‘Zootopia’ rules, Sacha Baron Cohen’s ‘Brothers Grimsby’ bombs
LOS ANGELES - Disney’s “Zootopia” cruised to another box office victory this weekend, picking up $50 million and barreling across the $100 million mark domestically. After two weeks of release, “Zootopia,” the critically acclaimed story of a plucky rabbit policewoman, has earned $142.6 million stateside. In its second weekend, “Zootopia” only dropped 33% - an impressive show of endurance at a time when major releases routinely see their grosses cut in half after a big opening. The animated offering is benefiting from a lack of family fare. It’s been more than six weeks since “Kung Fu Panda 3” landed in theaters and the next big film aimed at younger audiences doesn’t hit until April 15 with “The Jungle Book.” “Family audiences have been underserved for months, so this movie is perfectly timed to get more bang for the buck,” said Paul Dergarabedian, senior media analyst at comScore. Despite the continued strength of “Zootopia,” Paramount and Bad Robot’s “10 Cloverfield Lane” was able to connect with audiences, earning $25.2 million from 3,391 locations. That’s a strong return given that the film about a woman who finds herself trapped in a doomsday bunker, waiting out the apocalypse with the neighborhood survivalists, cost $13 million to produce. The studio also kept marketing costs in check, holding
off its campaign until eight weeks before the film opening, with its biggest spending coming with a Super Bowl teaser. Paramount vice chairman Rob Moore credited Bad Robot chief J.J. Abrams with coming up with the concept for the twisty thriller while he was in production on “Star Wars: The Force Awakens.” He said the key was to make sure that none of the advertisements revealed any of the film’s surprises. “We wanted to give people just enough clues to keep them excited, interested, and wanting more,” said Moore. “That’s rare in this day and age, when so much is given out so early.” All was not well with “The Brothers Grimsby.” The Sony spy comedy from Sacha Baron Cohen opened to a terminal $3.2 million from 2,235 locations, raising questions about the comic mind behind “Borat” and “Bruno’s” continued bankability. “We certainly wanted more,” said Rory Bruer, Sony’s distribution chief. “Sacha is amazing and we love him, and we tried to crack the code on it, but it just didn’t happen for us.” Cohen’s most recent starring effort, 2012’s “The Dictator,”

Floods submerge 35 thousand houses in Bandung district
BANDUNG - Floods triggered by incessant heavy rains and the overflowing of Citarum River, have submerged some 35 thousand houses in the districts of Dayeuhkolot, Baleendah and Bojongsoang in Bandung District, West Java Province. “This flooding is the worst over the past 10 years. The floodwaters have reached a height of up to 3.3 meters,” Coordinator of Bandungs Disaster-Alert Youth, said on the phone, Sunday. The office of Dayeuhkolot Sub-district administration, which had never been flooded since 20 years ago, is now inundated at a height of 35 cm, he said. In the meantime, Sutopo Purwo Nugroho, spokesman of the National Disaster Mitigation Agency (BNPB), said in a statement in Jakarta, on Sunday that the floods left two dead and three others missing in Bandung District. The dead victims were Risa, 13, and Ela, 40, who lived in Sawahluhur, Sukasari village, Pameungpeuk Sub-district. Elas husband and two daughters were missing as the building where they were staying and is located near the river bank, collapsed after being swept away by flash floods. The floods affected 15 regions, namely Cicalengka, Rancaekek, Cileunyi, Solokan Jeruk, Majalaya, Ciparay, Baleendah, Dayeuhkolot, Bojongsoang, Pameungpeuk, Banjaran, Arjasri, Cangkuang, Katapang and Kutawaringin. The flooding forced more than three thousand people to evacuate themselves to higher grounds, and affected some 5,900 families comprising 24 thousand people.(ant)

Unfortunately, green belt not secured
UNFORTUNATELY the green belt is not secured. Beautiful paddy field in Karangasem has long been included in green belt such as in the east of Jalan Tirtagangga and Jalan Berina in Abang subdistrict. At roadside in Sidemen subdistrict, the green belt in the form of beautiful terraced paddy fields can be found at Iseh and Tebola. In Selat subdistrict, similar green belt can be found at the edge of Amlapura-Besakih road section right at Muncan village. However, the regional bylaw on green belt in the area seems to have been neglected from several years ago, both by society and the government of Karangasem. As evidence, the green belt signboard is never updated. Now, it remains the board and concrete only, while the wording has faded or lost, never been repaired. Many paddy field areas at roadside have been converted into building as shown at the edge of the road in the south of Tirtagangga attraction. On the pretext of private land, the wetland originally functioned as florist stores have been gradually used into residential building. Chief of the Karangasem Municipal Police, Iwan Suparta, has checked the green belt having converted into buildings. Unfortunately, there seems no follow up to enforce the regional bylaw on green belt made in 1987. Actually, the beautiful terraced paddy fields have become a tourist attraction. At roadside of Tirtagangga lies an expanse of paddy field with the backdrop of Mount Lempuyang. Almost along the location is often taken advantage as stoppage point by local and foreign tourists to enjoy the scenery and selfie. Unfortunately, the government has been powerless to maintain and safeguard the green belt regulation. If natural beauty like paddy fields posing an agrarian culture has lost, apparently the appeal of tourism in Bali will be over. (bud)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.
The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on
the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars,
tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Striking back against the machine: Korean Go player beats Google programme SEOUL - South Korean Lee Sedol won his first match against a computer programme developed by a Google subsidiary on Sunday in the ancient board game Go, denying a clean sweep for the artificial intelligence in a five-match series. Lee, one of the world’s top players and a holder of 18 international titles, recovered from three consecutive losses against the AlphaGo programme developed by DeepMind. “This win is invaluable and I would not trade it for anything else in the world,” a jubilant Lee told reporters after the match, thanking fans for their support. The 33-year-old professional player has admitted to underestimating AlphaGo’s skills but also said the programme was not perfect, asking supporters to keep watching the contest.
DeepMind founder Demis Hassabis told reporters the loss was a valuable learning tool and would help identify weaknesses in the programme that his team needed to address. “It’s a real testament to Mr Lee’s incredible fighting spirit and he was able to play so brilliantly today after three defeats,” Hassabis said. Go, most popular in countries such as China, South Korea and Japan, involves two contestants moving black and white stones on a square grid, with the aim of seizing the most territory.
Experts did not expect an artificial intelligence programme to beat a human professional for at least a decade, until AlphaGo beat a European champion player last year. Google executives say Go offers too many possible moves for a machine to win simply through brute-force calculations, unlike chess, in which IBM’s Deep Blue famously beat former world champion Garry Kasparov in 1997. KAZAKHSTAN - Europe and Russia launched a spacecraft on Monday in a joint mission to sniff out signs of life on Mars and bring humans a step closer to flying to the red planet themselves. The craft, part of the ExoMars programme, blasted off from the Baikonur spaceport in Kazakhstan on board a Proton rocket, starting a seven-month journey through space. It carries an atmospheric probe that is to study trace gases such as methane -- a chemical that on Earth is strongly tied to life -- that previous Mars missions have detected in the planet’s atmosphere. “Why are we so interested in Mars? We are trying to understand how life originated in our solar system,” Pascale Ehrenfreund, chair of German space agency DLR’s executive board, said at a launch event held by the European Space Agency. Scientists believe the methane could stem from micro-organisms, called methanogenes, that either became extinct millions of years ago and left gas frozen below the planet’s surface, or that some methane-producing organisms still survive. Another explanation for the methane in Mars’s atmosphere could be that it is produced by geological phenomena, such as the oxidation of iron. ANKARA - A female member of the outlawed Kurdistan Workers Party (PKK) was one of two suspected perpetrators of a car bombing that killed 37 people in the Turkish capital Ankara, security officials said on Monday.

He added that condom were the most commonly used form of contraceptive, as well as coitus interruptus, the ‘calendar system’ and the emergency contraceptive or ‘morning after’ pill to prevent unwanted pregnancies. The lack of condom use can accelerate the transmission of HIV/ AIDS because the virus is mostly transmitted through unprotected sex. Pramesemara also indicated that information – particularly regarding reproductive health and general sexual education is still lacking amongst the general public. GIANYAR - Accumulation of plastic waste in Gianyar reaches about 78 cubic meters or 25.74 tons per day. Such number is quite alarming. Moreover, the current waste management efforts in general are still hampered by various problems. The Head of the Gianyar Sanitation and Landscaping Agency (DKP), I Wayan Kujus Pawitra, explained on Sunday (Mar. 13) that the current generation of waste volume in Gianyar reaches 1,486.26 cubic meters or 490 tons each day. It comprises 71 percent of organic waste and 29 percent of inorganic waste. Plastic waste alone reaches 5.25 percent of the total waste generated each day. “The issue of garbage is now becoming a national problem experienced by almost all districts / municipalities in Indonesia. With the increasing number of residents, public revenues, activities and changes in consumption patterns, waste volume and the type of waste generated also increases,” he said. Gianyar district, he said, requires the handling of sanitation and effective environmental damage control. Moreover, as a world tourist destination and cultural icon of Bali, the high volume of waste, especially plastics, will greatly affect the image of Gianyar. He recognized there are still a number of obstacles faced so that the handling cannot be maximized. For example, the Temesi landfill is currently overloaded. Not to mention the persistence of the
environmental offenses such as littering to rivers, ditches and even illegal waste disposal sites. “This condition is very worrying,” he said. Kujus said that plastic waste is very dangerous for human life. Plastic waste can only decompose in the long term, so that it causes environmental pollution. When burned, the products of combustion such as dioxins can cause cancer. “Actually, we all know about the hazards of plastic waste. But not all people move really in reducing plastic waste,” he said. The government of Gianyar district, especially the regent, has issued a number of policies and programs on plastic waste reduction. Kujus mentioned that Gianyar has implemented a policy of paid plastic for retailers (supermarkets, minimarkets and traditional markets) to a program of replacing synthetic plastic with biodegradable plastic. Students are also periodically involved in the sanitation movement including the formation of environmental police at each school. Besides, villages with foster parent are encouraged to routinely carry out sanitation movement in the territory at least once a month. “We also seek the establishment and development of Waste Bank at each village. However, the programs will not run optimally without active participation of all the components. Handling of waste especially plastic waste requires a comprehensive, measurable and sustainable effort,” he added. (kmb25)

BUSINESS China’s central banker says economy can hit growth target
BEIJING — In a new effort to dispel anxiety about China’s cooling economy, the central bank governor said Saturday the country can hit this year’s official growth target and Beijing has no need to weaken its currency to boost sagging exports. Zhou Xiaochuan’s comments at a news conference during China’s national legislature add to a high-level public relations campaign by Beijing to reassure global financial markets about the stability of the world’s second-largest economy following stock and currency turmoil. Zhou expressed confidence the economy can hit its official growth target, which the ruling Communist Party lowered this year to 6.5 to 7 percent from last year’s “about 7 percent.” Growth fell last year to a 25-year low of 6.9 percent, though that still was among the world’s highest. Economic growth has declined steadily over the past five years as Beijing carries out a marathon effort to nurture domestic demand and reduce reliance on a worn-out model based on trade and investment. An unexpectedly sharp decline over the past two years prompted fears of a politically dangerous spike in job losses and prompted Beijing to shore up growth with mini-stimulus measures based on higher spending on building roads and other public works. Chief of the Badung Agriculture and Forestry Agency (DP2K), I Gusti Agung Ketut Sudaratmaja, said on Sunday (Mar. 13) that growing season in Badung finds many obstacles. One of them is the reduction of water supplies. Besides, rainy season becoming the mainstay precisely comes late. “The rain expected to fall before December 2015 finally arrived in the mid of December. As a result, many farmers must delay their planting season,” he said. Thankfully he said, during the limited rainy season farmers could move quickly to cultivate their land area and planted with rice. “All this time, the rain comes too late. We just get the rain in December. So, farmers have short time to plant rice. Thankfully, they can do it quickly,” he said. Sudaratmaja also admitted to be pessimistic if farmers can grow crops normally due to low rainfall. According to him, the period of planting time in Badung ranges from October (2015) until March. “Our target of planting season in Badung only runs from October to March. It (planting season) is in line with rainy season during these months. Beyond the period is difficult because there is no rainfall,” he said. He described that of the 10,000 hectares of agricultural area in Badung in 2016 his agency only targets 8,832 hectares to be planted with paddy. From the planting target, according to Sudaratmaja, approximately 93 percent has been reached. “Of the 8,823 hectares of planting target, about 93 percent or 8,223 hectares have been planted. However, Badung is ranked second after Gianyar in terms of achievement of the acreage target,” he said. He mentioned that amidst of water scarcity, the water supply in the upcoming months will get disrupted again. It happens because the Bali-Penida River Agency will repair the irrigation channel so that it disrupts the irrigation water for Badung and Gianyar. Based on the dissemination on the project plan by the Bali-Penida River Agency, approximately 4,500 hectares of paddy fields in the Gianyar and Badung will be affected by the project. As information, the project has now been in tender stage. “Especially in Badung, approximately 2,500 hectares of paddy fields will be affected. One of the areas whose water supply will get interrupted is located in Abiansemal and Mengwi subdistrict,” he concluded. (kmb27)

NEGARA - Condition of tourism pond at Delod Berawah located adjacent to swimming pool is poorly maintained. Now, it is even similar to a lake as being inundated by irrigation water disposal. As a result, this recreational pond area cannot even be used. As seen on Sunday (Mar. 13), a number of resting places provided were inundated by water and cannot be visited. Condition of the area is more like a swamp due to such puddles. Some lights installed have now been out of order and so has the asphalt surrounding the pool. Since it is no longer used, local residents are utilizing the pond area for raising ducks and cows. According to several residents, the pond had been previously used for canoe recreation or water bike. Besides, it was also functioned for fishing pond as well as a supporting facility of Delod Berawah swimming pool attraction. But now, it has been neglected due to
water overflow so that it is difficult to do maintenance. Near the pool area sits a place of melasti for Delod Berawah customary village. So far, the pool is not maintained so that it is overgrown by shrubs. Now, the remaining is only the pool and still open to the public. Residents actually still hope the recreation area to be reopened. Headman of Delod Berawah, Made Rentana, told reporters if the pond area for tourism development is now unkempt. Since it is established on the land of local government, villagers do not dare to manage. The Head of the Jembrana Culture and Tourism Agency, I Nengah Alit, told reporters that all this time his agency is focused on the management of the pond remaining to be used by the public. In the future, if the local budget allows, the recreation pond will be re-arranged. But it must also consider the benefits and assessment to make it productive. (kmb26)

Election setback a ”wake-up call” for Merkel, media and politicians say

WASHINGTON - In April 2014, the administration of President Barack Obama announced the most ambitious clemency program in 40 years, inviting thousands of jailed drug offenders and other convicts to seek early release and urging lawyers across the country to take on their cases. Nearly two years later the program is struggling under a deluge of unprocessed cases, sparking concern within the administration and among justice reform advocates over the fate of what was meant to be legacy-defining achievement for Obama. More than 8,000 cases out of more than 44,000 federal inmates who applied have yet to make it to the U.S. Department of Justice (DOJ) for review, lawyers involved in the program told Reuters. That is in addition to about 9,000 cases that are still pending at the DOJ, according to the department’s own figures. Only 187 inmates have had their sentences commuted, far below the thousands expected by justice reform advocates and a tiny fraction of the 2.2 million people behind bars in the United States, which has the world’s highest incarceration rate. The administration said it wanted to decide on all the applications before Obama’s term ends next January, when the program will automatically expire. A senior DOJ official told Reuters it is calling on the lawyers’ group -- Clemency Project 2014 -- to simply hand over the outstanding cases without further vetting, saying it is not working fast enough. So far, the group es-
timates it has handed over around 200 cases. But criminal justice experts say the administration itself should bear much of the blame. The idea to tap pro-bono attorneys to help vet the cases originated with the DOJ, and critics say it should have prepared its own staff to handle the large volume of applications. “It’s unfair to criticize the volunteer group that you asked to help,” said Rachel Barkow, a criminal law professor at New York University who has studied clemency in U.S. prisons. She estimates that about 1,500 prisoners should be eligible for commutation, saying the 187 granted so far does not “fulfill the promise of the program.” The DOJ declined to comment when asked for its response to such criticism. The delays have left prisoners like Linda Byrnes, 69, in limbo. “I thought clemency was for people like me,” Byrnes told Reuters through an electronic messaging system from a federal prison in Alderson, West Virginia. Byrnes, who has spent 20 years in prison for distributing marijuana and has two years left on her sentence, was recently diagnosed with mouth cancer and has yet to hear whether she has been assigned a lawyer after submitting her application to Clemency Project in August 2014. Obama, who has commuted more sentences than the past five presidents combined, has been a stern critic of harsh U.S. sentencing policies that he says have disproportionately burdened minorities. Indonesia condemns Ankara bombing
JAKARTA - The government of Indonesia has condemned the suicide car bomb attack at Kizilay Square in the heart of Turkeys capital Ankara, according to a Foreign Affairs Ministrys statement here on Monday. “The government and people of Indonesia expressed their sympathies and deep condolences to the Turkish government and the people, especially to the victims and their families,” the Foreign Ministrys statement said. According to ABC News, Kurdish militants are being blamed for a suicide car bomb attack, which left 34 people dead and injured more than 100 in the heart of Turkeys capital Ankara on Sunday. The explosion at Kizilay Square, a key commercial and transport hub close to the citys embassy area, reduced several vehicles, including a bus, to burnt-out rubble. However, so far, the Indonesian Embassy in Ankara has not received any information about Indonesian citizens who became victims of the bomb attack in Ankara. As many as 1,553 Indonesian
citizens live in Turkey, most of whom are employed as professional workers and the rest are students. The embassy has reminded them to stay calm and alert. JAKARTA - Indonesian Foreign Minister Retno LP Marsudi has said that Indonesias honorary consul to Palestine could serve effectively to promote bilateral relations between Indonesia and Palestine. “I hope the honorary consul in Ramallah could play an active role in fostering brotherhood between the Indonesian and Palestinian people,” she said in Amman, Jordan, on Sunday, after officially installing the countrys first honorary consul, Mrs Maha Alkhus Hussein, who is based in Ramallah, West Bank, Palestine. The installation ceremony was attended by Palestine Foreign Minister Riyad al-Maliki, and ambassadors of ASEAN and the Organization of Islamic Cooperation (OIC) member countries. The honorary consul has the duty to serve and protect Indonesians and Indonesian corporate bodies in Palestine, she said. In addition, the honorary consul is charged with expanding bilateral cooperation in economy, trade, tourism, investment, labor issue , service and culture, she said. KARANGASEM - Towering 3,033 metres above sea level, Mount Agung is the highest mountain on the island of Bali and the fifth highest volcano in the whole of Indonesia. Mount Agung has huge spiritual significance to the people of the island, and is home to the ‘Mother Temple’ of Besakih. It forms part of a chain of volcanos that make up the back bone of Bali. Balinese legend has it that Agung was created when the Hindu God Pasupati split Mount Meru (the spiritual axis of the universe) and formed Mount Agung with a fragment. Mount Agung dominates the surrounding area influencing the climate. The clouds come from the west and Agung takes their water so that the west is lush and green and the east dry and barren. The best time to climb Mount Agung is in the dry season of April to October. January and February should certainly be avoided if possible due to heavy rain, possible flooding and even landslides in the area. Mount Agung is most commonly approached from the south via Klungkung and Candidasa, from the west via Besakih, or from the east via Tirta Gangga and Karangasem. The east coast road north from Amed through Tulamben and onto Singaraja provides some awe-inspiring views of the mountain across flat rubble plans. (IBP/net)

With Tottenham currently second in the English Premier League standings, and aiming to become champion for the first time since 1961, coach Uli Stielike agreed to let Korea’s star attacker stay in England rather than be picked for his national team. Zlatan Ibrahimovic scored four second-half goals as Paris Saint-Germain clinched its fourth straight French league title in style, pulverizing last-place Troyes 9-0 on Sunday to become champion with a record eight games to spare.
PARIS — Next stop Europe. Paris Saint-Germain must now prove it can succeed in the Champions League after securing a fourth straight title so easily that it was sealed with a record eight games left and capped with a pulverizing 9-0 win against last-place Troyes on Sunday.
Zlatan Ibrahimovic scored four secondhalf goals against easily the league’s worst team. Forward Edinson Cavani netted twice, while midfielders Javier Pastore and Adrien Rabiot also scored in addition to an own goal. PSG has lost just once this season — away to Lyon last month — and leads secondplace Monaco by 25 points. However, it will ultimately be judged by how well it does in Europe, rather than if it wins another domestic treble against mediocre opposition unable to mount any sort of challenge. A better indication of true progress will be seen in the Champions League quarterfinals next month. PSG has failed to progress beyond the last eight in the past three seasons and has only once reached the semifinals, back in 1995. “I hope we do better than last year,” PSG president Nasser Al-Khelaifi said.
“We’re collectively stronger.” Bankrolled by huge funds from Qatari investor QSI, PSG has dominated so much that it has lost only once in any domestic competition over the past calendar year. “From the first game we said we would set a pace that others would find hard to keep up with and no teams could,” PSG coach Laurent Blanc said. “It’s amazing to win the title after 30 games.” Blanc will keep a close eye on his players — mainly because he’ll be with them. “We can celebrate for the next two days, and I think I will celebrate with them,” he said. “But then we have to get back to work.” PSG’s astonishing goal difference of plus 62 — 77 goals scored, 15 conceded — more than four times better than the next-best Lyon, which missed a chance to move into third place on Sunday after squandering a two-goal lead to draw 2-2 at Rennes. Midfielder Rachid Ghezzal and striker Alexandre Lacazette put Lyon 2-0 up but midfielder Fallou Diagne and forward Jeremie Boga salvaged a point for Rennes, which is in fifth place, one point behind Lyon and two behind Nice. The talismanic Ibrahimovic has scored 27 league goals and is on track to beat his career best tally of 30 — set three seasons ago with PSG. He is PSG’s all-time lead-
ing scorer with 141 goals, including 102 in the league. But the 34-year-old Ibrahimovic is out of contract in June and hinted after the game that he sees his future away from the club — unless something quite extraordinary happens. “What happens next year, I don’t know. But for the moment I’m not here,” Ibrahimovic told television channel beIN Sports, before jokingly adding.”I don’t believe they can change the Eiffel (Tower) for my statue. But if they can I will stay here, I promise you.” Blanc had special praise for Ibrahimovic. “He’s an exceptional competitor,” Blanc said. “The team needs leaders like that.” PSG only been tested in Europe, losing 1-0 away to Real Madrid in the group stages for its only other defeat this season. The club’s owners have been desperate to win since the Champions League taking charge in June 2011. But PSG will be more confident this time around after beating Chelsea 4-2 on aggregate in the last 16, and with more time to prepare. PSG has reached the League Cup final and the French Cup semifinals, and the only serious blip on an otherwise perfect season came off the field. Right back Serge Aurier drew the wrath of his club during a live session with fans on social media, insulting Blanc, Ibrahimovic and Angel Di Maria. South Korea gives Tottenham boost in English title
SEOUL, South Korea — Son Heung-min has been left out of South Korea’s squad for its two internationals as part of a proposal to let him remain with Tottenham Hospur as the London club chases the English Premier League title in return for being allowed to represent his country at the Rio Olympics. With Tottenham currently second in the English Premier League standings, and aiming to become champion for the first time since 1961, coach Uli Stielike agreed to let Korea’s star attacker stay in England rather than be picked for his national team. In opting not to selecting Son, Stielike hopes that Spurs will return the favour and release him for the Rio Olympics in August. “We’ve asked Tottenham to make Son available for the Olympics as a wild card, and in ex-
change, we offered not to select him for matches in March,” Stielike told a press conference in Seoul on Monday. Son joined Tottenham in August last year and while he is not a regular starter, he is often named as a substitute by the London team, who are currently two points behind league leader Leicester City. The men’s Olympic soccer tournament is restricted to players aged 23 and under, although each team is allowed to pick three overage players. Son turns 24 in July. MILAN — Napoli cut the gap to Serie A leader Juventus back to three points with a 1-0 win at relegation-threatened Palermo on Sunday, while Roma kept up the pressure on the top two by beating Udinese 2-1. Gonzalo Higuain converted a penalty for Napoli — his 27th league goal of the season — to ensure his side kept pace with Juventus, which beat Sassuolo 1-0 on Friday. “We have a point more than Napoli had in the whole of last season and that fills us with pride,” Napoli coach Maurizio Sarri said. “Some say we’ve dropped a bit, but we have more points this half of the season than we had after the same amount of games in the first half. “With Juve, we’re talking about a team which has won 18 of its past 19 matches... MADRID — Casemiro scored in the 89th-minute to earn Real Madrid a 2-1 win at Las Palmas in the Spanish league on Sunday, keeping his team on course for an automatic spot in next season’s Champions League. Casemiro headed the winner from a corner just two minutes after Las Palmas equalized with striker Willian Jose to ignite the local fans in the Canary Islands. Sergio Ramos had put Madrid ahead with another header in the 24th, before being sent off in injury time. Las Palmas played better most of the match and goalkeeper Keylor Navas had to make several key saves to keep Madrid in the game. “If we want anything from what’s coming up we have got to play better, that’s for sure,” Real Madrid coach Zinedine Zidane said. “Like this, we’ll get nowhere.” It was Madrid’s third league win in a row, leaving it 10 points in front of fourth-place Villarreal, which lost to Sevilla earlier Sunday. KARANGASEM - Towering 3,033 metres above sea level, Mount Agung is the highest mountain on the island of Bali and the fifth highest volcano in the whole of Indonesia. Mount Agung has huge spiritual significance to the people of the island, and is home to the ‘Mother Temple’ of Besakih. It forms part of a chain of volcanos that make up the back bone of Bali. Balinese legend has it that Agung was created when the Hindu God Pasupati split Mount Meru (the spiritual axis of the universe) and formed Mount Agung with a fragment. Mount Agung dominates the surrounding area influencing the climate. The clouds come from the west and Agung takes their water so that the west is lush and green and the east dry and barren. The best time to climb Mount Agung is in the dry season of April to October. January and February should certainly be avoided if possible due to heavy rain, possible flooding and even landslides in the area. Mount Agung is most commonly approached from the south via Klungkung and Candidasa, from the west via Besakih, or from the east via Tirta Gangga and Karangasem. The east coast road north from Amed through Tulamben and onto Singaraja provides some awe-inspiring views of the mountain across flat rubble plans. (IBP/net)

Election setback a ”wake-up call” for Merkel, media and politicians say
BERLIN - Critics of Chancellor Angela Merkel’s liberal refugee policies called on her to change course after voters in three regional elections punished her conservatives and flocked to a new anti-immigration party that wants German borders closed. Merkel’s Christian Democrats (CDU) lost support in all three states - the industrial state of BadenWuerttemberg, the wine-growing region of Rhineland-Palatinate and the eastern state of Saxony-Anhalt - in the first elections that gave voters a chance to react to Merkel’s migrant policy. The right-wing Alternative for Germany (AfD), which takes a hard line on immigration, took around a quarter of the vote in Saxony-Anhalt, becoming the second biggest party there, and also made strong gains in the other two states.

Obama’s prisoner clemency plan faltering as cases pile up
WASHINGTON - In April 2014, the administration of President Barack Obama announced the most ambitious clemency program in 40 years, inviting thousands of jailed drug offenders and other convicts to seek early release and urging lawyers across the country to take on their cases. Nearly two years later the program is struggling under a deluge of unprocessed cases, sparking concern within the administration and among justice reform advocates over the fate of what was meant to be legacy-defining achievement for Obama. More than 8,000 cases out of more than 44,000 federal inmates who applied have yet to make it to the U.S. Department of Justice (DOJ) for review, lawyers involved in the program told Reuters. That is in addition to about 9,000 cases that are still pending at the DOJ, according to the department’s own figures. Only 187 inmates have had their sentences commuted, far below the thousands expected by justice reform advocates and a tiny fraction of the 2.2 million people behind bars in the United States, which has the world’s highest incarceration rate. The administration said it wanted to decide on all the applications before Obama’s term ends next January, when the program will automatically expire. A senior DOJ official told Reuters it is calling on the lawyers’ group -- Clemency Project 2014 -- to simply hand over the outstanding cases without further vetting, saying it is not working fast enough. So far, the group es-
timates it has handed over around 200 cases. But criminal justice experts say the administration itself should bear much of the blame. The idea to tap pro-bono attorneys to help vet the cases originated with the DOJ, and critics say it should have prepared its own staff to handle the large volume of applications. “It’s unfair to criticize the volunteer group that you asked to help,” said Rachel Barkow, a criminal law professor at New York University who has studied clemency in U.S. prisons. She estimates that about 1,500 prisoners should be eligible for commutation, saying the 187 granted so far does not “fulfill the promise of the program.” The DOJ declined to comment when asked for its response to such criticism. The delays have left prisoners like Linda Byrnes, 69, in limbo. “I thought clemency was for people like me,” Byrnes told Reuters through an electronic messaging system from a federal prison in Alderson, West Virginia. Byrnes, who has spent 20 years in prison for distributing marijuana and has two years left on her sentence, was recently diagnosed with mouth cancer and has yet to hear whether she has been assigned a lawyer after submitting her application to Clemency Project in August 2014. Obama, who has commuted more sentences than the past five presidents combined, has been a stern critic of harsh U.S. sentencing policies that he says have disproportionately burdened minorities. SURABAYA - The Indonesian and U.S. navies will hold joint exercise called “Cooperation Afloat Readiness and Training” (CARAT) 2016 in August this year. Navy chief spokesman Lt.Col. Maman Suleman said here on Sunday the plan has been discussed in an “Initial Planning Conference (IPC)” attended by delegations from both sides. “The IPC was attended by 19-member delegation from the U.S. navy led by Capt Mark Stacpoole, the U.S. embassy attache and 23member delegation from the Indonesian navy led by Col.Zaenal,” Maman said. The navy joint exercise will also be highlighted with social activities with donations to orphanage, symposium and sports involving the U.S. and Indonesian nay members and local students and youths. Meanwhile, the Indonesian navy has conducted exercise in security operation in the sea border between Indonesia and Australia. JAKARTA - The government of Indonesia has condemned the suicide car bomb attack at Kizilay Square in the heart of Turkeys capital Ankara, according to a Foreign Affairs Ministrys statement here on Monday. “The government and people of Indonesia expressed their sympathies and deep condolences to the Turkish government and the people, especially to the victims and their families,” the Foreign Ministrys statement said. According to ABC News, Kurdish militants are being blamed for a suicide car bomb attack, which left 34 people dead and injured more than 100 in the heart of Turkeys capital Ankara on Sunday. The explosion at Kizilay Square, a key commercial and transport hub close to the citys embassy area, reduced several vehicles, including a bus, to burnt-out rubble. However, so far, the Indonesian Embassy in Ankara has not received any information about Indonesian citizens who became victims of the bomb attack in Ankara. As many as 1,553 Indonesian
citizens live in Turkey, most of whom are employed as professional workers and the rest are students. The embassy has reminded them to stay calm and alert. BEIJING — In a new effort to dispel anxiety about China’s cooling economy, the central bank governor said Saturday the country can hit this year’s official growth target and Beijing has no need to weaken its currency to boost sagging exports. Zhou Xiaochuan’s comments at a news conference during China’s national legislature add to a high-level public relations campaign by Beijing to reassure global financial markets about the stability of the world’s second-largest economy following stock and currency turmoil. Zhou expressed confidence the economy can hit its official growth target, which the ruling Communist Party lowered this year to 6.5 to 7 percent from last year’s “about 7 percent.” Growth fell last year to a 25-year low of 6.9 percent, though that still was among the world’s highest. Economic growth has declined steadily over the past five years as Beijing carries out a marathon effort to nurture domestic demand and reduce reliance on a worn-out model based on trade and investment. An unexpectedly sharp decline over the past two years prompted fears of a politically dangerous spike in job losses and prompted Beijing to shore up growth with mini-stimulus measures based on higher spending on building roads and other public works. Chief of the Badung Agriculture and Forestry Agency (DP2K), I Gusti Agung Ketut Sudaratmaja, said on Sunday (Mar. 13) that growing season in Badung finds many obstacles. One of them is the reduction of water supplies. Besides, rainy season becoming the mainstay precisely comes late. “The rain expected to fall before December 2015 finally arrived in the mid of December. As a result, many farmers must delay their planting season,” he said. Thankfully he said, during the limited rainy season farmers could move quickly to cultivate their land area and planted with rice. “All this time, the rain comes too late. We just get the rain in December. So, farmers have short time to plant rice. Thankfully, they can do it quickly,” he said. Sudaratmaja also admitted to be pessimistic if farmers can grow crops normally due to low rainfall. According to him, the period of planting time in Badung ranges from October (2015) until March. “Our target of planting season in Badung only runs from October to March. It (planting season) is in line with rainy season during these months. Beyond the period is difficult because there is no rainfall,” he said. He described that of the 10,000 hectares of agricultural area in Badung in 2016 his agency only targets 8,832 hectares to be planted with paddy. From the planting target, according to Sudaratmaja, approximately 93 percent has been reached. “Of the 8,823 hectares of planting target, about 93 percent or 8,223 hectares have been planted. However, Badung is ranked second after Gianyar in terms of achievement of the acreage target,” he said. He mentioned that amidst of water scarcity, the water supply in the upcoming months will get disrupted again. It happens because the Bali-Penida River Agency will repair the irrigation channel so that it disrupts the irrigation water for Badung and Gianyar. Based on the dissemination on the project plan by the Bali-Penida River Agency, approximately 4,500 hectares of paddy fields in the Gianyar and Badung will be affected by the project. As information, the project has now been in tender stage. “Especially in Badung, approximately 2,500 hectares of paddy fields will be affected. NEGARA - Condition of tourism pond at Delod Berawah located adjacent to swimming pool is poorly maintained. Now, it is even similar to a lake as being inundated by irrigation water disposal. As a result, this recreational pond area cannot even be used. As seen on Sunday (Mar. 13), a number of resting places provided were inundated by water and cannot be visited. Condition of the area is more like a swamp due to such puddles. Some lights installed have now been out of order and so has the asphalt surrounding the pool. Since it is no longer used, local residents are utilizing the pond area for raising ducks and cows. According to several residents, the pond had been previously used for canoe recreation or water bike. Besides, it was also functioned for fishing pond as well as a supporting facility of Delod Berawah swimming pool attraction. But now, it has been neglected due to
water overflow so that it is difficult to do maintenance. Near the pool area sits a place of melasti for Delod Berawah customary village. So far, the pool is not maintained so that it is overgrown by shrubs. Now, the remaining is only the pool and still open to the public. Residents actually still hope the recreation area to be reopened. Headman of Delod Berawah, Made Rentana, told reporters if the pond area for tourism development is now unkempt. Since it is established on the land of local government, villagers do not dare to manage. The Head of the Jembrana Culture and Tourism Agency, I Nengah Alit, told reporters that all this time his agency is focused on the management of the pond remaining to be used by the public. In the future, if the local budget allows, the recreation pond will be re-arranged. But it must also consider the benefits and assessment to make it productive. (kmb26)

ANKARA - A female member of the outlawed Kurdistan Workers Party (PKK) was one of two suspected perpetrators of a car bombing that killed 37 people in the Turkish capital Ankara, security officials said on Monday.
In 2015, participants in the “new family planning program” there were 6, 333 participants, 65 percent of whom were using condoms. He added that condom were the most commonly used form of contraceptive, as well as coitus interruptus, the ‘calendar system’ and the emergency contraceptive or ‘morning after’ pill to prevent unwanted pregnancies. The lack of condom use can accelerate the transmission of HIV/ AIDS because the virus is mostly transmitted through unprotected sex. Pramesemara also indicated that information – particularly regarding reproductive health and general sexual education is still lacking amongst the general public. GIANYAR - Accumulation of plastic waste in Gianyar reaches about 78 cubic meters or 25.74 tons per day. Such number is quite alarming. Moreover, the current waste management efforts in general are still hampered by various problems. The Head of the Gianyar Sanitation and Landscaping Agency (DKP), I Wayan Kujus Pawitra, explained on Sunday (Mar. 13) that the current generation of waste volume in Gianyar reaches 1,486.26 cubic meters or 490 tons each day. It comprises 71 percent of organic waste and 29 percent of inorganic waste. Plastic waste alone reaches 5.25 percent of the total waste generated each day. “The issue of garbage is now becoming a national problem experienced by almost all districts / municipalities in Indonesia. With the increasing number of residents, public revenues, activities and changes in consumption patterns, waste volume and the type of waste generated also increases,” he said. Gianyar district, he said, requires the handling of sanitation and effective environmental damage control. Moreover, as a world tourist destination and cultural icon of Bali, the high volume of waste, especially plastics, will greatly affect the image of Gianyar. He recognized there are still a number of obstacles faced so that the handling cannot be maximized. For example, the Temesi landfill is currently overloaded. Not to mention the persistence of the
environmental offenses such as littering to rivers, ditches and even illegal waste disposal sites. “This condition is very worrying,” he said. Kujus said that plastic waste is very dangerous for human life. Plastic waste can only decompose in the long term, so that it causes environmental pollution. When burned, the products of combustion such as dioxins can cause cancer. “Actually, we all know about the hazards of plastic waste. But not all people move really in reducing plastic waste,” he said. The government of Gianyar district, especially the regent, has issued a number of policies and programs on plastic waste reduction. Kujus mentioned that Gianyar has implemented a policy of paid plastic for retailers (supermarkets, minimarkets and traditional markets) to a program of replacing synthetic plastic with biodegradable plastic. Students are also periodically involved in the sanitation movement including the formation of environmental police at each school. Besides, villages with foster parent are encouraged to routinely carry out sanitation movement in the territory at least once a month. “We also seek the establishment and development of Waste Bank at each village. However, the programs will not run optimally without active participation of all the components. Handling of waste especially plastic waste requires a comprehensive, measurable and sustainable effort,” he added. (kmb25)

KAZAKHSTAN - Europe and Russia launched a spacecraft on Monday in a joint mission to sniff out signs of life on Mars and bring humans a step closer to flying to the red planet themselves. The craft, part of the ExoMars programme, blasted off from the Baikonur spaceport in Kazakhstan on board a Proton rocket, starting a seven-month journey through space. It carries an atmospheric probe that is to study trace gases such as methane -- a chemical that on Earth is strongly tied to life -- that previous Mars missions have detected in the planet’s atmosphere. “Why are we so interested in Mars? We are trying to understand how life originated in our solar system,” Pascale Ehrenfreund, chair of German space agency DLR’s executive board, said at a launch event held by the European Space Agency. Scientists believe the methane could stem from micro-organisms, called methanogenes, that either became extinct millions of years ago and left gas frozen below the planet’s surface, or that some methane-producing organisms still survive. Unfortunately, green belt not secured
UNFORTUNATELY the green belt is not secured. Beautiful paddy field in Karangasem has long been included in green belt such as in the east of Jalan Tirtagangga and Jalan Berina in Abang subdistrict. At roadside in Sidemen subdistrict, the green belt in the form of beautiful terraced paddy fields can be found at Iseh and Tebola. In Selat subdistrict, similar green belt can be found at the edge of Amlapura-Besakih road section right at Muncan village. However, the regional bylaw on green belt in the area seems to have been neglected from several years ago, both by society and the government of Karangasem. As evidence, the green belt signboard is never updated. Now, it remains the board and concrete only, while the wording has faded or lost, never been repaired. Many paddy field areas at roadside have been converted into building as shown at the edge of the road in the south of Tirtagangga attraction. On the pretext of private land, the wetland originally functioned as florist stores have been gradually used into residential building. Chief of the Karangasem Municipal Police, Iwan Suparta, has checked the green belt having converted into buildings. Unfortunately, there seems no follow up to enforce the regional bylaw on green belt made in 1987. Actually, the beautiful terraced paddy fields have become a tourist attraction. At roadside of Tirtagangga lies an expanse of paddy field with the backdrop of Mount Lempuyang. Almost along the location is often taken advantage as stoppage point by local and foreign tourists to enjoy the scenery and selfie. Unfortunately, the government has been powerless to maintain and safeguard the green belt regulation. If natural beauty like paddy fields posing an agrarian culture has lost, apparently the appeal of tourism in Bali will be over. (bud)

Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.
The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on
the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars,
tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

BANDUNG - Floods triggered by incessant heavy rains and the overflowing of Citarum River, have submerged some 35 thousand houses in the districts of Dayeuhkolot, Baleendah and Bojongsoang in Bandung District, West Java Province. “This flooding is the worst over the past 10 years. The floodwaters have reached a height of up to 3.3 meters,” Coordinator of Bandungs Disaster-Alert Youth, said on the phone, Sunday. The office of Dayeuhkolot Sub-district administration, which had never been flooded since 20 years ago, is now inundated at a height of 35 cm, he said. In the meantime, Sutopo Purwo Nugroho, spokesman of the National Disaster Mitigation Agency (BNPB), said in a statement in Jakarta, on Sunday that the floods left two dead and three others missing in Bandung District. The dead victims were Risa, 13, and Ela, 40, who lived in Sawahluhur, Sukasari village, Pameungpeuk Sub-district. Elas husband and two daughters were missing as the building where they were staying and is located near the river bank, collapsed after being swept away by flash floods. The floods affected 15 regions, namely Cicalengka, Rancaekek, Cileunyi, Solokan Jeruk, Majalaya, Ciparay, Baleendah, Dayeuhkolot, Bojongsoang, Pameungpeuk, Banjaran, Arjasri, Cangkuang, Katapang and Kutawaringin.
