NASHVILLE, Tenn. — Multi-platinum superstar Taylor Swift is releasing her fourth studio album called “Red” on Oct. 22. She announced the upcoming worldwide release during a live web chat from Nashville, Tenn., on Monday before a living room full of fans. She said she named it “Red” because of all the different emotions she explores on the album. “They’re all pretty much about the kind of tumultuous, crazy, insane, intense, semi-toxic relationships that I’ve experienced in the last two years,” she said of the album, which was two years in the making. “All those emotions spanning from intense love, intense frustration, jealousy, confusion, all of that, in my mind all those emotions are red. There’s nothing in between. There’s nothing beige about any of those feelings,” she added. The album will have 16 songs, including the title track. It also features collaborations with other artists, producers and songwriters, unlike 2010”s “Speak Now” album written entirely on her own. Swift confirmed that there is a duet with British singer Ed Sheeran on the album and revealed that they wrote it while sitting on a trampoline. Wearing a red and white striped dress, red earrings and red lipstick, the Grammy-winning singer took questions from the live audience and online. Fans joined in from places such as New York, Alabama, Ohio, Sweden, Brazil and England, and Montreal, Canada. Swift played the first single from the album during the web chat. It’s called “We Are Never Ever Getting Back Together.” She sarcastically described it as “really touching and sensitive,” saying “it’s a really romantic song that’s to my lovely ex-boyfriend.” As the tune played over a speaker, she chair-danced and mouthed the words along with her fans. DENPASAR - Per capita income of Balinese population targeted by Bali Government to increase up to 100 percent from IDR 13.5 million per year in 2008 to IDR 24.48 million per year in 2013 has not been felt equally by Balinese people. It is evident from the number of poor people showing an increase in September 2011 when compared to March 2011. This data showed that Bali only becomes object of investment that grow rapidly in Bali. Per capita Gross Regional Domestic Product (GDP) in 2009 reached IDR 15.8 million, while per capita GDP of Bali in 2010 amounted to IDR16.59 million. Meanwhile, the number of poor people in 2008 reached 215,700
people. Such number continues to decline during the period of 20092011 namely to 181,700 people (2009) and 174,900 people (2010). But until September 2011, the poverty rate reached 183,100 or an increase of 8,200 people.
General Secretary of the Indonesian Economists Association (ISEI) of Bali, Prof. Dr. Ida Bagus Raka Suardana, assessed the increasing poverty was caused by many factors, including the purchasing power against the staple.
For instance, the rice, meat and vegetables were formerly still affordable, but now people could not afford them because their real income had decreased due to inflation and the uneven distribution of income. “Despite the GDP increases, but unfortunately it does not result in equity. As evidence, it is indicated by the increasing poverty rate in September 2011,” said Raka Suardana. Raka Suardana also revealed that to evaluate the success of a regional development could not be solely
seen from the GDP or per capita income. It could happen where the income of a few rich people contributed more than 80 percent of the GDP, while the remainder was contributed by the community who was still poor. “Therefore, the best method to measure the welfare of a society is in term of the equality. Another polemic on the management of tourism in Tabanan is starting to emerge. This time, the customary villagers of Candikuning, Baturiti, ask for the contribution to Eka Karya Botanical Garden located at local village. Since it was established, the tourist attraction has never given any maximal contribution to residents, especially to two temples located in the region, namely the Pucak Luhur Batu Meringgit and Pucak Teratai Bang. Both sacred temples are venerated by Pemuteran and Bukit Catu customary village. They complain that every ceremony held in the temples, the customary authority never receives any financial support from the operator of Botanical Garden whereas both temples have become one of the attractions offered in the ecotourism activity. “We should support the ceremony by self-finance, while no contribution is received for the temple and residents,” complained the Chief of Pemuteran customary village, Wayan Nada, Tuesday (Aug 14). According to him, residents often complained about the lack of contribution from the Botanical Garden. However, they chose to keep silent. Representing his residents, Nada hoped there would be contributions in keeping with the increase of tourist visit to the Botanical Garden, chiefly for both temples in the area of Botanical Garden. The complaint of customary villagers was justified by a legislator of Tabanan House from Candikuning, Nyoman Suta. The secretary of the asset special committee explained that Botanical Garden
belonged to central government for a rare plant research through the Indonesian Institute of Sciences (LIPI). But in reality, this area developed into a tourist attraction. Even, it had been equipped with a lodging facility and outbound arena. Another complaint was on the ticket management that was handed over to a third party. “It is at issue why the parking is managed by a third party. If the operator of Botanical Garden is unable to manage the parking lot, why is it not submitted to Tabanan Regency?” questioned Suta. Through the asset special committee of the Tabanan House, his party would explore the issue. He hoped the parking management of Botanical Garden could increase the revenue for the region. So far, added Suta, the sharing tax paid to Tabanan Regency remained very small. This PDI-P politician also questioned about the lack of contribution to customary village of Candikuning, chiefly to two temples located within the area of Botanical Garden. According to Suta, both temples did not only serve as tourist attraction, but also as a means to ask for salvation for the region. Suta expected the presence of Botanical Garden becoming a tourist attraction would have an economic impact on the residents in the vicinity. Moreover, the area was never empty of visitors. “The surrounding people should not just be spectators,” he protested again. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Rescued Dolphin ‘Edna’ Released into Wild A once-stranded dolphin has been successfully rehabilitated and released into the wild after two months of care. Edna, a bottlenose dolphin, became stranded on Longboat Key in Sarasota, Fla., on June 6. Volunteers from the Mote Marine Laboratory Sea Turtle Patrol found the distressed dolphin and called in the Sarasota Dolphin Research Program to save her. Edna is likely between 2 and 6 years old and weighed only 165 pounds (75 kilograms) when she ar-
rived at Mote’s Dolphin and Whale hospital for rehab — severely underweight for a bottlenose. She was suffering from pneumonia, gastritis and other health problems. Wildlife rehabbers cared for Edna around the clock, treating her ailments and bringing her weight up to a healthy 240 pounds (109 kg). By early August, the dolphin was swimming and feeding on her own. On Tuesday (Aug. 14) morning, Mote staff returned Edna to the sea about 2 miles (3.2 kilometers) offshore, where the dolphin spent a

EDWARDS AIR FORCE BASE, Calif. — The Air Force planned a key test Tuesday of an experimental aircraft designed to fly at six times the speed of sound, or about 3,600 mph. The unmanned X-51 WaveRider was expected to reach Mach 6 after it’s dropped by a B-52 bomber and takes flight off the Southern California coast near Point Mugu. Last year, in its most recent test, the X-51 fell for about four seconds before its booster rocket ignited, but the aircraft failed to separate from the rocket and plunged into the ocean. Designed by Boeing Co., the aircraft is intended to allow the Pentagon to deliver strikes around the globe within minutes.

Researchers at the University of Adelaide in Australia worked with colleagues at the University of Colorado in the United States to pinpoint a key mechanism in the body’s immune system that amplifies addiction to opioid drugs. “Our studies have shown conclusively that we can block addiction via the immune system of the brain, without targeting the brain’s wiring,” said Mark Hutchinson from Adelaide’s School of Medical Sciences. “Both the central nervous system and the immune system play important roles in creating addiction, but our studies have shown we only need to block the immune response in the brain to prevent cravings for opioid drugs.” The results, to be published Thursday in the Journal of Neuroscience, reveal that laboratory studies showed that the drug known as plus-naloxone, which is not yet in clinical use, will selectively block the immune-addiction response. The researchers said
that opioid drugs such as morphine and heroin bind to immune receptors in the brain known as TLR4 which then act as amplifiers for addiction, ramping up the “reward” effect of drugs of abuse to a high degree. The new drug automatically shuts this effect down, Hutchinson said. “It really reduces the reward level down to the equivalent of food, sex, and hugs,” he told AFP. Professor Linda Watkins, from the Center for Neuroscience at the University of Colorado, said the work fundamentally changed understanding about opioids, reward and addiction. “We’ve suspected for some years that TLR4 may be the key to blocking opioid addiction, but now we have the proof,” she said in a statement. The researchers believe the discovery could prove useful if plus-naloxone could become a co-formulated drug with morphine, to allow patients who need pain relief to take the drug without fear of addiction. But it could have a second application. “It can be used by itself potentially in addicted people to help their addiction,” Hutchinson said. The research team says clinical trials could be underway within 18 months.

But it was certainly different from clemency, as remission could be granted twice in a year. “Government will take no notice to the complaint of those who are addicted to the drugs and in fact it gives more effort on fighting the drugs seriously in the country,” he said. Furthermore, Hikmahanto said the government would also not pay attentions any more to the ratified international agreement relating to illegal drugs trading. The international agreement clearly mentioned that drug trading was a serious crime, he further cited. “Government put more priority on several legal procedures in order to reduce her sentence despite certain regulations which can take Corby to proper detention term,” he stressed.

Abrasion getting more serious on Lean Beach

Two of the 35 vessels alerted by the waters transportation authority (ASDP) of Ketapang-Gilimanuk to serve the homecomers from Gilimanuk have not been operated so far. Both vessels are deliberately not operated as the existing vessels are still considered to be able to serve the current crossing services. Operations Manager of ASDP Gilimanuk, Wahyudi Susianto, said on Tuesday (Aug 14) that both vessels were not operated and still alerted to serve the crossing service in the Bali Strait at any time. “A total of 35 vessels are ready to serve. So far, only 32 vessels are in operation because we considered them enough to serve the homecomers,” said Susianto. Aside from the addition of vessel, each vessel was also asked to speed up its loading and unloading time during the long queue. At the moment, the harbor authority still tolerated the standard loading and unloading time, namely 36 minutes. Reduction in the loading and unloading time would be applied on the peak of homecoming traffic. “When the vessel has been fully loaded, it should set off soon,” he explained. Susianto added that each vessel had an average load capacity of 314 passengers, 138 motorcycles and 41 cars. To quickly reduce the queue, the harbor authority did not strictly apply the capacity of vessel, but adjusted to the circumstance. If the queue of motorcycle was considered to have been quite long, more motorcycles would be transported. However, the safety factor and weather condition were still considered. Meanwhile, the number of homecomers riding motorcycle and car five days before the Eid still looked normal. They did not indicate a surge compared to last Sunday. Density in the harbor was only visible in the morning and afternoon. At night, according to Wahyudi, the most prominent was the queue until the early morning. Homecomers from Denpasar and surrounding areas, especially those riding motorcycles, preferred to depart in the afternoon. Other than motorcycles, the queue was also dominated by the line of trucks going out of Bali. So far, the vessels were reluctant to transport motorcycles as based on calculation of operational cost and profit was not appropriate. However, various parties consider the development does not focus well because it is not based on comprehensive study regarding various implications caused and there are no accurate data as the basis for future tourism development. To that end, Bali needs to design the Bali tourism development through 2025 starting in 2012. “To design this Bali tourism development, it is required accurate statistical data to determine the planning and policy for the future development of Bali tourism,” said Chief Representative of Bank Indonesia for Region III Bali-Nusra, Dwi Pranoto, in Denpasar on Tuesday (Aug 14). He revealed that to design the Bali tourism development through 2025, it was necessary to establish a team of tourism 2025 within the next three months. The team needed to collect accurate statistical data relating to Bali tourism. He further said that not all issues concerning the Bali tourism development plan could be fully resolved in short term. Such tourism problem should be sorted and resolved in the short and long term. “The objective of tourism development should be formulated first, including the facilities needed in the tourism development through 2025,” he concluded.
Meanwhile, the Head of Center for Cultural and Tourism Research, Udayana University, AAP Suryawan Wiranatha, said that to determine the outcome of tourism development and planning of tourism development should be shored up by accurate tourism data. Such accurate data included the arrival, length of stay and the expenditure of tourists during their stay in Bali. Based on these three components, it could be taken into account the results or the value of Bali tourism. Gde Suarsa added the data collected by BPS for the tourism sector included the number of tourist visit (foreign, local and domestic tourist taking the outbound), data on facilities and accommodation services such as hotels, restaurants and travel agencies. Based on the data, it would be prepared the satellite account of regional tourism. The data collection on tourist arrivals would analyze the data of immigration office at Ngurah Rai Airport, immigration office in Denpasar and Singaraja. For instance, the data of foreign tourist visit to Bali in 1990-2011 showed an increase. NEW DELHI — India’s national security is at risk if urgent steps are not taken to boost economic growth, attract new investment in infrastructure and legislate against corruption, Prime Minister Manmohan Singh said Wednesday. Singh warned that if economic growth remained stagnant, new investments were discouraged, government finances did not improve and energy security was not ensured, “then it most certainly affects our national security.” Singh’s speech marking the 65th anniversary of India’s independence from British rule comes after large parts of India’s power grid collapsed over two days last month, leaving hundreds of millions without electricity. Singh promised to accelerate infrastructure development and said the government would work to remove barriers to investment to attract foreign capital in those sectors of the economy. The government has set ambitious targets to develop roads, airports, railways, electricity generation and coal production for which it would seek help from private companies, he said. “To attract foreign capital, we will have to create confidence at the international level that there are no barriers to investment in India,” he said. Singh called on political parties to pass legislation to reduce corruption and bring greater accountability to the government. The measure has already passed the lower house but awaits approval from the upper house. In an effort to curb corruption, Singh also said the government would ensure that every household in the nation of 1.2 billion people had a bank account within the next two years. “We want to create a system in which money from government schemes — pensions for old people, scholarships for students or wages for laborers can be credited directly into people’s bank accounts.” In the past year, India has been roiled by widespread protests by millions of people who are fed up with the rampant corruption that infests almost every part of government. The past two years also saw a string of scandals involving top government officials while hundreds of millions of people are trapped in poverty. Singh’s image as an honest technocrat has been dented by accusations that he has not done enough to curb corruption since his Congress Party was first voted into office in 2004 and for a second term in 2009. Singh’s government has faced a slew of corruption allegations involving the murky sale of cellphone licenses in 2008 and the hosting of the 2010 Commonwealth Games. Critics estimate that those two events alone cost the country as much as $45 billion. Meanwhile, a leaked auditor’s report in March suggested that up to $210 billion in potential revenues were lost as coal assets were sold cheaply without a competitive bidding process. China, North Korea step up trade zone cooperation

BEIJING — Beijing and Pyongyang have agreed to accelerate joint development of two trade zones in North Korea during a visit by leader Kim Jong Un’s powerful uncle Jang Song Thaek. The visit by Jang, a vice chairman of the powerful National Defense Commission, marks one of the highest-level diplomatic exchanges between the North and its most important ally since Kim took over following his father’s death last year. Earlier this month, Kim held talks with Wang Jiarui, head of the Communist Party’s international affairs office, in Pyongyang and feted him with a banquet. The official China Daily newspaper said Wednesday that Jang’s six-day trip would also take him to north China’s Jilin and Liaoning provinces, close to the North Korean border, and described it as a possible “prelude” to a visit by Kim. Jang is married to late leader Kim Jong Il’s sister, Kim Kyong Hui, and is seen as a leading economic policy official. On Tuesday, he held talks with Chinese Commerce Minister Chen Deming and the two attended a meeting of the joint committee overseeing development
of the two trade zones, an online commerce ministry statement said. “Both sides agreed that with the mutual effort of government and enterprise from both countries, cooperation in developing the two economic zones has already yielded impressive remarkable results, and has entered the stage of substantive development,” it said. Kim, who has led North Korea since his father’s death in December, has promoted younger economists to key party positions as part of a stated push to resuscitate his country’s economy. North Korea has lagged far behind the rest of Northeast Asia economically, and much of the nation is impoverished outside the capital Pyongyang. The ministry said the two sides signed a number of cooperation agreements related to their development of the two special economic zones: Rason on the Korean Peninsula’s northern tip and Hwanggumphyong, an island in the Yalu River that marks their border to
the southwest. It said plans for Rason would see it becoming a manufacturing base, logistics center and tourism hub, though the new agreements were still primarily focused on basic infrastructure, such as a plan to transmit electricity directly to the zone overland from China. The Hwanggumphyong zone will focus on information technology, tourism, agriculture and garment manufacturing, it said. Rason has recently begun to develop thanks to Chinese infrastructure projects, but Hwanggumphyong has languished since ground was broken last year. The canal work along some 200 meters from the point in front of Warung Mina (Jalan Astasura) eastward to Ayung River was being carried out in the middle of the road,

INDONESIA KPK begins investigation of evidence of driving simulator case

JAKARTA - The Corruption Eradication Commission (KPK) began investigation on Tuesday of goods held as evidence of alleged corruption in the procurement of police`s driving simulators. The evidence was confiscated from the police`s traffic corps late last month but the anti graft agency was not allowed to bring it to KPK by police. The evidence then was kept in a container behind the KPK`s office with keys held by both police and KPK. “KPK does not need permit from police to investigate the evidence,” KPK spokesman Johan Budi said on Tuesday. This afternoon KPK moved the evidence from the container to a car to be brought to the KPK office. KPK already named four suspects in the US$197 billion corruption case including two police generals -- former chief of the police`s traffic corp Ins. Gen. Djoko Susilo and his deputy Brig. Gen Didik Purnomo, -- and to civilians.

Aside from becoming the native home to apes, this forest area of 10.8 hectares is also inhabited by two species of mammals such as monkeys and raccoons, 8 bird species such as Java sparrow and turtledoves, three kinds of reptile such as snakes and 2 types of amphibians. The long-tailed gray ape (Macaca fascicularis) has become the prominent attraction for tourist to visit Sangeh. This tourist attraction also has 4 temples, such as the Bukitsari Temple located in west part of the forest, Melanting Temple (middle), Tirta Temple (front) and Anyar Temple at the entrance to the forest. The four temples are venerated by customary village of Sangeh, except for the Anyar Temple is only venerated by Batursari residents. In the Southwest corner is built an isolation cage for the rogue apes. Additionally, it also serves a laboratory to treat the sick monkeys. In front of the entrance lie two small buildings used as ticket booth and a post of the Natural Resources Conservation (KSDA). Recently, the management carried out a reforestation and forest area expansion of around 3.169 hectares.

But after 17 days toasting the feats of Team GB, many people now appear to be dreading the prospect of the start of a new football season, with the supposedly over-paid and over-hyped stars of the Premier League dominating the headlines once again. Speaking on the eve of England’s friendly international against Italy in the Swiss capital Bern, Lampard defended football’s reputation, but admitted that there are lessons for the game to learn. “The Olympics was a fantastic occasion and we were fortunate to hold it, and hold it so well,” he said. “You get the obvious comparisons. We know we have our failures in football, and as people everybody has them. “The atmosphere of the crowd and the interaction of the different countries together was great to see. Mohamed bin Hammam will again fight to clear his name after FIFA opened a new investigation into the former presidential candidate less than a month after the Qatari’s life ban for bribery was overturned by sport’s highest court CAS. World soccer’s governing body said in a statement last week that it was collecting further evidence that Bin Hamman tried to buy votes before last year’s FIFA elections. It will also investigate allegations of financial wrongdoing while he was head of the Asian Football Confederation (AFC). Bin Hamman received a 30-
day suspension by the AFC on July 17, which was extended worldwide by FIFA on July 26 when he was provisionally suspended for 90 days by the ethics committee in the wake of the Court of Arbitration for Sport (CAS) ruling. However, in a letter to AFC committee members quoted by the BBC on Tuesday, Bin Hammam said: “My legal team has filed an immediate response to the actions of the AFC and FIFA in relation to my latest politically-motivated ban.” “I will announce further steps very shortly to challenge this clear abuse of power and process at the hand of FIFA,” he added.

But after 17 days toasting the feats of Team GB, many people now appear to be dreading the prospect of the start of a new football season, with the supposedly over-paid and over-hyped stars of the Premier League dominating the headlines once again. Speaking on the eve of England’s friendly international against Italy in the Swiss capital Bern, Lampard defended football’s reputation, but admitted that there are lessons for the game to learn. “The Olympics was a fantastic occasion and we were fortunate to hold it, and hold it so well,” he said. “You get the obvious comparisons. We know we have our failures in football, and as people everybody has them. “The atmosphere of the crowd and the interaction of the different countries together was great to see. I think if we all can take lessons from the Olympics then we will be better for it.” The Chelsea star said he felt “very
lucky” to attend the Olympic Stadium and witness Usain Bolt’s triumph in the 200m and the world record-breaking run to 800m gold by Kenya’s David Rudisha, but insisted that there are plenty of reasons why football will always remain unique. “I think its natural to compare football and Team GB. Mohamed bin Hammam will again fight to clear his name after FIFA opened a new investigation into the former presidential candidate less than a month after the Qatari’s life ban for bribery was overturned by sport’s highest court CAS. World soccer’s governing body said in a statement last week that it was collecting further evidence that Bin Hamman tried to buy votes before last year’s FIFA elections. It will also investigate allegations of financial wrongdoing while he was head of the Asian Football Confederation (AFC). Bin Hamman received a 30-
day suspension by the AFC on July 17, which was extended worldwide by FIFA on July 26 when he was provisionally suspended for 90 days by the ethics committee in the wake of the Court of Arbitration for Sport (CAS) ruling. However, in a letter to AFC committee members quoted by the BBC on Tuesday, Bin Hammam said: “My legal team has filed an immediate response to the actions of the AFC and FIFA in relation to my latest politically-motivated ban.” “I will announce further steps very shortly to challenge this clear abuse of power and process at the hand of FIFA,” he added.

The four temples are venerated by customary village of Sangeh, except for the Anyar Temple is only venerated by Batursari residents. In the Southwest corner is built an isolation cage for the rogue apes. Additionally, it also serves a laboratory to treat the sick monkeys. In front of the entrance lie two small buildings used as ticket booth and a post of the Natural Resources Conservation (KSDA). AMIENS, France — Months of tension between police and young people in a troubled district of northern France exploded on Tuesday, with dozens of youths facing off against riot officers in a night of violence. Seventeen officers were injured, a pre-school and public gym were torched, and at least three passing drivers in Amiens were dragged from their cars. The immediate cause of the riots was unclear, but a standoff between police and people attending a memorial for a young man who died in a motorcycle accident may have been one trigger. Officials underlined that police were not involved in the death. The eruption of violence shows how little relations have changed between police and youths in France’s housing projects since nationwide riots in 2005 raged unchecked for nearly a month, leaving entire neighborhoods in flames in the far-flung suburbs. The sister of the young man who died in the accident said it was impossible for people in her community to even speak with the police. “As soon as they see young people, it’s to handcuff them or harass them,” said Sabrina Hadji, 22. “The dialogue is completely broken.” Less than two weeks ago, the French government declared Amiens among 15 impoverished zones to receive more money and security, but many people remain frustrated at what they see as offi-
cial indifference to their situations. Unemployment skews higher in northern France and among the country’s youth. At the height of the confrontation, 150 officers — both local and federal riot police — faced off against young men who fired buckshot and fireworks at them, skirmishing through the neighborhood in the city about 75 miles (120 kilometers) north of Paris. There were no arrests. “The confrontations were very, very violent,” Amiens Mayor Gilles Dumailly told the French television network BFM. Dumailly said tensions had been building for months between police and the impoverished residents, whom he described as “people who are in some difficulty.” Anger was still running high when Interior Minister Manuel Valls arrived in the neighborhood Tuesday afternoon. A small group of people tried to push through Valls’ security detail as he walked through the area, alternately booing him, cursing him and trying to speak to him. One shouted out, “When are

INDONESIA KPK begins investigation of evidence of driving simulator case

JAKARTA - The Corruption Eradication Commission (KPK) began investigation on Tuesday of goods held as evidence of alleged corruption in the procurement of police`s driving simulators. The evidence was confiscated from the police`s traffic corps late last month but the anti graft agency was not allowed to bring it to KPK by police. The evidence then was kept in a container behind the KPK`s office with keys held by both police and KPK. “KPK does not need permit from police to investigate the evidence,” KPK spokesman Johan Budi said on Tuesday. This afternoon KPK moved the evidence from the container to a car to be brought to the KPK office. KPK already named four suspects in the US$197 billion corruption case including two police generals -- former chief of the police`s traffic corp Ins. Gen. Djoko Susilo and his deputy Brig. Gen Didik Purnomo, -- and to civilians.

NEW DELHI — India’s national security is at risk if urgent steps are not taken to boost economic growth, attract new investment in infrastructure and legislate against corruption, Prime Minister Manmohan Singh said Wednesday. Singh warned that if economic growth remained stagnant, new investments were discouraged, government finances did not improve and energy security was not ensured, “then it most certainly affects our national security.” Singh’s speech marking the 65th anniversary of India’s independence from British rule comes after large parts of India’s power grid collapsed over two days last month, leaving hundreds of millions without electricity. Singh promised to accelerate infrastructure development and said the government would work to remove barriers to investment to attract foreign capital in those sectors of the economy. The government has set ambitious targets to develop roads, airports, railways, electricity generation and coal production for which it would seek help from private companies, he said. “To attract foreign capital, we will have to create confidence at the international level that there are no barriers to investment in India,” he said. Singh called on political parties to pass legislation to reduce corruption and bring greater accountability to the government. The measure has already passed the lower house but awaits approval from the upper house. In an effort to curb corruption, Singh also said the government would ensure that every household in the nation of 1.2 billion people had a bank account within the next two years. “We want to create a system in which money from government schemes — pensions for old people, scholarships for students or wages for laborers can be credited directly into people’s bank accounts.” In the past year, India has been roiled by widespread protests by millions of people who are fed up with the rampant corruption that infests almost every part of government. The past two years also saw a string of scandals involving top government officials while hundreds of millions of people are trapped in poverty. Singh’s image as an honest technocrat has been dented by accusations that he has not done enough to curb corruption since his Congress Party was first voted into office in 2004 and for a second term in 2009. Singh’s government has faced a slew of corruption allegations involving the murky sale of cellphone licenses in 2008 and the hosting of the 2010 Commonwealth Games. Critics estimate that those two events alone cost the country as much as $45 billion. Meanwhile, a leaked auditor’s report in March suggested that up to $210 billion in potential revenues were lost as coal assets were sold cheaply without a competitive bidding process. Anti-graft activists say it is not enough for Singh to claim he is honest if he remains oblivious to misdoings of his colleagues in government.

BEIJING — Beijing and Pyongyang have agreed to accelerate joint development of two trade zones in North Korea during a visit by leader Kim Jong Un’s powerful uncle Jang Song Thaek. The visit by Jang, a vice chairman of the powerful National Defense Commission, marks one of the highest-level diplomatic exchanges between the North and its most important ally since Kim took over following his father’s death last year. Earlier this month, Kim held talks with Wang Jiarui, head of the Communist Party’s international affairs office, in Pyongyang and feted him with a banquet. The official China Daily newspaper said Wednesday that Jang’s six-day trip would also take him to north China’s Jilin and Liaoning provinces, close to the North Korean border, and described it as a possible “prelude” to a visit by Kim. Jang is married to late leader Kim Jong Il’s sister, Kim Kyong Hui, and is seen as a leading economic policy official. The ministry said the two sides signed a number of cooperation agreements related to their development of the two special economic zones: Rason on the Korean Peninsula’s northern tip and Hwanggumphyong, an island in the Yalu River that marks their border to
the southwest. It said plans for Rason would see it becoming a manufacturing base, logistics center and tourism hub, though the new agreements were still primarily focused on basic infrastructure, such as a plan to transmit electricity directly to the zone overland from China. The Hwanggumphyong zone will focus on information technology, tourism, agriculture and garment manufacturing, it said. Rason has recently begun to develop thanks to Chinese infrastructure projects, but Hwanggumphyong has languished since ground was broken last year. The China Daily said in an editorial Wednesday that Chinese investment in the zones would help North Korea’s battered economy and improve stability on the Korean peninsula. “The DPRK is in urgent need of capital to help revitalize its waning economy,” the paper said. “It can be expected that as a result of the agreements, Chinese investment in the special economic zones of the DPRK will increase rapidly.” It noted that bilateral trade last year was $5.7 billion, up from $3.5 billion in 2010.

Two of the 35 vessels alerted by the waters transportation authority (ASDP) of Ketapang-Gilimanuk to serve the homecomers from Gilimanuk have not been operated so far. Both vessels are deliberately not operated as the existing vessels are still considered to be able to serve the current crossing services. Operations Manager of ASDP Gilimanuk, Wahyudi Susianto, said on Tuesday (Aug 14) that both vessels were not operated and still alerted to serve the crossing service in the Bali Strait at any time. “A total of 35 vessels are ready to serve. So far, only 32 vessels are in operation because we considered them enough to serve the homecomers,” said Susianto. Aside from the addition of vessel, each vessel was also asked to speed up its loading and unloading time during the long queue. At the moment, the harbor authority still tolerated the standard loading and unloading time, namely 36 minutes. Reduction in the loading and unloading time would be applied on the peak of homecoming traffic. “When the vessel has been fully loaded, it should set off soon,” he explained. Susianto added that each vessel had an average load capacity of 314 passengers, 138 motorcycles and 41 cars. To quickly reduce the queue, the harbor authority did not strictly apply the capacity of vessel, but adjusted to the circumstance. If the queue of motorcycle was considered to have been quite long, more motorcycles would be transported. However, the safety factor and weather condition were still considered. Meanwhile, the number of homecomers riding motorcycle and car five days before the Eid still looked normal. They did not indicate a surge compared to last Sunday. Density in the harbor was only visible in the morning and afternoon. At night, according to Wahyudi, the most prominent was the queue until the early morning. Homecomers from Denpasar and surrounding areas, especially those riding motorcycles, preferred to depart in the afternoon. Other than motorcycles, the queue was also dominated by the line of trucks going out of Bali. So far, the vessels were reluctant to transport motorcycles as based on calculation of operational cost and profit was not appropriate. However, various parties consider the development does not focus well because it is not based on comprehensive study regarding various implications caused and there are no accurate data as the basis for future tourism development. To that end, Bali needs to design the Bali tourism development through 2025 starting in 2012. “To design this Bali tourism development, it is required accurate statistical data to determine the planning and policy for the future development of Bali tourism,” said Chief Representative of Bank Indonesia for Region III Bali-Nusra, Dwi Pranoto, in Denpasar on Tuesday (Aug 14). He revealed that to design the Bali tourism development through 2025, it was necessary to establish a team of tourism 2025 within the next three months. The team needed to collect accurate statistical data relating to Bali tourism. He further said that not all issues concerning the Bali tourism development plan could be fully resolved in short term. Such tourism problem should be sorted and resolved in the short and long term. “The objective of tourism development should be formulated first, including the facilities needed in the tourism development through 2025,” he concluded.
Meanwhile, the Head of Center for Cultural and Tourism Research, Udayana University, AAP Suryawan Wiranatha, said that to determine the outcome of tourism development and planning of tourism development should be shored up by accurate tourism data. Such accurate data included the arrival, length of stay and the expenditure of tourists during their stay in Bali. Based on these three components, it could be taken into account the results or the value of Bali tourism. The Head of Central Statistics Agency (BPS) of Bali, Gde Suarsa, said that to get accurate statistical data it should be supported by all components including the tourism sector. Besides, the valid data were also needed from the tourism perpetrators when BPS officers conducted a census, survey or data collection directly. Gde Suarsa added the data collected by BPS for the tourism sector included the number of tourist visit (foreign, local and domestic tourist taking the outbound), data on facilities and accommodation services such as hotels, restaurants and travel agencies. Based on the data, it would be prepared the satellite account of regional tourism. The data collection on tourist arrivals would analyze the data of immigration office at Ngurah Rai Airport, immigration office in Denpasar and Singaraja. For instance, the data of foreign tourist visit to Bali in 1990-2011 showed an increase. SEOUL - South Korean President Lee Myung-bak on Wednesday said North Korea should face reality and consider bringing about a “transformation”, adding that Seoul will monitor changes in the secretive North. Rescued Dolphin ‘Edna’ Released into Wild A once-stranded dolphin has been successfully rehabilitated and released into the wild after two months of care. Edna, a bottlenose dolphin, became stranded on Longboat Key in Sarasota, Fla., on June 6. Volunteers from the Mote Marine Laboratory Sea Turtle Patrol found the distressed dolphin and called in the Sarasota Dolphin Research Program to save her. Edna is likely between 2 and 6 years old and weighed only 165 pounds (75 kilograms) when she ar-
rived at Mote’s Dolphin and Whale hospital for rehab — severely underweight for a bottlenose. She was suffering from pneumonia, gastritis and other health problems. EDWARDS AIR FORCE BASE, Calif. — The Air Force planned a key test Tuesday of an experimental aircraft designed to fly at six times the speed of sound, or about 3,600 mph. The unmanned X-51 WaveRider was expected to reach Mach 6 after it’s dropped by a B-52 bomber and takes flight off the Southern California coast near Point Mugu. Last year, in its most recent test, the X-51 fell for about four seconds before its booster rocket ignited, but the aircraft failed to separate from the rocket and plunged into the ocean. Designed by Boeing Co., the aircraft is intended to allow the Pentagon to deliver strikes around the globe within minutes.

Addiction to morphine and heroin can be blocked, according to research released on Wednesday which could prove a major breakthrough in treating addicts and in pain relief treatments. Researchers at the University of Adelaide in Australia worked with colleagues at the University of Colorado in the United States to pinpoint a key mechanism in the body’s immune system that amplifies addiction to opioid drugs. “Our studies have shown conclusively that we can block addiction via the immune system of the brain, without targeting the brain’s wiring,” said Mark Hutchinson from Adelaide’s School of Medical Sciences. “Both the central nervous system and the immune system play important roles in creating addiction, but our studies have shown we only need to block the immune response in the brain to prevent cravings for opioid drugs.” The results, to be published Thursday in the Journal of Neuroscience, reveal that laboratory studies showed that the drug known as plus-naloxone, which is not yet in clinical use, will selectively block the immune-addiction response. The researchers said
that opioid drugs such as morphine and heroin bind to immune receptors in the brain known as TLR4 which then act as amplifiers for addiction, ramping up the “reward” effect of drugs of abuse to a high degree. The new drug automatically shuts this effect down, Hutchinson said. “It really reduces the reward level down to the equivalent of food, sex, and hugs,” he told AFP. Professor Linda Watkins, from the Center for Neuroscience at the University of Colorado, said the work fundamentally changed understanding about opioids, reward and addiction. “We’ve suspected for some years that TLR4 may be the key to blocking opioid addiction, but now we have the proof,” she said in a statement. The researchers believe the discovery could prove useful if plus-naloxone could become a co-formulated drug with morphine, to allow patients who need pain relief to take the drug without fear of addiction. But it could have a second application. “It can be used by itself potentially in addicted people to help their addiction,” Hutchinson said. The research team says clinical trials could be underway within 18 months.

But it was certainly different from clemency, as remission could be granted twice in a year. “Government will take no notice to the complaint of those who are addicted to the drugs and in fact it gives more effort on fighting the drugs seriously in the country,” he said. Furthermore, Hikmahanto said the government would also not pay attentions any more to the ratified international agreement relating to illegal drugs trading. The international agreement clearly mentioned that drug trading was a serious crime, he further cited. “Government put more priority on several legal procedures in order to reduce her sentence despite certain regulations which can take Corby to proper detention term,” he stressed.

Another polemic on the management of tourism in Tabanan is starting to emerge. This time, the customary villagers of Candikuning, Baturiti, ask for the contribution to Eka Karya Botanical Garden located at local village. Since it was established, the tourist attraction has never given any maximal contribution to residents, especially to two temples located in the region, namely the Pucak Luhur Batu Meringgit and Pucak Teratai Bang. Both sacred temples are venerated by Pemuteran and Bukit Catu customary village. They complain that every ceremony held in the temples, the customary authority never receives any financial support from the operator of Botanical Garden whereas both temples have become one of the attractions offered in the ecotourism activity. “We should support the ceremony by self-finance, while no contribution is received for the temple and residents,” complained the Chief of Pemuteran customary village, Wayan Nada, Tuesday (Aug 14). According to him, residents often complained about the lack of contribution from the Botanical Garden. However, they chose to keep silent. Representing his residents, Nada hoped there would be contributions in keeping with the increase of tourist visit to the Botanical Garden, chiefly for both temples in the area of Botanical Garden. The complaint of customary villagers was justified by a legislator of Tabanan House from Candikuning, Nyoman Suta. The secretary of the asset special committee explained that Botanical Garden
belonged to central government for a rare plant research through the Indonesian Institute of Sciences (LIPI). But in reality, this area developed into a tourist attraction. Even, it had been equipped with a lodging facility and outbound arena. Another complaint was on the ticket management that was handed over to a third party. “It is at issue why the parking is managed by a third party. If the operator of Botanical Garden is unable to manage the parking lot, why is it not submitted to Tabanan Regency?” questioned Suta. Through the asset special committee of the Tabanan House, his party would explore the issue. He hoped the parking management of Botanical Garden could increase the revenue for the region. So far, added Suta, the sharing tax paid to Tabanan Regency remained very small. This PDI-P politician also questioned about the lack of contribution to customary village of Candikuning, chiefly to two temples located within the area of Botanical Garden. According to Suta, both temples did not only serve as tourist attraction, but also as a means to ask for salvation for the region. Suta expected the presence of Botanical Garden becoming a tourist attraction would have an economic impact on the residents in the vicinity. Moreover, the area was never empty of visitors. “The surrounding people should not just be spectators,” he protested again. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“The Odd Life of Timothy Green” doesn’t get too gooey Reuters
LOS ANGELES - Parents have been known to tell their young kids to make sure to wash between their toes at bath time or they might start sprouting plants amid all the grime. “The Odd Life of Timothy Green” will only help these parents. This is a movie about a boy who has delicate green leaves growing from his ankles and feet. It’s not due to a lack of soap or scrubbing. Rather, it’s magic; Timothy Green was born that way. Edgerton), a married couple living in a small Midwestern town, are applying to adopt a child at the start of the film. They explain to the adoption agency social workers that they feel ready to adopt because of their experiences with Timothy (C.J. Adams), and then they begin telling his strange tale. To wit, after learning they couldn’t have kids, the Greens wrote down all the qualities they’d want in a child, put the slips of paper in a box and buried the box in the backyard. That night, during an unexpected and ferocious thunderstorm, the box popped out of the ground and a young, mud-covered boy appeared in their house. Cindy and Jim take him in, name him Timothy and treat him as a son. They also make sure that he always wears high socks so that no one can discover the foliage sprouting from his lower limbs.

NASHVILLE, Tenn. — Multi-platinum superstar Taylor Swift is releasing her fourth studio album called “Red” on Oct. 22. She announced the upcoming worldwide release during a live web chat from Nashville, Tenn., on Monday before a living room full of fans. She said she named it “Red” because of all the different emotions she explores on the album. “They’re all pretty much about the kind of tumultuous, crazy, insane, intense, semi-toxic relationships that I’ve experienced in the last two years,” she said of the album, which was two years in the making. “All those emotions spanning from intense love, intense frustration, jealousy, confusion, all of that, in my mind all those emotions are red. There’s nothing in between. There’s nothing beige about any of those feelings,” she added. The album will have 16 songs, including the title track. It also features collaborations with other artists, producers and songwriters, unlike 2010”s “Speak Now” album written entirely on her own. Swift confirmed that there is a duet with British singer Ed Sheeran on the album and revealed that they wrote it while sitting on a trampoline. Wearing a red and white striped dress, red earrings and red lipstick, the Grammy-winning singer took questions from the live audience and online. Fans joined in from places such as New York, Alabama, Ohio, Sweden, Brazil and England, and Montreal, Canada. Swift played the first single from the album during the web chat. It’s called “We Are Never Ever Getting Back Together.” She sarcastically described it as “really touching and sensitive,” saying “it’s a really romantic song that’s to my lovely ex-boyfriend.” As the tune played over a speaker, she chair-danced and mouthed the words along with her fans. The song is available now at iTunes and can be downloaded at all digital outlets starting Tuesday.

It is evident from the number of poor people showing an increase in September 2011 when compared to March 2011. This data showed that Bali only becomes object of investment that grow rapidly in Bali. Per capita Gross Regional Domestic Product (GDP) in 2009 reached IDR 15.8 million, while per capita GDP of Bali in 2010 amounted to IDR16.59 million. Meanwhile, the number of poor people in 2008 reached 215,700
people. Such number continues to decline during the period of 20092011 namely to 181,700 people (2009) and 174,900 people (2010). But until September 2011, the poverty rate reached 183,100 or an increase of 8,200 people.
General Secretary of the Indonesian Economists Association (ISEI) of Bali, Prof. Dr. Ida Bagus Raka Suardana, assessed the increasing poverty was caused by many factors, including the purchasing power against the staple.
For instance, the rice, meat and vegetables were formerly still affordable, but now people could not afford them because their real income had decreased due to inflation and the uneven distribution of income. “Despite the GDP increases, but unfortunately it does not result in equity. As evidence, it is indicated by the increasing poverty rate in September 2011,” said Raka Suardana. Raka Suardana also revealed that to evaluate the success of a regional development could not be solely
seen from the GDP or per capita income. It could happen where the income of a few rich people contributed more than 80 percent of the GDP, while the remainder was contributed by the community who was still poor. “Therefore, the best method to measure the welfare of a society is in term of the equality. If the income is evenly distributed and above the standards set forth, then it means the social welfare has been reached,” he said. Continued on page 6
