Actress Jovovich premieres latest “Resident Evil” film in Taipei

Anderson and his actress wife Milla Jovovich premiered the latest instalment in the “Resident Evil” action horror series in Taipei on Monday. “Resident Evil: The Final Chapter” is the sixth movie in the videogame-turned-film franchise, with Jovovich reprising her role as the protagonist Alice. Hunt for missing Malaysia Airlines flight MH370 is called off

SIDNEY - The search for the missing Malaysia Airlines flight MH370 has been called off, nearly three years after the plane disappeared with more than 200 people on board.Crews have finished their deep-sea search of a stretch of the Indian Ocean without finding a single trace of the Boeing 777, which was travelling from Kuala Lumpur to Beijing in March 2014 when it disappeared. There were 239 people on board, including 12 members of crew. Most of the passengers were from China. The Joint Agency Coordination Centre said the £133m search had been officially suspended after crews finished their fruitless trawl of the 46,000-square mile zone west of Australia. In a joint statement the transport ministers of Malaysia, Australia and China said: “Despite every effort using the best science available, cutting edge technology, as

well as modelling and advice from highly skilled professionals who are the best in their field, unfortunately, the search has not been able to locate the aircraft. “Accordingly, the underwater search for MH370 has been suspended. The decision to suspend the underwater search has not been taken lightly nor without sadness.” The end of the hunt means the world’s greatest aviation mystery may never be solved. In July 2015 part of the aero-

plane’s wing was found on Reunion Island, and so far more than 20 objects either confirmed or believed to be from the jet have washed ashore on beaches in Mauritius, Mozambique, Madagascar and Tanzania. But while the debris confirms the plane went down in the Indian Ocean, the location of the main wreckage and what happened to MH370 remain a mystery. A number of theories have been put forward, including a fire on board, hijacking or terror plot, rogue pilot action and mechanical or structural failure. The Australian Transport Safety Bureau found the flight was likely out of control when it hit the ocean with its wing flaps not prepared for landing. This finding has cast doubts on theories a pilot was still

in charge. Some outlandish theories have also been put forward. These include that the plane was commandeered to be used as a “flying bomb” headed for the US military installation on Diego Garcia - and was shot down by the Americans - or that it was flown to a Russian facility in Kazakhstan. The families of those on board have expressed their dismay at the decision, and called on the authorities to reconsider. They also want the search area to be extended to a new area identified in a recent analysis as a possible crash site, north of the search zone. But the Australian government has always rejected this idea, saying the analysis was not precise enough. Last year, Australia,

Malaysia and China - which have helped fund the search - agreed the hunt would be suspended once the search zone was exhausted unless new evidence emerged that pinpointed MH370’s specific location. As often causing congestion, illegal parking cracked down on

DENPASAR - Controlling of traffic continues to be undertaken by Bali police. After finalizing the traffic direction change in Kuta, Directorate of Traffic Affairs will crack down on illegal parking in Denpasar. At first, the enforcement will be conducted along Jalan WR Supratman, East Denpasar. “Dissemination of the enforcement is started today (Monday) until next week. After that, the violators of parking at street side will be cracked down on,” said Director of the Bali Police Traffic Affairs, A.A. Made Sudana, on Monday (Jan. 16). Sudana asserted that the illegal parking enforcement will be undertaken gradually throughout Denpasar. It is intended to crack down on the violations that frequently happen so far. “We try to educate the communities so that they comply with the rules. From now on, we appeal to the vehicle drivers or riders to obey traffic rules, including parking regulations,” said Sudana accompanied by Deputy Director Bonaparte Silalahi. Careless parking is one of the causes of traffic congestion occurred all this time. Moreover, car drivers or motorcycle riders frequently violated, especially in the area of traditional markets. “In the future we will take action against the violators. We hope the owners of store or other business premises to prepare parking space. We urge people no to park by taking the road body,” said Bonaparte. To that end, he deployed hundreds of its personnel to the field for dissemination of disciplining illegal parking. While on Jalan Raya Kuta, one way is applied from the north at the four-way intersection of Jalan Patih Jelantik to Jalan Raya Kuta to four-way intersection of Jalan Majapahit--Jalan Temacun. Traffic on Jalan Patih Jelantik is applied one way from the west and on Jalan Majapahit is one way from the south. In the meantime, the traffic on Jalan Legian from the north is changed. As planned, the traffic from Bemo Corner intersection is leading to the north to the intersection of Jalan Legian--Jalan Melasti. Traffic on Jalan Raya Kerobokan starting from the intersection of Kerobokan Prison to the intersection of West Sunset Road will be changed. From the north to Jalan Kayu Aya is diverted eastwardly through the intersection of Jalan Mertanadi. In the meantime, the traffic on Jalan Kayu Aya, right from Seminyak Square intersection precisely from the intersection of Jalan Drupadi is applied for one way from the west. NEGARA - Hectares of paddy plants owned by farmers at Subak Kedua Lelateng, Negara, have turned red and gradually died since the past week. It is not known for sure what causes the paddy plants to be in such condition. Actually the paddy plants are just 25 days old. Allegedly the paddy plants of farmers are attacked by pests, while some others said that the soil is too acidic. There are also people saying that the plants were attacked by leafhoppers. Besides, paddy plants of some other farmers are disturbed by weeds. A sharecropper, Nyoman Sunantra, 55, from Lelateng encountered at paddy field on Monday (Jan. 16) said that he did not know what had caused the paddy to turn red. “Here, there is indeed a surplus of water because paddy fields are lower than the river. I see the roots do not develop and we do not know how to address it. We do hope the extension officer could come down to give us solutions and support,” hoped Sunantra while showing off the roots of undeveloped paddy plants. According to him, if the lands of paddy fields are dried out, the grass is feared to grow flourishingly as what happens to paddy plants in the south of the road. He said that of the one hectare of paddy field cultivated, 0.5 hectare already turned red and almost died. He was worried and if unable to overcome he will suffer losses. Other than his, paddy plants of other farmers also experienced the same condition. “Approximately,

they are totally 6 hectares,” he said. In addition to the allegation of too acidic soil pH, it also happened due to the attack of leafhoppers and pests. Similarly, he has long complained about the tempeh plant in the upstream area that causes the irrigation water to often blacken. “In the past, before the presence of tempeh plant and housing complex, the paddy plants here were good,” he explained. He said to have reported such condition to headman of Lelateng. However, until now there has been no improvement to these conditions. Mansuri, a sharecropper at Subak Kedua, Budeng and Tegalcangkring, admitted that previously their paddy fields turned red. Then, he dried out the soil and now it is overgrown with grass. “As planned, I will spray to eliminate the grass. Indeed, the drainage here is not good. To handle the paddy plants turning red must dare to make sacrifices by purchasing dolomite or the like to raise the soil pH,” he said. Similar conditions also occurred at Subak Benel. A local farmer also said that he did not know for sure why his paddy plants become red. In the meantime, the Head of the Jembrana Agriculture and Plantation Agency, Ketut Wiratma, when asked for his confirmation claimed to have not received any report yet. “Later our official will immediately check it. After that, we will know the cause and prevention or the treatment to take,” he explained. (kmb)

Detecting methane leaks with infrared cameras: They’re fast, but are they effective?

METHANE is the major component of natural gas, which heats our homes and recently surpassed coal as the top fuel for generating electricity in the United States. But methane is also a powerful greenhouse gas that contributes to global warming. And because methane is highly flammable, gas leaks pose a significant safety hazard, as we saw in fatal explosions in 2010 in San Bruno, California and 2015 in New York City. The massive gas leak from the Aliso Canyon storage facility in Southern California in October 2015 led to evacuations of over 8,000 families after reports of serious health issues.

The United States, Canada and Mexico are working together to reduce methane emissions from the oil and gas sector through the North American Climate, Clean Energy and Environment Partnership. As one step, the U.S. Environmental Protection Agency (EPA) recently finalized rules that require oil and gas companies to adopt leak detection and repair programs. EPA recommends that gas companies use infrared cameras, one of the most commonly available leak detection technologies. These cameras enable gas leaks to be detected rapidly and safely. Although other detection technologies are available, they’re either expensive, slow or unsuitable.

My research focuses on evaluating leak detection technologies and using those insights to inform emissions mitigation policy. In our most recent work, we analyzed the limits of infrared cameras in effectively detecting methane leaks. Some of these limitations have important policy implications. Cameras work better in some conditions than others Infrared cameras work much like an iPhone camera, with a key difference. While an iPhone camera is sensitive to visible light, infrared cameras are sensitive to infrared light, the portion of the sun’s light that is invisible to the naked eye and has wavelengths longer than red. Since methane is sensitive to infrared light, infrared cameras can detect it. Indeed many production facility operators use them routinely for leak detection and repair procedures, with anecdotal success. Despite such evidence, there were no systematic studies on the effectiveness of these cameras. And because all objects emit infrared light, we suspected that environmental conditions might play an important role in how the camera works. In the study I coauthored, we analyzed how environmental factors like temperature, wind, humidity and background conditions affected what the camera “sees.” We developed a model to predict whether the camera will detect a leak of given size under different measurement conditions. In order to verify that this model is accurate, we intentionally released methane and compared the corresponding camera images with model results. We found that the cameras’ effectiveness in detecting leaks was highly variable based on weather conditions. Also, the camera operator’s expertise and even properties of the facility, such as its location and gas composition, affected the readings. Under ideal conditions, the cameras detected over 80 percent of the total leakage at the facility. But such a high success rate is possible if and only if the camera is operated during periods of low wind, warm weather, clear skies and leaks are imaged from distances of about 30 feet. Under nonideal conditions (high wind, cold days or viewing distance greater than 100 feet), they detected as little as 10 percent of the total leakage. Recent EPA regulations do not specify many crucial parameters. For example, an operator decides maximum viewing distance and acceptable wind conditions for testing leaks; and there are no requirements on temperature or cloud cover conditions. With such latitude in determining testing protocols, an operator can perform a leak detection survey, without actually finding any leaks. This can be done by searching for leaks on cold or humid days or measuring from distances farther than about 100 feet. In order to consistently find leaks using this technology, we concluded that EPA’s rules need to be more specific, or use a different metric to track progress. (ap)

Facebook moves to head off tougher regulation in Germany

BERLIN - Facebook is stepping up efforts to head off tougher regulation by Germany, a fierce critic of the social media network operator, with top managers visiting Germany and saying they would do more to combat fake news and hate speech. Top German lawmakers are planning legislation this year to force Facebook to remove incitements to hate crimes from its web pages within 24 hours or face fines, a push that could force the social media giant to bear more responsibility for content posted by users. Chancellor Angel Merkel, who is running for a fourth term this year, has warned that the Internet is not “a space that is free from the law”. Facebook’s COO Sheryl Sandberg visited Berlin on Sunday to meet with German government officials considering new regulations on Facebook, according to a Berlin-based source at a rival Internet company. In an interview with Germany’s top-selling daily paper Bild published on Tuesday, she said Facebook could not single-handedly deal with hate speech and fake news posted on the network but had to work with third parties. Facebook on Sunday announced a partnership with German thirdparty fact-checking organisation Correctiv, promising to update its

social media platforms in Germany “within weeks” to reduce the dissemination of fake news. “We don’t want to decide what the truth is, and I don’t believe anyone wants us to do that,” said Sandberg, Facebook’s second-most powerful executive after founder and Chief Executive Mark Zuckerberg. “When we say that we can’t take it on ourselves, that doesn’t mean that we don’t want to take any responsibility. We do take responsibility.” The issue has taken on more urgency amid concern by Germany’s political establishment that a proliferation of fake news and racist content, particularly about the 900,000 refugees that arrived here last year, could sway public opinion in the election campaign. Dan Rose, who is in charge of partnerships for Facebook, on Monday acknowledged that it was no longer a simple communications platform. “There is no question we play an important role in the media landscape,” Rose told the DLD technology conference in Munich. “There are people who are discovering their news and consuming their video and other media types on Facebook ... As seen last Sunday, the mejurag tipat procession was held at street side right in front of the office of Sekardadi’s headman. Usually this procession is organized by Sekardadi residents in December (sixth month in Balinese calendar) falling on new moon or kajeng kliwon.

However, since there was an obstacle for this time, the ritual procession was delayed after December. “We got an obstacle last December where one of our residents gave birth to twin babies so that all kinds of ceremonies could not be implemented at that time,” he explained. He told the procession is meant to neutralize any negative effects which occur on agricultural land of residents. He added the current procession belongs to the highest level because it uses ritual paraphernalia in the form of a cow and a pig. Madria explained that sequence of the procession was begun with the making of oblation at the border of Sekardadi and Pengotan village. Then, most of the oblations were presented in a ritual officiated over by village leader. After the ritual ended, it was resumed with mejurag tipat procession. “The ritual is implemented at two venues, namely at Mangkalan and central intersection of local village,” he said. He admitted that mejurag tipat procession was very eagerly awaited by children at the local village. Pursuant to the tradition inherited over the years, mejurag tipat procession can only be followed by children of local customary village aged about 10 years. Approximately one hundred pieces of rice bag are used in the procession. “Each family is obliged to bring six pieces (akelan) of rice bag. At local village, there are totally 104 nuclear families. On that account, the total number of rice bag to be scrambled amounts to 104 x 6 pieces,” he explained. (kmb40)

SEMARAPURA - Construction of Yellow Bridge costing about IDR 3.4 billion from the Central National Road Agency for Region VIII, the Ministry of Public Works and Housing, is still in finishing process. Nevertheless, it needs several more days to complete the bridge connecting Nusa Ceningan to Nusa Lembongan, Nusa Penida. The bridge estimated to accomplish on January 22 will be ritually inaugurated first before used. Head of the Klungkung Public Works Agency, Gusti Nyoman Supartana, conveyed that currently the Yellow Bridge project is almost completed. According to him, the workers just need to install frame and paint it yellow. “From direct inspection, the bridge will be completed on January 22. After ritually inaugurated, the bridge can be used directly,” he said when contacted on Sunday (Jan. 14). Related to the original plan where it should have been completed by late 2016, Gusti Supartana admitted to have faced a problem chiefly during high tides. The bridge construction process done manually cannot be carried out during high tides. The new bridge has a length of 140 meters and width of 1.6 meters. It can be passed through by motorcycles and pedestrians. A resident of Nusa Lembongan who is also local tourism player, Ketut Surianta, said that many problems occurred after the bridge collapsed chiefly the access of residents, students and travelers. “This is a tourism-supporting infrastructure for both islands. Without this, we cannot do much,” said the husband to Ni Komang Ayu Utami. Abrasion at Ketapang Lampu increasingly severe

NEGARA — Residents at Ketapang Lampu, Pengambengan, are so far still unsettled due to abrasion that collapsed their home. Since the abrasion braved in the last few years, many houses have disappeared. It has often been submitted to village government. BISHKEK - A Turkish cargo jet smashed into a village in Kyrgyzstan on Monday as it tried to land at a nearby airport in dense fog, killing at least 37 people, Kyrgyz officials and the airline said. DAVOS, Switzerland - In 2014, Arnold Kamler, CEO of New Jerseybased Kent International, took a big step: he resumed making bicycles in the United States, 23 years after uprooting production to China. This year, he hopes to sell half a million U.S.-made bikes.

For business and political leaders gathered in the Swiss Alps town of Davos for this year’s World Economic Forum, Kamler’s experience - part of a process Morgan Stanley once dubbed the “re-industrialisation” of America - is a cause for some anxiety. If a mix of accelerating automation and trade protectionism is the defining economic climate of the moment, globalisation may well be in decline, and developing nations that failed to capitalise on the past two decades of economic integration - notably those in Africa - may have missed the boat altogether. It is an issue with profound consequences - for emerging economies that have built their fortunes on exports, and for richer nations that hope a “reshoring” of industrial production will appease disgruntled bluecollar workers at home and re-ignite stagnant wage growth. Global trade likely grew last year at just 1.7 percent, lagging world economic growth for the first time in 15 years and for only the second time since 1982, according to the World Trade Organisation which expects a further slowdown in 2017. While there are complex reasons behind the slowdown, it’s hard to ignore the rising popularity of trade protectionism and antiglobalisation. U.S. President-elect Donald Trump’s campaign pledges and plans for “a very large border tax” on firms producing overseas fall into this category. But perhaps even more influential is businesses’ push towards automation, digitisation, robotics and innovations such as 3-D printing that undermine low-wage countries’ biggest comparative advantage. That contributed to the return of 250,000 manufacturing jobs to the United States between 2010 and 2015, according to data from Reshoring Initiative, a group that advises U.S. businesses. Kamler’s state-of-the-art plant, for instance, will soon be able to produce bicycles with just 12 employees per shift. “Most of those people will be sitting looking at computer screens. The same operation in China would need 60 people,” he said. But for countries only now getting in on the manufacturing act, things are worse, says Hung Tran, managing director of the Washington DC-based Institute for International Finance (IIF). “The conclusion to reach is that the business and growth model which worked for many countries, especially in Asia, won’t provide the same growth opportunities as before,” Tran said. “That’s the big challenge for emerging economies that are only just trying to take off ... it’s much harder to do than 20 years ago when all you needed to do was attract investment, produce and export,” Tran said. Laggards include swathes of Africa and also India, the world’s fastest growing economy. With a 1.2 billion population, it accounts for just 2 percent of global trade but needs desperately to create jobs for the 10 million youth entering the workplace each year. Not everyone is pessimistic. India for instance may be able to capture the burgeoning trade in services. It and peers such as Indonesia are moving to reform their economies, unlocking faster growth and making exports less important.

LOSERS EVERYWHERE It could eventually prove a game in which everyone loses. Take Trump’s tirades against Mexico. U.S. firms have invested more than $200 billion in Mexico, employing over a million people, but are now under pressure to shutter factories producing for U.S. markets. Yet reshoring may not deliver the kind of benefits Trump and U.S. unions hope for. The new high-tech plants will likely create far fewer jobs than expected. Second, the loss of manufacturing jobs - and failure to create them in countries with huge populations - may trigger more migration to rich countries, exacerbating the tensions that are fuelling the lurch towards right-wing parties. Migration patterns already suggest people’s movement is increasingly dictated by “push” from poorer areas of the world, rather than by “pull” from richer countries, UBS said in a note. Turkey says New Year’s nightclub attacker captured in Istanbul

ISTANBUL - Turkish police have captured the gunman who killed 39 people in an Istanbul nightclub on New Year’s Day after a two-week manhunt, authorities said on Tuesday, seizing him with four other suspects at a hideout in an outlying suburb of the city. Istanbul Governor Vasip Sahin named the man as Abdulgadir Masharipov and said he was born in 1983 in Uzbekistan and received training in Afghanistan. He had admitted his guilt and his fingerprints matched those at the scene, Sahin said. “He knew four languages and was well-educated,” Sahin told a news conference after Masharipov’s capture overnight. There were strong indications he entered Turkey illegally through its eastern borders in January 2016 and it was clear the attack was carried out on behalf of Islamic State, Sahin said. Masharipov was seized with an Iraqi man and three women from Africa, one of them from Egypt, in the Esenyurt district on Istanbul’s western outskirts. “I congratulate our police who caught the perpetrator of the Ortakoy massacre,” Deputy Prime Minister Numan Kurtulmus, who is also the government spokesman, said on social network Twitter. “Our war with terror and the powers behind it will continue to the end,” he added. TURIN — Italy forward Andrea Belotti has three goals in three matches against AC Milan this season but his Torino club can’t beat the Rossoneri. Milan came back from two goals down to draw at Torino 2-2 in Serie A on Monday, four days after eliminating the “Granata” from the Italian Cup. Belotti and Marco Benassi put Torino ahead 2-0 at halftime but Andrea Bertolacci and Carlos Bacca responded for Milan. Milan, which has a game in hand, remained fifth, three points behind Lazio, while Torino dropped to ninth, seven points further back.
