A resident uploaded if the collapse of the bridge with the length of 120 meters and width of one meter claimed many casualties. Some victims were injured, while others were dead. However, it is unclear yet how many people died. Obviously, at the time of incident tens of people were crossing the bridge. Some people rode motorcycle, while others walked. Many people crossed the bridge because it was piodalan or temple anniversary of the Bakung Temple located around the bridge. The incident also happened to coincide with the tradition of Nyepi Segara (day of silence at sea) in Nusa Penida. On that day, all the activities in the sea or in the waters of Nusa Penida are stopped for the whole day as it has something to do with the Ngusaba ritual at Batumedau Temple. The officers were still searching for the victims at the scene until Sunday night. As information compiled in the field, seven people were killed and 18 others suffered injuries. They were successfully evacuated and immediately taken to the Nusa Penida health center II. Regent of Klungkung, I Nyoman Su-

wirta, when asked for his confirmation recognized the Ceningan Bridge collapse. According to Regent Suwirta, he actually already worried about the bridge condition because the cable had broken. So, he along with related agencies and headman of Lembongan already come down to check and request the installation of warning signs recently. “Our worries are proved, just now the bridge was reported to break up,” said Regent Suwirta. He estimated the break of the bridge happened because it was no longer able to hold the burden of many people. SEMAARAPURA - Interest of hoteliers to invest in Nusa Penida is very high. This is evident from the number of five-star hotel investors that has planned to invest in Nusa Penida. At least, four five-star hotels have stated their confirmation to do the construction soon. However, limited water and electricity make the classy hotels difficult to perform construction and operation.

An expert team member of the government of Klungkung, I Nyoman Sudipa, explained that at least four five-star hotels are stated to invest in Nusa Penida. Their investment averagely reaches IDR 1 trillion. According to Sudipa, the four investors are not experiencing difficulties to realize the development in Nusa Penida considering the points selected to build classy hotel are located in the tourism effective area (KEP), namely PT Cavendish at Semaya hamlet, Suana; Hotel Conrad at Karangdawa hamlet, Bunga Mekar; Hotel Manta at Karang hamlet, Pejukutan; and another five-star hotel in the area of Pasih Uug, Sompang hamlet,

Bunga Mekar. Nyoman Sudipa delivered that the four hotels are located in the tourism effective area that is not influenced by the rules on coastal borderline. So the four hotels can freely focus on placing their hotel in order to get the most beautiful beach view of Nusa Penida. Other than having a beautiful view, the status of Nusa Penida becoming a tourism area makes investors interested in developing their business on the island famous for marine tourism and marine conservation. Chief of the Klungkung Investment Office, I.B. Jumpung Gede Oka Wedhana, admitted that so far there are a number of five-star

hotel investors having submitted their principle permit. The very first incoming investor in 2015 is PT Cavendish. I.B. Jumpung conveyed that Klungkung district is now intensively promoting Nusa Penida to investors. Such promotion got good responses from investors considering that Nusa Penida has been famous for its marine tourism. However, the government of Klungkung still has homework to resolve the shortage of water and electricity supply in Nusa Penida. He also recognized that water and electricity become a major problem in investing. To support the construction, the water supply should be ensured. Likewise, when in operation, the water as well as electricity pose major requirement. “Our problem remains in the difficulty of water supply, so this becomes a consideration of the investors along with electricity and limited road access,” said I.B. China launches longest manned space mission

SHANGHAI - China launched its longest manned space mission on Monday, sending two astronauts into orbit to spend a month aboard a space laboratory that is part of a broader plan to have a permanent manned space station in service around 2022. The Shenzhou 11 blasted off on a Long March rocket at 7:30 am (2330 GMT) from the remote launch site in Jiuquan, in the Gobi desert, in images carried live on state television. The astronauts will dock with the Tiangong 2 space laboratory, or “Heavenly Palace 2”, which was sent into space last month. It will be the longest stay in space by Chinese astronauts, state media reported. Early on Monday, Fan Changlong, a vice chairman of China’s powerful Central Military Commission, met astronauts Jing Haipeng and Chen Dong and wished them well, state news agency Xinhua reported. “You are going to travel in space

to pursue the space dream of the Chinese nation,” Fan said. “With all the scientific and rigorous training, discreet preparation, and rich experience accumulated from previous missions, you will accomplish the glorious and tough task... We wish you success and look forward to your triumphant return.” Shenzhou 11 is the third space voyage for Jing, who will command the mission and celebrate his 50th birthday in orbit. In a manned space mission in 2013, three Chinese astronauts spent 15 days in orbit and docked with a space laboratory, the Tiangong 1. Advancing China’s space pro-

gramme is a priority for Beijing, with President Xi Jinping calling for the country to establish itself as a space power. China insists its space programme is for peaceful purposes. Shenzhou 11, whose name translates as “Divine Vessel”, will also carry three experiments designed by Hong Kong middle school students and selected in a science competition, including one that will take silk worms into space. The U.S. Defense Department has highlighted China’s increasing space capabilities, saying it was pursuing activities aimed at preventing other nations using spacebased assets in a crisis. European-led Mars lander to start descent to red planet

FRANKFURT - A Mars lander is due to leave its mothership on Sunday and head toward the red planet’s surface to test technologies for Europe’s planned first Mars rover, which will search for signs of past and present life. After a seven-month journey from Earth as part of the EuropeanRussian ExoMars programme, the Schiaparelli lander is expected to separate from spacecraft Trace Gas Orbiter (TGO) at 1442 GMT and start a three-day descent to the surface. Schiaparelli represents only the second European attempt to land a craft on Mars, after a failed mission by the British landing craft Beagle 2 in 2003. Landing on Mars, Earth’s neighbour some 35 million miles (56 million km) away, is a notoriously difficult task that has bedevilled most Russian efforts and given NASA trouble as well. The United States currently has two operational rovers on Mars, Curiosity and Opportunity. But a seemingly hostile environment has not detracted from the allure of Mars, with U.S. President Barack Obama recently highlighting his pledge to send people to the planet by the 2030s. Elon Musk’s SpaceX is developing a massive rocket and capsule to transport large numbers of people and cargo to Mars with the ultimate goal of colonizing the planet,

with Musk saying he would like to launch the first crew as early as 2024. The primary goal of ExoMars is to find out whether life has ever existed on Mars. The current spacecraft carries an atmospheric probe to study trace gases such as methane, around the planet. Scientists believe that methane, a chemical that on Earth is strongly tied to life, could stem from microorganisms that either became extinct millions of years ago and left gas frozen below the planet’s surface, or that some methaneproducing organisms still survive. The second part of the ExoMars mission, delayed to 2020 from 2018, will deliver a European rover to the surface of Mars. It will be the first with the ability to both move across the planet’s surface and drill into the ground to collect and analyse samples. The ExoMars 2016 mission is led by the European Space Agency (ESA), with Russia’s Roscosmos supplying the launcher and two of the four scientific instruments on the trace gas orbiter. The prime contractor is Thales Alenia Space, a joint venture between Thales and Finmeccanica. The cost of the ExoMars mission to ESA, including the second part due in 2020, is expected to be about 1.3 billion euros ($1.4 billion). Russia’s contribution comes on top of that. (rtr)

100 subak groups in Tabanan set rules to ban farmland sale into buildings

TABANAN - Tabanan has a total of 229 subak (irrigation cooperative) groups with the area of about 21,000 hectares. This area has shrunk each year. Then, to prevent the shrinkage and conversion of farmland into building, the government of Tabanan encourages the subak organizations to set forth an awig-awig or bylaw on the prohibition of converting wetland into building both for residential and business premises. As a result, currently there are 100 subak organizations having implemented the bylaw to prevent farmland from being used for building. Resources Development Division Head of the Tabanan Agriculture, Food Crops and Horticulture Agency, I Gusti Nyoman Indrayana, said on Sunday (Oct. 16) that currently of the 229 subak groups, a total of 100 subak groups have applied the bylaw on the prohibition from selling their paddy field to be converted into building. “We have disseminated so that the clause can be included in the subak bylaw,” he said. Of the 100 subak groups having applied the prohibition of farmland conversion into building, they are mostly applied by subak in the subdistrict of Penebel, Kerambitan, Marga, Selemadeg Raya and Pupuan. Apart from dissemination, the subak has been encouraged to include the clause prohibiting the sale of paddy fields to be functioned into building and this becomes the main requirement in the subak competition held annually by the government of Tabanan. So, a subak wishing to participate in the competition should have a bylaw prohibiting the sales of farmland

into building. The winning subak in the competition is entitled to get cash prize, government assistance and represent Tabanan to provincial level. Every year, there will be 10 irrigated and 10 non-irrigated subak groups participating in the competition of district level. In addition to the award of the competition, the subak groups carrying the prohibition of farmland conversion into building in their bylaw will get priority in the provision of agricultural assistance from the government, assistance in the issuance of paddy field certification at reasonable cost and be included in the paddy farming insurance (AUTP) where the premium is subsidized by the government. Approximately 60 families living in the area have no other choice of livelihood. BANGKOK - The death of Thai King Bhumibol Adulyadej will not affect plans to hold a general election in 2017, media reported on Monday, dismissing speculation that the military government would delay the poll as the country enters a year of mourning. CHANDIGARH - It is hailed as India’s granary, but the northwestern state of Punjab faces a drastic decline in agricultural output unless it halts the rapid depletion of its groundwater, experts warn. Groundwater irrigates almost three-quarters of Punjab’s agricultural land, but groundwater levels are dropping by 40 to 50 cm (16 to 20 inches) a year, according to Rajan Aggarwal, head of the soil and water engineering department at Punjab Agricultural University (PAU). That has left farmers like Ajmir Singh struggling as their irrigation wells dry up. “We are not able to find water even if we go down to 200 feet (61 m) or more at some places,” said Singh, who has farmed for 35 years in Jalandhar, 150km (95 miles) north of Chandigarh, the state capital. His neighbour, Pawanjeet Singh, said lack of irrigation water has forced him to sell part of the land that has been in his family for generations to a large-scale farmer who has the resources to drill for water at much deeper levels. “I took this decision with a heavy heart after I realised that drawing water for all my land is beyond my means,” Singh said. According to Aggarwal, groundwater has been overexploited in 110 of the state’s 138 administrative blocks. “This is alarming given that more than 73 percent of irrigation is taken care of by groundwater,” he said. Experts say dealing with the problem, in the region that led India’s Green Revolution in the 1970s, will require a rapid shift away from crops that require large amounts of water, such as rice and wheat, to less-thirsty pulses, maize, vegetables and sugarcane to safeguard the state’s agricultural economy. Indian Council of Agricultural Research, attributed the groundwater shortage to government policies such as free electricity for irrigation, credit facilities and subsidies for digging wells and buying pumping equipment, as well as heavily subsidised diesel fuel for pumps. The PAU report said annual demand for irrigation in Punjab is 4.76 million hectare metres (mhm) against a total annual supply of 3.48 mhm from canal and groundwater resources. The deficit is met by overexploitation of deeper groundwater by farmers using nearly 1.4 million tube wells, which exacerbates the loss of more accessible groundwater. According to the PAU report, 3.5 million of Punjab’s 9.1 million workers make a living from agriculture or associated activities. Jain said the statistics suggest Punjab’s agricultural success may not be sustainable. “Punjab’s exports of rice and wheat to other regions literally mean the export of its groundwater to those regions,” he said.

Amitabh Kant, chief executive officer of the government’s National Institution for Transforming India (NITI Aayog), predicted “the present rate of withdrawal will lead to complete exhaustion of groundwater within a decade” in the region. Kant said India, already water-stressed, is rapidly moving towards becoming waterscarce. TIME TO SWITCH? Switching to new crops is one way to ease the problem in Punjab, said PAU’s Aggarwal. Rice requires about four times as much water as maize, pulses or oilseeds, for instance. Vinod Kumar Singh, a scientist at the Indian Agricultural Research Institute, said Punjab must make the shift at any cost. “The government has to make some policy decisions like assuring the farmers it will procure their produce other than paddy (rice) and wheat. Britain, France seek EU condemnation of Russia over Syria LUXEMBOURG - Britain and France sought to persuade the European Union on Monday to condemn Russia’s devastating air campaign in Syria and pave the way for imposing more sanctions on President Bashar al-Assad’s government. After a weekend of U.S.-led diplomacy that failed to find a breakthrough, EU foreign ministers met in Luxembourg to call for an end to the bombing of rebel-held east Aleppo, where 275,000 people are trapped, and to rush humanitarian aid into the city. “The pressure (on Russia) must be strong,” France’s Foreign Minister Jean-Marc Ayrault said. “The more the European Union shows unity and determination, the more we can move forward in what is a moral obligation: to stop the massacre of the population of Aleppo,” he told reporters. But the bloc is split over strategy towards Russia, its biggest energy supplier, with divisions about how harsh any criticism of Moscow should be and whether there was ground for also putting Russians under sanctions. Britain and France want to put another 20 Syrians under travel bans and asset freezes, suspecting them of directing attacks on civilians in Aleppo, in addition to the EU’s existing sanctions list and its oil and arms embargo. I will deal with such a case even it was a small one, even I would deal with the smaller one,” he said. President Jokowi said it was the small levies that have even been irritating and frustrating and so good culture must quickly be built. “It might be small but if it happens from Sabang to Merauke at offices, ports and roads it could total tens of trillions,” he said. President Jokowi said he would check, control and monitor to assure

that public services would go well and be free from illegal levies even small ones. “Let KPK (Corruption Eradication Commission) deal with big cases worth trillions and let me deal with the small ones even worth merely Rp10,000,” he said. Indonesia tracking President reaffirms resolve dozens of militants to fight illegal levies returned from Syria - police chief JAKARTA - Dozens of Indonesians who joined Islamic State in Syria have returned home with combat experience and pose a major threat to the world’s biggest Muslim-majority nation, the police chief said on Monday. Authorities are closely monitoring about 40 returnees and are concerned they could be linking up with existing networks to equip a new generation of radicals with the skills and equipment required to launch a major attack. “We are getting in touch with them but they can evade our detection. We believe they are organising secretly and building interactions with other (radical) networks,” police chief Tito Karnavian told Reuters in an interview. About 10 were in custody for questioning and the rest remained free, Karnavian said, adding there was no evidence of an imminent attack. The vast majority of Indonesia’s 250 million people practise a moderate form of Islam. Small extremist groups that have periodically mounted attacks against the state

and foreigners in the country have been largely disbanded or driven underground. But the country has seen a recent resurgence in militancy, inspired in part by Islamic State. Authorities believe Islamic State has more than 1,200 followers in Indonesia and nearly 400 Indonesians have left to join the group in Syria. Indonesia suffered its first militant attack in years in January, when four pro-Islamic State militants launched a gun and bomb attack in the heart of the capital Jakarta. Eight people were killed, including the attackers themselves. Authorities said the assault was poorly planned and executed. Karnavian also said a worrying new trend was emerging of teens being radicalised online and lured into carrying out small-scale at-

tacks. A 16-year-old in August tried but failed to detonate a homemade bomb in a church in the northern city of Medan. The teen also tried to stab the priest leading the service but was subdued by members of the congregation. Authorities said the teen was obsessed with Islamic State leader Abu Bakr al-Baghdadi and had researched his ideology online. “This is a new trend. It’s more difficult (to track them) than existing networks...because they are what are called lone wolves that are being radicalised online,” Karnavian said, adding police were aware of at least 10 such cases. Under anti-terrorism laws, police can detain suspects for questioning for up to seven days. The government has called for preventive detention and the stripping of known militants of their citizenship if they fight for extremist groups overseas. After the shooting in Lexington at about 4 a.m. EDT (0800 GMT), Trinity Gay was taken in a private vehicle to a local hospital where she was pronounced dead, the Lexington Police Department said in a statement. Police said they have detained two people for questioning in connection with the incident. A homicide investigation is underway. “She didn’t make it. I’m so confused,” Gay told the sports editor with NBC-affiliate Lex 18 television. “She was just here last week for fall break. It’s so crazy.” Gay, 34, was born in Lexington and lives in a suburb of Orlando, Florida. He could not be reached for further comment. In 2007, he won three gold medals at the World Championships in Osaka, Japan, taking titles in the 100 meter, 200 meter and 4x100m relay. He set the U.S. record in the 100-meter sprint two years later. Gay, who made his Olympic debut in 2008, won a silver medal with the 4x100 meters relay team at the 2012 Games in London. But he lost the medal after testing positive for a banned substance in 2013. Condolences from the track and field world poured in on social media. “Sending our thoughts and prayers to (Tyson Gay) and his loved ones as they mourn the tragic & senseless loss of his daughter, Trinity,” USA Track & Field, the sport’s national governing body, wrote on Twitter. American Olympic hurdler Lolo Jones echoed the sentiment. “Heavy heart today for Tyson Gay and his family,” Jones, 34, wrote on Twitter. “Lord please ease their pain and give them strength during this time.” Trinity was a rising star on the track team at Lafayette High School in Lexington, her father’s alma mater, Sports Illustrated reported. HONG KONG - Former world number one Caroline Wozniacki captured her 25th career Tour title when she beat unseeded Frenchwoman Kristina Mladenovic 6-1 6-7(4) 6-2 in the Hong Kong Open final on Sunday. The 26-year-old Wozniacki, who will now move back into the world’s top 20, has been in fine form, winning 19 of her last 22 matches, but was pushed to her limits by Mladenovic during an intense twohour-40-minute final. Charlie Austin made it seven goals in six games in all competitions for Southampton with a double in Sunday’s 3-1 victory over Burnley that took the southcoast club up to eighth in the standings. In a career that began outside England’s four professional leagues, Burnley provided the 27-year-old Austin with one of his stepping stones to the world’s richest soccer competition.
