Swedish cinemas launch feminist movie rating

STOCKHOLM — You expect movie ratings to tell you whether a film contains nudity, sex, profanity or violence. Now movie theaters in equality-minded Sweden are introducing a new rating to highlight gender bias, or rather the absence of it. To get an “A’’ rating, a movie must pass the so-called Bechdel test, which means it must have at least two named female characters who talk to each other about something other than a man. “The entire ‘Lord of the Rings’ trilogy, all ‘Star Wars’ movies, ‘The Social Network,’ ‘Pulp Fiction’ and all but one of the ‘Harry Potter’ movies fail this test,” said Ellen Tejle, the director of Bio Rio, an arthouse movie theater in Stockholm’s trendy Sodermalm district. Bio Rio is one of four Swedish movie theaters that launched the new rating last month to draw attention to how few movies pass. Most visitors have reacted positively to the initiative “and for some people it has been an eye-opener,” said Tejle, reclining in one of Bio Rio’s cushy red seats. Beliefs about women’s roles in society are influenced by the fact that movie watchers rarely see “a female superhero or a female professor or person who makes it through exciting challenges and masters them,” Tejle said, noting that the rating doesn’t say anything about the quality of the film. “The goal is to see more female stories and perspectives on cinema screens.” The state-funded Swedish Film Institute supports the initiative, which is starting to
catch on. Scandinavian cable TV channel Viasat Film says it will start using the rat-
ings in its film reviews and has scheduled an “A’’ rated “Super Sunday” on Nov. 17, when it will show only films that pass the test, such as “The Hunger Games,” ‘’The Iron Lady” and “Savages.” The Bechdel test got its name from American cartoonist Alison Bechdel, who introduced the concept in her comic strip “Dykes to Watch Out For” in 1985. It has
been discussed among feminists and film critics since then, but Tejle hopes the “A’’ rating system will help spread awareness among moviegoers about how women are portrayed in films. In Bio Rio’s wood-paneled lobby, students Nikolaj Gula and Vincent Fremont acknowledged that most of their favorite films probably wouldn’t get an “A’’ rating. “I guess it does make sense, but to me it would not influence the way I watch films because I’m not so aware about these questions,” said Fremont, 29.

NASHVILLE, Tennessee — Songwriter Dean Dillon penned hits for George Strait, George Jones, Kenny Chesney and other country music stars in his prolific career in Nashville and several of those artists honored him as the newest BMI Icon at Tuesday’s BMI Country Awards. Dillon has written more than 50 songs for Strait. The beloved singer paid homage with a medley of his Dillon-penned hits, including “The Chair,” ‘’Marina Del Ray,” and “Here For A Good
Time.” Chesney, Luke Bryan and Lee Ann Womack also performed some of Dillon’s songs at the annual event put on by Broadcast Music, Inc., a music rights management company. Rodney Clawson was named songwriter of the year for helping to write six of the year’s most performed country songs, including by Blake Shelton, Tim McGraw and Jason Aldean. Young country artist Hunter Hayes took home the song of the year award for his smash hit, “Wanted,” which was cowritten with Troy Verges.

Bali Post DENPASAR - Ministry of Tourism and Creative Economy has been preparing the National Tourism Development Master Plan (Ripparnas) as the implementation of the mandate of the Law No.10/2009 on Tourism. Then, the national master plan should be resumed with the preparation of provincial and county master plan. As rationale, the development should be planned because a planned development is much better than sporadic development or the one without a plan. The Head of Tourism and Creative Economy Resources Development, Ministry of Tourism and Creative Economy, I Gede Pitana, revealed it in the workshop entitled “Bali Tourism Development for the Future” in the Jaya Sabha Wantilan Hall, Official Residence of Governor of Bali, Tuesday (Nov 5).
Constitutionally, said Pitana, the National Tourism Master Plan played a very important role as an operational reference in tourism development. In the national master plan, we found the term National Tourist Destination (DPN), the National Tourism Development Zone (KPPN) and the National Tourism Strategic
Area (KSPN). It was said the national master plan effective from 2010 to 2025 contained six aspects that should be built in tourism, such as the national tourism destination zoning. “In the National Tourism Development Master Plan has been listed 50 National Tourist Destinations, where Bali is one of them. In the 50
National Tourist Destinations, there are 222 National Tourism Development Zones,” he explained. Of the 222 National Tourism Development Zones based on the particular criteria, it had been selected 88 National Tourism Development Zones considered strategic and then they were called the National Tourism Strategic Area. When preparing and selecting the National Tourism Strategic Area, he said, all provinces scrambled to get as many areas as possible because it would become the basis for further tourism development. “From the 88 National Tourism Strategic Area, Bali got the most,
namely 11 areas, because Bali is the main entrance, a window of tourism and a tourism powerhouse of Indonesia,” he said. Pitana added the National Tourism Strategic Area was the area having the primary function or potential for the development of national tourism where there were affected, influenced and influencing aspects. Sea currents turn ferocious, lobster catch drops Tabanan (Bali Post)—
Lobster fishermen in Tabanan are faced again with a new problem. Within the past few weeks, their catch continued to decline. This condition was triggered by ferocious sea currents. Their lobster pots were mostly empty because no lobsters wanted to drop in. As a result, the fishermen suffered losses. Such ferocious sea currents have engulfed since last August. Due to strong currents, the lobsters were reluctant to rise to surface. More lobsters preferred to survive in the ocean floor. “When the sea current is getting ferocious, the catch always drops. More lobsters survive in the rocks,” said Nyoman Warcana, 45, one of the fishermen met on Yeh Gangga Beach, Sudimara village, Tabanan, Tuesday (Nov 5). Actually, he said, the lobster season had come. However, it was disrupted by the ferocious sea currents. Typically, said Warcana, fishermen brought home more than three lobsters every day. Since the sea
currents were ferocious, their catch fell sharply. Even, fisherman frequently should go home in empty hand. “Look, I only get a small one. Earlier, my friends even did not get anything,” he complained. Such a loss made fishermen distraught because the operating costs incurred for going to sea tended to rise, while the catch decreased. For once departure, fishermen required considerable expenses for purchasing fish bait and fuel. This man hoped the condition of sea current could go back to normal soon. So, fishermen would not continue to be distraught. Drop in lobster catch was im-
mediately responded by the rise in the price of this commodity. Lobster price rose from IDR 250,000 to IDR 400,000 per head, depending on the size. Such increase reached up to IDR 100,000 compared to the previous one. “The demand for lobster never drops. However, the weather often goes unfriendly,” complained Warcana. Although the catch dropped, fishermen continued to do their activity. They went the sea every morning, and then came home before midday. They claimed to have no choice but to go down to sea. Its position was precisely beside the highway, so it was clearly visible to every passing motorist. Although there was no building at the surrounding areas, the collapse of the warning board was quite alarming. There was a possibility if such condition would be taken advantage as a reason to establish a building. “I do not know how long the green belt warning board has been damaged. However, it seems to have occurred for a long time,” said one of the residents having a rice field not far from the location, Tuesday (Nov 5). The resident suspected it happened because of age. Moreover, the pedestal stood on a rice field’s embankment. On that account, it was prone to collapse when being hit by a puddle of water. Unfortunately, though having been damaged, there was no indication if the warning board would be fixed. Actually, the region belonged to a very
fertile and beautiful paddy field. Virtually throughout the year, local farmers cultivated rice in the terraced fields. Then, how about the Special Committee on the Green Belt? Deputy Chairman of the Special Committee of Green Belt in the Tabanan House, Ketut Loka Antara, claimed not to be surprised on hearing the destruction of the green belt warning board. According to him, a lot of things could trigger the damage to the board. “There have been so many reports informing about the damage to the green belt warning board. We will discuss it in the internal committee meeting,” said Loka Antara, Tuesday. This Golkar politician affirmed that his party would speed up the discussion on the revision of proposal on the Green Belt Regulation. Moreover, the team of Tabanan government had reported the condition of the green belt in Tabanan. “Results of the report will be discussed internally, including a site inspection to check the real condition,” he said. Related to the rampant damaged
green belt warning boards, according to Loka, it could not be taken into consideration to revoke the green belt. Most importantly, he said, revocation of the green belt should be based on public interest and urgency or in case of private property used for private housing. Discussion on the revision to the green belt would be made this week. As reported, the Tabanan government proposed the amendment to Regional Bylaw (Perda) No.11/2002 on the Green Belt. In the proposal, there were 29 green belts set forth. A total of 7 points of them were proposed to be revoked, starting from partial to total revocation. Meanwhile, there was also an increase and decrease in the radius of green belt. Mostly, the reason for revocation was based on public demand. Strangely, the revocation proposal had kindled a reaction from the Regent of Tabanan, Eka Wiryastuti. Even, the regent of the PDIP-P accused there were stowaways in the proposal on the reduction of the green belt. (kmb30)

GIANYAR - As part of the Bali Hotels Association’s ongoing Community Program, representatives recently carried out yet another lifeenriching initiative for less fortunate members of the local community. Ms.Vita Tampi of The Royal Beach Seminyak Mr. Wayan Suwitra Of Hotel HARRIS Kuta Beach conducted an informative session for PUSPADI Bali on how to prepare a professional CV and present well at a job interview in conjunction with their Job Placement Program. Located in the Annika Linden Centre in Batu Bulan, PUSPADI’s annual Job Placement Program is designed to help disabled men and women receive the proper training required to gain employment and lead independent lives. Bali Hotels Association (BHA) provides volunteers on a quarterly basis to conduct training sessions and share valuable knowledge about the hospitality industry. Additionally, BHA also instigates work experience opportunities in some of the hotel’s under its banner with the possibility of full time employment for successful participants. Bali Hotels Association has sup-
ported this program for the past 3 years and the results have been remarkable. “It is heartening to see that so many men and women who have participated in this initiative are now able to live independently despite their physical limitations. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Study: 8.8 billion Earth-size, just-right planets Associated Press Writer
WASHINGTON — Space is vast, but it may not be so lonely after all: A study finds the Milky Way is teeming with billions of planets that are about the size of Earth, orbit stars just like our sun, and exist in the Goldilocks zone — not too hot and not too cold for life. Astronomers using NASA data have calculated for the first time that in our galaxy alone, there are at least 8.8 billion stars with Earth-size planets in the habitable temperature zone. The study was published Monday in the journal Proceedings of the National Academy of Science. For perspective, that’s more Earth-like planets than there are people on Earth. As for what it says about the odds that there is life somewhere out there, it means “just in our Milky Way galaxy alone, that’s 8.8 billion throws of the biological dice,” said study co-author Geoff Marcy, a longtime planet hunter from the University of California at Berkeley. The next step, scientists say, is to look for atmospheres on these planets with powerful space telescopes that have yet to be launched. That would yield further clues to whether any of these planets do, in fact, harbor life. The findings also raise a blaring question, Marcy said: If we aren’t alone, why is “there a deafening silence in our Milky Way galaxy from advanced civilizations?” In the Milky
Way, about 1 in 5 stars that are like our sun in size, color and age have planets that are roughly Earth’s size and are in the habitable zone where life-crucial water can be liquid, according to intricate calculations based on four years of observations from NASA’s now-crippled Kepler telescope. If people on Earth could only travel in deep space, “you’d probably see a lot of traffic jams,” Bill Borucki, NASA’s chief Kepler scientist, joked Monday. The Kepler telescope peered at 42,000 stars, examining just a tiny slice of our galaxy to see how many planets like Earth are out there. Scientists then extrapolated that figure to the rest of the galaxy, which has hundreds of billions of stars. For the first time, scientists calculated — not estimated — what percent of stars that are just like our sun have planets similar to Earth: 22 percent, with a margin of error of plus or minus
8 percentage points. Kepler scientist Natalie Batalha said there is still more data to pore over before this can be considered a final figure. There are about 200 billion stars in our galaxy, with 40 billion of them like our sun, Marcy said. One of his co-authors put the number of sun-like stars closer to 50 billion, meaning there would be at least 11 billion planets like ours. Based on the 1-in-5 estimate, the closest Earth-size planet that is in the
habitable temperature zone and circles a sun-like star is probably within 70 trillion miles (113 trillion kilometers) of Earth, Marcy said. And the 8.8 billion Earth-size planets figure is only a start. That’s because scientists were looking only at sun-like stars, which are not the most common stars. An earlier study found that 15 percent of the more common red dwarf stars have Earth-size planets that are
close-in enough to be in the not-toohot, not-too-cold Goldilocks Zone. Put those together and that’s probably 40 billion right-size, right-place planets, Marcy said. And that’s just our galaxy. There are billions of other galaxies. Scientists at a Kepler science conference Monday said they have found 833 new candidate planets with the space telescope, bringing the total of planets they’ve spotted to 3,538, but most aren’t candidates for life.

HELENA, Montana — Researchers studying the effects of climate change on polar bears are experimenting with the idea of crowdsourcing data as improving technology allows anybody with an Internet connection to monitor the animals’ annual migration in Canada. Polar bears gather at this time of year on the Hudson Bay’s southwestern shore to wait for the water to freeze so they can wander the ice and hunt for seals. The migration to the Wapusk National Park in Manitoba is far enough south to make the Western Hudson Bay polar bears one of the most accessible and studied populations of the species. This is the third season that Bozeman-based Polar Bears International and Explore.org, a project of the Annenberg Foundation, are running live webcam feeds of the annual migration. The webcams were set up to improve the education of people who know little about the Arctic nomads, Polar Bears International Executive Director Krista Wright said Tuesday. This year, Explore.org has a new snapshot feature on its website that lets users watching the live feed capture individual images to download or share on social media sites.
In addition, a new smartphone application will let the hardy tourists who travel to Manitoba to witness the migration up close tag and upload their photos to Explore.org. Scientists want to see whether this crowdsourcing will help them in their research on the effects of the shrinking sea ice and later freeze-ups on the polar bears’ size, health and reproductive rates. “The important point to me is that we need to explore the potential to collect data from whatever sources might be out there,” said Steven Amstrup, chief scientist for Polar Bears International, in an email from Manitoba. The polar bears, after fasting all summer and fall, gather at the park’s Churchill Point in October and November to wait for the freezeup. The cameras broadcast the gathering from fixed positions on buildings in and around the park and on one roving buggy. They allow anybody online to watch and photograph male bears sparring and mothers walking with their young across the tundra. Researchers will look to add the best of those photos to their collection, and compare them with photo archives going back decades to better understand changes to the bear’s conditions.

According to Fachir, there are three principles that will be reviewed at the Bali Democracy Forum for participating countries, including that democracy can be the foundation of a nation, but it must come from inside a nation and cannot be imposed from the outside. Secondly, democracy must promote pluralism while, thirdly, it must be inclusive, he said. “Regarding how countries would implement these principles, it would be their own decisions, since outsiders can not force changes on them,” he said. Meanwhile, the deputy ambassador of the European Union for Indonesia, Brunei Darussalam and ASEAN, Colin Crooks, said the forum was a good example of how Indonesia could play a larger role at international diplomatic levels with regard to the development of democracy.

He noted that although Bali has had success in hosting several international events, such as Miss World Contest and APPEC summit, the security measure for the Bali Democracy Forum must not be ignored. “In spite of the fact that all previous international events had run safely without any security disturbances, we will remain on guard during the Bali Democracy Forum,” Wisnu noted. He said thousands of joint security personnel from the National Defense Forces (TNI) and National Police
(Polri) have been assigned to ensure the security of the BDF. “Together with police personnel and local community members, we will ensure the security and safety of the sixth Bali Democracy Forum,” he said. But he did not mention the exact number of security personnel to be deployed at the BDF, where democratic and political matters will be discussed. “We will involve all security personnel from both TNI and Polri. All of them will coordinate with each other on the use of physical and non-physical force,” he noted. Such condition causes them to be unable to cultivate their farmland. In appropriate with farming almanac, they should have cultivated the land, but the drought has forced residents to only prepare the land, while waiting for the rain. As expressed by a resident from Tanglad, Wayan Gangsa, Tuesday (Nov 5), he had neglected his farmland since three months ago. Local residents usually grew different crops, but the water scarcity had urged him to be patient until it rained next months. A villa breaker arrested Singaraja (Bali Post)— A breaker to villa at Banyuatis village, Banjar subdistrict, could have been arrested by Criminal Police Section of Banjar Police, Tuesday morning (Nov 5). The perpetrator named Kadek Seniarta aka Kodok, 30, a resident of Banyuatis, was arrested a few hours after the theft at Vila Atres, Banyuatis. The theft was reported to happen on Monday night (Nov 4) around 8:15 afternoon. Allegedly, the perpetrator Kodok broke into the rooms of one of the guests staying at the villa. However, his crime was caught by one of the villa employees. Afterward, the employee reported the case to police station. Local security guards tried to chase, but the perpetrator had escaped. Security officer then reported the matter to villa owner, Putu Kusa, 67, and then was forwarded to Banjar Police. Criminal Detective Section then chased and caught the perpetrator at his home. Chief of Banjar Police, Made Sanjaya, confirmed on Tuesday (Nov 5) the arrest of a breaker to villa at Banyuatis. When questioned, the perpetrator admitted to have stolen money totally amounting to IDR 6.8 million and the money in dollar denominations. “The money in dollar denomination has been exchanged at a money changer in Lovina. Procurement and planting of the hexadome had actually been proposed by fishermen group through the Development Plan Meeting (Musrenbang) of Buleleng County in 2012. However, the proposal could have been just realized in 2013. The hexadome planting was the second activity. Previously, the fishermen group had already drowned six hexadomes in 2010.
The Head of Buleleng Fisheries and Maritime Affairs, Nyoman Sutrisna, said the hexadome planting was indeed to restore the coral reefs having been damaged since a few years ago. According to him, the marine ecosystem was damaged due to fishing activities by bombing. Luckily, the fishermen soon realized and were committed to preserving the coral reef in the waters of local village. Therefore, in 2010 fishermen planted six hexadomes. “Then, it is continued in this year 2013,” he said. A top executive, Shin Jong-kyun, told analysts on Wednesday that Samsung’s tablet business is growing rapidly and the company will become the biggest maker of tablet computers. He didn’t give a timeframe. Shin said Samsung’s tablet sales will exceed 40 million units this year, more than double sales in 2012. Research group IDC estimates that Samsung sold 16.6 million tablets in 2012, lagging far behind Apple Inc. which sold 65.7 million iPads. SINGAPORE - Asia’s vulnerability to natural disasters is helping drive the insurance industry in the region, an international conference in Singapore heard Wednesday. Rising affluence resulting from strong economic growth and the region’s expanding ranks of the elderly are the two other major factors expected to boost the industry, Singapore’s central bank chief told the conference. “The prospects in Asia are especially bright. The Asian risk landscape is transforming rapidly, generating robust demand for
insurance and reinsurance,” said Ravi Menon, managing director of the Monetary Authority of Singapore. He said in a speech at the Singapore International Reinsurance Conference that the insurance business in Asia is projected to grow at about 8.0 percent per year over the next decade.

The economy grew at 5.62 percent in the three months to the end of September yearon-year, the statistics agency said, down from 5.81 percent the previous quarter.

Bali Post JAKARTA — Indonesian tourism performance showed again an encouraging growth. Ministry of Tourism and Creative Economy revealed the number of foreign tourist arrival to Indonesia in September 2013 reached 770,878 people, an increase of 12.8 percent over the same period last year amounting to 683,584 foreign tourists. In other words, until September 2013, for the third time the number of foreign tourist exceeded 750,000 monthly. Previously, in June and August, the tourist arrival respectively reached 789,594 people and 771,009 people. In a release received by Bali Post, the Ministry of Tourism and Creative Economy expressed that between January and September 2013 the number of tourist arrival cumulatively reached 6,414,149 people or grew 8.8 percent over the same period last year reaching 5,895,288 foreign tourists. This trend was expected to continue until the end of the year, where the target of foreign tourist arrival this year of 8.6 million people was expected to be achieved. Minister of Tourism and Creative Economy, Mari Elka Pangestu, said the increase in the number of tourist arrival in recent months was supported by several activities related to Meeting, Incentive, Convention and Exhibition (MICE). Aside from Miss World 2013 held in Bali last September, a number of meetings in relation to the APEC 2013 held in various cities across Indonesia were also estimated to contribute to the increase in
foreign tourist arrival. “By observing the trend of foreign tourist arrival within the past few months, we are optimistic to meet the moderate target of 8.6 million of foreign tourists. We estimate the growth trend in the range of 8.8 percent can be maintained for the last quarter considering the APEC Summit event in October was attended by thousands of government delegates, private sectors and media from 21 APEC countries. Peak season at yearend commonly shows an increase in the number of visitor. For the next three months, we will focus on the efforts by intensifying promotion to a number of countries, including participation in the World Travel Mart (WTM) in London and roadshow to several major cities in the PRC in order the tourist growth momentum can be sustained in years to come,” said Mari Pangestu. In September 2013, the highest growth was showed off by tourists from the PRC, Taiwan
and Hong Kong, respectively increased 45.6 percent (rose from 47,653 to 69,392 people), 40 percent (from 16,591 to 23,234 people) and 31.65 percent (from 6,102 to 8,033 people) compared to the same month last year. High increase was also obtained from the ASEAN neighboring countries with the average increase in double digits. The largest increase of tourist visit from the ASEAN countries was from the Philippines (increased 26.1 percent from 9,656 to 12.174 people) and Singapore (increased 17.8 percent from 98,104 to 115,850 people). During January-September 2013, compared to the same period last year, the number of foreign tourist arrival in terms of nationality from the highest growth was occupied by the United Arab Emirates (60.6 percent), Saudi Arabia (37.3 percent), PRC (24.6 percent), Taiwan (21.7 percent) and Egypt (20.5 percent). BEIJING - Chinese cities should close schools, cut working hours and stop outdoor activities during the most severe spells of air pollution, the Ministry of Environmental Protection said on Wednesday. “Every possible compulsory measure” must be taken to cut emissions during the heaviest smog, which has a serious impact on health, the ministry said, including suspending factory production and imposing traffic restrictions. The ministry’s guidelines, issued in a circular, come as China grapples with frequent choking smog in its big cities, a consequence of years of breakneck economic growth that has fuelled public anger. State media recently reported that an 8-year-old-girl who lived near a busy thoroughfare in the coastal province of Jiangsu had been diagnosed with
lung cancer. The case of the girl, called the country’s youngest lung cancer patient, has sparked a public outcry. Despite frequent calls for cutting pollution over recent years, and growing public anger, the problem has only got worse. Schools and workplaces typically operate as normal in all but the most severe smog, even when it reaches hazardous levels. Primary and middle schools suspended classes last month in the northeastern city of Harbin during a smog emergency. The airport and some bus routes were also closed. China must also toughen anti-
pollution measures on industry and reduce its dependence on coal, which produces more than three quarters of electricity, the Environment Ministry said. Public security departments should also toughen checks on vehicles, including phasing out older ones, and ensure there are not too many on the roads, it said. China said in September it would slash coal consumption and shut down polluting mills, factories and smelters, though experts have said implementing the measures would be tough. Air pollution is expected to worsen this winter because of a chronic natural gas shortage.
He said that Bali and beyond were national tourist destinations where in the Government Regulation was mentioned as Bali, Nusa Lembongan and surroundings areas. It would need further regulation. “What is allowed and what is not will depend on the provincial and county tourism development master plan as well as the spatial planning of the region. Who set the detailed spatial planning? Of course, it is the authority of county/municipal government. When Tabanan one day agrees, for example, to build tourism facility in the middle of Lake Beratan, please discuss it first. So, it is clear where the authority lies,” he said. Of the 11 national strategic areas in Bali, he said, the most popularly discussed in mass media was the area number nine, namely Besakih, Mount Agung and the surrounding areas. Recognized or not, Besakih Temple was a tourist attraction. Mount Agung also posed a tourist attraction for many tourists having a hobby of climbing and trekking. “What can be built at Besakih? Of course, we have to follow the existing Bhisama or religious stipulation, local traditions existing at Besakih and so do we when talking about the surrounding of Besakih temple. Then, what can and cannot be built there, I cannot answer this. It will highly depend on the details of the regional spatial plan made by residents in Karangasem,” he explained. Then, what could and should actually be done related to National Tourism Strategic Area? According to Pitana, in the Strategic Plan of the Ministry of Tourism and Creative Economy and in the Government Regulation, at least three measures should be made. They consisted of guidance, mapping and planning. He affirmed the well planned development since the beginning was much better than the sporadic development. Related to the polemic on the National Tourism Strategic Area of Besakih, Mount Agung and surrounding areas, Pitana said that some parties were mostly afraid of the component of number four namely the tourism facility. “This is the most feared lest tomorrow there will be something somewhere. Actually, there are still other components to be considered in developing the National Tourism Strategic Area including the tenth component, namely marketing. National Tourism Strategic Area itself has nine dimensions to be considered, not only to think the matter of tourism facilities,” he said. He added that tourism was a very multi-sectoral. For example, highway was not the portfolio of tourism, but tourism was very concerned with the highway. Tourism facility was only one of the existing dimensions. He affirmed the fear of the five-star hotel, casino and prostitution house and so on should be designed in the detailed spatial planning (RDTR) so the fear would not come true. “So far, we from the Ministry (of Tourism and Creative Economy—Ed) have just focused on 16 National Tourism Strategic Areas. Until 2014, we just work on three areas in Bali namely Pemuteran-Menjangan, Sanur–Nusa Dua and Batur-Kintamani,” he said. When building the National Tourism Strategic Area, he said, first of all there should be a mature plan, have appropriate regulation and have control against the development. It was very principle in developing the National Tourism Strategic Area. A good planning would mean nothing without strict controls. “It is set forth in Article 13 of the Government Regulation No.50/2011. Development strategy will not necessarily jump up but there must be a master plan and detailed plan for the construction of both the National Tourist Destination and National Tourism Strategic Area. This is what we have to make. Secondly, preparation of regulations related to the building height, limit to the abyss, design and spatial ratio of open space and so on must be set forth in the detailed spatial planning,” he said. Then, what are the requirements to build a National Tourism Strategic Area? According to Pitana, in article 14 of the Government Regulation No. 50/2011 had been explicitly mentioned that construction of a tourist attraction should uphold religious and cultural values. It should develop conservation efforts to preserve the resources and sustainability. In tourism, the resources were the nature-based, culture-based and artificial entity-based resources. “It is recognized or not, Besakih has been visited by tourists. If case the Hindu community in Bali takes option not to visit Besakih, we (central government—Ed) is not part of it. If Hindu community says that Batur Temple may not be visited by tourists, it’s okay, we in central government will not be part of it,” he said while adding if later on the community at Besakih asked not to make Besakih a tourist attraction, then his party would try to accommodate it because it was the public option. JAKARTA — One of the suspected militants who plotted to attack the Myanmar Embassy in Indonesia went on trial Wednesday on charges of terrorism that could result in a death sentence. Prosecutors told the South Jakarta District Court that Separiano, 29, and his group prepared five bombs to attack the Myanmar Embassy prior to a planned May 3 protest by hundreds of hardline Muslims at the mission. He was arrested hours before the protest while riding a motorbike with another suspect on their way to the embassy in Jakarta. Police seized five homemade bombs from a backpack they were carrying. Other explosive materials were found later at their rented house in the capital. Days later, police arrested three other alleged group members, including Sigit Indrajit, the alleged mastermind. In the indictment, prosecutors charged Separiano with violating anti-terrorism laws, which carries a maximum penalty of death. “They wanted to bomb the embassy because
of anger over Myanmar’s treatment of Muslims,” said prosecutor Susilo, who like Separiano and many Indonesians, uses a single name. He said the group wanted to retaliate against the country for attacks there on Rohingya Muslims. The four others alleged to be part of the plot are expected to go on trial later this week. Sectarian violence in Buddhist-majority Myanmar has killed scores, and thousands of Muslims have been driven from their homes. Members of the Rohingya ethnic group in particular face severe discrimination. They are considered to be illegal immigrants from Bangladesh, despite the fact many were born in Myanmar. Indonesia has been battling terrorists since the 2002 bombings on the resort island of Bali that killed 202 people, mostly foreign tourists.
JAKARTA - President Susilo Bambang Yudhoyono has stated that wiretapping incidents should not happen again, as they might harm international relations. “He asked that such incidents should not reoccur, no more wiretapping in the future,” presidential spokesman Julian A Pasha said here on Wednesday. Wiretapping is not acceptable if international relationships are based upon trust, Pasha said, quoting Yudhoyono. The Indonesian government, through the foreign affairs ministry, has sent protest notes to those countries regarding the wiretapping incidents.“Ambassadors of the concerned countries have also been called,” Pasha said, adding that Foreign Affairs Minister Marty Natalegawa has reported to the president about the countries’ clarification. The accused countries have offered explanations, while not specifically denying or acknowledging the wiretapping. Meanwhile, an Indonesian international relations analyst, Hikmahanto Juwana, said earlier this week that the Indonesian government must take firm action in dealing with the recently reported wiretapping activities conducted
by several countries, since these are serious ethical violations and a breach of international legal norms. “If the government does not take firm action, there will be a public outcry that will affect the U.S. and Australian governments, as well as President Yudhoyono and the Indonesian government,” Juwana said. In addressing the wiretapping case, the government should not avoid seeking justice by saying there is no evidence or that it needs time before it can adopt a more assertive approach. The Indonesian government can expel American and Australian diplomats. The government can also recall the Indonesian Ambassador to the United States and Australia and delay sending ambassadors to those countries, if necessary. “Also, if needed, the Indonesian government can partner with the German and Brazilian governments to fight for a UN resolution to prevent wiretapping activities in the future,” he stated. Countries such as France, Germany, and Brazil have already adopted a firm stance on the issue. Germany and Brazil have officially filed a draft resolution with the United Nations on the right to privacy.

JAKARTA - The parent company of Indonesia’s Lion Air said Wednesday it hopes to strike a deal for at least 50 Bombardier passenger jets next year, a purchase with a list price of more than $3 billion. It would be the latest huge bet on Indonesia’s booming aviation sector by Lion Group, which has in recent years struck two of the world’s largest plane orders, worth $46 billion. The company was hoping to complete the deal with Canadian manufacturer Bombardier for at least 50 new mediumrange CS300 aircraft early next year, said Leithen Francis, head of public relations at Lion Group. “We are talking to Bombardier, we are considering the CS300, we do hope that negotiations do progress to where we can come to a decision by the first quarter,” he told AFP. “We would expect the deliveries of the aircraft to start in 2016.”He said the company was still deciding whether the planes would be allocated to its budget carrier Lion Air or its full-service airline Batik Air.
He would not put any potential price on the deal, but Dow Jones Newswires said each plane had a list price of $72 million. That would make a deal for 50 of the planes worth $3.6 billion, although customers making big orders typically receive large discounts. The new CS300, which is scheduled to start deliveries at the end of 2014, and its smaller sibling the CS100, is Bombardier’s attempt to compete with smaller planes produced by Airbus and Boeing. Lion Air was a little-known carrier until the two huge orders of recent years -- a $23.8 billion deal with European aerospace giant Airbus in March this year, and a $22.4 billion deal with Boeing in 2011. However, experts have expressed fears that Lion Air’s rapid expansion could compromise safety and there may not be enough trained pilots to keep up with growing demand. Such concerns were only heightened in April when a Lion Air plane carrying 108 people went into the sea and split in two as it came in to land on the resort island of Bali. Dozens of people were injured in the accident but there were no fatalities.

Aside from preserving traditional arts, the existence of Jegog also supports Pinge as a tourism village,” he said. All this time, explained this traditional musician, Tabanan was synonymous with Joged Bumbung. However, this rice granary region had a variety of rare arts that needs to be popularized. Among them, there were tamplak, genggong, blown genggong, gebyog and some others. “In the future, I will develop a special bamboo gamelan instrument at the clean and beautiful Pinge village,” he said. This gamelan composer said the Jegog he made exactly had the same type and tone as the existing Jegog in Jembrana. The gamelan set consisted of three barangan ugal completed with pemade (front row), three units of kancil (back row), three units of suir (low pitch as penyahcah of gong kebyar), two units of kuntung (jublag in gong kebyar gamelan instrument), two units of undir (having tone between jegog and jublag), and one unit of jegog (largest instrument in the rear). They were made from bamboo originally sourcing from Tabanan region like bamboo belonging to species petung (Gigantochloa hasskarliana), gesing (Bambusa blumeana) and sweet bamboo. A single ensemble consisted of 18 units of gamelan instrument.

Enjoy jegog at Pinge Village IBP TABANAN - On hearing the Jegog gamelan, people will surely remember about Jembrana, a county located in the western part of Bali. It happens because Jegog, a traditional bamboo gamelan instrument, was born and grows well
in the county. Now, similar traditional gamelan can also be found in Tabanan, precisely at Pinge, a tourism village frequently visited by tourists. A set of such gamelan instrument has been accomplished. In the trials, the village specifically brought in the Karya Praja Budaya
jegog troupe from Pendem hamlet, Poh Santen, Jembrana. The music compositions included the Tabuh Pengungkab Sabda, Cangak Merengang, Galang Kangin and accompaniment of Joged-jogedan. Although the stage looked so simple, namely at people’s courtyard, the performance
was thronged by numerous spectators. They were from local village and neighboring village. Foreign tourists staying at the village did not miss the art attractions. Even, a foreign couple from France continued to immortalize the composition and performance. I Wayan Wendra, a local artist who initiated the Jegog gamelan music at Pinge village said the traditional music instrument was intended to complement the existing unique art at Pinge village. “Pinge already has the Leko and Bumbung Gebyog, and now it needs to be complemented with the Jegog. Aside from preserving traditional arts, the existence of Jegog also supports Pinge as a tourism village,” he said. All this time, explained this traditional musician, Tabanan was synonymous with Joged Bumbung. However, this rice granary region had a variety of rare arts that needs to be popularized. Among them, there were tamplak, genggong, blown genggong, gebyog and some others. “In the future, I will develop a special bamboo gamelan instrument at the clean and beautiful Pinge village,” he said. This gamelan composer said the Jegog he made exactly had the same type and tone as the existing Jegog in Jembrana. The gamelan set consisted of three barangan ugal completed with pemade (front row), three units of kancil (back row), three units of suir (low pitch as penyahcah of gong kebyar), two units of kuntung (jublag in gong kebyar gamelan instrument), two units of undir (having tone between jegog and jublag), and one unit of jegog (largest instrument in the rear). They were made from bamboo originally sourcing from Tabanan region like bamboo belonging to species petung (Gigantochloa hasskarliana), gesing (Bambusa blumeana) and sweet bamboo. A single ensemble consisted of 18 units of gamelan instrument.

BEIJING - Chinese cities should close schools, cut working hours and stop outdoor activities during the most severe spells of air pollution, the Ministry of Environmental Protection said on Wednesday. “Every possible compulsory measure” must be taken to cut emissions during the heaviest smog, which has a serious impact on health, the ministry said, including suspending factory production and imposing traffic restrictions. The ministry’s guidelines, issued in a circular, come as China grapples with frequent choking smog in its big cities, a consequence of years of breakneck economic growth that has fuelled public anger. State media recently reported that an 8-year-old-girl who lived near a busy thoroughfare in the coastal province of Jiangsu had been diagnosed with
lung cancer. The case of the girl, called the country’s youngest lung cancer patient, has sparked a public outcry. Despite frequent calls for cutting pollution over recent years, and growing public anger, the problem has only got worse. Schools and workplaces typically operate as normal in all but the most severe smog, even when it reaches hazardous levels. Primary and middle schools suspended classes last month in the northeastern city of Harbin during a smog emergency. The airport and some bus routes were also closed. China must also toughen anti-
pollution measures on industry and reduce its dependence on coal, which produces more than three quarters of electricity, the Environment Ministry said. Public security departments should also toughen checks on vehicles, including phasing out older ones, and ensure there are not too many on the roads, it said. China said in September it would slash coal consumption and shut down polluting mills, factories and smelters, though experts have said implementing the measures would be tough. Air pollution is expected to worsen this winter because of a chronic natural gas shortage.

Of the 11 national strategic areas in Bali, he said, the most popularly discussed in mass media was the area number nine, namely Besakih, Mount Agung and the surrounding areas. Recognized or not, Besakih Temple was a tourist attraction. Mount Agung also posed a tourist attraction for many tourists having a hobby of climbing and trekking. “What can be built at Besakih? Of course, we have to follow the existing Bhisama or religious stipulation, local traditions existing at Besakih and so do we when talking about the surrounding of Besakih temple. Then, what can and cannot be built there, I cannot answer this. It will highly depend on the details of the regional spatial plan made by residents in Karangasem,” he explained. Then, what could and should actually be done related to National Tourism Strategic Area? According to Pitana, in the Strategic Plan of the Ministry of Tourism and Creative Economy and in the Government Regulation, at least three measures should be made. They consisted of guidance, mapping and planning. He affirmed the well planned development since the beginning was much better than the sporadic development. Related to the polemic on the National Tourism Strategic Area of Besakih, Mount Agung and surrounding areas, Pitana said that some parties were mostly afraid of the component of number four namely the tourism facility. “This is the most feared lest tomorrow there will be something somewhere. Actually, there are still other components to be considered in developing the National Tourism Strategic Area including the tenth component, namely marketing. National Tourism Strategic Area itself has nine dimensions to be considered, not only to think the matter of tourism facilities,” he said. He added that tourism was a very multi-sectoral. For example, highway was not the portfolio of tourism, but tourism was very concerned with the highway. Tourism facility was only one of the existing dimensions. He affirmed the fear of the five-star hotel, casino and prostitution house and so on should be designed in the detailed spatial planning (RDTR) so the fear would not come true. “So far, we from the Ministry (of Tourism and Creative Economy—Ed) have just focused on 16 National Tourism Strategic Areas. Until 2014, we just work on three areas in Bali namely Pemuteran-Menjangan, Sanur–Nusa Dua and Batur-Kintamani,” he said. When building the National Tourism Strategic Area, he said, first of all there should be a mature plan, have appropriate regulation and have control against the development. It was very principle in developing the National Tourism Strategic Area. A good planning would mean nothing without strict controls. “It is set forth in Article 13 of the Government Regulation No.50/2011. Development strategy will not necessarily jump up but there must be a master plan and detailed plan for the construction of both the National Tourist Destination and National Tourism Strategic Area. This is what we have to make. Secondly, preparation of regulations related to the building height, limit to the abyss, design and spatial ratio of open space and so on must be set forth in the detailed spatial planning,” he said. Then, what are the requirements to build a National Tourism Strategic Area? According to Pitana, in article 14 of the Government Regulation No. 50/2011 had been explicitly mentioned that construction of a tourist attraction should uphold religious and cultural values. It should develop conservation efforts to preserve the resources and sustainability. In tourism, the resources were the nature-based, culture-based and artificial entity-based resources. “It is recognized or not, Besakih has been visited by tourists. If case the Hindu community in Bali takes option not to visit Besakih, we (central government—Ed) is not part of it. If Hindu community says that Batur Temple may not be visited by tourists, it’s okay, we in central government will not be part of it,” he said while adding if later on the community at Besakih asked not to make Besakih a tourist attraction, then his party would try to accommodate it because it was the public option. JAKARTA — One of the suspected militants who plotted to attack the Myanmar Embassy in Indonesia went on trial Wednesday on charges of terrorism that could result in a death sentence. Prosecutors told the South Jakarta District Court that Separiano, 29, and his group prepared five bombs to attack the Myanmar Embassy prior to a planned May 3 protest by hundreds of hardline Muslims at the mission. He was arrested hours before the protest while riding a motorbike with another suspect on their way to the embassy in Jakarta. Police seized five homemade bombs from a backpack they were carrying. Other explosive materials were found later at their rented house in the capital. Days later, police arrested three other alleged group members, including Sigit Indrajit, the alleged mastermind. In the indictment, prosecutors charged Separiano with violating anti-terrorism laws, which carries a maximum penalty of death. “They wanted to bomb the embassy because
of anger over Myanmar’s treatment of Muslims,” said prosecutor Susilo, who like Separiano and many Indonesians, uses a single name. He said the group wanted to retaliate against the country for attacks there on Rohingya Muslims. The four others alleged to be part of the plot are expected to go on trial later this week. Sectarian violence in Buddhist-majority Myanmar has killed scores, and thousands of Muslims have been driven from their homes. Members of the Rohingya ethnic group in particular face severe discrimination. They are considered to be illegal immigrants from Bangladesh, despite the fact many were born in Myanmar. Indonesia has been battling terrorists since the 2002 bombings on the resort island of Bali that killed 202 people, mostly foreign tourists.
JAKARTA - President Susilo Bambang Yudhoyono has stated that wiretapping incidents should not happen again, as they might harm international relations. “He asked that such incidents should not reoccur, no more wiretapping in the future,” presidential spokesman Julian A Pasha said here on Wednesday. Wiretapping is not acceptable if international relationships are based upon trust, Pasha said, quoting Yudhoyono. The Indonesian government, through the foreign affairs ministry, has sent protest notes to those countries regarding the wiretapping incidents.“Ambassadors of the concerned countries have also been called,” Pasha said, adding that Foreign Affairs Minister Marty Natalegawa has reported to the president about the countries’ clarification. The accused countries have offered explanations, while not specifically denying or acknowledging the wiretapping. Meanwhile, an Indonesian international relations analyst, Hikmahanto Juwana, said earlier this week that the Indonesian government must take firm action in dealing with the recently reported wiretapping activities conducted
by several countries, since these are serious ethical violations and a breach of international legal norms. “If the government does not take firm action, there will be a public outcry that will affect the U.S. and Australian governments, as well as President Yudhoyono and the Indonesian government,” Juwana said. In addressing the wiretapping case, the government should not avoid seeking justice by saying there is no evidence or that it needs time before it can adopt a more assertive approach. The Indonesian government can expel American and Australian diplomats. The government can also recall the Indonesian Ambassador to the United States and Australia and delay sending ambassadors to those countries, if necessary. “Also, if needed, the Indonesian government can partner with the German and Brazilian governments to fight for a UN resolution to prevent wiretapping activities in the future,” he stated. Countries such as France, Germany, and Brazil have already adopted a firm stance on the issue. Germany and Brazil have officially filed a draft resolution with the United Nations on the right to privacy.

JAKARTA - The parent company of Indonesia’s Lion Air said Wednesday it hopes to strike a deal for at least 50 Bombardier passenger jets next year, a purchase with a list price of more than $3 billion. It would be the latest huge bet on Indonesia’s booming aviation sector by Lion Group, which has in recent years struck two of the world’s largest plane orders, worth $46 billion. The company was hoping to complete the deal with Canadian manufacturer Bombardier for at least 50 new mediumrange CS300 aircraft early next year, said Leithen Francis, head of public relations at Lion Group. “We are talking to Bombardier, we are considering the CS300, we do hope that negotiations do progress to where we can come to a decision by the first quarter,” he told AFP. “We would expect the deliveries of the aircraft to start in 2016.”He said the company was still deciding whether the planes would be allocated to its budget carrier Lion Air or its full-service airline Batik Air.
He would not put any potential price on the deal, but Dow Jones Newswires said each plane had a list price of $72 million. That would make a deal for 50 of the planes worth $3.6 billion, although customers making big orders typically receive large discounts. The new CS300, which is scheduled to start deliveries at the end of 2014, and its smaller sibling the CS100, is Bombardier’s attempt to compete with smaller planes produced by Airbus and Boeing. Lion Air was a little-known carrier until the two huge orders of recent years -- a $23.8 billion deal with European aerospace giant Airbus in March this year, and a $22.4 billion deal with Boeing in 2011. However, experts have expressed fears that Lion Air’s rapid expansion could compromise safety and there may not be enough trained pilots to keep up with growing demand. Such concerns were only heightened in April when a Lion Air plane carrying 108 people went into the sea and split in two as it came in to land on the resort island of Bali. Dozens of people were injured in the accident but there were no fatalities.

He didn’t give a timeframe. Shin said Samsung’s tablet sales will exceed 40 million units this year, more than double sales in 2012. Disaster risks help drive Asia’s insurance industry
SINGAPORE - Asia’s vulnerability to natural disasters is helping drive the insurance industry in the region, an international conference in Singapore heard Wednesday. Ministry of Tourism and Creative Economy revealed the number of foreign tourist arrival to Indonesia in September 2013 reached 770,878 people, an increase of 12.8 percent over the same period last year amounting to 683,584 foreign tourists. In other words, until September 2013, for the third time the number of foreign tourist exceeded 750,000 monthly. Previously, in June and August, the tourist arrival respectively reached 789,594 people and 771,009 people. In a release received by Bali Post, the Ministry of Tourism and Creative Economy expressed that between January and September 2013 the number of tourist arrival cumulatively reached 6,414,149 people or grew 8.8 percent over the same period last year reaching 5,895,288 foreign tourists. This trend was expected to continue until the end of the year, where the target of foreign tourist arrival this year of 8.6 million people was expected to be achieved. Minister of Tourism and Creative Economy, Mari Elka Pangestu, said the increase in the number of tourist arrival in recent months was supported by several activities related to Meeting, Incentive, Convention and Exhibition (MICE). Aside from Miss World 2013 held in Bali last September, a number of meetings in relation to the APEC 2013 held in various cities across Indonesia were also estimated to contribute to the increase in
foreign tourist arrival. “By observing the trend of foreign tourist arrival within the past few months, we are optimistic to meet the moderate target of 8.6 million of foreign tourists. We estimate the growth trend in the range of 8.8 percent can be maintained for the last quarter considering the APEC Summit event in October was attended by thousands of government delegates, private sectors and media from 21 APEC countries. Peak season at yearend commonly shows an increase in the number of visitor. For the next three months, we will focus on the efforts by intensifying promotion to a number of countries, including participation in the World Travel Mart (WTM) in London and roadshow to several major cities in the PRC in order the tourist growth momentum can be sustained in years to come,” said Mari Pangestu. In September 2013, the highest growth was showed off by tourists from the PRC, Taiwan
and Hong Kong, respectively increased 45.6 percent (rose from 47,653 to 69,392 people), 40 percent (from 16,591 to 23,234 people) and 31.65 percent (from 6,102 to 8,033 people) compared to the same month last year. High increase was also obtained from the ASEAN neighboring countries with the average increase in double digits. The largest increase of tourist visit from the ASEAN countries was from the Philippines (increased 26.1 percent from 9,656 to 12.174 people) and Singapore (increased 17.8 percent from 98,104 to 115,850 people). During January-September 2013, compared to the same period last year, the number of foreign tourist arrival in terms of nationality from the highest growth was occupied by the United Arab Emirates (60.6 percent), Saudi Arabia (37.3 percent), PRC (24.6 percent), Taiwan (21.7 percent) and Egypt (20.5 percent). Drought threatens food security of Nusa Penida residents Semarapura (Bali Post)— Recent drought has made Nusa Penida residents adequately confused. Such condition causes them to be unable to cultivate their farmland. In appropriate with farming almanac, they should have cultivated the land, but the drought has forced residents to only prepare the land, while waiting for the rain. As expressed by a resident from Tanglad, Wayan Gangsa, Tuesday (Nov 5), he had neglected his farmland since three months ago. Local residents usually grew different crops, but the water scarcity had urged him to be patient until it rained next months. He said the condition was not only experienced by him alone, but a number of other residents also claimed to experience similar condition. A villa breaker arrested Singaraja (Bali Post)— A breaker to villa at Banyuatis village, Banjar subdistrict, could have been arrested by Criminal Police Section of Banjar Police, Tuesday morning (Nov 5). The perpetrator named Kadek Seniarta aka Kodok, 30, a resident of Banyuatis, was arrested a few hours after the theft at Vila Atres, Banyuatis. The theft was reported to happen on Monday night (Nov 4) around 8:15 afternoon. Allegedly, the perpetrator Kodok broke into the rooms of one of the guests staying at the villa. However, his crime was caught by one of the villa employees. Afterward, the employee reported the case to police station. Local security guards tried to chase, but the perpetrator had escaped. Security officer then reported the matter to villa owner, Putu Kusa, 67, and then was forwarded to Banjar Police. Criminal Detective Section then chased and caught the perpetrator at his home. Chief of Banjar Police, Made Sanjaya, confirmed on Tuesday (Nov 5) the arrest of a breaker to villa at Banyuatis. When questioned, the perpetrator admitted to have stolen money totally amounting to IDR 6.8 million and the money in dollar denominations. “The money in dollar denomination has been exchanged at a money changer in Lovina. It totally amounted to IDR 1.1 million,” he said. As a result of his action, the suspect was charged under Article 363 of the Criminal Code, with penalty of seven years in prison. (kmb15)

NEW YORK - Liberal Democrat Bill de Blasio cruised to victory on Tuesday in the race to succeed New York Mayor Michael Bloomberg, marking the first time a Democrat has captured City Hall in two decades. De Blasio, the city’s public advocate, was leading Republican rival Joe Lhota 73 percent to 24 percent after a campaign in which he railed against economic inequality in America’s most populous city, with 56 percent of precincts reporting. “My fellow New Yorkers: today, you spoke out loudly and clearly for a new direction in our city, united by a belief that our city should leave no New Yorker behind,” de Blasio told a gathering of about 2,000 revelers on Tuesday night in Brooklyn. “The growing inequality we see, the crisis of affordability we face, it has been decades in the making. The fishermen groups planted 20 hexadomes into to sea. Procurement and planting of the hexadome had actually been proposed by fishermen group through the Development Plan Meeting (Musrenbang) of Buleleng County in 2012. However, the proposal could have been just realized in 2013. The hexadome planting was the second activity. Previously, the fishermen group had already drowned six hexadomes in 2010.
The Head of Buleleng Fisheries and Maritime Affairs, Nyoman Sutrisna, said the hexadome planting was indeed to restore the coral reefs having been damaged since a few years ago. According to him, the marine ecosystem was damaged due to fishing activities by bombing. Luckily, the fishermen soon realized and were committed to preserving the coral reef in the waters of local village. Therefore, in 2010 fishermen planted six hexadomes. “Then, it is continued in this year 2013,” he said. The Head of Rukun Sejati Fishermen Group of Kerobokan village, Gede Sugiana, said the planting of hexadome was expected to restore the coral reefs and fish populations could grow well. “If the fish proliferates, fishermen at Kerobokan will not be difficult to get fish,” he said. Study: 8.8 billion Earth-size, just-right planets Associated Press Writer
WASHINGTON — Space is vast, but it may not be so lonely after all: A study finds the Milky Way is teeming with billions of planets that are about the size of Earth, orbit stars just like our sun, and exist in the Goldilocks zone — not too hot and not too cold for life. Astronomers using NASA data have calculated for the first time that in our galaxy alone, there are at least 8.8 billion stars with Earth-size planets in the habitable temperature zone. The study was published Monday in the journal Proceedings of the National Academy of Science. For perspective, that’s more Earth-like planets than there are people on Earth. As for what it says about the odds that there is life somewhere out there, it means “just in our Milky Way galaxy alone, that’s 8.8 billion throws of the biological dice,” said study co-author Geoff Marcy, a longtime planet hunter from the University of California at Berkeley. The next step, scientists say, is to look for atmospheres on these planets with powerful space telescopes that have yet to be launched. That would yield further clues to whether any of these planets do, in fact, harbor life. The findings also raise a blaring question, Marcy said: If we aren’t alone, why is “there a deafening silence in our Milky Way galaxy from advanced civilizations?” In the Milky
Way, about 1 in 5 stars that are like our sun in size, color and age have planets that are roughly Earth’s size and are in the habitable zone where life-crucial water can be liquid, according to intricate calculations based on four years of observations from NASA’s now-crippled Kepler telescope. If people on Earth could only travel in deep space, “you’d probably see a lot of traffic jams,” Bill Borucki, NASA’s chief Kepler scientist, joked Monday. The Kepler telescope peered at 42,000 stars, examining just a tiny slice of our galaxy to see how many planets like Earth are out there. Scientists then extrapolated that figure to the rest of the galaxy, which has hundreds of billions of stars. For the first time, scientists calculated — not estimated — what percent of stars that are just like our sun have planets similar to Earth: 22 percent, with a margin of error of plus or minus
8 percentage points. Kepler scientist Natalie Batalha said there is still more data to pore over before this can be considered a final figure. There are about 200 billion stars in our galaxy, with 40 billion of them like our sun, Marcy said. One of his co-authors put the number of sun-like stars closer to 50 billion, meaning there would be at least 11 billion planets like ours. Based on the 1-in-5 estimate, the closest Earth-size planet that is in the
habitable temperature zone and circles a sun-like star is probably within 70 trillion miles (113 trillion kilometers) of Earth, Marcy said. And the 8.8 billion Earth-size planets figure is only a start. That’s because scientists were looking only at sun-like stars, which are not the most common stars. An earlier study found that 15 percent of the more common red dwarf stars have Earth-size planets that are
close-in enough to be in the not-toohot, not-too-cold Goldilocks Zone. Put those together and that’s probably 40 billion right-size, right-place planets, Marcy said. And that’s just our galaxy. There are billions of other galaxies. Scientists at a Kepler science conference Monday said they have found 833 new candidate planets with the space telescope, bringing the total of planets they’ve spotted to 3,538, but most aren’t candidates for life.

HELENA, Montana — Researchers studying the effects of climate change on polar bears are experimenting with the idea of crowdsourcing data as improving technology allows anybody with an Internet connection to monitor the animals’ annual migration in Canada. Polar bears gather at this time of year on the Hudson Bay’s southwestern shore to wait for the water to freeze so they can wander the ice and hunt for seals. The migration to the Wapusk National Park in Manitoba is far enough south to make the Western Hudson Bay polar bears one of the most accessible and studied populations of the species. This is the third season that Bozeman-based Polar Bears International and Explore.org, a project of the Annenberg Foundation, are running live webcam feeds of the annual migration. The webcams were set up to improve the education of people who know little about the Arctic nomads, Polar Bears International Executive Director Krista Wright said Tuesday. This year, Explore.org has a new snapshot feature on its website that lets users watching the live feed capture individual images to download or share on social media sites.
In addition, a new smartphone application will let the hardy tourists who travel to Manitoba to witness the migration up close tag and upload their photos to Explore.org. Scientists want to see whether this crowdsourcing will help them in their research on the effects of the shrinking sea ice and later freeze-ups on the polar bears’ size, health and reproductive rates. “The important point to me is that we need to explore the potential to collect data from whatever sources might be out there,” said Steven Amstrup, chief scientist for Polar Bears International, in an email from Manitoba. The polar bears, after fasting all summer and fall, gather at the park’s Churchill Point in October and November to wait for the freezeup. The cameras broadcast the gathering from fixed positions on buildings in and around the park and on one roving buggy. They allow anybody online to watch and photograph male bears sparring and mothers walking with their young across the tundra. Researchers will look to add the best of those photos to their collection, and compare them with photo archives going back decades to better understand changes to the bear’s conditions.

He said participating countries would discuss the evolving of democracy in various countries, in view of democratic movements in Syria and Egypt.
According to Fachir, there are three principles that will be reviewed at the Bali Democracy Forum for participating countries, including that democracy can be the foundation of a nation, but it must come from inside a nation and cannot be imposed from the outside. Secondly, democracy must promote pluralism while, thirdly, it must be inclusive, he said. “Regarding how countries would implement these principles, it would be their own decisions, since outsiders can not force changes on them,” he said. Meanwhile, the deputy ambassador of the European Union for Indonesia, Brunei Darussalam and ASEAN, Colin Crooks, said the forum was a good example of how Indonesia could play a larger role at international diplomatic levels with regard to the development of democracy.

We have reminded all security personnel to step up their vigilance at all points,” Wisnu said during a coordination meeting for preparation of BDF at Bali Nusa Dua Convention Center (BNDCC) here on Wednesday. He noted that although Bali has had success in hosting several international events, such as Miss World Contest and APPEC summit, the security measure for the Bali Democracy Forum must not be ignored. “In spite of the fact that all previous international events had run safely without any security disturbances, we will remain on guard during the Bali Democracy Forum,” Wisnu noted. He said thousands of joint security personnel from the National Defense Forces (TNI) and National Police
(Polri) have been assigned to ensure the security of the BDF. “Together with police personnel and local community members, we will ensure the security and safety of the sixth Bali Democracy Forum,” he said. But he did not mention the exact number of security personnel to be deployed at the BDF, where democratic and political matters will be discussed. “We will involve all security personnel from both TNI and Polri. All of them will coordinate with each other on the use of physical and non-physical force,” he noted. According to Wisnu, security personnel will blanket the area, including the least-travelled roads in Bali, to prevent any security disturbances that might arise before and during the BDF. Sea currents turn ferocious, lobster catch drops Tabanan (Bali Post)—
Lobster fishermen in Tabanan are faced again with a new problem. Within the past few weeks, their catch continued to decline. This condition was triggered by ferocious sea currents. Their lobster pots were mostly empty because no lobsters wanted to drop in. As a result, the fishermen suffered losses. Such ferocious sea currents have engulfed since last August. Due to strong currents, the lobsters were reluctant to rise to surface. More lobsters preferred to survive in the ocean floor. “When the sea current is getting ferocious, the catch always drops. More lobsters survive in the rocks,” said Nyoman Warcana, 45, one of the fishermen met on Yeh Gangga Beach, Sudimara village, Tabanan, Tuesday (Nov 5). Actually, he said, the lobster season had come. However, it was disrupted by the ferocious sea currents. Typically, said Warcana, fishermen brought home more than three lobsters every day. Since the sea
currents were ferocious, their catch fell sharply. Even, fisherman frequently should go home in empty hand. “Look, I only get a small one. Earlier, my friends even did not get anything,” he complained. Such a loss made fishermen distraught because the operating costs incurred for going to sea tended to rise, while the catch decreased. For once departure, fishermen required considerable expenses for purchasing fish bait and fuel. This man hoped the condition of sea current could go back to normal soon. So, fishermen would not continue to be distraught. Drop in lobster catch was im-

This Golkar politician affirmed that his party would speed up the discussion on the revision of proposal on the Green Belt Regulation. Moreover, the team of Tabanan government had reported the condition of the green belt in Tabanan. “Results of the report will be discussed internally, including a site inspection to check the real condition,” he said. Most importantly, he said, revocation of the green belt should be based on public interest and urgency or in case of private property used for private housing. Discussion on the revision to the green belt would be made this week. As reported, the Tabanan government proposed the amendment to Regional Bylaw (Perda) No.11/2002 on the Green Belt. In the proposal, there were 29 green belts set forth. A total of 7 points of them were proposed to be revoked, starting from partial to total revocation. Meanwhile, there was also an increase and decrease in the radius of green belt. Mostly, the reason for revocation was based on public demand. Strangely, the revocation proposal had kindled a reaction from the Regent of Tabanan, Eka Wiryastuti. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Swedish cinemas launch feminist movie rating

STOCKHOLM — You expect movie ratings to tell you whether a film contains nudity, sex, profanity or violence. Now movie theaters in equality-minded Sweden are introducing a new rating to highlight gender bias, or rather the absence of it. To get an “A’’ rating, a movie must pass the so-called Bechdel test, which means it must have at least two named female characters who talk to each other about something other than a man. “The entire ‘Lord of the Rings’ trilogy, all ‘Star Wars’ movies, ‘The Social Network,’ ‘Pulp Fiction’ and all but one of the ‘Harry Potter’ movies fail this test,” said Ellen Tejle, the director of Bio Rio, an arthouse movie theater in Stockholm’s trendy Sodermalm district. Bio Rio is one of four Swedish movie theaters that launched the new rating last month to draw attention to how few movies pass. Most visitors have reacted positively to the initiative “and for some people it has been an eye-opener,” said Tejle, reclining in one of Bio Rio’s cushy red seats. Beliefs about women’s roles in society are influenced by the fact that movie watchers rarely see “a female superhero or a female professor or person who makes it through exciting challenges and masters them,” Tejle said, noting that the rating doesn’t say anything about the quality of the film. “The goal is to see more female stories and perspectives on cinema screens.” The state-funded Swedish Film Institute supports the initiative, which is starting to
catch on. Scandinavian cable TV channel Viasat Film says it will start using the rat-
ings in its film reviews and has scheduled an “A’’ rated “Super Sunday” on Nov. 17, when it will show only films that pass the test, such as “The Hunger Games,” ‘’The Iron Lady” and “Savages.” The Bechdel test got its name from American cartoonist Alison Bechdel, who introduced the concept in her comic strip “Dykes to Watch Out For” in 1985. It has
been discussed among feminists and film critics since then, but Tejle hopes the “A’’ rating system will help spread awareness among moviegoers about how women are portrayed in films. In Bio Rio’s wood-paneled lobby, students Nikolaj Gula and Vincent Fremont acknowledged that most of their favorite films probably wouldn’t get an “A’’ rating. “I guess it does make sense, but to me it would not influence the way I watch films because I’m not so aware about these questions,” said Fremont, 29.

NASHVILLE, Tennessee — Songwriter Dean Dillon penned hits for George Strait, George Jones, Kenny Chesney and other country music stars in his prolific career in Nashville and several of those artists honored him as the newest BMI Icon at Tuesday’s BMI Country Awards. Dillon has written more than 50 songs for Strait. The beloved singer paid homage with a medley of his Dillon-penned hits, including “The Chair,” ‘’Marina Del Ray,” and “Here For A Good
Time.” Chesney, Luke Bryan and Lee Ann Womack also performed some of Dillon’s songs at the annual event put on by Broadcast Music, Inc., a music rights management company. Rodney Clawson was named songwriter of the year for helping to write six of the year’s most performed country songs, including by Blake Shelton, Tim McGraw and Jason Aldean. Young country artist Hunter Hayes took home the song of the year award for his smash hit, “Wanted,” which was cowritten with Troy Verges.

Bali Post DENPASAR - Ministry of Tourism and Creative Economy has been preparing the National Tourism Development Master Plan (Ripparnas) as the implementation of the mandate of the Law No.10/2009 on Tourism. Then, the national master plan should be resumed with the preparation of provincial and county master plan. As rationale, the development should be planned because a planned development is much better than sporadic development or the one without a plan. The Head of Tourism and Creative Economy Resources Development, Ministry of Tourism and Creative Economy, I Gede Pitana, revealed it in the workshop entitled “Bali Tourism Development for the Future” in the Jaya Sabha Wantilan Hall, Official Residence of Governor of Bali, Tuesday (Nov 5).
Constitutionally, said Pitana, the National Tourism Master Plan played a very important role as an operational reference in tourism development. In the national master plan, we found the term National Tourist Destination (DPN), the National Tourism Development Zone (KPPN) and the National Tourism Strategic
Area (KSPN). It was said the national master plan effective from 2010 to 2025 contained six aspects that should be built in tourism, such as the national tourism destination zoning. “In the National Tourism Development Master Plan has been listed 50 National Tourist Destinations, where Bali is one of them. In the 50
National Tourist Destinations, there are 222 National Tourism Development Zones,” he explained. Of the 222 National Tourism Development Zones based on the particular criteria, it had been selected 88 National Tourism Development Zones considered strategic and then they were called the National Tourism Strategic Area. When preparing and selecting the National Tourism Strategic Area, he said, all provinces scrambled to get as many areas as possible because it would become the basis for further tourism development. “From the 88 National Tourism Strategic Area, Bali got the most,
namely 11 areas, because Bali is the main entrance, a window of tourism and a tourism powerhouse of Indonesia,” he said. Pitana added the National Tourism Strategic Area was the area having the primary function or potential for the development of national tourism where there were affected, influenced and influencing aspects.
