Indonesia says its most wanted militant killed in gunbattle

JAKARTA — Indonesia’s most wanted Islamic militant was killed in a gunbattle with security forces, a top minister said Tuesday, in a victory for the government’s counterterrorism campaign that further tightens the vise on a dwindling band of extremists in the jungles of Sulawesi island. Abu Wardah Santoso was one of two militants killed in the shootout Monday, Coordinating Minister for Security, Political and Legal Affairs Luhut Binsar Pandjaitan told reporters. The other was an extremist known as Mochtar, not Santoso’s deputy Basri, as police had initially thought. Santoso, who headed the East Indonesia Mujahideen militant group that in 2014 claimed allegiance to the Islamic State group, had eluded

capture for more than five years. About 2,500 security personnel, including elite army troops, intensified operations this year in Poso, a mountainous district of Central Sulawesi province considered an extremist hotbed, to try to capture Santoso and his followers. “The strength of this extremist group will definitely weaken after the death of Santoso,” Pandjaitan said. “We will increase our forces to pressure the rest of the members.”

He said the group still has some 19 members. More than 20 were captured or killed in the past year. The government’s focus on hunting down Santoso was questioned by experts as activity by Islamic State sympathizers increased in Java and other parts of Indonesia. In January, four IS supporters carried out a suicide bombing and shooting in the capital Jakarta in which eight people died, including the attackers. Santoso was wanted for running a radical training camp in Poso, where a Muslim-Christian conflict killed at least 1,000 people from 1998 to 2002. He has been linked to a number of deadly attacks against police officers and Christians.

Like many other Indonesian extremists, his top enemy became the police following the break-up of a jihadist training camp in a remote part of Aceh in 2010 by the police anti-terrorism squad Detachment 88. Dozens of suspected militants were killed and more than 100 others arrested in the raid. Santoso vowed revenge attacks and succeeded in killing at least six police officers. Late last year, security was raised at airports, the presidential palace, foreign embassies and shopping centers in Jakarta after Santoso appeared in a video on social media threatening attacks against police and other targets. The bodies of Santoso and

Mochtar were identified at a police hospital in the capital of Central Sulawesi. National Police Chief Tito Karnavian said Santoso was identified by captured members of his group and others who had known him. Ramantha continued that further function of the agriculture is related to culture (C) and demography (D). Bali tourism is a cultural tourism, while Balinese culture is mostly from agriculture. On that account, when Balinese is speaking about life from tourism, it is essentially agriculture. “When we want our tourism to last sustainably or if our officials have tourism mindset, the basic capital should be cared for, preserved and promoted so that it is sustainable,” he explained. Ramantha added that agriculture also has ecological (E) function. In short, when the agricultural land such as paddy field is concretized, Bali will be hit by floods. That is why the agriculture must be maintained in order to avoid such a disaster. Then, there is a food (F) function where all foods must have come from agricultural sector.

“Then G is for God. Goddess Sri abides in paddy fields, so that Balinese people must be willing to farm because of Goddess Sri protects their paddy fields. But currently, for instance, when we ask migrants to work on our agricultural field, Goddess Sri is not willing to abide because Ms. Sri (migrant) has taken over,” he joked. Ramantha asserted that so many functions of the agriculture must be preserved by all parties, namely the officials, the government in general and the community. In the meantime, an architect of international kite, Ida Bagus Ugrasena, said that the triumph of Bali in the agriculture must be returned. When looking back, the agricultural technology has existed in Bali since ancient times. This matter is supported by 3,000 palm-leaf manuscripts in the Documentation Center of the Bali Culture Agency as well as the literatures originating from India,

China and other countries. “So, the glory of Bali in the agricultural field has occurred in the first century, with the presence of subak irrigation system. Thus, we have actually owned advanced technology in the traditional era and I’ve traveled around the world to introduce the technology through the kites,” he said. Ugrasena added that Bali also has sunari or bamboo log flute, windmill and scarecrow to repel pests. This traditional technology has even been implemented on one million hectares of land in India. Missions like this continue to be introduced to the whole world with the hope it becomes the icon of Bali. In addition, it is also meant to regain back the heyday of Bali. “Many Indians learn about agriculture to Tabanan known to have the icon as rice granary. It has been proven that today Bali rice has been in circulation throughout the world, chiefly in

major cities like Paris and New York, where Balinese rice is definitely sold there and I bought IDR 200,000 per plate for rice only,” he added. On the other hand, the former Director General of Forestry, I Made Subadia, even observed that farmers still like to chime in as they did in the past. If a farmer grows rambutan, the other farmers will also plant rambutan. This condition then causes the price of agricultural commodity to slump during harvest season. “If we return all of these, actually I have an ideal to build a smart farmer. By doing so, they will understand about the selection of commodities and technologies. The technology here is in the sense of how to make the harvest can be tailored to the needs,” he said. helmet. After handing over the package to Bud, the motorcyclist fled. Bud took home the package. Two hours later, police arrested him. When confirmed, the Director of the Bali Police Narcotic Investigation, Franky, justified the arrest. “Well, we indeed have arrested a drug dealer and confiscated 726 ecstasy pills. WASHINGTON — Experts say the development of selfdriving cars over the coming decade depends on an unreliable assumption by many automakers: that the humans in them will be ready to step in and take control if the car’s systems fail. Instead, experience with automation in other modes of transportation like aviation and rail suggests that the strategy will lead to more deaths like that of a Florida Tesla driver in May. Decades of research shows that people have a difficult time keeping their minds on boring tasks like monitoring systems that rarely fail and hardly ever require them to take action. The human brain continually seeks stimulation. If the mind isn’t engaged, it will wander until it finds something more interesting to think about. The more reliable the system, the more likely it is that attention will wane. Automakers are in the process of adding increasingly automated systems that effectively drive cars in some or most circumstances, but still require the driver as a backup in case the vehicle encounters a situation unanticipated by its engineers. Tesla’s Autopilot, for example, can steer itself within a lane and speed up or slow down based on surrounding traffic or on the

driver’s set speed. It can change lanes with a flip of its signal, automatically apply brakes, or scan for parking spaces and parallel park on command. Joshua Brown, a 40-year-old tech company owner from Canton, Ohio, who was an enthusiastic fan of the technology, was killed when neither he nor his Tesla Model S sedan’s Autopilot braked for a truck making a left turn on a highway near Gainsville, according to federal investigators and the automaker. Tesla warns drivers to keep their hands on the wheel even though Autopilot is driving, or the vehicle will automatically slow to a stop. A similar self-driving system Audi plans to introduce in its 2018 A7 monitors drivers’ head and eye movements, and automatically slows the car if the driver’s attention is diverted. But Brown’s failure to brake means he either didn’t see the truck in his path or saw it too late to respond — an indication he was

relying on the automation and his mind was elsewhere, said Missy Cummings, director of Duke University’s Humans and Autonomy Laboratory. The truck driver said he had heard a Harry Potter video playing in the car after the crash. “Drivers in these quasi- and partial modes of automation are a disaster in the making,” Cummings said. “If you have to rely on the human to see something and take action in anything less than several seconds, you are going to have an accident like we saw.” Operators — an airline pilot, a train engineer or car driver — can lose awareness of their environment when they turn control over to automation, said Rob Molloy, the National Transportation Safety Board’s chief highway crash investigator. He pointed to the crash of Air France Flight 447 into the Atlantic Ocean while flying from Brazil to France in 2007. A malfunction in equipment used to measure air speed caused the plane’s autopilot to disconnect, catching pilots by surprise. Confused, they caused an otherwise flyable plane to stall and fall from the sky, killing 228 people. (ap)

CAMBRIDGE — Has your child swallowed a small battery? In the future, a tiny robot made from pig gut could capture it and expel it. Researchers at the Massachusetts Institute of Technology are designing an ingestible robot that could be used to patch wounds, deliver medicine or dislodge a foreign object. They call their experiment an “origami robot” because the accordion-shaped gadget gets folded up and frozen into an ice capsule. “You swallow the robot, and when it gets to your stomach the ice melts and the robot unfolds,” said Daniela Rus, a professor who directs MIT’s Computer Science and Artificial Intelligence Laboratory. “Then, we can direct it to a very precise location.” It’s still a long way before the device can be deployed in a human or animal. In the meantime, the researchers have created an artificial stomach made of silicone to test it. Rus said one of the robot’s most important missions could be to save the lives of children who swallow the disc-shaped button batteries that increasingly power electronic devices. If swallowed, the battery can quickly burn through the stom-

ach lining and be fatal. The robots could seek out and capture the battery before it causes too much damage, pushing it down through the gastrointestinal tract and out of the body. The robot’s flexible frame is biodegradable, made of the same dried pig intestine used for sausage casing. The researchers scoured markets in Boston’s Chinatown before finding the right material to build an agile robot body that could dissolve once its mission was accomplished. “They tried rice paper and sugar paper and hydrogel paper, all sorts of different materials,” Rus said. “We found that sausage casing has the best properties when it comes to folding and unfolding and controllability.” Embedded in its meaty body — it wouldn’t be hard to make a kosher version, Rus said — is a neodymium magnet that looks like a tiny metal cube. Magnetic forces control its movement. Researchers use remote-control joysticks to change the magnetic field, allowing the robot to slip and crawl through the stomach on the way to the object it is trying to retrieve or the wound where it must deliver drugs. NEGARA - This year a number of fishermen groups in Jembrana received some assistance from the Ministry of Maritime Affairs and Fisheries and the government of Jembrana, including Global Positioning Systems (GPS). unfortunately many fishermen are still unable to operate these devices that could help them determine the position of the fish that they are looking for. Chairman of the Indonesia Fishermen Association (HNSI) of Jembrana, I Made Widanayasa, said on Sunday (Jul. 17) that the GPS’ that the Ministry provided need to be accompanied with intensive training so that the

fishermen can actual operate these handy devices. Purse seiner vessels weighing 10-25 GT (gross tonnage) still rely on the captain to determine fishing locations and crews are still using floodlights on the ship to see where the fish are.

The Ministry of Maritime Affairs will therefor also be providing submersible lights to facilitate the work of the fishermen. “We have been relying on spotlights from our vessels so the these submersible spotlights should make it easier for us to spot the fish”, explained Widanayasa. The 3 GT fibreglass boats that the government of Jembrana has provided to fishermen in the area have been welcomed with open arms and fishermen have found

them easy to accustom themselves to. Head of the Jembrana Marine Fisheries and Forestry, I Made Dwi Maharimbawa, said that this year the government of Jembrana will provide the fishermen groups with an additional 25 boats along with outboard engines and fishing gear. The ministry provided will be providing fish cages through fishermen cooperatives in Candikusuma (2 units), Sumbersari (1 unit) and Gilimanuk (2 units). The GPS devices were handed out to the fishermen by the Minis-

ter of Maritime Affairs and Fisheries, Susi Pudjiastuti, personally during her visit to the Nusantara fishing port (PPN) at Pengambengan not long ago. Fishermen were hopeful that these devices would help them find fish more easily especially with the added information that the Jembrana Marine Research and Observation Institute releases daily in their Regional Fishing Map Forecast (PPDPI). The U.S. military said it detected launches of what it believed were two Scud missiles and one Rodong, a home-grown missile based on Sovietera Scud technology. TAIPEI - A Taiwan tour bus carrying tourists from China crashed into a highway railing en route to the airport on Tuesday and burst into flames, killing all 26 on board, Taiwanese authorities said. The bus was carrying 24 tourists on an eight-day tour organised by a travel agency in China’s northeastern province of Liaoning, authorities said in a statement. The driver and the tour guide, both from Taiwan, were also killed. “The fire moved very fast. All 26 died,” Lu Jui-yao, an official with the National Highway Police Bureau, told reporters. Taiwan is a popular destination for mainland tourists, who provide a major source of tourism revenue for the island. Traffic accidents in Taiwan involving Chinese tourists are not uncommon.

China regards Taiwan as a renegade province and for years travel between the two sides was restricted, but tourist exchanges have deepened over the past two decades, with many Chinese visiting the democratically ruled island for the first time. The cause of the fire was unclear. Taiwan authorities were investigating. Taiwan’s cabinet spokesman, Tung Chen-yuan, said government officials dealing with tourism and China affairs had reached out to their mainland counterparts and that they would help arrange for relatives of the victims to come to Taiwan. DOHA - Five years ago Samer Habib left the United Arab Emirates and moved to Qatar where he opened a restaurant that turned a profit serving Lebanese salads and sandwiches to expats. In June, the business folded.

The European lawyers and Indian clerks who for years frequented Habib’s restaurant have been leaving the country in recent months, he said, many laid off in sweeping cuts to public and private companies hastened by a fall in energy prices. “Customers keep coming to me and saying: ‘Samer, this is my last sandwich’,” he said. “They say it’s been a tough year.” Like other Gulf states heavily dependent on energy sales, Qatar - the world’s top liquefied natural gas exporter - has sought to cushion the impact of lower oil prices on its finances by raising utility bills and slashing spending. Many of the foreign workers who make up the bulk of the 2.5 million-strong population have been affected. Companies in Qatar that rely on government contracts are feeling the pinch and are freezing salaries and terminating contracts of expatriate engineers, lawyers and consultants from countries including Britain, France, the United States and India. This trend risks increasingly polarising the country between wealthy Qataris at the top and Asian blue-collar workers at the bottom. Businesses that rely on the custom of professional foreign workers with their tax-free salaries and disposable income, including restaurants like Habib’s, private schools, car dealerships and shopping malls, could struggle to survive. In 2015 state-run Qatar Petroleum let more than 1,000 foreign workers go as part of restructuring, according to the energy minister. Al-Jazeera, the pan-Arab satellite news network owned by Qatar, closed its American channel in April and has laid off 500 staff, most of them in Doha. Vodafone’s Qatar subsidiary said in May it would cut about 10 percent of its workforce.

Vice president lauds performance of Tinombala task force JAKARTA - Vice President Jusuf Kalla has praised the performance of the Tinombala Operations task force in paralyzing the Santoso-led terrorist group in Poso, Central Sulawesi. The Tinombala operation, involving 2.5 thousand military and police personnel, began in January 2016 in line with President Joko Widodos firm directives to wipe out the terrorist group, which had made Poso a security threat for years. The Tinombala Operations task force has neutralized the wanted terror suspect Santoso, who was killed during a gunfight in Poso on Monday.

“We highly laud the police and soldiers, who have conducted a large-scale operation for months to hunt down the terrorist leader,” the vice president remarked at the Pondok Gede Hajj Dormitory in East Jakarta on Tuesday. Related to the alleged death of Santoso, the leader of the terrorist group in Poso, Kalla said the government was still awaiting the results of the investigation and identification by the relevant parties. “If it is confirmed that Santoso is dead, then it means we can solve the problem in Poso. However, we are still awaiting a confirmation

on the result of a DNA test,” Kalla revealed. Presidential spokesman Johan Budi remarked here on Monday that President Widodo had received a report on a gunfight in Poso, in which terror suspect Santoso was allegedly killed. JAKARTA - Commissioner of the General Election Commission (KPU) Juri Ardiantoro has been appointed as the commissions new chairman to succeed the deceased Husni Kamil Manik. Ardiantoro was elected through a consensus during a closed-door plenary meeting at the KPU office here, Monday evening. Ardiantoro, chairman of the Jakarta KPU for the 2008-2013 period and a graduate of the Malaya University in Malaysia, will chair the national KPU for eight months. The plenary meeting was attended by five commissioners of the KPU --- Sigit Pamungkas, Ida Budhiati, Arief Budiman, Ferry Kurnia Rizkyansyah, and Juri Ardiantoro --- among others. Manik died at the Pertamina Central Hospital in South Jakarta on July 7 while he was undergoing treatment for an infection that had spread across his body, affecting some of his organs. KPU Commissioner Hadar Nafis Gumay informed Antara here on Thursday evening that Husni had, so far, showed no signs of suffering from any other illnesses or deteriorating health. “My friends and I had never noticed him looking ill. What we knew is that he was undergoing massage therapy. An infection spread through his body. I do not know all the facts yet, as I have not met his family,” Gumay stated. Manik was admitted to RSP Pertamina on Thursday morning and was pronounced dead by the doctors at 9:10 p.m. local time. He is survived by his wife and three children. On July 12, the KPU named one of its commissioners, Hadar Nafis Gumay, as the acting chairman following the demise of Manik. “The decision to elect (Gumay) has been agreed upon unanimously by all KPU commissioners,” KPU Commissioner Pamungkas noted. Turkey vows to remove Gulen movement ”by its roots” after failed coup

ANKARA - Turkey vowed on Tuesday to root out allies of the U.S.-based cleric it blames for a failed coup attempt last week, after an already deep purge of the army, police and judiciary, and said it had sent Washington evidence of his wrongdoing. President Tayyip Erdogan and the government accuse Fethullah Gulen of orchestrating an attempted military takeover on Friday in which at least 232 people were killed, and have called in speeches for his extradition from the United

States. Prime Minister Binali Yildirim accused Washington, which has said it will only consider an extradition request if clear evidence is provided, of double standards in its fight against terrorism. He said the

justice ministry had sent a dossier to U.S. authorities. Western leaders have expressed solidarity with the government over the coup attempt but also alarm at the sweeping response, urging Turkey to adhere to democratic values. In a defiant parliament speech, Yildirim said the fact civilians had been targeted in the attempted power grab by a faction in the

military made it unprecedented in the history of Turkey, which last saw a violent coup more than 30 years ago. “I’m sorry but this parallel terrorist organisation will no longer be an effective pawn for any country,” Yildirim said. “We will dig them up by their roots so that no clandestine terrorist organisation will have the nerve to betray our blessed people again.”

The International Olympic Committee (IOC) did not spell out whether it would heed growing calls for Olympic bans already imposed on Russia’s track and field athletes and weightlifters to be extended to all its competitors in Rio. However, IOC President Thomas Bach said the independent World AntiDoping Agency (WADA) investigation had revealed “a shocking and unprecedented attack on the integrity of sport and on the Olympic Games. The IOC Executive Board is to hold a telephone conference on Tuesday to take its first decisions, which may include provisional measures and sanctions with regard to the Rio Olympics. “Therefore, the IOC will not hesitate to take the toughest sanctions available against any individual or organisation implicated.” WADA itself explicitly urged the IOC to consider banning Russia from the Rio Olympics altogether. The report confirmed allegations made by Grigory Rodchenkov, former head of the Moscow Anti-Doping Laboratory. He told the New York Times two months ago that dozens of Russians had used performance-enhancing drugs in Sochi with the support not only of national sports authorities but even the domestic intelligence service, the FSB. Monday’s report said Russia, a traditional sporting superpower, had been stung into action by its performance at the 2010 Vancouver Winter Olympics, where it finished 11th, with only three gold medals. “The surprise result of the Sochi investigation was the revelation of the extent of State oversight and directed control of the Moscow Laboratory in processing and covering up urine samples of Russian athletes from virtually all sports before and after the Sochi Games,” said the report, unveiled in Toronto. MOSCOW — Russian President Vladimir Putin on Monday ordered officials in St. Petersburg to speed up construction of a trouble-plagued stadium which is scheduled to host 2018 World Cup games, including a semifinal. In a decree published Monday on the Kremlin’s website, Putin said the stadium — provisionally named Zenit Arena — and other infrastructure must be built on time. The decree said Putin instructed officials to “adopt comprehensive measures to eliminate the gaps” in the stadium’s construction schedule. He gave similar instructions to local authorities in Samara and Kaliningrad where two other World

Cup stadiums are being built. The stadium in Russia’s secondlargest city has been in construction for almost a decade, and St. Petersburg City Hall announced Friday it had fired the general contractor over alleged cost overruns and delays. The stadium, which was to be completed this year and used for the 2017 Confederations Cup, is set to cost over $620 million. FIFA spokeswoman Delia Fisher told The Associated Press on Monday that FIFA expects the stadium to be delivered in December. Chilean footballers vote to strike, matches called off

SANTIAGO - Chile’s footballers have voted to go on strike, forcing the start of the league season to be postponed. The players’ union Sifup is unhappy at a decision to reduce promotion and relegation in the new season, a move which it says has cost 120 players their jobs in the top two divisions. It has also complained about unpaid wages at some clubs. “The professional players unanimously decided to follow the call to stop the national championship,” said Sifup in a statement. The Chilean FA (ANFP) has ruled that only one team will relegated and one team promoted between the top tier, known as the Primera Division, and second tier, known as the Primera B, at the end of the 2016/17 season. Meanwhile, there will be no promotion or relegation at all between the second and third tier, known as the Segunda. Sifup said the decision had “reduced the competitiveness of the domestic tournaments, where the clubs, who do not see themselves as threatened in case of a poor campaign, have drastically cut the costs of their squads.” It said that 120 players had seen their contracts terminated in the top two tiers and 300 in the third tier.

The ANFP confirmed that the start of the season at the weekend would be postponed and said that the reduced promotion and relegation was for the upcoming season only.

“We regret Sifup’s decision to ratify the strike, a situation which will have negative efforts on the championship, the fans, the players and the sport in general,” it said. (rtr)
