As a city area, Denpasar has unfinished problems on waste and population. The existence of Mandala Wisata Stage at Bedulu Village, Blahbatuh Subdistrict, proposed last year into an archaeological museum (museum of civilization) by the cultural advisory council (Listibiya) of Gianyar Regency remains a discourse. Although the plan of archaeological museum establishment at Bedulu was welcomed by Government of Gianyar Regency, until now there had been no clarity about the plan. The Regent of Gianyar Tjok Oka Artha Ardhana Sukawati (Tjok Ace) could not ensure it when asked for his confirmation in the midst of sculpture and craft exhibition in Puri Lukisan Ubud Thursday (Oct 7) night. As ever delivered by Listibiya of Gianyar Regency (BP/Jan19, 2009), the proposal on the establishment of archaeological museum posed the result of a working meeting committed by Listibiya members of Gianyar Regency. Establishment of the archaeological museum was based on the consideration that the region of Bedulu, Pejeng until Tampaksiring retained a lot of relics of antiquities. Sculpture and Craft Arts Has Minim Donators In the middle of the exhibitions decorating the art world of Bali, including in Ubud, Gianyar, there’s still a gap in exhibiting the sculptures and craft arts. The exhibition opened by Gianyar Regent, Tjok Oka Artha Ardana Sukawati, was a first and like a protest from those sculptors as they usually only have their chance to shine in the Bali Arts Festival event.

According to B.I.A.S.A. General Leader, Ida Bagus Alit, revealed that Bali has many sculptors in many areas. Yet their existence are hardly known by the public because of they hardly presented themselves. Now it is the time for them to shine on to show off their works to the public so it can be known and appreciated by everyone. Sculptor and art crafter, Wayan Suardana, who is the head committee of the exhibition, explained that the base of both kinds of arts has the same root yet all this time they are placed in different places. The sculpture and art crafts 2010 exhibition, was planned by the Art Craft Course of ISI Denpasar which involved lecturers, students, alumnus and join work with the sculpture course also B.I.A.S.A. group and the curator on this Bina Rupa Tunggal Raga Exhibition, I Wayan Seriyoga Parta. Review Trial on “Bali Nine” Convicts to Die Two Witnesses Gave Lightening Witness Denpasar (Bali Post) –

The review (PK) trial for the convicts’ death of methamphetamine smunggling case from Australia Myuran Sukumaran and Andrew Chan continues in Denpasar District Court on Friday (8/ 10). The two witnesses Yahya Harahap (former great judge) and Siswanto (Kerobokan Jail) that attended the trial’s front together gave their statement to lighten accused acts. Siswanto explained while in jail the two have done religious and social activities, “They’re active during prayers led by the priest in the jail.” In social activities, Myuran and Andrew gave English language lessons for the other convicts jailed, also on computer, painting, sabloning and silver crafts. What’s more important none of them violated the discipline regulations. About their guilt, Siswanto admitted they have met privately and stated that the two are very regretting their acts and very hoped that their punishment could be less. Their attitudes, according to Siswanto, have been giving positive affects to the other guided jailed convicts. Even though, Judge Argita Candra questioned their change attitudes, “What is the guarantee that they have changed, isn’t those changing is because a rule to lessen their pubishment.” Religious and social activities are part of the rules to gain remission for those convicts that is right to be given to. Meanwhile, besides Siswanto,

the convicts’ lawyers led by Todung Mulya Lubis also suggested Yahya Harapap. The law expert gave his witness to lessen Andre and Myuran punishment. According to Yahya, their action was not yet in the export category as the narcotic they brought a courier that is not out from Indonesian Republic yet. When they were captured, the evidence was still in the boarding waiting room. So the category of the action suits section 53 Criminal Code which is still a trial and the punishment is usually a third from the whole convict’s action. Early Age Children Education (PAUD) is very important as the potential of intelligence on them is very huge. Although, parents or publics acknowledgement to hat is not optimized yet so those children that should have had their intelligence developed such as in kindergartens or PAUD was not done and brought straight away to elementary schools. This was revealed by Head of UPT Education Development Board (BPKB) for Bali Province, Drs. IB Anom, MPd when being the source in the national seminar titled “PAUD as Nation Development Foundation” in the hall of Education, Youths and Sports Agency office last Friday (8/10). The other problem not all areas or villages in Bali has PAUD institutions so kids got their chance to develop their intelligence potential from early age. Right now 53 percent of Bali area has PAUD institutes which mean the other 47 has not been developed. There are also economy reasons that caused parents not put their children in PAUD education as they think it’s expensive and choose their kids to go to elementary straight away, Interesting that in this seminar it is also revealed that kindergartens have

been taught to read, write and counting as for them to be accepted in elementary those kindergarten kids were tested for counting. This was revealed by two seminar attendees who one of them is a kindergarten teacher in Denpasar. To this teacher, it’s such a dilemma as it’s such a worry if the kid won’t be accepted later on when actually teaching such thing to an early age kid is robbing over their rights to play. Meanwhile with the information for elementary recruitment there is a counting/ mathematics tests, then those kindergarten chidren are taught so. Although, this was straighten by the Head of UPT of North Denpasar Youth, Education and Sports Agency, Nyoman Gede Arnawa, that it is not right to have the mathematics test in elementary recruitment. In North Denpasar, the recruitment is done by the head of the area, “We straighten it that it is not right those kindergarten kids were tested its counting skills to get to elementary.” IB Anim added that in the age of kindergarten or PAUD, children can be introduced to alphabets and numbers yet this should be packed in games or while playing. Yet the kids can’t be forced reading, writing and counting. Mathematics should be thought in elementary. (08)

The existence of modern markets such as the chained mini markets really becomes a serious threat to traditional markets in Bali. Its expansion does not only invade the urban areas, but also reaches villages in a number of small regencies like Bangli. As a result, traditional markets even get more marginalized and abandoned by communities. “Currently, there are many modern chained stores that have penetrated to rural areas. The farmer’s products have now been rivaled. If this condition is allowed to continue, the existence of traditional markets selling more agricultural products will increasingly marginalized,” complained one of the participants in the open house or Simakrama held by Governor of Bali with Balinese people in Wantilan Hall of Bali House, Saturday (Oct 9). The man claiming to come from Bangli urged Governor of Bali Made Mangku Pastika to immediately address the phenomenon. To discontinue the expansion of modern markets from entering the rural areas, he asked the

government to stop the issuance of operational permits for mini markets, particularly those operating in rural areas. Existence of chained mini markets has taken dominant roles of traditional markets. Displacement of traditional markets had caused the local products of farmers increasingly unsold. Moreover, virtually all products sold in the modern market consisted of manufactured goods that did not exist in Bali, he reminded. “Mr. Governor, please save the peaceful Bangli. If the modern markets are not restricted, then the peace of Bali will disappear,” he said while advising the Governor Mangku Pastika to issue a policy for the civil servants to purchase agricultural products with a voucher system. In responding to the complaint, Governor Mangku Pastika did not dismiss the phenomenon. Indeed, the chained mini markets had already been flourishing in Bali and come to be competitor of traditional markets. Local government actually had made an endeavor to restrict the growth of modern stores. “Local government has al-

ready taken action. However, we must perform introspection regarding to the existence of traditional market. Today, the traditional markets in Bali remain chaotic and dirty. There should be revitalization to improve the quality of traditional markets,” he reminded. According to Mangku Pastika, most Balinese people actually stayed to need the presence of traditional market. It was only in the traditional markets Balinese community could do bargaining. “Some people prefer to make bargaining process in the transaction. Related to the numbers of public complaints responding to the existence of the mushrooming mini markets, government will definitely follow it up,” he affirmed. Not long ago, a number of decisive actions had been taken by Denpasar Municipality and a number of other regencies in Bali. Some of the mini markets were sealed and disciplined because their operation had not been supported by the required permissions. Abbas seeking alternatives if Mideast talks fail AP

SIRTE, Libya – Palestinian President Mahmoud Abbas on Saturday sought Arab backing for possible fallback options in case troubled peace talks with Israel collapse, including urging the United States to unilaterally recognize a Palestinian state. For now, the Obama administration is still trying to salvage the negotiations that began in Washington five weeks ago. The Arab League, meeting in Libya over the weekend, gave the Americans another month — just past midterm elections in the U.S. — to try to break the deadlock over Israeli settlement expansion. Abbas has said he would not resume negotiations unless Israel extends a 10-month-old slowdown on settlement construction that ended in late September. Israeli Prime Minister Benjamin Netanyahu has rejected an extension, but is considering compromises. The Palestinian leader’s options in the event that talks break down appear limited. Discussions about alternatives, including at the Arab League summit, appear to be largely aimed at pressuring Israel and spurring the U.S. into action. On Saturday, Abbas told Arab

leaders that he does not expect Israel to budge on the settlement issue and that in the meantime, opposition to continuing the talks is building among the Palestinians. “We have exhausted all our alternatives,” two Arab diplomats quoted Abbas as saying. They spoke on condition of anonymity in order to disclose information discussed in the closed session. Abbas aide Nabil Shaath said the Palestinian leaders have withdrawn their support for a proposed U.S. compromise to extend the settlement curb for 60 more days. Earlier this week, Shaath had said the Palestinians are willing to consider the idea, provided the final borders between Israel and a future Palestinian state were negotiated within that period. “We are not willing anymore to consider 60 days,” Shaath told The Associated Press in an interview in the West Bank town of Ramallah. “When you see nothing but hardened positions, you really have to meet it with the same tactic,” he said, referring to Israel’s negotiating stance. In recent months, some of Abbas’ advisers have floated the idea of asking the U.N. Security Council for a unilateral recognition of a Palestinian state in the West Bank, Gaza and east Jerusalem, territories Israel captured in the 1967 Mideast War.

Kim Jong Un, dressed in a dark blue civilian suit, sat next to his father on an observatory platform at Kim Il Sung Plaza as tanks carrying rocket-propelled grenades and long-range missiles rolled by as part of celebrations marking the 65th anniversary of the reclusive state’s ruling Workers’ Party. It was a momentous public debut for Kim Jong Un less than two weeks after he was made a four-star general in the first in a series of appointments that set him firmly on the path to succession, which would carry the Kim dynasty over the communist country into a third generation. Just days earlier, the world got a first glimpse of the son from pho-

However, Sunday’s appearance was carried live by state TV, beaming him into North Korean households and giving the people their first good look at the future leader. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Top North Korean defector dies in South Korea AP

SEOUL, South Korea – Hwang Jang-yop, a former senior member of North Korea’s ruling Workers’ Party who taught ideology to leader Kim Jong Il but defected to South Korea in 1997, has died. He was 87. The official said that Hwang had died and that his body was still at his residence. He added that there was no sign of foul play. He spoke on condition of anonymity as he was not authorized to speak to media. Hwang was the chief architect of North Korea’s guiding “juche” philosophy of self-reliance and was one of the country’s most powerful officials when he fled during a visit to Beijing. He had been close to the country’s founder, Kim Il Sung — the father of current leader Kim Jong Il — and had tutored the younger Kim. Hwang’s death came as North Korea held a massive military parade Sunday to commemorate the 65th anniversary of the foundation of the Workers’ Party. Kim Jong Il and his son, heir apparent Kim Jong Un, attended the parade broadcast live on North Korean state television. Since defecting, Hwang lived in Seoul under tight police security amid fears North Korean agents might try to take revenge. OAXACA, Mexico – The mayor-elect of a small town near Oaxaca state’s Pacific coast has been shot to death, the latest in a string of politicial figures who have been slain in Mexico this year. Antonio Jimenez Banos, 47, who would have taken office in January in Martires de Tacubaya, was killed Friday afternoon by an assailant as he was returning to his farm. He was hit in the head and chest apparently with a shotgun, prosecutors said. Eleven sitting mayors have been killed so far this year in Mexico. Two of them were also

in Oaxaca, but most of the killings have been in northern states plagued by drug gang violence. Candidates and representativeselect have also been assassinated. The most brazen was a deadly ambush of a gubernatorial candidate earlier this year in the border state of Tamaulipas, where two drug cartels are fighting a bloody battle for territory and transit routes to the United States. Mexican drug cartels have increasingly targeted local elected officials as they fight the government and each other. They use isolated, lightly patrolled towns to hide and to stash kidnap victims, weapons and drugs and seek to co-opt or eliminate authorities to assert their control.

Oaxaca, however, has seen a rise in political attacks on elected officials. Two mayors were killed in June, one at a political rally and the other in a dispute over a mine. The prosecutor’s office said it didn’t know if the attack on Jimenez, a member of Mexico’s once-dominant Institutional Revolutionary Party, was politically motivated. After Jimenez was elected in July, several groups protested the vote. PARIS – The US warning that stirred public panic in Europe over a possible Al-Qaeda attack at tourist hotspots has given a sense of victory to Islamist extremist networks, intelligence experts said. Even though the threat of terror strikes should not be underestimated — it is a real, ongoing threat — warnings such as the recent US travel advisory of a high risk of an attack in Europe make for frightening headlines and television news broadcasts. As ominous images of soldiers in combat gear in Paris patrolling at the foot of the Eiffel Tower flickered across TV screens around the world, experts said it must have delighted the jihadist leaders to see the West gripped with fear. “All this free publicity is like manna from heaven for Al-Qaeda,” said Alain Chouet, former head of security information at the French DGSE intelligence agency. JAKARTA - The death toll from flash floods that struck a remote region of eastern Indonesia last week climbed to at least 148 Sunday, with more than a hundred people still missing, an official said. Rescue workers were still searching for survivors from the floods that hit West Papua province’s Teluk Wondama district last Monday following torrential downpours, Disaster Management Agency spokesman Priyadi Kardono told AFP. “At least 148 people were killed.

About 123 people are still missing and the chances of them being found alive is slim. They could have been buried under rocks or swept to the sea,” he said. About 700 people were injured, 172 badly, Kardono said. Those killed had reportedly

drowned and been swept away by the powerful waters along with uprooted trees, rocks and debris. Experts warned such events will become more common in the archipelago due to a combination of climate change, land conversion and logging, which can contribute to landslides and flash floods after monsoonal downpours. Indonesia’s climatology agency said most parts of Indonesia had experienced torrential rains, strong winds, high waves and flooding due to extreme weather this year.

Reformists lose hope for Indonesia Agence France-Presse

JAKARTA - The vaunted Reformasi era of democratic change in Indonesia is coming to a dead end under President Susilo Bambang Yudhoyono’s leadership, if his candidate for police chief is any indication, activists say. Some are already drafting obituaries for the spirit of openness and liberal reform that energised the country of 240 million people in the years after the resignation of the dictator Suharto in 1998. The latest nail in the coffin, according to these rights activists, is the imminent appointment of three-star General Timur Pradopo, 54, as chief of the mainly Muslim country’s notoriously corrupt police force. When Yudhoyono came to power in 2004, defeating the daughter of Suharto’s predecessor Sukarno in a poll seen as free and fair, he was considered a potential reformer himself. But critics say that Indonesia’s entrenched vested interests have since re-asserted themselves with a vengeance, even if a return to overt dictatorship is unlikely. Pradopo is ex-general Yudhoyono’s sole nominee for the police job and while he will be grilled by lawmakers this week, activists say his appointment is as good as certain — but few believe he has what it takes to clean up the force. Teten Masduki of Transparency International, which ranked Indonesia 111 out of 180 countries in a corruption survey last year, said that with Pradopo in charge of the police Reformasi will probably remain on life support. “We don’t see him as a strong figure who can effect change. The process of reform will stay stagnant,” he told AFP. “This is regrettable. There is so much corruption in the police force. The appointment of a new chief should have been an entry point for the president to make changes, but he’s letting the opportunity slip.” But political scientist Bima Arya Sugiarto said the nomination is Yudhoyono’s prerogative and Pradopo should be given a chance to prove himself. “All candidates have their plus and minus points so let’s give him a chance while keeping an eye on his performance,” he said. Indonesia’s economy is booming and foreigners are falling over themselves to invest in the local stockmarket, but a sense of pessimism is creeping through Indonesian civil society. Critics point to a culture of cronyism, nepotism and impunity for human rights abuses, a

lack of government transparency and the increasing use of draconian libel laws to muzzle critics and whistle-blowers. Yudhoyono has won two elections with strong mandates to crack down on rampant corruption but his efforts are widely seen as selective and half-hearted at best. At worst, some say he is complicit in cementing the power of a shadowy, Suharto-era “oligarchy” of mainly Javanese businessmen and former generals, for whom reform is a dirty word. Usman Hamid, who heads the Commission for Missing Persons and Victims of Violence (Kontras), said such elites needed a police chief like Pradopo to protect their interests. “The choice of police chief is a threat to those involved in corruption. Timur Pradopo won’t make things difficult for them,” he said. Setara Institute for Democracy and Peace deputy chairman Bonar Tigor Naipospos said the moustachioed general would be “easily influenced”. “He has no outstanding achievements... He bends whichever way the wind blows,” he said. If that proves to be the case activists said it will be a seamless transition from outgoing police chief Bambang Hendarso Danuri, whose term was marked by numerous scandals. Most recently, he was criticised over the alleged involvement of senior police officers in suspected judicial corruption surrounding the acquittal of an unusually wealthy junior tax official. Despite his chequered record, Yudhoyono stood by Danuri and allowed him to serve out his full term in office. In addition to concerns about corruption, rights activists accuse Pradopo of complicity in the police shooting of four student protesters during the May, 1998 demonstrations that brought down Suharto. Reformists also fret that the police is too close to hardline Islamists, especially vigilante groups like the stick-wielding Islamic Defenders Front (FPI). Pradopo was reportedly a founding member of the FPI in 1998 and attended its anniversary celebrations earlier this year. FPI militants do not advocate terrorism but share the jihadists’ agenda of bringing Indonesia under sharia law. Some members have been arrested in connection with terror plots but the group says they were acting on their own. The FPI has warmly welcomed Pradopo’s nomination. Jakarta branch leader Habib Salim Al Attas called him a “very nice, firm and smart man”.

Mangupura – Profauna Bali, a non government organization (NGO) in Bali, stated that the turtles in Bali are threatened because the high number of turtle egg trade in the island. Dionisius Utama, a staff of Profauna Bali, said “the reptile existence is threatened because there are many people in Bali who use the turtle’s egg as commodity and sell them.” Even tough the number is decreasing but the trade of turtle eggs still existed in Bali. “The condition is worst outside Bali such as on Kalimantan and Sumatra, the trade of turtle eggs is done openly,” he added. Donisius explained that this year, the NGO has rescued 8,000 eggs and 7,000 of them had been hatched and released on Kuta beach. The number of egg rescued increase compared to 2009 which was 7,000 eggs. Most of the eggs were retrieved from the Kuta beach area.

“We urged all people to care and take part in conserving turtle’s population which is still threatened by illegal act. One of the actions taken by the people is giving report to the authorities if they found out any illegal activities that concern turtles in Bali,” Donisius said. Turtle is an ancient reptile which has been living since cretaceous period approximately 100 million years ago. The population of turtles keeps decreasing in the last 50 years so the need of preserving them is essential.

Balinese Culture Taiwanese tourist arrivals in Bali up 9.94 percent Antara

DENPASAR - Taiwan ranked fifth as Bali’s source of foreign tourists in the first eight months of 2010 with 88,448 tourists, up 9.94 percent from a year earlier. All but one Taiwanese tourist came to Bali by direct flights, head of the Bali provincial statistics office Gede Suarsa said. Last year, a total of 120,445 Taiwanese tourists visited Bali, down 7.67 percent from the year before. Suarsa said Taiwan ranked fifth as

The Taiwanese tourists were made up of 5.27 percent of the overall tourist arrivals in Bali in the January-August 2010 period reaching 1,678,170, he said. The figure represented a 9.11 percent increase compared to the same period last year, he said. Compared to the same period last year, the number of tourist arrivals from six of the top ten sources of foreign tourists rose significantly while that of the other four declined.

The number of tourists from Australia rose 47.25 percent to 399,988 from 271,643, China 2.79 percent to 139,501 from 135,710, Britain 6.49 percent to 62,358 from 58,560, Germany 7.11 percent to 54,410 from 50,800, and Singapore 54.96 percent to 54,147 from 34,943. INGREDIENTS: 4 sml lobsters, weighing about 500 gr each or 1 kg large prawns 5 cups water 2 lemongrass, bruised 2 fragrant lime leaves 4 cups coconut milk few drops white vinegar fried shallots to garnish SPICE PASTE: 5 red chilies, seeded and chopped 3 cloves garlic, peeled and chopped 7 shallots, peeled and chopped 5 cm fresh turmeric, peeled and chopped 5 cm ginger, peeled and chopped 4 candlenuts 1 ½ tsp coriander ½ tsp dried shrimp paste toasted 1 sml tomato, peeled and seeded 2 tbsp oil 1 ½ tbsp tamarind pulp 1 salam leaf 1 lemon grass, bruised PREPARATION: Prepare spice paste by grinding or blending all ingredients except oil, tamarind, salam leaf and lemongrass. Heat oil, add spice paste and all other ingredients. Cook over moderate heat for about 5 minutes, then cool. Wash lobsters and leave whole. Bring water to the boil, add lobsters and simmer for 15 minutes. Remove lobsters, plunge in iced water for 1 minutes, then drain and remove meat. Return shells to the pot of water, keeping lobster meat aside. Add spice paste, lemongrass, lime leaves and vinegar to the water with the shells and simmer until 4 cups of stock remain. Add coconut milk and simmer for 10 minutes. Strain stock and return to pan. Add lobster and simmer for 1 minute. Serve garnished with fried shallots and accompanied by white rice.

WASHINGTON - IMF policymakers failed to reach a consensus Saturday on measures to head off what some see as a looming currency war but pledged to keep working toward easing global economic imbalances. The International Monetary Fund steering committee, which has been struggling to address friction among key economies including China and the United States, said the organization should continue its study. “While the international monetary system has proved resilient, tensions and vulnerabilities remain as a result of widening global imbalances, continued volatile capital flows, exchange rate movements and issues related to the supply and accumulation of official reserves,” the IMF panel said in a statement after its meeting Saturday. “We call on the Fund to deepen its work in these areas, including in-depth studies to help increase the effectiveness of policies to manage capital flows.” The statement from the International Monetary and Financial Committee, the policy arm of the IMF, stopped short of any specific call on China or others to change policies of using a low currency and accumulation of reserves to boost exports. “There are frictions, obviously,” committee chair Youssef BoutrosGhali said at the conclusion of talks at IMF headquarters in Washington. “These are being addressed. We have come to the conclusion that the IMF is the place to deal with these issues.” IMF managing director Dominique Strauss-Kahn, when asked about the lack of a stronger statement, said, “There is only one obstacle, and that is an agreement of the members.” He added, “I don’t believe action

can be done in a way other than in a cooperative way.” US Treasury Secretary Timothy Geithner said earlier in the day that the IMF “must strengthen its surveillance of exchange rate policies and reserve accumulation practices,” adding that “excess reserve accumulation on a global scale is leading to serious distortions in the international monetary and financial system.” Recent IMF figures showed Beijing had currency reserves of 2.447 trillion dollars, the largest in the world and nearly 30 percent of the global total. Washington maintains that China purchases large amounts of dollars to keep the yuan artificially low, which distorts global trade by boosting Chinese exports. The final communique appeared to be a setback for the United States. It had urged the IMF to be a tougher cop on exchange rate policies, a position echoed by a number of Europeans and other officials. Japanese Finance Minister Yoshihiko Noda told the panel earlier thagradually t “it is not sustainable that certain countries achieve growth while imposing costs on other countries. In fact, world economic growth is pro-

jected to be lower than in the current year. Thus, continued slow growth in oil demand is expected in 2011 at around 1.0 million barrels per day, in line with the growth level of the current year.” Moreover, he said much of the demand is coming from developing countries including China, India, and some in the Middle East and Latin America. El-Badri, speaking at annual meetings of the International Monetary Fund and World Bank, said crude oil prices have been relatively stable in the past 12 months, holding in a range of 70 to 85 dollars a barrel following extraordinary volatility in the prior period. THE HAGUE - Grammy awardwinning US singer Solomon Burke, crowned “the King of Rock and Soul” during a career spanning five decades, was pronounced dead Sunday at Amsterdam airport. He was 70 years old. A spokeswoman for The Netherlands’ Amsterdam-Schipol airport confirmed that Burke had died but could not say whether he had died during his flight from Los Angeles or after he arrived at the airport. “I can confirm that Solomon Burke is dead,” spokeswoman Antoinette Spaans told AFP. Burke, whose songs found new audiences through the soundtracks for movies such as “The Blues Brothers” and “Dirty Dancing”, was to have given a concert in Amsterdam’s Paradiso venue on Tuesday with Dutch group De Dijk, with whom he has recorded an album. An ordained church minister, Burke continued to sing and perform around the world. In recent interviews, he had made clear that he had no intention of retiring despite celebrating his 70th birthday. “I’m still on a journey walking up the King’s Highway, carrying that seed of hope and spreading that word that love is the answer,” he told the USA Today newspaper.

Born on March 21, 1940 in Philadelphia, the rhythm ‘n blues star was most famous for “Everybody Needs Somebody to Love” which was recorded by the Rolling Stones and became the hit song from the 1980 film “The Blues Brothers”. His style was largely gospel and sometimes country, while his youthful voice and performances were similar to those of the late soul legend, James Brown. Burke was father to 21 children and had 90 grandchildren and 19 great grandchildren, according to his official website, which lists the late Pope John Paul II as among his fans. He was also a preacher and ran a funeral agency. The singer recorded his first album “Christmas Present from Heaven” in 1956 and it sold a million copies. Between 1961 and 1968, Burke released 32 singles with Atlantic Records. He continued to record and perform in the 1970s, 1980s and 1990s. The legendary Atlantic Records producer Jerry Wexler as described Burke as “the best soul singer of all time”. In 2001 Burke was inducted into the Rock and Roll Hall of Fame, the same year as Michael Jackson and Paul Simon, which says on its website that his “versatile, force-ofnature voice combines gospel fervor, country gentility and R&B grit.”

LIVERPOOL - A new monument was unveiled in John Lennon’s home town of Liverpool Saturday on what would have been his 70th birthday, as the city and his family marked his musical legacy and his commitment to peace. The ceremony was attended by Lennon’s son Julian and his first wife Cynthia in a park overlooking the River Mersey in this northwest English city, where the singer-songwriter and his fellow Beatles launched their careers. “We come here with our hearts to honour Dad and to pray for peace and say ‘thank you’ to each and every one of you, and everybody involved in the celebrations today,” said Julian Lennon, 47. His 71-year-old mother Cynthia, who met Lennon at Liverpool Art College, added that people should not mourn him but should enjoy his life. “Don’t be morbid, enjoy the joy that he had and what we all have from his music,” she told the crowd of dignitaries and fans from all over the world who gathered in the city’s Chavasse Park for the unveiling ceremony. It was one of a number of events planned worldwide to celebrate Lennon’s birthday and his legacy, 30 years after he was shot dead outside his Manhattan apartment in December 1980. His widow, Yoko Ono, took part in celebrations in Iceland — even though she admitted Lennon had never liked to mark the progress of time. “The last birthday, he told me: ‘I can’t quite believe I’m going to be 40'. I don’t think he liked that part,” she said in an interview published in The Times newspaper Saturday. “I don’t think of him as 70. He was always that sort of strutting around, very, very energetic guy, and to me he’s still like that,” she continued, adding: “I think he would have aged well, he had a good bone structure.” The 77-year-old was due to light up the “Imagine Peace Tower” in the Icelandic capital Reykjavik later Saturday, before performing with her Ono Plastic Band and her son Sean Lennon at an evening concert in the capital. The 10/10/10 event known as the “Global Work Party” kicked off in Australia, New Zealand and the Pacific before moving to Asia and was set to spin its way across the globe via more than 7,000 community events in 188 countries. “The only countries that aren’t taking part, we think, are Equatorial Guinea, San Marino, North Korea, so it’s clearly the most widespread day of environmental action,” co-founder of the 350.org campaign Bill McKibben said. “And as far as we can tell, the most widespread day of civic engagement on any issue ever in the planet’s history.” The events come as long-running United Nations efforts to broker a global deal to tackle global warming have stalled, and McKibben said while organisers had feared that people would be disillusioned by this, the opposite was true. “People are discouraged but they are taking out their frustrations in action,” he told AFP via telephone from Washington. “They have decided that we are going to have to show our leaders what leadership looks like.” Thousands of people from throughout Asia, including from some of its most impoverished areas, joined the initiative

KABUL - Scarred by decades of war, social problems and poverty, more than 60 percent of Afghans suffer from stress disorders and mental health problems, a top health official said Sunday. “This is a major problem,” Suraya Dalil, Afghanistan’s acting public health minister told a ceremony in Kabul to mark World Mental Health Day. “More than 60 percent of Afghans are suffering from stress disorders and mental problems,” she said. The picture is particularly grim in parts of the country where Dalil said government healthcare workers are unable to provide basic services because of an ongoing Taliban insurgency.

“Extreme poverty, insecurity, violence and gender disparities are the major factors contributing to worsening mental health in Afghanistan,” Dalil said. Women and children are at particular risk from stress disorders and mental problems in a country which has suffered more than three decades of war and has an illiteracy rate of over 70 percent. Treatment is difficult because there are only a handful of mental health professionals in Afghanistan. “There are only 200 beds for psychiatric services in the country, with only two psychiatrists in the country covering the entire population,” said World Health Organization representative Peter Graaff.

PARIS - Substitutes Loic Remy and Yoann Gourcuff struck late goals to give France a 2-0 win at home to Romania on Saturday that sent them top of their Euro 2012 qualifying group. Marseille forward Remy rapped a low shot into the bottom-left corner in the 83rd minute, at the end of a game the hosts had dominated, before Gourcuff swept home a cutback from debutant Dimitri Payet in injury time. “A match lasts 90 or even 95 minutes, so there’s no point just analysing the first 75,” said France coach Laurent Blanc. “The team kept working and kept faith in victory. I congratulate my players; those who played from the start and those who came on.” It was France’s first win at the Stade de France since October 2009 and allowed Blanc’s side to open up a onepoint lead over Belarus and Albania in Group D. “It was a magical feeling to score,” said Remy. “Now we’re top of the group despite our poor start (losing at home to Belarus), so we’ve got things back on track. LIVERPOOL - Liverpool chief executive Christian Purslow expressed his confidence Sunday that the proposed 300-million-pound (478m dollar) sale of the club to New England Sports Ventures will go through. Purslow insisted the Reds board had “done their homework” on the American investment group, which owns the Boston Red Sox baseball team, and said that the club’s 237-million-pound debt would be wiped out if the takeover goes through. The future of the Premier League outfit will be decided in the High Court on Tuesday as the club’s board battles with American owners George Gillett and Tom Hicks over the proposed sale of the club to the US group. Hicks and Gillett borrowed money from the Royal Bank of Scotland (RBS) to complete their purchase of Liverpool in 2007, a debt which Purslow insists would be wiped out by an NESV buy-out. Purslow told BBC Radio Five Live’s Sportsweek programme: “My total priority has been to try to remove the debt which has been put on this club and which has been

a cloud since February 2007. “It is wrong that we should have so much of the money that comes through the turnstiles or through our commercial activity go to pay interest on loans. “A bidder who has been willing with cash to rid of us of all this longterm debt is by far the largest and most important priority in evaluating bids. “We have done our homework and NESV are buying this business with cash and clearing our debt which transforms our financial position overnight.” Hicks and Gillett have launched a legal challenge to the takeover, describing it as invalid and insisting that the offer by NESV undervalued the club. The High Court case is set to begin on Tuesday. If the court rules in favour of Hicks and Gillett, RBS could call in their debt as early as Friday, when repayment is due in full, and force Kop Holdings into administration. That would almost certainly result in a nine-point penalty being imposed on the club by the Premier League, which would leave them bottom of the table on minus three points. However, Purslow said: “I’m not even contemplating administration.”

Vettel leads commanding Red Bull 1-2 Sebastian Vettel finally returned to the top spot of the podium by taking a flawless victory in the Japanese Grand Prix for a second straight year. His Red Bull team-mate Mark Webber was a close second, and extended his championship lead to 14 points over third-place finisher Fernando Alonso and Vettel, now up to joint second thanks to his first win since Valencia. McLaren’s title hopes took another blow as Jenson Button and Lewis Hamilton, the latter hobbled by the loss of third gear, finished fourth and fifth. Most of the incident in the race was compacted into the opening minutes - although the destruction began even before the start, when Virgin’s Lucas di Grassi had a massive, and bizarre, crash at the 130R on his way to the dummy grid. Then when the race got underway, the fast-starting Vitaly Petrov (Renault) clipped Nico Hulkenberg’s Williams and slammed into the barriers on the pits straight, moments before Ferrari’s Felipe Massa took to the grass going into the first corner and speared into Tonio Liuzzi’s Force India. The safety car was immediately brought out, and one of the race’s most intriguing possibilities was removed during the yellow. Robert Kubica had split the Red Bulls off the line, but the second-placed Renault pulled off on lap three after shedding its right rear wheel while cruising around behind the pace car. Red Bull therefore resumed onetwo formation at the restart, with Vettel and Webber easily pulling away from Alonso (Ferrari) at around a second per lap initially. The only time they were headed was when Button’s alternative strategy allowed him to lead from laps 25 to 38, as the world champion ran long on his hard tyres before changing to softs and mounting a late charge. His targets were Hamilton and Alonso. A battle between the two had seemed to be

brewing until Hamilton reported the loss of third gear in the final stages. He tumbled away from the Ferrari and let Button pass him with ease at the hairpin on lap 44. Hamilton was able to hang on to fifth, while the gap to Alonso was too great for Button to close in the time remaining. Michael Schumacher returned to the top six after one of his strongest races of the year. He looked set to finish behind Mercedes teammate Nico Rosberg, who had pitted under the safety car at the start, until the younger German lost a wheel and had a big crash at the S curves with five laps to go. Rosberg had earlier escaped a near-miss with Sebastien Buemi when an attempt to pass the Toro Rosso on the outside at the 130R went awry. Late entertainment was again provided by Sauber ’s Kamui

Running an identical strategy to Button, he dived past Jaime Alguersuari (Toro Rosso) and Adrian Sutil (Force India) at the hairpin in his first stint, but fell behind both after finally pitting. He flew on fresh tyres, though, surging past Alguersuari again with the Toro Rosso breaking its front wing trying to retaliate - gaining a place when Sutil’s engine blew (and sent him spinning scarily at the 130R), then passing Rubens Barrichello’s Williams and his Sauber team-mate Nick Heidfeld to delight the home crowd with a hardearned seventh. Heidfeld scored his first points back with Sauber in eighth, while Barrichello was only ninth having been passed by Schumacher ontrack and Heidfeld in the pits even before falling victim to Kobayashi. Buemi completed the top 10.

Nadal beats Monfils to win Japan Open Agence France Presse

TOKYO, Japan - World number one Rafael Nadal captured his seventh title of a stellar season Sunday, outclassing Gael Monfils in straight sets to win the Japan Open tennis tournament. The 24year-old Spaniard, who saved two match points against Serbia’s Viktor Troicki in the semi-finals, coasted to a straightforward 6-1, 7-5 victory over the French fifth seed. “It’s very important for me to win a title. I want to finish the season well, and it’s a perfect way to finish the season. So I’m happy for that. I enjoy this moment, because winning a title is difficult,” said Nadal. “I won a lot this year, but I know it’s difficult to keep winning. I’m going to try to play my best in Shanghai (next week) and the rest of the season and the Masters Cup in London, the most difficult tournament for me. “But if I’m physically and mentally OK, I hope to keep having chances to have good matches,” he added. Nadal, who completed a career Grand Slam by winning the US Open, promised his fans at the stadium he would return next year. “This is my first visit here in Japan, but not the last. I will come back next year, for sure,” he said. Nadal got off to a flying start,

breaking Monfils early and taking the set with the loss of only one game. In a tight second set neither player had a chance to break until the 11th game, when Nadal fired a service return winner to move 6-5 in front. The Spaniard, who didn’t face a single break point against him in the 77-minute match, calmly served out for victory. “He (Monfils) beat me in 2009 and we also had a tough match in the US Open the same year. Gael is a great player. But I played really well today. That’s the reason I won today,” said Nadal. “I don’t think his style is the perfect style for me to play well against,” he added. Monfils said: “I think Rafa likes my type of game and I didn’t find a solution to give him a trouble. He just played solid.” “I warmed up with the roof closed and we played outside. It was tough for me to keep my distance from the baseline, and when it’s outside, Rafa is tough to play against,” he said. Nadal, a ninetime Grand Slam champion, improved his head-to-head record against Monfils to seven wins against one defeat. For Nadal, who completed a career Grand Slam by winning the US Open last month, it was his 43rd title overall. He has also won the French Open and Wimbledon this year.

Rossi wins race, Lorenzo clinches title Sepang - Valentino Rossi charged back from a poor start at Sepang to take his first race win since returning following his injury lay-off, as his Yamaha team-mate Jorge Lorenzo superseded the Italian legend as world champion by taking third behind Andrea Dovizioso.

Rolfo’s win, Elias’s title at Sepang Sepang - Roby Rolfo withstood immense pressure from fellow Italian Alex de Angelis to win a cracking Malaysian Moto2 Grand Prix and in the process score his first world championship victory since Jerez 2004. The 30-year-old Italtrans STR Suter rider needed all of his experience to outfox fellow veteran de Angelis on the last lap as the pair circulated as one, with the Motobi rider frequently ducking out of the tow, but ultimately in vain. Toni Elias was crowned the first ever Moto2 champion with fourth place after a similarly breathless fight with Andrea Iannone for third place. That position eventually went to Iannone after the pair had dropped off an absorbing four-way fight for the lead in the final few laps. Iannone, who led for several laps himself before making a couple of mistakes on lap 15, eventually managed to maintain third from the Spanish Gresini rider. Elias didn’t care though, a world title finally in his pocket, he stopped on the slowdown lap to change into a silver suit for the inevitable celebration. Elias’s only challenger for the championship, Julian Simon, self-imploded with two huge mistakes within a lap of one another early on. The Spaniard had dropped to ninth from pole, but fought his way back into the leading group only to send his Aspar-run Suter down the road at the quick right-hander behind the pits on lap eight. By that stage though he was suffering from red mist, having already backed the bike up at Turn 2, dropping back to ninth. He rejoined to eventually finish 21st, releasing Elias

from any remaining championship pressure to focus on the fight at the front. Alex Debon, who is set to retire at the end of the year, made it a good day for the veterans with fifth place. That position had previously been occupied by Scott Redding, but the young Briton was eventually forced to retire through exhaustion in the extreme humidity. Karel Abraham eventually took sixth following a massive battle with Stefan Bradl and Dominique Aegerter. Jules Cluzel and Simone Corsi completed the top 10.

Despite needing only a ninth place to win the title, Lorenzo looked like he was up for a fight for victory as he led at the start and fended off big pressure from Honda rider Dovizioso. Ducati’s Casey Stoner was with them at first too - but not for long, as he crashed out at the final corner before the opening lap was even complete. At that stage, Rossi was nowhere near the lead fight, as an appalling start had dropped him right back to 11th from his disappointing sixth on the grid. But his fight-back was breathtaking. Up to sixth within two laps, he was third by lap four - and soon setting fastest lap after fastest lap as he chased down Lorenzo and Dovizioso. On lap nine Dovizioso finally managed to take the lead from Lorenzo into the first corner, with Rossi also passing his team-mate a lap later. It only took one more lap for Rossi to catch and pass Dovizioso too, diving down the inside at Turn 9 just as he had to so many riders earlier in the race. Dovizioso never let him escape and even thrust his Honda back in front for half a lap five from the end but Rossi used his Turn 9 move again to reclaim the lead, and then held his countryman at bay all the way to the

chequered flag. The win ended Rossi’s longest-ever MotoGP victory drought, as he had not triumphed since the Qatar season opener six months ago. His reign as world champion ended though, as Lorenzo cruised to third place and claimed more than enough points to win his first title. Marco Simoncelli held fourth for Gresini Honda for much of the race, but his pace faded in the second half and he was reeled in by Ben Spies who passed him and grabbed fourth for Tech 3 Yamaha. Simoncelli then got embroiled in a massive battle with former 250cc rival Hiroshi Aoyama (Interwetten Honda), Suzuki’s Alvaro Bautista and Ducati’s Nicky Hayden, whose race pace could not match the qualifying form that saw him start second. The quartet diced furiously over the final laps, with Bautista getting through to equal his career-best in fifth, and Hayden picking up sixth as Aoyama and Simoncelli bounced off each other. The Japanese rider still managed his best MotoGP finish yet in seventh, while Simoncelli was left to fend off his team-mate Marco Melandri for eighth, as the elder Italian escaped from an early dice with Randy de Puniet (LCR Honda).
