LOS ANGELES - Folk rockers The Lumineers knocked Kanye West off the top spot on the weekly U.S. Billboard 200 album chart on Monday. “Cleopatra,” the second album from the Colorado-based Lumineers, best known for their 2012 hit “Ho Hey,” sold 125,000 units from album and song sales and 17 million streams. Rapper West’s “The Life of
Pablo,” which topped the chart last week based on the strength of streaming activity, dropped to No. 4 this week with 47,000 units, comprising 1,400 physical album sales and 69 million streams. The only other new entry on the
top 10 of the Billboard 200 chart this week was “Gore” by metal rockers Deftones at No. 2, selling 71,000 units. PINEWOOD - Battling with light sabres and sitting in an A-wing fighter, Britain’s royal princes got a taste of the “Star Wars” universe on Tuesday when they visited the set of latest episode in the sci-fi saga. Accompanied by Daisy Ridley and John Boyega, the young stars of “The Force Awakens”, and Luke Skywalker actor Mark Hamill, Prince William and Prince Harry toured Pinewood studios outside London, where “Star Wars: Episode VIII” is being made. In a tweet, Kensington Palace said the visit was to “recognise the wealth of fantastic British creative talent involved” in making “Star Wars” films. The princes met the creative teams working behind the scenes, checked out props and posed with characters such as Chewbacca and droid BB-8. “Star Wars: Episode VIII” is due for release in December 2017. NEW YORK - A 9.54-carat rare blue diamond ring once belonging to the late Shirley Temple, one of Hollywood’s most famous child actors, failed to sell at a New York auction on Tuesday, where it had been estimated to fetch between $25 million and $35 million. The Sotheby’s auction for the Fancy Deep Blue Diamond ring, purchased by Temple’s father for $7,210 in 1940 around the time of the actress’ 12th birthday, opened bidding at $19 million and closed at $22 million, which was below the ring’s reserve price. “The Shirley Temple Blue Diamond is an exceptional stone in quality, rarity and provenance. It has been an honor to share its story with collectors, connoisseurs and Temple’s loyal fans over the past few months,” Sotheby’s said in a statement. “Unfortunately, tonight wasn’t its night in the salesroom, but we remain fully confident that it will find a buyer.” The ring was the highlight at Sotheby’s Magnificent Jewels sale, which fetched nearly $30 million across more than 300 lots. Other top items at the auction included a platinum and fancy purple-pink diamond ring that sold for $4.5 million, a platinum and diamond ring weighing 19.25 carats that fetched $1.9 million and a fancy light blue diamond ring weighing 5.06 carats that sold for $1.2 million. HYDERABAD — Weeks of sweltering temperatures have caused more than 160 deaths in southern and eastern India, officials said Tuesday, warning that any relief from monsoon rains was still likely weeks away. Most of the heat-wave victims were laborers and farmers in the states of Telangana, Andhra Pradesh and Orissa, though temperatures elsewhere in India have also hit 45 degrees Celsius (113 Fahrenheit). Schools were closed last week in Orissa until at least April 26. Officials in Andhra Pradesh were giving out free water and buttermilk to help people stay hydrated. the use of chemical fertilizers,” said Deputy Governor of Bali, Ketut Sudikerta, when reading the speech of the governor. Other than Simantri, added Sudikerta, the government also undertook some other policies. Among them, there is double subsidy of organic fertilizer and gradually reducing subsidies on chemical fertilizers, the development of public barns, local food development and effective use of their yards as source of food through the application of Puspasari (Healthy and Sustainable Food Center—Ed). “Especially to maintain the price stability of basic grocery such as
rice, since 2003 the Bali provincial government has channeled fund to rural business strengthening capital (DPM-LUEP) for the purchase of grain of farmers and now it has reached IDR 29.022 billion with the target of turnover reaching at least five times a year,” he explained. Nevertheless, Sudikerta did not dismiss if there are still a number of challenges, obstacles and problems encountered in achieving food security. The five subdistricts are Tejakula, Kubutambahan, Sawan, Banjar and Busungbiu. On the other hand, at four other subdistricts belonging to yellow and green zone, the mass vaccination only targets several villages. Related to the target of the mass rabies vaccination, Swatantra explained that from an estimated dog population of 85,000 heads, approximately 65,000 dogs or about 75 percent have been vaccinated. Logistics of the vaccine prepared reaches 70,000 vials. “Having launched at provincial level, we in Buleleng start the mass vaccination today by prioritizing villages belonging to red zone and some villages belonging to yellow and green zone. The vaccination scheduled until June will be conducted by the 90 officers. Based on the experience of the previous mass rabies vaccination, we are optimistic to exceed the target specified by the province,” explained Swatantra as confirmed by Susila. (kmb32)

Utah declares pornography a public health hazard
UTAH - Utah on Tuesday declared pornography a public health hazard and mandated that computer technicians who find child pornography on a computer report it to law enforcement authorities in Republican-backed moves supported by the Mormon Church. The resolution declares pornography an epidemic that normalizes violence against women and children and makes men less likely to want to get married. It was signed by Republican Governor Gary Herbert after being passed by the Republican-led legislature in the conservative and heavily Mormon state with the support of the Utah Coalition Against Pornography, backed by the Church of Jesus Christ of Latterday Saints. “The volume of pornography in our society is staggering,” Herbert said at a bill-signing ceremony in Salt Lake City, Utah’s capital. “I want to protect our families and our young people.” Supporters said Utah’s moves would help combat human trafficking, pornography addiction and rape. The resolution calls on the state legislature to research the impact of pornography and invest in education and efforts to prevent its production and use. It declares pornography “a public health hazard leading to a broad spectrum of individual and public health impacts and societal harms.” Herbert also signed a bill requiring technicians who find child pornography while working on someone’s computer to report it, making it a misdemeanor for them to fail to do so. At the signing ceremony, anti-pornography activist Jennifer Brown said viewing pornography derails healthy emotional and physical development in children and adolescents and fosters addiction to it. She called the pornography
industry an “empire of destruction” driven by financial greed. The Free Speech Coalition, an industry association representing adult entertainment producers, called the public health hazard designation an “old-fashioned morals bill” that was not grounded in science. “We should live in a society where sexuality is spoken about openly, and discussed in nuanced and educated ways,
not stigmatized,” Free Speech Coalition spokesman Mike Stable said. Elder Jeffrey Holland of the Quorum of the Twelve Apostles, one of the Mormon Church’s governing bodies, last month delivered the keynote address to the anti-pornography coalition’s annual meeting, calling pornography a plague that tears the moral fabric of society. SANTIAGO - Health authorities in Chile have for the first time in decades found a specimen of the mosquito species responsible for spreading the Zika virus and say more are likely to appear. Chile eradicated the Aedes aegypti mosquito species in 1961 on its mainland and the World Health Organization has said it does not expect the Zika virus to spread to the country. The mosquito specimen was found dead in a home in the city of Arica, located some 1,033 miles (1,663 kms) north of capital city Santiago in the Atacama desert next to the border with Peru, health authorities said. “The mostly likely scenario is that it isn’t just one (specimen) because it was captured as an adult and it probably came here in an egg; it’s easier to transport that way,” Health Undersecretary Jaime Burrows said on Tuesday. “Now we’re in the process of counting them, seeing how many larvae there are, where they are found,” said Burrows. Large parts of Latin America and
the Caribbean have been affected by the Zika outbreak, with Brazil hardest hit so far. It is likely to spread to all countries in the Americas except Canada and Chile, the WHO has said. There have been no reported cases in mainland Chile of mosquitoes infecting people with the Zika virus. In March the country reported its first case of the Zika virus being sexually transmitted. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. The World Health Organization has said there is strong scientific consensus that Zika can also cause Guillain-Barre, a rare neurological syndrome that causes temporary paralysis in adults. The connection between Zika and microcephaly first came to light last fall in Brazil, which has now confirmed more than 1,100 cases of microcephaly that it considers to be related to Zika infections in mothers. Unlike the case in Nusa Penida and Nusa Lembongan, where inns, hotels, restaurants and other tourism supporting facilities have mushroomed,” said Sujana. With the initiative of Semarapura city tour program, Sujana hoped it will eventually be able to grow the investment climate in Semarapura. Thus, investors will not hesitate to open hotels or restaurants in mainland Klungkung. “We will not reap the results of city tour instantaneously. We’ll see the later development. As a result of this abrasion, small fishermen using sampan at Ketapang Lampu must move their sampan to more sloping beach. As seen on Tuesday (Apr. 19), a number of fishermen were forced to moor their boat about 300 meters away from the original location, so that it is automatically located in a greater distance from their homes. Samsul, a local fisherman, said that it is risky for him to park his sampan away from home. “Probably, the engine can disappear because the sampan is parked away from the owner’s control,” he said. Before hit by severe abrasion, the location of parking their sampan was only about 25 meters from their home. However, due to the current abrasion, the location becomes steep, so that it cannot
be used by fishermen to pull their sampan ashore. Automatically with such a distance, at certain times, especially at night, fishermen cannot watch their sampan by coming to the beach. Moreover, the new location to park their sampan is away from home. Thus, fishermen are unable to keep an eye on the sampan equipment because if they bring home every day the sampan is quite heavy. Likewise, they are not strong enough to bring home the engine every day. “I just can bring it home when being not tired or when it needs a repair,” he said. Similar condition was also complained by another fisherman. They claimed to be helpless, let alone the land swept away by the abrasion was not theirs. DENPASAR - Dengue fever spreads back in Bali. Although it is not declared as an extraordinary event, there has been an increase in cases since the beginning of last year. Community is encouraged to take precautions through triple M movement, namely draining and closing bath tub, and stockpiling cans or containers of water in the soil. “Triple M movement really needs performing. All this time, the movement is only effective at homes. Among them, it can result in the loss of consciousness, seizures, nosebleeds, nausea, vomiting, abdominal pain, shortness of breath, cold hands and feet. “The most easily observed is cold hands and feet. Last year Bangli presented the Batur Geopark creation dance, while this time Bangli will come to perform the Datonta fragmentary show. As scheduled, this art will be staged by dozens of Bangli artists at the closing ceremony of the anniversary, April 24. The Head of the Bangli Culture and Tourism Agency, I Nyoman Wiradana, said on Tuesday (Apr. 19) that this is the second time for Bangli to appear in Jakarta. In order to be able to present the Datonta fragmentary show, his agency has made preparation since last March. The preparation started from selecting the play, the dancers as well as the gamelan and dance exercise. A total of 35 artists will make their performance. “Our joint exercise has been intensified since the past two weeks,” he explained. Presentation of the Datonta fragmentary show at the closing ceremony of the anniversary is to introduce the indigenous culture having developed since the megalithic period, namely the origin of
Datonta at Pancering Jagat Temple, Terunyan. Through presentation of this fragmentary show, his agency would also like promote the Geopark through cultural event at the national level. “Through this show, we want to disseminate and promote Batur as one of the areas included in the member of global geoparks network by UNESCO,” he explained. According to Wiradana, as in the previous experience, the cultural performance on the anniversary of the TMII is quite effective for promotion. Moreover, the event of the TMII activities has national scale. Through this performance, the other region is expected to know if Batur is the first tourist resort in Indonesia receiving the recognition from the UNESCO. Besides, Batur has the advantages over other regions in terms of maintaining for three diversities (Geology, Biodiversity and Culture). SYDNEY - Australian scientists said on Wednesday that just seven percent of the Great Barrier Reef, which attracts around A$5 billion ($3.90 billion) in tourism every year, has been untouched by mass bleaching that is likely to destroy half the coral. Bleaching occurs when the water is too warm, forcing coral to expel living algae and causing it to calcify and turn white. Mildly bleached coral can recover if the temperature drops, otherwise it may die. Although the impact has been exacerbated by one of the strongest El Nino weather systems in nearly 20 years, scientists believe climate change is the underlying cause. “We’ve never seen anything like this scale of bleaching before. In the northern Great Barrier Reef, it’s like 10 cyclones have come ashore all at once,” said Professor Terry Hughes, conveyor of the National Coral Bleaching Taskforce, which conducted aerial surveys of the World Heritage site. “Our estimate at the moment is that close to 50 percent of the coral is already dead or dying,” Hughes told Reuters. The Great Barrier Reef stretches 2,300 km (1,430 miles) along Australia’s northeast coast and is the world’s largest living ecosystem. “There were some who said that the worst had passed. home ownership and to absorb significant debt loads if they do eventually buy. Steadily rising home values in recent years have eclipsed pay increases, making it especially difficult to buy in major growth areas for jobs, such as San Francisco, Denver and Seattle. Nationally, 37 percent of millennial renters have saved nothing at all for a down payment, according to a survey of 30,000 renters being released Wednesday by Apartment List, a company specializing in rental home searches. At the same time, 79 percent of millennial renters say they aspire to own a home, illustrating a troublesome gap between expectations and financial realities. Even those diligent enough to set aside money are still short the cash to buy a home. Among larger metro areas, millennial renters who are saving have put aside an average of just $5,830. This marks less than one-fifth the savings needed for the typical 20 percent down payment on a starter home costing $175,000. The lack of savings raises doubts about whether the under-35 crowd will also delay marriage and children, said Andrew Woo, a data scientist at Apartment List.
One possibility— already evident in some markets— is that first-time buyers are making smaller down payments and paying mortgage insurance or slightly higher interest rates on mortgages. Excess housing debt roughly a decade ago inflated a housing bubble and then triggered a market crash that led to the worst economic downturn since the Great Depression more than 80 years ago. “A lot of millennials are not saving enough for a 20 percent down payment for a home,” Woo said. “What does that do for our financial system — especially since we had the financial crisis less than 10 years ago? Are we willing to let homebuyers be highly leveraged like they were before?” Millennials not only entered a job market still healing from the downturn but arrived with high student debt burdens, with averages approaching $30,000. Fifty-three percent of homebuyers under 35 last year said that student loans had delayed their purchases, according to a survey released last month by the National Association of Realtors. Based of home prices, many millennials won’t be able to buy homes in the next five years with their accumu-
lated savings. Assuming a 20 percent down payment, it would take 20.5 years in San Francisco, 11.4 years in Denver, 8.2 years in Seattle and seven years in the Boston area. Not all areas were so out of reach. In such metro areas as Philadelphia, St. Louis and Cincinnati, the required savings for those who have put aside money would take less than two years. Some buyers are pursuing alternatives that allow substantially lower down payments. Programs such as Fannie Mae’s HomeReady let buyers put down as little as 3 percent. But only buyers who earn less than 80 percent of a metro area’s median income are eligible. The program has aided first-time buyers in places such as Washington, D.C., where millennial renters with savings are still almost nine years shy, on average, of having enough money for a 20 percent down payment on a starter home in the region. “It’s just absolutely critical — people either wouldn’t be able to secure a good rate or able to buy altogether,” said David Toaff, a loan officer at First Home Mortgage in Bethesda, Maryland. FRANKFURT — Germany’s deputy chancellor is urging eurozone governments to invest more to spur the economy and take some of the burden off the European Central Bank. He affirmed that the government will be consistent in implementing deregulation by continuing to issue economic policy packages. “The government has unveiled 11 economic policy packages, and more are expected to be rolled out,” the president remarked at the gathering, attended by Indonesian Ambassador to Britain Rizal Sukma.

Chief minister keen to raise defense budget JAKARTA - Chief Political, Legal and Security Affairs Minister Luhut Binsar Pandjaitan is keen to increase the national defense budget, particularly with regard to the procurement of weaponry systems. “Our defense budget has always been set at below one percent of the gross domestic product. Our defense budget was once over one percent, but it was later reduced. We will do our best to increase it again,” Luhut noted during a public lecture at the University of Indonesia in Depok, West Java, on Wednesday morning. Luhut pointed out that most of the defense spending was currently being used for employee expenditure, while the amount of funds spent to procure defense systems was still low. Therefore, Luhut said he was seeking ways to intensify defense cooperation through transfer of technology from countries, which had become weapon suppliers, so that their design capabilities could be replicated by Indonesia. “The defense budget will continue to be increased. We will raise it from 0.85 percent to one percent until we can increase it to over one percent later. We hope the defense budget would reach nearly Rp250 trillion in 2019,” the minister stated. However, Luhut affirmed that the government will work towards improving the welfare of the personnel employed in military and defense institutions. He promised to increase the wages of the personnel of the Indonesian Defense Forces and Defense Ministry to makes their salaries at par with the national income level. “If the budget for procuring weaponry systems is raised, the salaries of the employees should also be increased. The salary of my son, who is a major in the Special Strike Forces, for instance, is only Rp6 million per month. It is lower than a bank employees salary, which could reach Rp10 million per month,” he pointed out. The minister believes that Indonesia, as a big country, should ensure that its defense personnel did not face an income gap. The latest quake was centred 70 km (44 miles) off the Pacific coast town Esmeraldas at a depth of 10 km, the Pacific Tsunami Warning Center said, not far from the epicenter of Saturday’s 7.8 magnitude quake. Reuters witnesses in the zone said two strong tremors of about 30 seconds each were felt in Cojimies, down the coast in the disaster zone from the weekend earthquake, waking people up and sending them into the street. It was not felt in the highland capital of Quito. Ecuador’s Geophysical Institute said a 6.2 magnitude earthquake at 3.33 local time (0833 GMT) was followed by a series of after-shocks. There was no tsunami warning. Saturday’s 7.8 magnitude quake killed 480 people, left another 107 missing, and injured more than 4,600. Hundreds of homes were destroyed and roads torn up in a major blow to the South American OPEC country’s already fragile economy. Supervising rescue work in the disaster zone, President Rafael Correa said the weekend quake inflicted $2 billion to $3 billion of damage to the oil-dependent economy and could knock 2 to 3 percentage points off growth. The heat wave in India coincides with record-high temperatures across the globe. On Tuesday, the U.S. National Oceanic and Atmospheric Administration said March’s average global temperature of 12.7 degrees Celsius (54.9 Fahrenheit) was not only the hottest March, but continues a record 11-month streak that started last May. To the Balinese a visit to the temple sanctuaries at Besakih temple is a special pilgrimage. Each temple has its own odalan, or anniversary celebration, and on the full moon of the Balinese month “Kedasa” the entire compound of Besakih celebrates the visit of the gods, with an enormous throng of visiting pilgrims. Ancient Olympia gets ready for Rio flame lighting ceremony
GREECE - The dress rehearsal for the Olympic flame lighting ceremony for the Rio 2016 Olympic Games took place at the site of ancient Olympia.
Greek actress Katerina Lehou, playing the role of High Priestess, lighted a torch from the sun’s rays reflected in a parabolic mirror during the dress rehearsal. The Rio 2016 Olympic Torch relay begins Thursday with the traditional lighting of the flame at the site where the Games began nearly 3,000 years ago. The world comes to Olympia every two years, with thousands of visitors expected. The president of the Hellenic Republic, Prokopis Pavlopoulos, IOC President Thomas Bach and Rio de Janeiro mayor Eduardo Paes (Brazil president Dilma Rousseff sent her regrets as she battles impeachment) lead the list of dignitaries. FRANKFURT — Bayern Munich needed a disputed penalty to secure a 2-0 win over Werder Bremen and reach its 21st German Cup final on Tuesday. Thomas Mueller scored both goals in the semifinal, the second coming from a 71st-minute contested penalty. Substitute Arturo Vidal fell after a careless challenge by Janek Sternberg but video replays appeared to show that the Chile midfielder had taken a dive. “From my point of view it wasn’t a penalty, it was a dive,” Mueller said after watching the replays. “But in the match it looked
like a foul, the challenge was very risky.” Werder surprised Bayern with aggressive pressing and was unfortunate not to score from several chances. But the penalty took the fight out of Viktor Skripnik’s team. The win kept Bayern on course for a second treble in its history in Pep Guardiola’s final season as coach. PARIS — France’s government is calling for a two-month extension of the state of emergency that was declared after the deadly Nov. 13 attacks in Paris, the country’s prime minister said Wednesday. The move, which will require parliament’s approval, is intended to cover the European Championship soccer tournament and the Tour de France Prime Minister Manuel Valls told France Info radio that the extension of the state of emergency until the end of July will “allow a better response against the terrorist threat” during the June 10-July 10 Euro 2016 tournament. Following attacks in Brussels last month, concerns have been raised that the tournament could be targeted, especially the fan zones where spectators gather to watch games on large screens. Up to 8 million fans are expected to visit the open-air areas, according to French authorities. Tournament organizers have increased the budget for security by 15 percent. “We must ensure full security” so that the Euro 2016 can “be at
the same time a celebration with full stadiums and full fan zones”, Valls said. Valls said the state of emergency will also cover the July 2-July 24 Tour de France cycling race. The state of emergency, which has already been extended twice, was scheduled to end on May 26. It expands police powers to carry out arrests and searches and allows authorities to impose restrictions on the movement of people or vehicles. Meanwhile on Wednesday a Belgian official said that Osama Krayem, a suspect in the Brussels attacks, has also been charged with terrorist offenses in relation to the attacks in Paris. Krayem is already suspected of being the accomplice of the attack on the Brussels subway, one of two deadly bombings that hit the city on March 22. GREECE - The dress rehearsal for the Olympic flame lighting ceremony for the Rio 2016 Olympic Games took place at the site of ancient Olympia.
Greek actress Katerina Lehou, playing the role of High Priestess, lighted a torch from the sun’s rays reflected in a parabolic mirror during the dress rehearsal. The Rio 2016 Olympic Torch relay begins Thursday with the traditional lighting of the flame at the site where the Games began nearly 3,000 years ago. The world comes to Olympia every two years, with thousands of visitors expected. COJIMIES - A magnitude 6.2 earthquake struck off the coast of Ecuador on Wednesday, just days after a major quake hit the country killing nearly 500 people. The latest quake was centred 70 km (44 miles) off the Pacific coast town Esmeraldas at a depth of 10 km, the Pacific Tsunami Warning Center said, not far from the epicenter of Saturday’s 7.8 magnitude quake. Reuters witnesses in the zone said two strong tremors of about 30 seconds each were felt in Cojimies, down the coast in the disaster zone from the weekend earthquake, waking people up and sending them into the street. It was not felt in the highland capital of Quito. Ecuador’s Geophysical Institute said a 6.2 magnitude earthquake at 3.33 local time (0833 GMT) was followed by a series of after-shocks. There was no tsunami warning. Saturday’s 7.8 magnitude quake killed 480 people, left another 107 missing, and injured more than 4,600. Hundreds of homes were destroyed and roads torn up in a major blow to the South American OPEC country’s already fragile economy. The heat wave in India coincides with record-high temperatures across the globe. On Tuesday, the U.S. National Oceanic and Atmospheric Administration said March’s average global temperature of 12.7 degrees Celsius (54.9 Fahrenheit) was not only the hottest March, but continues a record 11-month streak that started last May. For southern India, this is the second consecutive year marred by a deadly heat wave. Last year, around 2,500 people died in scorch-

home ownership and to absorb significant debt loads if they do eventually buy. Steadily rising home values in recent years have eclipsed pay increases, making it especially difficult to buy in major growth areas for jobs, such as San Francisco, Denver and Seattle. Nationally, 37 percent of millennial renters have saved nothing at all for a down payment, according to a survey of 30,000 renters being released Wednesday by Apartment List, a company specializing in rental home searches. At the same time, 79 percent of millennial renters say they aspire to own a home, illustrating a troublesome gap between expectations and financial realities. Even those diligent enough to set aside money are still short the cash to buy a home. Among larger metro areas, millennial renters who are saving have put aside an average of just $5,830. This marks less than one-fifth the savings needed for the typical 20 percent down payment on a starter home costing $175,000. The lack of savings raises doubts about whether the under-35 crowd will also delay marriage and children, said Andrew Woo, a data scientist at Apartment List.
One possibility— already evident in some markets— is that first-time buyers are making smaller down payments and paying mortgage insurance or slightly higher interest rates on mortgages. Excess housing debt roughly a decade ago inflated a housing bubble and then triggered a market crash that led to the worst economic downturn since the Great Depression more than 80 years ago. “A lot of millennials are not saving enough for a 20 percent down payment for a home,” Woo said. “What does that do for our financial system — especially since we had the financial crisis less than 10 years ago? Are we willing to let homebuyers be highly leveraged like they were before?” Millennials not only entered a job market still healing from the downturn but arrived with high student debt burdens, with averages approaching $30,000. Fifty-three percent of homebuyers under 35 last year said that student loans had delayed their purchases, according to a survey released last month by the National Association of Realtors. Based of home prices, many millennials won’t be able to buy homes in the next five years with their accumu-
lated savings. Assuming a 20 percent down payment, it would take 20.5 years in San Francisco, 11.4 years in Denver, 8.2 years in Seattle and seven years in the Boston area. Not all areas were so out of reach. In such metro areas as Philadelphia, St. Louis and Cincinnati, the required savings for those who have put aside money would take less than two years. Some buyers are pursuing alternatives that allow substantially lower down payments. Programs such as Fannie Mae’s HomeReady let buyers put down as little as 3 percent. But only buyers who earn less than 80 percent of a metro area’s median income are eligible. The program has aided first-time buyers in places such as Washington, D.C., where millennial renters with savings are still almost nine years shy, on average, of having enough money for a 20 percent down payment on a starter home in the region. “It’s just absolutely critical — people either wouldn’t be able to secure a good rate or able to buy altogether,” said David Toaff, a loan officer at First Home Mortgage in Bethesda, Maryland. German official urges investment spending to spur eurozone
FRANKFURT — Germany’s deputy chancellor is urging eurozone governments to invest more to spur the economy and take some of the burden off the European Central Bank. Sigmar Gabriel, who is also the country’s economy minister, warned against criticism of the ECB for its massive stimulus measures involving buying bonds with newly printed money. Chief minister keen to raise defense budget JAKARTA - Chief Political, Legal and Security Affairs Minister Luhut Binsar Pandjaitan is keen to increase the national defense budget, particularly with regard to the procurement of weaponry systems. “Our defense budget has always been set at below one percent of the gross domestic product. Our defense budget was once over one percent, but it was later reduced. We will do our best to increase it again,” Luhut noted during a public lecture at the University of Indonesia in Depok, West Java, on Wednesday morning. Luhut pointed out that most of the defense spending was currently being used for employee expenditure, while the amount of funds spent to procure defense systems was still low. Therefore, Luhut said he was seeking ways to intensify defense cooperation through transfer of technology from countries, which had become weapon suppliers, so that their design capabilities could be replicated by Indonesia. “The defense budget will continue to be increased. We will raise it from 0.85 percent to one percent until we can increase it to over one percent later. We hope the defense budget would reach nearly Rp250 trillion in 2019,” the minister stated. However, Luhut affirmed that the government will work towards improving the welfare of the personnel employed in military and defense institutions. He promised to increase the wages of the personnel of the Indonesian Defense Forces and Defense Ministry to makes their salaries at par with the national income level. “If the budget for procuring weaponry systems is raised, the salaries of the employees should also be increased. The salary of my son, who is a major in the Special Strike Forces, for instance, is only Rp6 million per month. It is lower than a bank employees salary, which could reach Rp10 million per month,” he pointed out. The minister believes that Indonesia, as a big country, should ensure that its defense personnel did not face an income gap. People need to understand about warning sign of fever or signs of hazards when the fever is down. Among them, it can result in the loss of consciousness, seizures, nosebleeds, nausea, vomiting, abdominal pain, shortness of breath, cold hands and feet. “The most easily observed is cold hands and feet. As scheduled, this art will be staged by dozens of Bangli artists at the closing ceremony of the anniversary, April 24. The Head of the Bangli Culture and Tourism Agency, I Nyoman Wiradana, said on Tuesday (Apr. 19) that this is the second time for Bangli to appear in Jakarta. In order to be able to present the Datonta fragmentary show, his agency has made preparation since last March. SYDNEY - Australian scientists said on Wednesday that just seven percent of the Great Barrier Reef, which attracts around A$5 billion ($3.90 billion) in tourism every year, has been untouched by mass bleaching that is likely to destroy half the coral. Bleaching occurs when the water is too warm, forcing coral to expel living algae and causing it to calcify and turn white. Mildly bleached coral can recover if the temperature drops, otherwise it may die. Utah declares pornography a public health hazard
UTAH - Utah on Tuesday declared pornography a public health hazard and mandated that computer technicians who find child pornography on a computer report it to law enforcement authorities in Republican-backed moves supported by the Mormon Church. The resolution declares pornography an epidemic that normalizes violence against women and children and makes men less likely to want to get married. It was signed by Republican Governor Gary Herbert after being passed by the Republican-led legislature in the conservative and heavily Mormon state with the support of the Utah Coalition Against Pornography, backed by the Church of Jesus Christ of Latterday Saints. “The volume of pornography in our society is staggering,” Herbert said at a bill-signing ceremony in Salt Lake City, Utah’s capital. “I want to protect our families and our young people.” Supporters said Utah’s moves would help combat human trafficking, pornography addiction and rape. The resolution calls on the state legislature to research the impact of pornography and invest in education and efforts to prevent its production and use. It declares pornography “a public health hazard leading to a broad spectrum of individual and public health impacts and societal harms.” Herbert also signed a bill requiring technicians who find child pornography while working on someone’s computer to report it, making it a misdemeanor for them to fail to do so. At the signing ceremony, anti-pornography activist Jennifer Brown said viewing pornography derails healthy emotional and physical development in children and adolescents and fosters addiction to it. industry an “empire of destruction” driven by financial greed. Chile eradicated the Aedes aegypti mosquito species in 1961 on its mainland and the World Health Organization has said it does not expect the Zika virus to spread to the country. The mosquito specimen was found dead in a home in the city of Arica, located some 1,033 miles (1,663 kms) north of capital city Santiago in the Atacama desert next to the border with Peru, health authorities said. “The mostly likely scenario is that it isn’t just one (specimen) because it was captured as an adult and it probably came here in an egg; it’s easier to transport that way,” Health Undersecretary Jaime Burrows said on Tuesday. “Now we’re in the process of counting them, seeing how many larvae there are, where they are found,” said Burrows. Large parts of Latin America and
the Caribbean have been affected by the Zika outbreak, with Brazil hardest hit so far. It is likely to spread to all countries in the Americas except Canada and Chile, the WHO has said. There have been no reported cases in mainland Chile of mosquitoes infecting people with the Zika virus. In March the country reported its first case of the Zika virus being sexually transmitted. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. The World Health Organization has said there is strong scientific consensus that Zika can also cause Guillain-Barre, a rare neurological syndrome that causes temporary paralysis in adults. The connection between Zika and microcephaly first came to light last fall in Brazil, which has now confirmed more than 1,100 cases of microcephaly that it considers to be related to Zika infections in mothers. As a result of this abrasion, small fishermen using sampan at Ketapang Lampu must move their sampan to more sloping beach. As seen on Tuesday (Apr. 19), a number of fishermen were forced to moor their boat about 300 meters away from the original location, so that it is automatically located in a greater distance from their homes. Samsul, a local fisherman, said that it is risky for him to park his sampan away from home. “Probably, the engine can disappear because the sampan is parked away from the owner’s control,” he said. Before hit by severe abrasion, the location of parking their sampan was only about 25 meters from their home. However, due to the current abrasion, the location becomes steep, so that it cannot
be used by fishermen to pull their sampan ashore. Automatically with such a distance, at certain times, especially at night, fishermen cannot watch their sampan by coming to the beach. Moreover, the new location to park their sampan is away from home. Thus, fishermen are unable to keep an eye on the sampan equipment because if they bring home every day the sampan is quite heavy. Likewise, they are not strong enough to bring home the engine every day. “I just can bring it home when being not tired or when it needs a repair,” he said. Similar condition was also complained by another fisherman. They claimed to be helpless, let alone the land swept away by the abrasion was not theirs. On the other hand, at four other subdistricts belonging to yellow and green zone, the mass vaccination only targets several villages. Related to the target of the mass rabies vaccination, Swatantra explained that from an estimated dog population of 85,000 heads, approximately 65,000 dogs or about 75 percent have been vaccinated. Logistics of the vaccine prepared reaches 70,000 vials. “Having launched at provincial level, we in Buleleng start the mass vaccination today by prioritizing villages belonging to red zone and some villages belonging to yellow and green zone. The vaccination scheduled until June will be conducted by the 90 officers. NEW YORK - A 9.54-carat rare blue diamond ring once belonging to the late Shirley Temple, one of Hollywood’s most famous child actors, failed to sell at a New York auction on Tuesday, where it had been estimated to fetch between $25 million and $35 million. The Sotheby’s auction for the Fancy Deep Blue Diamond ring, purchased by Temple’s father for $7,210 in 1940 around the time of the actress’ 12th birthday, opened bidding at $19 million and closed at $22 million, which was below the ring’s reserve price. “The Shirley Temple Blue Diamond is an exceptional stone in quality, rarity and provenance. It has been an honor to share its story with collectors, connoisseurs and Temple’s loyal fans over the past few months,” Sotheby’s said in a statement. “Unfortunately, tonight wasn’t its night in the salesroom, but we remain fully confident that it will find a buyer.” The ring was the highlight at Sotheby’s Magnificent Jewels sale, which fetched nearly $30 million across more than 300 lots. Other top items at the auction included a platinum and fancy purple-pink diamond ring that sold for $4.5 million, a platinum and diamond ring weighing 19.25 carats that fetched $1.9 million and a fancy light blue diamond ring weighing 5.06 carats that sold for $1.2 million. Temple won legions of fans as a bouncy, curly-haired young actress in 1930s movies such as “Bright Eyes,” “Heidi” and “Curly Top.” Under her married name, Shirley Temple Black, she forged a career as an ambassador and died at age 85 in 2014. HYDERABAD — Weeks of sweltering temperatures have caused more than 160 deaths in southern and eastern India, officials said Tuesday, warning that any relief from monsoon rains was still likely weeks away. Most of the heat-wave victims were laborers and farmers in the states of Telangana, Andhra Pradesh and Orissa, though temperatures elsewhere in India have also hit 45 degrees Celsius (113 Fahrenheit). Schools were closed last week in Orissa until at least April 26. Officials in Andhra Pradesh were giving out free water and buttermilk to help people stay hydrated. And everywhere, people have been urged to stay indoors during the hottest hours of the day. Y.K. Reddy, a state meteorological official, said the temperatures were about 4-5 degrees Celsius (8-10 degrees Fahrenheit) hotter than normal for April. “Normally such high temperatures are recorded in the month of May,” he said.
