Swift to release concert tour exclusively on Apple Music

Such, was the beginning of performance art piece by artist Made Bayak at the Sanga Bhuana Bali Art Event Bali Rejecting Reclamation 2015 on Padanggalak Beach, Denpasar, on Sunday (Dec. 13). From 16:30 until about 18:00, Made Bayak wrote the three words ‘investment, revitalization and reclamation’ on a large-sized map of the Bali Island, cover the image of Bali itself. “I deliberately chose the moment of dusk –the transition of day into night, to perform this piece. Just as the Tri Sandhya prayer finishes, so does my performance,” he said. Bayak explained that the painting he made portrays the current condition of Bali. Bali is constantly being bombarded with developments, one of which is reclamation plan disguised as the revitalization of Benoa Bay. The plan is referred to as a greedy form of investment. “The performance art piece mostly uses the color black, to symbolize the current condition of Bali. Right now, investments in Bali tend to be based on pure greed, I don’t mean that I am anti-investment, however investments in tourism need to be more eco-friendly and be socially just towards towards Bali’s

European Film Academy awards BERLIN - Italian filmmaker Paolo Sorrentino’s comedy-drama “Youth” was named best movie at the European Film Awards in Berlin on Saturday, while British actors Michael Caine and Charlotte Rampling were also honoured. “Youth” dominated the 28th edition of the awards, with Sorrentino being named best director and Caine winning for best actor. In her paper, Agnieszka Sobocinska describes various factors that make Australian travelers happy to spend their holiday in Bali. These factors include; geographic proximity, nature and cultural differences, media and travel agencies’ promotion as well as efficient package deals. Bali started being promoted
on a large scale by the Australian media in the early 1970’s. I Nyoman Darma Putra discussed recent developments in Bali’s tourism, through a popular movement known as ‘Not for Sale.’ This movement was initiated by painter Gde Suanda alias Sayur in 2010 when he set up an art installation in his paddy fields in Ubud, that was made from bamboo and spelled out the words ‘Not for Sale’. “This movement was initially inspired by the concern that Sayur had for the massive sell off of paddy fields in order to build hotels and villas,” said Darma. According to Darma Putra, the phrase ‘not for sale’ contains the 3 s’ of good communication, namely: ‘smart, sharp and serious’ in conveying the desired message. “As a result, this installation has drawn the attention of many people, received wide media coverage and has had an impact,” said Darma. One of the effects of the ‘not for sale’ art installation, noted by Darma, was that within 24 hours of the letters going up in the beautiful rice terraces of Ceking Tegallalang, the art work was suppressed and farmers were invited to negotiate. It was agreed that farmers would receive a contribution of IDR 2 million per month for their paddy fields being used as tourist attractions. “Previously, farmers whose paddy field were used as tourist attractions did not receive anything. Ultimately, the ‘not for sale’ movement caused farmers to get more attention,” said Darma citing his interview with Sayur. (kmb42)

Bali is not just famous in Indonesia but also around the world, precisely because of the distinct culture and traditions that are
found here. “The North and the East Bali still need to be developed, focus should not just be placed on South Badung, especially because developing these other areas will be cheaper and easier. It is easier to start from scratch than it is to repair areas that are already problematic,” said Cadamuro. He added that real estate investors should not be given too much freedom -on the contrary, according to Cadamuro, who has a wealth of experience in the tourism industry around the world, the government he said, should create restrictions regarding where build-
ing developments can go up and should also make sure that these rules are enforced. Otherwise, South Badung will continue to become overcrowded. “When an area is already overload, development needs to be stopped. I have confidence that investors will want to develop areas other than Southern Badung. Bali is very famous. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Turning poop into plastic at Paris climate talks

It changes the world from using oil products to using biomass,” Regis Nouaille, founder of biotech startup Afyren, told AFP at the UN conference where 195 nations agreed a historic climate rescue pact. His company was one of dozens
that showed off pioneering green technologies, including a wood chippowered generator and an inventive device for bringing electricity to remote villages. Nouaille explained that waste like dung, animal parts or sugar beet leftovers can be doused with a cocktail of 50-100 naturally-occurring micro-organisms to prompt a chemical reaction. The process produces natural compounds, which Nouaille called “building blocks” that are extracted
-- in a process similar to the one for oil -- it can then be used as the raw material for making plastic, petrol or even cosmetics. Though the technology is a pilot effort, Nouaille said the goal is to roll it out on an industrial scale. Just down the aisle in the sprawling convention centre was the incongruous scene of a thatched hut flanked by a several-metre tall metal pole topped with a streetlight and solar panel. It was part of a system called
nanogrid that its developers say could help bring light into the lives of some of the more than 620 million Africans who do not have electricity. “So with electricity they will be able to develop new businesses and to develop themselves,” said Boris Durand, a product manager with nanogrid’s maker Sunna Design. “We give them the tool and after people create their own development.” At the system’s core is a solar panel that generates power both for the attached streetlight -- which Sunna says provides both safety and
a social centre in remote villages -- and the nanogrid. Durand said the system produces enough power to light up eight homes that would otherwise have been lit only with candles. The company provides the equipment and installs it. “They (users) pay 10 cents per day to get electricity at home,” said Durand. Ngurah Rai serves 2,283 aircraft destined for foreign countries
DENPASAR - Denpasar’s Ngurah Rai International Airport in the Indonesian island resort of Bali served 2,283 wide-bodied aircraft destined for foreign countries in October 2015, according to Bali’s Central Statistics Agency (BPS) Chief Panusunan Siregar. “The number of wide-bodied aircraft departing from Ngurah Rai International Airport to foreign countries in October rose 3.12 percent from 2,214 aircraft in September 2015,” Siregar stated on Monday. He remarked that the number of passengers transported by the aircraft also increased 7.65 percent from 381,210 in September to 410,377 in October. He noted that the amount of baggage being carried also increased by 11.21 percent, from 6,094 tons in September to 6,777 tons in October. Siregar said Australia, Singapore, Malaysia, and Hong Kong were the main destination countries for the flights from Denpasar, Bali. Siregar explained that the aircraft transported foreign tourists who had spent their holidays in the island of paradise. Predicted sea level increases this century mean many face increased flooding, stronger storm surges and unpredictable weather. How well coastal cities can cope will dramatically affect quality of life and their economic destiny. Many of the biggest are in Asia, powering economies while housing hundreds of millions of poor in sprawling slums. Scientists generally agree seas will rise an average of 1 meter (3 feet) this century, though some predict an eventual increase as high as
6 meters on average. How quickly these changes occur will partly depend on whether negotiators at this week’s U.N. climate talks in Paris can broker a strong treaty to limit the release of climate-warming greenhouse gases. But with a certain amount of sea rise considered inevitable as warmer temperatures melt glaciers and expand oceans, cities will have to adapt quickly to spare investors losses and citizens from disaster. Those unprepared risk being highlighted as poor places to invest. “It’s difficult for businesses and societies to grasp what’s happening,”
said Richard Hewston, a climate change analyst at Verisk Maplecroft, which advises companies on business risks. But some governments now realize “they need to pay attention to these climate risk factors to attract investment.” Global losses from flooding in coastal cities are already averaging about $6 billion a year, according to a 2013 study published in the journal Nature. Those losses could rise to $52 billion annually by 2050, it said. Asia is particularly vulnerable because many of its countries are still struggling to lift hundreds of millions up from poverty, while its cities at-

“Our previous target this year is 11 thousand hectares of rice fields, but only 4,000 hectares can be insured due to limited time,” Head of Bali Provincial Agriculture and Foodstuffs affairs office Ida Bagus Wisnuardhana said on Sunday. Thus, if the crop failure occurs due to floods or pest attacks after the rice fields have been insured, the farmer can get the claim of Rp6 million per hectare, he stated. In addition, the farmers should not pay the entire premium because 80 percent of it is subsidized through the state budget. The amount of the premium per hectare is Rp 180 thousand, but 80 percent (Rp144 thousand per hectare) is covered through the state budget. “Thus, the farmer concerned only has to pay Rp36 thousand per hectare in every planting season,” Wisnuardhana pointed out. BEIJING — Police scuffled with protesters and journalists at a Beijing courthouse Monday as a prominent rights lawyer stood trial on charges of provoking trouble and stirring ethnic hatred with online commentary critical of the ruling Communist Party. Chinese protesters and foreign rights groups said Pu Zhiqiang’s trial at the No. 2 Beijing Intermediate Court amounted to political persecution, and foreign governments including the U.S. called for his release. Pu denied the charges and the trial concluded about midday, with Pu’s lawyer Shang Baojun saying a verdict and sentence would be delivered at a later date. “Pu Zhiqiang is a lawyer with a conscience,” activist Yang Qiuyu said in a brief interview outside the courthouse while a policeman tried to grab him. “This is why he is now under arrest. We support him, and that means that we are also defending our own rights.” Pu was active in defending free speech and represented dissident artist Ai Weiwei in a tax evasion case that Ai’s supporters said was politically motivated. He also was instrumental in pushing for the eventual abolishment of the labor camp system, which allowed police to lock up people for up to four
years without a trial. About 50 protesters had gathered at the courthouse along with two dozen journalists and about a dozen Western diplomats, but all of them were denied entrance. MONTEVIDEO — Ignacio Errandonea has been searching 39 years for a brother who went missing in the 1970s as military dictatorships swept across South America. Errandonea, a member of an organization searching for the nearly 200 Uruguayans still missing from the small country’s military rule, says he just wants to know what happened and where his brother is buried. Resigned to the reality that such answers may never come from official avenues, Errandonea and other families of missing people have begun promising anonymity to anybody, including aging perpetrators, who come forward with information. It’s a race against time: many of the former military leaders who may know something have begun dying in recent years. Using a new, anonymous hotline, the families are spreading their message in churches, temples and other public places across the nation of 3.3 million people. An open letter disseminated nationwide says that families simply want to “cry for our disappeared.”
“If you saw something, know something or know some detail that can help find (our loved ones), we appeal to your humanity,” reads part of the letter. The families make clear they are not forgiving perpetrators, and their offer of anonymity isn’t the same thing as government immunity from prosecution. “Realistically I know that my brother was killed,” said Errandonea, a gray-haired 61-year-old janitor. “But he was taken alive and the military has yet to say what happened and prove to me that he’s dead.” The number of people who were disappeared or killed during Uruguay’s 1973-1985 dictatorship is small compared to other countries in the region. In neighboring Argentina, rights groups estimate that 30,000 were killed or disappeared. More than 3,000 people are estimated to have been killed or disappeared in Chile. However, Uruguay’s search for its 192 missing citizens is an example of how nations across the region are still struggling over how to come to terms with their loss and get justice for victims and their families.(ap)

TOKYO — A Japanese central bank survey shows sentiment among big manufacturers is steady, though companies in all sectors expect conditions to deteriorate in the coming months. The Bank of Japan’s “tankan” survey, released Monday, remained at 12 as of December, unchanged from September. The tankan measures corporate sentiment by subtracting the number of companies saying business conditions are negative from those responding they are positive. The reading for non-manufac-
turers was 25, also unchanged from September, the survey said. However the number of companies anticipating worse conditions in the coming quarter outnumbered those expecting improvements, with figures of minus 5 for manufacturers and minus 7 for non-manufacturers. A total of 10,971 companies re-
sponded to the survey. The survey for the coming quarter showed both manufacturers and other companies were pessimistic about the outlook for sales and for investment in the world’s third-largest economy. Japanese companies have seen their profits soar since Prime Minister Shinzo Abe took office three years ago and initiated a recovery strategy that relies heavily on monetary stimulus. But investment and wages
have lagged expectations, slowing growth. Alibaba to pay US$266 million for Hong Kong’s SCMP newspaper HONG KONG - Chinese Internet giant Alibaba will pay US$266 million for Hong Kong’s South China Morning Post, the newspaper said Monday, far higher than analysts’ estimates in a deal that has sparked fears the paper will lose its independent voice. The business had been valued at half that amount, and some observers said the hefty price tag reflects Alibaba’s desire to control media in the semi-autonomous territory. The deal comes as concern over press freedom grows after attacks on journalists, reports of pressure on editorial staff from authorities and increasing selfcensorship. Alibaba “has agreed to purchase the media business of the (SCMP) Group for a cash consideration of HK$2,060,600,000”, the newspaper said in a statement to the Hong Kong Stock Exchange. The group also owns the Hong Kong editions of magazines Esquire, Elle, Cosmopolitan and Harper’s Bazaar. In a letter to the newspaper’s readers following the announcement of the sale, Alibaba executive vice chairman Joe Tsai vowed the SCMP would be “objective, accurate and fair”. However, in an interview published on the paper’s website, Tsai accused Western media of bias against China, saying that Alibaba would “see things differently”. Francis Lun, chief executive of Hong Kong brokerage GEO Securities, said the inflated price handed to the paper’s Malaysian owner, tycoon Robert Kuok who bought a controlling stake in 1993, reflected a political motivation. “If your purpose is trying to control the local media, it has its value. NEGARA - Land conversion at Kaliakah village reaps a protest from local subak members because the land area of 5,000 square meters was previously quite productive paddy fields. Moreover, the surrounding lands still poses an extensive paddy field. Subak authority is helpless because the developer claimed to have owned a permit for the land conversion. A number of members of Subak Tegal Berkis said on Sunday (Dec. 13) they were surprised because the paddy fields stretching along the subak roadside has now been backfilled and installed with a plotting signboard. Certainly it will no longer be used for paddy field, but for settlement. They claimed to have submitted this question to subak, but the developer claimed to have had a ‘memo’ to convert the land into settlement. One of the subak members, Ketut Suasana, objected to the land conversion that remains productive. Moreover, the land around the converted land remains active subak area. As observation, the land near Pura Dalem Banyubiru has been divided into some plots of 2-4 square meters. It has also been equipped with a road by destroying the previous revetment barrier of the subak irrigation channel. Behind the plotted land still extends a productive paddy field. Location of the plot is right in the middle of the local subak area, while the irrigation channel seems to have clogged due to land conversion. Chief of Subak Tegal Berkis, I Ketut Budiasa, when asked for his confirmation justified that a number of subak members questioned about it. He knew the land conversion has been started by developer since the last planting season. “We already cross-checked to developer and it claimed to have owned a license. Personally, the instinct of farmers will want to maintain the paddy fields,” he said. Nevertheless, his organization did not see the physical evidence regarding the permit of farmland conversion. According to him, the developer will comply with the rules of subak as the owner of the land on the edge of the road by providing access of roads and water irrigation channel to paddy fields in the rear. Related to cut off waterways, previously was inactive and it will be re-functioned. As subak chief, he never signs any document including the approval of the land conversion. At the same time, his organization cannot prohibit the owners to sell their land. All this time, subak is difficult to monitor the respective landowner in the subak area spreading across 93 hectares. Since most of the farmers are sharecroppers, they will not be involved if there is a land sale and purchase. “We do not want to collide if it has owned a permit of the land conversion. EU border force plan faces resistance from governments

BRUSSELS - A proposal to give the European Union executive the power to send forces unbidden into member states to defend the common European frontier will face resistance from some countries when it is published this week. The European Commission wants to be able to deploy personnel from a new European Border and Coastguard Agency without, as currently required, the consent of the state concerned, EU officials told Reuters in early December, reflecting frustration with Greek reluctance to seek help with migrants. EU officials call the plan a largely theoretical “nuclear option” and stress that any infringement of national sovereignty would be balanced by the power of a majority of member states to block Commission intervention - similar to checks agreed during the euro debt crisis. The Commission will set out the plan on Tuesday to reinforce its Frontex agency with up to six times more staff, EU officials said, following a commitment to an EU border guard in September by President Jean-Claude Juncker. “We think the current situation justifies a certain ambition,” the Commission’s chief spokesman said on Friday, expressing confidence about backing from member states. Failure to strengthen the EU’s external borders, senior officials argue, will see more states reimpose frontier controls inside the bloc, wrecking its cherished Schengen free-movement zone, and foster the rise of anti-EU nationalists like France’s National Front. But while big powers France and Germany support such EU power, other EU leaders may voice concerns
at a summit on Thursday. Italy has pushed for a “Europeanisation” of external frontiers to relieve the costs on itself and Greece of policing the Mediterranean. AMBON - In less than a week, a moderate earthquake measuring 5.3 on the Richter scale jolted the Maluku provincial city of Ambon on Monday. According to the Meteorology, Climatology and Geophysics Board (BMKG), the epicenter of the earthquake, which struck at 10:46 a.m. East Indonesia Standard Time (WIT), was located 105 kilometers southeast of Central Maluku district at 4.04 degrees southern latitude and 129.57 degrees eastern longitude at a depth of 10 kilometers under the sea. Earlier last Wednesday, the city was also rocked by a 6.9magnitude earthquake, triggering panic among the local residents, but it did not cause a tsunami. The epicenter of the powerful earthquake last Wednesday was located 99 kilometers southeast of Maluku Tengah district. Maluku is one of the earthquake- and tsunami-prone provinces in Indonesia as it is located at the meeting point of the three major Pacific, Indo-Australian, and Eurasian plates. A powerful 7.1-magnitude earthquake had rocked Maluku in November last year, sparking a tsunami warning and causing panic-striken people to flee their homes. Among the earthquake-prone areas in Maluku are the islands of Ambon, Seram, and Buru as well the southeastern part of the province. More than 17 thousand Indonesian islands are scattered along a belt known for volcanic and seismic activity and called the “Pacific Ring of Fire.” The islands are one of the most quakeprone areas on earth. TOKYO — Two groups competing for the lucrative contract to build the new Tokyo Olympic stadium have disclosed their design proposals. The Japan Sports Council released the designs on Monday and said the winner will be chosen this month. It did not identify which companies have proposed which designs. The two designs are more understated than the original plan by British-Iraqi architect Zaha Hadid, which was scrapped due to controversy over its cost and scale. “We will work to ensure a stadium that will be loved by all,” Kazumi Daito, president of the Sports Council,
said in announcing the plans, which he said would put “Athletes First” and also emphasize accessibility for the handicapped, elderly and children. Work on the 158 billion yen ($1.3 billion) stadium intended to accommodate up to 80,000 people was delayed by the difficulties over its design, which proved a major embarrassment for local Olympics organizers. Design “A’’ has a relatively flat roof and fits in with surrounding greenery, with shrubbery along its outer concourses. The combined steel and wood structure seems to echo traditional temple designs, and stands only 50 meters (164 feet) tall, with a center
sports ground sunk below the surface. Its construction cost is listed at a total of 153 billion yen ($1.26 billion). The 54.3-meter-tall (178 feet) Design “B’’ is more ethereal, with outer glass walls that blend with the sky and are meant to reflect the traditional Asian concepts of the Five Elements of wood, fire, earth, metal and water. It would cost 153.7 billion yen ($1.26 billion). Both plans call for construction to be done, apart from landscaping and surrounding work, by Nov. 30, 2019. Formula 1’s engine manufacturers have been given “homework” following a recent meeting to discuss problems with the current power units, according to Honda motorsport chief Yasuhisa Arai. Towards the end of November the F1 Commission voted not to pursue the idea of an alternative budget engine, with the aim instead of cutting the cost of the current power units. With the budget engine idea parked, manufacturers were instead asked to work on a range of proposals to cover off engine concerns that are to be submitted by January 15. Addressing the discussions that have so far taken place, Arai said: “Nothing has been decided. There were many discussions about many topics. “We were given homework to look at options for the future. It hasn’t progressed that much. “The meeting itself was put together because of the cost issue and there are many options with regards to reducing costs. “So it’s now for all the manufactures to look into the options and then we will discuss these in the future. It could continue on for a long time. “But it’s positive for the world of F1 we are having these talks, from a sustainability and stability point of view.” Ferrari chief Maurizio Arrivabene insisted it was critical the team bosses, rather than the engineers, made the decisions on the way forward. Arrivabene said: “The FIA came with a long list of things to do. “We changed the approach of the meeting because it is not to say the turbo yes or mono-turbo yes, or the other way around, and try and tick the boxes. “All the team principals that were present were setting a target. “I like a lot the engineers, but if you let them decide, they are going to the sky. “I proposed, and other people proposed, why we were there. “We need to set a target for our engineers and they need to respect it. “Then they get together and now they are trying to seriously go a step forward. “You can’t design an engine for 2018 in three hours. Real’s Benitez bemoans lack of precision after defeat MADRID - Real Madrid coach Rafa Benitez criticised his players for a poor first-half performance and a lack of accuracy in front of goal in the second after they suffered a surprise 1-0 defeat at Villarreal in La Liga on Sunday. Real’s Benitez bemoans lack of precision after defeat MADRID - Real Madrid coach Rafa Benitez criticised his players for a poor first-half performance and a lack of accuracy in front of goal in the second after they suffered a surprise 1-0 defeat at Villarreal in La Liga on Sunday. TOKYO — Two groups competing for the lucrative contract to build the new Tokyo Olympic stadium have disclosed their design proposals. The Japan Sports Council released the designs on Monday and said the winner will be chosen this month. It did not identify which companies have proposed which designs. The two designs are more understated than the original plan by British-Iraqi architect Zaha Hadid, which was scrapped due to controversy over its cost and scale. “We will work to ensure a stadium that will be loved by all,” Kazumi Daito, president of the Sports Council,
said in announcing the plans, which he said would put “Athletes First” and also emphasize accessibility for the handicapped, elderly and children. Work on the 158 billion yen ($1.3 billion) stadium intended to accommodate up to 80,000 people was delayed by the difficulties over its design, which proved a major embarrassment for local Olympics organizers. Design “A’’ has a relatively flat roof and fits in with surrounding greenery, with shrubbery along its outer concourses. The combined steel and wood structure seems to echo traditional temple designs, and stands only 50 meters (164 feet) tall, with a center
sports ground sunk below the surface. Its construction cost is listed at a total of 153 billion yen ($1.26 billion). The 54.3-meter-tall (178 feet) Design “B’’ is more ethereal, with outer glass walls that blend with the sky and are meant to reflect the traditional Asian concepts of the Five Elements of wood, fire, earth, metal and water. It would cost 153.7 billion yen ($1.26 billion). Both plans call for construction to be done, apart from landscaping and surrounding work, by Nov. 30, 2019. Formula 1’s engine manufacturers have been given “homework” following a recent meeting to discuss problems with the current power units, according to Honda motorsport chief Yasuhisa Arai. Towards the end of November the F1 Commission voted not to pursue the idea of an alternative budget engine, with the aim instead of cutting the cost of the current power units. With the budget engine idea parked, manufacturers were instead asked to work on a range of proposals to cover off engine concerns that are to be submitted by January 15. Addressing the discussions that have so far taken place, Arai said: “Nothing has been decided. There were many discussions about many topics. “We were given homework to look at options for the future. It hasn’t progressed that much. “The meeting itself was put together because of the cost issue and there are many options with regards to reducing costs. “So it’s now for all the manufactures to look into the options and then we will discuss these in the future. It could continue on for a long time. “But it’s positive for the world of F1 we are having these talks, from a sustainability and stability point of view.” Ferrari chief Maurizio Arrivabene insisted it was critical the team bosses, rather than the engineers, made the decisions on the way forward. Arrivabene said: “The FIA came with a long list of things to do. “We changed the approach of the meeting because it is not to say the turbo yes or mono-turbo yes, or the other way around, and try and tick the boxes. “All the team principals that were present were setting a target. “I like a lot the engineers, but if you let them decide, they are going to the sky. “I proposed, and other people proposed, why we were there. “We need to set a target for our engineers and they need to respect it. “Then they get together and now they are trying to seriously go a step forward. “You can’t design an engine for 2018 in three hours. EU border force plan faces resistance from governments

BRUSSELS - A proposal to give the European Union executive the power to send forces unbidden into member states to defend the common European frontier will face resistance from some countries when it is published this week. The European Commission wants to be able to deploy personnel from a new European Border and Coastguard Agency without, as currently required, the consent of the state concerned, EU officials told Reuters in early December, reflecting frustration with Greek reluctance to seek help with migrants. EU officials call the plan a largely theoretical “nuclear option” and stress that any infringement of national sovereignty would be balanced by the power of a majority of member states to block Commission intervention - similar to checks agreed during the euro debt crisis. The Commission will set out the plan on Tuesday to reinforce its Frontex agency with up to six times more staff, EU officials said, following a commitment to an EU border guard in September by President Jean-Claude Juncker. “We think the current situation justifies a certain ambition,” the Commission’s chief spokesman said on Friday, expressing confidence about backing from member states. Failure to strengthen the EU’s external borders, senior officials argue, will see more states reimpose frontier controls inside the bloc, wrecking its cherished Schengen free-movement zone, and foster the rise of anti-EU nationalists like France’s National Front. But while big powers France and Germany support such EU power, other EU leaders may voice concerns
at a summit on Thursday. Italy has pushed for a “Europeanisation” of external frontiers to relieve the costs on itself and Greece of policing the Mediterranean. But the plan may go too far for many leaders. “This idea will face opposition from most member states,” an EU diplomat said. “We believe such a solution would interfere too deeply in member states’ internal competences.” “The Commission is testing our limits,” said another. He compared it to the Commission’s push to oblige states to take in mandatory quotas of asylum seekers, which set furious east Europeans against German Chancellor Angela Merkel. EU officials said on Friday that foreign border guards would, as now, be under local command whenever deployed. Details of the plan will be announced on Tuesday, along with proposals for resettling Syrian refugees directly from Turkey into Europe and changes to Schengen rules to improve security following the Paris attacks on Nov. 13. AMBON - In less than a week, a moderate earthquake measuring 5.3 on the Richter scale jolted the Maluku provincial city of Ambon on Monday. According to the Meteorology, Climatology and Geophysics Board (BMKG), the epicenter of the earthquake, which struck at 10:46 a.m. East Indonesia Standard Time (WIT), was located 105 kilometers southeast of Central Maluku district at 4.04 degrees southern latitude and 129.57 degrees eastern longitude at a depth of 10 kilometers under the sea. Earlier last Wednesday, the city was also rocked by a 6.9magnitude earthquake, triggering panic among the local residents, but it did not cause a tsunami. The epicenter of the powerful earthquake last Wednesday was located 99 kilometers southeast of Maluku Tengah district. Maluku is one of the earthquake- and tsunami-prone provinces in Indonesia as it is located at the meeting point of the three major Pacific, Indo-Australian, and Eurasian plates. A powerful 7.1-magnitude earthquake had rocked Maluku in November last year, sparking a tsunami warning and causing panic-striken people to flee their homes. Among the earthquake-prone areas in Maluku are the islands of Ambon, Seram, and Buru as well the southeastern part of the province. More than 17 thousand Indonesian islands are scattered along a belt known for volcanic and seismic activity and called the “Pacific Ring of Fire.” The islands are one of the most quakeprone areas on earth. TOKYO — A Japanese central bank survey shows sentiment among big manufacturers is steady, though companies in all sectors expect conditions to deteriorate in the coming months. The Bank of Japan’s “tankan” survey, released Monday, remained at 12 as of December, unchanged from September. The tankan measures corporate sentiment by subtracting the number of companies saying business conditions are negative from those responding they are positive. The reading for non-manufac-
turers was 25, also unchanged from September, the survey said. However the number of companies anticipating worse conditions in the coming quarter outnumbered those expecting improvements, with figures of minus 5 for manufacturers and minus 7 for non-manufacturers. A total of 10,971 companies re-
sponded to the survey. The survey for the coming quarter showed both manufacturers and other companies were pessimistic about the outlook for sales and for investment in the world’s third-largest economy. Japanese companies have seen their profits soar since Prime Minister Shinzo Abe took office three years ago and initiated a recovery strategy that relies heavily on monetary stimulus. But investment and wages
have lagged expectations, slowing growth. Alibaba to pay US$266 million for Hong Kong’s SCMP newspaper HONG KONG - Chinese Internet giant Alibaba will pay US$266 million for Hong Kong’s South China Morning Post, the newspaper said Monday, far higher than analysts’ estimates in a deal that has sparked fears the paper will lose its independent voice. The business had been valued at half that amount, and some observers said the hefty price tag reflects Alibaba’s desire to control media in the semi-autonomous territory. The deal comes as concern over press freedom grows after attacks on journalists, reports of pressure on editorial staff from authorities and increasing selfcensorship. Alibaba “has agreed to purchase the media business of the (SCMP) Group for a cash consideration of HK$2,060,600,000”, the newspaper said in a statement to the Hong Kong Stock Exchange. The group also owns the Hong Kong editions of magazines Esquire, Elle, Cosmopolitan and Harper’s Bazaar. In a letter to the newspaper’s readers following the announcement of the sale, Alibaba executive vice chairman Joe Tsai vowed the SCMP would be “objective, accurate and fair”. However, in an interview published on the paper’s website, Tsai accused Western media of bias against China, saying that Alibaba would “see things differently”. Francis Lun, chief executive of Hong Kong brokerage GEO Securities, said the inflated price handed to the paper’s Malaysian owner, tycoon Robert Kuok who bought a controlling stake in 1993, reflected a political motivation. “If your purpose is trying to control the local media, it has its value. NEGARA - Land conversion at Kaliakah village reaps a protest from local subak members because the land area of 5,000 square meters was previously quite productive paddy fields. Moreover, the surrounding lands still poses an extensive paddy field. Subak authority is helpless because the developer claimed to have owned a permit for the land conversion. A number of members of Subak Tegal Berkis said on Sunday (Dec. 13) they were surprised because the paddy fields stretching along the subak roadside has now been backfilled and installed with a plotting signboard. Certainly it will no longer be used for paddy field, but for settlement. They claimed to have submitted this question to subak, but the developer claimed to have had a ‘memo’ to convert the land into settlement. One of the subak members, Ketut Suasana, objected to the land conversion that remains productive. Moreover, the land around the converted land remains active subak area. As observation, the land near Pura Dalem Banyubiru has been divided into some plots of 2-4 square meters. It has also been equipped with a road by destroying the previous revetment barrier of the subak irrigation channel. Behind the plotted land still extends a productive paddy field. Location of the plot is right in the middle of the local subak area, while the irrigation channel seems to have clogged due to land conversion. Chief of Subak Tegal Berkis, I Ketut Budiasa, when asked for his confirmation justified that a number of subak members questioned about it. He knew the land conversion has been started by developer since the last planting season. “We already cross-checked to developer and it claimed to have owned a license. Personally, the instinct of farmers will want to maintain the paddy fields,” he said. Nevertheless, his organization did not see the physical evidence regarding the permit of farmland conversion. According to him, the developer will comply with the rules of subak as the owner of the land on the edge of the road by providing access of roads and water irrigation channel to paddy fields in the rear. Related to cut off waterways, previously was inactive and it will be re-functioned. As subak chief, he never signs any document including the approval of the land conversion. At the same time, his organization cannot prohibit the owners to sell their land. All this time, subak is difficult to monitor the respective landowner in the subak area spreading across 93 hectares. Since most of the farmers are sharecroppers, they will not be involved if there is a land sale and purchase. “We do not want to collide if it has owned a permit of the land conversion. GIANYAR - Piles of waste in some rivers and drains in Gianyar become one of the main triggers of flooding. To that end, the Gianyar Sanitation and Landscaping Agency (DKP) are currently focusing on the activities of cleaning up drains, sewers and rivers. Recently, a number of officers were deployed to clean up drains, ditches and rivers prone to rubbish heap, such as in the town center of Gianyar, right in the upstream of Gianyar Market to Kelod Kauh Abianbase hamlet and river flow
at Tegal Tugu. In addition, two teams of waste taskforce were also deployed to clean up waste at Tegallalang Market that frequently overflows onto highway. According to the Head of the DKP Gianyar, I Wayan Kujus Pawitra, in anticipation of flooding in this rainy season, his agency did extra work. As from early November, the janitors were intensified in the handling of waste in waterways considering many waste are dumped into the rivers or sewers.
“Usually at the beginning of rainy season a lot of garbage is drifting and heaping so that it is feared to result in floods and overflows onto highway. This waste heap happens because people still litter. They still have a habit to throw garbage into drains, ditches and rivers,” he said. He urged again all the community members to play an active role in keeping the environment clean. Waste should not be carelessly discarded because its negative impact will afflict to the
community itself. Further, he explained that other than being caused by waste, the overflowing rivers during heavy rains also occur due to the silting of riverbed. To that end, his agency has made anticipation through the DKP in cooperation with relevant agencies such as the Public Works, Regional Disaster Mitigation Agency (BPBD) and others by dredging riverbed. The efforts are expected to accelerate the water flow. “Thankfully at the beginning of
rainy season this year the condition is not as severe as in previous years because we have anticipated it by doing cleanup regularly,” he said. In this case, his agency also claimed to be much helped by the presence of the Integrated Urban Taskforce in charge of monitoring the sanitation condition, safety and comfort of Gianyar on a regular basis. “If there is a pile of rubbish, the taskforce directly coordinates with us so that we can take action immediately,” he said. The Titab-Ularan dam draining water from the North to the South belongs to side spillway type without a door. It is equipped with the main dam of random stone backfill with vertical core. BEIJING — Police scuffled with protesters and journalists at a Beijing courthouse Monday as a prominent rights lawyer stood trial on charges of provoking trouble and stirring ethnic hatred with online commentary critical of the ruling Communist Party. Chinese protesters and foreign rights groups said Pu Zhiqiang’s trial at the No. 2 Beijing Intermediate Court amounted to political persecution, and foreign governments including the U.S. called for his release. Pu denied the charges and the trial concluded about midday, with Pu’s lawyer Shang Baojun saying a verdict and sentence would be delivered at a later date. “Pu Zhiqiang is a lawyer with a conscience,” activist Yang Qiuyu said in a brief interview outside the courthouse while a policeman tried to grab him. “This is why he is now under arrest. We support him, and that means that we are also defending our own rights.” Pu was active in defending free speech and represented dissident artist Ai Weiwei in a tax evasion case that Ai’s supporters said was politically motivated. He also was instrumental in pushing for the eventual abolishment of the labor camp system, which allowed police to lock up people for up to four
years without a trial. About 50 protesters had gathered at the courthouse along with two dozen journalists and about a dozen Western diplomats, but all of them were denied entrance. MONTEVIDEO — Ignacio Errandonea has been searching 39 years for a brother who went missing in the 1970s as military dictatorships swept across South America. Errandonea, a member of an organization searching for the nearly 200 Uruguayans still missing from the small country’s military rule, says he just wants to know what happened and where his brother is buried. Resigned to the reality that such answers may never come from official avenues, Errandonea and other families of missing people have begun promising anonymity to anybody, including aging perpetrators, who come forward with information. It’s a race against time: many of the former military leaders who may know something have begun dying in recent years. Using a new, anonymous hotline, the families are spreading their message in churches, temples and other public places across the nation of 3.3 million people. An open letter disseminated nationwide says that families simply want to “cry for our disappeared.”
“If you saw something, know something or know some detail that can help find (our loved ones), we appeal to your humanity,” reads part of the letter. The families make clear they are not forgiving perpetrators, and their offer of anonymity isn’t the same thing as government immunity from prosecution. “Realistically I know that my brother was killed,” said Errandonea, a gray-haired 61-year-old janitor. “But he was taken alive and the military has yet to say what happened and prove to me that he’s dead.” The number of people who were disappeared or killed during Uruguay’s 1973-1985 dictatorship is small compared to other countries in the region. In neighboring Argentina, rights groups estimate that 30,000 were killed or disappeared. More than 3,000 people are estimated to have been killed or disappeared in Chile. However, Uruguay’s search for its 192 missing citizens is an example of how nations across the region are still struggling over how to come to terms with their loss and get justice for victims and their families.(ap)

Turning poop into plastic at Paris climate talks
Le Bourget, France - A small piece of dung was on proud dis- in a process pioneered by his complay at global climate-saving talks in Paris, just a few steps away pany. Once the substance is refined from being transformed into a plastic bottle or fuel for a car. Along with scraps from slaughterhouses and dinner tables, it is the raw material for an innovative process to turn waste into a range of new products. “This is the third Industrial Revolution. It changes the world from using oil products to using biomass,” Regis Nouaille, founder of biotech startup Afyren, told AFP at the UN conference where 195 nations agreed a historic climate rescue pact. His company was one of dozens
that showed off pioneering green technologies, including a wood chippowered generator and an inventive device for bringing electricity to remote villages. Nouaille explained that waste like dung, animal parts or sugar beet leftovers can be doused with a cocktail of 50-100 naturally-occurring micro-organisms to prompt a chemical reaction. The process produces natural compounds, which Nouaille called “building blocks” that are extracted
-- in a process similar to the one for oil -- it can then be used as the raw material for making plastic, petrol or even cosmetics. Though the technology is a pilot effort, Nouaille said the goal is to roll it out on an industrial scale. a social centre in remote villages -- and the nanogrid. Durand said the system produces enough power to light up eight homes that would otherwise have been lit only with candles. The company provides the equipment and installs it. “They (users) pay 10 cents per day to get electricity at home,” said Durand. Ngurah Rai serves 2,283 aircraft destined for foreign countries
DENPASAR - Denpasar’s Ngurah Rai International Airport in the Indonesian island resort of Bali served 2,283 wide-bodied aircraft destined for foreign countries in October 2015, according to Bali’s Central Statistics Agency (BPS) Chief Panusunan Siregar. “The number of wide-bodied aircraft departing from Ngurah Rai International Airport to foreign countries in October rose 3.12 percent from 2,214 aircraft in September 2015,” Siregar stated on Monday. He remarked that the number of passengers transported by the aircraft also increased 7.65 percent from 381,210 in September to 410,377 in October. He noted that the amount of baggage being carried also increased by 11.21 percent, from 6,094 tons in September to 6,777 tons in October. Siregar said Australia, Singapore, Malaysia, and Hong Kong were the main destination countries for the flights from Denpasar, Bali. Siregar explained that the aircraft transported foreign tourists who had spent their holidays in the island of paradise. Predicted sea level increases this century mean many face increased flooding, stronger storm surges and unpredictable weather. How well coastal cities can cope will dramatically affect quality of life and their economic destiny. Many of the biggest are in Asia, powering economies while housing hundreds of millions of poor in sprawling slums. Scientists generally agree seas will rise an average of 1 meter (3 feet) this century, though some predict an eventual increase as high as
6 meters on average. How quickly these changes occur will partly depend on whether negotiators at this week’s U.N. climate talks in Paris can broker a strong treaty to limit the release of climate-warming greenhouse gases. But with a certain amount of sea rise considered inevitable as warmer temperatures melt glaciers and expand oceans, cities will have to adapt quickly to spare investors losses and citizens from disaster. Those unprepared risk being highlighted as poor places to invest. “It’s difficult for businesses and societies to grasp what’s happening,”
said Richard Hewston, a climate change analyst at Verisk Maplecroft, which advises companies on business risks. But some governments now realize “they need to pay attention to these climate risk factors to attract investment.” Global losses from flooding in coastal cities are already averaging about $6 billion a year, according to a 2013 study published in the journal Nature. Those losses could rise to $52 billion annually by 2050, it said. Asia is particularly vulnerable because many of its countries are still struggling to lift hundreds of millions up from poverty, while its cities at-

“Our previous target this year is 11 thousand hectares of rice fields, but only 4,000 hectares can be insured due to limited time,” Head of Bali Provincial Agriculture and Foodstuffs affairs office Ida Bagus Wisnuardhana said on Sunday. Thus, if the crop failure occurs due to floods or pest attacks after the rice fields have been insured, the farmer can get the claim of Rp6 million per hectare, he stated. In addition, the farmers should not pay the entire premium because 80 percent of it is subsidized through the state budget. The amount of the premium per hectare is Rp 180 thousand, but 80 percent (Rp144 thousand per hectare) is covered through the state budget. “Thus, the farmer concerned only has to pay Rp36 thousand per hectare in every planting season,” Wisnuardhana pointed out. According to Darma Putra, the phrase ‘not for sale’ contains the 3 s’ of good communication, namely: ‘smart, sharp and serious’ in conveying the desired message. “As a result, this installation has drawn the attention of many people, received wide media coverage and has had an impact,” said Darma. One of the effects of the ‘not for sale’ art installation, noted by Darma, was that within 24 hours of the letters going up in the beautiful rice terraces of Ceking Tegallalang, the art work was suppressed and farmers were invited to negotiate. It was agreed that farmers would receive a contribution of IDR 2 million per month for their paddy fields being used as tourist attractions. “Previously, farmers whose paddy field were used as tourist attractions did not receive anything. Ultimately, the ‘not for sale’ movement caused farmers to get more attention,” said Darma citing his interview with Sayur. (kmb42)

It is easier to start from scratch than it is to repair areas that are already problematic,” said Cadamuro. He added that real estate investors should not be given too much freedom -on the contrary, according to Cadamuro, who has a wealth of experience in the tourism industry around the world, the government he said, should create restrictions regarding where build-
ing developments can go up and should also make sure that these rules are enforced. Otherwise, South Badung will continue to become overcrowded. “When an area is already overload, development needs to be stopped. I have confidence that investors will want to develop areas other than Southern Badung. Bali is very famous. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

From 16:30 until about 18:00, Made Bayak wrote the three words ‘investment, revitalization and reclamation’ on a large-sized map of the Bali Island, cover the image of Bali itself. “I deliberately chose the moment of dusk –the transition of day into night, to perform this piece. Just as the Tri Sandhya prayer finishes, so does my performance,” he said. Bayak explained that the painting he made portrays the current condition of Bali. Bali is constantly being bombarded with developments, one of which is reclamation plan disguised as the revitalization of Benoa Bay. The plan is referred to as a greedy form of investment. “The performance art piece mostly uses the color black, to symbolize the current condition of Bali. Right now, investments in Bali tend to be based on pure greed, I don’t mean that I am anti-investment, however investments in tourism need to be more eco-friendly and be socially just towards towards Bali’s

ing a seminar held at the Graduate Studies in Tourism Departement of Udayana University on Thursday, December 10th, senior lecturer at the National Center for Australian Studies at Monash University), Dr. Agnieszka Sobocinska, discussed her paper entitled ‘Beers and Bombs: Australians in Bali’.
In her paper, Agnieszka Sobocinska describes various factors that make Australian travelers happy to spend their holiday in Bali. These factors include; geographic proximity, nature and cultural differences, media and travel agencies’ promotion as well as efficient package deals. Bali started being promoted
on a large scale by the Australian media in the early 1970’s. According to Agnieszka, in 1982, a 9 days 7 nights holiday package deal from Australia to Bali was sold for AUD 490 including return ticket, accommodations and meals. “This is a very affordable package, when compared to the weekly wage of
