DENPASAR - Former Rector of the Udayana University (Unud) Prof. Dr. I Made Bakta asserted that the feasibility study conducted by the Udayana University related to the utilization, development and management of Benoa Bay had not been final or remained in progress. Considering the study was final, his party had not published the final report of the study. Hence, his party was so upset against the issuance of the Gubernatorial Decree No.2138/02-C/HK/2012 on the permit and rights of utilization, development and management of Benoa Bay whose consideration referred to a document on the Benoa Bay water utilization and development plan. “The study conducted by the Institute for Research and Community Empowerment (LPPM—Ed) of the Udayana University has not been final. On that account, the Udayana University has not provided the document yet,” said Bakta to Bali Post, Wednesday (Jul 10). During his office as the Rector of
the Udayana University ending on June 28, 2013, Bakta indeed signed a memorandum of understanding (MoU) with PT Tirta Wahana Bali International (TWBI) to conduct a feasibility study related to the utilization, development and management of the Benoa Bay. As follow up of the MoU, his party assigned the
LPPM of the Udayana University to undertake the study. Furthermore, the LPPM established a team consisting of 14 members led by Ida Bagus Putu Adnyana. “The team is assigned to conduct the study. When the news on the issuance of the Gubernatorial Decree was reported in the media, I immediately summoned
the Chairman of the LPPM of the Udayana University Prof. Ketut Satriawan and the Team Leader Ida Bagus Putu Adnyana whether the Udayana University had issued the document of feasibility study. They explained to have not issued any document because the study by the LPPM has not been final. Thus, the final report automatically has not been available,” he said while asserting that the study could be considered final if the final report had been issued. If the study had been final, he said, the team assigned would definitely submit the result of the final study to Chairman of the LPPM and then reported it to the rector that signed the MoU. Furthermore,
with the approval of the rector, chairman of the LPPM would submit the results of the study or document to PT TWBI as the party requesting the service of the Udayana University to conduct the study. “It’s the mechanism. However, so far I have not received the results of final study from the LPPM. When the issue appeared in media, I have asked for confirmation to Chairman of the LPPM and the Team Leader. In fact, both stated if the study made by the LPPM has not been final and will not hand over the document,” said Bakta who would attend the office handover ceremony with the elected Rector of the Udayana University, Prof. Dr. Ketut Suastika, Friday (Jul 12). DENPASAR - Directorate of Bali Police Traffic Affairs with traffic and road transportation forum as well as the Ministry of Public Works jointly came down to the field to perform traffic engineering or surveying, Wednesday (Jul 10). Starting from Tohpati, Ngurah Rai Statue roundabout to Nusa Dua, they conducted a survey related to traffic flows. Such an effort was carried out to make preparation ahead of the implementation of the APEC Summit next October 2013. Director of Bali Police Traffic Affairs, Benone Jesaja Louhenapessy, said that in accordance with the previous meeting with the parties involved, his party had prepared earlier the traffic flows to be used in the implementation of the APEC Summit. “During the survey (Wednesday—Ed), some points have been identified. Later, it will be attempted to look for the best solution with relevant agencies,” he said. The solution, he said, was prepared for short term, medium term and long term. Benone added that in the future would be defined and proposed which road or route would be closing. “We will disseminate to the public when the closure and traffic diversion have been determined. Similarly, some traffic flows will be reduced and added,” he explained. Results of the survey would be announced in the near future. “Maximally, we will announce it within a week,” he said. Furthermore, he said that police and transportation agency would also assign their personnel in the field to tackle congestion. Later, there would be a temporary barrier placement. “We’ll see whether or not the barriers can facilitate the congestion,” he explained. (kmb21)

According to one of the traders peddling directly in front of the empty stall said the condition of piling up garbage had long become a daily scene of traders. It happened because of the piling garbage after the great fire a few years ago. All this time, it had not been transported by related agency. As consequence, the empty stalls looked like a garbage disposal. Vile and shabby impression of Bangli town was also visible in the east of the official residence of Bangli Regent. Although the open waste tanks had been provided, piles of garbage remained to look scattered around it. By all means, it
became an irony because it was located next to the official residence of the number one man in Bangli. In the northern region of Bangli, shabby impression was also visible in front of the Kintamani subdistrict office’s head. Many people complained about the overflowing garbage in the region. Even, the forest reserve located on the west of Bank BPD Kintamani was not free from such an impression due to much plastic garbage beneath the shade trees. Responding to such condition, the Head of Bangli City Planning, Ida Bagus Gede Wediatmika, said that his party had been working optimally. However, due to constrained by facilities and inadequate infrastructure, some locations looking shabby could not be handled optimally. Within a day, the City Planning employed 156 officers throughout the region in Bangli equipped with 8 garbage trucks to arrange the Bangli County area. Responding to the garbage piling up in the formerly burned Kidul Market,
his party had actually long intended to transport it. However, since the stalls remained to keep the possessions of traders, the garbage was left for a while and would be addressed later in conjunction with the renovation to the Kidul Market next few months. For waste management in Kintamani, Wediatmika said his party had been optimally handled it. Investors reluctant to invest in agricultural development Bali Post
DENPASAR - So far, the development of investment in Bali seems without control, especially in the three most populous regions such as Denpasar, Badung and Gianyar. Definitely, it makes Bali start getting a new label known as the ‘truculent Bali.’ Seeing the condition that Bali began to be overrun by investors, an economist from the Udayana University, Dr. I Gusti Wayan Murjana Yasa, when contacted on Wednesday (Jul 10) said the investment was an important factor in determining the direction of development. Any disparities among the regions and especially between the rural and urban areas indicated if the investment was less directed. “In the future, the investment should be directed to develop the agriculture in the broad sense in supporting the tourism development so that it results in a mutually reinforcing synergy between the agriculture and tourism,” he said. Further, he said the concept about the matter had been very clear and very much discussed and then how to put it into real policies that could be implemented in stages. According to him, here was required a commitment and willingness of the government both the executive and legislative that it
was very important to include the private and public participation in the policy making. Previously, Prof. Dr. I Wayan Windia, from the Udayana University, said the agriculture had been the main support for tourism in Bali, especially for tourists coming to enjoy the natural beauty of Bali. On the other hand, he assessed the investment in agriculture in Bali sourcing from the government fund and investor remained low. “The investment value is less than one percent of the total development fund related to various aspects of life in this region,” he said. He said the small amount of investment in the agriculture caused the farmer exchange rate or the welfare of farmers in the region to remain low. Such condition was aggravated by the widespread farmland conversion that was increasingly alarming and threatening the food security in this region, he added. Meanwhile, in separate location the Dean of Faculty of Economics,
Warmadewa University, IGN Sanjaya, said that in the future would be required a thorough reform of the rules on investment in Bali. Otherwise, the small Island of Bali was feared to be exhausted if the investment management accentuated the interest of investors, not the interests of Balinese people. “The executive and legislative should be open to the public about any investment licenses issued. It is important so that the public will not get confused with any growing investment activities,” he said. Further he said that coordination between the provincial and county/municipal government should continue to be pursued so that there would be no overlapping policy. Not only that, the customary and administrative village apparatus existing in the area of the investment activities should carefully review before making a decision to approve. “In essence, do not just always be tempted by much money and material lures,” he advised. Art shop owners in Tegallalang increasingly fragile SUFFERING of the art market traders in Gianyar County lacking of visitors caused by the monopoly of large capital entrepreneurs by establishing souvenir market is also experienced by the owners of the art markets throughout Tegallalang, Gianyar. They are increasingly fragile. Aside from the progressively diminishing export value, the lacking of visitors also currently happens to the art shop. Unavoidably, this condition makes many art shop owners have to hire out their business premises. The art shops previously used to display local handicrafts of the surrounding communities have now turned into food stalls. Existence of the art shops in Tegallalang has now been widely contracted by the outsiders to sell various foods such as catfish with peanut sauce and other fast food. On Wednesday (Jul 10), a legislator of the Gianyar House from Sapat, Tegallalang, Wayan Ekayana, admitted the difficulty undergone by local residents all this time. The economy of local people was at risk of being paralyzed. People’s economy having grown since the late 1983s had now been in danger of extinction. Aside from being caused by the existence of souvenir markets this time, it was also caused by many travel agencies leading their guests to the other places where they got better commission. In addition, the obstacles faced today also had something to do with human resources management in operating the business. Unfair internal and external competition would greatly affect the viability of local businesses. The main cause was the global crisis and many foreigners established the same business, where the latter very much savvied in information technology with online marketing. Such an obstacle would become a collective challenge, not only for the public but also for the government itself. When facing the condition and complaint from the craftsmen including the art shop owners today in Tegallalang, the government should look for a breakthrough in the future so that the local community would not only become a spectator at their home. Based on the existing record, the existence of the art shops in Tegallalang was then mostly owned by residents from outside Tegallalang. The current trend was reversed from the previous condition. Those formerly possessing an art shop had now become laborers. Surely, this condition affected the economic decline in the Tegallalang crafters. Aside from happening today, there was possibility to have an impact on the emergence of new poverty, he explained. Similar condition was also recognized by Made Sura Astra, a legislator from Pujung, Tegallalang. In response to the current condition, the executive was expected to find out a solution to promote the handicraft products and attract the interest of local market.

Due to weak competitiveness, private schools go bankrupt Semarapura (Bali Post)— Since being unable to compete against public schools, a number of private schools are forced to go bankrupt and now they are abandoned. In Nusa Penida islands, for instance, the SMA PGRI Nusa Penida high school has gone bankrupt because it does not get any students. It was closed last year because no students enrolled. One of the alumni of this school, I Dewa Ketut Budiadnyana, said on Tuesday (Jul 9) the SMA PGRI Nusa Penida had gone bankrupt since the academic year 2011/2012. In this academic year, the school only got three students. He said the students no longer glanced at the private school because of poor teaching quality and was no longer able to compete against public schools. Moreover, according to him, many public schools
also added their new classrooms and the existence of one-roof junior high school (SATAP). “There are a lot of additional classrooms, so that only a few students glanced at the private schools,” said Budiadnyana. This alumnus from Sampalan, Nusa Penida, asked the Klungkung Education Agency to think about the fate of private schools in Nusa Penida and Klungkung mainland, so that each school could continue to operate. He also hoped the foundation to improve the quality of learning in order to compete against public schools. “Private schools should also improve their management and capabilities in order to compete against the public schools,” he said. According to him, the Education Agency could apply restrictions to additional classrooms and student enrollment. “Public schools may not continue
to add classrooms and the addition must be limited to provide opportunities for private schools,” he said. Meanwhile, the Unit Head of Nusa Penida Education Agency, Wayan Natih, was reluctant to comment about the bankruptcy of private schools and the request of some alumni of the school. When contacted by phone a few times, he did not give any answer. Apparently, the bankruptcy of private schools does not only happen in Nusa Penida subdistrict, but also on Klungkung mainland. Ironically, the school going bankrupt as having got no students also happened to SMA PGRI Klungkung at Pegending hamlet, Sangkanbuana village. The Division Head of Klungkung Elementary and Middle Education, Ketut Suadnyana, was also reluctant to give comment about the private school bankruptcy.

Featuring historical values and popular culture Denpasar (Bali Post)— Commander of the IX/Udayana Military Regional Command, Wisnu Bawa Tenaya, together with Pemuda Panca Marga (PPM) and Bali Government launched the film entitled I Gusti Ngurah Rai, Wednesday (Jul 10). The launching was also attended by IGAA Bintang Aryani as the film producer, the actors, actresses and the others. It was made by applying the documentary drama concept by incorporating the historical values and popular culture.
In other words, it recounted the journey of love and struggle of I Gusti Ngurah Rai along with all his forces to face the Dutch troops in 1942-1947. Ngurah Rai also did a long march across the Bali Island. The launch of film I Gusti Ngurah Rai was the work of younger generation dedicated for Balinese people and Indonesian people revealing the national hero. Wisnu Bawa Tenaya expressed his gratitude and appreciation to PPM Bali and all stakeholders on the successful completion of the production of film I Gusti Ngurah
Rai. He quoted a maxim saying that a great nation was a nation which was willing and able to appreciate the services of its hero. By all means, it could help reaffirm all the elements of the nationalism. “We should be grateful. Amidst the progress of time and magnitude of negative impact of the occurring dynamics, there remains a group of youth coalesced into the PPM Bali very much caring about the values of national heroism showed off by I Gusti Ngurah Rai,” he said. Joged Bumbung IBP
Bali has many traditional dances and one of the most fun is the joged bumbung dance. Joged Bumbung dance can find in some place in Bali such as Tabanan regency, Gianyar regency, Karangasem regency, and Klungkung regency. This dance usually danced by some young girl usually until five. Tourists will often see and participate in a joged bumbung dance. The joged bumbung is a flirtation dance and a solo female dancer will select men from the audience with a tap on the shoulder with her fan. Back in 1937 during Miguel Covarrubias’s time in Bali, before the onrush of mass tourism, the joged bumbung was popular. Joged Bumbung usually accompanied with balinese gamelan called bumbung. Balinese gamelan is an ensemble of instruments indigenous to the island of Bali in Indonesia. Bumbung is comprised of bamboo resonators lying horizontally and tied to bamboo frames. These resonators are struck with special mallets made of bamboo and tire rubber. This balinese music usually used for accompany joged bumbung dance. This balinese music usually brought by some people which joined into sekaa or group according to each village and each group of joged bumbung dance. Each group of bumbung usually amounting among 18 until 27 people including the joged bumbung dancer.
A very popular dance that seems related to the legong is the joged, performed by a girl in a variation of the legong costume and in the traditional legong steps. The dance is considered erotic by the Balinese because the girl entices the men from the audience by ‘making eyes’ at them during the course of the dance. The man invited must dance with her in postures that represent a love game of approach and refusal (ngibing), in which the man tries to come near enough to the girl’s face to catch her perfume and feel the warmth of her skin, the Balinese form of a kiss. As the audience becomes worked up, other men ‘cut in’ and dance with her. The joged could easily be a modernized, decadent version of the ancient mating dance still to be found in some village in Bali, stronghold of native tradition. There, once a year, a dance called abuang is performed in which the unmarried girls of the village appear dressed in their best, wearing gold flower head-dresses and meet bachelor boys who posture with the girl of their preference in a short dance in which the gestures make one think of a chaste and restrained joged.

Interestingly, all the descendants of Pande clan in Bali always say prayers in the Pande Tamblingan Temple. Why? At the verge of mangrove forests of Lake Tamblingan lies a unique temple called the Pande Tamblingan Temple. Balinese people, especially the Pande clan flock to perform prayers in the temple. Although the lake water overflows and floods the outermost courtyard of the temple, it does not dampen the Pande community to say prayers. It aims at invoking safety, especially in carrying out the profession as a weapon maker. The temple poses the forerunner of the birth of Pande clan since ancient times. It is located about 65 km north of Denpasar, or about 30 km south of Singaraja town. Precisely, the temple is situated among the four villages namely the Munduk, Gobleg, Gesing and Umajero. The closest village to the temple is Tamblingan hamlet, belonging to Munduk Village. The Pande Tamblingan Temple perching on the verge of Lake Tamblingan spread across the area of 2,000 square meters. In the temple the devotees venerate the Lord Pasupati (Lord Brahma), Lingam-Yoni as well as the ancestors of
Pande clan. Aside from Pande clan at the four villages, the temple is also venerated by Pande clan from Celuk and Bitra Village (Gianyar), Kayu Putih and Baturiti Village. Pujawali or anniversary of the temple falls on full moon of the first month in Balinese calendar. Devotees came to the temple by passing through the woods and riding traditional boat services operated by lake fishermen. On the inscription originating from Ugrasena period, it was mentioned if the Pande community had been capable of making an armor used in a war, while the inscription from the period of Udayana and Suradipha mentioned the existence of papilihan mas and pwesi as well as Selonding gamelan. “The inscription states that Pande community and Selonding gamelan players got the exemption from the obligation of paying taxes,” he added. During the leadership of Bali ancient kingdom the King Asta Sura Bumi Banten was not subject to the authority of Majapahit. As consequence, a troop under the commander of the Arya Cengceng was assigned to attack the Pande community. Based on the information of secret service, Gajah Mada knew if Tamblingan was the center of the arms industry of the kings in Bali. Afterward, the settlement of Pande Tamblingan was attacked. BOSTON — Survivors of the Boston Marathon bombings got little satisfaction from suspect Dzhokhar Tsarnaev’s first public appearance since the deadly attacks. “Not guilty” was all he said, over and over. The blase-looking 19-year-old, his arm in a cast and his face swollen, entered his pleas Wednesday during a seven-minute arraignment in federal court. Bombing victims showed little reaction in the courtroom after a federal marshal warned them against any outbursts, but some made their views known afterward — as did a group of chanting Tsaraev supporters. “I thought that maybe he would come with a different attitude or maybe look a little different, maybe look like he cared a little bit. But he didn’t show me that,” said Peter Brown, whose two nephews each lost their right legs in the explosions. Tsarnaev gave a small, lopsided smile to his two sisters upon arriving in the courtroom. He appeared to have a jaw injury and there was swelling around his left eye and cheek. Leaning into the microphone, he told a federal judge, “Not guilty” in his Russian accent. SANTAANA, Calif. — Suitcase in hand, the 30-year-old domestic worker from Kenya managed to flag down a Southern California bus and tell a passenger she had been held against her will and believed she was a victim of human trafficking. It wasn’t long before a Saudi princess was under arrest. Meshael Alayban, who prosecutors said is one of the wives of Saudi Prince Abdulrahman bin Nasser bin Abdulaziz al Saud, was expected to appear in an Orange County court for arraignment Thursday. Alayban, 42, was charged Wednesday with human trafficking. She was arrested at an Irvine condominium that policed searched after talking to the Kenyan woman. The woman told authorities she had been hired in Kenya in 2012 and taken to Saudi Arabia, where her passport was immediately taken. She said she was forced to work excessive hours, was paid less than promised and was not allowed to leave. “This is not a contract dispute,” District Attorney Tony Rackauckas said in court during a bail hearing Wednesday. “This is holding someone captive against their will.” A judge set Alayban’s bail at $5 million, ordered GPS monitoring and banned her from leaving the county without authorization. Alayban did not appear in court Wednesday. Her attorney, Paul Meyer, said the case was a contractual dispute and argued his client shouldn’t be assigned a ransom-like bail solely because she was rich. He said she had been traveling to the U.S. since she was a child, owned properties here and had given her word she would address the allegations. “This is a domestic work hours dispute,” he said. Rackauckas had asked the judge to deny bail for Alayban or set it at $20 million, saying it was unlikely any amount would guarantee a Saudi princess would show up in court. He said the Saudi consulate had already offered to cover $1 million in bail initially set after her arrest. Police said Alayban’s family traveled to the U.S. in May with the victim and four other women from the Philippines.

Ferrari reaffirms support for Massa Associated Press Writer MARANELLO, Italy - Ferrari’s president has insisted Felipe Massa has “our total confidence” despite the Brazilian driver’s recent struggles which have included crashes in several recent races. On a visit this week to the company’s headquarters Massa met with Ferrari president Luca Di Montezemolo, who told him he was encouraged by his strong starts in the past two races and was hopeful “he will soon secure the results that will show his talent in full.” Massa crashed out early at the German Grand Prix and a week before that had a tire blowout at the British GP that ruined his race. He also crashed in Monaco and in qualifying for the Canadian GP.
German world time trial champion Martin, who suffered a concussion and bruises in a mass crash on the race’s first stage, blasted round the flat 33-km course in 36 minutes 29 seconds to take the 11th stage. “When the doctor said I was ok to race (after the first stage), I targeted this stage,” pre-stage favourite Martin, who uses an awe-inspiring 58x11 gear in the time trials, told a news conference. Spanish league investigates 2nd possible match fix Associated Press Writer
BARCELONA, Spain — The Spanish league has opened an investigation into a second-division match between Racing Santander and Hercules for possible matchfixing. League spokesman Juan Carlos Santamaria told The Associated Press on Thursday that the league is examining Racing’s 3-0 home win over Hercules on June 8. Racing denied any wrongdoing and defended its players, while Hercules refused to comment. This league-led probe comes while state prosecutors are continuing to look into an alleged match fix between first-division sides Levante and Deportivo La Coruna in April. Santamaria said the investigation into the Racing-Hercules game was launched on July 3 after the league received a report from a bookmaker that “warned there had been
suspicious bets” placed on the game. Spanish media reports had pointed to a separate report issued by European football’s governing body, but Santamaria said the league’s investigation had not been instigated by UEFA. “This is an issue that concerns the league,” Santamaria said. “Although these cases are minimal, we still have to fight against them to keep the competition clean.” The investigation is being carried out by an independent committee of legal experts who have unlimited time to pursue evidence and the power to summon clubs officials for questioning. If a club is found to have participated in match-fixing, it can be expelled from official competition. The league has asked the Spanish federation to open its own investigation into the players involved in the Racing-Hercules match because the league’s jurisdiction only
extends to the clubs and their officials. Spokeswoman Susana Barkero told the AP that the federation’s legal advisers are studying the league’s petition and will decide whether or not to pursue a separate investigation. Racing said in a statement that it wants “to manifest its absolute rejection of any conduct that strays from the principles of fair play which have always characterized its actions and that it is committed to protecting the integrity of the sport.” Despite winning the match played on the season’s final day, Racing still dropped into the third division for its second consecutive relegation. BI lifts rates to cap inflation after fuel hike Agence France-Presse
JAKARTA - Indonesia’s central bank on Thursday hiked its key interest rate for a second straight month as it seeks to keep inflation in check after a huge rise in the price of fuel. The decision by Bank Indonesia to lift rates by 50 basis points to 6.50 percent came as a surprise, with most economists expecting a 0.25 percentage point rise. It had announced a 25 point rise in June. The move will also provide much-needed support to the flagging rupiah, which has tumbled against the dollar as foreign investors retrench in expectations the US Federal Reserve will wind down its easy-money stimulus programme. The government raised the price of petrol by 44 percent and diesel by 22 percent last month, the first hike since 2008 as Southeast Asia’s top economy seeks to reduce crippling subsidies. But the measure, which sparked violent protests across the country, pushed inflation to 5.90 percent on-year last month owing to the
higher cost of transporting goods and public transport. The government has an inflation target range of 3.5-5.5 percent for 2013. Economists had predicted inflation could accelerate to more than seven percent in the coming months. The bank also increased the rate it pays lenders for overnight deposits by 50 basis points to 4.75 percent, a move aimed at reducing money supply, which should also slow the pace of inflation. “We have taken these steps to ensure that inflation, which accelerated after the fuel price hike, will return to its target range soon,” said bank governor Agus Martowardojo. The hike in June was aimed principally at shoring up the rupiah after the currency fell to multi-year lows owing to huge outflows of capital.

JAKARTA - The government has set itself a target to speed up Trans Sumatra toll road construction that will start in September 2013, a minister has said. “We want to speed up the construction, and it will start this year in September,” Coordinating Minister for Economy Hatta Rajasa said here on Thursday. The economic minister made the remark at his office after attending a coordination meeting with related ministers to discuss the Trans Sumatra toll road, and the Sunda Strait Infrastructure and Strategic Areas (KSIS). Hatta pointed out that the 2,700-km toll would be made up of 23 sections, extending from Aceh province to Lampung province, including Batam. “Medan-Binjai section is the first and urgent one that will be constructed soon,” the minister said, adding that the other urgent sections were from Riau to Kualanamo, and from Palembang to Lampung. He noted that the construction of the Trans Sumatra toll road was stipulated in the Presidential Regulation No.86/2011 on the Strategic Area Development and Sunda Strait Infrastructure by assigning state-owned business enterprises (BUMN) as the project executor. “The BUMN has been ready and in stage it will coordinate with the Public Works Ministry to construct all 23 sections of the toll road,” Hatta said. On the Occasion, Public Works Minister Djoko Kirmanto said said his party had conducted the feasibility study on the Trans Sumatra toll road. “The feasibility study has been done and we find out that all sections of the road are economically feasible but not financially feasible,” Djoko said. Therefore, he has assigned BUMN to immediately start the first phase, namely four sections that link Medan-Binjai, Pekabnaru-Dumai, Indralaya-Palembang, and Bakaheuni-Terbanggi with the investment of more than Rp31.5 trillion.

JAKARTA - Indonesia’s most wanted Islamic militant has appeared in a video posted on the Internet delivering a tirade against the country’s anti-terror police and urging “jihad”, police said Wednesday. Santoso is the leader of a group called the Eastern Indonesia Mujahideen that hides out in the jungles around Poso on Sulawesi island, an area considered a hotbed of terrorism. In the six-minute video posted on YouTube, a man calling himself Syaikh Abu Wardah Santoso describes Detachment 88 -- the elite police anti-terror squad -- as “a real enemy, a real satan”. “My brothers in Poso, I have felt how cruel Detachment 88 is to
these people,” he says in the video that was posted on the Internet at the weekend. “Today, God almighty has decided that jihad will continue until judgement day.” Police said the man was the terror suspect commonly known as Santoso. The video has now been removed from YouTube. “We saw the six-minute video and can tell from the circumstances of the video that it is Santoso in his hiding place,” Central Sulawesi police spokesman Soemarno, who like many Indonesians goes by one name, told AFP. The call to jihad came after raids across the country in May which in part targeted militants believed to be raising funds for Santoso’s group. More than 20 suspected militants were killed or captured in the raids.
Terror expert Noor Huda Ismail told AFP his information was that the video was of Santoso. He said it was a “wake-up call” for militants to continue fighting and gathering funds for Santoso’s group. The militants around Poso are thought to be among the few that remain a real threat in Indonesia, which fought a decade-long battle against terror groups after attacks on Western targets, including the 2002 Bali bombings. They regularly launch attacks but these tend to target Indonesian security forces and be low-impact. Last month a suicide bomber attacked a police station in Poso but no one was hurt apart from the attacker. Detachment 88 was set up in the wake of the Bali bombings, which killed 202 people including many foreign tourists.

Bernanke says Fed stimulus still needed Agence France-Presse
WASHINGTON - Federal Reserve Chairman Ben Bernanke said Wednesday that the Fed’s easy-money policy is still necessary, throwing cold water on fresh market expectations that the Fed’s stimulus would soon be ended. Bernanke told an audience of economists in Cambridge, Massachusetts, that the jobs market remains too weak and inflation remains too low for comfort. He also warned that the full impact of steep government spending cuts initiated in March was yet to be seen. Together, the evidence underscored the need for the Fed to keep in place its highly accommodative monetary policy, he said. “Both the employment side and the inflation side are saying that we need to be more accommodating,” he said, answering questions after a speech. “Moreover, the other portion of macroeconomic policy, fiscal policy, is now actually quite restrictive.... Put that all together, I think you can only conclude that highly accommodative monetary policy for the foreseeable future is what’s needed in the US economy.” His comments came just hours after the release of the minutes from the June 18-19 meeting of the Fed’s policy board, the Federal Open Market Committee, which suggested the central bank would move more rapidly toward winding up its $85 billion a month stimulus program. The minutes said that about half of the FOMC policy makers wanted to fully end QE, or quantitative easing, by the end of this year, six months earlier than the mid-2014 timeline that Bernanke laid out to reporters after that meeting. Bond prices sank after the release of the minutes, in anticipation of an earlier rise in interest rates from a Fed headed toward tightening monetary conditions. But bonds headed back up just as quickly, and the dollar weakened, after Bernanke sent his more cautious message. Bernanke said that the 7.6 percent unemployment rate, though far below its crisis peak, “if anything overstates the health of our labor markets.” He pointed to the low overall participation rate in the job market, four years after the country emerged from a deep recession, and the high rate of long-term unemployment. Both are barriers to the economy pushing toward full employment, one of the Fed’s two policy goals. Bernanke, as head of the Fed and the FOMC, ultimately sets the tone of policy, and so his words carry more weight in markets than the notes of the FOMC’s internal discussions. However, Bernanke’s second term as chairman expires in January and he is not expected to stay on for a third to oversee the reeling in of QE.

TOKYO — Japan’s central bank Thursday upgraded its assessment of the economy’s prospects after earlier this year implementing an ambitious monetary policy aimed at boosting inflation and growth. The Bank of Japan, ending a twoday policy board meeting, chose more optimistic language to describe the world’s third largest economy. It said in a statement that the economy was “starting to recover moderately.” Last month, it described the economy as “picking up.” It reiterated that exports and company profits were improving. The bank has been engineering a
key part of a stimulus program, known as “Abenomics” for the new Prime Minister Shinzo Abe, who took office late last year. It kept its super-easy monetary policy unchanged. The BOJ is expanding the monetary base by about 60 trillion yen ($606 billion) to 70 trillion yen ($707 billion) over two years by mopping up Japanese government bonds. “The bank will continue with quantitative and qualitative monetary easing, aiming to achieve the price stability target of 2 percent, as long as it is necessary for maintaining that target in a stable manner,” it said. The Japanese economy has been stagnant for two decades, undermined
by deflation and an aging, shrinking population. Hopes are high Abenomics will provide a solution, or at least help prod along reforms and growth, although some of its goals are untested and unclear. The drawback for Abenomics is that Japan’s already massive public debt is growing even bigger, meaning possible fiscal catastrophe for the nation if it doesn’t achieve real growth. An upper house election set for July 21 is expected to serve as a litmus test for the public’s approval of Abenomics, which has already sent the benchmark stock index higher and the yen lower in a big plus for exporters.

Japan: Radioactive water likely leaking to Pacific Associated Press Writer TOKYO - Japan’s nuclear regulator says radioactive water from the crippled Fukushima power plant is probably leaking into the Pacific Ocean, a problem long suspected by experts but denied by the plant’s operator. Officials from the Nuclear Regulation Authority said a leak is “strongly suspected” and urged plant operator Tokyo Electric Power Co. to determine where the water may be leaking from and assess the environmental and other risks, including the impact on the food chain. The watchdog said Wednesday it would form a panel of experts to look into ways to contain the problem. The watchdog’s findings underscore TEPCO’s delayed response in dealing with a problem that experts have long said existed. On Wednes-
day, the company continued to raise doubts about whether a leak exists. TEPCO spokesman Noriyuki Imaizumi said the increase in cesium levels in monitoring well water samples does not necessarily mean contaminated water from the plant is leaking to the ocean. TEPCO was running another test on water samples and suspects earlier spikes might have been caused by cesium-laced dust slipping into the samples, he said. But he said TEPCO is open to the watchdog’s suggestions to take safety steps. The Fukushima Dai-ichi plant
was ravaged by the March 2011 earthquake and tsunami, and TEPCO has used massive amounts of water to cool the damaged reactors since then. Repeated leaks of the contaminated water stored on site have hampered decommissioning efforts. Marine biologists have warned that the radioactive water may be leaking continuously into the sea from underground, citing high radioactivity in fish samples taken near the plant. Since May, TEPCO has reported spikes in cesium levels in underground water collected from a coastal observation pit, while the water-soluble element strontium showed high levels in seawater samples taken in areas just off the coast of the plant. The company says most of the contamination has been there since the 2011 accident.
CAIRO - Egypt accused Iran on Thursday of “unacceptable interference” in its domestic affairs for having criticized the Egyptian army’s removal of elected president Mohamed Mursi last week. The incident signaled a return to cooler relations between the two Middle Eastern powers after an attempt at rapprochement under Mursi, who hails from the Islamist Muslim Brotherhood. Iran on Monday called the ousting of Mursi after mass protests against him a “cause for concern” and suggested that “foreign hands” were at work in the Arab state. Egypt shot back on Thursday, expressing “extreme discontent” with the Islamic Republic’s comments and saying they reflected a “lack of precise knowledge of the nature of the democratic developments Egypt is witnessing”. “This represents unacceptable interference in Egypt’s internal affairs,” the foreign ministry said in
a statement on its Facebook page. Egypt made similar remarks to Turkey after its Islamist-rooted government criticized Mursi’s ouster. Western states have been cautious so far in characterizing the military overthrow of Mursi. Washington has specifically avoided referring to it as a “coup”, a word that would force it to halt aid including $1.3 billion per year for the army. Relations between Egypt and Iran broke down after the 1979 Iranian revolution, when Egypt gave sanctuary to the deposed shah. Many Egyptians harbor strong feelings against Iran. Mursi tried to improve ties after he was elected in 2012. Iranian President Mahmoud Ahmadinejad visited Cairo in February, the first visit by an Iranian leader in more than three decades. But the two countries remained sharply divided on Syria. Shi’ite Muslim Iran is the main backer of President Bashar al-Assad while Mursi, often under pressure from hardline Sunni Muslim allies, backed Syria’s largely Sunni rebels.

China plans to further restrict car purchases Associated Press WRiter BEIJING -- China plans to increase the number of cities that restrict vehicle purchases in a bid to fight pollution and traffic congestion, state media reported Thursday. With more than 13 million cars sold in China last year, motor vehicles and their emissions have emerged as the chief culprit for the air pollution in large cities. Four cities, including Beijing and Shanghai, already curb the purchase of vehicles for private use, through lotteries and auctions of a
limited number of license plates. Shi Jianhua, the deputy secretary general of the government-backed China Association of Automobile Manufacturers, was quoted Thursday as saying that eight more cities are likely to announce similar policies. The eight include the port city Tianjin, near Beijing, the metropolis Chongqing in the southwest and industrial powerhouse Shenzhen, not far from Hong Kong. Such restrictions might cut vehicle sales by 400,000 units, or 2 percent of total domestic sales, and have a “certain impact” on the
country’s economic growth, the China Daily newspaper quoted Shi as saying. The China Association of Automobile Manufacturers, which consults with local governments and makes recommendations on vehicle policies, declined to offer details when called. China’s increasingly informed and vocal citizens have successfully pushed the government to be more transparent about how bad the air in their cities is, but, as they get richer, their desire for cleaner air conflicts with their growing dependence on
cars. While China is the biggest car market in the world by number of vehicles sold, there is still plenty of room for growth as the country still lags far behind developed markets in terms of the ratio of cars to people. The number of vehicles in Beijing has increased to 5.18 million from 3.13 million in early 2008, Xinhua reported earlier this year. Since the beginning of last year, prospective buyers have had to enter a monthly draw to win a license plate. Each month, 20,000 lucky winners are chosen. The number of people in the draw had reached
almost 1.53 million by last month. Zhao Jian, a transport expert at Beijing’s Jiaotong University’s School of Economics and Management said extending restriction-onownership policies to other cities was unlikely to have much effect on pollution because there were already too many cars on the roads. “The restrictions on car ownership in Beijing failed to achieve what the government wanted to see because the restrictions only slowed the growth in the number of cars. PARIS — “Fashion is the only thing that can travel ... from the old world to the new,” proclaimed Karl Lagerfeld. And on the second day of haute couture shows, Chanel’s showman couturier made his point with aplomb: he delivered the words from the stage of an old, decayed opera house standing next to pop star Rihanna. As ever, the master designer stole the show, with Tuesday’s most impressive couture display. His creations glittered in dramatic contrast with the broken-down theater, recreated inside Paris’ Grand Palais. Faded grimy curtains, old wooden stalls, and some classic clothing styles mixed alongside futuristic streaks of silver embroideries and cosmic-looking hats. Fashion, it seemed to say, lives in the past and the future. A similar message ran throughout the day of shows, with Italian designer Giorgio
Armani delivering a stylish collection that evoked the sensuality of old Hollywood while still remaining modern. Stephane Rolland, too, cited old masters such as Velazquez as muses for a strong show, but pulled off looks with a modern elegance. Haute couture itself dates back over 150 years and is steeped in history. But the hurdle for designers is to keep the looks fresh while also keeping the artisan-based method of making clothes alive and relevant.
CHANEL The setting saw Lagerfeld carry off a dark, expressionist-tinged fall-winter 2013 collection, which began with an image of a futuristic metropolis beamed onto the old, nostalgic theatre wall. When the models appeared, the contrasts continued: the first chic series of A-line skirt suit-styles were twinned with Grace Jonesstyle space-age hair. Intergalactic square hats that were attached at the back of the head seemed to float like a geometric halo, in a great anachronism. The 67 very wearable looks had some notable features, such as wide, often shiny, belt bands that strapped across at the hip, and mosaic patterns. Instead of boots, Lagerfeld put legs inside “stocking shoes,” attached up the leg with a garter like lingerie. Jackets sometimes had strong, menswear shoulders which contrasted with tight feminine dress sleeves. And skirts were layered upon skirts to produce different directions of movement. One fantastic tweed-style gray coat was constructed with one long piece of material, half of which went down, and the other half hooped back up to create a voluminous silhouette. At the end, a creation perfectly showed Lagerfeld’s expressionist mood. A long, black diaphanous silk dress was streaked with shards of fractured and glimmering silver. Was this musing inspired by the dark landscape of legendary filmmaker Fritz Lang? “You know,” Lagerfeld said. “My whole life is a Fritz Lang moment.”

Giorgio Armani seemed to strip the body bare in a classic couture collection Tuesday that came with a twist and was entitled simply, “Nude.” The checkered runway in pearly hues of yellow, pink and beige set the mood for the nude-toned musings for fall-winter 2013. The colors recurred on the 52 creations, all of which were constructed with a delicate femininity. The Armani Prive show made its statement in skin-colored fine organzas, lace and tulles, which exposed much skin. At times, the material seemed to simply melt into the models’ flesh. But the show, for the most part, remained relatively classical, and several creations had the refined look of old-school Hollywood glamor. Loose, pleated pants combined with high shoulders in marabou feathers cut a striking 1930s silhouette along with the models’ short wavy hair. One look that had a soft floppy bow tied on the top of high-waisted trousers could have been worn by Katharine Hepburn.

Burberry sales jump 18 pct to trump forecasts Reuters
LONDON - British luxury brand Burberry beat forecasts for the first quarter with an 18 percent jump in sales, boosting its shares and allowing it to maintain its full-year guidance in the face of an otherwise struggling global economy. The 157-year-old seller of raincoats and leather goods, known for its camel, red and black check pattern, said it made 339 million pounds ($503 million) of retail revenue in the three months to June 30. That compared with analysts’ average forecast of 316 million pounds, according to a company poll, and 280 million pounds in the same period last year. The 18 percent rise in first quarter underlying retail revenue was driven by robust demand for spring/ summer fashion, the company said. Comparable store sales growth was 13 percent, ahead of a increase of 8 percent in the fourth quarter of the
previous financial year. Burberry highlighted “an uneven trading environment” and said sales of outerwear and large leather goods accounted for over half the growth, while men’s accessories and tailoring outperformed. By region, the group saw doubledigit comparable store sales growth in Asia Pacific, driven by Hong Kong and China, and the Americas and high single-digit growth in the Europe, Middle East, India and Africa (EMEIA) division. “Spring/summer 2013 was a standout season driven by innovative marketing,” said Chief Executive Angela Ahrendts. “Looking forward, the macro outlook remains uncertain and we will continue to focus our investment on profitable high growth opportunities by channel, region and product categories.” The group is planning to modestly increase its retail/wholesale margin in its full year.

LONDON - SuperGroup, the British company behind fashion brand Superdry, said new womenswear and a bigger range of jeans would drive sales after it posted a 22 percent rise in annual profit. The growth comes against a tough backdrop for consumer spending in Britain, where many retailers have struggled as consumers worry about job security and squeezed incomes. SuperGroup’s performance and that of AB Foods’ Primark, which reported continued strong trading on Thursday , supports recent British retail data showing a steady rise in sales. Another study suggested that consumer morale had reached a two-year high. SuperGroup had suffered a litany of management mistakes, including stock availability problems in the previous year. SuperGroup Chief Executive Julian Dunkerton said the profit rise marked a return to form, and was driven by improved management and by having a bigger range of suppliers. The company, which competes with brands such as Abercrombie & Fitch and Jack Wills in casual clothing like hooded sweatshirts, posted adjusted pre-tax profit of 52.2 million pounds ($78 million) for the year to April 28, just beating average market expectations. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

But not all critics were impressed with the music and at least one ravaged the Samsung deal. “Magna Carta,” out on wide release this week, sees Jay Z teaming up with old colleagues such as producers Timbaland and Pharrell Williams, Justin Timberlake on “Holy Grail,” Beyonce on “Part II (On the Run)” and newcomer Grammy-winning artist Frank Ocean on “Oceans.” Jay Z, 43, spent six hours on Twitter Monday, answering questions from fan about the album, his first since becoming a father to Blue Ivy, his child with wife

the luxury-brand fashion designer. So far, the album has earned a middling score of 58 out of 100 on review aggregator Metacritic.com. Los Angeles Times reviewer Randall Roberts gave the album three out of four stars, praising the record for being “shimmering, heavy and at times sonically stunning.” But New York Times’ critic Jon Pareles was less welcoming, criticizing the rapper’s extensive use of designer names and luxury goods in his lyrics. He does give Jay Z credit, however, for songs that “aren’t cocky or neatly resolved.” Entertainment Weekly’s Kyle Anderson gave the album a ‘D’ rating and called it “lazy, smug and fundamentally empty.” Anderson was also highly critical about the Samsung deal. “The way it has been presented as a capital-I Important piece of art about ‘duality’ (Jay’s word, not mine), delivered to us via the power of corporate marketing and Samsung-sponsored data-mining, I find absolutely putrid,” Anderson said.
Singer Randy Travis out of surgery, still critical Associated Press Writer NASHVILLE, Tennessee — Country music star Randy Travis is out of surgery but remains in critical condition after suffering a stroke while at a Texas hospital, the singer’s publicist said late Wednesday. Kirt Webster, the publicist, said the 54-year-old Travis suffered the stroke Wednesday night while he was being treated for congestive heart failure because of a viral illness. Travis underwent
surgery to relieve pressure on his brain. He remained in critical condition. “His family and friends here with him at the hospital request your prayers and support,” Webster said in a news release earlier in the evening. It was not clear what kind of stroke Travis suffered. The most common type of stroke is caused by a blood clot that travels to the brain. The other kind happens when a blood vessel in the head bursts or leaks. Stroke patients who get treatment quickly are usually given a drug to dissolve the

clot that caused the stroke. The setback occurred hours after doctors said Travis was showing signs of improvement, though he remained in critical condition with congestive heart failure because of a viral illness. Drs. William Gray and Michael Mack of the Baylor Health Care System in Texas described Travis’ condition and hospitalization in a video statement earlier Wednesday. “His condition has stabilized, and he has shown signs of improvement,” Mack said in the video. “On behalf of Mr. Travis’ family, friends and associates, we would like to express our extreme gratitude for the overwhelming affection and support that Mr. Travis has received.” The Grammy Award-winning singer was in good health until three weeks before he was hospitalized, when he contracted a viral upper respiratory infection, Gray said. The viral illness led to a weakened heart muscle that eventually worsened into heart failure. Travis was admitted to Baylor Medical Center McKinney near his home in Tioga, about 60 miles north of Dallas, through the emergency room on Sunday. The singer underwent a procedure to have a pump inserted by catheter that helps increase blood flow before being transferred to The Heart Hospital Baylor Plano.
