And who’s woke?” she asked her 65 million followers. “You have 1 job today and that is to properly register to vote,” RiRi wrote, alongside a chart of the voter registration deadlines in each of the 50 states. She said Tuesday was the deadline to register in 14 states: Arizona, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Michigan, Mississippi, New Mexico, Ohio, Pennsylvania, Tennessee and Texas. “Go to Vote.org to register and to double and triple check that you are properly registered!” Rihanna’s plea came a few days after fellow pop diva Taylor Swift made a similar request. Indonesia and some other emerging economies have been hit hard as investors cut their risk appetite for assets amid a rise in U.S. interest rates and an intensifying trade war between Beijing and Washington. Indonesia, which is hosting the annual meetings of the International Monetary Fund and the World Bank Group, expects talks to cover rising U.S. interest rates, as well as the global trade war and its impact on emerging markets, Bank Indonesia governor Perry Warjiyo
told a news conference. “We will voice the interest of Indonesia in the context so that global economic recovery can be more balanced, there can be more clarity on the path of rising interest rates in advanced economies and a resolution for rising tension in global trade,” Warjiyo said. He called for more policy coordination and harmonization between countries so that emerging markets can lead global growth alongside a recovery in the U.S.
economy. The Indonesian rupiah IDR=ID has weakened around 10 percent so far this year, touching its lowest in over 20 years on Monday at 15,245 to the dollar before recovering slightly. Bank Indonesia has raised interest rates five times since mid-May, while the government has lifted import taxes and delayed infrastructure projects to curb imports. Authorities have said they are willing to accept slightly lower
economic growth to stabilize the market. Indonesian Finance Minister Sri Mulyani Indrawati, a former managing director of the World Bank, defended multilateral gatherings like the IMF-World Bank meetings and said they were a way for global policy makers to build understanding. “I don’t underestimate meetings like this, although it is often hard to communicate these things easily. SEMARAPURA - The use of Balinese script in public facilities has been implemented in Klungkung district according to the Regulation of Bali Governor No. 80/2018 concerning the Protection and Utilization of Balinese Language, Scripts and Literature. However, behind the writing there is still something wrong, not in accordance with the script writing rules. Some are even wrong in writing abbreviations. For example, it happens to the signboard of the PKK’s Secretariat, the Motivator Team of Klungkung District and the Dharma Wanita Unit. Similar mistakes also happened to the signboard of the regent’s office, precisely northwards of the Klungkung Culture, Youth and Sports Agency. Klungkung Regional Secretary, I Gede Putu Winastra, said the writing was carried out in a short time without the support of clear guidelines. It was suspected to be the cause of the mistakes. District government immediately conducted an evaluation by involving relevant agencies. “We have short time for preparation. This will be evaluated. If necessary, we establish a team,” he said on Monday (Oct. 8). Coordinator of Balinese Language Extension of Klungkung, I Wayan Arta Diptha, said the district government did not involve him in the writing. He also mentioned that according to the monitoring and information received, there were a number of erroneous writings, not in accordance with the script writing rules. “Actually, in my opinion, there are still many wrong things. For instance, the word ‘kabupaten (district)’ remains to use ordinary /ba/ (unaspirated consonant) and ordinary /u/ suku diacritics and has not applied yet the /bha/ kembang or aspirated consonant along with the /u/ suku ilut diacritics,” he explained. In order not to continue, he planned to coordinate directly with the regent of Klungkung to jointly make repairs before the writing is done permanently. “We plan to coordinate this matter,” he said. Apart from this mistake, this

Weed worse for teen brains than alcohol, study finds
MANGUPURA — Global gender gap report stated that gender inequality can hamper the economy. Therefore, women’s empowerment needs to be done because the multiplier effect is quite high.
Adolescents who begin using marijuana regularly may suffer lasting repercussions in their thinking ability, according to scientists at the University of Montreal. The study, published Wednesday in the American Journal of Psychiatry, followed over 3,800 adolescents from 31 Montreal-area schools over four years. The teens, who started participating in the study when they were 13, agreed to provide annual reports of how frequently they used marijuana and alcohol. They also took computerbased cognitive tests that measured recall memory, perceptual reasoning, inhibition and short-term memory. To get a more honest account of their marijuana and alcohol consumption, students were assured that parents and teachers would not have access to the information — unless there was an imminent safety risk. The study concluded that marijuana had a more damaging effect on teenagers’ long-term cognitive abilities than alcohol. Even after students reported stopping marijuana, their cognition did not improve. “Cannabis causes cognitive impairment and delayed cognitive development in adolescents,” Patricia Conrad, the lead author and professor of psychiatry at the University of Montreal, told NBC News. “This study focuses on the neuropsychological effects of cannabis. We think it’s important because it is linked to how someone functions in life.” It’s not the first research to find that cannabis use may be harmful to teen brains. In a study published in JAMA Psychiatry in June, University of Pennsylvania scientists analyzed 69 studies involving younger cannabis users. They discovered that young people who used marijuana frequently were more likely to have slightly lower scores on tests of memory, learning new information, and higher-level thinking involving problem solving and processing information — compared to non-users. More research is needed to determine how and why the brain is affected by early marijuana use, scientists say. But the longer-term social implications of marijuana use in teens are more well known. In 2014, The Lancet Psychiatry famously reported that teens who smoke marijuana daily are 60 percent less likely to graduate from high school or college than those who never use — and seven times more likely to attempt suicide. And a 2017 study led by Josiane Bourque and colleagues at the University of Montreal suggests that a link between frequent marijuana use in adolescence and psychotic symptoms may be largely caused by depression. According to data provided by the National Institute on Drug Abuse for Teens, about 5.9 percent of 12th graders reported daily use of marijuana in 2017, up from 5.1 percent in 2007. Amid increasingly lax laws and attitudes on pot use, the American Academy of Pediatrics published a report last year opposing medical IBP/net and recreational marijuana use for kids. Gender inequality inhibits the economy

ALABAMA - A salmonella outbreak caused by infected eggs has sickened 38 people in seven states since mid-June, the Centers for Disease Control and Prevention said this week. Ten people have been hospitalized but no deaths have been reported. Tests have traced the infections to eggs sold by Gravel Ridge Farms of Cullman, Alabama, which had issued a recall on Sept. 8, the CDC said Tuesday.

Minister of Finance of the Republic of Indonesia, Sri Mulyani, stated that without the assistance of policies that can ease the burden on women, echoing the gender equality in the workforce will be very difficult. Sri Mulyani explained that women’s contributions provide benefits for families, the economy and the community. In Indonesia, there is no prohibition for women from working, but there is still a patriarchal view amidst the society. Besides, women are still considered as the second source of income seeker for families. Many young women are very excited when they start working. However, they will have to stop working when getting married, pregnant and giving birth. Taking care of the household is considered as the main task of women. They must play the role as mother, and domestic work is borne to women. “In our institution, Ministry of Finance, we show off best practices and already received awards because we have provided various facilities for women workers, such as nursing rooms and day care center. By that way, we help reduce the feeling of burden on women workers,” said Sri Mulyani. This panel discussion was held to highlight gender inequality which has resulted in impediments to the development potential of the country, the economy and even companies, in the face of current challenges. “There is a stereotype that women are weak in the fields of mathematics and natural sciences. Actually, I have found their academic scores were high at college, but the challenge is how they can survive when they enter the workforce,” she said. So, it is necessary to make the office eco-friendly to women. Women can work comfortably and show all the potentials they have. “Without the assistance of policies that can ease the burden on women, echoing gender equality in the workforce will be very difficult,” she affirmed. Another speaker, IMF Managing Director, Christine Lagarde, highlighted that currently we are facing a high-tech era that have a significant influence on the presence of women in the workforce. This effect does not happen because women are minority, but because they work in the field of the automated work. So, technology can result in a big risk to the number of jobs filled by women. In harmony with her opinion, Executive Secretary of the U.N. Economic Commission for Africa, Vera Songwe, stated it is very important to protect women and what they do with their ideas and with whom they want to do so. Philippines revs up flagging green energy engine
SANTO TOMAS - Deep below the ancient volcanoes scattered around the Philippines sits a simmering stockpile of intense heat that officials hope will help revive the nation’s sputtering green energy machine. The Philippines -- thanks to its spot in the Ring of Fire zone of Pacific volcanoes -- has long been one of the world’s top producers of geothermal power, but years of neglect have sent the industry sliding. Now a surge of new exploration efforts are underway in a nation that has some of the world’s largest untapped sources of volcanic heat, but which relies on coal for half its electricity. “It’s an exciting development,” Enrique Nunez, the country director for Conservation International, told AFP. “In an environment where coal is king, this is good stuff”. One of the nation’s freshly upgraded plants, Maibarara, puffs out white steam from shining metal stacks on a jungle-covered hillside about an hour south of Manila. High-temperature water vapour from the Earth’s red-hot underbelly is piped to the surface where it makes power-producing turbines spin. “There is no smoke,” said facility manager Paul Elmer Morala. “Only a bit of noise, but our neighbours don’t complain.” The Philippines was for years the world’s number two, behind the United States, in drilling deep to tap the scorching hot steam. But as the nation’s economy has
boomed in recent decades, it has opted to feed its needs with cheaper and quicker-to-develop plants that burn fossil fuels. The amount of its power from geothermal sources has stayed relatively constant since 2002, while coal and gas-powered production has nearly tripled. Early in 2018 the Philippines lost its number two geothermal status, which it had held for over two decades, when Indonesia finished its massive Sarulla project. That demotion was years in the making for a country which had an initial rush of geothermal exploration in the 1970s and 1980s in response to the world’s first global oil crisis. Decades of neglect followed until a growing global commitment to slow climate change led to the Philippines passing a law a decade ago to spur renewable energy investments. - ‘Geothermal is risky’ The Philippine government launched in June a string of new exploration surveys, which comes on top of the roughly 10 contracts the nation has signed in recent years with power companies to drill exploratory wells. “Of course the target is to increase the existing capacity,” Ariel Fronda, head of the renewables division of
the Philippine energy ministry told AFP. “There is a high degree of interest in renewables in general... Energy has suddenly become an attractive business,” he added. The Philippines’ seven geothermal fields now supply about 12 percent of the nation’s energy, with a long-term plan to nearly double capacity by 2040. The Philippines has the fifthlargest geothermal reserves, behind only the United States, Indonesia, Japan and Kenya. Though nominally free, finding the resource is an expensive enterprise, with exploration wells costing up to $8 million each with no guarantee of success. “Geothermal is that risky,” said Fronda, with the government requiring at least two wells per private exploration project in order to more accurately estimate the yield of a site. The effort to stoke up the nation’s geothermal engine largely pre-dates the arrival of President Rodrigo Duterte. HONG KONG - Hong Kong will “fearlessly take action” against independence calls and protect China’s interests, leader Carrie Lam said Wednesday, as concerns grow that the city’s freedoms face an unprecedented challenge from Beijing. Lam’s annual policy address came as her government stood accused of attacking press freedoms for barring a Financial Times journalist from working in Hong Kong after he chaired a talk by an independence activist at the city’s press club. Any talk of independence incenses Beijing as President Xi Jinping increasingly emphasises the importance of territorial integrity. “I will not tolerate any acts that advocate Hong Kong’s independence and threaten the country’s sovereignty, security and development interests,” Lam told legislators in a televised address. “We will fearlessly take action against such acts according to the law in order to safeguard the interests of the country and Hong Kong.” Before the speech began, pro-democracy lawmakers were escorted from the legislative chamber after shouting “Protect press freedom” and waving placards. Hong Kong is governed under a semi-autonomous “One Country, Two Systems” set-up, with freedoms unseen on the mainland that are protected by a 50-year agreement made when Britain handed the city back to China in 1997. But there are serious concerns those rights are under threat. Lam repeatedly emphasised the notion of “One Country” in her speech and made no reference to freedom of expression and freedom of the press, a departure from last year’s address when she described those rights as “constitutional

Beijing regularly denies visas to foreign journalists on the mainland but it has not been a tactic used in Hong Kong. UK central bank warns EU of Asian markets cautious after US volatility risk to trillions in contracts
LONDON - The Bank of England has warned the European Union it is running short on time to mitigate disruption in trillions worth of complex financial contracts in the event Britain leaves the 28-nation bloc without a deal. The bank says in a report that the EU must act to protect against disruption to financial derivatives and insurance contracts as well as the transfer of personal data.
The committee says the “need for authorities to complete mitigating actions is now pressing.” It is the second warning of its kind. The bank warned in June that the EU needed to do more to prevent Brexit causing havoc in markets. The bank estimates that unless continuity to existing rules is created, some 41 trillion pounds ($53 trillion) in derivatives contracts face legal uncertainty after Brexit on March 29. (ap)
Asian stocks began Wednesday mixed after a volatile session for US equities and as yields on Treasury bonds retreated from a seven-year peak. Japanese shares opened higher after four days of losses -- with purchases making up for the higher yen’s dampening impact -- before dropping back into negative territory in mid-morning trade. “After four days of falling... Japanese shares are in a good place for bargain-hunting buys, even though a higher yen is somewhat weighing on the market,” Yoshihiro Ito, chief strategist at Okasan Online Securi-

In the green paddy field area, tourists can join in the plowing activities to experience the activities of farmers in Bali. When doing it, they are guided by a farmer, so that the cow can pull in accordance with the track. “I do not let them plow alone,” said Ni Putu Supasti, a women farmer offering the plowing attraction. Tourists wishing to get involved in the plowing activities are firstly invited to sit relaxingly in a simple field hut. Subsequently, they are served with a stamina enhancer drink made of roasted young coconut mixed with egg. They are then given an explanation of the purpose, tools and methods of plowing. After that, tourists are given bamboo steamer-like hat. At first, the cows are directed to the edge of paddy field, so that tourists can ride on the wooden plow. After sitting, Ni Putu Supasti then tells her cows to walk. The cows
walk around the fields. Ni Putu Supasti who follows just keeps talking (sort of sign language) to her cows so as to keep going on the track. In mid-track, the cows stop based on the order of Ni Putu Supasti. Tourists are given the opportunity to capture the moment with their camera.
With her husband I Made Suparta (Mr. Risa), she has a specialty to turn tourists into a farmer of her own way. After plowing, tourists are invited to start transplanting paddy traditionally. They are introduced how to the process making paddy grain into rice. Similarly, they are invited to catch fish in small pond,
climbing coconut trees and picking fruits in paddy field. Ultimately, tourists are taken to visit organic ornamental plants and Rumah Desa, a community activity of ancient Bali, such as ngelawar (preparing Balinese cuisine) and others. According to Supasti, in a day there are always tourists tak-

The museum is a place dedicated to preserving one of the Balinese traditions namely the ogoh-ogoh.
This place displays dozens of ogoh-ogoh from various regions in Bali especially Badung district. The Ogoh-Ogoh Bali is precisely located on Jalan Ayodhya, Pande hamlet, Mengwi, Badung. This Balinese ogoh-ogoh museum is located inside the complex of Manusa Yadnya Museum, in the west of the Taman Ayun attraction. It is clearly visible from the Taman Ayun because in front of it lies a banner that reads the Ogoh-Ogoh Bali Collection. This attraction is managed by an artist from Mengwi, I Ketut Nuada. He is a painter inside the compound of the Taman Ayun temple. Besides, he is the first person who had the idea to establish an ogoh-ogoh museum in Bali. For many years, I Ketut Nuada has hunted ogoh-ogoh for collection at this location. Ultimately, after all collections have been obtained, he officially opened the ogoh-ogoh Bali in April 2012. With the museum, he would
like to introduce more ogoh-ogoh figures to the world community as it cannot be found any time. However, it can only be found on the Caka New Year’s Eve in the series of Nyepi Day celebration where Balinese people make the ogoh-ogoh. In addition, the ogohogoh is also one of the works of art covering many fields of the art such as sculpture, architecture, painting, decoration, music, dance et cetera. So, it is considered very important to immortalize some parts of it as an effort to participate in preserving Balinese culture. Existence of the museum makes the world community more familiar with Balinese culture. Florida girds for ‘extremely dangerous’ category 4 hurricane PANAMA CITY - Hurricane Michael swelled to an ‘extremely dangerous’ category four storm as it rumbled toward the Gulf Coast of Florida early Wednesday in what forecasters warned was an unprecedented weather event for the area. The National Hurricane Center said the storm is now packing maximum wind gusts of 130 mph (210 kilometers), could grow even more and is expected to slam ashore later in the day along the Florida Panhandle or Big Bend area as a “life-threatening event”. As outer rainbands from the storm began to lash the coast, the center said a monster storm surge of up to 13 feet (four meters) is expected in some areas. Separately, the National Weather
Service office in the state capital Tallahassee issued a dramatic appeal for people to comply with evacuation orders. “Hurricane Michael is an unprecedented event and cannot be compared to any of our previous events. Do not risk your life, leave NOW if you were told to do so,” it said. The hurricane was forecast to make landfall somewhere along the Florida Panhandle -- a fingershaped strip of land on the Gulf of
Mexico -- or the Big Bend, which connects the former to the peninsula jutting south. The storm was expected to bring hurricane force winds and heavy rainfall, the Miami-based NHC said. It will then move across the southeastern US for another day or so as it heads toward the Atlantic. The NWS office in Tallahassee said it had searched its historical database for category four hurricanes -- the second highest level on the Saffir-Simpson hurricane

The NHC said some areas of the Florida coast could expect storm surges of nine to 13 feet and as much as a foot of rain. The heavy rains could cause flash floods, the NHC said, and spawn tornados in northwestern Florida. About 120,000 residents were under mandatory evacuation orders in Bay County in the panhandle, a low-lying area of beachfront resorts
and retirement communities. In other areas, residents of mobile homes were urged to leave. Michael was forecast to have the power to uproot trees, block roads and knock out power for days when it hits Florida. It is expected to weaken as it moves up into the southeastern United States. Drivers waited in long lines at gas stations and residents hurried to fill sandbags, while tolls were suspended on some roads to aid movement ahead of the storm’s landfall. “Since 6:00 am it’s been backed up. We’re just now running out of regular (gasoline),” Danny Hess, an employee at a gas station in Panama City, told local WJHG television. The Carolinas are still recovering from Hurricane Florence, which left dozens dead and is estimated to have caused billions of dollars in damage last month. It made landfall on the coast as a Category 1 hurricane on September 14 and drenched some parts of the state with 40 inches of rain. Last year saw a string of catastrophic storms batter the western Atlantic -- including Irma, Maria and Harvey, which caused a recordequaling $125 billion in damage when it flooded the Houston metropolitan area. Aid groups frustrated as foreign staff told to leave Palu
Indonesia on Tuesday told foreign aid workers their help was not needed in disasterravaged Palu and they should go home, frustrating relief efforts after a quake-tsunami killed more than 2,000 people. Foreign teams on the ground were told new rules barred them from searching for the dead in hard-hit parts of Palu, where thousands are missing since the September 28 twin disaster. Indonesia initially refused international help but President Joko Widodo reluctantly agreed to allow in overseas aid once the picture became clearer on Sulawesi island. Foreign aid poured into the ravaged city of Palu where authorities believe 5,000 people could be missing and 200,000 survivors desperately need food, water and other life-saving supplies. But international search and rescue teams were prevented Tuesday from accessing hard-hit parts of Palu, where thousands are believed to be buried underneath rubble. Ahmed Bham, from South African charity Gift of the Givers, was told that new rules barred foreign urban search and rescue teams (USAR) from playing any part in retrieving the dead. They were told “all foreign USAR teams should make their way obviously back to their countries. They don’t need them in Indonesia”, he said. “We’ve got experienced search and rescue
teams here in Indonesia with really specialised equipment. I’d like to use them,” he told AFP in Palu. Their 27-strong team arrived in Palu three days ago from Johannesburg, but days of delay frustrated their wish to join the search for the dead. “A lot of days were wasted... where we could have assisted and used our expertise and skill,” Bham said. “There seemed to be -- I won’t say red-tape -- but it was just like, ‘you can’t work here, you can’t do this, you can’t do that’. It’s something we haven’t experienced in other major disasters like this.” - ‘They can’t work’ -
Indonesia’s disaster agency issued a set of rules over the weekend instructing international staff to leave Palu, and requiring foreign donations be channelled through local partners. “The truth is that they have put out a statement saying foreign personnel should be withdrawn,” World Vision Australia chief advocate Tim Costello told Australian broadcaster ABC on Tuesday. “It is very odd as foreign jour-
nalists are free to walk around and report. This is what’s very strange.” He said aid was reaching survivors but “it is still, for us who are used to these crises, too slow”. Bham said most of the international teams he had seen in Palu were at the airport. “They can’t work. They are starting to make their way back to their countries,” he said. Disaster agency spokesman Sutopo Purwo Nugroho said no foreign aid workers had been asked to leave Palu yet. “But in Lombok there were many (asked to leave),” he told reporters Tuesday. A string of earthquakes in Lombok in eastern Indonesia over the summer killed more than 550 people, sparking a major aid response. “The president said we didn’t need foreign aid anymore but they kept coming.” Getting vital supplies to the affected areas has proved hugely challenging as flights into Palu were limited by its small airport, leaving aid workers facing gruelling overland journeys. French health watchdog calls for ban on sunbeds PARIS - The French health watchdog Wednesday urged the government to outlaw sunlamps and sunbeds because of the “proven” risk of skin cancer, in line with similar bans already in place in Australia and Brazil. “We recommend banning all activities linked to artificial tanning, along with ultraviolet sunlamps sold for esthetic purposes, especially those sold on the private market,” Olivier Merckel, an expert at the Agency for Food, Environmental and Occupational Health and Safety (ANSES), told AFP. Of 10,722 cases of malignant melanoma -- the deadliest form of skin cancer -- reported in French
adults over age 30 in 2015, 382 could be directly linked to the use of sunbeds and sunlamps, ANSES estimated recently. Skin specialists, the French academy of medicine, and some politicians have already spoken out in favour of a ban, but the French government has so far opted to merely tighten regulations. In 2013, it banned people under age 18 from using commercial tanning parlours, and outlawed advertising for them. A Must-See Historical Site on Tours to Ubud
GIANYAR - Goa Gajah’s name is slightly misleading, lending the impression that it’s a gigantic dwelling full of elephants. Nevertheless, Goa Gajah ‘Elephant Cave’ is an archaeological site of significant historical value that makes it a special place to visit. Located on the cool western edge of Bedulu Village, six kilometres out of central Ubud, you do not need more than an hour to descend to its relic-filled courtyard and view the rock-wall carvings, a central meditational cave, bathing pools and fountains. What’s There? Goa Gajah dates back to the 11th century, built as a spiritual place for meditation. The main grounds are down a flight of steps from the roadside and parking area, which is lined with various art and souvenir shops and refreshment kiosks. Upon reaching the base you will come across a large ‘wantilan’ meeting hall and an assortment of large old stone carvings, some restored to their former full glory. The pool, excavated in 1954, features five out of supposedly seven statues depicting Hindu
angels holding vases that act as waterspouts. Various structures reveal Hindu influences dating back to the 10th century, and some relics feature elements of Buddhism dating even earlier to the 8th century. The cave is shallow; inside are three stone idols each wrapped in red, yellow and black cloths. Black soot lines the cave’s walls as result from the currentday incense burning. Several indentations show where meditating priests once sat. The northern side of the complex is dominantly Buddhist while south across the river it’s mostly Shivaite. At the southern end are beautiful rice fields and small streams that lead to the Petanu River – another natural site entwined in local legends. Goa Gajah was built on a hillside and as two small streams met here forming a campuhan or ‘river junction’, the site was considered sacred and was built for hermetic meditation and prayers. What’s in the name? Even though the site’s name translates into ‘Elephant Cave’, you won’t find any pachyderms here. Various theories suggest the

The cave is shallow; inside are three stone idols each wrapped in red, yellow and black cloths. Black soot lines the cave’s walls as result from the currentday incense burning. Several indentations show where meditating priests once sat. The northern side of the complex is dominantly Buddhist while south across the river it’s mostly Shivaite. At the southern end are beautiful rice fields and small streams that lead to the Petanu River – another natural site entwined in local legends. Goa Gajah was built on a hillside and as two small streams met here forming a campuhan or ‘river junction’, the site was considered sacred and was built for hermetic meditation and prayers. What’s in the name? Even though the site’s name translates into ‘Elephant Cave’, you won’t find any pachyderms here. Various theories suggest the

Florida girds for ‘extremely dangerous’ category 4 hurricane PANAMA CITY - Hurricane Michael swelled to an ‘extremely dangerous’ category four storm as it rumbled toward the Gulf Coast of Florida early Wednesday in what forecasters warned was an unprecedented weather event for the area. The National Hurricane Center said the storm is now packing maximum wind gusts of 130 mph (210 kilometers), could grow even more and is expected to slam ashore later in the day along the Florida Panhandle or Big Bend area as a “life-threatening event”. As outer rainbands from the storm began to lash the coast, the center said a monster storm surge of up to 13 feet (four meters) is expected in some areas. Separately, the National Weather
Service office in the state capital Tallahassee issued a dramatic appeal for people to comply with evacuation orders. “Hurricane Michael is an unprecedented event and cannot be compared to any of our previous events. The NHC said some areas of the Florida coast could expect storm surges of nine to 13 feet and as much as a foot of rain. The heavy rains could cause flash floods, the NHC said, and spawn tornados in northwestern Florida. About 120,000 residents were under mandatory evacuation orders in Bay County in the panhandle, a low-lying area of beachfront resorts
and retirement communities. In other areas, residents of mobile homes were urged to leave. Michael was forecast to have the power to uproot trees, block roads and knock out power for days when it hits Florida. It is expected to weaken as it moves up into the southeastern United States. Drivers waited in long lines at gas stations and residents hurried to fill sandbags, while tolls were suspended on some roads to aid movement ahead of the storm’s landfall. “Since 6:00 am it’s been backed up. We’re just now running out of regular (gasoline),” Danny Hess, an employee at a gas station in Panama City, told local WJHG television. The Carolinas are still recovering from Hurricane Florence, which left dozens dead and is estimated to have caused billions of dollars in damage last month. It made landfall on the coast as a Category 1 hurricane on September 14 and drenched some parts of the state with 40 inches of rain. Aid groups frustrated as foreign staff told to leave Palu
Indonesia on Tuesday told foreign aid workers their help was not needed in disasterravaged Palu and they should go home, frustrating relief efforts after a quake-tsunami killed more than 2,000 people. Foreign teams on the ground were told new rules barred them from searching for the dead in hard-hit parts of Palu, where thousands are missing since the September 28 twin disaster. Indonesia initially refused international help but President Joko Widodo reluctantly agreed to allow in overseas aid once the picture became clearer on Sulawesi island. Foreign aid poured into the ravaged city of Palu where authorities believe 5,000 people could be missing and 200,000 survivors desperately need food, water and other life-saving supplies. But international search and rescue teams were prevented Tuesday from accessing hard-hit parts of Palu, where thousands are believed to be buried underneath rubble. Ahmed Bham, from South African charity Gift of the Givers, was told that new rules barred foreign urban search and rescue teams (USAR) from playing any part in retrieving the dead. They were told “all foreign USAR teams should make their way obviously back to their countries. They don’t need them in Indonesia”, he said. “We’ve got experienced search and rescue
teams here in Indonesia with really specialised equipment. I’d like to use them,” he told AFP in Palu. Their 27-strong team arrived in Palu three days ago from Johannesburg, but days of delay frustrated their wish to join the search for the dead. “A lot of days were wasted... where we could have assisted and used our expertise and skill,” Bham said. “There seemed to be -- I won’t say red-tape -- but it was just like, ‘you can’t work here, you can’t do this, you can’t do that’. It’s something we haven’t experienced in other major disasters like this.” - ‘They can’t work’ -
Indonesia’s disaster agency issued a set of rules over the weekend instructing international staff to leave Palu, and requiring foreign donations be channelled through local partners. “The truth is that they have put out a statement saying foreign personnel should be withdrawn,” World Vision Australia chief advocate Tim Costello told Australian broadcaster ABC on Tuesday. “It is very odd as foreign jour-
nalists are free to walk around and report. This is what’s very strange.” He said aid was reaching survivors but “it is still, for us who are used to these crises, too slow”. Bham said most of the international teams he had seen in Palu were at the airport. “They can’t work. They are starting to make their way back to their countries,” he said. Disaster agency spokesman Sutopo Purwo Nugroho said no foreign aid workers had been asked to leave Palu yet. “But in Lombok there were many (asked to leave),” he told reporters Tuesday. A string of earthquakes in Lombok in eastern Indonesia over the summer killed more than 550 people, sparking a major aid response. “The president said we didn’t need foreign aid anymore but they kept coming.” Getting vital supplies to the affected areas has proved hugely challenging as flights into Palu were limited by its small airport, leaving aid workers facing gruelling overland journeys. French health watchdog calls for ban on sunbeds PARIS - The French health watchdog Wednesday urged the government to outlaw sunlamps and sunbeds because of the “proven” risk of skin cancer, in line with similar bans already in place in Australia and Brazil. “We recommend banning all activities linked to artificial tanning, along with ultraviolet sunlamps sold for esthetic purposes, especially those sold on the private market,” Olivier Merckel, an expert at the Agency for Food, Environmental and Occupational Health and Safety (ANSES), told AFP. Of 10,722 cases of malignant melanoma -- the deadliest form of skin cancer -- reported in French
adults over age 30 in 2015, 382 could be directly linked to the use of sunbeds and sunlamps, ANSES estimated recently. Skin specialists, the French academy of medicine, and some politicians have already spoken out in favour of a ban, but the French government has so far opted to merely tighten regulations. In 2013, it banned people under age 18 from using commercial tanning parlours, and outlawed advertising for them. A total ban is now needed, according to Merckel. “Scientific data is growing, there isn’t any doubt any more, we have solid proof, the risk of cancer is
proven, we have figures on the risk to young people, to everyone, so now we’re calling for action from the authorities,” he said. There is a “proven” link between artificial sunlight and human cancer, the International Agency for Research on Cancer, a body of the World Health Organisation, warned as early as 2009. People under 35 who resort at least once to artificial tanning increase the likelihood of developing skin melanoma by 59 percent, according to ANSES. dropped 0.3 percent over July in numbers adjusted for seasonal and calendar variations. That followed drops in July of 1.3 percent and June of 0.7
percent. The ministry on Friday reported that factory orders had risen sharply in August, however, suggesting production should pick up.

UK central bank warns EU of Asian markets cautious after US volatility risk to trillions in contracts
LONDON - The Bank of England has warned the European Union it is running short on time to mitigate disruption in trillions worth of complex financial contracts in the event Britain leaves the 28-nation bloc without a deal. The bank says in a report that the EU must act to protect against disruption to financial derivatives and insurance contracts as well as the transfer of personal data.
The committee says the “need for authorities to complete mitigating actions is now pressing.” It is the second warning of its kind. The bank warned in June that the EU needed to do more to prevent Brexit causing havoc in markets. The bank estimates that unless continuity to existing rules is created, some 41 trillion pounds ($53 trillion) in derivatives contracts face legal uncertainty after Brexit on March 29. (ap)
Asian stocks began Wednesday mixed after a volatile session for US equities and as yields on Treasury bonds retreated from a seven-year peak. Japanese shares opened higher after four days of losses -- with purchases making up for the higher yen’s dampening impact -- before dropping back into negative territory in mid-morning trade. “After four days of falling... In the green paddy field area, tourists can join in the plowing activities to experience the activities of farmers in Bali. When doing it, they are guided by a farmer, so that the cow can pull in accordance with the track. “I do not let them plow alone,” said Ni Putu Supasti, a women farmer offering the plowing attraction. Tourists wishing to get involved in the plowing activities are firstly invited to sit relaxingly in a simple field hut. Subsequently, they are served with a stamina enhancer drink made of roasted young coconut mixed with egg. They are then given an explanation of the purpose, tools and methods of plowing. After that, tourists are given bamboo steamer-like hat. At first, the cows are directed to the edge of paddy field, so that tourists can ride on the wooden plow. After sitting, Ni Putu Supasti then tells her cows to walk. The cows
walk around the fields. Ni Putu Supasti who follows just keeps talking (sort of sign language) to her cows so as to keep going on the track. In mid-track, the cows stop based on the order of Ni Putu Supasti. Tourists are given the opportunity to capture the moment with their camera.
With her husband I Made Suparta (Mr. Risa), she has a specialty to turn tourists into a farmer of her own way. After plowing, tourists are invited to start transplanting paddy traditionally. They are introduced how to the process making paddy grain into rice. Similarly, they are invited to catch fish in small pond,
climbing coconut trees and picking fruits in paddy field. Ultimately, tourists are taken to visit organic ornamental plants and Rumah Desa, a community activity of ancient Bali, such as ngelawar (preparing Balinese cuisine) and others. According to Supasti, in a day there are always tourists tak-

The museum is a place dedicated to preserving one of the Balinese traditions namely the ogoh-ogoh.
This place displays dozens of ogoh-ogoh from various regions in Bali especially Badung district. The Ogoh-Ogoh Bali is precisely located on Jalan Ayodhya, Pande hamlet, Mengwi, Badung. This Balinese ogoh-ogoh museum is located inside the complex of Manusa Yadnya Museum, in the west of the Taman Ayun attraction. It is clearly visible from the Taman Ayun because in front of it lies a banner that reads the Ogoh-Ogoh Bali Collection. This attraction is managed by an artist from Mengwi, I Ketut Nuada. He is a painter inside the compound of the Taman Ayun temple. Besides, he is the first person who had the idea to establish an ogoh-ogoh museum in Bali. For many years, I Ketut Nuada has hunted ogoh-ogoh for collection at this location. Ultimately, after all collections have been obtained, he officially opened the ogoh-ogoh Bali in April 2012. With the museum, he would
like to introduce more ogoh-ogoh figures to the world community as it cannot be found any time. However, it can only be found on the Caka New Year’s Eve in the series of Nyepi Day celebration where Balinese people make the ogoh-ogoh. In addition, the ogohogoh is also one of the works of art covering many fields of the art such as sculpture, architecture, painting, decoration, music, dance et cetera. So, it is considered very important to immortalize some parts of it as an effort to participate in preserving Balinese culture. Existence of the museum makes the world community more familiar with Balinese culture. At the same time, it is also meant to support the interest and talent of Balinese young generation in the art creativity. SANTO TOMAS - Deep below the ancient volcanoes scattered around the Philippines sits a simmering stockpile of intense heat that officials hope will help revive the nation’s sputtering green energy machine. The Philippines -- thanks to its spot in the Ring of Fire zone of Pacific volcanoes -- has long been one of the world’s top producers of geothermal power, but years of neglect have sent the industry sliding. Now a surge of new exploration efforts are underway in a nation that has some of the world’s largest untapped sources of volcanic heat, but which relies on coal for half its electricity. “It’s an exciting development,” Enrique Nunez, the country director for Conservation International, told AFP. “In an environment where coal is king, this is good stuff”. One of the nation’s freshly upgraded plants, Maibarara, puffs out white steam from shining metal stacks on a jungle-covered hillside about an hour south of Manila. High-temperature water vapour from the Earth’s red-hot underbelly is piped to the surface where it makes power-producing turbines spin. “There is no smoke,” said facility manager Paul Elmer Morala. “Only a bit of noise, but our neighbours don’t complain.” The Philippines was for years the world’s number two, behind the United States, in drilling deep to tap the scorching hot steam. But as the nation’s economy has
boomed in recent decades, it has opted to feed its needs with cheaper and quicker-to-develop plants that burn fossil fuels. The amount of its power from geothermal sources has stayed relatively constant since 2002, while coal and gas-powered production has nearly tripled. Early in 2018 the Philippines lost its number two geothermal status, which it had held for over two decades, when Indonesia finished its massive Sarulla project. That demotion was years in the making for a country which had an initial rush of geothermal exploration in the 1970s and 1980s in response to the world’s first global oil crisis. Decades of neglect followed until a growing global commitment to slow climate change led to the Philippines passing a law a decade ago to spur renewable energy investments. - ‘Geothermal is risky’ The Philippine government launched in June a string of new exploration surveys, which comes on top of the roughly 10 contracts the nation has signed in recent years with power companies to drill exploratory wells. “Of course the target is to increase the existing capacity,” Ariel Fronda, head of the renewables division of
the Philippine energy ministry told AFP. “There is a high degree of interest in renewables in general... Energy has suddenly become an attractive business,” he added. The Philippines’ seven geothermal fields now supply about 12 percent of the nation’s energy, with a long-term plan to nearly double capacity by 2040. The Philippines has the fifthlargest geothermal reserves, behind only the United States, Indonesia, Japan and Kenya. Though nominally free, finding the resource is an expensive enterprise, with exploration wells costing up to $8 million each with no guarantee of success. “Geothermal is that risky,” said Fronda, with the government requiring at least two wells per private exploration project in order to more accurately estimate the yield of a site. The effort to stoke up the nation’s geothermal engine largely pre-dates the arrival of President Rodrigo Duterte. HONG KONG - Hong Kong will “fearlessly take action” against independence calls and protect China’s interests, leader Carrie Lam said Wednesday, as concerns grow that the city’s freedoms face an unprecedented challenge from Beijing. Lam’s annual policy address came as her government stood accused of attacking press freedoms for barring a Financial Times journalist from working in Hong Kong after he chaired a talk by an independence activist at the city’s press club. Any talk of independence incenses Beijing as President Xi Jinping increasingly emphasises the importance of territorial integrity. “I will not tolerate any acts that advocate Hong Kong’s independence and threaten the country’s sovereignty, security and development interests,” Lam told legislators in a televised address. “We will fearlessly take action against such acts according to the law in order to safeguard the interests of the country and Hong Kong.” Before the speech began, pro-democracy lawmakers were escorted from the legislative chamber after shouting “Protect press freedom” and waving placards. Hong Kong is governed under a semi-autonomous “One Country, Two Systems” set-up, with freedoms unseen on the mainland that are protected by a 50-year agreement made when Britain handed the city back to China in 1997. But there are serious concerns those rights are under threat. Lam repeatedly emphasised the notion of “One Country” in her speech and made no reference to freedom of expression and freedom of the press, a departure from last year’s address when she described those rights as “constitutional

Weed worse for teen brains than alcohol, study finds
MANGUPURA — Global gender gap report stated that gender inequality can hamper the economy. Therefore, women’s empowerment needs to be done because the multiplier effect is quite high.
Adolescents who begin using marijuana regularly may suffer lasting repercussions in their thinking ability, according to scientists at the University of Montreal. The study, published Wednesday in the American Journal of Psychiatry, followed over 3,800 adolescents from 31 Montreal-area schools over four years. The teens, who started participating in the study when they were 13, agreed to provide annual reports of how frequently they used marijuana and alcohol. They also took computerbased cognitive tests that measured recall memory, perceptual reasoning, inhibition and short-term memory. To get a more honest account of their marijuana and alcohol consumption, students were assured that parents and teachers would not have access to the information — unless there was an imminent safety risk. The study concluded that marijuana had a more damaging effect on teenagers’ long-term cognitive abilities than alcohol. Even after students reported stopping marijuana, their cognition did not improve. “Cannabis causes cognitive impairment and delayed cognitive development in adolescents,” Patricia Conrad, the lead author and professor of psychiatry at the University of Montreal, told NBC News. “This study focuses on the neuropsychological effects of cannabis. We think it’s important because it is linked to how someone functions in life.” It’s not the first research to find that cannabis use may be harmful to teen brains. In a study published in JAMA Psychiatry in June, University of Pennsylvania scientists analyzed 69 studies involving younger cannabis users. They discovered that young people who used marijuana frequently were more likely to have slightly lower scores on tests of memory, learning new information, and higher-level thinking involving problem solving and processing information — compared to non-users. More research is needed to determine how and why the brain is affected by early marijuana use, scientists say. But the longer-term social implications of marijuana use in teens are more well known. In 2014, The Lancet Psychiatry famously reported that teens who smoke marijuana daily are 60 percent less likely to graduate from high school or college than those who never use — and seven times more likely to attempt suicide. And a 2017 study led by Josiane Bourque and colleagues at the University of Montreal suggests that a link between frequent marijuana use in adolescence and psychotic symptoms may be largely caused by depression. According to data provided by the National Institute on Drug Abuse for Teens, about 5.9 percent of 12th graders reported daily use of marijuana in 2017, up from 5.1 percent in 2007. Amid increasingly lax laws and attitudes on pot use, the American Academy of Pediatrics published a report last year opposing medical IBP/net and recreational marijuana use for kids. Salmonella cases have been reported in Colorado, Montana, Iowa, Tennessee, Kentucky, Ohio and Alabama. Twenty-four new cases have been reported since Sept. 10,
when the CDC issued its first report on the outbreak. The CDC advises consumers to return any Gravel Ridge Farms eggs to the store where purchased or throw them out, even if some of the eggs were eaten and no one has gotten sick. ALABAMA - A salmonella outbreak caused by infected eggs has sickened 38 people in seven states since mid-June, the Centers for Disease Control and Prevention said this week. Ten people have been hospitalized but no deaths have been reported. Tests have traced the infections to eggs sold by Gravel Ridge Farms of Cullman, Alabama, which had issued a recall on Sept. 8, the CDC said Tuesday.

Minister of Finance of the Republic of Indonesia, Sri Mulyani, stated that without the assistance of policies that can ease the burden on women, echoing the gender equality in the workforce will be very difficult. Sri Mulyani explained that women’s contributions provide benefits for families, the economy and the community. In Indonesia, there is no prohibition for women from working, but there is still a patriarchal view amidst the society. Besides, women are still considered as the second source of income seeker for families. Many young women are very excited when they start working. However, they will have to stop working when getting married, pregnant and giving birth. Taking care of the household is considered as the main task of women. They must play the role as mother, and domestic work is borne to women. “In our institution, Ministry of Finance, we show off best practices and already received awards because we have provided various facilities for women workers, such as nursing rooms and day care center. By that way, we help reduce the feeling of burden on women workers,” said Sri Mulyani. This panel discussion was held to highlight gender inequality which has resulted in impediments to the development potential of the country, the economy and even companies, in the face of current challenges. “There is a stereotype that women are weak in the fields of mathematics and natural sciences. Actually, I have found their academic scores were high at college, but the challenge is how they can survive when they enter the workforce,” she said. So, it is necessary to make the office eco-friendly to women. Women can work comfortably and show all the potentials they have. “Without the assistance of policies that can ease the burden on women, echoing gender equality in the workforce will be very difficult,” she affirmed. Another speaker, IMF Managing Director, Christine Lagarde, highlighted that currently we are facing a high-tech era that have a significant influence on the presence of women in the workforce. This effect does not happen because women are minority, but because they work in the field of the automated work. So, technology can result in a big risk to the number of jobs filled by women. In harmony with her opinion, Executive Secretary of the U.N. Economic Commission for Africa, Vera Songwe, stated it is very important to protect women and what they do with their ideas and with whom they want to do so. SEMARAPURA - The use of Balinese script in public facilities has been implemented in Klungkung district according to the Regulation of Bali Governor No. 80/2018 concerning the Protection and Utilization of Balinese Language, Scripts and Literature. However, behind the writing there is still something wrong, not in accordance with the script writing rules. Some are even wrong in writing abbreviations. For example, it happens to the signboard of the PKK’s Secretariat, the Motivator Team of Klungkung District and the Dharma Wanita Unit. Similar mistakes also happened to the signboard of the regent’s office, precisely northwards of the Klungkung Culture, Youth and Sports Agency. Klungkung Regional Secretary, I Gede Putu Winastra, said the writing was carried out in a short time without the support of clear guidelines. It was suspected to be the cause of the mistakes. District government immediately conducted an evaluation by involving relevant agencies. “We have short time for preparation. This will be evaluated. If necessary, we establish a team,” he said on Monday (Oct. 8). Coordinator of Balinese Language Extension of Klungkung, I Wayan Arta Diptha, said the district government did not involve him in the writing. He also mentioned that according to the monitoring and information received, there were a number of erroneous writings, not in accordance with the script writing rules. “Actually, in my opinion, there are still many wrong things. For instance, the word ‘kabupaten (district)’ remains to use ordinary /ba/ (unaspirated consonant) and ordinary /u/ suku diacritics and has not applied yet the /bha/ kembang or aspirated consonant along with the /u/ suku ilut diacritics,” he explained. In order not to continue, he planned to coordinate directly with the regent of Klungkung to jointly make repairs before the writing is done permanently. “We plan to coordinate this matter,” he said. Apart from this mistake, this

The 30-year-old Barbados-born pop singer -who has residency in America but cannot vote herself -- took to Instagram to urge her fans to sign up before deadline for November’s midterm elections. “GOOD MORNING AMERICA. Who is awake this morning? And who’s woke?” she asked her 65 million followers. “You have 1 job today and that is to properly register to vote,” RiRi wrote, alongside a chart of the voter registration deadlines in each of the 50 states. She said Tuesday was the deadline to register in 14 states: Arizona, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Michigan, Mississippi, New Mexico, Ohio, Pennsylvania, Tennessee and Texas. “Go to Vote.org to register and to double and triple check that you are properly registered!” Rihanna’s plea came a few days after fellow pop diva Taylor Swift made a similar request. Kamari Guthrie of Vote.org told Buzzfeed News that voter registrations have surged since Swift’s Instagram post. NEW YORK - Lady Gaga, Serena Williams, Harry Styles and Gucci’s star designer Alessandro Michele will co-chair next year’s Met Gala with Anna Wintour, museum officials said Tuesday. Organized every year by The Metropolitan Museum of Art, the Gala is a fundraising dinner for its Costume Institute. It is run by Wintour, editor-in-chief of Vogue magazine, whose influence is such that the space dedicated to the Costume Institute since 2014 has been called the Anna Wintour Costume Center. Indonesia to press for policy coordination at IMF-World Bank meetings

Indonesia and some other emerging economies have been hit hard as investors cut their risk appetite for assets amid a rise in U.S. interest rates and an intensifying trade war between Beijing and Washington. Indonesia, which is hosting the annual meetings of the International Monetary Fund and the World Bank Group, expects talks to cover rising U.S. interest rates, as well as the global trade war and its impact on emerging markets, Bank Indonesia governor Perry Warjiyo
told a news conference. “We will voice the interest of Indonesia in the context so that global economic recovery can be more balanced, there can be more clarity on the path of rising interest rates in advanced economies and a resolution for rising tension in global trade,” Warjiyo said. He called for more policy coordination and harmonization between countries so that emerging markets can lead global growth alongside a recovery in the U.S.
economy. The Indonesian rupiah IDR=ID has weakened around 10 percent so far this year, touching its lowest in over 20 years on Monday at 15,245 to the dollar before recovering slightly. Bank Indonesia has raised interest rates five times since mid-May, while the government has lifted import taxes and delayed infrastructure projects to curb imports. Authorities have said they are willing to accept slightly lower
economic growth to stabilize the market. Indonesian Finance Minister Sri Mulyani Indrawati, a former managing director of the World Bank, defended multilateral gatherings like the IMF-World Bank meetings and said they were a way for global policy makers to build understanding. “I don’t underestimate meetings like this, although it is often hard to communicate these things easily. But if we don’t participate and we don’t present our actual problems, each country will go in their own direction and this can create danger,” she said, speaking alongside
