LONDON - Pippa Middleton, sister of Britain’s Duchess of Cambridge and possibly the country’s most eligible single woman, is engaged to marry a hedge fund millionaire. Boyfriend James Matthews went down on one knee to propose to Pippa, 32, on a walk last weekend in the picturesque Lake District in northwest England. Pippa said ‘Yes’, the Daily Mail reported on Tuesday citing sources close to the couple. Pippa turned heads when sister Kate married Prince William in 2011, wearing a figure-hugging Alexander McQueen dress that earned her the nickname ‘her royal hotness’ and launched her onto the society pages of Britain’s celebrityobsessed tabloid press. Outrage in India woman allegedly raped twice by same men

ROHTAK - A passer-by found the Indian student unconscious in the bushes of a park outside Rohtak and took her to a hospital. The 21-year-old later told police that she was not only drugged and gang-raped, but that two of her attackers drugged and raped her three years earlier. The woman, a Dalit, the lowest caste in Indian society, was returning home from college, where, according to a cousin, she excels in math and is studying to become a government worker with hopes of one day advocating for women’s rights. That’s when the five men allegedly snatched her, said Pushpa Khatri, deputy superintendent of Rohtak police, which are leading the investigation. “They were in the car. I saw them

and got scared. They forced me into the car and then they strangled me,” the woman told CNN affiliate News 18 of the July 13 attack in the northern state of Haryana. The woman is in stable condition at a Rohtak medical institute but remains in a state of shock, her cousin said. CNN is not identifying her cousin because Indian law prohibits the disclosure of information that would identify a rape victim. CNN also has its own policy against

identifying rape victims. Arrests On Tuesday, police announced they had arrested three suspects. It’s not clear if the alleged perpetrators from the 2013 attack were among the three arrested. Police said they are working to find the other two suspects, along with the car used to abduct the woman. Security doesn’t stop protesters from entering a hospital where a woman is treated in an alleged rape. The suspects are scheduled to appear in court Wednesday. Per Indian law, police generally have 24 hours from the time of the arrest to finish their investigation, but authorities have said they will petition

the court to hold the men longer as they finish their probe. Courts typically grant the police 15 days in these situations, but depending on the crime, the extension could be as long as 90 days. Police have formed teams to arrest the accused, who come from different parts of the state of Haryana. They’ve also sent teams to Bhiwani, the Haryana city where the alleged 2013 rape occurred, police said. One of the suspects has given police closed-circuit TV footage showing he was not in Rohtak at the time of last week’s alleged rape, police told News 18. Another suspect provided call records indicating he

was in Ambala, roughly a threehour drive from Rohtak. Police told the station they are working to verify the alibis. Over 80? Too few medications might be dangerous

Physician-assisted suicide, euthanasia: increasingly legal but still rare

CALIFORNIA - Legalized euthanasia and physician-assisted suicide are mainly used by patients with cancer, but remain rare, according to a new analysis of such programs. In the last year alone, California has legalized physician-assisted suicide, Canada legalized both physician-assisted suicide and euthanasia, and Colombia performed its first legal euthanasia, said John Urwin, a study author from the Perelman School of Medicine at the University of Pennsylvania in Philadelphia. “In order to inform current debates, it’s imperative to understand current laws and practices.” Definitions of euthanasia and physician-assisted suicide vary between countries, Urwin and his colleagues write in JAMA. Generally, they explain, euthanasia is when a doctor takes action to end a patient’s life. When patients take physician-prescribed pills to end their lives, it’s known as physician-assisted suicide.

The researchers assessed the legal status of euthanasia and physician-assisted suicide by reviewing polling data and published surveys of the public and physicians, official state and country databases, interview studies with physicians and death certificate studies for the period 1947 to 2016. They found no evidence for widespread abuse of these practices, according to their report. In addition to Canada and Colombia, the practices are at least partially legal in the Netherlands, Belgium and Luxembourg. Physician-assisted suicide is also legal in the U.S. states of Oregon, Washington, Montana and Vermont. Overall, support for physicianassisted suicide and euthanasia varies around the world.

Support for physician-assisted suicide in the U.S. increased from 37 percent in 1947 to 53 percent in the early 1970s and leveled off around 1990, with two-thirds of people in the U.S. supporting the practice. In Western Europe, they write, support for physician-assisted suicide and euthanasia is strong and increasing. Meanwhile, support is decreasing in Central and Eastern Europe. Researchers need better data on practices in countries with and without legalized physician-assisted suicide and euthanasia, Urwin told Reuters Health by email. His team found that in countries where the practices are legal, 0.3 to 4.6 percent of deaths are attributed to physician-assisted suicide and euthanasia. Over two-thirds of cases involved patients with cancer, they write. (rtr)

GHENT - With all the talk about the risks of “polypharmacy” – being prescribed more than five medications – it might be surprising to learn that not receiving enough of the right prescriptions can also significantly increase your risk of being hospitalized or dying. Yet that is exactly what a new study from Belgium finds. “Absence of polypharmacy is not a simple indicator of quality of care,” Dr. Maarten Wauters from Ghent University told Reuters Health. “Patients with just a few medications could be at risk of missing essential and beneficial medications.” Wauters’ team looked for possible links between prescriptions and hospitalizations and death in their study of 503 people aged 80 years and older who were living at home. Unlike earlier studies that focused on polypharmacy, the researchers also studied medication underuse (not having a prescription for a medical condition) and misuse (receiving an inappropriate prescription or not using it optimally). More than half of the study participants were taking five or more medications, but still, two-thirds were not receiving medications they should have, and 56 percent were misusing medications. Four out of 10 patients were both underusing and misusing medications. “Only in 9 percent of this population, no polypharmacy, no underuse, and no misuse was observed,”

Wauters said by email. The most common health problems participants had were high blood pressure, osteoarthritis and high cholesterol. Drugs for heart problems, blood thinning and nervous system problems were the most commonly taken. During the 18 months covered by the study, 9 percent of individuals died and 31 percent had to be hospitalized. The risk of death increased by 39 percent for each additional prescription an individual should have received but didn’t, and the risk of hospitalization increased by 26 percent for each underused prescription. Individuals who didn’t receive three or more medications they should have were almost three times as likely to die and twice as likely to be hospitalized as those who received all of the appropriate medications. The most commonly underused drugs were so-called ACE inhibitors for people with heart failure, and blood thinners and statins for people with documented heart or vascular disease. These were followed by inhalers for asthma or COPD and vitamin D or calcium for people with osteoporosis. The most commonly misused drugs were benzodiazepines, tranquilizers that should not be taken for more than four weeks. These were followed by duplicated drugs, such as two similar pain killers, two medications for blood thinning or two antidepressants from the class known as SSRIs. (rtr)

SINGARAJA - Renewable electrical energy is developed by PT Panji Muara Raya (PMR) at Tukad Muara, Sambangan village, Sukasada. As the first one established in Bali, it will produce eco-friendly energy through minihydro power plant (PLTM). It has the capability of generating electricity of 2.3 MW. The power plant utilizing a turbine engine made in Europe chiefly Austria is generated by natural irrigation water. According to Director of PT. Panji Muara Raya, Andri Doni, the

He claimed the renewable energy produced by the minihydro power plant will support the electricity needs in the future. “It is the first private mini-hydro project in Bali. Thus, it becomes the proud of the PLN and is the only one in Bali. hydro power plant has reached 92 percent. It is different from the Celukan Bawang power plant fueled by coal. The irrigation water has been used by people since the 1987s. The water comes from streams under Lake Buyan and Lake Tamblingan, flowing naturally,” he added. Doni who is also the Deputy

There is possibility if this can be made into a pilot project in the future and developed to other regions having higher water flow in Bali. “PLN is going to commercialize the mini-hydro power plant to tourism sector. To check runway, Ngurah Rai Airport temporarily closed

MANGUPURA - Ngurah Rai International Airport was temporarily closed on Monday (Jul. 18) because PT Angkasa Pura I alleged there were damages to the runway 09 located in the eastern side of the airport. Management issued a Notice to Airmen (Notam) A2077/16 stating if the airport is temporarily closed starting at 9:30 through 10:12.

North Korea says missile test simulated attack on South’s airfields

SEOUL - North Korea said on Wednesday it had conducted a ballistic missile test that simulated preemptive strikes against South Korean ports and airfields used by the U.S. military, a likely reference to the launches of three missiles on Tuesday.

The North’s leader, Kim Jong Un, supervised the exercise that successfully tested the simulated detonation of nuclear warheads mounted on missiles, its official KCNA news agency reported. It did not give the date of the exercise, as it customarily reports activities of its leader without dates or locations. Rodong Sinmun, the ruling Workers’ Party’s official newspaper, carried photographs of Kim with military aides, apparently observing a ballistic missile exercise. North Korea fired three ballistic missiles that flew between 500 km and 600 km (300-360 miles) into the sea off its east coast, South Korea’s military said, in defiance of UN Security Council resolutions and the latest in a series of provocative moves by the isolated country after a series of nuclear weapons tests. “The drill was conducted by limiting the firing range under the simulated conditions of making preemptive strikes at ports and airfields in the operational theatre in South Korea where the U.S. imperialists’ nuclear war hardware is to be hurled,” KCNA said. “And it once again examined the operational features of the detonating devices of nuclear warheads mounted on the ballistic rockets at the designated altitude over the target area.” Yang Uk, a senior researcher at the Korea Defence and Security Forum and a policy adviser to the South Korean navy, said there was little firm evidence to suggest the North had succeeded in developing a nuclear warhead for missiles. “But it’s a reminder that they are continuing to pursue nuclear warhead development, and that itself is an escalation of risks for us,” he added. Tuesday’s missile launches were seen as a show of force a week after South Korea and the United States chose a site in the South to deploy the Terminal High Altitude Area Defence (THAAD) anti-missile system to counter threats from the North. LONDON - Prime Minister Theresa May will try to reassure allies over Britain’s vote to leave the European Union when she meets German Chancellor Angela Merkel on Wednesday and then heads to France in her first foreign trips as leader. May, appointed a week ago after her predecessor David Cameron resigned over the result of the EU vote, will make clear she will not be rushed into triggering Britain’s divorce because she says she needs time to form a negotiating stance. But by heading to Germany and France, soon after visiting Scotland and Wales to underline her desire to keep Britain united, May will sound out two of the EU’s most powerful leaders, Merkel and French President Francois Hollande, as she gears up to launch the complex negotiation for Britain’s exit. a strong working relationship that we can build upon and which I hope to develop with more leaders across the European Union in the weeks and months ahead,” she said in a statement. “I do not underestimate the challenge of negotiating our exit from the European Union and I firmly believe that being able to talk frankly and openly about the issues we face will be an important part of a successful negotiation.” May’s spokeswoman characterised the visits as “a first conversation” and said the prime minister would not get into detailed discussions on Brexit. EU leaders have said they will not enter into formal negotiations with Britain until it invokes Article 50 of the EU’s Lisbon Treaty to trigger the exit procedure. But there is a clear desire for May to scope out attitudes in Europe, especially with Merkel. BUSINESS Turkmenistan limits access to foreign currency as exports fall-sources

ALMATY - Turkmenistan, Central Asia’s biggest gas exporter, has restricted access to foreign currency for local companies and individuals in response to a sharp fall in export revenues, Turkmen businessmen say. Foreign currency controls would normally be a crisis measure implemented when a country is worried its foreign currency reserves are being seriously depleted. In the case of Turkmenistan, the government does not disclose the size of its reserves, so it is difficult to gauge how serious the problem is. The central bank and finance ministry did not respond to Reuters questions on the subject. Any economic crisis could have farreaching consequences in Turkmenistan, an ex-Soviet country that borders Iran and Afghanistan. It has been under one-party rule for 25 years. Turkmenistan has long relied on gas supplies to Russia as its main source of hard currency revenue. Moscow halted purchases in January after sharply reducing them last year in a pricing dispute. Total Turkmen exports dropped 38.5 percent last year and were down a further 41.5 percent in the first quarter, the most recent period for which official data is available. Late last year the central bank stopped selling foreign currency to local businesses, said one Turkmen entrepreneur who spoke on condition of anonymity because he feared official retribution for speaking openly about the issue. Foreign exchange operations are now handled by commercial banks which have a varying degree of access to foreign currency, the businessman said. He said companies working on priority projects, such as the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, were still able to access foreign currency. Another project moving at full steam is the construction of facilities for the 2017 Asian Indoor and Martial Arts Games, a matter of prestige for the Ashgabat government. For anyone else, finding dollars or euros has become a tough task. Another Turkmen businessman, also speaking on condition of anonymity, told Reuters that after requesting $10,000 from his bank, he would only get $500. The restrictions on businesses accessing foreign currency have not been previously reported. Turkmenistan’s central bank forwarded all requests for comment to one official who could not be reached by telephone despite repeated calls over several days. The Finance Ministry said it had no information on the matter. FOREX SHORTAGE Turkmenistan’s central bank has kept the exchange rate for the manat currency fixed

since a 19-percent devaluation in early 2015. On the black market, the manat is quoted at about 5.5-6.0 per dollar, against the official rate of 3.5 per dollar. The black market though does not have enough foreign currency in circulation to meet demand. Consumers also face problems. Ordinary Turkmens can only buy their monthly pay’s worth in foreign currency at local banks, upon presenting a pay slip. Money transfers from abroad made through the Western Union system are being paid out only in local currency since June, according to a Reuters correspondent in Ashghabat. A Russia-based customer service representative at WU said the company had no special restrictions on transfers sent to and from Turkmenistan. A Dubai-based WU spokeswoman for the region could not be reached for comment. “When I travel abroad I have to go to each one of my relatives and friends to get as much foreign currency as I can,” said the first businessman. “My bank still hasn’t completely filled an order I placed last December.” Because of the shortage of foreign currency, prices for imported goods have soared. One of the businessmen said his family’s grocery bill has gone up by a quarter over the last 12 months and some items, such as electronics, have become 50 percent more expensive. PROTECTING RESERVES The central bank does not publish data about its reserves. The International Monetary Fund said last November that Turkmenistan had sufficient foreign reserves to cover about 30 months worth of imports, which by the IMF’s standards is a comfortable level. However, with no reported progress on resuming gas exports to Russia, Ashgabat may be trying to eke out its reserves for as long as possible by imposing restrictions now. In Russia’s absence, China has become the main buyer of Turkmen gas, purchasing about 30 billion cubic metres a year, or three-quarters of what Russia used to buy at the peak. It is unknown how much China pays for that gas. If the contracts are in line with global practice, the prices will be linked to oil benchmarks and so will be well below

ISTANBUL - Turkey vowed to root out allies of the U.S.-based cleric it blames for an abortive coup last week, widening a purge of the army, police and judiciary on Tuesday to universities and schools, the intelligence agency and religious authorities. Around 50,000 soldiers, police, judges, civil servants and teachers have been suspended or detained since the coup attempt, stirring tensions across the country of 80 million which borders Syria’s chaos and is a Western ally against Islamic State. “This parallel terrorist organisation will no longer be an effective pawn for any country,” Prime Minister Binali Yildirim said, referring to what the government has long alleged is a state within a state controlled by followers of Fethullah Gulen. “We will dig them up by their roots,” he told parliament. New Counterterrorism Chief To Strengthen Deradicalization, Anti-radicalization Programs

JAKARTA- Commissioner General Suhardi Alius, who was newly installed by President Joko Widodo (Jokowi) as chief of the National Counter-Terrorism Agency (BNPT), has vowed to strengthen deradicalization and anti-radicalization programs as measures to eradicate terrorism. Radicalism is based on an ideology, which is not easy to deal with, Alius stated after his inauguration at the presidential palace, here, Wednesday. The deradicalization program will target those familiar will or following the radical ideology, while the antiradicalization program is meant for those who have not been influenced by radicalism. “We will optimize (the programs). We will embrace all, including NGOs, mass organizations, and prominent religious figures. The religious community will also be involved,” Alius emphasized. Deradicalization efforts will be carried out in regions considered prone to the extremist ideology, such as Java Island and West Nusa Tenggara. Counter-terrorism is a national responsibility, with BNPT as the agency in charge, he remarked. Persuasive actions will be prioritized in dealing with terrorism, in addition to tough actions to repress extremists, Alius, former chief of the Polices Crime Investigation Department and deputy chief of the Jakarta Police, stated.

Alius also pledged to carry forward the programs implemented by his predecessor, former BNPT chief Tito Karnavian, who was promoted to the post of the National Police chief. President Jokowi called Alius for a meeting after his inauguration at the State Palace. “According to the presidents directives, terrorism is no longer merely a national but already a global threat. It means that we should implement systematic measures to strongly counter it. Of course, it should be within the framework of pluralism and nationalism,” he said. Aliuss appointment was lauded by Deputy Chairman of the Commission III of the House of Representatives Mulfachri Harahap. “I think Mr Suhardi is one of the best high-ranking police officers and has several achievements to his credit,” he pointed out. Harahap hoped the new chief will prioritize preventive measures and will optimize intelligence services to detect terror groups or threats. Earlier, Police Chief General Karnavian expressed belief in Alius capability, as he had good managerial and leadership skills, among other qualities. “He has also established excellent relations with Islamic mass organizations, civil society activists, as well as the TNI (Indonesian Defense Forces), the National Police, and other institutions. JAKARTA - The institution and role of the Food and Drug Supervisory Agency (BPOM) should be strengthened, so that it can intensively conduct on-field tasks, according to a leader of a consumer institution. The appointment of Penny Kusumatuti Lukito as head of the BPOM should offer the right momentum to reinforce the institution through an internal improvement drive, Chairman of the Indonesian Consumer Institution (YLKI) Tulus Abadi stated. “The new BPOM head should make internal improvements, so that the agency could effectively carry out its on-field duties,” Tulus noted in a press statement here on Wednesday. Penny should be able to make improvements in the BPOM, so that it can function more effectively. The fake vaccine case is a testament

to the fact that the BPOM needs to be offered greater room to conduct its supervisory task, and the role of the institution should not be reduced adversely, Tulus remarked. “After all, several supervisory failures by the Health Ministry and the health services in the regions have come to light,” he pointed out. Hence, Tulus proposed that the discourse on the draft law on BPOM, which was once held in the House of Representatives (DPR), needs to be reconsidered. The president and DPR can take the initiative to reconsider the Bill on BPOM. Moreover, now is the ASEAN Economic Community era where the flow of foreign goods into Indonesia would increase. Thus, it is important to strengthen BPOM.

“To this end, we hope the new BPOM chief will work hard, and this will merely not mean an allocation of position. The new chiefs capabilities will be tested, and all Indonesians are waiting for her to deliver,” the YLKI chairman stated. President Joko Widodo installed the new chiefs of the National Counter-terrorism Agency (BNPT) and the National Agency of Drug and Food Control (BPOM) at the Presidential Palace here on Wednesday. JAKARTA - The House of Representatives (DPR) endorsed nine members of the Indonesian Broadcasting Commission (KPI) for the 2016-2019 term at a plenary meeting here on Wednesday. “Let us ask members of the plenary session whether the House Commission Is report on the fit and proper test conducted on the KPI members can be approved,” DPR Deputy Chairman Fadli Zon said at the parliament building here. In reply, all the DPR members who were present at the plenary session agreed to the appointment of the nine KPI commissioners. The nine KPI commissioners were elected after passing through a selection process on Monday and Tuesday. In his address to the plenary ses-

sion, Chairman of the House Commission I Abdul Kharis Almasyhari said as per presidential decree number 90 of 2013 concerning the KPI central executive board, the term of office of the present KPI commissioners will end on July 27, 2016. He said the House Commission I has conducted a fit and proper test on 27 candidates for the KPI commissioners. “The fit and proper test ran smoothly and openly. After the fit and proper test finished, we held an internal meeting to elect the nine KPI commissioners,” he said. The nine KPI commissioners are Nuning Rodiyah, Sudjarwanto Rahmat Muh Arifin, Yulindre Darwis, Ubaidilah, Dewi Setyarini, Obsatar Sinaga, Mayong Suryo Laksono, Hardly Stefano Fenelon Pariela, and Agung Suprio. Kenyan-born runner Chemtai going the distance for Israel MOSHAV YANUV - When Kenyan-born Lonah Chemtai came to Tel Aviv in 2009 to care for the children of her country’s ambassador to the Jewish state, she never dreamed that one day she would run for Israel at the Olympics. Chemtai, a diminutive 27-year-old and a marathon novice, gained Israeli citizenship earlier this year through her coach, Dan Salpeter, after the two married in Kenya. They will be in Rio next month but a podium finish is not expected. The unassuming athlete’s inclusion in the Israeli team was confirmed only at the last minute after she was granted Israeli citizenship days before the deadline for her to be eligible to run for Israel. It was a momentous day for Chemtai, who described the ceremony at which she was presented

with her documents as “a great occasion”. “I am very proud (to represent Israel) and I hope to achieve a new personal best time,” she told Reuters. Chemtai, who grew up in a village in West Pokot County in western Kenya, had run shorter distances since her youth and took up the marathon only after the birth of the couple’s son, Roy, who is 19 months old. Despite a current personal best time of two hours, 40 minutes, which is far slower than the fastest runners, Chemtai’s best is still ahead of her, said Salpeter. “A personal best in Rio very much depends on the conditions, which can change from day to day, so it’s hard to know ... The decision by Swiss world number three Federer and Spanish world number four Nadal comes a day after Wimbledon winner Andy Murray, ranked second, said he would not defend his Rogers Cup title so he can rest before defending his Olympic singles crown in Rio. Federer, a 17-times grand slam champion who won the Canadian stop in 2004 and 2006, said he needed more time off after his bid for a record-extending 18th grand slam title ended in the Wimbledon semi-finals earlier this month. “Looking ahead, it is best for me that I take more time after Wimbledon,” the 34-year-old Federer, who will seek his third Olympic medal at next month’s Rio Games, said in a statement. “I look forward to coming back to Canada next year.”

Nadal, who has been out of action since pulling out of the French Open following his second-round match with a wrist injury, said he was not fit enough to return to competition. The 30-year-old Spaniard, a threetimes winner of the Rogers Cup tournament that alternates each year between Toronto and Montreal, was only recently given clearance to compete in Rio despite not fulfilling the qualification criteria. “I only started practicing a week ago after my wrist injury and I am not ready to play such an important event,” said Nadal. All 20 clubs will be visited by officials ahead of next month’s season launch with video clips highlighting aggressive confrontations involving players, coaches and referees. Premier League chief executive Richard Scudamore says “people look to us to set

the example across the world” and “those behavioral tendencies that just stepped over the edge” are holding the league back from being “absolutely universally popular.” The Premier League’s intensity has helped to raise 8.3 billion pounds ($12 billion) from television rights for the next three seasons. ISTANBUL - Turkey vowed to root out allies of the U.S.-based cleric it blames for an abortive coup last week, widening a purge of the army, police and judiciary on Tuesday to universities and schools, the intelligence agency and religious authorities. Around 50,000 soldiers, police, judges, civil servants and teachers have been suspended or detained since the coup attempt, stirring tensions across the country of 80 million which borders Syria’s chaos and is a Western ally against Islamic State. “This parallel terrorist organisation will no longer be an effective pawn for any country,” Prime Minister Binali Yildirim said, referring to what the government has long alleged is a state within a state controlled by followers of Fethullah Gulen. “We will dig them up by their roots,” he told parliament. New Counterterrorism Chief To Strengthen Deradicalization, Anti-radicalization Programs

JAKARTA- Commissioner General Suhardi Alius, who was newly installed by President Joko Widodo (Jokowi) as chief of the National Counter-Terrorism Agency (BNPT), has vowed to strengthen deradicalization and anti-radicalization programs as measures to eradicate terrorism. Radicalism is based on an ideology, which is not easy to deal with, Alius stated after his inauguration at the presidential palace, here, Wednesday. The deradicalization program will target those familiar will or following the radical ideology, while the antiradicalization program is meant for those who have not been influenced by radicalism. “We will optimize (the programs). We will embrace all, including NGOs, mass organizations, and prominent religious figures. The religious community will also be involved,” Alius emphasized. Deradicalization efforts will be carried out in regions considered prone to the extremist ideology, such as Java Island and West Nusa Tenggara. Counter-terrorism is a national responsibility, with BNPT as the agency in charge, he remarked. Persuasive actions will be prioritized in dealing with terrorism, in addition to tough actions to repress extremists, Alius, former chief of the Polices Crime Investigation Department and deputy chief of the Jakarta Police, stated.

Alius also pledged to carry forward the programs implemented by his predecessor, former BNPT chief Tito Karnavian, who was promoted to the post of the National Police chief. President Jokowi called Alius for a meeting after his inauguration at the State Palace. “According to the presidents directives, terrorism is no longer merely a national but already a global threat. It means that we should implement systematic measures to strongly counter it. Of course, it should be within the framework of pluralism and nationalism,” he said. Aliuss appointment was lauded by Deputy Chairman of the Commission III of the House of Representatives Mulfachri Harahap. “I think Mr Suhardi is one of the best high-ranking police officers and has several achievements to his credit,” he pointed out. Harahap hoped the new chief will prioritize preventive measures and will optimize intelligence services to detect terror groups or threats. Earlier, Police Chief General Karnavian expressed belief in Alius capability, as he had good managerial and leadership skills, among other qualities. “He has also established excellent relations with Islamic mass organizations, civil society activists, as well as the TNI (Indonesian Defense Forces), the National Police, and other institutions. The appointment of Penny Kusumatuti Lukito as head of the BPOM should offer the right momentum to reinforce the institution through an internal improvement drive, Chairman of the Indonesian Consumer Institution (YLKI) Tulus Abadi stated. “The new BPOM head should make internal improvements, so that the agency could effectively carry out its on-field duties,” Tulus noted in a press statement here on Wednesday. Penny should be able to make improvements in the BPOM, so that it can function more effectively. The fake vaccine case is a testament

to the fact that the BPOM needs to be offered greater room to conduct its supervisory task, and the role of the institution should not be reduced adversely, Tulus remarked. “After all, several supervisory failures by the Health Ministry and the health services in the regions have come to light,” he pointed out. Hence, Tulus proposed that the discourse on the draft law on BPOM, which was once held in the House of Representatives (DPR), needs to be reconsidered. The president and DPR can take the initiative to reconsider the Bill on BPOM. Moreover, now is the ASEAN Economic Community era where the flow of foreign goods into Indonesia would increase. Thus, it is important to strengthen BPOM.

“To this end, we hope the new BPOM chief will work hard, and this will merely not mean an allocation of position. The new chiefs capabilities will be tested, and all Indonesians are waiting for her to deliver,” the YLKI chairman stated. BUSINESS Turkmenistan limits access to foreign currency as exports fall-sources

ALMATY - Turkmenistan, Central Asia’s biggest gas exporter, has restricted access to foreign currency for local companies and individuals in response to a sharp fall in export revenues, Turkmen businessmen say. Foreign currency controls would normally be a crisis measure implemented when a country is worried its foreign currency reserves are being seriously depleted. In the case of Turkmenistan, the government does not disclose the size of its reserves, so it is difficult to gauge how serious the problem is. The central bank and finance ministry did not respond to Reuters questions on the subject. Any economic crisis could have farreaching consequences in Turkmenistan, an ex-Soviet country that borders Iran and Afghanistan. It has been under one-party rule for 25 years. Turkmenistan has long relied on gas supplies to Russia as its main source of hard currency revenue. Moscow halted purchases in January after sharply reducing them last year in a pricing dispute. Total Turkmen exports dropped 38.5 percent last year and were down a further 41.5 percent in the first quarter, the most recent period for which official data is available. Late last year the central bank stopped selling foreign currency to local businesses, said one Turkmen entrepreneur who spoke on condition of anonymity because he feared official retribution for speaking openly about the issue. Foreign exchange operations are now handled by commercial banks which have a varying degree of access to foreign currency, the businessman said. He said companies working on priority projects, such as the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, were still able to access foreign currency. Another project moving at full steam is the construction of facilities for the 2017 Asian Indoor and Martial Arts Games, a matter of prestige for the Ashgabat government. For anyone else, finding dollars or euros has become a tough task. Another Turkmen businessman, also speaking on condition of anonymity, told Reuters that after requesting $10,000 from his bank, he would only get $500. The restrictions on businesses accessing foreign currency have not been previously reported. Turkmenistan’s central bank forwarded all requests for comment to one official who could not be reached by telephone despite repeated calls over several days. The Finance Ministry said it had no information on the matter. FOREX SHORTAGE Turkmenistan’s central bank has kept the exchange rate for the manat currency fixed

since a 19-percent devaluation in early 2015. On the black market, the manat is quoted at about 5.5-6.0 per dollar, against the official rate of 3.5 per dollar. The black market though does not have enough foreign currency in circulation to meet demand. Consumers also face problems. Ordinary Turkmens can only buy their monthly pay’s worth in foreign currency at local banks, upon presenting a pay slip. Money transfers from abroad made through the Western Union system are being paid out only in local currency since June, according to a Reuters correspondent in Ashghabat. A Russia-based customer service representative at WU said the company had no special restrictions on transfers sent to and from Turkmenistan. A Dubai-based WU spokeswoman for the region could not be reached for comment. “When I travel abroad I have to go to each one of my relatives and friends to get as much foreign currency as I can,” said the first businessman. “My bank still hasn’t completely filled an order I placed last December.” Because of the shortage of foreign currency, prices for imported goods have soared. One of the businessmen said his family’s grocery bill has gone up by a quarter over the last 12 months and some items, such as electronics, have become 50 percent more expensive. PROTECTING RESERVES The central bank does not publish data about its reserves. The International Monetary Fund said last November that Turkmenistan had sufficient foreign reserves to cover about 30 months worth of imports, which by the IMF’s standards is a comfortable level. However, with no reported progress on resuming gas exports to Russia, Ashgabat may be trying to eke out its reserves for as long as possible by imposing restrictions now. In Russia’s absence, China has become the main buyer of Turkmen gas, purchasing about 30 billion cubic metres a year, or three-quarters of what Russia used to buy at the peak. It is unknown how much China pays for that gas. If the contracts are in line with global practice, the prices will be linked to oil benchmarks and so will be well below

General Manager of PT Angkasa Pura I for Ngurah Rai International Airport, Trikora Harjo, when asked for his confirmation justified the matter. The policy to temporarily close the operation was decided after the management made site inspection to the facilities of the airport side. “We are regularly checking or inspecting the air side facilities, where one of which is the condition of runway. By chance, on the initial checking at 05:00 we suspected one point of the runway, so that we should check it in details,” he said. According to him, the checking carried out twice a day at 05:00 and 17:00 will take time, so that it is required to do temporary closure. “Checking in detail takes us 15 to 20 minutes. Thus, we look for an appropriate time when we can do the checking and the airport operation is not too bustling. So then we decided to do the check-

ing at 09:30,” he said. Results of the checking in details carried out until 10:05, according to Trikora, indicate that there are no damages. However, such temporary closure has had an impact on some flight delays. “So, having carried out the checking there are no damages in need of improvement. Two travelers from New Zealand, Stephen Edward, 46, and Timothy James, 47, who were staying at the villa lost their valuables worth IDR 75 million. This case has been handled by Mengwi Police. North Korea says missile test simulated attack on South’s airfields

SEOUL - North Korea said on Wednesday it had conducted a ballistic missile test that simulated preemptive strikes against South Korean ports and airfields used by the U.S. military, a likely reference to the launches of three missiles on Tuesday.

The North’s leader, Kim Jong Un, supervised the exercise that successfully tested the simulated detonation of nuclear warheads mounted on missiles, its official KCNA news agency reported. It did not give the date of the exercise, as it customarily reports activities of its leader without dates or locations. Rodong Sinmun, the ruling Workers’ Party’s official newspaper, carried photographs of Kim with military aides, apparently observing a ballistic missile exercise. North Korea fired three ballistic missiles that flew between 500 km and 600 km (300-360 miles) into the sea off its east coast, South Korea’s military said, in defiance of UN Security Council resolutions and the latest in a series of provocative moves by the isolated country after a series of nuclear weapons tests. “The drill was conducted by limiting the firing range under the simulated conditions of making preemptive strikes at ports and airfields in the operational theatre in South Korea where the U.S. imperialists’ nuclear war hardware is to be hurled,” KCNA said. “And it once again examined the operational features of the detonating devices of nuclear warheads mounted on the ballistic rockets at the designated altitude over the target area.” Yang Uk, a senior researcher at the Korea Defence and Security Forum and a policy adviser to the South Korean navy, said there was little firm evidence to suggest the North had succeeded in developing a nuclear warhead for missiles. “But it’s a reminder that they are continuing to pursue nuclear warhead development, and that itself is an escalation of risks for us,” he added. LONDON - Prime Minister Theresa May will try to reassure allies over Britain’s vote to leave the European Union when she meets German Chancellor Angela Merkel on Wednesday and then heads to France in her first foreign trips as leader. May, appointed a week ago after her predecessor David Cameron resigned over the result of the EU vote, will make clear she will not be rushed into triggering Britain’s divorce because she says she needs time to form a negotiating stance. But by heading to Germany and France, soon after visiting Scotland and Wales to underline her desire to keep Britain united, May will sound out two of the EU’s most powerful leaders, Merkel and French President Francois Hollande, as she gears up to launch the complex negotiation for Britain’s exit. Physician-assisted suicide, euthanasia: increasingly legal but still rare

CALIFORNIA - Legalized euthanasia and physician-assisted suicide are mainly used by patients with cancer, but remain rare, according to a new analysis of such programs. In the last year alone, California has legalized physician-assisted suicide, Canada legalized both physician-assisted suicide and euthanasia, and Colombia performed its first legal euthanasia, said John Urwin, a study author from the Perelman School of Medicine at the University of Pennsylvania in Philadelphia. “In order to inform current debates, it’s imperative to understand current laws and practices.” Definitions of euthanasia and physician-assisted suicide vary between countries, Urwin and his colleagues write in JAMA. Generally, they explain, euthanasia is when a doctor takes action to end a patient’s life. When patients take physician-prescribed pills to end their lives, it’s known as physician-assisted suicide.

The researchers assessed the legal status of euthanasia and physician-assisted suicide by reviewing polling data and published surveys of the public and physicians, official state and country databases, interview studies with physicians and death certificate studies for the period 1947 to 2016. They found no evidence for widespread abuse of these practices, according to their report. In addition to Canada and Colombia, the practices are at least partially legal in the Netherlands, Belgium and Luxembourg. Physician-assisted suicide is also legal in the U.S. states of Oregon, Washington, Montana and Vermont. Overall, support for physicianassisted suicide and euthanasia varies around the world.

Support for physician-assisted suicide in the U.S. increased from 37 percent in 1947 to 53 percent in the early 1970s and leveled off around 1990, with two-thirds of people in the U.S. supporting the practice. In Western Europe, they write, support for physician-assisted suicide and euthanasia is strong and increasing. Meanwhile, support is decreasing in Central and Eastern Europe. Researchers need better data on practices in countries with and without legalized physician-assisted suicide and euthanasia, Urwin told Reuters Health by email. His team found that in countries where the practices are legal, 0.3 to 4.6 percent of deaths are attributed to physician-assisted suicide and euthanasia. GHENT - With all the talk about the risks of “polypharmacy” – being prescribed more than five medications – it might be surprising to learn that not receiving enough of the right prescriptions can also significantly increase your risk of being hospitalized or dying. Yet that is exactly what a new study from Belgium finds. “Absence of polypharmacy is not a simple indicator of quality of care,” Dr. Maarten Wauters from Ghent University told Reuters Health. “Patients with just a few medications could be at risk of missing essential and beneficial medications.” Wauters’ team looked for possible links between prescriptions and hospitalizations and death in their study of 503 people aged 80 years and older who were living at home. Unlike earlier studies that focused on polypharmacy, the researchers also studied medication underuse (not having a prescription for a medical condition) and misuse (receiving an inappropriate prescription or not using it optimally). More than half of the study participants were taking five or more medications, but still, two-thirds were not receiving medications they should have, and 56 percent were misusing medications. Four out of 10 patients were both underusing and misusing medications. “Only in 9 percent of this population, no polypharmacy, no underuse, and no misuse was observed,”

Wauters said by email. The most common health problems participants had were high blood pressure, osteoarthritis and high cholesterol. Drugs for heart problems, blood thinning and nervous system problems were the most commonly taken. During the 18 months covered by the study, 9 percent of individuals died and 31 percent had to be hospitalized. The risk of death increased by 39 percent for each additional prescription an individual should have received but didn’t, and the risk of hospitalization increased by 26 percent for each underused prescription. Individuals who didn’t receive three or more medications they should have were almost three times as likely to die and twice as likely to be hospitalized as those who received all of the appropriate medications. The most commonly underused drugs were so-called ACE inhibitors for people with heart failure, and blood thinners and statins for people with documented heart or vascular disease. These were followed by inhalers for asthma or COPD and vitamin D or calcium for people with osteoporosis. The most commonly misused drugs were benzodiazepines, tranquilizers that should not be taken for more than four weeks. These were followed by duplicated drugs, such as two similar pain killers, two medications for blood thinning or two antidepressants from the class known as SSRIs. (rtr)

Outrage in India woman allegedly raped twice by same men

ROHTAK - A passer-by found the Indian student unconscious in the bushes of a park outside Rohtak and took her to a hospital. The 21-year-old later told police that she was not only drugged and gang-raped, but that two of her attackers drugged and raped her three years earlier. The woman, a Dalit, the lowest caste in Indian society, was returning home from college, where, according to a cousin, she excels in math and is studying to become a government worker with hopes of one day advocating for women’s rights. That’s when the five men allegedly snatched her, said Pushpa Khatri, deputy superintendent of Rohtak police, which are leading the investigation. “They were in the car. I saw them

and got scared. They forced me into the car and then they strangled me,” the woman told CNN affiliate News 18 of the July 13 attack in the northern state of Haryana. The woman is in stable condition at a Rohtak medical institute but remains in a state of shock, her cousin said. CNN is not identifying her cousin because Indian law prohibits the disclosure of information that would identify a rape victim. CNN also has its own policy against

identifying rape victims. Arrests On Tuesday, police announced they had arrested three suspects. It’s not clear if the alleged perpetrators from the 2013 attack were among the three arrested. Police said they are working to find the other two suspects, along with the car used to abduct the woman. Security doesn’t stop protesters from entering a hospital where a woman is treated in an alleged rape. The suspects are scheduled to appear in court Wednesday. Per Indian law, police generally have 24 hours from the time of the arrest to finish their investigation, but authorities have said they will petition

the court to hold the men longer as they finish their probe. Courts typically grant the police 15 days in these situations, but depending on the crime, the extension could be as long as 90 days. Police have formed teams to arrest the accused, who come from different parts of the state of Haryana. They’ve also sent teams to Bhiwani, the Haryana city where the alleged 2013 rape occurred, police said. One of the suspects has given police closed-circuit TV footage showing he was not in Rohtak at the time of last week’s alleged rape, police told News 18. Another suspect provided call records indicating he

was in Ambala, roughly a threehour drive from Rohtak. Police told the station they are working to verify the alibis.
