DC readies weekly series, ‘Futures End’ for spring Associated Press Writer

Nearly three years after its debut, DC Comics is pushing its New 52 five years into the future with writers Jeff Lemire, Keith Giffen, Brian Azzarello and Dan Jurgens to examine how heroes change with the passing of time and technology. The weekly title, “The New 52: Futures End,” debuts on Free Comic Book Day in May with a free zero issue, with the first issue of series hitting shelves and digital storefronts later that month. It is the second such weekly book for DC in 2014. The other, “Batman: Eternal,” launches in the spring as DC celebrates Batman’s 75th anniversary. “Just look at the talent roster that’s been gathered. How could you not want to be a part of that?” asked Giffen, who did layouts for DC’s weekly comic series “52” in 2006. Hints about the series have been dropped by DC in recent weeks, with images of Batman Beyond online as well as a mention in the “DC All Access” web series that saw a pair of logo designs

dubbed “Five Years Later.” Lemire calls the new weekly series an exploration of DC’s past, present and its future. “Really, what we’re trying to do with this book is to explore the nature of what a hero is and we’re doing that, obviously by playing with the future of the New 52 timeline,” he said. “Past present and future all colliding in this story line.” That means exploring the past with a character like Frankenstein, the present with Firestorm and the future with Batman Beyond who is, Lemire said, making what is his first “in-continuity appearance. He’ll become part of the New 52.” Those three, however, are not the only characters who will have a

place in the series. “That’s definitely one of our mandates, too,” Lemire said. “To create new characters and new concepts that will hopefully have a life beyond the series.” Artists on the series include Ethan Van Sciver, drawing the zero issue, along with Jesus Merino, Aaron Lopresti and Jurgens, among others who will be added as the series goes from one issue to the next, every week. Whirlwind hits Denpasar

DENPASAR - The cyclones hit number of locations in Denpasar, Bali, on Wednesday around 14.00 pm. Two people were injured because of a tin roof that flew by the brunt of the whirlwind. According to the Head of Rehabilitation and Reconstruction Agency for Disaster Management (BPDD) Denpasar, Made Prapta, cyclone occurred in Dukuh Tangkas Hamlet. He said the officers have done some checking on the location. Due to the high winds, a number of houses in the area of Pemogan, Sesetan, Moyo Island Road, and surrounding areas in suffered damaged on the rooftops. Several warehouses in the area were also damaged, espe-

cially on the windows. Numbers of large billboards were also collapsed, including several cars being smashed by billboards due to the high winds. According to Prapta, losses due to the incident are estimated at millions of rupiahs. “Numbers of houses were damaged. We still counting how many houses that suffered damage due to the whirlwind,” said Prapta. Head of Data and Information at Meteorology, Climatol-

ogy, and Geophysics (BMKG) Region III Denpasar, Nyoman Gede Wirajaya said it has distributed information related to the whirlwind to several government agencies. Based on the analysis of BMKG, the wind speed reaches 30 miles per hour. “From our analysis, the speed of a tornado reached about 30 miles per hour,” he said. Meanwhile, the injured victim was rushed to hospital Sanglah. Two injured each named Wayan Ariana (35) and Made Sentra (49) suffered head injuries. Both injured by flying tin roofs exposed as a result of a tornado. The roof hit their heads so Ariana suffered a serious wound on his temple and Sentra was hit in the forehead. (kmb/san)

BEVERLY HILLS, Calif. — Drew Barrymore isn’t exactly feeling the pregnancy glow. “I feel so lucky to make healthy kids that I will never complain about anything because I just know how lucky I am,” the 38-year-old actress said at a recent event for her beauty brand, Flower. “But I definitely don’t feel superhot. I feel more like an Oompa Loompa.” Barrymore and her husband, Will Kopelman, are expecting their second child. Their daughter, Olive, is 14 months old. Her top pregnancy style tips include “a really tight bra and a really loose blouse,” great lipstick and a supportive partner. “He’s always so complimentary,” she said of Kopelman, an art consultant. “He’s always very encouraging when I get myself ready. He always makes me feel really good about it.” Barrymore has taken a break from the big screen to focus on motherhood and various business ventures, which include Barrymore Wines; her production company, Flower Films; a new photography book, “Find It in Everything”; and her beauty brand for Wal-Mart Stores Inc. “I have a very male side of me that just loves business. I love producing. I love the rules. I love how to achieve getting financing for things, you know,

staying within budget, on time, going into boardrooms and like fighting the good fight for things I really like,” she said. “But I’m at a stage in my life where I really appreciate the womanly creativity more than ever. Being a mom and making babies and thinking about what women want and what they need, what they deserve. So it fulfills that creative, sensitive side as well. Accommodation may be established in sacred area Bali Post

DENPASAR - Special Committee of the Regional Bylaw Draft on Zonation Directive Regulation (APZ) of Bali House judged there were still a number of crucial chapters in the regional bylaw draft, especially the article 36 to article 47 setting the sacred zone and sanctum zone. The articles also specifically regulated the sacred zonation related to what could be built and could be built with conditions and prohibited. Dang Khayangan, Khayangan Jagat, Khayangan Tiga and Khayangan Desa temple. Further, the sanctum area was divided into three types. Sanctum area of type I was the sanctum area located in the undeveloped or underdeveloped areas. Sanctum area of type II lay in the semi-developed or developing area. Then, the sanctum area of type III was located in the built area, developed or in the middle of residential areas. In general, the utilization of temple sacred area was divided into three zones, namely the core zone, buffer zone and utilization zone. Furthermore, each zone was then set again what activities were allowed, allowed with conditions and prohibited. Directive of zonation regulation on the sacred area of Sad Khayangan Temple of type II (semi-developed or developing) posed a core zone consisting of spiritual tourism and cultural tourism, art performances, parking lot of pilgrims and visitors, food and drink facilities and on-site sanitation facilities. Two children at Wanagiri bitten by rabies dog Bali Post

SINGARAJA - Wanagiri village in Sukasada subdistrict is now isolated. Dogs of the village are not allowed go out of the village and dogs from outside are not allowed to come into the village. In addition, the dogs in the village have also been vaccinated en masse since the beginning of last week. Such measure was taken in response to two children at the village, namely Putu Andi Sucipta, 6, and Made Yudi Adnyana, 2, were bitten by a dog tested to be positive to rabies. Both children were bitten by a dog at their home at Yeh Ketipat hamlet, Wanagiri village, about a

month ago. The dog was suspected of being infected by rabies because it was known to have died after biting both children. Afterward, the officers from the Buleleng Agriculture and Livestock Agency examined the dog and it indicated the characteristics of rabies. Sample of the brain fluid was then sent to the Veterinary Office and the result received by the Buleleng Agriculture and Livestock Agency on November 27 indicated if the dog was positive to rabies. Parent of the victim, Kadek Sri Astiti, said she had no idea if the dog biting her children was infected by rabies. The dog had just been raised

since two months ago. Before biting, the dog was playing with her sons. “The dog was small and my children had a chance to play with the little dog,” she said. The Head of Animal Health of the Buleleng Agriculture and Livestock Agency, I Wayan Susila, said on Tuesday (Dec 10) that both children were bitten by the dog at the risky part of their body. Andi Sucipta was bitten on the nose, while Yudi Adnyana was bitten on his cheek. The biting dog was about four months old. The dog was estimated to have come from outside Buleleng, right from Candikuning region, Baturiti, Tabanan.

Responding to the rabies case, the Buleleng Agriculture and Livestock Agency immediately formed a vaccination team and held a direct mass vaccination at Wanagiri village. On Monday (Dec 9), the team conducted a search at Yeh Ketipat hamlet, while on Tuesday the team explored Buana Sari hamlet. In the meantime, on Wednesday (Dec 11), the team searched the Asah Panji hamlet. Each dog found in the street was directly arrested to be vaccinated. However, many dogs could not be captured because they escaped and got into the shrubs and plantation of residents. Meanwhile, the Agriculture and Livestock Agency

asked the dog owners to tie theirs in order to be vaccinated on Wednesday. Aside from the Agriculture and Livestock Agency, a team from the Veterinary Office also continued to check blood sample of the dog population at Wanagiri village. The blood sample was immediately checked to see if the dog was infected by rabies or not. Other than at Wanagiri, the Buleleng Agriculture and Livestock Agency also regularly carried out vaccination at other villages in Buleleng. NUSA DUA - As the newest luxury resort on Bali prepares to announce its debut on the world stage, the island’s most sophisticated fine dining chef is carving out a place for the hotel among Asia’s top culinary stops. Frederic Boulay, who in less than two years turned The Sakala Bali into the No. 1 gourmet restaurant on Bali, according to TripAdvisor, is fine tuning the menu at The Restaurant, the all-day dining venue at the emergent Chedi Sakala. When the eagerly anticipated resort opens in the Tanjung Benoa area of Nusa Dua it will offer two distinct dining options developed by the same culinary mind. “Nusa Dua is renowned for many reasons — its waters, its beaches, its exotic appeal,” said Boulay, a FrenchCanadian who worked in the Caribbean for three years before relocating to Asia. “What we want to add to this list is gastronomy of the highest order, so much so that people will say, ‘You haven’t been to Nusa Dua unless you have dined at The Chedi Sakala.”

While Boulay established the resort’s culinary foundation at the beachfront Sakala Bali, his next act will introduce The Restaurant at the center of the resort, a couple hundred meters away. While Decadence — or, foie gras six ways — is a hallmark of The Sakala Bali’s menu, more casual fare blending Eastern and Western styles will anchor The Restaurant’s card. Examples include Pork & Prawn, featuring Chinese deep-fried pork belly and jumbo prawn served with sweet and sour sauce, pineapple, bell peppers, spring onion and coriander; and Seafood Brochette, a skewer of char-grilled tuna, prawn, sweet pepper and zucchini served with vegetable basmati rice and herb vierge. “I didn’t grow up in an Asian kitchen, but as an experienced chef, I

know what’s good,” said Boulay, who spent 14 consecutive winters doing internships in Europe and learning from such culinary legends as Joël Robuchon, Michel Bras, Alain Ducasse and Jacques Chibois. “I believe a good cook can adapt.” Boulay’s willingness and ability to adjust is exemplified in the dishes he serves up. While there is a place for French cheese and Australian beef, local items rule. “The foolish chefs are the ones who say, ‘I used such-and-such ingredient where I was before, so I will do the same thing here,’” said Boulay, who recently wrote a cookbook with his father, Jean-Luc, Quebec’s most acclaimed gastronomist. “That’s not good. You find the best home-grown products you can, and then you build a menu around that.”

Like the hotel, The Restaurant was designed by Boonchai Sakulthamrak, managing director of Green Architects in Bangkok. The venue is flanked on one side by a lagoon pool and possesses an array of Balinese touches, including bingiri wood bales (traditional sleeping platforms) designed to accommodate guests who prefer to lounge while they nosh.

There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

UNITED NATIONS — Nearly 230 million children under the age of five around the world have never had their birth registered, which often means they will be barred from education, health care and social security, the U.N. children’s agency said. A report by UNICEF to mark its 67th birthday on Wednesday said globally that amounts to one in three children under five. Last year, it said, only around 60 percent of all babies born were registered at birth, with the lowest levels of registration in south Asia and subSaharan Africa. UNICEF Deputy Director Geeta Rao Gupta said birth registration not only acknowledges a child’s identity and existence but is key “to guaranteeing that children are not forgotten, denied their rights or hidden from the progress of their nations.” “Birth registration — and a birth certificate — is vital for unlocking a child’s full potential,” Rao Gupta said. “If societies fail to count them, and don’t even recognize that they are there, they are more vulnerable to neglect and abuse. Inevitably, their potential will be severely diminished.” UNICEF said failure to count children not only often excludes them from accessing education, health care and social security but affects the development of their communities and countries.

It cited many barriers to birth registration, from parents who are unaware of its importance to cultural barriers and fear of the consequences of reporting a birth including the misuse of personal information such as race, religion or birth out of wedlock. It said children living in rural or remote areas, from poor families, and born to uneducated mothers are most likely not to be registered. UNICEF called for programs to address the reasons families don’t register children, including high fees and lack of awareness of laws and procedures. The 10 countries with the lowest birth registration levels, according to UNICEF, are: Somalia (3 percent), Liberia (4 percent), Ethiopia (7 percent), Zambia (14 percent), Chad and Tanzania (16 percent), Yemen (17 percent), Guinea-Bissau (24 percent), Pakistan (27 percent) and Congo (28 percent).

The average number of passengers per day reached 42,175 people. “We estimate the number of passengers during 2013 reaches more than 15 million, while last year reached 14 million. Within a day, the number of flight has also reached 335 aircraft movements,” he said. Admittedly, the service to passengers had experienced a problem when the airport management performed the development of domestic and international terminals. “The airport capacity after being developed can accommodate more than 25 million passengers,” he said. MEXICO CITY — A shipment of highly radioactive cobalt-60 is still sitting in the cornfield where it was found a week ago after being abandoned by thieves in central Mexico, the country’s nuclear safety director said Tuesday. A robot brought in to pick up the material and deposit it in a safe container hasn’t been able to reach the cobalt because bales of corn stalks have blocked the way and workers are still clearing a path, said Juan Eibenschutz, director general of the National Commission of Nuclear Safety and Safeguards. “The terrain it’s uneven and we have run tests to make sure we can reach the material,” Eibenschutz said when explaining why it is taking so long to recover the material. A farmer is being checked at a hospital after showing signs of radiation exposure, Eibenschutz said. The man, who lives in the nearby farming town of Hueypoxtla, told authorities that he handled the material after finding it in the field and started feeling sick soon after, Eibenschutz said. The cobalt-60 was being transported by a truck that was stolen early Dec. 2 from a gas

station in Hidalgo state. The thieves dumped the material in the field about a kilometer (a half a mile) from Hueypoxtla, a town of about 4,000 people in neighboring Mexico state. Officials have said the cobalt poses no threat to the town, and is dangerous only in close proximity. The truck was taking the cobalt to a nuclear waste facility in the state of Mexico, which is adjacent to Mexico City. The material had been removed from obsolete medical equipment used in radiation therapy. Eibenshutz’s comments came a day after a federal judge ordered five people held for 40 days under a form of house arrest pending possible charges. Four of the detainees are suspected in the theft of the truck and the fifth was allegedly a possible buyer of the stolen vehicle, said an official with the Attorney General’s Office, who spoke on condition of anonymity because he was not authorized to speak to the media. The five detainees and a 16-year-old who was questioned and released were tested for possible radiation exposure and turned over to federal authorities after being released from a hospital. The farmer exposed to radiation is not a suspect in the case, authorities said.

Most travelers coming to Bali were from Australia, the PRC, Japan, Malaysia and South Korea. It was revealed by the Head of BPS Bali, Gde Suarsa. He said that statistically the travel advisory issued by Australian government did not discourage their citizens to vacation in Bali though the spying issue had led tension to bilateral relations between Indonesia and Australia. “Statistically, it has no an impact so far as the issue on mutual spying emerged in November. Meanwhile, we just released the data of tourist arrival until October,” said Suarsa. He explained the foreign tourist arrival in October 2013 reached 266,562 people. Of such amount, 266,453 people arrived through the airport and 109 people through seaport. Their respective percentage was 25.03 percent, 12.33 percent, 6.42 percent, 5.76 percent and 4.12 percent. “Of the foreign tourist arrival, it was dominated by Australian tourists. It has not showed a significant impact due to the warming ties between Indonesia and Australia,” he said. Nevertheless, the data released by the BPS indicated a decline in tourist arrival from Aus-

DENPASAR - Admittedly, the world of education in Indonesia, including in Bali, remains sluggish in pursuing the quality standards as expected. Until now, the education sector remains to face classical problems. In Bali, for example, the dropout rate is still quite high namely amounting to 1,400 persons. It means there are still a lot of younger generations that have not enjoyed decent education services. It was revealed in a roundtable discussion entitled “Improving Access of Education Services and Equitable Distribution of Quality Education” held by Bali Post, Monday (Dec 9). An observer of education doubling as Committee Chairman of the SMAN 8 Denpasar high school, AA Gede Ngurah Widiada, said the discourse about the equity of education quality was so easy to pronounce. It sounded so beautiful and ideal. However, in practical terms, it was still far from the truth. Other than being hampered by the lack of commitment among policy makers, the unresolved critical problem also occurred to the education and public actors to move synergistically in pursuing the expected quality standards. Such non-conducive condition was then aggravated by the low fund allocated by the government for the development of the education sector. “There are so many obstacles to be removed in order to achieve equitable distribution of quality education. Before talking about the improvement of quality education, it is more prudent for us to talk about the increase of access to educational services. Today, the dropout and illiteracy rate in Bali is still relatively high. It means there are a lot of younger generations who have not enjoyed a proper education,” said the former Chairman of the Denpasar House.

Added, the another factor causing the education sector sluggish in pursuing the standard quality was the low welfare of the educators, particularly teachers serving in remote areas. Hence, a few teachers did not like to serve in the place and immediately looked for the opportunity to move from the location. Actually, such minus location should get the improvement of access to educational services with top priority from the government because high dropout and illiteracy rate were usually concentrated there. Similar opinion was also expressed by Education Unit Head of the North Denpasar subdistrict, I Ketut Sudana. The former elementary school teacher who had served in remote areas of Karangasem was deeply aware of how hard the task of teachers serving in remote areas was. He said the challenges of teachers at the areas were not only limited to delivering learning materials but also opening space of local people’s awareness that generally did not understand about the importance of education. Even, not infrequently there were parents forcing their children to leave school and then looked for job to urban areas as domestic servant and other unskilled

workers to help the very alarming family’s economy. Sudana added that some areas in Bali were very difficult to pursue such quality standards as had been achieved by Denpasar as a barometer of Bali in terms of education quality so far. When Denpasar had run away, he said, many areas in Bali were still dealing with geographical conditions in which the location of schools scattered, shortage of teachers and a high poverty rate. When the bondage of poverty was still very strong, it was very difficult for local government to expect an optimal and active participation of the community to work together in advancing the education. “It is the reality still hampering a number of areas in Bali, chiefly the remote areas. To improve the access to education services and prevent the higher dropout and illiteracy rate, the government must improve the quality of educational infrastructure in the area and increase the number of teachers accompanied with the provision of incentives. After the improvement of access to educational services can be realized, then we go to the next target namely improving the quality of education by degrees,” he said. (ian)

DENPASAR - Drugs increasingly proliferate. Perhaps, this expression can represent the alarming condition of the drug in Bali today. Obviously the illicit goods circulate freely and undermine all ages, ranging from junior high school students to college students and the adults. This social condition is very adverse for the future generations. It is criticized by Made Oka Negara and Bambang DP. Made Oka Negara is a lecturer in the Andrology and Sexology Department of the Faculty of Medicine, Udayana University. He said that when drug users felt the effects of drug had exhausted, their body could not respond to the drug braking force. The term of drug braking force included weakness, fatigue and mental disorders. To respond to such disorder, the users then used drugs. Since the use of drugs repeated, eventually the users were getting addicted, he said. According to Oka Negara, there were three stages of drug users, in which the first was called user (dabble user), abuser (users that felt something lacking in their body when did not use drugs) and the addict (painful condition, users showed a withdrawal symptom and fell unconscious). When users faced addict condition, they attempted to eliminate the complaints, their life was only to resolve the addiction, he explained. He described that since the life of the users turned irrational, they justified all means to buy drugs, including by committing a crime. Even, the former users were then taking the profession as a drug dealer. They wanted to still use the drugs, while selling to other users, explained Oka Negara. Character of the young people who always wanted to know and try had made teenagers rebellious where everything they desired and happened in front of them was always opposed, he added. When asked about the role of environment and knowledge to keep teenagers away from the hazards of drug, he said that environmental factors and knowledge were very influential in shaping the teenagers. When they lacked of knowledge amid the teasing environment, they could be affected. However, when they had enough knowledge in teasing environmental, there would be a response through critical thinking whether or not the drugs were useful for the body. One of the preventive measures was by demand reduction through educational systems, seminars and lectures. Teenagers as drug users tended to be close to free sex. Probably, they had known that sex might not be done. However, due to influence of drugs they were getting to do something beyond the normal limits, namely using drug and having sex party without condom. Another mitigation effort of drug abuse had to be carried out comprehensively through the supply reduction, harm reduction (side effects of drug, including prevention of risky sexual behavior) and rehabilitation. Oka Negara said that teenagers in Bali often got less good education from their parents. Both in urban and rural areas, they often saw the habits of adult consuming alcohol en masse like in the tradition of menggenjekan a cappella while drinking palm wine. There, children began to see that consuming alcoholic drink was a commonplace and becoming a habit. Many alcoholic drinkers dead as a result of disorientation such as riding motorcycle in severe drunken condition and eventually got traffic accident. Due to the effect of alcohol in high doses, they quarreled and even killed each other, he said. A social observer, Bambang DP, considered the drug problem among teenagers to have become a very complex problem. Bali had been known as a heaven of travelers, but it was then known to be a heaven of drugs. Tourism sector had become one of the causes of rampant drug distribution to teenagers in Bali. Tourism was becoming an attractive magnet for drug trafficking amid the visit of foreign and domestic tourist, he said. The development of drug distribution could be avoided starting from family environment. However, there was a tendency in Bali where family seemed to ignore the members when getting a problem, for example, drugs or narcotics. On the other hand, the changes in lifestyle had led people to consumerism and capitalistic society. Today, it was increasingly rampant, he said. According to Bambang, the rehabilitation of drug users had not been maximized yet. For instance, when drug users came back to family environment, a relapse occurred or they wanted to try drugs again. So, the family had to completely protect the family members from the trap of drugs. In this regard, family played an important role backed with religious practice and selection of the right neighborhood association. BANGKOK - The red-shirted supporters of Thai Prime Minister Yingluck Shinawatra said on Wednesday they could take to the streets to protect the government from protesters who have forced her to call a snap election, setting the scene for a possible confrontation. The warning by the “red shirts” highlights the risks ahead as anti-government protesters keep pushing to eradicate the political influence of Yingluck’s brother, former premier Thaksin Shinawatra, a hero in the rural north and northeast who was toppled by the military in 2006. Protest leader Suthep Thaugsuban, a former deputy prime minister in the previous government that Yingluck’s ruling party beat by a landslide in 2011, has ignored her call for a snap election to be held on February 2. He wants Thailand to be governed by an unelected “people’s council” made up of appointed “good people”. Such an unprecedented move alone would potentially spark conflict with Yingluck’s red-shirted supporters in the country of 66 million. The United Front for Democracy Against Dictatorship (UDD), as the red shirts are known, could rally to protect the government, said Jatuporn Promphan, one of its leaders. “It is the UDD’s job to bring together en masse the red shirts

and those who love democracy and don’t agree with Suthep’s methods. There will be many more people than Suthep managed to gather,” he told Reuters in an interview. Suthep, who a few weeks ago resigned the parliamentary seat he had held for 34 years, derives support from a small but powerful minority: the royalist elite in Bangkok and the opposition Democrats, the country’s oldest party, who have failed to win an election since 1992. In 2010, he authorized a crackdown by security forces that left downtown Bangkok burning and killed scores of red shirts, who say they remain supportive of Yingluck and her billionaire brother Thaksin, who lives in self-exile to avoid jail for abuse of power charges that he says were politically motivated.

Thaksin is widely seen as the power behind Yingluck’s government, sometimes holding meetings with the cabinet by webcam. They have huge support in the countryside because of pro-poor policies and any party associated with Thaksin stands a good chance of winning the election. “When Suthep speaks he should bear in mind that there are millions of Thais who love Thaksin and love the Shinawatra family,” Thida Thawornseth, the top UDD leader, told Reuters. “Where does Suthep come off thinking he can speak on behalf of all Thais?” she added. “Suthep has said Yingluck cannot go anywhere in Thailand without being insulted. PRETORIA, South Africa — A flag-draped casket containing the body of Nelson Mandela arrived with a military honor guard Wednesday for display in an amphitheater where he was sworn in 19 years ago as South Africa’s first black president. Army helicopters had been circling overhead but then a sudden quiet fell over the amphitheater as the hearse arrived. Eight warrant officers representing the various services and divisions of the South African National Defense Force carried the casket, led by a military chaplain in a purple stole. The officers set down the coffin and removed the flag. Motorcycle-riding police officers had escorted the hearse from a military hospital outside of Pretoria to the Union Buildings. “I just hope I won’t cry,” said Paul Letageng, 47, an employee there. “It’s amazing to think that 19 years ago he was inaugurated there, and now he’s lying there. If he was not here we would not have had peace in South Africa.” Mandela emerged from 27 years in prison under the white racist government in 1990, appealed for forgiveness and reconciliation and became president in 1994 after the country’s first all-race democratic elections. People lined the streets to watch the procession drive slowly to the Union Buildings. They sang old songs from the struggle against the apartheid regime and called out their farewells to Mandela, who died Dec. 5 at the age of 95. Traffic was backed up for several kilometers (miles) on a highway leading into Pretoria. President Jacob Zuma named the amphitheater after Mandela by decree Tuesday. The Union Buildings, described by the South African government as a “modern-day acropolis,” sit atop a hill overlooking Pretoria. The architect who designed it envisioned its two wings, made of half a million cubic feet (14,100 cubic meters) of stone, representing the Afrikaans and English languages spoken in the country — but none of the land’s native languages. Even from its inception, the building long has been considered a symbol of governance in the country — and of apartheid until Mandela took office. Mandela’s grandson Mandla and Defense Minister Nosiviwe MapisaNqakula led mourners into the viewing area. After casket bearers left, four junior officers in white uniform from the South African navy remained to keep watch over the body, rotating position every hour. Mandela’s body will lie in state for three days. It has a glass cover allowing mourners to look in on Mandela one last time. Officials have banned cameras from the viewing area and people are being asked to turn off their mobile phones. Mandela family members, his wife Graca Machel, his former wife Winnie Madikizela-Mandela and Zuma all attended the viewing Wednesday. Other world leaders were expected to pass by his coffin. Each day, Mandela’s coffin will be driven back to 1 Military Hospital to be held overnight. Authorities have asked the public to line the street as an honor guard for each trip. Mandela’s body will be flown Saturday to Qunu, his home in the Eastern Cape Province. He will be buried Sunday.

Delay in Pacific trade pact hurts US pivot to Asia

WASHINGTON — The failure to finalize a landmark trans-Pacific trade pact this year as planned has dealt a blow to President Barack Obama’s policy pivot to Asia. While negotiators say they have made substantial progress, myriad hurdles remain to creating a bloc encompassing a third of global trade. One of the biggest will be winning the backing of the U.S. Congress. As recently as October, the leaders of the 12 nations in the Trans-Pacific Partnership, or TPP, had said their goal was reach an agreement by the end of 2013, although most analysts had viewed that as unrealistic given the complexity of the pact and the political pressures governments face in winning domestic approval. Labor groups and lawmakers from Obama’s own Democratic party wasted little time in pouncing on the indecisive outcome Tuesday of closed-door deliberations in Singapore. Trade ministers said that they had identified “potential landing zones” for most of the outstanding issues, but gave few specifics. They plan to meet again next month. “The failure in Singapore makes clear that the administration is far from reaching agreement with the other countries, and it’s far from reaching a deal that the Congress can support,” Democratic Rep. Rosa DeLauro told reporters. With sizeable numbers of lawmakers from Obama’s party coming out against the deal, principally because they argue it will cost American jobs, the administration will be counting on strong Republican support, which is not guaranteed in the bitterly partisan political atmosphere that pervades Washington. “There may be a significant number of tea partiers who are so fed up with Obama that they’re willing to depart from their values on free trade to obstruct the legislative program,” said Gary Hufbauer, an international trade expert at the Peterson Institute for International Economics. He was referring to the radical wing of the Republican Party that forced a partial government shutdown this fall during a budget standoff. Congressional support isn’t just needed for ratification of the trade pact. Even before it reaches that stage, U.S. negotiators will face difficulties finalizing the terms of the deal with the other 11 nations unless Congress first gives the administration formal authority to negotiate on its behalf. That authority, known as fast track, assures that the administration can negotiate a trade agreement that Congress can accept or reject but cannot change. But that authority — under which the U.S. negotiated its most recent trade agreements with South Korea, Colombia and Panama — lapsed in 2007. Unless it is renewed, it could undermine the confidence of other TPP nations in the U.S. negotiators’ ability to stick to their commitments, as Congress could demand changes to the agreement reached by the 12 governments. The TPP is ambitious. It aims to reduce tariffs on goods and services to close to zero among disparate economies, and address issues beyond the scope of previous trade pacts, including labor and environmental standards, intellectual property and competitive advantages of stateowned companies.

SYDNEY - Auto giant General Motors said Wednesday it will close its Holden plants in Australia by 2017, prompting Toyota to review its operations as unions warned the car industry was finished. Holden’s decision to move to a national sales company, costing 2,900 jobs, comes after Ford said in May it would stop making vehicles at its unprofitable Australian factories in 2016, with the loss of 1,200 jobs. With Mitsubishi closing its Adelaide plant five years ago, only Toyota Australia -- which employs more than 4,000 workers -- will be left making cars in the country. Even that appeared uncertain, with the Japanese auto firm immediately announcing a review of its own position in Australia. “This will place unprecedented pressure on the local supplier network and our ability to build cars in Australia,” Toyota Australia said in a statement about Holden’s closure. “We will now work with our suppliers, key stakeholders and the gov-

ernment to determine our next steps and whether we can continue operating as the sole vehicle manufacturer in Australia.” The Australian Manufacturing Workers Union said it expected Toyota to follow Holden’s lead. “It’s now highly likely that Toyota will leave Australia. DENPASAR - Indonesia’s economic growth is expected improve in 2014 compared with this year’s performance, the head of the Finance Ministry’s Macro Economic Policy Affairs, Luky Alfirman, has said. “We estimate the country will report better economic growth next year, despite the rupiah’s value against the US dollar falling to 11.9 thousand. In fact, the depreciation could actually allow exports to bring in more revenues,” Luky said on the sidelines of a seminar on Indonesia’s prospects and challenges on Tuesday. Besides income from the increased value of exports, the fact that 2014 is an election year for Indonesia, will also have impact on the economy, especially on the services sector, which is responsible for the creation of banners and billboard advertising. “Industries that produce shirts with political logos or are involved in the promotions of election candidates will boom because political parties will be eager to promote their messages among voters to win their support,” he added. He predicted the service industry would grow robustly between January and April 2014, which is the campaigning period for political parties hoping to contest the legislative elections on April 9. A presidential election will take place on July 9. “The service industry will generate more revenues during that period. I have seen this from previous experience,” Luky added. However, the National Economic Committee (KEN) has predicted that Indonesia’s economic growth rate will slip to 5.5 percent next year, lower than the 5.7 percent growth rate estimated for this year. “Indonesia’s economic growth next year will not be very different from the trend seen at the end of 2013. The economy is likely to grow by an average of 5.5 percent throughout 2014,” KEN chairman Chairul Tanjung had said at a seminar last week. The 5.5 percent growth forecast, which is most likely, represents a pessimistic scenario, he added. The committee had earlier estimated that national economic growth would range between 5.5 and 6 percent next year, Chairul noted. “We believe that the actual growth rate will be closer to the lower limit of our predicted range,” he said. Chairul also predicted that the global economy could be relatively stable and might even strengthen slightly next year. Domestically, inflation may also be kept in check, he added. “That, however, does not mean the Indonesian economy will automatically grow at a faster pace in 2014 compared with 2013,” he noted. Despite being stable, the global economy might not be strong enough to lift Indonesia’s exports significantly, he added. Negative sentiment toward the country’s current account deficit could still lead to pressure on the economy, Chairul pointed out. “That means there is a greater chance for monetary authorities to implement a tighter monetary policy. The government is expected to adjust its policies to Bank Indonesia’s policies without aggressively attempting to boost economic growth,” he said.

Snow caused messy travel conditions and widespread school and government closures along the Eastern seaboard Tuesday, but turned out to be more nuisance than menace following heavy snows on the unsuspecting Mid-Atlantic region over the weekend. Hundreds of transportation crews treated and cleared highways in New England, where up to 3 inches of snow fell in places. State police in Connecticut reported scores of vehicle crashes and at least eight minor injuries. Public schools were closed in Washington, D.C., Philadelphia and parts of Delaware, Maryland, West Virginia, Kentucky and Tennessee. Some schools in Connecticut were closed, while a few districts in Rhode Island and southeastern Massachusetts canceled afternoon activities. Flights were delayed in Philadelphia and New York City airports. In Washington, snow was falling at daybreak, but traffic problems failed to materialize as many workers stayed home. Non-emergency federal employees were granted excused absences, and others were told to telecommute, the U.S. Office of Personnel Management said. The snow ended before the eve-

Montevideo - Uruguay is to give a green light Tuesday to making marijuana legal, in a social experiment that countries plagued by drug-related crime worldwide will watch. The legal change in this largely rural and well-educated South American nation of just 3.3 million, looms large with a vote in the Senate. The lower house of Congress passed the bill in August, so passage in the upper house is assured because the ruling leftist Broad Front coalition controls both. “It is going to be a history-making day. This puts Uruguay squarely in the forefront of changing policy-making and strategies,” said Senator Luis Gallo of the Broad Front. The plan was unveiled a year and a half ago by President Jose Mujica along with other measures aimed at ending crime and violence associated with the drug trade. “This is an experiment”, Mujica, 78 and a doctor by training, told AFP in August. “We can make a real contribution to humanity. Be a testing ground with a series of measures to confront the problem and provide tools to fight drug addiction,” he said. The law will give the government control and regulatory power over imports, growing, harvesting, distribution and sales of pot and its derivatives. After signing up, people 18 and older will be able to grow up to six marijuana plants, get the drug in marijuana smoking clubs and buy up to 40 grams a month in pharmacies. Neighbors, voters unconvinced Uruguay’s change on pot comes in addition to other significant moves in the country with a leftist goverment: legalization of abortion, gay marriage and same-sex adoption. But not everyone is thrilled by the idea of legalizing marijuana. A poll carried out in September found a high 61 percent of those surveyed do not approve. Continental heavyweights and next-door neighbors Brazil and Argentina have expressed surprise. Uruguay long has been a main beach destination for Argentines, and tourism is important for Uruguay but not its only industry. Uruguay also is a key agricultural exporter and increasingly popular outpost with service industries. Many analysts wonder what would happen if such a law were passed in countries torn and bloodied by drug trafficking, such as Colombia and Mexico. Istanbul plans floating car park Istanbul is planning to introduce floating car parks to try to resolve the chronic traffic problems of Turkey’s largest city, local officials said Tuesday. The municipal car park operator said it will use out-of-service ferries anchored in the Bosphorus to create multi-storey lots near traffic hotspots. The floating car parks will also have facilities such as cafes, recreation areas and art galleries, according to ISPARK. Traffic congestion and a lack of parking is a major problem for the bustling metropolis of 16 million people. The car park plans are among several mega projects launched in Turkey’s main gateway city by the government of Prime Minister Recep Tayyip Erdogan. In October, Turkey opened a sea tunnel under the Bosphorus -- the world’s first linking two continents -- and is also planning a third airport in Istanbul and a third bridge across the Bosphorus. The city, with its wealth of spectacular Ottoman and Byzantine monuments, is Turkey’s most visited, welcoming over 9.7 million foreign tourists this year, according to official figures. Erdogan came under fire during mass street protests in June over the government’s grandiose construction projects, which critics say are aimed at wooing voters with a series of elections looming in 2014 and 2015. Benny K Harman, former chairman of the Commission III of the House of Representatives, was summoned to testify in the high profile corruption case of Hambalang athlete training center project with Anas Urbaningrum, the former general chairman of the ruling party as suspect. “Yet, yes,” Benny K Harman said here on Wednesday in answer to question if he was to be investigated in connection with Anas’s graft case Tiopan Bernhard Silalahi (TB Silalahi), a member of the Supervisory Body of the party, also appeared on Wednesday morning at KPK.

“Yes , I am summoned as member of the party supervisory body,” TB Silalahi said , explaining, “the duty of the supervisory body is to watch the performances of the cadres of the party both in the legislative as well as executive bodies.” However, he said he was not if he was summoned in connection with Anas’ case. “I don’t know yet,” he said. KPK already investigated a number of other leaders of the party including chairman of the party supervisory body and who is House Speaker Marzuki Alie, deputy chairman of the party Max Sopacua, legislators Ruhut Sitompul and Sutan Bhatoegana.

KPK is investigating allegation that the party had used illicitly gained money from the Hambalang project to finance its congress in 2010 . Corruption in the Hambalang project is estimated to cause a loss of Rp463.66 billion to the state. Anas was named a suspect in February 2012 charged with accepting bribe when he was chairman of the party faction at the House of Representatives. He was accused of receiving a Toyota Harrier car valued at around Rp800 million from contractor PT Adhi Karya to guarantee that the contractor won the tender for the Hambalang project.

JAKARTA - Vice President Boediono visited the headquarters of stateowned medical insurance company PT Askes to inspect preparations for the implementation of social health insurance, which will start on Jan. 1, 2014. Boediono was accompanied by Health Minister Nafsiah Mboy and was greeted by PT Askes President Director Fachmi Idris, who later reported the preparations that have been made so far. The Vice President also spoke with the 12 heads of the health insurance divisions located in 12 Indonesian cities. Based on Regulation No. 24/2011 related to the Social Health Insurance Agency (BPJS), PT Askes will become BPJS Health from Jan. 1, 2014. BPJS Health will provide health insurance for the Indonesian public. BPJS is a public legal entity established to provide social insurances, namely health insurance earlier provided by PT Askes and manpower insurance, previously provided by PT Jamsostek. Every Indonesian citizen, as well as foreign nationals working in Indonesia for the last six months can become a member of BPJS Health. As part of its commitment to provide universal medical coverage for its citizens, Indonesia is investing billions of dollars in a social health insurance system, which will be managed by the Social Security Management Agency (BPJS) from January of 2014. “The system will be implemented by 2014. Under this system, poor people cannot be rejected by hospitals when they seek medical treatment,” the Coordinating Minister for People’s Welfare Agung Laksono stated recently. Under the scheme, the government will bear the medical insurance costs for around 86.4 million poor people, while premiums for medical insurance for the working population will be paid by their companies. The government has also set a target of providing universal health coverage for all Indonesians by 2019. BPJS, as a state-sponsored social security provider, will start its operations by January in 2014 and is expected to provide healthcare services to over 251 million Indonesians by 2019.

MANILA — A Philippine judge has acquitted three Indonesian terror suspects and ordered their deportation, saying they were illegally arrested for carrying guns and explosives at a southern seaport nine years ago. Judge Eleuterio Bathan said the three men were arrested by police without warrants in December 2004 after arriving by ferry in Zamboanga city. He said the TNT, grenade and pistol seized from them could not be used as evidence because they were found in an illegal search. A copy of the Monday ruling was seen Tuesday by The Associated Press. Bathan ordered the men, who police believed were members of the Southeast Asian militant network Jemaah Islamiyah, to be deported. Mohammad Yusuf Karim Faiz, Mohammad Nasir Hamid and Ted Yolanda had pleaded innocent in the long-running court case in 2008. “The government’s drive against terrorism and owners or possessors of illegal firearms needs the support of every citizen,” Bathan said. But he added that such a security campaign should not undermine the fundamental rights of people. Police should always respect those rights, Bathan said, “otherwise, their good intentions will remain as such simply because they have blundered.” The Indonesians said they were carrying copies of the Koran and not weapons on a trip to the southern Philippines to spread Islam. They said they did not have passports because they thought they were not required.

Vettel: F1 double points rule absurd World champion Sebastian Vettel has labelled the FIA’s decision to introduce a rule that grants double points in Formula 1 finales as “absurd.” The ruling body announced on Monday that both drivers and teams will get twice as many points in the season-finale in Abu Dhabi in order to “maximise focus on the championship until the end of the campaign.” The rule has been widely criticised by motorsport figures and fans. BARCELONA - Barcelona will ask their fans to decide on whether the club should rebuild their Camp Nou stadium or move to a new site, vice-president Javier Faus told local radio on Tuesday. Faus said the board would meet on Jan. 20 to consider the proposals, both of which would lift capacity from 98,000 to 105,000, and then be put to a fans vote. “We have ruled out making small changes as that would be more complex and worse for the fans who would lose 12,000 seats,” said Faus, the club’s economic vice-president. “The cost of rebuilding would be 300 million euros ($413.14 million) or 600 million for a new stadium, but that would be more expensive still with a new sports hall. “We will not make a decision, it will be down to the fans. “The club can generate between 100 and 120 million euros annually and half of this could be spent on the sports project and the rest on preparing the surroundings. “We will not delay and we won’t increase the prices for club members until 2016,” he added. Faus said that either proposal

could see the club earn an extra 30 to 35 million euros a year. The board was also considering giving club members the chance to vote on whether to offer stadium naming rights for sponsors. “There is a general feeling among the board not to sell the name although surveys have shown it is not something that

MANAUS, Brazil — It’s a good thing the mayor of World Cup city Manaus has a sense of humor. Because some of the stuff being said of late about this historic city deep in the heart of the Amazon jungle is laughable. Last week, it was England coach Roy Hodgson, expressing misgivings about the city’s taxing high heat and humidity. Then, at the weekend, London tabloid the Mirror turned its guns on what it called “Murderous Manaus,” saying “England fans will risk their lives” should they venture to “the crime-ridden hell-hole” to see Hodgson’s team play Italy on June 14. So, Mr. Mayor? “I don’t read the Daily Mirror,” Arthur Virgilio responded Tuesday, presenting a picture of reasoned calm to visiting reporters come to see this jungle frontier of football. As for alligators, well, Britain’s Prince Charles visited several times without being bitten, he said. And how bad can the city be if Elton John wants to play in its new stadium? “I hope no snake hurts him,” the major joked. Haha. But the disarming humor can’t hide Manaus’ obvious issues. The new Arena Amazonia where the United States, Portugal, Croatia, Cameroon, Honduras, Switzerland, England and Italy will play is still a building site. The roof isn’t finished. The 42,000 seats, in the yellows and browns of Amazon fruits, aren’t all bolted in. The stadium’s innards are an alarming mess of muddy puddles, hanging wiring, hammering, dust and unfinished construction. And that’s an improvement. “If you were here two months ago, then you really would have freaked out,” said Miguel Capobiango Neto, who is coordinating World Cup preparations for the Amazonas state government, which owns the stadium. It was meant to be finished five months ago, but a hold-up in federal funding slowed the work, he explained. Now the plan is to have the stadium ready for test events in February and March. There’ll also be an inaugural football match in January to entertain 10,000 workers who helped build the stadium. Then, it should be a question of finishing touches and making visitors safe. The Mirror reported that Manaus saw 945 homicides last year. Capobiango said the number was correct but the year wasn’t; it should have been 2011. Beefed up policing has since seen homicides fall to 600 this year, he said. “We have a lot of things to do. We have a lot of social problems. We have a lot of problems created decades ago,” said Virgilio, the mayor. He said he is working “14, 15 hours a day” to ready the city. “We want to dazzle the world and we know we can do it,” he said.
