LONDON – A long-delayed inquest into the July 7, 2005, suicide bombings that killed 52 people on London’s transit network opened Monday with a minute’s silence in memory of the victims. The coroner, lawyers, members of the public and relatives of the victims stood in silent tribute as hearings opened at London’s Royal Courts of Justice into one of Britain’s deadliest terrorist attacks. Lawyer Hugo Keith read out the names of all those who died when four suicide bombers detonated devices hidden in knapsacks aboard three subway trains and a double-decker bus. “It is the saddest of duties to open their inquests,” Keith said. He said the bombs struck down British nationals as well as foreigners “with no regard to whether the victim was Christian, Muslim, a follower of any of our other great faiths, an adherent to none.” “They were acts of mindless savagery which could only outline the sheer inhumanity of the perpetrators,” Keith added. The hearings are expected to last five months and will look at whether the emergency services’ response was adequate and whether the intelligence services and police could have prevented the attacks. The inquest was delayed pending the prosecution of three people accused
of helping the attackers choose their targets. They were found innocent of the charge last year, clearing the way for these proceedings to begin. British inquests are fact-finding inquiries that take place when a person dies violently or under unusual circumstances. They can’t establish civil or criminal liability, but in this case the investigation will give families of victims the chance to ask officials if more could have been done to prevent the attacks. Ros Morley, whose husband Colin died in the bombing of a subway train near Edgware Road subway station, said she hoped the inquest would reveal whether mistakes had been made. “Innocent citizens in the U.K. and worldwide need to know that they are protected now and in the future,” she said. “I hope it is possible to gain something positive out of a deeply tragic event in which 52 innocent people lost their lives.” Some victims’ relatives have expressed concern that the intelligence services will cite security concerns to avoid giving evidence in public. The coroner, senior judge Heather Hallett, said she would “balance carefully the needs of national security with relevance and fairness.” “It is in the interests of everyone that these inquests are conducted in as open a manner as possible,” she said. She said she had yet to decide whether to hear some evidence in private.

Celebration of the World Walking Day associated with the 27th National Sports Day was chaired in person by the Deputy Regent of Badung I Ketut Sudikerta. The event was also attended by Deputy Head of Badung House, I Made Sunartha and all officials in the ranks of Badung Regency. The Badung Regent AA Gde Agung in his speech read by Deputy Regent I Ketut Sudikerta emphasized that sports did not only serve as a means of improving healthy lifestyles and achievements. However, sport could also play a role as a medium of struggle and unifying the nation. Furthermore, it was revealed that the World Walking Day aimed to promote or cultivate the spirit of community in civilizing the hiking activity that had 5 practicalities, namely could be done en masse, cheaply, gloriously, interestingly and favorably. Almost two weeks after the killers of Dewa Ayu Agung Diah Cahyani was successfully captured by joint troops of Denpasar Police and Kuta Police, there has been plans o deepened the investigation. One of them is to reconstruct the case that involved two accused which are Wayan Budi alias Panjul and Sugeng Heriyanto. It is scheduled to be done on Wednesday (13/10) as stated by the Public Relation of Denpasar Police, Police Commissioner Sang Gede Sukawiyasa, when confirming it last Sunday (10/10). Sukawiasa admitted couldn’t make sure of it yet, “The plan is next Wednesday. But we don’t know if there will be changed later on.” This reconstruction is planned to clarify it’s chronology as it is still
questioned if there are any other people involved. Also victim’s parent, Dewa Suparta, is still questioning are these the only ones that killed his beloved daughter or is there anyone else behind it. Besides knowing the process of the killed beautiful girl who is also daughter of Head of Bangli Industry and Selling Agency, it is also to complete the case’s files, “If it’s all done, then we can see if there are any other people involved. So far, there are only two accused which is Panjul and Sugeng.” As told before, the case of the killed Diah Cahyani happened in her flat at Ida Bagus Oka Street, Gang Rencong, No.10, Denpasar. Coastal arrangement hampered by land dispute
Kedonganan Customary Village requests full authority Mangupura (Bali Post)—
Kedonganan Customary Village and the Committee of Coastal Arrangement urged to be given full authority in the management of Kedonganan Beach and the land of local fish market. The customary village had a reason that such authority had been set forth in the Decree of Badung Regent No. 1238/2010 regarding to the Arrangement and Management of Kedonganan Beach. The insistence came into view since the customary village was unable to manage the local coastal region up to these days. Moreover, there was a claim appearing recently that the land of fish market belonged to one of the local residents. According to the customary village, the land had the status as the state’s land. Chief of Kedonganan Customary Village I Wayan Yasmika and Chairman of the Kedonganan Beach Arrangement I Made Sumantara affirmed that the disputed land consisted of the land
used for the road located in the west of the road made through a labor intensive project and the state’s land. However, one of the residents claimed if the land belonged to his property and used as the fish market. More surprisingly, said Sumantara, the entire market’s levy came into the individual account of the resident concerned. “There is no individual land. The road made through labor-intensive must be a state’s land, let alone its location belongs to the shoreline,” said Sumantara on Sunday (Oct 10). On that account, his party insisted in order the Badung Regency Government soon undertook the Decree consistently namely by giving full authority to Kedonganan Customary Village. Thus, the coastal arrangement could be implemented immediately. Yasmika said that pursuant to the Regent’s Decree, the Kedonganan Customary village was given full authority to manage the state’s land existing at
Kedonganan. Moreover, the individual resident claiming to own the land used for the fish market was unable to show any evidence if the land was a private property. Yasmika expected the Badung Regency, including the National Land Agency (BPN), to immediately intervene and make a decision clarifying that the land was really a state’s land, not private land. It was a state’s land whose utilization was conferred to the Kedonganan Customary Village. According to the arrangement design, the fish market would be converted into the base of fishing boats. Meanwhile, the merchants would be relocated to a hygienic fish market. Asides from the issue concerning with the land of fish market, Yasmika also re-emphasized on the budget amounting to IDR 15 billion for the arrangement of Kedonganan Beach. Heavy Rain, Government civic centre Flooded Almost everyday Bangli were hit by heavy rain, causing flood in its government central along the Brigjen I Gusti Ngurah Rai Street, specifically in front of Bangli Regent’s office. The water coming from the north came towards the sides of the south. The heavy rain on Saturday (9/ 10) night has caused Bangli District Military Command (Kodim) Dormitory, which is located lower than the street, to be flooded. Ketut Ledang, a resident around the location, stated the over flowing water started in front of the Bangli District Court Office. As the drainage couldn’t handle it anymore, the water got up to Ngurah Rai Street also hitting houses on that road.
Bangli House of Representatives member, I Nengah Wedana, admitted the flood incidents in rainy season have to get executive treatment. It is predicted many of the drainage in Bangli have been damaged and gone shallow. The condition is worsening with the minim of absorbing location causing water flow over the streets when logically Bangli is on a high land. Since the outbreak of rabies cases in Denpasar, it has killed at least eight people. This condition drew a serious concern of the rank of Denpasar Animal Husbandry, Fisheries and Maritime Services (Disnakanlut). Because, the people’s awareness needed improving so they were vigilant against the threat of rabies. Without exception, their anticipation of rabies remains necessary to enhance. Head of Denpasar Animal Husbandry, Fisheries and Maritime Services, Dewa Made Ngurah, said on Sunday (Oct 10) that without public participation and support in anticipating the rabies cases, it would be difficult to materialized it. Public apathy often found by the officer turned to be an obstacle in realizing the rabies-free Bali. Moreover, the dog bite cases in one area should also be handled seriously and the community had to participate proactively in committing self-protection. “Do not take lightly when people are bitten by dogs, let alone not take
proper care,” said Dewa Ngurah. He also added that at the moment all regencies in Bali had been infected by rabies cases. It was evidenced by the existence of positive cases to rabies in animals in regencies throughout Bali. According to him, the latest victim suspected to suffer from rabies in Denpasar was Made Wirata from Wangaya Kelod Hamlet, Denpasar. He was bitten by the dog he ever looked after few days before. The dog was given by his relative from Angantaka Village, Badung. However, the dog had been returned because it was too fierce. Unfortunately, after the dog was returned to the owner, the victim had come to the house of his relative. When making a visit, the victim was bitten by the dog he once looked after previously. “He is the ninth victim of positive case befalling human being,” said Dewa Ngurah. Dewa Ngurah assessed that the case should become a lesson for all communities. On account of neglecting the dog bites, it resulted in fatal consequence. At least, the vic-
tim of dog bite should get anti-rabies vaccine in the nearest health center or hospital. People might not disregard the case as it could bring in fatal effect to those bitten by dog. “Based on our observations in the field, victims of dog bites being positive to rabies were mostly caused by negligence of the victims,” he explained. In realizing Denpasar to be free from rabies, the Animal Husbandry, Fisheries and Maritime Services had designed a program to anticipate the rabies in the future. His party would optimize the function of information services, so that socialization on rabies could be disseminated throughout the community. However, in line with the program, vaccination, elimination and other activities would keep on running. They were equally intended to grow the people’s behavior being aware of rabies. “No matter how intensive the activity carried out by government is, it will be difficult to achieve a good result without the support of community,” said Dewa Ngurah on Sunday. Calonarang: The King, The Witch And The Priest At the beginning of 7th century, a Balinese prince become the king of Java, the great Erlangga. His mother, Mahendradatta, was a Javanese princess who ruled Bali with her Balinese husband, Dharmodayana, until the husband, suspecting her of practising evil magic, exiled her to the forest. When Erlangga’s father died, leaving Mahendradatta as a rangda or a widow, she conspired to use her band of pupils trained in the black arts to destroy Erlangga’s kingdom. Her chief grudge against Erlangga because of fancied insults to her beautiful daughter, Ratna Menggali – the noblemen of Daha had refused her in marriage for fear of her mother’s evil reputation. Calonarang (Erlangga’s mother who practising evil magic) went with her pupils to the cemetery and they prayed and danced in honour of Begawati, the deity of black magic, to help them destroy Daha. The goddes appeared and danced with them, granting her permission, warning the witch, however, to preserve the center of the kingdom untouched. The witches danced at the crossroads and soon people fell in great numbers. Discovering the cause of the epidemic, Erlangga ordered his soldiers to go and kill the witch. They stole into her house while she slept and stabbed her in the heart , but Calonarang awoke unhurt and consumed the daring soldiers with her own fire. The witch went once more into the cemetery and danced with
her pupils, dug out corpses, cutting them into pieces, eating the members, drinking the blood, and wearing the entrails as necklaces. Begawati appeared again and joined in the bloody banquet, but warned Calonarang to be careful. The witches danced once more at the crossroads and the dreadful epidemic ravaged the land, the vassals of Erlangga died before they could even bury the corpses they bore to the cemeteries. The desperate king sent for Mpu Bharada, the holy man from Lemah Tulis, the only living being who could vanquish the witch. Mpu Bharada planned his campaign carefully. He sent Bahula, his young assistant, to ask for the witch daughter’s in marriage. Highly flattered, the mother gave her consent and after a happy and passionate honeymoon, Bahula learned from his wife the secret of Calonarang’s power. The possession of a little magic book which he stole and turned over to his master. The holy man copied it and had it returned before the disappearance could be noticed. The book was a manual of righteousness and had to be read backwards. The holy man was then able to restore life to those victims whose bodies had not yet decayed. Armed with the new knowledge, he accused the witch of her crimes, but she challenged him by setting an enormous Banyan tree on fire by a single look of her fiery eyes. Bharada foiled the enraged witch by restoring the tree, and she turned her fire against the holy man. Unmoved, he killed her with one of her own mantras. (BTN/Doc)

BEIJING – Chinese Nobel Peace laureate Liu Xiaobo has tearfully dedicated his award to victims of the 1989 Tiananmen Square crackdown, activists said, as his wife was held under house arrest on Monday. “This award is for the lost souls of June Fourth,” the US-based group Human Rights in China quoted Liu Xiaobo as telling his wife Liu Xia, referring to the bloody June 4, 1989 crackdown on democracy protests at the vast Beijing square. The 54-year-old writer, who was jailed for 11 years last December after authoring a bold petition calling for democratic reforms, was awarded the prize on Friday, sparking a furious reaction from Beijing. Via her Twitter account, Liu Xia said she had been placed under house arrest at her Beijing home both before and after travelling to the prison in northeastern China where her husband is held to inform him of his prize. “Brothers, I have returned home. On the eighth (of October) they placed me under house arrest. I don’t know when I will be able to see anyone,” said the Sunday night Twitter posting. “My mobile phone has been broken and I cannot call or receive calls. I saw Xiaobo and told him on the ninth at the prison that he won the prize. I will let you know more later. Everyone, please help me (re)tweet. Thanks,” she said. Liu Xiaobo’s wife was taken to the prison under police guard, his lawyers said at the weekend. At least two dozen police, plainclothes officers and other security

The editors promise a personal portrait of the anti-apartheid icon — faults, frailties and all. In a foreword, U.S. President Barack Obama writes that Mandela, who largely retired from public life in 2004, is inspiring because he is human. The book ends with a passage from Mandela’s unpublished autobiography in which he insists he was never a saint, “even on the basis of an earthly definition of a saint as a sinner who keeps on trying.”

SEOUL (AFP) – North Korea has officially begun a succession process from leader Kim Jong-Il to his youngest son, South Korean President Lee Myung-Bak said Monday. “It seems quite clear that North Korea has officially entered the third generation of Kim rule,” he told foreign correspondents. The North Sunday staged a massive military parade attended by Kim and youngest son Jong-Un, who late last month was given key promotions to solidify his status as heir apparent. Lee said the South is watching the succession process “very closely”. The South’s defence and unification ministers said last week the succession process seems to have started, but Lee had not previously commented directly on the issue. Kim Jong-Il took over from his own father Kim Il-Sung, who died in 1994.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LONDON – Britain will open long-awaited inquests on Monday into the deaths of 52 people in the 2005 London bombings to probe alleged failings by police and intelligence services before the attacks. A judge ruled in May that the inquests could go ahead after a campaign by the survivors and relatives of those killed in the suicide explosions that ripped through three London Underground trains and a bus on July 7, 2005. The British government has ruled out holding a full independent inquiry but the inquests will be able to look into whether police and the domestic intelligence service MI5 could have done more to prevent the attacks. The bereaved relatives have said they want to ask why security officials did not act to stop bombers Mohammad Sidique Khan and Shehzad Tanweer despite having monitored them in early 2004. “I want the inquests to look at whether any mistakes were made or flawed systems were in place,” said Ros Morley, whose husband Colin, 52, died in one of the Underground bombings. “Innocent citizens in the UK and worldwide need to know that they are protected now and in the future. “I hope it is possible to gain something positive out of a deeply tragic event in which 52 innocent
people lost their lives.” New details have already emerged in documents submitted ahead of the inquests, including that police discovered they had held the fingerprints of Khan, the ringleader, on file from as far back as 1986, when he was 11. The documents also revealed that 17 of the people killed in the blasts did not die instantly, with at least one victim having survived for up to 40 minutes after one of the attacks. MI5 has sought to block much of the questioning on the grounds that it would require the disclosure of secret files that would threaten national security. In May, coroner Heather Hallett said the “scope of the inquest into the 52 deaths will include the alleged intelligence failings and the immediate aftermath of the bombings”. “To my mind it is not too remote to investigate what was known in the year or two before the alleged bombings. Plots of this kind are not developed overnight,” she added. The legal battle over whether the confidential information should be aired at the inquests is not expected
to begin in full until next year, with the early part of the hearings set to be largely procedural. Inquests into the deaths of the four, homegrown bombers will be held separately at the families’ request. The four near simultaneous attacks — known in Britain as 7/7 — unleashed a wave of unease in Britain about the threat of homegrown extremism, especially when it emerged that some of the bombers had visited Islamists in Pakistan. The bombers struck during rush hour as then-premier Tony Blair was meeting with Group of Eight (G8) counterparts in Scotland, and the day after London was chosen as the host for the 2012 Olympic Games. Two weeks later there was an apparent attempt at a copycat attack, but the devices involved failed to go off. In the rush to find the plotters police mistakenly shot and killed an innocent Brazilian man, Jean Charles De Menezes. Last month, the United States and European nations warned of a possible new Al-Qaeda plot attack on multiple targets in Europe.
SAO PAULO (Reuters) – Brazil’s ruling party presidential candidate Dilma Rousseff lashed out at rival Jose Serra in a debate on Sunday, striking her most aggressive tone of the campaign as she sought to halt Serra’s momentum in the lead-up to the runoff vote. A combative Rousseff lambasted Serra as a pawn of foreign investors and accused him of running a smear campaign against her, a week after her campaign was dented by last Sunday’s weaker-than-expected showing in the first round vote. “Your campaign is trying to do harm with lies, slander and defamation,” said Rousseff in her opening remarks, responding to accusations that she favors legalizing abortion — charges that turned off religious voters and contributed to her failure to win the first-round outright. Rousseff’s lead has dwindled from more than 20 percentage points to only 7 in the latest poll for the October 31 runoff to determine who will become the leader of one of the world’s fastest-growing emerging markets. She hammered away at Serra’s involvement in 1990s privatizations widely backed by investors but that many Brazilians still believe were harmful to the country’s economy. She also celebrated a recent share offering by state-oil company Petrobras that boosted state control over the firm. Neither candidate is expected to make major changes to the economic growth strategy set out by wildly popular President Luiz Inacio Lula da Silva, Rousseff’s mentor who helped turn the onceunknown civil servant into the
leading candidate. Serra portrayed Rousseff as two-faced on moral issues including abortion and belief in God, seeking to tap religious voters who helped sway many against her and turn what was expected to be a blow-out into a competitive race. “You defended (abortion) and then you went on to change your position,” said Serra, a former governor of Sao Paulo. He lashed out the ruling Workers’ Party for failing to control rampant drug-related crime as well as shoddy infrastructure such as ports and roads that have slowed the country’s economic development. Hosted late on Sunday night during a long weekend, the debate is unlikely to be a game changer for the elections. Previous debates had little discernible effect on the campaign, and generally struggled to compete for viewership with Brazilian soccer matches broadcast at the same time. Public opinion group Datafolha on Saturday showed Rousseff winning 48 percent support compared to 41 percent for Serra, with 11 percent of respondents saying they would vote for neither or were undecided. “That poll shows that we are still in front and are very sure of ourselves,” said Sao Paulo state deputy Rui Falcao of the Workers’ Party, who attended the debate.

Social Affairs Minister Salim Segaf Aljufrie said the cabinet meeting was about matters related to the management of the flash flood in Wasior and the president’s plan to visit the flood-hit area. Present at the meeting were among others Health Minister Endang Sedyaningsih, National Police Chief Gen Bambang Hendarso Danuri, and National Defense Forces (TNI) Chief Gen Agus Suhartono. According to the Salim, President Yudhoyono was scheduled to visit Wasior on Wednesday. The highest government official who had visited Wasior so far was Coordinating Minister for People’s Wel-
fare Agung Laksono who came to the flood-devastated region last Saturday (Oct) accompanied by Social Affairs Minister Salim Segaf Al Jufri. The two ministers first flew to Manokwari in an aircraft chartered from Trans Wisata on Saturday morning and then took a Susi Air flight to Wasior. “We would like to get first hand information about the material damage and the real conditions of the flood victims,” Agung Laksono said. Agung said he and Salim Segaf had come to Wasior because the government was concerned about the devastation and human suffering caused by the flood. During the visit, Agung and
Salim Segaf extended extended Rp2.5 billion in cash from the government for emergency response efforts in flood-devastated Wasior. On the occasion, Agung Laksono said he and the social affairs minister had brought with them Rp2 billion and Rp500 million respectively so the total amount of emergency response funds from the government was Rp2.5 billion. “The funds can be used to lighten the burden of the flood victims and the refugees during the emergency response period,” Agung said, adding that the emergency response would last for 14 days until October 18, 2010. Asked if the period of the emergency response could be extended, Agung said it would depend on the situation and condition at the scene. “After the emergency response, we will immediately make necessary preparations for rehabilitation and reconstruction,” Agung said.

Australian minister to discuss migration issues with RI Antara
JAKARTA - Australia’s Minister for Immigration and Citizenship, Chris Bowen MP, will depart Australia on Monday to visit Indonesia, Malaysia and East Timor to continue discussions regarding a regional approach to irregular migration. Bowen said the Australian Government is committed to strong cooperation with regional neighbours on people smuggling and border security issues, according to the Australian Embassy here in its website on Monday. ‘’Indonesia, Malaysia and East Timor are key partners for Australia and our governments are committed to close, practical working relationships,” Bowen said. “This will be an important opportunity to discuss our mutual interest in enhanced cooperation to address issues surrounding people smuggling and irregular migration in our region, he said. He said that he was keen to talk to our neighbors about a sustainable Regional Protection Framework as part of the visit. “A Framework involving our regional partners is the most effective way to holistically address irregular migration in the region and to remove the incentive for people to undertake the dangerous sea voyages that put lives at risk,” he said. He said that the Framework would include developing a comprehensive approach to the processing of asylum seekers with the cooperation of regional partners and relevant international organizations, including the United Nations High Commissioner for Refugees (UNHCR). Bowen said: “Our focus must be on building sustainable, lasting solutions to the problem of people smuggling with our regional partners and key international organizations.” The meetings in East Timor will discuss the potential for East Timor to play a role in the proposed Regional Protection Framework, including the possible establishment of a Regional Processing Centre in East Timor. In addition, the Minister will also meet with representatives of the UNHCR, the International Organization for Migration and other key stakeholders during the trip. “What differentiates this Government’s approach from our current Opposition’s position on border protection and people smuggling is our commitment to engaging both with our region and the international community. Importantly, we recognize that the challenges we face are regional and global in their scope,” Bowen said. “I appreciate the positive engagement from East Timor, Indonesia, and Malaysia on these issues and I look forward to the opportunity to meet with more of our regional neighbors shortly to further discussions on a Regional Protection Framework,” he added.

JAKARTA - Greenpeace has called on the Indonesian government to ‘’Turn the Tide” of converging environmental and humanitarian crises by adopting a green development pathway to address the impacts of climate change. The green development policy was also needed to help the country progress and prosper without damaging its rich natural heritage, the environment group said Monday in a statement announcing the visit of the “Rainbow Warrior” to Indonesia. The ship is in the region for the “Turn the Tide tour of Southeast Asia” and is set to dock on Wednesday (Oct. 14), at Jakarta’s Tanjung Priok port.

The hygiene problem on the temple cannot be resolved until now especially during high sale rituals which is quite often being held on the temple. DPD hails free health service program in Bali Antara
DENPASAR - The Regional Representatives Council (DPD) has hailed Bali province’s free health service program (JKBM), Bali Governor Made Mangku Pastika said. “A total of 15 DPD members hailed the program. They, who came to Bali to gather inputs for the drawing of a law on national social insurance, were surprised to learn that Bali already had a program of that kind,”
the governor said here on Sunday. The governor said that although the Regional Budget (APBD) funds were limited, yet Bali was able to set aside an amount for health services and it was able carry out the program. “We hope that ahead we could improve the program and and increase its implementation,” the governor said. The regional government of Bali allocated a fund of Rp127 billion to support the free health service pro-
gram in 2010. The funds increased five folds from that a year earlier which stood at Rp27 billion. The allocation accounted for 13.5 percent of the APBD. Ideally, based on the law, the allocation of fund from the APBD is about five percent. Governor Pastika said that his side allocated a relatively big amount of funds in an effort to show the regional government’s high commitment to providing health services for the people.

DENPASAR – The development of tourism in South Kalimantan still depend on the availability of the direct flight from Bali. Fitri Rifani, the assistant of the Development Division in South Kalimantan Government, said “the current flight must transit in Surabaya for 4 hours and it not popular among tourists.” The government was holding “Borneo Extravaganza” in Discovery Mall Kartika Plaza, Kuta on October 8th through October 10th 2010. She hoped that the promotion event will increase the number of tourists visited Kalimantan. Four provinces in Kalimantan took part in the exhibition, they were middle Kalimantan, East Kalimantan, West Kalimantan, and South Kalimantan. Each province exhibited their tourism sites, art and culture, souvenirs, and others. Fitri said that most of the current flights don’t bring any tourists to Kalimantan area because the transit time is too long. She said
that the government had discussed with several airlines in Indonesia so they open direct flights from Ngurah Rai Airport in Bali to Syamsuddin Noor Banjarmasin Airport in Banjarbaru. “I don’t know why there are no airlines that want to open direct flights from Bali to South Kalimantan,” she said. If the South Kalimantan is not has the proper value to have direct flights then flights to Middle or East Kalimantan is able to support the development of tourism in Kalimantan. Southern Kalimantan is famous for their floating market and Martapura as the producer of diamond. There are also many natural tourism sites and adventures in the province. There is great hope that there are airlines that have direct flight to the province in order to develop tourism in Kalimantan. South Kalimantan is visited by 7,000 tourists every year and no targeting for 10,000 tourists.

Similarly, devotees thank for the prosperity bestowed and maintain the relationship with their ancestors. Though they have left for the beyond, hopefully they could illuminate their descendants. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development. Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction. Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. OVERVIEW: The whiskered catfish, though not an attractive looking creature, tastes excellent when cooked in this fashion. INGREDIENTS: 1 catfish weighing 350g 1 tsp salt 1tsp black peppercorn crushed 2 tbsp freshly squeezed limejuice 1-cup spice paste for seafood 2 cups coconut milk 1 stalk lemon grass, bruised PREPARATION: Season catfish with salt, pepper and limejuice and marinate for 30 minutes. Deep fry fish over medium heat for 10 minutes until crispy. While the fish is marinating, combine all remaining ingredients in saucepan and bring to the boil over medium heat. Reduce heat and simmer for 30 minutes, until coconut milk breaks apart and sauce becomes oily and clear rather than creamy. Pour the sauce over the fried fish and serve.

SEOUL - South Korea warned G20 leaders on Monday that failure to settle disputes about currency policy could fuel protectionism and damage the world economic recovery. President Lee Myung-Bak, in a lunch with foreign correspondents before next month’s Seoul G20 summit, urged members not to pursue only national interests. “If the world fails to reach agreement on matters such as foreign exchange policy and insists on its own interests at a time when the global economy is in recovery phase, it will bring about trade protectionism and cause very difficult problems to the global economy,” he said. Lee avoided further comment on heated currency disputes pitting China against the United States and Europe, which argue that Beijing keeps the yuan undervalued to favour its exporters. IMF policymakers meeting in Washington Saturday failed to reach agreement on measures to avert what some see as a looming currency war. But they pledged to keep working to-
ward easing global economic imbalances. The currency battle looks set to be rejoined when G20 finance ministers meet in South Korea on October 22-23 in preparation for the summit. Lee said through a translator he would seek a “win-win solution for everybody” and hoped many issues could be agreed before the Seoul summit. He said the G20 was formed during what was widely seen as an unprecedented global economic crisis, and members then had a common goal. Now there were signs of recovery, competing national interests were coming to the fore. “That’s only natural... but that’s our greatest challenge as host,” Lee said. The Seoul meeting will be the fifth summit by the Group of 20 top world economies, but the first to be hosted
by a non-G7 member. Lee said South Korea wants to make the G20 — whose members account for 85 percent of global gross domestic product — the world’s leading economic forum, but to remain mindful of non-members especially in Africa. He said South Korea, the first country to turn from international aid recipient to donor after its rapid post-war development, could help both advanced and developing nations. Lee also spoke of his “close personal relationship” with President Barack Obama. But he expressed apparent impatience at US delays in ratifying a free trade agreement signed three years ago with South Korea. Asked whether a deal could be reached before the summit, he replied: “I’m not so sure. It’s really up to the Americans. We already reached a complete deal three years ago.”

WASHINGTON - The governor of the Bank of Japan on Sunday urged advanced economies to keep unprecedented low interest rates and other stimulative measures in place given the slow pace of economic recovery. Addressing the “major and common challenges for advanced economies,” Masaaki Shirakawa said “we need to continue with unprecedented easy monetary policy, given the current economic conditions.” As much of the rich world struggles to rebound from the economic crisis, Shirakawa said the United States and Europe could learn from Japan’s “lost decade” of deflation. Earlier this month the Bank of Japan surprised markets by adopting a near
zero rate policy and announced further easing measures to help safeguard a fragile recovery from the threats of deflation and a strong yen. The central bank lowered its key rate to a range of between zero and 0.1 percent, from the rate of 0.1 percent set at the height of the financial crisis in December 2008. In the United States the Federal Reserve has indicated it will keep extraordinarily low interest rates in place for an “extended period” and has moved ever-closer to restarting purchases of US treasuries in the hope of stimulating a lackluster recovery. Many European countries have been reluctant to extend crisis spending as the indebtedness of some eurozone members has come under fierce scrutiny, a stance that has drawn fire from the United States.

BERLIN - Inflation risks are on “upside”, the European Central Bank’s chief economist said on Sunday in an interview with a website, warning against keeping interest rates too loose too long. “Inflation rates should remain moderate overall, but the risks to this outlook are slightly tilted to the upside,” Juergen Stark said in an interview with specialist Internet publication Emerging Markets. Inflation concerns at the ECB draw a sharp contrast with views at the US Federal Reserve which has said it could pump more liquidity into the financial system in a bid to revive the economy and avert deflation. “We are fully aware that maintaining an accommodative monetary
policy stance for too long can pose serious risks to our economy and, ultimately, to price stability over the medium term,” Stark said. He said that extraordinary measures taken by the ECB in the face of the financial crisis must not “sow the seeds of new imbalances or excesses.” “Thus, the ECB’s key interest rates and overall provision of liquidity will be adjusted timely and appropriately,” he said. “Our unambiguous guiding post for the timing and sequencing of exit from monetary accommodation is the outlook for medium-term risks to price stability.” Eurozone inflation rose to 1.8 percent in September, the highest 12month figure in nearly two years and spot on the ECB’s target of close to but less than 2.0 percent.

WASHINGTON - Fears are growing that the flood of cash into emerging markets could provide kindling for the next economic crisis and has already fueled simmering currency disputes. Amid sclerotic growth in the traditional strong markets of Europe, Japan and the United States, emerging giants like Brazil, China and India have become an increasingly attractive proposition to investors. Billions have been poured into Brazilian bonds, Chinese real estate and Indian equities, which promise better returns than can be found in New York, Tokyo or London. The Institute of International Finance has projected that around 825 billion dollars will gush into emerging economies this year, up 30 percent from 2009. While rapidly developing economies might welcome new investors, the sudden rush of cash is poising a host of problems from rising home prices to stronger currencies that make exports less competitive. “Already a very significant amount of money is following into some emerging economies,” Haruhiko Kuroda, the head of the Asian Development Bank, told AFP. “If this situation intensifies it may become more difficult to manage,” he warned. But is not just the volume of cash that makes Latin American and Asian countries jittery. “A lot of money flowing into emerging markets is short term, portfolio investment, bank loans and so on, which could quickly be re-
versed,” Kuroda said. If the economies of Europe, Japan and the United States were to pick up or any number of local crises struck, the bubble could quickly pop. Facing these risks, ever-more countries have begun to take matters into their own hands. Brazil has doubled its tax on foreign inflows, while countries from South Korea to Colombia have tried to sterilize the impact of flows on their currency by buying up dollars. “Measures must be introduced if necessary,” said Kuroda, who pointed to some success stories. But the measures are not always successful, according to Guillermo Ortiz a former governor of the Bank of Mexico, who recently addressed an IMF/CNBC forum. “Brazil... raised tax from two to four percent on foreign inflows and the real appreciated.” As the United States and Japan move to pump more cash into the economy, the rush capital flows, subsequent appreciation and intervention, may increase. “The central banks are pumping huge amounts of liquidity, interest rates are at record lows so all this money is chasing yield and it is going to emerging markets, and everybody is trying to stop appreciation,” said Ortiz. “Until these tensions are resolved emerging markets will have to deal with volatility, high capital inflows and central banks will be under heavy political pressure to intervene, knowing perfectly well that this intervention are probably not going to get them very far.” “The only solution of course is to have some renewed spirit of cooperation,” he added.

Which isn’t an unexpected statement to make, considering that the next entry in John’s discography is “The Union,” a duet album with the 68-year-old Russell. But John doesn’t have to swear on the family Bible that he’s not just blowing celebrity smoke. “Leon Russell is my idol” is like a mantra John recited unprompted during interviews throughout his career. In 1970 and 1971, from Rolling Stone to Melody Maker to Georgia Straight, a weekly in Vancouver, British Columbia, it was always “my idol.” From the late 1960s through 1972, piano player, songwriter, singer, performer, producer and bandleader Russell seemed to be everywhere: playing sessions with Delaney & Bonnie; writing classics like “A Song
for You” and “Superstar”; putting together the large band, arrangements and songs for Joe Cocker’s famed Mad Dogs & Englishmen tour. And on his own Shelter Records (formed with former partner Denny Cordell), Russell had a productive career as a solo artist, with hit singles (“Tight Rope”) and albums (“Carney”), a deserving legend in his own time. LONDON - Glittering with new crystal chandeliers, gold leaf and polished marble floors, London’s Savoy hotel reopened Sunday after a three-year, multi-million-pound refit to restore its former splendour. London’s first luxury hotel, which hosted luminairies from Marlene Dietrich to Claude Monet, has been renovated from top to bottom in a mammoth project costing 220 million pounds (250 million euros, 350 million dollars). British actor Stephen Fry was the first guest to check in, arriving in a Rolls Royce to be met by hotel managers in the famed art deco lobby. “It feels the same but it’s really different,” sales director Simon Gilkes told AFP, adding: “It wasn’t about changing the Savoy but restoring the Savoy. Commercial flights will fly out of New Mexico where a spaceport is under construction. Officials from Virgin Galactic and other dignitaries will gather at the spaceport Oct. 22 for an event commemorating the finished runway. The event will also feature a flyover by SpaceShipTwo and WhiteKnightTwo.
WASHINGTON – Poverty, conflict and political instability mean some one billion people went hungry this year, many of them children in Africa and Asia, according to the Global Hunger Index report released on Monday. Out of 122 countries included in the annual report, 25 have “alarming” levels of hunger and four countries in Africa have “extremely alarming” hunger, says the report by the International Food Policy Research Institute (IFPRI), Concern Worldwide, and Welthungerhilfe. The Democratic Republic of Congo (DRC) fared the worst in the hunger index, which is based on data from 2003-2008. Three-quarters of the population in the vast central African country were under-nourished, and DRC also has one of the highest child mortality rates in the world, the researchers who compiled the index found. Three factors were used to calculate the Global Hunger Index (GHI): the proportion of undernourished people in a
country, the prevalence of underweight children, and the child mortality rate. “Protracted civil conflict since the late 1990s led to an economic collapse, massive displacements of people, and a chronic state of food insecurity,” in DRC, the report said. “Food availability and access deteriorated as food production levels dropped, and remote areas became even more isolated as a consequence of very poor infrastructure,” it said. The index ranks countries on a 100-point scale, with zero being the best score — no hunger — and 100 being the worst, although neither of these extremes is reached in practice. A score higher than 20 indicates “alarming” levels of hunger and above 30, “extremely alarming” hunger. DRC was one of four countries with “extremely alarming” hunger levels and the only country in this year’s index with a score above 40. The other three countries with very high hunger levels were Burundi, Eritrea and Chad. All have been involved in simmering or open conflict for many years.

FLORENCE - Italy fullback Domenico Criscito on Sunday singled out Serbian forward Milos Krasic as the main threat to the Azzurri in Genoa on Tuesday. Italy tackle the struggling Serbs in a Euro 2012 Group C clash at the Marassi stadium. And while the Italians lead the group on seven points from three matches, Serbia are in trouble following Friday’s 3-1 reverse at home to minnows Estonia. But even so, Criscito believes that with Juventus’s Krasic in the team, Serbia cannot be taken lightly. “For me it will be special in front of my fans and in the stadium that launched me and where I’ve played for five years,” said the Genoa leftback. “Everyone knows about Krasic’s quality, he’s a great player, very quick and in form. “He’s a real danger. We want to win and we want the three points.” And Criscito hit out at those who criticised the Italians for their failure to beat Northern Ireland on Friday. “Those were unjustified criticisms. The Scots put everyone behind the ball for much of Friday’s match in Prague to frustrate a Czech side who finally prevailed 1-0. With just the group winners guaranteed a place in the finals in Poland and Ukraine, the three points were hugely important for the Czechs, runners-up at Euro 96 but set for a tough battle with the Spanish to top the group. Lithuania made Spain sweat Friday before succumbing 3-1 in Salamanca and the latter expect a tough test at Hampden Park. “We are expecting them to get everyone behind the ball and try to hit us on the counter-attack,” said Spain midfielder Santi Cazorla. “They are tough to break down - it can be complicated,” added Cazorla. Home-alone Federer ready to impress in Shanghai Agence France Presse
SHANGHAI - Roger Federer is spending this week at the Shanghai Masters without his family, with the Swiss world number three on Monday saying he is fully focused on ending this season’s ATP tour on a high. With wife Mirka and the couple’s infant twin girls not making the journey, it leaves Federer and coach Paul Annacone to concentrate on the job at hand on court. Federer, who has perhaps had an average ATP season by his high standards, said he is ready to get back to winning ways after a period in a post-US Open training base in Dubai. “The season’s not over yet. Let’s not come to the conclusion here that this has been a bad year or that I’m not happy with it,” he said. “I won the Australian Open. I think I played well at the US Open (lost in the semis to Novak Djokovic), was a point away from making the finals, and then you never know. “Wimbledon (quarter-final loss to Tomas Berdych) obviously was a disappointment and the French (quarter-final loss to Robin Soderling) because I was defending champion in both those tournaments.” But he quickly added: “It’s the way it is, I had some tough losses this year with match points - really close matches which maybe in the
past have gone my way. “But I still have five tournaments to play, this season is far from over. I feel like I’m playing really well and feeling well. We’ll see how the season plays out and then I’ll make a statement how it was.” Federer, who will make his start in the second round after a bye against the winner from John Isner and Lukasz Kubot, said he can draw on good memories of playing in Shanghai. “I’ve always played great here. I’ve never had a bad tournament. It’s extra special coming here and playing outdoors in Shanghai, which I’m very excited about.” The Swiss won the year-end Masters Cup in 2006 and 2007 when the lotus-roofed Qi Zhong stadium served as venue. NEW DELHI - The Commonwealth Games was plunged into a new crisis on Monday after women’s track 100m gold medal winner Osayemi Oludamola of Nigeria failed a drugs test. Commonwealth Games Federation president Mike Fennell said the 24year-old, who was promoted to gold when Australia’s Sally Pearson was disqualified for false-starting, tested positive for the banned stimulant methylhexanamine. He added that she had been notified and had requested her B sample be tested with the results expected later in the day. “As far as anti-doping is concerned we have conducted over 950 tests to date and we’ve had results from just over 700,” said Fennell. “Unfortunately I have to report to you we have had a positive result. “This result was in relation to the winner of the women’s 100m final, Ms Osayemi from Nigeria. She has been notified in accordance with the antidoping standard that applies to these Games.” It was the first positive test of the Games, now in their eighth day of competition, and Fennell said it remained to be seen how much damage it would do to the image of the sport given it came in such a high-profile event. “Any positive test, whether in a high-profile event or not, is something we very much regret because we all strive for a clean Games and a clean sport,” said Fennell. “We don’t know what sort of damage will accrue but we
want to let everyone know that we are very vigilant and we are doing all we can to eliminate doping in sport.” Organising committee secretary general Lalit Bhanot said the positive test showed noone could get away with cheating. “We want dope-free games, he said. “That’s why 1,500 tests are being conducted. If someone is caught, action will be taken as per the rules. “At the same time it is a message to everyone that no one can escape.” If Oludamola is stripped of her medal, then Natasha Mayers of St Vincent and The Grenadines would be promoted to first with England’s Kathryn Endacott taking silver and Bertille Atangana of Cameroon coming third. Nigerian news website Vanguard quoted Athletics Federation of Nigeria president Solomon Ogba as saying Oludamola was given prescription medicine to fight a nagging toothache. “She took medication for her toothache and we strongly suspect that it was that, which led to her failed drug test,” he said, adding that they were fighting the case. Despite the positive result from Thursday’s final, Oludamola competed in the 200m heats on Sunday, but finished fourth to narrowly miss the final. That medal race was due to be held Sunday evening but was postponed after more chaos when Elena Artymata of Cyprus, the fastest qualifier, was disqualified from her semi-final for stepping out of her lane. She appealed but it was turned down. However, it became too late to hold the race which will now be run later Monday.

Red Bull boss not worried by team rivalry Agence France Presse SUZUKA, Japan - Red Bull boss Christian Horner on Monday dismissed concerns about his drivers’ rivalry wrecking their title hopes after they dominated the weekend Japanese Grand Prix. Australian Mark Webber leads the drivers’ title race by 14 points ahead of his team-mate Sebastian Vettel after following the German home to seal a one-two for Red Bull at Suzuka on Sunday. Two-time champion Fernando Alonso finished third for Ferrari and the Spaniard is level with Vettel on 206 points — and hoping that the leaders’ in-house rivalry will give him a chance to exploit any slip-ups. The Red Bull drivers have already twice this year been victims of their own jousting — in Turkey when they collided and again in Britain when the team favoured Vettel by giving him a new front wing. But Horner says the competitive tension created by the contest between Webber, 34, and Vettel, 23, is a “luxury” not a worry. “One of Sebastian’s strengths of character is the self-belief that he has and I don’t think he has ever doubted for one moment that he is out of this championship,” he said.
“After a difficult few weeks, Seb has responded in the best possible way. We are fortunate in the team to have two level-headed and strongwilled drivers. “And while that inevitably poses challenges at times — it is a luxury problem to have! “I am delighted with the performance of the two drivers and obviously hope that they keep performing at this level over the remaining three races,” Horner added heading into the concluding events in South Korea, Brazil and Abu Dhabi. “For me, they are a great pairing. Monza, Singapore and Japan, here, have all been strong events for Seb, and he has built a bit of momentum back into his campaign and got himself back into contention. “But Mark has been banging in podiums. He achieved it in
Singapore, he achieved it in Spa (Belgium) and he achieved it here in Japan. It will be about consistency in the remaining three races between the title protagonists.” Horner denied any favouritism by team management for either Webber or Vettel as the season climaxes. “The way the drivers are working at the moment is fantastic. They are both working in a completely transparent and open way,” the Red Bull boss said. “They are obviously competing for the biggest prize in motor sport and as a team that brings additional pressures with it,” he said. “But as a team we are trying our best to support both drivers equally and both drivers are very much still in this championship.”
Pedrosa to return for Phillip Island Dani Pedrosa will return to MotoGP for this weekend’s Australian Grand Prix, just a fortnight after breaking his collarbone at Motegi. The Honda rider lost his title chance by missing yesterday’s Malaysian GP, where Jorge Lorenzo clinched this year’s world championship. But having made good progress since surgery on his injury, Pedrosa says he will race at Phillip Island. “It was hard to take the decision to not go to Malaysia, but after another week I feel it was the right thing to do because during these days my condition has improved quite a lot,” he said. “So I’m looking forward to getting to Australia and finding out how I feel on the bike. I will arrive at Phillip Island on Wednesday to have some time to recover from the flight and rest a little bit. “I know it will be tough because Phillip Island is a very demanding track and also the weather conditions can play a big part, but I really believe it’s time to come back with my team and try to return to the high level of performance we had before the crash in Japan.” Pedrosa suffered the injury when a throttle problem caused his Honda to crash early in Friday practice at Motegi. He immediately flew back to Spain and had surgery the next day, with a titanium plate inserted to fix the fracture. “After the operation I began rehabilitation immediately,” said the Spaniard. “The surgery was very successful and the plate was well fixed, so the main problem was not the collarbone but the stiffness in my neck and all around my shoulders. I’ve been having massage and doing exercises with my physiotherapist and I will keep this up in Australia.” Although Pedrosa cannot now win the 2010 title, he insisted it was still worth getting back on the grid as soon as possible. “The championship is decided, but for us it’s still not over,” Pedrosa said. “The target now is to retain second place in the standings and continue working on the bike so that we arrive in good shape for the winter tests, when we will start working for next year.
