MEMPHIS, Tenn. — Justin Timberlake sang and strutted his way through his induction into the Memphis Music Hall of Fame on Saturday, doing vocal impersonations of soul singers Al Green and Otis Redding, performing on stage with Sam Moore of Sam & Dave, and joking with buddy Jimmy Fallon. The pop singer and actor accepted the honor in front of about 2,100 people, who laughed throughout his acceptance speech. With a drink in tow, he told Fallon, who introduced

him, that he was not funny. The pair marched together on stage as Timberlake led the audience in the fight song for the Memphis Tigers’ football team, which upset Mississippi on Saturday.

Timberlake, a Memphis native, joked with friend DJ Paul of rap group Three 6 Mafia and sang bits of Green’s “Love and Happiness,” Sam & Dave’s “Hold On, I’m Comin’” and Redding’s “(Sittin’On) The Dock of the Bay” during his speech. He even cursed a few times. “This is the (expletive) coolest thing that has ever happened to me,” said Timberlake, a former ‘NSync member and solo artist who has won multiple Emmy and Grammy awards and appeared in several films. Later, he added: “The Grammys are political. The Emmys are political. Memphis is not political. And don’t get me started on Hollywood.” The event honored musicians and performers with strong connections to Memphis, known as a cradle of blues, soul/R&B and rock n’ roll. Also inducted were Sam & Dave, Elvis Presley guitarist Scotty Moore, Booker T. & the MG’s drummer Al Jackson Jr., singer Alberta Hunter, blues pianist Memphis Slim and country singer Charlie Rich. PARIS - A public appeal by Celine Dion for new songs for her next album in French has been met with a flood of offered tunes, according to a former Canadian media boss close to the singer’s manager. Around 4,000 songs were sent to Dion’s website and management company by the October 5 deadline, Charles Benoit, ex-head of the Quebec TV arm of Canadian group Bell Media, told AFP this week. Dion’s husband and manager, Rene Angelil, and the CEO of the Les Feeling Productions firm managing her career, Aldo Giampaolo, “were surprised by the dimensions this initiative has taken, and they asked me to organise the works’ selection”, he said. Dion in late August made her appeal for fresh songs, emphasising that it was “open to everyone”. The 47-year-old Canadian singer, most famous for performing “My Heart Will Go On” as the theme song for the hit 1997 movie “Titanic”, said she wanted new material for an album in French she’s bringing out next year, and for another one in English in 2017. The current crop of submitted songs are all for the French album and came by letter, social networks and MP3 files from France and other French-speaking countries. They will be whittled down

to just 25 songs by a panel of six French-language broadcast critics, said Pierre Fortier, a Quebec music festival director whom Benoit tapped to be in charge of the selection process. “Naturally, out of the 4,000 songs received, there aren’t 4,000 hits, but we’ve already found several good ones,” Fortier said. An online vote open to the public through Dion’s www.celinedion. com website will choose which one of the shortlisted 25 songs will make it on the singer’s album, with the winner announced December 1. A 56-year-old French amateur singer-composer, Gilles Mazetto, said he hoped his submission, “Cicatrice Dedicacee” (roughly meaning ‘autographed scar’), would make the cut. “It’s a message in a bottle I’m hoping will be picked up by Celine Dion,” he said. “I think the song fits her repertoire: it talks about passing time, the moments that define our existence, of those that remain.” Dion’s last album came out in 2013. Unwittingly, the conversion of so many telajakan into a business premises has harmed the beauty of Bali. Balinese homes, with their variety of ornamentaton are now hidden behind walls of stalls that do not reflect the nuances of typical Balinese aesthetics. Phenomenon on the telajakan conversion into business premises is extremely regrettable by spatial observer, Prof. Dr. Putu Rumawan Salain, lecturer in the Faculty of Engineering at Udayana University, is sorry to see so much of these spaces given up for small businesses. Telajakan that are interpreted by many as simply free space, in fact play an important ecological function. In the past, these spaces were usually planted with various types of plants that absorb pollution and filter dust from the street. Telajakan also serve as green spaces that absorb rain water and thus reduce the occurrence of floods in the rainy season. Besides, telajakan also have aesthetical value planted as they are with various colourful flowers and plants that sooth the eyes. “So, the presence of telajakan is not only important in terms of ecology, but also in terms of aesthetics because they often function as gardens whose beauty can be enjoyed by everyone who passes by. If telajakan disappear from Bali, then the beauty of Bali will be very much diminished. What kind of beauty can we expect from the long rows of stalls that are replacing telajakan -other than a rigid and boring atmosphere?” asked Salain rhetorically. In the old days, telajakan served as a public spaces that people used to chat with one and other and strength community bonds. Balinese men also used to use these spaces for their fighting cocks; for the chicken cages and mabongbong or for fondling and exercising their fighting cocks after days of work. Hence, telajakan are always at least big enough for a chicken cage. Women tended to use the space of telajakan to meet with neighbours, joke and share experiences, while children used them as playgrounds. “With the disappearance of telajakan, Balinese men are loosing one of the most strategic places to socialize and interact with each other to strengthen their sense of brotherhood,” deplored Rumawan Salain. According to Salain, local governments in Bali have a legal means of rescuing these instrumental spaces. He affirmed that Regional Bylaw No. 5/2005 on Building used as a reference for the Denpasar Mayorial regulation No. 25/2010 and similar rules in counties across Bali. Buildings are obliged to have Balinese architectural style, which spatially speaking necessarily includes telajakan. “Unfortunately, in practice, a number of clauses in the law have been ignored or are not strictly supervised violations have become common. One stipulation of the by law requires a free space to be left in from of all homes for the telajakan,” he explained. Salain nonetheless agrees that conditions have already become chaotic and that it will indeed be difficult to restore the spatial conditions of Bali. He added however, that with a strong commitment local governments still have the opportunity to save the remaining telajakan from conversion into business spaces. Salain therefore hopes that the government will provide a reduction in land and property taxes (PBB) for people that maintain their telajakan. He affirmed that taking such an action makes a lot of sense considering that people who maintain telajakan are by de facto donating a portion of their private land for public enjoyment. “Local governments must duly grant these relief to people have the awareness that maintaining their telajakan is beneficial. In addition to providing an open space for the public, telajakan also serve as water catchments for the surrounding environment that is increasingly at risk of harm,” affirmed Rumawan Salain. (ian)

THE RAPID increase in building developments in Bali increasingly deviate from the Balinese architectural style that characterises the Island of the Gods. Modern and minimalist architecture is proliferating uncontrollably, despite Regional Bylaw No.5/2005 on the building and architecture that clearly states that Balinese style architecture must be applied to every building in Bali.

Chairman of the Chamber of Commerce and Industry of Badung Chapter, AA Ngurah Alit Wiraputra, considers that the number of buildings that have not adopted Balinesee architectural style and principles is due to a lack of oversight by provincial and county/municipal government in enforcing Regional Bylaw No.5/2005. “Supposedly there is supervision right from the very beginning of the construction of any building,” said Alit. According to Alit, applying the concepts and style of Balinese architecture is not difficult and would benefit everyone because Balinese architecture has developed according to the needs of a tropical climate. “Indeed, it is not easy to maintain the cultural identity of Bali amidst rapid development and the impact of globalization. Balinese architecture is basically flexible, inexpensive and relevant to climatic conditions despite what some people think,” he said. Alit hopes that architecture as one of the hallmarks of Bali will be persistently maintained as a contributing factor to the sustainability of tourism on the island that is dependant on distinctly Balinese characteristics - including architecture. “Balinese architecture should be applied

starting from having Balinese gates as Ngurah Rai Airport, Benoa Harbor, Padang Bai Harbor and other entrances,” he said. The application of Balinese architecture at every entrance into Bali, said Alit Wiraputra, is intended to have both foreign and domestic visitors immediately feel that they are in Bali as soon as they set foot in the island. “All buildings in Bali, especially those located on roadsides - including commercial buildings, should also apply Balinese architectural style. The government therefore needs to make sure that the regulations are being respected by giving out strict punishments to those who violate them in order to prevent irregularities,” he advised. He added that all everyone, including tourism stakeholders should have the awareness and accompanying actions to ensure that Balinese culture is being implemented. The role of government alone is not enough, everyone needs to be aware and take appropriate action. Lecturer in the Faculty of Tourism at Udayana University, I Putu Anom, as a native Balinese, also recognizes that rampant and uncontrolled development, either by breaking the green belt regula-

tions, building habitations on beach front, or lakes sides goes against the culture or local wisdom of Bali. “Now, Indonesia including Bali is embracings unlawful habits and unethical behaviour. There are even unscrupulous officials who know the rules but break them anyway,” he said. According to Anom, such widespread violations occur because regulations are not implemented strictly. “In order to address the problems of the development of Bali, investors and the community at large, need to prioritize ethics and aesthetics. County governments and customary villages should act firmly according to the noble values of Hinduism,” he said. Anom explained that the noble teachings of Hindu need to be considered in the context of development. These values include the principle of Tri Hita Karana (three sources of happiness), Tri Mandala (horizontal spatial division), upstreamdownstream, Nyegara-Gunung (seawardmountainward orientation), Segara Kertih (sea purification), Danu Kertih (lake purification), Wana Kertih (forest purification), local wisdom, traditional Balinese architecture and so forth. “In Bali, we have many grandiose ceremonies, but often we do not understand the meaning behind them and sometimes our behaviour even deviates from the essence of these ceremonies. Introspection is required in order to uphold the truth. We must not let Artha (wealth) and Kama (passion) defeat Dharma (truth),” he concluded. (kmb27)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Book explains why Halloween attractions make us “Scream”

Kerr is a sociologist with a Ph.D. from the University of Pittsburgh, and just in time for Halloween, she’s written a book called “Scream: Chilling Adventures in the Science of Fear.” The book documents Kerr’s adventures around the world experiencing extreme attractions, ranging from the tallest roller coasters in Japan to the CN Tower’s EdgeWalk in Toronto, where participants are tethered to the skyscraper for an outdoor walk 116 stories off the ground. Kerr also works at a haunted attraction in Pittsburgh called ScareHouse, analyzing customer responses to help keep the fright levels just right. “We’re trying to scare people in a way that’s going to make them feel good,” she said. Kerr is interested in the notion that society usually regards “fear as a negative force. But there’s another side to fear that’s fun and fulfilling,” and that’s the sweet spot sought by recreational activities — whether skydiving, ziplining, roller coasters or haunted houses. “When we know we’re not really in any physical danger, we can enjoy

the endorphins and the dopamine. That response is similar to being really excited and happy,” she said. Her quest for the “Scream” book took her on “many, many adventures across the world, doing as many scary and thrilling things as I could. I look at it from the cultural perspective, the physiological perspective and the psychological perspective: Why do we engage with this type of material? Part of it is the natural high we get from activating the flight-or-fight response in a safe environment.” Kerr says the trick is to figure out what types of situations “trigger our flight or fight response. What are people afraid of, what’s going to tap into the fear?” For example, “we know from science that seeing the whites of people’s eyes will activate the amygdala — the emotional processing center of our brain.” That intense response to another being’s eyes explains why scary attractions often have “dolls with big eyes or animatronics with wide-open eyes.” Startling sounds, fast-moving props and other sudden visual effects also trigger instinctive responses, upping

the fear factor without putting people in real danger. She added that part of the draw for an extreme adventure or attraction is that “you are testing your own resilience. When you come out the other side of a scary movie or haunted house, you have accomplished something. You’ve tested your will. Even though we know nothing will hurt us, the self-esteem boost is real.” As for her own responses, she found the CN Tower Edgewalk to be “way more terrifying than I thought it would be.” Skydiving, on the other hand, was pure pleasure for Kerr. Kerr says her research can have implications beyond theme parks and haunted houses by helping people understand how to tolerate stress. “We’re trying to find the best ways to teach people how to experience their emotions in ways that are healthy and not debilitating,” she said. “When people lean into the experience and test themselves in an environment that is safe, they come to learn they can handle stress and they are stronger than they thought they were.” (ap)

Police arrest 2 teens in rape of toddler in Indian capital

The prolonged dry season this year seems to posing many challenges for farmers in Buleleng. Water sources that usually provide irrigation are dried up but many farmers are still trying to plant paddy despite the risk of crop failure that the drought brings. Inevitably, many farmers in North Bali have to take advantage of water from artesian wells while others pump water from nearby rivers causing their production costs to go up. Members of Subak Celuk Buluh, Anturan village, Buleleng for example have been growing paddy by using the legowo 21 system. However, the supply of irrigation water in the subak area has dried up since the dry season began so that the rotating supply of water is diminished. Undeniably the paddy fields are lacking an adequate supply of irrigation water. Fortunately, a river runs near the paddy fields. Since the location of the river is slightly lower than paddy field, farmers are unable to drain water directly and must use a diesel ruled water pump. Chief of Subak Celuk Buluh, Komang Widiantara, in Singaraja on Friday (Oct. 16) explained that siphoning river water is the only alternative available for allowing paddy to be cultivated. In dry season, the average additional cost of growing rice increases to IDR 2 million per hectare. The cost of seeds and fertilizer reaches IDR 800,000 per hectare, plowing (IDR 1,700,000 per hectare) and planting (IDR 1,200,000 per hectare) so that the total production cost of cultivating land in the dry season reaches IDR 3.9 million per hectare. The additional cost of syphoning water from the river for six hours a day at a cost of IDR 12,000 that is shared by the subak members who have access to the much needed water in turns. Subak members are still able to plant despite the additional cost. Paddy yields in the dry

season are relatively high. “Since the transplanted seedlings need a lot of water, our members must even spend up to IDR 2 million to over the rather extensive land area,” he said. Widiantara added that of the some of the irrigation networks at his subak area are still damaged. The damage includes leakage in the deeply buried water lines. He has reported the damage to relevant agencies who will attempt to make repairs shortly. so that the water networks will be able to function optimally during the next rainy season. Besides, he has also been promised to be given assistance to increase the size of the pipe used to drain water with the pump so that their land can be irrigated during the dry season and protected from the drought that so any other areas are facing. “It has been checked by the Officers of the Public Works have checked the damaged irrigation pipes and reported the findings to the Buleleng Agriculture Agency, so repairs should be done soon,” he said. Based on data collected by the Buleleng Agriculture Agency, this year’s drought has disrupted farming, especially paddy plants. For the planting season of April-September 2015, a total of 473.1 hectares of paddy plant faced drought. Paddy plants facing drought are spread throughout seven regions including Sawan, Sukasada, Banjar, Busungbiu, Seririt and Buleleng subdistrict.

NEW DELHI — Police arrested two teenagers Sunday for allegedly raping a toddler in New Delhi, in the latest incident of sexual violence against a young child in the Indian capital. Police said they questioned more than 250 residents of the western Delhi neighborhood where the 2 1/2-year-old girl was raped and left bleeding in a park Friday evening. The two 17-year-old boys were arrested late Saturday, said Dependra Pathak, a top police officer. Pushpendra Kumar, deputy commissioner of police, said after they were interrogated, the teens admitted their guilt. The toddler was playing outside her home when she went missing during a 10-minute power outage in the neighborhood. Family members found her lying unconscious and bleeding in a park three hours later. In a separate incident, police on Saturday arrested three men for raping a 5-year-old in an east Delhi suburb. The rape of the two girls came a week after a 4-year-old girl was found dumped near a railway track after being raped and slashed with a blade in the capital. The assaults have caused uproar, with Delhi residents accusing the

city’s government of failure to protect women and girls. Delhi’s top elected official, Arvind Kejriwal, hit out at Prime Minister Narendra Modi, saying police were failing at their job. Although Kejriwal is the capital’s chief minister, Delhi Police reports to the federal government under Modi. Kejriwal said that the government and police were not doing enough to protect women in the city and that crimes against them were on the rise, once again insisting that control over police should be handed over to the state government. A series of recent attacks has renewed public fury and horror over India’s inability to halt chronic violence against women and girls. In December 2012, the fatal gang-rape of a 23-year-old medical student on a moving bus led to a national outcry. In response to that attack, the government doubled the maximum prison term for rape to 20 years, created special courts to prosecute cases more quickly, and made voyeurism and acid attacks specific crimes under the law. Weak inflation puts ECB in tight spot at Malta meeting

FRANKFURT - Falling prices in the eurozone are turning up the heat on the European Central Bank to prevent the single currency area from slipping into a dangerous downward spiral of deflation. But many ECB watchers say they do not expect the guardian of the euro to take any action just yet when its decision-making governing council convenes in Malta this coming week. Consumer prices in the eurozone slipped by 0.1 percent in September, according to data published by Eurostat. That “heaps pressure on the ECB to step up its stimulative action at

its meeting” on Thursday, said IHS Global Insight analyst Howard Archer. With area-wide interest rates currently at what ECB chief Mario Draghi perceives to be their lower end, any additional easing action would likely take the form of an extension of the central bank’s bond purchase programme, known as quantitative easing or QE, the expert said.

“But it looks most likely that the ECB will hold fire on more QE, as a number of governing council members appear to be in ‘wait and see’ mood,” Archer said. A number of top ECB policymakers, including Draghi himself, have recently insisted it is too early to judge whether further action is needed. Also by December the ECB will have compiled its own new staff forecasts, which could well bolster the case for more stimulus. “Recent comments from governing council members suggest that the ECB may not be ready to

increase its policy support when it meets” in Malta, said Jennifer McKeown of Capital Economics. But Draghi would likely reiterate concerns about the inflation outlook and risks from emerging markets, stressing again that the ECB was ready to do more if needed. “We still see it announcing a pick-up in the pace of its asset purchases before long, if not at this meeting then perhaps following the December meeting,” McKeown said. QE is an ambitious scheme, launched in March, to buy more

than one trillion euros ($1.1 trillion) worth of public sector bonds to pump liquidity into the system at a rate of 60 billion euros per month until September 2016. While falling prices might appear to be good for consumers, they can be poisonous to the economy, because they may persuade consumers to delay purchases in the hope of lower prices, in turn prompting companies to hold off investment and hiring. US, European negotiators to meet on Atlantic trade pact

WASHINGTON - Negotiators from the United States and the European Union resume talks Monday on a huge trans-Atlantic free trade area, with mistrust and public opposition standing in their way. The 11th round of discussions, to be held in Miami, will address a still substantial list of differences on key issues between the two sides, after more than two years of talks on the ambitious Transatlantic Trade and Investment Partnership. But they come after Washington scored a major triumph with the

agreement two weeks ago to set up a Pacific free trade group with Japan, Canada and nine other countries. Both groupings aim at broadly lowering trade tariffs and non-tariff barriers, a relatively small issue between the United States and Europe, where trade taxes are already very low. But they also aim higher, at setting what the White House calls the rules for 21st century trade and investment, with special focus on digital trade and intellectual property issues, and on harmonizing

regulations for global business. A deal would tie together two giant economies that are home to some 850 million people and account for about half of global output. But the success of the TransPacific Partnership Talks will not necessarily make the hefty task of getting Americans and Europeans to agree on a similar project any easier. Supporters say a transatlantic trade deal will give a strong boost to economic growth and job creation.

But on both sides of the ocean, most intensely in Europe, the talks have been branded a Trojan horse over a broad and secretive watering down of important public regulations that could threaten health and environmental standards to the benefit of powerful multinational corporations. Showing that the opposition has not weakened, the “Stop TRIP” movement has collected three million signatures in support of its effort to halt the negotiations. It drew as many as 250,000

SINGARAJA - Protecting children requires the participation of parents at home and teachers at school in providing early education as a way to reduce physical and sexual violence against minors. According to lawyer, Luh Putu Anggreni, violence against children is not a new issue but it still occurs in the community. Prevention can be done by providing understanding and counseling

to students from early childhood all the way through high school. “Counseling and mentoring of students aims to prepare students for the possibility of physical violence and sexual abuse committed by people in the surrounding community,” said Anggreni who is also a member of the Legal Aid Association of Indonesian Women for Justice (LBH) of Bali, on Saturday (Oct. 17). The importance of the role of

schools in anticipating sexual violence cannot be underestimated given that children spend most of their time learning there. On that account, sex education must be provided to students. The role of teacher is not just to teach a lesson, but rather to educate and monitor the development of children’s behavior through counseling and guidance in classrooms. Through counseling and guidance, teachers can help resolve personal

problems and provide psychiatric and alternative solutions. “Children need to understand the importance of maintaining their own security. They need to be able to protect themselves when facing sexually-related threats any time. The role of counseling and guidance by teachers is very important at school,” she said. Anggreni added that the implementation of the child-friendly schools program must be inten-

sified by the local government through the Education Agency. Egypt elects new parliament, first under el-Sissi

CAIRO — Egyptian voters began heading to the polls Sunday to elect a parliament, the first since the militaryled ouster of Islamist President Mohammed Morsi in 2013. The vote will mark the final step in what has been billed as a post-Morsi transition to democracy. But critics here and abroad describe it as part of a rolling retrenchment of authoritarian rule nearly five years after longserving autocrat Hosni Mubarak was toppled by a 2011 pro-democracy uprising. Political parties — those that are eligible to run — are weak with little popular following. They are hurt even more by the law governing how the election will be run. And there is a general societal atmosphere strongly against public criticism of the government, with many Egyptians seeking stability after years of turmoil that have devastated the economy. THE SYSTEM

The elections law designates three categories of seats in the 596-seat House of Representatives: those elected through a party list (120 seats or 20 percent), those elected individually (448 seats or 75 percent), and those appointed by the president (28 seats or 5 percent). Political parties are heavily disadvantaged by an election law, passed by presidential decree last year. The party list that wins an absolute majority will take all the seats in each district, making it harder for small parties to secure seats. The law also uses the list system to fill quotas of underrepresented minorities. Each 15-candidate party list must include three Christians, two workers or farmers, two youth candidates, a disabled person, and an Egyptian residing abroad. Seven of the 15 candidates must be women. A full 75 percent of the assembly is reserved for candidates running as individuals, races in which prominent, wealthy local government-affiliated power brokers have a

presumed advantage. Moreover, individuals can form a slate and run against parties for the list seats. The government’s supporters reject the criticism from opposition political parties, insisting the field is wide open for anyone who wants to compete. Egypt’s President Abdel-Fattah el-Sissi is not a member of any party and portrays himself as being above the political fray. Another 5 percent of the parliament will be appointed by the president, a measure meant to ensure seats for underrepresented minorities.

Egypt’s 2014 constitution arguably the most liberal Egypt has ever had — grants the House of Representatives ample power. For example, the parliament can withdraw confidence from the president and call for early presidential elections with a request signed by the majority of its members, the approval of 2/3 of its members and the approval of a public referendum. If the president objects to a draft law, the parliament can push it through with a 2/3 majority. The parliament can also alter expenditures listed in the state budget. However, rather than challenging the power of the president, analysts and activists say the next legislature is likely to be a rubber-stamp body that further solidifies el-Sissi’s hold on power. German stabbing: Suspect can be held criminally responsible

BERLIN — Authorities say a psychological examination has shown that a man who stabbed a candidate to be Cologne mayor can be held criminally responsible for his actions. The 44-year-old German on Saturday stabbed Henriette Reker, a leading candidate in Sunday’s election for new mayor of Cologne. Reker is currently responsible for housing refugees in the city and officials have said the man told them he acted out of anti-foreigner motives. Prosecutors and police said they will seek to keep the man, who has not been named, in custody on suspicion of attempted murder and dangerous bodily harm. China, Indonesia sign $5.5 bn high-speed rail deal

JAKARTA - Chinese and Indonesian state-owned companies Friday signed a $5.5 billion deal to build the first highspeed railway in Southeast Asia’s top economy, after Beijing beat Tokyo to win the construction project. The line will connect the Indonesian capital Jakarta with the mountain-fringed city of Bandung, some 160 kilometres (100 miles) away, and is a key part of President Joko Widodo’s plans to overhaul the archipelago’s infrastructure and attract investors. JAKARTA - Indonesia launched Friday its biggest operation ever to combat fires blanketing Southeast Asia in haze, an official said, with dozens of planes and thousands of troops battling the widespread blazes. Thirty-two planes and helicopters -- including six aircraft from Singapore, Malaysia and Australia -- were dispatched to back up the more than 22,000 personnel on the ground who have been fighting the fires for weeks. Indonesian National Disaster Management Agency spokesman Sutopo Purwo Nugroho said the air teams would conduct water bombing and weather modification efforts across six of the worst-hit provinces in Sumatra and the Indonesian portion of Borneo island. “This is the biggest haze emergency operation ever carried out by the Indonesian government,” the spokesman said. For weeks, fires illegally started to clear land for plantations have shrouded Indonesia, Singapore and Malaysia in acrid smog, worsening air quality, closing schools and forcing the cancellation of outdoor events. The blazes are an annual occurrence during the dry season, but scientists have warned this year’s are on track to be the worst ever as an El Nino weather system has created tinder-dry conditions in Indonesia. Jakarta earlier this month agreed to accept international help after weeks of failed attempts to douse the blazes infuriated its neighbours. Japan on Friday joined several other countries contributing to the emergency effort, donating two tonnes of flame retardant to Indonesia. Nugroho said dry conditions were continuing to hamper efforts, with new fires still popping up. NEW YORK — No big drama this time for Gennady Golovkin. Just a lot of big punches as he dominated his middleweight title fight with David Lemieux. Golovkin battered Lemieux around the ring Saturday night on the big stage at Madison Square Garden, landing punch after punch before the referee mercifully stepped in and stopped the fight in the eighth round. He remained unbeaten in 34 fights, and stopped his opponent for the 21st straight time. Fighting before a sold-out crowd of 20,548 cheering his every move, Golovkin was methodical as he knocked down Lemieux in the fifth round, bloodied his nose and dominated almost every second of the way. “My goal is all the belts in the middleweight division,” said Golovkin, who said before the fight he would bring a “Big Drama Show” to the Garden. Lemieux was on the ropes taking punch after punch when Steve Willis finally stepped in at 1:32 of the eighth round to call an end to the fight. It was a coming out party of sorts for Golovkin, who was headlining his first pay-per-view fight,

MADRID — Neymar scored four goals and set up another in Barcelona’s 5-2 win over Rayo Vallecano in the Spanish league on Saturday, while Cristiano Ronaldo led Real Madrid with a goal and an assist in a 3-0 victory over Levante. The results left the Spanish powerhouses provisionally atop the league standings with 18 points from eight matches, with Madrid ahead on goal difference. Villarreal is two points behind but can regain the lead when it hosts fourth-place Celta on Sunday. BERN, Switzerland — The second meeting of the FIFA panel established to “restore the integrity and reputation” of soccer’s scandalbattered governing body ended Sunday with secrecy imposed on the three days of meetings. The reform committee is led by Francois Carrard, the former director general of the International Olympic Committee, who would not disclose what was discussed in the Swiss capital Bern beyond a vague statement. “It’s been a very positive session characterized by rich and in-depth discussions on all aspects of the proposal for the reforms package which is being prepared,” Carrard said. “I will provide a progress report with concrete recommendations to the FIFA executive committee at its extraordinary meeting on (Tuesday).” FIFA declined to release these recommendations from the committee it established in a bid to show it could improve governance amid the worst corruption scandal in the organization’s 111-year history. When his appointment was announced in August, Carrard said his committee is “vital for the future of global football to restore the integrity and reputation of its governing body.” Carrard said Sunday that he expects to complete his reform proposals at the Nov. 19-20 meeting, adding: “Our progress is on track.” As Carrard’s panel meets in secret, the only proposed reforms to be published have come from Domenico Scala, who has overseen FIFA’s audit and compliance standards since 2012. The Swiss businessman, who is not part of Carrard’s committee, released a 29-page dossier last month that has been discussed by the panel. A key recommendation by Scala was shifting the power balance away from the elected members. The existing executive committee under Scala’s proposal would become a governing body elected by all 209 FIFA members with responsibility for “strategic matters, supervision” while a management board would take day-to-day decisions. Bacca almost had a second moments later when he beat the offside trap but was denied by a Kamil Glik goalline clearance. It took Torino until the 70th minute for its first shot but it levelled three minutes later when substitute Andrea Belotti, who had only just come on, chested a Fabio Quagliarella ball down with his first touch for Daniele Baselli to smash past Diego Lopez at the near post.(ap)
