The sale price was below the auction house’s initial estimate price of 650,000 to 950,000 pounds — perhaps because the vehicle cannot be driven on the road, although it is said to be a fully operational submarine. JAKARTA - Miss World organisers said Tuesday it would be “impossible” to stage the final in Bali, vowing to petition Indonesian authorities to move the event back to Java after it was switched in the face of radical Muslim protests. As hundreds more demonstrators took to the streets demanding the contest be scrapped, organisers said they hoped to persuade officials this week to reverse their decision to shift the whole show to the Hindu-majority resort island. “I think people can appreciate how complex it would be to move everything to Bali,” Nana Putra, executive

director of organiser and broadcaster MNC Group, told AFP. “Just getting the venue and all the accommodation is impossible with APEC here,” she said, referring to the Asia-Pacific Economic Cooperation summit at the start of October. The final takes place on September 28. World leaders and thousands of

officials and journalists will attend APEC, with many arriving days before it starts to take part in presummit meetings and activities. Putra said organisers hoped to meet authorities some time this week, but did not say when. However, she insisted organisers had no plans to cancel later rounds or the final and said they had a back-up venue in Indonesia if it was needed, although declined to give further details. Government officials said Saturday the entire three-week contest would be held on Bali, where it opened Sunday after days of protests by radicals, who denounced

the pageant as “pornographic” and “smut”. Summons of three alleged problematic hotels unclear

The plan of work meeting of the Commission A and Commission B of the Badung House with three hoteliers alleged to have violated apparently did indicate any clear outcome. Until Monday (Sep 9), several legislators of the Commission A and B did not provide certainty regarding the re-schedule of the work meeting. Unclear plan of the summons for the three hotels alleged to have a problem was highly questionable and resulted in an allegation if the House had a ‘conspiracy’ with the investors. Moreover, a rumor spread that there was certain individual offering a service of permit application to the employers in exchange for hundreds of millions of rupiahs. However, it was directly contradicted by Chairman of Commission B of the Badung House, I Made Sumerta, when asked for his confirmation, Monday. He asserted that there was no conspiracy or negotiation with the employers. He also clarified there was no effort to delay of the summons. He argued if the summons

only posed a matter of timing. He stated the next work meeting with the agenda of summoning the entrepreneurs would be re-scheduled. However, he did not give the certainty of time. He reasoned that his party was still coordinating with the Commission A for re-scheduling the summons. “Of course, they will be summoned ... at least after our working visit,” he avoided. Similarly, the Deputy Chairman of Commission A, Nyoman Ardana, when asked for his confirmation separately revealed corresponding opinion. He said that Commission A remained to make coordination with Commission B to re-schedule the summons. He also seemed to play ping-pong and advised to

confirm the issue to Chairman of the Commission B. Three hotels becoming the findings in the raid by the House were the Kapenski Hotel and Ritz-Carlton Hotel at Sawangan and Konde Ratu Condotel at Jimbaran. Two hotels at Sawangan were alleged to cut cliff side that did not comply with the rules, while the Konde Ratu was alleged to have no permit. Commission A and B re-scheduled the summons to the hoteliers, including the relevant agencies in the Badung Government about two weeks ago. Village Community of Kukuh, Marga - Tabanan as the operator of the natural attraction organizes various rituals in an effort to maintain the balance of nature. “Every rerahinan (holy days in Bali), our community always deliver some offerings at OWAK. Even, the ritual activity is performed almost every day as a form of natural preservation,” said the Operation Head of the Alas Kedaton Management, Rai Saptaadi, at the object some time ago. After the form of vehicle certificate (BPKB) and vehicle registration (STNK) had run out across Indonesia for virtually three months, effective Tuesday (Sep 10) they became available, especially for the area of Denpasar. Thus, the vehicle owners could re-submit the registration and certificate to the nearest registration office. It was delivered by Directorate of Traffic Affairs of the Bali Police, Benone Jesaja Louhenapessy, Monday (Sep 9). He explained that started this week the form of vehicle ownership papers had become available.

The National Police (Polri) had distributed the entire form of vehicle registration and certificate to the Bali Police. “The form has been received by Bali Police. It will be distributed as soon as possible to all regions across,” he said. The officers would contact the community that had submitted the renewal of their vehicle ownership papers. Those that had made preregistration would be contacted. “Later, we will check the data in the registration form of the delayed vehicle certificate and registration,” he said. Further, Benone said that people

that once proposed the renewal of vehicle registration and certificate were temporarily replaced with a tax notice (for registration) and receipt (for certificate). “Well, the people having got the tax notice and receipt can visit the registration office nearby by presenting both papers. Later, they will be replaced with the original papers,” he said. To avoid crowded visitors coming to the registration office, the management would make a strategy to implement the staging system. In other words, the month when they renewed the registration and made the certificate would be adjusted to

the prescribed schedule. For the tax notice of registration and receipt of certificate issued in May 2013, they could be exchanged to the Denpasar Vehicle Registration Office (Samsat) on September 10-22, 2013. Meanwhile, for those issued in June could be exchanged on September 23 to October 6, for July could be exchanged on October 7-20 and for August could be exchanged on October 21 to November 3 and for September could be exchanged on November 4-17, 2013. The exchange of vehicle registration and certificate could have been made in special counter prepared in the Vehicle Registration

Office. “The exchange can be made starting tomorrow (Tuesday—Ed),” affirmed Benone. Further, he explained that in the initial distribution from the Traffic Affairs Corps (Korlantas) of the National Police Headquarters, the registration form received by Bali Police amounted to 196,000 sheets, while the certificate form of motorcycle came to 41,500 sheets and 4,500 sheets for four-wheeled vehicle. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Abrasion at Tanjung Benoa progressively worrying

MANGUPURA - Reclamation project and the making coastal levee at Ujung Beach, Karangasem, could have been completed with a budget of IDR 24 billion, including the coastal levee project at Jasri and Candidasa. Having been completed about two years ago, the coastal levee has been damaged. The boulder to backfill and make the levee was excavated or obtained by dredging the hills at Seraya. Apart from Ban village, residents in the Datah mountains area like Bidong also remained to face clean water crisis. Bidong residents whose reservoir had dried were forced to take water from the springs at Kalangsari and Juwuk. Housewives or women had to walk along a few kilometers under the heat of the sun to get a bucket of clean water. The men having no motorcycle should carry clean water by shouldering two large buckets. The leader of the Conservative Party, Erna Solberg, will now start work on negotiating a coalition with other centre-right parties. become Norway’s second female prime minister after Gro Harlem Brundtland, and its first Conservative prime minister since 1990. She is nicknamed “Iron Erna” for her robust views when she served in the cabinet between 2001 and 2005. Much attention is now focused on the Progress Party, poised to enter government for the first time. Ms Solberg also needs a third coalition partner to ensure a majority - but it is not yet clear whether the smaller Christian Democrats or Liberals are prepared to work with the Progress Party. They may instead opt to stay out, but give parliamentary support to a minority government comprising the Conservatives and Progress. Correspondents say the Progress Party has toned down its anti-immigration rhetoric since Anders Behring Breivik’s atrocity in 2011. The vote was Norway’s first general election since the far-right extremist killed 77 people in an Oslo bombing and a gun attack at a Labour Party youth camp. Breivik had previously been a member of the Progress Party. A sharply critical report last year on police blunders in their response to the attack is reckoned to have undermined support for Mr Stoltenberg.

Oil wealth Welfare issues dominated the election campaign, as well as Ms Solberg’s pledge to lower taxes and diversify the economy away from its heavy reliance on oil revenue. That oil wealth cushioned Norway from Europe’s financial crisis and the country’s unemployment is so low - less than 3% - that foreign workers are still needed to fill many jobs. The conservative leader also wants more privatisation to boost Norway’s international competitiveness, but there is a broad consensus on free public healthcare and education. Mr Stoltenberg said he would step down after presenting the budget next month. “In accordance with Norwegian parliamentary tradition, I will seek the resignation of my government after the presentation of the national budget on October 14, when it’s clear that there is a parliamentary basis for a new government,” he said.

man thwarts cougar attack with spear

A British Columbia man armed with a spear has fought off a cougar which critically mauled his partner. The attack occurred on Sunday near the couple’s cabin on a remote island off the west coast of Vancouver Island. A large cougar believed to be the attacker was found dead on Monday morning. The woman, 60, was in hospital and expected to recover. An official said the attack could be the first in which a cougar was fended off and killed by a spear. The cougar attacked the woman from behind as she was gardening near her home, according to local media reports. Her common-law partner heard her scream and rushed to her defence. The woman was airlifted to a

hospital in the city of Victoria, where she was initially listed in critical condition. She was later upgraded to stable condition on Monday. A cougar which appeared to have died from stab wounds was found in the bushes approximately 20m (65.6ft) from the scene of the attack on Monday morning. “I’m pretty sure that this is the first time in [British Columbia], if not Canada and maybe even North America, where someone has stopped an attack by a cougar with a spear and killed it with a spear,” conservation officer Sgt Ben York told the Vancouver Sun on Monday. A necropsy is scheduled to be performed on the cougar to determine why it attacked the woman, conservation officials say.

JAKARTA - Jakarta Metropolitan Police said it will impose criminal charges on the 13-year-old son of a noted musician Ahmad Dhani in connection with a recent traffic accident that caused six people dead. “We would refer to the old laws namely Law Number 3 of 1997 and Law Number 23 of 2002 (to deal with the case),” Deputy Director of Traffic Adjunct Senior Commissioner Sambodo said on Tuesday. He said based on the laws a 13 yearold child could be prosecuted on criminal charges. He explained a juvenile court could refer to Law Number 11 of 2012 carrying

a clause about a restorative justice or an out of court settlement. But based on Article 108 of Law Number 13 of 2013 the Law Number 11 of 2012 is only effective after two years of its promulgation or in July 2014. Sambodo said the police would handle the case in a special manner so that the child would not lose his future. The police would meet the human rights of the child by asking his parents and a psychiatrist to accompany him and would not require the child to wear a detainee costume, he said. “Even the trial would be held in a closed door session and the judge would not wear a judge costume due to a special regulation,” he added.

ROME — When it comes to defining the record-breaking career of Gianluigi Buffon, Bulgaria coach Luboslav Penev may have put it best. “Italy has a monument in goal,” Penev said after watching the 35-year-old Buffon deny his squad with three highlight-reel saves in the Azzurri’s 1-0 win Friday. The most impressive of the three saves came three minutes into the second half, when Buffon left his feet anticipating a shot to his right. Still airborne, with his 1.92-meter (6-foot-4) frame laid out across the goal line horizontally, Buffon somehow managed to swipe away a close-range effort from Ivelin Popov with his glove just as the ball was going to cross the line. “To be honest,” Buffon said afterward. “I really thought it was in already.” The commentator on Italy’s RAI state TV likened the save to some of the best efforts of Buffon’s career. That’s saying a lot. Because on Tuesday, Buffon is scheduled to match Fabio Cannavaro for Italy’s all-time appearance record with his 136th appearance. LONDON — England defender Kyle Walker will not face any disciplinary action after he was pictured inhaling nitrous oxide, a substance commonly known as laughing gas, on a night out during the offseason. Images published in the Sunday Mirror newspaper appeared to show the Tottenham right back sucking the gas through a balloon in a nightclub. Nitrous oxide isn’t illegal but can cause long-term health damage. Walker apologized on Twitter on Sunday, saying: “Now I know the health risks, it was poor judgement on my part.” The Football Association said Monday that it had spoken to Walker about the matter, which took place in June, and that “he has assured us it will not happen again.” “Inhaling nitrous oxide is not illegal, but we recognize the associated dangers,” the FA said in a statement. “Kyle has accepted this mistake. He will not face any action under the England Player Code of Conduct.” England coach Roy Hodgson confirmed Monday that Walker, who has played seven times for his country, will start in the World Cup qualifier against Ukraine in Kiev on Tuesday. “He has made his apology, admitted his mistake but it was a long time ago, he’d forgotten it,” Hodgson said. “It would have been much worse had it happened this weekend.”

KIEV, Ukraine — Police say three England fans were briefly hospitalized for head and arm injuries on Sunday evening after a fight erupted at a central outdoor cafe in Kiev, two days before the country’s World Cup qualifier against Ukraine.

Police said the fans, aged 19, 22, and 23, were among some 40 English nationals at the venue, although eyewitness Tim White of Manchester said “there were at least 100 Englishmen singing football songs and drinking beer there.” Police said six Ukrainians approached the venue around 9 p.m. and a verbal argument started be-

tween the two groups and escalated into a fight, during which an additional 15 Ukrainians joined in. Police said the three Englishmen were released from hospital the same evening and refused to give official statements.
