest collection of spiders. Entomologists there say the spider — reddish brown and the size of a half dollar — evolved so distinctly that it requires its own taxonomic family — the first new spider family found in North America since the 1870s. “It took us a long time to figure out what it wasn’t,” said Charles Griswold, curator of arachnids at the academy. “Even longer to figure out what it is. We used anatomy. We used DNA to understand its evolutionary place. Then we consulted other experts all over the world about what this was. They all concurred with our opinion that this was something completely new to science.” “It’s a good example of how science works — professional and citizen scientists share information,” he added. The discovery is described in the Friday online edition of the journal ZooKeys.

In India, “all eyes will be on food inflation - whether the impact of a weak monsoon feeds into food prices,” Samiran Chakraborty, regional head of research at Standard Chartered Bank was quoted by Dow Jones Newswires as saying. Monsoon rains were 15.2 percent below average in mid-August, according to latest data from India weather bureau, and Asian rice prices are forecast to rise by as much as 10 percent in the coming months as supplies tighten. According to the politician fondly called Seno, since the international hospital was focused on service to foreign tourists, so the characteristic of the management should refer to the tourist visit rate to Bali. So far, the Australian tourist was always ranked first in terms of hotel occupancy and length of stay. PT APP CEO Sukowati Sosrodjojo said in a statement. PT APP has allocated US $150 million or Rp1.4 trillion to build the Jumerah Bali Hotel and Resort, which will be located in south Jimbaran in Bali. The 11 hectares-wide property will have direct views of the Dreamland beach and flank an exclusive 18-hole golf course designed by Ronald Frame.
The hotel and resort will also offer various local and international cuisines at its three restaurants, a spa facility and a sophisticated fitness center. non-Muslims,” she said. The Bali branch will remain open 24 hours until the end of the day today. “We have 40 units of blood type A, 60 units of blood type B, 30 units of blood type O and 10 units of blood type AB,” Made stated. “We think the supply is adequate for the Id-ul-Fitr period. Besides,
there will be no surgical operations unless it is an emergency,” she added. Made noted that the hospitals in Denpasar and Badung districts needed about 100-120 units of blood. About 80 percent of the blood supply came from donors and families of patients who needed blood, she said.

To avoid Bali from being ‘torn apart’ Regional Regulation on spatial planning should serve as a ‘commander’
CONVERSION of land use sooner or later will have various impacts on the environment. Accuracy of the farmland area is very much needed along with the efforts to prepare a set of spatial planning on the future land utilization in Bali in line with the vision of the development so that Bali will not be ‘torn apart’ by temporary interests of irresponsible entrepreneurs. All the parties should preserve the regional spatial planning of the province (RTRWP) as set forth in the Regional Regulation No: 16/2009. More importantly, it is required a certainty and firmness in preserving the land utilization outlined by the spatial planning. An expert of spatial planning, Dr. Rumawan Salain, confirmed the matter in the seminar entitled ‘Critical Analysis of Bali Development to Achieve People’s Welfare’ in the Postgraduate Studies Hall, Wednesday (Aug 15). In a paper entitled “A Concept of Environmental Planning, Spatial Regulation and Transportation Policy” co-prepared by Prof. Dr. Made Sudiana Mahendra and Dr. IKG Dharma Putra, Rumawan Salain said there were some strategic issues about the environment in Bali. Some of them were the proportion of forest only coming to 23 percent where it was less than the target of 30 percent of the total area, critical land area of 9.81 percent and potentially critical land area of 44.3 percent of the total area, rice field conversion rate reaching 661 hectares per year, people’s forest of 820 hectares per year and coastal erosion in 1987 increased by 11 percent to 20 percent of the total length of the beach. “As a small island, Bali is also vulnerable to natural disaster like tsunami, earthquake and sensitive to climate change,” he explained. According to Rumawan Salain, the most effective regulation to preserve the Island of Bali from the increase in development in terms of spatial planning was controlling the spatial utilization as well as purely and consistently implementing the Regional Regulation No. 16/2009 on the RTRWP. He mentioned the growing exploration of land for the construction of tourism facilities, housing, including apartments, villas, condos, and others had an impact on the understanding about the land utilization efficiency. “As a result, it results in violation against the provisions of building height as well as the borderline of river, ravine and beach. Even, some of them infringe the sacred area,” he said. A control over the spatial planning in response to various indications that would ‘devour’ the spatial change and environment of Bali was by immediately issuing a regulation in the form of Gubernatorial Regulation as mentioned in the Regional Regulation No. 16/2009 on the RTRWP. Additionally, all the regencies/municipality should have completed and passed their own legislation on the regency/ municipality spatial planning (RTRWK) as the Denpasar Municipality did. Another aspect needed following up after stipulating the RTRWK was the planning of more binding zoning plan. “No less important measure is completing the strategic area
planning in accordance with the hierarchy where there is an area becoming the national, provincial and ‘municipal’ authority such as the Benoa Harbor,” he said. Transportation infrastructure
This lecturer at the Engineering Faculty of the Udayana University added that transportation also had a very close relationship to spatial planning. Therefore, the intercity spatial arrangement with the regency should consider and refer to regional and national spatial planning. Even, the sea and air transportation network could map its network. “Currently, there are many important issues about transportation and infrastructure in Bali. They are traffic congestion in urban areas and tourist areas, low utilization of public transportation and lack of mass public transportation, low accessibility of South Bali to North Bali, limited capacity of the airport as a gateway for tourism,” he explained. Bali with its strategic location in terms of geographic position, he said, should be able to take the opportunity by building and developing a sea and air network more extensively and diversely. Bali could grow and develop into a hub of import and export as well as supplier to central region of Indonesia, or to closer areas such as Nusa Tenggara. “On the one hand, it increases the income, while on the other hand it triggers the increase in the number of motor vehicles, or domestic and foreign tourists. Therefore, the burden of Bali in terms of transportation will be complete. The increase in population, number of vehicles and mode of transportation as well as incomparable growth of road section to the growing number of vehicles and its riders will result in the overcrowded transportation in urban centers,” he said. Furthermore, Rumawan said that indicator of the environmental performance in Bali (as in the Guidelines for National Development Planning Agency, 2012) had not reflected the actual condition of the environment as a whole based on two main indicators, namely the rehabilitation of forest areas
and green open space in the provincial capital. He said the programs and activities of regional government in the environmental field had not been able to handle all the environmental issues in Bali as reflected by the limited scope of activities in each program/aspects planned and realized. “Until 2012, there have been no development programs that can fully support the implementation of the eco-friendly development in Bali,” he criticized. Rumawan Salain asserted that environmental arrangement in Bali should be implemented in integrated manner within each sub-area, as outlined in each program and activity believed to be capable of holistically handling all the parameters of the environment. The efforts to achieve the eco-friendly development of Bali should be implemented by combining the roles of government programs with the role of relevant parties and stakeholders in implementing the Bali environmental protection and management. “The environmental arrangement program is aimed at the efforts of protection, management, recovery and mitigation of major problems and environmental damage in Bali which include the destruction of forests, reduction of biodiversity, degradation of dry lands, land degradation caused by quarry C, erosion, watershed damage, the issue of water resources and water availability, floods and droughts, seawater intrusion, water pollution, air pollution, damage to coral reefs, mangrove forest destruction, waste and sewage problems, problems of environmental sanitation, lack of awareness and participation of community in environmental management, weak law enforcement in environmental management and low utilization of the eco-friendly energy,” he said while adding that maximizing the utilization of information technology (modeling, remote sensing and geographic information system) and extensive networking should also be performed in the efforts of environmental protection, management and restoration. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

DENPASAR - Measures of Bali Government to terminate the development of tourist accommodation in Badung, Gianyar and Denpasar are still glanced at one eye. This moratorium policy is just like a ‘paper tiger’ as unable to stem the development in three regions. Weak law enforcement on the moratorium is also revealed in the seminar entitled “Critical Analysis of Bali Development to Achieve People’s Welfare” held in the Postgraduate Studies Hall of the Udayana University. Chairman of the Center for Culture and Tourism Research, Udayana University, Agung Suryawan Wiranatha, PhD., on that occasion stated that tourism development in Bali needed to be balanced between the South and North, West and East Bali. On that account, there should be political will of the government to manage the new investment
in tourism sector in order to be placed outside the regions. To that end, the government had issued a moratorium to discontinue the construction of star hotels. Unfortunately, in practice the policy had not been able to stem the hotel construction. “The moratorium issued by the government is widely got around.
The hotels established after the issuance of moratorium are no longer star hotel, but condotel and rental house. Therefore, they are classified into non-star hotel,” he revealed. Suryawan Wiranatha explained the effort to get around the moratorium was known by counting the total growth in the number of star hotel rooms. In 2009, the
total hotel rooms in Bali reached 46,000 and until 2011 there was an increase of about 16,000 rooms or totally reached 62,000. By region, the Badung Regency was ranked first namely reaching 77 percent. However, the chart growth of star hotel in Badung declined to 74 percent. Nevertheless, in terms of the non-star hotel growth in 2011, an extraordinary surge of 54 percent occurred in Badung Regency, while the growth in 2009 was only 41 percent. “The number of star and non-star hotel rooms in 2000 was almost balanced, but suddenly surged where the non-star hotel was much higher than star hotel. In our opinion, it is strange because
