DENPASAR - Former Rector of the Udayana University (Unud) Prof. Dr. I Made Bakta asserted that the feasibility study conducted by the Udayana University related to the utilization, development and management of Benoa Bay had not been final or remained in progress. Considering the study was final, his party had not published the final report of the study. Hence, his party was so upset against the issuance of the Gubernatorial Decree No.2138/02-C/HK/2012 on the permit and rights of utilization, development and management of Benoa Bay whose consideration referred to a document on the Benoa Bay water utilization and development plan. “The study conducted by the Institute for Research and Community Empowerment (LPPM—Ed) of the Udayana University has not been final. On that account, the Udayana University has not provided the document yet,” said Bakta to Bali Post, Wednesday (Jul 10). During his office as the Rector of
the Udayana University ending on June 28, 2013, Bakta indeed signed a memorandum of understanding (MoU) with PT Tirta Wahana Bali International (TWBI) to conduct a feasibility study related to the utilization, development and management of the Benoa Bay. As follow up of the MoU, his party assigned the
LPPM of the Udayana University to undertake the study. Furthermore, the LPPM established a team consisting of 14 members led by Ida Bagus Putu Adnyana. “The team is assigned to conduct the study. When the news on the issuance of the Gubernatorial Decree was reported in the media, I immediately summoned
the Chairman of the LPPM of the Udayana University Prof. Ketut Satriawan and the Team Leader Ida Bagus Putu Adnyana whether the Udayana University had issued the document of feasibility study. They explained to have not issued any document because the study by the LPPM has not been final. Thus, the final report automatically has not been available,” he said while asserting that the study could be considered final if the final report had been issued. If the study had been final, he said, the team assigned would definitely submit the result of the final study to Chairman of the LPPM and then reported it to the rector that signed the MoU. Furthermore,
with the approval of the rector, chairman of the LPPM would submit the results of the study or document to PT TWBI as the party requesting the service of the Udayana University to conduct the study. “It’s the mechanism. However, so far I have not received the results of final study from the LPPM. When the issue appeared in media, I have asked for confirmation to Chairman of the LPPM and the Team Leader. In fact, both stated if the study made by the LPPM has not been final and will not hand over the document,” said Bakta who would attend the office handover ceremony with the elected Rector of the Udayana University, Prof. Dr. Ketut Suastika, Friday (Jul 12).
