The boy, who cannot be identified under Indonesian law, has been detained in a police cell since Oct. 4 when he allegedly bought a quarter ounce (7 grams) of marijuana while on vacation with his parents and a 13-year-old friend. The local drug squad chief, Col. Mulyadi, who uses a single name, said the boy will have to
stand trial. But he’ll probably be charged with a count that doesn’t carry a prison term since he is still a minor and appears to have been purchasing the drug for personal use, not distribution, the police official said. The case has triggered intense media interest in Australia, which has seen several of its citizens
thrown in jail or placed on death row for smuggling or possessing drugs in Indonesia. However, the boy reportedly is the youngest yet. Australian Prime Minister Julia Gillard took the unusual step of speaking to him and his father by telephone Sunday, assuring them her “government was doing everything it could.” The child’s lawyer, Muhammad Rifan, said his client was eager to get home as soon as possible. The boy is being held at police headquarters because Bali does not have a special detention house for minors, he said.
The case could be handed over to prosecutors this week, Rifan said. He said the trial probably will be held in Bali, but didn’t rule out the possibility of a deal between Indonesian and Australia to avoid a trial. Classmates of the boy, from Morrisset Park, north of Sydney, returned to school after a twoweek break Monday, and described the situation as confusing and upsetting. “He seems like a good kid,” a male student, who was not identified, told Seven News television. “He just doesn’t deserve this.”

HAVING successfully rescued the forest reserve by involving the functions of customary village, now the Selat Pandan Banten Customary Village, Sukasada Subdistrict, along with administrative village ZRXOG OLNH WR PDQDJH WKH IRUHVWV VR LW FDQ SURYLGH HFRQRPLF EHQHÂżWV for the rural development and welfare of residents. For instance, the village is given to manage the forests for ecotourism or agrotourism like trekking and hiking. As a matter of fact, the hope of residents has already received a support from local government through Buleleng Forestry and Plantation Agency. Moreover, the forest management conducted by the village has complied with the law provided that the village consistently does not make any destruction and should protect the sustainability. A local village leader of Selat Village, Putu Mangku Budiasa, said the petition to manage the forest had been submitted long time ago. However, the approval had not come out whereas the Selat Customary Village had shown its commitment to maintain the forest reserve around the village and it was considered successful. Now, the residents hoped the forest could contribute something to the village, without having to cut down the trees. “This forest can generate non-wood products. For example, it can be taken advantage for eco-tourism. Or it can be planted with productive plants at certain areas so the fruits can be reaped by the village,â€? he said. The forest management, said Budiasa, would not be carried out arbitrarily. Selat Customary Village would still enforce its awig-awig (customary village’s law) and impose severe penalties for any destruction to the forests. To manage it, the customary village and administrative village would establish a village-owned enterprise (BUM-Des). “Despite managed by village community, all the management practices are handled professionally. Therefore, government does not need to worry because Selat Village has a serious commitment to maintain the forests that have been undertaken for a long time,â€? he said. For the matter of maintaining the forest reserve, the Selat Customary Village has been proved and received award for several times. The struggle to save the forests is executed because livelihood of most local residents related to rice cultivation and plantation. Obama and S Korea’s Lee to tour auto plant Agence France Presse
President Barack Obama will tour a Michigan General Motors plant with South Korea’s President Lee Myung-Bak Friday to tout a new free trade pact, a day after feting his visitor at a state dinner. Lee and Obama will tour the Orion Assembly plant in Lake Orion, Michigan and make speeches about the trade deal, which Obama finally sent to Congress for ratification last week. The deal was reached between South Korea and the previous Bush administration in 2007, but has been delayed ever since by disputes over implementation and political wrangles in the United States. The deal would remove 95 percent of tariffs between the two economies. The Obama administration says it will support 70,000 US jobs and help double exports to South Korea within five years. Earlier on Monday, Lee called on South Korea’s parliament Monday to urgently ratify the deal, saying the US Congress was poised to
approve it. “More than anything else, ratification of the Korea-US FTA is an issue that should be dealt with urgently,” Lee said in a budget speech read by his prime minister. The appeal came a day before Lee leaves for Washington for the White House talks, a state dinner and an address to a joint session of Congress. The visit to the auto plant will be symbolic because disputes over US access to the South Korean vehicle market were a key sticking point that prompted the Obama administration to renegotiate aspects of the accord. The Obama White House secured provisions that allow US automakers to increase sales to South Korea before Washington agrees
to lower tariffs on Korean vehicles destined for the United States. LONDON - Prime Minister David Cameron said Monday his Defence Secretary Liam Fox made “serious mistakes” in his dealings with a friend with business interests in the industry but backed him pending a full report into his conduct. Fox’s future had been in doubt over media and political accusations of risking national security by granting high level access to his former flatmate Adam Werritty, who has no official post within the Defence ministry but presented himself as an adviser to Fox. Cameron’s comments came after an interim report on Fox’s ties with Werritty, a close friend, found that the two men had met more times than previously disclosed -- 40 times over the past 18 months. At least one meeting involving a foreign official was “inappropriate.” “It is clear ... that serious mistakes were made in allowing the distinction between professional responsibilities and personal loyalties to be blurred - and this has clearly raised concerns about impropriety and potential conflicts of interest,” Cameron’s office said in a statement. However, the statement said the interim report indicated Fox did not discuss or give classified or other official Defence-related information to Werritty, relieving pressure on Fox until the full report is published on October 21. Cameron had earlier Monday, before reading the interim report, offered Fox his support and praised his performance. “First of all let me say Liam Fox does an excellent job as secretary of state for Defence,” Cameron told the BBC. “He gives that department good leadership.” In a sign that Fox has been chastised, but is not expected to resign, a spokesman for Cameron said the prime minister’s support still stood, at least until the full report is out.

Russian Prime Minister Vladimir Putin travels to China Tuesday for talks likely to focus on a gas deal mired in disagreement, on his first trip abroad since he declared a planned Kremlin comeback. Putin will be accompanied by a 160member delegation including prominent tycoons for his two-day visit, during which he will meet his Chinese counterpart Wen Jiabao and President Hu Jintao. Observers say Putin’s trip -- which follows last month’s announcement that he plans to reclaim the presidency -- is symbolic and could see him lay out his foreign policy priorities for years to come. The two countries, former Cold War allies, hope to seal some 20 business agreements worth $7 billion, Russian Deputy Prime Minister Alexander Zhukov told the Kommersant daily.
But plans to pump Russian gas to China are expected to top the agenda. Russia is the world’s largest energy producer; China the largest energy consumer. Russian gas giant Gazprom and China National Petroleum Company signed a framework agreement in 2009 that could eventually see almost 70 billion cubic metres of Russian gas sent to China annually for the next 30 years. However a firm contract has so far proved elusive as talks have become bogged down in pricing disagreements. Hu’s visit to Moscow in June delivered no breakthrough. China became Russia’s top trading partner for the first time last year and the two countries want to nearly double trade to $100 billion by 2015 and then to $200 billion by 2020. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The demonstration by the miners, over access to their barracks, was the biggest clash at Freeport Indonesia in four year and raised tensions at the company’s Grasberg copper mine, the world’s second biggest, where production has been disrupted since workers went on strike in mid-September. Last week, the workers said they would extend their stoppage to midNovember as negotiations between the company and their union over better pay and conditions remained stalled, raising the prospect of more output reductions. Last month, Freeport McMoRan Copper & Gold Inc said it would be unable to meet its third-quarter sales estimates because of the strike at Grasberg. The company also estimated each day of stoppage to impact the production of about 3 million pounds of copper and 5,000 ounces of gold. Copper prices have so far shrugged off the dispute, weighed down by fears about a drop in metal demand if the global economy weakens, but prices could rise if the strike lingers. “The news of the conflict at
Grasberg is a timely reminder that supply considerations remain a major source of upside price risk,” said Citigroup analyst David Thurtell. “If the financial market backdrop settles down, then people will return to the strong fundamentals for copper,” he said. Three-month copper on the London Metal Exchange edged up 0.1 percent to $7,375 a tonne by 0909 GMT, from an early low of $7,274.25. Disgruntled Grasberg workers protested after being barred from collecting belongings from barracks at Gorong Gorong, where buses take workers to the remote mountain mine. Police fired warning shots, and one worker later died in hospital from a gunshot wound to the chest, said union official Virgo Solossa. Local police chief Denny Siregar said eight workers were injured, while seven policemen were wounded by miners throwing stones. Mine workers burned four trailers after their colleague was killed, according to local television footage seen by Reuters. “The situation has now cooled
down,” said Siregar, adding he had now assigned 500-600 police to deal with thousands of workers involved in the demonstration. Siregar said police had allowed some of the workers to camp outside Gorong Gorong to try and calm the situation. The gap between worker demands and Freeport over pay still looks wide and talks are currently stalled. The union has lowered its pay rise demand to between $12.50 and $37 an hour from a initial $17.5 to $43 an hour, but has rejected a 25 percent pay increase offer from a current rate of $1.5 to $3 an hour. The strike, which had been peaceful, has slashed output, processing and ore shipments from Grasberg. The mine is in Indonesia’s easternmost Papua region, where a simmering separatist movement has led to occasional attacks on mine workers and police in recent years. Freeport, which has used some contractors to work at Grasberg during the strike, said last week it had scaled up mining and milling output and concentrate sales, but declined to comment further on production Monday. “We are continuing to work with the local police to deal with these acts of intimidation so that our workers located in Timika can exercise their rights to return to work if they so desire,” said spokesman Ramdani Sirait.

He said the average acreage of forest lost every year in Papua reached 300 thousand hectares. Almost two million hectares of forests had been allocated for the development of food industries and estates. “Experience in various other regions show that the changing bf forest areas into palm oil plantations and timber estates have
created serious social problems, including environmental problems,” Ricarth said. He said that Papua`s forests were not only important for the ecosystem but also important as a source of inspiration. Gradually destroying Papua forests is equal to destroying the sources of the Papuan people`s cultural inspirations. “We are concerned about the government`s plan to clear Papuan forests as it could separate the local people from their natural resources. TUM BEBEK (Minced Duck In Banana Leaf) OVERVIEW: Tum, leaf-wrapped bundles of highly seasoned food, are made with almost any basic ingredient in Bali, ranging from eels, to chicken, pork, beef or duck. INGREDIENTS : 600 gr boneless duck, skin removed and minced 1 tbsp fried shallots 1 tbsp fried garlic 1/3 cup coconut milk, thick 3 tbsp basic spice paste 4 bird’s-eye chilies, sliced 1 tbsp salt 1 tsp black peppercorns, crushed 12 pieces banana leaf, cut in 20 cm (8 in) squares 12 ea salam leaves PREPARATION: Combine the above ingredients except for banana leaf and mix well. Fold a heaped tablespoon of the mixture into the center of a banana leaf and wrap. Steam parcels for about 15 minutes, until well cooked. If banana leaf, use greaseproof paper in preference to aluminum foil. The above mixture can also be used for duck satays; simply add 200g of grated coconut and double the quantity of the basic spice paste salt and pepper. Once confidence began to return to the debt markets, investors flocked to high-yield bonds sold by ailing companies, allowing them to refinance. Other failing companies were able to “amend and extend” - or to critics, “amend and pretend” - by striking new borrowing terms with lenders that delayed debt maturities in the hopes the economy would rebound smartly and business would pick up. Those measures often avoided operational overhauls, creating what some experts called “zombie companies” that cut staff and prices to survive, but were too sick to invest in new projects. Bankruptcy court allows troubled companies to shed debt and also become more operationally efficient as they renegotiate labor contracts, as airlines have done, or reject pricey store leases, which retailers often do. But these changes do not always work, especially when companies find little support among suppliers or creditors for their turnaround plans. Bankrupt book chain Borders, for instance, recently closed its doors after failing to find a buyer. In addition, confidence in the economy and easy access to debt allowed companies to complete restructurings in 2009 and 2010 with business plans and debt loads that were based on an economic pickup that has now faltered. That could create the potential for trouble at companies that have already restructured once.

The ideal character has a life of its own and Madeleine stopped taking orders from the author pretty much from conception. Her troubles are not from thwarted desire, but from not knowing what her desires are. “I don’t usually start with the idea that I’m going to write a novel trying to reinvent or play with the marriage plot in a modern context,” Eugenides says. “I just started writing about this girl in college and her romantic entanglements, her love of books and ... little by little it (the idea) worked its way in. It seemed to be intrinsic to the story. It took me a while to work that in and use it as a governing metaphor for the whole story.”

HarperCollins announced Monday that Mitch Winehouse has agreed to terms with the publisher in the U.S. and Britain for the release of “Amy, My Daughter.” HarperCollins says the book will come out in summer 2012. The publisher says Mitch Winehouse will write about everything from his daughter’s childhood to her singing career to her well-publicized struggles with substance abuse. Amy Winehouse died in July at age 27. Financial terms were not disclosed. Proceeds from the book will be donated to the Amy Winehouse Foundation, which was founded by her father and helps troubled children and young adults.

A scheme in six Indian states that concentrated safe-sex campaigns on a few niche groups prevented 100,000 HIV infections over five years, according to estimates published in The Lancet on Tuesday. The so-called Avahan project was launched in 2003 in Andhra Pradesh, Karnataka, Maharashtra and Tamil Nadu, along with the northeastern states of Manipur and Nagaland, using a massive grant from the Bill and Melinda Gates Foundation. These states, with a total population of 300 million, had the highest prevalences of the human immunodeficiency virus (HIV) in India at the time. Avahan’s goal was to boost prevention among prostitutes and their customers, gays, injecting drug users and truck drivers to stop HIV from leaping from high-risk groups to the wider population. Tactics included one-on-one
safe-sex counselling, free condoms, exchanging used needles for sterilised ones, clinics to treat sexually-transmitted disease and advocacy work within the community. “Overall, we estimated that 100,178 HIV infections were averted at the population level from 2003 up to 2008 as a result of Avahan,” says the study. Its estimate derives from HIV prevalence in key districts in the six states. The campaign was most effective in districts that received the most resources but also worked better in the heavilypopulated southern states rather than in the remote northeastern ones, say the authors. Overall, a targeted strategy -- as opposed to a generalised effort spread across the population -- was a big success and a useful lesson for other countries, they say. Prevention has been in the doldrums in recent years, given the success of antiretroviral drugs that treat HIV but do not cure it.

A GIANT sea monster, the likes of the mythological kraken, may have swum Earth’s ancient oceans, snagging what was thought to be the sea’s top predators — school bus-size ichthyosaurs with fearsome teeth. The kraken, which would’ve been nearly 100 feet (30 meters) long, or twice the size of the colossal squid, Mesonychoteuthis, likely drowned or broke the necks of the ichthyosaurs before dragging the corpses to its lair, akin to an octopus’s
midden, according to study researcher Mark McMenamin, a paleontologist at Mount Holyoke College in Massachusetts. There is no direct evidence for the beast, though McMenamin suggests that’s because it was soft-bodied and didn’t stand the test of time; even so, to make a firm case for its existence one would want to find more direct evidence. McMenamin presented his work Monday (Oct. 10) at the annual meeting of the Geological Society of America in Minneapolis.

However, nobody has been able to prove the beasts died in shallow water, with more recent work on the rocks around the fossils by Jennifer Hogler, then at the University of California Museum of Paleontoloy, suggesting they died in a deepwater environment.

Stoner eyeing home victory CASEY Stoner says he is determined to bounce back from his Japanese Grand Prix disappointment and take his fifth straight victory on home soil at Phillip Island. Having started on pole and led at Motegi, Stoner dropped down to seventh after running through the gravel at Turn 7 on the fourth lap. He was able to fight back to finish third, but his lead over Jorge Lorenzo was cut, potentially costing him the chance to wrap up the title at his home race. Stoner can still win the title in Australia if he takes ten points or more than Lorenzo, but the Australian says his focus is simply on winning the race at Phillip Island - a circuit he has not been beaten on since 2006. “I’m very disappointed after Japan as we knew our potential,” Stoner said. “I want to go [to Australia] and win the race, like I wanted to in Japan. “The
season has been fantastic so far and we’ll be looking to continue this momentum. Every year I look forward to going to Phillip Island, and if we can top it off with a win in my home grand prix it would be a dream. “It will be a long hard weekend, and there is still a lot of work to do to win the championship, but we’re ready for it.” Honda also enters Australia chasing the 2011 constructors’ crown, while its other works riders – Tech 3-bound Andrea Dovizioso and Dani Pedrosa – are separated by just one point in the fight for third in the points standings.
