Jackson, Timberlake dazzle Billboard Music Awards Associated Press Writer

The King of Pop and a likely successor, Justin Timberlake, ruled the Billboard Music Awards — though Michael Jackson made a splash via hologram and Timberlake accepted his awards via video from overseas while on tour. A hologram of Jackson made its debut Sunday, mirroring the late icon’s signature dance moves as some members of the audience became emotional. Timberlake won seven prizes, including top artist and Billboard 200 album.

HALIFAX, Nova Scotia — Prince Charles and Camilla, the Duchess of Cornwall, have arrived in Canada on the first leg of a four-day tour. It is the 17th visit to Canada for the Prince of Wales and the third for the duchess. Charles and Camilla were greeted by nearly two dozen dignitaries at Halifax’s airport on Sunday. They are visiting Nova Scotia, Prince Edward Island and Manitoba. The royal couple last visited Canada in 2012 to mark the Queen’s Diamond Jubilee. Queen Elizabeth II is Canada’s titular head of state. Canada is a member of the British Commonwealth of former colonies. Canadians were thrilled when Prince William and his wife, Kate, traveled across the country in 2011 on their first official trip as a married couple.

Indonesia’s call for banks to maintain the availability of cash at their ATMs, especially during the few days off. “In order to meet the cash needs for the people of Bali, we have prepared money exchange services in various counties in Bali,” he said. In a cash transaction, Benny Siswanto urged the public to raise concern over the crime of counterfeit money circulating in the community. Armed with the method by ‘inspecting the printing quality,

feeling the texture and holding the bill up to the light,’ communities were expected to better understand the characteristics of genuine rupiah. “In addition to providing cash support, we and other banking institutions continuously support to meet the transaction needs of the community through payment system instruments such as clearing and Real Time Gross Settlement (RTGS), which are more secure, reliable and fast,” he said. GIANYAR - Within the past month, dozens of people died of traffic accidents on the highway of Gianyar Police jurisdiction. To that end, over the next three weeks, the Gianyar Police traffic unit focused its attention on the discipline of road users. One of them is by tightening the current traffic supervision during the celebration of Galungan and Kuningan. It was revealed on Sunday (May 18) by the Gianyar Police Traffic Affairs Chief and his staff amidst the activity to hand out roses, chocolates and stickers to motorists. All road users passing in front of the Gianyar Police were stopped by uniformed police officers. SEMARAPURA - Ahead of Galungan and Kuningan, the Regent of Klungkung Nyoman Suwirta, visited the Galiran Market, Sunday (Mary 18). During his visit, the regent seemed disappointed because management of Galiran Market was still in shambles. In addition, relevant agencies were judged not ready to anticipate the situation in the market area ahead of Galungan because the condition was increasingly crowded because it was without control. Initially, the regent received many complaints from the public ahead of Galungan regarding the problems in the market and outside the market. Before entering into the market, the situation had been seen crowded because no one controlled the traffic. Upon entering into the market area, the regent criticized the parking situation that was increasingly crowded because it was not regulated by the officers. “From the beginning, I’ve warned in order to come down to the market ahead of Galungan. Parking space can not suffice, so it should be directed to terminal,” he explained. Ahead of Galungan, consumer transactions with traders in the Galiran Market definitely jumped. Afterward, the regent looked around the market. He found the water storage tower on the east side of the market leaked so it was very dangerous for visitors. Not to mention the market area seemed unkempt and not maximized due to poor management and lacked of hygiene. “The Galiran Market is really a new building, but looks like an old one,” he said. When arriving inside the market building, the regent from Ceningan Island had not been satisfied yet because the arrangement of all traders did not meet the expectation. As a result, his party was going to rearrange the location of every trader and make a thorough assessment of the market management. Lately, the condition was increasingly chaotic so that it hampered consumer access leading to the alley connecting to other stalls. Based on the results of observation, his party planned to add some janitors and discipline the layout of commodities owned by traders. The regent also lamented that ahead of Galungan the related agencies did not make a market inspection. Actually it was necessary to avoid the surge in the prices of goods outside the fairness limit. In addition, it was also intended to prevent the sale of expired food and a variety of other considerations. Regent judged that relevant agencies such as the Cooperative, SMEs, Industry and Trade Agency, the Transportation Agency, the Communication and Informatics Agency could synergize one another to prepare themselves to resolve the problems ahead of Galungan. Besides, the regent also found quite a lot of traders in the market building even selling their goods outside the building, especially the traders of young coconut leaf, coconut and other ritual materials. His party asked the management to immediately make improvement. Meanwhile, the principle matters such as rearranging the circulation of traders would be made after a thorough evaluation. The regent also requested to immediately prepare the terminal area for additional parking space of Galiran Market. Then, the piles of building debris should be dredged immediately by Public Works so that the parking area would be getting wider. (kmb31)

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Israeli team designs prosthetic fin to save turtle

MICHMORET, Israel — A badly injured sea turtle’s prospects are looking up — thanks to a new prosthetic fin designed by an Israeli team and modeled after the wings of a U.S. fighter jet. The green sea turtle, named “Hofesh,” the Hebrew word for “freedom,” was caught in a fishing net off Israel’s Mediterranean coast in early 2009. With his two left flippers badly wounded, rescuers had to amputate, leaving him with a pair of stumps that made it difficult to swim. Yaniv Levy, director of Israel’s Sea Turtle Rescue Center, said Hofesh was initially fitted with a diver’s fin, but it provided little relief and he bumped into things as he tried to swim. Shlomi Gez, an industrial design student at Jerusalem’s Hadassah College, read about the animal on the Internet and wanted to help. He designed a prosthetic based on a fish’s dorsal fin. The contraption provided some improvement, but Hofesh still had trouble breathing and rising to the surface. Then, inspired by the design of Lockheed Martin Corp.’s F-22 Raptor warplane, Gez designed a new prosthetic with two fins. The device, somewhat resembling the aircraft’s wings, was strapped onto Hofesh’s back on Thursday, allowing him to move easily around his tank. “I discovered it worked bet-

ter than one fin on the back,” Gez explained. “With two fins, he keeps relatively balanced, even above the water.” Levy said that Hofesh will never be able to return to the wild. But he shares a tank with a blind female turtle named Tsurit, and researchers are optimistic the pair will mate, potentially adding to the local population of the endangered green sea turtles. He said it is difficult to say exactly how old the two turtles are, but they are estimated to be between the ages of 20 and 25, and approaching the age of sexual maturity. “We have great plans for this guy,” Levy said. “They will never go back to the wild, but their offspring will be released the minute they hatch and go immediately into the sea and live normally in the wild,” he added.

Galungan Penjor Penjor is a tall, curved bamboo pole decorated with yellow coconut leaves, pala bungkah (roots - sweet potato or cassava), pala gantung (fruit - cucumbers, oranges, bananas), pala wija (cereal - rice, corn), plawa (leaves), traditional cakes, 11 Chinese coins, and a small shrine with some offerings.. This is one of the media used by Hindus in Bali as part of almost every important ceremony, especially for the anniversary temple celebrations. The penjor symbolizes the mountain and the mountain itself is the symbol of the universe. Therefore, for the Balinese the penjor is synonymous with Mount Agung, the highest and holiest mountain in Bali. The aim of erecting penjors at Galungan is to show devotion to God in His manifestation as Hyang Giri Pati (the God of the mountain). During Galungan celebrations, each family erects a penjor outside their gate, which makes the whole neighborhood look splendid.

CAPE CANAVERAL, Florida — The commercial cargo ship Dragon returned to Earth from the International Space Station on Sunday, bringing back nearly 2 tons of science experiments and old equipment for NASA. SpaceX’s Dragon splashed into the Pacific, just five hours after leaving the orbiting lab. “Welcome home, Dragon!” the California-based company said via Twitter. After a one-month visit, the SpaceX cargo ship was set loose Sunday morning. Astronaut Steven Swanson, the station commander, released it using the big robot arm as the craft zoomed more than 260 miles above the South Pacific. “Very nice to have a vehicle that can take your science, equipment and maybe someday even humans back to Earth,” Swanson told Mission Control. The SpaceX Dragon is the only supply ship capable of returning items to Earth. The others burn up on re-entry. This was the fourth Dragon to bring back space station goods, with 3,500 pounds (1,600 kilograms) aboard; it came down off Mexico’s Baja California coast. NASA is paying SpaceX and Virginia-based Orbital Sciences Corp. to make station deliveries. Orbital is next up, next month. Russia, Europe and Japan also make occasional shipments. SpaceX also is competing for the right to ferry station astronauts, perhaps as early as 2017. The Subak business community has a huge potential to help the farmers and their organizations to develop and improve the traditional irrigation system in a sustainable manner. “Unfortunately, the farmers have not yet fully exploited this potential in order to improve their income and welfare,” Chairman of Subak Research Center at Udayana University Professor Wayan Windia stated in Denpasar, Bali, on Sunday. He noted that the Subak farmers need the assistance of the business community to help them develop advanced technology to produce good-quality fertilizers and seeds for improving the Subak irrigation system. With the assistance of the business community, Windia claimed that in the future, Subak will be strengthened by a social power through economic and business activities, such as cooperatives and agrotourism. “The business community is needed to develop the Subak agricultural system into an agrotourism destination,” he emphasized. But, there are rising concerns that ubiquitous land conversions on the Bali island resort will sooner or later eliminate this traditional agricultural system if prompt measures are not taken. Therefore, Windia of Udayana University has pointed out that the destruction of Subak will affect all aspects of life on the paradise island. “The destruction of Subak due to the use of land for purposes other than agriculture has long been discussed, but it has never been addressed completely,” Windia recently remarked in Denpasar. He added that if Subak is destroyed in Bali then the Balinese culture that has been passed on from one generation to the next will also disappear sooner or later. “The destruction of Subak will impact all the economic sectors in Bali because they are all interrelated,” he added, explaining that the economic sectors, particularly tourism, on the island are based on the local culture and tradition. But he stated that in reality, the tourism sector has destroyed the agricultural area and Subak. Besides this, Windia explained that the elimination of the Sedahan-Agung institution has weakened

the Subak irrigation method. The Sedahan-Agung institution was established in the 1970s in every sub-district for its officials to coordinate the activities of Subak in order to help the heads of Subak solve their problems and to collect land tax from Subak farmers. However, following the implementation of a central government regulation, the Sedahan-Agung institution was eliminated, as a result of which no officials from the institution can solve the problems pertaining to Subak. The dean of Dwijendra University’s Faculty of Agriculture noted that ecotourism development is based on natural attractions with regard to supporting rural and cultural tourism. He further emphasized that ecotourism encompasses several important aspects, such as sightseeing tours, natural environment, local community involvement, local culture, and sustainability of the environment. Gede Sedana then explained that Subak has various roles and functions to ensure food security, to control flood and erosion, and to maintain biological diversity. He further stated that the government should pay serious attention to Subak and three other areas that have been listed by the UNESCO in its World Heritage List.

DENPASAR - Transmission of HIV does not only afflict people with high risk. Even, infants belonging to the low-risk community can also be infected if they are still in the womb of the HIV-infected mother. However, the potential of a mother to pass on HIV to her baby is about 30 percent. On that account, to prevent HIV infection in the mother to child, it had been launched a program known as the Prevention of Mother-to-Child Transfer (PMTCT). Such bio-reef planting was undertaken on Saturday (May 17) and ended on Sunday (May 18) by involving dozens divers in North Bali. The Head of Buleleng Fisheries and Marine Resources, Nyoman Sutrisna, said the planting of dozens of bio-reefs after his party received the assistance from the Research and Development, Ministry of Maritime and Fisheries Resources. With the assistance, the Buleleng Fisheries and Maritime Resources determined the Kerobokan Beach (Sawan Subdistrict) and Kaliasem Beach (Banjar subdistrict) as the planting site of the bioreef. “From the results of the study and technical analysis, we plant a total of 46 bio-reefs on Kerobokan Beach and the remaining 29 bio-reefs are planted on Kaliasem Beach,” he said. According to Sutrisna, the bio-reef concept was first applied in the waters in Buleleng. All this time, the planting of coral reefs using the fish-dome or fish house technology spent too much, while the use of bio-reef technology was cheaper. It was enabled because the bio-reef only used the materials such as coconut shells and then was gummed with cement at the bottom of the sea. In addition, this new technology was also more environmentally friendly. “Economically, it is more costeffective than making fish-dome. But, based on the experience the fish-dome has been already proved. Now, we try to apply another new technology. CANBERRA, Australia — A Chinese navy survey ship will start mapping the seabed off the west Australian coast this week as part of the latest phase in the search for the Malaysian airliner, officials said Monday. Chinese, Australian and Malaysian authorities met at the west coast port city of Fremantle at the weekend and agreed that the Chinese ship Zhu Kezhen will conduct a bathymetric survey of the Indian Ocean floor as directed by Australian air crash investigators, Australia’s Joint Agency Coordination Center said in a statement. The Canberra-based center said the ship was scheduled to sail for the survey area on Wednesday, weather permitting. Officials believe the Malaysia Airlines Boeing 777 that vanished with 239 passengers and crew on March 8 during a flight from Kuala Lumpur to Beijing veered far off course and crashed in the southern Indian Ocean. After an initial air and seabed search failed to find any trace of the wreckage, authorities this month announced a new phase over a vastly expanded seabed search area covering 60,000 square kilometers (23,000 square miles). The new phase also involves mapping of the seabed where depths and topography are in parts largely unknown. Negotiations are underway to contract powerful sonar equipment to scour the seabed for wreckage that could be in water more than 7 kilometers (23,000 feet) deep. The original ocean floor search of an area of less than 400 square kilometers (155 square miles) where a sound consistent with aircraft black box was thought to have emanated was conducted by a U.S. Navy unmanned sub, the Bluefin 21, near its 4.5 kilometer (2.8 mile) depth limit. The Bluefin 21 had continued searching an ever widening area until a communications problem was discovered last week involving the transponders on the sub and the Australian navy ship that tows it, Ocean Shield. The center said the Ocean Shield arrived on Sunday at the Australian west coast port of Geraldton, where preparations were underway to install spare transponder parts to both the ship and sub.

Water condition of the Lake Batur also suffers waste pollution. One of which is the domestic waste pollution as the result of bathing, washing and toilet activities of village household living around the lake. The Environmental Control Division Head, Bangli Environment Agency (BLH), Gusti Laksana, said on Sunday (May 18) the water pollution of Lake Batur due to domestic waste for this time was quite alarming because some of the villagers on the edge of the lake still disposed their waste by flowing directly to the lake, without any filtration process. “The waste pollution is severe enough because the whole wastewater directly comes into the lake, without any filtration process,” said Laksana. However, though contaminated by waste, such condition was quite difficult to prove. In plain eyes, the

Lake Batur water pollution due to domestic waste was invisible. To prove it, the water sample of Lake Batur must be passed through laboratory test. To overcome this, the Environment Agency was still designing an installation of communal wastewater treatment plant (IPAL) at Buahan village. It was made at the village because it was located on the edge of the lake and admitted to be one of the villages whose people still disposed domestic waste directly into the lake. “The communal installation wastewater plant is a kind of multi tiered tub. Later on, the communal wastewater plant installation will hold the household waste in a reservoir. The wastewater will be filtered first, and after quality of the water meets the standards, it will be discharged into the lake,” he explained. The communal wastewater treatment plant was ascertained to accommodate domestic waste from all households at Buahan. Other than building a wastewater treatment plant, his party also made cooperation with waste bank to cope

with the presence of plastic waste pollution. So, the plastic waste in the community was expected to no longer pollute the lake, but could generate cash. In the future, the government planned to build a communal wastewater treatment plant at several other villages on the edge of the lake. It was done to prevent worsening lake pollution occurred all this time. “As planned, it will be carried out gradually. Later on all the villages on the lakeside would be made the wastewater treatment plant in turn. But the first one would be built at Buahan village because it is the most severe. The other villages still have waste absorption so it does not directly drain to the lake,” he explained. Meanwhile, related to the handling program of Lake Batur, his party was still attending the handling program with provincial Environment Agency and the Ministry of the Environment. MOSCOW — Russian President Vladimir Putin has ordered troops deployed in regions near Ukraine to return to their home bases, the Kremlin said Monday. NEW YORK — The latest edition of Merriam-Webster’s Collegiate Dictionary has added 150 new words, from “selfie” to “poutine.” Many of the words and terms relate to digital life and social media — spoiler alert, hashtag and tweep — while others are food-driven, including the Vietnamese staple pho and turducken, a boneless chicken stuffed into a boneless duck stuffed into a boneless turkey. Merriam-Webster relies on a network of observers who track down word usage. Three or four senior editors make the final selections. E-waste made it into the update. So did e freegan, one who scavenges for free food in store and restaurant trash bins as a way to reduce consumption of resources. Other new words in the Merriam-Webster Collegiate, along with the lookup database at Merriam-webster.com: Poutine, a French Canadian snack or side dish of french fries covered with brown gravy and cheese curds; steampunk, a literary genre with dress-up followers that mashes up 19th-century Victorian or Edwardian societies with steam-powered technology; unfriend, which joins defriend; and hot spot, a place where Wi-Fi is available. MOSCOW — Russian President Vladimir Putin has ordered troops deployed in regions near Ukraine to return to their home bases, the Kremlin said Monday. The move appears to indicate Putin’s intention to de-escalate the crisis over Ukraine, the worst in Russia’s relations with the West since the end of the Cold War. The West has protested the deployment of 40,000 Russian troops near the border with Ukraine, seeing it as a possible preparation for grabbing more land after the annexation of Crimea in March. Putin has previously said he has ordered troops to return from the area near the Ukraine border, but the United States and NATO have said they see no sign of a pullout and have threatened more sanctions if Russia tries to derail Ukraine’s

presidential vote set for Sunday. The Russian Defense Ministry insisted that there were no buildup near the border, saying that the troops in the regions in western Russia are involved in regular training. Putin went one step further Monday, ordering Defense Minister Sergei Shoigu to pull out forces involved in such training in the Rostov, Belgorod and Bryansk regions, according to a statement released by the Kremlin.

Putin also voiced support for round tables in Ukraine, which were held last week under a peace plan brokered by Switzerland, which currently chairs the Organization for Security and Cooperation in Europe. He urged the Ukrainian authorities to immediately end a military operation in eastern Ukraine. The Ukrainian army and police have sought to put down a pro-Russian rebellion in the east.

CANBERRA, Australia — Prime Minister Tony Abbott shrugged off opinion polls on Monday that show his government’s popularity had plummeted since the release of its tough first budget. Two separate polls taken since Abbott’s government last week released a cost-cutting blueprint for the next fiscal year show the ruling conservative coalition’s popularity now trailing the center-left Labor Party opposition. The government plans to raise taxes, reduce welfare and shed public service jobs to reduce a deficit forecast to reach 49.9 billion Australian dollars ($46.7 billion) in the current fiscal year ending June 30.

JAKARTA - President Susilo Bambang Yudhoyono on Monday installed National Economic Committee (KEN) Chairman Chairul Tanjung to replace Hatta Rajasa as the new coordinating minister for economy. Hatta Rajasa, a potential running mate of presidential candidate Prabowo Subianto of the Gerindra party, had tendered his resignation in line with the regulation. Chairul Tanjung, who owns the Indonesian unit of Carrefour hypermarket and is known for his proximity to the president, was installed by Yudhoyono at the state palace. Earlier, the president reiterated that Chairul Tanjung has the skills and strong commitment to boost the country’s economic growth.

Water condition of the Lake Batur also suffers waste pollution. One of which is the domestic waste pollution as the result of bathing, washing and toilet activities of village household living around the lake. The Environmental Control Division Head, Bangli Environment Agency (BLH), Gusti Laksana, said on Sunday (May 18) the water pollution of Lake Batur due to domestic waste for this time was quite alarming because some of the villagers on the edge of the lake still disposed their waste by flowing directly to the lake, without any filtration process. “The waste pollution is severe enough because the whole wastewater directly comes into the lake, without any filtration process,” said Laksana. However, though contaminated by waste, such condition was quite difficult to prove. In plain eyes, the

Lake Batur water pollution due to domestic waste was invisible. To prove it, the water sample of Lake Batur must be passed through laboratory test. To overcome this, the Environment Agency was still designing an installation of communal wastewater treatment plant (IPAL) at Buahan village. Later on, the communal wastewater plant installation will hold the household waste in a reservoir. The communal wastewater treatment plant was ascertained to accommodate domestic waste from all households at Buahan. Other than building a wastewater treatment plant, his party also made cooperation with waste bank to cope

with the presence of plastic waste pollution. So, the plastic waste in the community was expected to no longer pollute the lake, but could generate cash. In the future, the government planned to build a communal wastewater treatment plant at several other villages on the edge of the lake. Wangaya Hospital handles seven HIV-positive pregnant women Bali Post

DENPASAR - Transmission of HIV does not only afflict people with high risk. Even, infants belonging to the low-risk community can also be infected if they are still in the womb of the HIV-infected mother. However, the potential of a mother to pass on HIV to her baby is about 30 percent. On that account, to prevent HIV infection in the mother to child, it had been launched a program known as the Prevention of Mother-to-Child Transfer (PMTCT). One of the government hospitals having this PMTCT program is Wangaya Hospital. According to an obstetrician and gynecologist at the Wangaya Hospital, AA Eka Wardani, from January to April there were 33 pregnant women who underwent screening tests for HIV. Seven mothers in the investigations were found to

have HIV positive. She continued the maternal HIV screening test on housewife made during pregnancy examination was to determine the health status of the mother. Other than HIV, the sexually transmitted infection test was also recom-

SINGARAJA - After successfully planting fish house (hexadome) at a number of locations in the waters of Buleleng, the Buleleng Fisheries and Maritime Resources planted dozens of shells (bio-reef). Such bio-reef planting was undertaken on Saturday (May 17) and ended on Sunday (May 18) by involving dozens divers in North Bali. The Head of Buleleng Fisheries and Marine Resources, Nyoman Sutrisna, said the planting of dozens of bio-reefs after his party received the assistance from the Research and Development, Ministry of Maritime and Fisheries Resources. With the assistance, the Buleleng Fisheries and Maritime Resources determined the Kerobokan Beach (Sawan Subdistrict) and Kaliasem Beach (Banjar subdistrict) as the planting site of the bioreef. “From the results of the study and technical analysis, we plant a total of 46 bio-reefs on Kerobokan Beach and the remaining 29 bio-reefs are planted on Kaliasem Beach,” he said. According to Sutrisna, the bio-reef concept was first applied in the waters in Buleleng. All this time, the planting of coral reefs using the fish-dome or fish house technology spent too much, while the use of bio-reef technology was cheaper. It was enabled because the bio-reef only used the materials such as coconut shells and then was gummed with cement at the bottom of the sea. In addition, this new technology was also more environmentally friendly. “Economically, it is more costeffective than making fish-dome. But, based on the experience the fish-dome has been already proved. Now, we try to apply another new technology. SEOUL, South Korea — South Korea’s president announced plans Monday to disband the coast guard and root out corruption and collusion between regulators and shipping companies that furious citizens believe led to a ferry disaster last month that left more than 300 people dead or missing. President Park Geun-hye’s first televised address to the nation since the April 16 sinking began with a deep bow and ended with her tearfully reading the names of passengers and crew who died trying to save others. With her approval ratings plummeting ahead of mayoral and governor elections in about two weeks, the speech sought to acknowledge widespread anger over government failures as well as chart a path forward. CANBERRA, Australia — A Chinese navy survey ship will start mapping the seabed off the west Australian coast this week as part of the latest phase in the search for the Malaysian airliner, officials said Monday. Chinese, Australian and Malaysian authorities met at the west coast port city of Fremantle at the weekend and agreed that the Chinese ship Zhu Kezhen will conduct a bathymetric survey of the Indian Ocean floor as directed by Australian air crash investigators, Australia’s Joint Agency Coordination Center said in a statement. The Canberra-based center said the ship was scheduled to sail for the survey area on Wednesday, weather permitting. Officials believe the Malaysia Airlines Boeing 777 that vanished with 239 passengers and crew on March 8 during a flight from Kuala Lumpur to Beijing veered far off course and crashed in the southern Indian Ocean. After an initial air and seabed search failed to find any trace of the wreckage, authorities this month announced a new phase over a vastly expanded seabed search area covering 60,000 square kilometers (23,000 square miles). The new phase also involves mapping of the seabed where depths and topography are in parts largely unknown. Negotiations are underway to contract powerful sonar equipment to scour the seabed for wreckage that could be in water more than 7 kilometers (23,000 feet) deep. The original ocean floor search of an area of less than 400 square kilometers (155 square miles) where a sound consistent with aircraft black box was thought to have emanated was conducted by a U.S. Navy unmanned sub, the Bluefin 21, near its 4.5 kilometer (2.8 mile) depth limit. The Bluefin 21 had continued searching an ever widening area until a communications problem was discovered last week involving the transponders on the sub and the Australian navy ship that tows it, Ocean Shield. The center said the Ocean Shield arrived on Sunday at the Australian west coast port of Geraldton, where preparations were underway to install spare transponder parts to both the ship and sub.

Israeli team designs prosthetic fin to save turtle

MICHMORET, Israel — A badly injured sea turtle’s prospects are looking up — thanks to a new prosthetic fin designed by an Israeli team and modeled after the wings of a U.S. fighter jet. The green sea turtle, named “Hofesh,” the Hebrew word for “freedom,” was caught in a fishing net off Israel’s Mediterranean coast in early 2009. With his two left flippers badly wounded, rescuers had to amputate, leaving him with a pair of stumps that made it difficult to swim. Yaniv Levy, director of Israel’s Sea Turtle Rescue Center, said Hofesh was initially fitted with a diver’s fin, but it provided little relief and he bumped into things as he tried to swim. Shlomi Gez, an industrial design student at Jerusalem’s Hadassah College, read about the animal on the Internet and wanted to help. He designed a prosthetic based on a fish’s dorsal fin. The contraption provided some improvement, but Hofesh still had trouble breathing and rising to the surface. Then, inspired by the design of Lockheed Martin Corp.’s F-22 Raptor warplane, Gez designed a new prosthetic with two fins. The device, somewhat resembling the aircraft’s wings, was strapped onto Hofesh’s back on Thursday, allowing him to move easily around his tank. “I discovered it worked bet-

ter than one fin on the back,” Gez explained. “With two fins, he keeps relatively balanced, even above the water.” Levy said that Hofesh will never be able to return to the wild. But he shares a tank with a blind female turtle named Tsurit, and researchers are optimistic the pair will mate, potentially adding to the local population of the endangered green sea turtles. He said it is difficult to say exactly how old the two turtles are, but they are estimated to be between the ages of 20 and 25, and approaching the age of sexual maturity. “We have great plans for this guy,” Levy said. “They will never go back to the wild, but their offspring will be released the minute they hatch and go immediately into the sea and live normally in the wild,” he added.

Galungan Penjor Penjor is a tall, curved bamboo pole decorated with yellow coconut leaves, pala bungkah (roots - sweet potato or cassava), pala gantung (fruit - cucumbers, oranges, bananas), pala wija (cereal - rice, corn), plawa (leaves), traditional cakes, 11 Chinese coins, and a small shrine with some offerings.. This is one of the media used by Hindus in Bali as part of almost every important ceremony, especially for the anniversary temple celebrations. The penjor symbolizes the mountain and the mountain itself is the symbol of the universe. Therefore, for the Balinese the penjor is synonymous with Mount Agung, the highest and holiest mountain in Bali. The aim of erecting penjors at Galungan is to show devotion to God in His manifestation as Hyang Giri Pati (the God of the mountain). During Galungan celebrations, each family erects a penjor outside their gate, which makes the whole neighborhood look splendid.

CAPE CANAVERAL, Florida — The commercial cargo ship Dragon returned to Earth from the International Space Station on Sunday, bringing back nearly 2 tons of science experiments and old equipment for NASA. SpaceX’s Dragon splashed into the Pacific, just five hours after leaving the orbiting lab. “Welcome home, Dragon!” the California-based company said via Twitter. After a one-month visit, the SpaceX cargo ship was set loose Sunday morning. Astronaut Steven Swanson, the station commander, released it using the big robot arm as the craft zoomed more than 260 miles above the South Pacific. “Very nice to have a vehicle that can take your science, equipment and maybe someday even humans back to Earth,” Swanson told Mission Control. The SpaceX Dragon is the only supply ship capable of returning items to Earth. The others burn up on re-entry. This was the fourth Dragon to bring back space station goods, with 3,500 pounds (1,600 kilograms) aboard; it came down off Mexico’s Baja California coast. NASA is paying SpaceX and Virginia-based Orbital Sciences Corp. to make station deliveries. Orbital is next up, next month. Russia, Europe and Japan also make occasional shipments. SpaceX also is competing for the right to ferry station astronauts, perhaps as early as 2017. He noted that the Subak farmers need the assistance of the business community to help them develop advanced technology to produce good-quality fertilizers and seeds for improving the Subak irrigation system. With the assistance of the business community, Windia claimed that in the future, Subak will be strengthened by a social power through economic and business activities, such as cooperatives and agrotourism. “The business community is needed to develop the Subak agricultural system into an agrotourism destination,” he emphasized. But, there are rising concerns that ubiquitous land conversions on the Bali island resort will sooner or later eliminate this traditional agricultural system if prompt measures are not taken. Therefore, Windia of Udayana University has pointed out that the destruction of Subak will affect all aspects of life on the paradise island. “The destruction of Subak due to the use of land for purposes other than agriculture has long been discussed, but it has never been addressed completely,” Windia recently remarked in Denpasar. He added that if Subak is destroyed in Bali then the Balinese culture that has been passed on from one generation to the next will also disappear sooner or later. “The destruction of Subak will impact all the economic sectors in Bali because they are all interrelated,” he added, explaining that the economic sectors, particularly tourism, on the island are based on the local culture and tradition. But he stated that in reality, the tourism sector has destroyed the agricultural area and Subak. Besides this, Windia explained that the elimination of the Sedahan-Agung institution has weakened

the Subak irrigation method. The Sedahan-Agung institution was established in the 1970s in every sub-district for its officials to coordinate the activities of Subak in order to help the heads of Subak solve their problems and to collect land tax from Subak farmers. However, following the implementation of a central government regulation, the Sedahan-Agung institution was eliminated, as a result of which no officials from the institution can solve the problems pertaining to Subak. The dean of Dwijendra University’s Faculty of Agriculture noted that ecotourism development is based on natural attractions with regard to supporting rural and cultural tourism. He further emphasized that ecotourism encompasses several important aspects, such as sightseeing tours, natural environment, local community involvement, local culture, and sustainability of the environment. Gede Sedana then explained that Subak has various roles and functions to ensure food security, to control flood and erosion, and to maintain biological diversity. He further stated that the government should pay serious attention to Subak and three other areas that have been listed by the UNESCO in its World Heritage List.

When arriving inside the market building, the regent from Ceningan Island had not been satisfied yet because the arrangement of all traders did not meet the expectation. As a result, his party was going to rearrange the location of every trader and make a thorough assessment of the market management. Lately, the condition was increasingly chaotic so that it hampered consumer access leading to the alley connecting to other stalls. Based on the results of observation, his party planned to add some janitors and discipline the layout of commodities owned by traders. The regent also lamented that ahead of Galungan the related agencies did not make a market inspection. Actually it was necessary to avoid the surge in the prices of goods outside the fairness limit. In addition, it was also intended to prevent the sale of expired food and a variety of other considerations. Regent judged that relevant agencies such as the Cooperative, SMEs, Industry and Trade Agency, the Transportation Agency, the Communication and Informatics Agency could synergize one another to prepare themselves to resolve the problems ahead of Galungan. Besides, the regent also found quite a lot of traders in the market building even selling their goods outside the building, especially the traders of young coconut leaf, coconut and other ritual materials. His party asked the management to immediately make improvement. Meanwhile, the principle matters such as rearranging the circulation of traders would be made after a thorough evaluation. The regent also requested to immediately prepare the terminal area for additional parking space of Galiran Market. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Jackson, Timberlake dazzle Billboard Music Awards Associated Press Writer

The King of Pop and a likely successor, Justin Timberlake, ruled the Billboard Music Awards — though Michael Jackson made a splash via hologram and Timberlake accepted his awards via video from overseas while on tour. A hologram of Jackson made its debut Sunday, mirroring the late icon’s signature dance moves as some members of the audience became emotional. Timberlake won seven prizes, including top artist and Billboard 200 album.

Prince Charles, Camilla arrive in Canada for tour

HALIFAX, Nova Scotia — Prince Charles and Camilla, the Duchess of Cornwall, have arrived in Canada on the first leg of a four-day tour. It is the 17th visit to Canada for the Prince of Wales and the third for the duchess. Charles and Camilla were greeted by nearly two dozen dignitaries at Halifax’s airport on Sunday. They are visiting Nova Scotia, Prince Edward Island and Manitoba. The royal couple last visited Canada in 2012 to mark the Queen’s Diamond Jubilee. Queen Elizabeth II is Canada’s titular head of state. Canada is a member of the British Commonwealth of former colonies. Canadians were thrilled when Prince William and his wife, Kate, traveled across the country in 2011 on their first official trip as a married couple.
