Eight in court after gang rape and killing of Muslim girl, 8, in India

Eight men have entered not guilty pleas following the rape and killing of an eight-year-old Muslim girl in India. The men were detained after the girl’s body was found battered in a forest in January, a week after she went missing while grazing her family’s ponies. The men - all Hindu - are accused of planning the child’s kidnapping for more than a month in a bid to scare her Muslim nomadic tribe away from where they live, in the state of Jammu and Kashmir. Police said the girl was repeatedly raped at a Hindu temple, where she was sedated and held captive. She was later strangled and bludgeoned to death. The case has sparked protests across the country and made headlines last week when thousands of members of Hindu radical group Hindu Ekta Manch - or the Hindu

Unity Platform - marched in support of the accused men. Hundreds of lawyers from the local bar association also tried to prevent police entering a court to put their investigation before a judge, saying the men accused were innocent. Six men - including two police officers - are accused of being directly involved in the attacks on the girl. One of the policemen also allegedly joined in the search for her body. Two other officers were arrested, accused of attempting to destroy evidence.

Since the case came to light, at least two politicians from India’s Hindu nationalist ruling Bharatiya Janata Party (BJP) have spoken in support of the men accused.

Providers’ cable on Jalan Subak Sari complained by residents

MANGUPURA - Cables belonging to a number of internet providers hindering on Jalan Subak Sari, North Kuta, are complained by local residents. Aside from being unorganized alias chaotic, the fiber optic cables are often broken up to topple over passing road users. “Yesterday (Saturday, Apr. 14), the cables returned to get broken off. As usual, at the same location (Jalan Subak Sari—Ed) the cables caused housewife to fall down because her neck was hit. Fortunately, it is not severe,” complained Rah De, one of the residents met at the location on Monday (Apr. 16). According to him, the cables belonging to a number of internet service providers frequently break off because the supporting pole is not high. “Every month, there is a broken off cable because about the 5-6 companies having the cables have never sat together to elevate the pole around this road,” he said. He hoped the local government can pay attention to the condition, so it will not increase the casualties. “Hopefully, the government can

come down and find a solution. It’s a pity on road users that are often caught in the cables,” he said. Responding to the problem, the Head of the Badung Communications and Informatics Agency, Wayan Weda Dharmaja, when confirmed on Monday (Apr. 16) promised to summon all the providers related to the arrangement of fiber optic cables in Badung, including the area of Jalan Subak Sari as criticized by residents. “We will summon all the providers related to the cable management in Badung. If they are indeed unlicensed, it can be addressed by the judicial team,” he said. Each fiber optic cable installation, said this official from Sembung, Mengwi, must have permission or recommendation from the local community. The public reserves the right to ban any cable installation having not obtained environmental permission. “If unauthorized and disturbing, it can be stopped and cracked down on by municipal police. We also issue permits based on the permits issued by the local environment,” he concluded. (kmb27)

Reduce traffic congestion in the area

MANGUPURA - Along with the underpass at being built at the Dewa Ruci statue- Ngurah Rai Statue intersection, the District of Badung is also building an underpass at the horse statue intersection in Tuban. A budget for conducting the feasibility study has already been allocated. Division Head of Road Development at the Badung Public Works and Spatial Planning Agency, Sang Nyoman Oka Permana, confirmed that the underpass is being built to help reduce traffic congestion in Kuta and surrounding areas. The planning consultation services, feasibility study preparations are in the tender process and sourced from the Regional Budget 2018. According to Permana, the limit package is valued at IDR 515,000,000 and the HPS package at IDR 513,525,540. The feasibility study is limited to initial review and the results of the feasibility study will suggest the best solution to traffic congestion – whether that is an underpass or a change to the intersection concept. Once the feasibility study is complete, financing of the project will be submitted ot eh central government. Next year there are plans to work on the west and

south ring road to reduce traffic congestion on Southern Kuta. The feasibility study and detailed engineering design (DED) for the projects have been completed and the DED has entered tender process in the Electronic Procurement Service (LPSE) of district of Badung. According to the tender auction for the planning consultancy and the DED preparation for the development of the west ring road of South Kuta, the project will be funded through the amended Regional Budget 2017 at IDR 310,120,000. Similarly, the planning consultancy and DED preparation of west ring road development of Tanjung Benoa has entered the auction stage with a budget of IDR 750,163,900 also coming from the amended Regional Budget 2017. The west ring road of South Kuta covers Sawangan-UngasanPecatu and Uluwatu-Four Season Jimbaran with a length of about 5.3 km. Some parts of the road section will also run along the coastline, with some flyover area being built. The west ring road of Tanjung Benoa covers Jalan Pratama through some mangrove areas, empty land and residential borderline and then ends at the northern end of Tanjung Benoa with the length of 4.5 km. “Hopefully, the execution of the western ring road can be realized in 2019”, he said. SpaceX postpones launch of NASA’s planethunter spacecraft

TAMPA - SpaceX postponed the launch of NASA’s new planet-hunting mission Monday in order to verify the Falcon 9 rocket’s navigation systems, the California-based company said.

The next opportunity to blast off the $337 million satellite -- which aims to advance the search for extraterrestrial life by scanning the skies for nearby, Earth-like planets -- will be Wednesday. The Transiting Exoplanet Survey Satellite, or TESS, is “in excellent health and remains ready for launch,” SpaceX said on Twitter. “Launch teams are standing down today to conduct additional guidance navigation and control analysis.” The postponement was announced about two hours before the planned blast off from a NASA launchpad in Cape Canaveral, Florida. The washing machine-sized spacecraft is built to search the nearest, brightest stars for signs of periodic dimming. These so-called “transits” may mean that planets are in orbit around them. TESS is expected to reveal 20,000 planets beyond our solar system, known as exoplanets, NASA said. Its discoveries will be studied further by groundand space-based telescopes for signs of habitability, including rocky terrain, a size similar to Earth and a distance from their sun -- neither too close nor too far -- that allows the right temperature for liquid water. Kepler, the first planet-hunting mission of its kind, “was launched to answer one single question: How common is a planet like Earth around a star like the Sun?” said Patricia “Padi” Boyd, director of the TESS guest investigator program at NASA’s Goddard Spaceflight Center. “It was designed to look at 150,000 stars in a fairly wide field of view without blinking, for four years,” she told reporters on the eve of the launch. “One of the many amazing things that Kepler told us is that planets are everywhere and there are all kinds of planets out there. “So TESS takes the next step. Engineering and IT conglomerate Hitachi developed the basic technology to detect breast or colon cancer from urine samples two years ago. It will now begin testing the method using some 250 urine samples, to see if samples at room temperature are suitable for analysis, Hitachi spokesman Chiharu Odaira told AFP. “If this method is put to practical use, it will be a lot easier for people to get a cancer test, as there will be no need to go to a medical organisation for a blood test,” he said. It is also intended to be used to detect paediatric cancers. “That will be especially beneficial in testing for small children” who are often afraid of needles, added Odaira. Research published earlier this year demonstrated that a new blood test has shown promise

towards detecting eight different kinds of tumours before they spread elsewhere in the body. Usual diagnostic methods for breast cancer consist of a mammogram followed by a biopsy if a risk is detected. For colon cancer, screening is generally conducted via a stool test and a colonoscopy for patients at high risk. The Hitachi technology centres around detecting waste materials inside urine samples that act as a “biomarker” -- a naturally occurring substance by which a particular disease can be identified, the company said in a statement. The procedure aims to improve the early detection of cancer, saving lives and reducing the medical and social cost to the country, Odaira explained. The experiment will start this month until through September in cooperation with Nagoya University in central Japan. “We aim to put the technology in use in the 2020s, although this depends on various things such as getting approval from the authorities,” Odaira said. in Europe, we have determined that transferring this business to Advent is the best option to ensure its long-term success,” Brandicourt said in Tuesday’s statement. Advent said it aims to build Zentiva into a “new, independent, European generics leader”. According to Bloomberg News, should the sale go through, it would “add to the more than $15 billion in transactions that Sanofi has announced so far this year”. TAMPA - Researchers in the US and Britain have accidentally engineered an enzyme which eats plastic and may eventually help solve the growing problem of plastic pollution, a study said Monday. More than eight million tons of plastic are dumped into the world’s oceans every year, and concern is mounting over this petroleum-derived product’s toxic legacy on human health and the environment. Despite recycling efforts, most plastic can persist for hundreds of years in the environment, so researchers are searching for better ways to eliminate it. Scientists at the University of Portsmouth and the US Energy Department’s National Renewable Energy Laboratory decided to focus on a naturally occurring bacterium discovered in Japan a few years ago. Japanese researchers believe the bacterium evolved fairly recently in a waste recycling center, since plastics were not invented until the 1940s. Known as Ideonella sakaiensis, it appears to feed exclusively on a type of plastic known as polyethylene terephthalate (PET), used widely in plastic bottles. The researchers’ goal was to understand how one of its enzymes -- called PETase -- worked, by figuring out its structure. “But they ended up going a step further and accidentally engineered an enzyme which was even better at breaking down PET plastics,” said

The Facebook should close those apps in Indonesia,” Rudiantara said after meeting the social network representatives in Jakarta, Thursday (April 5). The minister has requested Facebook to conduct a full investigation to the third party-linked apps, in order to prevent the similar scandal, and to contain the damages earlier. All social network companies that are operating in Indonesia, Rudiantara remarked, have to comply with the country`s laws, including the Minister Regulation No.20 Year 2016 on the Protect of Data Privacy. Since 2015, the UK-based The Guardian has published an article that is suspecting a third party has misused the personal data of Facebook users in US. The allegation has became a major global scandal, after The Guardian and The New York Times issued reports of the data leak on the California-based social media platform in 2017. Following the reports, the Facebook founder Mark Zuckerberg this year has admitted and apologized over the leak, during the hearing with the US Congress on Tuesday (April 10). MONTE CARLO - Former world number one Novak Djokovic showed signs of a return to form with a 6-0, 6-1 thrashing of fellow Serb Dusan Lajovic in the Monte Carlo Masters first round on Monday. It was an impressive performance from the 30-year-old in his first match since splitting from coach Andre Agassi and starting to work again with long-time former coach Marian Vajda. Swiss club FC Sion has been fined and barred from taking part in European competitions for the next two seasons after failing to pay for the transfer of a player, UEFA said Tuesday. “The club is excluded from participating in the next UEFA club competition for which it would otherwise qualify in the next two seasons,” European football’s governing body said in a statement. It added that the Swiss club had also been fined 235,000 euros ($292,000). Chemical arms experts due in Douma Wednesday, Russians say

THE HAGUE - Chemical weapons experts are due to arrive in Douma on Wednesday to probe an alleged poison gas attack, Russian officials said, as the US voiced fears Moscow may already have “tampered with” evidence at the site.

Following weekend missile strikes on Syria by the US, France and Britain, Russia traded accusations with Western nations on Monday, dismissing as “a blatant lie” accusations that Moscow was hindering the investigation in Douma. The four nations confronted each other in tense emergency talks at the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague as inspectors prepare for a difficult and dangerous mission. Syrian state media early Tuesday said air defence had shot down missiles over the central province of Homs, with the strikes reportedly targeting regime air bases.

It was not known who carried out the attack, with Pentagon spokeswoman Heather Babb saying: “There are no US or coalition operations in that area.” The weekend missile strikes by the US, Britain and France were in response to an alleged chlorine and sarin gas attack in Douma on April 7 in which 40 people were said to have been killed. OPCW director general Ahmet Uzumcu said his nine-strong, all-volunteer team had reached Damascus, but so far “the team has not yet deployed to Douma”. Syrian and Russian officials had warned of “pending security issues to be worked out before any deployment could take place,” Uzumcu said. TAMPA - Researchers in the US and Britain have accidentally engineered an enzyme which eats plastic and may eventually help solve the growing problem of plastic pollution, a study said Monday. More than eight million tons of plastic are dumped into the world’s oceans every year, and concern is mounting over this petroleum-derived product’s toxic legacy on human health and the environment. Despite recycling efforts, most plastic can persist for hundreds of years in the environment, so researchers are searching for better ways to eliminate it. Scientists at the University of Portsmouth and the US Energy Department’s National Renewable Energy Laboratory decided to focus on a naturally occurring bacterium discovered in Japan a few years ago. Japanese researchers believe the bacterium evolved fairly recently in a waste recycling center, since plastics were not invented until the 1940s. Known as Ideonella sakaiensis, it appears to feed exclusively on a type of plastic known as polyethylene terephthalate (PET), used widely in plastic bottles. The researchers’ goal was to understand how one of its enzymes -- called PETase -- worked, by figuring out its structure. “But they ended up going a step further and accidentally engineered an enzyme which was even better at breaking down PET plastics,” said

JAKARTA - House of Representatives launches a public hearing with Facebook representatives to clarify the data leak scandal of one million users from Indonesia, an official said here on Tuesday. “Our agenda for today is conducting a public hearing with Facebook Indonesia on Tuesday morning. The Facebook representatives have sent us the materials for the hearing,” Abdul Kharis Almasyari, head of Commission I of the House of Representatives said in Jakarta.

Almasyari stressed that the house members will ask the California-based social network company to clarify the data leak scandal, and explain the potential risks and threats to some one million Indonesian users. Facebook, he emphasized, needs to present a complete picture of the leak, before taking actions to contain the damages and anticipate the future risks. “We could not take any actions, before the Facebook clarify the allegation, and explain the full account on the leak. Hence after the public hearing, we will determine the best step for us,” Almasyari remarked. Last week, the House of Representatives asked Facebook to attend the public hearing, but it got cancelled because the social network company was failed to appear at the meeting. Besides the house members, the Information and Communication Ministry also has called on Facebook to submit its auditing report on the data leak scandal.

The Information Minister Rudiantara also asked the social network company to close all third party applications, including ones that are operated by the British political consulting firm Cambridge Analytica. “We ask Facebook to shut down the apps that are linked to the third party companies, mainly all the Cambridge Analytica`s quiz apps. The Facebook should close those apps in Indonesia,” Rudiantara said after meeting the social network representatives in Jakarta, Thursday (April 5). The minister has requested Facebook to conduct a full investigation to the third party-linked apps, in order to prevent the similar scandal, and to contain the damages earlier. All social network companies that are operating in Indonesia, Rudiantara remarked, have to comply with the country`s laws, including the Minister Regulation No.20 Year 2016 on the Protect of Data Privacy. Since 2015, the UK-based The Guardian has published an article that is suspecting a third party has misused the personal data of Facebook users in US. The allegation has became a major global scandal, after The Guardian and The New York Times issued reports of the data leak on the California-based social media platform in 2017. Following the reports, the Facebook founder Mark Zuckerberg this year has admitted and apologized over the leak, during the hearing with the US Congress on Tuesday (April 10). in Europe, we have determined that transferring this business to Advent is the best option to ensure its long-term success,” Brandicourt said in Tuesday’s statement. Advent said it aims to build Zentiva into a “new, independent, European generics leader”. According to Bloomberg News, should the sale go through, it would “add to the more than $15 billion in transactions that Sanofi has announced so far this year”. Sanofi took over Zentiva, which is based in Prague, in 2009. According to its website, Zentiva traces its roots back to the 15th century Black Eagle pharmacy, one of the oldest in the Czech Republic. Kehen Temple received 5,444 foreign visitors and no locals, while Penulisan received 118 visitors (105 foreing and 13 domestic) and Trunyan received 1,736 tourists (256 foreign, 1,480 foreign). Bona went on to say that each tourist destination has their targeted number of visitors for the year: The Batur tourist attraction aims to have 700,000 visitors, Trunyan 26,000 tourists, Penglipuran (±144,000 tourists), Kehen Temple attraction (±40,000 tourists) and Penulisan (±2,000 tourists). “We hope these targets can be achieved. Recently the number of tourists coming here plummeted due to the eruptions of Mount Agung but now that tourism in Bali is coming back to normal we expect to be able to reach our targets and hopefully exceed the numbers form last year”, said Bona. According to Bona tourism supporting facilities and infrastructure need to be improved if they want ot increase the number of visitors to this areas. If no improvements are made to our tourists destinations, tourists will become bored. Services and sanitation also need to be given attention. SpaceX postpones launch of NASA’s planethunter spacecraft

TAMPA - SpaceX postponed the launch of NASA’s new planet-hunting mission Monday in order to verify the Falcon 9 rocket’s navigation systems, the California-based company said.

The next opportunity to blast off the $337 million satellite -- which aims to advance the search for extraterrestrial life by scanning the skies for nearby, Earth-like planets -- will be Wednesday. The Transiting Exoplanet Survey Satellite, or TESS, is “in excellent health and remains ready for launch,” SpaceX said on Twitter. “Launch teams are standing down today to conduct additional guidance navigation and control analysis.” The postponement was announced about two hours before the planned blast off from a NASA launchpad in Cape Canaveral, Florida. The washing machine-sized spacecraft is built to search the nearest, brightest stars for signs of periodic dimming. These so-called “transits” may mean that planets are in orbit around them. TESS is expected to reveal 20,000 planets beyond our solar system, known as exoplanets, NASA said. It will now begin testing the method using some 250 urine samples, to see if samples at room temperature are suitable for analysis, Hitachi spokesman Chiharu Odaira told AFP. “If this method is put to practical use, it will be a lot easier for people to get a cancer test, as there will be no need to go to a medical organisation for a blood test,” he said. It is also intended to be used to detect paediatric cancers. “That will be especially beneficial in testing for small children” who are often afraid of needles, added Odaira. Research published earlier this year demonstrated that a new blood test has shown promise

towards detecting eight different kinds of tumours before they spread elsewhere in the body. Usual diagnostic methods for breast cancer consist of a mammogram followed by a biopsy if a risk is detected. For colon cancer, screening is generally conducted via a stool test and a colonoscopy for patients at high risk. The Hitachi technology centres around detecting waste materials inside urine samples that act as a “biomarker” -- a naturally occurring substance by which a particular disease can be identified, the company said in a statement. The procedure aims to improve the early detection of cancer, saving lives and reducing the medical and social cost to the country, Odaira explained. The experiment will start this month until through September in cooperation with Nagoya University in central Japan. “We aim to put the technology in use in the 2020s, although this depends on various things such as getting approval from the authorities,” Odaira said. MANGUPURA - Cables belonging to a number of internet providers hindering on Jalan Subak Sari, North Kuta, are complained by local residents. Aside from being unorganized alias chaotic, the fiber optic cables are often broken up to topple over passing road users. “Yesterday (Saturday, Apr. 14), the cables returned to get broken off. As usual, at the same location (Jalan Subak Sari—Ed) the cables caused housewife to fall down because her neck was hit. Fortunately, it is not severe,” complained Rah De, one of the residents met at the location on Monday (Apr. 16). According to him, the cables belonging to a number of internet service providers frequently break off because the supporting pole is not high. “Every month, there is a broken off cable because about the 5-6 companies having the cables have never sat together to elevate the pole around this road,” he said. Reduce traffic congestion in the area

MANGUPURA - Along with the underpass at being built at the Dewa Ruci statue- Ngurah Rai Statue intersection, the District of Badung is also building an underpass at the horse statue intersection in Tuban. Division Head of Road Development at the Badung Public Works and Spatial Planning Agency, Sang Nyoman Oka Permana, confirmed that the underpass is being built to help reduce traffic congestion in Kuta and surrounding areas. The planning consultation services, feasibility study preparations are in the tender process and sourced from the Regional Budget 2018. According to Permana, the limit package is valued at IDR 515,000,000 and the HPS package at IDR 513,525,540. The feasibility study is limited to initial review and the results of the feasibility study will suggest the best solution to traffic congestion – whether that is an underpass or a change to the intersection concept. Once the feasibility study is complete, financing of the project will be submitted ot eh central government. Next year there are plans to work on the west and

south ring road to reduce traffic congestion on Southern Kuta. The feasibility study and detailed engineering design (DED) for the projects have been completed and the DED has entered tender process in the Electronic Procurement Service (LPSE) of district of Badung. According to the tender auction for the planning consultancy and the DED preparation for the development of the west ring road of South Kuta, the project will be funded through the amended Regional Budget 2017 at IDR 310,120,000. Similarly, the planning consultancy and DED preparation of west ring road development of Tanjung Benoa has entered the auction stage with a budget of IDR 750,163,900 also coming from the amended Regional Budget 2017. The west ring road of South Kuta covers Sawangan-UngasanPecatu and Uluwatu-Four Season Jimbaran with a length of about 5.3 km. Some parts of the road section will also run along the coastline, with some flyover area being built. The west ring road of Tanjung Benoa covers Jalan Pratama through some mangrove areas, empty land and residential borderline and then ends at the northern end of Tanjung Benoa with the length of 4.5 km. “Hopefully, the execution of the western ring road can be realized in 2019”, he said. ‘Rampage’ takes over box office lead

LOS ANGELES - Sci-fi action flick “Rampage” topped North American box offices over the weekend to barely beat out horror film “A Quiet Place,” industry figures showed Monday.

Eight in court after gang rape and killing of Muslim girl, 8, in India

Eight men have entered not guilty pleas following the rape and killing of an eight-year-old Muslim girl in India. The men were detained after the girl’s body was found battered in a forest in January, a week after she went missing while grazing her family’s ponies. The men - all Hindu - are accused of planning the child’s kidnapping for more than a month in a bid to scare her Muslim nomadic tribe away from where they live, in the state of Jammu and Kashmir. Police said the girl was repeatedly raped at a Hindu temple, where she was sedated and held captive. She was later strangled and bludgeoned to death. The case has sparked protests across the country and made headlines last week when thousands of members of Hindu radical group Hindu Ekta Manch - or the Hindu

Unity Platform - marched in support of the accused men. Hundreds of lawyers from the local bar association also tried to prevent police entering a court to put their investigation before a judge, saying the men accused were innocent. Six men - including two police officers - are accused of being directly involved in the attacks on the girl. One of the policemen also allegedly joined in the search for her body. Two other officers were arrested, accused of attempting to destroy evidence.

Since the case came to light, at least two politicians from India’s Hindu nationalist ruling Bharatiya Janata Party (BJP) have spoken in support of the men accused.
