BLANTYRE - Madonna was hailed as a “symbol of a motherly spirit” by Malawi President Peter Mutharika after the American singer opened a children’s hospital named after her adopted daughter Mercy James.
The Mercy James Institute for Paediatric Surgery and Intensive Care located in Blantyre, Malawi’s secondlargest city, is the first such facility built in the country by Madonna’s charity Raising Malawi. “We will ensure that not only will it be a world-class children’s hospital, but also a superior centre of learning. This is as much about healing as it is about empowerment,” Madonna said at the hospital’s official opening. The singer adopted Malawian children David Banda and Mercy James in 2006 and 2009 respectively and twins Esther and Stella Mwale earlier this year. She has two other children, Lourdes and Rocco, from previous relationships. Speaking at the event, Mercy James drew applause and ululation from the crowd after saying: “Many kids and Reuters/Siphiwe Sibeko TPX IMAGES OF THE DAY many lives will be saved. Hanks, 61, will receive the award, given to individuals who bring a broad awareness of U.S. history through their work, at an Oct. 21 event at the National Archives Museum in Washington, the nonprofit organization said in a statement. “As a dive into archives of almost
any kind is, to me, a swim in the finest of waters, I’m dazzled to be a part of this event,” said Hanks, a two-time Oscar winner, who last year was one of 21 people awarded the 2016 Presidential Medal of Freedom - the highest U.S. civilian honor. “Part of my job has always been one not far from that of a lay-Historian, to understand that I am a part of the documenting of the human condition and the American idea, even in the silliest of stories,” he added in the statement. films based on historical events and figures, including the World War Two drama “Saving Private Ryan” and crime thriller “Catch Me If You Can,” based on the true story of fraudster Frank Abagnale. BEIJING - Chinese Nobel Peace Prize-winning dissident Liu Xiaobo is in critical condition and his breathing is failing, the hospital treating him said on Wednesday. Liu, a prominent participant in the Tiananmen pro-democracy protests of 1989, was jailed for 11 years in 2009 for “inciting subversion of state power” after helping to write a petition known as “Charter 08” calling for sweeping political reforms.

He was recently moved from jail to a hospital to be treated for late-stage liver cancer. Liu’s kidney and liver functions are failing, and he suffers from blood clots, among other ailments, the hospital in the city of Shenyang said on its website. However, Liu’s family has declined the use of intubation machinery to help him breathe with the aid of a plastic tube in his windpipe, the hospital said. “The patient is in a critically ill condition, the hospital is doing all it can to save him, and his family members understand the situation and have given their signatures,” it
added, without elaborating. The announcement suggested a significant deterioration in Liu’s health since early on Wednesday, when the hospital said he was being treated for worsening liver function, septic shock and organ dysfunction. Rights groups and Western government have urged China to allow Liu and his wife, Liu Xia, to leave the country to be treated abroad, as Liu has said he wants to. But the government has warned against interference in its internal affairs and has said Liu is getting the best care possible and is be-
ing treated by renowned Chinese cancer experts. The state-backed Global Times tabloid said the “confrontational tone” of those in the West voicing their opinions on Liu failed to focus on his illness. “China has already taken the feelings of relevant Western forces into consideration, and has no obligation to meet their unreasonable demands,” it said in an Englishlanguage editorial on Wednesday. The government allowed two foreign doctors, from the United States and Germany, to visit Liu on Saturday and they later said they considered it was safe for
him to be moved overseas, but any move should be done as quickly as possible. After the doctors’ Sunday statement, China released short videos of their visit, apparently taken without their knowledge, in which the German doctor appeared to praise the care Liu had received.
‘KEEP CALLING’ Hu Jia, a dissident and friend of Liu’s, said he was deeply saddened to hear the news of his worsening condition but vowed to do all he could to push for Liu’s freedom. “So long as Liu is still breathing and conscious, we should keep calling for him to be released and go abroad with Liu Xia, even if it is the last thing he does,” Hu said. Taiwan’s President Tsai Ing-wen said on Twitter that the self-ruled island that China claims as its own,
was closely following reports that Liu was in critical condition. “I call on Beijing to free Liu Xiaobo and allow him to seek treatment wherever he wishes. Taiwan willing to provide any medical assistance,” she said. Liu’s friends voiced suspicion about the hospital’s earlier statement, which suggested a worsening of his health soon after two foreign doctors said he was well enough to travel abroad. Green turtle eggs grace Candidasa Foreign tourists watch turtle hatchling release
AMLAPURA - Candidasa Beach is not only known to offer a beautiful beach panorama, but also known as location of green turtle breeding in the past. After unseen for long time, the rare turtle left a trail of dozens of eggs on the beach near Puri Bagus Candidasa. Ultimately, Candidasa is very happy after the turtle’s eggs were successfully hatched and the hatchling was released to the ocean on Tuesday (Jul. 11). A total of 32 turtle hatchlings have been released. The release itself became so special because it was also witnessed by foreign tourists while on holiday. Karangasem Police Chief, Wayan Gede Ardana, accompanied by Chief of Water Police, Made Wartama, leading the activities got enthusiastic appreciation from tourism players in Candidasa area. “Green turtles are protected as belonging to endangered species. After this discovery, we have ordered the water police ranks to intensify monitoring along the coast of Candidasa. So, the turtle hatchlings will not fall into the irresponsible hands,” said police chief. As the information compiled, the turtle hatchlings are the result of patrol activity by water police officer, Teguh Subagia, to Puri Bagus Candidasa. There, police officer got a
report from the hotel security guard that the turtle eggs were found buried in sand on the beach of Puri Bagus Candidasa. At the time of discovery, the turtle eggs were in the state of having not hatched yet. Next, the hotel security guard with a member of water police secured the eggs until they hatched. Emergence of the green turtle hatchlings was first known two days ago by two tourists from the United States, Oleahna, 21, and Mechele, 23. It was around 20:00 when they both walked on the beach to enjoy the atmosphere of the night. Accidentally, they saw the hatchlings emerging from the sand. Such rare scenery was immediately reported to the security guard of the Puri Bagus Candidasa. Furthermore, the security guard informed the water police unit of Karangasem police. Before released, the turtle hatchlings were placed in a large plastic box filled in with seawater. Oleahna and Mechele did not want to miss the moment of the turtle hatchling release. They looked so happy to see the turtle hatchling as their first experience. “We are so surprised what to do. Some guests are walking and swimming to the middle of the sea. Then, we informed the security guard,” said Oleahna. Local people said that Candidasa Beach is the nesting area of green turtles. Moreover, the Natural Resources Conservation Agency (BKSDA) of Bali installed a signpost
mentioning the area as the spawning location for turtles that have been increasingly extinct. Nevertheless, according to an employee of Puri Bagus Candidasa, Nyoman Satra, 35, the finding of turtle hatchling is a rare thing because it last happened about 27 years ago. (117)

In the prosecutor’s indictment was explained that initially the defendant who worked as a hair stylist met someone named Mr. William (in wanted list) and delivered the message of Mr. Victor (in wanted list) to the defendant to come to Indonesia. However, at that time the defendant refused with the reason that her passport was lost. But Mr. William handed over ZAR 800
to submit her passport. After the passport was issued, the defendant was picked up by William and invited to a hotel in Africa. There, the defendant was asked to wear a corset suit along with three clear plastic wraps covered with duct tape suspected of containing narcotics. The package was then put in the defendant’s stomach and crotch. The defendant was then escorted to the airport in Africa to fly to Bali on a Qatar Airways flight. On February 17, 2017, the defendant arrived at Ngurah Rai Airport and was immediately checked by the Customs and Excise officers of
Ngurah Rai. At that time, the officers saw the suspicious movements of the defendant, and conducted a search. They found two clear plastic wraps covered with duct tape in a corset suit used by the defendant, precisely in her crotch. Results of laboratory tests indicated the clear crystal is found positive to contain a dosage of crystal meth. In details, a package contains 323 grams gross (code A), another pack contains 416 grams gross (code B) and a clear transparent wrap covered in duct tape contains 414 grams gross of crystal meth (code C).
Still in the prosecutor’s indictment, as revealed in the trial, the defendant who was asked to smuggle the crystal meth will be given a fee worth USD 3,500. The fee will be given by William after the goods arrived in Indonesia. “In smuggling the drugs belonging to crystal meth, the defendant has no permission from the authorities. In this case, the prosecutor charged the defendant with article 113 and article 112 paragraph 2 of the Law No. 35/2009 on narcotics. Unmitigatedly, the threat of punishment is maximally death penalty. (kmb37)
Parliament questions hospital plan in South Kuta
MANGUPURA - People’s representatives of Badung district questioned about the hospital construction plan in South Kuta. It happens because after entering the middle of this year, there has been no discussion or location as planned before. Actually, Deputy Regent of Badung, Ketut Suiasa, in his directive had delivered the dynamics of society especially in the health care sector that South Badung desperately needs a hospital, inpatient health center. Chairman of Commission II, Wayan Luwir Wiana, said that so
far there is no indication regarding the government hospital that will be built in the region. “Hospital is the basic need of the community in the field of health services. Moreover, the hospital issue in South Kuta has already often discussed in the community,” said Luwir Wiana on Tuesday (Jul. 11). Therefore, this legislator from South Kuta will continue to urge that hospital establishment in South Kuta could be soon realized. All this time, it is quite difficult to get health care because the distance to hospital is far enough.
“They (communities) expect the hospital can be realized immediately because it is impossible for the South Kuta community to go to regional hospital at Kapal,” he said. A legislator, Nyoman Mesir, also delivered similar opinion. This politician from South Kuta also urged that hospital construction in the tourism area could be immediately realized. Moreover, his institution is ready to facilitate land procurement at Kutuh if needed by the government for the hospital. “It is urgent enough to realize a hospital in South Kuta. However,
we hope this hospital will be built directly by the government of Badung without having to make cooperation with private parties. We at Kutuh have prepared one hectare of land for the hospital,” he said. In the meantime, Wayan Adi Arnawa as the Head of the Badung Regional Budgetary Team (TAPD) stated that the government has prepared a budget for the making of detailed engineering design (DED) of the hospital in South Kuta. “Construction of the hospital has already owned its DED. If I’m not mistaken, the budget
has been prepared for its DED in the regional budget amendment 2017,” he said. Related to cooperation with third parties, Adi Arnawa claimed not to close the possibility to do it. As the discourse, the cooperation will be conducted with the Udayana University. However, it must be done based on a study. “If regarding tourism hospital, probably it will be done in that way (cooperation—Ed) and the location at Kutuh village spreading across one hectare can be utilized,” he concluded. Meningitis shot also offers some defence against gonorrhoea, study finds
LONDON - Researchers studying a mass vaccination campaign against meningitis have found a surprising side effect - the shots also offered moderate protection against gonorrhoea, a sexually transmitted infection that is causing global alarm.
The findings, published in The Lancet medical journal on Tuesday, mark the first time an immunisation has shown any protection against gonorrhoea and point to new avenues in the search for a gonorrhoea vaccine, scientists said. “This new research could be game-changing,” said Linda Glennie, an expert at the Meningitis Research Foundation who was not directly involved in the study. Gonorrhoea has become an increasingly urgent global health problem in recent years as strains of the bacterial infection have developed high levels of drug resistance. The World Health Organization warned last week that some totally drug-resistance superbug strains of the disease already pose a major threat. Yet so far, efforts to develop a gonorrhoea vaccine have yielded disappointing results: Four potential shots have reached the clinical trial stage, but none
has been effective. In New Zealand, around 1 million people under age 20 received a meningitis vaccine known as MeNZB during a 2004-2006 immunisation programme. This provided a valuable opportunity to test for crossprotection, the scientists explained. For their study, the team used data from 11 sexual health clinics for all people aged 15 to 30 who had been diagnosed with gonorrhoea or chlamydia, or both, and who had also been eligible to be immunised against meningitis in the 2004-2006 campaign. They found that those who had been vaccinated were significantly less likely to have gonorrhoea. And taking into account factors such as ethnicity, deprivation, geographical area and gender, having the MeNZB vaccine reduced the incidence of gonorrhoea by around 31 percent. Helen Petousis-Harris, who co-led the study at the University of Auckland, said the findings “provide experimental evidence and a proof of principle” that meningitis vaccines might offer moderate crossprotection against gonorrhoea. “Our findings could inform future vaccine development for both the meningococcal and gonorrhoea vaccines,” she said. Cholera may accelerate famine in Yemen as resources shift - UN
GENEVA - Yemen’s growing cholera epidemic may accelerate looming famine, as limited resources are shifted away from malnutrition and other programmes to try to contain the disease, the top U.N. aid official in the country said on Tuesday. A two-year war between Houthi rebels aligned with Iran and a Western-backed Saudi-led coalition has led to a “system-wide collapse in the economy” and health system, said Jamie McGoldrick, U.N. humanitarian coordinator for Yemen. Some 313,533 suspected cholera cases and 1,732 deaths have been recorded since the outbreak began in late April, according to the latest U.N. figures that show a “spike”, he said. “This epidemic is spreading further and faster than anything we’ve seen before,” McGoldrick, speaking from Amman, told a Geneva news briefing. “What will happen is that this cholera outbreak will in fact exacerbate the conditions and the threat of famine in more places than ever in the country,” he said. Hamanat al-Asimah, Hajjah, Amran and al-Hodeidah are the four heaviest-hit areas hit by chol-
era, a disease spread by faeces contaminating water or food, he said. The United Nations has warned of mass starvation in Yemen, northeastern Nigeria, Somalia, and South Sudan. McGoldrick, asked how many faced famine in Yemen, replied: “Some estimates say 500,000 would be a target that could happen if the conditions prevail. But it could be more than that if the situation gets worse.” Children under age 15 account for about 40 percent of Yemenis infected with cholera and a quarter of the deaths. A funding shortage is compounding difficult aid operations. The United Nations has received only a third of the $2.1 billion it sought to provide food to 12 million people facing famine in Yemen. AMLAPURA - Bad weather in the past three days disrupted crossing activities at Padangbai Harbor. Stagnation of loading and unloading activities also caused a long queue of vehicles getting to outside the harbor area. The impact of bad weather is still felt until Tuesday (Jul. 11), but the queue of vehicles did not get outside the harbor area. The information compiled stated that queue of vehicles waiting for the crossing to Lembar Harbor snaked up to one kilometer outside the harbor. The queue accumulated because of big waves so that both piers could not be operated maximally. Pier II whose position is jutting into the sea could not be berthed by all ships. Similar conditions also occurred to the activities at traditional harbor. Bad weather forced the harbormaster and harbor authority office (KSOP) Padangbai enforced an open-close system for tourist cruise to Gili Trawangan, North Lombok. “All the crossings to Gili we postpone during the day,” said Section Head of Legal Status and Ship Certification, Ketut Mulyana. As scheduled, the repair will be done for two days from Monday (Jul. 10). But due to bad weather, the repair plan is rescheduled. Responding to the unfavorable weather conditions, the Lembar harbor authority has issued a warning to ship’s captain in order to raise awareness. Unexplored potential of tabah bamboo
DENPASAR — Apart from tourism, in fact Bali has a lot of potential, especially the agricultural potential, such as tabah bamboo (Gigantochloa nigrociliata (Buse) Kurz) plantation. Tabah bamboo is native species to Bali having high nutritional and economic value. However, not many people know about the potential and underestimate the bamboo. Dr. Pande Ketut Diah Kencana, a bamboo researcher and practitioner of bamboo farming, has proved it. After doing research for 30 years on bamboo shoot, she also did cultivation of tabah bamboo. She mentioned there are about 1,600 species of bamboo in the world, while Indonesia has 160 species, including Bali has 40 species and one of them is tabah bamboo. In Bali, the tabah bamboo initially grew in the area of Pupuan, Tabanan, and its surroundings. Researcher who began specializing in bamboo research since 2003 revealed that bamboo shoots, especially the tabah bamboo shoots, have not been studied yet as one of the food sources. So far, people only know that petung bamboo can be consumed, whereas tabah bamboo can also be consumed and used as other processed food. In 2006, this lecturer at Faculty of Agricultural Technology, Udayana University, started to cultivate from bamboo seedling. It took her eight months to do bamboo seedlings and make it ready for planting. At Batungsel village, Pupuan, she developed a plantation pilot project especially for tabah
bamboo on an area of two hectares. Moreover, the location has now become a tourist destination. In the meantime, the headquarters of research about tabah bamboo she does at Padangan Kaja village, Pupuan, Tabanan. Other than researching, Diah also invites farmers in Pupuan to establish a farmer group named the Alam Sejahtera bamboo farmer group to jointly develop tabah bamboo farming. Then in 2010, she brought tabah bamboo to Gianyar, precisely to Kerta village, Payangan and Patas, Taro, Gianyar. At the location, she does not develop a farm, but a more comprehensive effort namely cooking class. In addition to planting tabah bamboo, visitors also harvest tabah bamboo shoots and then learn how to cook the shoots. Considering that bamboo is a seasonal crop that only thrives flourishingly during rainy season, the cooking class package can only be organized during the period of September to March. BEIJING - Ships carrying Chinese military personnel for Beijing’s first overseas military base, in Djibouti in the Horn of Africa, have left China to begin setting up the facility as China’s rapidly modernising military hones its global reach. Djibouti’s position on the northwestern edge of the Indian Ocean has fuelled worries in India that it would become another of China’s “string of pearls” of military alliances and assets ringing India, including Bangladesh, Myanmar and Sri Lanka. China began construction of a logistics base in strategically located Djibouti last year that will resupply naval vessels taking part in peacekeeping and humanitarian missions off the coasts of

Yemen and Somalia, in particular. This will be China’s first overseas naval base, although Beijing officially describes it as a logistics facility. State news agency Xinhua said in a short report late on Tuesday the ships had departed from Zhanjiang in southern China “to set up a support base in Djibouti”. Navy commander Shen Jinlong “read an order on constructing the base in Djibouti” but the report did not say when the base might formally begin op-
erations. TOKYO - Japanese Foreign Minister Fumio Kishida wants to leave his post in Prime Minister Shinzo Abe’s cabinet reshuffle next month, domestic media said on Wednesday, a sign he may be planning to challenge the increasingly unpopular leader for the top job. Support for Abe has plunged to its lowest since the prime minister returned to office in December 2012 with a promise to revive Japan’s stale economy and bolster its defences, opinion polls showed this week. In a bid to turn the tide, Abe is considering a wholesale shakeup of his cabinet on Aug 3, replacing more than half of his 19 ministers, while retaining key ally Chief Cabinet Minister Yoshihide Suga and Finance Minister Taro Aso, Kyodo news agency said, quoting unidentified sources close to the matter. It was not certain that the 59-year-old Kishida would refuse to stay on if Abe pressed him to do so, Kyodo added, however, quoting his aides. Reuters could not immediately reach Kishida’s political aides for comment. “Kishida’s exit from the cabinet would signal his desire to replace Abe and reinforce perceptions that Abe is on the ropes,” said Jeffrey Kingston, director of Asian studies at Temple University’s Japan campus. Abe’s slump in popularity followed a historic defeat for his Liberal Democratic Party in a July 2 election for the Tokyo Metropolitan assembly at the hands of a novice party led by the capital’s popular governor, Yuriko Koike. Abe’s ratings fell 13 points to 36 percent in a survey by the conservative Yomiuri newspaper and 5 points to 33 percent in a poll by the liberal Asahi newspaper. Coal plan sparks ire as Myanmar struggles to keep lights on
YANGON - Opposition to a planned $3 billion coal-fired power plant in eastern Myanmar is highlighting the challenges facing Aung San Suu Kyi’s government in crafting a coherent energy policy in one of Asia’s poorest and most electricity-starved countries. With only a third of the country’s 60 million people connected to the grid and major cities experiencing blackouts, finding investors is tough for Myanmar and it is now looking at options, from coal to deep-sea gas, to boost its power supply. Myanmar has reserves of natural gas, but most existing offshore production is exported under agreements struck dur-
ing the junta era, while new blocks will not come on stream for some years. Coal would be one of the quickest ways to ramp up power generation but, as protests against the proposed 1,280 megawatts (MW) project in the eastern Kayin state show, the option is unpopular in Myanmar. More than 100 activist groups across the country have signed a joint statement calling for the project to be cancelled and urging the government to look at renewable energy instead. “They are worried about their land and water, which would be affected by the coal-fired plant,” said Kayinbased activist Nan Myint Aung,
referring to residents in the area who mostly depend on agriculture. Attracting investment is crucial for Suu Kyi, who has made job creation one of her top priorities. Foreign direct investment has fallen 30 percent from the previous year to $6.6 billion in 2016/17 due to sluggish progress on retooling the economy after decades of military rule. How Brexit is set to hurt Europe’s financial systems
LONDON/BERGAMO - Like many multinational companies, Italian engineering business Brembo relies on London to run its finances. The company, based close to the Alps, makes brakes for Formula One cars and motorbikes and sells them in 70 countries. Hundreds of millions of euros pass through its bank accounts each year – and London is the hub for those flows. As Britain prepares to leave the European Union, the company says it may now have to shift the centre of its banking operations to Frankfurt. If Brexit happens with little provision for London’s financial services, banks, funds and insurers in London will lose their ability to sell many of their services to European companies. Such upheavals will hurt not just London, say bankers and businessmen, but Europe as well. Financial firms say such shifts will mean the cost of banking for European companies will have to rise, though it is not clear yet who will pick up the bill – the banks or their clients. “At the end of the day it will not be a problem for Brembo, but for our bank,” said Matteo Tiraboschi, executive vice president of Brembo, in an interview at the company’s headquarters in Bergamo. “We expect to have the same service for the same price.” Brembo’s main bank, Citigroup, declined to comment. Interviews with scores of senior executives from big British and international banks, lawyers, academics, rating agencies and lobbyists outline some of the dangers for companies and consumers from potentially losing access to London’s markets. The EU needs London’s money, says Mark Carney, governor of the Bank of England. He calls Britain “Europe’s investment banker” and says half of all the debt and equity issued by the EU involves financial institutions in Britain. Rewiring businesses will be expensive, though estimates vary widely. Investment banks that set up new European outposts to retain access to the EU’s single market may see their EU costs rise by between 8 and 22 percent, according to one study by Boston Consulting Group. A separate study by JP Morgan estimates that eight big U.S. and European banks face a combined bill of $7.5 billion over the next five years if they have to move capital markets operations out of London as a result of Brexit. Such costs would equate to an average 2
percent of the banks’ global annual expenses, JP Morgan said. Banks say most of those extra costs will end up being paid by customers. “If the cost of production goes up, ultimately a lot of our costs will get passed on to the client base,” said Richard Gnodde, chief executive of the European arm of Goldman Sachs. “As soon as you start to fragment pools of liquidity or fragment capital bases, it becomes less efficient, the costs can go up.” UK-based financial firms are trying to shift some of their operations to Europe to ensure they can still work for EU clients, but warn such a rearrangement of the region’s financial architecture could threaten economic stability not only in Britain but also in Europe because so much European money flows through London. European countries, particularly France and Germany, don’t share these concerns, viewing Brexit as an opportunity to steal large swathes of business away from Britain and build up their own financial centres. Britain alone accounts for 5.4 percent of global stock markets by value, according to Reuters data. Valdis Dombrovskis, the EU financial services chief, said the EU will still account for 15 percent of global stock markets by value without Britain, and that measures were being taken to strengthen its capital markets. But he added: “Fragmentation is preventing our financial services sector from realising its full potential.” Industry figures have similar concerns. Jean-Louis Laurens, a former senior Rothschild banker and now ambassador for the French asset management lobby, told Reuters: “If London is broken into

About six trillion euros ($6.8 trillion), or 37 percent, of Europe’s financial assets are managed in the UK capital, almost twice the amount of its nearest rival, Paris. And London dominates Europe’s 5.2 trillion euro investment banking industry. London’s markets insure French nuclear reactors and Greek ships. German carmakers borrow money for expansion. Dutch pensioners invest their savings. Britain has the largest foreign exchange market and the second largest derivatives market in the world, accounting for just under 40 percent of the world’s dealings in those markets, while Paris, London’s nearest EU rival, handles under 5 percent, according to the Bank for International Settlements. Each year, euro, yen and dollar trades worth about a combined $869 trillion happen in London - more than in all the euro zone countries combined - according to the City of London Corporation. Barclays Chairman John McFarlane told Reuters that a bad trade deal between Britain and the
EU risks harming the international economy, and that some banks may decide to abandon some lines of business altogether because they will be too expensive. “Brexit will put a spotlight on the economic attractiveness of activities you are moving,” he said. “Everybody will say, ‘If you move, is it worth it financially?’” Bankers say a number of areas are likely to be affected when Britain leaves the EU. The first is Europe’s ability to sell sovereign debt. At present, when a country, say Portugal or Greece, needs to sell debt to keep its hospitals or schools running, it will tap the bond markets, arranged by banks primarily in London. London-based firms are currently responsible for trading about 70 percent of sovereign debt in Europe, according to bankers. But some banks are already withdrawing from arranging the bond sales because it is unprofitable. In the first quarter of the year five banks stopped being primary dealers in various European country bonds, Reuters reported in January. The chief executive of one of Britain’s largest banks and one of the largest underwriters of European sovereign debt told Reuters the European Central Bank called him asking him not to abandon selling European debt because of Brexit.
“They (EU countries) cannot be shut out from London’s capital markets,” he said. “It’s suicide.” The ECB declined to comment. A second area that may suffer is the selling of derivatives for companies to buy protection against swings in the U.S. dollar or spikes in the price of oil. Bankers say rivals to London will offer a smaller array of products and at a higher cost because there will be fewer banks offering these services. A third area likely to be affected is the clearing of derivatives denominated in euros, an activity that London dominates. EU policymakers want such clearing, which ensures the safe completion of a trade, to be shifted to the euro zone after Brexit. Financiers say that would bump up trading costs for continental customers that deal in a variety of currencies because they will have to route trades through multiple clearing houses, requiring them to post more collateral to back those trades. The Futures Industry Association, a global derivatives industry body, says forcing a shift in euro clearing would increase the amount of cash needed to back trades by about $80 billion. German clearing house Eurex, which stands to gain from a shift, said the increase would be a far more modest $3 billion to $9 billion.(rtr)

Shivaratri as Sin Redemption Night, Perform Main Abstinences Hindu community in Bali celebrates a unique Shivaratri Day. Shivaratri means the holy contemplation night or the sin redemption night. Shivaratri falls one day before new moon in the seventh month of Balinese calendar (Kapitu) and this year falls on Friday (Jan. 8). On this day, Hindu devotees in Bali do fasting and meditation to get forgiveness from God for the sins caused by avidya (darkness). On that day, the Hindu community commonly performs three types of abstinence adjusted to the capabilities. The main abstinences are monabrata (no speaking), upawasa (fasting) and jagra (guarding, keeping awake for whole night). Medium abstinence only performs the upawasa and jagra, while the small abstinence just performs jagra. Shivaratri is often called pejagran day because on that day God in his manifestation as Lord Shiva in his function as destroyer does meditation for whole night. Therefore, on this day devotees invoke to him so that all the sins could be removed. Devotees usually do pejagran at temples or shrines while reading scriptures. The Hindu palm-leaf manuscript named Lubdaka written by Mpu Tanakung carries the procession of Shivaratri with a series as follows: firstly, taking a bath in the morn-
ing, putting on clean dressing and invoking holy water. Then, begin the fasting without food and drink. It’s a mental exercise in order to get a strength and durability against thirst and hunger. At night, it is resumed with the reading of Vedic scripture while keeping awake through the night to calm down the mind. Of course, it is commenced with the worship of God for forgiveness for the sins having been committed previously. In the Lubdaka palm-leaf manuscript is stated that though people are very guilty, even the most sinful, they still have the opportunity to destroy their sins if they sincerely celebrate and implement the abstinence of Shivaratri. In the mythology, Lubdaka is mentioned as a hunter of animals in the forest. Every day, he always kills animals. Once upon a time, he returned to the forest for hunting. Unfortunately he was unlucky on that day, so that did not get any animals. Unwittingly, it was already dusk and it was getting darker. Actually he intended to go home, but it was extremely dark so that he did not know the right way home. He decided to stay, and for fear of being ambushed by beasts he climbed a bilva tree to lean. Unwittingly, underneath there is a clear water lake with a shrine and lingam. To prevent from sleep-
ing for fear of being attacked by animals, he eliminated his sleepiness while picking bilva leaves. He picked the bilva leaves one by one and then he dropped it so that hit the lingam underneath. Lubdaka did not realize that on that day was the Shivaratri (the night of Shiva) where Lord Shiva was meditating. When picking bilva leaves, he began to regret what he had committed in past times. He promised to himself to stop hunting. After staying up all night, the morning came and he went home. From that day, he stopped hunting and switched profession into a farmer. In keeping with the times, his health condition dropped and eventually died. It is narrated that the soul of Lubdaka was hovering in the sky, did not know where to go. After that, the Cikrabala forces took him away to be included in the Candragomuka crater in Hell. At that time, Lord Shiva came and intercepted the Cikrabala forces. Cikrabala forces insisted on bringing the soul of Lubdaka to Hell because during his lifetime he often killed many forest animals. Lord Shiva explained that Lubdaka has made penance on the Shivaratri by staying up all night accompanied by remorse over his sins in the past. Thus, he deserved to get forgiveness and ultimately Lubdaka was taken to Shiva Loka. (kmb)

Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur. “In total, there are seven hamlets at Kediri customary village that will take turns to go round from one hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri. “At that time, many residents were experiencing sickness to death
and they also faced harvest failure because their paddy fields were attacked by pests,” he said. Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared. Since then, the tektekan tradition has psychical function to dismiss plague. U.S. THAAD missile defenses hit test target as NKorea tension rises
WASHINGTON - The United States said on Tuesday it shot down a simulated, incoming intermediate-range ballistic missile (IRBM) similar to the ones being developed by countries like North Korea, in a new test of the nation’s THAAD missile defenses.
Planned months ago, the U.S. missile defense test over the Pacific Ocean has gained significance after North Korea’s July 4 launch of an intercontinental ballistic missile (ICBM) heightened concerns about the threat from Pyongyang. The test was the first-ever of the Terminal High Altitude Area Defense (THAAD) system against an incoming IRBM, which experts say is a faster and more difficult target to hit than shorter-range missiles. The U.S. Missile Defense Agency said the IRBM was designed to behave similarly to the kinds of missiles that could threaten the United States. “The successful demonstration of THAAD against an IRBM-range missile threat bolsters the country’s defensive capability against developing missile threats in North Korea and other countries,” the Missile Defense Agency said in a statement. The successful THAAD test adds to the credibility of the U.S. military’s missile defense program, which has come under intense scrutiny in recent years, including because of test delays and failures. The U.S. Government Accountability Office, a federal watchdog, noted in a May report that the Missile Defense Agency had not previously tested THAAD against an IRBM, despite having deployed the system to the island of Guam, a U.S. territory in the Pacific, in 2013 amid concerns about North Korea’s missile program. That means that, until the latest test, the THAAD system had an unproven capability against IRBMs,

missiles that have a range of between 1,800 and 3,100 miles (3,000 to 5,500 km). Guam is approximately 2,100 miles (3,400 km) from North Korea. In order to hit the mainland United States, North Korea would need to fire an ICBM, which is defined as a missile with a range greater than 3,400 miles (5,500 km).

In the latest test, a THAAD in Kodiak, Alaska, intercepted a ballistic missile target that was air-launched from a C-17 aircraft flying north of Hawaii, the Missile Defense Agency said in a statement. A defense official, speaking on condition of anonymity, said the test took place early on Tuesday. This success leaves THAAD with a 100 percent track record for all 14 intercept attempts since flight testing began just over a decade ago. Lockheed Martin Corp, the prime contractor for the THAAD system, said it could intercept incoming missiles both inside and outside the Earth’s atmosphere. The United States deployed THAAD to South Korea this year to guard against North Korea’s shorterrange missiles. That has drawn fierce criticism from China, which says the system’s powerful radar can probe deep into its territory. Earlier this month Moscow and Beijing, in a joint statement, called on Washington to immediately halt deployment of THAAD in South Korea. The statement said Washington was using North Korea as a pretext to expand its military infrastructure in Asia and risked upsetting the strategic balance of power in the region. THAAD’s success rate in testing is far higher than the one for America’s Ground-based Midcourse Defense (GMD) system, which is designed to shoot down an ICBM headed for the U.S. mainland. (rtr)

Trump Jr. emails suggest he welcomed Russian help against Clinton WASHINGTON - President Donald Trump’s eldest son eagerly agreed last year to meet a woman he was told was a Russian government lawyer who might have damaging information about Democratic White House rival Hillary Clinton as part of Moscow’s official support for his father, according to emails released on Tuesday. The emails, released by Donald Trump Jr., are the most concrete evidence yet that Trump campaign officials welcomed Russian help to win the election, a subject that has cast a cloud over Trump’s presidency and spurred investigations by the Justice Department and Congress. The messages show that the younger Trump was open to the prospect of “very high level and sensitive information” from a Russian attorney that a gobetween described as “part of Russia and its government’s support for Mr. Trump” ahead of a meeting on June 9, 2016. “If it’s what you say I love it,” Trump Jr. responded. He released the messages on Twitter after the New York Times said it planned to write about them and sought comment from him. Malaysia detains 77 foreigners in migrant worker crackdown
PORT DICKSON — Malaysian authorities have raided a construction site and detained 77 foreigners as part of a fresh crackdown on illegal immigration. Immigration officials said more than 3,100 foreigners and 63 employers who allegedly hired workers illegally have been detained since a sweep began July 1. The crackdown is targeting migrants who come to Malaysia illegally to work mostly low-wage jobs in the construction, plantation and manufacturing industries. As one of Southeast Asia’s richest countries, Malaysia has long attracted workers from nearby nations such as Indonesia, the Philippines, Bangladesh and India. Immigration officials who conducted the midnight raid Tuesday and early Wednesday at the construction site in northern Negeri Sembilan state found 77 of the 85 workers had no valid documents. Most of them are Indonesians, living in wooden make-shift dormitories at the site. Reporters were notified of the raid and invited to
go along. The 77 workers were handcuffed and sent to the immigration depot, where they are expected to be deported, officials said. The new sweep followed the expiry of a deadline to register foreign workers from 15 countries. Officials have said only 161,000 of 600,000 illegal migrants who are eligible to apply for work permits had done so by June 30. Malaysia, which has a population of 31 million, relies heavily on foreign labor to fill menial jobs shunned by locals. There are some 2 million registered foreign workers in Malaysia and another million believed to be working illegally. The government regularly seeks to flush out the illegal workforce, but this had previously caused labor shortages in certain sectors. Immigration chief Mustafar Ali has said that some 30,000 illegal migrants were deported this year. JAKARTA — Indonesia’s president has signed a decree giving the government the power to ban radical organizations, in a move aimed at outlawing groups behind an apparent rise in the political clout of hard-line Islam. It is likely that Hizbut Tahrir, a group that campaigns for Indonesia to adopt Shariah law and become a caliphate, is among the targets of the decree after the government announced in May that it planned to ban the group. Hizbut Tahrir, along with groups such as the violent Islamic Defenders Front, was behind months of massive protests in Jakarta, the capital, against the city’s minority Christian governor, an ally of Jokowi who was accused of blaspheming Islam. He subsequently lost a bid for re-election to a Muslim candidate and was imprisoned for two years for blasphemy despite prosecutors downgrading the charge to a lesser offense. Hizbut, a global organization, is estimated to have tens of thousands of members in Indonesia. Ismail Yusanto, a spokesman for the group in Indonesia, said it plans to seek a judicial review of the decree in the Constitutional Court. “The move just shows an arbitrary action aimed at disbanding Hizbut Tahrir,” he said. SILVERSTONE - Silverstone is unlikely to be alone among European circuits in deciding it can no longer afford to host Formula One without a better deal, according to British Racing Drivers’ Club (BRDC) chairman John Grant. “It’s reasonable to assume we generate more revenue than any other European grand prix and we still can’t make the numbers work,” he said on Tuesday after announcing that the BRDC-owned British Grand Prix circuit was breaking its contract. The decision means Britain risks having no race after 2019 unless a revised deal is agreed. “We believe that we run the event quite efficiently and our costs of delivery we think are low,” added Grant. “So the economics of the other European circuits must be equally challenging. “I’m sure they are asking themselves the same sort of questions that we are asking.” Germany’s Hockenheim, which
returns to the calendar in 2018 after a year’s absence, has struggled financially while Belgium’s Spa track and Italy’s Monza have also had difficulties. Grant said Silverstone lost 2.8 million pounds ($3.60 million) in 2015, 4.8 million in 2016 and faced a similar loss from this weekend’s race. The image of a distraught James Rodriguez being consoled by Brazil’s David Luiz after a brutal World Cup quarter-final defeat in 2014 still resonates today. Rodriguez had given everything for Colombia, scoring six times - including the goal of the tournament against Uruguay - inspiring his country to the last eight for the first time. Shortly afterwards, Rodriguez became Real Madrid’s latest “Galactico” and the fourth most expensive player in the world. Yet, as is often the case at a club with the highest of expectations, things did not quite work out for Rodriguez at Real and the 25-year-old joined Bayern Munich on Tuesday on a two-year loan deal. It went well initially in Madrid, with Rodriguez providing the ammunition for Cristiano Ronaldo to break many scoring records. Rodriguez created six goals for Ronaldo in his first season at the Bernabeu and despite breaking his foot the Colombian scored 13 goals and contributed 13 assists in an impressive debut campaign. “He has surprised all of us,” then Real manager Carlo Ancelotti said at the end of Rodriguez’s first campaign. “He is a top-quality player and has gelled very well with the team. “He has gotten used to playing

The Education Ministry said it will introduce the physical education classes “gradually” and “in accordance with (Islamic) Shariah regulations.” At least one Saudi activist took to Twitter questioning whether this implied that girls will be required to seek the permission of their male guardians, such as a father, before they can play sports. It was also unclear if the classes would be extracurricular or mandatory. The decision to allow girls to play sports in public schools is significant in Saudi Arabia because women taking part in exercise is still seen as a taboo. Some of the kingdom’s ultraconservatives shun the concept of women’s exercise as “immodest” and say it blurs gender lines. It was only four years ago that the kingdom formally approved sports for girls in private schools. Women first participated in Saudi Arabia’s Olympic team during the 2012 London games. Despite incremental openings for Saudi women, tight restrictions remain in place. Women are banned from driving and must seek the permission of a male guardian to travel abroad or obtain a passport. Restrictive male guardianship rules give men, usually the father or husband, huge sway over a woman’s life in Saudi Arabia. HOUSTON — Florent Malouda, a veteran of 80 international matches for France, played for French Guiana in CONCACAF Gold Cup on Tuesday night despite being ruled ineligible for the tournament. The 37-year-old midfielder captained French Guiana and played the entire match in a 0-0 tie against Honduras. But the game is likely to be ruled a 3-0 victory by forfeit for Honduras because Malouda was on the field. Malouda was born in French Guiana, played for France from 2004-12 and scored nine international goals. Under FIFA’s rules, he would be ineligible to play for another national team. SILVERSTONE - Silverstone is unlikely to be alone among European circuits in deciding it can no longer afford to host Formula One without a better deal, according to British Racing Drivers’ Club (BRDC) chairman John Grant. “It’s reasonable to assume we generate more revenue than any other European grand prix and we still can’t make the numbers work,” he said on Tuesday after announcing that the BRDC-owned British Grand Prix circuit was breaking its contract. The decision means Britain risks having no race after 2019 unless a revised deal is agreed. “We believe that we run the event quite efficiently and our costs of delivery we think are low,” added Grant. “So the economics of the other European circuits must be equally challenging. “I’m sure they are asking themselves the same sort of questions that we are asking.” Germany’s Hockenheim, which
returns to the calendar in 2018 after a year’s absence, has struggled financially while Belgium’s Spa track and Italy’s Monza have also had difficulties. Grant said Silverstone lost 2.8 million pounds ($3.60 million) in 2015, 4.8 million in 2016 and faced a similar loss from this weekend’s race. He blamed the ever-increasing hosting fees for the situation. “The cost of running the event is actually quite small relative to the amount of money it generates. U.S. THAAD missile defenses hit test target as NKorea tension rises
WASHINGTON - The United States said on Tuesday it shot down a simulated, incoming intermediate-range ballistic missile (IRBM) similar to the ones being developed by countries like North Korea, in a new test of the nation’s THAAD missile defenses.
Planned months ago, the U.S. missile defense test over the Pacific Ocean has gained significance after North Korea’s July 4 launch of an intercontinental ballistic missile (ICBM) heightened concerns about the threat from Pyongyang. The test was the first-ever of the Terminal High Altitude Area Defense (THAAD) system against an incoming IRBM, which experts say is a faster and more difficult target to hit than shorter-range missiles. The U.S. Missile Defense Agency said the IRBM was designed to behave similarly to the kinds of missiles that could threaten the United States. “The successful demonstration of THAAD against an IRBM-range missile threat bolsters the country’s defensive capability against developing missile threats in North Korea and other countries,” the Missile Defense Agency said in a statement. The successful THAAD test adds to the credibility of the U.S. military’s missile defense program, which has come under intense scrutiny in recent years, including because of test delays and failures. The U.S. Government Accountability Office, a federal watchdog, noted in a May report that the Missile Defense Agency had not previously tested THAAD against an IRBM, despite having deployed the system to the island of Guam, a U.S. territory in the Pacific, in 2013 amid concerns about North Korea’s missile program. That means that, until the latest test, the THAAD system had an unproven capability against IRBMs,

In the latest test, a THAAD in Kodiak, Alaska, intercepted a ballistic missile target that was air-launched from a C-17 aircraft flying north of Hawaii, the Missile Defense Agency said in a statement. A defense official, speaking on condition of anonymity, said the test took place early on Tuesday. This success leaves THAAD with a 100 percent track record for all 14 intercept attempts since flight testing began just over a decade ago. Lockheed Martin Corp, the prime contractor for the THAAD system, said it could intercept incoming missiles both inside and outside the Earth’s atmosphere. The United States deployed THAAD to South Korea this year to guard against North Korea’s shorterrange missiles. That has drawn fierce criticism from China, which says the system’s powerful radar can probe deep into its territory. Earlier this month Moscow and Beijing, in a joint statement, called on Washington to immediately halt deployment of THAAD in South Korea. The statement said Washington was using North Korea as a pretext to expand its military infrastructure in Asia and risked upsetting the strategic balance of power in the region. Trump Jr. emails suggest he welcomed Russian help against Clinton WASHINGTON - President Donald Trump’s eldest son eagerly agreed last year to meet a woman he was told was a Russian government lawyer who might have damaging information about Democratic White House rival Hillary Clinton as part of Moscow’s official support for his father, according to emails released on Tuesday. The emails, released by Donald Trump Jr., are the most concrete evidence yet that Trump campaign officials welcomed Russian help to win the election, a subject that has cast a cloud over Trump’s presidency and spurred investigations by the Justice Department and Congress. The messages show that the younger Trump was open to the prospect of “very high level and sensitive information” from a Russian attorney that a gobetween described as “part of Russia and its government’s support for Mr. Trump” ahead of a meeting on June 9, 2016. “If it’s what you say I love it,” Trump Jr. responded. He released the messages on Twitter after the New York Times said it planned to write about them and sought comment from him. Malaysia detains 77 foreigners in migrant worker crackdown
PORT DICKSON — Malaysian authorities have raided a construction site and detained 77 foreigners as part of a fresh crackdown on illegal immigration. Immigration officials said more than 3,100 foreigners and 63 employers who allegedly hired workers illegally have been detained since a sweep began July 1. The crackdown is targeting migrants who come to Malaysia illegally to work mostly low-wage jobs in the construction, plantation and manufacturing industries. As one of Southeast Asia’s richest countries, Malaysia has long attracted workers from nearby nations such as Indonesia, the Philippines, Bangladesh and India. Immigration officials who conducted the midnight raid Tuesday and early Wednesday at the construction site in northern Negeri Sembilan state found 77 of the 85 workers had no valid documents. Most of them are Indonesians, living in wooden make-shift dormitories at the site. Reporters were notified of the raid and invited to
go along. The 77 workers were handcuffed and sent to the immigration depot, where they are expected to be deported, officials said. The new sweep followed the expiry of a deadline to register foreign workers from 15 countries. Officials have said only 161,000 of 600,000 illegal migrants who are eligible to apply for work permits had done so by June 30. Malaysia, which has a population of 31 million, relies heavily on foreign labor to fill menial jobs shunned by locals. There are some 2 million registered foreign workers in Malaysia and another million believed to be working illegally. The government regularly seeks to flush out the illegal workforce, but this had previously caused labor shortages in certain sectors. Immigration chief Mustafar Ali has said that some 30,000 illegal migrants were deported this year. It is likely that Hizbut Tahrir, a group that campaigns for Indonesia to adopt Shariah law and become a caliphate, is among the targets of the decree after the government announced in May that it planned to ban the group. He subsequently lost a bid for re-election to a Muslim candidate and was imprisoned for two years for blasphemy despite prosecutors downgrading the charge to a lesser offense. Hizbut, a global organization, is estimated to have tens of thousands of members in Indonesia. How Brexit is set to hurt Europe’s financial systems
LONDON/BERGAMO - Like many multinational companies, Italian engineering business Brembo relies on London to run its finances. The company, based close to the Alps, makes brakes for Formula One cars and motorbikes and sells them in 70 countries. Hundreds of millions of euros pass through its bank accounts each year – and London is the hub for those flows. As Britain prepares to leave the European Union, the company says it may now have to shift the centre of its banking operations to Frankfurt. If Brexit happens with little provision for London’s financial services, banks, funds and insurers in London will lose their ability to sell many of their services to European companies. Such upheavals will hurt not just London, say bankers and businessmen, but Europe as well. Financial firms say such shifts will mean the cost of banking for European companies will have to rise, though it is not clear yet who will pick up the bill – the banks or their clients. “At the end of the day it will not be a problem for Brembo, but for our bank,” said Matteo Tiraboschi, executive vice president of Brembo, in an interview at the company’s headquarters in Bergamo. “We expect to have the same service for the same price.” Brembo’s main bank, Citigroup, declined to comment. Interviews with scores of senior executives from big British and international banks, lawyers, academics, rating agencies and lobbyists outline some of the dangers for companies and consumers from potentially losing access to London’s markets. The EU needs London’s money, says Mark Carney, governor of the Bank of England. He calls Britain “Europe’s investment banker” and says half of all the debt and equity issued by the EU involves financial institutions in Britain. Rewiring businesses will be expensive, though estimates vary widely. Investment banks that set up new European outposts to retain access to the EU’s single market may see their EU costs rise by between 8 and 22 percent, according to one study by Boston Consulting Group. A separate study by JP Morgan estimates that eight big U.S. and European banks face a combined bill of $7.5 billion over the next five years if they have to move capital markets operations out of London as a result of Brexit. Such costs would equate to an average 2
percent of the banks’ global annual expenses, JP Morgan said. Banks say most of those extra costs will end up being paid by customers. “If the cost of production goes up, ultimately a lot of our costs will get passed on to the client base,” said Richard Gnodde, chief executive of the European arm of Goldman Sachs. “As soon as you start to fragment pools of liquidity or fragment capital bases, it becomes less efficient, the costs can go up.” UK-based financial firms are trying to shift some of their operations to Europe to ensure they can still work for EU clients, but warn such a rearrangement of the region’s financial architecture could threaten economic stability not only in Britain but also in Europe because so much European money flows through London. European countries, particularly France and Germany, don’t share these concerns, viewing Brexit as an opportunity to steal large swathes of business away from Britain and build up their own financial centres. Britain alone accounts for 5.4 percent of global stock markets by value, according to Reuters data. Valdis Dombrovskis, the EU financial services chief, said the EU will still account for 15 percent of global stock markets by value without Britain, and that measures were being taken to strengthen its capital markets. But he added: “Fragmentation is preventing our financial services sector from realising its full potential.” Industry figures have similar concerns. And London dominates Europe’s 5.2 trillion euro investment banking industry. London’s markets insure French nuclear reactors and Greek ships. German carmakers borrow money for expansion. Dutch pensioners invest their savings. Britain has the largest foreign exchange market and the second largest derivatives market in the world, accounting for just under 40 percent of the world’s dealings in those markets, while Paris, London’s nearest EU rival, handles under 5 percent, according to the Bank for International Settlements. Each year, euro, yen and dollar trades worth about a combined $869 trillion happen in London - more than in all the euro zone countries combined - according to the City of London Corporation. Barclays Chairman John McFarlane told Reuters that a bad trade deal between Britain and the
EU risks harming the international economy, and that some banks may decide to abandon some lines of business altogether because they will be too expensive. “Brexit will put a spotlight on the economic attractiveness of activities you are moving,” he said. “Everybody will say, ‘If you move, is it worth it financially?’” Bankers say a number of areas are likely to be affected when Britain leaves the EU. The first is Europe’s ability to sell sovereign debt. At present, when a country, say Portugal or Greece, needs to sell debt to keep its hospitals or schools running, it will tap the bond markets, arranged by banks primarily in London. London-based firms are currently responsible for trading about 70 percent of sovereign debt in Europe, according to bankers. But some banks are already withdrawing from arranging the bond sales because it is unprofitable. In the first quarter of the year five banks stopped being primary dealers in various European country bonds, Reuters reported in January. The chief executive of one of Britain’s largest banks and one of the largest underwriters of European sovereign debt told Reuters the European Central Bank called him asking him not to abandon selling European debt because of Brexit.
“They (EU countries) cannot be shut out from London’s capital markets,” he said. “It’s suicide.” The ECB declined to comment. A second area that may suffer is the selling of derivatives for companies to buy protection against swings in the U.S. dollar or spikes in the price of oil. Bankers say rivals to London will offer a smaller array of products and at a higher cost because there will be fewer banks offering these services. A third area likely to be affected is the clearing of derivatives denominated in euros, an activity that London dominates. EU policymakers want such clearing, which ensures the safe completion of a trade, to be shifted to the euro zone after Brexit. Financiers say that would bump up trading costs for continental customers that deal in a variety of currencies because they will have to route trades through multiple clearing houses, requiring them to post more collateral to back those trades. The Futures Industry Association, a global derivatives industry body, says forcing a shift in euro clearing would increase the amount of cash needed to back trades by about $80 billion. German clearing house Eurex, which stands to gain from a shift, said the increase would be a far more modest $3 billion to $9 billion.(rtr)

Shivaratri as Sin Redemption Night, Perform Main Abstinences Hindu community in Bali celebrates a unique Shivaratri Day. Shivaratri means the holy contemplation night or the sin redemption night. Shivaratri falls one day before new moon in the seventh month of Balinese calendar (Kapitu) and this year falls on Friday (Jan. 8). On this day, Hindu devotees in Bali do fasting and meditation to get forgiveness from God for the sins caused by avidya (darkness). On that day, the Hindu community commonly performs three types of abstinence adjusted to the capabilities. The main abstinences are monabrata (no speaking), upawasa (fasting) and jagra (guarding, keeping awake for whole night). Medium abstinence only performs the upawasa and jagra, while the small abstinence just performs jagra. Shivaratri is often called pejagran day because on that day God in his manifestation as Lord Shiva in his function as destroyer does meditation for whole night. Therefore, on this day devotees invoke to him so that all the sins could be removed. Devotees usually do pejagran at temples or shrines while reading scriptures. The Hindu palm-leaf manuscript named Lubdaka written by Mpu Tanakung carries the procession of Shivaratri with a series as follows: firstly, taking a bath in the morn-
ing, putting on clean dressing and invoking holy water. Then, begin the fasting without food and drink. It’s a mental exercise in order to get a strength and durability against thirst and hunger. At night, it is resumed with the reading of Vedic scripture while keeping awake through the night to calm down the mind. Of course, it is commenced with the worship of God for forgiveness for the sins having been committed previously. In the Lubdaka palm-leaf manuscript is stated that though people are very guilty, even the most sinful, they still have the opportunity to destroy their sins if they sincerely celebrate and implement the abstinence of Shivaratri. In the mythology, Lubdaka is mentioned as a hunter of animals in the forest. Every day, he always kills animals. Once upon a time, he returned to the forest for hunting. Unfortunately he was unlucky on that day, so that did not get any animals. Unwittingly, it was already dusk and it was getting darker. Actually he intended to go home, but it was extremely dark so that he did not know the right way home. He decided to stay, and for fear of being ambushed by beasts he climbed a bilva tree to lean. Unwittingly, underneath there is a clear water lake with a shrine and lingam. To prevent from sleep-
ing for fear of being attacked by animals, he eliminated his sleepiness while picking bilva leaves. He picked the bilva leaves one by one and then he dropped it so that hit the lingam underneath. Lubdaka did not realize that on that day was the Shivaratri (the night of Shiva) where Lord Shiva was meditating. When picking bilva leaves, he began to regret what he had committed in past times. He promised to himself to stop hunting. After staying up all night, the morning came and he went home. From that day, he stopped hunting and switched profession into a farmer. In keeping with the times, his health condition dropped and eventually died. It is narrated that the soul of Lubdaka was hovering in the sky, did not know where to go. After that, the Cikrabala forces took him away to be included in the Candragomuka crater in Hell. At that time, Lord Shiva came and intercepted the Cikrabala forces. Cikrabala forces insisted on bringing the soul of Lubdaka to Hell because during his lifetime he often killed many forest animals. Lord Shiva explained that Lubdaka has made penance on the Shivaratri by staying up all night accompanied by remorse over his sins in the past. Thus, he deserved to get forgiveness and ultimately Lubdaka was taken to Shiva Loka. (kmb)

Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur. “In total, there are seven hamlets at Kediri customary village that will take turns to go round from one hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri. “At that time, many residents were experiencing sickness to death
and they also faced harvest failure because their paddy fields were attacked by pests,” he said. Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared. Since then, the tektekan tradition has psychical function to dismiss plague. Its implementation cannot be predicted because it depends on the incidence of outbreak at the village. With the changing of time or more precisely from 2014 the tektekan tradition began to be transformed into an entertainment art. Moreover, local villagers agreed to hold this tradition as annual attraction coinciding with the Hindus celebrating Nyepi. During the execution of tektekan tradition at local customary village, the officials suggest road users to find alternative road section. “We’ve made coordination with police authority, especially on the security and traffic diversion,” he concluded. Unexplored potential of tabah bamboo
DENPASAR — Apart from tourism, in fact Bali has a lot of potential, especially the agricultural potential, such as tabah bamboo (Gigantochloa nigrociliata (Buse) Kurz) plantation. Tabah bamboo is native species to Bali having high nutritional and economic value. However, not many people know about the potential and underestimate the bamboo. Dr. Pande Ketut Diah Kencana, a bamboo researcher and practitioner of bamboo farming, has proved it. After doing research for 30 years on bamboo shoot, she also did cultivation of tabah bamboo. She mentioned there are about 1,600 species of bamboo in the world, while Indonesia has 160 species, including Bali has 40 species and one of them is tabah bamboo. In Bali, the tabah bamboo initially grew in the area of Pupuan, Tabanan, and its surroundings. Researcher who began specializing in bamboo research since 2003 revealed that bamboo shoots, especially the tabah bamboo shoots, have not been studied yet as one of the food sources. So far, people only know that petung bamboo can be consumed, whereas tabah bamboo can also be consumed and used as other processed food. In 2006, this lecturer at Faculty of Agricultural Technology, Udayana University, started to cultivate from bamboo seedling. It took her eight months to do bamboo seedlings and make it ready for planting. At Batungsel village, Pupuan, she developed a plantation pilot project especially for tabah
bamboo on an area of two hectares. Moreover, the location has now become a tourist destination. In the meantime, the headquarters of research about tabah bamboo she does at Padangan Kaja village, Pupuan, Tabanan. Other than researching, Diah also invites farmers in Pupuan to establish a farmer group named the Alam Sejahtera bamboo farmer group to jointly develop tabah bamboo farming. Then in 2010, she brought tabah bamboo to Gianyar, precisely to Kerta village, Payangan and Patas, Taro, Gianyar. At the location, she does not develop a farm, but a more comprehensive effort namely cooking class. In addition to planting tabah bamboo, visitors also harvest tabah bamboo shoots and then learn how to cook the shoots. Considering that bamboo is a seasonal crop that only thrives flourishingly during rainy season, the cooking class package can only be organized during the period of September to March. China began construction of a logistics base in strategically located Djibouti last year that will resupply naval vessels taking part in peacekeeping and humanitarian missions off the coasts of

TOKYO - Japanese Foreign Minister Fumio Kishida wants to leave his post in Prime Minister Shinzo Abe’s cabinet reshuffle next month, domestic media said on Wednesday, a sign he may be planning to challenge the increasingly unpopular leader for the top job. Support for Abe has plunged to its lowest since the prime minister returned to office in December 2012 with a promise to revive Japan’s stale economy and bolster its defences, opinion polls showed this week. In a bid to turn the tide, Abe is considering a wholesale shakeup of his cabinet on Aug 3, replacing more than half of his 19 ministers, while retaining key ally Chief Cabinet Minister Yoshihide Suga and Finance Minister Taro Aso, Kyodo news agency said, quoting unidentified sources close to the matter. It was not certain that the 59-year-old Kishida would refuse to stay on if Abe pressed him to do so, Kyodo added, however, quoting his aides. YANGON - Opposition to a planned $3 billion coal-fired power plant in eastern Myanmar is highlighting the challenges facing Aung San Suu Kyi’s government in crafting a coherent energy policy in one of Asia’s poorest and most electricity-starved countries. With only a third of the country’s 60 million people connected to the grid and major cities experiencing blackouts, finding investors is tough for Myanmar and it is now looking at options, from coal to deep-sea gas, to boost its power supply. Myanmar has reserves of natural gas, but most existing offshore production is exported under agreements struck dur-
ing the junta era, while new blocks will not come on stream for some years. Coal would be one of the quickest ways to ramp up power generation but, as protests against the proposed 1,280 megawatts (MW) project in the eastern Kayin state show, the option is unpopular in Myanmar. Meningitis shot also offers some defence against gonorrhoea, study finds
LONDON - Researchers studying a mass vaccination campaign against meningitis have found a surprising side effect - the shots also offered moderate protection against gonorrhoea, a sexually transmitted infection that is causing global alarm.
The findings, published in The Lancet medical journal on Tuesday, mark the first time an immunisation has shown any protection against gonorrhoea and point to new avenues in the search for a gonorrhoea vaccine, scientists said. “This new research could be game-changing,” said Linda Glennie, an expert at the Meningitis Research Foundation who was not directly involved in the study. Gonorrhoea has become an increasingly urgent global health problem in recent years as strains of the bacterial infection have developed high levels of drug resistance. The World Health Organization warned last week that some totally drug-resistance superbug strains of the disease already pose a major threat. Yet so far, efforts to develop a gonorrhoea vaccine have yielded disappointing results: Four potential shots have reached the clinical trial stage, but none
has been effective. In New Zealand, around 1 million people under age 20 received a meningitis vaccine known as MeNZB during a 2004-2006 immunisation programme. This provided a valuable opportunity to test for crossprotection, the scientists explained. For their study, the team used data from 11 sexual health clinics for all people aged 15 to 30 who had been diagnosed with gonorrhoea or chlamydia, or both, and who had also been eligible to be immunised against meningitis in the 2004-2006 campaign. They found that those who had been vaccinated were significantly less likely to have gonorrhoea. And taking into account factors such as ethnicity, deprivation, geographical area and gender, having the MeNZB vaccine reduced the incidence of gonorrhoea by around 31 percent. Helen Petousis-Harris, who co-led the study at the University of Auckland, said the findings “provide experimental evidence and a proof of principle” that meningitis vaccines might offer moderate crossprotection against gonorrhoea. “Our findings could inform future vaccine development for both the meningococcal and gonorrhoea vaccines,” she said. GENEVA - Yemen’s growing cholera epidemic may accelerate looming famine, as limited resources are shifted away from malnutrition and other programmes to try to contain the disease, the top U.N. aid official in the country said on Tuesday. A two-year war between Houthi rebels aligned with Iran and a Western-backed Saudi-led coalition has led to a “system-wide collapse in the economy” and health system, said Jamie McGoldrick, U.N. humanitarian coordinator for Yemen. Some 313,533 suspected cholera cases and 1,732 deaths have been recorded since the outbreak began in late April, according to the latest U.N. figures that show a “spike”, he said. “This epidemic is spreading further and faster than anything we’ve seen before,” McGoldrick, speaking from Amman, told a Geneva news briefing. “What will happen is that this cholera outbreak will in fact exacerbate the conditions and the threat of famine in more places than ever in the country,” he said. Hamanat al-Asimah, Hajjah, Amran and al-Hodeidah are the four heaviest-hit areas hit by chol-
era, a disease spread by faeces contaminating water or food, he said. The United Nations has warned of mass starvation in Yemen, northeastern Nigeria, Somalia, and South Sudan. McGoldrick, asked how many faced famine in Yemen, replied: “Some estimates say 500,000 would be a target that could happen if the conditions prevail. But it could be more than that if the situation gets worse.” Children under age 15 account for about 40 percent of Yemenis infected with cholera and a quarter of the deaths. A funding shortage is compounding difficult aid operations. The United Nations has received only a third of the $2.1 billion it sought to provide food to 12 million people facing famine in Yemen. Its $250 million funding appeal to combat cholera has yielded just $47 million. “As a result of that, organisations who are in areas where cholera has broken out have had to use resources that they would have otherwise programmed for something like food insecurity or malnutrition,” McGoldrick said. AMLAPURA - Bad weather in the past three days disrupted crossing activities at Padangbai Harbor. Stagnation of loading and unloading activities also caused a long queue of vehicles getting to outside the harbor area. The impact of bad weather is still felt until Tuesday (Jul. 11), but the queue of vehicles did not get outside the harbor area. The information compiled stated that queue of vehicles waiting for the crossing to Lembar Harbor snaked up to one kilometer outside the harbor. The queue accumulated because of big waves so that both piers could not be operated maximally. Pier II whose position is jutting into the sea could not be berthed by all ships. Similar conditions also occurred to the activities at traditional harbor. Bad weather forced the harbormaster and harbor authority office (KSOP) Padangbai enforced an open-close system for tourist cruise to Gili Trawangan, North Lombok. “All the crossings to Gili we postpone during the day,” said Section Head of Legal Status and Ship Certification, Ketut Mulyana. Operations Manager of the ASDP Padangbai, I Wayan Rosta, admitted the bad weather had an impact on the activity at Padang-
bai Harbor. Long queue occurred because not all ferries want to dock there. “It is very risky when high waves come,” he said. Due to this condition, the shipmaster preferred to queue for docking and did loading and unloading at dock 1. The option of queuing at dock 1 was made because the shipmaster did not want to take risk for claiming a repair if the ship crashed into dock 2. Rosta admitted that dock damage due to hit by a ship will be charged to the ship itself. The bad weather also forced the ASDP Padangbai to postpone the repair plan for Pier 2. According to Rosta, the main dock should have been repaired at the end of the runway (mobile bridge) because it has been porous and damaged. As scheduled, the repair will be done for two days from Monday (Jul. 10). But due to bad weather, the repair plan is rescheduled. Responding to the unfavorable weather conditions, the Lembar harbor authority has issued a warning to ship’s captain in order to raise awareness. Green turtle eggs grace Candidasa Foreign tourists watch turtle hatchling release
AMLAPURA - Candidasa Beach is not only known to offer a beautiful beach panorama, but also known as location of green turtle breeding in the past. After unseen for long time, the rare turtle left a trail of dozens of eggs on the beach near Puri Bagus Candidasa. Ultimately, Candidasa is very happy after the turtle’s eggs were successfully hatched and the hatchling was released to the ocean on Tuesday (Jul. 11). A total of 32 turtle hatchlings have been released. The release itself became so special because it was also witnessed by foreign tourists while on holiday. Karangasem Police Chief, Wayan Gede Ardana, accompanied by Chief of Water Police, Made Wartama, leading the activities got enthusiastic appreciation from tourism players in Candidasa area. “Green turtles are protected as belonging to endangered species. After this discovery, we have ordered the water police ranks to intensify monitoring along the coast of Candidasa. So, the turtle hatchlings will not fall into the irresponsible hands,” said police chief. As the information compiled, the turtle hatchlings are the result of patrol activity by water police officer, Teguh Subagia, to Puri Bagus Candidasa. There, police officer got a
report from the hotel security guard that the turtle eggs were found buried in sand on the beach of Puri Bagus Candidasa. At the time of discovery, the turtle eggs were in the state of having not hatched yet. Next, the hotel security guard with a member of water police secured the eggs until they hatched. Emergence of the green turtle hatchlings was first known two days ago by two tourists from the United States, Oleahna, 21, and Mechele, 23. It was around 20:00 when they both walked on the beach to enjoy the atmosphere of the night. Accidentally, they saw the hatchlings emerging from the sand. Such rare scenery was immediately reported to the security guard of the Puri Bagus Candidasa. Furthermore, the security guard informed the water police unit of Karangasem police. Before released, the turtle hatchlings were placed in a large plastic box filled in with seawater. Oleahna and Mechele did not want to miss the moment of the turtle hatchling release. They looked so happy to see the turtle hatchling as their first experience. “We are so surprised what to do. Some guests are walking and swimming to the middle of the sea. Then, we informed the security guard,” said Oleahna. Local people said that Candidasa Beach is the nesting area of green turtles. Moreover, the Natural Resources Conservation Agency (BKSDA) of Bali installed a signpost
mentioning the area as the spawning location for turtles that have been increasingly extinct. Nevertheless, according to an employee of Puri Bagus Candidasa, Nyoman Satra, 35, the finding of turtle hatchling is a rare thing because it last happened about 27 years ago. (117)

In the prosecutor’s indictment was explained that initially the defendant who worked as a hair stylist met someone named Mr. William (in wanted list) and delivered the message of Mr. Victor (in wanted list) to the defendant to come to Indonesia. However, at that time the defendant refused with the reason that her passport was lost. But Mr. William handed over ZAR 800
to submit her passport. After the passport was issued, the defendant was picked up by William and invited to a hotel in Africa. There, the defendant was asked to wear a corset suit along with three clear plastic wraps covered with duct tape suspected of containing narcotics. The package was then put in the defendant’s stomach and crotch. The defendant was then escorted to the airport in Africa to fly to Bali on a Qatar Airways flight. On February 17, 2017, the defendant arrived at Ngurah Rai Airport and was immediately checked by the Customs and Excise officers of
Ngurah Rai. At that time, the officers saw the suspicious movements of the defendant, and conducted a search. They found two clear plastic wraps covered with duct tape in a corset suit used by the defendant, precisely in her crotch. Results of laboratory tests indicated the clear crystal is found positive to contain a dosage of crystal meth. In details, a package contains 323 grams gross (code A), another pack contains 416 grams gross (code B) and a clear transparent wrap covered in duct tape contains 414 grams gross of crystal meth (code C).
Still in the prosecutor’s indictment, as revealed in the trial, the defendant who was asked to smuggle the crystal meth will be given a fee worth USD 3,500. The fee will be given by William after the goods arrived in Indonesia. “In smuggling the drugs belonging to crystal meth, the defendant has no permission from the authorities. In this case, the prosecutor charged the defendant with article 113 and article 112 paragraph 2 of the Law No. 35/2009 on narcotics. Unmitigatedly, the threat of punishment is maximally death penalty. (kmb37)

has been prepared for its DED in the regional budget amendment 2017,” he said. Related to cooperation with third parties, Adi Arnawa claimed not to close the possibility to do it. As the discourse, the cooperation will be conducted with the Udayana University. However, it must be done based on a study. “If regarding tourism hospital, probably it will be done in that way (cooperation—Ed) and the location at Kutuh village spreading across one hectare can be utilized,” he concluded. BLANTYRE - Madonna was hailed as a “symbol of a motherly spirit” by Malawi President Peter Mutharika after the American singer opened a children’s hospital named after her adopted daughter Mercy James.
The Mercy James Institute for Paediatric Surgery and Intensive Care located in Blantyre, Malawi’s secondlargest city, is the first such facility built in the country by Madonna’s charity Raising Malawi. “We will ensure that not only will it be a world-class children’s hospital, but also a superior centre of learning. This is as much about healing as it is about empowerment,” Madonna said at the hospital’s official opening. The singer adopted Malawian children David Banda and Mercy James in 2006 and 2009 respectively and twins Esther and Stella Mwale earlier this year. She has two other children, Lourdes and Rocco, from previous relationships. BEIJING - Chinese Nobel Peace Prize-winning dissident Liu Xiaobo is in critical condition and his breathing is failing, the hospital treating him said on Wednesday. Liu, a prominent participant in the Tiananmen pro-democracy protests of 1989, was jailed for 11 years in 2009 for “inciting subversion of state power” after helping to write a petition known as “Charter 08” calling for sweeping political reforms.

He was recently moved from jail to a hospital to be treated for late-stage liver cancer. Liu’s kidney and liver functions are failing, and he suffers from blood clots, among other ailments, the hospital in the city of Shenyang said on its website. However, Liu’s family has declined the use of intubation machinery to help him breathe with the aid of a plastic tube in his windpipe, the hospital said. “The patient is in a critically ill condition, the hospital is doing all it can to save him, and his family members understand the situation and have given their signatures,” it
added, without elaborating. The announcement suggested a significant deterioration in Liu’s health since early on Wednesday, when the hospital said he was being treated for worsening liver function, septic shock and organ dysfunction. Rights groups and Western government have urged China to allow Liu and his wife, Liu Xia, to leave the country to be treated abroad, as Liu has said he wants to. But the government has warned against interference in its internal affairs and has said Liu is getting the best care possible and is be-
ing treated by renowned Chinese cancer experts. The state-backed Global Times tabloid said the “confrontational tone” of those in the West voicing their opinions on Liu failed to focus on his illness. “China has already taken the feelings of relevant Western forces into consideration, and has no obligation to meet their unreasonable demands,” it said in an Englishlanguage editorial on Wednesday. The government allowed two foreign doctors, from the United States and Germany, to visit Liu on Saturday and they later said they considered it was safe for
him to be moved overseas, but any move should be done as quickly as possible. After the doctors’ Sunday statement, China released short videos of their visit, apparently taken without their knowledge, in which the German doctor appeared to praise the care Liu had received.
‘KEEP CALLING’ Hu Jia, a dissident and friend of Liu’s, said he was deeply saddened to hear the news of his worsening condition but vowed to do all he could to push for Liu’s freedom. “So long as Liu is still breathing and conscious, we should keep calling for him to be released and go abroad with Liu Xia, even if it is the last thing he does,” Hu said. Taiwan’s President Tsai Ing-wen said on Twitter that the self-ruled island that China claims as its own,
was closely following reports that Liu was in critical condition. “I call on Beijing to free Liu Xiaobo and allow him to seek treatment wherever he wishes. Taiwan willing to provide any medical assistance,” she said. Liu’s friends voiced suspicion about the hospital’s earlier statement, which suggested a worsening of his health soon after two foreign doctors said he was well enough to travel abroad.
