NEW YORK — Recently divorced singer Blake Shelton and Gwen Stefani, who filed for divorce in August, are dating.

A representative for Shelton confirmed on Wednesday that the two stars are a couple. Both Shelton and Stefani are mentors on NBC’s “The Voice.” Stefani filed for divorce from fellow musician Gavin Rossdale in August after nearly 13 years of marriage, citing irreconcilable differences. Both are seeking joint custody of their three children. Shelton and singer Miranda Lambert announced that they were divorced after four years of marriage in July. Both Shelton and Lambert are attending Wednesday night’s Country Music Association Awards in Nashville, Tennessee. Shelton will perform and Lambert is a nominee for entertainer of the year. (ap)

They and Jerry Seinfeld were featured performers Wednesday at “Change Begins Within,” a Carnegie Hall event presented by the David Lynch Foundation. Lynch is an advocate for Transcendental Meditation, popularized by the Beatles in the 1960s and now used for treating post-traumatic
stress, depression and other afflictions. The benefit raised money to offer meditation for 10,000 at-risk New Yorkers. Sting looked relaxed and happy in a dark blazer and an open blue shirt as he sang “Fields of Gold” and other songs. Perry wore a peach-colored gown. Between performances of “Teenage Dream,” ‘’Firework” and other favorites she preached the virtues of Transcendental Meditation, which she says has changed her life. (ap)

but high-profile start — her first credited work was in assistant roles on “The Godfather: Part II” and “Apocalypse Now,” before she broke out with her script for “The Black Stallion,” which was released as a feature-length film in 1979. It was in 1976 on the set of “Apocalypse Now” that she met

Ngurah Rai Airport reopens as volcanic ash clears
KUTA - Bali’s Ngurah Rai International Airport has resumed operations from Thursday at 2:30 p.m. local time after being closed for the last two days following the eruption of Mount Barujari in Lombok, West Nusa Tenggara. “Taking into account the weather change, the I Gusti Ngurah Rai airport has resumed operations at 2:30 p.m. local time,” General Manager of PT Angkasa Pura I of the Ngurah Rai Airport Trikora Harjo stated on Thursday. The Indonesian Meteorological, Climatology and Geophysics Agency (BMKG) and the Darwinbased Volcanic Ash Advisory Center (VAAC) of Australia have issued information that the direction of the wind has changed and has blown the volcanic ash away from Bali. The decision to restart operations at the airport was also based on the fact that it was clear of any volcanic ash. Earlier, the Bali airport authorities had closed down the airport since November 3 and decided to extend its closure period until Friday morning (November 6). “The airport will remain closed until Friday at around 8:45 a.m. Central Indonesian Standard Time (WITA),” General Manager of the Angkasa Pura I of the Ngurah Rai international Airport Trikora Harjo stated in Kuta, Bali on Nov. 5. The transportation ministry is-
sued a Notice to Airman (Notam) No. A 2479/15 regarding the closure. Since the morning of November 3 until November 5, some 692 international and domestic flights were cancelled following the Ngurah Rai airport’s closure. “Our airport is currently affected by the volcanic ash being spewed by the erupting Mount Barujari,” Chief of the Regional IV Airport Authorities Yusfandri Gona stated on Nov. 4. The cancellations have affected 183 arrivals and 189 departures of domestic flights. With regard to the international flights, 157 scheduled arrivals and 163 departures have been cancelled. THE PROLONGED dry season this year has been having an incredibly harsh impact on the agricultural sector of Bali, with countless hectares of rice paddy fields struck by drought. The region of Tabanan -known as the rice gra-
nary of Bali, is no exception with over 36 hectares of its paddy fields experiencing crop failure. Data from the Tabanan Agriculture Agency indicates that crop failure has already occurred in the subdistrict of Kerambitan with 19 hectares of lost crops, Marga lost 10 hectares and East Selemadeg has lost 7 hectares. and Horticulture Agency, I Nyoman Budana, explained that in terms of agriculture, drought is not defined by cracks in the soil but rather by the percentage of withered plants. In the case of rice paddy, light drought, for example, is defined as plants that wither in the day but are refreshed in the evening and if given water can fully recover. The percentage of plants that can be re-
covered is how moderate and even severe drought is defined. In the case of severe drought for example, even if plants are finally watered, only a very small percentage can recover. “In this case we known that production will be severely diminished,” he explained. In Tabanan, severe drought has engulfed at least 60 hectares of agricultural lands, including areas
of Baturiti and the three other areas previously mentioned. If the remaining plants are not watered immediately the entire crop will be lost. “Paddy plants have started yellowing, and the soil has cracked. DENPASAR as a large city is vulnerable to agricultural land conversions especially given the very rapid rate of urbanization occurring here at the moment. It is difficult to stop the threat to agricultural lands in Denpasar -particulalarly the dwindling rice paddy fields, without adequate legal protection. Only three subak areas in Denpasar are protected by awig-awig or bylaws, these are: Subak Anggabaya, Subak Umalayu and Subak Umadesa. Head of Denpasar Agriculture Agency, I Gede Ambara Putra, said
that there is currently no overarching law that protects rice paddies, nor has any such law been set forth in provincial regulations. Nevertheless, he added that that three subaks in Denpasar have taken the
initiative of setting forth bylaws or awig-awig regarding the purchase of land in their area. The awig-a wig states that agricultural land can be bought and sold, but none of the 81 hectares of land in these three subak areas can have its function converted from agricultural usage. “This means that the designation of paddy fields in thsee three subak areas cannot not be changed,” said Ambara Putra. The government of Den-
pasar has many polices aimed at maintaining the existence of paddy fields. For example, the government provides seeds, production tools and other facilities for farmers. Also, agricultural land in Denpasar’s green belts is exempt from taxation. “Certain agencies such as the Culture Agency and Revenue Services are also attempting to sustain paddy fields in Denpasar,” he confirmed. day’s highlight was premium seating at the hour-long Bali Agung performance depicting the life of Raja Jayapangus that involved hundreds of performers – both human and animal, presented on Southeast Asia’s largest stage. The Education Team of the Park rounded out the day for their young visitors by setting a challenge to hunt for hidden seedlings for trees that they later planted to enrich the plant diversity of Bali Safari. Working in five separate groups and questioned after the planting, the children all managed to derive a common lesson from the experience: that everyone can make a positive impact on the natural environment through an act as simple as planting a tree. If all 81,000 hectares of paddy field can be included, that would be great. However, this would be consequences for us. If all the agricultural land is included in the “evergreen” program, we need to
provide incentive to farmers to keep working the land, such as land tax exemption and providing seeds and fertilizer. Otherwise farmers will not want to cultivate this land,” he explained. Wisnuardhana reiterated that those paddy fields that are designated “evergreen paddy fields”, cannot be converted to functions other than agricultural. Farmers in Tabanan have been doing what they can to save their crops, but the impact of the drought in 2014 has been carried over into this years prolonged dry season, so that dwindling water supplies forced them to plant later than usually. This ongoing lack of water has meant that the government’ target of planting 48,900 hectares of land in Tabanan has only been able to reach halfway with a total of 24,825 hectares having been planted this year. Many fear that if it does not rain immediately, Tabanan -nicknamed the rice granary of Bali, will have to rely on the assistance of the central government’s rice reserve. The rice reserve is managed by the Logistic Agency (Bulog), with 100 ton quotas allocated to each county and five tons for food security. According to the results of a meeting between the Regional Secretariat of Tabanan with related agencies, there is a proposal requesting rice assistance from the central government, not only for areas hit by drought, but also for areas whose crops have suffered mice attacks. Currently, a total of 46 hectares of paddy plants have already been lost in Subak Priyukti at Wanasari (38 hectares), Subak Babakan (2 hectares) and Subak Gunung Subamia (6 hectares). Neck rot disease also hit 3 hectares of rice paddies in Subak Dukuh, Marga. The Agricultural Agency has taken measures to deal with this crisis, including providing red bean and corn seeds for cultivation, making improvements to irrigation channels and asking for the assistance of the central government to cooperate with the Central Nuclear Agency in order to have artesian wells drilled in the area. “This remains in the planning phase with location inspections underway to determine where water sources are located,” explained Budana. Budana also stated that farmers should not only rely on rice farming considering that natural conditions have become unfavourable for this drop. “Farmers cannot impose the cultivation of rice, but need to plant crops that require less water to grow. This is the best measure that they can take during a drought like the one we are experiencing,” he concluded. (bit)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Indigenous Games bring fashion to Brazil’s interior
PALMAS, Brazil — Forget New York, Milan or even Paris: With nearly 2,000 native people from around the world rocking their finest traditional garb at the World Indigenous Games, there’s not a catwalk in the world that can compete with this dusty agricultural outpost. Awash in a riot of tropical feathers, draped in endless stands of eyepopping beads and topped off by headdresses that look like they deserve their own zip codes, host city Palmas has earned itself the title of world fashion capital — at least for the nine-days of the event. The venue is bubbling with so many bold, audacious looks that the visitor doesn’t know where to look next. Eyes dart from the Bolivian women in their bowler hats, to dancers from Canada in buttery suede dresses hung with jangling metal ornaments, and come to rest finally on the Amazon-dwelling Kamayura men whose headdresses look like giant spider webs made out of feathers. The “head roach” proudly sported by Canadian delegate Lamarr Oksasikewiyin was another architectural feat. The towering Mohawk is made from a dear tail, the feathers of a teenage eagle and ethically extracted porcupine hair — plucked, he assured, from a live animal which wanders
away after the process, dignity bruised but body intact. “Normally it stands up really straight,” said Oksasikewiyin, a 46year-old schoolteacher of the Nehiyaw people of Saskatchewan. “But it’s so humid here, it’s really quite droopy.” It’s not just the event’s indigenous participants who are getting in on the sartorial action. Non-indigenous spectators, most of them residents of sleepy Palmas, lined up to get temporary tattoos like the head-to-toe designs many Brazilian indigenous people use. Made with inky dye extracted from the jenipapo fruit, the tattoos were applied with little twigs for $1.25-$2.50 a pop. While most people were content to small designs on their triceps or calves, a bold few took the plunge, stripping down to their underwear to get wholebody paint jobs or even intricate webs all over their faces. “It only lasts maximum one week,” Rivaldo Warinmytygi, of Brazil’s Tapirape people, reassured one would-be

customer. “But it goes away even faster if you’re taking three baths a day.” Which, with temperatures exceeding 45 degrees Celsius (113 degrees Fahrenheit) during the first few days of the Games, you just might. Headdresses have proven another popular product among the indigenous vendors hawking everything from so-called “nose whistles” — little wooden contraptions that fit over nose and mouth to emit convincing bird calls — to an almost life-sized broadsnouted caiman made from an artfully burned tree trunk. Among the local teenage girls, headdresses made out of macaw feathers were the must-have accessory. Inspectors from Brazil’s wildlife protection agency were at the games, handing out pamphlets in an attempt to combat the practice of killing as many as eight birds to make a single headdress. While Brazilian law allows indigenous people to use clothing and accessories made from wild animal parts, they’re forbidden from selling them. Still, the threat of fines up to $1,250 and possible jail time for the buyer appeared to do little to dampen the enthusiasm for feather headdresses. For indigenous Brazilian Yara Brasil, who was sporting a fringed suede jacket from Canada and Australian crocodile boots and a Davy Crockett hat of her own confection, the games were a chance to expand her eclectic collection of native clothing from around the world. “I’m a walking cultural exchange,” she said, showing off the profusion of new jewel-colored beads she’d been given. Due to the impact of the eruption of Mount Barujari, the Air India plane that should have flown the Indian Vice President back to his home country had to remain at the apron of the airport. Yusfandri said his side had accorded priority to protecting planes from volcanic ash from Mount Barujari, including medical planes and planes carrying officials as well as commercial planes. “We have implemented a policy to prioritize the safety of medical planes and VVIP planes,” he said. KUTA - PT Angkasa Pura I, operator of Ngurah Rai International Airport in Denpasar, Bali, has provided four buses for stranded passengers after the airport’s temporary closure following Mount Barujari’s eruption near Mount Rinjani, West Nusa Tenggara. “We have readied four buses to transport passengers intending to avail land transportation,” General Manager of PT Angkara Pura I chapter at the Ngurah Rai airport Trikora Harjo, stated on Wednesday. The buses would take the passengers to the Ubung bus terminal in Denpasar and to the Padangbai harbor in Karangasem District for people wanting to undertake their journey aboard ferries. “We have readied the buses since the first day of the closure, on Tuesday (Nov. 3),” he remarked. The transportation ministry has announced that the Ngurah Rai International Airport in Denpasar, Bali Province, is closed until Thursday (Nov. 5) at 8:45 a.m. local time due to the eruption of the volcano. The authorities have issued a Notice to Airmen No. A2470/15 regarding the temporary closure, J.A. Barata, a spokesman of the transportation ministry, stated in Jakarta, Wednesday.
“The Ngurah Rai Airport in Bali and the Selaparang Airport (in Mataram, West Nusa Tenggara) are being shut down until Thursday morning at 8 a.m. central Indonesian standard time, and the conditions will be evaluated again tomorrow morning,” he affirmed. A total of 692 domestic and international flights to and from the Ngurah Rai airport have been cancelled during the three-day closure of the airport. The National Disaster Mitigation Agency (BNPB) reported that Mount Rinjani located in the East, Central, and North Lombok districts erupted again on Tuesday (Nov. 3). The mount spewed volcanic ash reaching a height of around 3.5 thousand meters dpal, or one thousand meters above the crater of Barujari. DENPASAR - The regional budget for 2016, through the Budgetary Agency and the Bali Regional Government Budgetary Team (TAPD), will allocate IDR 8.2 billion for 716 Balinese language instructors of villages. Each instructor will receive an honorarium of IDR 1.7 million. The Bali Culture Agency will immediately follow up the budget for Balinese language instructor in the Regional Budget for 2016, although the implementation will be carried out after the regional bylaw on the budget for 2016 is verified by the central government. “Since it has been agreed and set forth in the regional budget, of course, later on it will be followed up with the preparation of an action plan in for the budget. We are still preparing this,” said the Head of the Bali Culture Agency, Dewa Putu Beratha. The preparation, added Beratha, includes matters of financing, re-
cruitment, the procurement of handbooks, and briefings for teachers before they are assigned to villages in Bali. As a first step, a recruitment team will be formed in order to set up the criteria for eligibility. “Later, there will be a registration and selection process. We think that teachers can begin to be placed at the beginning of July and then
given handbooks. But we can only form the recruitment team once the regional budget has been verified by the central government. Possibly we will be able to start the whole process at the beginning of January,” he said. Beratha added that Bali’s provincial government had previously been unable to realize the Balinese language instructor program. The provincial parliament had requested a total of 1,488 language language instructors for customary village throughout Bali. Finally after further discussions, an agreement was finally made that the instructors will be under the charge of village administrators. “Every measure had to be taken
to ensure that instructors would be made available in 2016. Initially customary villages were targeted but due to budgetary problems, eventually it was agreed that 716 administrative village heads would lead the program and a solution was agreed to regarding the budget,” he explained. As reported previously, the Secretary of Commission IV of the Bali House of Representatives, Nyoman Budi Utama, said that a special committee for the Bali regional budgetary draft for 2016 has designed IDR 8.2 billion for Balinese language instructors with IDR 7.2 billion allocated for the salaries and the BPJS health insurance for the 716 instructors and IDR 1 billion
for recruitment and guidebooks. “The language instructors will have the status of contracted officers that will be effective as of July, so the budget is adequate for six months, for the recruitment process and for the provision of curriculum. For the following year, the budget will be allocated for a full year,” explained Beratha. This PDI-P politician explained that the Bali Culture Agency will be in charge of the program because they are associated with cultural preservation. On the technical side, language instructors will be required to have a minimum educational background of a bachelors degree in Balinese language. (kmb32)
Lack of raw materials hampers the progress of SMIs
TABANAN - The supply of raw materials is important for every small and medium industry (SMIs) who very much spend on having access to these materials to run their daily business. Efforts therefor ned to be made to have these supplies accessible long term. During a technical guidance session given by Director General of SMI’s for the Ministry of Industry, Euis Saedah, in Tabana recently, Saedah said that cooperatives
should be established in order to ensure that raw materials are constantly available to SMI’s in each area. “Based on the experience of SMIs in some regions, even if sales are good, without constant access to raw materials, business will flounder,” she explained. In Tabanan, some local SMIs are developing the production of virgin coconut oil (VCO). These small companies were encouraged to set up a cooperative to oversee coconut
production so that this raw material is not all sold to buyers form outside the region but is instead kept in Tabanan for the production of virgin coconut oil. Head of the Tabanan Industry and Trade Agency, I.B. Wiryawan, explained that another challenge faced by SMIs is their lack of legal status which means they cannot get support from the central government in terms of acquiring production facilities.
According to Wiryawan, there is a lot of assistance available for SMIs but only those that hold a legal status according to specified provisions. For example, the Tabanan Industry and Trade Agency had submitted a proposal for the acquisition of production facilities for a local ceramic business, but it was not approved because said ceramic business was not registered as a legal business. On average most SMIs in Ta-
banan are not legally registered as businesses because they do not see the purpose of doing so. “To many of these business people, the important thing is to be able to work and be creative and sell their wares at the market” explained Wiryawan. The Tabanan Industry and Trade Agency has therefor been trying to disseminate information and understanding to SMIs about the advantages of registering their business. (kmb24)
Maldives impeaches VP accused of plotting to kill president
MALE — Maldives’ Parliament voted overwhelmingly on Thursday to impeach the country’s vice president, who is accused of plotting to kill the president. Ahmed Adeeb is the second vice president to be impeached in three months. He has been arrested for allegedly planning to kill President Yameen Abdul Gayoom in an explosion on his speedboat on Sept. 28. The impeachment motion received 61 votes in favor and none opposed in the 85-member Parliament. The main opposition group, the Maldivian Democratic Party, abstained. The president declared a state of emergency on Wednesday, saying the explosion and subsequent discovery of arms posed a threat to national security. Adeeb, 33, who was once
Gayoom’s trusted protege, became vice president in July after the impeachment of his predecessor, Mohamed Jameel, who had fallen out of the president’s favor. Lawmakers from Gayoom’s party even changed the constitution to reduce the minimum age for presidents and vice presidents from 35 to 30 to enable Adeeb to take office. However, suspicion immediately fell on Adeeb after the explosion on Gayoom’s boat, and he was arrested at the airport as he returned from an official visit to China. Gayoom was unhurt by the blast, which the government called an assassination attempt. The U.S. FBI, which investigated the explosion, said it found no evidence that it was caused by a bomb. (ap)

a third term in office that was opposed locally and internationally. Police spokesman Pierre Nkurukiye said the four dead may have been shot by police when they were attacked while patrolling the Mutakura neighborhood. The four deaths raises to 13 people killed since Saturday. Nkurunziza’s successful bid for a third term sparked violent street protests and a failed coup. (ap)

The United States reached an agreement Oct. 5 on the Trans Pacific Partnership with 11 other Asia-Pacific countries. New Zealand, a member of the TPP, released the complete text on its foreign ministry website Thursday. The move makes public the details of an agreement that critics complained had been forged in secrecy. Under a trade law passed earlier this year, President Barack Obama must give the public time to review the text before he signs the agreement and turns it over to Congress for approval. Lawmakers can’t nit-pick the deal with amendments; they must simply vote yes or no. Congress is likely to take up the issue next year in the heat of the presidential election campaign. Obama faces fierce resistance to the deal from within his own Democratic Party. Hillary Rodham Clinton, who is running for the Democratic presidential nomination, has said she’s against it. Candidasa Transport and tourist accommodation disagree
AMLAPURA - Candidasa Transport is protesting against the management of Benthos Bali Dive and Resort at Candidasa because this tourist accommodation business, owned by a Polish businessman has not been uniquely using the services of Candidasa Transportation. The two parties have met twice to discuss the matter but have yet to reach an agreement. Chief of Karangasem Subdistrict Police, Anwar Sasmito, said on Tuesday (Nov. 3), that the second meeting was conducted at the office of Candidasa Transport on Monday
(Nov. 2) around 5:30 p.m. Owner of the Benthos Bali Dive and Resort, Maciej Perepeczo, attended the meeting with the management of the Candidasa Transport in person. During the meeting, head of the Candidasa Transport, I Nengah Luji, expressed his desire to handle all the transport services required by Benthos Bali guests. Hamlet chief of Samuh, I Nengah Ngarta, also asked for Maciej Perepeczo’s commitment to using the services of Candidasa Transport. Apparently when Maciej originally asked for
a recommendation for a business permit from the hamlet chief, he claimed that he was willing to cooperate with Candidasa Transport. However once Benthos Bali started operating this agreement was not honoured. Regarding these allegations, Maciej Perepeczo conveyed that Candidasa Transport said that they could provide special vehicles such as ELF or larger-sized pickup trucks at particular times and so he agreed to cooperate with them Candidasa Transport asked for two days notice for using these special vehicles.
The police chief added that in the meeting between these two parties, debates erupted regarding the sequence of events after the tourist accommodation was established. Candidasa Transport feels that they have been cheated by Benthos Bali in terms of the transportation services for in-house guests at Benthos Bungalows. So far, Candidasa Transport has only handled a few guests whereas, according to the initial agreement they would handle all Benthos Bungalow guests. “Candidasa Transport had asked that they be the only ones
to provide transport for Benthos Bungalow guests,” said the police chief. The second meeting was similar with no agreement having been reached. The police chief said that both parties agreed to study the clauses of an agreement that they will sign at another meeting. The police chief asked both parties to not let their problem interfere with the safety and comfort of tourists at Candidasa. Myanmar’s Suu Kyi eyes post ‘above the president’
YANGON, Myanmar — Myanmar opposition leader Aung San Suu Kyi said Thursday that she will be the true power above the country’s president if her party wins historic elections this Sunday, circumventing a constitutional clause that bars her from the top job. “It’s a very simple message,” Suu Kyi said, when reporters pressed her to explain what she meant. While another member of her National League for Democracy party would hold the presidential title, “I’ll make all the proper and important decisions.” “I’ll be above the president,” she said, appearing bemused as she spoke to hundreds of reporters gathered at the lakeside villa that was her prison before the country began its transition from dictatorship to democracy five years ago. “I’ll run the government.” She insisted her plan was legal because “the constitution says nothing about being ‘above the president.’” Although the comments run contrary to democratic norms, which Suu Kyi has always stood for, they represent the reality in Myanmar’s present ruling structure. The current president takes instructions from the military-backed Union Solidarity and Development Party and if a military person were to become president, he would be beholden to the army commander. The Sunday elections are billed as Myanmar’s best chance ever for a free and credible vote, with
experts noting the nation experienced widespread suppression of dissent and violence even before the 1962 coup that plunged the country into military rule for the next half-century. However, the constitution, drafted under military control, guarantees that the armed forces maintain control over 25 percent of the seats in parliament and the key security portfolios. In a clause widely seen as custom-tailored for Suu Kyi, it also bars her from the presidency because her late husband was British and her two sons hold foreign passports. The 70-year-old opposition leader said Thursday that the runup to the vote had been seriously flawed and that she hoped the international community would not be too quick after ballots were counted to declare it free and fair, noting the U.S. and others have at times been overly enthusiastic about political and economic reforms. “I ask them,” she said, beyond the veneer, “what has changed?” The Union Election Commission, which oversees the voting, is headed by a vocal supporter of President Thein Sein’s ruling Union Solidarity and Development Party.
Suu Kyi said the commission had ignored repeated complaints about irregularities in advance voting, the illegal use of religion by her political opponents, and the disenfranchisement of migrant workers. She did not mention the country’s 1.3 million Rohingya Muslims, who have been denied the right to vote for the first time since independence. The government says all are illegal migrants from neighboring Bangladesh, though many of their families arrived generations ago. A quarter-million Rohingya have fled their homes in western Rakhine state after being hunted down by machete-wielding Buddhist mobs in 2012, some by boat and others to camps where they live under apartheid-like conditions with little access to health care, education or food. Human rights groups have criticized Suu Kyi for remaining silent about the Rohingya’s plight. She, however, says her job is to reconcile the two communities, not to fan divisions. When one reporter repeated claims by some rights groups and legal experts that the Muslim minority is facing genocide, Suu Kyi said, “I think it’s very important that we should not exaggerate problems in the country.” “We have to make big problems small and small problems disappear,” she said. Bollywood figures, writer Roy join protest over intolerance
NEW DELHI — Booker Prizewinning novelist Arundhati Roy and two dozen Bollywood award winners added their voices to the artists, scientists and historians who say they are alarmed by a climate of religious intolerance and violence in India. Filmmaker Sanjay Kak, who was among Indian film industry figures returning National Film Awards in Mumbai on Thursday, said that those protesting “have deployed their visibility - and credibility - to articulate the growing anxiety of a vast number of Indians, those who may remain less visible but are no less perturbed at what is going on around them.” Roy, most famous for her 1997 novel “The God of Small Things,” said in a sharply worded editorial in The Indian Express that millions of minority people including Muslims, Christians and members of low-caste or tribal communities “are being forced to live in terror, unsure of when and from where the assault will come.” Already dozens of writers have returned awards to the country’s top literary institution, the Sahitya Academi, over disappointment that it has not condemned the killings of atheist activists who campaigned against religious superstition or Muslims rumored to have slaughtered cows or eaten cow meat. Among India’s majority Hindu population, cows are considered to
be sacred. Roy said she was “so ashamed of what is going on in this country” and was pleased to return her 1989 national screenplay award and “to be a part of the political movement.” “I believe what artists and intellectuals are doing right now is unprecedented, and does not have a historical parallel. It is politics by other means,” said Roy, who in recent years has become a civil rights activist. Many of those protesting have also criticized Prime Minister Narendra Modi and his Hindu nationalist Bhartiya Janata Party for not speaking out against religious attacks, saying their silence has encouraged Hindu hard-liners to justify the attacks and assert Hindu superiority. Communal violence and prejudice are nothing new for India, born as a secular democracy in 1947 amid deadly Hindu-Muslim riots that killed an estimated 1 million people as Muslim-majority Pakistan was carved out of mostly Hindu India with the end of British rule. Since then, horrific riots and clashes have erupted at intervals, mostly between Hindus and Muslims. BRASILIA - Brazil’s President Dilma Rousseff accepted the Indonesian ambassador’s credentials Wednesday after a nearly nine-month standoff over the Asian country’s execution of two Brazilian nationals convicted of drug trafficking.
The new ambassador, Toto Riyanto, had been about to present his credentials to Rousseff at the presidential palace in February when the Brazilian leader called off the ceremony over Indonesia’s refusal to grant clemency for the
two death row inmates. Brazilian national Marco Archer was executed by firing squad in January. His compatriot Rodrigo Gularte, who had been diagnosed with paranoid schizophrenia, was executed in April.
JAKARTA - Speaker of the House of Representatives (DPR) Setya Novanto welcomed Japanese Ambassador to Indonesia Yasuaki Tanazaki to discuss ways to strengthen bilateral relations between both nations. “Japan is keen to strengthen cooperation in the areas of infrastructure, development of seaports, and transportation. I hope that relations between the two countries would improve further,” Novanto stated here, Thursday. On the same occasion, Novanto said he will visit Japan on November 9, 2015, to meet the Japanese emperor and head of the Japanese Parliament. He affirmed that the visit to Japan aims to improve the already sound relations with the Japanese parliament. “The Indonesian and Japanese parliaments have shared strong relations and will be stepped up further,” Novanto emphasized. Ambassador Yasuaki asserted that Japan is keen to improve relations in various sectors in Indonesia, particularly in the field of defense and economy. He also vowed to hold further discussions on the development of cooperation between the two countries. “The visit of the House Speaker to Japan is an important agenda as he will meet the country’s leaders,” Yasuaki remarked. Benzema’s lawyer Sylvain Cormier told reporters that the Real Madrid forward would spend the night at a police station in Versailles. A judicial
official with direct knowledge of the case, who spoke on condition of anonymity because the investigation is continuing, confirmed the information to The Associated Press. Benzema, who denies any wrongdoing, was placed in custody after being summoned on Wednesday morning to the police station in Versailles, a city located on the western
edge of Paris. Investigators are trying to find out if the Real Madrid forward played a role in the extortion attempt targeting France midfielder Mathieu Valbuena, and if he actually tried to blackmail the Lyon player, a police officer told the AP. The official also required anonymity because of the ongoing investigation. Three other
people have been handed preliminary charges since October in the case. Former France international Djibril Cisse was briefly detained last month after being suspected of conspiracy to blackmail, a charge with a maximum prison sentence of five years. Cisse, who has since retired from soccer, was released without seeing a judge.

LONDON - Chelsea now have the perfect platform to relaunch their season and banish all talk of manager Jose Mourinho’s departure after their 2-1 home win over Dynamo Kiev in the Champions League on Wednesday. Mourinho could barely contain himself after Willian’s stunning 28-metre free kick seven minutes from time gave his team victory with a performance that at times was totally dominant, yet became nervy after Dynamo threatened to steal a point. But at the final whistle it was almost like old times at Stamford Bridge as the crowd cheered Mourinho and the Portuguese saluted the crowd. Perhaps Willian’s goal will signal the turning point after what has been a miserable season so far. There was certainly a feeling of rebirth in the air after Chelsea showed some of their old resolve to win after Dynamo equalised 13 minutes from time. Aleksandar Dragovic headed a Willian cross into his own net to give Chelsea a 34th minute lead before scoring at the right end to equalise with a thunderous shot after 77 minutes. The victory secured by Willian’s brilliant goal moves Chelsea closer to qualifying for the last 16 of the tournament they won in 2012. While there is along way to go before they can consider winning it again, at times they
looked more like the side that won the Premier League title last season than the current bottom half strugglers. Mourinho’s future at Stamford Bridge has been cast into doubt after only three wins in their opening 11 Premier League matches has seen them sink to 15th in the table. But what is not in doubt is how the fans feel about him and how he feels about them. “To have the whole stadium supporting me in a difficult time is an unforgettable moment in my career,” he said. “With Chelsea, I think this is my moment, the club can be proud of their fans. I can only thank them by giving everything I have, to thank them for this reaction.” Mourinho, the highest profile manager in the highest profile league in the world, is also a huge favourite of the English media for his endless headline grabbing quotes and antics. Thursday’s newspapers adopted an almost universal theme -- that Willian’s superb strike had eased the pressure on the manager and bought him some valuable time. Whether that is the case or not will depend on their next league results and whether owner Roman Abramovich is going to sack the man he has twice wooed to Stamford Bridge. MUNICH — Thomas Mueller scored two goals as Bayern Munich hammered Arsenal 5-1 on Wednesday to close in on a place in the knockout stage of the Champions League. Bayern lost to Arsenal 2-0 in London but the five-time champion dominated the return fixture from start to finish, giving Arsene Wenger’s team no chance. Robert Lewandowski opened the scoring in the 10th minute, Mueller doubled the lead in the 29th, David Alaba made it 3-0 in the 44th. Arjen Robben scored with his first touch of the ball in the 55th, less than a minute after coming off the bench. Mueller added his second in the 89th. Olivier Giroud pulled one back for Arsenal in the 69th. The victory gave Bayern nine points atop Group F, while Arsenal has three. Olympiakos also has nine after edging 10-man Dinamo Zagreb 2-1, which also has three points. “It was a key match for us that we wanted to win,” Mueller said. “We played a serious match. We slowed down a bit in the second half and made some mistakes in the defense, but they (Arsenal) didn’t do much.” Weakened by injuries, Arsenal defended for most of the game and hardly challenged, even with
Bayern up by three goals. Bayern was allowed to pass the ball around at will and used its possession to attack down the flanks and to score with ease. The official also required anonymity because of the ongoing investigation. Three other
people have been handed preliminary charges since October in the case. Former France international Djibril Cisse was briefly detained last month after being suspected of conspiracy to blackmail, a charge with a maximum prison sentence of five years. Cisse, who has since retired from soccer, was released without seeing a judge.
Cormier said his client told the judge in charge of the case that he had been available for questioning as soon as his name was mentioned in the media last month. “He wants to put an end as soon as possible to this controversy that rose from a case he did not take part in,” Cormier said in a message to the AP. LONDON - Chelsea now have the perfect platform to relaunch their season and banish all talk of manager Jose Mourinho’s departure after their 2-1 home win over Dynamo Kiev in the Champions League on Wednesday. Mourinho could barely contain himself after Willian’s stunning 28-metre free kick seven minutes from time gave his team victory with a performance that at times was totally dominant, yet became nervy after Dynamo threatened to steal a point. But at the final whistle it was almost like old times at Stamford Bridge as the crowd cheered Mourinho and the Portuguese saluted the crowd. Perhaps Willian’s goal will signal the turning point after what has been a miserable season so far. There was certainly a feeling of rebirth in the air after Chelsea showed some of their old resolve to win after Dynamo equalised 13 minutes from time. Aleksandar Dragovic headed a Willian cross into his own net to give Chelsea a 34th minute lead before scoring at the right end to equalise with a thunderous shot after 77 minutes. The victory secured by Willian’s brilliant goal moves Chelsea closer to qualifying for the last 16 of the tournament they won in 2012. While there is along way to go before they can consider winning it again, at times they
looked more like the side that won the Premier League title last season than the current bottom half strugglers. Mourinho’s future at Stamford Bridge has been cast into doubt after only three wins in their opening 11 Premier League matches has seen them sink to 15th in the table. But what is not in doubt is how the fans feel about him and how he feels about them. “To have the whole stadium supporting me in a difficult time is an unforgettable moment in my career,” he said. “With Chelsea, I think this is my moment, the club can be proud of their fans. I can only thank them by giving everything I have, to thank them for this reaction.” Mourinho, the highest profile manager in the highest profile league in the world, is also a huge favourite of the English media for his endless headline grabbing quotes and antics. Thursday’s newspapers adopted an almost universal theme -- that Willian’s superb strike had eased the pressure on the manager and bought him some valuable time. Whether that is the case or not will depend on their next league results and whether owner Roman Abramovich is going to sack the man he has twice wooed to Stamford Bridge. MUNICH — Thomas Mueller scored two goals as Bayern Munich hammered Arsenal 5-1 on Wednesday to close in on a place in the knockout stage of the Champions League. Bayern lost to Arsenal 2-0 in London but the five-time champion dominated the return fixture from start to finish, giving Arsene Wenger’s team no chance. Valentino Rossi hopes the appeal against his punishment for colliding with Marc Marquez will let him have a “normal” race against MotoGP title rival Jorge Lorenzo in the Valencia finale. Myanmar’s Suu Kyi eyes post ‘above the president’
YANGON, Myanmar — Myanmar opposition leader Aung San Suu Kyi said Thursday that she will be the true power above the country’s president if her party wins historic elections this Sunday, circumventing a constitutional clause that bars her from the top job. “It’s a very simple message,” Suu Kyi said, when reporters pressed her to explain what she meant. While another member of her National League for Democracy party would hold the presidential title, “I’ll make all the proper and important decisions.” “I’ll be above the president,” she said, appearing bemused as she spoke to hundreds of reporters gathered at the lakeside villa that was her prison before the country began its transition from dictatorship to democracy five years ago. “I’ll run the government.” She insisted her plan was legal because “the constitution says nothing about being ‘above the president.’” Although the comments run contrary to democratic norms, which Suu Kyi has always stood for, they represent the reality in Myanmar’s present ruling structure. The current president takes instructions from the military-backed Union Solidarity and Development Party and if a military person were to become president, he would be beholden to the army commander. The Sunday elections are billed as Myanmar’s best chance ever for a free and credible vote, with
experts noting the nation experienced widespread suppression of dissent and violence even before the 1962 coup that plunged the country into military rule for the next half-century. However, the constitution, drafted under military control, guarantees that the armed forces maintain control over 25 percent of the seats in parliament and the key security portfolios. In a clause widely seen as custom-tailored for Suu Kyi, it also bars her from the presidency because her late husband was British and her two sons hold foreign passports. The 70-year-old opposition leader said Thursday that the runup to the vote had been seriously flawed and that she hoped the international community would not be too quick after ballots were counted to declare it free and fair, noting the U.S. and others have at times been overly enthusiastic about political and economic reforms. “I ask them,” she said, beyond the veneer, “what has changed?” The Union Election Commission, which oversees the voting, is headed by a vocal supporter of President Thein Sein’s ruling Union Solidarity and Development Party.
Suu Kyi said the commission had ignored repeated complaints about irregularities in advance voting, the illegal use of religion by her political opponents, and the disenfranchisement of migrant workers. She did not mention the country’s 1.3 million Rohingya Muslims, who have been denied the right to vote for the first time since independence. The government says all are illegal migrants from neighboring Bangladesh, though many of their families arrived generations ago. A quarter-million Rohingya have fled their homes in western Rakhine state after being hunted down by machete-wielding Buddhist mobs in 2012, some by boat and others to camps where they live under apartheid-like conditions with little access to health care, education or food. Human rights groups have criticized Suu Kyi for remaining silent about the Rohingya’s plight. She, however, says her job is to reconcile the two communities, not to fan divisions. When one reporter repeated claims by some rights groups and legal experts that the Muslim minority is facing genocide, Suu Kyi said, “I think it’s very important that we should not exaggerate problems in the country.” “We have to make big problems small and small problems disappear,” she said. Bollywood figures, writer Roy join protest over intolerance
NEW DELHI — Booker Prizewinning novelist Arundhati Roy and two dozen Bollywood award winners added their voices to the artists, scientists and historians who say they are alarmed by a climate of religious intolerance and violence in India. Filmmaker Sanjay Kak, who was among Indian film industry figures returning National Film Awards in Mumbai on Thursday, said that those protesting “have deployed their visibility - and credibility - to articulate the growing anxiety of a vast number of Indians, those who may remain less visible but are no less perturbed at what is going on around them.” Roy, most famous for her 1997 novel “The God of Small Things,” said in a sharply worded editorial in The Indian Express that millions of minority people including Muslims, Christians and members of low-caste or tribal communities “are being forced to live in terror, unsure of when and from where the assault will come.” Already dozens of writers have returned awards to the country’s top literary institution, the Sahitya Academi, over disappointment that it has not condemned the killings of atheist activists who campaigned against religious superstition or Muslims rumored to have slaughtered cows or eaten cow meat. Among India’s majority Hindu population, cows are considered to
be sacred. Roy said she was “so ashamed of what is going on in this country” and was pleased to return her 1989 national screenplay award and “to be a part of the political movement.” “I believe what artists and intellectuals are doing right now is unprecedented, and does not have a historical parallel. It is politics by other means,” said Roy, who in recent years has become a civil rights activist. Many of those protesting have also criticized Prime Minister Narendra Modi and his Hindu nationalist Bhartiya Janata Party for not speaking out against religious attacks, saying their silence has encouraged Hindu hard-liners to justify the attacks and assert Hindu superiority. Communal violence and prejudice are nothing new for India, born as a secular democracy in 1947 amid deadly Hindu-Muslim riots that killed an estimated 1 million people as Muslim-majority Pakistan was carved out of mostly Hindu India with the end of British rule. Since then, horrific riots and clashes have erupted at intervals, mostly between Hindus and Muslims. BRASILIA - Brazil’s President Dilma Rousseff accepted the Indonesian ambassador’s credentials Wednesday after a nearly nine-month standoff over the Asian country’s execution of two Brazilian nationals convicted of drug trafficking.
The new ambassador, Toto Riyanto, had been about to present his credentials to Rousseff at the presidential palace in February when the Brazilian leader called off the ceremony over Indonesia’s refusal to grant clemency for the
two death row inmates. Brazilian national Marco Archer was executed by firing squad in January. His compatriot Rodrigo Gularte, who had been diagnosed with paranoid schizophrenia, was executed in April.
JAKARTA - Speaker of the House of Representatives (DPR) Setya Novanto welcomed Japanese Ambassador to Indonesia Yasuaki Tanazaki to discuss ways to strengthen bilateral relations between both nations. “Japan is keen to strengthen cooperation in the areas of infrastructure, development of seaports, and transportation. New Zealand, a member of the TPP, released the complete text on its foreign ministry website Thursday. The move makes public the details of an agreement that critics complained had been forged in secrecy. Under a trade law passed earlier this year, President Barack Obama must give the public time to review the text before he signs the agreement and turns it over to Congress for approval. Lawmakers can’t nit-pick the deal with amendments; they must simply vote yes or no. Congress is likely to take up the issue next year in the heat of the presidential election campaign. Obama faces fierce resistance to the deal from within his own Democratic Party. Hillary Rodham Clinton, who is running for the Democratic presidential nomination, has said she’s against it. Candidasa Transport and tourist accommodation disagree
AMLAPURA - Candidasa Transport is protesting against the management of Benthos Bali Dive and Resort at Candidasa because this tourist accommodation business, owned by a Polish businessman has not been uniquely using the services of Candidasa Transportation. The two parties have met twice to discuss the matter but have yet to reach an agreement. Chief of Karangasem Subdistrict Police, Anwar Sasmito, said on Tuesday (Nov. 3), that the second meeting was conducted at the office of Candidasa Transport on Monday
(Nov. 2) around 5:30 p.m. Owner of the Benthos Bali Dive and Resort, Maciej Perepeczo, attended the meeting with the management of the Candidasa Transport in person. During the meeting, head of the Candidasa Transport, I Nengah Luji, expressed his desire to handle all the transport services required by Benthos Bali guests. Hamlet chief of Samuh, I Nengah Ngarta, also asked for Maciej Perepeczo’s commitment to using the services of Candidasa Transport. Apparently when Maciej originally asked for
a recommendation for a business permit from the hamlet chief, he claimed that he was willing to cooperate with Candidasa Transport. However once Benthos Bali started operating this agreement was not honoured. Regarding these allegations, Maciej Perepeczo conveyed that Candidasa Transport said that they could provide special vehicles such as ELF or larger-sized pickup trucks at particular times and so he agreed to cooperate with them Candidasa Transport asked for two days notice for using these special vehicles.
The police chief added that in the meeting between these two parties, debates erupted regarding the sequence of events after the tourist accommodation was established. Candidasa Transport feels that they have been cheated by Benthos Bali in terms of the transportation services for in-house guests at Benthos Bungalows. So far, Candidasa Transport has only handled a few guests whereas, according to the initial agreement they would handle all Benthos Bungalow guests. “Candidasa Transport had asked that they be the only ones
to provide transport for Benthos Bungalow guests,” said the police chief. The second meeting was similar with no agreement having been reached. The police chief said that both parties agreed to study the clauses of an agreement that they will sign at another meeting. The police chief asked both parties to not let their problem interfere with the safety and comfort of tourists at Candidasa. DENPASAR - The regional budget for 2016, through the Budgetary Agency and the Bali Regional Government Budgetary Team (TAPD), will allocate IDR 8.2 billion for 716 Balinese language instructors of villages. Each instructor will receive an honorarium of IDR 1.7 million. The Bali Culture Agency will immediately follow up the budget for Balinese language instructor in the Regional Budget for 2016, although the implementation will be carried out after the regional bylaw on the budget for 2016 is verified by the central government. “Since it has been agreed and set forth in the regional budget, of course, later on it will be followed up with the preparation of an action plan in for the budget. We are still preparing this,” said the Head of the Bali Culture Agency, Dewa Putu Beratha. The preparation, added Beratha, includes matters of financing, re-
cruitment, the procurement of handbooks, and briefings for teachers before they are assigned to villages in Bali. As a first step, a recruitment team will be formed in order to set up the criteria for eligibility. “Later, there will be a registration and selection process. We think that teachers can begin to be placed at the beginning of July and then
given handbooks. But we can only form the recruitment team once the regional budget has been verified by the central government. Possibly we will be able to start the whole process at the beginning of January,” he said. Beratha added that Bali’s provincial government had previously been unable to realize the Balinese language instructor program. The provincial parliament had requested a total of 1,488 language language instructors for customary village throughout Bali. Finally after further discussions, an agreement was finally made that the instructors will be under the charge of village administrators. “Every measure had to be taken
to ensure that instructors would be made available in 2016. Initially customary villages were targeted but due to budgetary problems, eventually it was agreed that 716 administrative village heads would lead the program and a solution was agreed to regarding the budget,” he explained. As reported previously, the Secretary of Commission IV of the Bali House of Representatives, Nyoman Budi Utama, said that a special committee for the Bali regional budgetary draft for 2016 has designed IDR 8.2 billion for Balinese language instructors with IDR 7.2 billion allocated for the salaries and the BPJS health insurance for the 716 instructors and IDR 1 billion
for recruitment and guidebooks. “The language instructors will have the status of contracted officers that will be effective as of July, so the budget is adequate for six months, for the recruitment process and for the provision of curriculum. For the following year, the budget will be allocated for a full year,” explained Beratha. This PDI-P politician explained that the Bali Culture Agency will be in charge of the program because they are associated with cultural preservation. On the technical side, language instructors will be required to have a minimum educational background of a bachelors degree in Balinese language. (kmb32)

TABANAN - The supply of raw materials is important for every small and medium industry (SMIs) who very much spend on having access to these materials to run their daily business. Efforts therefor ned to be made to have these supplies accessible long term. During a technical guidance session given by Director General of SMI’s for the Ministry of Industry, Euis Saedah, in Tabana recently, Saedah said that cooperatives
should be established in order to ensure that raw materials are constantly available to SMI’s in each area. “Based on the experience of SMIs in some regions, even if sales are good, without constant access to raw materials, business will flounder,” she explained. In Tabanan, some local SMIs are developing the production of virgin coconut oil (VCO). These small companies were encouraged to set up a cooperative to oversee coconut
production so that this raw material is not all sold to buyers form outside the region but is instead kept in Tabanan for the production of virgin coconut oil. Head of the Tabanan Industry and Trade Agency, I.B. Wiryawan, explained that another challenge faced by SMIs is their lack of legal status which means they cannot get support from the central government in terms of acquiring production facilities.
According to Wiryawan, there is a lot of assistance available for SMIs but only those that hold a legal status according to specified provisions. For example, the Tabanan Industry and Trade Agency had submitted a proposal for the acquisition of production facilities for a local ceramic business, but it was not approved because said ceramic business was not registered as a legal business. On average most SMIs in Ta-
banan are not legally registered as businesses because they do not see the purpose of doing so. “To many of these business people, the important thing is to be able to work and be creative and sell their wares at the market” explained Wiryawan. The Tabanan Industry and Trade Agency has therefor been trying to disseminate information and understanding to SMIs about the advantages of registering their business. (kmb24)
Maldives impeaches VP accused of plotting to kill president
MALE — Maldives’ Parliament voted overwhelmingly on Thursday to impeach the country’s vice president, who is accused of plotting to kill the president. Ahmed Adeeb is the second vice president to be impeached in three months. He has been arrested for allegedly planning to kill President Yameen Abdul Gayoom in an explosion on his speedboat on Sept. 28. The impeachment motion received 61 votes in favor and none opposed in the 85-member Parliament. The main opposition group, the Maldivian Democratic Party, abstained. The president declared a state of emergency on Wednesday, saying the explosion and subsequent discovery of arms posed a threat to national security. Adeeb, 33, who was once

Lawmakers from Gayoom’s party even changed the constitution to reduce the minimum age for presidents and vice presidents from 35 to 30 to enable Adeeb to take office. However, suspicion immediately fell on Adeeb after the explosion on Gayoom’s boat, and he was arrested at the airport as he returned from an official visit to China. Indigenous Games bring fashion to Brazil’s interior
PALMAS, Brazil — Forget New York, Milan or even Paris: With nearly 2,000 native people from around the world rocking their finest traditional garb at the World Indigenous Games, there’s not a catwalk in the world that can compete with this dusty agricultural outpost. Awash in a riot of tropical feathers, draped in endless stands of eyepopping beads and topped off by headdresses that look like they deserve their own zip codes, host city Palmas has earned itself the title of world fashion capital — at least for the nine-days of the event. The venue is bubbling with so many bold, audacious looks that the visitor doesn’t know where to look next. Eyes dart from the Bolivian women in their bowler hats, to dancers from Canada in buttery suede dresses hung with jangling metal ornaments, and come to rest finally on the Amazon-dwelling Kamayura men whose headdresses look like giant spider webs made out of feathers. The “head roach” proudly sported by Canadian delegate Lamarr Oksasikewiyin was another architectural feat. The towering Mohawk is made from a dear tail, the feathers of a teenage eagle and ethically extracted porcupine hair — plucked, he assured, from a live animal which wanders
away after the process, dignity bruised but body intact. “Normally it stands up really straight,” said Oksasikewiyin, a 46year-old schoolteacher of the Nehiyaw people of Saskatchewan. “But it’s so humid here, it’s really quite droopy.” It’s not just the event’s indigenous participants who are getting in on the sartorial action. Non-indigenous spectators, most of them residents of sleepy Palmas, lined up to get temporary tattoos like the head-to-toe designs many Brazilian indigenous people use. Made with inky dye extracted from the jenipapo fruit, the tattoos were applied with little twigs for $1.25-$2.50 a pop. While most people were content to small designs on their triceps or calves, a bold few took the plunge, stripping down to their underwear to get wholebody paint jobs or even intricate webs all over their faces. “It only lasts maximum one week,” Rivaldo Warinmytygi, of Brazil’s Tapirape people, reassured one would-be

Headdresses have proven another popular product among the indigenous vendors hawking everything from so-called “nose whistles” — little wooden contraptions that fit over nose and mouth to emit convincing bird calls — to an almost life-sized broadsnouted caiman made from an artfully burned tree trunk. Among the local teenage girls, headdresses made out of macaw feathers were the must-have accessory. Inspectors from Brazil’s wildlife protection agency were at the games, handing out pamphlets in an attempt to combat the practice of killing as many as eight birds to make a single headdress. While Brazilian law allows indigenous people to use clothing and accessories made from wild animal parts, they’re forbidden from selling them. Still, the threat of fines up to $1,250 and possible jail time for the buyer appeared to do little to dampen the enthusiasm for feather headdresses. For indigenous Brazilian Yara Brasil, who was sporting a fringed suede jacket from Canada and Australian crocodile boots and a Davy Crockett hat of her own confection, the games were a chance to expand her eclectic collection of native clothing from around the world. “I’m a walking cultural exchange,” she said, showing off the profusion of new jewel-colored beads she’d been given. KUTA - PT Angkasa Pura I, operator of Ngurah Rai International Airport in Denpasar, Bali, has provided four buses for stranded passengers after the airport’s temporary closure following Mount Barujari’s eruption near Mount Rinjani, West Nusa Tenggara. “We have readied four buses to transport passengers intending to avail land transportation,” General Manager of PT Angkara Pura I chapter at the Ngurah Rai airport Trikora Harjo, stated on Wednesday. The buses would take the passengers to the Ubung bus terminal in Denpasar and to the Padangbai harbor in Karangasem District for people wanting to undertake their journey aboard ferries. “We have readied the buses since the first day of the closure, on Tuesday (Nov. 3),” he remarked. The transportation ministry has announced that the Ngurah Rai International Airport in Denpasar, Bali Province, is closed until Thursday (Nov. 5) at 8:45 a.m. local time due to the eruption of the volcano. The authorities have issued a Notice to Airmen No. A2470/15 regarding the temporary closure, J.A. Barata, a spokesman of the transportation ministry, stated in Jakarta, Wednesday.
“The Ngurah Rai Airport in Bali and the Selaparang Airport (in Mataram, West Nusa Tenggara) are being shut down until Thursday morning at 8 a.m. central Indonesian standard time, and the conditions will be evaluated again tomorrow morning,” he affirmed. A total of 692 domestic and international flights to and from the Ngurah Rai airport have been cancelled during the three-day closure of the airport. that there is currently no overarching law that protects rice paddies, nor has any such law been set forth in provincial regulations. Nevertheless, he added that that three subaks in Denpasar have taken the
initiative of setting forth bylaws or awig-awig regarding the purchase of land in their area. The awig-a wig states that agricultural land can be bought and sold, but none of the 81 hectares of land in these three subak areas can have its function converted from agricultural usage. “This means that the designation of paddy fields in thsee three subak areas cannot not be changed,” said Ambara Putra. The government of Den-
pasar has many polices aimed at maintaining the existence of paddy fields. For example, the government provides seeds, production tools and other facilities for farmers. Also, agricultural land in Denpasar’s green belts is exempt from taxation. “Certain agencies such as the Culture Agency and Revenue Services are also attempting to sustain paddy fields in Denpasar,” he confirmed. In this vein, during the celebration of National Flora and Fauna Day, the Bali Safari & Marine Park Team invited 55 children for the Widya Asih and Permata Bali orphanages in Karangasem, East Bali to spend this special day dedicated to nature at the 40-hectare Park. During their visit, the kids were treated to a number of unique experiences designed to familiarize them with nature and become acquainted with just a few of the marvelous animals with which we share this world. Among the activities prepared for the children’s visit included a tour of the Park on the motorized Safari Journey that brought them through separate areas reserved for the animals of Africa, Asia and Indonesia. The kids also had the opportunity to interact with the majestic herd of elephants that make their home at Taman Safari and assist in the feeding and grooming of the Sumatran Jumbo’s via the “Junior Mahout Program.” Later, at the “Elephant Show” the eager visitors learned about the threat to Indonesia’s dwindling elephant population posed by the encroachments of civilization. day’s highlight was premium seating at the hour-long Bali Agung performance depicting the life of Raja Jayapangus that involved hundreds of performers – both human and animal, presented on Southeast Asia’s largest stage. The Education Team of the Park rounded out the day for their young visitors by setting a challenge to hunt for hidden seedlings for trees that they later planted to enrich the plant diversity of Bali Safari. Working in five separate groups and questioned after the planting, the children all managed to derive a common lesson from the experience: that everyone can make a positive impact on the natural environment through an act as simple as planting a tree. If all 81,000 hectares of paddy field can be included, that would be great. However, this would be consequences for us. If all the agricultural land is included in the “evergreen” program, we need to
provide incentive to farmers to keep working the land, such as land tax exemption and providing seeds and fertilizer. Otherwise farmers will not want to cultivate this land,” he explained. Wisnuardhana reiterated that those paddy fields that are designated “evergreen paddy fields”, cannot be converted to functions other than agricultural. Farmers in Tabanan have been doing what they can to save their crops, but the impact of the drought in 2014 has been carried over into this years prolonged dry season, so that dwindling water supplies forced them to plant later than usually. This ongoing lack of water has meant that the government’ target of planting 48,900 hectares of land in Tabanan has only been able to reach halfway with a total of 24,825 hectares having been planted this year. Many fear that if it does not rain immediately, Tabanan -nicknamed the rice granary of Bali, will have to rely on the assistance of the central government’s rice reserve. The rice reserve is managed by the Logistic Agency (Bulog), with 100 ton quotas allocated to each county and five tons for food security. According to the results of a meeting between the Regional Secretariat of Tabanan with related agencies, there is a proposal requesting rice assistance from the central government, not only for areas hit by drought, but also for areas whose crops have suffered mice attacks. Currently, a total of 46 hectares of paddy plants have already been lost in Subak Priyukti at Wanasari (38 hectares), Subak Babakan (2 hectares) and Subak Gunung Subamia (6 hectares). Neck rot disease also hit 3 hectares of rice paddies in Subak Dukuh, Marga. The Agricultural Agency has taken measures to deal with this crisis, including providing red bean and corn seeds for cultivation, making improvements to irrigation channels and asking for the assistance of the central government to cooperate with the Central Nuclear Agency in order to have artesian wells drilled in the area. “This remains in the planning phase with location inspections underway to determine where water sources are located,” explained Budana. Budana also stated that farmers should not only rely on rice farming considering that natural conditions have become unfavourable for this drop. “Farmers cannot impose the cultivation of rice, but need to plant crops that require less water to grow. This is the best measure that they can take during a drought like the one we are experiencing,” he concluded. (bit)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Both Shelton and Stefani are mentors on NBC’s “The Voice.” Stefani filed for divorce from fellow musician Gavin Rossdale in August after nearly 13 years of marriage, citing irreconcilable differences. Both are seeking joint custody of their three children. Shelton and singer Miranda Lambert announced that they were divorced after four years of marriage in July. Ngurah Rai Airport reopens as volcanic ash clears
KUTA - Bali’s Ngurah Rai International Airport has resumed operations from Thursday at 2:30 p.m. local time after being closed for the last two days following the eruption of Mount Barujari in Lombok, West Nusa Tenggara. “Taking into account the weather change, the I Gusti Ngurah Rai airport has resumed operations at 2:30 p.m. local time,” General Manager of PT Angkasa Pura I of the Ngurah Rai Airport Trikora Harjo stated on Thursday. The Indonesian Meteorological, Climatology and Geophysics Agency (BMKG) and the Darwinbased Volcanic Ash Advisory Center (VAAC) of Australia have issued information that the direction of the wind has changed and has blown the volcanic ash away from Bali. The decision to restart operations at the airport was also based on the fact that it was clear of any volcanic ash. Earlier, the Bali airport authorities had closed down the airport since November 3 and decided to extend its closure period until Friday morning (November 6). “The airport will remain closed until Friday at around 8:45 a.m. Central Indonesian Standard Time (WITA),” General Manager of the Angkasa Pura I of the Ngurah Rai international Airport Trikora Harjo stated in Kuta, Bali on Nov. 5. The transportation ministry is-
sued a Notice to Airman (Notam) No. A 2479/15 regarding the closure. Since the morning of November 3 until November 5, some 692 international and domestic flights were cancelled following the Ngurah Rai airport’s closure. “Our airport is currently affected by the volcanic ash being spewed by the erupting Mount Barujari,” Chief of the Regional IV Airport Authorities Yusfandri Gona stated on Nov. 4. THE PROLONGED dry season this year has been having an incredibly harsh impact on the agricultural sector of Bali, with countless hectares of rice paddy fields struck by drought. The region of Tabanan -known as the rice gra-
nary of Bali, is no exception with over 36 hectares of its paddy fields experiencing crop failure. Data from the Tabanan Agriculture Agency indicates that crop failure has already occurred in the subdistrict of Kerambitan with 19 hectares of lost crops, Marga lost 10 hectares and East Selemadeg has lost 7 hectares. and Horticulture Agency, I Nyoman Budana, explained that in terms of agriculture, drought is not defined by cracks in the soil but rather by the percentage of withered plants. In the case of rice paddy, light drought, for example, is defined as plants that wither in the day but are refreshed in the evening and if given water can fully recover. The percentage of plants that can be re-
covered is how moderate and even severe drought is defined. In the case of severe drought for example, even if plants are finally watered, only a very small percentage can recover. “In this case we known that production will be severely diminished,” he explained. In Tabanan, severe drought has engulfed at least 60 hectares of agricultural lands, including areas
of Baturiti and the three other areas previously mentioned. If the remaining plants are not watered immediately the entire crop will be lost. “Paddy plants have started yellowing, and the soil has cracked.
