Hugh Grant settles phone-hacking claim against Mirror newspapers LONDON - British actor Hugh Grant has settled a legal case against Mirror Group Newspapers (MGN) after the company admitted that reporters at its three tabloid titles had hacked into his voicemails over a 10-year period to get scoops, he said on Monday. Grant, who is known internationally for roles in films such as “Four Weddings and a Funeral” and “Notting Hill”, won substantial damages from MGN and will donate them to Hacked Off, a group that campaigns against press intrusion. Grant was one of the highest profile victims of phone-hacking by reporters, a practice that became widespread at some of Britain’s fiercely competitive tabloids but was exposed during a major scandal in 2011. Most of the focus at the time was on the News of the World, a Sunday tabloid owned by Rupert Murdoch which the media mogul shut down at the height of the scandal. Later, it emerged that phone-hacking had also occurred at the Sun, another Murdoch title, and at the Daily Mirror, Sunday Mirror and Sunday People, all owned by MGN which is part of Trinity Mirror. “This newspaper group has misled the public and its shareholders for many years; and it has let down its readers and its hard-working journalists,” Grant said in a statement after his lawyers announced in court that the case had been settled. “Those journalists have paid the price for the wrongdoing of executives who have left with large pay-offs and share options,” he said, naming several former editors of the three Trinity Mirror titles. During a short hearing to inform the London High Court that the case had been settled, a lawyer for MGN said the company acknowledged phone-hacking was morally wrong and deeply regretted the acts of its former employees. In a Facebook posting, Simon, 76, said he would make a final tour - “Homeward Bound – The Farewell Tour” - of North America and Europe later this year. After that, the “Sounds of Silence” singer said he would do an occasional performance “in a (hopefully) acoustically pristine hall.” “I’ve often wondered what it would feel like to reach the point where I’d consider bringing my performing career to a natural end. Now I know: it feels a little unsettling, a touch exhilarating,
and something of a relief,” he wrote. New York-based Simon said he came to the decision mostly because “I feel the travel and time away from my wife and family takes a toll that detracts from the joy of playing.” Simon’s award-winning career includes a legendary partnership with singer Art Garfunkel. They released their first album in 1964 and went on to record classics including “Mrs. Robinson,” “The Boxer” and “Bridge Over
Troubled Water.” The duo split in 1970 and Simon launched a successful solo career with Grammy-winning albums like “Still Crazy After All These Years” and “Graceland.” Simon is the latest pop artist from the 1960s and 1970s to step back from touring. Elton John announced last month that he would be making a final three-year farewell tour, and Neil Diamond announced he was suffering from Parkinson’s disease and would retire from touring. (rtr)

Thousands evacuated in Indonesian capital over floods
JAKARTA - Thousands of residents in Indonesia’s capital have been evacuated due to flooding, Jakarta’s governor said on Tuesday, though the level of rivers swollen by the release of water from a reservoir upstream was dropping for now. The torrential rain had also caused landslides in satellite cities around Jakarta, with eight people missing after two landslides around the city of Bogor, police said. TV footage on Tuesday showed people wading through murky brown water in some neighbourhoods of the capital Jakarta. City governor Anies Baswedan said about 6,500 people had been displaced by floods in parts of south and east Jakarta. “We are making sure that those evacuees receive aid,” Baswedan said in a statement, adding that flood waters had receded at the Manggarai floodgates in the city. A day earlier dramatic TV foot-
age showed fast-running rivers of muddy water gushing down roads, bringing down trees and even some villas in the hilly areas around Jakarta. Authorities were forced to release water from a reservoir upstream in the city of Bogor as water levels prompted the highest alert. Police and military personnel have been working with volunteers to deal with the impact of the floods. City authorities have in the last
few years sought to improve lowlying Jakarta’s vulnerability to flooding during the rainy season. More than 50 people died in one of the capital’s deadliest floods in 2007 and five years ago much of the centre of the city was inundated after canals overflowed. Jakarta Governor Anies Baswedan has instructed the entire ranks of Jakarta Regional Government to carry out the Jakarta alert operation message: Readiness and Re-
sponse in the face of flood threat. Through the instruction, the governor stated that at 4 p.m. Western Indonesia Standard Time (WIB) the Depok sluice gate showed the water level at 400 centimeters (above the 300 cm height which is the alert one status). The flood water is on its way to Jakarta. Jakarta mayors should coordinate the entire work forces, deploy officers to the field in their respective territories. All command posts should be in the ready position and can accommodate all potential disaster affected victims. Regional Disaster Management Agency (BPBD) should coordinate, prevent and anticipate flood. Make sure the information is
delivered to all relevant sections, as well as to the public in need. Primarily all residents in the Ciliwung River Basin (DAS) areas. The Water Resources Service (SDA)`s blue forces should be on alert at flood-prone points and make sure there is no blockage in the water streams. Make sure the pumps are running well. Hampered by technical issues, renovations to Japanese cave delayed
SEMARAPURA - The government of the district of Klungkung’s desire to make improvements to the Japanese Cave, located on Jalan Raya Takmung-Banjarangkan is facing some challenges due to differences in opinion about the technical studies with the cultural reserve team. Because of this lack of agreement, the budget allocation is instead being used to make improvements to Belatung Beach at Pesinggahan village, Dawan.

Division Head of the Spatial Planning at the Klungkung Public Works and Housing Agency, Gusti Gde Gunarta, said on Monday (Feb. 5) that according to the results of their studies, the cave requires some technological assistance. The simplest method would involve building a revetment and the most sophisticated method would involve nailing a kind of revetment from within. The location is considered to be prone to landslides during the monsoon. Protecting the cave from landslides in this way however is viewed by some as threatening the authenticity of this site that is believed to be a heritage from the colonial era. The cultural heritage team is adamant about the cave remaining intact as it is. “This causes a dilemma, as the cave is to be registered as a cultural heritage site and can thus not have any adjustments made to it, however for the sake of the safety of visitors some adjustments do need to be made”, explained Gunarta. If the cultural heritage team gives the green light, then the Klungkung Public Works and Housing Agency is ready to go ahead with the adjustments immediately. “Indeed something needs to be sacrificed – either safety or authenticity”, he said. Since there has yet to be agreement on the matter, the budget allocated for this project is instead being used to make improvements to Belatung Beach in Pesinggahan village where slat farming and tourism will be united. “For now, the district government will focus on the arrangement of Belatung Beach first”, added Gunarta. Head of the Klungkung Education Agency, Nyoman Mudarta, said that his team will review the establishment of the Japanese Cave as a cultural heritage site this year. He added that his agency is not in charge of technical aspects of the project. “We only examine whether the cave can be designated as a cultural heritage site according to the existing criteria or not. Buleleng waits for central govt aid to deal with lake water overflow
SINGARAJA - Water from Lake Bunyan has been overflowing at Pancasari village, Sukasada however the district government does not have the authority to deal with the matter first hand so they are waiting for the assistance of the Ministry of Forestry and Environment (KLHK) and the Ministry of Public Works of Housing (PUPR). Both ministries have the authority to deal with issues related to the lake. The district government, through Bali’s provincial government can only submit proposals about how to deal recovering the carrying capacity and supporting capacities of Lake Bunyan and Lake Tamblingan. Head of the Buleleng Environment Agency (DLH), Nyoman Genep, on the sidelines of a meeting at the Buleleng parliament building
to discuss the Regional Mid-term Development Plan (RPJMD) on Monday (Feb. 5) further explained that they have submitted a proposal for the dredging and clean-up of water- hyacinths in Lake Bunyan with the aim of having the work done this year. The dredging and weed cleanup is a follow-up to a similar program that took place in 2017 by the Bali – Penida River Agency. It is urgent that the sediment on the lakes bottom be dredged as the volume of lake water shows considerable increases and has inundated nearby farms and even a school. The sedimentation that has accumulated over the last few years needs to be dredged so that the lake can accommodate the large volume of water that enters during the rainy season. “We have proposed several
programs including the ‘normalization’ of the lake that is under the authority of the KLHK and PUPR. Now, we are waiting for the follow-up by central government regarding the carrying capacity and supporting capacity of Lake Buyan”, he said. According to Genap, silting in the lake and the overgrowing weeds on the lake’s surface are caused by changes to farming practices around the lake. Whereas previously there were many perennial plants around the lake, these have largely been replaces by crops that do not hold the soil in place and so it is flushed into the lake when it rains. The eroded soil that gets flushed into the lake carries with it fertilizer used on the agricultural crops which causes the weeds to grow
rampantly on the lake’s surface. Last year’s the district government commissioned dozens of contract workers from fishermen groups around the lake to assist in the clean-up. “The silting has become a serious problem not to mention the fertilizer from the agricultural crops that also gets washed into the lake. We therefor hope that the lake can be dredged as soon as possible”, said Genep. This year’ proposed program, added Genep includes creating a water buffer catchments area by planting trees to hold the soil in place. There is also a pollution management program aimed at educating local residents about treating lake water waste that is being developed in cooperation with the Bali-Nusa Tenggara Ecorigion Development Control
Center (P3E). “Other programs included in the proposal include reforestation, waste processing and public education about lake preservation. The government will also cooperate with P3E for Bali-Nusa Tenggara as they did last year”, explained Genep. The increasing volume of water in Lake Bunyan continues to pose a problem during the rainy season. It is estimated that the lake water has risen 1. 5 meters and was particularly apparent on Wednesday (Jan 31) when water overflowed some 400 meters from the lakeshore. Agricultural crops in Dasong hamlet, Pancasari were destroyed and a teachers house and some of the classrooms of SDN 4 Sukasada were also damaged as 10 centimetres of water flooded the school. At car secrets trial, Uber decries ‘conspiracy theory’, Waymo says Uber cheats
SAN FRANCISCO - Uber was either a cheating competitor willing to break the law to win the race to develop self-driving cars, or the victim of an unproven conspiracy theory stitched together by its main rival, Waymo, jurors heard in opening statements of a trade secrets trial on Monday. The first salvos were delivered to a 10-person jury in San Francisco federal court in a civil lawsuit that could help determine who emerges in the forefront of the autonomous car business nearly a year after Alphabet Inc’s self-driving car unit Waymo sued rival Uber Technologies Inc. The case hinges on whether ride-hailing firm Uber used apparent trade secrets to advance its autonomous vehicle program. Waymo’s allegation is that its former engineer Anthony Levandowski downloaded more than 14,000 confidential files in December 2015 containing designs for autonomous vehicles before going to work for Uber and leading its self-driving car unit in 2016. “Waymo wants you to believe that Anthony Levandowski got together with Uber as part of some grand conspiracy to cheat and take trade secrets,” Uber attorney Bill Carmody said in his opening statement to the jury. “But like most conspiracy stories it just doesn’t make sense when you get the whole story.” Waymo and Uber are part of a crowded field of automakers and technology companies competing to build fleets of self-driving cars that could transform urban transportation systems.
Waymo attorney Charles Verhoeven told the jury that the competitive pressures were so great to develop the cars that the then-Chief Executive of Uber, Travis Kalanick, decided that “winning was more important than obeying the law.” “We’re bringing this case because Uber is cheating. They took our technology ... to win this race at all costs,” Verhoeven said. Waymo has estimated damages in the case at about $1.9 billion. Uber rejects the financial damages claim. Uber attorney Carmody said the “elephant in the courtroom” was that, despite the downloads by Levandowski, Google’s proprietary information never made it to Uber and into its self-driving technology. “There is no connection whatsoever between any files he downloaded ... and what’s in here,” Carmody said, pointing to an Uber-designed Lidar sensor sitting in front of him, a light-based sensor that is crucial to autonomous driving and central to the case. “There’s not a single piece of Google proprietary information at Uber,” he added. “Nothing, zero, period.” After what is expected to be two weeks of testimony, the jury will have to decide whether the eight apparent trade secrets were indeed such, and not common knowledge, and whether Uber improperly acquired them, used them and benefited from them. Levandowski, regarded as a visionary in autonomous technology, is not a defendant in the case but is on Waymo’s witness list. Levandowski was fired from Uber in May 2017 because the company said he refused to cooperate with Uber in the Waymo lawsuit and did not hand over information requested of him in the case. (rtr)

indieGo device converts any wheelchair into a power chair
NEW YORK - What if any wheelchair could be transformed into a power wheelchair? That’s the question John Damiao, director of the Power Mobility Program at The Center for Discovery, sought to answer. He works with children and adults who use wheelchairs, and grew frustrated that his students often couldn’t find a power chair that fit their unique needs, especially when it came to seating modifications. So he decided to create a way to solve that problem: the indieGo, a universal device that rolls onto any manual wheelchair to convert it into a power chair. And now, thanks to partnerships with the Center’s assistive technologies department and the Hurleyville Maker’s Lab, and a $1.125 million grant from Google. org’s Google Impact Challenge: Disabilities, the indieGo is becoming a reality. It’s currently being tested among residents at The Center for Discovery and is slated to be available to the public in late 2017. “Whether the user uses a joystick or access switches, has a folding wheelchair or rigid wheelchair, the indieGo is designed to accommodate as many people as possible,” marketing lead Jason Kean told The Mighty. “We also understand the intricacies of having a device fit into someone’s life; that’s why we are designing indieGo to be highly portable so it can be easily placed in the trunk of a car or carried up a flight of steps.” The three men behind indieGo – Kean, Damiao and project manager Mark McNamara – believe their product will redefine mobility. “At the Center, we believe very strongly that everyone has the
‘Right to Move’ under their own volition,” Kean said. “indieGo is about enabling independent movement, regardless of wheelchair or ability.” indieGo’s affordability, portability and open-source software open it up to a variety of applications. “It can be an everyday power assist device for a manual wheelchair user in the community, a power mobility training tool for a rehabilitation center or hospital, a recreational device that can be shared for traveling long distances in a park, mall or museum, or a tool for learning and therapy for neuromotor rehabilitation,” Kean said. And it’ll retail for about $1,000 — about 1/7 of the price of a typical power wheelchair — making it ideal for both individual consumers and rehabilitation centers. “indieGo is a device that is built to meet the needs of the underserved, to solve real everyday mobility problems,” Kean said. “By creating this device at an affordable price point, we are looking to give mobility to as many people as possible.” That principle applies to access too; its controls can be adapted to each user’s abilities using joysticks, access switches and buttons. Implications for the indieGo are broad, with an estimated 3.3 million wheelchair users in the United States alone and a power wheelchair market — too often plagued by sticker shock for consumers — projected to hit $3.9 billion by 2018. McNamara summed up the premise of his team’s work in a promotional video: “It’s going to blow the whole idea of wheelchairs out of the water.” (net)
DENPASAR — The Ministry of Research, Technology and Higher Education plans to allow a number of foreign universities to open representatives in Indonesia. However, the policy plan is rejected by some educational circles, especially private higher education with a variety of logical reasons. One of them, it is feared to threaten the existing higher education institutions because the quality of foreign universities is much more qualified than the domestic ones. Chairman of KORPRI Welfare Foundation of Bali Province as the holder of Warmadewa University (Unwar), Dr. A.A. Gede Oka Wisnumurti, said the ministerial policy is a mandate from the higher education law which allows foreign universities to operate in Indonesia. However, the policy should be accompanied with equality to the rules of higher education and must meet the requirements as applicable in the management of universities in Indonesia in general. “I think they (the rules and requirements of higher education—Ed) are not easy because establishing universities must meet the requirements such as having buildings, the ratio of lecturers and students, as well as the teaching and learning should use Indonesian standards. If they are consistently carried out, I think it does not matter. Moreover, this is a challenge for us as a private education institution in order to increase competency,” said Wisnumurti. Wisnumurti said that in the global market share as it is today, the competition cannot be dammed any longer. Thus, global competition in education becomes the trigger for higher education providers in managing their institutions. Thus, the resulting output of human resources will be able to compete globally, while still building their spirit and character of Indonesia.

“No matter how smart someone is, if he loses his character he will become someone else in the community of nation. I think they (foreign universities) indeed should be opened. In order to be fairer, they must be subject to the laws and rules on the establishment of higher education as applied to high education in Indonesia,” he said. Similar opinion was also revealed by Chairman of STIMI Handayani Foundation as the organizer of the Handayani Education, Dr. I.B. Radendra Suastama. He said that provision of permission for several foreign universities to operate in Indonesia is a threat to universities, especially private universities in the country. However, if examined deeply, there are some potential benefits that may be obtained from the operation of foreign universities in Indonesia as long as the regulations and requirements must be strictly enforced to the permit for the operation of foreign universities. “The problem is that the laws indeed give the possibility for the cooperation of foreign universities so that it just needs the policy level of government or ministry to limit and tighten the requirements. By that way, the optimal benefit can be obtained from the existence of certain foreign universities,” said Dr. Radendra. He suggested that for this decade the government should not give permission with high discretion to foreign universities to operate in Indonesia as some universities in the country are still not ready to compete. Bali’s economy grows slowly at 5.59 percent DENPASAR — The economic growth of Bali in 2017 reached 5.59 percent, slower than in 2016 recorded to reach 6.32 percent. This decrease is measured based on Gross Regional Domestic Product (GRDP) at the current prices recorded to reach IDR 215.36 trillion in 2017. Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, explained that GRDP from business sector shows the economic growth of Bali is dominantly boosted by the provision of accommodation, food and drink by 1.82 percent. The growth was also the highest compared to health services and social activities and information and communication that grew by 9.25 percent. On the expenditure side, Bali’s economic growth was supported by household consumption expenditure of IDR 99.85 trillion or 46.36 percent of total expenditure component. The decline in Bali’s economy is inseparable from the economic growth of Bali in the fourth quarter of 2017. In the fourth quarter of 2017, Bali’s economy grew negatively at minus 0.74 percent compared to third quarter of 2017. This negative growth happened due to the influence of Mount Agung eruption. When compared to the fourth quarter of 2016, Bali’s economy grew by 4.01 percent. By quarter to quarter (qtq), in the fourth quarter of 2017, there were seven business fields experiencing negative growth rate. BEIRUT - Warplanes launched heavy attacks on the two last major rebel-held areas in Syria, killing at least 29 people in the Ghouta suburb near the capital and choking people with gas in Idlib in the northwest, rescue workers and a war monitor said on Monday. President Bashar al-Assad’s government has vowed to retake all of Syria from rebels who have lost large swaths of the territory they have held in a war now entering its eighth year. A years-long siege on the last major rebel-held area near the capital Damascus, the suburb of eastern Ghouta, has tightened in recent months. In the northwest, the government and its militia allies have been trying to advance in mostly rural Idlib, the last province still largely under rebel control. The Britain-based Syrian Observatory for Human Rights monitoring group said warplanes attacking eastern Ghouta near Damascus had struck the towns of Zamalka, Arbaeen, Hazza and Beitu Soua, killing at least 29 people. State media said rebel fighters shelling the government-held capital killed a woman. International concern has been growing over the fate of eastern Ghouta, where residents say they have been running out of food and medicine. In the northwest, the other main battlefield in the war between Assad’s government and its main rebel opponents, bombing also intensified on Sunday night after rebels shot down a Russian warplane on Saturday. German industrial union, employers reach pace-setting pay deal
STUTTGART - Industrial workers and employers in southwestern Germany struck a hard-fought deal on pay and working hours on Monday night, setting a benchmark for millions of workers across Europe’s largest economy. The agreement between labour union IG Metall and the Suedwestmetall employers’ federation foresees a 4.3 percent pay raise from April and other payments spread over 27 months. Tough wage negotiations are expected to end years of wage restraint in Germany, potentially aiding the European Central Bank as it tries to get euro zone inflation back up to the bank’s target rate of just below 2 percent. “Workers will have more money in their pockets in real terms; they will get a fair share of company profits; and that will boost consumption,” IG Metall negotiator Roman Zitzelsberger told journalists after 13 hours of regional talks in Stuttgart. On an annual basis, the deal is equivalent to a 3.5 percent increase in wages, according to Commerzbank analyst Eckart Tuchtfeld. IG Metall had demanded an 8 percent annual raise for 3.9 million workers for 27 months, against a backdrop of a strong economic recovery and the lowest unemployment since German unification in 1990. The “pilot” deal covers half a million employees in southwestern Germany, home to industrial powerhouses like car maker Daimler AG. While the deal is below demands, it will reinforce market expectations for the ECB to dial back stimulus further this year as growth in the bloc is now self generating and wages are moving slowly upwards. The deal comes as world stock and bond markets are selling off on fears
that a jobs bonanza in the United States may force early interest rate hikes there. But the euro zone outlook is much different with the jobless rate still at almost 9 percent and the broader slack, which includes part-time and temporary workers, perhaps twice as high, economists say. The wage deal is expected to be applied in other German states as well and is also likely to influence negotiations in other industries. Germany’s second-biggest union, Verdi, is expected to publish its wage demand for the public sector on Feb. 8. Verdi and IG Metall together account for about 15 percent of the German workforce, and other sectors tend to broadly follow their agreements. HARD TO BEAR IG Metall had staged a series of 24-hour strikes and threatened to ballot its members for extended industrial action if employers failed to offer concessions at Monday’s sixth round of pay talks. Last week’s strikes cost carmakers, automotive suppliers and engineering firms almost 200 million euros ($249 million) in lost revenues, affecting big firms like Daimler, BMW and Airbus and dozens of smaller suppliers.

Maldives declares state of emergency as Yameen tightens grip on power
MALE - Maldives President Abdulla Yameen on Monday declared a state of emergency, ordered security forces into the supreme court and arrested a former president, in moves the opposition called a “purge” in the Indian Ocean island nation.
Maldives police also arrested Chief Justice Abdulla Saeed and another Supreme Court judge on Tuesday, dramatically escalating the legal battle with the archipelago’s top court. Police said in a Twitter message they had arrested Saeed and Supreme Court Judge Ali Hameed “for an ongoing investigation”. The gave no details about the allegations or charges against the two judges. The president has defied a Supreme Court ruling handed down last week, which revoked terrorism charges against nine leading opposition figures including the country’s first democratically elected president, Mohamed Nasheed, who is now in exile. The court ordered the opposition figures, six of whom are being held in the country’s main jail on a sparsely inhabited island, to be freed. “The President has been compelled to declare a state of emergency due to the risk currently posed to national security,” said a statement from Yameen’s office on Monday. “Implementation of the Supreme Court ruling is – in its current form – incompatible with maintenance of public safety.” Police arrested another former president, Maumoon Abdul Gayoom -- who is also Yameen’s half-brother
-- at his residence along with his son-in-law. Gayoom ruled the country for 30 years until 2008, and is now in the opposition. EU’s chief negotiator tells Britain: Time has come to make a Brexit choice
LONDON - The European Union’s chief Brexit negotiator Michel Barnier told Britain on Monday that the time had come for Britain to make a choice on what sort of relationship it wanted with the bloc after Brexit. Britain has ruled out staying in any customs union with the EU after Brexit, but the nature of its trading relationship with the world’s biggest trading bloc has split Theresa May’s government and Conservative Party. Barnier, speaking after talks in Downing Street with Prime Minister May and Brexit Secretary David Davis, bluntly called on Britain to clarify how it saw the future relationship with the EU after it leaves on March 29, 2019. “The only thing I can say: without a customs union and outside the single market, barriers to trade and goods and services are unavoidable,” Barnier told reporters in Downing Street. “Time has come to make a choice.” “We need also clarity on the UK proposals for the future partnership,” Barnier said. Britain, Davis said, wanted a comprehensive free trade agreement and a customs agreement
to make trade as frictionless as possible while being free to strike free trade deals with swiftly growing countries across the world. Davis said the talks with Barnier had been constructive and that he was confident Britain could get agreement on a timelimited transition period by the March economic council which is scheduled for March 13. A 24-year-old woman identified as Dyanti Dyah Ayu tragically became the casualty of a landslide on the southern perimeter road of Soekarno-Hatta Airport in Tangerang, which is believed to have been caused by the extreme weather that rocked the Greater Jakarta Area yesterday. According to reports, the landslide occurred at around 6 pm yesterday and buried Dyanti’s Honda Brio just as she was driving through an underpass with a friend, Mutmainah, who was sitting in the passenger seat. Based on photos of the location circulating online, it appeared that a retaining wall of the underpass collapsed allowing dirt to spill through and onto the road, though officials have not yet determined the cause for the landslide. Both Dyanti and Mutmainah were employees at Garuda Maintenance Facilities (GMF) Aeroasia, which has an office at the Soekarno-Hatta Rescuers managed to evacuate Dyanti out of the car at around 3

Widodo, Kalla discuss economic issues JAKARTA - President Joko Widodo held a meeting with Vice President Jusuf Kalla here on Tuesday to discuss economic issues, such as investment, exports, and preparations, for the 2018 Asian Games. The meeting was conducted at the Vice President`s office, Jakarta, here on Tuesday. “We discussed about how to increase investment and exports, as those are our keys in the economy. We also spoke about preparations for the 2018 Asian Games,” Widodo said after the meeting here on Tuesday. The president pointed out that investment and exports were keys to boost economic growth. Investment opportunities in the field of mining, industry and infrastructure need to be improved, the president noted. On Monday afternoon, the Central Statistics Agency (BPS) released cumulative economic growth of 5.07 percent (yoy) in 2017. According to spending, economic growth in 2017 is supported
by household consumption, which grew 4.95 percent; gross fixed capital formation, which grew 6.15 percent; and government consumption, which grew 2.14 percent. A trend of rising commodity prices, which is believed to attract investment flows and boost household consumption, will increase the economic growth in 2018 to 5.3 percent year-on-year (yoy), an economist of DBS Bank Gundy Cahyadi earlier remarked. “If commodities remain at current levels, the investment growth and household consumption will increase,” Cahyadi stated. In addition, the realization of infrastructure development will affect the economy in 2018. In 2017, infrastructure development attracted investment that boosted Indonesia`s economic growth in the fourth quarter of 2017 by 5.19 percent (yoy). “We expect GDP growth of 5.3 percent in 2018,” Cahyadi remarked. The Indonesian Ministry of Foreign Affairs tweeted on Tuesday that it was the first ASEAN Foreign Ministers Retreat during Singapore`s chairmanship in ASEAN this year, with a theme of “A Resilient and Innovative ASEAN.” ASEAN foreign ministers in Singapore discussed drafts of documents, which will be discussed by the ASEAN leaders during the ASEAN Summit in April. The ministers also discussed strengthening of regional architecture, which was based on the spirit of cooperation and respect to the international law. Indonesia declares Papua health crisis under control
JAKARTA - A measles and malnutrition crisis that killed dozens of children in Indonesia’s impoverished province of Papua over the past few months is under control, the health ministry said on Tuesday.
At least 72 people, mostly children, died from complications of malnutrition and measles in Asmat, a remote area of the country’s easternmost province. The outbreak prompted health authorities to send in military paramedics and aid and declare an “extraordinary outbreak” on Jan. 15. “We have withdrawn the ‘extraordinary outbreak’
status because the trend of affected people is declining,” Asmat chief Elisa Kambu said in a statement published on the health ministry website. Around 650 children have contracted measles and at least 223 are suffering from malnutrition. More than 17,300 children have been immunised, the statement added. “We still need support in Asmat, nurses and doctors,” Kambu said. Some activists and Papuans have blamed the health crisis on neglect by the central government. Papua is one of Indonesia’s poorest areas and President Joko Widodo, after coming to power in 2014, pledged to speed up its development. (rtr)

Maldives declares state of emergency as Yameen tightens grip on power
MALE - Maldives President Abdulla Yameen on Monday declared a state of emergency, ordered security forces into the supreme court and arrested a former president, in moves the opposition called a “purge” in the Indian Ocean island nation.
Maldives police also arrested Chief Justice Abdulla Saeed and another Supreme Court judge on Tuesday, dramatically escalating the legal battle with the archipelago’s top court. Police said in a Twitter message they had arrested Saeed and Supreme Court Judge Ali Hameed “for an ongoing investigation”. The gave no details about the allegations or charges against the two judges. The president has defied a Supreme Court ruling handed down last week, which revoked terrorism charges against nine leading opposition figures including the country’s first democratically elected president, Mohamed Nasheed, who is now in exile. The court ordered the opposition figures, six of whom are being held in the country’s main jail on a sparsely inhabited island, to be freed. “The President has been compelled to declare a state of emergency due to the risk currently posed to national security,” said a statement from Yameen’s office on Monday. “Implementation of the Supreme Court ruling is – in its current form – incompatible with maintenance of public safety.” Police arrested another former president, Maumoon Abdul Gayoom -- who is also Yameen’s half-brother
-- at his residence along with his son-in-law. Gayoom ruled the country for 30 years until 2008, and is now in the opposition. Gayoom’s son Faris is one of the jailed opposition figures ordered freed by the court. In a recorded video sent to social media, Gayoom said he was being taken to the prison island of Dhoonidhoo: “I have not committed any crime. This arrest is unlawful. I will remain strong, and I ask the beloved people to remain strong.” Yameen, who has held his position since 2013, faces mounting pressure at home and from the United States and India to obey the court’s order. The Maldives is made up of 26 coral atolls and 1,192 islands. Politics centres on the tiny but densely populated capital Male. EU’s chief negotiator tells Britain: Time has come to make a Brexit choice
LONDON - The European Union’s chief Brexit negotiator Michel Barnier told Britain on Monday that the time had come for Britain to make a choice on what sort of relationship it wanted with the bloc after Brexit. Britain has ruled out staying in any customs union with the EU after Brexit, but the nature of its trading relationship with the world’s biggest trading bloc has split Theresa May’s government and Conservative Party. Barnier, speaking after talks in Downing Street with Prime Minister May and Brexit Secretary David Davis, bluntly called on Britain to clarify how it saw the future relationship with the EU after it leaves on March 29, 2019. “The only thing I can say: without a customs union and outside the single market, barriers to trade and goods and services are unavoidable,” Barnier told reporters in Downing Street. “Time has come to make a choice.” “We need also clarity on the UK proposals for the future partnership,” Barnier said. Britain, Davis said, wanted a comprehensive free trade agreement and a customs agreement
to make trade as frictionless as possible while being free to strike free trade deals with swiftly growing countries across the world. Davis said the talks with Barnier had been constructive and that he was confident Britain could get agreement on a timelimited transition period by the March economic council which is scheduled for March 13. With little more than a year left before Britain’s March 2019 exit from the European Union, May’s party remains deeply divided over what sort of relationship should be built between the EU and the world’s sixth-largest economy. A 24-year-old woman identified as Dyanti Dyah Ayu tragically became the casualty of a landslide on the southern perimeter road of Soekarno-Hatta Airport in Tangerang, which is believed to have been caused by the extreme weather that rocked the Greater Jakarta Area yesterday. According to reports, the landslide occurred at around 6 pm yesterday and buried Dyanti’s Honda Brio just as she was driving through an underpass with a friend, Mutmainah, who was sitting in the passenger seat. Based on photos of the location circulating online, it appeared that a retaining wall of the underpass collapsed allowing dirt to spill through and onto the road, though officials have not yet determined the cause for the landslide. Both Dyanti and Mutmainah were employees at Garuda Maintenance Facilities (GMF) Aeroasia, which has an office at the Soekarno-Hatta Rescuers managed to evacuate Dyanti out of the car at around 3

Indonesia declares Papua health crisis under control
JAKARTA - A measles and malnutrition crisis that killed dozens of children in Indonesia’s impoverished province of Papua over the past few months is under control, the health ministry said on Tuesday.
At least 72 people, mostly children, died from complications of malnutrition and measles in Asmat, a remote area of the country’s easternmost province. The outbreak prompted health authorities to send in military paramedics and aid and declare an “extraordinary outbreak” on Jan. 15. “We have withdrawn the ‘extraordinary outbreak’
status because the trend of affected people is declining,” Asmat chief Elisa Kambu said in a statement published on the health ministry website. Around 650 children have contracted measles and at least 223 are suffering from malnutrition. More than 17,300 children have been immunised, the statement added. “We still need support in Asmat, nurses and doctors,” Kambu said. Some activists and Papuans have blamed the health crisis on neglect by the central government. Papua is one of Indonesia’s poorest areas and President Joko Widodo, after coming to power in 2014, pledged to speed up its development. (rtr)

German industrial union, employers reach pace-setting pay deal
STUTTGART - Industrial workers and employers in southwestern Germany struck a hard-fought deal on pay and working hours on Monday night, setting a benchmark for millions of workers across Europe’s largest economy. The agreement between labour union IG Metall and the Suedwestmetall employers’ federation foresees a 4.3 percent pay raise from April and other payments spread over 27 months. Tough wage negotiations are expected to end years of wage restraint in Germany, potentially aiding the European Central Bank as it tries to get euro zone inflation back up to the bank’s target rate of just below 2 percent. “Workers will have more money in their pockets in real terms; they will get a fair share of company profits; and that will boost consumption,” IG Metall negotiator Roman Zitzelsberger told journalists after 13 hours of regional talks in Stuttgart. On an annual basis, the deal is equivalent to a 3.5 percent increase in wages, according to Commerzbank analyst Eckart Tuchtfeld. IG Metall had demanded an 8 percent annual raise for 3.9 million workers for 27 months, against a backdrop of a strong economic recovery and the lowest unemployment since German unification in 1990. The “pilot” deal covers half a million employees in southwestern Germany, home to industrial powerhouses like car maker Daimler AG. While the deal is below demands, it will reinforce market expectations for the ECB to dial back stimulus further this year as growth in the bloc is now self generating and wages are moving slowly upwards. Bali’s economy grows slowly at 5.59 percent DENPASAR — The economic growth of Bali in 2017 reached 5.59 percent, slower than in 2016 recorded to reach 6.32 percent. This decrease is measured based on Gross Regional Domestic Product (GRDP) at the current prices recorded to reach IDR 215.36 trillion in 2017. Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, explained that GRDP from business sector shows the economic growth of Bali is dominantly boosted by the provision of accommodation, food and drink by 1.82 percent. The growth was also the highest compared to health services and social activities and information and communication that grew by 9.25 percent. On the expenditure side, Bali’s economic growth was supported by household consumption expenditure of IDR 99.85 trillion or 46.36 percent of total expenditure component. The decline in Bali’s economy is inseparable from the economic growth of Bali in the fourth quarter of 2017. In the fourth quarter of 2017, Bali’s economy grew negatively at minus 0.74 percent compared to third quarter of 2017. This negative growth happened due to the influence of Mount Agung eruption. When compared to the fourth quarter of 2016, Bali’s economy grew by 4.01 percent. By quarter to quarter (qtq), in the fourth quarter of 2017, there were seven business fields experiencing negative growth rate. They are the agricultural, forestry and fishery sector (-0.37 percent), mining and quarrying (-11.73 percent), water procurement (-1.89 percent), wholesale and retail trade and repair of cars and motorcycles (-2.52 percent), transportation and warehousing (-5.33), provision of food and drink accommodation (-4.80 percent) and financial services (-1.98 percent). Meanwhile, the source experiencing highest positive growth is the procurement of electricity and gas at 5.30 percent. By year of year, in the fourth quarter of 2017 there were 4 business fields experiencing negative growth. They are agriculture, forestry and fisheries (-1.37 percent), mining and quarrying (-10.49 percent), manufacturing industry (-0.66 percent) and financial services (-2.01 percent). Lebanon tells Israel its border wall violates sovereignty
BEIRUT - Lebanon said a wall Israel intends to build at the border marks a violation of Lebanese sovereignty during a meeting of Lebanese and Israeli military officers chaired by U.N. peacekeepers on Monday. Disagreement over the wall and Lebanon’s plans to explore for offshore oil and gas in disputed maritime waters have elevated tensions between Israel and Lebanon, which is home to the powerful Iran-backed Shi’ite group Hezbollah. The sides met under the supervision of the U.N. peacekeeping force UNIFIL in their regular tripartite meeting at U.N. positions in the Ras al-Naqoura border area. “The Lebanese side reviewed the matter of the wall which the Israeli enemy intends to build ... confirming the position of the Lebanese government rejecting the construction of this wall as it violates Lebanese sovereignty,” the Lebanese army said in a statement after Monday’s meeting.

BEIRUT - Warplanes launched heavy attacks on the two last major rebel-held areas in Syria, killing at least 29 people in the Ghouta suburb near the capital and choking people with gas in Idlib in the northwest, rescue workers and a war monitor said on Monday. President Bashar al-Assad’s government has vowed to retake all of Syria from rebels who have lost large swaths of the territory they have held in a war now entering its eighth year. A years-long siege on the last major rebel-held area near the capital Damascus, the suburb of eastern Ghouta, has tightened in recent months. In the northwest, the government and its militia allies have been trying to advance in mostly rural Idlib, the last province still largely under rebel control. The Britain-based Syrian Observatory for Human Rights monitoring group said warplanes attacking eastern Ghouta near Damascus had struck the towns of Zamalka, Arbaeen, Hazza and Beitu Soua, killing at least 29 people. State media said rebel fighters shelling the government-held capital killed a woman. International concern has been growing over the fate of eastern Ghouta, where residents say they have been running out of food and medicine. In the northwest, the other main battlefield in the war between Assad’s government and its main rebel opponents, bombing also intensified on Sunday night after rebels shot down a Russian warplane on Saturday. Rescue workers said at least nine people had suffered breathing problems from chemicals dropped from the air. Aid groups and rescuers said three hospitals had also been struck. The Syrian American Medical Society (SAMS), a charity which supports hospitals in Syria, said its doctors in Idlib reported 11 patients “with symptoms indicative to usage of chlorine”. Two barrels containing chemical gasses had been dropped from helicopters on Sunday night, Radi Saad, from the chemical weapons team of the White Helmets civil defence group that operates in rebelheld parts of Syria, told Reuters. The Syrian government has consistently denied using chlorine or other chemical weapons during Syria’s conflict. Rescue workers and medical groups have accused government forces of using chlorine gas against the rebel-held eastern Ghouta at least three times over the last month, most recently on Thursday. At car secrets trial, Uber decries ‘conspiracy theory’, Waymo says Uber cheats
SAN FRANCISCO - Uber was either a cheating competitor willing to break the law to win the race to develop self-driving cars, or the victim of an unproven conspiracy theory stitched together by its main rival, Waymo, jurors heard in opening statements of a trade secrets trial on Monday. The first salvos were delivered to a 10-person jury in San Francisco federal court in a civil lawsuit that could help determine who emerges in the forefront of the autonomous car business nearly a year after Alphabet Inc’s self-driving car unit Waymo sued rival Uber Technologies Inc. The case hinges on whether ride-hailing firm Uber used apparent trade secrets to advance its autonomous vehicle program. Waymo’s allegation is that its former engineer Anthony Levandowski downloaded more than 14,000 confidential files in December 2015 containing designs for autonomous vehicles before going to work for Uber and leading its self-driving car unit in 2016. “Waymo wants you to believe that Anthony Levandowski got together with Uber as part of some grand conspiracy to cheat and take trade secrets,” Uber attorney Bill Carmody said in his opening statement to the jury. “But like most conspiracy stories it just doesn’t make sense when you get the whole story.” Waymo and Uber are part of a crowded field of automakers and technology companies competing to build fleets of self-driving cars that could transform urban transportation systems.
Waymo attorney Charles Verhoeven told the jury that the competitive pressures were so great to develop the cars that the then-Chief Executive of Uber, Travis Kalanick, decided that “winning was more important than obeying the law.” “We’re bringing this case because Uber is cheating. They took our technology ... to win this race at all costs,” Verhoeven said. Waymo has estimated damages in the case at about $1.9 billion. Uber rejects the financial damages claim. Uber attorney Carmody said the “elephant in the courtroom” was that, despite the downloads by Levandowski, Google’s proprietary information never made it to Uber and into its self-driving technology. “There is no connection whatsoever between any files he downloaded ... and what’s in here,” Carmody said, pointing to an Uber-designed Lidar sensor sitting in front of him, a light-based sensor that is crucial to autonomous driving and central to the case. “There’s not a single piece of Google proprietary information at Uber,” he added. “Nothing, zero, period.” After what is expected to be two weeks of testimony, the jury will have to decide whether the eight apparent trade secrets were indeed such, and not common knowledge, and whether Uber improperly acquired them, used them and benefited from them. Levandowski, regarded as a visionary in autonomous technology, is not a defendant in the case but is on Waymo’s witness list. Levandowski was fired from Uber in May 2017 because the company said he refused to cooperate with Uber in the Waymo lawsuit and did not hand over information requested of him in the case. (rtr)

indieGo device converts any wheelchair into a power chair
NEW YORK - What if any wheelchair could be transformed into a power wheelchair? That’s the question John Damiao, director of the Power Mobility Program at The Center for Discovery, sought to answer. He works with children and adults who use wheelchairs, and grew frustrated that his students often couldn’t find a power chair that fit their unique needs, especially when it came to seating modifications. So he decided to create a way to solve that problem: the indieGo, a universal device that rolls onto any manual wheelchair to convert it into a power chair. And now, thanks to partnerships with the Center’s assistive technologies department and the Hurleyville Maker’s Lab, and a $1.125 million grant from Google. org’s Google Impact Challenge: Disabilities, the indieGo is becoming a reality. It’s currently being tested among residents at The Center for Discovery and is slated to be available to the public in late 2017. “Whether the user uses a joystick or access switches, has a folding wheelchair or rigid wheelchair, the indieGo is designed to accommodate as many people as possible,” marketing lead Jason Kean told The Mighty. “We also understand the intricacies of having a device fit into someone’s life; that’s why we are designing indieGo to be highly portable so it can be easily placed in the trunk of a car or carried up a flight of steps.” The three men behind indieGo – Kean, Damiao and project manager Mark McNamara – believe their product will redefine mobility. “At the Center, we believe very strongly that everyone has the
‘Right to Move’ under their own volition,” Kean said. “indieGo is about enabling independent movement, regardless of wheelchair or ability.” indieGo’s affordability, portability and open-source software open it up to a variety of applications. “It can be an everyday power assist device for a manual wheelchair user in the community, a power mobility training tool for a rehabilitation center or hospital, a recreational device that can be shared for traveling long distances in a park, mall or museum, or a tool for learning and therapy for neuromotor rehabilitation,” Kean said. And it’ll retail for about $1,000 — about 1/7 of the price of a typical power wheelchair — making it ideal for both individual consumers and rehabilitation centers. “indieGo is a device that is built to meet the needs of the underserved, to solve real everyday mobility problems,” Kean said. “By creating this device at an affordable price point, we are looking to give mobility to as many people as possible.” That principle applies to access too; its controls can be adapted to each user’s abilities using joysticks, access switches and buttons. Implications for the indieGo are broad, with an estimated 3.3 million wheelchair users in the United States alone and a power wheelchair market — too often plagued by sticker shock for consumers — projected to hit $3.9 billion by 2018. DENPASAR — The Ministry of Research, Technology and Higher Education plans to allow a number of foreign universities to open representatives in Indonesia. However, the policy plan is rejected by some educational circles, especially private higher education with a variety of logical reasons. One of them, it is feared to threaten the existing higher education institutions because the quality of foreign universities is much more qualified than the domestic ones. Chairman of KORPRI Welfare Foundation of Bali Province as the holder of Warmadewa University (Unwar), Dr. A.A. Gede Oka Wisnumurti, said the ministerial policy is a mandate from the higher education law which allows foreign universities to operate in Indonesia. However, the policy should be accompanied with equality to the rules of higher education and must meet the requirements as applicable in the management of universities in Indonesia in general. “I think they (the rules and requirements of higher education—Ed) are not easy because establishing universities must meet the requirements such as having buildings, the ratio of lecturers and students, as well as the teaching and learning should use Indonesian standards. If they are consistently carried out, I think it does not matter. Moreover, this is a challenge for us as a private education institution in order to increase competency,” said Wisnumurti. Wisnumurti said that in the global market share as it is today, the competition cannot be dammed any longer. Thus, global competition in education becomes the trigger for higher education providers in managing their institutions. Thus, the resulting output of human resources will be able to compete globally, while still building their spirit and character of Indonesia.

He said that provision of permission for several foreign universities to operate in Indonesia is a threat to universities, especially private universities in the country. However, if examined deeply, there are some potential benefits that may be obtained from the operation of foreign universities in Indonesia as long as the regulations and requirements must be strictly enforced to the permit for the operation of foreign universities. “The problem is that the laws indeed give the possibility for the cooperation of foreign universities so that it just needs the policy level of government or ministry to limit and tighten the requirements. By that way, the optimal benefit can be obtained from the existence of certain foreign universities,” said Dr. Radendra. He suggested that for this decade the government should not give permission with high discretion to foreign universities to operate in Indonesia as some universities in the country are still not ready to compete. In addition, he also suggested that currently the government is more focused on improving collaboration between domestic and foreign universities instead of opening foreign universities in Indonesia. “If indeed should be opened, the benefits of the requirements such as the obligations of the number of local lecturers, technology transfer, managerial knowledge transfer et cetera should be optimized from their presence. The areas of operation of the universities making cooperation with foreign universities and the subject offered should also be limited and the composition of the ownership of the foundation must be limited. Thus, the optimization of benefits of foreign universities in our country can be realized from the arrangements. Our children can learn from them without having to study overseas and live there. Medical waste processing plant near people’s settlement questioned
NEGARA — Aside from West Tegalbadeng village, Negara subdistrict, the plans to establish medical waste treatment plant also appeared at Kembang hamlet, Cupel. However, the development plan at Cupel reaps the pros and cons in the community. From the information compiled last weekend, before the dissemination, some residents revealed their objections because of being close to their settlement. They are worried about the impact it has in the future. “It is said the establishment of the medical waste treatment plant does not matter if located away. But, this is close to our settlement,” said one of the residents participating in the meeting. A number of residents also had time to submit the question. There should be certainty about the impact of the factory on the surrounding people. According to them, people will definitely accept if the location is far from their settlement. They are increasingly worried after the trees on the land have been cut down. Hamlet chief of Kembang, Abdul Hamid, justified last weekend if there was dissemination on the construction plan of the medical waste treatment plant in his area. However, according to him, it is just limited to once dissemination. Hamid also admitted there were
some questions raised by residents in the dissemination related to the impact that may be caused. He said it is only a plan. “The land is located near the pond. Initially, the location was planned to be used for housing so the trees are cut down,” said Hamid. The land is planned to be used for the processing plant. Although there are objections, according to him it does not represent all the residents. On that account, there will be another dissemination conducted thoroughly related to the plan. For further dissemination, the investors will invite residents to dissemination in Denpasar. In the dissemination will be explained about the environmental impact of the medical waste processing. However, the schedule has not yet been specified. Other than at Cupel, previously the construction of medical waste treatment also appeared at West Tegalbadeng village. The investor from East Java has also conducted dissemination and set up the land at Anyar hamlet. In the dissemination, residents submitted a number of points of conditions that must be met by the investor. In total, there are nine points, where one of the points is regarding the establishment of health clinic. Headmen of West Tegalbadeng, Made Sudiana, confirmed the plan. Hampered by technical issues, renovations to Japanese cave delayed
SEMARAPURA - The government of the district of Klungkung’s desire to make improvements to the Japanese Cave, located on Jalan Raya Takmung-Banjarangkan is facing some challenges due to differences in opinion about the technical studies with the cultural reserve team. Because of this lack of agreement, the budget allocation is instead being used to make improvements to Belatung Beach at Pesinggahan village, Dawan.

Division Head of the Spatial Planning at the Klungkung Public Works and Housing Agency, Gusti Gde Gunarta, said on Monday (Feb. 5) that according to the results of their studies, the cave requires some technological assistance. The simplest method would involve building a revetment and the most sophisticated method would involve nailing a kind of revetment from within. The location is considered to be prone to landslides during the monsoon. Protecting the cave from landslides in this way however is viewed by some as threatening the authenticity of this site that is believed to be a heritage from the colonial era. The cultural heritage team is adamant about the cave remaining intact as it is. “This causes a dilemma, as the cave is to be registered as a cultural heritage site and can thus not have any adjustments made to it, however for the sake of the safety of visitors some adjustments do need to be made”, explained Gunarta. If the cultural heritage team gives the green light, then the Klungkung Public Works and Housing Agency is ready to go ahead with the adjustments immediately. “Indeed something needs to be sacrificed – either safety or authenticity”, he said. Since there has yet to be agreement on the matter, the budget allocated for this project is instead being used to make improvements to Belatung Beach in Pesinggahan village where slat farming and tourism will be united. “For now, the district government will focus on the arrangement of Belatung Beach first”, added Gunarta. Head of the Klungkung Education Agency, Nyoman Mudarta, said that his team will review the establishment of the Japanese Cave as a cultural heritage site this year. He added that his agency is not in charge of technical aspects of the project. “We only examine whether the cave can be designated as a cultural heritage site according to the existing criteria or not. Buleleng waits for central govt aid to deal with lake water overflow
SINGARAJA - Water from Lake Bunyan has been overflowing at Pancasari village, Sukasada however the district government does not have the authority to deal with the matter first hand so they are waiting for the assistance of the Ministry of Forestry and Environment (KLHK) and the Ministry of Public Works of Housing (PUPR). Both ministries have the authority to deal with issues related to the lake. The district government, through Bali’s provincial government can only submit proposals about how to deal recovering the carrying capacity and supporting capacities of Lake Bunyan and Lake Tamblingan. Head of the Buleleng Environment Agency (DLH), Nyoman Genep, on the sidelines of a meeting at the Buleleng parliament building
to discuss the Regional Mid-term Development Plan (RPJMD) on Monday (Feb. 5) further explained that they have submitted a proposal for the dredging and clean-up of water- hyacinths in Lake Bunyan with the aim of having the work done this year. The dredging and weed cleanup is a follow-up to a similar program that took place in 2017 by the Bali – Penida River Agency. It is urgent that the sediment on the lakes bottom be dredged as the volume of lake water shows considerable increases and has inundated nearby farms and even a school. The sedimentation that has accumulated over the last few years needs to be dredged so that the lake can accommodate the large volume of water that enters during the rainy season. “We have proposed several
programs including the ‘normalization’ of the lake that is under the authority of the KLHK and PUPR. Now, we are waiting for the follow-up by central government regarding the carrying capacity and supporting capacity of Lake Buyan”, he said. According to Genap, silting in the lake and the overgrowing weeds on the lake’s surface are caused by changes to farming practices around the lake. Whereas previously there were many perennial plants around the lake, these have largely been replaces by crops that do not hold the soil in place and so it is flushed into the lake when it rains. The eroded soil that gets flushed into the lake carries with it fertilizer used on the agricultural crops which causes the weeds to grow
rampantly on the lake’s surface. Last year’s the district government commissioned dozens of contract workers from fishermen groups around the lake to assist in the clean-up. “The silting has become a serious problem not to mention the fertilizer from the agricultural crops that also gets washed into the lake. We therefor hope that the lake can be dredged as soon as possible”, said Genep. This year’ proposed program, added Genep includes creating a water buffer catchments area by planting trees to hold the soil in place. There is also a pollution management program aimed at educating local residents about treating lake water waste that is being developed in cooperation with the Bali-Nusa Tenggara Ecorigion Development Control
Center (P3E). “Other programs included in the proposal include reforestation, waste processing and public education about lake preservation. The government will also cooperate with P3E for Bali-Nusa Tenggara as they did last year”, explained Genep. The increasing volume of water in Lake Bunyan continues to pose a problem during the rainy season. It is estimated that the lake water has risen 1. 5 meters and was particularly apparent on Wednesday (Jan 31) when water overflowed some 400 meters from the lakeshore. Agricultural crops in Dasong hamlet, Pancasari were destroyed and a teachers house and some of the classrooms of SDN 4 Sukasada were also damaged as 10 centimetres of water flooded the school. Hugh Grant settles phone-hacking claim against Mirror newspapers LONDON - British actor Hugh Grant has settled a legal case against Mirror Group Newspapers (MGN) after the company admitted that reporters at its three tabloid titles had hacked into his voicemails over a 10-year period to get scoops, he said on Monday. Grant, who is known internationally for roles in films such as “Four Weddings and a Funeral” and “Notting Hill”, won substantial damages from MGN and will donate them to Hacked Off, a group that campaigns against press intrusion. Grant was one of the highest profile victims of phone-hacking by reporters, a practice that became widespread at some of Britain’s fiercely competitive tabloids but was exposed during a major scandal in 2011. Most of the focus at the time was on the News of the World, a Sunday tabloid owned by Rupert Murdoch which the media mogul shut down at the height of the scandal. Later, it emerged that phone-hacking had also occurred at the Sun, another Murdoch title, and at the Daily Mirror, Sunday Mirror and Sunday People, all owned by MGN which is part of Trinity Mirror. “This newspaper group has misled the public and its shareholders for many years; and it has let down its readers and its hard-working journalists,” Grant said in a statement after his lawyers announced in court that the case had been settled. “Those journalists have paid the price for the wrongdoing of executives who have left with large pay-offs and share options,” he said, naming several former editors of the three Trinity Mirror titles. During a short hearing to inform the London High Court that the case had been settled, a lawyer for MGN said the company acknowledged phone-hacking was morally wrong and deeply regretted the acts of its former employees. In a Facebook posting, Simon, 76, said he would make a final tour - “Homeward Bound – The Farewell Tour” - of North America and Europe later this year. After that, the “Sounds of Silence” singer said he would do an occasional performance “in a (hopefully) acoustically pristine hall.” “I’ve often wondered what it would feel like to reach the point where I’d consider bringing my performing career to a natural end. Now I know: it feels a little unsettling, a touch exhilarating,
and something of a relief,” he wrote. New York-based Simon said he came to the decision mostly because “I feel the travel and time away from my wife and family takes a toll that detracts from the joy of playing.” Simon’s award-winning career includes a legendary partnership with singer Art Garfunkel. Thousands evacuated in Indonesian capital over floods
JAKARTA - Thousands of residents in Indonesia’s capital have been evacuated due to flooding, Jakarta’s governor said on Tuesday, though the level of rivers swollen by the release of water from a reservoir upstream was dropping for now. The torrential rain had also caused landslides in satellite cities around Jakarta, with eight people missing after two landslides around the city of Bogor, police said. TV footage on Tuesday showed people wading through murky brown water in some neighbourhoods of the capital Jakarta. City governor Anies Baswedan said about 6,500 people had been displaced by floods in parts of south and east Jakarta. “We are making sure that those evacuees receive aid,” Baswedan said in a statement, adding that flood waters had receded at the Manggarai floodgates in the city. A day earlier dramatic TV foot-
age showed fast-running rivers of muddy water gushing down roads, bringing down trees and even some villas in the hilly areas around Jakarta. Authorities were forced to release water from a reservoir upstream in the city of Bogor as water levels prompted the highest alert. Police and military personnel have been working with volunteers to deal with the impact of the floods. City authorities have in the last
few years sought to improve lowlying Jakarta’s vulnerability to flooding during the rainy season. More than 50 people died in one of the capital’s deadliest floods in 2007 and five years ago much of the centre of the city was inundated after canals overflowed. Jakarta Governor Anies Baswedan has instructed the entire ranks of Jakarta Regional Government to carry out the Jakarta alert operation message: Readiness and Re-
sponse in the face of flood threat. Through the instruction, the governor stated that at 4 p.m. Western Indonesia Standard Time (WIB) the Depok sluice gate showed the water level at 400 centimeters (above the 300 cm height which is the alert one status). The flood water is on its way to Jakarta. Jakarta mayors should coordinate the entire work forces, deploy officers to the field in their respective territories. All command posts should be in the ready position and can accommodate all potential disaster affected victims. Regional Disaster Management Agency (BPBD) should coordinate, prevent and anticipate flood. Make sure the information is
delivered to all relevant sections, as well as to the public in need. Primarily all residents in the Ciliwung River Basin (DAS) areas. The Water Resources Service (SDA)`s blue forces should be on alert at flood-prone points and make sure there is no blockage in the water streams. Make sure the pumps are running well.
