Taylor Swift, Misty Copeland lead Vanity Fair bestdressed newcomers
LOS ANGELES - Pop star Taylor Swift, ballerina Misty Copeland and actress Emma Stone led a slew of newcomers to Vanity Fair’s international best-dressed list on Wednesday, an annual compilation of well-heeled, high-profile talent and socialites.
Swift, 25, who also appears on the magazine’s September cover, came in at No. 2 on the top 10 list of 2015’s best-dressed women, behind Samantha Cameron, wife to British Prime Minister David Cameron.
Copeland, 32, American Ballet Theater’s first African-American female principal dancer, ranked third, ahead of Amal Clooney, Queen Letizia of Spain and fellow newcomer, R&B singer Rihanna. The dancer cited her favorite designers including Givenchy, Balmain and Herve Leger. For the year ’s best-dressed men, 65-year-old British actor Bill Nighy led the list, which also featured oil heir Stavros Niarchos III, Apple designer Jony Ive and Britain’s Prince Harry. Salma Hayek: Studios ‘don’t want me but I don’t really care’
LOS ANGELES — Salma Hayek says that while Hollywood studios may not be calling as much lately, she’s staying plenty busy. “I think they don’t want me but I don’t really care,” said the Oscar-nominated actress. Hayek produced and voices a character in the animated film adaptation of Lebanese writer Kahlil Gibran’s 1923 book of prose poetry, “The Prophet.” It’s a passion project, opening in U.S. theatres on Aug. 7, that she said was partially inspired by her 7-year-old daughter Valentina Pinault. “It’s meaningful. It’s hopeful. It’s uplifting. It’s respectful. It honors children,” Hayek said. “Many people tell me, ‘But they are not going to like poetry.’ Children love poetry. That’s why we have the nursery rhymes and then we don’t give it to them anymore. It’s their first language. They think in metaphor.” Hayek hasn’t been as much of a red carpet fixture as she once was in the entertainment world. She said she’s been busy with charity events.

The disappearance created one of the biggest mysteries in the history of aviation, sparking a colossal, multinational hunt for the aircraft and a myriad of conspiracy theories about its fate. Last week’s discovery of a twometre-long (almost seven-foot) wing part called a flaperon on the French Indian Ocean island of Reunion provided the first glimmer of hope for relatives desperate for answers. Kuhn admitted that long dwelling time happens due to prolix licensing without certainty. He said that condition hampers entrepreneurs, also occurs at Customs and Excise. “Unfortunately, entrepreneurs do not dare to protest. But this nefarious practice obviously affects operational costs and therefor the selling price of all sorts of goods,” he said. According to Kuhn, after the goods arrive in harbor, importers have to pay for the rental of warehouses until the goods are unloaded, as well as pay the cost of having the goods unloaded. “How much does it cost per kilogram or per container? Similar circumstances also occur at the airport here (Bali—Ed). If we import rice, fresh meat and fruit, for example, obviously these need to get to market as soon as possible,” he explained. When operations are hampered at the harbor or airport, costs to importers soar, and by consequence the price of these goods also increases sharply and unnecessarily. “If we want the goods to be processed quickly, yes indeed we have to resort to bribery. Everything is measured with money. Importers should not be blamed for the expensive price at which they have to sell their goods,” he protested. The high import duties of Indonesia, are also an issue. Liquor, for instance, is charged up to 400 percent. “If the government reduces these tariffs with the value of zerozero, the price of goods will be cheaper and we will increase our competitiveness,” said Kuhn. The Chariman of Apindo therefor said that he supports the central government’s new policy of organizing the trade market, particularly import-export by sea and air. “Long distances, long dwelling times, and the enforcement of costly import duties affect the prices. Thus, I greatly support the government’s new measures to address these issues,” he said. The Chairman of Consumer Protection Foundation (YLPK) of Bali, Putu Armaya, also asked the government not remain silent and allow such conditions to persist. “Services must be good and transparent. Technology is not enough to provide good service. Depsite having been provided with technological assistance, if corruption is involved in the process, consumers will be harmed,” he said. According to Armaya, it is time to create specific regulations regarding the loading and unloading of containers so that goods can be processed more quickly and thus have a positive impact on consumers. “Otherwise, our country will be marginalized and our consumers will bear a heavy burden. It is time to apply the concept of ‘mental revolution’ in order to fix all service lines,” he said. Armaya also asserted that deliberately long dwelling times is not only detrimental to consumers but also violates Law No.8/1999 on Consumer Protection which comes with quite severe penalties. This Consumer Protection Law states that consumers have the rights to comfort, security and safety in the consumption of goods and services and the right to choose the goods and or services and acquire goods and or services in accordance with the exchange rate and conditions and guarantees promised. Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The closure was the fourth shutdown of Bali airport in recent weeks due to the volcano, which has been spewing ash and lava high into the air since late June. The disruption has come during peak holiday season, leaving thousands of tourists stranded. The most serious period was between July 9 and 12, when two closures forced almost 900 flights to be cancelled or delayed and created a backlog that took days to clear. The World’s Indigenous People’s Day was established by the United Nations and is commemorated as an international day every August 9, AMAN’s Deputy Secretary General Rukka Sombolinggi stated during a press conference on Wednesday. Meanwhile, the celebrations of the World’s Indigenous People’s Day in Indonesia will be held across the nation through the Archipelago Festival held on August 8-17, which will also coincide with the Independence Day celebrations in Indonesia.
The event will be held at Mount Batur Bali, which has been recognized as a World’s Heritage and one of the Global Geoparks designated by the UNESCO. Sombolinggi explained that the commemoration of the 2015 World’s Indigenous People’s Day is based on the theme, “Ensuring Indigenous People’s Health and Well-being” since the indigenous communities have always been marginalized with regard to national development. The theme puts the spotlight on the issue of the indigenous people’s access to healthcare services, as improving the health of indigenous people remains a critical challenge for the indigenous communities, member states, and the United
Nations. “We want to raise awareness among the people that the indigenous communities are part of our society and must be included to participate in the nation’s development,” she affirmed. “We hope President Joko Widodo will attend to officially inaugurate this event and announce a Presidential Decree on the Establishment of the Indigenous People’s Special Task-force,” he said. The UN Special Rapporteur on Indigenous People’s Rights Victoria Tauli-Carpuz will also attend the event. With regard to the Indigenous People’s Special Task Force, Sombolinggi stated that it will be a milestone for the indigenous people and
the government’s reconciliation, which in the past, was shrouded in several misunderstandings, and most of the times had sparked conflicts. As an international event, AMAN invited no less than 500 representatives of indigenous communities around the world, such as Malaysia, Australia, New Zealand, and Peru. Some Bali-based foreign communities will also join the event that comprises various activities, such as yoga, healing therapy, meditation, and art and cultural performances. According to a survey, Indonesia alone has no less than 70 million indigenous people, with only 17 million being registered as members of AMAN. (ant)

DENPASAR - Minister of Tourism, Dr. Arief Yahya’ s attitude of ignoring the recommendations of the Assessor Team for the 11 National Tourism Strategic Areas (KSPN) of Bali, to not have Besakih, Mount Agung and surrounding areas nor West Bali National Park (TNBB) and Menjangan Island included in the Appendix of Government Regulation No.50/2011 -which designates these areas as KSPN (zoned for tourism), is repugnant to spatial planning observer, Prof. Dr.Putu Rumawan Salain. According to Prof. Salain who lectures in Faculty of Engineering, at Udayana University, this refusal to heed their advice definitely strikes a disdainful chord in the hearts of Balinese people, who definitely do not want the zoning of these sacred areas to be included in the KSPN as this would make them tourism zones. “The recent statement made by the Minister of Tourism, hints at the fact he does not intend to remove the sacred area of Besakih from inclusion in the Appendix of Government Regulation No.50/2011 regarding KSPNs. Personally, I think his statement is very hurtful to the heart of the Balinese people. Although he offered to invite members of Bali’S community to a hearing on the matter, this is not necessary. Indonesia(PHDI) - Bali Chapter, have expressed their opinion that the area should remained zones as sacred and not be included in the KSPN and have given their reasons for it,” said Rumawan Salain to Bali Post on Wednesday (Aug. 5). Especially in the case of Besakih Temple and Mount Agung, Salain considered that it is quite natural that they not be included as KSPN given the clarity with which the people of Bali have rejected such an idea. Similarly, Salain questioned whether they would be any positive impact to including these area in the KSPN, despite this appearing as a good concept. “I am deeply disappointed by the attitude of Minister Yahya and repeat that it is very hurtful to the Balinese,” he stated. How then should Balinese
people address this matter? According to Prof. Salain, the Bali House of representatives needs to speak up to defend Bali. If neither the House nor the executive branch want to defend Bali, Balinese people will have no choice but to speak out for themselves about their unequivocal rejection of Government Regulation No.50/2011. “The Power of the People must be summoned, because this is a matter of the dignity, assurance, futur and the very life of Balinese people. If this issue has hit at the very core of Balinese beliefs, people outside of Bali should understand. As for Balinese people: please do not let people in Jakarta or elsewhere think that they can design Bali any longer. I think there needs to be opposition to this,” he affirmed. (kmb13)
DENPASAR - Dynamics in the development of Bali are changing rapidly. A variety of large- and medium-sized projects are being built in Bali one after another. Unfortunately, the opportunity which this offers local construction companies is not being fully taken advantage of and many are simple spectators in the race, unable to compete against construction companies from outside of Bali. One might question whether this is because local authorities are not in favour of local entrepreneurs and what needs to be done in order that local entrepreneurs become host on their home terrain. Chairman of the Chamber of Commerce and Industry (Kadin) of Bali, A.A. Ngurah Alit Wiraputra, did not dismiss the reality of the marginalization of local construction companies in Bali. He affirmed that the massive opportunities for work, have not been seized by Balinese businesses, as they find it hard to compete with their counterparts from outside of the island. “We need to work together to address these issues and ensure that we are protected by government policy. So far, no major projects in Bali have been worked on by Balinese entrepreneurs” said Alit Wiraputra in a discussion entitled “Local Construction Service EntrepreneursHelpless,” on Wednesday (Aug. 5). According to Wiraputra, there are only 15 large-scale (class A) Balinese construction companies which means that it is hard for local entrepreneurs to meet the requirements of the central government for undertaking large-scale projects. “On average, most large-scale projects come from Jakarta and are funded by the state budget. In many cases, local entrepreneurs do not have the expertise and requirements needed so it difficult for them to compete,” he explained. As for projects that are funded by large regional budgets, local entrepreneurs are still going hungry while companies from outside of Bali enjoy more than their share of the pie. Wiraputra is therefore of the opinion that policy makers are making local businesses a very low priority. “Together, we must resolve this impartiality,” he stated. There seems to be a general feeling amongst local entrepreneurs that they are treated like “step-children” by the local governments. According to Wiraputra, the entire community of Balinese entrepreneurs needs to come together to voice these issues as a way to get the government to move towards increasing their support. “Such conditions are not only present in the field of construction services, but also in other business sectors,” he criticized. Similar statements were recently made by the Deputy Chairman of Consulting Services and Land for Commerce and Industry (Bali Chapter), Ketut Gupta. Local entrepreneurs in Bali are often unable to compete due to their lack of experiences, especially compared to the state-owned competitors. If competing solely against the private sector, many Balinese companies are optimistic that they would remain competitive. “When competing for large projects, local businesses often fail due to the selection process,” he said bluntly. In response to such conditions, Gupta hopes that local entrepreneurs in Bali will join together and strengthen their experience and human resources. In addition to issues of capital, the level of expertise in a number of areas is also of paramount importance to being able to win contract competitions. “Such limitations have often been a constraining factor for local entrepreneurs in Bali. If Balinese businesses are willing to work together, such limitations can gradually be minimized,” he said. Gupta also hopes that Bali’s local governments will take a larger and more active role in developing and empowering human resources here, because people are not owned by businesses but are in fact a collective asset that can be used by the government to build up Bali. “It is local government’s duty and responsibility to participate in the training and empowerment of Bali’s human ressources. I hope that local governments and local businesses in Bali will increase their cooperation so as to work jointly to improve the quality of Bali’s human resources,” he concluded. (ian)

Panel praises Japan’s postwar economy before Abe speaks
TOKYO — A government panel commissioned by Prime Minister Shinzo Abe to review the country’s recent history has praised Japan’s postwar economic growth and commitment to pacifism but also cites a lack of reconciliation with China and South Korea. The report released Thursday did not specify what Abe should say in his statement marking the 70th anniversary of the end of World War II later this month, or whether he should use the same language to convey the apology from 1995 by then-Prime Minister Tomiichi Murayama. Abe, known as a revisionist, is widely seen as trying to water down the 1995 apology by issuing his own statement, most likely focusing on the bright side of postwar Japan. But the report, which acknowledges Japan’s past aggression and expansionism as wrong decisions made by the military and already has an English translation, is apparently intended to soften skepticism over Japan’s possible revisionism. It could complement Abe’s possible shortcomings on history in the statement, expected on the eve of the anniversary of Japan’s surrender 70 years ago. The 38-page report did acknowledge Japan’s aggression led to the country’s expansionism in Asia from the 1930s through Japan’s surrender on Aug. 15,
1945. The panel, however, did not reach consensus on the definition of aggression, while members shared views on other issues, said the panel’s co-chairman Shinichi Kitaoka, president of International University of Japan and an expert on diplomacy and history. The report urged sensitivity for the feelings of the victims of Japan’s wartime actions, noting that hard feelings remain not just in Asia but also in the U.S., Australia and European countries whose war prisoners were treated harshly. “It cannot be said that reconciliation with China and the Republic of Korea has been fully achieved. Even in Southeast Asian countries, with which Japan achieved reconciliation, there do exist people who harbor complicated feelings towards Japan,” the report said. “It is important for Japan to continue engaging in steady dialogue with China and (South) Korea towards reconciliation, while, at the same time, communicating with Southeast Asian countries with a sense of humility, without forgetting about the past.” The report touched on Japan’s harsh colonization of Korea very lightly, and it called on South Korea to cooperate in efforts toward reconciliation, saying Seoul’s often emotional responses have hampered reconciliatory moves.(ap)
The director of the Ministry of Social Welfare, Relief and Resettlement, Phyu Lei Lei Tun, confirmed the figures, and warned Wednesday that the Irrawaddy Delta, the country’s rice bowl, was at critical risk of calamitous flooding that could destroy paddy fields and homes as water surges down rivers from badly inundated areas further north. At a meeting in Malaysia with foreign ministers of the Association of Southeast Asian Nations — of which Myanmar is a member — U.S. Secretary of State John Kerry said Washington would soon announce a flood relief package after consulting with Myanmar officials on how it could best be utilized. Rescue Team, which it described as China’s biggest non-governmental humanitarian organization, was the first international rescue team to arrive on the scene, and would head to Rakhine state, one of four areas designated disaster zones last week by President Thein Sein. The office of the U.N. High Commissioner for Refugees announced Tuesday in Geneva that it was surveying damage in Rakhine, where about 130,000 people displaced by several years of ethnic conflict live in poorly maintained and badly located camps. Rakhine, a coastal area, took the brunt of a cyclone late last week. “So far teams comprising UNHCR, other U.N. and NGO staff have been able to reach camps for internally displaced people in Rakhine’s provincial capital Sittwe, as well as in nearby townships such as Pauktaw and Myebon,” the agency said in a statement. “In the 24 camps assessed so far, a quarter of the temporary shelters are damaged, and more than 21,000 displaced people affected as a result. Several years on from their construction,
many of these shelters had become fragile and unable to withstand severe weather.” The private aid organization Doctors Without Borders said the situation was critical in several townships in Rakhine. “Over 4,000 displaced people in Minbya are sheltering across 23 monasteries. Though immediate medical needs appear low, there is widespread damage to homes and infrastructure, and drinking water has been contaminated,” it said in a statement. Much attention has turned to the Irrawaddy Delta because of the threat from water rushing down from the north into the low-lying region, which in 2008 was devastated by Cyclone Nargis, which took about 140,000 lives. A local official contacted in Nyaungdon, a town on the Pan Hlaing River northwest of Yangon, said schools had been closed there. He said residents, especially children and the elderly, had been moved to higher ground because the river was rising, although the town has not yet flooded.(ap)

HONG KONG - Asian stocks were mixed in early trading Thursday, as gains on Wall Steet drove trading in Tokyo but patchy US economic data fed wider uncertainty in the region.
In early trading, Tokyo rose 0.66 percent, Sydney fell 0.69 percent on a major bank’s share sale and unemployment figures, and Seoul lost 0.29 percent. Shanghai fell 0.89 percent, following a sharp drop in opening trade, while Hong Kong was down 0.63

Greece in ‘final stretch’ for deal with creditors: PM
ATHENS - Greek Prime Minister Alexis Tsipras on Wednesday said his government is nearing a deal with international creditors on a mammoth bailout, as his spokeswoman raised the prospect of early elections in the fall. “We are in the final stretch to conclude an agreement with the institutions,” Tsipras said in televised remarks. “Despite the difficulties, we hope this agreement can end uncertainty over the future of Greece and the eurozone,” he added. Greece needs a deal that will unlock bailout funds by August 20, when it must repay some 3.4 billion euros ($3.7 billion) due to
the European Central Bank. The Greek economy is also suffering from the effects of capital controls imposed at the end of June to avert a bank run, a procedure that has badly disrupted trade. The Athens stock exchange, which opened with a record drop on Monday after a five-week shutdown, closed 2.53 percent down after losing over 4.2 percent earlier in the day. Bank shares were once again the hardest hit, trading near the maximum allowed drop of 30 percent for three straight days. European Commission head Jean-Claude Juncker said Wednes-
day that an agreement on the bailout was possible by August 20. “All the reports I am getting suggest an accord this month, preferably before the 20th,” Juncker told AFP in an interview. the country’s creditors to secure a “fair” distribution of tax pain. Greece on Wednesday raised 812.5 million euros ($890 million) in six-month treasury bills. Also on Wednesday, the European Central Bank decided to leave its emergency credit lifeline for Greek banks unchanged for the next two weeks, said a source close to the matter who asked not to be identified. Acting regent of Bangli finally inaugurated
DENPASAR - Following some lack of clarity, the acting regent of Bangli was finally inaugurated an hour after the inauguration of the acting regent of Badung. Surprisingly, Spokesperson for the Bali Provincial Government Secretariat, I Dewa Gede Mahendra Putra, was appointed to fill the position in Bangli, in accordance with the Decree of the Minister of Home Affairs No.131.514641/2015. Previously, the position was to be filled by the Head of the Bali Maritime Affairs and Fisheries Agency, I Made Gunaja. Dewa Mahendra began his career as a civil servant in 1989 at SMPN 3 Banjar junior high school, Buleleng. He then served in the Buleleng Education Agency after which he moved to the provincial government of Bali in 2001. At that time, Dewa Mahendra was assigned to the Center for Learning Development Unit of the Bali Education Agency. In 2008, he served as the Section Head of Empowerment for the same agency. This 49 year old Buleleng-born man, then became the Division Head of Research and Development and Division Head of Protection and Social Security for the Bali Social Services. Finally in 2013, he occupied the position as Division Head of Publications and Public Relations for Bali’ provincial government and in July 2014 was
promoted to Spokesperson. “In general, Bangli is supported by the agricultural sector, however this potential has not been optimizes and so the regionally generated revenue (PAD) remains low. Our challenge now is to work on developing this potential,” said Dewa Mahendra in relation to the region that he will now be leading. Meanwhile, the Governor of Bali, Made Mangku Pastika, asserted that the acting regent must perform the duties of government, including facilitating the election and maintaining the neutrality of civil servants. The acting regent also has duties related to the function of his office such as preparing the regional budget changes and the budget for 2016. “This year, both the financial statements and performance reports must be put in order. In addition, he must of course coordinate with the stakeholders and organizers of the election which include; the electoral commission (KPU), the electoral supervisory commission (Panwaslu), the Indonesian Military, the National Police, community leaders and so on, so that the region remains conducive to development even during the pre-election period. SINGARAJA - Buleleng Festival (Bulfest) III - 2015 featured a variety of distinctive arts from North Bali. One of the unique arts of Buleleng is known as the Ngoncang tradition or mortar pounding music. Ngoncang was selected by the local government as one of the acts to enliven the opening ceremony of Bulfest 2015, as a way to help preserve this unique heritage. The creative team for Buleleng Conunty, had the festivities centred in front Singa Ambara Raja monument, where a diversity of acts were performed. First there was the performance of 20 Gong Kebyar gamelan troupes accompanied by Wiranjaya and Teruna Jaya Dancers. Then, housewives dressed in “middle” customary attire, demonstrated traditional Ngoncang music played by pounding mortar and pestle together vigorously. The actual mortars used in the performance, belong to the community and have been passed down from
generation to generation for nearly a hundred years. This traditional music is usually performed by farmers and serves to express their gratitude after the plentiful harvest. “This is the first time that I participate in Ngoncang. There are ten of us in all, and we spent the last three days preparing for the Bulfest performance,” said Wahyuni from Paketan hamlet,Singaraja, on Tuesday (Aug. 4). Bulfest III is themed Gurnitaning Den Bukit, which is the title of Buleleng’s official song. The title implies “the roaring sound of Buelelng”. More than ten ngoncang troupes also performed along Jalan Ngurah Rai in Singaraja. Thousands of people, curious to see the tradition in action, came out to see the housewives from nine different sub-districts perform this traditional music, which they did looking sharp and full of sportive creativity. Physical limitation does not hinder education
Living with physical or mental disabilities sometimes discourages people furthering their education, especially when they have to compete with people who do not have such disabilities. There are more than a few parents of disabled children who do not send their kids to school because they are ashamed about such limitation. This is -however, not always the case. As Wayan Marjana rolls through the school gates, his friends greet him with joy and flock to help push his wheelchair. “I am happy because all of my friends help me,” said this seventh grade student at the SMPN 2 Bangli junior high school. Previously, Wayan’s parents (from Kuta Undisan, Kayubihi ,Bangli) did not want to continue his education afraid that he could not keep up with the others, but thanks to his unshakable enthusiasm Wayan finally managed to change
his parents’ opinion. “This child is highly motivated to learn, and his parents have a lot of sympathy for his physical challenges,” explained the Principal of the SMPN 2 Bangli, I.B. Gede Wardana. Despite the physical limitations that Wayan has to deal with, Wardana said that he very diligent in following the teachings and learning processes and is perfectly capable of following along and competing with the other students. Given the physical challenges that Wayan faces, the
school authorities are prepared to facilitate his needs and keep him motivated. “If he is willing to attend school enthusiastically, we are willing facilitate him and give him motivation,” said the school principle. Wayan confidently interacts with his schoolmates, smiling brightly without a trace of his burden visible in his face. His school uniform remains neat and he is constantly surrounded by friends who faithfully push his blue wheelchair. (Sosiawan)

Kerry: Malaysia trafficking upgrade not due to trade talks
Malaysia was upgraded last month from the “Tier 3” ranking it received in last year’s State Department report on trafficking. Critics contend that the decision was related to its involvement in negotiations for a Trans-Pacific Partnership Agreement that Washington is eager to conclude. Kerry said he signed off on the trafficking report and had no conversations with anyone about links between it and the TPP talks. “The government of Malaysia, I am pleased to say, has made significant efforts to comply with the minimum standards,” he told reporters after attending a regional security meeting. “Malaysia has passed additional legislation in 2014. They consulted with civil society, drafted amendments to anti-trafficking law in order to allow the country’s flawed victim protection regime to change.” Despite the upgrade, Kerry said Malaysia still has “a long way to go” and that it did not mean a “gold seal of approval” from Washington. Malaysia will be demoted next year if it fails to follow through,
he warned. “I made it clear in my meetings, that this is a priority for the United States and that they need to continue to show leadership as they did in the passing of their laws with the full implementation of the laws,” he said. “We all need to be true to the principal that although money may be used for many things, we must never allow a price tag to be placed on the heart and soul and the mind of a living person.” President Barack Obama in late June signed into law legislation that gave him “fast-track” authority to expedite negotiations for the TPP, which involves 12 countries and would cover some 40 percent of the world economy. However, the fasttrack authority bars the U.S. from entering into trade agreements with
nations that have Tier 3 ranking on the U.S. human trafficking list. Malaysia was the only country in the TPP talks with the Tier 3 ranking. Human rights groups and dozens of U.S. lawmakers have protested Malaysia’s upgrade. In May, Malaysian authorities found abandoned jungle camps used by human traffickers that contained more than 100 graves suspected to contain Rohingya Muslims from Myammar. It followed a similar discovery by Thailand police. The discoveries have exposed hidden networks of jungle camps run by human smugglers, who have for years held countless desperate people captive while extorting ransoms from their families. Thailand remains in Tier 3 of the trafficking report. (ap)

Poland’s conservative president, Andrzej Duda, takes office WARSAW, Poland — Conservative Andrzej Duda was sworn in as Poland’s new president Thursday, bringing political change to the nation’s top office. However, confusion surrounded the absence from the ceremony of European Union leader and former Polish prime minister Donald Tusk. Some officials insisted Tusk had been officially invited to the ceremony in Parliament, but aide Pawel Gras told PAP agency that Tusk had no invitation from Duda and was “respecting” that decision. In his early years as prime minister from 2007, Tusk had tense relations with then-President Lech Kaczynski, who co-founded Duda’s opposition Law and Justice party. Tusk’s absence could be a sign that Duda might have a hard time finding ways to work alongside the centrist government that Tusk led until becoming EU leader last year. In his first speech as president, Duda, 43, promised to pay attention to the needs of the underprivileged. As supreme commander of Poland’s armed forces, he said he was especially concerned about the nation’s security in the face of a resurgent Russia. “We need a greater presence of NATO in this part of Europe,” Duda said. He vowed to press for more NATO security guarantees at next
year’s alliance summit in Warsaw. He called his program Newport Plus, in reference to a summit in Wales last year that decided on a rapid reaction force in the region, which is still being formed. Duda insists that is not enough. Within the European Union, he vowed to make a “correction” and speak with more authority on Poland’s goals and needs, in order to make them clearer to political partners. He had previously suggested that Tusk’s government had not done enough in the area. The powers of Poland’s president are limited to approving or rejecting legislation, proposing laws, which, however need to be backed by the lawmakers, and to formally representing Poland on the international arena. Duda quit Law and Justice after winning the May elections, in a sign that he would be the president of all Poles. In his speech Thursday he appealed for mutual respect and cooperation. Duda was sworn in before the National Assembly of lawmakers and senators at the Parliament building, in the presence of the government, his predecessor, Bronislaw Komorowski, and other former presidents, including Lech Walesa. Duda’s wife, Agata, was standing by his side. His parents and daughter were also present. (ap)
Afghan military helicopter crashes, killing 17 KABUL, Afghanistan — An Afghan military helicopter crashed in a remote region of the southern Zabul province on Thursday, killing 17 soldiers, including five crew members, officials said. Provincial police chief Mirwais Noorzai said the cause of the crash was not yet known and was under investigation. The Defense Ministry said the crash appeared to have been caused by a technical problem, without elaborating. Afzal Aman, the Defense Ministry’s chief of operations, described it as “the worst calamity to hit the air force.” He confirmed the casualty figure, and said the dead included a unit commander and 11 soldiers, as well as the crew. The Afghan military has been fighting the Taliban-led insurgency alone since U.S. and NATO forces concluded their combat mission at the end of last year, shifting to a support and training role instead. Aman said the helicopter was a

Fadli Zon, deputy speaker of the house and a member of the opposition, said the new law would violate freedoms guaranteed by the constitution. “This could become an instrument for the government to gag those who criticise the president,” he said. The proposal was first tabled in 2012 under former president Susilo Bambang Yudhoyono. It faced public criticism at the time for being too vague in its interpretation of what constituted an insult and who would be subject to punishment and it was shelved. of the target of Rp1,984.1 trillion set for this year in the state budget. The spending included by the central government expenditures and transfers to the regions and rural funds, he said. Spending so far by the central government totaled Rp524.1 trillion nor 39.7 percent of the year’s target of Rp1,319.5 trillion. With state income of Rp771.4 trillion and state spending of Rp913.5 trillion there was a deficit of Rp142 trillion (1.22 percent of the GDP) in state budget until July 31. (ant)

Bawaslu recommends another seven-day registration period JAKARTA - The General Election Supervisory Body (Bawaslu) has recommended another round of registration period particularly for the seven regions having less than two tickets standing for the regional head elections. The recommendation was conveyed to the General Elections Commission (KPU) for improving efficiency and effectiveness in the implementation of the simultaneous regional head elections (Pilkada) scheduled to be held on December 9, Chairman of Bawaslu Muhammad stated here on Wednesday. Besides this, the extension of the registration period is also meant to provide more space to the public to exercise their political rights through political parties, he added. “There is still likelihood that the KPU could allow local political parties to pro-
pose more candidates in the regions having less than two tickets,” he affirmed. He suggested the KPU to hold the third round of the seven-day registration period. The KPU has announced that seven regions have less than two tickets to contest for Pilkada scheduled on December 9, 2015. The seven regions were Tasikmalaya in West Java; Surabaya, Blitar, and Pacitan in East Java; Mataram in West Nusa Tenggara (NTB); Samarinda in East Kalimantan; and North Timor Tengah in East Nusa Tenggara (NTT), KPU Chairman Husni Kamil Manik noted recently. Regional head elections in the aforementioned seven regions have to be postponed as they failed to increase the number of candidates even after hold-
ing the second round of the registration period on August 1-3, 2015. Besides this, 86 regions have only two tickets each to contest in the local elections. An additional registration round is expected to provide an opportunity to political parties to propose more candidates. The first round of the registration period for the regional head candidates took place in 269 regions across Indonesia on July 26-28, 2015, and has run smoothly and peacefully, in general. The Indonesian government will hold Pilkada to elect governors in nine provinces, district heads in 224 districts, and mayors in 36 cities. F1 urged to increase testing ahead of 2017 rule changes Pirelli motorsport director Paul Hembery has called on Formula 1 to radically alter its testing programme ahead of the 2017 season given the dramatic rule changes planned. Hembery will learn in September or October whether Pirelli has won the right to continue supplying tyres to F1 from 2017, or if rival Michelin is to take up the challenge. If the Italian manufacturer signs the deal, Hembery believes it then becomes a priority his company conducts proper testing next year given the rear tyres, in particular, are due to increase in width from the current 375mm to 420mm. Hembery said: “If we stay in the sport it will really need to look at how it is going to go testing. “With the changes currently foreseen for ‘17, you will have a wider rear tyre, I guess a modification to the front tyre, and cars that will have a very different aero load. “Because the changes are so vast you don’t want to end up in Barcelona in March [at the first test] finding out you’ve got major problems. “So there needs to be a way found to do testing before that.” For 2016, minor changes are in the pipeline, which Hembery

BUENOS AIRES — Argentina’s River Plate defeated Mexico’s Tigres 3-0 on Wednesday to win an unlikely third Copa Libertadores title — and the club’s first in nearly 20 years. Striker Lucas Alario scored with a header in the 45th minute and midfielder Carlos Sanchez added to the lead by converting a penalty kick in the 75th. Defender Ramiro Funes Mori then sealed the victory under pouring rain off a corner kick in the 79th, giving the storied club an improbable title after a difficult start to the Latin American competition. River Plate had the worst campaign among the 16 teams that advanced to the knockout stage, only managing to make it that far with some help from Tigres, which beat Peruvian club Juan Aurich in the final round of group stage matches to help River secure its spot. ZURICH - World Cup sponsor McDonald’s has joined Coca-Cola and Visa in urging FIFA to adopt an independent reform commission in response to corruption scandals plagueing world soccer’s governing body, according to a campaigning group. Many critics have expressed scepticism that an internal Reform Task Force set up by FIFA was capable of driving the radical change needed to restore confidence in the body. The campaigning group New FIFA Now published an email from a McDonald’s spokesperson on Thursday saying the fast food giant supported creation of an independent body. “In regards to an independent reform commission, we do believe this is an important step in the greater reform that has to happen within FIFA,” McDonald’s vice-president of global media relations and issues management, Heidi Barker Sa Shekhem, wrote in the email published on the group’s website and a copy of which was made available to Reuters. “An independent commission would bring an appropriate level of credibility, transparency, and neutrality to the role, and ultimately provide sponsors and fans across the globe with the confidence that the reform effort is both meaningful and a step in the right direction,” Sa Shekhem wrote. Previously, McDonald’s had been critical of FIFA and urged change without specifically demanding an independent reform process.
McDonald’s, which like other major sponsors exerts great influence in top-flight world soccer, did not immediately respond to a request for further comment. World soccer’s governing body has been in crisis since May, when nine officials and five marketing executives were charged by the U.S. Justice Department with exploiting the sport for their own gain through bribes of more than $150 million over 24 years. FIFA President Sepp Blatter has said he will stand down next February, but denies any involvement in corruption. Last month, FIFA announced it was creating a Reform Task Force made up of ten representatives of its regional confederations and to be chaired by someone from outside of football. That body, the members of which have yet to be announced, is scheduled to make its proposals to FIFA’s executive committee in late September. Campaigners were critical of the move, saying only an entirely independent body could bring about effective change. “We applaud McDonald’s for joining with Coca-Cola and Visa. They understand just how vital it is that reform of FIFA is independent of the deep vested interests surrounding the organisation and its personnel,” said New FIFA Now co-founder Jaimie Fuller in a statement. Russia’s CSKA Moscow punished over abuse of Caucasus fans
MOSCOW — Russian Premier League club CSKA Moscow has been punished with a partial stadium closure over an incident in which its fans abused opposition supporters with racist chants. CSKA fans chanted slogans about inhabitants of Russia’s Caucasus region, home to ethnic minority groups, throughout CSKA’s 1-0 win over Caucasusbased club Anzhi Makhachkala on Saturday. The Russian Football Union ruled Wednesday that the chants violated rules against “swearing and also insults,” but did not charge CSKA under anti-racism rules. CSKA must close six specified areas of its stadium for a league game on Aug. 22. Only women and children under the age of 12 can be admitted to those sections. The club was also fined 500,000 rubles ($7,800) for an abusive banner bearing the words “animal planet” next to a version of the Anzhi badge modified to include an apparent anti-gay slur. Some CSKA fans had said they were abused by Anzhi supporters with sexist chants about ethnic Russian women. The RFU did not rule on the issue, with Anzhi’s only punishment being a 10,000ruble ($156) fine for use of pyrotechnics by fans, a sanction also levied against CSKA. Tensions in Russian society often run high between ethnic Russians and ethnic minority groups, including those from the Caucasus region.
Ahead of Russia hosting the 2018 World Cup, anti-discrimination group FARE produced a report in February listing over 200 cases of racist or discriminatory behavior in Russian football over the previous two seasons. Of those, the report described 22 cases of ‘anti-Caucasus displays’ and 15 attacks on people from ethnic groups hailing from the region. Black players have also faced abuse, with Zenit St. Petersburg striker Hulk saying last month that racism was present at “almost every game” in Russia. (ap)

Chelsea manager Jose Mourinho is happy with his side’s preparations ahead of Saturday’s Premier League opener, despite the champions losing 1-0 to Fiorentina in their final friendly on Wednesday night. Gonzalo Rodriguez scored the only goal in the 35th minute, sealing the win for the Italian side. Chelsea, who start their Premier League title defence at home against Swansea City, won two of their four pre-season friendlies, both on penalties, and also lost the Community Shield match against London rivals Arsenal.

BUENOS AIRES — Argentina’s River Plate defeated Mexico’s Tigres 3-0 on Wednesday to win an unlikely third Copa Libertadores title — and the club’s first in nearly 20 years. Striker Lucas Alario scored with a header in the 45th minute and midfielder Carlos Sanchez added to the lead by converting a penalty kick in the 75th. Defender Ramiro Funes Mori then sealed the victory under pouring rain off a corner kick in the 79th, giving the storied club an improbable title after a difficult start to the Latin American competition. River Plate had the worst campaign among the 16 teams that advanced to the knockout stage, only managing to make it that far with some help from Tigres, which beat Peruvian club Juan Aurich in the final round of group stage matches to help River secure its spot. The club lost the first leg 1-0 at home to twotime defending Brazilian champion Cruzeiro, before rebounding with a stunning 3-0 win in Brazil. “I’m incredibly happy for the fans who are enjoying this party,” said River Plate coach Marcelo Gallardo, a midfielder with the River team that won the 1996 Copa Libertadores title. “And we are going for more.”
With the title on Wednesday, River Plate secured a place in FIFA’s Club World Cup in Japan in December. River and Tigres drew 0-0 in the first leg of the final in Mexico last week. River Plate, which won its first Copa Libertadores in 1986, is Argentina’s most successful club with 34 titles. This year’s triumph, however, comes only four years after it was relegated to the Argentine second division for the first time, marking one of the worst periods in the club’s history. ZURICH - World Cup sponsor McDonald’s has joined Coca-Cola and Visa in urging FIFA to adopt an independent reform commission in response to corruption scandals plagueing world soccer’s governing body, according to a campaigning group. Many critics have expressed scepticism that an internal Reform Task Force set up by FIFA was capable of driving the radical change needed to restore confidence in the body. The campaigning group New FIFA Now published an email from a McDonald’s spokesperson on Thursday saying the fast food giant supported creation of an independent body. “In regards to an independent reform commission, we do believe this is an important step in the greater reform that has to happen within FIFA,” McDonald’s vice-president of global media relations and issues management, Heidi Barker Sa Shekhem, wrote in the email published on the group’s website and a copy of which was made available to Reuters. “An independent commission would bring an appropriate level of credibility, transparency, and neutrality to the role, and ultimately provide sponsors and fans across the globe with the confidence that the reform effort is both meaningful and a step in the right direction,” Sa Shekhem wrote. Previously, McDonald’s had been critical of FIFA and urged change without specifically demanding an independent reform process.
McDonald’s, which like other major sponsors exerts great influence in top-flight world soccer, did not immediately respond to a request for further comment. World soccer’s governing body has been in crisis since May, when nine officials and five marketing executives were charged by the U.S. Justice Department with exploiting the sport for their own gain through bribes of more than $150 million over 24 years. FIFA President Sepp Blatter has said he will stand down next February, but denies any involvement in corruption. Last month, FIFA announced it was creating a Reform Task Force made up of ten representatives of its regional confederations and to be chaired by someone from outside of football. That body, the members of which have yet to be announced, is scheduled to make its proposals to FIFA’s executive committee in late September. Campaigners were critical of the move, saying only an entirely independent body could bring about effective change. “We applaud McDonald’s for joining with Coca-Cola and Visa. They understand just how vital it is that reform of FIFA is independent of the deep vested interests surrounding the organisation and its personnel,” said New FIFA Now co-founder Jaimie Fuller in a statement. F1 urged to increase testing ahead of 2017 rule changes Pirelli motorsport director Paul Hembery has called on Formula 1 to radically alter its testing programme ahead of the 2017 season given the dramatic rule changes planned. Hembery will learn in September or October whether Pirelli has won the right to continue supplying tyres to F1 from 2017, or if rival Michelin is to take up the challenge. If the Italian manufacturer signs the deal, Hembery believes it then becomes a priority his company conducts proper testing next year given the rear tyres, in particular, are due to increase in width from the current 375mm to 420mm. Hembery said: “If we stay in the sport it will really need to look at how it is going to go testing. “With the changes currently foreseen for ‘17, you will have a wider rear tyre, I guess a modification to the front tyre, and cars that will have a very different aero load. “Because the changes are so vast you don’t want to end up in Barcelona in March [at the first test] finding out you’ve got major problems. “So there needs to be a way found to do testing before that.” For 2016, minor changes are in the pipeline, which Hembery

Kerry: Malaysia trafficking upgrade not due to trade talks
Malaysia was upgraded last month from the “Tier 3” ranking it received in last year’s State Department report on trafficking. Critics contend that the decision was related to its involvement in negotiations for a Trans-Pacific Partnership Agreement that Washington is eager to conclude. Poland’s conservative president, Andrzej Duda, takes office WARSAW, Poland — Conservative Andrzej Duda was sworn in as Poland’s new president Thursday, bringing political change to the nation’s top office. However, confusion surrounded the absence from the ceremony of European Union leader and former Polish prime minister Donald Tusk. Some officials insisted Tusk had been officially invited to the ceremony in Parliament, but aide Pawel Gras told PAP agency that Tusk had no invitation from Duda and was “respecting” that decision. In his early years as prime minister from 2007, Tusk had tense relations with then-President Lech Kaczynski, who co-founded Duda’s opposition Law and Justice party. Tusk’s absence could be a sign that Duda might have a hard time finding ways to work alongside the centrist government that Tusk led until becoming EU leader last year. In his first speech as president, Duda, 43, promised to pay attention to the needs of the underprivileged. As supreme commander of Poland’s armed forces, he said he was especially concerned about the nation’s security in the face of a resurgent Russia. “We need a greater presence of NATO in this part of Europe,” Duda said. Duda was sworn in before the National Assembly of lawmakers and senators at the Parliament building, in the presence of the government, his predecessor, Bronislaw Komorowski, and other former presidents, including Lech Walesa. Afghan military helicopter crashes, killing 17 KABUL, Afghanistan — An Afghan military helicopter crashed in a remote region of the southern Zabul province on Thursday, killing 17 soldiers, including five crew members, officials said. Provincial police chief Mirwais Noorzai said the cause of the crash was not yet known and was under investigation. The Defense Ministry said the crash appeared to have been caused by a technical problem, without elaborating. Afzal Aman, the Defense Ministry’s chief of operations, described it as “the worst calamity to hit the air force.” He confirmed the casualty figure, and said the dead included a unit commander and 11 soldiers, as well as the crew. The Afghan military has been fighting the Taliban-led insurgency alone since U.S. and NATO forces concluded their combat mission at the end of last year, shifting to a support and training role instead. The non tax income included dividend from state companies and other sectors. The minister said state spending reached Rp913.5 trillion or 46 percent
of the target of Rp1,984.1 trillion set for this year in the state budget. The spending included by the central government expenditures and transfers to the regions and rural funds, he said. Spending so far by the central government totaled Rp524.1 trillion nor 39.7 percent of the year’s target of Rp1,319.5 trillion. With state income of Rp771.4 trillion and state spending of Rp913.5 trillion there was a deficit of Rp142 trillion (1.22 percent of the GDP) in state budget until July 31. (ant)

Bawaslu recommends another seven-day registration period JAKARTA - The General Election Supervisory Body (Bawaslu) has recommended another round of registration period particularly for the seven regions having less than two tickets standing for the regional head elections. The recommendation was conveyed to the General Elections Commission (KPU) for improving efficiency and effectiveness in the implementation of the simultaneous regional head elections (Pilkada) scheduled to be held on December 9, Chairman of Bawaslu Muhammad stated here on Wednesday. Besides this, the extension of the registration period is also meant to provide more space to the public to exercise their political rights through political parties, he added. “There is still likelihood that the KPU could allow local political parties to pro-
pose more candidates in the regions having less than two tickets,” he affirmed. He suggested the KPU to hold the third round of the seven-day registration period. The KPU has announced that seven regions have less than two tickets to contest for Pilkada scheduled on December 9, 2015. The seven regions were Tasikmalaya in West Java; Surabaya, Blitar, and Pacitan in East Java; Mataram in West Nusa Tenggara (NTB); Samarinda in East Kalimantan; and North Timor Tengah in East Nusa Tenggara (NTT), KPU Chairman Husni Kamil Manik noted recently. Regional head elections in the aforementioned seven regions have to be postponed as they failed to increase the number of candidates even after hold-
ing the second round of the registration period on August 1-3, 2015. Besides this, 86 regions have only two tickets each to contest in the local elections. An additional registration round is expected to provide an opportunity to political parties to propose more candidates. The first round of the registration period for the regional head candidates took place in 269 regions across Indonesia on July 26-28, 2015, and has run smoothly and peacefully, in general. The Indonesian government will hold Pilkada to elect governors in nine provinces, district heads in 224 districts, and mayors in 36 cities. Greece in ‘final stretch’ for deal with creditors: PM
ATHENS - Greek Prime Minister Alexis Tsipras on Wednesday said his government is nearing a deal with international creditors on a mammoth bailout, as his spokeswoman raised the prospect of early elections in the fall. “We are in the final stretch to conclude an agreement with the institutions,” Tsipras said in televised remarks. “Despite the difficulties, we hope this agreement can end uncertainty over the future of Greece and the eurozone,” he added. Greece needs a deal that will unlock bailout funds by August 20, when it must repay some 3.4 billion euros ($3.7 billion) due to
the European Central Bank. The Greek economy is also suffering from the effects of capital controls imposed at the end of June to avert a bank run, a procedure that has badly disrupted trade. The Athens stock exchange, which opened with a record drop on Monday after a five-week shutdown, closed 2.53 percent down after losing over 4.2 percent earlier in the day. DENPASAR - Following some lack of clarity, the acting regent of Bangli was finally inaugurated an hour after the inauguration of the acting regent of Badung. Surprisingly, Spokesperson for the Bali Provincial Government Secretariat, I Dewa Gede Mahendra Putra, was appointed to fill the position in Bangli, in accordance with the Decree of the Minister of Home Affairs No.131.514641/2015. Previously, the position was to be filled by the Head of the Bali Maritime Affairs and Fisheries Agency, I Made Gunaja. Dewa Mahendra began his career as a civil servant in 1989 at SMPN 3 Banjar junior high school, Buleleng. He then served in the Buleleng Education Agency after which he moved to the provincial government of Bali in 2001. At that time, Dewa Mahendra was assigned to the Center for Learning Development Unit of the Bali Education Agency. In 2008, he served as the Section Head of Empowerment for the same agency. This 49 year old Buleleng-born man, then became the Division Head of Research and Development and Division Head of Protection and Social Security for the Bali Social Services. Finally in 2013, he occupied the position as Division Head of Publications and Public Relations for Bali’ provincial government and in July 2014 was
promoted to Spokesperson. “In general, Bangli is supported by the agricultural sector, however this potential has not been optimizes and so the regionally generated revenue (PAD) remains low. Our challenge now is to work on developing this potential,” said Dewa Mahendra in relation to the region that he will now be leading. Meanwhile, the Governor of Bali, Made Mangku Pastika, asserted that the acting regent must perform the duties of government, including facilitating the election and maintaining the neutrality of civil servants. The acting regent also has duties related to the function of his office such as preparing the regional budget changes and the budget for 2016. “This year, both the financial statements and performance reports must be put in order. In addition, he must of course coordinate with the stakeholders and organizers of the election which include; the electoral commission (KPU), the electoral supervisory commission (Panwaslu), the Indonesian Military, the National Police, community leaders and so on, so that the region remains conducive to development even during the pre-election period. SINGARAJA - Buleleng Festival (Bulfest) III - 2015 featured a variety of distinctive arts from North Bali. One of the unique arts of Buleleng is known as the Ngoncang tradition or mortar pounding music. Ngoncang was selected by the local government as one of the acts to enliven the opening ceremony of Bulfest 2015, as a way to help preserve this unique heritage. The creative team for Buleleng Conunty, had the festivities centred in front Singa Ambara Raja monument, where a diversity of acts were performed. First there was the performance of 20 Gong Kebyar gamelan troupes accompanied by Wiranjaya and Teruna Jaya Dancers. Then, housewives dressed in “middle” customary attire, demonstrated traditional Ngoncang music played by pounding mortar and pestle together vigorously. The actual mortars used in the performance, belong to the community and have been passed down from
generation to generation for nearly a hundred years. This traditional music is usually performed by farmers and serves to express their gratitude after the plentiful harvest. “This is the first time that I participate in Ngoncang. There are ten of us in all, and we spent the last three days preparing for the Bulfest performance,” said Wahyuni from Paketan hamlet,Singaraja, on Tuesday (Aug. 4). Bulfest III is themed Gurnitaning Den Bukit, which is the title of Buleleng’s official song. The title implies “the roaring sound of Buelelng”. More than ten ngoncang troupes also performed along Jalan Ngurah Rai in Singaraja. Thousands of people, curious to see the tradition in action, came out to see the housewives from nine different sub-districts perform this traditional music, which they did looking sharp and full of sportive creativity. Physical limitation does not hinder education
Living with physical or mental disabilities sometimes discourages people furthering their education, especially when they have to compete with people who do not have such disabilities. There are more than a few parents of disabled children who do not send their kids to school because they are ashamed about such limitation. This is -however, not always the case. As Wayan Marjana rolls through the school gates, his friends greet him with joy and flock to help push his wheelchair. “I am happy because all of my friends help me,” said this seventh grade student at the SMPN 2 Bangli junior high school. Previously, Wayan’s parents (from Kuta Undisan, Kayubihi ,Bangli) did not want to continue his education afraid that he could not keep up with the others, but thanks to his unshakable enthusiasm Wayan finally managed to change
his parents’ opinion. “This child is highly motivated to learn, and his parents have a lot of sympathy for his physical challenges,” explained the Principal of the SMPN 2 Bangli, I.B. Gede Wardana. Despite the physical limitations that Wayan has to deal with, Wardana said that he very diligent in following the teachings and learning processes and is perfectly capable of following along and competing with the other students. Given the physical challenges that Wayan faces, the
school authorities are prepared to facilitate his needs and keep him motivated. “If he is willing to attend school enthusiastically, we are willing facilitate him and give him motivation,” said the school principle. Wayan confidently interacts with his schoolmates, smiling brightly without a trace of his burden visible in his face. DENPASAR - Minister of Tourism, Dr. Arief Yahya’ s attitude of ignoring the recommendations of the Assessor Team for the 11 National Tourism Strategic Areas (KSPN) of Bali, to not have Besakih, Mount Agung and surrounding areas nor West Bali National Park (TNBB) and Menjangan Island included in the Appendix of Government Regulation No.50/2011 -which designates these areas as KSPN (zoned for tourism), is repugnant to spatial planning observer, Prof. Dr.Putu Rumawan Salain. According to Prof. Salain who lectures in Faculty of Engineering, at Udayana University, this refusal to heed their advice definitely strikes a disdainful chord in the hearts of Balinese people, who definitely do not want the zoning of these sacred areas to be included in the KSPN as this would make them tourism zones. “The recent statement made by the Minister of Tourism, hints at the fact he does not intend to remove the sacred area of Besakih from inclusion in the Appendix of Government Regulation No.50/2011 regarding KSPNs. Personally, I think his statement is very hurtful to the heart of the Balinese people. Although he offered to invite members of Bali’S community to a hearing on the matter, this is not necessary. The majority of Balinese people including the Hindu Parishad of
Indonesia(PHDI) - Bali Chapter, have expressed their opinion that the area should remained zones as sacred and not be included in the KSPN and have given their reasons for it,” said Rumawan Salain to Bali Post on Wednesday (Aug. 5). Especially in the case of Besakih Temple and Mount Agung, Salain considered that it is quite natural that they not be included as KSPN given the clarity with which the people of Bali have rejected such an idea. Similarly, Salain questioned whether they would be any positive impact to including these area in the KSPN, despite this appearing as a good concept. “I am deeply disappointed by the attitude of Minister Yahya and repeat that it is very hurtful to the Balinese,” he stated. How then should Balinese
people address this matter? According to Prof. Salain, the Bali House of representatives needs to speak up to defend Bali. If neither the House nor the executive branch want to defend Bali, Balinese people will have no choice but to speak out for themselves about their unequivocal rejection of Government Regulation No.50/2011. “The Power of the People must be summoned, because this is a matter of the dignity, assurance, futur and the very life of Balinese people. If this issue has hit at the very core of Balinese beliefs, people outside of Bali should understand. As for Balinese people: please do not let people in Jakarta or elsewhere think that they can design Bali any longer. I think there needs to be opposition to this,” he affirmed. (kmb13)
DENPASAR - Dynamics in the development of Bali are changing rapidly. A variety of large- and medium-sized projects are being built in Bali one after another. Unfortunately, the opportunity which this offers local construction companies is not being fully taken advantage of and many are simple spectators in the race, unable to compete against construction companies from outside of Bali. One might question whether this is because local authorities are not in favour of local entrepreneurs and what needs to be done in order that local entrepreneurs become host on their home terrain. Chairman of the Chamber of Commerce and Industry (Kadin) of Bali, A.A. Ngurah Alit Wiraputra, did not dismiss the reality of the marginalization of local construction companies in Bali. He affirmed that the massive opportunities for work, have not been seized by Balinese businesses, as they find it hard to compete with their counterparts from outside of the island. “We need to work together to address these issues and ensure that we are protected by government policy. So far, no major projects in Bali have been worked on by Balinese entrepreneurs” said Alit Wiraputra in a discussion entitled “Local Construction Service EntrepreneursHelpless,” on Wednesday (Aug. 5). According to Wiraputra, there are only 15 large-scale (class A) Balinese construction companies which means that it is hard for local entrepreneurs to meet the requirements of the central government for undertaking large-scale projects. “On average, most large-scale projects come from Jakarta and are funded by the state budget. In many cases, local entrepreneurs do not have the expertise and requirements needed so it difficult for them to compete,” he explained. As for projects that are funded by large regional budgets, local entrepreneurs are still going hungry while companies from outside of Bali enjoy more than their share of the pie. Wiraputra is therefore of the opinion that policy makers are making local businesses a very low priority. “Together, we must resolve this impartiality,” he stated. There seems to be a general feeling amongst local entrepreneurs that they are treated like “step-children” by the local governments. According to Wiraputra, the entire community of Balinese entrepreneurs needs to come together to voice these issues as a way to get the government to move towards increasing their support. “Such conditions are not only present in the field of construction services, but also in other business sectors,” he criticized. Similar statements were recently made by the Deputy Chairman of Consulting Services and Land for Commerce and Industry (Bali Chapter), Ketut Gupta. Local entrepreneurs in Bali are often unable to compete due to their lack of experiences, especially compared to the state-owned competitors. If competing solely against the private sector, many Balinese companies are optimistic that they would remain competitive. “When competing for large projects, local businesses often fail due to the selection process,” he said bluntly. In response to such conditions, Gupta hopes that local entrepreneurs in Bali will join together and strengthen their experience and human resources. Panel praises Japan’s postwar economy before Abe speaks
TOKYO — A government panel commissioned by Prime Minister Shinzo Abe to review the country’s recent history has praised Japan’s postwar economic growth and commitment to pacifism but also cites a lack of reconciliation with China and South Korea. The report released Thursday did not specify what Abe should say in his statement marking the 70th anniversary of the end of World War II later this month, or whether he should use the same language to convey the apology from 1995 by then-Prime Minister Tomiichi Murayama. Abe, known as a revisionist, is widely seen as trying to water down the 1995 apology by issuing his own statement, most likely focusing on the bright side of postwar Japan. But the report, which acknowledges Japan’s past aggression and expansionism as wrong decisions made by the military and already has an English translation, is apparently intended to soften skepticism over Japan’s possible revisionism. It could complement Abe’s possible shortcomings on history in the statement, expected on the eve of the anniversary of Japan’s surrender 70 years ago. The 38-page report did acknowledge Japan’s aggression led to the country’s expansionism in Asia from the 1930s through Japan’s surrender on Aug. 15,
1945. The panel, however, did not reach consensus on the definition of aggression, while members shared views on other issues, said the panel’s co-chairman Shinichi Kitaoka, president of International University of Japan and an expert on diplomacy and history. The report urged sensitivity for the feelings of the victims of Japan’s wartime actions, noting that hard feelings remain not just in Asia but also in the U.S., Australia and European countries whose war prisoners were treated harshly. “It cannot be said that reconciliation with China and the Republic of Korea has been fully achieved. Even in Southeast Asian countries, with which Japan achieved reconciliation, there do exist people who harbor complicated feelings towards Japan,” the report said. “It is important for Japan to continue engaging in steady dialogue with China and (South) Korea towards reconciliation, while, at the same time, communicating with Southeast Asian countries with a sense of humility, without forgetting about the past.” The report touched on Japan’s harsh colonization of Korea very lightly, and it called on South Korea to cooperate in efforts toward reconciliation, saying Seoul’s often emotional responses have hampered reconciliatory moves.(ap)

High Commissioner for Refugees announced Tuesday in Geneva that it was surveying damage in Rakhine, where about 130,000 people displaced by several years of ethnic conflict live in poorly maintained and badly located camps. Rakhine, a coastal area, took the brunt of a cyclone late last week. “So far teams comprising UNHCR, other U.N. and NGO staff have been able to reach camps for internally displaced people in Rakhine’s provincial capital Sittwe, as well as in nearby townships such as Pauktaw and Myebon,” the agency said in a statement. “In the 24 camps assessed so far, a quarter of the temporary shelters are damaged, and more than 21,000 displaced people affected as a result. Several years on from their construction,
many of these shelters had become fragile and unable to withstand severe weather.” The private aid organization Doctors Without Borders said the situation was critical in several townships in Rakhine. “Over 4,000 displaced people in Minbya are sheltering across 23 monasteries. Though immediate medical needs appear low, there is widespread damage to homes and infrastructure, and drinking water has been contaminated,” it said in a statement. Much attention has turned to the Irrawaddy Delta because of the threat from water rushing down from the north into the low-lying region, which in 2008 was devastated by Cyclone Nargis, which took about 140,000 lives. A local official contacted in Nyaungdon, a town on the Pan Hlaing River northwest of Yangon, said schools had been closed there. Australian carriers Jetstar and Virgin Australia announced they were cancelling flights in and out of Bali Thursday, a popular holiday destination that attracts millions of tourists from around the world every year. The closure was the fourth shutdown of Bali airport in recent weeks due to the volcano, which has been spewing ash and lava high into the air since late June. The disruption has come during peak holiday season, leaving thousands of tourists stranded. The most serious period was between July 9 and 12, when two closures forced almost 900 flights to be cancelled or delayed and created a backlog that took days to clear. JAKARTA - The Alliance of Archipelago Indigenous People (AMAN) will hold the peak event to commemorate the World’s Indigenous People’s Day in Bali, on August 9, 2015. The World’s Indigenous People’s Day was established by the United Nations and is commemorated as an international day every August 9, AMAN’s Deputy Secretary General Rukka Sombolinggi stated during a press conference on Wednesday. Meanwhile, the celebrations of the World’s Indigenous People’s Day in Indonesia will be held across the nation through the Archipelago Festival held on August 8-17, which will also coincide with the Independence Day celebrations in Indonesia.
The event will be held at Mount Batur Bali, which has been recognized as a World’s Heritage and one of the Global Geoparks designated by the UNESCO. Sombolinggi explained that the commemoration of the 2015 World’s Indigenous People’s Day is based on the theme, “Ensuring Indigenous People’s Health and Well-being” since the indigenous communities have always been marginalized with regard to national development. The theme puts the spotlight on the issue of the indigenous people’s access to healthcare services, as improving the health of indigenous people remains a critical challenge for the indigenous communities, member states, and the United
Nations. “We want to raise awareness among the people that the indigenous communities are part of our society and must be included to participate in the nation’s development,” she affirmed. “We hope President Joko Widodo will attend to officially inaugurate this event and announce a Presidential Decree on the Establishment of the Indigenous People’s Special Task-force,” he said. The UN Special Rapporteur on Indigenous People’s Rights Victoria Tauli-Carpuz will also attend the event. With regard to the Indigenous People’s Special Task Force, Sombolinggi stated that it will be a milestone for the indigenous people and
the government’s reconciliation, which in the past, was shrouded in several misunderstandings, and most of the times had sparked conflicts. As an international event, AMAN invited no less than 500 representatives of indigenous communities around the world, such as Malaysia, Australia, New Zealand, and Peru. Some Bali-based foreign communities will also join the event that comprises various activities, such as yoga, healing therapy, meditation, and art and cultural performances. But this nefarious practice obviously affects operational costs and therefor the selling price of all sorts of goods,” he said. According to Kuhn, after the goods arrive in harbor, importers have to pay for the rental of warehouses until the goods are unloaded, as well as pay the cost of having the goods unloaded. “How much does it cost per kilogram or per container? Similar circumstances also occur at the airport here (Bali—Ed). If we import rice, fresh meat and fruit, for example, obviously these need to get to market as soon as possible,” he explained. When operations are hampered at the harbor or airport, costs to importers soar, and by consequence the price of these goods also increases sharply and unnecessarily. “If we want the goods to be processed quickly, yes indeed we have to resort to bribery. Everything is measured with money. Importers should not be blamed for the expensive price at which they have to sell their goods,” he protested. The high import duties of Indonesia, are also an issue. Liquor, for instance, is charged up to 400 percent. “If the government reduces these tariffs with the value of zerozero, the price of goods will be cheaper and we will increase our competitiveness,” said Kuhn. The Chariman of Apindo therefor said that he supports the central government’s new policy of organizing the trade market, particularly import-export by sea and air. “Long distances, long dwelling times, and the enforcement of costly import duties affect the prices. Thus, I greatly support the government’s new measures to address these issues,” he said. The Chairman of Consumer Protection Foundation (YLPK) of Bali, Putu Armaya, also asked the government not remain silent and allow such conditions to persist. “Services must be good and transparent. Technology is not enough to provide good service. Depsite having been provided with technological assistance, if corruption is involved in the process, consumers will be harmed,” he said. According to Armaya, it is time to create specific regulations regarding the loading and unloading of containers so that goods can be processed more quickly and thus have a positive impact on consumers. “Otherwise, our country will be marginalized and our consumers will bear a heavy burden. It is time to apply the concept of ‘mental revolution’ in order to fix all service lines,” he said. Armaya also asserted that deliberately long dwelling times is not only detrimental to consumers but also violates Law No.8/1999 on Consumer Protection which comes with quite severe penalties. This Consumer Protection Law states that consumers have the rights to comfort, security and safety in the consumption of goods and services and the right to choose the goods and or services and acquire goods and or services in accordance with the exchange rate and conditions and guarantees promised. Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Salma Hayek: Studios ‘don’t want me but I don’t really care’
LOS ANGELES — Salma Hayek says that while Hollywood studios may not be calling as much lately, she’s staying plenty busy. “I think they don’t want me but I don’t really care,” said the Oscar-nominated actress. Hayek produced and voices a character in the animated film adaptation of Lebanese writer Kahlil Gibran’s 1923 book of prose poetry, “The Prophet.” It’s a passion project, opening in U.S. theatres on Aug. 7, that she said was partially inspired by her 7-year-old daughter Valentina Pinault. “It’s meaningful. It’s hopeful. It’s uplifting. It’s respectful. It honors children,” Hayek said. “Many people tell me, ‘But they are not going to like poetry.’ Children love poetry. That’s why we have the nursery rhymes and then we don’t give it to them anymore. It’s their first language. They think in metaphor.” Hayek hasn’t been as much of a red carpet fixture as she once was in the entertainment world. She said she’s been busy with charity events.

Malaysia says plane debris is from MH370 wreckage

The disappearance created one of the biggest mysteries in the history of aviation, sparking a colossal, multinational hunt for the aircraft and a myriad of conspiracy theories about its fate. Last week’s discovery of a twometre-long (almost seven-foot) wing part called a flaperon on the French Indian Ocean island of Reunion provided the first glimmer of hope for relatives desperate for answers. In China -- where relatives of MH370 passengers have consistently expressed beliefs that their loved ones are alive, despite the mounting evidence of a fatal crash -- many congregated outside the Beijing offices of Malaysia Airlines to reject the latest news. “I don’t believe this latest information about the plane, they have been lying to us from the beginning,” said Zhang Yongli, whose daughter was on the plane.
