About reclamation of Benoa Bay
PT TWBI has the permit for Bali Governor Denpasar (Bali Post) -
In the past few weeks, Bali’s society is confused about the statement from Bali Government especially about the plan of reclamation on Benoa Bay. On few occasion, Bali Governor and the Temporary Head of Bali Development Department Cok Ngurah Pemayun denied knowing the project. However, a copy of the letter from the governor approving the use of the coastal area on Benoa Bay spread and it was dated on December 26, 2012. There is no clear explanation about the letter because when contacted, the spokesman of Bali Governent Ketut Teneng and Cok Pemayun didn’t pick up the phone.
The letter is also equipped with the map showing the location which will be used by the private company on Benoa Bay. The right to manage the bay is given to PT. TWBI with Hendri Lukman as Director. According to the letter, the area which will be used is 838 hectare for 50 years and can be extended for
20 years. The letter also stated that the considerations taken by the governor are Bali as tourism destination has limited nature support and it is prone to tsunami. There is a need to make use the nature of Bali to support the tourism and the use of Benoa Bay is one alternative.
There is also a copy of the study done by Udayana University and the recommendation by Bali House. Meanwhile based on the study done by Udayana University, PT TWBI has he idea to use the Benoa Bay area. In the area will be build residence and marina housing, apartment and other accommodation. There will be also marina tourism area and commercial area. The reclamation will be done in the middle of Benoa Bay which is quite empty. The area where the material for the rec-
lamation is on sawangan Beach, around 100 meter from Nusa Dua Beach. In the letter is also stated that the permit user must hand in study about environmental effect of the reclamation, the plan of activities, employee the locals, rehabilitate any environment damage and give report to the governor every six month. Meanwhile Bali Government cannot ask for confirmation yet. Cok Pemayun who is also the secretary of the government cannot be contacted. (kmb29)

SEASONAL changes occurring at this time and being incompatible with the cycle had an enormous impact on the changing patterns of the disease in the community. It could be seen from the disease usually found in rainy season was even found throughout the year in line with the seasonal changes. The increased disease coinciding with seasonal change was viral disease. It was revealed by the Head of Bali Health Agency, Ketut Suarjaya. “Seasonal change like the rain during dry season can increase the trend of viral infectious diseases,” he said. Infectious diseases caused by virus were dengue fever, influenza, cikungunya and diarrhea. These diseases increased in line with the change of seasons. Besides, the diseases associated with the environmental health like skin diseases were also threatening the public. According to Suarjaya, the increase in infections caused by viruses was not only kindled by seasonal change but also by humid and dirty environment. “On the other hand, erratic weather condition can make the immune system down so that people are vulner-
able to be infected by viral diseases,” said Suarjaya. One of the examples of viral infections showing an increase and appearing throughout the year due to seasonal changes was dengue fever. Based on the data of Bali Health Agency, the dengue fever in June reached 708 cases. Meanwhile, in previous months like January reached 306 cases, February (525), March (576), April (818) and May (893). Suarjaya continued that erratic weather changes could affect all walks of life both children and adults. “All people can be affected, chiefly those that do not pay attention to lifestyle and healthy environment,” he added. To that end, Suarjaya always advised people to maintain their health. “For prevention, simply live a clean and healthy life including personal hygiene and environmental sanitation aside from maintaining the immune system to be in good condition by consuming nutritious foods, exercising, getting enough rest, not maintaining prolonged stress and not smoking,” he said. An agricultural expert from the Udayana University doubling as Chairman of the Indonesian Farmers Union (HKTI) Bali, Prof. Nyoman Suparta, considered the agricultural sector stayed very potential to be developed, although the farmland continued to be eroded and converted into residential areas each year. However, there were still many agricultural development strategies that could be continued. As he expressed on Sunday (Jul 7), the potential of the agricultural sector, for instance, was that each county in Bali had many excellent commodities that could be processed into food and beverage products, and they had been developed. One of them was the development of passion fruit syrup in Petang subdistrict, Badung and Bali snakefruits in Karangasem. Such
ingredients could be processed into a variety of candies and snacks. However, such processing business seemed no longer in production lately. It meant that all this time the local government had not optimally empowered the farmers because it tended to provide guidance only without the commitment to help the human resources development, volume of land and cheap selling price of the raw materials. Suparta explained that such factors ultimately led the development of sustainable agriculture to be threatened because farmers were reluctant to continue their farming as they considered it unprofitable. Suparta further said that such reality ultimately had an impact on the Bali’s farmers where they could no longer compete due to three components actually underlying the continued success of business,
namely the production, processing and marketing. “In reality, all this time the farmer group still encounters some constraints in marketing, considering the other large scale businesses appear in numbers in Bali that offer better quality,” he said. Without ignoring the tourism sector that also denoted the mainstay of Bali, he expected the government could at least continue to focus on exploring the potential of the agriculture, horticulture, fisheries and livestock so that all the existing sectors had clear prospect in the long term while creating a sustainable agriculture, and farmers could produce more passionately. “At least, the government should be able to reduce the number of large scale entrepreneurs and maximize the small businesses,” he said. After the fuel price hike and ahead of the fasting month, a number of commodities at traditional markets in Denpasar had undergone price increases. The highest price increase happened to red cayenne pepper from IDR 30,000 to IDR 50,000 per kg. Even, there were also traders raising the price of red cayenne pepper to IDR 60,000. Aside from cayenne pepper, the price of onion also gradually went up from the average sale at IDR 30,000 to IDR 50,000 per kg. One of the spice traders at Badung market, Wendri, claimed the price increase was triggered by the price from the central market that had increased the price. “I do not know why the price of onion and red cayenne pepper has gone up since a few days ago. Maybe it was caused by the fasting month,” she said. Actually, the supply remained stable but the price had increased. With such high price, then she could only make a profit at least IDR 5,000 per kg because the price of red cayenne pepper had increase from the central producer reaching IDR 55,000 kg. Bali to host international puppet festival Antara
GIANYAR - Bali will host the International Wayang (Puppet) Show Festival which will be held next September 22-27 in Gianyar District, Chairman of the festival organizing committee I Gede Joni Suhartawan said here on Monday. “Apart from being attended by local artists, the event will also be participated in by artists from eight countries namely Japan, the United States, Iran, Malaysia, the Philippines, China, India and Thailand,” he said. He explained Indonesian participants will perform their skills in playing with various Wayang (traditional puppet) namely wayang Golek (origi-
nated from West Sumatra province), Wayang Wonosari (Yogyakarta), Wayang Potehi (Central Java) and wayang Sasak (West Nusatenggara). Each performer will be given 30 to 60 minutes time to perform. Gianyar District Head Anak Agung Gde Agung Bharata expressed appreciation towards the upcoming event saying that it is an effort to preserve Indonesia’s tradition.

Reclamation effort only for restoring environmental sustainability Bali Post
DENPASAR - Reclamation plan to Benoa Bay for a tourist resort around the toll bridge drew the attention of many parties. One of which was the humanist of Bali doubling as Chairman of the Central Executive of the Hindu Dharma Council of Indonesia (PHDI), I Ketut Wiana. He asked the investors that would perform the reclamation to have no interests and do the project just to restore the area of Benoa Bay. “Reclamation is an activity aimed at improving or setting up the disturbed land in order to function and be useful again in appropriate with the designation. So, do not deviate from the actual meaning of the word reclamation. If previous condition of the Benoa Bay, water and biota was good and sustainable, then the reclamation should at least pose an effort to restore them into the original condition,” he explained. Maintaining the environmental sustainability, according to him, was one of the religious mandates. “If the reclamation is really aimed at the preservation, it does not matter. However, if the reclamation has an indication of other purposes having the impact on environmental destruction, it may not be undertaken and we are obligated to reject it decisively,” he said. According to him, the reclamation might be performed as long as it would not destroy the environment because the concept of the development set by the UNDP highlighted four aspects that could not be violated, namely
the human rights, law, environment and cultural characteristics. “I have confidence that government will not do that. However, it is possible if the government can also deviate from the initial program, so that here is our collective responsibility to conduct a control,” he explained. Wiana added that any development made by the government should go through a variety of studies either in terms of the academic, policy or political studies so that it would not be carried out perfunctorily. “This study is very important considering the development without a study will be very hazardous. Meanwhile, in terms of political aspect, the government should give priority to the handling of urgent problems such as poverty alleviation through revitalization of traditional markets, for example. Just look at our traditional markets, they lose competitiveness in the face of rampant modern market because our culture tends to be practical,” he explained. In terms of the study, Wiana said that aside from teaming up with scientists, the community aspirations should be accommodated, too. Most importantly, he pointed out that any kind of reclamation as an effort to restore the environment should not be accompanied with the purposes that could actually make the environment more damaged. “Do not repeat the mistakes in the reclamation of Serangan Island considered an excessive reclamation,” he concluded. The mass vaccination program for rabies control has ended in July 2013. Of the nine subdistricts targeted by this program, it remains to leave three subdistricts. The dogs in the three subdistricts were not reached by the vaccination because when the officers arrived at the scene the dogs were elusive. More seriously, the dog owners gave less support to assist the officers by impounding their dogs to be vaccinated. “Indeed, it is our constraint in this program. We are really very
difficult to capture the dogs without the help of the owners,” he said. According to Swatantra, the dog population in the three subdistricts having not been touched by the mass vaccination was being attempted through re-vaccination. The vaccination would be undertaken until the end of July 2013. If until the end of this month the dogs in the three subdistricts had not been impounded, they would be ignored. However, the re-vaccination was ascertained to reach them all,” he explained. On the other hand, Swatantra said though numerous dogs in the three subdistricts had not been reached by the mass vaccination, but most of the total dog population in Buleleng had
been vaccinated. It was seen from the dog population estimation that had been vaccinated in Buleleng reaching 51,072 heads. The achievement surpassed the total estimated population of stray dogs in Buleleng reaching 48,600 heads. “I think this problem is a commonplace. We do not prohibit the entry of outsiders but somehow Bali has the main attraction in the culture, landscape and nature,” continued Wana.

Selabih Beach has got eroded and Candikusuma Beach in Jembrana has undergone severe abrasion due to Serangan. To the east, Lebih Beach including Purnama Beach is also affected. For instance, if the recommendation (of Benoa Bay—Ed) is
given, the results will be enjoyed by Badung County, while the aftermath will affect the other counties. Around twenty years to come, nothing will happen around the area, but the damage will surely happen to West Bali and East Bali,” he explained. Abrasion on Yeh Embang Beach increasingly severe Negara (Bali Post)— Village road and dozens of homes owned by residents on Yeh Embang Beach are threatened by the increasingly serious coastal abrasion. The waterfront village road connecting the cemetery of Yeh Embang customary village to Rambut Siwi Temple has now often been submerged in sea water. Meanwhile, in the north of the road live dozen of families of Pasar hamlet and come a rice field. They have worried because the increasingly higher tidal waves occurred since last month. At least, 13 families have been living near the beach for dozens of years. Due to high waves, the coastal levees at some points have also broken down. three families were the most vulnerable to be quickly affected by the abrasion. Other than the house of Budiasa, the house of Komang Sudayana and Gusti Ngurah Parwata also faced similar condition. High tidal waves occurred every day and the sea water went up to people’s settlement and inundated the village road. Formerly, local people built a cowshed and duck cage near the beach, while today they worried to be floated off because the sea water continued to rise and the land disappeared. They hoped the government to pay attention to their fate and deal with the abrasion before getting more severe. Chief of Pasar hamlet, Yeh Embang village, I Nengah Astawa, confirmed the impact of the coastal abrasion occurred last week and it was the most severe since the past three years. Aside from threatening the village road to vanish, dozens of people’s house were also at risk. His party had also reported the incident to headman of Yeh Embang. On the other hand, the headman of Yeh Embang, Made Semadi, in a separate location acknowledged to have received the report from his village apparatus and he had immediately made site inspection. He had made a proposal for the establishment of beach levee. Previously, the beach levee had been built but it was only along 100 meters. After four days of often challenging wave conditions at Balangan Beach, a rarity for this beautiful reef break beach on Bali’s Bukit Peninsula that is known for having consistent surfing waves, the Billabong Pro Bali finished on a high note with fans standing on the exposed reef in two camps, Kuta and Uluwatu, cheering on their favorite surfer as the sun began to set over the Indian Ocean.
Local Mega Semadhi had jumped it the lead early getting his wave count up and by well past the midway point of the 30 minute final looked to have the win well in hand. But with just under 10 minutes and sitting on priority, needing a wave score of 6.5 points to take the lead, Raditya was in perfect position to get the best wave of the final. “Mega and I were talking a lot during the final,” said Rondi. If Mega would have got it maybe he’d have gotten a 10, who knows. He was surfing so good and getting the highest
scores in every heat, so he was really surfing the best out there, so I just feel lucky, but also very stoked to have won.” Runner up Semadhi had his smile on and was satisfied with his performance, saying, “It was a big tricky out there, so whoever gets the best wave will win for sure. Hotel collapse in southern India kills at least 12 Associated Press Writer
HYDERABAD, India - A two-story hotel collapsed in southern India early Monday, killing at least 12 people and injuring 18 others, police said. More people were feared trapped in the debris of the City Light hotel in a suburb of the city of Hyderabad, police officer Anurag Sharma said. Sharma said rescue operations were continuing at the hotel, which was about 80 years old. The hotel was located in the Secunderabad suburb of Hyderabad, the capital of Andhra Pradesh state. LAMPEDUSA, Sicily — Pope Francis traveled Monday to the tiny Sicilian island of Lampedusa to pray for migrants lost at sea, going to the farthest reaches of Italy to throw a wreath of flowers into the sea and celebrate Mass as yet another boatload of Eritrean migrants came ashore. Lampedusa, a treeless, strip of an island nine kilometers (four miles) long, is closer to Africa than the Italian mainland and is the main port of entry into Europe for African migrants smuggled by boat from Libya or Tunisia. Dozens of Lampedusan fishing boats accompanied Francis’ coast guard ship as it pulled into port, a seaborne motorcade to honor the first pope to visit an island that often complains it has been forgotten by Europe to process the thousands of would-be immigrants who come ashore each year. “Pope Francis, only you can save us,” read a banner on one of the boats. “You’re one of us,” said a spray-painted sign hanging from an apartment building overlooking the port. As his plane was landing, a boat carrying 162 Eritreans arrived in port, the latest in a new wave of migrants taking advantage of calm seas and warm weather to make the treacherous crossing. Francis, whose ancestors immigrated to Argentina from Italy, has a special place in his heart for refugees: As archbishop of Buenos Aires, he denounced the exploitation of migrants as “slavery” and said those who did nothing to help them were complicit by their silence. LAC-MEGANTIC, Quebec - About 40 people were still missing a day after a runaway train derailed in Quebec, igniting explosions and fires that destroyed a busy downtown district and killed five people. Police said a higher death toll was inevitable, and authorities feared the number might soar once they’re able to reach the hardest-hit areas. Worries remained over the status of two oil-filled train cars. Canadian Prime Minister Stephen Harper compared the area to a war zone and said about 30 buildings were incinerated. Quebec provincial police Sgt. Benoît Richard said only a small part of the devastated area had been searched Sunday, more than a day since the accident, because firefighters were making sure all fires were out. Ruling party to announce participants of convention in August Antara
JAKARTA - The Democratic Party will announce participants of its national convention to nominate a candidate for the 2014 presidential election in late August 2013, its party chief said. “The participants of the convention will be made public at the end of August 2013. God willing, the committee will announce who will be the participants,” Chief of the Democratic Party Susilo Bambang Yudhoyono said in a press conference in Jakarta on Sunday night. The convention will be semi-open, meaning that the participants may come from party cadres and non-cadre aspirants, he said. To organize the convention, he said he will set up a convention committee to select competent participants. The committee will be jointly led by a party figure and independent figure who will be responsible to the party’s supreme council. The committee will later select one
of the participants to nominate for the presidential election in two stages. He said in the first phase to last from August to September 2013, the participants will be introduced to the public and gave media interviews according to the convention committee’s rules. In the second phase to take place from January to May 2014, the participants will take part in debates, he said. The winner of the convention will be decided by the results of surveys conducted at least twice by at three independent pollsters. The committee will announce the winner of the convention in May 2014 after the legislative election and before the presidential election, he said.

BANDA ACEH - Five Indonesian men remained trapped up a tree Sunday three days after being chased into its branches by Sumatran tigers who also mauled their friend to death, police said. Four of the snarling animals were still surrounding the base of the tree following their initial attack on Thursday, which they launched after the men accidentally killed a tiger cub. Humans and animals are increasingly coming into conflict in Indonesia -- but in most cases, it is the animals who end up the losers. The men entered the Mount Leuser National Park in the north of Sumatra island on Tuesday searching for rare incense wood, district police chief Dicky Sondani told AFP. “The wood is very expensive... but they run a risk looking for it as they have to go to more remote parts of Leuser where there are many tigers and elephants,” he said. The men set up traps for deers and antelopes for food -- but accidentally trapped and killed the
tiger cub. The adult tigers reacted by attacking the men. They killed a 28year-old identified only as David, but the five others took refuge up a tree, Sondani said. “Four tigers are still surrounding the men under the tree,” he added. Thirty rescuers including police and soldiers set out on Saturday to rescue the men after villagers who tried to help them turned back after seeing the tigers. But the rescuers would take two to three days to reach the men, Sondani added. “If the tigers remain under the tree, we may have to shoot or sedate them to rescue the five people,” he added. The Leuser ecosystem is home to around 5,800 of the remaining 6,600 critically endangered Sumatran orangutans as well as elephants and tigers, but it is threatened by commercial logging and clearance for palm oil plantations. The Sumatran tiger is the world’s smallest tiger. There are only an estimated 400 to 500 still alive in the wild.
5.9 magnitude earthquake shake Malang Antara
JAKARTA - An earthquake measuring 5.9 on the Richter Scale shook southeast Malang, East Java, on Monday at 9.13 am local time, according a spokesman of the National Disaster Mitigation Agency (BNPB). The quake’s epicenter was located at 9,16 degrees southern latitude and 113 degrees eastern longitude at a depth of 10 km, Sutopo Purwo Nugroho, the head of the BNPB’s Data and Information Center, said here on
Monday. “The epicenter is in the Indian Ocean, around 112 km southeast Malang, East Java, 114 km southwest Lumajang, East Java, 130 km southwest Jember, East Java, and 202 km southeast Surabaya,” he said. The tremor lasted for around three to five seconds and forced a number of people to rush out of buildings in panic, but it did not cause any damage. Its intensity was III MMI (Modified Mercalli Intensity).

German exports slip as eurozone demand lags Agence France-Presse BERLIN - German exports fell at a sharper rate than expected in May as weakness in several key markets including the eurozone choked sales, official figures showed on Monday. Excluding adjustments for seasonal factors, Europe’s top economy reported a trade surplus of 13.1 billion euros ($16.8 billion) in May.
This was sharply lower than the 17.6 billion euros forecast by analysts polled by Dow Jones Newswires. Exports, the traditional driver
of German economic growth, dropped to 88.2 billion euros versus 94.3 billion euros the previous month, the federal statistics office reported.
Imports sank but at a lower rate, to 75.2 billion euros from 76.4 billion euros in April. In a year-on-year comparison, exports declined 4.8 percent and imports 2.6 percent. An economist with Newedge Strategy, Annalisa Piazza, blamed the weak figures on slack demand from ailing European partners
and Asia. “Recent surveys showed some stabilisation in the eurozone trade activity but today’s figures failed to show further consolidation as the state of the EMU (eurozone) economy remains extremely sluggish and demand from Asia is unlikely to have accelerated,” she said.

SEOUL - Shares in South Korea’s Asiana Airlines shed as much as 6.4 percent on Monday after one of its passenger jets crashed at San Francisco airport over the weekend, killing two people and leaving 182 injured. The losses come as analysts warned that Saturday’s tragedy could have a longterm negative impact on the firm as investigators look into what happened, with suggestions that it was caused by pilot error. In early afternoon trade the firm’s share price sank to 4,790 won ($4.1) before picking up slightly to sit at 4,845 won, down 5.37 percent. The incident was the carrier’s first fatal passenger jet crash since its worst ever accident in 1993, when a Boeing 737 flew into a mountain in southwest South Korea, killing 68 passengers and crew. It will also likely dent the business of the country’s second-largest air carrier regardless of the cause of the accident, analysts said. “You can’t rule out the possibility that such a fatal accident that hurts the firm’s reputation will sap demand for Asiana’s services down the road,” said Kang DongJin, analyst at HMC Investment Securities. Potentially huge insurance payouts to victims and for the aircraft will raise future premiums and increase financial
burdens, he added. On Sunday the Seoulbased carrier’s CEO, Yoon Young-Doo, said “currently we understand that there are no engine or mechanical problems” with the plane -- a Boeing 777 aircraft bought in 2006. But even if the accident turns out to be caused by mechanical problems involving the Boeing aircraft instead of Asiana pilots’ errors, it will dampen overall sentiment among airline customers, said Jay Ryu, analyst at KDB Daewoo Securities. “Although the cause of the accident has not been revealed yet, the firm’s first major accident in 20 years will inevitably cause damage on its business both in the short and long term.” he said. Some commentators also said the company’s decadeslong efforts to expand its presence in China will have taken a blow owing to the fact that the two fatalities and a large number of the injured were Chinese. With a fleet of 79 aircraft including 11 cargo planes, the company has focused on short-haul routes to China and Japan while its bigger rival Korean Air dominates flights to Europe and America. Asiana currently flies to 20 cities across China and in 2011 made a $1.8 billion order for six Airbus A380 superjumbos in a move seen aimed at cashing in on booming demand from China and the rest of Asia.

CAIRO - Egypt’s main left-wing political leader called on Monday for the immediate formation of an interim government to fill a dangerous political vacuum after a deadly clash between the army and Muslim Brotherhood supporters in which dozens were killed. Former presidential candidate Hamdeen Sabahi, leader of the Popular Current party, told Reuters the new authorities created when the army toppled Islamist President Mohamed Mursi last week in response to mass protests could not afford to wait. The appointment of a prime minister has been held up for two days because the ultra-conservative Islamist Nour Party rejected both secular candidates for the post nominated by army-backed interim head of state Adli Mansour. “We cannot leave the country without a government. He should appoint the government today,” Sabahi said, adding that Nour had been offered a position of deputy prime minister or vice-president.
“Of course it is better if the Nour Party participates, even if it puts some pressure on us. I can accept this pressure,” he said. “But they did not participate in the demonstrations of the Jan. 25 revolution (which overthrew Hosni Mubarak in 2011) nor on June 30 (which led to Mursi’s fall). So why do they have this veto?” he said. Mansour initially offered the post to veteran liberal politician Mohamed ElBaradei, former head of the U.N. nuclear agency, and then to social democrat Ziad Bahaa el-Din, a commercial lawyer and former head of Egypt’s investment authority. Sabahi said it was important to have Islamist participation in
the transition but he believed that Nour might revise its position and either join the government or join in the rewriting of the constitution once a new administration was formed. Asked about Monday’s clash outside Republican Guard barracks, in which medical sources said at least 42 people died, Sabahi said: “It is very bad news. Very painful. The troops have the duty to guard this building and deal with any attackers. But the result puts us in a bad situation.” The only beneficiaries of such bloodshed were the Muslim Brotherhood and others who sought to polarise the situation and drive Egypt to civil war, he added.

WASHINGTON — The nation’s top special operations commander ordered military files about the Navy SEAL raid on Osama bin Laden’s hideout to be purged from Defense Department computers and sent to the CIA, where they could be more easily shielded from ever being made public. The secret move, described briefly in a draft report by the Pentagon’s inspector general, set off no alarms within the Obama administration even though it appears to have sidestepped federal rules and perhaps also the Freedom of Information Act. An acknowledgement by Adm. William McRaven of his actions was quietly removed from the final version of an inspector general’s report published weeks ago. A spokesman for the admiral declined to comment. The CIA, noting that the bin Laden mission was overseen by then-CIA Director Leon Panetta before he became defense secretary, said that the SEALs were effectively assigned to work temporarily for the CIA, which has presidential authority to conduct covert operations. “Documents related to the raid were handled in a manner consistent with the fact that the operation was conducted under the direction of the CIA director,” agency spokesman Preston Golson said in an emailed statement. “Records of a CIA operation such as the (bin Laden) raid, which were created during the conduct of the operation by persons acting under the authority of the CIA Director, are CIA records.” Golson said it is “absolutely false” that records were moved to the CIA to avoid the legal requirements of the Freedom of Information Act. The records transfer was
part of an effort by McRaven to protect the names of the personnel involved in the raid, according to the inspector general’s draft report. But secretly moving the records allowed the Pentagon to tell The Associated Press that it couldn’t find any documents inside the Defense Department that AP had requested more than two years ago, and could represent a new strategy for the U.S. government to shield even its most sensitive activities from public scrutiny. “Welcome to the shell game in place of open government,” said Thomas Blanton, director of the National Security Archive, a private research institute at George Washington University. “Guess which shell the records are under. If you guess the right shell, we might show them to you. It’s ridiculous.” McRaven’s directive sent the only copies of the military’s records about its daring raid to the CIA, which has special authority to prevent the release of “operational files” in ways that can’t effectively be challenged in federal court. The Defense Department can prevent the release of its own military files, too, citing risks to national security. But that can be contested in court, and a judge can compel the Pentagon to turn over non-sensitive portions of records. Under federal rules, transferring government records from one executive agency to another must be approved in writing by the National Archives and Records Administration. There are limited circumstances when prior approval is not required, such as when the records are moved between two components of the same executive department. The CIA and Special Operations Command are not part of the same department.
Asiana says pilot had little experience on 777s Associated Press Writer SEOUL, South Korea — Asiana Airlines says the pilot in control of the Boeing 777 that crashed in San Francisco had little experience flying that type of plane and was landing one for the first time at that airport. Asiana spokeswoman Lee Hyomin said Monday that Lee Gang-guk was trying to get used to the 777 during Saturday’s crash landing. She says the pilot had
nearly 10,000 hours flying other planes but had only 43 hours on the 777. Accident investigators are trying to determine whether pilot error, mechanical problems or something else was to blame for the crash. The head of the National Transportation Safety Board said earlier that the pilots were flying too slowly as they approached the airport and tried to abort the landing but crashed barely a second later.

Safety advances boost plane crash survival odds Associated Press Writer
Passengers in plane crashes today, such as the one in San Francisco involving Asiana Airlines Flight 214, are more likely to survive than in past disasters. Saturday’s crash was the latest where a big commercial airliner was destroyed but most passengers escaped with their lives. There were plenty of cuts, bruises and broken bones — and some more severe injuries — but only 2 of the 307 passengers and crew onboard died. Planes now are structurally sounder. In the cabin, stronger seats are less likely to move and crush passengers. Seat cushions and carpeting are fire retardant and doors are easier to open. Those improvements allow people to exit the plane more quickly. The nature of crashes has also
changed. Improvements in cockpit technology mean that planes rarely crash into mountains or each other — accidents that are much more deadly. “Crashes are definitely more survivable today than they were a few decades ago,” said Kevin Hiatt, presi-
dent and CEO of the Flight Safety Foundation, an industry-backed nonprofit group aimed at improving air safety. “We’ve learned from the past incidents about what can be improved.” Investigators are still trying to determine the cause of the Asiana crash.

But whatever the reason, it reflects the trend of fewer people dying in plane accidents. The odds weren’t always in passengers’ favor. From 1962 to 1981, 54 percent of people in U.S. plane crashes were killed. From 1982 to 2009, that figure improved to 39 percent, according to an Associated Press analysis of National Transportation Safety Board data. Those figures only include crashes with at least one fatality. There have been other serious crashes where everybody survived. The most famous was a US Airways flight in January 2009 that lost engine power after striking a flock of geese after taking off from New York’s LaGuardia Airport. Capt. Chesley B. “Sully” Sullenberger ditched the Airbus A320 in the Hudson River and all 155 people onboard survived. The crash was dubbed the “Miracle on the Hudson.” A British Airways flight in January 2008 crashed short of the runway at London’s Heathrow Airport. All 152 passengers and crew onboard the Boeing 777 — the same jet type as Saturday’s Asiana flight — survived. This April, a Boeing 737 flown by Indonesian airline Lion Air crashed into water short of a runway in Bali. The plane’s fuselage split into two sections but all 108 people on board survived. “What’s really important is for people to understand that airplane crashes, the majority of them are survivable,” Deborah Hersman, chairwoman of the National Transportation Safety Board, said Sunday on the CBS News television show, “Face the Nation.” Several advances in aviation technology have made these feats of survival possible. They include:
Stronger seats. Today’s airplane seats — and the bolts holding them
into the floor — are designed to withstand forces up to 16 times that of gravity. That prevents rows of seats from pancaking together during a crash, crushing passengers. Fire retardant materials. Carpeting and seat cushions are now made of materials that burn slower, spread flames slower and don’t give off noxious and dangerous gases. Improved exits. Doors on planes are much simpler to open and easily swing out of the way, allowing passengers to quickly exit. And planes now come with rows of lights on the floor that change from white to red when an exit is reached. Better training. Flight attendants at many airlines now train in full-size models of planes that fill with smoke during crash simulations. Stronger planes. Aircraft engineers have looked at structural weaknesses from past crashes and reinforced those sections of the plane. Regulators started mandating such cabin improvements after two deadly aircraft fires in the 1980s. First, an Air Canada flight made an emergency landing at Cincinnati’s airport in 1983 after a fire broke out in the bathroom. The plane landed safely but half of the 46 passengers and crew died because they couldn’t quickly escape the smoke and fire. Two years later, a British Airtours plane aborted a takeoff in Manchester, England after an engine fire. Passengers evacuated but not fast enough. Of the 137 people onboard, 54 died after inhaling toxic smoke. Those two accidents together led the U.S. and British governments to impose new fire-safety standards, said Bill Waldock, a professor of safety science at Embry-Riddle Aeronautical University’s Prescott, Arizona campus.

NEW YORK — Users who may have grown frustrated with Facebook’s rudimentary search feature are getting an updated version designed to make it easier to find people, places and photos on the site. Facebook unveiled its social search tool in January but only made it available to a small fraction of its 1.1 billion users, as its engineers continued to tweak and test it. Over the next few weeks, starting on Monday, the company is rolling out the social search tool, called “Graph Search,” to everyone whose language is set to U.S. English. Unlike searches on Google, which are good for finding specific things, Facebook’s tool is useful in unearthing information about your social
circles. Graph Search lets you find friends who live in San Francisco who are vegan. Friends of friends who live near you and like hiking. Photos of your boyfriend taken before you met him in 2010. Nearby restaurants that your friends like — and so on. But soon after Facebook launched the tool, the Internet had a field day with less innocuous and more embarrassing queries, showing just how much information people reveal about themselves on the site, intentionally or not. Care to find out which brand of condoms your friends prefer? Graph Search might tell you. A blog called actualfacebookgraphsearches.tumblr.com posted a collection of searches ranging from “married people who like prostitutes” to “current employers of people who
like racism.” Both yielded more than 100 people. While it is possible that some of those Facebook users are fully aware that what they’ve shared is easily searchable, it is likely that some are not. It’s easy to click “like” on a page and forget about it. To avoid any unpleasantness, Facebook plans to notify users that it’s “getting easier for people to find photos and other things you’ve shared with them” along with a reminder that they can check “who can see my stuff” under their privacy settings. “The goal is to avoid bad surprises,” said Nicky Jackson Colaco, privacy and safety manager at Facebook. But she stressed Facebook’s view that the search tool “indexes information differently than we have ever been able to do before, in a really positive way.”

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

‘Despicable Me 2’ routs ‘Ranger’ Associated Press Writer
NEW YORK — The minions of “Despicable Me 2” ran away with the July 4th box office, leaving the Johnny Depp Western “The Lone Ranger” in the dust. According to studio estimates Sunday, the Universal animated sequel took in $82.5 million over the weekend and $142.1 million across the five-day holiday window. Gore Verbinski’s reimagining of the iconic lawman bombed for the Walt Disney Co., opening with just $29.4 million over the weekend, and a disappointing $48.9 million since Wednesday. The trouncing for Disney was especially painful because of the high cost of “The Lone Ranger,” which reportedly cost at least $225 million to make. Made by the same team that created the lucrative Disney franchise “Pirates of the Caribbean” (the four film series that grossed $3.7 billion worldwide) the Western drew bad reviews and failed to capture the attention of younger moviegoers. “We thought it would appeal to a broader audience than it did,” Dave Hollis, head of distribution for Disney, said. Based on the long-running radio program
begun in 1933 and the TV series that debuted in 1949, the “Lone Ranger” brand proved a musty one. The audience for the film skewed heavily toward older moviegoers, with 68 percent of its audience older than 25. “You think that you have everything in place,” said Hollis, listing the proven boxoffice commodities of Depp, Verbinski and producer Jerry Bruckheimer. “Even when you have all the ingredients for what you think will be a four-quadrant, ‘everybody’ picture, sometimes it doesn’t work out that way.”
The poor performance of “The Lone Ranger” called to mind a previous bomb for Disney: last year’s similarly-budgeted science-fiction adventure “John Carter,” which opened with $30.1 million. But “The Lone Ranger,” which stars Armie Hammer as the masked lawman, will likely fare better than that disappointment, since Depp’s international star power should bring in better worldwide business. MACAU - The film Barfi scooped top honours in India’s version of the Oscars at a ceremony in the Chinese gambling haven of Macau on Saturday that also celebrated a century of Bollywood, which makes up a big chunk of a multi-billiondollar film industry. Barfi is a romantic comedy about a mute and deaf man and his relationship with two women. The movie was praised by critics for its positive portrayal of physically disabled people, a somewhat unusual theme for Bollywood screenplays.
