LOS ANGELES - The new James Bond movie “Spectre” stayed atop the North American box office revenue tally in its second week in theaters, bringing in $35.4 million, industry estimates showed Sunday. The star-studded spy thriller -- with Daniel Craig as the dashing secret agent, Italian beauty Monica Bellucci and Oscar-winning Austrian star Christoph Waltz as the villain -- has taken in $130.7 million in its first two weeks. It was among the most anticipated films of the year. Computer-animated 3D cartoon “The Peanuts Movie” -- the first big screen rendering in 35 years for
the beloved comic book characters -- sold an estimated $24.2 million in tickets to stay in second place in its second week, box office tracker Exhibitor Relations said. Its twoweek total was $82.5 million. The comedy “Love the Coopers” -- about a four-generation Christmas Eve family celebration that turns wacky and ultimately touching -- debuted in third place with $8.4 million.
Fourth place went to “The Martian,” which has generated serious Oscar buzz for lead actor Matt Damon, who plays a NASA scientist accidentally left on the Red Planet. “The Martian” solidified its blockbuster status with an estimated $6.7 million in weekend ticket sales, for a whopping $207.4 million in the seven weeks since its release “The 33”, about 33 Chilean miners trapped 700 meters underground for 69 days in 2010, debuted in fifth place with a take of $5.8 million. NEW YORK — In the end, “Misery” isn’t total misery. It’s just weird. Apart from the fact that it’s a completely unnecessary adaptation, you oddly start to root for the monster, not the bona fide action hero. That’s because Bruce Willis makes an appallingly ill-conceived Broadway debut in the thriller that opened Sunday at the Broadhurst Theatre. But Laurie Metcalf rescues the “Die Hard” stud by doing enough good acting for both of them. Nowhere this season on Broadway is there an acting gulf as wide between two leads than here. Willis has decided to squint a lot, mumble and rely on some “Moonlighting”era quipping, not to mention an earpiece that feeds him lines. The artificial snow that falls on the set has more dynamism. Metcalf, who some will know from the TV show “Roseanne,” is a Steppenwolf Theatre Company veteran who plays a towering psychotic — girlish one minute and inhuman the next. She’s so good that she starts making sense. She’s so good you care about her, even if
she’s waving a gun menacingly. The action takes place in a lonely, snow-encased Colorado town. While driving on an icy road, novelist Paul Sheldon crashes and is pinned in his car, with a new manuscript tucked away in his nearby briefcase. Metcalf plays Annie Wilkes, his so-called No. 1 fan who obsesses over Sheldon’s nine-book series about a 19th century English heroine named Misery. Wilkes finds poor Sheldon, frees him from the car and takes him to her home to nurse him back to health. The play opens here, with Metcalf the ever-devoted fan-girl and Willis in bed looking like he’s been hit by a train. It’s hard to act when you’re immobile but Willis doesn’t try, merely groaning a lot. After all, deep down, he knows this is Metcalf’s show. Wilkes’ down-home likeability soon vanishes when she reads both Sheldon’s latest manuscript and then his new book in which the author has killed off Misery. She forces him — using torture and drugs — to literally write for his life. (ap)

Clean water crisis looms over South Badung
MANGUPURA - Although South Badung is the wealthiest district of Bali, the rapid increase in the population here has had devastating consequences on the availability of ground water. A clean water crisis is looming large as accommodations continue to be built despite legal constraints and ground water continues to be used watefully. In just 5 years, the number of non-star hotels rooms in Badung has jumped from 46,278 rooms to 61,206 rooms as of 2014. Many higher end accommodations tap in the ground water, rather than relying on water form the municipal water works (PDAM), with serious consequences for everyone. The Head of Human Settlements (DCK) Badung, Ni Putu Dessy Darmayanti, confirmed that the use of ground water has already exceeded capacity. “Badung uses 28 million cubic meters per year. while there is only 25 cubic metres that can safely be consumed. The extra 3 million cubic meters has caused a severe water deficit,” said Darmayanti recently. She added that she is tremendously concerned about the excessive use of ground water because it is clearly causing human discomfort and disrupting environmental balance.
Residents of Blahkiuh, Badung Regency have to carry clean water to their house because the supply from PDAM are running out. Although South Badung is the wealthiest district of Bali, the rapid increase in the population here has had devastating consequences on the availability of ground water.
According to the Human Settlement Agency, ground water is predominantly used for domestic purposes, accessed by 29,990 houses, and 847 units of tourist facilities such as hotels, restaurants and the like. “South Badung is the larger user of ground water as both houses and tourists accommodations continue to be built,” explained Darmayanti. Although there are more residential dwellings using ground water than there are tourist facilities accessing this precise resource, the amount of water used by each unit is quite different. A single hotel may consist of hundreds of rooms and tourists facilities in general tend to use excessively large amounts of water. “So, despite the lower figures in terms of number of units, the use of groundwater by tourist accommodation is quite large,” she said.

NUSA DUA - The Financial Services Authority (OJK) launched an SMEs Rating Agency during The International Guarantee Seminar (IGS) and The 28th ACSIC Conference that took place at the Westin Hotel, Nusa Dua, on Monday (16/11). The new agency serves as a data base of SMEs and also functions to assess the feasibility of SMEs and certify those that qualify. “We have been working with loan guaranteeing institutions to establish a rating agency for SMEs that was launched during this international event. The agency will be run by Asippindo (Association of Indonesia’s Guarantee Institutions),” said Chairman of OJK, Muliaman Hadad. On the occasion of the launch, Hadad ceremonially gave out rating certificates to 11 SME’s representatives and explained that this agency functions independently. “This is a separate institution that recruits its own people and collects its own data from various institutions. We are working with members of loans guarantee associations, both locally and at the national level,” explained Hadad. The rating agency, he emphasized, will both collect information as well as open doorways for SMEs to access credit. “Its main role is to build a database and to improve the access that SMEs have to the people’s business credit program (KUR). We
will be disseminating information about this new agency to banks and loan guaranteeing institutions in the region,” he explained. The agency will be in charge of issuing certificates to SMEs who qualify and this rating certificate will serve as one of the conditions for accessing KUR funds. “Later, we hope to have a complete database of existing SMEs and their ratings. This information will help banks determine towards which SMEs and other creative businesses they should channel their credit,” Hadad added. “This concept was initiated and studied by OJK who saw that such an agency was necessary to increase the functioning capacity of SMEs. Perum Jamkrindo will pioneer this rating agency under the Association of Indonesia’s Guarantee Institutions (Asippindo),” said Chairman of Asippindo and President Director of Perum Jamkrindo, Diding S. Anwar, who added that such an agency needs to function independently. “The rating agency should function independent but will be run by Asippindo. The agency’s data will be accessed by banks, rural banks and pawn shops in the future,” said Hadad, who also explained that this service will resolve the problem of SME’s being considered unbankable and will serve to fill in the gap between credit agencies and SMEs. Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Jamkrindo reports IDR468.8 billion net profit
NUSA DUA - Government owned credit guarantee company Perum Jaminan Kredit Indonesia (Jamkrindo) reported IDR468.8 billion in net profit in the first nine months of the year. This profit is down slightly by 0.5 percent from IDR471.4 billion in the same period last year.
A company director Bakti Prasetyo attributed the decline to falling income from the sector of people’s business credit. In addition to fee from credit guarantee, Jamkrindo earns income from investment and other business activities, Bakti said in an international seminar on financial guarantee on Monday. In its financial report by September 2015, fee from guarantee service in the third quarter of this year fell 19.6 percent
to IDR831.4 billion from IDR922.5 billion in the same period last year. Comprehensive profit in the first nine months of 2015 totaled IDR176.9 billion. Despite the decline in profit the company recorded an increase in assets reaching IDR10.39 trillion by September, 2015 up 3.69 percent from IDR10.02 trillion by the end of 2014. “Its equity was valued at IDR8.40 trillion or almost unchanged from IDR8.41 trillion,” he said. The year 2015 becomes a busy year for the Association of Indonesian Assurance Company (Asippindo). There are two important agendas to be held, namely the appointment of Indonesia to host the 28th Asian Credit Supplementation Institution Confederation (ACSIC) Conference and the International Guarantee Seminar (IGS). Both events were held at Nusa Dua Bali on November 16-19. Chairman of the Asippindo, Diding S. Anwar, said that the trust given to Indonesia as the host of the IGS and ACSIC conference poses an honor for the country. With the implementation of both events, he expected all the countries in the international underwriting industry to share their experience and knowledge for the development of guarantee industry in the future. “The issues are very important in relation to the underwriting industry in order to get positive and constructive feedback,” said Diding who also serves as Managing Director of Perum Jamkrindo. To make the 28th event of the IGS resonate, Chairman of the Asippindo, Diding S. Anwar, collaborated with Chairman of the LM-FEB UI Toto Pranoto to launch a book entitled Industri Penjaminan: Menatap Indonesia Gemilang (literally, Guarantee Industry: Heading for Wonderful Indonesia). This book discusses explicitly about guarantee industry in Indonesia that all this time is only known by certain circles. The book gives an overview on what, how and to what extent its role in the national economy. At least, the book is expected to become a handbook for guarantee industry. The Dean of the Faculty of Business Economics of the University of Indo-
nesia in his introduction conveyed the importance of guarantee industry for the development of the SMEs and cooperatives in Indonesia amid the helplessness access to credit. The book launch held on November 9, 2015 was filled in with discussion about the guarantee industry by presenting Firdaus Jaelani (a member of the Board of Commissioner of the OJK—Financial Service Authority), Arief Budimanta and other insurance industry stakeholders. The 330-page book will be published in two languages and distributed to all the participants of the IGS and the 18th ACSIC Conference. (r)

Climate & wine: Is it still Bordeaux without Merlot?
BORDEAUX, France - Can the world’s most storied wine region adapt to climate change without losing its identity? This is the question haunting the Bordeaux region as the threat of global warming looms ever larger. Concretely, it may boil down to this: Without Merlot, will it still be Bordeaux? The dry, hot conditions that shaped the 2015 vintage, and are likely to prevail in coming years, “don’t worry winemakers for now because the early harvests improve quality,” said Bernard Farges, president of the Interprofessional Committee for Bordeaux Wines. At the same time, they know that the most sun-sensitive grape varietals -- especially Merlot, by far the most planted in the region -- are headed for trouble. “Within 20 or 30 years, Merlot will probably ripen in August, and that will clearly compromise the quality of the wines because they
will lack freshness and have too much alcohol,” said Kees van Leeuwen, a researcher at the National School for Agricultural Sciences. And so Bordeaux winegrowers have turned to science to help them find ways to once again extend the maturation of this signature red grape -- as well as others -- into the crisp autumn nights. The first counter-attacks against a warming climate are growing more bunches per vine, and partially shading the grapes from the sun. A next step will be to identify and plant rootstocks -- the live root structure and trunk to which different varietals can be grafted -- that can better withstand warmer tem-
peratures. Both of these measures are uncontroversial and would buy winegrowers time. But eventually they would face tougher choices about how much of which grapes to use. And this could subtly alter the signature aromas that have defined Bordeaux wines -- almost all of which are assembled from more than one varietal -- over the centuries. The region’s prestige wines -Margaux, Saint Emilion, Pomerol in red, for example, or Sauternes in white -- must be made of certain grapes in specific proportions to have the right to display their famous names. Climate change may force a revision of these rules. The Cabernet Sauvignon grape, which “corresponds well to the typical Bordeaux flavour,” thrives under hot conditions, said van Leeuwen.
“We need to plant more.” Petit Verdot, another grape that naturally matures late, is also present in Bordeaux, though currently only covers about one percent of vineyards. In a few decades, it may no longer have such a marginal status. Beyond adjusting the mix in assembled wines lies a step that remains heretical to most connoisseurs: adding new varietals into the mix. “By 2040 to 2050, we may need to introduce grapes that are not today cultivated in Bordeaux in order to have a pallette of varietals that mature at the optimal moment for great wines,” said van Leeuwen. In anticipation of that day, the Institute of Vine and Wine Sciences of the University of Bordeaux has been experimenting since 2009 with more than 50 new varieties to see which come closest to the recognisable Bordeaux taste.
In October, for the first time, 20 of these grapes were turned into wine, and stacked up against the region’s traditional varietals. Among them is tinto cao, a Portuguese grape that is today used to make top grade portos. Scientists say that the Atlantic climate around Porto is close to what Bordeaux’s is predicted to be in 30 or 40 years, with an additional two or three degrees Celsius (three-and-a-half to five degrees Fahrenheit). Some Bordeaux winegrowers have petitioned for the right to plant one or two percent of their vineyards in varietals currently not authorised in order to conduct similar experiments. “It won’t change the taste of Bordeaux if we switch one percent of the grapes,” said Jeremy Ducourt, an oenologist working on the project. Other than at Checkpoint II, the examination is also carried out to persons and vehicles leaving Bali through harbor entrance. It is intended to anticipate the perpetrators that are about to leaving Bali. Aside from securing harbor entrance, it is also accompanied with patrols in vulnerable points to traditional ports along the coast of Jembrana. 95 cases of violence against children reported in Buleleng
SINGARAJA - Violence does not only occur amongst adults, but children are also subject to violence. According the the Buleleng Poilice data 95 cases of violence against children were reported between January and November 2015. Operation Division Head of the Buleleng Police, Ketut Gelgel, said there are three basic aspects to handing cases of violence and sexual assault: social, psychological and legal. “Our records show 95 reported cases of violence against children - but these are only the cases that are reported, we suspect that there are an alarming number of unreported cases. In dealing with the reported cases we first look at the social conditions and whether the situation can be resolved amicably or not as well as what kind of social and psychological impact will arise due to the violence? If these two aspects cannot be resolved legal handling is required,” said Gelgel
on Sunday (Nov. 15) after speaking at the Workshop on Violence and Sexual Abuse against Children that was held at Lakshmi Graha Building Buleleng in collaboration with the Buleleng Social Community (BSC). The workshop was followed by preschool program (PAUD), kindergarten, and elementary school teachers, as well as non-commissioned police and military officers across Buleleng. Three psychologists; Pramuru Hartadi, Ni Komang Rahayu and Retno IG Kusuma. provided material related to sexual abuse against children and sex education for children. Psychologist Hartadi Pramuru explained that based on WHO data
34 percent of child suffer neglect, 30 percent suffer sexual violence, 28 percent suffer physical violence and 8 percent suffer psychological violence. “Parents often unwittingly neglect their children by not providing for their basic needs such as health, education, emotional development, nutrition and a comfortable life,” explained Hartadi. Family supervisors, AKA parents are legally obliged to care for their children as set out in Article 26 paragraph 1 of Law No.23/2002 on the protection of children. The article mentions that parents are obliged to care for, educate, protect and foster children according to their ability, aptitude and interest as well as prevent underage marriage. “We often work to help prevent children from becoming the victims of sexual harassment and assault. If it does happen, it is
advised to have children share their experience. Those who are close to these children should seek professional support in an effort to heal the child of the trauma,” she said. Ni Komang Rahayu explained that a survey indicates that 30 percent of sexual abuse cases are committed by the closest relatives of the victims. Approximately ten percent of sexual abuse cases are committed by strangers that are rarely identified by the victims in their environment. At the very least, children need to be educated about how to keep themselves safe from an early age. “Children need to have it explained to them that nobody is allowed to touch their sexual organs and that they need to firmly reject any attempts to touch these areas of their body. This is an very effective way to help children avoid being abused,” said Rahayu. (kmb34)
World leaders pressed for response to Paris attacks
ANTALYA, Turkey — Pressed for a strong response to the Islamic State group’s assault on Paris, the world’s top industrial and developing nations are set to outline their coordinated response to what President Barack Obama has described as an “attack on the civilized world.” The leaders of the Group of 20 were wrapping up their two-day summit in Turkey Monday against the backdrop of heavy French bombardment of the Islamic State’s stronghold in Syria. The bombings marked a significant escalation of France’s role in the fight against the extremist group. Numerous meetings about next steps in Syria and the Islamic State campaign were being held on the sidelines of the summit at the Turkish seaside resort of Antalya. Obama was to huddle with European leaders from France, Britain, Germany and Italy. French President Francois Hollande skipped the summit to stay home and deal with the aftermath of the attacks, but Foreign Minister Laurent Fabius planned to attend the meeting with the U.S. president. Russian President Vladimir Pu-
tin, a key player in ending the conflict in Syria that created a vacuum for the Islamic State, met separately with Italian Prime Minister Matteo Renzi and British Prime Minister David Cameron. Putin and Cameron both emphasized the need for joint action against terrorism in the wake of Paris terror attack. “The latest tragic events in Paris show that we have to unite our efforts in fighting this evil, something we should have done long time ago,” Putin said. Putin launched an air campaign in Syria a month-and-half ago with the Islamic State as the top declared target. The U.S. and its allies, however, have accused Moscow of focusing on other rebel groups in a bid to shore up Syria’s leader Bashar Assad, whom the West sees as the main cause of the Syrian conflict and the chief obstacle to peace.
Ahead of the G-20, foreign ministers met in Vienna to discuss a new diplomatic plan to end the Syrian war. The plan appears to be based largely on a Russian proposal that envisions negotiations between Assad’s government and opposition groups starting by Jan. 1. Still, sharp differences over Assad’s future and disagreements about what militant groups in Syria should be considered terrorists have dampened hopes for a breakthrough. The Vienna talks were high on the agenda when Obama and Putin met huddled for about 35 minutes Monday on the sidelines of the G-20. Obama appeared to take a softer tone with Putin in the talks, noting “the importance of Russia’s military efforts” aimed at IS, according to a White House readout of the meeting. Putin’s foreign affairs adviser, Yuri Ushakov, said the leaders share similar “strategic goals” for defeating the Islamic State extremists “but tactical differences remain.”(ap)
NAYPYITAW, Myanmar — The military-backed party overwhelmingly voted out of office in Myanmar’s general elections still has another 2 ½ months to make laws as the majority — and retains enough potency to complicate matters if it chooses to do so. The Parliament that began its new session Monday is still dominated by legislators from the Union Solidarity Development Party, which was trounced by Aung San Suu Kyi’s National League for Democracy in the Nov. 8 elections. The appearance of unfairness did not diminish the optimism of opposition party lawmakers. “We have been through many difficult situations. It will not be too much of a headache for NLD,” said Win Htein, an NLD member. Over the next 2 ½ months, Parliament will mainly scrutinize additional budget requests by ministries, said Tin Maung, a USDP legislator. “There will be more discussion on draft laws that were discussed in the past, and maybe some laws will be passed,” he said without giving details. The session lasts until Jan. 31, when the new parliament will sit with roles reversed — the NLD will occupy 387 of the 664 seats in the two houses and the USDP will have only 42 seats, down from more than 360 it now holds. The lame-duck session is unusual for a parliamentary democracy, where usually the legislature is dissolved before an election and convenes with the newly elected members. But Myanmar’s government structure includes features of a presidential system. Also, 166 seats are reserved for the military under an arrangement the former junta made before ceding power to the quasi-civilian USDP government in 2011 as part of a gradual transition to democracy after a half-century of military rule. The USDP is made up largely for former junta members. After Jan. 31, the two largest parties in the upper and lower house — which is the NLD in both — and the military bloc will propose three candidates, one of whom will be elected president and the other two will become vice presidents. The president will then form a cabinet. This system was most likely created in the belief that the USDP and the military combined would have a majority and could elect their candidate as the president. But the landslide NLD victory on Nov. 8 has in effect negated the military’s guaranteed presence. Still, NLD leader Suu Kyi cannot be elected president because of another clause in the constitution written by the military — anyone with a foreign spouse or children is ineligible. Airlines tumble on Paris attack as stocks retreat
HONG KONG - Stockmarkets mostly fell Monday following the deadly weekend terror attacks in Paris -with airline stocks taking a beating on concerns over the tourism industry.

At the time, tourism already existed in Denpasar, notably with the establishment of the Dutch owned Bali Hotel, but this was aimed at mass tourism with little focus on culture,” he explained. The creation of cultural tourism turned Ubud into an international art village in the 1930’s and Tjokorda Gde Agung Sukawati also frequently entertained foreign guests at the royal palace. Back then, royal servants at the Ubud Palace were taught to serve foreigners with a smile as opposed to
the custom of serving the royals with down cast eyes and a bowing gesture. “Until this very day, part of the palace is used as a guest accommodation. The situation in France is “still quite uncertain now, so investors seem to be broadly risk-off today.” Regional stock indexes were also mostly lower, with Hong Kong 1.7 percent off by the close, while Tokyo fell more than one percent and Sydney gave up 0.9 percent. And in Europe Paris opened 1.1 percent lower, while London was 0.3 per cent down and Frankfurt fell 0.7 percent. “There is no doubt that the attacks in Paris will contribute to short-term investor nervousness,” Shane Oliver, Sydney-based strategist at AMP Capital Investors, said. However, he said he expected the Paris-linked losses to be brief and pointed out that markets had bounced back from initial selling following past terror attacks. Selling also hit the euro, which was already under pressure from expectations the European Central Bank will loosen monetary policy to shore up the eurozone. Kubu fisherman missing after tidal wave
AMLAPURA - A fisherman named I Gede Meruta was declared missing since he went out to sea on, Sunday (Nov. 15). This 50-year-old fisherman from Muntig village, Kubu, went missing amid tidal waves in the waters near the village. An all day search was conducted but the missing fisherman has yet to be found. Bagus Ketut Arimbawa, said on Sunday that after receiving a report of a missing person from local residents, the officers immediately came down to the scene at 09:00 a.m. His agency deployed a BPBD vehicle and a rubber rescue boat to search for the fisherman who went fishing at midnite the day before. The BPBD deployed eight personnel in the search, while the National SAR Agency
(Basarnas) deployed four personnel assisted by Kubu subdistrict military command. The search was conducted using nine traditional boats owned by local fishermen and divided into two teams. One team headed north to the border of Singaraja-Karangasem, in the area of Gerombong, and another team went southwards the Gili Selang and Lombok Strait. “However, the search yielded nothing.
There is no indication of any traces of the victim,” said Arimbawa. The search was paused at 4:45pm due to unfavourable weather conditions with tidal waves and strong winds making things worse. The search will be resumed again on Monday (Nov. 16) between 06:00 a.m. until the afternoon. There is hope that Meruta can be found, his family is eager to know whether he is dead or alive. (kmb31)

Cambodia poised to arrest opposition leader; violence feared
PHNOM PENH, Cambodia — Cambodian opposition leader Sam Rainsy was stripped of his lawmaker status and parliamentary immunity Monday, paving the way for his arrest in connection with a defamation case that the opposition says is politically motivated. Rainsy, who was on a visit to South Korea, announced in a Facebook post that he would not fly home Monday evening as scheduled, but that he planned to return “in the next few days.” Officials from his party said he had delayed his return to avoid the possibility of violence. “Sam Rainsy is not afraid of coming back and going to jail, but he is worried about a confrontation between his supporters and authorities,” said Eng Chhay Eang, an opposition lawmaker. The prospect of Rainsy’s arrest has sparked fears of unrest in this politically volatile nation, which has seen several bouts of violence following crackdowns by authorities on opposition supporters. The Phnom Penh Municipal Court ordered the arrest of Rainsy on Friday in connection with a defamation case brought by Foreign Minister Hor Namhong in 2008. In a speech, Rainsy had accused Hor Namhong of colluding with the Khmer Rouge while being held as a prisoner by the radical group. The court convicted Rainsy in
2013 and sentenced him to two years in jail. Rainsy appealed but lost. The conviction was never enforced and he continued to live freely in Cambodia, serving as the leader of his party in Parliament. On Monday, amid questions about the legality of arresting a sitting lawmaker, the National Assembly’s standing committee called a special session and emerged with a statement saying it had revoked Rainsy’s special privileges. “Sam Rainsy has lost his parliamentary privileges, his rights and membership as a lawmaker of the National Assembly,” said the statement from the standing committee, which is dominated by lawmakers from Prime Minister Hun Sen’s ruling party. The 13-member standing committee comprises seven lawmakers from the ruling Cambodian People’s Party and six from the opposition Cambodia National Rescue Party, all of whom boycotted Monday’s special session. The U.S. Embassy in Phnom Penh issued a security message Monday warning of the “heightened
possibility” of protests, particularly near airports in the capital or the city of Siem Reap. It urged citizens to “immediately leave” any area where there are large gatherings. Rainsy’s allies in the opposition party have accused Hun Sen of being behind the move to gain the upper hand in their ongoing political fight. Rainsy has been engaged in a war of words with Hun Sen. On Thursday, the prime minister called Rainsy the “son of a traitor” after Rainsy said in Tokyo that Myanmar opposition leader Aung San Suu Kyi’s election victory this month foreshadowed the downfall of Hun Sen. Eng Chhay Eang, the opposition lawmaker, said the arrest warrant and the stripping of Sam Rainsy’s parliamentary immunity were “politically motivated” and aimed to keep the opposition leader out of the country. “He will come back in the near future. He is not afraid of anything,” Eng Chhay Eang said. While Cambodia is formally democratic, the government is notorious for intimidating opponents. Japan fuel reprocessing plant delayed again, till 2018
TOKYO — The operator of Japan’s nuclear fuel reprocessing plant said Monday that it was postponing the plant’s opening to as late as September 2018, citing regulators’ lengthy inspection procedures and time needed for safety upgrades. The Rokkasho reprocessing plant, located in northern Japan, is at the center of controversy because it extracts plutonium from spent fuel. The purpose of the plutonium is to generate electricity, but it has raised proliferation concerns because the material Japan has is enough to make thousands of nuclear bombs. While the plant’s delay could be a temporary relief for those concerned about nuclear proliferation, it also means spent fuel rods that are filling up storage pools in Japan have nowhere to go. Japan Nuclear Fuel Ltd. said it was delaying the targeted completion of the reprocessing plant, which separates plutonium to be mixed with uranium for reuse as fuel, by as much as 2 1/2 years. The delay-plagued plant, initially set for launch in 2000, was most recently set to open in March 2016 following a series of technical problems. in Aomori, near Rokkasho, that a separate plant to produce plutonium-based MOX fuel had also been delayed, until sometime during the first half of fiscal 2019. In another sign of uncertainty to Japan’s nuclear fuel cycle ambitions, Japanese regulators have warned the science ministry to replace its scandal-plagued operator of a costly, mothballed plutonium-burning reactor in western Japan. Japan already has about 47 tons of plutonium — 11 tons at home and the rest reprocessed in Britain and France — but no use for it, with most of its reactor fleet offline since the 2011 disaster at the Fukushima nuclear plant. Experts including Frank von Hippel, a Princeton University theoretical physicist and advocate of nonproliferation, have urged Japan to stop spent fuel reprocessing. Von Hippel proposes storing spent fuel in safer and highly protected dry casks instead of uncontained cooling pools as an alternative until a final waste repository is found. The government is promoting nuclear restarts as a vehicle to boost the economy, but also as a way to burn plutonium and reduce the stockpile. (ap)
KATHMANDU, Nepal — Finnish rock band Ancara and sign-language rapper Signmark performed in the foothills of Mount Everest over the weekend to raise funds for a music school for children with hearing disabilities. Dozens of music lovers cheered the musicians at Dingboche, a village at an altitude of 4,550 meters (14,900 feet) and a popular stop for trekkers and mountaineers heading to Everest and other peaks. The performers flew to Lukla, the only airstrip in the Everest region, on Nov. 3 and trekked to the village,
stopping along the way to acclimatize to the altitude. They had hoped to perform at Everest base camp, where climbers prepare for summit attempts, but Nepalese authorities said concert permits could only be issued for areas with settlements. Signmark, whose real name is Marko Vuo and who was born deaf, performs his raps in sign language, sometimes with others speaking the lyrics. He has performed in dozens of countries. Indonesia opens trials of 8 accused of enslaving fishermen TUAL — An Indonesian court opened the trials Monday of three Indonesians and five Thais charged with human trafficking connected with slavery in the seafood industry. The suspects were arrested in the remote island village of Benjina in May after the slavery was revealed by The Associated Press in a report two months earlier. The defendants were being tried separately in Tual, a municipality in southeastern Maluku province, about 2,900 kilometers (1,800 miles) east of the capital, Jakarta. Youngyut Nitiwongchaeron, a 53-year-old Thai captain, was the first to go on trial. The three Indonesian and five Thai boat captains are employees at Pusaka Benjina Resources, one of the largest fishing firms in eastern Indonesia. They are accused of locking up fishermen for one to six months in a prison-like cell located in the company’s compound in Benjina. If found guilty they could face jail sentences of up to 15 years and fines as high as $46,000. An investigation by Indonesian police found that hundreds of foreign fishermen were recruited in Thailand and brought to Indonesia using fake immigration papers and seamen books and were subjected to brutal labor abuses. At least five fishing boats allegedly used by the suspects for human trafficking and slavery-like practices were confiscated, along with dozens of fake passports and seamen books. More than 2,000 men from Myanmar, Thailand, Cambodia and Laos have been rescued and sent home this year from brutal conditions at sea, liberated as a result of an Associated Press investigation into seafood brought to the U.S. from the slave island. Parliament leaders deny using President’s name for illegal gain
JAKARTA - Parliament Speaker Setya Novanto denies suggestion that parliament leaders have used the name of President Joko Widodo and Vice President Jusuf Kalla for illegal gain. “As Parliament speaker I confirm we never misused the name of the president,” Novanto said on Monday. Earlier, Sudirman Said, the Energy and Mineral Resources (ESDM) Minister, said a politician had used the name of the president and vice president for illegal gain from PT Freeport Indonesia in exchange of support for extension of its contract. PT Freeport Indonesia, an Indonesian unit of the U.S. mining giant Freeport McMoran Copper & Gold was seeking extension of its contract which will end in a number of years. Novanto said he knew nothing about the information given by the ESDM minister about politicians

The minister said the politician and a businessman had had several meetings with leader of PT Freeport Indonesia (PTFI). The third meeting took place at a hotel in Jakarta on 18 June, 2015, he said. “The politician offered support in the process of extending the contract of PTFI and in exchange of PTFI gave a share in the names of President Joko Widodo and Vice President Jusuf Kalla,” the minister said. JAKARTA - General chairman of the Central Board of Muhammadiyah Youth Dahnil Anzar Simanjuntak said ISIS claiming to be behind the terror bombing in Paris was an attempt to link Islam with terrorism. “No religion including Islam tells its followers to kill innocent people. Linking Islam with terrorism is not right,” Dahnil said on Monday. He said whatever the reason, terrorism could not be justified. However, there are facts that group of people “hijack” Islam to commit terror in the name of religion. “With the fact, it is difficult not to link conspiracy of states or certain groups with the terror attacks in Paris, Syria, etc.” he said. He said evil conspiracy to ‘hijack Islam and commit terrorism is an extraordinary crime against humanism. It is time for the whole world to unite to prevent similar incident without blaming certain groups, especially Islam, he said. He said the central board of the Muhammadiyah Youth organization expressed sympathy with the victims of the terror attacks that left at least 129 people dead and more than 350 others injured. (ant)

Federer eyes early chance to halt Djokovic march
LONDON - Swiss maestro Roger Federer will have an early chance to disprove the notion that Novak Djokovic is untouchable when they meet in their second round-robin match at the ATP World Tour Finals on Tuesday. Federer outclassed Tomas Berdych 6-4 6-2 to kickstart his 14th consecutive appearance at the season-ender on Sunday, a few hours after world number one Djokovic had demolished Japan’s world number eight Kei Nishikori 6-1 6-1. Both already look odds on to take the top two spots in Stan Smith Group but Tuesday’s 43rd meeting between the pair (both have won 21) looks set to decide who will advance to the semi-finals as group winner. Djokovic has won his last 23 matches and has been unstoppable since he picked up his third grand slam of the year by beating Federer in the U.S. Open final. Asked if the near 7,000-point gap between Djokovic and the rest in the ATP ranking points was proof of the Serb’s invincibility, Federer was not convinced.
“That depends on who looks at the gap,” Federer, who pulled out of last year’s final against Djokovic with a back problem, said. “I don’t think I’m that far off. “Then again, let’s speak in two days. Two days is not the match that I care the most about, to be quite honest. “It’s an important match, very important. But it’s not the match. It’s going to be interesting to see how I play that one. A peek inside the site for the Tokyo 2020 Olympic stadium
TOKYO — As the clock ticks toward the 2020 Olympics, a wideopen, water-logged expanse in central Tokyo is still awaiting the start of construction on a new stadium. Journalists in hard hats tromped into the site Monday for a brief look at the site, where work was to have begun this fall on a mammoth stadium for the Summer Games. The
old National Stadium that hosted the previous Tokyo Olympics in 1964 has already been torn down to clear the way. But the Japanese government pulled the plug on the design by renowned architect Zaha Hadid because of spiraling costs, sending organizers back to the drawing board.
For now the site sits vacant, the skyscrapers of Tokyo’s Shinjuku district rising in the distance. The Japan Sport Council hopes to choose a new proposal by the end of the year, and then develop detailed plans with a view to breaking ground in early 2017. The pressure will be on to finish in time for the opening ceremony in 2020. (ap)

PARIS — Nervous fans planning to attend next year’s European soccer championship in 10 cities across France got a guarantee Sunday from the president of the organizing committee that security will come above everything. “I’ve said it several times before: security is the biggest thing at stake for Euro 2016,” Jacques Lambert said in an interview with sports daily L’Equipe, published in the aftermath of Friday night’s attacks in Paris that killed nearly 130 people and left hundreds more wounded. “I’m shocked by the cost of lives, which is terrifying,” Euro 2016 committee president Lambert said. “But unfortunately I’m not completely surprised.” There is speculation that the tournament — France’s biggest sporting event since the 1998 World Cup — could even be canceled for safety reasons. While acknowledging that “anything is possible,” Lambert was adamant that this should not happen. “Anything is possible, anything is conceivable,” Lambert said. “But it would be to admit that for those who
attacked us, it was worth it.” Euro 2016, uniting 24 teams, should be the pinnacle of soccer featuring the very best of Europe’s talent, but a guessing game is now underway as to just how safe it will be with Lambert conceding “no one can pretend to be able to stop actions like this 100 percent.” Even if each stadium is secured, there’s concern over fan zones in each of the 10 cities where supporters will gather to watch games on big screens. Millions will use these zones during the tournament’s 51 matches, potentially offering 51 opportunities for terror to strike again. Lambert spoke with suspended UEFA President Michel Platini after the attacks. “(Platini) expressed the need to face up to this by taking the time needed and by giving ourselves the means to learn from all that has hap-

The German team, which played France in a friendly in Paris on Friday, is set to gather on Monday. “The message is clear: We will not be intimidated by terror” German football federation caretaker president Reinhard Rauball said on Sunday. “It’s a necessary symbol for the team to run out against the Netherlands as planned just a few days after the bad experiences at the game in Paris. Coach Joachim Loew and each individual player deserve respect for this demonstration of solidarity with the victims and the entire French people.” Players were given time off after spending Friday night at the Stade de France because of the terror attacks nearby. They travelled to Charles de Gaulle airport and were flown back to Frankfurt aboard a specially chartered flight on Saturday morning. Hungary beats Norway 2-1, qualifies for Euro 2016
BUDAPEST, Hungary — Hungary secured a spot at next year’s European Championship by beating Norway 2-1 Sunday, ending a 30-year absence from major tournaments. T a m a s Priskin scored early and Norway’s Ole Selnes netted an own-goal in the 84th minute as Hungary reached its first major competition since the 1986 World Cup with a 3-1 aggregate victory. It last played in the Euros in 1972. Priskin scored in the 14th minute, deftly controlling a long pass from Tamas Kadar before eluding a pair of defenders and shooting into the upper left corner, out of reach for Norway goalkeeper Orjan Nyland. Markus Henriksen pulled one back in the 87th but it was a mere consolation for Norway, which lost 1-0 in Oslo on Thursday.
“It was a fantastic performance,” said Hungary coach Bernd Storck, whose lineup included several players who don’t get much playing time with their club teams. “I told them to play with confidence, play without fear and you will have success.” Storck’s biggest gamble, which paid off fabulously, had been starting Laszlo Kleinheisler in the first leg. Hungary beats Norway 2-1, qualifies for Euro 2016
BUDAPEST, Hungary — Hungary secured a spot at next year’s European Championship by beating Norway 2-1 Sunday, ending a 30-year absence from major tournaments. T a m a s Priskin scored early and Norway’s Ole Selnes netted an own-goal in the 84th minute as Hungary reached its first major competition since the 1986 World Cup with a 3-1 aggregate victory. It last played in the Euros in 1972. Priskin scored in the 14th minute, deftly controlling a long pass from Tamas Kadar before eluding a pair of defenders and shooting into the upper left corner, out of reach for Norway goalkeeper Orjan Nyland. Markus Henriksen pulled one back in the 87th but it was a mere consolation for Norway, which lost 1-0 in Oslo on Thursday.

Federer eyes early chance to halt Djokovic march
LONDON - Swiss maestro Roger Federer will have an early chance to disprove the notion that Novak Djokovic is untouchable when they meet in their second round-robin match at the ATP World Tour Finals on Tuesday. Federer outclassed Tomas Berdych 6-4 6-2 to kickstart his 14th consecutive appearance at the season-ender on Sunday, a few hours after world number one Djokovic had demolished Japan’s world number eight Kei Nishikori 6-1 6-1. Both already look odds on to take the top two spots in Stan Smith Group but Tuesday’s 43rd meeting between the pair (both have won 21) looks set to decide who will advance to the semi-finals as group winner. Djokovic has won his last 23 matches and has been unstoppable since he picked up his third grand slam of the year by beating Federer in the U.S. Open final. Asked if the near 7,000-point gap between Djokovic and the rest in the ATP ranking points was proof of the Serb’s invincibility, Federer was not convinced.
“That depends on who looks at the gap,” Federer, who pulled out of last year’s final against Djokovic with a back problem, said. “I don’t think I’m that far off. “Then again, let’s speak in two days. Two days is not the match that I care the most about, to be quite honest. “It’s an important match, very important. But it’s not the match. It’s going to be interesting to see how I play that one. I’m curious to find out myself.” Federer knows he can ill afford the sloppy start he made against Berdych when two double faults gifted the Czech a 2-0 lead. After that, however, he barely put a foot wrong. “It was not the best start. I have to clean that up clearly for the next match,” he said. A peek inside the site for the Tokyo 2020 Olympic stadium
TOKYO — As the clock ticks toward the 2020 Olympics, a wideopen, water-logged expanse in central Tokyo is still awaiting the start of construction on a new stadium. Journalists in hard hats tromped into the site Monday for a brief look at the site, where work was to have begun this fall on a mammoth stadium for the Summer Games. The
old National Stadium that hosted the previous Tokyo Olympics in 1964 has already been torn down to clear the way. But the Japanese government pulled the plug on the design by renowned architect Zaha Hadid because of spiraling costs, sending organizers back to the drawing board.
For now the site sits vacant, the skyscrapers of Tokyo’s Shinjuku district rising in the distance. The Japan Sport Council hopes to choose a new proposal by the end of the year, and then develop detailed plans with a view to breaking ground in early 2017. The pressure will be on to finish in time for the opening ceremony in 2020. (ap)

Cambodia poised to arrest opposition leader; violence feared
PHNOM PENH, Cambodia — Cambodian opposition leader Sam Rainsy was stripped of his lawmaker status and parliamentary immunity Monday, paving the way for his arrest in connection with a defamation case that the opposition says is politically motivated. Rainsy, who was on a visit to South Korea, announced in a Facebook post that he would not fly home Monday evening as scheduled, but that he planned to return “in the next few days.” Officials from his party said he had delayed his return to avoid the possibility of violence. “Sam Rainsy is not afraid of coming back and going to jail, but he is worried about a confrontation between his supporters and authorities,” said Eng Chhay Eang, an opposition lawmaker. The prospect of Rainsy’s arrest has sparked fears of unrest in this politically volatile nation, which has seen several bouts of violence following crackdowns by authorities on opposition supporters. The Phnom Penh Municipal Court ordered the arrest of Rainsy on Friday in connection with a defamation case brought by Foreign Minister Hor Namhong in 2008. In a speech, Rainsy had accused Hor Namhong of colluding with the Khmer Rouge while being held as a prisoner by the radical group. The court convicted Rainsy in
2013 and sentenced him to two years in jail. Rainsy appealed but lost. The conviction was never enforced and he continued to live freely in Cambodia, serving as the leader of his party in Parliament. On Monday, amid questions about the legality of arresting a sitting lawmaker, the National Assembly’s standing committee called a special session and emerged with a statement saying it had revoked Rainsy’s special privileges. “Sam Rainsy has lost his parliamentary privileges, his rights and membership as a lawmaker of the National Assembly,” said the statement from the standing committee, which is dominated by lawmakers from Prime Minister Hun Sen’s ruling party. The 13-member standing committee comprises seven lawmakers from the ruling Cambodian People’s Party and six from the opposition Cambodia National Rescue Party, all of whom boycotted Monday’s special session. The U.S. Embassy in Phnom Penh issued a security message Monday warning of the “heightened
possibility” of protests, particularly near airports in the capital or the city of Siem Reap. It urged citizens to “immediately leave” any area where there are large gatherings. Rainsy’s allies in the opposition party have accused Hun Sen of being behind the move to gain the upper hand in their ongoing political fight. Rainsy has been engaged in a war of words with Hun Sen. On Thursday, the prime minister called Rainsy the “son of a traitor” after Rainsy said in Tokyo that Myanmar opposition leader Aung San Suu Kyi’s election victory this month foreshadowed the downfall of Hun Sen. Eng Chhay Eang, the opposition lawmaker, said the arrest warrant and the stripping of Sam Rainsy’s parliamentary immunity were “politically motivated” and aimed to keep the opposition leader out of the country. “He will come back in the near future. He is not afraid of anything,” Eng Chhay Eang said. While Cambodia is formally democratic, the government is notorious for intimidating opponents. Japan fuel reprocessing plant delayed again, till 2018
TOKYO — The operator of Japan’s nuclear fuel reprocessing plant said Monday that it was postponing the plant’s opening to as late as September 2018, citing regulators’ lengthy inspection procedures and time needed for safety upgrades. The Rokkasho reprocessing plant, located in northern Japan, is at the center of controversy because it extracts plutonium from spent fuel. The purpose of the plutonium is to generate electricity, but it has raised proliferation concerns because the material Japan has is enough to make thousands of nuclear bombs. While the plant’s delay could be a temporary relief for those concerned about nuclear proliferation, it also means spent fuel rods that are filling up storage pools in Japan have nowhere to go. Japan Nuclear Fuel Ltd. said it was delaying the targeted completion of the reprocessing plant, which separates plutonium to be mixed with uranium for reuse as fuel, by as much as 2 1/2 years. The delay-plagued plant, initially set for launch in 2000, was most recently set to open in March 2016 following a series of technical problems. JNFL president Kenji Kudo told reporters at the company’s headquarters
in Aomori, near Rokkasho, that a separate plant to produce plutonium-based MOX fuel had also been delayed, until sometime during the first half of fiscal 2019. In another sign of uncertainty to Japan’s nuclear fuel cycle ambitions, Japanese regulators have warned the science ministry to replace its scandal-plagued operator of a costly, mothballed plutonium-burning reactor in western Japan. Japan already has about 47 tons of plutonium — 11 tons at home and the rest reprocessed in Britain and France — but no use for it, with most of its reactor fleet offline since the 2011 disaster at the Fukushima nuclear plant. Experts including Frank von Hippel, a Princeton University theoretical physicist and advocate of nonproliferation, have urged Japan to stop spent fuel reprocessing. Von Hippel proposes storing spent fuel in safer and highly protected dry casks instead of uncontained cooling pools as an alternative until a final waste repository is found. The government is promoting nuclear restarts as a vehicle to boost the economy, but also as a way to burn plutonium and reduce the stockpile. (ap)
KATHMANDU, Nepal — Finnish rock band Ancara and sign-language rapper Signmark performed in the foothills of Mount Everest over the weekend to raise funds for a music school for children with hearing disabilities. Dozens of music lovers cheered the musicians at Dingboche, a village at an altitude of 4,550 meters (14,900 feet) and a popular stop for trekkers and mountaineers heading to Everest and other peaks. The performers flew to Lukla, the only airstrip in the Everest region, on Nov. 3 and trekked to the village,
stopping along the way to acclimatize to the altitude. They had hoped to perform at Everest base camp, where climbers prepare for summit attempts, but Nepalese authorities said concert permits could only be issued for areas with settlements. Signmark, whose real name is Marko Vuo and who was born deaf, performs his raps in sign language, sometimes with others speaking the lyrics. He has performed in dozens of countries. Indonesia opens trials of 8 accused of enslaving fishermen TUAL — An Indonesian court opened the trials Monday of three Indonesians and five Thais charged with human trafficking connected with slavery in the seafood industry. The suspects were arrested in the remote island village of Benjina in May after the slavery was revealed by The Associated Press in a report two months earlier. The defendants were being tried separately in Tual, a municipality in southeastern Maluku province, about 2,900 kilometers (1,800 miles) east of the capital, Jakarta. Youngyut Nitiwongchaeron, a 53-year-old Thai captain, was the first to go on trial. The three Indonesian and five Thai boat captains are employees at Pusaka Benjina Resources, one of the largest fishing firms in eastern Indonesia. They are accused of locking up fishermen for one to six months in a prison-like cell located in the company’s compound in Benjina. If found guilty they could face jail sentences of up to 15 years and fines as high as $46,000. An investigation by Indonesian police found that hundreds of foreign fishermen were recruited in Thailand and brought to Indonesia using fake immigration papers and seamen books and were subjected to brutal labor abuses. At least five fishing boats allegedly used by the suspects for human trafficking and slavery-like practices were confiscated, along with dozens of fake passports and seamen books. More than 2,000 men from Myanmar, Thailand, Cambodia and Laos have been rescued and sent home this year from brutal conditions at sea, liberated as a result of an Associated Press investigation into seafood brought to the U.S. from the slave island. Parliament leaders deny using President’s name for illegal gain
JAKARTA - Parliament Speaker Setya Novanto denies suggestion that parliament leaders have used the name of President Joko Widodo and Vice President Jusuf Kalla for illegal gain. “As Parliament speaker I confirm we never misused the name of the president,” Novanto said on Monday. Earlier, Sudirman Said, the Energy and Mineral Resources (ESDM) Minister, said a politician had used the name of the president and vice president for illegal gain from PT Freeport Indonesia in exchange of support for extension of its contract. PT Freeport Indonesia, an Indonesian unit of the U.S. mining giant Freeport McMoran Copper & Gold was seeking extension of its contract which will end in a number of years. Novanto said he knew nothing about the information given by the ESDM minister about politicians

The third meeting took place at a hotel in Jakarta on 18 June, 2015, he said. “The politician offered support in the process of extending the contract of PTFI and in exchange of PTFI gave a share in the names of President Joko Widodo and Vice President Jusuf Kalla,” the minister said. HONG KONG - Stockmarkets mostly fell Monday following the deadly weekend terror attacks in Paris -with airline stocks taking a beating on concerns over the tourism industry.

Kubu fisherman missing after tidal wave
AMLAPURA - A fisherman named I Gede Meruta was declared missing since he went out to sea on, Sunday (Nov. 15). This 50-year-old fisherman from Muntig village, Kubu, went missing amid tidal waves in the waters near the village. An all day search was conducted but the missing fisherman has yet to be found. The BPBD deployed eight personnel in the search, while the National SAR Agency
(Basarnas) deployed four personnel assisted by Kubu subdistrict military command. The search was conducted using nine traditional boats owned by local fishermen and divided into two teams. One team headed north to the border of Singaraja-Karangasem, in the area of Gerombong, and another team went southwards the Gili Selang and Lombok Strait. “However, the search yielded nothing.
There is no indication of any traces of the victim,” said Arimbawa. The search was paused at 4:45pm due to unfavourable weather conditions with tidal waves and strong winds making things worse. The search will be resumed again on Monday (Nov. 16) between 06:00 a.m. until the afternoon. There is hope that Meruta can be found, his family is eager to know whether he is dead or alive. (kmb31)

Aside from securing harbor entrance, it is also accompanied with patrols in vulnerable points to traditional ports along the coast of Jembrana. 95 cases of violence against children reported in Buleleng
SINGARAJA - Violence does not only occur amongst adults, but children are also subject to violence. According the the Buleleng Poilice data 95 cases of violence against children were reported between January and November 2015. Operation Division Head of the Buleleng Police, Ketut Gelgel, said there are three basic aspects to handing cases of violence and sexual assault: social, psychological and legal. “Our records show 95 reported cases of violence against children - but these are only the cases that are reported, we suspect that there are an alarming number of unreported cases. In dealing with the reported cases we first look at the social conditions and whether the situation can be resolved amicably or not as well as what kind of social and psychological impact will arise due to the violence? If these two aspects cannot be resolved legal handling is required,” said Gelgel
on Sunday (Nov. 15) after speaking at the Workshop on Violence and Sexual Abuse against Children that was held at Lakshmi Graha Building Buleleng in collaboration with the Buleleng Social Community (BSC). The workshop was followed by preschool program (PAUD), kindergarten, and elementary school teachers, as well as non-commissioned police and military officers across Buleleng. Approximately ten percent of sexual abuse cases are committed by strangers that are rarely identified by the victims in their environment. At the very least, children need to be educated about how to keep themselves safe from an early age. “Children need to have it explained to them that nobody is allowed to touch their sexual organs and that they need to firmly reject any attempts to touch these areas of their body. ANTALYA, Turkey — Pressed for a strong response to the Islamic State group’s assault on Paris, the world’s top industrial and developing nations are set to outline their coordinated response to what President Barack Obama has described as an “attack on the civilized world.” The leaders of the Group of 20 were wrapping up their two-day summit in Turkey Monday against the backdrop of heavy French bombardment of the Islamic State’s stronghold in Syria. The bombings marked a significant escalation of France’s role in the fight against the extremist group. Numerous meetings about next steps in Syria and the Islamic State campaign were being held on the sidelines of the summit at the Turkish seaside resort of Antalya. Obama was to huddle with European leaders from France, Britain, Germany and Italy. French President Francois Hollande skipped the summit to stay home and deal with the aftermath of the attacks, but Foreign Minister Laurent Fabius planned to attend the meeting with the U.S. president. Russian President Vladimir Pu-
tin, a key player in ending the conflict in Syria that created a vacuum for the Islamic State, met separately with Italian Prime Minister Matteo Renzi and British Prime Minister David Cameron. Putin and Cameron both emphasized the need for joint action against terrorism in the wake of Paris terror attack. “The latest tragic events in Paris show that we have to unite our efforts in fighting this evil, something we should have done long time ago,” Putin said. Putin launched an air campaign in Syria a month-and-half ago with the Islamic State as the top declared target. The U.S. and its allies, however, have accused Moscow of focusing on other rebel groups in a bid to shore up Syria’s leader Bashar Assad, whom the West sees as the main cause of the Syrian conflict and the chief obstacle to peace.
Ahead of the G-20, foreign ministers met in Vienna to discuss a new diplomatic plan to end the Syrian war. Still, sharp differences over Assad’s future and disagreements about what militant groups in Syria should be considered terrorists have dampened hopes for a breakthrough. NAYPYITAW, Myanmar — The military-backed party overwhelmingly voted out of office in Myanmar’s general elections still has another 2 ½ months to make laws as the majority — and retains enough potency to complicate matters if it chooses to do so. The Parliament that began its new session Monday is still dominated by legislators from the Union Solidarity Development Party, which was trounced by Aung San Suu Kyi’s National League for Democracy in the Nov. 8 elections. The appearance of unfairness did not diminish the optimism of opposition party lawmakers. “We have been through many difficult situations. It will not be too much of a headache for NLD,” said Win Htein, an NLD member. Over the next 2 ½ months, Parliament will mainly scrutinize additional budget requests by ministries, said Tin Maung, a USDP legislator. “There will be more discussion on draft laws that were discussed in the past, and maybe some laws will be passed,” he said without giving details. The session lasts until Jan. 31, when the new parliament will sit with roles reversed — the NLD will occupy 387 of the 664 seats in the two houses and the USDP will have only 42 seats, down from more than 360 it now holds. The lame-duck session is unusual for a parliamentary democracy, where usually the legislature is dissolved before an election and convenes with the newly elected members. But Myanmar’s government structure includes features of a presidential system. Also, 166 seats are reserved for the military under an arrangement the former junta made before ceding power to the quasi-civilian USDP government in 2011 as part of a gradual transition to democracy after a half-century of military rule. The USDP is made up largely for former junta members. After Jan. 31, the two largest parties in the upper and lower house — which is the NLD in both — and the military bloc will propose three candidates, one of whom will be elected president and the other two will become vice presidents. The president will then form a cabinet. This system was most likely created in the belief that the USDP and the military combined would have a majority and could elect their candidate as the president. But the landslide NLD victory on Nov. 8 has in effect negated the military’s guaranteed presence. Still, NLD leader Suu Kyi cannot be elected president because of another clause in the constitution written by the military — anyone with a foreign spouse or children is ineligible. Jamkrindo reports IDR468.8 billion net profit
NUSA DUA - Government owned credit guarantee company Perum Jaminan Kredit Indonesia (Jamkrindo) reported IDR468.8 billion in net profit in the first nine months of the year. This profit is down slightly by 0.5 percent from IDR471.4 billion in the same period last year.
A company director Bakti Prasetyo attributed the decline to falling income from the sector of people’s business credit. In addition to fee from credit guarantee, Jamkrindo earns income from investment and other business activities, Bakti said in an international seminar on financial guarantee on Monday. In its financial report by September 2015, fee from guarantee service in the third quarter of this year fell 19.6 percent
to IDR831.4 billion from IDR922.5 billion in the same period last year. Comprehensive profit in the first nine months of 2015 totaled IDR176.9 billion. Despite the decline in profit the company recorded an increase in assets reaching IDR10.39 trillion by September, 2015 up 3.69 percent from IDR10.02 trillion by the end of 2014. “Its equity was valued at IDR8.40 trillion or almost unchanged from IDR8.41 trillion,” he said. There are two important agendas to be held, namely the appointment of Indonesia to host the 28th Asian Credit Supplementation Institution Confederation (ACSIC) Conference and the International Guarantee Seminar (IGS). Anwar, said that the trust given to Indonesia as the host of the IGS and ACSIC conference poses an honor for the country. The book gives an overview on what, how and to what extent its role in the national economy. At least, the book is expected to become a handbook for guarantee industry. Climate & wine: Is it still Bordeaux without Merlot?
BORDEAUX, France - Can the world’s most storied wine region adapt to climate change without losing its identity? This is the question haunting the Bordeaux region as the threat of global warming looms ever larger. Concretely, it may boil down to this: Without Merlot, will it still be Bordeaux? The dry, hot conditions that shaped the 2015 vintage, and are likely to prevail in coming years, “don’t worry winemakers for now because the early harvests improve quality,” said Bernard Farges, president of the Interprofessional Committee for Bordeaux Wines. At the same time, they know that the most sun-sensitive grape varietals -- especially Merlot, by far the most planted in the region -- are headed for trouble. “Within 20 or 30 years, Merlot will probably ripen in August, and that will clearly compromise the quality of the wines because they
will lack freshness and have too much alcohol,” said Kees van Leeuwen, a researcher at the National School for Agricultural Sciences. And so Bordeaux winegrowers have turned to science to help them find ways to once again extend the maturation of this signature red grape -- as well as others -- into the crisp autumn nights. The first counter-attacks against a warming climate are growing more bunches per vine, and partially shading the grapes from the sun. A next step will be to identify and plant rootstocks -- the live root structure and trunk to which different varietals can be grafted -- that can better withstand warmer tem-
peratures. Both of these measures are uncontroversial and would buy winegrowers time. But eventually they would face tougher choices about how much of which grapes to use. And this could subtly alter the signature aromas that have defined Bordeaux wines -- almost all of which are assembled from more than one varietal -- over the centuries. The region’s prestige wines -Margaux, Saint Emilion, Pomerol in red, for example, or Sauternes in white -- must be made of certain grapes in specific proportions to have the right to display their famous names. Climate change may force a revision of these rules. The Cabernet Sauvignon grape, which “corresponds well to the typical Bordeaux flavour,” thrives under hot conditions, said van Leeuwen.
“We need to plant more.” Petit Verdot, another grape that naturally matures late, is also present in Bordeaux, though currently only covers about one percent of vineyards. In a few decades, it may no longer have such a marginal status. Beyond adjusting the mix in assembled wines lies a step that remains heretical to most connoisseurs: adding new varietals into the mix. “By 2040 to 2050, we may need to introduce grapes that are not today cultivated in Bordeaux in order to have a pallette of varietals that mature at the optimal moment for great wines,” said van Leeuwen. In anticipation of that day, the Institute of Vine and Wine Sciences of the University of Bordeaux has been experimenting since 2009 with more than 50 new varieties to see which come closest to the recognisable Bordeaux taste.
In October, for the first time, 20 of these grapes were turned into wine, and stacked up against the region’s traditional varietals. Among them is tinto cao, a Portuguese grape that is today used to make top grade portos. Scientists say that the Atlantic climate around Porto is close to what Bordeaux’s is predicted to be in 30 or 40 years, with an additional two or three degrees Celsius (three-and-a-half to five degrees Fahrenheit). Some Bordeaux winegrowers have petitioned for the right to plant one or two percent of their vineyards in varietals currently not authorised in order to conduct similar experiments. “It won’t change the taste of Bordeaux if we switch one percent of the grapes,” said Jeremy Ducourt, an oenologist working on the project. NUSA DUA - The Financial Services Authority (OJK) launched an SMEs Rating Agency during The International Guarantee Seminar (IGS) and The 28th ACSIC Conference that took place at the Westin Hotel, Nusa Dua, on Monday (16/11). The new agency serves as a data base of SMEs and also functions to assess the feasibility of SMEs and certify those that qualify. “We have been working with loan guaranteeing institutions to establish a rating agency for SMEs that was launched during this international event. The agency will be run by Asippindo (Association of Indonesia’s Guarantee Institutions),” said Chairman of OJK, Muliaman Hadad. On the occasion of the launch, Hadad ceremonially gave out rating certificates to 11 SME’s representatives and explained that this agency functions independently. “This is a separate institution that recruits its own people and collects its own data from various institutions. We are working with members of loans guarantee associations, both locally and at the national level,” explained Hadad. The agency will be in charge of issuing certificates to SMEs who qualify and this rating certificate will serve as one of the conditions for accessing KUR funds. “Later, we hope to have a complete database of existing SMEs and their ratings. This information will help banks determine towards which SMEs and other creative businesses they should channel their credit,” Hadad added. “This concept was initiated and studied by OJK who saw that such an agency was necessary to increase the functioning capacity of SMEs. Perum Jamkrindo will pioneer this rating agency under the Association of Indonesia’s Guarantee Institutions (Asippindo),” said Chairman of Asippindo and President Director of Perum Jamkrindo, Diding S. Anwar, who added that such an agency needs to function independently. “The rating agency should function independent but will be run by Asippindo. The agency’s data will be accessed by banks, rural banks and pawn shops in the future,” said Hadad, who also explained that this service will resolve the problem of SME’s being considered unbankable and will serve to fill in the gap between credit agencies and SMEs. Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LOS ANGELES - The new James Bond movie “Spectre” stayed atop the North American box office revenue tally in its second week in theaters, bringing in $35.4 million, industry estimates showed Sunday. NEW YORK — In the end, “Misery” isn’t total misery. It’s just weird. Apart from the fact that it’s a completely unnecessary adaptation, you oddly start to root for the monster, not the bona fide action hero. That’s because Bruce Willis makes an appallingly ill-conceived Broadway debut in the thriller that opened Sunday at the Broadhurst Theatre. But Laurie Metcalf rescues the “Die Hard” stud by doing enough good acting for both of them. Nowhere this season on Broadway is there an acting gulf as wide between two leads than here. Willis has decided to squint a lot, mumble and rely on some “Moonlighting”era quipping, not to mention an earpiece that feeds him lines. The artificial snow that falls on the set has more dynamism. Metcalf, who some will know from the TV show “Roseanne,” is a Steppenwolf Theatre Company veteran who plays a towering psychotic — girlish one minute and inhuman the next. She’s so good that she starts making sense. She’s so good you care about her, even if
she’s waving a gun menacingly. The action takes place in a lonely, snow-encased Colorado town. While driving on an icy road, novelist Paul Sheldon crashes and is pinned in his car, with a new manuscript tucked away in his nearby briefcase. Metcalf plays Annie Wilkes, his so-called No. 1 fan who obsesses over Sheldon’s nine-book series about a 19th century English heroine named Misery. Wilkes finds poor Sheldon, frees him from the car and takes him to her home to nurse him back to health. The play opens here, with Metcalf the ever-devoted fan-girl and Willis in bed looking like he’s been hit by a train. It’s hard to act when you’re immobile but Willis doesn’t try, merely groaning a lot. After all, deep down, he knows this is Metcalf’s show. Wilkes’ down-home likeability soon vanishes when she reads both Sheldon’s latest manuscript and then his new book in which the author has killed off Misery. She forces him — using torture and drugs — to literally write for his life. (ap)

Clean water crisis looms over South Badung
MANGUPURA - Although South Badung is the wealthiest district of Bali, the rapid increase in the population here has had devastating consequences on the availability of ground water. A clean water crisis is looming large as accommodations continue to be built despite legal constraints and ground water continues to be used watefully. In just 5 years, the number of non-star hotels rooms in Badung has jumped from 46,278 rooms to 61,206 rooms as of 2014. Many higher end accommodations tap in the ground water, rather than relying on water form the municipal water works (PDAM), with serious consequences for everyone. The Head of Human Settlements (DCK) Badung, Ni Putu Dessy Darmayanti, confirmed that the use of ground water has already exceeded capacity. “Badung uses 28 million cubic meters per year. while there is only 25 cubic metres that can safely be consumed. The extra 3 million cubic meters has caused a severe water deficit,” said Darmayanti recently. She added that she is tremendously concerned about the excessive use of ground water because it is clearly causing human discomfort and disrupting environmental balance.

According to the Human Settlement Agency, ground water is predominantly used for domestic purposes, accessed by 29,990 houses, and 847 units of tourist facilities such as hotels, restaurants and the like. “South Badung is the larger user of ground water as both houses and tourists accommodations continue to be built,” explained Darmayanti. Although there are more residential dwellings using ground water than there are tourist facilities accessing this precise resource, the amount of water used by each unit is quite different. A single hotel may consist of hundreds of rooms and tourists facilities in general tend to use excessively large amounts of water. “So, despite the lower figures in terms of number of units, the use of groundwater by tourist accommodation is quite large,” she said.
