The meeting was officially opened on Monday by a Maritime Affairs and Fisheries Ministry official for marine research and development, Endhay Kusnendar. Chairman for APEC‘s Fisheries Working group Gelwynn Jusuf said the participants of the meeting would discuss food security and climate change issues. “Food security has become an important issue to sustain people`s life through sufficient supply of food but at the same time we will also ensure that we can create a healthy environment,” Gelwynn Jusuf said after the meeting`s opening ceremony. As in the case of climate change issue, he said the increasing of populations in the Asia Pacific region had a negative impact on the environment, and therefore comprehensive action must be taken soon to tackle the problem. JAKARTA – Indonesian police said on Sunday the gunmen who shot dead two police officers in Central Sulawesi were from an extremist group founded by radical cleric Abu Bakar Bashir. “All of them were indicated to be Jemaah Ansharut Tauhid (JAT) members who had been training or preparing themselves to commit terror acts planned in that region,” national police spokesman Anton Bachrul Alam told reporters. “Their future plans include stealing firearms from Brimob special police force in Central Sulawesi, robbing a bank and carrying out robberies in the villages,” he added. Two men have been arrested
over the attack, in which four gunmen on motorcycles opened fire on police guarding a bank in Palu district last month and two other gang members were killed in a raid in Poso district on Saturday, Alam said. Three others are still at large, he added. The shooting is the latest in a series of recent terror-related incidents including a Good Friday plot to blow up a Jakarta church and a book bomb campaign targeting Muslim moderates and counter-terrorism officials. Bashir, 72, has been accused of providing funding of more than $62,000 to a terrorist group dubbed Al-Qaeda in Aceh that was plotting attacks in Indonesia, and prosecutors have sought a maximum life sentence. Should be marked by launch of cultural masterpiece NEXT Friday (Jun 10) night the 33rd Bali Arts Festival (BAF) will be officially opened by President Susilo Bambang Yudhoyono. The arts festival bearing the theme Desa Kala Patra: SelfAdaptation in Multi-culture will be opened simultaneously with the eleventh national Utsawa Dharma Gita (UDG) and Bali World Culture Forum and Tourism Ethic in Ardha Candra Amphitheater, Bali Art Center. After officially opening the three events, President will enjoy the presentation of colossal ballet entitled Bhisma Dewabharata composed by the Indonesia Institute of Arts (ISI) Denpasar. What must be improved in the implementation of the 33rd BAF? Implementation of the annual BAF should be marked with the launch of new and superior products of cultural arts or masterpiece. Bali has many talented artists so it is not difficult to find a sublime and elegant work of chefd’oeuvre to serve as identity, icon and mascot of BAF every year. So far, according to professor in Faculty of Letters, Udayana University, Prof. Dr. Nyoman Darma Putra, it was only the theme of BAF changed through the years and then followed by performances and seminars. “The theme is worth renewing every year. But, it should ideally be followed by the launch of elegant masterpiece,” said Darma Putra. Hence, according to the author of Bali Dalam Kuasa Politik or literally Bali under Political Control (2008), through the years BAF looked the same and monotonous. Darma Putra said that such mas-
terpiece of art could be a new quality dance, great painting, and sculptures exceeding the MURI accomplishment or the others. “In short, they should be an amazing or fantastic ones that can make Balinese community proud as Balinese,” he said. Launch of new cultural art products that could become a mascot of BAF should be designed as a primary marker of the BAF each year. According to Darma Putra, criticism and suggestions submitted by the Independent Monitoring Team of BAF was very good to be a reference in improving the quality of BAF implementation. “If not appreciated, what is the use to form the team?” he questioned. Darma Putra also welcomed when Governor Mangku Pastika enthusiastically implemented the quality improvement as the suggestions submitted by BAF independent team,
including prioritizing the works of art maestro and the ban of transactions in the exhibition arena. Unfortunately, he said, the decision to ban the transaction was too late and without prior socialization. “Exhibitors are ready to join the BAF with equal passion as BAF in previous years. But, suddenly there was a ban to make transactions. Of course, craftsmen and the committee flounder about,” he said. As a matter of fact, said Darma Putra, there was a more strategic way to reduce the impression of BAF as a night market. It was not by banning the transactions, but by limiting the number of artisans or entrepreneurs participating in the exhibition. They should be selected from those having potential and good quality. “If exhibition can be restricted, the space for visitors will be more commodious.

So far, Darma Putra focused his concentration on how to renovate the Art Center that had been nearly four decades of age. New planning of the Art Center was necessary, so it needed destroying and re-designing. Spectators in the amphitheater were getting more and who knew the capacity of stage to support the audience? How about when the colossal show taking place the stage collapsed? Art Center had to be rebuilt, changed totally according to modern or even post-modern art center. “When built in 1970s by Prof. Dr. IB Mantra, the Art Center was grandiose, but for the present and next decade, it needs redesigning, preparing to deal with centuries of Balinese culture in years to come,” he advised. If physical renovation could be performed, the implementation of more qualified BAF could be designed better. On the one hand, Dharma Putra praised the breakthrough of government to restructure the traffic to the Art Center by providing a shuttle bus from Ngurah Rai Stadium and Renon Square. “Since it is the first implementation, it needs extra supervision to keep things running smoothly, otherwise the public that are not easily to manage will make the traffic during BAF complicated as the previous years,” he said. Likewise, effective socialization and con-
trol were required. “Good idea will not run if not guarded,” he added. Meanwhile, a lecturer at Department of Religious and Art Education in Hindu University of Indonesia (Unhi), Denpasar, Made Nada Atmaja, said that in terms of age, the 33rd BAF had been old enough. Its implementation was definitely expected to be better and have strategic impact on the efforts of discovery, preservation and development of Balinese art and culture. “This 33rd BAF should be better than the previous ones. The image of BAF as night market should be left behind. Thus, BAF as an extravagant art event could be thoroughly reflected in the implementation,” he said. Nada also added the hawkers should be arranged in such a way that they would not enter the area of Art Center that could obscure the boundaries of art. “We really hope that BAF could serve as a venue for the peak of artistic performances without harmed by the image as night market. As consequence, people could truly appreciate the unique arts presentation from each region, including those from outside Bali and overseas,” he said. As an artist, Nada also expected that safety and comfort of BAF were also important to get attention. Moreover, BAF had gone worldwide where many art troupes from overseas also participated. Safety and comfort were consequently something necessary to get good handling as priority, including the parking of vehicles belonging to visitors of BAF. (08)

In the series of implementation of the Grand Sympathetic Operation 2011, Traffic Unit of Denpasar Metro Police carried out safety campaign to diminish the number of traffic accidents on Sunday (Jun 5). The campaign involving hundreds of motorcycles from a number of communities traveled around the city of Denpasar. It was attended by Chief of Denpasar Metro Police, Pol. Gr. Com. Suryanbodo Asmoro and took place at Dewa Ruci Junction, Kuta Chief Suryanbodo said the traffic safety campaign was very important for the entire community, especially the Denpasar city dwellers. It was performed as a basis to provide a warning to road users to be careful when driving or riding on the highway. “So far, traffic accidents happen due to lacking of traffic discipline,” he said. Accompanied by Chief Unit of Traffic Affairs, Pol. Com. Bima Arya Viyasa, Chief Suryanbodo explained when a traffic accident occurred, other than serving as perpetrator one also served as the victim. Well, it was worth thinking about and discipline was highly required in driving a vehicle on the highway. “We appeal all people to prioritize traffic discipline,” he said. Further to say, many perpetrators of violation cases were not known up
to these days because they fled after the incident took place. The image of irresponsibility often occurred and made police a little overwhelmed in performing the investigation. “To that end, we also appeal the public to report immediately to nearest police station if they came across a traffic incident,” he explained. In addition, Chief Suryanbodo also revealed the number of accidents in April. In April, there were 74 cases of accidents with 14 death tolls, 58 seriously injured and 2 slightly injured. Meanwhile, in May 2011 the number of accident occurred amounted to 88 cases. Twelve people were killed, 58 seriously injured and 10 slightly injured. “It means the number of accidents decreases from April to May,” he added. (kmb21)
Grab boys disturbing Kuta Mangupura (Bali Post)—
The rampant grab boys masquerading as a seller of twisted leather bracelet in the tourist area of Kuta begins to be disturbing. Other than annoying public order, their actions are also classified into a crime that is worried to tarnish the image of tourism. It was disclosed by a legislator of Badung House from Legian, I Wayan Puspa Negara, Sunday (Jun 5). According to Puspa, aside from forcing and interfering with tourists who were enjoying their holiday, those grab boys also often performed ripping off action. The modus operandi of those children was to offer twisted leather bracelet to tourists. They swarmed of tourists, especially foreign tourists. Among them, there was one pleading or forcing tourists to buy. Meanwhile, another would carry a razor blade and then tear the bag of foreign tourists to later retrieve their valuables. “Almost every day there are cries and complaints of tourists to those children whose number is quite a few,” said Puspa. Puspa estimated their activities
were coordinated by certain elements. Moreover, it had spread to several strategic places in Kuta, Legian and Seminyak. Their main locales were on Jalan Legian, Poppies 1 and 2, Jalan Pantai Kuta, Jalan Melasti, Jalan Sahadewa, Jalan Padma, Jalan Padma Utara, Jalan Werkudara, Jalan Arjuna and Jalan Kayu Aya until Jalan Abhimanyu. Since it was quite disturbing and belonging to crime, Puspa hoped that relevant agencies such as the public order officers (Satpol PP) of Badung Regency, police, community protection task force (Linmas) as well as Social and Labor Services could immediately take strategic measures to control and provide periodic and sustainable debriefing. “We realize that business opportunities in the tourism sector are widely open. To maintain such favorable atmosphere, any social diseases arising must be reduced by the firmness of the apparatus, especially Satpol PP, in the context of enforcement of the Regional Regulation No. 4/2001 concerning with sanitation and public order,” he said. Abrasion on Rening Beach getting more serious Negara (Bali Post)—
The Baluk Rening Beach tourist object is now under threat of damage following the recent abrasion that annexes the beach seriously. Even, on this weekend the sea water was rising again until eroding the land and the pavement collapsed along three meters. As a consequence, the abrasion has an impact on the decline in tourist visit if compared to usual days. Observation made by Bali Post on Sunday (Jun 5), the seawater overflowed to the mainland as high as one meter and eroded the land until reaching the location of some trees on the beach. The most severe tidal waves annexed the road asphalt on the entrance to Rening Beach. Additionally, according to local residents, the mainland had begun to reduce up to tens of meters along 50 meters reaching out the entrance post into Baluk Rening Beach. The guard post established by hotel’s party was also under threat of erosion and only about one meter away. According to a lifesaver, Ketut Sudiarsa, the abrasion was the most severe among the previous ones. If not immediately addressed, his party worried that it would get worse. Moreover, the existing asphalt road at the entrance had been broken up to three meters. “Such fierce tidal waves were the first time within the past few days. Even, it had eroded the asphalt road,” he explained. He added as long as 50 meters of the land on the southern verge of the guard post was the most severely affected. Meanwhile, in the northern side, the water still looked normal. “Hopefully, govern-

In the meantime, Wayan Suarma said that previously the tides hit the northern side where the local Padma shrine almost eroded. Fortunately, it was soon repaired by installation of coastal safeguarding culvert. However, it was only performed around the Padma shrine so it remained to stand until now. Lately, the sea water shifted to hit the southern side until causing the trees of tens of years old uproot. Since the abrasion within the past few weeks, the number of beach visitors slightly reduced. To avoid people from foundering into the broken-down pavement, people inserted a warning sign by means of tree’s twigs. “We deliberately inserted the twigs in
order people will not sink into the beach, especially in the dark night,” said another resident. On the other hand, the Village Head of Baluk, I Ketut Suasana, said that his party did not take any action because the cost to make coastal culvert was very expensive. His party had already known but was still unable to do anything. Previously, the village authority had attempted to secure the Padma shrine located on the beachside by installing culvert to protect it against the brunt of sea waves. However, for the abrasion reaching up to tens of meters long, the village was unable to do prevention. “If constructing abutment like on Sanur Beach will require a very large budget. In the series of World Environment Day, one thousand turtle hatchlings were released on Mertasari Beach, Sanur, on Sunday (Jun 5). Such carapaced-animal release into their natural habitat was intended to maintain the balance of marine ecosystem. Unfortunately, the turtle hunting for consumption purposes is still going on so the turtle population in their natural habitat is very worrying. The activity organized by the Foundation of Green Network Indonesia was also filled with transplanting coral reef and planting mangrove. Mangrove planting was very urgent because its formation with a particular thickness was believed to reduce the effects of sea waves if tsunami occurred
one day. “Protecting the environment is very important to do as a real measure to minimize the damage to ecosystems. For this year, we feature the theme of campaign ‘save our marine ecosystem.’ Through these activities, we want to encourage the public awareness of Bali to take active part in environmental conservation activities,” said Agus Awali from the Foundation of Green Network Indonesia, to reporters on Sunday (Jun 5). Meanwhile, Chairman of Green Network Indonesia, Trantoto Handadhri, said the existence of mangroves growing along the coastal territories had an important role as a fortress in case of a tsunami. So far, the benefits of mangrove whose species consisting of Avicennia, Bruguiera and others growing up along the beach was not
known by general public. “In fact, the 2-km thickness of mangrove will be able to muffle the brunt of tsunami waves from six kilometers to 600 meters,” he warned. So far, he said, the urgency of mangrove preservation was not yet known by general public. In years to come, his party promised to further intensify the campaign about it to them. No less importantly, his party would also provide environmental education to schools starting from primary schools in Denpasar. By doing so, awareness of the importance of environmental sustainability would have been formed from an early age. “We will do environmental education activities to build and develop the child’s character and perspective on environment,” he said. Yemen’s Saleh comes out of surgery, future unclear Reuters
SANAA/RIYADH – Yemeni President Ali Abdullah Saleh was recovering from an operation in Saudi Arabia to remove shrapnel from his chest while a truce between his troops and a tribal federation appeared to be holding. Protesters, interpreting Saleh’s absence as a sign that his grip on power was weakening, celebrated on the streets of Sanaa where they have been staging anti-government demonstrations since January. “Who is next?,” asked one banner held up by a protesters in a sea of red, white and black Yemeni flags, referring to the wave of uprisings in Arab world that has seen the leaders of Tunisia and Egypt toppled and inspired uprisings elsewhere. Saleh was wounded on Friday when a rocket was fired into his presidential palace in Sanaa, killing seven others and injuring his closest advisers. He is being treated in a Riyadh hospital. He left as acting president AbdRabbu Mansour Hadi, the vice president who is seen by many as having little power. Leaving Yemen
at a time of such instability, even for medical care, could make it hard for Saleh to retain power. Early on Monday, a truce between troops loyal to Saleh and the Ahmar group, leader of Yemen’s Hashed tribal federation, appeared to be holding, offering some respite after two weeks of fighting in the capital in which more than 200 people have been killed. Key in the coming days will be any news of Saleh’s condition and any signals from Saudi Arabia on whether he will be able to return to Yemen — or whether Riyadh will apply pressure on Saleh to step down. Saleh, a political survivor who has ruled the impoverished country at the tip of the Arabian Peninsula for nearly 33 years, had so far managed to remain despite the defection of his top generals and ambassadors. Saleh has exasperated his former U.S. and Saudi allies, who once saw him as a key partner in efforts to combat Yemen-based al Qaeda in the Arabian Peninsula, by repeatedly reneging on a Gulfbrokered deal for him to quit in return for immunity.

Results announced by the independent election watchdog group Transparencia gave Humala 51.3 percent of the vote against 48.7 percent for Keiko Fujimori with more than 90 percent of the ballots counted. The error margin was one percentage point. Official results were not expected until later Sunday night, but Transparencia’s track record in previous elections is solid. Rife with mudslinging and dirty tricks, the election was marred by doubts about both candidates’ com-
mitment to democracy. Fujimori’s father is serving a 25-year prison term for rights abuses and corruption and she shares the same inner circle of advisers. The newly-titled Duke of Cambridge and his brother Prince Harry lived in the palace after Diana and Prince Charles divorced in 1996, but the newlywed couple will move into a different property within the grounds.
A spokesman from St James’s Palace said: “We can confirm that The Duke and Duchess of Cambridge’s official London residence will temporarily become a property at Kensington Palace. “A number of options for longer term solutions are still being considered. “The couple’s main home will continue to be their house on Anglesey, and their Household Office will continue to be based at St James’s Palace,” he added. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Bombings kill 24 people in northwest Pakistan Associated Press Writer
ISLAMABAD – A suicide bomber attacked a bakery in Pakistan’s northwest on Sunday, killing 18 people, and another bomb in the volatile region left six others dead. The attacks were the latest in a wave of bloodshed to hit Pakistan since the U.S. raid that killed al-Qaida chief Osama bin Laden. Also Sunday, a Pakistani security official said authorities are nearly certain that a recent U.S. missile strike killed al-Qaida commander Ilyas Kashmiri. The suicide bomber struck the bakery in a neighborhood were army personnel live in the town of Nowshera, police said. At least two soldiers were among the dead. The attacker was a young man carrying around 18 pounds (eight kilograms) of explosives. The blast caused some gas cylinders in the bakery to explode, leading to a fire that left many of the 40 wounded in serious condition, said Fazal Maula, a police official. Earlier in the day, a bomb exploded at a bus stop in the Matani area of the northwest, killing six people and wounded several others, officials said. It appeared to have been planted at the bus stop, as opposed to a suicide attack. The Galaxy poll for News Limited newspapers, conducted countrywide on June 1 and 2, revealed 58 percent were against the tax, with just 28 percent in favour and the rest undecided.
Gillard pledged ahead of her election last year that she would not introduce a carbon tax, and the poll showed 64 percent of the 500 voters questioned want her to call a fresh ballot. Only 24 percent said she had a mandate to implement her proposal. This would give way to an emissions trading scheme within three to five years. BEIJING – Authorities in southwest China have confirmed the deaths of 21 workers in two flooded coal mines, state media said Monday, highlighting the dangers of toiling in the nation’s collieries. In Guiyang city, the capital of Guizhou province, 13 people were confirmed dead at the Fuhong mine, following a flood on May 29, the official China Daily newspaper reported. Only five bodies have been recovered, but experts have determined that the eight miners still inside had no chance of survival. A preliminary investigation revealed that the mine was not constructed in accordance with an approved design — a possible cause of the accident. The second incident, which took place at an illegal mine on May 31 on the border of Guizhou province and the Guangxi region, left eight workers trapped. All of their bodies had been recovered by Saturday, the newspaper reported. Police have arrested four mine owners, it said. Last year, 2,433 people died in coal mine accidents in China, according to official statistics, or a rate of more than six workers per day. Labour rights groups, however, say the actual death toll is likely much higher than official data indicates, partly due to under-reporting of accidents as mine bosses seek to limit their economic losses and avoid punishment.

Radical Indonesia cleric rejects terrorism charges Associated Press Writer
JAKARTA – A radical Indonesian cleric facing life in prison on terrorism charges protested his innocence Monday and rejected the trial as outside Islamic law in a final court appearance before judges announce a verdict. Abu Bakar Bashir is accused of helping to set up and fund a terror training camp in Aceh province for a group that allegedly planned attacks on foreigners and assassinations of moderate Muslim leaders such as President Susilo Bambang Yudhoyono. Prosecutors have sought a life sentence for Bashir, who co-founded the al-Qaidalinked Jemaah Islamiyah network, which is blamed for some of Indonesia’s deadliest suicide bombings. Bashir, 72, denies involvement with the training camp but has repeatedly defended it as legal under Islam. The white-bearded cleric told a Jakarta court that the case against him was fabricated and witnesses that testified by teleconference were doing so under pressure. “Therefore their testimonies could not be trusted,” he said. Citing verses from the Quran, Bashir said he rejected the trial as counter to Islam. Indonesia, a secular nation of 237 million with more Muslims than any other in the world, has made strides in fighting terrorism since the first Jemaah Islamiyahlinked attack on Bali island in 2002. More than 260 people have died altogether, many of them Western tourists.
But the country still faces pockets of radicalized Islamists, and a small but increasingly vocal hard-line fringe has carried out violent attacks in recent months on minorities and police. A panel of five judges is to announce its verdict on June 16. The maximum penalty for the terror charges is death. Prosecutors say testimony from dozens of witnesses at Bashir’s trial proved he not only incited others but played an active role in terrorist activities. In a court appearance last month, the fiery cleric called Osama bin Laden a “warrior” who will be rewarded in heaven for the “great sacrifices” he made for Islam. The Aceh-based training camp, raided by an anti-terror squad early last year, was organized by a new terror cell allegedly planning Mumbai-style attacks. It’s not the first time Bashir has faced terrorism charges or spent time in detention. He was arrested almost immediately after the Bali bombings, but prosecutors were unable to prove a string of terrorism-related allegations and reduced his four-year prison sentence to 18 months for immigration violations. Soon after his release, he was re-arrested and sentenced to 2 1/2 years, this time for inciting the Bali blasts, a charge that was overturned on appeal. He was freed in 2006.

Sukabumi to have airport Antara
SUKABUMI - The West Java Provincial Development Planning Board (Bappeda) plans to build an airport at Citarete village in Surade subdistrict, Sukabumi district, West Java, in 2015, at a cost of Rp1.5 trillion. “We have conducted a feasibility study in the area since 2005 and the results of the study suggest that the area is suitable for an airport,” Bappeda Chief Deny Juanda said on Sunday. The airport was designed to support the tourism industry in the
southern part of Sukabumi district as well as the agromarine industry, he said. The project had been put in the long-term development plan of 2005-2025 and the provincial spatial layout plan of 2009-2029, he said. “The construction of the airport will cost about Rp1.5 trillion, excluding land clearance,” he said. According to him, the development of tourism-oriented airport was inseparable from the Sukabumi district government‘s success in conducting large-scale tourism and
investment promotion campaigns to develop the region including the agromarine industry. The airport would no doubt provide easy access to tourist sites in the southern part of Sukabumi district, he said. Meanwhile, head of the Sukabumi District Development Planning Board Dodi Sumantri said he had been informed of the plan to build the airport at Citarete saying the local authorities were currently improving a number of facilities and infrastructures to support the development of the airport.

According to him, it was concluded at the business forum on June 1, 2011 that there were wide opportunities for Indonesia to market its SME products in the African continent. Pastika added that in terms of infrastructure the province has been ready to become gateway of
tourism, not only for tourist who wanted to visit East Java, NTB, and NTT, but also to Makassar, Papua, and other destinations across the country. Even in the near future another international airport will be built at the northern part of Bali, a toll road across the water, an underpass at Dewa Ruci junction in Kuta, and a rail road around the island for railway tourism. “And again I say that Bali is absolutely ready to support the MP3EI 2011-2025,” the governor said.
He asserted that there was no problem whatsoever with tourism spatial planning in Bali as a the gateway of tourism in Indonesia. Meanwhile, culture and tourism spokesman for human resources development Gede Pitana said that as a gateway of tourism, Bali should be able to be a knot of tourism activities to some other areas, especially in the eastern part of Indonesia. Therefore he added that to be a tourism gateway, the design of tourism development should be done orderly, systematically, and in a measurable way.

The call was made by Endhay Kusnendar, head of the research and development division of Indonesia‘s Marine and Fisheries Ministry at the opening session of the 22nd APEC Fisheries Working Group Meeting as well as the 24th APEC‘s Marine Resource Conservation Working Group Meeting in Bali on Monday. Endhay said APEC had now become one of the prominent economic powers in the world with its member economies accounting for 57% of the global GDP and more than 40% of the world trade volume. With a total population of more than 2.6 billion, he said, APEC itself had become a huge potential market. The consumption of global fish products in APEC economies had reached 70%, which comes from both captured and aquaculture production. “Though the numbers look
very promising, on the other hand, however, we are facing a major threat of ecosystem degradation due to excessive use of our resources which in return will jeopardize the sustainability of our oceans, and coastal resources,” he said. He said it was crucial for countries having marine resources to realize the full economic potential of their fisheries resources. “Economic sustainability depends not only on management of resource sustainability but that economic value added for economies from the use of such resources is fully enabled,” he said. Therefore, Endhay said, Indonesia with its mega marine biodiversity as a comparative advantage, realized the responsibility to safeguard the sustainable development of its marine resources and called on other APEC members to make the most of their ocean related resources and manage it in a sustainable manner. He also reminded about the agreement which had been made by APEC Ocean-Related Ministers last 2010 in Paracas, Peru, titled the Paracas Declaration. “I believe strongly, after all these declarations; it is high time
for us to reaffirm our commitment by moving from words to action in achieving sustainable development of our ocean, seas, and coastal resources in the Asia-Pacific region,” he said. DENPASAR - A total of 64,455 Japanese tourists visited Bali in the first four months of 2011, down 21.81 percent from 82,436 in the same period last year. “The drop put Japan in third from second place among the top ten sources of Bali`s foreign tourist arrivals,” Head of the Bali Provincial Statistics Office I Gede Suarsa said on Sunday. China overtook Japan as the second source of foreign tourist arrivals thanks to the increasing number of Chinese tourists holidaying in the world-renowned tourist island, he said. He said the Japanese tourists were made up of 7.59 percent of the overall tourist arrivals in Bali in the four months through April which reached 848,899, up 13.37 percent compared
to 748,754 in the same period last year. Last year, 245,040 Japanese tourists visited Bali, a 26.61 percent decline compared with the year before. Gede Suarsa said tourist arrivals from seven of the top ten source countries increased significantly while those from the other three source countries declined in the JanuaryApril 2011 period. Tourist arrivals from Australia rose 34.92 percent to 210,903 from 162,082, China 0.19 percent to 71,186 from 71,052, Malaysia 32.95 percent to 52,507 from 39,435, Britain 46.98 percent to 32,128 from 21,859, Russia 26.74 percent to 31,646 from 24,970, Singapore 42.99 percent to 30,455 from 21,095 and France 15.15 percent to 28,897 from 25,095. Meanwhile, those from Taiwan dropped 10.51 percent from 44,085 to 39,451, and South Korea 1.35 percent from 37,787 to 37,277.

for the triumph of the gods, but also of the whole mankind on earth. Afterwards, Galungan then can be re-celebrated after the triumph of Indra. Many subjects felt to regain their enlightenment as they were able to practice their religious life. This festivity lasts for ten days and ends in the day called Kuningan. Aside from paying homage at village temple, it is also intended to appreciate the ancestors at family shrine. Similarly, devotees thank for the prosperity bestowed and maintain the relationship with their ancestors. Though they have left for the beyond, hopefully they could illuminate their descendants. Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan. No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing so, humans can continuously obtain the
illumination to walk in the path of dharma. As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development. Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction. Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. INGREDIENTS: 1 whole duck, weigh about 2 kg (4 ½ lb) 18 shallots, peeled, cut in half, and sliced 6 cloves garlic, peeled, cut in half, & sliced 3 stalks lemon grass, finely sliced 5 fragrant lime leaves, finely sliced 6 candlenuts, chopped 5 cm (2 in), ginger, peeled and chopped 8 cm (3in) fresh turmeric, peeled, chopped 8 cm (3in) kencur root, peeled, chopped 1 tsp black peppercorns, crushed 5 bird’s-eye chilies, slices 1 tsp coriander seeds, crushed 2 tsp dried shrimp paste, roasted and coarsely crushed 1½ tbsp salt 3 tbsp oil Banana leaves, greaseproof paper or aluminum foil for wrapping PREPARATION: Wipe the duck dry and set aside. Combine all ingredients except banana leafs in a bowl and mix well. Rub the duck outside with this mixture and fill the center of the duck with the remainder. Close open duck with satay skewer. Wrap in several layers of banana leaves, greaseproof paper or foil and steam for 50 minutes. Transfer duck to a moderate oven and bake at 180o C (350o F) for 30 minutes. SINGAPORE – Airline profits will likely plummet this year because of natural disasters, political violence and higher fuel prices, an industry group said Monday. Airlines will probably earn about $4 billion in 2011, down from $18 billion last year, the International Air Transport Association said. IATA’s previous forecast in March estimated 2011 profits of $8.6 billion. “Natural disasters in Japan, unrest in the Middle East and North Africa, plus the sharp rise in oil prices have slashed industry profit expectations,” IATA Director General Giovanni Bisignani said in a statement. “That we are making any money at all in a year with this combination of unprecedented shocks is a result of a very fragile balance.” Higher fuel costs — crude rose to $115 last month from $84 in February — are the largest obstacle to airline profitability, IATA said.
The industry’s fuel bill will likely rise by $10 billion this year to $176 billion and fuel now accounts for 30 percent of an airline’s costs, up from 13 percent in 2001, IATA said. Airlines are counting on the global economy continuing to grow to help offset higher oil prices. Passenger numbers will likely increase 4.4 percent this year while cargo should grow 5.5 percent, though both forecasts are below IATA’s March estimates. “The corporate sector is cash-rich, business confidence is high, and world trade continues to expand,” IATA said. “The key risk to this outlook is a weakening of global economic growth.” IATA expects a razor thin 0.7 percent profit margin for airlines this year on revenue of $598 billion.

SINGAPORE – Oil prices fell below $100 a barrel Monday in Asia after new indications of slowing U.S. economic growth ahead of an OPEC meeting this week. Benchmark oil for July delivery was down $1 to $99.22 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell 18 cents to settle at $100.22 on Friday. In London, Brent crude for July delivery was down 93 cents to $114.91 a barrel on the ICE Futures exchange. Investors will be closely watching Wednesday’s meeting of the Organization of Petroleum Exporting Countries in Vienna. The 12-member cartel, which produces about 40 percent of global crude supplies, will be debat-
ing whether to boost production to help lower prices. Traders are also gauging the impact of a weaker U.S. economy on consumer spending. The Labor Department said Friday the U.S. added 54,000 jobs in May, the fewest in eight months. During the previous three months, the economy added an average of 220,000 jobs per month. “We are focusing our attention on the OPEC meeting and the fallout from Friday’s jobs data,” energy consultant The Schork Report said. “Last week issued daily telltales that the pace of the U.S. economic recovery is in serious doubt.” In other Nymex trading in July contracts, heating oil fell 1.6 cents to $3.04 a gallon and gasoline dropped 2.3 cents to $2.97 a gallon. Natural gas futures gained 8.4 cents to $4.79 per 1,000 cubic feet.

AMSTERDAM – Despite 20 years of effort, greenhouse gas emissions are going up instead of down, hitting record highs as climate negotiators gather to debate a new global warming accord. The new report by the International Energy Agency showing high emissions from fossil fuels is one of several pieces of bad news facing delegates from about 180 countries heading to Bonn, Germany, for two weeks of talks beginning Monday. Another: The tsunami-triggered nuclear disaster in March apparently has sidelined Japan’s aggressive policies to combat climate change and prompted countries like Germany to hasten the decommissioning of nuclear power stations which, regardless of other drawbacks, have nearly zero carbon emissions. “Japan’s energy future is in limbo,” says analyst Endre Tvinnereim of the consultancy firm Point Carbon. The fallout from the catastrophe has “put climate policy further down the priority list,” and the short-term effect in Japan — one of the world’s most carbon-efficient countries — will be more burning of fossil fuels, he said. And despite the expansion of renewable energy around the world, the Paris-based IEA’s report said energy-related carbon emissions last year topped 30 gigatons, 5 percent more than the previous record in 2008. With energy investments locked into coal- and oil-fueled infrastructure, that situation will change little over the next decade, it said.
Fatih Birol, the IEA’s chief economist, says the energy trend should be “a wake-up call.” The figures are “a serious setback” to hopes of limiting the rise in the Earth’s average temperature to 2 degrees Celsius (3.8 F) above preindustrial levels, he said. Any rise beyond that, scientists believe, could lead to catastrophic climate shifts affecting water supplies and global agriculture, setting off more frequent and fierce storms and causing a rise in sea levels that would endanger coastlines. The June 6-17 discussions in Bonn are to prepare for the annual year-end decision-making U.N. conference, which this year is in Durban, South Africa. Even more than previous conferences, Durban could be the forum for a major showdown between wealthy countries and the developing world. Poor countries say the wealthy West, whose industries overloaded the atmosphere with carbon dioxide and other climatechanging gases over the last 200 years, is not doing enough to cut future pollution. A study released Sunday supports that view. The report, based on an analysis by the Stockholm Environment Institute commissioned and released by Oxfam, evaluated national pledges to cut carbon emissions submitted after the 2009 Copenhagen climate summit. It found that developing countries account for 60 percent of the promised reductions. The analysis is complicated because countries use different yardsticks and baseline years for mea-
suring reductions. But the study calculated that China, which has pledged to reduce emissions in relation to economic output by 40-45 percent, will cut its carbon output twice as much as the United States by 2020. “It’s time for governments from Europe and the U.S. to stand up to the fossil fuel lobbyists,” said Tim Gore, a climate analyst for Oxfam, the international aid agency. Another keynote battle in Bonn will be the fate of the Kyoto Protocol, the 1997 accord whose provisions capping emissions by industrial countries expire in 2012. Wealthy countries falling under the protocol’s mandate are resisting demands to extend their commitments beyond 2012 and set new legally binding emissions targets unless powerful emerging economies like China, India and Brazil accept similar mandatory caps. “The Kyoto Protocol uncertainty is casting even a bigger shadow over the negotiations than in years past, and is going to come to a head,” said Jake Schmidt of the New York-based Natural Resources Defense Council. Negotiators also must prepare options for the Durban conference on how to raise $100 billion a year for the Green Climate Fund created last December to help countries cope with global warming. One source under discussion is a levy on international aviation and shipping, said Oxfam’s Gore. “South African negotiators are hoping a deal on sources for longterm finance will be Durban’s legacy issue,” he said.

‘X-Men’ mutants weaken with $56M prequel debut Associated Press Writer
LOS ANGELES – Young X-Men don’t have the same box-office superpowers as their older selves. “X-Men: First Class” had a solid No. 1 opening with a $56 million weekend, according to studio estimates Sunday. But the 20th Century Fox prequel chronicling the formative years of the comic-book mutants found smaller audiences than the franchise’s first four big-screen adventures, which featured older versions of the X-Men. Debut weekends for the last three “X-Men” flicks ranged from $85.1 million to $102.8 million. The original “X-Men” opened 11 years ago with $54.5 million, but that would amount to about $80 million today adjusting for ticket-price inflation. Fox distribution executive Chris Aronson said the studio achieved its goal of opening the prequel at about the same revenue numbers as the original “X-Men.” “This is just an excellent start in launching a brand new chapter of the `X-Men’ franchise,” said Aronson, dismissing comparisons to the $85.1 million debut of Hugh Jackman’s “XMen Origins: Wolverine” in 2009. “You can’t compare this one to any
of the other `X-Men’ movies, except maybe” the first one, Aronson said. “Something like `Wolverine’ is a totally unfair comparison because that had a bonafide worldwide star in Hugh Jackman and arguably the most popular character in the `X-Men’ stable.” The prequel presents a rising cast of new talent rather than the established stars of the franchise’s previous chapters. “X-Men: First Class” features James McAvoy and Michael Fassbender as Marvel Comics mutants Professor X and Magneto, roles originated by Patrick Stewart and Ian McKellen in the characters’ older years. General Assembly will take up the issue next week as it assesses progress in fighting the disease — first reported on June 5, 1981 — that has infected more than 60 million people and claimed nearly 30 million lives. NEW YORK - Children of divorced parents often fall behind their classmates in math and social skills and are more likely to suffer anxiety, stress and low selfesteem, according to a new study. Researcher Hyun Sik Kim, of the University of WisconsinMadison, said the study showed that the detrimental effects on the children do not start until after the parents begin divorce proceedings. “People tend to think that couples go through intense marital conflict before the divorce,” Kim, a PhD candidate in sociology, he said in a statement. “My original prediction was that children of divorce would experience negative impacts even before formal divorce processes began. But my study finds that this is not the case.” The findings, published in the American Sociological Review, are based on data that tracked the development of 3,585 students from kindergarten through fifth grade to examine the impact be-
fore, during and after the divorce. Kim compared the progress of children whose parents were going through a divorce with youngsters from stable families. He found that developmental problems continued after the divorce. “This study reveals that these negative impacts do not worsen in the post-divorce stage, although there is no sign that children of divorce catch up with their counterparts, either,” Kim explained. He added that math studies were particularly sensitive to impact of divorce. “Reading is not that cumulative. But with math, you must understand previous things to develop. For example, if I do not understand that one plus one is two, then I cannot understand multiplication.” He attributed the developmental setbacks of the children to several factors, including the stress of living with bickering and potentially depressed parents, unstable living arrangements and being forced to divide time between parents and economic hardship from a drop in family income.

Apple described the previously unknown iCloud as its “upcoming cloud services offering” but provided no further details of what awaits at the annual Worldwide Developers Conference. “iCloud was almost a throwaway line in the press release,” said Michael Gartenberg, an analyst for
technology research company Gartner. “But that’s getting the most scrutiny because we don’t know anything about it.” According to multiple reports, iCloud would allow for streaming of music hosted on Apple servers in the Internet “cloud” to various devices — from computers to smartphones to touchscreen tablets. The New York Times reported on Friday that Apple has nearly completed talks with the major music publishers over the new cloud music service after sealing deals with the four major record labels.
The Los Angeles Times said iCloud will initially be offered for free to iTunes users, allowing them to listen to music hosted on Apple servers on a Web browser or an

TOKYO – Japan and Borussia Dortmund star Shinji Kagawa is back on Manchester United’s radar after returning from a four-month layoff with a foot injury, according to a report. Sir Alex Ferguson’s side are planning to send a team of scouts to follow the 22-year-old attacking midfielder at Dortmund games next season, the Japanese daily Nikkan Sports said. “His goal of joining a big club may be realised within this year at the earliest,” the daily said. Kagawa, who scored eight goals in 17 Bundesliga games after moving from J-League side Cerezo Osaka at the start of last season but broke his right foot in January, is keen to play for the English Premier League champions. “If I get a formal offer, I’ll be strongly interested in listening to what they have to say,” Kagawa was quoted as saying by an associate, according to the Nikkan Sports. “The Premiership is one of the
leagues I want to challenge,” said Kagawa, who once targeted Barcelona as his final destination. “If it is Man U, I’ll be still more eager to go and try how much I can do there.” Manchester United first showed an interest in Kagawa late last year but backed off after he suffered the injury in Japan’s Asian Cup semi-final win over South Korea in January, the daily said. Wade, Bosh lift Heat to 2-1 lead in NBA finals Associated Press Writer
DALLAS – Dwyane Wade kept soaring and scoring, doing everything he could to get the Miami Heat a crucial win towards an NBA title. Chris Bosh and Udonis Haslem provided the final push. Bosh made a 16-foot, go-ahead jumper from the baseline with 39.6 seconds left and Haslem pestered Dirk Nowitzki the rest of the way as the Heat held on for an 88-86 victory over the Dallas Mavericks on Sunday night for a 2-1 lead in the NBA finals. “This is a total win,” said Wade, who led Miami with 29 points and 11 rebounds. “You want to win the game on the defensive end of the floor and we got a stop.” Recent history says this is a huge win for the Heat. The Game 3 winner in a tied finals has won the championship all 11 times since the 23-2 format began in 1985. The Heat are headed into Game 4 on Tuesday night with a chance to do what they did in 2006: win it all on Dallas’ floor. They’ll need to win that game and the next, on Thursday night. “I feel like we did nothing but get home-court advantage back,” Wade said. “But the next game is a big game. We have to bring our hard hats, understanding it’s going to be tougher to win that game than it was to win this one. I believe in this team. If anyone can do it, I believe we can.” With all its star power, many expected Miami to be planning a victory parade by now, especially after a solid victory in Game 1. But the Heat blew a 15-point lead in the last quarter of Game 2, and nearly did it again this time, coughing up a 14-point lead. The Heat recovered to lead 81-74 with 6:31 left. comeback bid would be in Nowitzki’s hands, but it didn’t matter. He still scored 12 straight points — six free throws, a layup, a dunk and a tough jumper — tying it at 86. With under a minute to go, Wade got the ball to LeBron James near the top of the key. Haslem screened Nowitzki while Bosh got set, took the pass from James and ripped it through the net, quite a thrill for the Dallas native who’d been 0-8 in his hometown. It was even more impressive considering his left eyelid was swollen because of an accidental poke by Jason Kidd in the first quarter, and he’d been misfiring all series, even when his vision was good. “I don’t care if he missed 15 in a row,” James said. “He was wide open and that’s his sweet spot. ... to shoot but twisted and threw toward Shawn Marion near the 3-point line on the right side. Marion had already taken off toward the basket, so the ball went into the front row instead. After James missed a 3, Dallas had 4.4 seconds left to go for the tie or win. The inbounds pass went to Nowitzki and he was alone against Haslem just above the foul line. Haslem anticipated what Nowitzki was going to do and walked the fine line between disrupting the shot while avoiding a foul. “He’s a great player, 7 feet, so he’s going to shoot over me,” Haslem said. “I’ve got to make it tough on him.” When the buzzer went off, Haslem swung his arms and screamed in delight while a frenzied crowd of 20,340 sighed in agony. “Emotional game, fought back, and to fall short at the end is tough,” said Nowitzki who scored 34 points. “But they need two more. Hopefully we can play a better all-around game and finally get some shots to go down.” Wade made 12 of 21 shots and was at his dynamic best from the start, looking like the guy who lifted the Heat past Dallas and to the title in ’06.

BEIJING – China’s newly-minted first Grand Slam champion Li Na, who won the French Open title at the weekend, is not resting on her laurels — she’s already thinking about winning a second major title. The 29-year-old Li, who beat defending champion Francesca Schiavone of Italy 6-4, 7-6 on Saturday at Roland Garros, also says she hopes her fellow Chinese players can be inspired by her victory to realise their full potential. “When you have the first one, naturally you will think about the second one,” Li told the China Daily in an interview published Monday. The Wuhan native, who is known as a strong player on hard courts, confessed she was surprised that her major breakthrough came on the red clay in Paris. “French Open title? No, I never thought about it before,” Li admitted. Li is having a breakthrough season.
She reached the finals of the Australian Open in January — eventually losing to Kim Clijsters — before her historic win at the French, which gave Asia its first ever Grand Slam singles win. Stoner: Rain made win ‘high pressure’ Catalunya - Casey Stoner said his run to victory in the Catalunya Grand Prix was a ‘high pressure’ experience as the threat of rain at the Barcelona track kept him on his toes throughout. With clouds gathering over the circuit and light rain falling in parts of the lap around half-distance, it looked at one stage like the field would have to pit to change to their wet-shod bikes. In the event, the rain held off and Stoner was able to hold his lead to the flag. “I managed to build up a bit of a gap and felt comfortable doing that, and then the race came, so that put everything out,” said Honda rider

Button: McLaren set to dictate race pace JENSON Button believes his McLaren team can start to “dictate race pace” if it can improve its qualifying speed in the upcoming races. Button finished in third position in the Monaco Grand Prix, although he looked like the favourite to win the race at same stages of the event. The Briton is confident that if McLaren can raise its game in qualifying, it can start to win races from the front. “There’s a real momentum within our team at the moment - I think we had a race car good enough to win in both Spain and Monaco; with a little improvement to our qualifying, I think we can start to dictate race pace, which was something we were briefly able to show at both of the last two races,” said Button in a team preview. “I’m still very pleased with my performance in Monte Carlo. It wasn’t a win, but it was nice to lead the race and to be able to pull away comfortably. “Even if the result didn’t match it, that sort of thing is always nice to keep at the back of your mind.” Button is also upbeat about his chances for the Canadian Grand Prix, where he reckons McLaren will have the speed to win. “I’ve never won in north America and I think we have the pace, the development and the momentum to have a good shot at changing that next weekend. I’m really looking forward to it.” Team-mate Lewis Hamilton is also confident about the team’s prospects for Montreal.”Our car should be well suited to this track; we have a great engine, the best KERS Hybrid system in the sport and excellent traction out of slow corners,” he said. “All in all, it’s set to be another good weekend for us – I’ll be looking for a strong result on Sunday.”

Stoner, who had passed Yamaha’s Jorge Lorenzo to take the lead at the end of the first lap. “I was starting to get very nervous. There was more rain falling in some parts, and each lap you came by there was a little bit more or a little bit less and you didn’t really know which corner it was going to be raining heavily on. “I didn’t really know what pace to run, I didn’t know how bad the conditions were. So I pretty much matched myself to the people behind, and it seemed to work. But it was a high pressure race and to stay at the front was a little bit nervewracking. “It would have been very easy to come down in those conditions but we managed to keep it on two wheels and bring it home.”
The Australian said he had been confident he had the race pace to win after topping all three practice sessions and only narrowly missing out on pole to Marco Simoncelli in qualifying, and had just tried to control the race. “We knew we had pretty good race pace - the bike, tyres and everything were working pretty well for us on the hard compound all weekend,” Stoner said. “We wanted to get to the front, so I tried to pass Jorge a couple of times, but he was braking quite hard on the first lap so we managed to get a better exit coming onto the main straight and got past Jorge quite easily. “Then for the rest of the laps I thought I’d just try and hold the pace where it was in qualifying and get some consistent laps out while the tyres were good, because we have a lot of degradation on this track and we knew we were going to struggle a little bit more at the end of the race.”
