It was said the behavior of some people of Bali tending to be consumptive helped multiply the volume of rubbish in Bali. As an illus-
tration, the current volume of rubbish in urban areas in Bali averagely reached 5,094 cubic meters per day. Of course, piles of those rubbishes reaching thousands of cubic meters per day required adequate landfills if we wanted a better management along with the availability of rubbish vehicles in a corresponding amount. Dewa Ruci Underpass to be build immediately Antara
Denpasar – The head of Bali General Work Department, Dewa Putu Punia Asa, said the underpass in Dewa Ruci junction is ready to be carried out but some area need to be bought first by the government. “The road will be build immediately and the auction for the project is being done right now,” he added. Punia Asa explained the road will be around 450 meters long with 18 meters wide and 5.2 meter height. “There is great hope that the
development of the underpass will no longer facing any problems and we expected the project will start in August 2011,” he said. “There will be problem during the project especially the route leading to Ngurah Rai International Airport and Nusa Dua but we will try to minimize the traffic problem.” Based on the original plan, the underpass will be in the middle of the current road. The underpass is badly needed by Bali due to the increasing traffic especially on the southern part of the island. Continued on page 6

Water of Lake Buyan reaches road side Singaraja (Bali Post)—
Aside from soaking the building of SDN 4 Pancasari primary school and dozens of homes, the overflowing water of Lake Buyan at Pancasari Village, Sukasada Subdistrict has reached the road side leading to Ecotourism Park (TWA) in the forest areas of Dasong Hamlet. If the rain continues to fall, it is estimated within two weeks the water can have spilled over the road. Observation made on Monday (Apr 11), the asphalt road side overflowed by lake water was located rather low. According to one of the local residents, last week the lake water remained at a distance of about 10 meters from the road side. Last Monday, the water already reached the road side. Residents who wanted to cross the lake for mowing grass or fishing no longer needed to walk to the lake. “We can go down to the lake from this road,” said one of the residents who parked his wooden boat on the roadside. According to the resident, it was estimated that within two weeks the
water would have gone up to the road. If it rained continuously, the lake water rose about one centimeter per day. So within two weeks, the water could rise 14 centimeters and then the road would be overflowed by lake water. When the water had reached the road, local residents of Dasong Hamlet could not get out from their house and tourists would not be able to visit the Ecotourism Park. Mariani, a resident of Dasong Hamlet whose home inundated by lake water, said resignedly. Her home yard had become a pond, while the strawberry garden behind her house had been completely submerged.
“The water has entered into our home since a month ago. We just can submit to our fate,” she sighed. In addition to the home of Mariani, there were more than ten homes at the Dasong Hamlet soaked in the water with different heights. Among others, they were the homes belonging to Made Wasik, Ketut Suwenten, Gede Kana, Nyoman Yasa, Ketut Satria, Ketut Weda, Made Isok, Pan Sukri and Ketut Suweja. Meanwhile, based on information obtained from the officer in the Village Head of Pancasari mentioned that some of the residents whose home submerged had been moved
to another family’s home, while the remaining residents stayed to make a stand in their home even though their home yard was like a pond. A legislator of Buleleng House, Made Teja, who paid a visit to Dasong Hamlet, admitted to feel concerned when seeing the condition of residents at the village. He regretted that until then the agencies of Buleleng Regency or Bali Provincial Government had not made a serious endeavor to handle the overflowing lake water. Moreover, residents whose homes inundated by the lake water were feared to experience health problems due to sleeping in a flooded house. Additionally, the overflowing water mixed with rubbish was thought to contain a vari-
ety of pathogenic bacteria sources. “The inundated houses turn dirty. They can possibly be the nest of mosquito and bacteria,” he said. To that end, Teja hoped the officials in the Buleleng Environment Agency, Health Services as well as Sanitation and Landscaping Services (DKP) could come down to location. Officials of the Environment Agency as well as Sanitation and Landscaping Services could make cleanup efforts against the grass, weeds, water hyacinth and other garbage on the lakeside overflowing to the residents’ homes and school. “Health Services should immediately provide medical check-up for citizens,” he said. Expired Work Permit Four Foreign Workers Warned IBP/File

Foreign workers usually are given thumbs up as they were said to be more professional and discipline compared to local ones which so usually promoted well. Yet behind that all, Bali company owners should be more careful as not little of them has problem with their work document. As what happened at Ocean Blue Spa and Resort, Kampial, South Kuta was raided by the Badung Social and Workers Agency last Monday (11/4), four Korean workers couldn’t show their valid documents where two of them are working as marketing managers and others at guest relation. Head of the Agency, Tjok Ngurah Bagus Agung stated, Ocean Blue Human Resource Department couldn’t show the Hiring Plan Permit (RPTKA) for these workers as it is still on the agency that deploy them
but then the four were found to have worked for two years with their RPTKA from 2008-2010. And so the agency gave time until Tuesday (12/4) to let Ocean Blue complete their permit and if not then Tjok will direct a investigation to the company or the agent that deployed these unpermitted workers. It is further revealed that this started during a report of suspicion on unpermitted workers working in this hotel which then aunder IB Sudiarsa they went to location to confirm it. (kmb25)
Body of student swept away by rapids found Denpasar (Bali Post)—
Hard work of the entire ranks of the Regional Disaster Management Agency (BPBD) of Denpasar with the National SAR Agency, Water Police, Bali Police SAR, cadet disaster standby (Tagana), Sanitation and Landscaping Services (DKP) and other related agencies to find the student swept away by rapids finally bore a fruit. Officers of BPBD managed to find Hendra Saputra, 16, on Monday (Apr 11) afternoon. Unfortunately, the student of the vocational high school (SMK) in Denpasar was found dead. Hendra was swept away by the rapids of Badung River on Sunday (Apr 10) afternoon when taking a bath together with four friends. Body of the SMK PGRI 1 Denpasar’s student was found to be stuck fast in the grass of the Badung River basin, in the area of Jalan Taman Pancing, Pemogan, South Denpasar, approximately at 10:55 a.m. Local Time. Division Head of Emergency Management of BPBD Denpasar, R. Ardy Ganggas, said when found the condition of victim was still intact, but on the back of head showed a lump and wound. Allegedly, they
were caused by collision because the victim had been swept away since the afternoon on the day before. It was explained, the search for victim who lived at Jalan Kartini Gang XX No. 6 RT 5 at Javanese Kampong started at 07:30 a.m. The search was committed at all points along the pathways of Badung River. Tagana team together with the family did the search around the scene until the bridge of Jalan Gajah Mada. Meanwhile, the rest consisting of the National SAR Agency, Water Police and Bali Police SAR was deployed to search up to the Estuary Dam starting from the office of BPBD. The search had a break around 10:30 a.m. Then, it was resumed with sweepings from the scene. “After looking up to the bridge around the Tanah Kilap area, it resulted in nothing. So after the break, the sweeping was carried out again to the zero point. We focused the search on the Buagan Dam until the Taman Pancing,” he explained. Shortly, officials of the Group Two finally managed to find the body of Hendra sticking between the mud and grasses on the basin of Badung River around the Taman Pancing area. (kmb12)

Sarbagita Join Work Still Not Signed No Targets Yet from Bali Transportation Agency Denpasar (Bali Post) –
After few times of operational delay, Head of Bali Transportation Agency I Made Santha, SE, MSi, seemed careful in deciding the operational target for Trans Sarbagita mass transportation as the agreement document of join work between Republic Indonesia Transportation Ministry with Bali Province and Bali Regency/City government still not signed until now, as stated by Santha to Bali Post last Monday (11/4). According to Santha, the final draft of the join work agreement was agreed by the Bali govern-
ment and the involved regency/ city, Denpasar, Badung, Gianyar and Tabanan. This final draft has been sent to the Transportation Ministry two weeks ago and if nothing is wrong by the ministry’s law team it should’ve been signed as a MoU (memorandum of understanding). “If just they have signed it then the 18 bus units prepared by Transportation Ministry can be given to Bali Province,” he stated. According to Santha, something has made the central government to be slow on this. It was known that several budgets be-
fore, the Ministry faced a problem as busses given to other province has its document incomplete such as MoU, join work agreement and assets handover. This caused the assets given still owned by central instead of the province connected when actually it has been handover to the province government. “When it’s damaged, who owns it now? It has to go back to its master which is the central. This kind of problems makes us more careful and trying hard to be as legal not starting it first before any is settled,” Santha explained. Libyan fighting goes on after peace bid fails Reuters
TRIPOLI – An African Union plan to halt Libya’s civil war collapsed, and rebels said the increasingly bloody siege of the city of Misrata by Muammar Gaddafi’s troops made talk of a ceasefire meaningless. The Red Cross said it was opening a Tripoli office and would send a team to Misrata to help civilians trapped by fighting, but one of Gaddafi’s ministers warned any aid operation involving foreign troops would be seen as a declaration of war. Rebel leader Mustafa Abdel Jalil said after talks with the AU delegation in Benghazi in the rebel-held east on Monday: “The African Union initiative does not include the departure of Gaddafi and his sons from the Libyan political scene, therefore it is outdated.” Libyan leader Muammar Gaddafi’s son Saif quickly dismissed the idea of his father stepping down. “We want new blood, that’s what we want for Libya’s future. But to talk of (Gaddafi) leaving, that’s truly ridiculous,” he told French news channel BFM TV. “If the West wants democracy, a new constitution, elections, well, we agree. We agree on this point but the West must help us to pro-
vide a propitious climate. But all these bombings, this support given to rebel groups, all that is counterproductive.” AIR STRIKES

Western leaders also rejected any deal that did not include Gaddafi’s removal, and NATO refused to suspend its bombing of his forces unless there was a credible ceasefire. NATO SecretaryGeneral Anders Fogh Rasmussen told a Brussels news briefing that Gaddafi’s government had announced ceasefires in the past, but “they did not keep their promises.” “Any future proposal that does not include this, we cannot accept,” he said, accusing Gaddafi of bombing, shelling and shooting civilians. Gbagbo, who had refused to step down after 10 years in power, was arrested after French forces in the former colony closed in on the bun-
ker where he had been holed up for the past week, and placed under the control of Ouattara’s forces. That leaves Ouattara as the sole leader in charge of the country, although many analysts say it may not be enough to end the fighting that has bloodied the world’s top cocoa grower over the past few weeks. “I call on my fellow countrymen to abstain from all forms of reprisal and violence,” Ouattara said in a speech on
his TCI television late on Monday, calling for “a new era of hope.” “Our country has turned a painful page in its history,” he said, urging marauding youth militias to lay down their weapons and promising to restore security to the battered nation. Ethnic violence has festered during Ouattara’s lengthy tug-of-war with Gbagbo, particularly in the west of the country, with hundreds of people killed as both sides to the conflict committed atrocities against civilians, aid groups say. Ouattara said Gbagbo, his wife and aides who have been detained will face justice. AMMAN – Syria’s main human rights movement has said the death toll from less than a month of protests has reached 200 and called on the Arab league to impose sanctions on the ruling hierarchy. “Syria’s uprising is screaming with 200 martyrs, hundreds of injured and a similar number of arrests,” the Damascus Declaration group said in a letter sent on Monday to the secretary general of the Arab League. “The regime unleashes its forcers to besiege cities and terrorize civilians, while protesters across Syria thunder with the same chant ‘peaceful peaceful’,” it added.
“We ask you to... impose political, diplomatic and economic sanctions on the Syrian regime, which continues to be the faithful guardian of Hafez al-Assad’s legacy,” the letter said, referring to the iron-fisted rule of President Hafez al-Assad, father of current President Bashar. Bashar, facing unprecedented protests against his 11-year-old rule, has responded with a blend of force — his security forces have fired at unarmed protesters, according to witnesses — and vague promises to relax bans on freedoms, such as replacing emergency law with antiterrorism law. The protests, which erupted in the southern city of Deraa last
month before spreading, have demanded freedom of expression and assembly and an end to corruption. The authorities said armed gangs and “infiltrators” were responsible for the violence and that soldiers and police also have been killed. “President Assad has been only giving promises for the last 11 years. Instead of solutions he talks, as the regime usually does, about an outside conspiracy,” the letter said. The Damascus declaration is named for a document signed in 2005 by prominent civic, Islamist and liberal leaders calling for the end of 41 years of Assad family rule and its replacement with a democratic system.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

MINSK, Belarus – Belarusian authorities said Tuesday they have suspects in a subway bombing as the death toll rose to 12, with more than 200 wounded. The opposition, meanwhile, voiced fears that the attack may lead to an increased crackdown on dissent. Belarus’ domestic security agency, which still goes under its Soviet-era name KGB, said it had identified the likely perpetrator of Monday’s explosion at a busy downtown subway station and was searching for him. It didn’t elaborate. Interior Minister Anatoly Kuleshov said police had created composite pictures of two male suspects using testimony from witnesses. He said the bomb apparently was radiocontrolled. The Interior Ministry said the bomb placed under a bench on the Oktyabrskaya station exploded as people were coming off the trains during the evening rush hour. The Oktyabrskaya station is within 100 meters (yards) of the presidential administration building and the Palace of the Republic, a concert hall often used for government ceremonies. Belarus’ authoritarian President Alexander Lukashenko said at a meet-
ing with officials late Monday that foreign forces could be behind the explosion, but he didn’t elaborate. Authorities said 204 people sought medical help and 157 of them were hospitalized, including 22 in critical condition. Viktor Sirenko, the chief doctor of the Minsk Emergency Hospital, said that many victims had lost arms or legs. People streamed to the site of explosion to lay flowers as police tightened security at all subway stations. “I went through that hell, I saw that pile of disfigured bodies,” 37-year old Nina Rusetskaya said as she lit a candle at the explosion site. “I rode a car in the back of the train and only survived by a miracle.” Lukashenko, in power for nearly 17 years and dubbed “Europe’s last dictator” by the West, was declared the overwhelming winner of December’s presidential election which international observers said was rigged. former Soviet nation of 10 million with an iron fist, retaining Soviet-style controls over the economy and cracking down on opposition and independent media. Lukashenko took his 6-year-old son to visit the site of the explosion about two hours after the blast. He later ordered the country’s feared security forces to “turn everything inside-out” to find the culprits. Many in the beleaguered opposition worry that harassment and oppression will increase in the wake of the blast. “The authorities may use the explosion for further limitations of civil freedoms and tightening security measures,” said Anatoly Lebedko, leader of the opposition United Civil Party. JAKARTA - The government will take immediate measures to set free the 20-man Indonesian crew of the MV Sinar Kudus being held hostage by Somali pirates, a minister said. “The government will take faster measures to rescue the Indonesian sailors who are being held hostage by Somali pirates,” Maritime Affairs and Fisheries Minister Fadel Muhammad said in a dialog here on Monday night. Fadel said President Susilo Bambang Yudhoyono had several times chaired cabinet meetings to discuss ways to rescue the Indonesian sailors in Somalia. Standard and Poor’s raises Indonesia’s debt rating Antara
JAKARTA - The international rating institute Standard and Poor’s (S&P) on April 8, 2011, raised Indonesia’s long-term foreign currency rating to BB+ while at the same time set a positive outlook from the earlier BB, while sovereign rating for long-term local currency remained unchanged at BB+ with a positive outlook. The increased rating brought Indonesia’s sovereign rating according to S&P to another notch toward investment grade. This rating is the same as that set by other international rating institution, namely Fitch which has earlier upgraded to BB+ with a positive outlook on February 24, 2011. A positive outlook reflected the possibility that Indonesia would have a further increase. In a press release in Jakarta Tuesday main sovereign analyst of S&P for Indonesia Agost Benard said the chief factor for the increased rating was the continued increase in financial capacity of the government and external liquidity with the support of the strong economic condition and careful fiscal management. In the meantime, Bank Indonesia Governor Darmin Nasution said that upgrading of the S&P is recognition of the result of coordination of policies of the government and Bank Indonesia to strengthen economic fundamentals

A number of policies of central government remaining restrained were blamed to be one of the causes hampering the completion of those congestions. “We would encourage the central government to immediately realize the programs including the provision of full support for the development programs related to solution of the traffic congestion,” he said. Although a number of programs to overcome the congestion such as the underpass and ring road stayed
under process of discussion, Suardika was optimistic that the operation of Trans Sarbagita in the near future could resolve the congestion. “We are only waiting for the bus from the ministries of transportation because the supporting infrastructure has been ready,” he said. Meanwhile, the clarity on the mass transportation operation of Trans Sarbagita has not found any conclusion. The transportation project serving 17 main routes, namely three airport-based routes, three tourist-based routes and 11 commuter-based routes were still waiting for the document of cooperation agreement between the Ministry of Transportation of the RI and Bali Provincial and regency government/municipality in Bali. As planned earlier, 18 buses were
handed over after the signing of the Memorandum of Understanding (MoU) between Ministry of Transportation of the RI and Bali provincial and regency/city government served by the Trans Sarbagita project in last January 2011. Bali Provincial Government has been already well prepared, both in terms of infrastructure and provision of operational budgets. Even, the government has budgeted IDR 12 billion to subsidize the tickets until December. The pawiwahan (marriage, weddings of a Hindu couple) is a very important part of Balinese social life. The ritual generally takes place in the home of the groom, a further confirmation of the typical patriarchal inclinations of Balinese culture, and is performed by a priest. The newlyweds to be, dressed in very colorful and refined garments, worn only for the day of the wed- ding, will withdraw in prayer in the family temple. This is followed by the presentation of offerings in the pelinggih and by a series of ritual gestures. A very typical moment in the ceremony occurs when the bride offers the groom several different beverages: a conventional way to reiterate that the woman. as a wife, commits herself to obeying her husband and to lovingly care for him for the rest of their lives. Many Balinese marriages are still prearranged or negotiated, though young men may also “kidnap” their wives, and mixed-caste marriages are increasingly common. Marriage customs differ from caste to caste and village to village, but all Balinese marriage practices share fundamental similarities. There are basically two ways to get married on Bali, ‘ngerorod’ and ‘mapadik’. Ngerorod
This is marriage by elopement, in which the prearranged honeymoon precedes the wedding ceremony. Since it’s otherwise quite expensive to marry on Bali, ‘ngerorod’ is becoming more and more popular. It has particular appeal to the Balinese sense of theater. Balinese love a spectacular kidnapping in which friends of the suitor capture a woman in the fields, on the road, or down by the river. Theatrics are paramount: she is expected to bite and kick her abductors in mock self-defense. These days it’s more stylish and fashionable for the woman to be whisked away in a hired sedan, and more often than not she goes willingly. The couple then repairs to a friend’s house stocked with provisions, offerings, and the bride’s wardrobe. The woman’s infuriated father sounds the alarm demanding to know what has become of his daughter. A search party is organized which eventually returns unsuccessful and exhausted. Meanwhile, the couple is consummating the marriage before special offerings (sesayut tabuh rah) have the time to wilt. These offerings alone make the marriage binding by customary law. Emissaries of the groom visit the bride’s father to argue the advantages of the union. Begrudgingly, the girl’s father gives in, after a suitable bride price has been agreed upon.
The groom’s father must finance and conduct the marriage ceremony, welcoming the bride as a new daughter into the family. The actual public wedding, within 42 days of the staged kidnapping, is only an official confirmation of their union. They are already married in the eyes of the gods. Mepadik
This is marriage by consent, in which an upper-class couple conducts a formal courtship. Since daughters were once regarded as property useful for attaining a family’s social and political goals, high-caste families tried to wed a son to the daughter of a friend or relative so a blood bond would unite the resources of both families. Under no circumstances may a woman “marry down,” i.e., take a commoner. The preferred marriage is through a parallel patri-cousin, the father’s brother’s daughter. It has been noted that Triwangsa couples often get along so well because they are all first cousins. Traditionally, the man or his father journeys three times to the bride’s house with food and ‘sirih’. When the bride’s family visits, the groom’s father is obliged to give them food, ‘sirih’ is chewed (an ancient, ritualistic means of coming to agreement), and presents are exchanged. The groom then regularly visits the home of his prospective bride, presenting gifts and performing services for his future father-in-law. The groom’s family arranges and pays for the wedding; the date set well in advance on a propitious day. Wedding guests are often entertained by professional storytellers and musicians. Enormously detailed rules govern dining and seating arrangements. Sometimes the bride’s family is not even invited. The actual ceremony varies. It could be very simple and short, presided over by a common temple ‘pemangku’, or it may be elaborate, expensive, and go on all day. Both the bride and groom dress in bright ‘songket’, with brocades of gold thread, and the woman’s hair is decorated with glittering gold flowers. Usually the bride and groom offer food to one another, then simulate such domestic duties such as washing, cooking rice, and cutting bamboo. Prayers are intoned, and then the couple eats together in public, feeding each other. This is an important symbolic act, as in former times only married men and women were allowed to eat food together in public. The priest then performs a ritual purification and blesses the couple. Ketut Gede Dharma Putra said the electricity used today highly depended on the power plant in Java using diesel fuel that tended to damage the environment. Bali was very possible to make renewable energy generator because Bali had that potential. Dharma Putra assessed the fuel usage in electricity in Bali stayed very large. Such condition was very contradictory to the discourse initiated by Bali government in achieving clean and green Bali. Therefore, it was necessary to realize the provision of eco-friendly electricity energy that had to be done immediately. General Manager of PT Indonesia Power, Antony RT Artono expressed the real condition of the electricity in Bali actually remained to have reserves of about 20 MW. At peak hours, the need of electricity reached 535 MW (March 2010). However, another 20 MW of energy reserves was very prone to shortcomings, if improvement occurred to one of the power stations in Bali. For example, regular repairs to gas generated power plant of Gilimanuk would cause the supply of electricity energy to reduce. On seeing this condition Dwi Giriantari expected there would be utilization of energy sources available in Bali. Moreover, the utilization of renewable energy has not been utilized optimally. (Pork Cooked in Soya Sauce) Ingredients o 1/2 kg (1 1/4 lb) fillet of pork or leg of pork o 1 tb Clear soya sauce o 2 tb Plain flour o 1/2 ts Powdered ginger o 20 g (4 oz) button mushrooms o 4 Cloves garlic o 1 sl of root ginger, about 2 cm -(1") across and 1/2 cm -(1/4") thick o 3 tb Dark soya sauce o Pepper or a pinch of chilli -powder o 2 tb water o 2 tb Medium dry sherry or rice -wine (optional) o 2 ts Lemon juice o 6 tb Oil or pork fat
Directions This, as its name suggests, is pork cooked in soya sauce. It is a particular favourite with my own husband and children, who always know when it is about to appear on the table because the ginger and garlic frying in the sauce smell so deliciously savoury. Cut the pork into small cubes. Put the flour into a bowl and add the clear soya sauce and ginger powder, mixing them well together. Coat the pork with the mixture and then let it stand for at least 30 minutes. Clean and slice the mushrooms. Peel the garlic and ginger and slice them very thin; you can use these thin slices as they are, or cut them again into very tiny sticks. Heat the oil or fat in a wok or thick frying pan and fry the meat, half of it at a time, turning it from time to time, for 5 minutes. Repeat the process for the remaining half of the meat. The flour that coated the meat will tend to stay in the pan or stick to the bottom of it, but leave it there-it will thicken the sauce later. Now take most of the oil out of the pan, leaving only about two tablespoons which you then heat again. In this, fry the tiny slices of garlic and ginger and the mushrooms, stirring continuously, for i minute. Add the soya sauce, the water and the meat. mix well, season with pepper or chilli powder, and stir continuously for 1 or 2 minutes. just before serving, add the sherry or rice wine and the lemon juice. Serve hot.

This dish keeps extremely well in the freezer, and it is worth making a large quantity from, say, half a leg-of pork, which is much cheaper than buying pork fillet. If you are going to freeze your Babi Kecap, however, do not add the sherry or lemon juice at the time of cooking. To serve from the freezer, thaw the meat out completely and heat quickly on a high flame for 2 to 3 minutes, stirring or shaking the pan well all the time. SEOUL – South Korea’s central bank froze its key interest rate Tuesday despite rising inflation as it monitors potential threats to the global economy — including Japan’s massive earthquake. The Bank of Korea kept its benchmark base rate at 3 percent at a monthly policy meeting, in line with expectations, after having raised it in two of the previous three months to fight gains in consumer prices. The bank, however, warned that inflation remains a threat and used hawkish wording in its statement accompanying the decision to suggest further rate hikes in coming months. South Korea’s consumer price index increased 4.7 percent in March from the year before, the government announced earlier this month, as costs for food and gasoline rose. It was the biggest increase in monthly inflation since the 4.8 percent recorded in October of 2008. Inflation has been outside the bank’s “tolerance range” — plus or minus 1 percentage point from its inflation target of 3 percent — for three straight months. The bank’s rate-setting monetary policy committee led by Gov. Kim Choongsoo said in a statement after the decision that domestic inflation
was likely to continue in coming months and that it will “conduct monetary policy with a greater emphasis on ensuring the basis for price stability is firmly anchored.” The bank added the word “greater” to April’s statement — a clear hint of further rate increases. The committee also said it expects the global economy to maintain its recovery pace, but cautioned that political unrest in the Middle East and North Africa, euro zone debt worries and Japan’s March 11 earthquake could pose “downside risks.” The BOK has raised its benchmark interest rate four times since July of last year from a record low 2 percent amid a positive economic growth outlook and worries about inflation. The increases have come as monetary authorities in China, India, Brazil and some other countries have also been tightening policy to rein in prices. The base rate is important in South Korea as it influences a variety of borrowing costs, including those on overnight loans between financial in-
stitutions and more broadly on debt for mortgages and credit cards. Tuesday’s decision was expected. A total of 18 economists surveyed by Yonhap Infomax, the financial news arm of Yonhap news agency, predicted the bank would leave the rate on hold at the April meeting. South Korea’s economy, Asia’s fourth largest after China, Japan and India, grew a revised 6.2 percent last year, recovering from an expansion of 0.3 percent in 2009 when it was hit by the global slump that followed the financial meltdown of late 2008. The BOK has forecast that growth will slow this year to a more sustainable level of 4.5 percent and pick up to 4.7 percent in 2012. The International Monetary Fund in its latest outlook for the global economy released Monday agreed with the bank’s forecast for this year, but said it expects South Korean growth to slow to 4.2 percent in 2012. The IMF also forecast that the global economy will expand 4.4 percent in 2011.
WASHINGTON – Soaring oil prices and inflation in emerging economies pose new risks to global recovery but are not yet strong enough to derail it, the International Monetary Fund said on Monday. The global lender ’s latest health-check of world economic prospects marked a departure from recent years when its focus was on the financial crisis and recession in rich nations. The fastest growth in recent years has come from emerging markets like China, Brazil and India, which helped offset the deep downturns in the United States and other rich nations touched off by burst housing bubbles. Now, the IMF warns those very economies risk asset bubbles akin to the ones that sparked the 2007-2009 financial crisis. “The challenge for many emerging and some developing economies is to ensure that present boom-like conditions do not develop into overheating over the coming year,” the IMF said in its World Economic Outlook report. IMF chief economist Olivier Blanchard said there was no overwhelming threat to the world economy, but there were trouble spots that need to be dealt with. “There is not any major downside risk at this point,” he told reporters. But he cited a still-ailing financial sector in Europe and a high U.S. debt load as areas demanding attention. Still, even the prospect of oil above $120 a barrel was seen as not enough to imperil the steady global expansion. “Commodity prices have increased more than expected ... (but) we don’t think that this time these increases will derail the recovery,” Blanchard said. The IMF’s central scenario remains one of slow-paced recovery. It kept its forecasts for global growth for both 2011 and 2012 at 4.4 percent and 4.5 percent, respectively. However, it said emerging markets have become a particular worry spot. The Fund warned they faced the risk of inflation as they struggle to deal with hard-to-control capital inflows. “We are warning emerging market countries that they are getting to the point where things may be too good,” Blanchard
said. The IMF highlighted the searing impact of rising food and commodity prices on poorer countries and warned that inflation will remain elevated for a while. Soaring costs for basic staples stoked the social and economic tensions that have roiled the Arab world. Street protests have toppled dictatorships in Egypt and Tunisia, and left leaders in Yemen and Libya fighting to cling to power. The Fund said inflation pressures were likely to build in developing countries as people pushed for higher wages in the face of pricier food and fuel. Somewhat surprisingly, the IMF said it saw little lasting impact from Japan’s triple disaster — earthquake, tsunami and nuclear crisis — although it cautioned of great uncertainty. It cut its 2011 forecast for Japanese growth only slightly and raised its projections for 2012. Speaking of advanced economies collectively, the IMF said a recovery was continuing and risks of a “double-dip” recession had faded. But it said unemployment was still high and more had to be done to cut budget deficits in the U.S. and elsewhere. Blanchard said other countries would need to become a greater source of global demand if the United States were to tighten its belt as much as needed. The fastest growth was still in emerging economies, the IMF said. China was expected to lead the way with 9.6 percent growth this year, followed by India, at an 8.2 percent rate. By contrast, the United States was forecast to grow a sub-par 2.8 percent this year and 2.9 percent in 2012. In Europe, the IMF said recovery was gaining traction despite financial turbulence in Greece, Ireland and Portugal. The IMF revised up its euro zone outlook to 1.6 percent this year and 1.8 percent in 2012. In advanced economies, strengthening the recovery will require keeping monetary policy accommodative as long as wage pressures are subdued, inflation expectations are under control and bank credit is sluggish, the Fund said. In emerging economies, the IMF said, it would be a mistake for policymakers to delay additional policy tightening until rich nations start to raise their rates.

HBO gambles on fantasy with ‘Game of Thrones’ Associated Press Writer
LONDON — HBO’s new series, “Game of Thrones,” has power struggles, family friction, sibling rivalry and sex — plus hairy men on horseback, sword fights and the supernatural. The show is a departure for the network best known for character-rich dramas like “The Sopranos” and “The Wire.” It’s a fantasy adventure saga — but not your typical fantasy adventure saga. Earthy and explicit, it has been described as fantasy for people who don’t like that sort of thing. Executive producer David Benioff has called it “The Sopranos in Middle Earth.” “It’s a bit like ‘Lord of the Rings’ for grown-ups,” says Mark Addy, who plays King Robert Baratheon, embattled ruler of the Seven Kingdoms of Westeros. “This is definitely not one that you can watch with your kids.” Adapted from George R.R. Martin’s novel series “A Song of Ice and Fire,” the series charts the bloody struggle for control of Westeros, a rough-and-tumble land
where the seasons last for decades. The books’ many fans are already in a high state of online excitement about the series, but HBO also hopes to attract an audience not usually drawn to sword-and-sorcery stories. The 10-part series, which debuts Sunday in the U.S. and on Britain’s Sky Atlantic the next day, is set in a world that mixes medieval Europe — England’s fratricidal Wars of the Roses were one inspiration — with elements of chivalric legend and Norse saga. The early action revolves around Robert and his longtime friend Lord Eddard “Ned” Stark (Sean Bean), who is recalled from his northern fiefdom to become “Hand of the King,” the monarch’s chief adviser, and to fight off challenges to the throne. The conspirators include the king’s conniving wife and her beloved — possibly too beloved — twin brother. Martin’s sprawling saga also includes a rival claimant to the throne, a band of fierce nomadic warriors and a monklike order of knights charged with protecting the kingdom’s icy northern frontier.

It’s strikingly gorgeous, bursting with big images and vibrant colors. And the use of 3-D, which so often feels so needless and like such an afterthought, is surprisingly effective in the hands of Saldanha (director or co-director of the “Ice Age” movies) and his team. Stuff doesn’t come flinging at you in cheeky, knowing fashion — although that can be fun in its own gimmicky way sometimes — but in the flying sequences especially the chase scenes, the 3-D provides an extra thrill, an added layer of immersive oomph. Blu, a cerulean macaw who’s the film’s reluctant hero, hang-glides around the mountaintop Christ the Redeemer statue, and the depth of field that results is sort of awesome. The whole film has a tremendous energy about it, not just in the way it moves but in the snappy banter and screwball antics between Jesse
Eisenberg, who voices the character of Blu, and Anne Hathaway, who voices the free-spirited bird Jewel. Eisenberg works his patented halting, neurotic delivery to ideal comic effect, while Hathaway is confident, bold and impatient as the female of the species who is his destiny. They clash so convincingly, you’d think they’d recorded their scenes together. (They didn’t, which is unfortunately the norm in animation performances.) So much is so appealing for so long that you can almost forgive the fact that there’s not much story here in the script from Don Rhymer, Joshua Sternin & Jeffrey Ventimilia and Sam Harper. (Three others, including Saldanha himself, get story-by credit.) It’s essentially one long chase, with the usual romantic-comedy friction that will, of course, turn into love. Blu, as a baby, was abducted by smugglers who raided his jungle
home to sell him and other beautiful birds illegally in the United States. He ended up getting lost en route and, luckily for him, falling into the loving hands of a nerdy, small-town Minnesota girl named Linda. Over the years, the two forged an amusingly inappropriate bond, and now are enjoying a comfy, co-dependent existence. Linda (voiced as an adult by Leslie Mann) has domesticated this bird she named Blu to such an extent that he makes his own breakfast and enjoys hot cocoa with marshmallows — but he never learned to do what most birds can do, which is fly. One day, a scientist named Tulio (Rodrigo Santoro) arrives to inform Linda that Blu is the only male left of his species. They must travel at once to Rio de Janeiro to allow Blu to mate with the last female of the species, Jewel. Anxious about leaving their familiar surroundings, they nonetheless make the trip. But this first date, um, doesn’t go quite as everyone hoped. Not only do Blu and Jewel not get it on, but they hate each other — and Jewel is too busy anyway planning her escape.

NEW YORK - A miserly duck, a vampire and pair of precocious kids are among the richest fictional characters, according to a ranking by Forbes. Scrooge McDuck, the “penny-pinching poultry” with a fortune in gold coins whose estimated worth is $44.1 billion, headed the list of Forbes’ “Fictional 15” wealthiest imaginary characters. But despite his riches, McDuck still trails Microsoft founder Bill Gates’ $53 billion. Vampire-themed franchises have become big business, so it’s no surprise that Carlisle Cullen, the 370-year-old vampire from the “Twilight” books and films who has been accruing interest on a small savings account since 1670, came in second with $36.2 billion. A pair of over-achieving youngsters came in third. Artemis Fowl II, the prepubescent scion of an Irish crime family from Eoin Colfer’s Artemis Fowl novels, was pegged at $13.5 billion, while the altruistically inclined comic book character Richie Rich totaled $9.7 billion. To qualify for the list the characters must be known in their fictional stories and by their audiences for being rich. “Net worth estimates are based on an analysis of the fictional character’s source material, and where possible, valued against known realworld commodity and share price movements,” Forbes said.
While the list, which Forbes editors have compiled since 2005, is all in fun, the process and resultant numbers are serious business, said special projects executive editor Michael Noer. “We go to great lengths to calculate their net worth,” Noer said in an interview. “It’s similar to how we calculate real billionaires.” Market forces, especially commodities, also provided some guidance. “McDuck was up over 30 percent, which is what gold has done this year, and his wealth is mostly in gold,” Noer explained. Similarly Jed Clampett, the country bumpkin who found black gold in the television series “The Beverly Hillbillies” benefited from rising oil prices for a $9.5 billion net worth. Mr. Monopoly, the top-hatted, mustachioed character from the popular board game, placed ninth with $2.6 billion. The editors based his worth on the current value of Atlantic City real estate and a presumed percentage of property ownership.

VIENNA — Leopold Hawelka, whose famous cafe in the Austrian capital is considered an institution by locals and tourists alike, celebrated his 100th birthday Monday amid much fanfare. The Cafe Hawelka, which opened in 1939, is perhaps the most celebrated of hundreds of coffeehouses in Vienna where young and old spend hours reading newspapers, chatting or simply people watching. For decades, it attracted world renowned writers and artists such as Arthur Miller and Andy Warhol, who would discuss their ideas in the once smoke-filled establishment with worn sofas, small tables and old style, dark wooden coat racks. Now, it draws an eclectic crowd that includes a fair share of travelers who read about it in guidebooks. On Monday, longtime patrons, family members, friends and even city officials crowded into the small and stuffy coffee shop — located on a quiet street in the heart of Vienna — to wish Hawelka well with songs, anecdotes and poems.
Hawelka himself was too weak to attend the party, but his smiling portrait perched on a striped couch served as a reminder of the centenarian who still, to this day, spends the occasional morning watching over the waiters dressed in a blazer and bow tie. Longtime patron Annemarie Eppinger, clutching a bunch of yellow and red flowers, recited a poem she penned about Hawelka and his wife, Josefine, who died in 2005 at the age of 91. Later, she recalled how, years ago, Hawelka had watched over her niece as she studied at the cafe, shooing away anyone who wanted to distract her. “He was like a father to her,” Eppinger said as she squeezed past a waiter juggling multiple trays laden with coffee cups and a type of jam-filled pastry known as “Buchteln” in German that Josefine used to make and serve warm to customers. Robert de Clercq, a 75-year-old Dutchman, said he first met Hawelka more than 42 years ago and immediately felt at ease in his cafe. “It was my living room when I was in Vienna,” he said fondly.

SAN FRANCISCO – Amazon.com Inc. is dropping the price on its Kindle e-reader, but the change comes with a trade-off: Onscreen ads. The online retailer was set to announce Tuesday that the new Kindle with Special Offers will cost $114 — $25 less than the currently lowest-priced Kindle — and include advertisements on the bottom of the device’s home page and on its screen savers. Seattle-based Amazon will start shipping the newest Kindle on May 3, and it will also be sold in Target and Best Buy stores on that date. Amazon has consistently lowered the price of the Kindle since it released the first version of the device at $399 in 2007, though this is the first time it is doing so while including ads on the e-reader. Kindle director Jay Marine said in an interview Tuesday that the release of a cheaper, adstudded Kindle is Amazon’s way of getting the device into the hands of more people. But it also shows Amazon is getting more aggressive in its efforts to lure consumers tempted by competing e-readers and bombarded by ads for Apple Inc.’s latest iPad and a growing number of competing tablet computers. Some potential buyers may be turned off by the idea of having ads on an e-reader, but Marine thinks that serving up a number of money-saving offers will be appealing. “We think customers are going to love it,” he said. MANCHESTER, United Kingdom – Rio Ferdinand insists he was never worried about making his return to the Manchester United side after his calf injury. The defender, 32, missed 10 weeks with the injury before returning in last week’s 1-0 Champions League quarter-final first leg victory at Chelsea. It was just the latest absence Ferdinand has had to endure in an injury-plagued couple of seasons. Sir Alex Ferguson gave the Manchester United captaincy to Nemanja Vidic at the start of the season because Ferdinand was sidelined so regularly. But the centre back, who has also been replaced as England captain by John Terry, maintains he never had concerns about how he would cope being back in the United team. He said: “In some ways it’s like a new beginning but I played a chunk of the season, 20-odd games and I picked up a calf injury but we’ve got players coming back who are quite fresh and
chomping at the bit to play. The manager will leave players disappointed but you know you’ll get the opportunities to come in and stake a claim for a regular place. “Just because you’re injured, it doesn’t mean that you lose sight of what you’re doing. “You watch the matches and you go to the home games and your eye is in, it’s just about going out and putting that into practice. When you’re playing with quality players it makes it easy.” Another player to have returned from injury in recent weeks is the Ecuador winger Antonio Valencia. It looked like his season would be finished but he returned to fitness ahead of schedule in the 1-0 win over Bolton in March. ROME – AC Milan’s Sweden striker Zlatan Ibrahimovic was handed a three-match ban on Monday after a foul-mouthed tirade at a linesman during his side’s 2-1 win at Fiorentina over the weekend. Sporting judge Gianpaolo Tosel said Ibrahimovic, who had already picked up a yellow card during the game before being sent off, had shown “inappropriate behaviour against the other side... and made an offensive statement.” The 29-year-old had only just returned from a two-game ban for striking Bari’s Marco Rossi in the ribs. He aimed a rant filled with expletives at a linesman after a throw-in decision went against him.
He was duly dismissed by the referee and walked off without protest. However, afterwards he apologised and even insisted that he had not sworn at the linesman. “I was angry because I’d lost the ball, I said a swear word to myself, not at the referee or linesman,” he said. “I want to apologise, I walked off without creating a scene. I was looking at the linesman because he was in front of me but I wasn’t saying it to him. “My team-mates would be right to be angry with me because I (was sent-off) while Fiorentina were attacking us. “On top of that I was coming back from a suspension and it wasn’t the right time to get sent off. “But can’t I get angry with myself without getting a red card?”

MONTE CARLO – Rafael Nadal began laying the groundwork Monday on his bid for an unprecedented seventh straight title at the Monte Carlos Masters by damping down the growing belief that he is all but untouchable on clay. “I may have more options on clay,” said the world number one Spaniard who stands 34-1 at the venue with his only loss coming in the third round in his first appearance in 2003. Since then he’s reeled off 32 straight match wins and is the only player in the post-1968 Open era to win six straight titles in a tournament. “But I don’t feel unbeatable, I know I can lose,” said the player who should be coming into his element as his favourite part of the ATP season begins with a second-round match after a bye against against journeyman Finn Jarkko Nieminen who defeated Frenchman Julien Benneteau 4-6, 6-3, 7-6 (7/3). Nadal has scheduled a Tuesday practise session with Andy Murray, with the Scot sure to be watching the clay king closely

ATLANTA – LeBron James scored 34 points and Miami locked up the No. 2 seed in the Eastern Conference with a 98-90 win over the Atlanta Hawks, who nearly rallied from a 20-point deficit while going with their backups against the Big Three in the fourth quarter Monday night. Miami played its starters all the way, looking to clinch the second spot behind Chicago in the East. Shortly after beating the Hawks, the Heat got the news they wanted: third-place Boston lost at Washington in overtime. The Hawks, who are locked into the fifth seed, went to a makeshift lineup for the final period and almost pulled it off. The game turned ugly with 3 1/2 minutes to go. Atlanta’s Zaza Pachulia powered inside for a basket. Zydrunas Ilgauskas took exception to the move and slammed the ball off Pachulia’s back as he turned to head back down the court.
Ilgauskas was ejected, and the Hawks hit the technical free throw to tie it at 88. But Miami outscored the Hawks 10-2 the rest of the way, with James Jones making two huge 3-pointers — including one that turned into a four-play when he was fouled by a leaping Josh Powell, sending both players flying out of bounds. The Hawks pulled their starters for the fourth quarter. Pachulia, Powell, Jamal Crawford, Jeff Teague and Damien Wilkins held their own, actually outscoring Miami 23-19. It wasn’t enough. Powell with just over a minute left, and James clinched it with his final basket of the night. The former top-ranked golfer, who finished in a tie for fourth place Sunday at Augusta National, was already back at work Tuesday, promoting the sport and his sponsors on a trip to China. “I hit the ball really well on the weekend and made some shots — those are shots I know I can hit.
That was fun and exciting,” Woods said at the Mission Hills Dongguan clubhouse near the southern Chinese city Shenzhen. “It’s really starting to feel pretty good. This week was a pretty good week.” The 14-time major champion hasn’t won a title since returning from a five-month break after revelations of marital infidelity last year. But at the Masters, he made a strong run with four birdies and an eagle on the front nine of the final round before faltering on the back. But while kicking off an Asian promotional tour, Woods credited swing coach Sean Foley, who
started working with him at last year’s PGA Championship. “I played well and unfortunately just came up a little short on the back nine. But it was a fun front nine on Sunday. That was fun. Had a blast,” Woods said. “It was fun being in the mix. Unfortunately didn’t get it done.” Woods hasn’t won a tournament since his return last year. “When I was 25, I was on tour and having a pretty good run out there at the time, won a few tournaments right about that age,” Woods said. “And at 35, I haven’t won a thing.”

With overtaking now easier for drivers, and Pirelli’s aggressive rubber producing multi-stop races, the evidence from the first two events of the year suggests more exciting racing.

Pedrosa begins rehabilitation in Spain DANI Pedrosa is beginning his rehabilitation today following the operation he underwent last week in Spain. The Honda rider underwent surgery to decompress his left subclavian artery last Wednesday and will
start his recovery in order to race in the Portuguese Grand Prix on May 1st. Pedrosa had a medical check-up yesterday and the doctors who performed the intervention verified that the wound is healing properly, with
no infection, and expect to remove the stitches next week. The Spaniard will today kick off his rehabilitation, which consists of a first stage of passive exercises of the left shoulder with the help of a physiotherapist.

And although there have been some suggestions that the dramatically increased number of stops makes the races more complicated to follow, those within the sport think that the entertainment level has been ramped up in 2011. Renault team principal Eric Boullier told AUTOSPORT: “I think it is good. I think if you are a proper racer, and I do consider I am one, I like it when you have both cars reaching the limit, touching a little even the sidepods. “The DRS was a cost-effective thing to put in place and on some layouts it will not work, like Australia, but when you have a straight long enough like Malaysia or China it will work and it is good.” McLaren team principal Martin Whitmarsh said: “I suspect when you look back at Malaysia, it wasn’t a bad race and I think the tyre situation and cars on the circuit preserving tyres in different stages of tyre degradation adds to the spectacle. “Pirelli has had to come into the sport with very little testing, and we have to congratulate them on what they have done. Individual drivers can complain about individual tyre sets but the fact is, looking at the sport, we have had tyres that are safe and produced a bit of a challenge to the teams and are better for the spectacle.” Red Bull Racing team principal Christian Horner reckons the new rules were making life much harder for the teams – thanks to the strategy permutations – and that opened up areas of fresh interest for fans.
“It is certainly complicated on the pit wall,” he said. “It would be an air traffic controller’s nightmare if you were tuned into the strategy channel because you are trying to look at where you are going to emerge, what the degradation is, what tyre you should be using with two cars. The work rate is colossal. “It does add an exciting dimension to the race, and I think it added another element to the race.” When asked if he felt the races were now too complicated to follow, he said: “I am not the right person to comment on that because you become so immersed in your own race that you do not look at the race as a whole. “I would have to rewatch the race to see how it looked, but you got people racing each other. You have Alonso and Hamilton racing wheel to wheel, you have Mark managing to have a bad first lap and coming back through. So that has to be a positive for F1 in what could have otherwise been quite a static race. “I think it is positive and I think it will take a few races for a pattern to emerge.” Ferrari team principal Stefano Domenicali added: “From the spectacular point of view, people enjoy seeing the wing opening/closing and the drivers getting closer and then fighting. It is a fact and we have to live with it. “But for sure it is not easy for the public to understand what is going on because it is also difficult for the team, but that is the way it is. I think it is part of the game of this year, we need to consider that and we don’t have to take an excuse from this point.”
