SBY kicks off International Conference on Corruption Eradication Mangupura (Bali Post)—

President of the RI Susilo Bambang Yudhoyono (SBY) kicked off the International Conference on Foreign Bribery in International Business Transactions. In his speech, he stated the forum posed a nightmare for corruptors. Moreover, government was determined to eradicate the corruption because it did not only involve the moral, but also democracy, politics and the economy. “This conference is very important to talk about fight against bribery in international business transactions. The threat of corruption and bribery attacks our economy from a very basic level and raises the costs in the form of unnecessary mark up in every project,” said SBY in Nusa Dua, Tuesday (May 10). According to him, many companies included ‘extra costs’ in their production costs, so consumers had to pay a great price. By closing the eyes, many people paid bribes and

kickbacks here and there at the expense of quality. Even, the World Bank estimated the amount of bribes to reach 3 percent of the world economy, or more than USD 1 trillion. The common bribery occurred in the attempt of tax evasion. It was also rife in the investment sector, especially foreign investment. “About 150 companies and individuals in more than 10 countries have been charged with bribery and sentenced. And today, about 250 cases are still under investigation,” he said.

It was said that Indonesia wanted to focus on how to get rid of corruption slowly but firmly, so it could no longer be poisonous roots in the community. One of the most important lessons learned by Indonesia was that fighting corruption should be through a systemic effort. “Fighting corruption should be by marathon way, not fast sprint, and will require perseverance and support from all of us to arrive at the finish line,” he said. It was further described when business ethics were withdrawn from the roots, business would become an engine of corruption for political parties concerned. Therefore, amendment of Anti-Corruption Act was important to prevent the widespread corruption in Indonesia. The law would close the defects that could be misused by political parties for corruption and bribery, especially in business transactions. Data of World Bank indicated that corruption in the business transactions in Indonesia reached USD 1 trillion per year or 3 percent of the world economy.

A member of Karangasem Unity Faction, Nyoman Suardana, Tuesday (May 10), before the plenary session of Karangasem House said that rubbish was still scattered in some places as found on the protocol roadsides. The rubbish issues had been often complained and criticized by foreign tourists, but the Karangasem Government in particular had not been able to secure the environment from the attack of garbage. Suardana from Seraya said it was the responsibility of government through the Karangasem Sanitation and Landscaping Services (DKP) to improve the quality of clean environment and organize the spaces. It was not just discourse and promotion on the clean and natural Karangasem. According to Suardana, it was the time to think about the management of village rubbish. So far, the rural rubbish had not been managed properly where people, especially traders in the market until the trader in front of the house, did not provide a trash can. Instead, the rubbish was often dumped into drains, sewers and even rivers and eventually swept away and spread over public roads. Even, the rubbish thrown into the river floated into the sea. “Village rubbish management should be set forth in perarem (convention) or if necessary stipulated in the customary village legislation. By doing so, rural community will be habituated to manage their rubbish or not to dispose it haphazardly. Without a serious effort to invite and keep the community aware of the environmental sanitation from rubbish disposal, it’s hard to realize the clean and green Bali,” he said. On the other hand, spokesperson of

the PNI-Marhaenism Faction, Nyoman Sadra, stated the same opinion. According to him, it was time to discuss seriously about many important things and the future of Karangasem. Among others, they regarded to spatial planning and pacification as well as environmental asset and natural resources pacification. On that account, his party invited all parties not to think and behave for the sake of personal interests in short term without considering the broader interests and longer term. “Do not think of personal interests in short term, but we have to think clearly so the subject matter relating to people’s welfare, poverty reduction and environmental conservation have turns obvious,” he said. He admitted to feel apprehensive in response to the findings on three polluted coastal regions doubling as tourist attractions in Karangasem, namely Padangbai, Candidasa and Tulamben. Sadra, a former environmental NGO activist, did not know whether the coastal pollution was caused by hotel rubbish dumped into the sea without any treatment or by floating rubbish. According to him, if the three beaches were really polluted, it had become a serious problem in protect-

ing the environment. It was required a thorough and serious movement, not just discourse and promotion. Sadra who liked fishing, said when he was fishing to the sea of Candidasa last year, his surrounding was suddenly rife with floating rubbishes especially plastic in a particular extent. His fishing rope was then snagged into the trash. It was unknown where the abundant rubbish came from. Sadra suspected if the rubbish was from the countryside, from the upstream dumped into the river and then swept away to the sea during the floods. So far, it had become a habit for some people to dispose rubbish into sewers, drains or rivers and even into the sea. He added that aside from constant socialization on the environmental sanitation, it was also required an immediate action and solution such as installing rubbish nets in the mouth of the river emptying into the Candidasa Beach. By that way, the rubbish would be netted at the river’s mouth during the floods and not float into the sea. “The rubbish netted should be then taken out and transported to landfills by the officers,” he said. HEAD of Bali Environment Agency (BLH), A.A. Gede Alit Sastrawan, said the quality of wastewater treatment was largely determined by the quality of performance of wastewater treatment plant (IPAL). In other words, a company having more than one unit of IPAL was unable to guarantee if the wastewater generated would be below the required standard if the quality of IPAL’s performance was not optimal. The performance was determined by the capacity of IPAL, waste type and volume of waste produced by the company. “For example, a hotel with 300 rooms arming with some other supporting facilities must have an IPAL whose performance is better than the hotels with only a dozen or dozens of rooms. Ideally, IPAL’s performance of a company generating waste had to be adjusted to the volume and type of waste produced,” said Alit Sastrawan to Bali Post, Tuesday (May 10). Quality of the IPAL’s performance of each company, he said, could be known by testing the wastewater of the company concerned before and after processed in the IPAL. Pursuant to conditions, management of the company producing wastewater and potentially polluting the environment were required to perform quality tests every three months. In addition, they were also required to report the test results to relevant agencies such as BLH of the province and regency/city. “They are obliged to report the results of waste test periodically. If there are companies that do not report these results, we here at BLH Bali should be suspicious and follow it up by doing raid to the company. Perhaps, the companies do not report the test results of waste because they do not carry out periodical testing or probably the test results are above the waste quality standards required. In this context, we are obliged to be immediately suspicious and monitoring to the field,” he said. Response to the research stating 13 beaches in Bali had been contaminated even though their condition was still considered safe for bathing and swimming purposes, Alit Sastrawan said that since Friday (May 6) his party had intensively come down to the field. He would like to know for sure which parties had contributed to the contamination against the 13 beaches. “Today, we in turn come to hotels and other businesses that potentially pollute the environment. We take some samples of wastewater they produce, both before and after processed in IPAL for further quality testing. We’d like to know whether the result is still below the standard quality or has passed the quality standards required. Until now, we cannot explain the results because the testing process is still under progress in the University of Udayana,” he said. (kmb13)

Mudjiono and the Head of Denpasar Agency for Regional Development (Bappeda) discussed about substantial issues on the materials of regulation draft following the recommendation of the coordinating board of national spatial arrangement (BKPRN). On the occasion, Ketut Resmiasa, a member of the committee, disclosed the data obtained from the Central Public Works stating the green open space of Denpasar was only 24.12 percent. Suddenly, the information made the participants distraught, especially the Bappeda and other legislators. Based on the existing data, the green open space of Denpasar should be 36.6 percent. “We have the data obtained from the Central Public Works if the green open space of Denpasar is only 24.12 percent and in the letter we received, we are asked to meet 31.14 percent,” he said. Against the request, the Head of Denpasar Agency for Regional Development, I Gusti Putu Anindya Putra, through his staff Widiyasa said if the assessment of green open space was in fact different. “So, there are two versions of assessment. The version of Ministry of Home Affairs mentions the green open space of Denpasar is 36.6 percent,” he said. According to the Public Works, the green open space of Denpasar was only 24.12 percent because it had carried out the measurement without including the rice field areas and mangrove forests. “We had an expansive mangrove forest and rice field area, yet they are not counted. Kerry heads for Pakistan to soothe fury over bin Laden raid Reuters

ISLAMABAD – Senator John Kerry will travel to Pakistan in coming days to put relations “on the right track” after the killing of Osama bin Laden in a surprise Navy SEALs raid, but he is likely to face fury from the army over what it sees as a breach of trust. Kerry, a Democrat who is close to the Obama administration, said he expected to see “all the main players” in Pakistan to discuss strains in bilateral ties following the May 2 operation that killed the al Qaeda leader in his Pakistani hideout. “A number of people suggested it would be good to get a dialogue going about the aftermath and how we get on the right track,” Kerry, chairman of the Senate Foreign Relations Committee, told reporters in Washington. Co-author of a 2009 bill that tripled non-military aid to Islamabad, Kerry is seen as a friend of the country, but he is likely to face the wrath of the powerful security establishment which has been embarrassed by the unilateral U.S. action on Pakistani soil. A senior Pakistani security official said the operation had left the army and its Inter-Services Intelligence (ISI) spy agency — which has a long history of contacts with militants — “discredited in the eyes of the public.”

“We are very angry about this breach of trust,” said the official, speaking on condition of anonymity. “The space for cooperating with the Americans on military and intelligence operations has been shrunk because of this incident.” Pakistani cooperation is crucial for Washington’s efforts to combat Islamist militants and bring stability to Afghanistan, and the U.S. administration appears keen to contain the fallout. “WE WOULDN’T BE SO NAIVE”

Nevertheless, U.S. lawmakers have questioned whether Pakistan is serious about fighting militants in the region after bin Laden was found living in a house just a few minutes’ walk from the country’s main military academy. Some have called for a suspension in U.S. aid to Islamabad. Pakistan rejects allegations that it was either incompetent in tracking down the man behind the September 11, 2001, attacks on the United States or complicit in hiding him in the town of Abbottabad just 50 km (30 miles) from Islamabad. “We wouldn’t be naive enough to be complicit in this affair. We would be risking not only the future of our country, but also the future of our children,” the official said, adding that if there was a support network protecting bin Laden it did not come from within Pakistan’s security establishment.

The U.S.-based China Aid Association said all three floors of a church building in Henan province’s Weishi county were searched and thousands of dollars worth of property were

seized during the raid Tuesday on a religious education seminar. Also detained were three Korean citizens, including a Bible instructor, the group said. South Korea’s Foreign Ministry said it had no immediate information about the reported detentions, which reflect long-standing ties between South Korean church groups and Chinese believers. An official with the Weishi county religious affairs bureau confirmed Wednesday the detentions but gave no

China requires all religious groups to register and accept Communist Party oversight, although millions of believers continue to worship in unregistered congregations that typically have an evangelistic, charismatic character. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

SYDNEY – A Qantas flight from Auckland to Melbourne was forced to turn back after a suspected lightning strike on Wednesday, but landed safely with no damage or injuries to passengers. The airline said the captain of the Boeing 737-800 made the decision in the interests of safely, even though the aircraft is built to withstand such an impact. “The pilot suspected that the plane had been hit by lightning. It was quite early in the flight so he turned back,” a Qantas spokesman said. “There was no damage and he made a normal landing. The team consisting of public order officers (Satpol PP), Bali Police, Transportation Services and Bali Government Tourism Office made a raid that could arrest 17 vehicles of black plate (private car) conveying guests and about 7 tour guides without license card. The raid directly issuing a ticket was conducted at 11:00 a.m. through

2:00 p.m. Local Time. It was targeted at black-plated cars conveying guests (illegal travel agency) and executed at the parking lot of Gunung Kawi and Tirta Empul. Meanwhile, the raid to illegal tour guides was conducted in the middle of tourist object. The raid was led by the Division Head of civilian security guard (Trantib) and Satpol PP of Bali Province, Ketut Gede Arnawa. One of the investigators of Satpol PP Bali, Ketut Sadar, said the raid was conducted under the provisions of Regional Regulation No.10/2001concerning with illegal public transport ser-

vices. The target was black-plated vehicles found conveying guests or tourists. Meanwhile, the inspection of tour guides was based on the provisions of Regional Regulation No. 5/ 2008. Other analysts were not so sure. The central bank is approaching the end of a monetary tightening cycle after four rates rises since October, and

seven increases in bank reserve requirements to a record 20.5 percent for big banks, they said. But some more tightening would be needed, they said. “The April economic indicators make it less likely that the central bank will raise required reserve ratios or interest rates. I believe the central bank will, at most, raise reserve requirements once in the coming two months,” said Shao Yu, an economist with Hongyuan Securities in Shanghai. BILLINGS, Mont. – The Obama administration on Tuesday announced a deal with environmentalists to work through a backlog of more than 250 imperiled animals and plants and decide which merit greater protections. Most would likely be proposed for threatened or endangered status if a federal judge approves the agreement, Interior Department officials said. The species to be reviewed range from the greater sage grouse and Canada lynx, to 110 plants and 38 kinds of mollusks. That could lay the groundwork for a spate of future conflicts over industrial development, water management and residential expansion wherever humans are encroaching into the natural world. Conservation groups and government agencies in some cases already are working to prevent such disputes, hoping to avoid a repeat of the bitter fights that emerged over protections for the northern spotted owl, gray wolf and snail darter.

Some of the plants and animals in the announcement were first proposed for protection soon after the passage of the Endangered Species Act in 1973. Instead, they languished for decades on a list of “candidate species” that the government could not afford to help. Final decisions would be due by September 2016. It would settle pending litigation between the Interior Department and Denverbased WildEarth Guardians. WildEarth is among a handful of groups that have filed hundreds of legal actions against the agency, hoping to force it to make it extend protections to candidate species. Those comprise a long list of fish, birds, mammals, plants and even snails that

scientists already have determined need greater protections to avoid extinction. Deputy Interior Secretary David Hayes said the backlog has been made worse by lawsuits that have distracted the Fish and Wildlife Service from needed scientific reviews and restoration work. “This plan will enable the endangered species program to function as it was originally intended,” Hayes said. “Priorities are being set by plaintiffs in courts, instead of by wildlife professionals.” But approval of the settlement could be complicated by opposition from another group involved in multiple lawsuits over endangered species, the Center for Biological Diversity. The Tucson, Ariz., group is a plaintiff in some of the cases before U.S. District Judge Emmet Sullivan covered by Tuesday’s settlement. Director Kieran Suckling said he was approached by the Interior Department but refused to sign the deal because the government omitted key species that could be harmed by climate change.

BREAST-FED children are less likely to have behavioral problems at age 5 than are those who were given formula, a new study reports. The finding comes from an analysis of data on 10,037 mother-child pairs taking part in a study of white infants born in the United Kingdom in 2000 to 2001, including 9,525 carried full-term and 512 children who were born prematurely. Of the full-term children, 29 percent were breast-fed for at least four months, as were 21 percent of the pre-term children. The parents completed a questionnaire designed to identify various types of behavioral problems, including conduct (stealing and lying), emotional (clinginess, anxiety) and hyperactivity. About 6 percent of the children who were breast-fed and 16 percent of the formula-fed children

had abnormal scores on the questionnaire, an indication of potential behavioral problems, according to the study. The researchers suggested that the content of breast milk could be a reason for the differences. Breast milk contains large amounts of certain fatty acids, growth factors and hormones important in the development and function of an infant’s brain and central nervous system, they explained. Also, they noted, the interaction between mother and child that breast-feeding promotes could influence the child’s behavior. “Our findings suggest that longer duration of breast-feeding (at all or exclusively) is associated with having fewer parent-rated behavioral problems in term children,” Maria Quigley, of the National Perinatal Epidemiology Unit at the University of Oxford, and colleagues concluded.

So did Luol Deng, and now the Chicago Bulls are one win away from the Eastern Conference finals. The last time they got there? All they have to do is take out the Atlanta Hawks in Game 6 of the conference semifinals on Thursday. “We can’t get tired or bored,” Rose said. “We know that going down there, they’re going to give us their all. PEDRENA, Spain – Seve Ballesteros’ funeral will be held in his hometown on Wednesday, bringing Nick Faldo, Colin Montgomerie and other golf luminaries to the small Spanish fishing village to honor the five-time major winner. Top-ranked Lee Westwood, Sam Torrance and Jose Maria Olazabal also are expected to attend the service remembering Ballesteros, who died Saturday from complications of a cancerous brain tumor. He was 54. Wednesday’s funeral will be held at the 400-capacity church of San Pedro de Pedrena. Ballesteros’ ashes will be placed underneath a magnolia tree in the

family garden. The golfing great first will be honored by several young boys and girls in a procession wearing a replica of the navy blue outfit that Ballesteros wore for his first British Open win in 1979. Fittingly, they will each hold a 3iron, the first club he used as a child. “The funeral rites will be as simple as those for any neighbor from the village,” Ballesteros’ brother, Baldomero, said. “He was born here and here he will remain.” Three big screens have been set up outside the ceremony, while Spanish state TV will broadcast the event live from the village of 1,500.

Alonso confident over title fight Fernando Alonso is convinced he will be able to fight for this year’s title if Ferrari can continue to perform like it did in Turkey. The Spanish driver scored his first podium of the season at Istanbul, after his strongest outing of the year so far. Alonso is now hopeful he will be able to stay in the championship fight if Ferrari can keep its momentum, despite Red Bull driver Sebastian Vettel having scored three wins in four events.

Former rivals predict the end is nigh for Schumacher TWO of Michael Schumacher’s former F1 sparringpartners have predicted that the most successful driver in the sport’s history will likely cut loose and walk away again come season’s end in 2011 – contending that ‘the new generation of young drivers are just better than him’ and that consequently, he ‘will not regain his former glories’. For the fourth time in swift succession in F1 2011 – and the 19th time from 23 races since he made his arguably ill-fated comeback at the beginning of last year – Schumacher found himself out-qualified by Mercedes Grand Prix team-mate Nico Rosberg in Istanbul last weekend. True enough, eighth position on the grid did mark progress of sorts given that it was the first time he had made Q3 this season – but the trouble was, his younger compatriot was more than a second ahead in third.

Early on in the Turkish Grand Prix itself, Schumacher then clumsily tripped over the Lotus Renault GP of Vitaly Petrov as the Russian overtook him – a collision for which the German rather uncharacteristically accepted he was largely at fault and from thereon in, the seven-time F1 World Champion was fighting a rearguard action en route to a lowly twelfth at the chequered flag, seven spots behind Rosberg. The ignominious comeback continues – but, wonders Johnny Herbert, for how much longer? “I would not be surprised if my old team-mate Michael Schumacher retires for good at the end of the season,” wrote the former British Grand Prix-winner – who partnered ‘Schumi’ at Benetton in 1994 and 1995 – in Middle Eastern newspaper The National. “He did not return to F1 just to make up the numbers – he came back to win races and add titles to his already impressive career statistics. It has not happened, and the simple fact is that he is no longer the best driver on the track. Schumacher has not lost any of his skill; the new generation of young drivers are just better than him. “He blamed himself for his early collision with Vitaly Petrov that ruined his race on Sunday, and I have to agree with him. I don’t understand why he turned in when he did after he had clearly lost the corner, and it was rather a schoolboy mistake that ended his chances of scoring points. “I do not think he is any slower than he was when he was winning seven world titles; he is just struggling to cope with a situation he is not used to – he is no longer the best guy in the field and he does not have the best machinery at his disposal, as well as the fact that he has a team-mate in Rosberg who is consistently beating him. I thought he would have closed the gap on Rosberg, but it has not proved to be the case and we saw again in Istanbul that when it mattered most in qualifying, it was the younger German who did the better job. “Rosberg qualified third and gave himself the chance to run at the front end. Schumacher, meanwhile, did not do a good lap, started eighth and left himself in the midfield with a chance of getting caught up in an incident early in the race, which is exactly what happened to him.

“You know I like playing with numbers - and as I travelled backwards and forwards between home, Maranello and Turkey, I made a comparison between my first four races of last year and those of this year in the corresponding grands prix,” said Alonso on Ferrari’s website. “What came out of this little game was that compared to 2010 I’m eight points short (49 versus 41) but in the same four races, this year I’ve brought home 13 more points compared to last year (41 versus 28). “It’s true that my current gap to the top of the drivers’ championship is much greater (52 points) compared to what I had after Shanghai 2010 (11 points) but I well recall that after Silverstone we were 47 points away and we only had eight races left. “Today we still have 15 grands prix to come. This shows that you can look at the same thing in two different, even completely opposite ways. What matters are results and we’ve started to make the podium:

we must do that regularly and if so I’m convinced that we will again be able to fight for the title.” The Ferrari driver said the Turkish GP podium was a morale boost for his team, but admitted the Maranello squad cannot be pleased with a third place and must keep pushing to be able to win races. “Third place was also important for the morale of the team. We were all unhappy with a start to the season that did not live up to expectations and we know how much good it does to see that the efforts expended every day are paying off. “But we certainly can’t be happy with a third place and what matters most is that we must be much more competitive in qualifying. If we always start from the third row or lower it’s a struggle to fight for the podium. “We have a lot of irons in the fire and we hope that as early as next week in Barcelona we will have new parts that allow us to take an important step forward in qualifying as well.”
