Rahyuda claimed to be surprised because when the budget ran out for the use of political and consumer cost, the policy holders did not have a concept of alleviating poverty, especially ahead of the fuel price hike, so the poverty increased and the gini ratio was increasingly higher. NEGARA - Until now, people at Kaleran hamlet, Yehembang village still face clean water crisis because the water of Municipal Waterworks (PDAM) does not run. As consequence, they are willing to queue to get water in the cistern of the company. Most of the residents taking the water are housewives in need of water for daily needs.

SEMARAPURA - A civil servant (PNS) with the initials Ida Ayu S, 54, was reported to Gianyar Police for a fraud committed against I Gede Buana Partha, 38, and I Gede Saputra Andika, 29. The victims claimed to have been promised a civil servant position since 2010 by paying as much as IDR 130 million and IDR 150 million. Unfortunately, there is no clarity so far. As information compiled, the fraud originated from Gede Buana who wanted to apply for civil servant position in April 2010. At that time, the victim living at Jalan Papaya No. 3 Gianyar got information that Ida Ayu S could get the position with the payment of IDR 130 million. “Being interested, the victim was ready to pay in twice installments. The installment was paid on April 12 and June 9, 2014,” said a police source at Gianyar Police, Monday (Sep 8). Further, Gede Buana informed Ketut Wahyuni, 55, that to become a civil servant he had handed money to Ida Ayu S. Being interested, the housewife living at Jalan Penyaringan No. 8 Jalan Denpasar then enrolled for her son, I Gede Suputra Andika. However, she was asked for money as much as IDR 150 million and could be paid twice. “Ketut Wahyuni handed money directly to the defendant on December 13, 2010,” he said. After handing the money, Gede Buana Parta and I Gede Saputra Andika would be informed few months later. But having passed for more than two years, Ida Ayu S posing a civil servant in one of the government agencies in Gianyar never gave information. In April 2012, the two victims asked when they would be appointed a civil servant to the woman living on Jalan Werkudara Gianyar. But, they just got a promise. “Since they were upset as only given a promise, both victims reported the fraud in September 2014 to Gianyar Police,” he explained. Chief of Gianyar Police Criminal Investigation Unit, Aris Purwanto, when asked for his confirmation on the fraud case said that his party would immediately investigate after receiving the report to examine the relevant witnesses. He added that such a case should be anticipated. Moreover, the total loses of both victims in the report reached IDR 280 million. “After receiving the report, we will immediately conduct an investigation to examine witnesses,” he said. (kmb35)

Another resident, Made Sudar, 44, once asked the Municipal Waterworks to bring in water supply by tank truck. Unfortunately, the truck did not come. When contacted, the company argued if the truck was not strong enough to pass on the ascending path around the people’s settlement. As alternative, people then decided to seek water to irrigation channel located far enough from their home although the water was not clean. Headman of Yehembang, Made Semadi, when asked for his confirmation justified if local residents had to queue to get clean water. Village authority had made coordination with the Municipal Waterworks related to the problem. Based on checking, the basic cause lay in the small water discharge from the spring. In addition, the company also checked the real condition into the jungle area. The water shortage indeed occurred every year at the village, especially during dry season. (kmb26)

The onslaught of migrants overwhelms Bali to compete in earning a fortune. This condition has been undergone by Tabanan. Even though the number is not as much as in Denpasar and Badung, if this condition is not handled properly in terms of population and spatial order, it will result in a problem ranging from the slums to health problem.

The Head of Tabanan Population and Civil Registry Office, I Nyoman Gede Gunawan, described the population of Tabanan in 2013 reached 457,926 people. Based on online data in 2014, the population was recorded to have reached 460,261 people or showed an increase of 0.99 percent. “However, the data in 2014 have not been fixed because there may be double inputs. Data validation will be issued by the Directorate General of Civil Administration,” said Gunawan. According to Gunawan, the focus point of migrants in Tabanan

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Screening may benefit heavy-smoking seniors

WASHINGTON — Some current or former heavy smokers may benefit from a new lung cancer test even if they’re 65 or older — although they experience more false alarms, suggests an analysis that comes as Medicare is debating whether to pay for the scans. Lung cancer kills thousands a year, in part because tumors aren’t usually detected early enough for treatment to stand a good chance. A major study released in 2011 showed that low-dose CT scans of the lungs of people at especially high risk because of heavy smoking can cut their chances of dying from lung cancer by 20 percent. Based on that study, the U.S. Preventive Services Task Forces recently recommended the yearly test for people ages 55 to 80 who smoked a pack of cigarettes a day for 30 years, or the equivalent, such as two packs a day for 15 years.

Some analysts have questioned if the test really will benefit seniors. Only a quarter of participants in that original study were 65 or older, and no one over 76 got screened. What if the scans were offered to older adults who, because of other health problems common with increasing age, couldn’t withstand cancer treatment if an early tumor were found? On the other hand, 70 percent of all lung cancer cases in the U.S. are diagnosed in people 65 or older. So the National Cancer Institute’s Paul Pinsky and colleagues reanalyzed what happened to the

older participants in that original study. To prevent one lung cancer death required screening 245 seniors compared to 364 middle-aged people, those ages 55 to 64, the researchers reported Monday in Annals of Internal Medicine. But screening tests come with trade-offs, such as false-alarms that require invasive follow-up tests to rule out cancer. The older participants had a somewhat higher rate of false-positive scans over three years of tests, 28 percent compared to 22 percent, the researchers reported. As for those who really did

have cancer, seniors were as likely to undergo surgery as the younger participants. The five-year survival from lung cancer: 67.5 percent for the under-65 crowd compared with 66.7 percent for 65- to 69-year-olds and 56.5 percent for those older than 70. Because lung cancer isn’t the only health threat, researchers also tracked overall survival: Some 64 percent of the middle-aged group lived five years, compared with 60 percent of the 65- to 69-year-olds and 50 percent of those 70 and older. The findings are reassuring that screening seems to involve similar trade-offs for older and middle-aged groups, said Dr. Michael Gould of Kaiser Permanente Southern California, who wasn’t involved in the reanalysis.

NEW YORK — Key discoveries about breast cancer, Parkinson’s disease and the body’s handling of defective proteins have earned prestigious medical awards for five scientists. The Albert and Mary Lasker Foundation announced the winners Monday. Each prize includes a $250,000 honorarium. The awards will be presented Sept. 19 in New York. The Lasker award for clinical medical research will be shared by Drs. Mahlon DeLong of Emory University in Atlanta and Alim Louis Benabid of Joseph Fourier University in Grenoble, France, for developing a surgical treatment for Parkinson’s disease. In work that began in the late 1960s, DeLong traced Parkinson symptoms to overactivity in a specific part of the brain. Benabid, following up on that research independently, showed in 1995 that stimulating this area with a surgically implanted electrode could ease some Parkinson symptoms. The U.S. Food and Drug Administration approved that approach for treating advanced Parkinson’s disease in 2002. More than 100,000 people worldwide have received the therapy, the Lasker foundation said. The award for special achievement in medical science will go to Mary-Claire King of the University of Washington in Seattle. In 1990, King identified a region

of human DNA that contains the BRCA1 gene, which gives a heightened risk of developing breast cancer if mutated. That led to the isolation of the gene itself, paving the way for identifying women who’ve inherited a mutated version so they can be monitored and counseled. King also came up with a way to screen women for a number of other genes that predispose women to breast or ovarian cancer, or both. She also used her genetic expertise to help find children in Argentina who’d been kidnapped as infants or born while their mothers were in prison during the military regime of the late 1970s and early 1980s. Her work has also been used to help identify victims of mass disasters and soldiers who were missing in action. The Lasker award for basic medical research will be shared by Peter Walter of the University of California, San Francisco, and Kazutoshi Mori of Kyoto University in Japan. They made key discoveries about how cells detect and manage their proteins that have not been folded correctly, which can make them harmful. The research has shed light on certain inherited diseases, including cystic fibrosis, the foundation said. The Lasker foundation was established in 1942. Albert Lasker was an advertising executive who died in 1952. His wife Mary was a longtime champion of medical research before her death in 1994.

Meanwhile, all this time Korean travelers wanted the attraction with the activities that could give them an income. “Korean travelers want an attraction that gives them an income as what Ubud does. At the art shop, they can purchase various art products. All this time Kintamani tourist attraction does not have such a product,” he explained.

SINGARAJA - In keeping with the increasing number of vehicles lately, traffic accident becomes a threat to motorists on highway. Casualties of traffic accident cases occurred these days are dominated by riders classified into school and university students (working age) with the average age of 15 to 25 years old. More sadly, the traffic accident was kindled by negligence of motorists lacking of discipline in riding on highway. Aside from the negligence factor of the riders, continued Patrem, the traffic accident cases in Buleleng also occurred due to lack of traffic signs and safety equipment (guardrail) of the roads. Such condition mostly occurred at some road sections categorized into the area of prone to traffic accident.

He exemplified the installation of traffic sign and guardrail was still minimal on the DenpasarSingaraja road section, chiefly at signpost 8 to 21 kilometers (Gitgit to Pancasari, Sukasada subdistrict). Meanwhile, the number of traffic accident case in the jurisdiction of Buleleng Police in July and August reduced two cases. A total of 41 traffic accident cases were recorded in July, while on entering August it dropped to 31 cases. In terms of accident, it indeed showed a decrease, but the fatality in the same period actually increased. In July 2014, the fatality of traffic accident amounted to 7 people, while in August of the same year the fatality rose to 9 people.

To prevent the traffic accident cases in North Bali, the Buleleng Police Traffic Affairs recently made intensive prevention by providing socialization about discipline on highway by targeting high schools, vocational schools and junior high schools in Buleleng. It was undertaken by serving as chief of ceremony every week and punctuated by giving understanding to the students in order they could comply with the traffic regulations and they were coached with the tips how to ride safely to school. Another effort made by the Buleleng Police was taking action against traffic violations through ticketing. Throughout July 2014, 708 violators were ticketed and 131 others were imposed with penalty in the form of reprimand. which may have erupted from embers of a fire sparked by lightning several weeks ago, officials said. Firefighters had monitored and controlled that fire before winds and temperatures increased on Sunday. On Sunday, 100 people were evacuated from Little Yosemite Valley, and 80 to 85 were removed by helicopter from the top of 5,000-foot (1,500-meter) Half Dome. Rachael Kirk, 26, of Oakland, said she and

two friends had reached an outcropping about 400 feet (120 meters) below the summit when they saw the fire explode out of control. From the outcropping, called the subdome, hikers must climb a board-and-cable stairway up the rock face to reach the top. Kirk, who was hiking to Half Dome for the first time, said she didn’t want to go up the cables, but a park employee insisted. “He said there was no way to land the helicopter except on top of Half Dome,” Kirk said. “That was the moment everyone felt scared.” “One woman freaked out,” she said. “They gave her a makeshift harness and helped her out on the cable.”

TOKYO — Japan’s Imperial Household Agency has compiled a 61-volume biography of former Emperor Hirohito that portrays him as being distressed that he could not stop his country from going to war, according to Japan’s Kyodo News agency. The 12,000-page record says he complained in July 1939 to Army Minister Seishiro Itagaki about the military’s “predisposition” as it strengthened its relationship with Germany, Kyodo reported. He also warned against the navy’s call for war with the United States, predicting in July 1941 that it would be “nothing less than a self-destructive war.” The record also cites U.S. Gen. Douglas MacArthur, who led America’s postwar occupation of Japan, as saying Hirohito had said he accepted full responsibility for the war. Hirohito’s role in World War II was never firmly established, as he was shielded from indictment in the Tokyo war crimes trials by a U.S.

occupation that wanted to use him as a symbol to rebuild Japan. He died in 1989 after 62 years on the throne. An advance copy of the report was made available to some Japanese media, but the Imperial Household Agency turned down requests from The Associated Press for a copy. It is to be published in stages over five years beginning next March. The project began in 1990 and cost 200 million yen ($1.9 million). Kyodo said it provides little new material and is unlikely to change current thinking about Hirohito. It does make public some letters and essays he wrote as a child. Political analysts say the most ambitious reforms might also have been hampered by resistance from state industry and its allies in the ruling party. Beijing has announced a steady drumbeat of regulatory changes including plans to allow privately owned banks. But it has yet to make significant changes in the role of

state companies that dominate industries from oil to telecommunications to insurance and that reform boosters say are a drag on growth. China’s economy grew by 7.5 percent in the three months ended in June, but that was barely half of 2007’s 14.2 percent rate. Beijing is trying to steer the economy to growth based on domestic consumption instead of exports and investment. But analysts say the latest growth was achieved only because of stimulus spending. The European chamber, which represents 1,800 companies, appealed for changes including opening more industries such as banking and health care to private competition. It called on the government to make regulation more even handed and predictable. Without faster action, “the commitment of foreign business to China may start to wane and, at worst, the economy could be headed for crisis,” said the European chamber’s report. BANDA ACEH - Two critically-endangered Sumatran elephants have been found dead in Indonesia’s Aceh province with their tusks missing, police said Monday. The first was found in a palm oil plantation in East Aceh district on Sunday, while the other was discovered in Aceh Jaya district on Friday, Aceh police spokesman Gustav Leo told AFP. “Officials are still on the way to retrieve the carcass in the latest case,” he said. “But officials have examined the elephant found on Friday and found traces of poison in its faeces,” he added. “We suspect poachers could have poisoned the elephants’ food and then wait(ed) for them to die before removing the tusks,” he said. The animals are usually either killed by villagers, who regard the beasts as pests that destroy their plantations, or by poachers for their tusks. There are fewer than 3,000 Sumatran elephants remaining in the wild, according to the International Union for Conservation of Nature, marking a 50 percent drop in numbers since 1985. Conflicts between humans and animals are increasing as people encroach on wildlife habitats in Indonesia, an archipelago with some of the world’s largest remaining tropical forests.

JAKARTA - The government has agreed to a proposal by the state-owned oil and gas company Pertamina to increase the price of non-subsidized gas in 12 kilogram cylinders, Chief Economic Minister Chairul Tanjung reported. “We support Pertamina’s proposal. We will leave it to Pertamina to decide the rate of increase and the time of price hike,” the coordinating minister for economic affairs stated on Monday. “The economic viability of non-subsidized liquefied natural gas in 12 kilogram cylinders is now far above the sale price. The price of gas in 12 kilogram cylinder is currently Rp6,100 per kilogram, while its economic viability price is Rp12,100 per kilogram, so that the difference between the viability price and sale price is Rp6,000,” Chairul said. JHANG, Pakistan — The death toll from floods in Pakistan and India reached 400 on Tuesday as authorities in both countries warned of more flooding in the days ahead. The flash floods, which began on Sept. 3, have put more than half a million people in peril and rendered thousands homeless in the two neighboring states. Pakistani and Indian troops have been using boats and helicopters to drop food supplies for stranded families and evacuate victims. The floods have also triggered landslides in both sections of the divided Kashmir region, split between the two arch-rivals, and caused much devastation in northern and eastern Pakistan. The rains washed away houses, bridges, communication equipment and crops. Pakistani and Indian troops have evacuated more than 40,000 people to safer places, according to the statements from Indian and Pakistani armies. So far, 205 have died in Pakistan while 200 perished in India, while nearly 700 people have been

injured, officials said. According to Ahmad Kamal, spokesman for Pakistan’s National Disaster Management Authority, the floods were now moving toward Pakistan’s south. Evacuations were already under way in several southern districts which could soon be inundated, said Kamal. The Kashmir region in the northern Himalayas is divided between India and Pakistan and claimed by both. Two of the three wars the countries have fought since their independence from Britain in 1947 have been over control of Kashmir. The Indian army late Monday airlifted communication equipment to restore telephone and mobile

phone links that were snapped after large areas of Kashmir were submerged under flood water. Army engineers were working Tuesday to restore communication links, the Indian army said in a statement. The relief packages the armies were dropping in the affected areas include blankets, food supplies, medicine and drinking water to thousands of people who had been moved to safer places. Although the rains have stopped, the flood waters are likely to submerge hundreds of more villages. Pakistani authorities were bracing for worsening conditions as water levels in the Chenab and Indus rivers were rising, said Kamal, the disaster management officer.

They dominantly target tertiary sector, especially hotels and restaurants reaching USD 50,856,800 (January to June 2013). Cilic tested positive for a stimulant at a tournament in Germany in May 2013. Formula 1 chiefs are considering a team radio clampdown as part of a push to make the sport more challenging for drivers again, AUTOSPORT can reveal. Following discussions at an F1 Strategy Group meeting at the Italian Grand Prix, it is understood a number of teams have asked the FIA to find a way of banning certain types of radio communications because they are considered a turn-off for fans. The radical push has been prompted by the theory that a perception that drivers are ‘puppets’ who simply follow instructions from the pits is one of the factors in F1’s popularity decline. There is also particular concern that drivers are relying more and more on information from the pits about where they can gain laptime, especially comparison with their team-mates. This is especially true of championship contenders Nico Rosberg and Lewis Hamilton, who have both been fed constant information by Mercedes this season. Although there is little desire for a total ban on team radio, it is understood that efforts will be made to outlaw specific communications from the pits that help drivers with their performance. This is likely to come from a strict enforcement of Article 20.1 of F1’s Sporting Regulations that states: “The driver must drive the car alone and unaided.” The FIA could make it clear that any

communication from the pits that helps the drivers with their performance - rather than being for procedural or safety reasons - is a breach of the rules. The secrets of in-race radio chat Radio conversations from drivers - especially the more entertaining ones popular among fans - will still continue unchanged. Discussions between the teams and the FIA on the matter are ongoing, and a clarification is expected before the Singapore GP. McLaren racing director Eric Boullier told AUTOSPORT that the ramping up of radio messages this year was a legacy of the new fuel efficiency rules - but conceded that the situation could be better for fans. “The constraint we have this year is less fuel, and harder tyres, and I understand it may be a confusing message for the fans that the drivers have to save tyres and they have to save fuel, whatever,” he said. “Radio messages and instructions have always been done since the radio was first in place. It [the issue] is something new now because it has been broadcast for the past three years. “FOM could switch it off, or filter it. But at the end, why not go with another rule that is going to make it simpler and let the driver express himself a bit more on track? It is better, of course.”

Ebola: Uganda puts restrictions on Guinea team

KAMPALA, Uganda — Top Guinean sports leaders were prevented from traveling to Uganda for an African Cup qualifier and players and coaches are banned from leaving the capital city during their visit because of fears over the spread of Ebola, officials in both countries said. The Guineans were also being constantly monitored by a public health expert at their hotel while they are in Uganda for Wednesday’s African Cup of Nations qualifier, said Edgar Watson, the chief executive of Uganda’s football association. Guinea is one of the worst-affected countries in a West African outbreak of the deadly Ebola virus that has killed more than 2,000 people, over 500 of them in Guinea. Watson said the restrictions were by order of the Ugandan government. Mamadou Ba Blaire Camara, a spokesman for Guinea’s football federation, said “the authorities in Kampala have imposed draconian restrictions in their role as hosts.” Uganda placed limits on the number of people Guinea brought, restricting the West African delegation to 25 people — just players and coaching staff. Guinea’s sports minister, football federation president and accredited reporters were not allowed to travel, Camara said. Uganda also banned Guinean fans from coming. Additionally, the Guinea players and coaches cannot leave Kampala and are under round-the-clock observation by a health official for any signs of Ebola. “The only other alternative would have been to say, ‘Please, no game takes place,’” Watson, the Ugandan association chief executive, said. After the match the Guineans will be expected to leave the country immediately, Watson said. The Confederation of African Football, which oversees the sport in Africa, says that countries hosting delegations from Ebolaaffected nations can screen their visitors on arrival to ensure they aren’t showing symptoms of Ebola. CAF said there was no need for general travel bans but can do little to prevent governments from enforcing them. Ivory Coast only agreed to host a game this weekend against Sierra Leone — another country hit by the Ebola crisis — because the Sierra Leone football federation picked a squad of only foreignbased players.

MANCHESTER, England - Sepp Blatter has every right to change his mind and stand for another term as FIFA president but the governing body should eventually adopt term limits for officials, executive committee member Prince Ali bin Al Hussein of Jordan said on Monday. Prince Ali, 38, the Asian vice-president on the executive committee, was born in 1975, the same year that Blatter joined FIFA. Blatter, 78, said on Monday he was standing for a fifth term next year after stating publicly in 2011 that he would not stand again. He has already been president for 16 years. “He has the full right to stand again and that looks to be what he has in mind,” Prince Ali told reporters at the Soccerex Global Convention. “But the process of reform within FIFA needs to continue and eventually we should look at instigating term limits and maybe not just for the FIFA president but also for executive committee members as well, including myself.
