Jovenel Moise sworn in as Haiti’s new president

PORT-AU-PRINCE — Jovenel Moise was sworn in Tuesday as Haiti’s president for the next five years after a bruising twoyear election cycle, inheriting a chronically struggling economy and a deeply divided society. The 48-year-old entrepreneur took the oath of office in a Parliament chamber packed with Haitian lawmakers and foreign dignitaries from countries including the U.S., Venezuela and France. He smiled slightly as the Senate leader slipped Haiti’s red and blue presidential sash over his left shoulder. In his inaugural address during the day of prayer and platitudes, Moise gave a rough outline of his government’s priorities and pledged to bring “real improvements” to the economically strapped nation, particularly the long-neglected countryside.

He urged unity and promised to strengthen institutions, fight corruption and bring more investments and jobs to one of the least developed nations in the world. “We can change Haiti if we work together,” Moise said to applause on the grounds of what used to be the national palace, which was one of many buildings obliterated during a devastating earthquake that hit outside the capital in January 2010. There’s little expectation among citizens that Moise’s new government can overcome Haiti’s deep problems of poverty and economic

malaise in the next five years, but he does have a majority in Parliament and some are hopeful the businessman-turned-politician will make steady advances. “What we still really need in this country are the basics: working hospitals, better schools and security. Crime on the rise

Entrepreneurs asked to install CCTV directed to surroundings RESPONDING to criminal acts occurred in the area of Kuta such as the incidents targeting stores and ATMs some time ago, all employers are required to install CCTV. Installation of the CCTV is hoped to be directed to the surrounding areas, especially in the area of tourism. This measure is necessary because many travelers and people are on vacation in the tourist areas of Bali.

This was submitted by Chief of Denpasar Police, Hadi Purnomo, on Tuesday (Feb. 7). No doubt, this CCTV much helps police authority to uncover the suspected perpetrators of a crime. He appreciated to the efforts of the Regent of Badung, Nyoman Giri Prasta, who will install CCTV across the Badung tourist area. Hopefully, the overall installation plan could be realized. He emphasized the CCTV cameras are meant to facilitate case disclosure in the event of criminal acts and to prevent criminal acts. However, the measure must also

Trial of traffic changes intensified

MANGUPURA - Pros and cons related to the traffic change plan are getting stronger. However, police authority increasingly intensifies the trial of traffic change that will last until next October 28. When wishing to transfer guests to the airport, the time must be adjusted in such a way so as not to arrive late. In the meantime, entrepreneurs in Kuta have to prepare the land of parking space for their customers. “In the past, they could park on

road side, but today they cannot. It is one of the causes of traffic congestion. For example, if asked to return to Jakarta I will be so lazy due to traffic congestion, so I’d rather be asked to go to Medan,” he said. Bonaparte reiterated that the traffic change program is not for the benefit of national police, but for Balinese communities and travelers. He did not want the Bali tourism will drop due to traffic problems. If this condition persists, tourist visit to Kuta will continue to decline. “If travelers are reluctant

to visit Bali due to traffic congestion, who will incur losses? We implement this program for the sake of Bali. Regent of Badung has agreed,” said the former chief of Batubara police, North Sumatra. Meanwhile, Chief of Denpasar Police Traffic Affairs, Heri Supriawan, said that Kuta people are not accustomed because the trial has just been enforced for a week. In addition, the traffic engineering efforts are continuously carried out to unravel the accumulation of vehicles at some points.

“Later on, they will get accustomed to. When traffic runs smoothly, Balinese people and travelers will become comfortable to make a visit to Kuta,” he said. As reported, the trial of traffic changes in Kuta essentially does not have problems. However, the accumulation of vehicles at Temacun intersection (Jalan Patih Jelantik-Jalan Raya Kuta-Jalan Blambangan) needs to be evaluated. Bali govt wants to charge levies on waste management

DENPASAR - Governor of Bali has responded to the faction general perspective related to the levies of waste management in the regional bylaw draft (Ranperda) on public service levies. He said that local government will not directly charge these levies to the process or to the people. However, the levies will be charged to downstream sector or the waste management. The management will be undertaken in cooperation with private sector being assessed. The current problem is that dozens of investors applying for the cooperation remain to keep silent and never continue to manage the regional Suwung landfill. Head of the Bali Environmental Agency, Gede Suarjana, said on Wednesday (Feb. 8) that actually there are 40 investors interested in managing the waste at Suwung landfill. However, until now there has been no significant progress because none of them make fea-

sibility study. So far, the investors just presented their respective prefeasibility study. “There has been no follow-up. The reason is related to tapping fee and whether the company has money or not. It needs an investment of IDR1.3 trillion. It is said to take a long time for research because they have to learn the type of waste in Bali, composition and what percent it can produce electricity,” he said. Suarjana added that Suwung finally remains to become an open dumping are or the waste is just dumped as such even though the liquid waste has been made its own processing. In the meantime, some waste is collected by scavengers. However, the piles of waste still cannot be blocked and will become higher. “Large number of waste piles will produce huge methane. This affects the quality of the air. One of the impacts is triggering the greenhouse effect,” he explained.

Within a day, continued Suarjana, the waste brought to Suwung landfill reaches 1,000 to 1,200 tons. On great feast days, the incoming waste can even reach 1,500 tons. As solutions to overcome the waste piles, there must be an agency or entity managing the waste at Suwung landfill. On the other hand, the new development on the discussion of the regional bylaw draft (Ranperda) about the public service levies raises new possibilities. The levies for the waste management could be canceled because the land area of Suwung landfill is not the asset of Bali government, but the land with use right from the ministry of forestry. “Levies of the waste are imposed for the taking from households. After that, the waste is brought to temporary disposal site and from here the waste is transported to landfill in a single package. In this regional bylaw draft, we just collect

from the landfill. It is allowed to collect at the landfill as long as the land is owned by provincial government and there is a management agency (at Suwung landfill-Ed). But in reality, it is not the asset of provincial government, but that of the ministry of forestry,” said Chairman of the Special Committee of the regional bylaw draft on public service levies of the Bali House of Representatives, I Ketut Suwandhi. The reason, added Suwandhi, makes the collection of levy at the Suwung landfill cannot be justified. It is also in accordance with the results of consultation of the Special Committee to the Director General of Regional Finance of Ministry of the Home Affairs, except there has been a management agency at the landfill. Previously, PT NOEI managed the waste at the Suwung landfill but the agreement has been terminated by the government of Sarbagita (Denpasar, Badung,

Gianyar and Tabanan) because of default. In the meantime, the Suwung landfill is managed by Denpasar municipality and a technical unit. The waste is brought by the Bali Public Works and Spatial Planning. “Alternative one, the waste levy has been canceled. Alternative two, it is allowed to collect levies to private sector disposing of waste at the landfill such as hotel or group, but not to the government of Sarbagita. So, the result of levy collection is getting smaller,” he explained. Suwandhi added whether to choose alternative one or two will be decided on Thursday (Feb. 9). The special committee is going to invite relevant agency leadership such as legal bureau and human rights at the regional secretariat of Bali province, Bali forestry agency, Bali environment agency, Bali revenue service and Bali public works and spatial planning that has the waste management unit. US woman retracts claim boyfriend innocent in Bali killing

BALI — An American woman imprisoned in Indonesia for killing her mother has retracted statements made in YouTube videos that her boyfriend, also convicted in the same case, was innocent. A statement released by Heather Mack and her lawyer Yulius Benyamin Seran on Wednesday said the assertions in the videos were false and recorded under pressure. The statement said Mack, 21, was reading words written by her boyfriend Tommy Schaefer. In a series of three videos posted last week, Mack says that Schaefer was trying to protect her when he confessed to striking her 62-year-old mother, Sheila von Weise-Mack, in the head with a metal fruit bowl. Mack’s statement said the video was uploaded to YouTube by someone who deliberately created an account in her name. Bali prison warden Tonny Nainggolan said authorities were investigating who recorded and uploaded the videos. He said neither Mack nor Schaefer had admitted to producing or uploading the videos and blamed each other. The couple was convicted in April 2015 of premeditated murder, which carries a maximum penalty of death. Schaefer was sentenced to 18 years in prison while Mack, who gave birth during the trial, received a 10-year prison sentence.

Von Wiese-Mack was the widow of highly regarded jazz and classical composer James L. Mack, who died in 2006 at the age of 76. Schaefer testified at his trial that von Wiese-Mack was angry when she learned about her daughter’s pregnancy and tried to strangle him, prompting him to strike her with a metal fruit bowl. In the videos, Mack said she plotted to kill her mother herself because Schaefer refused to help find someone who would kill her mother for $50,000. “After that I got this new savage idea in my head that I wanted to kill her in a hotel room because she killed my father in a hotel room,” she said. “We were going to Bali, then I began to plot.” Mack, the composer, died in a hotel room in Athens, Greece, after suffering a pulmonary embolism, according to his Chicago Tribune obituary. Prosecutors said the two discussed killing von Weise-Mack in text messages, but in the videos Mack said that she took Schaefer’s phone when he was asleep and sent text messages to her own phone. “Tommy’s an innocent man,” said Mack. She said that he only helped her stuff the body in a suitcase and clean up the murder scene because she threatened to tell police that he committed the crime. (ap)

It is a follow up of the information received from police authority in Lombok after the arrest of suspected terrorists in Lombok. Marine police continue to patrol at the entrance of East Bali in the waters around Padangbai and the tracks of traditional harbors in Karangasem on Tuesday (Feb. 7). As a result, no suspicious things were found in some ships inspected. Chief of Marine Police at Karangasem Police, I Made Wartama, said that his patrol involves dozens of personnel carried out in turns from the morning. Plastic waste piles up on Kedonganan Beach

MANGUPURA - Plastic waste blown by the wind increasingly accumulates at the verge of Kedonganan Beach, Kuta. This onslaught of marine debris is getting worse so that reaches hundreds of tons each day. Head of the Badung Environment and Sanitation Agency (DLHK), Putu Eka Merthawan, justified the condition. Moreover, the piles of marine debris on the white sandy beach are considered to be the most severe this week. “The condition within the past three days is getting worse. A great deal of plastic waste is scattered, and the thickness even reaches 50 cm and spreads to long area,” said Eka Merthawan on Wednesday (Feb. 8). According to him, the condition has been reported to the Regent of Badung, Nyoman Giri Prasta. “We have reported this condition to the regent. So far, we have also been working to fully cope with the waste onslaught,” he said. He assigned a team consisting of 200 personnel assisted by two units of loaders and five garbage trucks. “Our team has taken action from 07:00. Hopefully, this extreme weather will immediately end,” he concluded. He said the total waste transported by the DLHK from November 11, 2016 to February 7, 2017 reached 4,050 tons collected from

eight beaches in the western coastal area of Badung. Such number continues to increase, and it is even predicted to penetrate 5,000 tons by the end of February 2017. In the future, his agency will attempt to provide quick services as long as all the heavy equipment needs can be met. “We need three loaders per location, two suction machines, and two garbage trucks per location with 15 personnel,” he detailed. With the addition of heavy equipment and personnel, Eka Merthawan is optimistic no more accumulation of waste will occur along the beaches in Badung. “The collection and loading will be handled by different personnel. MANGUPURA - Annual meeting of the International Monetary Fund (IMF) and the World Bank in 2018 will be held in Bali. Implementation of this event to be attended by officials from both world institutions is planned to be organized for three days in October. Communication Director of Bank Indonesia, Peter Jacob, amid the preliminary meeting of the activities at the Grand Hyatt Nusa Dua explained on Tuesday (Feb. 7) there will be many issues to be discussed ranging from regular agenda to global economic trends ahead of the meeting. He explained that Indonesia is one of the countries that proposed to host this annual event. Bali was then chosen as the meeting venue because it is eligible to hold such international scale event. “It is a great honor for Indonesia and Bali because it could become the host of these international meetings,” he said. BUSINESS Banks take bigger role in Latin America fight against tax evasion

BUENOS AIRES/SAO PAULO - When Argentina launched a tax amnesty program last year to bring billions of dollars back into the country, it found support from an unlikely corner: the banks whose clients had stashed money abroad. President Mauricio Macri had no shortage of motivation to initiate the amnesty plan. Some $400 billion in undeclared funds was being held outside Argentina, the economy was in recession and the government badly needed to boost revenues.

He offered residents until the end of March to declare assets and pay a fine to avoid prosecution for tax evasion. But there was an added incentive - one that marked a break with the past and had nothing to do with how the policy was designed. This time wealthy Argentines with offshore accounts at two of the world’s largest private wealth managers, JPMorgan Chase & Co and UBS AG, began receiving letters from the banks asking for proof they had declared their assets to tax authorities, three people with knowledge of the situation said. By year’s end, Argentines had declared $97.8 billion, and are expected to declare much more by the March deadline. That surpassed initial analyst estimates of $60 billion and dwarfed the $2.6 billion declared in the 2013-2015 amnesty program. “You can only explain this with some help from banks,” said Buenos Aires tax lawyer Eduardo Aguilera of RCTZZ Abogados. He said he had clients who received letters from JPMorgan and UBS as well as other clients who had been encouraged to participate through more informal conversations with bankers at Citigroup Inc and Wells Fargo & Co. The banks declined to comment. It is unclear how much of the tally can be attributed to the involvement of the banks. But more than a half dozen people involved in amnesty programs - including lawyers and accountants - said the banks were instrumental in the effort. They described similar actions by the banks in recent amnesty programs run by Brazil and Chile. Those efforts mark a turnaround from banks’ more passive approaches toward earlier tax amnesty programs, and reflect a growing sensitivity to stricter regulations and perceptions they could be abetting tax evasion. “They have decided to stop helping clients to hide money,” said Miami-based lawyer Martin Litwak, founder of Litwak & Partners, which has advised clients participating in tax amnesties across the region and had Argentine clients who received letters from JPMorgan and UBS. FAMILY PANIC The shifting dynamics around amnesty programs can be attributed to two equally powerful forces: stricter rulemaking and public outrage. Across Latin America, many wealthy residents have long resented paying high taxes for what they considered to be substandard public hospitals and poor public education. Then there was the government corruption, the potential for hyperinflation and fears their savings could be confiscated. All that could be avoided by stashing money in offshore accounts, set up by banks and out of reach of their home country’s tax collectors. Tax amnesty programs launched by cash-strapped governments to draw back the funds generated little enthusiasm. “We had other tax amnesties, but this time there’s a much broader transparency frame-

work in the world,” said Humberto Bertazza, a partner at Buenos Aires accounting firm Bertazza Nicolini Corti & Asociados. Government crackdowns on tax evasion began in the aftermath of the 2008 U.S. financial crisis. The United States passed the Foreign Account Tax Compliance Act in 2010, requiring foreign financial institutions to share information on U.S. citizens with overseas accounts with the U.S. government. Brazil, Chile and Colombia signed on in 2014, and have reciprocity agreements in which U.S. authorities send those governments information on their citizens’ assets in the United States. Argentina has taken steps to follow. Latin American countries reached additional agreements to share information with one another - and with traditional tax havens like Switzerland, under the auspices of the Organization for Economic Cooperation and Development. Then came the Panama Papers, a massive leak of offshore financial data. The revelations in the documents, released last year, exacerbated public outrage over the extent to which the rich and powerful masked their wealth through hidden accounts. The previous year, Brazil had been rocked by

revelations that 6,000 Brazilians held secret accounts at HSBC Holdings Plc’s Swiss private banking unit. “I convinced several of my clients just by saying, ‘They’re going to like you more back where your bank is located when you send them proof that you got into the amnesty,’” Aguilera said. When Brazil launched its amnesty program last year, wealth management executives at UBS, Pictet Group AG and Credit Suisse Group were instructed to tell clients to declare their secret accounts and join the country’s amnesty program, three people with direct knowledge of the situation told Reuters. Some banks went further. Clients who wanted to remain outside the program in Brazil were told in some cases to move their money to another bank, one of the people familiar with the tax amnesty said. “Our lawyer and our family’s banker basically told us to disclose every single offshore asset we have, and they said so in a way that panicked the entire family,” said a Sao Paulo-based client of UBS Private Bank in Switzerland, who asked for anonymity to speak about the issue. “It cost us dearly but now we understand why the pressure was big on us to do this.”(rtr)

Ulunsuwi Temple is located in the northern most venerated by members of Subak Sangeh. On particular days, subak members perform a ceremony as an expression of gratitude to God for the

graces bestowed. In the southern part sits the Taman Beji Temple with three fountains as destination of melasti (physical and psychical purification) procession. Remaining in the region, there is Segara Kelebutan Temple in the form of three-tiered meru shrine located in the middle of the pond. In the south of the pond precisely under a banyan tree sits the representative temple of Taman Ayun. This temple was established when making the pond that was never finished. Its levees were always broken. Seeing this condition, the royal figure of Mengwi was invited to come. After that, the levees of the lake became very strong, so that it was then made a shrine to worship the deities of Taman Ayun. Meanwhile, the Ratu Gede Temple is used to venerate the guardian in the psychical ream of the pond. The middle courtyard of the Taman Mumbul Temple is located in the east of the area. This temple is venerated by the Brahmana hamlet. There is also a Pengelukatan Temple marked by eleven fountains. Indonesia military accepts Australian apology for insult

JAKARTA — The Indonesian military has accepted an apology from Australia’s army chief over a purported insult to Indonesia’s state ideology that caused a spat between the two countries.

An Indonesian military statement released late Wednesday after Australian army chief Lt. Gen. Angus Campbell met with Indonesian military head Gen. Gatot Nurmantyo said the Australian Defense Force would sanction personnel involved in the incident. It quoted Campbell as saying the sanctions would affect the careers of those penalized. Indonesia’s military partially suspended cooperation with its Australian counterparts in early January. The rift developed after an Indonesian military officer raised concerns in November about teaching materials for army language training at a special forces facility in western Australia. Indonesian media reported that Pancasila, the state ideology based on five principles including a unitary state and belief in one God, was renamed “Pancagila,” in effect calling it crazy in Indonesian, in laminated training materials. Referring to the incident, Nurmantyo said in the

statement that Indonesians have died to defend Pancasila. “Especially for the soldiers, it is very sensitive and it hurts us,” he said. The neighboring nations, though close partners in areas such as trade and counterterrorism, have long had a turbulent relationship. Tensions have repeatedly flared over Australia’s policy of turning back boats to Indonesia that are carrying asylum seekers from other countries. Indonesia’s use of the death penalty, which Australia opposes, has also strained ties, particularly in 2015 when Indonesia executed two Australians for drug crimes. In 1999, the relationship suffered one of its most serious blows after Australia led a U.N. military force into the former Indonesian province of East Timor following a bloody independence ballot. Nurmantyo said the results of Australia’s investigation into the Pancasila incident would be discussed with the defense and foreign ministers and then reported to President Joko “Jokowi” Widodo. Singsing Waterfall SINGARAJA - Singsing Waterfall is one of North Bali’s hidden treasures, which is a great option for nature lovers and those with a penchant for adventure while staying around Lovina Beach or the capital of Singaraja. LOS ANGELES - Former world number one Tiger Woods has accepted that he will “never feel great” again after suffering a number of back and knee injuries in recent years. The 14-times major champion returned to action in December following a 15-month layoff but was forced to pull out of the Dubai Desert Classic last week after the first round due to a back spasm. “There were a lot of times I didn’t think I was going to make it back. It was tough, it was more than brutal,” Woods told Dubai magazine Vision. The 41-year-old American has racked up 79 PGA Tour victories in his career but has not won a major championship since 2008. “There have been plenty of times when I thought I would never play the game again at the elite level,” Woods, ranked 674th in the world, said. “It was tough, it was more than brutal. There were times I needed help just to get out of bed. “I feel good, not great. I don’t think I will ever feel great because it’s three back surgeries, four knee operations,” he added. MADRID — Alaves matched the greatest feat in the Spanish club’s history by reaching the final of a major competition after defeating Celta Vigo 1-0 in the semifinals of the Copa del Rey on Wednesday.

Following a 0-0 draw in the first leg in Vigo, midfielder Edgar Mendez scored an 82nd-minute winner to give the Basque Country club a surprise spot in the May 27 final against two-time defending champion Barcelona, which edged Atletico Madrid 3-2 on aggregate on Tuesday. “We made history today,” Alaves captain Manu Garcia said. “And in the final in May we will seek glory.” Alaves stunned Barcelona with a 2-1 win at Camp Nou in the third round of Spanish league matches earlier this season, and the teams will meet again in the league on Saturday.
