Years in the making, producers say it is the first full-length feature film with a Hollywood director and actors to be shot in the country since the 1959 revolution. Due to decades of ill will between the two countries and Washington’s 52-year-long embargo, other movies ostensibly set here, such as “The Godfather Part II” and 1990’s “Havana,” were filmed in standin locations like the Dominican Republic. “It was an absolute passion to actually make it in Cuba where everything that is in the script happened, where the finca (farm) is where (Hemingway) lived, where his boat was, all the spots from the Morro castle to Cojimar where he fished,” director Bob Yari said. “It’s all here, so trying to duplicate it somewhere else was not very appealing.” Shooting began in March and wrapped over the weekend on the joint Canadian-Cuban-American production, with the island’s governmental film institute known as ICAIC providing location support, period costumes and local actors. “Papa” came to Cuba under a U.S. Treasury Department license exempting it from most embargo restrictions. The film’s makers said there was a cap on how much they could spend, but would not say how much or release overall budget figures. For licensing purposes the movie qualified as a documentary, since

NEW YORK — “Avatar” actor Sam Worthington is on track to get his New York assault case dismissed after being accused of punching a photographer, who also was arrested. The Australian actor was due in court Thursday. But electronic court records show the misdemeanor case was resolved April 8 with an agreement that it will be dismissed if Worthington stays out of trouble for six months. The Daily News first reported on the development. Worthington’s lawyer, Stacey Richman, confirmed Tuesday the case was set for dismissal. Manhattan prosecutors declined to comment. The arrangement is common for first-time misdemeanor arrests. Worthington says he was protecting his girlfriend after photographer Sheng Li tried to trip her Feb. 23; Li says Worthington attacked him. Prosecutors offered the same deal to Li but he turned it down.

BANGKOK - Thailand’s Constitutional Court dismissed Prime Minister Yingluck Shinawatra from office for abuse of power on Wednesday, in a ruling that threatens to unleash a new wave of political unrest in the kingdom. The Thai cabinet appointed a new caretaker prime minister on Wednesday shortly after Yingluck Shinawatra was removed from office by a court for abuse of power, a minister told reporters. “The cabinet has agreed to appoint Niwattumrong Boonsongpaisan to act as caretaker prime minister,” Phongthep Thepkanjana, a deputy prime minister said. The court, which has played a key role in deposing Shinawatra-linked governments in recent turbulent chapters of Thai politics, ruled unanimously that she acted illegally by transferring a top security official in 2011. “Therefore her prime minister status has ended... Yingluck can no longer stay in her position acting as caretaker prime minister,” presiding judge Charoon Intachan said in a televised ruling.
Several cabinet ministers who endorsed the decision to transfer Thawil will also be stripped of their status. The court also declined to appoint a new prime minister. It was not immediately clear whether the ruling would create a political vacuum or if one of Yingluck’s ministers nominated after Thawil’s transfer would be able to step into her shoes, pending a future election. The case plunges Thailand deeper into a prolonged political crisis with antigovernment protesters still on Bangkok’s streets and Yingluck’s “Red shirt” supporters also threatening to rally to defend her, raising fears of clashes.
Jubilant anti-government demonstrators blew whistles outside the court to mark her removal -- a key demand of their movement, which is seeking to curb the influence of Yingluck’s billionaire brother, Thaksin. “I am happy even though the the whole cabinet has not been removed. People who do not respect the law should be thrown out,” Linjong Thummathorn told AFP. The kingdom has been bedevilled by a bitter political schism since 2006 when an army coup deposed former telecoms magnate Thaksin. He is reviled by the Bangkok elite, middle class and royalist southerners who say he has sponsored nepotism, widespread corruption and perceive him as a threat to the monarchy. But he is loved by the populous, poor north and northeast and among the urban working class for recognising their burgeoning political and economic aspirations. Continued on page 6

79 ornamental plants in Singaraja town garden stolen Bali Post
SINGARAJA - Indeed, a thief never distinguishes a place, occasion and time to steal. The recent theft targeted the ornamental plants in the central open space of Singaraja Town Park. Various ornamental plants were found to have lost and stolen by thief. In details, the plants stolen comprised 79 units, vanished and the offender was not found. The plants having just been planted in the arrangement project by the Sanitation and Landscaping Agency consisted of 22 types of Cycads, 30 yellow broccoli stems, 1 palm tree, 20 Ararea flowers and 6 fan cypress.
The Head of Buleleng Sanitation and Landscaping Agency, Nyoman Genep, justified the loss of those ornamental plants, Tuesday (May 6). Those ornamental plants vanished gradually. Even, based on field observation since last month, the total missing ornamental plants reached 79 plants. He admitted the price of the ornamental plants in the Garden of Singaraja Town was quite high in the market. Quiet condition and less supervision were suspected to have caused the loss of several ornamental plants with expensive prices. For example, the Cycads were known to have been missing last week. In the market, the price range of this plant was between IDR 300,000 and IDR 500,000 per stem. Furthermore, Genep said the loss of ornamental plants in the garden of Singaraja town reached a total of IDR 15 million. At this moment, his
party was thinking about a safe way to protect the plants and to avoid another theft occurrence. “When knew the loss of plants when we watering them on the following day. We found the traces if the plants were pulled out and some expensive plants vanished,” said Genep. Responding to the loss incident of some plants, the Sanitation and Landscaping Agency conducted an intensive guard around the garden of Singaraja town. He said that about three to four officers were on guard every night, while in the next morning seven janitors in charge of managing and overseeing the garden. Today, the people with HIV/ AIDS in Gianyar belonging to the age range of 15-49 amounted to 0.12 percent of the total population. Such an amount remained
below the limit of the MDG specifying 0.5 percent, but the HIV/AIDS case was like an iceberg phenomenon, so it should be considered. By the year 2015, the target of Gianyar government in the HIV/ AIDS mitigation was the absence of new infections or cases, there would be no stigma, discrimination and no cases of deaths due to HIV/AIDS. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Federal report: Warming disrupts Americans’ lives

WASHINGTON — Most Americans are already feeling manmade global warming, from heat waves to wild storms to longer allergy seasons. And it is likely to get worse and more expensive, says a new federal report that is heating up political debate along with the temperature. Shortly after the report came out Tuesday, President Barack Obama used several television weathermen to make his point about the bad weather news and a need for action to curb carbon pollution before it is too late. “We want to emphasize to the public, this is not some distant problem of the future. This is a problem that is affecting Americans right now,” Obama told “Today” show weathercaster Al Roker. “Whether it means increased flooding, greater vulnerability to drought, more severe wildfires — all these things are having an impact on Americans as we speak.” Climate change’s assorted harms “are expected to become increasingly disruptive across the nation throughout this century and beyond,” the National Climate Assessment concluded, emphasizing the impact of too-wild weather as well as simple warming. Still, it’s not too late to prevent the worst of climate change, says the 840-page report, which the Obama administration is highlighting as it tries to jump-start often-stalled efforts to curb heat-trapping gases. Said White House science adviser John Holdren: “It’s a good-news story about the many opportunities to take cost-effective actions to reduce the damage.” Release of the report, the third edi-
tion of a congressionally mandated study, gives Obama an opportunity to ground his campaign against climate change in science and numbers, endeavoring to blunt the arguments of those who question the idea and human contributions to such changes. Later this summer, the administration plans to propose new regulations restricting gases that come from existing coal-fired power plants. Not everyone is persuaded.
Some fossil energy groups, conservative think tanks and Republican senators immediately assailed the report as “alarmist.” Senate Republican leader Mitch McConnell said Obama was likely to “use the platform to renew his call for a national energy tax. SYDNEY - Scientists have discovered a new strain of avian flu in the Antarctic, after testing a group of Adélie penguins, according to an Australian-based researcher. “We found that this virus was unlike anything else detected in the world,” Aeron Hurt of the World Health Organization’s Collaborating Centre for Reference and Research on Influenza told Reuters from Melbourne on Tuesday. The flu virus, H11N2, was found in a small number of members of a group of Adélie penguins tested at two locations on the Antarctic Peninsula, the continent’s northernmost region. It does not, however, appear to cause illness in the birds. “Probably, in the region we
were sampling, the Antarctic peninsula, it’s most likely that migratory birds are travelling down from North and South America,” Hurt said. The strain is described in a study published this week in mBio, the online open-access journal of American Society for Microbiology. Researchers collected swabs from 301 Adélie penguins and blood from 270. Using a laboratory technique called real-time reverse transcription-PCR to examine the virus’s genetic blueprint, they found avian influenza virus (AIV) genetic material in eight samples - six adult penguins and two chicks. “I think this particular strain is not a great deal of concern to wildlife health, but what it does show is that this is now definitive
evidence that AIVs do get down to Antarctica,” Hurt said. Using ferrets, the most common animal for influenza testing, the experiments found the virus did not infect the animal. “We did some experiments to assess whether the virus has potential for humans to become infected...it’s probably unlikely that humans are likely to be infected by this particular virus,” he said. Two strains of avian flu have occurred in southeast Asia over the past two years - H7N9 and H5N1 - causing deaths among humans and wildlife. In February, a H10N8 strain previously unknown in humans caused one death in China and in April, an oubreak of bird flu on a California quail farm prompted five key export markets to bar imports of poultry from the state.

From the results of crime scene investigation, police could not get clues associated with the identity of the offenders. Police only discovered the pools of blood, a handkerchief, a pair of shoes and a black hat considered to belong to the dead. Meanwhile, the evidence in the form the knife alleged to have been used by the offender could not still be found.

KABUL, Afghanistan — Afghan President Hamid Karzai on Wednesday toured the site of last week’s horrific landslide in the country’s remote northeast, pledging to provide relief to families displaced by the disaster that killed hundreds of people. Karzai’s office said he met the victims in the village of Abi Barik in Badakhshan province, where around 700 families were forced to flee their homes due to the possibility of further landslides and flooding.

During the visit, Karzai spoke with villagers being housed in tents and also promised to rebuild homes for the landslide’s survivors. Aid groups and the government have rushed to the remote province bordering Tajikistan and China with food, shelter and water. But those affected have complained that help has been slow to arrive. Authorities have yet to provide an exact figure on the number of people killed in the May 2 landslide, and estimates have ranged from 250 to 2,700. Officials say it will be impossible to dig up all the bodies buried deep under a sea of mud.

47 countries move on tax evasion

PARIS - Forty-seven countries signed up Tuesday to automatically share bank data, including key financial centres Singapore and Switzerland, the OECD said, in what has been touted as a major step towards cracking down on global tax evasion. Under the declaration, the 47 countries have committed to “swiftly” pass new domestic laws that will allow them to collect information on all bank accounts and automatically exchange it with other participating countries. They must also call on their financial centres “to implement the new single global standard without delay”. The list of signatories includes all 34 members of the Organisation for Economic Co-operation and Development (OECD), a club of developed nations that spearheaded the initiative. That includes Switzerland, Liechtenstein and the British jurisdictions of Jersey and Guernsey -- all which have been criticised for high levels of banking secrecy in the past, laying them open to accusations that they serve as havens for tax evaders. The list also includes Luxembourg, even though it is blocking transparency initiatives within the European Union. The OECD has also secured the participation of 18 non-OECD nations, including the key international financial centre of Singapore. The new global standard was described as “a real game-changer” by OECD chief Angel Gurria when it was unveiled in February. Previously, countries would have to request data on suspected tax cheats using a process that was often complicated and some countries were uncooperative. The United States was the catalyst for the change with its so-called FATCA law which requires international banks to provide data on accounts held abroad by its citizens and companies or face sanctions. The next step, the new declaration states, is for the OECD’s fiscal committee to provide within the coming months clear guidelines on how the standard should be put into practice, and come up with technical solutions to make sure it is effective. A “Global Forum” is also due to be set up to monitor and evaluate individual countries’ efforts. Developed in cooperation with the Group of 20 gathering of advanced and leading emerging markets, the system should come into force in 2015. “This new standard on automatic exchange of information will ramp up international tax co-operation, putting governments back on a more even footing as they seek to protect the integrity of their tax systems and fight tax evasion,” Gurria said in a statement in February.

JAKARTA - Jakarta Governor Joko Widodo (Jokowi) has voiced his plans to meet President Susilo Bambang Yudhoyono to seek permission for a leave as he intends to run for presidency. “I have planned to personally meet the president to ask for a leave permit,” he stated at the City Hall on Wednesday. He remarked that administratively, he has already submitted the leave application to the president with its copy sent to the Ministry of Home Affairs. “Administratively, all the necessary documents have been sent. But, I will meet the president in person to ask for permission,” he emphasized. Jokowi from the Indonesia Democratic Party Struggle (PDIP) party however did not divulge further details about how long his leave will last in order to follow the process of presidential election scheduled on July 9. According to the Government Regulation Number 18, 2013, regional heads that will take part in the presidential election campaign must ask for a leave, the application of which must be submitted 12 days before the registration of the candidates end. The General Election Commission (KPU) is scheduled to start registration of the presidential candidates from May 18, 2014. According to the Ministry of Home Affairs Regulation Number 13, 2009, if the request for a permit is met, a presidential decree will be issued for it to make the governor inactive until the KPU declares the elected president later.

Coast guard chief Kim Suk-kyoon said only 172 people survived the April 16 sinking of the ferry Sewol — not 174, as the government had been saying since April 18. Kim said one of the survivors was accidentally listed twice, and he blamed the other mistake on an inaccurate report by a passenger. Another coast guard officer said the passenger falsely told authorities he had been traveling with someone who had sneaked on board and therefore was not on the ship’s list of passengers. The officer spoke on condition of anonymity because she wasn’t authorized to speak to media on the matter. She said the passenger later told officials he gave wrong information because he had “lost track of things.” Kim also said there are two more missing passengers than authorities previously knew about. BEIRUT — Lebanese lawmakers affiliated with a Hezbollah-led alliance boycotted a third round of voting in parliament on Wednesday, once again foiling an attempt to elect the country’s new president. It was the third time in less than a month that Lebanon’s legislators failed to elect a president — making it increasingly unlikely the nation’s feuding politicians will be able to choose a candidate for the country’s top Christian post before President Michel Suleiman’s term expires on May 25. Lebanon is deeply split along sectarian and ideological lines and divisions have worsened because of the civil war raging next door in Syria. Lawmakers have been unable to agree on a compromise candidate for the presidency. The Shiite Muslim Hezbollah group and its allies have boycotted the voting, insisting that politicians agree on a consensus candidate to be elected ahead of time. Failure to agree on a consensus president could make things harder for the government at a crucial time while it struggles with sectarian violence and an influx of over a million Syrian refugees. The group’s opponents have accused it of obstructing the democratic process. The Lebanese are split in two camps, one supportive of Syrian President Bashar Assad and the other supportive of the rebels fighting to oust him. According to Lebanon’s sectarian-based power-sharing system, the president must be a Maronite Christian, the prime minister a Sunni Muslim and the parliament speaker a Shiite Muslim. A two-thirds quorum of the legislature’s 128 members is required for an electoral session. Wednesday’s vote could not be held as dozens of lawmakers, many of them allied with Hezbollah, did not show up. Only 73 lawmakers attended the session. With no quorum, Parliament Speaker Nabih Berri adjourned the session and scheduled a fourth round for May 15.

JAKARTA - US mining giant Newmont said Wednesday it would likely cease production at its Indonesian gold and copper mine in June and send most employees on leave due to controversial new rules governing the sector. Southeast Asia’s top economy introduced a ban on the export of some unprocessed minerals in January, as well as higher taxes for some commodities that can still be shipped out of the country. Copper concentrate, a major export for Newmont and its US peer Freeport McMoRan, was exempt from the ban but the companies still faced paying the new, higher taxes on shipments of the product. Newmont says the new levies conflict with its original agreements in Indonesia and has been engaged in talks with the government. The Indonesian unit of Newmont has not been able to send shipments overseas since the new rules were introduced, and the talks are aimed at reaching a deal so they can export again. On Wednesday the unit said there was still no breakthrough, and its copper concentrate storage facilities at the Batu Hijau gold and copper mine would be full by the end of May. “The Batu Hijau mine... expects to ramp down production on or about June 1, unless ongoing discussions with the government lead to completion of the process to secure an initial export permit,” it said in a statement. “Once the mine’s copper concentrate storage is filled, (the company) will move to cease mining and milling.” It added that most employees at the mine, on Sumbawa island in central Indonesia, would be placed on leave at reduced pay starting in early June. “This is a very unfortunate and difficult situation for all of us, as it will disrupt the lives of our 8,000 employees and contractors,” said Martiono Hadianto, head of Newmont’s Indonesian unit. The new rules governing the mining sector are aimed at forcing foreign companies to smelt raw minerals in resource-rich Indonesia and keep more profits from the sector in the country. But the industry has criticised their introduction as badly planned and analysts say the move has added to increased business uncertainty.

Moreover, it is accompanied with the life story on the white heron at Petulu categorized to be unique and unbelievable. The visit should be made in November, December, January and April because in these months the herons will be crowded. Unlike during May to August, they are only perching on the trees because they are going out to look for food and come back in the afternoon. Their existence will be different in September and October. At that time, those herons are estimated to have a desire, so that they should go out to the beach and marshes.

QUITO, Ecuador — Defender Cristian Ramirez of Fortuna Duesseldorf and midfielder Carlos Gruezo of Stuttgart were some of the surprise names in Ecuador’s squad for its World Cup warm-up against the Netherlands on May 17 in Amsterdam. QUITO, Ecuador — Defender Cristian Ramirez of Fortuna Duesseldorf and midfielder Carlos Gruezo of Stuttgart were some of the surprise names in Ecuador’s squad for its World Cup warm-up against the Netherlands on May 17 in Amsterdam. Coach Reinaldo Rueda also called up midfielder Fernando Saritama, who has played sparingly in the local league, and Jaime Ayovi of Mexico’s Tijuana. Petulu Village GIANYAR - When having a closer look at white heron, our mind will immediately refer to a quiet and cool village. It is the Petulu village located in Ubud subdistrict, Gianyar, or about 25 km from Denpasar. The village is a breeding place of the white heron. Thousands of white herons live and mingle with local people amicably. The birds are never afraid of the behavior of local people. They live freely as if they have become a part of the local community. They look for food at the space in front of the house, yard, and fields as well as play on the branches or twigs of tree. Interestingly, people also feel comfortable and do not dare expel, let alone kill them. Foreign tourists love intimacy. Even, a few of those tourists come specifically to watch and immortalize them through electronic media. Moreover, it is accompanied with the life story on the white heron at Petulu categorized to be unique and unbelievable. The visit should be made in November, December, January and April because in these months the herons will be crowded. Unlike during May to August, they are only perching on the trees because they are going out to look for food and come back in the afternoon. Their existence will be different in September and October. At that time, those herons are estimated to have a desire, so that they should go out to the beach and marshes.

JAKARTA - Jakarta Governor Joko Widodo (Jokowi) has voiced his plans to meet President Susilo Bambang Yudhoyono to seek permission for a leave as he intends to run for presidency. “I have planned to personally meet the president to ask for a leave permit,” he stated at the City Hall on Wednesday. He remarked that administratively, he has already submitted the leave application to the president with its copy sent to the Ministry of Home Affairs. “Administratively, all the necessary documents have been sent. But, I will meet the president in person to ask for permission,” he emphasized. Jokowi from the Indonesia Democratic Party Struggle (PDIP) party however did not divulge further details about how long his leave will last in order to follow the process of presidential election scheduled on July 9. According to the Government Regulation Number 18, 2013, regional heads that will take part in the presidential election campaign must ask for a leave, the application of which must be submitted 12 days before the registration of the candidates end. The General Election Commission (KPU) is scheduled to start registration of the presidential candidates from May 18, 2014. According to the Ministry of Home Affairs Regulation Number 13, 2009, if the request for a permit is met, a presidential decree will be issued for it to make the governor inactive until the KPU declares the elected president later.

SEOUL, South Korea — Three weeks after South Korea’s ferry tragedy, the government on Wednesday said it miscounted the number of survivors, a stunning error and the latest of many missteps that have eroded the nation’s confidence in its leaders. Coast guard chief Kim Suk-kyoon said only 172 people survived the April 16 sinking of the ferry Sewol — not 174, as the government had been saying since April 18. Kim said one of the survivors was accidentally listed twice, and he blamed the other mistake on an inaccurate report by a passenger. Another coast guard officer said the passenger falsely told authorities he had been traveling with someone who had sneaked on board and therefore was not on the ship’s list of passengers. The officer spoke on condition of anonymity because she wasn’t authorized to speak to media on the matter. She said the passenger later told officials he gave wrong information because he had “lost track of things.” Kim also said there are two more missing passengers than authorities previously knew about. BEIRUT — Lebanese lawmakers affiliated with a Hezbollah-led alliance boycotted a third round of voting in parliament on Wednesday, once again foiling an attempt to elect the country’s new president. It was the third time in less than a month that Lebanon’s legislators failed to elect a president — making it increasingly unlikely the nation’s feuding politicians will be able to choose a candidate for the country’s top Christian post before President Michel Suleiman’s term expires on May 25. Lebanon is deeply split along sectarian and ideological lines and divisions have worsened because of the civil war raging next door in Syria. Lawmakers have been unable to agree on a compromise candidate for the presidency. The Shiite Muslim Hezbollah group and its allies have boycotted the voting, insisting that politicians agree on a consensus candidate to be elected ahead of time. Failure to agree on a consensus president could make things harder for the government at a crucial time while it struggles with sectarian violence and an influx of over a million Syrian refugees. The group’s opponents have accused it of obstructing the democratic process. The Lebanese are split in two camps, one supportive of Syrian President Bashar Assad and the other supportive of the rebels fighting to oust him. According to Lebanon’s sectarian-based power-sharing system, the president must be a Maronite Christian, the prime minister a Sunni Muslim and the parliament speaker a Shiite Muslim. A two-thirds quorum of the legislature’s 128 members is required for an electoral session. Wednesday’s vote could not be held as dozens of lawmakers, many of them allied with Hezbollah, did not show up. Only 73 lawmakers attended the session. JAKARTA - US mining giant Newmont said Wednesday it would likely cease production at its Indonesian gold and copper mine in June and send most employees on leave due to controversial new rules governing the sector. Southeast Asia’s top economy introduced a ban on the export of some unprocessed minerals in January, as well as higher taxes for some commodities that can still be shipped out of the country. Copper concentrate, a major export for Newmont and its US peer Freeport McMoRan, was exempt from the ban but the companies still faced paying the new, higher taxes on shipments of the product. Newmont says the new levies conflict with its original agreements in Indonesia and has been engaged in talks with the government. The Indonesian unit of Newmont has not been able to send shipments overseas since the new rules were introduced, and the talks are aimed at reaching a deal so they can export again. On Wednesday the unit said there was still no breakthrough, and its copper concentrate storage facilities at the Batu Hijau gold and copper mine would be full by the end of May. “The Batu Hijau mine... expects to ramp down production on or about June 1, unless ongoing discussions with the government lead to completion of the process to secure an initial export permit,” it said in a statement. “Once the mine’s copper concentrate storage is filled, (the company) will move to cease mining and milling.” It added that most employees at the mine, on Sumbawa island in central Indonesia, would be placed on leave at reduced pay starting in early June. “This is a very unfortunate and difficult situation for all of us, as it will disrupt the lives of our 8,000 employees and contractors,” said Martiono Hadianto, head of Newmont’s Indonesian unit. The new rules governing the mining sector are aimed at forcing foreign companies to smelt raw minerals in resource-rich Indonesia and keep more profits from the sector in the country. But the industry has criticised their introduction as badly planned and analysts say the move has added to increased business uncertainty.

47 countries move on tax evasion

PARIS - Forty-seven countries signed up Tuesday to automatically share bank data, including key financial centres Singapore and Switzerland, the OECD said, in what has been touted as a major step towards cracking down on global tax evasion. Under the declaration, the 47 countries have committed to “swiftly” pass new domestic laws that will allow them to collect information on all bank accounts and automatically exchange it with other participating countries. They must also call on their financial centres “to implement the new single global standard without delay”. The list of signatories includes all 34 members of the Organisation for Economic Co-operation and Development (OECD), a club of developed nations that spearheaded the initiative. That includes Switzerland, Liechtenstein and the British jurisdictions of Jersey and Guernsey -- all which have been criticised for high levels of banking secrecy in the past, laying them open to accusations that they serve as havens for tax evaders. The list also includes Luxembourg, even though it is blocking transparency initiatives within the European Union. The OECD has also secured the participation of 18 non-OECD nations, including the key international financial centre of Singapore. The new global standard was described as “a real game-changer” by OECD chief Angel Gurria when it was unveiled in February. Previously, countries would have to request data on suspected tax cheats using a process that was often complicated and some countries were uncooperative. The United States was the catalyst for the change with its so-called FATCA law which requires international banks to provide data on accounts held abroad by its citizens and companies or face sanctions. The next step, the new declaration states, is for the OECD’s fiscal committee to provide within the coming months clear guidelines on how the standard should be put into practice, and come up with technical solutions to make sure it is effective. A “Global Forum” is also due to be set up to monitor and evaluate individual countries’ efforts. Developed in cooperation with the Group of 20 gathering of advanced and leading emerging markets, the system should come into force in 2015. “This new standard on automatic exchange of information will ramp up international tax co-operation, putting governments back on a more even footing as they seek to protect the integrity of their tax systems and fight tax evasion,” Gurria said in a statement in February.

Consistent with the policy under Operation Sovereign Borders, the Government will not divulge details about the “on-water operation.” “The prime minister was hoping to attend the OGP conference in Bali, next week, at the invitation of President Yudhoyono,” a spokesperson for Abbott noted in a statement on May 3. “The prime minister is grateful for the invitation. Unfortunately, the prime minister is unable to attend at this time, and he hopes to visit Indonesia to meet with the president at a mutually convenient time,” the spokesperson emphasized.

SYDNEY - Scientists have discovered a new strain of avian flu in the Antarctic, after testing a group of Adélie penguins, according to an Australian-based researcher. “We found that this virus was unlike anything else detected in the world,” Aeron Hurt of the World Health Organization’s Collaborating Centre for Reference and Research on Influenza told Reuters from Melbourne on Tuesday. The flu virus, H11N2, was found in a small number of members of a group of Adélie penguins tested at two locations on the Antarctic Peninsula, the continent’s northernmost region. It does not, however, appear to cause illness in the birds. “Probably, in the region we
were sampling, the Antarctic peninsula, it’s most likely that migratory birds are travelling down from North and South America,” Hurt said. The strain is described in a study published this week in mBio, the online open-access journal of American Society for Microbiology. Researchers collected swabs from 301 Adélie penguins and blood from 270. Using a laboratory technique called real-time reverse transcription-PCR to examine the virus’s genetic blueprint, they found avian influenza virus (AIV) genetic material in eight samples - six adult penguins and two chicks. “I think this particular strain is not a great deal of concern to wildlife health, but what it does show is that this is now definitive
evidence that AIVs do get down to Antarctica,” Hurt said. Using ferrets, the most common animal for influenza testing, the experiments found the virus did not infect the animal. “We did some experiments to assess whether the virus has potential for humans to become infected...it’s probably unlikely that humans are likely to be infected by this particular virus,” he said. Two strains of avian flu have occurred in southeast Asia over the past two years - H7N9 and H5N1 - causing deaths among humans and wildlife. In February, a H10N8 strain previously unknown in humans caused one death in China and in April, an oubreak of bird flu on a California quail farm prompted five key export markets to bar imports of poultry from the state.

As result of the increase in poverty, it would generate more crimes, vagrants and beggars and increase in depression due to unemployment. To that end, the government was demanded to carefully make good cooperation with the public (private sector) to create job opportunities. By the year 2015, the target of Gianyar government in the HIV/ AIDS mitigation was the absence of new infections or cases, there would be no stigma, discrimination and no cases of deaths due to HIV/AIDS. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Years in the making, producers say it is the first full-length feature film with a Hollywood director and actors to be shot in the country since the 1959 revolution. Due to decades of ill will between the two countries and Washington’s 52-year-long embargo, other movies ostensibly set here, such as “The Godfather Part II” and 1990’s “Havana,” were filmed in standin locations like the Dominican Republic. “It was an absolute passion to actually make it in Cuba where everything that is in the script happened, where the finca (farm) is where (Hemingway) lived, where his boat was, all the spots from the Morro castle to Cojimar where he fished,” director Bob Yari said. “It’s all here, so trying to duplicate it somewhere else was not very appealing.” Shooting began in March and wrapped over the weekend on the joint Canadian-Cuban-American production, with the island’s governmental film institute known as ICAIC providing location support, period costumes and local actors. “Papa” came to Cuba under a U.S. Treasury Department license exempting it from most embargo restrictions. The film’s makers said there was a cap on how much they could spend, but would not say how much or release overall budget figures. For licensing purposes the movie qualified as a documentary, since

NEW YORK — “Avatar” actor Sam Worthington is on track to get his New York assault case dismissed after being accused of punching a photographer, who also was arrested. The Australian actor was due in court Thursday. But electronic court records show the misdemeanor case was resolved April 8 with an agreement that it will be dismissed if Worthington stays out of trouble for six months. The Daily News first reported on the development. Worthington’s lawyer, Stacey Richman, confirmed Tuesday the case was set for dismissal. Manhattan prosecutors declined to comment. The arrangement is common for first-time misdemeanor arrests. Worthington says he was protecting his girlfriend after photographer Sheng Li tried to trip her Feb. 23; Li says Worthington attacked him. Prosecutors offered the same deal to Li but he turned it down.

BANGKOK - Thailand’s Constitutional Court dismissed Prime Minister Yingluck Shinawatra from office for abuse of power on Wednesday, in a ruling that threatens to unleash a new wave of political unrest in the kingdom. The Thai cabinet appointed a new caretaker prime minister on Wednesday shortly after Yingluck Shinawatra was removed from office by a court for abuse of power, a minister told reporters. “The cabinet has agreed to appoint Niwattumrong Boonsongpaisan to act as caretaker prime minister,” Phongthep Thepkanjana, a deputy prime minister said. The court, which has played a key role in deposing Shinawatra-linked governments in recent turbulent chapters of Thai politics, ruled unanimously that she acted illegally by transferring a top security official in 2011. “Therefore her prime minister status has ended... Yingluck can no longer stay in her position acting as caretaker prime minister,” presiding judge Charoon Intachan said in a televised ruling.
Several cabinet ministers who endorsed the decision to transfer Thawil will also be stripped of their status. The court also declined to appoint a new prime minister. It was not immediately clear whether the ruling would create a political vacuum or if one of Yingluck’s ministers nominated after Thawil’s transfer would be able to step into her shoes, pending a future election. The case plunges Thailand deeper into a prolonged political crisis with antigovernment protesters still on Bangkok’s streets and Yingluck’s “Red shirt” supporters also threatening to rally to defend her, raising fears of clashes.
Jubilant anti-government demonstrators blew whistles outside the court to mark her removal -- a key demand of their movement, which is seeking to curb the influence of Yingluck’s billionaire brother, Thaksin. “I am happy even though the the whole cabinet has not been removed. People who do not respect the law should be thrown out,” Linjong Thummathorn told AFP. The kingdom has been bedevilled by a bitter political schism since 2006 when an army coup deposed former telecoms magnate Thaksin. He is reviled by the Bangkok elite, middle class and royalist southerners who say he has sponsored nepotism, widespread corruption and perceive him as a threat to the monarchy. But he is loved by the populous, poor north and northeast and among the urban working class for recognising their burgeoning political and economic aspirations. Continued on page 6
