Fires cost Indonesia $16 billion, twice the tsunami bill

JAKARTA - Indonesia’s economy took a $16-billion hit this year from forest fires that cloaked Southeast Asia in haze, more than double the sum spent on rebuilding Aceh after the 2004 tsunami, the World Bank said Tuesday. The fires and resulting haze are an annual occurrence caused by slash-and-burn land clearance. But the blazes in 2015 were the worst for some years, causing air quality to worsen dramatically and many to fall ill across the region. In a quarterly update on the Indonesian economy, the World Bank said the fires had devastated 2.6 million hectares (6.4 million acres) of forest and farmland across the

archipelago from June to October. The cost to Southeast Asia’s biggest economy is estimated at 221 trillion rupiah ($16.1 billion), equivalent to 1.9 percent of predicted GDP this year, it said. In contrast, it cost $7 billion to rebuild Indonesia’s westernmost province of Aceh after it was engulfed 11 years ago by a quaketriggered tsunami, with the loss of tens of thousands of lives, the

bank said. “The economic impact of the fires has been immense,” said World Bank Indonesia country director Rodrigo Chaves. Fire has long been a popular way of quickly and cheaply clearing land on Indonesia’s Sumatra island and the Indonesian part of Borneo, to make way for lucrative palm oil plantations. But the fires burn out of control and produce noxious haze during the months-long dry season, particularly when started on carbonrich peatland. The World Bank said that if every hectare burned in 2015

were converted to palm oil, the value would be about $8 billion. Indonesia is the world’s biggest producer of the oil, used in numerous everyday goods from biscuits to shampoo. “So on the one hand 16 billion dollars cost to the public, on the other hand, eight billion dollars -- lots of money -- to a handful of individuals,” said World Bank environmental specialist Ann Jeannette Glauber. The estimated costs are based on an analysis of the types of land burned and take into account the impact on agriculture, forestry,

trade, tourism and transportation, as well as short-term effects of the haze such as school closures and on health. More than half a million people suffered acute respiratory infections in Indonesia, while many in neighbouring Singapore and Malaysia also fell ill. Having just enjoyed the spendor of the beauty of the mountain, the hearts of hikers are saddened by this disruptive sight. The foot of the mountain that looked so beautiful from afar is now seen to have been dredged for sand that is sold for a profit. The alarming condition of the mountain irritates not only the government, but also many locals including Batur public figure Jero Gede Batur Alitan. “In the past, people here fought tooth and nail to make sure the mountain was not disturbed and tree planting is an ongoing activity here,” he said. Trees here are nonetheless continuing to decline n numbers, partly from people cutting them down. Jero Gede Batur, is very concerned about

the situation and recently said: “if the mountain continues to be bothered, one day it will get angry”. These are not the only problems that Mount Batur is facing. Regional Section Head of the Natural Resources Conservation Agency (BKSDA) of Bali, Catur Marbawa, says that it is still common to find black stone being stolen form the mountain and he and others fear that if this continues to go on, this regional geological heritage will be destroyed. “The theft of black stones is still happening today,” stated Marbawa, adding that a number of legal actions have been taken to deal with the problem. The dissemination of information regarding the laws and the legal actions being taken, is ongoing. “Firm actions ave been taken in dealing with the thieves and we have already seen a reduction in theft cases,” he said. When asked to estimate the size of the area being quarries for black stone, Marbawa said that it was hard to say because the illegal quarrying is spread out over several locations. “The stealing of stone is not just happening in one place and the mountain remains

In terms of environmental preservation, regent I Made Gianyar will be be clarifying regulations set in place to protect Mt. Batur’s caldera from being rampantly exploited for profit. According to Gianyar, determining which areas can be dug up and which need to be conserved is of great importance. The government, he said, cannot consider halting all quarrying because raw materials like sand are needed for the development of other areas. Im a recent interview, the regent said that apart form clarifying regulations, his government is also looking to raise aware-

ness within the mining community about the importance of environmental conservation. The region cannot continue to be exploited as it has been, otherwise the materials being taken- such as sand, will run out, he explained. According to Gianyar, anyone who is involved in quarry activities needs to receive proper training so that they can become more mindful and creative. With the right training, lava stone for example could be used by local people to create highly sought after souvenirs instead of selling off the stone per truck load. “If the new regulations pre-

vent certain regions from being minned, with proper training people can easily change their profession from sand miner to other fields,” said Gianyar. Aside from raising public awareness, the most important thing, according to Gianyar, is that the governor of Bali restrict the development of Southen Bali by imposing a moratorium on construction in that region. Without such a restriction, it will extremely difficult to prevent sand form being mined in Kintamani. Given the current environment damage that is ongoing today, the regent of Bangli says that it is absolutely necessary to revitalize other sectors of the economy. For example, land that has already been excavated should be planted with bamboo, because not only would this provide foliage and help the lake water it would also provide other sources of income for local people. Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Ford plans 13 new electrified vehicles by 2020

DEARBORN, Mich. — Ford Motor Co. says it will introduce 13 new electrified vehicles worldwide by 2020, including an updated Focus sedan that will go on sale late next year.

The new Focus will have fast-charging capability and an estimated 100-mile range, up from 76 miles in the current electric Focus. Ford also plans to introduce the Mondeo hybrid sedan and the C-Max Energi plug-in hybrid in China next year. Ford currently sells electric, hybrid and plugin hybrid versions of its Focus, Fusion, C-Max and Lincoln MKZ sedans. Ford CEO Mark Fields says the company wants 40 percent of its global offerings to come in electric versions by 2020, up from 13 percent now. DENPASAR - The trial of Engeline’s murder with the defendant Margriet Ch Megawe presented a number of police witnesses, Monday (Dec. 14). They are the officers who first found the body of Engeline buried beneath a chicken coop belonging to the defendant Margriet. Police witnesses had prayed when digging the land and saying “Oh my God, hopefully this is the body of Engeline.” Last Monday’s trial was chaired by the judge Edward Harris Sinaga. The witnesses presented by prosecutor Subekhan et al., consisted of the police officer Agung Kusuma Jaya. Initially he said there was a meeting with the former Bali Police Chief, Ronny F Sompie on June 10 at Jimbaran. Police chief asked the members to recheck the scene because the report of Engeline missing has been three weeks without a progress. Ultimately, the Bali Police chief asked his personnel to conduct an investigation to the crime scene. Criminal investigation members also performed a probe namely by taking documentation from outside. “I have even had time to get into the home yard and checked the banana tree,” said the witness. At that time, the Unit Chief of Denpasar Police Crime and Violence Sulhadi was also present at the scene. And the officer asked about Margriet. At the same time, the Chief of East Denpasar Police, Redastra, was also at the location. “In my mind, when making the investigation on May 18 we tried to find out who knew the child was hidden in the home area. At that time, I had no suspicion if the missing child was buried,” said the witness. After a few days, the home of Margriet was guarded by a security, Dewa Ketut Raka. However, the Unit Chief of Bali Police, Pande, asked the witness to take a hoe and the witness hoed in the corner of the home yard and chicken coop. At that time nothing was found. Armed with the hoe, the witness then

hoed at another location. At first, it was performed by the crime and investigation officer Kayun. After that, it was resumed by the witness. “The condition of land I hoed was hollow and dry,” he said before the trial. And, continued the witness, when he first hoed the land the hoe handle of was rocking. “But, when hoeing the land, it was too easy for me to do whereas the land was dry,” revealed the witness. The witness then repeated to dig and scratched by hand because he was suspicious of the land condition. When digging up, the witness initially found a white cloth. “When continuing to dig up, I found jeans (trousers). After that, I took up the clothes and ensured that it was a body,” said the burly police witness. At that time, this police officer prayed:” Oh my God, hopefully this is the body of Engeline.” According to the witness, when finding the suspicious object, the witness was getting more vivacious to dig up and found a rope entwined on the neck of Engeline’s body. “I also found a doll, jeans and shirts of Engeline,” said the witness. With the finding of the body of the poor girl, the police witness continued to take a bamboo log to dig up deeper and looked for other evidence in the hole. And after finding the body, the witness contacted to the aide to the Chief of Denpasar Police, A.A. Sudana. The information the spread, including to the Chief of Bali Police. Afterward, I came to Sanglah Hospital to accompany and wanted to know about the cause of the death from the forensic report, at seven o’clock at night I went to Denpasar Police to bring the results of forensic report and gave it to the investigators,” said the witness. Results of the forensic laboratory examination issued by Doctor Dudut mentioned that on the body of Engeline was found cigarette incendiary right around the waist and bruising at hand, thigh and calf. On the skull was found reddish signs estimated to have got exposure of blunt object. The doctor declared that the death happened due to a clash of head, not caused by bondage in the neck. In the first interrogation, the witness said that he heard information at a glimpse from Agus that Agus told that the murder was committed by Margriet, while he (Agus) raped the victim. Both defendants were interrogated separately. Based on the information, the defendant Margriet did not respond or gave no comment. “It is enough, I have no comment,” she said. After giving testimony, the judge had asked the police, if any time his statement is needed, to attend because the witness first found the body of Engeline. The second witness is Ketut Rayun. He came to the crime scene along with the Unit Chief of Denpasar Police to do checking. Witness’ testimony is not much different from the previous testimony because they belong to the same team. Saudi Arabia forms Islamic counterterrorism coalition

RIYADH, Saudi Arabia — Saudi Arabia said Tuesday that 34 nations have agreed to form a new “Islamic military alliance” to fight terrorism with a joint operations center based in the kingdom’s capital, Riyadh. The announcement published by the state-run Saudi Press Agency said the alliance will be Saudi-led and is being established because terrorism “should be fought by all means and collaboration should be made to eliminate it.” The statement said Islam forbids “corruption and destruction in the world” and that terrorism constitutes “a serious violation of human dignity and rights, especially the right to life and the right to security.” The new counterterrorism coalition includes nations with large and established armies such as Pakistan, Turkey and Egypt as well as war-torn countries with embattled militaries such as Libya and Yemen. African nations that have suffered terrorist attacks such as Mali, Chad, Somalia and Nigeria are also members. Saudi Arabia’s regional rival,

Shiite Iran, is not part of the coalition. Saudi Arabia and Iran support opposite sides of in the wars raging in Syria and Yemen. Saudi Arabia is currently leading a military intervention in Yemen against Shiite Houthi rebels and is part of the U.S.-led coalition bombing the Sunni extremist Islamic State group in Iraq and Syria. At a rare news conference, Saudi Deputy Crown Prince and Defense Minister Mohammed bin Salman said the new Islamic military coalition will develop mechanisms for working with other countries and international bodies to support counterterrorism efforts. He said their efforts would not be limited to only countering the Islamic State group. “Currently, every Muslim country is fighting terrorism individually

... so coordinating efforts is very important,” he said. He said the joint operations center will be established in Riyadh to “coordinate and support military operations to fight terrorism” across the Muslim world. Smaller member-states included in the coalition are the archipelago of the Maldives and the islandnation of Bahrain. Other Gulf Arab countries such as Kuwait, Qatar and the United Arab Emirates are also in the coalition, though notably absent from the list is Saudi Arabia’s neighbor Oman. But Iraq and Syria whose forces are battling to regain territory taken by the Islamic State group and whose governments are allied with Iran are not in the coalition. Benin, while it does not have a majority Muslim population, is also a member of this new counterterrorism coalition. VIENNA — The U.N. nuclear agency prepared Tuesday to close the books on a decade-long probe of allegations that Iran worked on atomic arms, despite acknowledgement by its head that his investigation remains incomplete. The probe has to be formally closed as part of a deal between Iran and six nations to crimp present Iranian nuclear programs that could be used to make such weapons, in exchange for the removal of economic sanctions. Ahead of adoption of a resolution ending the investigation, Yukiya Amano of the UN.’s International Atomic Energy Agency told the agency’s 35-nation board that his investigation could not “reconstruct all the details of activities conducted by Iran in the past.” At the same time he repeated an assessment he made last month, that Iran worked on “a range of activities relevant” to making nuclear weapons, with coordinated efforts up to 2003 tapering off into scattered activities up to 2009. Despite Iranian denials, the United States and its allies continue to believe that Tehran did such work. But their overriding interest is moving on to implementing the July 14 deal that focuses on limiting Iran’s nuclear activities for more than a decade — a plan that depends on shutting down the probe. An EU statement obtained before delivery reflects the will to move on. Unlike previous statements, it avoids criticism of Iran over its alleged weapons research and development program, saying only “we note” the IAEA conclusion. The resolution on ending the investigation was drawn up by the United States and the other nations that negotiated the July 14 deal with Iran — Russia, China, Britain, France and Germany Once approved, it opens the way for implementation of that deal, formally expected next month. UN says 2 billion people have improved living standards ADDIS ABABA — The United Nations says that 2 billion people have lifted themselves out of low human development in the last 25 years. The Human Development Index by the United Nations Development Program (UNDP) calls for equitable and decent work for all. The report was launched on Monday in the Ethiopian capital of Addis Ababa. “Work ... is crucial for human progress,” the report said. “Of the world’s 7.3 billion people, 3.2 billion are in jobs, and many others engage in unpaid care, creative and voluntary work or prepare themselves as future workers. Fast technological progress, deepening globalization, aging societies and environmental challenges are rapidly transforming what work means today and how it is performed.” Decent work contributes to both the richness of economies and the richness of human lives, said UNDP administrator Helen Clark. “All countries need to respond to the challenges in the new world of work and seize opportunities to improve lives and livelihoods,” said Clark. According to the UN, 830 million people are now classified as working poor who live less than $2 a day. Over 200 million people, including 74 million youths, are also considered unemployed, while 21 million people are currently in forced labor. “Human progress will accelerate when everyone who wants to work has the opportunity to do so under decent circumstances. Yet in many countries, people are often excluded from paid work, or are paid less than others for doing work of the same value,”said the report’s lead author Selim Jahan. Sub- Saharan Africa has been cited as a region where significant gains have been made in human development. The report, however, cautioned that there is an urgent need to address wide inequalities and gaps in opportunities. “The region has experienced the fastest annual growth rates in the Human Development Index among all regions,” said Jahan, adding that twelve African countries are in the high or medium human development group. “However sub-Saharan Africa on average remains in the low human development category. ... But yet, Sub-Saharan Africa has been particularly innovative in harnessing modern technology for financial activities. Mobile phone and internet-based economic activities are likely to continue expanding.” The report detailed that while women carry out 52 percent of all global work, glaring inequalities in the distribution of work remain. The choice to focus on work in this report was made because the subject has changed so much recently, the head of UNDP, Helen Clark, told The Associated Press after the launch of the report in Addis Ababa. “There are so many aspects to the work issue in the major global agenda now,” Clark said. “Part of this is the migration challenge. Migration is part of the human story. Europe needs migrants and Africa needs remittances. There are natural fits here that all need to understand.” (ap)

HONG KONG - Oil prices resumed their retreat in early Asian trade Tuesday after enjoying a rare gain overnight, as investors train their sights on the US Federal Reserve’s most hotly anticipated policy meeting in years. After plunging around 12 percent last week crude closed slightly up Monday, but with global demand still weak and no sign of an end to a supply glut, the battered commodity was unable to build up any momentum in Asia. Energy firms, which have been hammered for months by the sinking oil price -- down more than 60 percent since June 2014 -- enjoyed some respite. Hong Kong-listed CNOOC and PetroChina rose, while Woodside Petroleum in Sydney edged up and in Tokyo Inpex also advanced. However, the decision by the OPEC oil exporters’ group earlier this month not to cap production levels continues to depress prices and analysts have warned further falls in the black gold could be expected.

Dealers are casting their eyes to Washington, where the Fed on Tuesday begins its two-day policy meeting that most expect to end with its first interest rate hike in nine years. While analysts say the increase has been on the cards for several weeks, the real interest is in how the central bank manages the rise. “Investors are focusing on the Fed,” Toshihiko Matsuno, chief strategist at SMBC Friend Securities told Bloomberg News. “They want to see what the Fed will announce on the target interest rate at the end of 2016. There’s market consensus that rates will rise this week, but it is unclear what happens after that.” The dollar has been subdued in recent sessions, with the euro edging up despite the expected US rate rise and speculation

JAKARTA - A senior Indonesian minister on Monday sought to distance the administration from parliament speaker Setya Novanto, who is fighting allegations that he tried to extort shares worth $1.8 billion in the local unit of Freeport McMoRan Inc. Novanto is at the center of a major political scandal, with a parliamentary ethics council investigating allegations he used the name of President Joko Widodo to pressure Freeport’s officials for the shares, in return for a contract extension. Novanto has denied any wrongdoing. Analysts say the high-profile case could further erode investor confidence in Southeast Asia’s largest economy, with Indonesia routinely ranked as one of the world’s most corrupt countries. “We must not politicize this anymore because honestly we’re playing with something that can cause financial damage to this nation,” Luhut Pandjaitan, chief security minister and key presidential adviser, told the ethics panel. Pandjaitan was called to testify after his name came up repeatedly in a secretly recorded meeting between Novanto and the head of Freeport’s Indonesian operations. In the recording, Novanto indicated he had the approval of Pandjaitan, who was then the presidential chief of staff, to negotiate for the 20 percent stake on behalf of Widodo. An ethics panel member said Pandjaitan’s name was mentioned 66 times during the two-hour recording. Pandjaitan, who founded coal and palm oil firm Toba Sejahtera Group in 2004, said he never discussed such an issue with Novanto and had no prior knowledge of the meeting. “My friendship with Novanto is limited to his work as House speaker and mine as coordinating minister,” Pandjaitan told the ethics hearing broadcast live on television. “Since I have taken public office, I haven’t been involved in business.” The minister urged panel members to “stick to the facts” as the case could hurt investor sentiment. Widodo, who has not been called before the ethics panel, has urged authorities to conduct a transparent investigation. The attorney general’s office is also looking into the case. Freeport Indonesia must sell the Indonesian government a greater share of its Grasberg copper and gold mine, one of the world’s biggest, under regulations passed last year by the previous administration. The government already has a 9.36 percent stake in Freeport’s Indonesian operations, and is due to take another 10.64 percent stake. In return for Freeport’s shares, Novanto allegedly told the company executive that he could ensure the miner’s contract would be extended from 2021 to 2041. India worries it compromised too much on climate treaty

NEW DELHI — As the world celebrates reaching an unprecedented global climate treaty, India is praising nations’ willingness to compromise for the good of the planet. But many in the country — which had been among the most strident during the negotiations — worry they had to compromise the most. In the hours after the treaty was finalized in Paris, India’s environment minister gave a speech that verged toward complaint, saying that the “actions of developed countries are far below their historical responsibilities and fair share.” “While give-and-take is normal in negotiations, we are of the opinion that the agreement could have been more ambitious,” Prakash Javadekar said. India’s goals going into the talks were high. It wanted longpolluting rich nations to make the steepest cuts in climate-warming greenhouse gases, so others like India could continue to expand their economies on fossil fuels. It wanted considerable finance and free access to new technologies to expand its renewable energy capacity and cope with the effects of climate change. And it wanted the final Paris climate treaty to enshrine the idea that industrialized nations, which have been emitting greenhouse gases for decades, are historically responsible for the climate crisis. It was disappointed to some degree on all fronts. While the treaty does make distinctions between rich and poor nations in terms of various actions they should take, it ignores the concept of “historical

responsibility” for climate change; it denies free access to new energy technologies; and it leaves open the possibility of developing countries still having to make emissions cuts of their own. “The draft agreement further weakens differentiation between developed and developing countries like India,” said Prodipto Ghosh, a former climate negotiator with a Delhi-based research group, The Energy and Resources Institute. “The absence of any target for financial resources to developing countries is disappointing.” At the same time, India was determined to avoid being labeled a spoiler in the talks — something it has been called in the past when it stood staunch on having its demands met. Prime Minister Narendra Modi described the Paris treaty as equitable, saying in a Twitter message Sunday that it “has no winners or losers. Climate justice has won, and we are all working toward a greener future.” Experts and analysts are still coming to terms with what the deal might mean for India’s development path. Some said the treaty’s very existence was a plus for India, as the South Asian nation of 1.25 billion people will need global help with its development goals, and will

continue to press the industrialized world for more action. “As a vulnerable country, achieving a climate deal was important for India,” added Navroz K. Dubash, coordinator of climate work at an independent New Delhi think tank, the Centre for Policy Research. “While India should certainly do its part, it is important that these mechanisms keep pressure on developed countries for more ambitious actions, to allow countries like India the carbon space to meet our development needs.” But what is becoming clear is that India could still soon face enormous pressure to do much more. The 32-page agreement, endorsed by 195 countries, will be implemented only from 2020 — opening a window for India to update its pledges between now and then. Experts say much stronger commitments are still needed to meet the treaty’s goal of limiting the average global rise in temperatures to “well below” 2 degrees Celsius from pre-industrial levels. Already, the world has warmed by 0.7 degrees Celsius. India had wanted the target limit set at 2 degrees, and argued unsuccessfully against those who wanted to set it lower. “India believes that it will not have to do much before 2030,” said the New Delhi-based Center for Science and Environment. Mercedes ‘too far’ ahead in F1, reckons Daniel Ricciardo

Mercedes could be “too far” ahead to catch during the 2016 Formula 1 season, Red Bull driver Daniel Ricciardo fears. World champion Lewis Hamilton and team-mate Nico Rosberg have enjoyed a largely private battle at the front of the field since F1’s V6 turbo hybrid regulations were introduced in 2014. While Ricciardo won three races in 2014, Red Bull’s power unit supplier Renault fell away this year, with Ferrari’s Sebastian Vettel the only non-Mercedes driver to win a race. The Australian does not see the situation changing dramatically next year. When asked during the Perth Speed Fest event in his hometown how far ahead Mercedes was, Ricciardo said: “Too far. LONDON — FIFA has tasked a Harvard professor with formulating human rights requirements for World Cup hosts and sponsors of the scandal-tarnished governing body. John Ruggie will provide a report in March showing how business and human rights principles he conceived for the United Nations can speedily become part of FIFA’s statues. “I hope everyone at FIFA is taking these issues seriously because the future of FIFA is at stake,” Ruggie told The Associated Press. “I suspect given the pressure FIFA is under they should look to it as a helpful tool and get on with it.” Following Ruggie’s review, such requirements will be an integral condition for countries entering bidding for the 2026 World Cup, with the process yet to be launched. FIFA prioritizing human rights issues in every aspect of its operations — from competitions to day-to-day contracts — appears to be a response to concerns about worker rights in Qatar in the five years since the Gulf nation won the right to stage the 2022 World Cup. “If the guiding principles had been in place in the context of the (2022) FIFA bidding requirements, the requirements themselves would have looked very different,” Ruggie said in response to questions about Qatar. “We are not asking FIFA to solve every global human rights problem but what the recommendations will require is that they become aware of the human rights impact of their own activities, relationships and events, and they have adequate procedures in place to avoid those adverse consequences.” Qatar organizers say no workers have died during 14 million man hours on stadium projects, which have more stringent regulations than

the country’s own laws. The scrutiny of Qatar has centered on non-World Cup projects, with the government yet to approve much-talked about labor reforms. “These reforms may not be coming quick enough for some people but our focus is on sustainable change,” 2022 World Cup organizing head Hassan Al Thawadi said Monday on the supreme committee’s website. If Ruggie’s envisaged proposals to FIFA had been in place at the time of the 2022 World Cup vote, Qatar would have been mandated to commit then to overhauling its labor laws. “A host country would have had two choices: either not to bid or agree to the conditions in which the bid was reviewed and accepted,” Ruggie said. Ruggie’s rules will not just cover construction workers at stadiums but also, for example, security forces protecting World Cup venues, ensuring they are adequately trained in the use of firearms and crowd control while controlling demonstrations without violence. A source of anger in Brazil ahead of the 2014 World Cup was over the displacing of communities to build stadiums, which is unacceptable to Ruggie without the agreement of locals. “There are international rules that go along with needing to adequately consult and compensate communities,” Ruggie said. “You don’t just send in the bulldozers to raze homes to the ground so you can build a stadium.” The new regulations will also cover the working practices of FIFA sponsors. Adidas, for example, would have to prove that its workers operate in good conditions and are adequately paid to make World Cup balls. (ap)

LEICESTER, England — Chelsea manager Jose Mourinho turned on his players after the team’s latest loss in its dreadful Premier League title defense, saying Monday he felt “betrayed” and accusing them of not trying their best. “If I was a player, I’d be giving a lot more,” Mourinho said after a 2-1 loss to surprise leader Leicester that left Chelsea one point off the relegation zone after 16 games.
