Busan film fest grows on goodwill of Asia’s stars Associated Press Writer

Hong Kong star Aaron Kwok opened this year’s Busan International Film Festival for a mere 500,000 won, or $465, according to Yang Heon Kyu, who oversees the festival’s budget. In 2012, Chinese actress Tang Wei accepted the same amount. The goodwill from big-name stars is one indication of how important Busan has become to the Asian film industry in less than two decades. It is not just actors. Lee Chang-dong, whose “Poetry” won best screenplay at the 2010 Cannes Film Festival, is receiving 1 million won ($928) to serve as dean of the festival’s 18-day training academy for novice filmmakers. Other veteran filmmakers received 300,000 won ($278) or less for teaching. “The dean has to buy dinner for students,” said Yang, explaining why the pay is higher. China’s Jia Zhang-ke and Iran’s Abbas Kiarostami are among acclaimed filmmakers who have taught at Busan in past years. The festival also has nearly 900 volunteers to assist audiences, screen movies,

sell tickets and ensure subtitles are in place while getting paid less than $10 a day during the 10-day festival. Volunteers are a staple of film festivals around the world, though the sheer number of them at Busan is unusual. “There’s almost no film festivals with so many volunteers like here,” said Kim Ji-seok, the festival’s executive programmer. The festival in Busan, South Korea’s secondlargest city, is one of the most important events in the Asian film industry, drawing more than 200,000 visitors last year. China and Japan are the world’s second- and third-biggest film markets, and South Korean entertainers are regional superstars, heightening international interest in the festival.

NEW YORK — Miley Cyrus says she’s not sure she’ll make up with Sinead O’Connor after the back and forth drama between the singers. When asked in an interview Tuesday if she and the 46-yearold performer would kiss and make up, Cyrus replied with: “I don’t know. KUTA - Prime Minister Tony Abbott Wednesday announced a scheme to compensate Australian victims of overseas terror attacks and their families as he laid a wreath at the site of the 2002 Bali bombings. Flanked by his wife Margie, Abbott bowed his head during the solemn ceremony at a stone monument that honours the 202 people, mostly foreign tourists, who died in the attacks.

Plastic waste as a time bomb for Bali

BALI as a world tourist destination still has many problems having not been properly resolved. One of them is waste problem, particularly the plastic waste. Actually, the impact caused by plastic waste is large enough. Aside from health problem, the environmental pollution due to plastic waste cannot be underestimated. Meanwhile, the leaders in this country have not been able to make significant policies for reduction of plastic waste around us. Similar problem also overwhelms Bali. What about the handling? All this time, Bali often hosts various international events, starting from the ASEAN Summit, Miss World and the recent APEC Summit. Great reputation of Bali is often featured in the eyes of the world community. However, behind it, the threat of pollution caused by plastic waste has not got adequate attention. “We were very surprised and concerned with the amount of plastic waste scattered around the great temples in Bali. It needs a real and continuous action to clean up plastic waste from the sanctified places in Bali,” said a plastic waste activist from the Bhakti Bhumi Bali, Moeliono, in a limited discussion of Bali Post taking the theme “Plastic Waste, Time Bomb for Bali,” Friday (Oct 4). Aside from Moeliono, other participants being present in the discussion were Secretary of the Denpasar Sanitation and Landscaping Agency (DKP) Dewa Sayoga, practitioner of plastic recycling plant from Empiro Palet Bali (EPB) Tabanan Agung Ngurah Agung, Head of Bali Organic Association (BOA) Dr. Luh Kartini, operator of waste bank Nyoman Sutama and Pradnya Karyawan.

Moeliono said that commitment of Bali government to address plastic waste problem was not optimal. Even, the tagline Bali Clean and Green launched a few years ago remained obscure or not more than just a discourse. There had been no concrete measures that could change people’s behavior to keep Bali free from plastic waste. As a result, the plastic waste was still commonly found in places that should be free from plastic waste. For instance, said Moeliono, plastic waste scattered at a number of sad khayangan temples he ever visited. Admittedly, the innermost courtyard of temple had indeed been clean. However, condition around the temple was different whereas the temple area as sacred place should be free from waste, both in the innermost courtyard and outside the compound wall. “We have climbed to Lempuyang Temple, Karangasem, for several times. The condition was very alarming where we encountered a lot of plastic waste around the temple. Finally, we collected it and took it down. We did it as worried about the hazards of plastic waste to our environment and humans,” he said.

He considered the government had not given proper education on the awareness of plastic waste hazards. As evidence, a few people still burned plastic waste haphazardly. Even, the dioxin gas generated by the burning of plastic waste was quite hazardous to health. “We do hope the government could include the handling and waste management in the school curriculum, particularly at elementary school,”

A tragic accident afflicted Alexandra Garce, 29, a tourist from Atlanta, Georgia, the USA, on Monday (Oct 7). This foreign woman was dead after being hit by a trailer at the deadly track of Denpasar-Gilimanuk, precisely at Bantas Tengah Kaja hamlet, Denbantas village, East Selemadeg. around 12:00 a.m. when the victim was riding a Honda Vario motorcycle with license plate DK 2232 BT from Denpasar direction. At the same time, a Yamaha Mio motorcycle with license plate DK 2653 HM also drove ridden by I Ketut Suardiana, 50, from West Selemadeg. When she was riding, a motorist in front of her suddenly fell. Thus, the victim immediately braked. Unluckily, the trailer truck driving from the rear had no time to brake. As a result, the muzzle

The victim’s body was transported to the morgue. The accident had been handled by Traffic Affairs Section of Police Tabanan. “We’re still making a crime scene investigation to ascertain the trigger of accident,” said Chief of Tabanan Police Traffic Affairs, Ni Putu Utariani, with permission from

Tabanan Police Chief. Police also arrested the trailer driver for questioning. The collision could interrupt the traffic flow. Moreover, the traffic flow was fairly crowded at the time of accident. It returned to normal after the victim’s body was evacuated to hospital. As observation of Bali Post in hospital, none of the victim’s relatives looked to come to the morgue. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

FUSHENG, China — FUSHENG, China — The daughterin-law smashes the cockroach under her foot and rolls open the rusted metal doors to the garage. Light spills onto a small figure huddled on a straw mattress in a dank room. A curious face peers out. The face is the most infamous in this village tucked away in the lush green mountains of southwest China. It’s the face of Kuang Shiying’s 94year-old mother-in-law — better known as the little old lady who sued her own children for not taking care of her. The drama that is playing out inside this ramshackle house reflects a wider and increasingly urgent dilemma. The world’s population is aging fast, due to longer life spans and lower birth rates, and there will soon be more old people than young for the first time in history. This demographic about-turn has left families and governments struggling to decide: Who is responsible for the care of the elderly? A handful of countries, such as India, France and Ukraine, require adult children to financially support their parents, mandating what was once a cultural given. Similar laws are in place in 29 U.S. states, Puerto Rico and most of Canada, though they are little known and rarely enforced because government funds help support the old. In Singapore, parents can sue their adult children for an allowance; those who fail to comply can face six months in jail. In China, where aid is scarce and family loyalty is a cornerstone of society, more than 1,000 parents

have already sued their children for financial support over the last 15 years. But in December, the government went further, and amended its elder care law to require that children also support their parents emotionally. Children who don’t visit their parents can be taken to court — by mom and dad. The law pits the expectations of society against the complexities of family and puts courts in the position of regulating the relationship between parent and child. Which then begs the question: How do you legislate love? Zhang Zefang hardly looks like the vindictive matriarch many assume she must be. A tiny woman with blotchy skin, she stares at visitors through half-blinded eyes. Zhang is one of about 3,800 people who live in the village of Fusheng, where life seems frozen in a longago era. Mothers trudge up steep roads with babies in bamboo baskets strapped to their backs. Farmers balance poles across their shoulders to lug crops over hills and past orange groves. The pace is slow and the atmosphere placid. But inside Kuang and Zhang’s home, there is war. SACRAMENTO, Calif. — A Sumatran tiger underwent surgery at the Sacramento Zoo on Tuesday to remove obstructions caused by stones in its urinary tract. Surgeons from the University of California, Davis, School of Veterinary Medicine and the zoo began performing the minimally invasive procedure in the early morning. It was expected to be completed by 1 p.m. Doctors implanted thin, flexible tubes through the cat’s right side that will allow urine to drain from its kidneys to its bladder. The 15-year-old male tiger named Castro is from Sumatra, an island in

western Indonesia. It has been at the Sacramento Zoo since 1999. It is one of about 200 Sumatran tigers in zoos around the world. Fewer than 500 are believed to live in the wild. Harrison Edell, general curator of the Sacramento Zoo, said in a telephone interview that doctors faced several challenges because of the cat’s old age and other medical problems. Earlier this year, Castro was diagnosed with lymphoma, a type of cancer, and is undergoing chemotherapy. “A lot of these medical issues are sort of related to one another,” he said. Pat Bailey, a spokeswoman at UC Davis News Service, said blood tests indicated Castro seemed to be responding well to cancer treatment.

China has officially received the role of APEC chairmanship for 2014, and the administration in Beijing is expected to prepare the necessary infrastructure development to support the event. President Susilo Bambang Yudhoyono, upon announcing the results of the APEC summit from Oct. 1 to 8, said the APEC leaders’ commitment to achieving the Bogor Goals formulated at the APEC summit in Bogor, West Java, in 1994 was in line with Indonesia’s involvement in and readiness to pursue open opportunities. “Through long discussions, we have agreed on a number of strategic points. We have a common view that all APEC economies must be able to enjoy equal benefits from APEC economic cooperation,” he confirmed. In terms of infrastructure development, APEC leaders agreed to cooperate in developing, maintaining and renewing physical infrastructure through a multi-year Plan on Infrastructure Development and Investment. The Plan will assist APEC economies in improving investment climate, promoting public-private partnerships, and enhancing government capacity and coordination in preparing, planning, prioritizing, structuring and executing infrastructure projects. Counter market kiosk at Tegalcangkring unsold

A number of kiosks in the shopping complex behind the Tegalcangkring market were unsold. Of the 14 kiosks provided, only a few units have been taken advantage. The tenants are not charged with rental fee, but they are only obliged to pay the electricity and water bill. Those kiosks were built a few years ago and posed the asset of Jembrana County. Initially, the kiosk complex was the land of public primary school. However, it was then established with the shopping complex. Residents in the vicinity of the location said on Monday (Oct 7) if the kiosks were taken advantage for a clinic when the Jembrana Health Insurance (JKJ) was still implemented. After the clinic was closed, the kiosks were not used any longer. At the moment, only about seven kiosks were used for laundry business, cooperative and workshop. “Probably, the location is considered less strategic, so it lacks of visitors,” said one of the residents. Since it lacked of tenants,

they were finally not leased and occupied free of charge. Moreover, the building was no longer well maintained. The Headman of Tegalcangkring, Ida Bagus Eka Ariana, told reporters that the shopping complex indeed belonged to local government. Previously, it had been managed by the municipality, but since the condition was less maintained, it could not be managed effectively. Lacking of tenants occurred because the location was less strategic. On that account, it was then given free of charge and the occupants were only obliged to pay for the electricity and water bill. According to the headman, before the establishment of the shopping complex, the land was the location of SDN 5 primary school. Indeed, location of the shopping complex was slightly going inward to the office of headman. “Indeed, it has lacked of tenants since the very beginning, so we expect that there will be a re-arrangement. TOKYO - Six workers at Japan’s Fukushima nuclear plant were exposed to leaking radioactive water after one of them mistakenly removed a pipe to a water treatment system, the plant’s operator said on Wednesday. Tokyo Electric Power Co, also known as Tepco, has been battling to contain radioactive water at the plant, which suffered triple meltdowns and hydrogen explosions in March 2011. Regulators have criticized the utility for its handling of the problems. In the latest incident, a worker mistakenly detached a pipe connected to a treatment system to remove salt from the hundreds of tonnes of water Tepco pumps over the melted fuel in wrecked reactors at Fukushima to keep them cool. “Several tonnes” of water spilled at the treatment facility but were contained within the site, a Tepco spokesman said. Water at the treatment facility most recently had an all-beta radiation level of 30,000,000 becquerels per liter, Kyodo News reported on Wednesday. At least seven tonnes of highly radioactive water may have leaked at the facility, according to a Reuters calculation based on the latest figures released by Tepco. On Monday, Tepco said a plant worker accidentally switched off power to pumps that inject water to cool the damaged reactors. A backup system kicked in immediately, but the event was another reminder of the still precarious state of the plant. Tepco said last week 430 liters (113 gallons) of contaminated water had spilled out of a storage tank at Fukushima and probably flowed to the ocean.

Caracas - Venezuelan President Nicolas Maduro pressed lawmakers for special powers to fight corruption, in a move his rivals fear will lead to them being persecuted for political purposes. “This is a matter of life or death for the Bolivarian Republic of Venezuela,” Maduro warned in an almost three-hour speech at the National Assembly. “If corruption keeps expanding and perpetuating its destructive capitalist logic, there will be no socialism here,” the elected leftist-populist said. In addition “I will seek powers to confront the Right Wing’s Economic War against the People. Victory will be ours!” Maduro tweeted ahead of his marathon speech.

It was not immediately clear how the president would secure support from 99 of 165 lawmakers -- the three-fifths majority needed to pass the broader powers law. The new law “will be a vital tool for a political and economic offensive in a New Stage of the Revolution,” a confident Maduro tweeted referring to the government under him and his predecessor, the late Hugo Chavez. IMF says Asia growth facing headwinds

attract tourists and generate revenue, as well as serve to preserve and develop local art. Minister Marie also hosted a dinner party for a number of APEC delegates before being entertained by the performers.

ISI Rector Dr I Gede Arya Sugartha said that the delegates sat through five performances of percussion arts and dances. Three performances were arranged by ISI Denpasar and two by ISI Bandung (West Java).

TOKYO - The International Monetary Fund warned Tuesday that fears over the global economy and a rapid slowdown in China were putting the brakes on Asian growth, as it called Japan the region’s “main bright spot”. strong growth although “the risks are tilted to the downside”. “A major downside risk is a synchronised global slowdown, which would take a heavy toll on the region’s export-dependent economies,” it said. “Another risk is that capital outflows -- due to a further tightening in US monetary conditions or deteriorating domestic fundamentals -- could intensify.” Indonesia, India and other emerging markets have been hit by huge outflows of foreign cash since May when the US Federal Reserve first signalled it may start tapering its stimulus drive, known as quantitative easing. The Fed’s massive bond-buying programme saw a huge investment splurge in emerging economies when it was unveiled last year. That money started racing back the other way when the central bank said it was considering a wind down. The IMF also cut its 2013 China growth forecast to 7.6 percent, in the latest acknowledgement of slower expansion for the region’s growth engine. It also reduced the prediction for the world’s second-biggest economy in 2014, expecting gross domestic product (GDP) growth to come in at 7.3 percent. China’s slowdown “will affect many other economies, notably the commodity exporters among the emerging market and developing economies”, the IMF said.

New DNA tests say head isn’t French King Henri IV Associated Press Writer

LONDON — Three years ago, French researchers declared that a centuries-old mummified head was that of the beloved King Henri IV. But now a new study says, “Non!” The original conclusion was based largely on facial reconstruction techniques and signs the skull had injuries similar to those suffered by the monarch. The new study looked at DNA instead. It found a genetic mismatch between the head and three living male relatives of the 17th-century French king. The researchers concluded the head didn’t come from anybody in the royal lineage. Henri IV was one of France’s best-loved kings, credited with bringing religious peace to the country and building Parisian landmarks like the Pont Neuf bridge during his reign from 1589 to 1610. He was the first of the Bourbon monarchs and grandfather of the Sun King Louis XIV. It’s “impossible” that the head belongs to Henri IV, said Jean-Jacques Cassiman, an emeritus professor at the University of Leuven, one of the authors of the new study. The research was published online Wednesday in the European Journal of Human Genetics. The same study also found a blood sample previously attributed to King Louis XVI, one of Henri’s descendants, lacked any royal ties. Louis XVI died on the guillotine during the French Revolution and many spectators reportedly soaked their handkerchiefs in the king’s blood. But Cassiman and colleagues found the lingering traces of powdered blood on the handkerchief they tested did not match the Bourbon family DNA. Cassiman said he wasn’t sure who the head or the blood sample belonged to. The DNA from both failed to match samples from other royal families on record. Amid the frenzy of the French revolution, the royal tombs at Saint Denis near Paris were dug up and some accounts claim Henri IV’s head got chopped off and stolen. Cassiman and his co-authors dispute that Henri was decapitated and believe the king is still buried in Saint Denis after the tombs were resealed in 1817. “That is impossible to verify,” said Michael Rowe, a senior lecturer in European history at King’s College London, who was not con-

SYDNEY — A diver bitten by a shark off Australia’s southwest coast was recovering in a hospital on Wednesday after surviving his second shark attack in nine years. Greg Pickering, 55, was diving for abalone off an area called Poison Creek near the Western Australia city of Esperance on Tuesday when he was attacked by what officials suspect was a great white. He underwent surgery and was in stable condition Wednesday, Royal Perth Hospital spokesman Matt Avery said. It was the second time Pickering found himself in the jaws of a shark. In 2004, he was bitten on the leg while spearfishing near Cervantes, north of the Western Australia capital, Perth. In an interview from his hospital bed following that attack, the longtime diver told Australia’s Ten News that the incident wouldn’t stop him from getting back in the water. “One incident has happened in 34 years,” he said at the time. “I’d say that’s very small odds.” Pickering suffered injuries to his head and face in Tuesday’s attack, Royal Flying Doctor Service spokeswoman Carrie Parsons said. In the two months to the end of August, 139 people were arrested for “spreading religious extremism including jihad”, it said. BI predicts current account deficit to fall 3.4 percent Antara

JAKARTA - Bank Indonesia has predicted that the country’s current account deficit will fall to 3.4 percent of the gross domestic product (GDP) in the third quarter of 2013, from 4.4 percent one quarter earlier. The decline in the current account deficit will be driven by the balance of trade, which recorded a surplus of US$0.13 billion in August due to low imports, Bank Indonesia Deputy Governor Perry Warjiyo said during a press conference here on Tuesday. Meanwhile, the balance of trade in non-oil/non-gas commodities posted a surplus of US$1.03 billion, while a deficit from the balance of trade in oil and gas commodities narrowed to US$0.90 billion, he noted. The lower current account deficit in the

third quarter served as a cycle in which it tended to decline, he said. “Seasonally, the current account (deficit) is lower in the first quarter, reaches its peak in the second quarter, declines in the third quarter and slightly increases in the fourth quarter. What’s clear is that it will stay below 4 percent in the remaining two quarters,” he said. The current account is expected to improve in the second quarter, fueled by the expected global economic recovery and the improving domestic economy. The prospect of a global economic recovery, coupled with a rise in global commodity prices, will help improve the country’s export performance. On the other hand, a slowdown in the domestic economy and the depreciation of the rupiah against the dollar will hamper imports, he noted.

JAKARTA - Indonesia is eager to attract at least 10,000 foreign buyers and conclude at least US$2 billion in trade transactions during the Trade Expo Indonesia 2013 (TEI), which will be held in Jakarta from October 16 to 20. “We have registered more than seven thousand foreign buyers. The expo will begin on October 16, which will still give us time to try and boost the number of buyers to between 9,000 and 10,000,” Trade Minister Gita Wirjawan stated last week. Indonesia has also been stepping up the trade expo’s promotions abroad to attract more buyers and achieve its targeted trade transactions. One such effort to promote the Indonesia Trade Expo 2013 was launched last week by the Indonesian Consulate Office in Tawau, Malaysia. The Indonesian consulate office in Tawau had invited some 50 Malaysian businessmen from Tawau for a TEI 2013 luncheon, Muhammad Soleh, Indonesia’s Consul in Tawau revealed. He added that the luncheon was organized to provide information about Indonesia’s plan to host the 28th TEI in October 2013. Soleh further pointed out that the get-together was organized by the Indonesian consulate in Tawau, with the aim of enrolling some of the luncheon’s participants for attending TEI 2013 and trying to exceed the enrolments beyond 17, which was the attendance last year.
