The Governor also instructed Bali Tourism Department to coordinate with Bali Tourism Board to find the solution for tourism in Bali. “The solution is also to change the mindset of the people in Bali regarding the behavior of throwing garbage not on the proper place,” he added. Regarding the traffic jam in the island, the governor said that the government is also trying to find the proper solution, one of them is building new roads in Bali. “The best way is to make new roads,” Mangku Pastika said. He urged everyone in Bali to make Bali suitable with its nickname which is the Island of Paradise.

PUTTAPARTHI, India - Crowds of anxious devotees of Sai Baba, one of India’s most famous gurus who is on life-support in hospital, gathered in his home town on Wednesday to offer prayers for his recovery. Sai Baba, an 85-year-old wild-haired Hindu spiritual leader with a following of millions across the world, is suffering from multiple problems including a heart condition, lung congestion and kidney failure. The latest health bulletin Wednesday said there had been “signs of improvement” in the functioning of his kidneys, but he remains on dialysis and a ventilator to help him breathe. Well-wishers have converged on Puttaparthi, his hometown in southeast India, from

nearby areas and abroad, many of them sleeping out in the open on pavements because of a lack of hotel rooms. Local shops, hotels and businesses have been shut for the past three days as a mark of respect. Clusters of devotees could be seen praying for his recovery and singing hymns praising him. “He has himself declared that he would be alive till his 96th year. And he can’t go wrong,” 43-year-old Putta Rangaiah, a volunteer for one of Sai Baba’s organisations, told AFP. Sai Baba, a living god in the eyes of his followers, is credited with many supernatural powers, including an ability to conjure objects out of thin air, remember past lives and cure terminal diseases. Directorate General highlights damage of roads in Bali Denpasar (Bali Post)—

Damage to roads in some regions in Bali has got a serious attention from Director General of Land Transportation, Department of Transportation of the RI, Suroyo Ali Moeso. In the National Working Assembly of Land Transportation Services Organization (Organda) I held in Denpasar Suroyo stated that vehicles carrying freights exceeding the capacity was one of the causes of damaged roads so far.

VIP room rates in Sanglah Hospital rise Denpasar (Bali Post)—

As of April 2011 the room rates of Sanglah Hospital came up. The increase was applied to VIP rooms as well as Sandat and Jepun Room in Wings International. Director of Finance of Sanglah Hospital, A.A. Saraswati, said the hike of room rates for VIP rooms and Wings was based on several considerations. One of them was the price hike of fuel and electricity as well as operational costs. “The rates of VIP rooms and Wings International are the rates stipulated since 2007 and have never increased. Within that period the price hike of fuel has occurred several times and so has the electricity tariff,” said Saras when met in her office on Tuesday (Apr 5). The increase in room rates for VIP and Wings International were expected to cover the operating costs for the maintenance of room and equipment. Some increases, among others, happened to Amerta VIP room from IDR 800,000 per night to IDR 1,000,000, Sandat VIP room from IDR 375,000 to IDR 600,000, Mahottama I remained the same at IDR 600,000, Mahottama II from IDR 375,000 to IDR 425,000, VIP A from IDR 325,000 to IDR 400,000 and VIP C from IDR 200,000 to IDR 250,000. Saras continued that the room rates of Amerta VIP and Sandat came up, aside from considering the operational costs, because the hospital previously applied promotional rates. “Therefore, the new ones applied are no longer promotion rates,” she said. The hike in VIP room rates posed a decision of the President Director of Sanglah Hospital. “The hike in VIP room rates was decided by President Director. Meanwhile, room rates of third class were decided by Minister of Health because it involved indigent citizens,” added Saras. Additionally, the room rate of class III was planned to rise, but it remained to wait for a decision from the Minister of Health. Meanwhile, the room rates of class I and II, though decided by President Director, but their rates were habitually adjusted to the rates hike in class III. “If the room rate of class III rises, others like class I and II will follow. Currently, the room rates of class I, II and III in Sanglah Hospital stay unchanged,” observed Saras. Aside from the increase in room rates, the fee of medical services for outpatient clinic in Wings International rose from IDR 65,000 to IDR 100,000. The reason for the increase, according to Saras, was the adjustment to the rates of specialist services and facilities provided at the Polyclinic of Wings International. (san)

Actually, their presence is

very detrimental to the existing legal companies because they did not pay taxes,” she said. According to her, the problem of illegal vehicles would become the focus of discussion in the national working assembly aside from highlighting a number of issues that were now being faced by businesses in Indonesia, especially in Bali. “We support the government policy on the fuel subsidy for public transport. The issues on vagrants come to ‘haunt’ the region of Klungkung. At least, tens of vagrants set to invade a number of places or strategic locations on the land of serombotan or fresh assorted salads with hot spices. It is clearly discernible in the Night Market of Semarapura, Klungkung. Tens of vagrants starting from children to household mothers came to take action by asking for money to some visitors. This had set to be complained by residents or visitors. Those beggars asked for money without showing a good conviction. They immediately asked for money to visitors who were having dinner. More unfortunately, the officials in this regard the public order officers (Satpol PP) and police seemed quiet and did not follow up the vagrants that were beginning to invade many Night Markets in Klungkung.Based on field observation in the Night Market of Semarapura City, Monday evening (Apr 4), there were about 25 vagrants in operation by begging in the market. They were dominated by underage children who seemed to have intentionally been exploited by their parents to guerrilla while seeking out some alms.

Uniquely, when being approached, they did not fear to ask for money. One thing worth noting was their daily income could reach IDR 100,000 per day from begging. “If they did not ask for money, they would ask to be bought food by force. Even, they way they begged was very pushy and not willing to go if their request was not satisfied,” said one of the visitors named Sarjana. Forum, Ketut Sugiana, requested the officers to come down immediately for disciplining those vagrants. They did not only harm visitors to the Night Market, but also disturbed local residents. Moreover, those vagrants slept along the overhang of city stores in Klungkung. Even, Sugiana suspected if the current vagrants in Klungkung City were the exodus from Denpasar. “Possibly, the vagrants roaming around in Klungkung today are escapees from Denpasar when they were disciplined,” he said. Coastal estuary backfilled, local residents complain Gianyar (Bali Post)—

The atmosphere of Selukat Beach, Keramas Village, Blahbatuh Subdistrict, currently developed into a surfing tourist attraction by Gianyar Regency is badly damaged. It is triggered by the backfilling activities at coastal border undertaken by an investor around the estuary with the reason to preserve the land from abrasion. Interestingly, such backfilling activity undertaken by investor was even supported by a recommendation from Bali Province, in this regard the Bali-Penida River Region Agency. However, the local village official did not know about the recommendation considered bizarre. Village Head of Keramas, Wayan Gede Bisma, Tuesday (Apr 4), said that he really did not know about the recommendation issued by the agency giving permission to investor to backfill the estuary to preserve the land against abrasion. Even, the recommendation was just known from the project supervisor. “We the village apparatus have never been involved in the coordination related to the backfilling,” he explained. The backfilling carried out by investor under the guise of preserving the land against abrasion was along 25 meters toward the beach. As consequence, the coastal borders

(sand area) were getting narrower. There was no space left for community activities on the coastal or estuary often used for the venue of melukat or purificatory rites. Besides, local people considered the river estuary a sacred area of suan solas springs. In response to the backfilling of the estuary and beach sand, his party got a complaint from the community. Even, the members of the village representative agency (BPD) had checked directly to the site, and the backfilling of rivers and beaches was indeed true. “As consequence, it harmed the look of beaches frequently used by tourists to surf,” explained the village head accompanied by hamlet chief of Maspait, Wayan Bagiarta. Having a good healthy food is also important such as eating vegetables and seeds because they contain little free radical compared to meat which so those who are vegetarian looks fresher and younger. To conclude so, applying healthy way of life should be done since early age. Armed tribesmen in Philippines free 13 hostages Associated Press Writer

MANILA, Philippines – Armed tribesmen on Wednesday released 13 hostages they had held for six days in a jungle hide-out in the southern Philippines to demand the release of jailed relatives, police said. The hostages — 11 teachers, a 10-year-old girl and a motorcycle driver — were seized by five Manobo tribesmen last Friday in a remote southern town in Agusan del Sur province on Mindanao Island. The hostage-takers were demanding the release of tribal leader Jobert “Ondo” Perez, who was jailed with three other tribesmen for taking 79 people captive in the same place in 2009 over a longrunning clan feud. Perez was temporarily released earlier in the week to help end the standoff, and officials promised the gunmen they’d speed up the resolution of his case. Police operations officer Joel Dolon Mendez said the gunmen abandoned their captives early Wednesday and then escaped. “The hostages walked to a safe area and were secured by our forces,” he told The Associated Press by phone. Interior Secretary Jesse Robredo credited the release to a threat by authorities to launch a rescue if the hostages were harmed.

“It was a mix of negotiating and showing that if necessary, we’ll employ force. My suspicion is that pressured them to abandon the hostages,” Robredo said. He said about 100 police and army special forces had been deployed to the mountainous area where the hostages were held. The hostages were haggardlooking “but they’re all OK,” said regional police Chief Reynaldo Rafal. “I know one child was sick, but the child is OK.” They were undergoing medical checkups and debriefings, while police pursued the fleeing hostage-takers, Mendez said. In Manila last August, the hostage-taking of a busload of Hong Kong tourists ended in disaster with the death of eight of the captives. The kidnapper — a dismissed policeman who wanted his job back — was shot to death by police commandos. In the southern Philippines, clan feuds, fueled by weak law enforcement in remote regions awash with illegal firearms, have often erupted into deadly clashes and ransom kidnappings. The violence underscores the complexity of security problems in the south, where troops have been battling Muslim and communist insurgents, along with al-Qaida-linked militants, for years.

ABIDJAN – The United Nations and France say Ivory Coast’s Laurent Gbagbo departure from power is being negotiated following a fierce assault by forces loyal to his rival backed by U.N. and French helicopter air strikes. But Gbagbo, who has refused to cede power since a U.N. certified election in November showed he lost to rival Alassane Ouattara, denied that he was willing to surrender, and rejected demands he recognize Ouattara as the winner of the poll. Said by diplomats to be holed up in a bunker under his residence, Gbagbo told a French TV channel by telephone his army had called for a ceasefire after their weaponry was destroyed by the French and U.N airstrikes. He reiterated that he considered himself the winner of last November’s elections and suggested talks with his rival, saying it was not his intention to cling to power to the bitter end. “I’m not a kamikaze. I love life. My voice is not the voice of a martyr, no, no, no, I’m not looking for death. It’s not my aim to die,” Gbagbo told LCI. “For peace to return to Ivory Coast, I and Ouattara, the two of us have to talk,” he added. The long-delayed election in the

world’s top cocoa producing nation was meant to end a 2002-2003 civil war, but Gbagbo’s refusal to cede power has plunged the country into a violent political standoff that has killed over 1,500 people. The International Criminal Court prosecutor said on Tuesday he was in talks with West African states about referring alleged atrocities in the Ivory Coast to the court after a reported massacre in the west of the country. Over the past week, forces loyal to Ouattara launched a major assault on Gbagbo’s last strongholds in Abidjan, driving home their campaign to oust him. A United Nations internal document seen by Reuters on Tuesday said Gbagbo had surrendered but a

U.N. official, under condition of anonymity, said later that Gbagbo had not yet done so but had suggested he wanted to, and had requested U.N. protection. France said it expected a swift exit by Gbagbo. “We are on the brink of convincing him to leave power,” French Foreign Minister Alain Juppe told parliament in Paris on Tuesday. Juppe said the negotiations were ongoing between Gbagbo’s close collaborators, the UN and French ambassador to Ivory Coast, JeanMarc Simon. Gbagbo government spokesman Ahoua Don Mello, who was taking part in the negotiations, said the parties were still in talks. “Some points are still being discussed. Nothing has been signed, Gbagbo has not signed anything,” Don Mello told Reuters. The U.N. document said fighting in Abidjan and elsewhere in the country had stopped since midday on Tuesday, and that Ivory Coast’s generals had asked the U.N. peacekeeper force to protect pro-Gbagbo soldiers and take possession of all their weapons.

Japan stops nuclear plant leak; crisis far from over Reuters

TOKYO – Japan stopped highly radioactive water leaking into the sea on Wednesday from a crippled nuclear plant and acknowledged it could have given more information to neighboring countries about contamination in the ocean. Despite the breakthrough in plugging the leak at the Fukushima Daiichi power plant, engineers need to pump 11.5 million liters (11,500 tons) of contaminated water back into the ocean because they have run out

of storage space at the facility. The water was used to cool over-heated fuel rods. Nuclear experts said the damaged reactors were far from being under control almost a month after they were hit by a massive earthquake and tsunami on March 11. Plant operator Tokyo Electric Power (TEPCO) said it had stemmed the leak using liquid glass at one of the plants six reactors. “The leaks were slowed yesterday after we injected a mixture of liquid glass and a hardening agent and it has now stopped,” a TEPCO spokesman told Reuters. Engineers

had been struggling to stop leaks from reactor No. 2, even using sawdust and newspapers. Neighbors South Korea and China are getting concerned about the world’s worst nuclear disaster since Chernobyl in 1986, and the radioactive water being pumped into the sea, newspapers reported. “We are instructing the trade and foreign ministries to work better together so that detailed explanations are supplied especially to neighboring countries,” Chief Cabinet Secretary Yukio Edano told a news conference. Experts insisted the low-level radioactive water to be pumped into

the ocean posed no health hazard to people. “The original amount of radioactivity is very low, and when you dilute this with a huge body of water, the final levels will be even lower than legal limits,” said Pradip Deb, senior lecturer in Medical Radiations at the School of Medical Sciences, Royal Melbourne Institute of Technology University. The government is preparing to revise guidelines for legal radiation levels, designed for brief exposure to high levels of radiation in emergencies and not cumulative absorption, for people living near the dam-

aged plant. Workers are struggling to restart cooling pumps — which recycle the water — in four damaged reactors. Until those are fixed, they must pump in water to prevent overheating and meltdowns, but have run out of storage capacity for the seawater when it becomes contaminated. Radioactive iodine detected in the sea has been recorded at 4,800 times the legal limit, but has since fallen to about 600 times the limit. The water remaining in the reactors has radiation five million times legal limits.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Malaysia arrests 58 escaped illegal immigrants Agence France Presse

KUALA LUMPUR – Malaysian police have arrested 58 illegal immigrants, a senior official said on Wednesday after dozens fled a detention camp to escape difficult living conditions. Police launched a major manhunt Tuesday after 109 inmates escaped from the Lenggeng immigration depot in Negeri Sembilan state, south of the capital Kuala Lumpur. On Monday night the detainees, mainly from Myanmar, Bangladesh, Nepal, Iran, Thailand and Nigeria, burned down an accommodation block before fleeing. Over 200 policemen, immigration officials and paramilitary volunteers are combing central Negeri Sembilan following the breakout. District police chief Saiful Azly told AFP 58 inmates were arrested after being found in a nearby forest. “The manhunt is continuing. I urge the remaining escapees to surrender,” he said.

“Investigations showed that they were dissatisfied over cramped living conditions, the food and long detention periods,” Abdul Manan Mohamad Hassan, state deputy police chief, was quoted as saying by the official Bernama news agency. Abdul Manan said many had lost patience over the long process needed to resettle in third countries under the United Nations Refugee Agency programme. Home ministry officials admitted last August to poor standards at detention centres for illegal immigrants and trafficking victims, after a report labelled the facilities “ticking time bombs”. With one of Asia’s largest populations of foreign labourers, Malaysia relies on its 1.8 million immigrants to clean homes, care for children and work in plantations and factories. Malaysia is seen as a staging post for trafficking gangs moving people from Afghanistan and Myanmar to Indonesia and Australia.

JAKARTA - Agum Gumelar, chairman of the National Football Association (PSSI)’s Honorary Council has been appointed head of the PSSI Normalization Committee established by FIFA last April 1. The mission of the PSSI Normalization Committee is to organize elections based on the FIFA electoral code and PSSI statutes before May 21, 2011; to bring the run-away league under PSSI control or have it stopped as soon as possible; to run the day-to-day activities of PSSI in a spirit of reconciliation for the good of Indonesian football. “Thierry Regenass (FIFA`s Director of Member Associations and Development) called me last night asking if I am willing to lead the PSSI Normalization Committee. I said yes,” Agum said here on Tuesday.

He said the committee would take over PSSI‘s management from Nurdin Halid until the election of a new chairman of the organization. According to the official website of FIFA posted last April 4, the FIFA Emergency Committee decided on April 1,2011 that, in accordance with article 7 paragraph 2 of the FIFA Statutes, a Normalization Committee would take over from the current PSSI executive committee. The FIFA Emergency Committee stated that the current PSSI leadership was not in control of football in Indonesia as proven by its failure to gain control of the run-away league (Liga Premier or LPI) set up without the involvement of PSSI or by the fact it could not organize a congress whose sole goals were to adopt an electoral code and elect an electoral commission. came thus to the conclusion that the PSSI leadership had lost all credibility within Indonesia and was not in a position anymore to lead the process to solve the current crisis. Bali Today Australian tourists coming to Bali increase 34% Antara

Denpasar - The number of tourists from Australia visited Bali in January through February 2011 period increased 32% compare to the previous period which was only 77,602 people. Most of them coming to Bali through Ngurah Rai Airport and only 1,659 tourists were coming through the sea. The Head of Bali Statistics Department, I Gede Suarsa, said that Australia is on the top of list of the most tourists coming to Bali. In 2010, the number of Australian tourists visited Bali was

641,588 people. The number increased 43% compare to in 2009 which was 446.570 people.The increasing number of tourists from Australia come to Bali is because they consider the island as their second home. This condition is also supported by the developing economy of Australia and the better safety of Bali.

Based on the data of Bali Statistics Department, the number of tourists from Australia is 24% from the total number of tourists visited Bali in January through February 2011 period. Suarsa explained that the top ten countries on the list are Australia, China, Japan, Malaysia, South Korea, Taiwan, Russia, England, Singapore, and France.

Archaeological heritage in Bali Archaeological researches in Bali have found a number of archeological heritages, which belonged to prehistoric and historic remains. Prehistoric remains proved the earliest of the people’s life, started from hunting and food gathering through cultivation up to mastering the advanced technology. Such remains indicated the struggle and the achievement of the people’s life gradually, after adapting and exploring their environment its natural resources for their life, because the nature was still quite dangerous. On the other hands, the remains also demonstrated the relationship of the prehistoric Balinese people to those who lived in Java, Sumatera etc, even to the South-East Asian people. The most important of the prehistoric live in Bali is the invention of the metallic technology along with the megalithic tradition. During the advance technology the Balinese people have produced several kinds of bronze goods for ritual purpose such as kettledrums and for daily uses as well such as axes etc. Mastering the advance technology, Balinese people have succeeded to develop stone moulds in the village of Manuaba (Gianyar) for casting bronze kettledrum. The humanmask decoration, showed a remarkable similarities to the decorations of the huge kettledrums found in the village of Pejeng not so far of the east of Manuaba, but the stone moulds of Manuaba are small in its size. It should be noted here that bronze kettledrums were not only found in Bali, but also in Java, and Eastern Indonesian Island. Another bronze moulds made of clay were also found in West Java, but not for producing kettledrums, but for making spearheads, axes, etc. Regard-

ing the human-mask decorations, which were founds on the kettledrums of Pejeng, on the stone moulds of Manuaba and on the number of the sarcophagi found in Bali, was regarded as symbol of the leader’s or the ancestor’s spirits. The people believed that the spirit, who were abode on the top of the mountain or on the inaccessible place have the magic power for protecting the living society. When Hinduism has spread widely in Indonesia, the people believed to the sacred mountain as the place of the Hindu pantheons and the ancestor’s spirit as well. Based on this conception, then the people built their temples on the mountain area such as as Pura Besakih on the slope of Mount Agung. Along with the development of the metallic industry, the megalithic tradition increased not only in Bali, but also in Sumatera, Flores etc. Several kinds of megalithic remains were found there namely menhirs, dolmens, menhirstatues, stepped pyramids etc. It is a matter of facts that the megalithic tradition have strongly influenced the people’s life and it is not surprising any more that living megalithic tradition could be found until to present day in Nias, Toraja, Bali and Eastern Indonesians Islands. In Bali, the megalithic remains, exe the sarcophagi are regarded as sacred monuments and functioned for worshipping thje Hindu Trinity, the local deities and the ancestor’s spirit (Sutaba 1984). Researches on the advanced technology and on the megalithic tradition in Bali in particular, have made conclusions that Balinese people have build their social organization headed by the leaders. The well organizations have made favorable conditions for mastering the advance technology. Then the social and cul-

tural development became the solid foundation for facing the new era when Hinduism arrived in Bali (Sutaba, 1930). Bali have got Hindu-Budhis influences nearly at the 9 century A.D. as Proved by the finding of clay stuphikas and seals beared Budhis formula, near the village of Pejeng, Gianyar. Then a pillar inscription was rediscovered in Blanjong Sanur (Badung) which mentioned the name of the king Kesari Warmadewa. This inscription was originated from c.10 century A.D. Since this period, Hinduism was spread widely in Bali and went deeply into the life of the Balinese people and then survived until today. Having well developed social organization and cultural life before the arrival of Hinduism, have led the Balinese people successfully modified the new elements in accordance with their characters and became the new one beared Balinese identity. The wellknown king of Bali is a couple royal named king Udayana and his wife Gunapryadharmapati (c.10 century A.D), then succeeded by their families. During the ancient history of Bali, a number of temples were built nearly in the whole island. In these temple several kinds of historical remains were preserved e.g. statues, inscriptions etc. As the follower of Hinduism, Balinese people regard the temples including the remains in them as sacred monuments for worshiping the Hindu pantheons, the local deities and the ancestor’s spirit as well. This religious function was the responsibility of the Balinese people for keeping the monuments in well conditions and the welfare of the living society. Based on the evidence found in Bali there were thousand tamples, which then named Bali as “The Island of Thousand Temples” or “The Island of Paradise”. Most of the old temples are

located in the village between the two rivers called Pakerisan and Petanu namely the village of Bedulu, Pejengand Tampaksiring (Gianyar). It is remarkable that the temples found here originated from different period, e.g. Pura Goa Gajah, Yeh Pulu relief (Bedulu); Pura Kebo Edan, Pura Pusering Jagat, Pura Penataran Sasih, Pura Ukur-ukuran, rock cut temple Kelebutan (Pejeng); rock cut Gunung Kawi, Pura Megening, Pura Tirtha

Workers from Bali abroad increase 100% Antara

Denpasar – Based on the data in the Placement Service and Protection for Indonesian Worker Department (BP3TKI) Denpasar, the number of workers from Bali work in the formal sectors increase 100% this year compare to 2010. The Head of BP3TKI, Putu Umara Bumi Jaya, said Wednesday, the number of formal workers working abroad are 2,600 until March 2011 while last year the total number of workers went abroad was 1,300 people.” He said that most of workers are working in tourism sector especially

INGREDIENTS: 4 sml lobsters, weighing about 500 gr each or 1 kg large prawns 5 cups water 2 lemongrass, bruised 2 fragrant lime leaves 4 cups coconut milk few drops white vinegar fried shallots to garnish SPICE PASTE: 5 red chilies, seeded and chopped 3 cloves garlic, peeled and chopped 7 shallots, peeled and chopped 5 cm fresh turmeric, peeled and chopped 5 cm ginger, peeled and chopped 4 candlenuts 1 ½ tsp coriander ½ tsp dried shrimp paste toasted 1 sml tomato, peeled and seeded 2 tbsp oil 1 ½ tbsp tamarind pulp 1 salam leaf 1 lemon grass, bruised PREPARATION: Prepare spice paste by grinding or blending all ingredients except oil, tamarind, salam leaf and lemongrass. Heat oil, add spice paste and all other ingredients. Cook over moderate heat for about 5 minutes, then cool. Wash lobsters and leave whole. Bring water to the boil, add lobsters and simmer for 15 minutes. Remove lobsters, plunge in iced water for 1 minutes, then drain and remove meat. Return shells to the pot of water, keeping lobster meat aside. Add spice paste, lemongrass, lime leaves and vinegar to the water with the shells and simmer until 4 cups of stock remain. Add coconut milk and simmer for 10 minutes. Strain stock and return to pan. Add lobster and simmer for 1 minute. Serve garnished with fried shallots and accompanied by white rice. Helpful hints: if using prawns instead of lobster, peel the raw prawns and put prawns shells 4 cups of water. SEC unveils plan to reduce market volatility Reuters

WASHINGTON - The Securities and Exchange Commission unveiled a long-awaited plan designed to protect the markets from volatile price swings following the May 6 “flash crash.” The so-called “limit up-limit down” proposal, announced by the SEC on Tuesday, would require trades in U.S.-listed stocks to be executed within a range tied to recent prices. If approved, it would replace existing single-stock circuit breakers that were implemented through a pilot program shortly after the flash crash. The circuit breakers halt trading in hundreds of stocks and ETFs when their price moves 10 percent or more during a rolling five-minute period. The SEC has been working closely with the exchanges and the Financial Industry Regulatory Authority to come up with market structural fixes to prevent a repeat of the May 6 flash crash, which temporarily wiped out about $1 trillion in paper value in the stock market. “Upgrading our trading parameters will help our markets retain the confidence of investors and companies,” said SEC Chairman Mary Schapiro in a statement. The proposed new limit up-limit down plan, which has been in the pipeline now for awhile, would prevent listed securities from being traded outside of a specific price band. It is meant to serve as a more sophisticated mechanism for addressing market volatility. Although the circuit breakers have helped, they

have also been triggered by erroneous trades. Most recently, the potential holes in the circuit breaker program were exposed after 10 new exchangetraded funds suffered their own “mini” flash crash last Thursday. The new ETFs were not covered by the circuit breakers and some of them fell by as much as 98 percent. Nasdaq OMX Group Inc was forced to cancel the trades, and the incident raised concerns that the measures taken by the SEC since the flash crash were not enough to prevent extreme market movements. Tuesday’s proposed price band for the limit up-limit down proposal would be set at a percentage above and below the average price of the security over the preceding fiveminute period, the SEC said. For stocks that are currently covered by the existing circuit breakers, the plan sets the percentage at 5 percent. Other stocks not covered by circuit breakers would be subject to a 10 percent threshold. The SEC said these percentage bands would be doubled in the opening and closing periods of the market, and broader bands would apply to stocks if they are valued below a $1.00. If a stock is unable to trade within the designated price band for more than 15 seconds, a five-minute trading pause would kick in. Traders on Tuesday had a mixed reaction upon hearing about the SEC’s plan. FRANKFURT – Germany’s second biggest bank, Commerzbank, unveiled Wednesday plans to redeem state holdings that originated with a 2009 bailout by raising 11 billion euros ($15.7 billion) in fresh funds. Commerzbank said it would redeem 14.3 billion euros in silent participations held by the government by June, and pay off the rest by 2014 at the latest. “Commerzbank is planning to redeem around 14.3 billion euros of the 16.2 billion euros in silent participations currently provided by the Financial Market Stabilization Fund (SoFFin),” a statement said.The government’s silent participation means it does not hold voting rights normally associated with the stake. Another 3.27 billion euros “are to be repaid from excess regulatory capital,” and 1.9 billion redeemed from future capital by 2014, the bank added. Commerzbank shares posted a strong gain in early trading, though its plans to reimburse the state were initially announced in February. The state will retain its stake of 25 percent plus one share moreover by “converting additional silent participations into shares,” Commerzbank said. Shareholders with the exception of SoFFin will be able to buy conditional mandatory exchangeable notes starting Thursday and they would be converted into normal shares after the deal is ap-

proved at an annual bank meeting that has been moved up to May 6. “As a second step a capital increase with subscription rights is foreseen,” with the rights issue to take place from the end of May to early June. LOS ANGELES – Virgin Group founder Richard Branson, known for such exploits as trying to balloon around the world, said on Tuesday he planned to explore the deepest parts of the world’s oceans with a jet-like submarine. The 18-foot (5-1/2 meter) vessel is capable of descents of more than 36,000 feet below the surface, said Branson at a news conference in Newport Beach, California. His project, called Virgin Oceanic, will undertake five dives over two years. The first is set for later this year, when the team plans to explore the Pacific Ocean’s Mariana Trench at a depth near 36,000 feet. Branson plans to pilot a second dive himself,

into the Puerto Rico Trench in the Atlantic Ocean. Other areas to be explored are the Molloy Deep in the Arctic Ocean, South Sandwich Trench in the Southern Ocean and Diamantina in the Indian Ocean. “There is just so much to explore, so much to discover,” Branson told reporters. “We are going to obviously come across some fascinating creatures and learn some fascinating things that will hopefully be useful for mankind.” Branson said he expects the project to cost less than $10 million. Branson said Virgin Oceanic could one day take passengers on deep sea dives, just as his Virgin Galactic project may one day take wealthy passengers on suborbital spaceflights.

Branson launched the Virgin chain of record stores in the 1970s, and his business holdings have grown to include a music recording label and Virgin Atlantic Airlines. He has used his fortune to fund such efforts as trying to circumnavigate the globe in a balloon and set sailing records. Climbers launch expedition to clear Everest trash Associated Press Writer

KATMANDU, Nepal – A team of mountaineers led by a veteran Sherpa guide flew Wednesday to Mount Everest on an expedition to clear away tons of trash left on the world’s highest peak. Since Everest was first conquered in 1953, thousands of people have climbed it, leaving behind the empty oxygen bottles, ropes, tents and other garbage that made their journey possible. Nepal has since required climbers to bring down everything they take up the mountain or lose their deposit, but debris from past climbs still litters the slopes. The team that left Katmandu on Wednesday — led by Apa, a Sherpa who has climbed Everest a record 20 times — plans to bring down 11,000 pounds (5,000 kilograms) of

garbage during the spring climbing season. “I want to do this for my country, my people and for Everest,” said Apa, who uses only one name. The team hopes to clear 8,800 pounds (4,000 kilograms) of garbage from the lower part of the mountain and another 2,200 pounds (1,000 kilograms) from near the 29,035-foot (8,850-meter) summit. Expedition members, porters and guides of other expeditions will carry the garbage down the mountain, receiving 100 rupees ($1.40) for every kilogram they haul out.

Ang Tshering, organizer of the Eco Everest Expedition, said this is the fourth year a cleaning expedition has been held. Apa first climbed Everest in 1989 and has repeated the feat almost annually. He has campaigned about the degradation he has seen on the Himalayan peaks due to global warming and other issues. He said when he first began climbing Everest, the trail to the summit was covered with ice and snow. Now, it is dotted with bare rocks. The melting ice has also exposed deep crevasses, making expeditions more dangerous. Apa grew up in the foothills of Everest and began carrying equipment and supplies for trekkers and mountaineers at age 12. He moved to the United States in 2006 and lives in the Salt Lake City suburb of Draper.

LIXHE, Belgium – In these days of concern over global warming, a cement factory in southern Belgium is abandoning coal and moving to more unorthodox fuels: old tires, plastics, sewage sludge, city garbage, ground cattle bones. The result is less carbon dioxide wafting from the smokestack — and in Europe, less carbon is worth more cash under a much vaunted EU scheme that allows industries to swap CO2 pollution rights just like any commodity. So, has cap-and-trade actually dented Europe’s greenhouse gas emissions? Views vary, but an evaluation today shows that the system has so far delivered more promise than results. But gradually, most analysts say, it is changing the way Europeans manufacture goods, produce energy and conduct business. “It was not built to revolutionize our economy. It was meant to give impetus to long-term change,” said Hans Bergman, a top official of the European Commission on Climate Action, the European Union’s executive arm that drafts policy to fight climate change. “It takes some time to create bigger things,” Bergman told The Asso-

ciated Press. Europe has been attacking climate-changing pollution for 20 years, and boasts it has done more than any other economy to slash its greenhouse gases. By 2010 emissions were 17 percent less than the international benchmark year of 1990, and are easily on target to meet the EU commitment of a 20 percent reduction by 2020. If Europe boosts its energy efficiency, that decade-ending figure could even reach 25 percent. Six years ago, stepping up the pressure on its heaviest polluters, the EU launched cap-and-trade, meant to compel power plants and heavy industries to reduce emissions — or make them pay. WASHINGTON – A new, ultrafast wireless Internet network is threatening to overpower GPS signals across the U.S. and interfere with everything from airplanes to police cars to consumer navigation devices. The problem stems from a recent government decision to let a Virginia company called LightSquared build a nationwide broadband network using airwaves next to those used for GPS. Manufacturers of GPS equipment warn that strong signals from the planned network could jam existing navigation systems. A technical fix could be expensive — billions of dollars by one estimate — and there’s no agreement on who should pay. Government officials

pledge to block LightSquared from turning on its network as scheduled this year unless they receive assurances that GPS systems will still work. The stakes are high not only for the GPS industry and its users, but also for those who would use LightSquared’s network. In approving it, the Federal Communications Commission seeks to boost wireless competition and bring faster and cheaper Internet connections to all Americans — even in remote corners of the country. LightSquared and the FCC both insist the new network can co-exist with GPS systems. But device makers fear GPS signals will suffer the way a radio station can get drowned out by a stronger broadcast in a nearby channel. The problem, they say, is that sen-

sitive satellite receivers — designed to pick up relatively weak signals coming from space — could be overwhelmed when LightSquared starts sending high-power signals from as many as 40,000 transmitters on the ground using the airwaves next door. “The potential impact of GPS interference is so vast, it’s hard to get your head around,” said Jim Kirkland, vice president and general counsel of Trimble Navigation Ltd., which makes GPS systems. “Think 40,000 GPS dead spots covering millions of square miles in cities and towns throughout the U.S.” One of the biggest risks is to the GPS navigation systems used by about 40 percent of commercial and private planes. Backup systems that rely on ground-based radio signals are not as accurate and have coverage gaps.

Henry surprised by Liverpool’s lack of depth Agence France Presse

LIVERPOOL, United Kingdom – The lack of depth in Liverpool’s squad came as a shock to John Henry when the American’s Fenway Sports Group (FSG) bought the Anfield club last year. FSG paid £300 million to buy Liverpool from Tom Hicks and George Gillett in October and Henry admitted tackling problems with the squad was “a bigger issue than we feared”. “The worst surprise was the lack of depth,” the American told FourFourTwo magazine. “There was a huge multi-year pay-roll for a squad that had very little depth.” Henry said the financial outlay on the group of players in terms of salaries was huge in comparison to the resources available. “Our number one priority is to win the Premier League title,” added Henry. “That is what we take with us each day to work as the force that drives us to excel. “If we can accomplish that we will have put ourselves in a position to be successful on all fronts including Europe. “Success is winning championships. It is nothing less than that.” Liverpool last won the title in 1990.

MOSCOW – Russian Prime Minister Vladimir Putin on Wednesday set the country’s sports ministry and Russian Football Union (RFU) the task of preparing a strong team for the 2018 World Cup. “We should prepare a strong national team for the 2018 World Cup,” Putin said at a meeting of 2018 World Cup organising board. “We all understand that this task could not be solved in one or just two years.“We still have seven years ahead and we need to carry out an everyday, laborious, task with our young footballers as they will have to uphold the honour of our flag at the World Cup.”

Russia won the right to host the 2018 World Cup in a campaign spearheaded by Putin in December. As well as a major infrastructure building drive, Russia will need to resurrect the fortunes of its football side, which failed to qualify for the 2010 World Cup. The national team is currently going through a difficult patch and the players, including Arsenal star Andrei Arshavin, were criticised in the press for poor performances in the friendly matches against Iran and Qatar. Worse, they then lost crucial points by drawing a Euro 2012 qualifier at Armenia. Russia still share the lead in Euro 2012 qualifying Group B with Slovakia and Republic of Ireland on 10 points from five matches.

MILAN, Italy – Schalke 04 coach Ralf Rangnick claimed his side had been rewarded for their attacking mentality as they stunned the reigning champions Inter Milan 5-2 at the San Siro. Inter boss Leonardo admitted the tie was as good as over as he saw his side slump to their second heavy defeat in three days as they flopped again at the most crucial stage of the season. On Saturday they lost 3-0 to bitter neighbours AC Milan in a top of the table clash that left them trailing their rivals by five points in Serie A. In both games they had Cristian Chivu sent off but in both games they were already trailing. In fact, against Schalke they were 4-2 down when the Romanian received his marching orders and Rangnick said that was due to his attacking approach. “What can I say, that was a fantastic game, there was nothing boring in this game,” he said. “It could have finished 10-5 or 8-4, it was a great game for the fans. “From the first minute we tried to play attacking football. Kobe Bryant scored 20 points and hit a tying 3-pointer with 16 seconds left, but fumbled the ball away on an ill-conceived drive at the buzzer. With a listless performance in their second straight loss following a 171 stretch, the Lakers might have lost the chance to catch San Antonio atop the Western Conference standings. The Spurs have a 3 1/2-game lead with five games left for Los Angeles. Paul Millsap scored 22 points for the Jazz, who had a five-point lead with 90 seconds left before Bryant got the Lakers back in it with two 3pointers. Although the Jazz would have to finish the season with four more victories to avoid just their second losing season in 28 years, they avoided their first nine-game losing streak in these clubs’ second meeting in five days. Rookie Derrick Favors had 14 points and 11 rebounds for the Jazz, who held on for their first road win over the Lakers since Jan. 1, 2006, a span of 17 games in the regular season and playoffs. Pau Gasol scored 12 of his 19 points in the first quarter while playing through a bone bruise in his right knee for Los Angeles. Andrew Bynum had 12 points, a career-high 23 rebounds and four blocked shots for the Lakers, who missed their first 13 3-point attempts and made 19 turnovers — none more costly than Bryant’s apparent bobble off his knee at the top of the key against Hayward’s defense with the game on the line. The Lakers’ impressive nine-game winning streak ended Sunday with a loss to playoff-bound Denver in Los Angeles’ third game in less than four days. The Lakers didn’t have the excuse of exhaustion against the Jazz: They just didn’t appear interested until Bryant, who didn’t make a field goal in the first half, rallied them in the final minutes. Hayward scored 14 points in the second half, showing a whole lot more poise than his former Butler teammates did in Monday’s NCAA title game. Pedrosa undergoes successful surgery Jerez - Spanish rider Dani Pedrosa has undergone successful surgery to decompress his left subclavian artery. The operation, performed at the Teknon Medical Centre in Barcelona, was carried out in order to release the arterial compression, with the titanium plate and the

screws fixed to Pedrosa’s collarbone removed. The subclavian artery has also been separated from the fibrotic tissues that surrounded costoclavicular space. At the same time, intraoperative angiography by minimally invasive transfemoral approach confirmed

the return of the subclavian flow. The Honda rider is expected to recover satisfactorily. Pedrosa will remain in hospital for a further 48 hours and next week he will visit the doctors again to determine his rehabilitation. The next race will take place in Portugal on May 1st.

Lewis Hamilton finished the Melbourne race in second position behind Red Bull’s Sebastian Vettel, while team-mate Jenson Button was sixth after a drive-through penalty. McLaren’s managing director Jonathan Neale admitted on Tuesday his team is aware that it needs to raise its pace to catch Red Bull. “I think you are right in your first assessment in that we don’t think we necessarily had the quickest car out there, and we are working very hard over the next few races to try and make sure that Lewis [Hamilton] and Jenson [Button] can qualify on the front row,” said Neale during a Vodafone phone-in on Tuesday. “I think there is still a reasonable amount of work to do. There are some areas of the car that we are satisfied with, but clearly at this stage it is all about how we exploit the tyres and we get the downforce on the car.” Neale admitted, however, that the team was happy with where it was in Australia, especially considering the difficult winter of testing. “We were pleased with the performance of our car even though we didn’t win the race,” he said. “That was a confidence boost for us. We are not for one minute thinking that we have seen the best of Ferrari or Mercedes at this stage. We watched each other carefully through winter testing and I am absolutely sure that both of those teams have more to bring.

“In terms of the nature of the circuit, once you get to venue like Malaysia with much hotter track temperatures and certainly circuits like Barcelona which are pretty challenging, they will test the cars more fully.” Neale also conceded McLaren was not aware of the potential of Red Bull’s KERS, despite Button saying during the Australian GP weekend that he believed the British squad’s system was superior. Red Bull decided against running KERS in Australia, but it is planning to race it in Malaysia, where its impact will be more significant. “I’m not sure that he would know about Red Bull’s KERS,” he said. “Certainly I don’t know anything about its system. I think from the basis of Mercedes Benz, which builds our system, with an extra 12 months of experience compared to others then there should be advantages to do with systems integration and packaging. But that is a very difficult thing to quantify because we don’t have any comparative information. “I think the one thing that we are all looking for at this stage is to make sure that our cars are reliable as possible. Of course with the increase in complexity comes the risk of poorer reliability. So we are fighting very hard to make sure that we have the aerodynamic performance that we are looking for but making sure that the underlying systems are also reliable.”
