ROME - Italian mafia boss Bernardo Provenzano, one of the most notorious crime figures of his time, has died in a Milan hospital at the age of 83, prison authorities said on Wednesday. Provenzano was the undisputed head of the Sicilian Cosa Nostra Mafia from 1993 until his arrest in 2006 ended 43 years on the run.

As a young hitman in Corleone, the hill town near Palermo made famous in the Godfather films, Provenzano made a name for himself with such ruthlessness that he became known as “the tractor” because of the way he mowed down clan enemies. After his arrest he suffered serious health problems, including cancer and Parkinson’s disease, and in 2014 was transferred from a Parma prison to the San Paolo Hospital in Milan where he was still held under maximum security. Over more than four decades Provenzano became a legendary outlaw and fugitive for evading police. Investigators believe he was in Sicily, probably often within sight of his hometown, all those years, protected by a network of local contacts. When he was caught, Provenzano had already been convicted in absentia for a string of murders, including the 1992 killings of two anti-mafia prosecutors, Giovanni Falcone and Paolo Borsellino, for which he was sentenced to life imprisonment. Until his arrest at the age of 73 at a farmhouse near Corleone, one of the last pictures police had had of Provenzano was taken when he was just 25, in which he looked like a handsome, clean-cut captain of a soccer team. Suburban public schools threatened to go bankrupt

TABANAN - The tendency of students and parents forcing their children to attend school in urban areas makes the schools in the outskirts or subdistrict areas including the state schools lack of applicants. Through the years, the number of received new students plummeted. If the condition is left unchecked, it is feared both private and public schools in the suburbs will go bankrupt. Chief of the Tabanan Education Council, I Wayan Madra Suartana, said on Tuesday (Jul. 12) that so far the phenomenon in every new student admission is hard to be avoided both in off-line or online selection. This condition happens due to tendency of students and their parents forcing their children to attend favorite schools without considering their academic scores or capabilities. Thus, the shifting students are no longer in small number, but increases significantly every year. “It’s hard to be addressed and impose sanctions when the violators are policy makers,” he said. If nothing changes Madra is worried that the number of new students enrolling in public school in the subdistrict areas will further get eroded. In the long run, the schools in suburban areas will go bankrupt like private schools. “All students migrate to urban schools whereas the quality of education at all

schools is the same,” he explained. From the observation at two favorite public schools in Tabanan, the migration or shifting from suburban or subdistrict to urban schools is proved. From the data on the number of students in the new academic year, both schools received the number of students exceeding the existing quota. For example, the SMAN 2 Tabanan high school has the capacity of 360 students but in fact received 541 students spread to 17 classes and is planned to be divided into two shifts. Similarly, the SMAN 1 Kediri high school having the same capacity rose to 490 students. When asked for their confirmation, both principals did not want to say much. HIV patients with undetectable virus unlikely to infect partner

CALIFORNIA - When drugs for human immunodeficiency virus (HIV) suppress the virus in the blood to very low levels, patients are unlikely to infect their partners during condomless sex, suggests a new study. After following nearly 900 heterosexual and gay couples for an average of 16 months, researchers found no evidence that uninfected partners became infected after condomless sex with an HIV-positive partner with viral suppression. This good news bolsters the role of HIV treatment as a form of prevention, said lead author Dr. Alison Rodger, of the University College London. “I think the big push now should be to expand testing, getting people diagnosed and get them on treatment,” Rodger told Reuters Health. Past studies have suggested that the risk of passing the virus to an HIV-negative person was low for people with low levels of HIV in their blood because of antiretroviral therapy (ART). One study, involving mostly heterosexual couples, found people who started taking ART early in their infection were 96 percent less likely to pass HIV to a partner, compared to people who delayed treatment. But participants in that study regularly used condoms, which also reduce the risk of transmission, Rodger and her colleagues write in JAMA. The new study, conducted in 14 European countries, involved

couples with one HIV-positive partner and one HIV-negative partner who had unprotected sex with each other. In the HIV-positive partner, the viral load had to be less than 200 copies per milliliter of blood. Overall, the 548 heterosexual and 340 gay couples reported about 60,000 unprotected sex acts during the study. While 11 of the HIV-negative study participants became HIV positive, those infections could not be traced back to the HIV-positive partner. Laboratory testing showed the new infections were different from the virus in the HIV-positive partners. About 33 percent of gay participants and 4 percent of heterosexual participants who were HIV-negative at the start of the study reported condomless sex with other partners, the researchers write. Past research, Rodger said, suggests the risk of transmission is very low among heterosexual couples in which the HIV-positive partner has undetectable levels of the virus in their blood. But there was very little data on men in sexual relationships with other men, Rodger said, adding that more research is needed on the risk of transmission during condomless anal sex.

“We think the risk from condomless anal sex is low, but we need to ensure we have a couple years of follow up to give more precise estimates,” she said. The new study is very reassuring but has some limitations, said Dr. Eric Daar, an HIV expert who wrote an editorial accompanying the new study.

For example, he said, when the study started, many of the participants had been having condomless sex with their partners for several years. There might have been other similar patients with viral suppression who did infect their partners and were therefore not included in this study. “I think the most important

According to him, these are aimed at providing protection for the public.

“If the mindset is like that, the institution (BPBD) must be available. Do not think if no disaster occurs, there are no activities. Mitigation before and after disaster is necessary,” he said accompanied by the Chief of the Jembrana Municipal Police, IGN Rai Budi. Complaint cases regarding the price discrepancy also frequently revealed by foreign travelers shopping in Bali. “They feel to have been cheated, no matter how small the cases are,” he said. In terms of legal aspect, the case of price discrepancy is vio-

lating article 4 and article 8 of the Law No.8/1999 on Consumer Protection denoting a consumer criminal offense with a penalty of five-year imprisonment or a fine of IDR 2 billion. Similarly, the taking of the change under the guise of donation must be clear and transparent where it will be donated to. In the future, according to him, supervision issues against the price discrepancy and taking of the change under the guise of donations at minimarket must be carried out seriously and strictly. The government through relevant agencies such as provincial and district or municipal Industry and Trade Agency should conduct

regular surveillance. In addition, the retail business association must also supervise the minimarket and provide guidance for its members. Not all consumers submit the case to legal domain. Moreover, the case is small and if consumers are smart they will be careful before shopping. They will pay a particular attention to the labels and compare the prices. Should there be much difference in price at minimarket, they must immediately complain and convey to shop assistant or minimarket owner in order to regularly update the price so as not to deceive consumers. If any minimarket remains to be found violating or being

stubborn, it must be re-notified. If there is no response, the last decision as consumer is no longer shopping at the minimarket. “If necessary, report the case to police because the act of the minimarket is a crime and can be imposed with legal sanctions,” he said. In the meantime, the Head of the Denpasar Industry and Trade Agency, I Wayan Gatra, said that during the monitoring the agency has not discovered and there are no complaints received from consumers. Drug dealer Leong threatened to face death penalty

DENPASAR - After being raided on March 12, 2016, a drug dealer touted to have a wide syndicate, Made Putu alias Putu Leong, was flown from Jakarta to Bali, Tuesday (Jul. 12). The transfer of the drug dealer raided on Jalan Dewi Sri Block C4, Kuta, Badung, is related to the second handover from the Narcotic Investigation Unit of the National Police Headquarters to the Attorney General and resumed to the Denpasar Prosecutor’s Office. Other than Putu Leong, it was also coupled with the handover of his two subordinates, namely Cahyadi alias Bocah and Made Astawa alias Krecek. As pointed out by the Chief of the Denpasar Prosecutor’s Office, Erna Normawati Widodo Putri, on Monday afternoon, the three suspects are maximally charged with death penalty and at least six-year imprisonment. Death penalty for

the suspects is charged under Article 114 paragraph 2 in conjunction with Article 132 paragraph 1 of the Law No.35/2009 on Narcotics with subsidiary article 112 and article 132, paragraph 2 of the same Law. “When asked how about the criminal threat, the maximum is death penalty or life imprisonment or 20 years and a minimum of six years,” said Erna Normawati.

According to Erna accompanied by Section Chief of General Crimes, Maha Agung, the second phase of the Supreme Court is the investigation of the National Police Headquarters. Handover to Bali is based on the consideration that location of the criminal act is within the jurisdiction of the Denpasar District Court. “After researching the files, the evidence is quite a lot,” said Erna. This former assistant to special crimes at the Bali Prosecutor’s Office added that files of each suspect are separated. From the suspect Cahyadi was seized evidence in the form of 58 pieces of ecstasy and crystal meth in the form of 107 packages, 35 packages and 41 packages with a total weight of 73 grams.

“The evidence was found in the Honda Scoopy motorcycle,” said Erna. In addition, the officers also found evidence in the form of money alleged to be the results of transaction or the sale of narcotics worth IDR 25 million and mobile phones. After the arrest of Cahyadi, she added, it was resumed with the arrest of Putu Leong. “He is a drug dealer in Bali,” said Erna. From the suspect Leong was found a new white Rubicon car worth IDR 1.5 billion. In the luxury car, the investigating prosecutor Arbu Amran Hasibuan et al., also confiscated a cash worth IDR 289 million and IDR 25 million, so that it totally amounted to IDR 314 million. in the bag of Leong was also found cash worth AUD 950, USD1 and mobile phone. After undergoing an administrative examination, the three suspects were immediately taken to Kerobokan Prison last Monday afternoon. To be noted, the arrest of Putu Leong drew the attention of many parties because it was recorded in video format and aired by national television station. Moreover, during the raids by the National Police Headquarters the officers shot for several times until the suspect could be finally disabled. Asked about continuation of cruise pier development, Minister Jonan says location infeasible

AMLAPURA - Tanah Ampo cruise pier megaproject at Manggis, Karangasem, seems increasingly uncertain. Minister of Transportation, Ignatius Jonan, did not give explicit answer when asked about the continuation of the dormant pier project amid his visit at the Padangbai Harbor, Karangasem, Tuesday (Jul. 12). Indeed, the Minister Jonan already reiterated that location of the cruise harbor construction is not feasible. Similar statement was also delivered by Ignatius Jonan few months ago at Padangbai when inspecting the harbor before the homecoming of Eid holiday. Last Monday, he revealed it twice at Padangbai if the location at Tanah Ampo is not appropriate and infeasible for cruise pier construction. According to him, if remaining to be built at the location, it must be shifted again. However, it is not clear whether it means to be shifted, extended or constructed at another location. The matter of ramp door jetty construction plan, he said, can be done. However, if it persists at the same location, surely it will be difficult as well. Construction of the ramp door jetty, he said, has been budgeted in the state budget 2016 worth IDR 67 billion. “If it indeed has been equipped with the environmental impact analysis (EIA), the ramp door jetty can be built and the breakwater follows,” he said. From the information, EIA of the ramp door jetty has not been drafted yet. According to the official of the

Karangasem Transport Agency, drafting of the EIA will cost approximately IDR 300 million. In the meantime, the minister also asserted if the ramp door jetty can be constructed at the harbor, while the harbor management will remain under central government because the authority lies in central government. Then, provincial or district government has the authority on the land. Based on the record, the Tanah Ampo cruise ship harbor started to be established in 2008. It has spent the budget of more than IDR 300 billion taken from the state budget. In the meantime, the supporting building was constructed by Bali provincial government. Land acquisition to continue the ring road and hot-mixed paving was financed by regional budget of Karangasem. But until now local residents still complain because local government has promised to provide free certificate for separation of their remaining land having been acquired for the use of the road. So far, the promise of local government during the period of Regent Wayan Geredeg has not been realized. A number observers and residents in Karangasem said that currents and waves on the Labuhan Amuk Beach, Tanah Ampo, are known to be ferocious, especially in certain seasons. South Korea chooses site of THAAD U.S. missile system amid protests

SEOUL - South Korea announced on Wednesday the site where a U.S. THAAD anti-missile defence unit will be deployed against North Korea’s missile and nuclear threats, a plan that has angered China and prompted a North Korean warning of retaliation. South Korea and the United States said last Friday they had made a final decision to deploy the Terminal High Altitude Area Defence (THAAD) system in the South. Tension on the Korean peninsula has been high since North Korea conducted its fourth nuclear test in January and followed that with a satellite launch and a string of test launches of various missiles. The South Korean Defence Ministry said the THAAD system would be deployed in the southeastern county of Seongju to maximize its effectiveness while minimizing any impact on residents and the environment. “By operating the U.S. THAAD battery in Seongju, we will be able to better protect one half to two-

thirds of our citizens from North Korean nuclear and missile threats,” the ministry said in a statement. “It will dramatically strengthen the military capabilities and readiness to defend critical national infrastructure such as nuclear power plants and oil storage facilities, as well as the military forces of the South Korea-U.S. alliance.” North Korea’s military on Monday threatened to retaliate against the deployment of the system with a “physical response” once its location and time of installation were decided. South Korea’s defence ministry has said it aims to have the system operational by the end of 2017. The decision to deploy THAAD is the latest move to squeeze the increasingly isolated North Korea,

but China worries the system’s radar will be able to track its military capabilities. Russia also opposes the deployment. South Korea and the United States have said THAAD will only be used in defence against North Korean ballistic missiles, but China has warned it would destabilise the regional security balance. THAAD is built by Lockheed Martin Corp and designed to defend against short- and medium-range ballistic missiles by intercepting them high in the atmosphere, or outside it. The United States already has a THAAD system on the island of Guam. Putting THAAD in Seongju would also allow for protection of major U.S. military installations in the South, while limiting the range of its radar’s reach into China, South Korean media said. BARI - At least 25 people died and dozens were injured on Tuesday when two passenger trains collided head-on at high speed in southern Italy, sending debris flying into surrounding olive groves. Three carriages were torn apart by the violence of the impact after the two trains hit each other while travelling down the same stretch of track linking the small towns of Corato and Andria in the southeastern Puglia region. Rescue operators raised the death toll to 25 on Tuesday evening after a day of frantic rescue operations, and warned that it could climb higher as some of the 50 injured were in serious condition. Authorities urged blood donors to go to local hospitals. There was no immediate indication of what had caused one of Italy’s worst train disasters in recent years, but the government promised a full and swift investigation. “Tears and grief for the victims and their families, but also a lot of anger. We demand clarity over what happened in Puglia this morning,” Prime Minister Matteo Renzi said on Twitter, before making his way to the region to meet with rescuers and local politicians. “We will remain at the side of the people of Puglia in this moment of great pain and desperation,” he said in the evening, adding that Transport Minister Graziano Delrio would report to parliament on the accident on Wednesday. The crash happened at around 11.30 a.m. (0930 GMT) on a fiercely hot summer’s day. Both trains were comprised of four carriages. The front carriages on each were pulverised as they slammed into one another. Sky Italia TV said one of the drivers had died, with no word yet about the fate of the other one. “It looks like there has been a plane crash,” said the mayor of Corato, Massimo Mazzilli. Rescue services parked their ambulances and fire trucks among the olive trees and set up a field hospital to treat the injured. The sound of crickets rang out as the first bodies were extracted from the site in metal caskets. “I dug through the wreckage and managed to save my husband. But I saw people cut to pieces,” said an elderly woman standing alongside her husband, whose head was swathed in bandages. Another survivor said he was thrown to the floor by the impact. “When I got up, I saw hellish scenes around me.” Kicking up clouds of dust, helicopters landed in a nearby field to pick up the most seriously injured. It was not clear how many people had been on the trains at the time of the collision. LONDON - Sterling’s plunge since Britain voted to leave the European Union was the biggest in more than 40 years, but its boost to UK exports may well be far less than after similar tumbles in 1992 and 2008.

INTEREST RATES Unlike the years after Black Wednesday, when Britain’s current account deficit was almost eliminated in 1997, the country’s broader balance of payments position has deteriorated since 2008. It has never been worse, with the current account deficit now more than 5 percent of GDP. HSBC’s King said the main reason for the post-1992 economic recovery was the Treasury and BoE’s deep interest rate cuts. The pound’s 2008-09 depreciation failed to rebalance the UK economy away from consumption, and the fall in real wages actually made people worse off. On Black Wednesday the Bank of England raised interest rates to 15 percent to try and prop up the pound, before abandoning the ERM altogether and allowing the pound to slide as it slashed rates to just above 5 percent

by February 1994. It was that blend of steep rate cuts, a weaker pound and the recovering global economy that proved most potent. After Lehman, the Bank slashed rates by 400 basis points to a record low 0.5 percent by March 2009. However, it was easing policy into the teeth of a global recession and along with almost every other central bank in the developed world. The Bank is expected to ease policy again via rate cuts, expanding its 375 billion pound bond-buying programme, or both. But with policy already stretched, many doubt how much bang for its buck the Bank can now get. Also, no one knows what Britain’s post-Brexit trade deal with the EU - where 40 percent of UK exports go - will look like. “The economic risks from Brexit are skewed heavily to the downside,” said Robert Wood, UK economist at Bank of America Merrill Lynch.(rtr)

A fragile world economy, more complex world supply chains and near-zero Bank of England interest rates mean Britain may be less able to take advantage of its more competitive exchange rate. “Currency devaluation is no panacea. Japan shows that a fall in the currency doesn’t lead you to the promised land of export growth,” said Stephen King, senior economic adviser to HSBC. Sterling has fallen as much as 11 percent on a trade-weighted basis since the June 23 Brexit referendum, and 15 percent against the U.S. dollar. That puts it on track to fall as much as it did in the months following Black Wednesday in 1992 and Lehman Brothers’ collapse in late 2008. Most economists expect further declines, perhaps another 10 percent to below $1.20. And yet they still expect Britain’s economy to slow as a result of Brexit, maybe even slipping into recession next year. “Exporters need to continue to invest to remain competitive. If Brexit leads to an investment freeze, the fall in the pound might not be enough to boost exports,” Christian Odendahl and John Springford at the Centre for European Reform, a research institute in London, wrote this week. A falling pound does not automatically lead to a one-for-one boost to UK exports. Recent estimates show that a 10 percent reduction in UK export prices leads to a 4 percent rise in exports, according to Odendahl and Springford. They note that global trade grew by just 2.5 percent over the past year and will expand by even less this year, while today’s multinational production networks and supply chains mean a weaker currency helps exporters a lot less than in the past.

JAKARTA - Coordinating Minister for Maritime Affairs Rizal Ramli has highlighted the importance of stepping up defense and security initiatives in Natuna after a fish poaching case was reported in the area. “We will reinforce the defense and security systems in Natuna,” Minister Ramli noted at a press conference at the office of the Maritime Affairs and Fisheries Ministry here on Wednesday. The minister hoped the Indonesian Defense Forces (TNI) will step up defense initiatives in the area, so that Natuna would be effectively supervised. The government will also intensify coordination among law enforcers to fight fish poaching. Indonesian Defense Minister Ryamizard Ryacudu had earlier remarked that Indonesia will build several military bases in the Natuna Islands to safeguard its sovereignty and implement the rule of law. “We have been planning the construction since September 2015, starting with a policy issued by the defense minister and then its implementation by the commander of the TNI,” the minister stated on Friday (July 1) Following the instruction of President Joko Widodo to safeguard the nations sovereignty and to enforce the law in Natuna Islands, TNI Commander Gen. Gatot Nurmantyo, meanwhile, revealed that the government will build several military bases in the region and will also extend the runway of the Ranai Air Base. “We need bases to house fighter aircraft along with ground support equipment for the Militarys air fleet,” Gen. China vows to protect South China Sea sovereignty, Manila upbeat

BEIJING - China vowed to take all necessary measures to protect its sovereignty over the South China Sea and said it had the right to set up an air defence zone, after rejecting an international tribunal’s ruling denying its claims to the energyrich waters. Chinese state media called the Permanent Court of Arbitration in the Hague a “puppet” of external forces, after it ruled that China had breached the Philippines’ sovereign rights by endangering its ships and fishing and oil projects. Beijing has repeatedly blamed the United States for stirring up trouble in the South China Sea, where its territorial claims overlap in parts with Vietnam, the Philippines, Malaysia, Brunei and Taiwan. “China will take all necessary measures to protect its territorial sovereignty and maritime rights and interests,” the ruling Communist Party’s official People’s Daily said in a front page commentary on Wednesday. The case, overseeing a region that is home to one of the world’s

busiest trade routes, has been seen as a test of China’s rising power and its economic and strategic rivalry with the United States. Beijing called the Philippines’ claims of sovereignty in the South China Sea “baseless” and an “act of bad faith”. In a government white paper published on Wednesday, China also said its fishing boats had been harassed and attacked by the Philippines around the disputed Spratly Islands. “On whether China will set up an air defence zone over the South China Sea, what we have to make clear first is that China has the right to... But whether we need one in the South China Sea depends on the level of threats we face,” Vice Foreign Minister Liu Zhenmin told reporters in Beijing, adding that China hoped to return to bilateral

talks with Manila. “We hope that other countries don’t use this opportunity to threaten China, and hope that other countries can work hard with China, meet us halfway, and maintain the South China Sea’s peace and stability and not turn the South China Sea in a source of war.” U.S. officials have previously said they feared China may respond to the ruling by declaring an air defence identification zone in the South China Sea, as it did in the East China Sea in 2013, or by stepping up its building and fortification of artificial islands. China’s Liu also took aim at the judges on the tribunal, saying that as not one of them was Asian they could not possibly understand the issue and it was unfair of them to try. Matthews breaks Tour jinx as Froome stays in yellow

REVEL - Michael Matthews turned the page on years of bad luck in the Tour de France to complete his set of grand tour victories when he won the 10th stage after a royal breakaway on Tuesday.

The Australian, with three Vuelta and two Giro d’Italia stage wins to his name, outsprinted his breakaway companions after 197km from Escaldes-Engordany, Andorra, benefiting from the support of two of his Orica-Bike Exchange team mates. World champion Peter Sagan (Tinkoff), who reclaimed the green jersey for the points classification from Briton Mark Cavendish, took second place and Norway’s Edvald Boasson Hagen (Dimension Data) finished third. Matthews missed the 2014 Tour after sustaining injuries in training and last year, he abandoned after breaking four ribs. “And this year already I had crashed twice. I was almost giving up on this race, thinking maybe the Tour de France is not for me,” he said. Briton Chris Froome (Team Sky) retained the overall leader’s yellow jersey after finishing safe in the main peloton 9:39 off the pace. “The start was pretty full on, there was a lot of work for my team mates to control the race,” said Froome. “But it was pretty straightforward from there. However, it’s a good day to tick off.” The stage got off to a nervous start on the category-one climb to the Port d’Envalira, as riders were keen to win places in the day’s breakaway which took its final shape after about 60 kilometres. Fennell also said athletes and officials headed to Rio will be briefed to ensure the Jamaican delegation will be fully up to speed as far as drug testing is concerned. “The whole world of sports today has had to be dealing with doping or anti-doping issues and Jamaica is no different,” said Fennell. “I’d like to make everyone know that from the beginning of this year we have been in collaboration with JADCO in terms of having a robust testing arrangement, reviewing the registered testing pool for athletes.” (rtr)

Joachim Loew to stay as Germany coach through 2018 World Cup BERLIN — Joachim Loew is staying on as Germany coach through the 2018 World Cup in Russia. The German soccer federation said Tuesday that Loew “clearly told” federation president Reinhard Grindel that he will fulfill his contract, which runs until 2018. Loew wouldn’t immediately give a clear commitment after Germany lost to France in the European Championship semifinals last week, but he was widely expected to stay. Grindel and Loew dispelled any doubts in a telephone conversation Tuesday. “I’m sticking to what I repeatedly stressed before and during the tournament: Jogi Loew is the best coach for this team,” Grindel said. “He has our unrestricted confidence and we are sure of being able to play successful football with him at the helm in the future, too.” Loew, Germany’s coach since 2006, said “a few days of calm and detachment” had been necessary following the loss. “For me it’s clear that, despite our disappointment, the team did not disappoint,” Loew said. “It was the youngest team in the tournament. I still see great potential.” Germany will play a friendly against Finland in Moenchengladbach on Aug. 31 before opening its World Cup qualifying campaign against Norway in Oslo on Sept. 4.
