WEAK supervision by parents to their children poses the dominant factor causing the incident of sexual violence against children. Moreover, the case continues to increase and in one case the victim could exceed two persons. From the data obtained in the Denpasar Police, dozens of cases occurred each year in the region of South Denpasar and Badung. The latest case is the sexual violence carried out by an Australian tourist with the initials RA, 70. The suspect confessed to have committed violence against 15 children. This case is dealt with by Bali Police. Chief of the Denpasar Police Criminal Investigation Unit, Reinhard Habonaran Nainggolan, said on Tuesday (May 17) that the case of child sexual intercourse is the most dominant. On that account, his unit continued to disseminate preventive efforts with relevant agencies to suppress the case. Moreover, it targets children as the victims.

PARIS - Strikes by French railway and port workers halved train services and prompted cancellation of ferry links to Britain on Wednesday as labour unions sought to force President Francois Hollande’s government into retreat on labour law reforms. At least, their activities can be monitored and controlled so that the cases of child abuse and other crimes can be anticipated. Pfizer ban on lethal drug sales complicates executions in 20 U.S. states

NEW YORK - More than 20 U.S. states that use a combination of drugs to carry out lethal injections will find it harder to conduct executions due to Pfizer’s ban on sales of its chemicals, but the move will have little impact on the handful that rely on a single drug. The pharmaceutical giant’s move last week cuts off the last major U.S. source for drugs in the deadly mixes, and it adds to the difficulties of states that were already struggling to procure chemicals for lethal injections. Among the states affected are Florida and Oklahoma, which have been among the leaders in executions since the U.S. Supreme Court reinstated the death penalty in 1976. Drug scarcity is also an obstacle for Alabama, Arizona, Arkansas, Delaware, Indiana, Kentucky, Louisiana, Mississippi, South Carolina, Tennessee and Wyoming. Since many mostly European drugmakers began banning sales of their products for use in executions about five years ago over ethical concerns, U.S. states have often turned to lightly regulated compounding pharmacies, which can mix chemicals. That has resulted in a string of lawsuits challenging secrecy in procurement and the quality of the mixes provided. Middlemen who

flout Pfizer’s ban could face sanctions. “Now a distributor who violates Pfizer’s policies can face contractual liability and termination of its ability to sell any of Pfizer’s medicines,” said Robert Dunham, executive director of the nonprofit Death Penalty Information Center, which monitors capital punishment. Ohio, which has executed 53 inmates since the U.S. Supreme Court reinstated the death penalty in 1976, said last year it was delaying all executions until at least 2017 due to trouble obtaining the necessary drugs. The state’s problems worsened with Pfizer’s decision because drugs on Ohio’s protocol were on the company’s list. The chemicals banned for sale by Pfizer include the sedative midazolam, which has been used to render a prisoner unconscious, as well as pancuronium bromide, which can be used as a paralytic agent that halts breathing, and potassium chloride,

which can cause cardiac arrest. Thirty-one U.S. states have the death penalty. But only six have an established one-drug protocol, including Texas, Georgia and Missouri, while two others where executions are on hold have plans to use a single drug for executions, according to the Death Penalty Information Center. The single drug most often used is pentobarbital, which is not made by Pfizer. Texas, which has executed 537 prisoners since 1976, more than any other state, said it should be able to obtain the chemicals it needs. “It’s not anticipated that Pfizer’s decision will have an impact on the agency’s current ability to carry out executions,” said Jason Clark, a spokesman for the Texas Department of Criminal Justice. Many of the states that rely on compounding pharmacies have laws banning the release of the pharmacies’ names, which they say is needed as a security precaution. But Dale Baich, an attorney for death row inmates, rejected that. “The purpose of the secrecy is to keep companies in the dark about the misuse of their products,” Baich said. (rtr)

BOGOTA — Colombia’s government is giving pharmaceutical giant Novartis a few weeks to lower prices on a popular cancer drug or see its monopoly on production of the medicine broken and competition thrown open to generic rivals. Health Minister Alejandro Gaviria’s remarks in an interview Tuesday are the strongest yet in an increasingly public fight with the world’s biggest drugmaker that could set a precedent for middle-income countries grappling to contain rising prices for complex drugs. Memos leaked last week to a nonprofit group, written from the Colombian Embassy in Washington, describe intense lobbying pressure on Colombia, a staunch U.S. ally, from the pharmaceutical industry and its allies in the U.S. Congress. In one memo, the embassy warns that breaking Novartis’ patent for the leukemia drug Gleevec could hurt U.S. support for Colombia’s bid to join the proposed Trans-Pacific Partnership trade zone and even jeopardize $450 million in U.S. assistance for a peace deal with leftist rebels. The memos followed meetings between Colombian diplomats and officials from the Office of the U.S. Trade Representative and a Republican staffer on the Senate Finance Committee whose chairman, Sen. Orrin Hatch of Utah, has close ties to the pharmaceutical industry. Gaviria, an economist by training, said the pressure shows the forceful steps that the pharmaceutical industry is willing to take to protect its commercial interests. “They’re very afraid that Colombia could become an example that spreads across the region,” he said. Government health programs in many countries are being squeezed by high prices for newly launched drugs and by annual price hikes of 10 percent or more for medicines long on the market, and they are increasingly pushing back by demanding big discounts or setting price caps on ultra-expensive drugs.

Gaviria denies he is trying to set a precedent in the global fight for lower prices. “For us, it’s a question of survival,” he said. He noted Colombia’s health care system guarantees patients’ access to all approved drugs and the budget is straining after years of price rises. In 2009, the government declared a public health emergency after spending on sophisticated drugs had risen tenfold in just a few years. “As the state, you can’t just buy everything at the price set by whoever is selling. Dozens of semi-permanent houses demolished

DENPASAR - A number of semi-permanent houses on Jalan Merdeka X in Tanjung Bungkak, Sumerta Kelod, were dismantled on Tuesday (May 17). The slum like abodes that were mostly inhabited by scavengers were instantly flattened by the heavy machinery used in the demolition. The crack down on these illegal semi-permanent residences that covered an area of some 5,000 square meters was led by Chief of the Denpasar Municipal Police, I.B. Alit Wiradana, accompanied by subdistrict head of East Denpasar, Dewa Made Puspawan, and headman of Sumerta Kelod I Gusti Ketut Anom Suardana. A joint team that was involved in the demolition comprised representatives of the Indonesian Military, the National Police, officers of the courts, prosecutors, the Sanitation and Landscaping Agency, the DTRP, East Denpasar officials and village authorities. Alit Wiradana said that the demolition took place following numerous reports to the headman of Sumerta Kelod from local residents who stated that they felt disturbed by the presence of these ramshackle homes. These complaints were forwarded to the sub-district government of East Denpasar. The tenement houses were also a danger to those living in them, as they all bordered the Bias River on japan Merdeka. “The river is shallow so it floods easily during the rainy season which can endanger those living along the river” explained subdistrict head of East Denpasar, Dewa Made Puspawan, when met at the demolition site.

Before the demolition took place, village authorities summoned all residents of the shanty town to question them about the ownership of these houses and it was discovered that none of them in fact had a building permit (IMB). “We issued a series of warnings to the residents of these homes so that they could dismantle them themselves before the area is flattened. Anyone wanting to erect a building needs to comply with applicable regulations and procedures” said Puspawan. Alit Wiradana added that despite having been reprimanded three times and asked to dismantle their own homes, some of the residents remind stubborn refusing to do so. “We sent letters of reprimand on three separate occasions. Unfortunately some insisted on remaining on the site. After having complied with official procedures we then proceeded with the demolition”, said Wiradana. One of the residents of the illegal semi-permanent dwellings, Nyoman Lingga, claimed to have bought 300 square meters of land in 1993. This land he said then had houses built on it which were rented out to tenants. However he admitted that he had no land certificate to prove his ownership. “It does not seem right that we be given no compensation for the demolished buildings”, he said. (kmb12)

So If a farmer has 1,000 trees then he can get around IDR12 million per harvest,” he explained. In fact cloves are quickly becoming a prominent commodity in Buleleng that could potentially contribute significantly to the local economy at harvest time. Head of the Buleleng Forestry and Plantation Agency, Ketut Nerda, explained that in 2015 there were 7,754.82 hectares of clove plantations in Buleleng that accounted for 49.48 percent of Bali’s clove plantations. Last year, Buleleng produced a total of 4,907.39 tons of cloves yielding 632.82 kg per hectare and accounting for 80.35 percent of the 5,871.30 tons of clove produced in the Province of Bali in 2015. “According to our data, Buleleng’s clove production was down by 363.36 tons from 2014 when 5,270.74 tons (670.81 kg per hectare) were produced” said Nerda, a college mate of President Joko Widodo when studying at Gajah Mada’s faculty of Forestry. The decline in Buleleng’s clove production last year said Nerda was due to the two year cycle of this commodity as well as the influence of climatic conditions. Nerda also pointed out that harvesting cloves requires intensive efforts on the part of farmers. Nerda, who graduated in 1986, was in the same forest conservation and management class as President Joko Widodo in Gajah Mada’s faculty of Forestry, explained that the clove harvest of 2014 was massive compared to the previous year when only 2,359.98 tons or 311.67 kg per hectare, were produced. “Over the past two years (2014 and 2015) clove production reached the national productivity target ranging from 480 kg to 800 kg per hectare” he explained. According the data for the last three year, Nerda said that it is expected the the harvest in 2016 will be greater than that of 2015. He added that hopefully the quite long rainy season will not affect the flowering process of the cloves. “HopefuLy this years harvest will be better than last year’s” he said. (kmb34)

Canada wildfire rages near oil sand facilities, extending shutdowns

CALGARY - A massive wildfire raged near Fort McMurray, Alberta on Tuesday and threatened major oil sands production facilities, forcing the evacuation of thousands of workers and prolonging a shutdown that cut Canadian oil output by 1 million barrels a day. The fire jumped a critical firebreak late Monday where plants and trees had been removed to stop its spread, moving north of Fort McMurray into oil sand camp areas. Some 8,000 workers were evacuated in the heavily forested northern part of the province. The wildfire was taking a toll on the province’s economy, with one study estimating the lost oil production would cut gross domestic product (GDP) by more than C$70 million a day. The uncontrolled blaze covered 355,000 hectares (877,224 acres), up from 285,000 hectares on Monday. The fire on Tuesday burned a 655-room lodge for oil sands workers about 35 km (20 miles) north of Fort McMurray and threatened other housing. High temperatures and winds were working against firefighters,

and the fire was forecast to move to the east, putting oil operations in its path, officials said. None of the oil sands have caught fire, and the industry was redoubling efforts to ensure facilities were well-protected, said Alberta wildfire manager Chad Morrison. “Because of the cleared vegetation, lots of gravel on site and because they have an industrial firefighting service on site that understands this ... we feel fairly confident the sites themselves will be OK,” Morrison told a news conference. The lost Canadian production of 1 million barrels a day represents about one-quarter of total Canadian output. Canadian crude oil prices strengthened in light trading on Tuesday and Global oil prices touched a six-month high, with

the Alberta outages among factors lending support. Alberta Premier Rachel Notley said westerly winds were expected to push the fire closer to facilities operated by Suncor Energy Inc, one of the area’s biggest operators, and Syncrude, majority owned by Suncor, on Tuesday. Suncor started an orderly shutdown of its base plant operations and said its Firebag facility will move to minimal essential personnel, while Syncrude has evacuated the majority of its workforce to Edmonton but left a minimum staff of some 100 people at its Mildred Lake upgrader and Aurora Mine. The fire also threatened Enbridge Inc’s Cheecham crude oil tank farm south of Fort McMurray, but Notley said the fire line built there has held and winds were blowing away from the facility. PYONGYANG - “Pyongyang Spirit: A drink you won’t forget after drinking once”, reads the text of an ad for a clear, vodka-like North Korean alcohol. No country is further from Madison Ave than Soviet-style North Korea, but advertising is beginning to emerge as makers of goods try to pitch products to a rising group of consumers and a wealthy class of citizens. From whitening toothpaste made from natural ingredients to sea-cucumber snacks that claim to fight cancer and tuberculosis, more goods are being sold in colourful ways to the growing class of “donju”, or “masters of money,” who generate wealth in a grey market economy that is allowed to operate but is not formally recognised. North Korean ads are small and subtly placed, and do not yet compete with the colourful socialist realist-syle propaganda posters that line the streets of the capital and praise the ruling Workers’ Party or leader Kim Jong Un. Still, they are a significant departure in a country where state propaganda is supposed to have a monopoly on what ideas are sold to the public. As with commercials elsewhere, North Korean adverts also prey on the insecurities and aspirations of would-be customers. The advertised properties of health goods, for example, would not be out of place in other Asian countries with a history of traditional herbal medicine. “The main thing North Korean businesses compete on is quality, but now they’re starting to compete in terms of how their products make people feel,” said Andray Abrahamian of Choson Exchange, a Singapore-based NGO that trains North Koreans in business skills. Pills to make children grow taller are presented with a bottle alongside a cartoon giraffe. A purple gem inside a steel ring promises to cleanse the wearer’s blood of all impurities. Other ads offer services such as car repair, and Android games and programmes to install on North Korean mobile phones. The rudimentary advertisements are usually printed in colour on A4 or A3-sized laminated paper, placed loosely on shop countertops or enlarged and stuck on shop interior walls. A separate laminated sheet explaining the history of the product sometimes accompanies the ad. It’s a far cry from anything resembling the kind of advertising industry depicted on the hit TV show, ‘Mad Men’. This uniquely North Korean style of advertising may have developed out of trade fairs, Abrahamian said. As the “donju” have earned money in the unofficial economy, the flaunting of wealth has become more commonplace, especially in Pyongyang where those with access to political capital are often the wealthiest traders. Poll: Americans more upbeat about own finances than economy

WASHINGTON — Americans are of two minds about the economy in the midst of an election race that largely hinges on the issue. They are strikingly pessimistic about the national economy yet comparatively upbeat about their own financial circumstances. Just 42 percent of adults describe the U.S. economy as good, according to a survey released Wednesday by The Associated Press-NORC Center for Public Affairs Research. But twothirds say their own households are faring well. The divide suggests that despite their own financial gains, many people worry about risks beyond their control — from a volatile stock market to another economic downturn. Just a third say they’d be very confident of finding another job if they were laid-off — a sign of vulnerability even though the Great Recession officially ended nearly seven years ago. Some of the difference also reflects political views and education levels: Republicans are far more negative about the economy as President Barack Obama finishes his second term. And college graduates are more sanguine about a recovery that rewarded them while largely neglecting workers without college degrees. The nation’s unemployment rate has reached a healthy 5 percent, and workers’ pay shows tentative signs of accelerating after years of barely budging. Auto sales hit a record in April. Housing and construction are rebounding. Americans are treating themselves to more restaurant meals. But for every gauge of the economy that’s pointing up, another has

become cause for unease. Hospitals have become dominant employers in most cities, yet health care costs are outpacing pay. Foreign imports have kept clothing and home appliance prices affordable. But those low-priced imports have cost U.S. jobs that in many cases haven’t been replaced. Across the country, the loweducated are struggling. Over 200 families feared buried by landslides in Sri Lanka

COLOMBO — Massive landslides triggered by torrential rains crashed down onto three villages in the central hills of Sri Lanka, and more than 200 families were missing Wednesday and feared buried under the mud and debris, the Sri Lankan Red Cross said. Sixteen bodies have already been recovered and about 180 people have been rescued from the enormous piles of mud unleashed at around 5 p.m. Tuesday, according to military spokesman Brig. Jayanath Jayaweera. Villagers recalled hearing and seeing the torrents of muddy water, tree branches and debris crashing down around their homes. “I heard a huge sound like a plane crashing into the earth,” said 52-year-old A.G. Kamala, who had just returned to her house in Siripura village when the landslides hit. “I opened my door. I could not believe my eyes, as I saw something like a huge fireball rolling down the mountain and again a huge sound.” More than 300 soldiers were joined by local residents digging through the mud with their hands, sticks and shovels to search for survivors in the farming villages of Siripura, Pallebage and Elagipitya

Amtrak victims: Investigative findings hard to believe

WASHINGTON — Victims of last year’s deadly Amtrak derailment aren’t buying the findings of federal investigators that the train’s engineer likely lost his bearings because he was distracted by an incident with a nearby train. Through lawyers, they called the National Transportation Safety Board’s cause determination frustrating, disappointing and hard to believe. One lawyer called Tuesday’s explanation a “whitewash.” Another said it was a “quantum leap.” Instead of closure, they said, the official report on the May 12, 2015 wreck only prompted more questions. “We’ve reached the end and there’s no conclusion,” lawyer Fred Eisenberg said. Having ruled out other factors including equipment problems and cell phone use, investigators determined that engineer Brandon Bostian lost track of where he was after hearing on the radio that a commuter train had been struck with a rock. At the same time, investigators said, Bostian accelerated fullthrottle, causing the train to reach 106 mph as it entered a sharp curve with a 50 mph speed limit. “Excluding all the other suspects that we looked at, the best we could come up with was that he was distracted from this radio conversation about the damaged train and forgot where he was,” NTSB chairman Christopher Hart said. Eight people aboard the Washington-to-New York train were killed. Four of them were ejected through emergency windows that

dislodged as the cars slid on their sides, investigators said. More than 200 people were injured. Bostian, who has been suspended without pay since the crash, did not attend the hearing. He and his lawyer did not return calls and emails seeking comment. Duy Nguyen, of Teaneck, New Jersey, a passenger who suffered a cut on his head and fractures in his back when he was thrown across a car, attended the NTSB hearing. The Temple University professor said he was puzzled by the findings. “The part that doesn’t make sense is how does one accelerate when you’re distracted?” Nguyen said. “The inclination is to slow down.” No evidence exists to support the NTSB’s conclusion, lawyer Judy Livingston said, calling it “an awful explanation to the families who have lost loved ones.” Livingston represents the family of Justin Zemser, a Naval Academy midshipman who was killed on his way home to New York. Their feeling, she said, was after waiting so long for answers, “the answers they came up with were woefully inadequate.” Lawyer Tom Kline said the NTSB’s findings “are based on speculation” and would not be admissible in any court. NTSB spokesman Peter Knudson said Tuesday night that investigators would have preferred more evidence, like video from an inward facing camera in the locomotive that would have allowed them to review Bostian’s actions. IOC says 31 athletes could miss Rio after positive Beijing drugs re-tests LONDON - Thirty one athletes from six sports could be banned from this year’s Rio Olympics after failing dope tests when 454 samples were reexamined from the 2008 Beijing Games, the International Olympic Committee said on Tuesday. The IOC also said it would start re-testing Sochi 2014 winter Games samples after allegations of tarnished samples were made last week by Russia’s former top anti-doping scientist. Some 250 samples from the London Games will also be reexamined. In an effort to crack down on cheats during the Olympics, the IOC said this was targeted re-testing on athletes likely to be at the Rio Games starting on Aug. 5, and those found to have tested positive would not compete. An IOC official told Reuters no names would be made public at this stage until athletes had been informed and a second sample, or B-sample, tested as well. “The aim is to stop any drugs cheats coming to the Olympic Games in Rio de Janeiro,” the IOC said. “The (IOC) Executive Board agreed unanimously to initiate proceedings immediately, with the 12 National Olympic Committees concerned informed in the coming days.” The re-tests, a regular procedure by the IOC as it looks to use newer methods or look for new substances, were carried out in conjunction with the World

Anti-Doping Agency (WADA) and international federations. The IOC said it had also called on WADA to launch a “fully fledged investigation” into allegations that testing during the Sochi 2014 winter Olympics by the on-site accredited laboratory had been subverted. The former head of Russia’s antidoping agency Grigory Rodchenkov said last week that the Sochi lab had tampered with samples. Russia is at the heart of the biggest drugs scandal in years, with the country’s track and field athletes currently suspended and the Rio Games hopes in doubt, and their drugs testing lab and anti-doping agency undergoing complete overhaul. “All these measures are a powerful strike against the cheats we do not allow to win. MANCHESTER — Manchester United’s absence from the Champions League for the second time in three years was confirmed on Tuesday after a 3-1 win over Bournemouth in an English Premier League game hastily rearranged because of a bomb scare.

Wayne Rooney scored one goal and played a part in the other two, scored by Marcus Rashford and substitute Ashley Young, as United finished in fifth place to qualify for the Europa League group stage. Qualifying for the Champions League — with its prestige and vast riches — was United’s priority this season, meaning that manager Louis van Gaal has failed to meet his targets. David Moyes was fired in 2014 for that very reason, and Van Gaal will find out after the FA Cup final against Crystal Palace on Saturday whether he goes the same way. “It is the highest level,” Van Gaal said of the Champions League, “and a club like Manchester United has to play at that level.” To do so, United had to beat Bournemouth by a minimum 19-goal margin to overtake fourth-place Manchester City. Even in the strangest season in the Premier League’s 24-year history, that was never going to happen and United wound up behind City on goal difference. There were some jeers from United fans as Van Gaal took to the microphone in the center circle after the game. The Dutchman thanked supporters for their “unconditional support,” adding: “Now, we want to bring the FA Cup home to you.” That still might not save his job, although Van Gaal answered with a resounding “yes” when asked if he would still be United manager next season. He has one year left on his contract. United ended the league campaign with 49 goals, the team’s lowest return since 1989-90 and a paltry total compared to the ones that United teams under Alex Ferguson used to deliver. The original game on Sunday was called off after Old Trafford was evacuated because a fake bomb was discovered in the

toilets of one of the stands. Police said hours later that the device was left behind by a private company following a security training exercise using search dogs. It was not only an acutely embarrassing episode for United, it meant the team had to return two days later to play the game — disrupting preparations for the cup final. Van Gaal played a full-strength team against Bournemouth, and appeared to avoid any injuries. Bournemouth, meanwhile, had to make a second 500mile (800-kilometer) round trip in three days from the south coast to the north, and couldn’t even use its own training pitches in between times because they had been dug up in advance of preseason. It was business as usual outside Old Trafford, with fans meeting with the same levels of security as previous matches here. Security was not oppressive, and the atmosphere was calm. It was also business as usual on the field, at least until Rooney’s 43rd-minute opener. United’s build-up play was ponderous and the crowd — well short of the 76,635 capacity — was deprived of entertainment. The match had a preseason feel to it and Old Trafford was eerily quiet, save for the chanting of Bournemouth fans who were given a free bus ride to the game by their club as a gift. By winning the Premier League title as a 5,000-1 longshot, Leicester delivered arguably the most unlikely storyline in the history of English soccer, but United might have even topped that if they had racked up the club-record 19 goals required to leapfrog City. United had no hope of that but Rooney, playing as a central midfielder, provided a ray of sunshine. The opening goal was one of the best seen at Old Trafford all season, with Anthony Martial playing a one-two, racing into the area, and supplying a low cross that was dummied by Rashford and sidefooted home by Rooney as he arrived late in the area. Rooney was the supplier for the second goal by Rashford, and chipped the ball forward to Young, who beat the offside trap to score. Bournemouth’s consolation came via an own goal by Chris Smalling. United’s win took away the potential for having to play in the Europa League’s third qualifying round on July 28. There wasn’t too much else to savor. Aguero expects Guardiola to push Man City to new heights

Manchester City striker Sergio Aguero expects incoming manager Pep Guardiola to be a hard task master who will extract the best out of a side that has shone domestically but struggled against Europe’s elite. City completed a mixed campaign on Sunday with a 1-1 draw at Swansea City to finish fourth in the Premier League but they did reach the Champions League semi-finals for the first time and beat Liverpool on penalties to lift the League Cup. Chelsea captain John Terry signs up for another season

LONDON — Chelsea captain John Terry will stay at the club for another season. The 35-year-old defender was out of contract and said in January he would not be extending his stay. But ahead of Sunday’s final match of the season against Leicester, Chelsea said it would give Terry a deal for another year.

Terry says “everyone knows I’m Chelsea through and through.” The former England captain adds that he’s “looking forward to next season under the new manager (Antonio Conte) and hopefully we can make it a successful one.”Terry has spent his entire career at Chelsea. (ap)
