JAKARTA - Road traffic congestion in six metropolitan cities in Indonesia, namely Jakarta, Bandung, Surabaya, Makassar, Medan and Denpasar, have reached an extremely worrying level, Coordinating Minister for the Economy Hatta Radjasa said here on Thursday.

The minister made the statement after attending a meeting with governors and senior officials from all provinces in the country to discuss the problem of traffic jams in Indonesia and the implementation of infrastructure projects such as airports, railways and sea ports in some parts of the country. “In the near future, Jakarta city will have

its 3-in-1 system replaced by an Electronic Road Pricing (ERP) system in an effort to reduce traffic jams in the city. We will also keep developing the TransBandung bus system and reactivate railways in south Bandung to tackle problem of traffic jams,” said the minister. Continued on page 6

JAKARTA - Conservation International (CI) in Indonesia and its local partners have found nine new coral fish and one coral reef species during a marine survey in Bali waters. “The survey shows the healthy coral reef coverage has increased compared to 12 years ago. In most diving spots, there are indications that Bali`s coral reefs are in a recovery phase. The survey has also led to the discovery of new species,” CI Indonesia Executive Director Ketut Sarjana Putra said in a press statement.

Among the newly discovered species were two in the Euphyllia coral family, two in dottyback fish, two in the cardinal fish, one in reef perch, one in the blenny and one in the goby families. “A follow up survey is needed to confirm and determine the taxonomy of each species,” he said. According to the rapid evaluation survey, in line with the previous survey carried out by CI in cooperation with the Bali administration in Nusa Penida in 2008, there were 953 coral fish species and 397 coral reef species in the coastal waters of Bali. Virtually every day one casualty dies in Sanglah Hospital due to traffic accidents. For the year 2011, according to the Head of Medical Forensic Installation of Sanglah Hospital, Dudut Rustyadi, when met on Wednesday (May 18), within a month averagely 20 people died in traffic accidents. “Some casualties of traffic accident received by mortuary of Sanglah Hospital had got treatment in Sanglah Hospital, while some others had died on the way so it was directly sent here (mortuary—Ed),” said Dudut. If compared to the last year, recognized Dudut, the death cases slightly decreased. In 2010 the average casualty of traffic accident in a month reached 30-35 cases, while in 2011 the average reached 20 people. Though the death cases declined, the traffic incident stayed high. According to Coordinator of Disaster Preparedness of Sanglah Hospital, Kuning Atmadjaya, throughout 2010, the Emergency Room of Sanglah Hospital totally received 10,080 patients of traffic accident where 177 people of them died. Kuning added that in 2010 two people died every day in Sanglah Hospital because of traffic accident. Most death cases were caused by multiple traumas (16%), injuries on the head (4%) and abdominal and tho-

racic trauma respectively 1 percent. Within six years, the average traffic accident referred to Sanglah Hospital reached 15,000 cases, either of severe or light injuries. During that period, there was always a decrease in incident requiring surgery each year. Although declining, the quality of surgery actually increased indicating the injuries suffered by victims were progressively severer so most likely to cause death. “The case of traffic accidents undergoing surgery within the six-year period declined slightly, but the injuries occurred were more complex and severe,” said Kuning. The annual average of patients that had to undergo surgery due to accident came to 1,500 people. Meanwhile, in terms of age, ac-

cording to Kuning, most cases of accidents happened to people in the age range of 16 to 25 years. Of the incidents occurred, approximately 15.7 percent of the victims did not wear safety helmet. This indicated if motorists were still ignoring safety in riding. By sex, most victims were male with a ratio of 3:1 to female victims. High death cases due to traffic accidents, said Kuning, could be caused by late first handling provided to victim at scene. Based on data of death cases, 50 percent of them died on the spot, 30 percent died on the way to hospital and remaining 20 percent died after receiving treatment in hospital. (san)

Waste management plan applying the organic and inorganic waste segregation system, apparently remains to face some obstacles. One of them is the availability of transportation vehicle for such kind of waste. We cannot prepare more trucks for ordinary rubbish, let alone for organic and inorganic rubbish. This condition is experienced by Gianyar Sanitation and Landscaping Services (DKP) in the face of technical plans for waste segregation system into organic and inorganic items. Head of DKP Gianyar, Ida Bagus Kesawa, said on Wednesday (May 19), that at the moment, the volume of daily trashes in Gianyar Regency reached 360 cubic meters. Such amount only represented the waste under the service area of DKP Gianyar, consisting of urban areas and traditional markets. However, in general the total volume of trashes disposed to Temesi landfill reached 450 cubic meters per day. It increased by 10 percent annually. For waste management, DKP Gianyar only had nine dump trucks and three amrol trucks handled by cleaning service attendants and landscapists

amounting to 430. Ideally, in terms of services and daily trash volume becoming the responsibility of DKP, the number of existing vehicles was far from adequate. Even, those vehicles had been of old age. With such limitation, DKP implemented overtime system in handling the urban area sanitation that regularly achieved Adhipura Award, he explained. Responding to the existing conditions, the policy of segregating the organic and inorganic waste, of course, should be undertaken equally. In other words, the segregation system could be implemented if had been provided with special trucks to transport those sorted waste. For Gianyar, it would be difficult to implement the system without being accompanied with special transport. “The existing regular vehicles are inadequate, let alone special vehicle for segregated rubbish,” he explained. Yet, based on observation so far, without segregation by the officers, it even had been sorted into organic and inorganic items by scavengers. If there were any trashes that had not been segregated, then the process would be conducted at final landfill, he explained. (dar)

Condition of traditional market

Traders pour outside, lots of kiosk and slots turn empty Denpasar (Bali Post)—

Complaints by a number of traders in kiosks and slots in the Badung Market and Kumbasari Market submitted recently to the market management in Denpasar uncovered the dark side of condition of traditional market in Denpasar. The problem was that traders in kiosks and slots were complaining about the existence of traders who sold their goods outside or at the courtyard. Meanwhile, many kiosks and slots in the market were left empty without occupants. Head of Kumbasari Morning Market, Ketut Rudiawan, when asked for his confirmation on Wednesday (May 18) said a number of kiosks and slots in the Kumbasari Market remained empty. For example, six units of shop on the first floor had not been leased by traders. Other than shops, there were also 55 units of vacant slots. Vacant kiosks are not only on the first floor, but also on the second floor. At least, five kiosks on this floor are empty without being inhabited by traders. This condition draws a big question. Similar condition also occurs to the second and third floor where there are four units of vacant shop. Rudiawan added that not all kiosks on the fourth floor had been

leased. A total of 16 units of kiosks on this floor had not been used. Meanwhile, under the central parking there were 90 slots that were not functioning. On the other side, the Head of Badung Market A.A. Merta Kusuma when contacted last Wednesday claimed to have not known about the number of vacant kiosks. However, he admitted that some kiosks had not been leased. “We will first collect the data of empty kiosks here,” he said. Previously, Managing Director of PD Pasar Denpasar, I Made Westra, said there was a number of vacant kiosks and slots in the markets he managed. Expansion project of the Ngurah Rai Airport including the construction of road access, substitute buildings, flyover, promenade, apron, terminal, baggage handling system worth IDR 1.94 trillion was assessed by the Department Head of Economic Development, Faculty of Economics, Udayana University, Dr. IGW Murjana Yasa, as a consequence of the increase in tourist arrivals targeted by the Bali Provincial Government. “This expansion has been properly carried out if government would like to achieve the target of tourist visit continuously increasing. However, this program should be harmonized with the development of adequate road infrastructure so as not to add to traffic congestion,” said Murjana in Denpasar, Wednesday (May 18). According to him, the development of supporting infrastructures, especially roads, should be undertaken as balancer of the airport expansion. By that way, Bali did not only reach the target of tourist visit but also provided a comfort to visitors by reducing the intensity of congestion occurred.

“To diminish the traffic congestion, one of the ways to resolve is by the construction of underpass (tunnel) or a ring road connecting the airport to Nusa Dua. So, the airport expansion will not lead to congestion,” he said. It was said the airport development plan in western Bali could become the solution to overcome the congestion occurring in southern Bali. Realization of the airport would also resolve the imbalance of economic growth in Bali. Nevertheless, Murjana said the increasing number of tourist visits to Bali did not always have a positive impact. Even, the overflowing tourists that surpassed the carrying capacity of Bali would have the potential to damage the environment. “The current target of tourism development is no longer focused on the quantity or number, but on the quality of visitors. Because, the quantity without quality would disadvantage because its attention to the environment tends to be low,” he said. Development of Bali, added Murjana, had to be viewed holistically, starting from the economic, social, cultural, security and environmental aspect. It should not only put empha-

sis on the number of tourist visits. In the meantime, President Director of PT Angkasa Pura I, Tommy Soetomo, when signed the MoU with a number of ministries related to relocation of the official residences said that his party had made coordination with government of Badung Regency related to the impact of airport expansion that was predicted to generate severe congestion. “We have coordinated with the Badung Regency to overcome the congestion such as on the construction of road connecting the airport with some tourist areas such as Nusa Dua and Kuta,” he said. Meanwhile, based on monitoring in the field, PT Angkasa Pura I (Persero) had carried out evacuation to 140 units of house stated to be affected by the expansion of Ngurah Rai Airport. The buildings now relocated to Mumbul area were owned by PT Angkasa Pura. Public Relations of Angkasa Pura, Sherly, stated the airport expansion only used the land owned by PT Angkasa Pura I and not the land owned by local residents. (par)

The traditional theatrical performance narrated about a kingdom named Trate Bang (literally means red water lily) ruled by a powerful king. He held a title Gora Pati. Many kingdoms had been conquered, until finally he would like to annex the Ratna Kanda Kingdom. However, when hearing the news about the alluring beauty of the only daughter of King Ratna Kanda, Gora Pati cancelled the raid and wanted to propose his daughter. Unfortunately, proposal of Gora

Pati was rejected by the goddess named Diah Palawa Yoni. This rejection caused Gora Pati angry and instructed his troops to attack her kingdom. The war was unavoidable and took place bitterly. Ultimately, the Ratna Kanda collapsed, while the King and family escaped. On the other hand, Raden Panji Raras, king of Medang Kanda Kingdom intended to lend a hand to the King of Ratna Kanda because of his profound love to Diah Palawa Yoni. In his passage, Raden Panji Raras was tricked by Gora Pati until he suffered from blindness. At a crucial moment, emerged the sage Wiku Gili Suci who saved Raden Panji Raras and conferred spiritual knowledge called Aji Kreket to deal with Pati Gora. Gaddafi’s wife and daughter in Tunisia: source Reuters

TUNIS/TRIPOLI – The wife and daughter of Libyan leader Muammar Gaddafi crossed the border into Tunisia, a Tunisian security source said, but it was unclear whether they were on a diplomatic mission or seeking safe haven. Arabic television stations quoted Tunisian officials as denying that the family members were in the country, saying that Safia Gaddafi and her daughter Aisha were on a U.N. sanctions list and would therefore not be allowed in. However, the security source said the two women came to Tunisia with a Libyan delegation on May 14 and have been staying on the southern island of Djerba near the Libyan border. It did not appear that they were traveling with Shokri Ghanem, Libya’s top oil official, who is believed to have also crossed into

Tunisia several days ago and defected. Government officials in Tripoli were not immediately available for comment. The Tunisian Interior Ministry denied that any members of the Gaddafi family were in the country in remarks to Al Jazeera and Al Arabiya TV. Al Jazeera quoted a ministry spokesman as saying Tunisia would arrest any members of the Gaddafi family should they enter the country under a U.N.-imposed travel ban. A Libyan opposition source said the women were in Djerba to accompany Aisha’s husband, who he said had been injured in the Libyan conflict, and was seeking treatment in Tunisia. A commentator on a daily political talkshow on state-run Libyan TV dismissed reports Gaddafi and members of his family had left Libya as “rumors” and “psychological war” spread by rebels and the West.

JERUSALEM – Then Russian president Vladimir Putin ordered the sabotage of Iran’s nuclear programme in 2006, according to WikiLeaks documents published by Israeli daily Yediot Aharonot on Thursday. The leaked documents, which were not immediately available on either the Yediot or Wikileaks websites, purportedly detail talks between the head of Israel’s Atomic Energy Commission and then-US ambassador to Israel Richard Jones. During a February 2006 meeting, Gideon Frank told Jones “at length about the results of his secret meetings with top figures in the Russian security establishment and intelligence community,” Yediot reported.

Among the officials he met were then defence minister Sergei Ivanov, foreign minister Sergei Lavrov and the chairman of the Russian Atomic Energy Commission, Sergei Kiriyenko. He told Jones Putin had personally ordered measures to delay progress at Iran’s Bushehr nuclear plant. Under a 1995 deal, Russia agreed to complete the plant and provide the fuel, with Iran committing to return the spent fuel. “Frank said that Kiriyenko had told him that he intended to delay the process of sending the nuclear rods to the reactor in Bushehr for an extended period of time and that he had no intention of supplying the reactor with ‘fresh fuel’ at the current stage,” Yediot reported. Kiriyenko told the Israelis “the

Russians intended to explain the deliberate delay by means of ‘technical problems,’” adding that “Putin had personally ordered that deliberate delay in delivery,” the newspaper said. Frank also said the Russians had told him “they had made changes to the hardware that they were supposed to send to the Bushehr reactor so as to slow down the Iranian nuclear program even further.” Russia, which has been a longstanding nuclear partner of Iran, voted in favour of UN sanctions against the Islamic republic last June. Israel and much of the international community fear that Iran’s nuclear programme masks a push to develop nuclear weapons. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

WASHINGTON – Dominique Strauss-Kahn, the embattled managing director of International Monetary Fund, resigned Wednesday, saying he wanted to devote “all his energy” to battle the sexual assault charges he faces in New York. The survey team also spotted a lot of plastic waste and fishermen in the main zone of the West Bali National Park. The CI Team recommended the establishment of priority regions for immediate conservation, and an integrated land-sea spacial system to prevent a conflict between marine tourism and destructive fishing practices. Police pursuing five more terror suspects Antara

CIREBON - Police are currently pursuing five more terror suspects believed to be members of terrorist cells linked to bombings in Cirebon and Klaten. “The five suspects r are Yadi Al Hasan, Ahmad Yosefa Hayat, Beni Asri, Nanang Irawan and Heru Komarudin,” head of the National Police`s public relations bureau Inspector General Anton Bachrul Alam said here on Thursday. Ahmad Yosefa was a would-be suicide bomber who was about to carry out his jihad mission while Beni Asri was a keeper of terror bombs and Heru Komarudin a suicide bomb maker. Nanang Irawan who was linked to a bomb threat in Klaten, Central Java, had given training in bomb assembling while Yadi Al Hassan had hidden the suspect in the Klaten

RI soon to ratify ASEAN Legalizing marijuana to create counter terrorism convention new problems: Minister Antara

JAKARTA - Indonesia is soon to ratify the ASEAN Convention on Counter Terrorism (ACCT), the Foreign Ministry‘s Director for ASEAN Political and Security Cooperation, Ade Patmo Sarwono, said here on Thursday. “The process (toward ratification) is ongoing. Hopefully, it will happen this year,” Ade said, adding that the government needed the approval of the House of Representatives (DPR) to the convention. He said one of the unique factors in the convention was the existence of rehabilitation support for former terrorists or people related to terror activities. The ACCT was signed by the ASEAN Leaders in Cebu, Philippines on 13 January 2007 during the 12th ASEAN Summit. The Convention aims to enhance the region?s capacity to confront terrorism in all its forms and manifestations and to deepen counter-terrorism cooperation among the region?s law enforcement and other relevant authorities. It would be elevated to become a regional treaty once it has received ratification from at least six ASEAN Member States. Six ASEAN member countries have already ratified the convention namely Singapore, Thailand, the Philippines, Cambodia, Viet-

nam and Brunei Darussalam. ASEAN Secretary General Surin Pitsuwan recently stated that the ACCT could serve as the cornerstone in enhancing the region‘s capacity to confront terrorism in all its forms and manifestations and to deepen counter-terrorism cooperation. The ACCT, he said, also enhances the region‘s strategic role in the global strategy on counter-terrorism. “I strongly encourage the remaining ASEAN member-states to expedite their respective ratification processes,” he urged. He said ASEAN had already been taking proactive measures against terrorism including the implementation of the ASEAN Comprehensive Plan of Action on Counter-Terrorism. The forthcoming entry into force of the ACCT would add new momentum to ASEAN‘s concerted efforts in countering extremism and terrorism. ASEAN, Dr Surin said, could offer its long history of experiences on addressing the problem of terrorism in the region and successfully managing other cultural and civilization tensions despite the tremendous diversity in the region. “We are determined to continue to cooperate not only in the prevention and suppression of extremism and terrorism but to address and remove root causes and conditions giving rise to these threats to humanity,” Dr Surin said.

Bali Today Minister commends Bali’s integrated farming system Antara

DENPASAR - Agriculture Minister Suswono has commended the integrated farming system developed in Bali by the regional government, a local official said. The system was pioneered by the Bali provincial government to integrate agricultural, plantation, fishery, animal husbandry, and forestry activities within one region. “As expression of his appreciation, Minister Suswono had sent the forestry ministry`s chief for research and development Haryono MS and seven other agricultural research institute officials to obtain first hand information about our integrated farming system (Simanteri),” Bali provincial administration spokesman I Ketut Teneng said. Ketut said the visit by the agriculture minister‘s representatives to see the Simanteri was expected to encourage the emergence of more similar systems in the resort island. The system was pioneered by Bali Governor Made Mangku Pastika in 2009 and since then there

have been 150 units of Simenteri. The Bali provincial government will again set up 100 of 350 total units of Simanteri this year. According to Ketut Teneng, the development of Simanteri that has reached eight districts and one city in Bali was expected to encourage the younger generation in the province to occupy themselves with agricultural sector. He said the integrated farming system has proven to be able to improve the local people‘s income to compete with those who work in tourism sector. “Governor Pastika also wants district and city governments in Bali to allocate their funds through regional budget (APBD) in order to increase the number of Simanteri in their respective regions,” Ketut Teneng said.

(Chicken In Spiced Coconut Milk) OVERVIEW: Coconut is readily available and inexpensive in Bali, so almost any type of meat or seafood is cooked in coconut-milk gravy; this chicken dish is particularly good. INGREDIENTS: 2 tbsp coconut oil 1 cup chicken spice paste 1 stalk lemon grass, bruised 1 salam leaf 600 gr chicken boneless, cubed 1 tsp salt ½ tsp black peppercorns, crushed 1 ½ cups chicken stock 1 ½ cups coconut milk, light Fried shallots to garnish PREPARATION: Heat oil in heavy saucepan. Add spice paste and sauté for 2 minutes over low heat. Add lemon grass, salam leaf and chicken pieces and continue to sauté for 2 minutes. Season with salt and pepper. Pour in chicken stock, bring to boil and simmer for one minute. Add coconut milk, bring to boil, and simmer until chicken is cooked and sauce thickens. If sauce becomes too thick, add a little chicken stock. Serve with Nasi Kuning or steamed rice. Helpful hints: Do not cover the pan during cooking, this to prevent the coconut milk from curdling. BUSINESS Disasters send Japanese economy into recession Associated Press Writer

TOKYO – Japan’s economy shrank in the first quarter, veering back into recession as factory production and consumer spending wilted in the aftermath of March 11 earthquake and tsunami. Real gross domestic product — a measure of the value of all goods and services produced domestically — contracted at an annualized rate of 3.7 percent in the January-March period, the Cabinet Office said Thursday. The result marks the second straight quarter that the world’s No. 3 economy has lost steam and undershoots an annualized 2.3 percent fall forecast in a Kyodo News agency survey. While there is no universally accepted definition of a recession, many economists define it as two consecutive quarters of GDP contraction. Others consider the depth of economic decline as well as other measures like unemployment. Martin Schulz, senior economist at Fujitsu Research Institute in Tokyo, said there is “no doubt” that recession has returned. More surprising is just how quickly the economy crumpled, he said. The latest GDP report includes just 20 days following the disaster, but “the impact is huge,” said Schulz, who had expected to see most of the economic fallout in the second quarter. The Nikkei 225 stock average fell 0.4 percent to 9,620.82. The magnitude-9.0 earthquake and tsunami left more than 24,000 people dead or missing, and wiped out entire towns in the hardest-hit areas. Damage is estimated at $300 billion, making it the most expensive natural disaster in history. It damaged factories in the region, causing severe shortages of parts and components for manufacturers across Japan, especially automakers. A crippled nuclear power plant caused widespread power shortages that added to the headaches faced by businesses and households. As a result, Japan’s factory production and consumer spending both fell the most on record in March. Exports in March went south for the first time in 16 months. Companies are reporting lower earnings and diminished outlooks for the rest of the fiscal year.

Japanese companies increasingly relied on exports to drive growth and offset the persistently lackluster demand at home. After four solid quarters of growth, Japan’s GDP turned negative in the last three months of 2010 due to weaker exports and consumer demand. The downturn was expected to be temporary. Instead, Japan has now recorded consecutive quarters of contraction for the first time since the global fi-

nancial crisis. GDP fell for four straight quarters starting April 2008. Japan’s economy and fiscal policy minister Kaoru Yosano described the current slump as milder than the previous slide, when global demand “evaporated instantly.” “The Japanese economy’s ability to rebound is sufficiently strong,” Yosano said, according to Kyodo News agency. Goldman Sachs said the economy will likely bottom in the second quarter. It expects GDP to begin growing again in the third quarter as reconstruction bolsters demand in both the private and public sectors. “We assume the production and exports will shift to mild growth facilitated by supply chain restoration, although power supply is an uncertain factor,” chief Japan economist Naohiko Baba said in a report to clients. The first-quarter GDP figure translates to a 0.9 percent fall from the previous three month period, according to the Cabinet Office data. Consumer spending, which accounts for some 60 percent of the economy, declined 0.6 percent. Capital investments by companies retreated 0.9 percent from the October-December quarter. To fund recovery spending, Japan’s parliament passed at 4 trillion yen ($49 billion) budget supplement earlier this month. Further government outlays are expected to follow in the months ahead.

Fed considers tighter credit as economy improves Associated Press Writer

WASHINGTON – The Federal Reserve said last month that the economy is gradually improving and began discussing how it would reverse policies adopted during the recession that pumped billions of dollars into the economy. Some members said the Fed might need to start boosting interest rates this year to guard against inflation. Any effort to tighten credit would lead to higher rates on some mortgages, credit cards and other consumer loans. Fed policymakers didn’t commit to taking any action at the April 26-27 meeting, according to minutes released Wednesday. But they agreed that if the economy continued its steady growth, the Fed would need to pull back on its massive stimulus programs and take steps to prevent consumer prices from getting out of control. The officials generally agreed that the first step should be for the central bank to stop reinvesting money earned off its holdings of mortgages and Treasury securities. That’s consistent with comments made by Federal Reserve Chairman Ben Bernanke at a news conference after the April 27 meeting. But that would have only a limited impact on the rates Americans pay on loans. A majority of participants said the best method for tightening credit would be to lift the federal funds rate, which is now at a record-low near zero. The federal funds rate is the interest banks pay each other on overnight loans. Most Fed officials said they preferred raising that rate before selling mortgage securities from the Fed’s vast portfolio. Some members thought the Fed would need to start signaling to investors that interest rates would need to rise. A few members believed the Fed might need to boost its key interest rate or start selling some of the assets in its portfolio this year. The minutes don’t identify what the individual Fed policymakers said. Economist Chris Rupkey at Bank of Tokyo-Mitsubishi UFJ said the Fed could start boosting interest rates near the end of this year. Fed policymakers “are back to talking exit strategy,” he said. But high unemployment at 9 percent could weigh on the economy and delay any tightening into next year, he added. The Fed’s exit strategy is likely to be more complicated than ever before because of the extraordinary steps the Fed took during and after the recession to prop up the economy. The Fed’s balance sheet has nearly tripled in the past three years to roughly $2.7 trillion. To counter the 2008 financial crisis and the recession, the Fed launched programs to buy billions of dollars’ worth of mortgage securities and Treasury debt. Those programs have helped drive down rates on mortgages and other loans and boosted stock prices. However, critics — including some members of the Fed — said the programs also contributed to higher inflation. Many Fed officials said they preferred a gradual process of selling off its mortgage securities. The goal would be for the Fed’s portfolio to consist entirely of Treasury securities within five years of the start of those sales. Fed officials didn’t agree on when the central bank would launch its exit strategy. Bernanke and other Fed officials have predicted that a surge in oil prices would be temporary and would not lead to runaway inflation. Crude has fallen about 11.5 percent since April, when a weak dollar and a rash of international crises pushed oil to two-year highs. Still, many Fed officials had become more concerned about inflation, the minutes revealed. They worried that oil prices could keep rising and force more companies to boost the prices they charge consumers. Fed officials said they need to monitor inflation closely. Fed officials also expressed concerns that higher gas prices could lead consumers to spend less on discretionary goods, which would weigh on the economy. They also cited other risks that could restrain U.S. growth, including debt problems in Europe, supply disruptions to U.S. companies stemming from the earthquake in Japan and a failure by Congress to boost the U.S. government’s borrowing authority. However, some Fed officials said there would need to be a “significant change” in the economic outlook for the Fed to embark on a third Treasury bond-buying program. The Fed is slated to end a $600 billion bond-purchase program on schedule in June. The program was launched in early November when the Fed feared that the economy could ball back into another recession.

For her part Mehta has problems in her native India with hardline Hindus who object to her portrayals of lesbianism. Despite obliging all the production crew and cast to sign confidentiality agreements, the three-month shoot was almost derailed when word made it to Iran, a close ally of increasingly isolated Sri Lanka. After a complaint from Tehran, Sri Lankan authorities reversed their approval for the production, leaving Mehta stunned just a few days into work on what she has described as her biggest-ever film. She appealed against the ban to Sri Lankan President Mahinda Rajapakse, who agreed to allow filming to continue. “The president listened to those who were for and against the film and ordered the shoot to continue,” said an official from Rajapakse’s office, who asked not to be named. TOKYO – Canadian pop star Justin Bieber met with Japanese children whose lives have been devastated by an earthquake, tsunami and an ongoing nuclear crisis that has forced thousands of families from their homes. In Japan for several concerts, the 17-year-old singer spoke briefly with nearly a dozen kids, including some from Otsuchi, a northeastern town massively damaged by the March 11 tsunami. One boy from Otsuchi read a card from the children to Bieber, thanking him for meeting with them. “We have friends who lost their family and their homes, some have left our school. The town is covered with

wreckage and it will take a long time to get back to normal,” he said. “But we will work hard for this. Please give us courage through your music.” Bieber, who had earlier told the children that they “were an inspiration,” said in return that life would improve. “Things can get better and things will get better. There are only good times to come,” he said. ‘Exciting’ find: Possible planets without orbits Associated Press Writer

NEW YORK – Are these planets without orbits? Astronomers have found 10 potential planets as massive as Jupiter wandering through a slice of the Milky Way galaxy, following either very wide orbits or no orbit at all. And scientists think they are more common than the stars. These mysterious bodies, apparently gaseous balls like the largest planets in our solar system, may help scientists understand how planets form. “They’re finding evidence for a lot of pretty big planets,” said Alan Boss of the Carnegie Institution of Washington, who wasn’t involved in the research. If they orbit stars, their sheer number suggests every star in the galaxy has one or two of them, “which is astounding” because that’s five or 10 times the number of stars scientists had thought harbored such gas-giant planets, he said.

And if instead they are wandering free, that “would be really stunning” because it’s hard to explain how they formed, he said. If that’s the case, it would give a boost to some theories that say planets can be thrown out of orbit during formation, said Lisa Kaltenegger of the Harvard-Smithsonian Center for Astrophysics, another outside expert. Other scientists have reported free-wandering objects in starforming regions of the cosmos, but the newfound objects appear to be different, said one author of the new study, physicist David Bennett of

the University of Notre Dame. Bennett and colleagues from Japan, New Zealand and elsewhere report the finding in Thursday’s issue of the journal Nature. They didn’t observe the objects directly. Instead, they used the fact that massive objects bend the light of distant stars with their gravity, just as a lens does. So they looked extensively for such “microlensing” events. They found 10, each caused by one of the newfound objects. They calculated each object has about the mass of Jupiter, and estimated how common such objects are. They also found no sign of a star near these bodies, at least not within 10 times the distance from Earth to the sun. (For comparison, within our solar system that would basically rule out an orbit closer than Saturn’s.)

But before you get too excited about the prospect of a laptop-tablet hybrid that combines the best of both worlds, I have to tell you that you’re not getting a Windows laptop in the bargain. droid software, originally designed for smartphones. That means it doesn’t run fullblown Windows programs or connect to peripherals such as scanners. This isn’t all a bad thing, as Android comes with important advantages, such as a long battery life, programs designed for touch input and a computer that comes to life almost immediately when you open the lid. The keyboard may sound a bit expensive for $149, but it does more than help with typing. It has a track pad with “mouse buttons,” just as you’d find on a laptop. It also contains an extra battery that charges the tablet’s battery, two USB ports for connecting peripherals and a slot for SD memory cards, used in most digital cameras. I tested the battery life by playing a high-definition video over and over again, with the screen set to medium brightness. I got a respectable nine hours from the tablet alone and 13 hours with the keyboard attached. That compares with 10 hours for the iPad 2. The screen uses the same technology as the iPad’s, making it easy to read from any angle and in any orientation. It is slightly larger than the iPad’s and has a slightly higher resolution.

PARIS – A review of medical studies gave the thumbs-up on to Tai Chi as a way of improving mental health in the elderly, but does not confirm other claims made for the Chinese martial art. British and South Korean researchers looked at 35 assessments of Tai Chi found in English-language, Chinese and Korean databases. There was “convincingly positive” evidence that, among the elderly, practicising Tai Chi helped sense of balance and boosted psychological wellbeing. However, the sport “seems to be

ineffective” for treating the symptoms of cancer and rheumatoid arthritis, the authors said. The evidence was contradictory as to whether tai chi improved high blood pressure, type 2 diabetes, cardiovascular disease, muscle strength, osteoporosis and other conditions. Many studies were flawed because they had a poor design or were at high risk of bias. For instance, they enrolled only small numbers of volunteers or lacked an adequate “control” group to ensure a fair comparison. The overview was conducted by Myeong Soo Lee of the Korea Insti-

tute of Oriental Medicine in Daejeon, and Edzard Ernst of the University of Exeter, southwestern England. It appears in the British Journal of Sports Medicine, published by the British Medical Association (BMA). Tai Chi entails regular practice of deep breathing and relaxation techniques, combined with slow and gentle movements. It is based on tenets in Confucian and Buddhist philosophies that there are two opposing life forces, yin and yang, which govern health. Ill health results from an imbalance in these forces, but it can be corrected by Tai Chi, according to these beliefs.

DUBLIN – Porto manager Andre Villas-Boas insists it would cost Europe’s super-powers a fortune to break up his Europa League winners. It would be no surprise if Porto receive an official approach for Villas-Boas, as well as Falcao and fellow forward Hulk, before next season. But Villas-Boas revealed the buy-out clause in his contract and those of Hulk and Falcao may prove prohibitive.

“The speculation is normal with managers and players all around the world. Porto has such an incredible year that people speculate about exits,” he said. “But Porto has the highest release clauses in the market so it is not easy for these talents to leave us. “Hulk has a release clause of £100 million. CHICAGO – Right from the start, LeBron James made it clear he was going to attack and no one was going to stop him. Point taken. James came up big down the stretch with nine of his 29 points in the final 4:27, Dwyane Wade added 24 and the Miami Heat beat the Chicago Bulls 85-75 Wednesday night to tie the Eastern Conference finals at one game apiece. “It was a big game,” James said. “We felt like it was a must win for us going back home.” The Heat can breathe a little easier after escaping with a win and stealing home-court advantage. Coming off a lopsided loss in Game 1, they recovered in crunch time — thanks in large part to James — after blowing an 11-point lead. Game 3 is Sunday in Miami. Chris Horner seizes Tour of California lead Agence France Presse

SAN JOSE, California – American Chris Horner captured stage four with a dynamic uphill ride to seize the overall lead at the Tour of California. The 39-year-old RadioShack team rider finished 10th in the Tour de France as the top American in 2010. He took the yellow jersey Wednesday by finishing the 132 kilometer (82 mile) Livermore-to-San Jose stage in three hours, 27 minutes and 51 seconds. Luxembourg’s Andy Schleck, of Leopard-Trek, finished runner-up one minute and 15 seconds adrift of Horner. Schleck placed second at the 2009 and 2010 Tour de France. Third was Aussie Rory Sutherland, of United Healthcare.

Horner now leads the eight-day event by 1:15 over American teammate Levi Leipheimer. At last year’s Tour of California, Horner placed fourth. American Tom Danielson, of Garmin-Cervelo, is third overall, 1:22 behind. Schleck sought the stage victory to honor the memory of his former Belgian teammate Wouter Weylandt, who crashed and died nine days ago on the Giro d’Italia and whose funeral took place Wednesday in Belgium. “That would have been great to win for Wouter but I am content with this second place,” Schleck said. The fifth of the eight stages is set for Thursday’s 217 kilometer (134 mile) ride between Seaside and Paso Robles. The race will finish Sunday.

McLaren takes 10-12 upgrades to Spain McLaren will have over ten new upgrades for this weekend’s Spanish Grand Prix, the team’s engineering director Tim Goss said on Wednesday. The British squad is also planning to bring the updates it did not take to Istanbul after Goss felt they would not be fully reliable over a race distance.

Truck series event at Dover driving for his own squad, says Raikkonen has been given in-car video footage of previous races at Charlotte in order to help him get as much information as they can before he hits the track on Friday. “We sent him [Kimi Raikkonen] a few videos of the past couple years’ Truck races in Charlotte and I believe we also sent him a couple in car cameras so he can kind of watch and get used to listening how throttle control was, how much you’re on the gas, how to race people, sometimes what happens when you’re side-by-side with guys,” said Busch. “I think I won last year the truck race there and the year before, [Ron] Hornaday [former series champion] and I were battling it out and we ended up spinning or something. He’ll get a

good view of what to expect with some in car camera stuff. “... He’ll go over to the NASCAR R&D Center and sit down there with those guys and kind of get an explanation of the driver’s meeting — he’ll get the long version, the one that tells you all about double file [restarts], passing the pace car on the wavearound and all that kind of stuff. He’ll get the long version of that just so he can get the idea of how that works. “Other than that, that’s pretty much it. As far as the truck goes, it’s pretty simple,” Busch added. “It’s like anything else, any other trucks that we have. We had one in the stable and we’ve been working on it for two months now, probably ever since we’ve known really. Just fine tweaking on it and getting stuff ready along with my truck for Charlotte.”

“As usual the relentless pace of upgrades continues,” said Goss during a Vodafone phone-in teleconference. “We have a package of upgrades which we’re taking to Spain. It’s a package of about 10-12 upgrades, some of which will be recognisable from the outside and some that won’t be. “Our objective is to win races and championships and to do that we have to close the gap on Red Bull. We just keep chipping away at the problem. We had a package for Turkey that we took there. We’re always trying to accelerate getting upgrades to the circuit as quickly as possible. “Just prior to Turkey we had a minor issue that meant I wasn’t confident that the upgrade would be durable over a race distance. So we pulled out of that at the last minute. We’ll reevaluate all of our issues on Friday in Spain.” Goss also conceded he would be surprised if the Spanish Grand Prix is not an entertaining race thanks to the new regulations, despite the Barcelona circuit being notoriously difficult for overtaking. “It’s made a dramatic difference to the races so far and undoubtedly most of us would be quite surprised if the Spanish Grand Prix is not different to previous events. Clearly it’s not all down to the DRS and KERS hybrid. The tyres and tyre life plays a large part in creating the race spectacle we’ve all got. “I think most of us would be surprised if Spain is not an entertaining race. Tyre wear and life will play a large part in that and DRS will help. One of the most encouraging things for me this season is that the overtakes are not just happening in the DRS zone. “If that were just happening then it would be very predictable. It makes it more exciting for the spectators and hopefully that draws more viewers to the sport.”
