NBA star Kobe Bryant wins Oscar for animated short

LOS ANGELES - Retired basketball star Kobe Bryant has won five NBA titles, but taking home an Oscar on his first attempt was a bigger thrill than the victories earned with the Los Angeles Lakers, the 39-year-old future Hall of Famer said on Sunday. “I feel better than winning the championship, to be honest with you. I swear I do,” Bryant told news media backstage after accepting the Academy Award for “Dear Basketball,” the animated short film he wrote and produced. “To be here right now and to have like ... a sense of validation is ... this is crazy, man,” Bryant added. “It’s crazy.” “Dear Basketball” is based on the National Basketball Association great’s 2015 poem, published on the Player’s Tribune website, announcing his final NBA season. Bryant narrated the five-minute film, which was directed by Glen Keane and scored by Oscar winner John Williams. The film shows top moments from Bryant’s career animated in hand-drawn images while he recites the letter about his devotion to the sport from a young age and a body that will no longer allow him to compete at the highest level. Bryant, who played 20 seasons, has started his own production company in retirement, Kobe Studios. He told news media he sought out Oprah Winfrey and TV producer Shonda Rhimes for guidance when he launched the studio. Bryant shared his advice for athletes navigating retirement, which can often be daunting, as many are often young and have to fill their time after decades of training and competition. “The hardest thing for athletes to do is when you start over, you really have to quiet the ego and you have to ... begin again,” Bryant said. “You have to be a learner all over again. Frances McDormand wins, loses and reunites with best actress Oscar

LOS ANGELES - Like a scene from a Hollywood caper film, a tuxedo-clad photographer foiled another man’s attempt to make off with Frances McDormand’s Oscar from an official Academy Awards after-party on Sunday. Los Angeles police said on Monday that party-goer Terry Bryant was arrested on a grand theft charge and was being held on $20,000 bond. It was unclear if he had an attorney. Bryant was arrested after McDormand’s best actress Oscar went missing briefly at the lavish Governor’s Ball party in Hollywood, where Academy Award winners have their statuettes engraved following the annual ceremony. McDormand, 60, won the award for her role as an angry, grieving mother in “Three Billboards Outside Ebbing, Missouri.” “I lost my Oscar,” the two-time Oscar winner said, shrugging her shoulders as she left the party, according to video recorded by Reuters Television. The Reuters video captured Bryant leaving the ball holding the Oscar

and saying, “We got it. We did it. We did it. I got to go.” The Los Angeles police department said in a statement that the photographer, whom they did not identify, grew suspicious when he failed to “recognize Bryant as a recipient from the awards show.” He followed Bryant out of the party “and without any resistance from Bryant took the Oscar from him,” the statement said. It was not clear how Bryant took possession of the Oscar, or in what capacity he was attending the event, but police said he had a ticket to enter. Bryant also posted a video on social media of himself at the event holding an Oscar statuette and telling other guests he was a winner. “After a brief time apart, Frances and her Oscar were happily reunited. They celebrated the reunion with a

double cheeseburger from In and Out,” McDormand’s representative, Simon Halls, said in a statement, referring to the California fast-food chain. Halls did not say whether McDormand planned to press charges. The Academy of Motion Picture Arts and Sciences, which retains some rights to the Oscar statuettes it hands out, did not return a request for comment on Monday. Before McDormand retook possession of her Oscar, Reuters photographer Mario Anzuoni saw an Academy official at the Governor’s Ball hand the recovered statuette to best actor winner Gary Oldman to return to McDormand. Unidentified substance leaves former Russian double agent SALISBURY - British police raced on Tuesday to identify the substance suspected of striking down a former Russian double agent convicted of treason in Moscow for betraying dozens of spies to British intelligence. Britain’s top counter-terrorism officer, Mark Rowley, said investigators needed to be “alive to the fact of state threats” after Sergei Skripal, once a colonel in Russia’s GRU military intelligence service, was taken ill. The 66-year-old former spy and his 33-year-old daughter, Yulia, were found on Sunday unconscious on a bench outside a shopping centre in the English city of Salisbury after exposure to what police said was an unknown substance. Both were critically ill in intensive care. Skripal, who passed the identity of dozens of spies to the MI6 foreign intelligence agency, was given refuge in Britain after he was exchanged in 2010 for Russian spies caught in the West as part of a Cold War-style spy swap at Vienna airport. While the British authorities

said there was no known risk to the public, police sealed off the area where the former spy was found and a pizza restaurant called Zizzi in the centre of Salisbury. Some investigators wore yellow chemical suits. “We’re speaking to witnesses, we’re taking forensic samples at the scene, we’re doing toxicology work and that will help us to get to an answer,” Rowley told BBC radio. He said counterterrorism police were assisting the investigation. “We have to remember: Russian exiles aren’t immortal, they do all die and there can be a tendency to conspiracy theories. But likewise

we have to be alive to the fact of state threats,” he said, pointing to the murder of Alexander Litvinenko. A British inquiry said President Vladimir Putin probably approved the 2006 murder of ex-KGB agent Litvinenko with radioactive polonium-210 in London. The Kremlin has repeatedly denied any involvement in the killing of Litvinenko. Litvinenko, 43, an outspoken critic of Putin who fled Russia for Britain six years before he was poisoned, died after drinking green tea laced with the rare and very potent radioactive isotope at London’s Millennium Hotel.

It took some time for British doctors to discern the cause of Litvinenko’s illness. British police did not release the names of those who were being treated but two sources close to the investigation told Reuters that the critically ill man was Skripal. It was unclear what the substance was, they said. The BBC, which first reported Skripal’s name, said his daughter Yulia was the 33-year-old woman found beside him. The Kremlin said it was ready to cooperate if Britain asks it for help investigating the incident with Skripal. “Nobody has approached us with such a request,” Kremlin spokesman Dmitry Peskov told a conference call with reporters when asked if the British authorities had been in touch seeking help. “Moscow is always open for cooperation.” Calling it a “tragic

situation,” Peskov said the Kremlin did not have information about the incident. Dengue handling insufficient by combating mosquitoes

DENPASAR - Handling of dengue fever is not enough just by eradicating mosquitoes. There are three components that must also be considered namely the host (human), agents (mosquitoes), and the environment. A researcher and lecturer at Public Health Sciences (IKM) Department, Udayana University, Sang Gede Purnama, explained that if human wants to be controlled, it can done with vaccine. “If the vaccine is indeed already available,” he said on Monday (Mar. 5). With the vaccine, human body immunity is good because until now the drug for the dengue fever has not been found yet. There is only an advice to drink a lot. The second component is the environment. World Health Organization (WHO) suggests two things to control the environment of dengue fever namely by modification and manipulation of environment. This means to reduce the points of puddles and nesting places of mosquitoes. For example, it can be applied by replacing tub with a bucket or closed water reservoir or use shower so there is no puddle. The third component must overcome the agent, namely mosquito. Not long ago, a research on Aedes aegypti mosquito was carried out in Yogyakarta. Wolbachia bacteria are used to reduce the ability of mosquitoes to transmit dengue virus. It is applied by injecting Wolbachia bacteria into the body of Aedes aegypti mosquitoes. “It is a natural method without killing mosquitoes. However, the mosquitoes can still bite humans and survive, but the ability to transmit the disease becomes low,” he explained.

Theoretically, if all mosquitoes are infected with the bacteria, the transmission of dengue virus can possibly be reduced. The mosquitoes having been infected with bacteria can multiply but the ability to transmit dengue virus becomes lower. There is possibility if the virus-carrying mosquitoes still exist. “So, the target is the case. It indeed reduces the case, but injection of bacteria should continuously be done,” he said. He has been doing some researches related to mosquitoes. Bacillus thurinigiensis bacteria are put into water reservoirs. As the result, there are no larvae but the case does not reduce because of high population mobility. Someone may suffer from dengue fever, although his house is clean of mosquito larva. However, due to high mobility, he can possibly be infected in other places remaining to have larvae. Mosquito population in Denpasar is recognized to have reduced with the presence of larvae monitoring officers (jumantik). However, the dengue virus remains high when compared to other places especially dengue virus 2 and 3 found in Denpasar. Meanwhile, in Gianyar there are many mosquitoes but in the past the dengue virus was only a few. As soon as the dengue virus moved or was carried away by people with high mobility, the dengue fever case in Gianyar explodes. Virtually it is difficult to stop because Gianyar was not too concerned with dengue fever 3-4 years ago. At that time, people might be bitten by mosquitoes in the morning, noon or at night, but they did not get sick. Today, after the presence of dengue virus plus the large number of mosquitoes, the dengue fever cases in Gianyar explode. “Almost 70 percent of houses in Gianyar and Klungkung have the dengue larvae, and Denpasar has 20 percent,” he said. NEGARA - The ranks of Mendoyo police will supervise the use of gadget within the environment of high school students. Moreover, at this time the high school and vocational school students are allowed to bring such device to support e-learning since the authority was taken over by the province. Being worried about the use or negative impact caused by the device on students, some schools work with police authority to minimize such impact. Chief of Mendoyo Police, Gusti Agung Sukasana, after serving as inspector of raising flag ceremony at SMAN 2 Mendoyo high school on Monday (Mar. 5) said the cooperation for the supervision is based on the school’s worries about the obligation to use the device among the students. It is emphasized on access to negative content such as pornography, hate speech and others. “The gadgets have many good sides and so do the negative ones. We focus on the negative sides,” said police chief from Pohsanten. The supervision is done by accompanying school to perform raid when checking the students’ device. The checking will be done periodically and suddenly. When the device is found to contain negative content, it will be deleted and given coaching. “At least, it will be held once a week and suddenly. The presence of police can become a shock therapy,” he added. The checking will also be coordinated with local school. According to him, SMA Negeri 2 Mendoyo high school initiated the cooperation. In addition to supervising students’ device, schools and

police authority will work together on other matters such as public order and security as well as traffic discipline. Meanwhile, Principal of SMAN 2 Mendoyo, I Komang Winata, said that currently high school students have applied e-learning, an information technology-based learning system. So, they are obliged to bring a device, notebook or laptop. By that way, they can access the learning materials. Students are required to be creative in uploading their assignment and modules. Schools are worried about the online learning if there is misuse of the devices. “We apply persuasive approach with police to prevent, so the students will not fall into negative content,” he explained. According to him, school will also establish a special supervision team. In addition to working with police authority in the supervision to the device brought by students, the school also provides coaching regarding the public order and security as well as the ethics in using social media. Currently, he said it is focused on the XII grade. It is specifically meant for them ahead of the National Examination as all the students of high school and vocational school will apply computer-based national examination (UNBK). Just to be known, before delegated to provincial government, the students were not allowed to bring such device while they are in the environment of school learning from elementary to high school. Diesel collapse gives automakers carbon headache

GENEVA - The accelerating demise of diesel, long used by carmakers to boost fuel-efficiency, is undermining their plans to meet looming European Union CO2 goals, and avoid big annual fines.

Executives gathered on Tuesday at the Geneva auto show are grappling with unpalatable choices: re-engineer existing vehicles at huge expense, restrict sales of some profitable models; or risk hundreds of millions of euros in penalties. Others are clinging to the hope that the image of the latest Euro 6 diesels may yet be rehabilitated, and their fortunes restored. “I am worried,” Volkswagen Chief Executive Matthias Mueller said in a Reuters Television interview. “But it’s our job to solve these problems,” he said. “I’m firmly convinced that diesel will experience a revival.” But a fresh flurry of bad headlines and the growing prospect of outright diesel vehicle bans are already sending their sales into a steeper tailspin. While diesels produce more toxic nitrogen oxides (NOx) and particulates than gasoline engines, their efficiency has been instrumental in cutting greenhouse gases. As consumers shun diesels, more carmakers are on track to miss tougher EU carbon dioxide goals taking effect in 2020-21. SALES RESTRICTIONS

Some industry insiders predict carmakers will be forced to rein in sales of larger models by raising prices to avoid overshooting the EU’s 95 grammes/kilometre CO2 target. Ford is reviewing its European line-up in light of diesel’s slide and is likely to “restrict the sale of some vehicles that push us over the limit”, a company source said. Steven Armstrong, the carmaker’s head of European operations, played down that prospect. “We’re not having to rethink the model line-up,” he said. “Of course we’ll have to fine-tune the volume by powertrain by vehicle, but it’s not going to be a fundamental

shift for us.” Initially sparked by VW’s 2015 emissions test-cheating scandal and subsequent studies exposing the true levels of NOx emissions, the diesel slump has since deepened rather than stabilising, as Mueller and others had hoped it would. Sales of diesel cars fell 8 percent in Europe last year, reducing their market share to 44 percent from a 55 percent peak in 2011. Partly as a result, average new-car CO2 emissions actually rose in the UK for the first time in 17 years. That was before the latest PR setbacks, in which VW admitted using monkeys and humans to test exhaust gas, and a court ruled that German cities were free to ban older diesel cars - joining Paris, London and a host of other urban centres that have vowed to run them off the road. Diesel sales were down another 19 percent in Germany last month, and a whopping 24 percent in Britain, amid concern that the decline in second-hand values would give way to collapse.

‘TOO LATE’

French carmakers, which have relied heavily on diesels to meet CO2 goals, are now scrambling for alternatives. Renault has stepped up development of a low-cost hybrid known as “Locobox”, but the powertrain won’t even begin rolling out until 2021. PSA Group Chief Executive Carlos Tavares insisted last week the Peugeot maker remained on track. In a newspaper interview the same day, however, he urged governments to suspend penalties for non-compliance until electric car charging networks are better developed. Fuel-saving 48-volt hybrids being rushed out across the Peugeot, Citroen and newly acquired Opel lineups are not expected to arrive before 2022 under current plans. “It’s not just at PSA that it’s happening too late – it’s happening too late everywhere,” said Philippe Houchois, a London-based automotive analyst with investment bank Jefferies.

“The cost of CO2 compliance is one of the potential triggers of the next auto recession,” Houchois said. “Manufacturers are going to have to raise prices on larger petrol cars to meet their emissions targets, and that’s going to hit sales overall.” Already last October, investment research house MSCI was warning that “all carmakers apart from Toyota are at risk of missing regulatory targets for fleet emissions in 2021”. The Japanese carmaker is dropping diesels from its European fleet as it benefits from two decades of dominance in petrol-electric hybrids. Fiat Chrysler is expected to announce a diesel phase-out in its mid-term plan, due in June. German premium automakers are also better resourced to absorb the shock, by ramping up sales of plug-in hybrids already in their portfolios or pipelines while rushing out 48-volt technology to curb emissions across existing model lineups - including the two-year-old Mercedes E-Class. But the strategy of leaning on costly plug-ins for CO2 compliance has limits, as well as profitability perils. BMW admits it is already taking a hit on the hybrid version of its X5 SUV, priced 600 euros below the diesel version at 72,500 euros ($89,500), despite its higher cost. “The profitability of plug-in hybrids is below that of cars with pure combustion engines,” a company spokesman said. That spells bigger trouble for volume brands, which lack the lucrative luxury models to offset “compliance cars” sold at lower profit or even a loss to meet CO2 goals. “If everybody wants to sell a lot of electrified vehicles, the prices are going to collapse,” said one PSA Group engineer. “And since it’s a market that’s already quite unprofitable, people are just going to lose their shirts.” (rtr)

MANGUPURA — Since last Friday (Mar. 2), the Southern side bridge of the Ngurah Rai underpass project has started to operate. After being operated, the traffic from Jimbaran direction to the roundabout has started to run smoothly.

After accomplishing the construction of the Southern side bridge, the workmanship began to focus on the Southern arm. Workmanship on the Southern side can only be done at night because the location belongs to the safety area of flight operations (KKOP). “So far, the progress of underpass workmanship as a whole has reached 38 percent. The Southern side bridge has already started to function. For the next implementation, we are still focusing on the drilling on the Southern side of the arm,” said the official of the commitment maker (PPK), Executive Unit Working 11 of Denpasar Metropolitan National Road Authority, I Nyoman Yasmara, as confirmed on Monday (Mar. 5). Yasmara explained that drilling will be done on the Southern arm as much as 230 points. Until now,

the workmanship has reached 62 points. As for the frontage on the Eastern shoulder, his agency is still waiting for completion of the PDAM pipeline removal. “Until now, the removal is still in process. When the workmanship is completed, we will start working on the frontage on the Eastern side,” he explained. In the meantime, the workmanship in the Northern arm remains in the drilling process. Later on, in the Northern arm there will be totally 329 points. “Currently, the drilling has completed 78 points. The frontage in Western side will be resumed immediately while waiting for the completion of the removal of PLN utilities. Then, in the Eastern side is still being done while waiting for PDAM pipeline relocation,” he added. For the one in the roundabout, Yasmara said the workmanship was already done. Currently, inside the roundabout is only intended for preparation of iron structure. After that, it will be resumed with the landscape arrangement. “As planned, this April the landscape in the roundabout will be arranged,” he added. (kmb23)

When the prosecutor asked in addition to hashish, what else he ordered in the Netherlands, the defendant said this order was made for the first time. When his legal counsel asked about why he consumed hashish, the defendant said the hashish is consumed to overcome depression due to family problems. YANGON - Myanmar’s “ethnic cleansing” of Rohingya Muslims is continuing, a senior U.N. human rights official said on Tuesday, more than six months after insurgent attacks sparked a security response that has driven nearly 700,000 people into Bangladesh. Andrew Gilmour, the U.N. assistant secretary-general for human rights, made the comment after a four-day visit to the Cox’s Bazar district in neighbouring Bangladesh, where he met people who have fled from Myanmar recently. “I don’t think we can draw any other conclusion from what I have seen and heard in Cox’s Bazar,” Gilmour said in a statement. After Rohingya insurgents attacked 30 police posts and an army base on Aug. 25, Myanmar soldiers and police swept through villages in what the government says was a legitimate operation to root out “terrorists”. Rohingya who sought shelter in Bangladesh have reported rape, killings and arson by security forces. The United Nations and United States have concluded the campaign amounted to ethnic cleansing. Gilmour spoke to refugees who recounted abductions by security forces and at least one apparent death of a Rohingya man in custody in February, the statement said. “It appears that widespread and systematic violence against the Rohingya persists,” Gilmour said. “The nature of the violence has changed from the frenzied bloodletting and mass rape of last year to a lower intensity campaign of terror and forced starvation that seems to be designed to drive the remaining Rohingya from their homes and into Bangladesh.” Despite Myanmar saying it was ready to accept back refugees under an pact signed with Bangladesh in November, he added, “Safe, dignified and sustainable returns are, of course, impossible under current conditions”. BEIJING - China on Monday unveiled its largest defence spending increase in three years, setting an 8.1 percent growth target this year, fuelling an ambitious military modernisation programme and making its neighbours nervous. Trump faces pushback on tariffs but says he will not back down

Berlusconi, who has not been seen in public since the vote, met Salvini on Monday in his villa near Milan. Afterwards, Forza Italia said it was open to welcoming in other parties to create a centre-right government, but it was not clear where such support might come from, with the bloc seen some 49 seats short of a majority in the 630-seat lower house. Before the encounter, Salvini told reporters that, while not interested in a broad “minestrone” coalition, the League would be willing to talk to all parties. KUALA LUMPUR - Indonesian officials say they hope that a new film starring human trafficking victims will reach rural areas to raise awareness about the risks of signing on to work abroad. The short film, “A Dream of a Misty Land”, follows the story of a few teenagers from rural Indonesia who were lured to work in other countries by job recruiters, but ended up being exploited. The plot is all too real for hundreds of thousands of Indonesian women who leave behind their families and their country every year to become domestic helpers. A string of abuse and human trafficking cases has prompted Indonesia to take action, including a ban on women going to the Middle East for domestic work. But campaigners say the country still struggles to stem the flow of migration. Officials at the Ministry of Women’s Empowerment and Child Protection, which partially funded the film that premiered last month, said they hope the story can serve as a deterrent. “I hope that the film could reach the rural areas as well as where the women job seekers and the girls are originated from,” said Vennetia Danes, the ministry’s deputy head of women’s protection. “Indonesia which has thousands of islands and a population of 260 million people face challenges in controlling trafficking in persons,” she said over the phone from Indonesia. Most of the actors in the 41-minute film were trafficking victims who were domestic workers in Singapore, Malaysia and Taiwan, producer Maizidah Salas said. The story is also drawn from Salas’ own experience. A former domestic helper in Taiwan over a decade ago, her employer refused to pay her and withheld her passport. Salas was eventually arrested and deported when her work visa expired. “This has happened to so many Indonesians, falling victim to these false promises,” said Salas, who is also a campaigner with the non-profit Indonesian Migrant Workers’ Union. “I hope the film can be a more effective way in raising the awareness,” she told the Thomson Reuters Foundation. Both the producer and the government are promoting the film in rural Indonesia, where people are vulnerable to human traffickers because there is less awarenss of the problem. There is no official number of Indonesian trafficking victims. Nearly half of the world’s 53 million domestic workers are from Asia, according to the International Labour Organization. BANGKOK - An Indonesian lawyer said he will appeal a verdict by a regional court that upheld a decades-old ban on ethnic Chinese people owning land in Yogyakarta province, which he called racist and discriminatory. Handoko Wibowo had filed a petition in a district court in Yogyakarta, calling for a repeal of the 1975 edict that gives only indigenous Indonesians the right to own land in the central province. Minorities only get usage rights. The court last week dismissed the lawsuit, reasoning that the edict

was imposed to protect the interests of indigenous Indonesians who are less wealthy than ethnic Chinese people, said Handoko, who rejected that conclusion. “The Chinese are also Indonesian citizens. To discriminate even now on the basis of ethnicity is racist and unlawful,” he said. “The edict goes against the agrarian law that gives all citizens the right to own land. It is time we repealed it,” he told the Thomson Reuters Foundation over the phone. Ethnic Chinese make up less than 5

percent of Indonesia’s population, but they control many of its large conglomerates and much of its wealth. The wealth gap has long fed resentment among poorer “pribumi”, Indonesia’s mostly ethnic-Malay indigenous people. Former president Suharto blocked Chinese Indonesians from many public posts and denied them cultural expression. Marginalised politically and socially, many turned to business and became wealthy. Tensions against them have flared in recent years.

In 2015, Indonesia’s National Commission on Human Rights urged authorities in Yogyakarta to repeal the land edict, saying it was discriminatory and would hurt development. At the time, officials denied it was unconstitutional. It is difficult to repeal local laws, because the regions “have a constitutional right to implement policies according to local preferences and needs,” said Diego Fossati, a research fellow at the Griffith Asia Institute. He said that many municipalities have regu-

lations that discriminate against minorities. “The target is always the Chinese minority, because they are perceived as prospering at the expense of native populations,” Fossati added. Handoko, who is of Chinese descent and works with farmers to help them claim their rights, said he was prepared to exhaust all legal avenues in order to get the law scrapped. “I will appeal the ruling in the High Court, and if that is also rejected, I will go to the Supreme Court,” he said. Trump faces pushback on tariffs but says he will not back down

WASHINGTON - U.S. President Donald Trump faced growing pressure on Monday from political and diplomatic allies as well as U.S. companies urging him to pull back from proposed steel and aluminum tariffs, although he said he would stick to his guns.

Inside the White House, there still appeared to be confusion about the timing and extent of the planned tariffs, which would hit allies like Canada and Mexico hard. Efforts by Trump and U.S. trade negotiators to link the NAFTA trade pact talks to the duties received short shrift from Ottawa and Mexico City. Leading Republicans turned up the pressure on Trump, with House of Representatives Speaker Paul Ryan leading the charge. Ryan’s home state of Wisconsin would be hit by proposed European countermeasures on Harley-Davidson Inc motorbikes. Representative Kevin Brady, another top House Republican, called on Trump not to hit America’s closest allies. Business leaders are pressing for a meeting with Trump to brief him on the negative repercussions of the tariffs on companies that use steel and aluminum, a source familiar with the matter said. A meeting had not yet been set up, the source said. The White House had no comment. The planned tariffs have roiled world stock markets as investors worried about the prospect of an escalating trade war that would derail global economic growth. ROME - Two anti-establishment leaders made early plays to govern Italy on Monday, triggering concern in the euro zone following an inconclusive election where voters shunted mainstream parties to the sidelines. With the euro zone’s thirdlargest economy seemingly facing prolonged political instability, the anti-immigrant League claimed the right to rule after its centre-right alliance won the largest bloc of votes. “We have the right and duty to govern,” League leader Matteo Salvini told a news conference. A string of abuse and human trafficking cases has prompted Indonesia to take action, including a ban on women going to the Middle East for domestic work. But campaigners say the country still struggles to stem the flow of migration. Officials at the Ministry of Women’s Empowerment and Child Protection, which partially funded the film that premiered last month, said they hope the story can serve as a deterrent. “I hope that the film could reach the rural areas as well as where the women job seekers and the girls are originated from,” said Vennetia Danes, the ministry’s deputy head of women’s protection. “Indonesia which has thousands of islands and a population of 260 million people face challenges in controlling trafficking in persons,” she said over the phone from Indonesia. Most of the actors in the 41-minute film were trafficking victims who were domestic workers in Singapore, Malaysia and Taiwan, producer Maizidah Salas said. The story is also drawn from Salas’ own experience. A former domestic helper in Taiwan over a decade ago, her employer refused to pay her and withheld her passport. Salas was eventually arrested and deported when her work visa expired. “This has happened to so many Indonesians, falling victim to these false promises,” said Salas, who is also a campaigner with the non-profit Indonesian Migrant Workers’ Union. “I hope the film can be a more effective way in raising the awareness,” she told the Thomson Reuters Foundation. Both the producer and the government are promoting the film in rural Indonesia, where people are vulnerable to human traffickers because there is less awarenss of the problem. There is no official number of Indonesian trafficking victims. Nearly half of the world’s 53 million domestic workers are from Asia, according to the International Labour Organization. An Indonesian maid died in Malaysia last month in one of the latest abuse cases, angering Indonesian officials who later said she was a victim of human trafficking. (rtr)

Indonesian lawyer fights decades-old ban on ethnic Chinese owning land

BANGKOK - An Indonesian lawyer said he will appeal a verdict by a regional court that upheld a decades-old ban on ethnic Chinese people owning land in Yogyakarta province, which he called racist and discriminatory. Handoko Wibowo had filed a petition in a district court in Yogyakarta, calling for a repeal of the 1975 edict that gives only indigenous Indonesians the right to own land in the central province. Minorities only get usage rights. The court last week dismissed the lawsuit, reasoning that the edict

was imposed to protect the interests of indigenous Indonesians who are less wealthy than ethnic Chinese people, said Handoko, who rejected that conclusion. “The Chinese are also Indonesian citizens. To discriminate even now on the basis of ethnicity is racist and unlawful,” he said. “The edict goes against the agrarian law that gives all citizens the right to own land. It is time we repealed it,” he told the Thomson Reuters Foundation over the phone. Ethnic Chinese make up less than 5

percent of Indonesia’s population, but they control many of its large conglomerates and much of its wealth. The wealth gap has long fed resentment among poorer “pribumi”, Indonesia’s mostly ethnic-Malay indigenous people. Former president Suharto blocked Chinese Indonesians from many public posts and denied them cultural expression. Marginalised politically and socially, many turned to business and became wealthy. Tensions against them have flared in recent years.

In 2015, Indonesia’s National Commission on Human Rights urged authorities in Yogyakarta to repeal the land edict, saying it was discriminatory and would hurt development. At the time, officials denied it was unconstitutional. It is difficult to repeal local laws, because the regions “have a constitutional right to implement policies according to local preferences and needs,” said Diego Fossati, a research fellow at the Griffith Asia Institute. He said that many municipalities have regu-

lations that discriminate against minorities. “The target is always the Chinese minority, because they are perceived as prospering at the expense of native populations,” Fossati added. Handoko, who is of Chinese descent and works with farmers to help them claim their rights, said he was prepared to exhaust all legal avenues in order to get the law scrapped. “I will appeal the ruling in the High Court, and if that is also rejected, I will go to the Supreme Court,” he said. BEIJING - China on Monday unveiled its largest defence spending increase in three years, setting an 8.1 percent growth target this year, fuelling an ambitious military modernisation programme and making its neighbours nervous. The 2018 defence budget will be 1.11 trillion yuan ($175 billion), according to a report issued at the opening of China’s annual meeting of parliament. the Pentagon with $617 billion and an additional $69 billion to fund ongoing wars in fiscal 2019. Taiwan’s China policy-making Mainland Affairs Council said China’s moves to raise defence spending and military drills have increased tension. “China should take international concerns seriously, increase its defence budget’s transparency and give up its targeted military deployment towards Taiwan in order to avoid an escalation of regional tension,” it said. The 2018 defence spending increase comes as China’s economy expanded 6.9 percent last year, the first annual growth pick-up since 2010. But China kept its 2018 economic growth target at around 6.5 percent, said Li, the same as in 2017, despite exceeding that year’s target. Last year, defence spending was set to increase just 7 percent, to 1.044 trillion yuan ($164.60 billion), or about one-quarter of the proposed U.S. defence spending for the year. Nevertheless, the defendant always accompanied by his mother even occasionally kissed his mother and cried to asking for the opportunity to think twice in responding to the decision of the judges. In this case, the man from the United States was charged with Article 113 paragraph 1 of the Law No. 35/2009 on Narcotics. One thing that incriminated the defendant’s sentence was the escaping so that he found difficulties in undergoing the trial. However, one thing alleviating the defendant was his delivery of apologies and having depression. Previously, Christian Beasley in the examination as the defendant declared that the defendant purchased the hashish via online at a company in the Netherlands. When asked about the price, through the interpreter during the examination the defendant said that five grams of hashish were purchased at USD 50 or approximately IDR 750,000. The prosecutor then asked why the online purchase was not directly delivered to a local home address in Bali but instead to the post office. The defendant said he did not have an address so he chose the post office. But apparently the defendant was trapped there. The goods ordered via online were dismantled. When the hashish was taken at the post office, the defendant was immediately arrested by police. When the prosecutor asked in addition to hashish, what else he ordered in the Netherlands, the defendant said this order was made for the first time. When his legal counsel asked about why he consumed hashish, the defendant said the hashish is consumed to overcome depression due to family problems. Initially, he consumed marijuana at the age of 15 years. He then tried to seek treatment while in the United States and he got treatment from a psychologist. (kmb37)

N.Korea makes ‘agreement’ with S.Korea after historic meeting - KCNA

SEOUL - North Korean leader Kim Jong Un met senior South Korean government officials for the first time and said it is his “firm will to vigorously advance” inter-Korean ties and pursue reunification, the North’s official news agency said on Tuesday. Tensions between the two Koreas eased during the recent Winter Olympics in South Korea, where President Moon Jae-In hosted a high-level North Korean delegation. Kim Jong Un invited Moon to North Korea for a summit, which Moon said the two sides should work towards. “Hearing the intention of President Moon Jae In for a summit from the special envoy of the south side, (Kim Jong Un) exchanged views and made a satisfactory agreement,” the North’s Korean Central News Agency (KCNA) said of the meeting. The agency did not provide details on what that agreement was but an official from the presidential Blue House in Seoul said it partially addressed the summit offer made by

the North. North Korea has been developing nuclear-tipped missiles capable of reaching the United States but Pyongyang and Washington both say they want a diplomatic solution. Seoul’s delegation met Kim Jong Un, his sister Kim Yo Jong, Kim Jong Un’s wife and other officials on Monday, said Kim Eui-kyeom, a spokesman for the South’s presidential office. Kim Yo Jong attended the Winter Olympics opening ceremony last month. The delegation will wrap up a twoday trip to Pyongyang later on Tuesday after another meeting with North Korean officials, the spokesman said. North Korea has vowed never to give up what it calls an essential deterrent against U.S. hostility. Pyongyang has not carried out any nuclear or missile tests since November. YANGON - Myanmar’s “ethnic cleansing” of Rohingya Muslims is continuing, a senior U.N. human rights official said on Tuesday, more than six months after insurgent attacks sparked a security response that has driven nearly 700,000 people into Bangladesh. Andrew Gilmour, the U.N. assistant secretary-general for human rights, made the comment after a four-day visit to the Cox’s Bazar district in neighbouring Bangladesh, where he met people who have fled from Myanmar recently. “I don’t think we can draw any other conclusion from what I have seen and heard in Cox’s Bazar,” Gilmour said in a statement. After Rohingya insurgents attacked 30 police posts and an army base on Aug. 25, Myanmar soldiers and police swept through villages in what the government says was a legitimate operation to root out “terrorists”. Rohingya who sought shelter in Bangladesh have reported rape, killings and arson by security forces. The United Nations and United States have concluded the campaign amounted to ethnic cleansing. Gilmour spoke to refugees who recounted abductions by security forces and at least one apparent death of a Rohingya man in custody in February, the statement said. “It appears that widespread and systematic violence against the Rohingya persists,” Gilmour said. “The nature of the violence has changed from the frenzied bloodletting and mass rape of last year to a lower intensity campaign of terror and forced starvation that seems to be designed to drive the remaining Rohingya from their homes and into Bangladesh.” Despite Myanmar saying it was ready to accept back refugees under an pact signed with Bangladesh in November, he added, “Safe, dignified and sustainable returns are, of course, impossible under current conditions”. Myanmar government spokesman Zaw Htay said he had not seen the UN statement published on Tuesday, but that Myanmar was not committing ethnic cleansing. “We don’t drive out the refugees,” he said. Diesel collapse gives automakers carbon headache

GENEVA - The accelerating demise of diesel, long used by carmakers to boost fuel-efficiency, is undermining their plans to meet looming European Union CO2 goals, and avoid big annual fines.

Executives gathered on Tuesday at the Geneva auto show are grappling with unpalatable choices: re-engineer existing vehicles at huge expense, restrict sales of some profitable models; or risk hundreds of millions of euros in penalties. Others are clinging to the hope that the image of the latest Euro 6 diesels may yet be rehabilitated, and their fortunes restored. “I am worried,” Volkswagen Chief Executive Matthias Mueller said in a Reuters Television interview. “But it’s our job to solve these problems,” he said. “I’m firmly convinced that diesel will experience a revival.” But a fresh flurry of bad headlines and the growing prospect of outright diesel vehicle bans are already sending their sales into a steeper tailspin. While diesels produce more toxic nitrogen oxides (NOx) and particulates than gasoline engines, their efficiency has been instrumental in cutting greenhouse gases. As consumers shun diesels, more carmakers are on track to miss tougher EU carbon dioxide goals taking effect in 2020-21. SALES RESTRICTIONS

Some industry insiders predict carmakers will be forced to rein in sales of larger models by raising prices to avoid overshooting the EU’s 95 grammes/kilometre CO2 target. Ford is reviewing its European line-up in light of diesel’s slide and is likely to “restrict the sale of some vehicles that push us over the limit”, a company source said. Steven Armstrong, the carmaker’s head of European operations, played down that prospect. “We’re not having to rethink the model line-up,” he said. “Of course we’ll have to fine-tune the volume by powertrain by vehicle, but it’s not going to be a fundamental

shift for us.” Initially sparked by VW’s 2015 emissions test-cheating scandal and subsequent studies exposing the true levels of NOx emissions, the diesel slump has since deepened rather than stabilising, as Mueller and others had hoped it would. Sales of diesel cars fell 8 percent in Europe last year, reducing their market share to 44 percent from a 55 percent peak in 2011. Partly as a result, average new-car CO2 emissions actually rose in the UK for the first time in 17 years. That was before the latest PR setbacks, in which VW admitted using monkeys and humans to test exhaust gas, and a court ruled that German cities were free to ban older diesel cars - joining Paris, London and a host of other urban centres that have vowed to run them off the road. Diesel sales were down another 19 percent in Germany last month, and a whopping 24 percent in Britain, amid concern that the decline in second-hand values would give way to collapse.

‘TOO LATE’

French carmakers, which have relied heavily on diesels to meet CO2 goals, are now scrambling for alternatives. Renault has stepped up development of a low-cost hybrid known as “Locobox”, but the powertrain won’t even begin rolling out until 2021. PSA Group Chief Executive Carlos Tavares insisted last week the Peugeot maker remained on track. In a newspaper interview the same day, however, he urged governments to suspend penalties for non-compliance until electric car charging networks are better developed. Fuel-saving 48-volt hybrids being rushed out across the Peugeot, Citroen and newly acquired Opel lineups are not expected to arrive before 2022 under current plans. “It’s not just at PSA that it’s happening too late – it’s happening too late everywhere,” said Philippe Houchois, a London-based automotive analyst with investment bank Jefferies.

“The cost of CO2 compliance is one of the potential triggers of the next auto recession,” Houchois said. “Manufacturers are going to have to raise prices on larger petrol cars to meet their emissions targets, and that’s going to hit sales overall.” Already last October, investment research house MSCI was warning that “all carmakers apart from Toyota are at risk of missing regulatory targets for fleet emissions in 2021”. The Japanese carmaker is dropping diesels from its European fleet as it benefits from two decades of dominance in petrol-electric hybrids. Fiat Chrysler is expected to announce a diesel phase-out in its mid-term plan, due in June. German premium automakers are also better resourced to absorb the shock, by ramping up sales of plug-in hybrids already in their portfolios or pipelines while rushing out 48-volt technology to curb emissions across existing model lineups - including the two-year-old Mercedes E-Class. But the strategy of leaning on costly plug-ins for CO2 compliance has limits, as well as profitability perils. BMW admits it is already taking a hit on the hybrid version of its X5 SUV, priced 600 euros below the diesel version at 72,500 euros ($89,500), despite its higher cost. “The profitability of plug-in hybrids is below that of cars with pure combustion engines,” a company spokesman said. That spells bigger trouble for volume brands, which lack the lucrative luxury models to offset “compliance cars” sold at lower profit or even a loss to meet CO2 goals. “If everybody wants to sell a lot of electrified vehicles, the prices are going to collapse,” said one PSA Group engineer. “And since it’s a market that’s already quite unprofitable, people are just going to lose their shirts.” (rtr)

MANGUPURA — Since last Friday (Mar. 2), the Southern side bridge of the Ngurah Rai underpass project has started to operate. After being operated, the traffic from Jimbaran direction to the roundabout has started to run smoothly.

After accomplishing the construction of the Southern side bridge, the workmanship began to focus on the Southern arm. Workmanship on the Southern side can only be done at night because the location belongs to the safety area of flight operations (KKOP). “So far, the progress of underpass workmanship as a whole has reached 38 percent. The Southern side bridge has already started to function. For the next implementation, we are still focusing on the drilling on the Southern side of the arm,” said the official of the commitment maker (PPK), Executive Unit Working 11 of Denpasar Metropolitan National Road Authority, I Nyoman Yasmara, as confirmed on Monday (Mar. 5). Yasmara explained that drilling will be done on the Southern arm as much as 230 points. Until now,

the workmanship has reached 62 points. As for the frontage on the Eastern shoulder, his agency is still waiting for completion of the PDAM pipeline removal. “Until now, the removal is still in process. When the workmanship is completed, we will start working on the frontage on the Eastern side,” he explained. In the meantime, the workmanship in the Northern arm remains in the drilling process. Later on, in the Northern arm there will be totally 329 points. “Currently, the drilling has completed 78 points. The frontage in Western side will be resumed immediately while waiting for the completion of the removal of PLN utilities. Then, in the Eastern side is still being done while waiting for PDAM pipeline relocation,” he added. For the one in the roundabout, Yasmara said the workmanship was already done. Currently, inside the roundabout is only intended for preparation of iron structure. Dengue handling insufficient by combating mosquitoes

DENPASAR - Handling of dengue fever is not enough just by eradicating mosquitoes. There are three components that must also be considered namely the host (human), agents (mosquitoes), and the environment. A researcher and lecturer at Public Health Sciences (IKM) Department, Udayana University, Sang Gede Purnama, explained that if human wants to be controlled, it can done with vaccine. “If the vaccine is indeed already available,” he said on Monday (Mar. 5). With the vaccine, human body immunity is good because until now the drug for the dengue fever has not been found yet. There is only an advice to drink a lot. The second component is the environment. World Health Organization (WHO) suggests two things to control the environment of dengue fever namely by modification and manipulation of environment. This means to reduce the points of puddles and nesting places of mosquitoes. For example, it can be applied by replacing tub with a bucket or closed water reservoir or use shower so there is no puddle. The third component must overcome the agent, namely mosquito. Not long ago, a research on Aedes aegypti mosquito was carried out in Yogyakarta. Wolbachia bacteria are used to reduce the ability of mosquitoes to transmit dengue virus. It is applied by injecting Wolbachia bacteria into the body of Aedes aegypti mosquitoes. “It is a natural method without killing mosquitoes. However, the mosquitoes can still bite humans and survive, but the ability to transmit the disease becomes low,” he explained.

Theoretically, if all mosquitoes are infected with the bacteria, the transmission of dengue virus can possibly be reduced. The mosquitoes having been infected with bacteria can multiply but the ability to transmit dengue virus becomes lower. There is possibility if the virus-carrying mosquitoes still exist. “So, the target is the case. It indeed reduces the case, but injection of bacteria should continuously be done,” he said. He has been doing some researches related to mosquitoes. Bacillus thurinigiensis bacteria are put into water reservoirs. As the result, there are no larvae but the case does not reduce because of high population mobility. Someone may suffer from dengue fever, although his house is clean of mosquito larva. However, due to high mobility, he can possibly be infected in other places remaining to have larvae. Mosquito population in Denpasar is recognized to have reduced with the presence of larvae monitoring officers (jumantik). However, the dengue virus remains high when compared to other places especially dengue virus 2 and 3 found in Denpasar. Meanwhile, in Gianyar there are many mosquitoes but in the past the dengue virus was only a few. As soon as the dengue virus moved or was carried away by people with high mobility, the dengue fever case in Gianyar explodes. Virtually it is difficult to stop because Gianyar was not too concerned with dengue fever 3-4 years ago. At that time, people might be bitten by mosquitoes in the morning, noon or at night, but they did not get sick. Today, after the presence of dengue virus plus the large number of mosquitoes, the dengue fever cases in Gianyar explode. “Almost 70 percent of houses in Gianyar and Klungkung have the dengue larvae, and Denpasar has 20 percent,” he said. NEGARA - The ranks of Mendoyo police will supervise the use of gadget within the environment of high school students. Moreover, at this time the high school and vocational school students are allowed to bring such device to support e-learning since the authority was taken over by the province. Being worried about the use or negative impact caused by the device on students, some schools work with police authority to minimize such impact. Chief of Mendoyo Police, Gusti Agung Sukasana, after serving as inspector of raising flag ceremony at SMAN 2 Mendoyo high school on Monday (Mar. 5) said the cooperation for the supervision is based on the school’s worries about the obligation to use the device among the students. It is emphasized on access to negative content such as pornography, hate speech and others. “The gadgets have many good sides and so do the negative ones. We focus on the negative sides,” said police chief from Pohsanten. The supervision is done by accompanying school to perform raid when checking the students’ device. The checking will be done periodically and suddenly. When the device is found to contain negative content, it will be deleted and given coaching. “At least, it will be held once a week and suddenly. The presence of police can become a shock therapy,” he added. The checking will also be coordinated with local school. According to him, SMA Negeri 2 Mendoyo high school initiated the cooperation. In addition to supervising students’ device, schools and

police authority will work together on other matters such as public order and security as well as traffic discipline. Meanwhile, Principal of SMAN 2 Mendoyo, I Komang Winata, said that currently high school students have applied e-learning, an information technology-based learning system. So, they are obliged to bring a device, notebook or laptop. By that way, they can access the learning materials. Students are required to be creative in uploading their assignment and modules. Schools are worried about the online learning if there is misuse of the devices. “We apply persuasive approach with police to prevent, so the students will not fall into negative content,” he explained. According to him, school will also establish a special supervision team. In addition to working with police authority in the supervision to the device brought by students, the school also provides coaching regarding the public order and security as well as the ethics in using social media. Currently, he said it is focused on the XII grade. It is specifically meant for them ahead of the National Examination as all the students of high school and vocational school will apply computer-based national examination (UNBK). Just to be known, before delegated to provincial government, the students were not allowed to bring such device while they are in the environment of school learning from elementary to high school. LOS ANGELES - Retired basketball star Kobe Bryant has won five NBA titles, but taking home an Oscar on his first attempt was a bigger thrill than the victories earned with the Los Angeles Lakers, the 39-year-old future Hall of Famer said on Sunday. “I feel better than winning the championship, to be honest with you. I swear I do,” Bryant told news media backstage after accepting the Academy Award for “Dear Basketball,” the animated short film he wrote and produced. “To be here right now and to have like ... a sense of validation is ... this is crazy, man,” Bryant added. “It’s crazy.” “Dear Basketball” is based on the National Basketball Association great’s 2015 poem, published on the Player’s Tribune website, announcing his final NBA season. Bryant narrated the five-minute film, which was directed by Glen Keane and scored by Oscar winner John Williams. The film shows top moments from Bryant’s career animated in hand-drawn images while he recites the letter about his devotion to the sport from a young age and a body that will no longer allow him to compete at the highest level. Bryant, who played 20 seasons, has started his own production company in retirement, Kobe Studios. He told news media he sought out Oprah Winfrey and TV producer Shonda Rhimes for guidance when he launched the studio. LOS ANGELES - Like a scene from a Hollywood caper film, a tuxedo-clad photographer foiled another man’s attempt to make off with Frances McDormand’s Oscar from an official Academy Awards after-party on Sunday. Los Angeles police said on Monday that party-goer Terry Bryant was arrested on a grand theft charge and was being held on $20,000 bond. It was unclear if he had an attorney. Bryant was arrested after McDormand’s best actress Oscar went missing briefly at the lavish Governor’s Ball party in Hollywood, where Academy Award winners have their statuettes engraved following the annual ceremony. McDormand, 60, won the award for her role as an angry, grieving mother in “Three Billboards Outside Ebbing, Missouri.” “I lost my Oscar,” the two-time Oscar winner said, shrugging her shoulders as she left the party, according to video recorded by Reuters Television. The Reuters video captured Bryant leaving the ball holding the Oscar

and saying, “We got it. We did it. We did it. Unidentified substance leaves former Russian double agent SALISBURY - British police raced on Tuesday to identify the substance suspected of striking down a former Russian double agent convicted of treason in Moscow for betraying dozens of spies to British intelligence. Britain’s top counter-terrorism officer, Mark Rowley, said investigators needed to be “alive to the fact of state threats” after Sergei Skripal, once a colonel in Russia’s GRU military intelligence service, was taken ill. The 66-year-old former spy and his 33-year-old daughter, Yulia, were found on Sunday unconscious on a bench outside a shopping centre in the English city of Salisbury after exposure to what police said was an unknown substance. Both were critically ill in intensive care. Skripal, who passed the identity of dozens of spies to the MI6 foreign intelligence agency, was given refuge in Britain after he was exchanged in 2010 for Russian spies caught in the West as part of a Cold War-style spy swap at Vienna airport. While the British authorities

said there was no known risk to the public, police sealed off the area where the former spy was found and a pizza restaurant called Zizzi in the centre of Salisbury. Some investigators wore yellow chemical suits. “We’re speaking to witnesses, we’re taking forensic samples at the scene, we’re doing toxicology work and that will help us to get to an answer,” Rowley told BBC radio. He said counterterrorism police were assisting the investigation. “We have to remember: Russian exiles aren’t immortal, they do all die and there can be a tendency to conspiracy theories. But likewise

A British inquiry said President Vladimir Putin probably approved the 2006 murder of ex-KGB agent Litvinenko with radioactive polonium-210 in London. The Kremlin has repeatedly denied any involvement in the killing of Litvinenko. Litvinenko, 43, an outspoken critic of Putin who fled Russia for Britain six years before he was poisoned, died after drinking green tea laced with the rare and very potent radioactive isotope at London’s Millennium Hotel.

It took some time for British doctors to discern the cause of Litvinenko’s illness. British police did not release the names of those who were being treated but two sources close to the investigation told Reuters that the critically ill man was Skripal. It was unclear what the substance was, they said. The BBC, which first reported Skripal’s name, said his daughter Yulia was the 33-year-old woman found beside him. The Kremlin said it was ready to cooperate if Britain asks it for help investigating the incident with Skripal. “Nobody has approached us with such a request,” Kremlin spokesman Dmitry Peskov told a conference call with reporters when asked if the British authorities had been in touch seeking help. “Moscow is always open for cooperation.” Calling it a “tragic

situation,” Peskov said the Kremlin did not have information about the incident.
