Foreign ministers from the 10member Association of Southeast Asian Nations arrived Tuesday at a tightly guarded five-star hotel on Indonesia’s resort island of Bali for their annual get-together. Myanmar’s Suu Kyi leads memorial march for father Associated Press Writer
YANGON — More than 3,000 democracy supporters led byAung San Suu Kyi marched Tuesday in Myanmar’s biggest city in honor of her father, the nation’s independence hero. The short march from the headquarters of Suu Kyi’s National League for Democracy to the Martyrs’ Mausoleum was the biggest public demonstration since 2007, when the military junta launched a bloody crackdown on pro-democracy protesters.
Suu Kyi earlier attended the government’s ceremony at the mausoleum for Martyrs’ Day, which marks the anniversary of the 1947 assassination of Gen. Aung San and colleagues during a Cabinet meeting shortly after Britain agreed to grant independence to what was then known as Burma. It was the first time in nine years that 66-year-old Suu Kyi attended the ceremony. She had been under her most recent stint of house arrest from May 2003 until last November. Continued on page 6

Flood Affect, Kindergarten Learning Moved Semarapura (Bali Post)-
The flood at Gunaksa Village last Sunday (17/7) affected many things including tohave disturbed the learning process of Kindergarten Kumara Jaya and the operation of the village office causing the learning process moved in a building around Gunaksa field while village office workers took out muds from their office. Head of the village, Ketut Budiarta, explained last Monday (18/7) to clean up office spaces and public facilities they need to borrow a tank car from Klungkung Public Works Agency and to nanticipate a following flood, a heavey vehicle has been sent to dig more of Gunaksa River as this is what caused houses and public facilties underwater also rubbishes have been taken out. Throughout the development for more than three decades, the share of Bali tourism ‘pie’ is largely fought over by investors from outside the region and overseas. It can be seen from the small quantity of Bali local residents holding the operational control of tourism business. On that account, more foreign exchanges of tourism are enjoyed by bureaucracy (government) sector through taxes and levies.
The swelling acceptance of new pupils (PPBD) in Junior High School SMPN 2 and 3 Tabanan causes problems such as threatened to be crowded in their learning process. The condition was caused by the shortage of teachers, the unsuitable class condition with the number of pupils. Headteacher of SMPN 3 Tabanan, Nyoman Sulendra, admitted in dilemma with this number of pupils. He clarified that he is just following the system and process of PPDB applied by the Tabanan Education Agency. He thinks this situation cna be managed one of them by adding more pupils in one class where usually 36 becomes 48 pupils. The risk of this is that the 58 teachers here have to face the many pupils as their timing can’t be added again with the minimum timing16 hours. “It’s not possib;e to open afternoon classes to fulfill national standard,” he explained. He denies completely the crowded situation was caused due to bribery yet he did say that it is caused due to the parents demand. The policy in SMPN 2 Tabanan was different. This school decided to make an afternoon class to suit their situation. The number of pupils caused the classes to be increased up to 10 from 6 and has start their orientation. Headteacher SMPN 2 Putu Suartika stated the acceptance of the pupils was through their NEM (National Examination Final Grade) with 198 pupils while then added more as there were empty seats. (udi)

This was disclosed by tourism practitioner from Legian, I Nyoman Rutha Ady, Monday (Jul 18). He said the phenomenon occurred because Balinese people having the assets in the form of land rarely applied the pattern of professional business with great courage to take advantage of loans provided by financial institutions or banks. “Most Balinese do business with conventional methods because they do not dare to take risks. The locals prefer to do lease-contract just to get the blessings of tourism,” said the former Chairman of the Indonesian Hotels and Restaurants Association (PHRI) of Badung Chapter.
Tourism business, according to community leader of Legian Customary Village, was a blend of capital-intensive and labor-intensive. The ability to manage financial, human resources (HR) and face the increasing competition would determine the success. On the contrary, conventional business practices as performed by many local residents would only wait for bankruptcy. “This phenomenon has made the tourism ‘pie’ increasingly bigger, but in fact it is only enjoyed by some few Balinese people,” he said. In the future, he hoped the courage of local communities
having a land asset, capital, knowledge and experience would emerge to be directly involved in managing a large-scale tourism business with high professionalism. Only by daring to seize business opportunities and compete against the capital owners from outside Bali, the existence of Bali tourism sector could be maintained to provide positive benefits for public welfare. “For Bali, the enjoyment of tourism blessings today remains unclear. The question is, can HIV virus spread like this? For this Bali Post asked Head of Sanglah Hospital VCT, Prof. DR. Dr. K Tuti Parwati Merati, SpPD. According to her HIV infects by direct infection in two ways which are through blood and genital secretion for that reused injection needle for narcotics can cause a direct infection and in sexual intercourse it happens through a mikrolesi (small microcospic wound) or wound that happened due to the intercourse. “Generally mikrolesi happens during sexual intercourse and you can’t feel any hurt from it but it’s enough space for HIV to go in,” she explained. Tuty stated a spread through a toothpick is not possible and public shouldn’t panic, as HIV usually died when its out from its growing area and so it depends on how fast the liquid that contains the virus will dry either from blood or sperms. For example if there is a HIV infected blood fell to the floor, then the HIV will go as that blood dries up moreover if the blood was wiped away then the virus will be automatically dead. (san)

Student Body Rotting at Bugbug Beach Suspected Heart Broken Amlapura (Bali Post) -
Suicide case keep on increasing in Karangasem as this time student I Gede Ardika Yasa (24) was found rotting at Song Lawah Beach nearby Candidasa, Bugbug, Karangasem last Monday (18/7) afternoon. Victim suspected heart broken from his girlfriend and so killed himself in the beach by drinking potassium the day before (17/7) as an aqua glass was found with potassium powder. Victim was found on his traditional clothes and skin peeling. The event caused shock for everyone in Bugbug Village. The body was evacuated by Head of Karangasem Police, Police Commissioner Ketut Wijaya Arsa with a number of officers. Wijaya explained that they were about to go to Candidasa as there was a report on fraud in a shop. “As we heard there’s a body here we then tried to find it first and found it around 1,5 km from the shrimp dike where victim’s motorcycle was parked,” he explained. It was explained that the body was first seen by a farmer who was taking grasses at Gumang hills last Monday (18/7) morning yet the farmer thought it was just someone who’s lying down on the beach. Yet until 3 pm the youngster is still there causing farmer confused. After it was checked, it was a rotten body and so farmer reported to residents nearby then forwarded to the police. Victim’s body has been sent to Karangasem Hospital Corpse Room and his family has been contacted. It was found that he is from Banjar Sangkungan, Tangkup Village, Sidemen, Karangasem based on his ID Card. (013)

BBPOM: There are drug additives and unhygienic concoction Denpasar (Bali Post)—
The authority of Bali Agency of Drug and Food Control (BBPOM) highlighted the rampant poisoning cases of herbs (jamu) occurred in some areas in Denpasar and Badung Regency. It was caused by the addition of drug additive as well as unhygienic herb concoction. “Our team has been deployed to the field. The problem is that the herb consumed by the victim is unknown so it is difficult to do tracking. Probably, the poisoning is caused by drug additives contained in the herbs,” revealed the Head of BBPOM Bali, Corry Pandjaitan, Monday (Jul 18). According to her, BBPOM team was still investigating the case considering it was unknown the herbs consumed, the brand as well as its concoction. Based on information obtained, the herb consumed was the result of concoction widely sold on the roadside. It meant the additional raw egg, water and other concoction needed to be investigated. Consuming herb, said Corry, should not use raw egg. Raw eggs contained salmonella bacteria or microbiological element that could contaminate the herb. “Possibly, this microbiological element can cause poisoning,” she said. Not only was the raw egg, quality of water used to mix the herb also being investigated. Corry acknowledged from the routine surveillance and inspection often carried out, there were still many traditional herbal medicines found unworthy distributing because they contained drug additives. One of which was found in libido enhancer herb and rheumatism herb. Drug additives generally used in rheumatic herb were such as phenylbutazone, dexamethasone, prednisone, mefenamic, paracetamol, slidenafil, tadalafil, CTM and so on. Then, the one used in treating headaches, among others, were antalgin, mefanat and paracetamol. Meanwhile, some drug additives used in slimming herb were sibutramin and other substances; and in male enhancers were sildenafil, tadalafit and others. “Drug additives should not be used haphazardly without a prescription. When taken continuously in inappropriate dose will harm the heart,” she explained. She acknowledged the high demand and misunderstanding in society about herbal medicine that could cure all diseases instantly became one of the main factors of the rampant distribution of traditional herbal medicine allegedly containing drug additives. “If there are efficacious herbs that can cure various diseases instantly should be suspected of containing hazardous drug additives. Drug additivecontaining herb can be said it is not a healthy herb. Due to its side effect, the herb is no longer a source of health but the source of poison,” she explained. In general, the herbs containing a lot of drug additives, among others, were herb of libido enhancer for men, bone flu, rheumatism, slimming and other fresh herbs. (bit)

Rubbish handling in Denpasar Requires additional rubbish containers Denpasar (Bali Post)—
Within the past two years, Denpasar failed to achieve the Adipura trophy. This fact shows the sanitation handling in Denpasar needs to be synergized with all parties. Not only by imposing sanctions, but more importantly it should be accompanied by continuous supervision. This will provide public awareness to live a clean and tidy life. This matter was conveyed by Deputy Head of Denpasar House, AA Ngurah Gde Widiada, when met in his office on Monday (Jul 18). Widiada who was accompanied by his colleague, Made Pudja, expected that Denpasar Sanitation and Landscaping Services (DKP) could consider the increase of trash bin in every corner of Denpasar. One of the current problems faced by Denpasar today was the waste handling. “One of the ways is by adding trash can because I often see a lot of rubbish spills onto the road as the can has been full,” explained
Widiada. He said that ideally every hamlet in the city of Denpasar at least two had two rubbish containers. However, in reality, according to Widiada, three hamlets only had a rubbish container. This condition made the city appearance filled with rubbish that had not been transported and then spilled onto the streets. Widiada also added that smallsized trash cans usually placed on the road side should be replaced with the larger ones. In other words, this was intended to accommodate
more people’s rubbish. “From my observations in Japan, a trash can is placed at every distance of 1 kilometer. However, in Denpasar, every one kilometer uncertainly has a trash can,” he said. Aside from increasing the number of trash can, DKP was also expected to regulate its working hours, especially for the officers having the tasks to transport rubbish. On that account, there would be no officers transporting rubbish during rush hours. “It can also make the streets in Denpasar increasingly get jammed,” he hoped. (kmb12)

Egyptian PM taken to hospital, new cabinet delayed Reuters
CAIRO - Egyptian Prime Minister Essam Sharaf was taken to hospital because of blood pressure problems on Monday, and the swearing in of a muchchanged cabinet was delayed. Sharaf, 59, underwent medical tests in Dar al-Fouad hospital in Cairo after suffering a fall in blood pressure, the state MENA news agency reported. A cabinet source said Sharaf later left the hospital. “His condition is stable,” said one security source. Sharaf’s admittance to hospital occurred after a ceremony to swear in his new cabinet scheduled for Monday was delayed until Tuesday. It was not immediately clear if it would be delayed further. The cabinet reshuffle was designed to placate protesters demanding deeper political and economic reforms by Egypt’s military rulers, who took over when Hosni Mubarak was driven
from office in February by a popular uprising. The protesters, who have camped in Cairo’s Tahrir Square since July 8, have also demanded a quick trial of Mubarak. They said the reshuffle, changing half of the cabinet including the foreign and finance ministers, only partially met their demands. Interior Minister Mansour elEssawy is set to keep his post. The police, who fall under his ministry, have been a particular target for protesters because of tough tactics used during and after the uprising that toppled Mubarak. Some protesters welcomed Essawy’s shake-up of top police officers last week. Others say he has not done enough. “What is this cabinet reshuffle that took place? It is ridiculous. We want Essawy to leave, he was unable to make any changes in the police force. We are not feeling any difference,” said Shaimaa Saif el-Din, a 22-year-old demonstrator.

Tibet’s spiritual leader the Dalai Lama has insisted that he will guide the choice of his successor, saying China’s plans to control the selection of the Buddhist leader were “ridiculous.” The Dalai Lama on Monday headed back to his home in exile in India after a nearly two-week visit to the United States. President Barack Obama welcomed him Saturday at the White House, leading China to lodge a protest. China has tried to isolate the Dalai Lama, but he remains widely
popular around the world and packed arenas throughout his US visit. Many Tibetans believe Beijing is waiting for his death, hoping his cause will end with him. The Dalai Lama, who turned 76 during his US visit and appears to be in good health, was emphatic that he would not allow China to stage-manage his succession. “The Dalai Lama’s rebirth or next life logically, finally, it is my business, not others’ business,” the Dalai Lama told NBC television’s “Today” show in an interview broadcast on Monday. “My next life, ultimately, I will decide — no
one else,” he said. Referring to Chinese leaders, the Dalai Lama said: “Recently, they have some kind of policy, some certain policy, but that is quite ridiculous.” It was unclear if the Dalai Lama meant he would control his successor’s selection in a practical or a spiritual sense. Under Tibetan tradition, monks identify a young boy who shows signs he is a reincarnation of a late lama. But the Dalai Lama has said in the past that he is willing to break custom by choosing his successor before his death or among exiles outside Tibet. The Dalai Lama has also said he is open to picking a girl.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Twenty protesters from China’s minority Uighur community were killed in a clash with police in the ethnically tense northwestern region of Xinjiang, a Uighur exile group said Tuesday. State media quoted an official in the region calling Monday’s clash a “terrorist” attack and said four people including a police officer were killed when a crowd set upon a police station in the remote city of Hotan. But Uighur activists called it an outburst of anger by ordinary members of the mainly Muslim ethnic minority, and accused authorities of attempting to block information on the deadly incident. The Germany-based World Uyghur Congress, citing sources in Xinjiang, said security forces beat 14 people to death and shot dead six others during the unrest. “The Chinese authorities should immediately cease their systematic oppression to prevent a further escalation of the situation,” said Dilxat Raxit, a spokesman for the group. Xinjiang has been plagued by violent unrest in recent years, culminating in savage Uighur at-
tacks on members of China’s dominant Han group in the regional capital Urumqi in July 2009. Raxit said the latest incident erupted after a group of Uighurs tried to seize a number of police officers as leverage in their demands for the release of family members detained previously. The attackers also set fire to the police station, located near the city’s bustling bazaar, reports said. The situation in Hotan, an ancient oasis trading post on the famed Silk Road, remained tense after the attack, with police sealing off roads in and out of the city and “large numbers” of anti-Chinese flyers circulating, Raxit said in an emailed statement. Central Asia — is home to more than eight million Turkic-speaking Uighurs. Many are unhappy with what they say has been decades of repressive rule by Beijing and unwanted Han immigration. The government says nearly 200 people were killed and 1,700 injured in the 2009 riots in Urumqi — China’s worst ethnic violence in decades — which shattered the authoritarian Communist Party’s claims of harmony and unity among the country’s dozens of ethnic groups. China threw a huge security clampdown on Xinjiang after the violence and many Uighurs are angry over the arrests or alleged disappearances of people rounded up across the region in the aftermath. In Hotan, at least 70 people have been detained after Monday’s incident and authorities were continuing to hunt down other suspects, Raxit said.

Government calls for speedy passage of Land Acquisition Bill Antara
JAKARTA - The government has called for the speedy conclusion of parliamentary discussions on the bill on acquisition of land in the public interest to ensure the smooth implementation of its infrastructure development plans. “Unless the law is passed, we will not be able to speed up infrastructure development,” Coordinating Minister for Economic Affairs Hatta Rajasa said at the parliament building here on Monday. Therefore, he said, he hoped that an agreement could be reached soon as discussions of the bill so far had already gone on for eight months. “I wish my friends in the House factions could finish it this year because they have been talking about for the past eight months,” he said. He said the slow progress in the bill‘s discussions would cause de-
lay in the implementation of projects included in the master plan for the acceleration of Indonesian economic development and expansion. “I have not been invited by the DPR (House of Representatives) to discuss the bill. If I have , we will certianly discuss it,” he said. The government had earlier said it was ready to issue a government regulation (PP) if the discussions of the bill in parliament dragged on and could not be finished by the end of 2011. The chief of the National Economic Commission (KEN), Chairul Tanjung, said the President was ready
to issue a PP to ensure legal certainty for ongoing or future projects. “He hopes the discussions of the bill could be completed by the end of the year. But if they are not, he is ready to issue a PP,” he said. Chairul said that the government and the DPR leadership had actually made an agreement to finish the discussion of the bill in October 2011. But if the plan fails the President will issue a PP as a temporary regulation so that “investors will not question `how we can invest in infrastructure if we do not have land`.” If the law on land acquisition is passed it is hoped the need for land for infrastructure development will be easily met. Land acquisition has so far been the main obstacle hindering many infrastructure development projects in the country such as toll roads, airports and seaports.
Police investigate Islamic boarding school fire that killed two Antara
BOGOR - Police have concluded an investigation into a fire that razed an Islamic boarding school in Bogor and killed two girls, a spokesman said. “The investigation finished at around 1 am local time on Monday. The two girls were burned as they were trapped in two separate
rooms,” Adjunct Commissioner Imron Ernawan of the Bogor Police office said here on Monday. Two girls were killed when the fire razed Ibnu Tarwiyah Islamic Boarding School located at Sukaharja village, Cijeruk sub district, Bogor District, West Java Province, here on Sunday evening. The fire started at the girls‘ dormitory for junior high school students.
The fatalities were Nurfahmiyah (19), a student , and Yulisiticariwyah (18), an employee at the school‘s administration unit. Their charred bodies were found on the second floor. The fire lasted for two hours and the source was still under investigation. Police have grilled four witnesses, including Tedy and Sawa, male students, and Ahmad, the deputy principal of the boarding school.

Mt Lokon eruptions force schools to suspend classes Antara
TOMOHON - Mount Lokon eruptions have forced three elementary schools at Kinilow, Kinilow 1 and Kakaskasen 1, Tomohon, North Sulawesi Province, to suspend their classes, according to some sources. The GMIM elementary school at Kinilow and Catholic elementary school at Kinilow 1 were empty as their students were taking refuge in emergency camps, Evi Torar, a GMIM school teacher, said here on Monday. “Currently, the students are being accommodated at refugee camps, so there are no class activities. A number of teachers are also taking refuge due to the volcanic eruptions,” she said. However, six out of the GMIM elementary school‘s 302 students did come to the school. “Until now, six students did ome to school,” Torar said. Kinolow‘s Inpres elementary school had temporary closed since Tuesday (July 12), according to Boy Manoppo of Kinilow village. “The school is located in the danger zone, so residents have been evacuated due to the increased activity of Mount Lokon,” he said.
Mount Lokon which is located in Tomohon, has been erupting several times since Sunday (July 10) prompting more than 4,100 people to evacuate to safer places. The National Disaster Management Agency (BNPB) reported that Mount Lokon in North Sulawesi erupted twice on Monday (July 19), namely at 1.24 Central Indonesian Standard Time (WITA) and 1.34 WITA. “The first eruption produced thick gray clouds that rose to a height of 200 meters and the second one the same material that went up to 600 meters above the Tompaluan crater,” Chief of BNPB`s Data and Information Center Sutopo Purwo Nugroho said. The number of refugees was currently recorded at 4,146 who have been accommodated at several locations. The BNPB had distributed emergency tents, blankets, mattresses, and canned food; set up public kitchens; and was keeping mobile medical services on standby. The refugees were given shelters at 26 locations among other things at City Park, churches‘ halls, a neighborhood the Christian University of Tomohon, and the State University of Manado.

JAKARTA - The Energy and Mineral Resources Ministry is preparing six options for the implementation of the government‘s plan to limit subsidized fuel consumption for consideration by the cabinet, an energy official said. “We are preparing six options but we are not sure whether all of them will be taken to a cabinet meeting for discussion before they are submitted to parliament,” Oil and Gas Director General Evita Legowo said here on Monday. She was speaking on the sidelines of a working meeting with the House of Representatives (DPR)‘s Commission VI on trade, industry and state-owned firm affairs. Evita said the government was hoping it could implement its subsidized fuel consumption limitation policy this year. “Hopefully, the policy can be implemented this year, namely after the fasting month of Ramadhan,” she said. President Susilo Bambang Yudhoyono had earlier ordered the ESDM ministry to prepare energy saving steps, including subsidized
fuel consumption so that the subsidy would not drastically increase. Evita did not elaborate on the substance of the six options her ministry was preparing for discussion at a cabinet meeting. It was earlier learned that the subsidized fuel consumption limitation team had prepared three options, namely increasing the price of premium gasoline to Rp5,000 per liter with a cash-back for public vehicles. The first option was predicted to be able to save Rp7.3 trillion in state money. Under the second option, the price of premium would not be raised but private cars would be made to use pertamax, on condition that the price of pertamax would not exceed Rp8,000 per liter. This option was expected to save the state Rp5.8 trillion. The third option consisted of two ways. First, the price of premium would be increased to Rp5,500 per liter without allotment for private vehicles. The second was that the price of premium would remain Rp4,500 per liter with allotment for public vehicles and motorcycles using a radio frequency identification (RFID) device.

Though they participated in the tourism sector, they would be very difficult to gain maximal benefits from tourism sector. “The only way to exist in the middle of the very tight tourism competition is that Balinese people have no choice but should constantly improve their competence. Without armed with competency, the existence of Balinese in tourism sector will increasingly get slumped and then only become a spectator in the mid of tourism glamour taking place in their own homeland,” he reminded. He said that placement of top management was usually very closely related to equity factor. Considering most hotels in Bali were investments of foreign parties, then there was a tendency of top management positions were also controlled by investors. “However, I begin to see a greater confidence that investors have placed Bali local workers in the management position. Obviously, the trust is given because they see Bali local workforce has competencies required to occupy the strategic positions. To sum up, it highly depends on the matter of competence,” he said while requesting the local community of Bali to continuously improve the competence and analyze the strengths of the outsiders so as to exist in a highly strict competition. Madiun asserted that motor of tourism industry was inseparable from capital factor. If local government wanted to develop local entrepreneurs in tourism sector, government had to facilitate and help expand the capital access of local entrepreneurs by creating policy products that supported local entrepreneurs. Especially for successful entrepreneurs from outside Bali, local government should oblige them to fulfill the obligation to deliver corporate social responsibility (CSR) to Balinese people. In other words, some of the profits obtained from tourism in Bali should be returned to Balinese people. However, our craftsmen still have minimal understanding on how to develop their design and motif pursuant to the market demand. Having produced, our craftsmen do not have regular network to market their products,” added Sudiarka Jaya. He did hope that relevant agencies in the Klungkung Regency and Bali Province could give more attentions to overcome the difficulties faced by craftsmen, like a provision of skill trainings. A weaver from Karang Gede Hamlet, Tanglad, Ni Wayan Jantes, claimed to have deeply involved in cagcag weaving works as a side job only. Her main livelihood was as a cow breeder. Within a day (about 5 working hours), Jantes admitted to produce one sheet of woven cloth measuring 2 meters. “I just work for an employer. For a single sheet of cloth, I receive a payment worth IDR 10,000,” she admitted. Meanwhile, the business owner sold the cepuk cloth between IDR 125,000 and IDR 200,000 per piece. “It highly depends on the quality, motif and type of cloth. China’s tax revenue surges 30 percent Reuters
BEIJING - China’s tax revenues in the first half of the year surged 29.6 percent from a year earlier to 5 trillion yuan ($773 billion), underscoring the government’s ability to deal with any fallout from piles of local government debt. Tax revenue growth slowed from a 32.4 percent rise in the first quarter of this year. Revenue from corporate income tax surged 38.3 percent in the first half while personal income tax climbed 35.4 percent and consumption tax rose 20.2 percent, the Ministry of Finance said. Receipts from customs duties rose 32.1 percent and those from property tax rose 24.4 percent, the ministry said. The ministry attributed the strong tax revenues in the January-June pe-
riod to solid economic growth, rising corporate earnings as well as higher prices that boosted receipts. Stringent tax collection also helped, it added. China’s fast economic growth and hefty government revenues will help contain potential risks from swelling local government debt as a result of Beijing’s massive economic stimulus during the global financial crisis, analysts say. The national auditor said last month that local governments had chalked up about 10.7 trillion yuan
in debt as of the end of 2010, 4.97 trillion yuan of that being held by local government financing vehicles. Last week, China reported a fiscal surplus of 1.25 trillion yuan in the first half as steady economic growth and rising prices lifted government revenues. China’s economy, which grew a faster-than-expected 9.5 percent in the second quarter, is expected to retain much of its momentum in the coming quarters despite policy tightening, according to the latest Reuters poll.

JPMorgan Securities’ derivatives strategists on Monday recommended purchasing Apple August $365 call options to position for a potential upside ahead of the company’s quarterly earnings. The options market is implying a 2 percent earnings move up or down for the stock. SINGAPORE - Equities stabilized on Tuesday, helped by technology shares ahead of Apple’s earnings, though the euro sagged, suggesting investors may keep cutting their exposure to risks in the face of default threats in the United States and Europe. U.S. stock futures were up 0.3 percent and European share markets were expected to open slightly higher, though risky assets may be on borrowed time. With the clock ticking in Washington before an August 2 deadline on the federal borrowing limit, political leaders were still at an impasse. Europe also appeared no closer to sealing a deal for a second bailout of Greece ahead of Thursday’s European Union summit. Investors for the most part appear to be assuming that the U.S. debt ceiling will be lifted and a default averted, with the 10-year Treasury yield camped comfortably below 3 percent, but stakes are running high in the euro zone. Though the rapid move into the Swiss franc has cooled, widening Italian and Spanish bond yield spreads over Bunds will likely trigger fresh selling of euro/Swiss franc. Deutsche Bank said a basket trade that is short the dollar, sterling, yen and the euro — the major currencies tied to fiscally weak economies — and long the rest of the G10 currencies has annual excess returns of 8.1 percent so far this year. Precious metals have also been a beneficiary of investors seeking hard assets as debt crises in Europe and the United States grow. Spot gold edged up 0.1 percent to $1,605.51 an ounce in early Asian trade, though off the record high of $1,607.01 reached on Monday.

The British actress who plays Hermione (hurMY’-nee) Granger in the “Harry Potter” series tells The Virginian-Pilot that she remains enrolled at Brown even though she’ll study at England’s Oxford University in the fall. She says intends to return to Providence in 2012 to complete her studies at the Ivy League school. The 21-year-old Watson left Brown earlier this year, saying she wanted to devote her time to the final “Harry Potter” film and other acting opportunities. The final chapter in the series premiered last week, setting box office records. It took in an estimated $168.6 million domestically from Friday to Sunday. That beats the previous best opening weekend of $158.4 million for 2008’s Batman blockbuster “The Dark Knight.”

line while lessening what’s lost in translation so that movies work globally is a delicate yet increasingly important business as Hollywood relies more on international audiences to bolster profits. Subtitles have been around since the age of silent film. When Hollywood converted to sound in the late 1920s, several European countries — notably Germany, France, Spain and Italy — decided to substitute the voices of their own actors in place of their American stars. In those countries, dubbed movies still dominate multiplexes today, though European moviegoers in cities like Paris, Berlin and Madrid
have the choice of seeing movies with subtitles, too. Japanese theaters typically offer both versions. In Central and South America, subtitling, a less expensive process, has always been the practice. Both translation processes pose particular challenges, most notably for talky comedies, especially the crop of raunchy, R-rated versions out this summer. Translators using subtitles must condense dialogue, cutting proper names and modifiers to maintain the gist of what’s being said without overwhelming the audience with too many words to read. “You’re getting a more abstract version of the movie,” says Sandra Willard, who has spent the past 30 years writing detailed reports to help translators and vocal dubbers do their jobs. “You have to be obsessive to do this,” Willard adds. “And you have to keep up with pop culture, too, in order to ensure you’re staying true to what’s being said.”

stretch for me to play a guy with serious anger management issues, I think it is a great concept,” Sheen said, with apparent irony. “It also provides me with real ownership in the series, a certain amount of creative control and the chance to be back in business with one of my favorite movie producers of all time, Joe Roth,” he said. The 45-year-old actor is suing Warner Brothers studios for $100 million for alleged breach of contract after “Two and a Half Men” was canceled for the rest of the season following Sheen’s public tirades against producer Chuck Lorre.
Sheen has in the past boasted of his own wild lifestyle and drug binges but claimed to have singlehandedly defeated addiction, arguing that he was able to work. But the show’s producers insist he had breached his contract, and in May announced Twitter-friendly actor Ashton Kutcher as his replacement for a ninth season, due to be broadcast on CBS later this year. Sheen became an Internet sensation amid the sacking row and went on tour with a live comedy show, entitled the “My Violent Torpedo of Truth/Defeat is Not an Option” tour.

The report gave no timetable or other specifics on how the system would work. However, China has said previously it hoped to introduce a pilot scheme in a handful of major cities by 2013 and expand it nationally in 2015. Faced with severe pollution, a predicted surge in urbanisation and a struggle to ensure adequate energy supplies to fuel its rapid growth, China has outlined plans to reduce carbon emissions in its latest fiveyear economic plan. Carbon trading typically involves the setting of
absolute limits on how much carbon dioxide emitters such as industrial enterprises can produce. Once those are reached they can then purchase the unused emission allowances of other parties who have come in under their limits. Environmental analysts have said China is keen to get a functioning carbon trading market up and running soon, especially with the expiry of the Kyoto Protocol looming in 2012. China and other developing nations have not been bound by the
protocol to reduce emissions of the gases blamed for global warming and climate change. But it remains unclear what a future new protocol would call for with China under pressure to rein in emissions growth since it surpassed the United States as the world’s largest greenhouse gas source in recent years. As part of the carbon-trading push, China will promote development of green technologies and products through means such as preferential taxation policies, Xie, a vice minister with China’s top economic planning agency, was quoted saying. It also would “manage growth in energy-intensive industries”, he said. China has pledged to reduce the amount of carbon dioxide produced per unit of gross domestic product by 40 to 45 percent by the end of 2020 — essentially a pledge to slow emissions growth, but not a cut.
PASADENA, Calif — NASA’s Dawn spacecraft was captured into orbit around the massive asteroid Vesta after a 1.7 billion-mile journey and is preparing to begin a study of a surface that may date to the earliest era of the solar system, the space agency said Monday. The entry into orbit occurred while the spacecraft’s antenna was pointed away from Earth, so mission controllers had to wait for Dawn to re-establish contact to confirm its success. The capture was estimated to have occurred at 10 p.m. PDT Friday, when Dawn was 9,900 miles from Vesta and 117 million miles from Earth in the main asteroid belt between Mars and Jupiter, according to a statement from NASA’s Jet Propulsion Laboratory. “We are beginning the study of arguably the oldest extant primordial surface in the solar system,” the mission’s principal in-
vestigator, Christopher Russell from the University of California, Los Angeles, said in the statement. NASA said that after the orbital capture, Dawn sent an initial close-up image taken for navigation purposes. Before the Dawn mission, images of Vesta were obtained by ground- and spacebased telescopes but did not show much surface detail. Vesta, 330 miles in diameter, is the second-most massive object in the asteroid belt and is believed to be the source of many meteorites that fall to Earth. Dawn will continue to approach Vesta over the next three weeks, search for possible moons and make more navigation images. It begins gathering science data in August. Vesta’s gravitational pull on Dawn will be measured to more accurately determine the asteroid’s mass. The spacecraft will eventually get as close as 110 miles from the surface.

British Columbia and the BC Centre for Excellence in HIV/AIDS in western Canada trawled through data for 22,315 people in Uganda aged at least 14 who had initiated antiretroviral therapy between 2000 and 2009. They were measured against life expectancy in Uganda which is
around 55 years, a figure that increases with age after the individual has cleared key milestones such as death in infancy or risk behaviour in adolescence. Individuals in the study who were at the age of 20 when they began therapy were statistically likely to live an additional 26.7
years, and at the age of 35 another 27.9 years. But this was the overall figure, and there were big differences between the sexes. Twenty-year-old males on HIV drugs could look to an additional 19.1 years of life, but female counterparts another 30.6 years. The gap was maintained at the
age of 35, when an infected male under treatment could expect to live another 22 years but a woman could live 32.5 years more. The suspected reason for this is that men tend to access care at a later stage of disease than women, when they are already badly infected by the human immunodeficiency virus (HIV).

One big-hitter, three surprises left at Copa A weekend of quarter-final shocks has left the Copa America shorn of some of its biggest names, leading fans of Uruguay to dream of what would be a record 15th title. Uruguay came here as essentially third favourites behind usual suspects Brazil, the holders, and Argentina, the hosts. But having survived a nervous start to progress from their group and then dump out the Argentinians on penalties, the albiceleste, World Cup semifinalists last year, appear well-placed going into a Tuesday meeting with Peru. Uruguay have tradition behind them even more than the Brazilians, having been in on the start of the Copa adventure right at the start when the world’s oldest international tournament began life in 1916. The celeste won the inaugural event — in Argentina — and, with their close neighbours, dominated the early years while also famously lifting the first World Cup in 1930 before adding a second global title in 1950. Since those heady days the Charruas have lived in Argentinian and Brazilian shadows — though they did win the Copa on home soil in 1995. Now, with Diego Forlan, the star of last summer’s World Cup, keen to land a first international title at the age of 32 having just won a Uruguayan record 80th cap against Argentina, and with Liverpool striker Luis Suarez maturing rapidly, the Uruguayans feel this year’s title can be theirs. First, however, they must beat a determined Peru, who held them in
the group phase before stunning fancied Colombia in another quarter-final shock. Before boarding the flight from Germany, Sawa said: “I have to dedicate this win to the people who suffered the disaster.” On March 11, more than 20,000 people were left dead or missing by a massive earthquake and tsunami that devastated much of the country’s northeast coast and touched off the worst nuclear disaster since Chernobyl in 1986, a crisis that still dominates the daily news.

Yao set to retire from basketball Wednesday Agence France Presse
SHANGHAI — Yao Ming is likely to make it official on Wednesday, announcing what is expected to be his retirement from the NBA and a sport that made him a household name in China. The 7-foot-6 center for the Houston Rockets played eight seasons in the NBA, but has missed 250 regular-season games over the past six years. His career, including frequent appearances for the Chinese national team at Olympics and world championships, has included leg and foot injuries. On Wednesday, a large reception hall at a hotel in the Pudong section of Shanghai — Yao’s hometown — has been booked for what will likely be the country’s media event of the year. Hundreds of media have been accredited to attend the restricted event and are expected to arrive hours early to go through security checks. It is expected to be broadcast live in China and in many countries around the world. Reports have been circulating for nearly two weeks that the 30year-old star would retire, but the
Rockets have not commented due to the NBA lockout and his management refused to confirm the reports. The NBA said it has not received official retirement paperwork from Yao. Yao’s contract expired after last season, and the Rockets said they were interested in re-signing him if he came back healthy. Yao said in April in China that his professional future depended on his recovery from a stress fracture in his left ankle. Selected to the NBA All-Star team eight times after being the top overall pick in the 2002 draft, Yao averaged 19 points and 9.2 rebounds. More importantly, his impact expanded the NBA’s influence in Asia into lucrative merchandise sales and TV ratings. Yao had played six years with the Chinese national team before joining the Rockets, and was already a star in his home country.
He carried the Olympic torch through Tiananmen Square and his country’s flag during the opening ceremonies at the Beijing Olympics in 2008. He also donated $2 million and set up a foundation to rebuild schools in the wake of the 2008 earthquake in Sichuan. After his rookie season, Yao helped the Rockets reach the playoffs in the next two seasons. Yao played in 77 games in the 2008-09 season, when Houston reach the second round of the playoffs for the first time since 1997. But Yao broke his left foot in a postseason game against the Los Angeles Lakers, and underwent complex surgery that sidelined him for the entire 2009-10 season. He lasted only five games at the start of the 2010-11 season, before breaking his left ankle. He underwent surgery in January, and was lost again for the season.

LORIOL-SUR-DROME, France — Ivan Basso won the white jersey for best young rider in the 2002 Tour de France, setting up what looked like a glittering career for the Italian. It’s been a long nine years. Far from a favorite this year, the 33-year-old Basso was fifth overall after two weeks, just over a minute behind Andy Schleck and 44 seconds ahead of defending champion Alberto Contador. Basso and Contador are the only riders among the group vying for the title who’ve won a major tour before — the Italian is a twotime winner of the Giro d’Italia — and he knows that experience could be invaluable. “In the final week, the legs are important but the head makes the difference,” Basso said. “It’s been one of the hardest tours, for the weather,
for the route, for the new sprint rules,” he added, pointing out that the lack of a dominant team of the sort that existed when Lance Armstrong was racing has meant no one is really controlling the race. Basso has made the Tour podium twice, in 2004 and 2005. But he was excluded from the 2006 race because of his involvement in the Operation Puerto doping affair, and was given a two-year doping ban. He returned to cycling following the ban, but chose not to race the Tour in 2009. In 2010, following his victory in the Giro d’Italia, he failed to shine, finishing 32nd overall. Very few riders have managed to do well in both the Giro and the Tour in the same year, and maybe the fact that he chose not to defend his Giro title this year should have been the clue that it was far too soon to leave him off the list of Tour favorites.
VANCOUVER, British Columbia — Shaun Wright-Phillips scored in the 84th minute and Manchester City of the English Premier League defeated Major League Soccer’s Vancouver Whitecaps 2-1 in an exhibition game on Monday. Wright-Phillips unleashed a shot from about 30 yards that beat goalkeeper Jay Nolly. It was his second goal in as many games on Man City’s North American tour, having scored Saturday in a 2-0 win over Club America in San Francisco. Wright-Phillips almost had a second goal, but Nolly made a save late in the game. Mario Balotelli’s header in the 68th minute gave City a 1-1 tie after Brazilian striker Camilo opened the scoring for Vancouver, shocking the FA Cup champions before 24,074 fans with a header that deflected in off a defender. Balotelli came to the far post to nod Andrea Mancini’s high corner kick behind Nolly. The match featuring a UEFA Champions League team that finished third in the Premier League last season and the worst team in MLS was played on a temporary

Camilo gave Vancouver the lead in the 30th minute when he controlled Shea Salinas’ cross and his shot deflected off defender Stefan Savic and past England goalkeeper Joe Hart. Earlier in the half, Camilo narrowly missed on a free kick from about 28 yards and directly in front of Man City’s goal. His strike cleared the City wall and fully extended Hart, who got a hand on the ball which deflected off the post. Eric Hassli, in his first game after missing two with a foot injury, forced Hart to tip his shot over the bar. City, with runs down the right flank by Dedryck Boyata and Bosnian international Edin Dzeko, also had some chances that were either missed or foiled by Nolly. Savic was open when he missed an early header while Nolly made a good near-post save on Dzeko, who was open late in the half but fired a cross well wide.

Honda unlikely to retain Dovizioso Honda racing boss Shuhei Nakamoto says it is unlikely the works team will have three riders next year, suggesting Andrea Dovizioso and even Marco Simoncelli will lose their official support. Honda decided to run a third works bike this year, after Casey Stoner joined Dani Pedrosa and Dovizioso in the team. Simoncelli currently races for the satellite Gresini squad, but he uses the same bike as the works riders. Nakamoto says Honda’s budget will be reduced from next year and, as things stand now, he believes only Stoner and Pedrosa will remain on board in 2012. “These are hard times, the economic crisis is far from over,” Nakamoto was quoted as saying by Motosprint magazine. “On top of that, Japan has some big problems due to the disasters that happened last spring. All our industrial sector has had to slow down production by 30 per cent, and Honda is not immune from that. So we had to cut costs too. “If I was forced to make an announcement today with regards to our 2012 riders, I could only talk about the works team because Stoner and Pedrosa are the only ones with a contract for next season. So I would have to say goodbye to both Simoncelli and Dovizioso. “I’ve asked both to wait and be patient: we are trying to solve the situation, which is fundamentally tied to a matter of money. The budget will be cut, but I don’t yet know by how much. By mid-August everything should be clearer.” Motosprint reports that it is likely there will be just four 1,000cc Hondas in 2012: two for the works team, and two for the satellite riders. Currently the Japanese manufacturer fields six bikes.

Rossi may stick with new ducati VALENTINO Rossi is now unsure about switching back to Ducati’s old-spec GP11 following an improved performance at the German Grand Prix. After qualifying a dismal 16th for the Sachsenring race, Rossi said that the revised GP11.1, which was introduced three races ago and is largely based on next year’s bike, was difficult to ride. He believed that he would be better served by reverting to the old machine in time for this weekend’s United States Grand Prix at Laguna Seca than by staying with his current bike. However, a raft of set-up changes performed overnight and after warm-up transformed the handling of his machine and helped him to a ninth place finish. Rossi is now more confident about the potential of the GP11.1 for the rest of the season. “On Saturday night I was sure [of using the old bike at Laguna Seca], but seeing how I went here, we’ll have to think about it,” he was quoted as saying by Gazzetta dello Sport. “In the morning [of the race] we made a fairly big modification that we had never done before: it’s a different weight balance, with more weight shifted towards the back, so that I had more grip at the rear. This way I managed to be quicker for the whole race. “We’ve improved, but we are always too far off the others. Most of all it’s bad news that [team-mate Nicky] Hayden’s GP11 and my GP11.1 went more or less the same, while we had hoped the GP11.1
would be quicker. “I have problems with the front, but I’m no engineer and I don’t know what to suggest. It’s up to Ducati to find the answers. As far as I know they are seriously thinking about it. Maybe even about using a smaller front fork.” Rossi said that the tribulations of the season - which have left him without a win
and 70 points behind Casey Stoner in the riders’ championship - have not affected his commitment to Ducati. When asked about his future with the Italian manufacturer, Rossi, who previously won world titles on Honda and Yamaha machinery, said: “I’ve replied ‘I think so’, meaning that it seems logical to me to stay here.”
