Bali News Time for sculptor and craft artists to show off ‘Develop Art in Single Body for Beautiful Bali’ FRENZY of fine art exhibitions dominated by painting exhibition cause the exhibition of sculpture and kriya or craft art to look drowned and virtually inaudible. Bali to show off their handiworks to the public so they could be recognized and appreciated more widely. Undeniably the sculpture and pure craft art having very high values have scattered in Bali. But they are rarely known to the public due to lack of exhibition or displayed through other events,” said the lecturer I Wayan Suardana of the Indonesia Institute of Arts (ISI) Denpasar, Monday (Oct 4), in the series of sculpture and craft art exhibition at the Puri Lukisan Museum of Ubud taking place on October 7-25, 2010. The exhibition took the theme ‘Develop Art in Single Body for Beautiful Bali.’ I Wayan Suardana serving as the chairman of the exhibition accompanied by Program Director of IMHERE Prof. Dr. Wayan Rai S, Deputy Director Ketut Murdana and Executive Director Made Wirata said the exhibition gave the answer to the phenomenon that sculptures and craftsmen in Bali were actually quite creative and innovative on producing their works. They would feature various forms of sculptures and crafts art with different styles, either of traditional, modern or contemporary.

The exhibition held in cooperation of the I-MHERE Community Development Program, ISI Denpasar with the Bali Indonesia Sculptors Association (BIASA) involved 72 sculptors and craft artists, where 40 of them were BIASA members and 32 of academic artists with 113 sculpture and craft works, 20 two-dimensional panel works and 93 three-dimensional works. Additionally, the exhibition would also show off some installation works and organize a workshop on Friday (Oct 8) with speaker Sri Yoga Parta, a curator. The exhibition will be opened by Regent of Gianyar Dr. Tjok Artha Ardhana Sukawati, Rector of ISI Denpasar Prof. Dr. Wayan Rai S, Director of Puri Lukisan Museum Ubud Tjok Bagus Astika and Chairman of BIASA Ida Bagus Alit. It was said that sculptor and craft artists basically lay in one family and the same root of art. However, during this time they were placed in the very much different areas. Two Bag Stealers in Kuta Captured Denpasar (Bali Post) –

Heavy rain for approximately an hour in the territory of the Negara and Mendoyo on Monday (Oct 4) caused flooding at some places. At Dewasana, Pendem Village, Negara, a house was hit by flooding up to half damaged. Luckily there were no casualties from the incident. The most serious incident occurred at Sebual, Dangin Tukadaya. Hundreds of houses were inundated due to Sebual River overflowed. Deputy Regent of Jembrana I Putu Artha and Chairman of the Indonesian Democratic Party of Struggle (PDI-P) Made Kembang Hartawan came down in person to visit the location and provided help for residents whose homes were submerged. Even, Kembang Hartawan helped people remove their properties in singlet and shorts. A number of points were submerged up to waist-deep. Then some livestock owned by local residents were also dragged by the river’s flow. According to Village Head of Dangin Tukadaya, I Gusti Putu Suarma, there were 225 houses submerged. At Sebual Hamlet, for instance, the Sandat, Sari Purnama and Siti Kaler sub-groups were inundated up to waist-high. Other than at Sebual Hamlet, he said that dozens of houses were also submerged in flooding at Yeh Mekecir Hamlet due to overflows of Sebual River. Meanwhile, at Pohsanten, Mendoyo, the village market located on the street side of Denpasar-Gilimanuk was inundated by flooding up to adult knee-high. Even, the roads leading to villages were submerged so that motorists could not ride the as the high water reached the engine and spark plug of the motorcycle. Position of the market was lower than the road of Denpasar-Gilimanuk. In the meantime,

the water from the north of the village also stagnated at Pohsanten Market. Some residents said the water stagnated and quickly rose to knee-high because the waterways were too narrow, while the very heavy rain lasted for an hour. “If it rained longer the height of water may be higher,” said one of the residents, Agung Kencana. Similar incident also ensued at Batuagung. Dozens of houses at Tegalasih were submerged up to kneehigh due to a narrow drain. Likewise, the road to the village was hampered due to stagnant water. According to local resident, such conditions frequently occurred and the community was always hit by floods. The water receded during the night and even until the next day. Meanwhile, the severe conditions also occurred at the Anyar Hamlet, Batuagung, Water pipe belonging to Municipal Waterworks (PDAM) located near the bridge was destroyed as washed away by the overflowing water. Moreover, the river’s water carrying many twigs and tree trunks from the forest hit the water pipe. As a result, the water distribution to Anyar Hamlet until Petanahan Hamlet disconnected. In Dewasana, Pendem, a house belonging to a priest of Dalem Temple was partly destroyed as hit by flooding. The houses of temple priest Punia was partly destroyed including his kitchen and cooking utensils. Position of the house adjacent to the river caused the house to be hit by the flash floods. According to eyewitnesses at location, the flooding ensued suddenly so there was no time to rescue the drifting utensils. Fortunately, there were no casualties in the incident at the north of Kompi. Indonesia as the world third biggest coffee producer Mangupura (Bali Post)—

In 2010, Indonesia is recorded as the third largest coffee producer in the world, after Brazil and Vietnam, with production reached 550,000 tons per year. Chairman of the Association of Science and Information Coffee (ASIC) Andrea Illy said that coffee beans would continue to become a commodity and production of the world coffee bean had reached 7.6 million tons. This production was produced by 10.5 million hectares of coffee plantations in 70 tropical countries. “Within the past few years, the trend of coffee consumption continues to increase, especially in non-traditional countries of coffee consumers such as China and some producer countries like Brazil. As the result, the demand exceeds the supply of coffee,” said Andrea Illy in the press conference of the 23rd International Conference on Coffee Science-ASIC 2010 in Nusa Dua on Monday (Oct 4). Andrea Illy recognized that high demand for coffee also influenced the world coffee prices. Obviously this gave a positive impact on the coffee planters. Nevertheless, the supply of coffee from some producer countries was currently stagnant particularly of the good quality Arabica coffee beans. This condition indicated a decline in productivity alleged to become the aftermath of climate change causing the longer dry season and higher environmental temperatures. “The tendency of decreasing production needs to be addressed immediately by effective measures to ensure the long-term sustainability of this precious commodity,” he said. According to him, the confer-

ences held on October 3-8 would involve hundreds of leading coffee scientists or researchers to discuss about the results of recent research. They covered the field of genetics, agronomy, socio-economic engineering which would be presented in 37 oral speakers, including 4 keynote speakers. “The conclusion is expected to obtain long-term solutions to maintain and improve the sustainability of coffee production under poor environmental conditions due to global warming,” he said. Such consumption was considered safe and did not have negative or adverse effects on human health. “Coffee poses a beverage containing very complex compounds consisting of over 800 different components and mutually interacting in providing the specificity of properties to coffee drinks,” he explained. Allegation of drinking coffee can damage the heart and cardiovascular system has lasted for few decades. However, Dr. James explained that the newer studies showed that drinking coffee along the lifetime gave neutral effect on heart health of the drinker. Those are Alfamart in Seroja Street, Tonja anad Alfamart in Antasura Street. The two markets are believed to have not had a modern shop business permit (IUTM). The raid led by Head of Denpasar Peace and Order Agency also Police Civil Service, I Ketut Nick Natha Wibawa, started by coming to Alfamart in Seroja Street. In location, there are lots of customers at that time. The team met the sales assistant straight away yet the sales assistant admit did not acknowledge the situation. And so, the agency showed what’s not fulfilled by the management of the minimarket including the Building Permit and SIUP, “Because the permits are not completed, we are forcing it to close

Fire destroys Hastings’ ‘peerless pier’ Agence France Presse

LONDON – A major fire destroyed a 138-year-old pier in Hastings on Tuesday, emergency services said, robbing Britain of one of the last relics of its Victorian-era seaside culture. Police in the faded southern English tourist resort arrested two men on suspicion of arson after the blaze at the wood and iron structure, which had been closed since 2006. “At the moment about 95 percent of the structure has been destroyed. It’s quite significant,” said Simon Rose, a spokesman for East Sussex Fire and Rescue Service. “It’s a very historic building and landmark for Hastings. The priority for the firefighters is to preserve as much of the structure as they can to see if something can be done with it in the future.” Thick smoke billowed over the pier hours after the blaze which broke out around 1:00 am (0000 GMT). Video footage showed orange flames engulfing the platform and lighting up the night sky. “Two men have been arrested on suspicion of arson after Hastings Pier was reported to be on fire,” a Sussex police spokesman said, add-

ing that they were aged 18 and 19. Residents in Hastings had launched a major campaign to restore the town’s pier, which was described as the “peerless pier” when it first opened in 1874 at the height of the Victorian vogue for seaside holidays. In the 1960s it hosted concerts by rockers including The Rolling Stones, The Who, Jimi Hendrix and Pink Floyd and until its closure four years ago it featured a mix of funfair rides and slot machines as well as a ballroom. The pier is currently owned by a Panamanian-registered company but the local council in Hastings — now one of Britain’s most deprived areas — was trying to buy it back. “It was the heart of the town, I’m totally gutted. I’ve lived here all my life and used to go on the penny slot machines on there when I was a kid,” said local resident Tim Hall. The fire is the latest in a series at Britain’s historic piers. In July 2008, the pier at Westonsuper-Mare was destroyed by a blaze and a pier at Southend-on-Sea suffered major damage in 2005 in another fire. The West Pier in Brighton suffered two major blazes in 2003 after parts of it had already collapsed into the sea.

WASHINGTON – President Barack Obama has told congressional leaders he has no plans for any major changes in his Afghanistan war strategy for now, a letter released by the White House showed on Monday. Obama asserted his intention to stick with his already-revamped policy for the war, which is increasingly unpopular among lawmakers and the American public, as part of a regular assessment for Congress required for war funding.

Obama last December ordered an additional 30,000 U.S. troops to Afghanistan but also announced they would start coming home in

July 2011. The approach also calls for stepped-up training of Afghan forces to take over increasing responsibility from foreign troops. U.S. and NATO officials are under pressure to show progress in the fight against a resurgent Taliban, particularly ahead of a comprehensive White House review set for December. Defense Secretary Robert Gates and Admiral Mike Mullen, chairman of the U.S. military’s Joint Chiefs of Staff, last month played down chances for any big shift in Afghan strategy in the forthcoming review. Obama’s letter comes less than two weeks after the release of a new book by Washington Post journalist Bob Woodward that chronicled bitter infighting within Obama’s national security team in the crafting of his Afghan strategy last year. The White House has played down any internal rifts and says the book as a whole portrays Obama as analytical and decisive.

YANGON, Myanmar – Detained opposition leader Aung San Suu Kyi on Tuesday launched a legal battle against the ruling military junta, suing to keep her political party intact after it was disbanded earlier this year under Myanmar’s new party registration law, her lawyer said. Suu Kyi filed suit against the ruling military council, seeking a High Court declaration that her National League for Democracy remains a legal political party. The NLD officially lost its legal status on May 6 because it

failed to reregister in order to take part in November general elections. The party is boycotting the polls, which it considers unfair and undemocratic. Among the various restrictions imposed under recently enacted election laws, Suu Kyi would not be allowed to remain a member of her own party. The military-backed constitution already has clauses that would bar her from holding political office. The lawsuit appears to be largely symbolic since Myanmar’s courts invariably adhere to the junta’s policies, especially on political matters. Previous appeals by Suu Kyi to the courts, on matters such as her detention, have been shunted aside or dismissed.

Nyan Win, who is Suu Kyi’s lawyer as well as a spokesman for her party, told reporters that the state Election Commission does not have the authority to dissolve the NLD, which was registered under a previous party registration law. Suu Kyi’s party won a landslide victory in the

last election in 1990, but was not allowed to take power by the military. The Nobel Peace Prize laureate has been locked away for 15 of the past 21 years. Her latest term of 18 months’ house arrest is due to expire on Nov. 13, just days after the scheduled Nov. 7 general election.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Geim and Novoselov win Nobel Prize in physics Associated Press Writer

STOCKHOLM – Russianborn scientists Andre Geim and Konstantin Novoselov shared the Nobel Prize in physics Tuesday for “groundbreaking experiments” with an atom-thin material expected to play a large role in electronics. The Royal Swedish Academy of Sciences cited Geim and Novoselov, who are both linked to universities in Britain, for experiments with graphene, a flake of carbon that is only one atom thick. JERUSALEM – Israel has expelled an Irish Nobel peace laureate who was barred from the country for trying to bust the naval blockade of Gaza. The Interior Ministry says Mairead Corrigan Maguire boarded an early Tuesday morning flight to Britain. She was banned from Israel after taking part in a blockade-busting attempt in June. Still, she landed in Tel Aviv last week, hoping to join a delegation meeting Israeli and Palestinian peace activists. She was promptly detained and held at an airport detention facility. The Supreme Court upheld her deportation order late Monday. Maguire won the 1977 Nobel peace prize for her work in Northern Ireland. She is an outspoken critic of Israel and at Monday’s court hearing, she called Israel an “apartheid” state.

PARIS – Former Societe Generale SA trader Jerome Kerviel was convicted on all counts Tuesday in one of history’s biggest trading frauds, sentenced to three years in jail and ordered to pay the bank a mind-numbing euro4.9 billion ($6.7 billion) in damages. The ruling marked a huge victory for Societe Generale, one of France’s most blue-blooded banks, which has worked to clean up its image and put in place tougher risk controls since the scandal broke in 2008. The 33-year-old former futures index trader stood expressionless as the court convicted him of all charges and pronounced a five-year sentence with two years suspended. Kerviel was found guilty on charges of forgery, breach of trust and unauthorized computer use for covering up bets worth nearly euro50 billion between late 2007 and early 2008. In a stunning blow, the court also ordered Kerviel to pay the bank back the euro4.9 billion that it lost unwinding his complex positions in January 2008 — a punishment he would almost certainly be unable to pay.

There were audible gasps and surprised looks when presiding judge Dominique Pauthe read out the damages to a packed courtroom of 150 reporters, court officials and members of the public. Outside the courtroom, defense lawyer Olivier Metzner called the financial penalty “unbelievable.” “I have the feeling Jerome Kerviel is paying for an entire system,” said Metzner, noting that his client hadn’t benefited financially from the fraud. Metzner said Kerviel would appeal and will remain free pending that appeal. The damages are also suspended pending any appeal, so Kerviel wouldn’t be ordered to pay right away. It wasn’t immediately clear how he could do so, or whether the bank really expects to see that money back. French media calculated that based on his current salary of euro2,300 ($3,150) a month as a computer consultant, it would take him 177,536 years to pay off the damages. While trading for the bank, Kerviel took home a salary and bonus of less than euro100,000, or about $155,700 — a relatively modest sum in the financial world.

Australia police say 13 Taser shocks were too much Associated Press Writer

SYDNEY – Police say a graphic video of an unarmed man Tasered 13 times shows an unacceptable misuse of stun guns, as questions are raised about how much the devices are used in Australia. Western Australia state police said the 2008 case was not typical of Taser use by the force, and state Premier Colin Barnett demanded a review of Taser guidelines. The video was released Monday, the day after a man died in Sydney after police stunned him in the chest with a Taser. Closed-circuit video footage of the Western Australia case was released publicly when the state’s crime commission introduced a report to state parliament that cited it as an example of police officers wrongfully using a stun gun. In the video, an unarmed, darkskinned man who refused to undergo a strip search in a Perth detention facility is shown screaming in apparent agony after being zapped with a stun gun eight times while surrounded by nine police officers. He was stunned another five times off-camera. The commission’s report said the previous actions of the man, who was not identified, indicated he was likely suffering from a mental illness and/ or was affected by drugs. It did not say why the man was in police custody. After an internal police inquiry, two senior constables were fined 1,200 Australian dollars ($1,148) and AU$750 for using excessive force. The crime commission’s report says Tasers are increasingly being used to force alleged offenders to

comply with orders. The report recommends that stun guns only be used when there is an imminent threat of serious injury. The report also said Aboriginal people were more likely to have a Taser used against them in Western Australia than non-Aboriginal people. It said interaction between Aborigines and police in the state was disproportionate compared to other groups, adding that there were complex reasons for this. It did not go into the reasons. Barnett said he watched the video on Monday and thought the nine officers could have restrained the man in a less extreme way. “It was excessive use of a Taser that could not be justified,” he said. “I think anyone seeing that footage would find it totally unacceptable.” Western Australia Acting Police Commissioner Chris Dawson agreed the actions were uncalled for. “It was wrong, it’s unacceptable, it was alarming when I looked at it and it’ll be alarming when the public view it,” Dawson said. In New South Wales, meanwhile, officials were under fire following the death of a suspect who had been stunned with a Taser late Monday night. Police said the man was armed with two knives and attempting to break into a Sydney house when officers arrived. The man lost consciousness shortly after being stunned and died Tuesday at a hospital. A coroner will determine the cause of death. New South Wales Police Commissioner Andrew Scipione defended the officers’ actions.

TIMIKA - One man was killed and at least three injured Monday in a clash between Indonesian police and dozens of locals over a security check dispute in the restive province of Papua, an official said. Police stationed at an airport in Wamena district had wanted to check two bags “suspected to contain suspicious items” arriving from Jayapura district but were refused permission, provincial police spokesman Wachyono told AFP. “They (the locals) then attacked police with sharp objects and stones. In that situation, police had to open fire,” he said. Three policemen were injured by flying stones, he added. “Police wanted to check those bags because several times, we’ve found evidence that ammunition

and weapons had been sent through Wamena,” Wachyono said. Three people were arrested for allegedly attacking the police, he added. Papuan tribal representative Dominikus Sorabut, from the Papuan Customary Council, said the locals were members of the council’s security body and the bags had contained berets. He alleged that one of the groups was killed and two others wounded when police shot at them, but police said an autopsy needs to be carried out to determine the cause of death. Indonesia’s police are widely accused of abusing the basic rights of indigenous Melanesians in Papua, where a low-level insurgency has simmered for decades. Last month police killed two men and wounded a woman after a dispute over a traffic accident spun out of control in West Papua province.

President reiterates need to improve soldiers‘ welfare Antara

Jakarta - President Susilo Bambang Yudhoyono has reiterated the need to improve the welfare of Indonesian Defense Forces (TNI) personnel in accordance with their tasks and responsibilities. In his address at a ceremony marking he 65th anniversary of TNI here Tuesday, the head of state instructed the finance minister, the defense minister, and the TNI Chief to draft a policy on welfare allowance for TNI soldiers. “Incentives should be given to servicemen posted in border areas, remote areas, and outermost isles. I also ask for the drafting of a policy and program on constructions of official houses for TNI officers,” he said. The program and policy must be implemented seriously, he said. “I also hope the obligatory saving program for the provision of private houses for TNI officers can be continued and managed properly,” he said.

He added that the efforts are also being done by the government to handle the spread of rabies in Bali. Indonesian Government through the Health Ministry had given 15,304 vial of VAR to Bali. Since the star of the disease emerged, the total of 149,955 vial of VAR had been used to prevent the victim of rabies increase.

Candra Yoga said that Bali’s Government and all provinces in Bali are also carrying out the effort to prevent rabies and one of them is by preparing 77,876 of vial by Bali’s Government and 46,510 by the provinces government. He said that there are also advocacy and socialization on rabies all over the island, establishing rabies coordination team in every level and training for the heath officers. Ministry, said that the rabies could give bad image on Bali and it also could affect the health level of the inhabitants in the island. Efforts need to be intensified in order to prevent the victim of the animal that has the chance to spread rabies such as dogs. Elimination of wild dogs must be done and vaccination must reach all regions in Bali. Currently, the dog population in Bali is 500,000 dogs and the one that had been vaccinated were 360,000 dogs.

Hotel Occupancy Rate in Bali Reach 60% Antara

DENPASAR – Hotel occupancy rate in Bali in August 2010 was 60% or decreased 6% compared to the previous month which was 66%. Ida Komang Wisnu, the head of Bali Statistics Department, said “the hotel occupancy rate affected by the number of tourists visited Bali which is also decreased 4% from July 2010.” He said that the number of foreign tourists visited Bali in August 2010 was 243,154 people or decreased 12,157 people com-

pared to the previous month which was 255,311 tourists. The highest occupancy rate was in Tabanan Regency which was 69% and the lowest was in Buleleng Regency with 51%. Wisnu said that in Badung, the hotel occupancy rate was 61%, in Gianyar 62%, Karangasem 67% and Denpasar 54%. If we compared to the previous year, the highest increase happened in Karangasem which was 21%, Buleleng 13% and Denpasar 0.45%. There was also decrease in some regency such as Badung and Gianyar.

According to the hotel classification, the four star hotels have the highest occupancy rate which was 68% and the lowest was on tow star hotel with 51%. The occupancy rate of one star hotel was 67%, the three star hotels were 58%, and five stars were 60%. The average of staying time for foreign tourists was 3.32 days which was also decrease from the previous month which was 3.47 days. Ida Komang Wisnu said that the decrease happened on almost all hotels except on the five star hotels.

As one of the stakeholders, tourism businesspeople assessed, the discussion should be performed by competent authorities to avoid any problems arising in the future. “Tourism businesspeople that had been in charge of tourism should be involved. Do not just involve the executive and legislative. Moreover, we know the most dominant sector in Badung is tourism,” said Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Badung Chapter IGN Rai Suryawijaya on Monday (Oct 4). According to him, the existence of plan on the changes of regions or zones in the discussion of the draft of Badung Regional Spatial Layout Plan became a somewhat strategic measure. Bagiada said that there are no clear reasons why there are decreases on the number of exports but usually, the craftsmen in Bali will send most of their shipment by the end of the year. The chance to export the commodities to those countries is very big especially after Indonesian Government increased their economics cooperation with China. The cooperation with China must be increased because China is a developed country which has great economical growth.

TOKYO - The Bank of Japan on Tuesday surprised markets in adopting a zero rate policy and announced further easing measures to help safeguard a fragile recovery from the threats of deflation and a strong yen. The central bank lowered its key rate to a range of between zero and 0.1 percent in its first such move since it set the rate of 0.1 percent at the height of the financial crisis in December 2008. It also announced an asset purchase scheme in an expansion of its efforts to combat the harmful strength of the yen and beat persistent deflation, having faced increasing government pressure to do more to boost the economy. “It was a quite positive surprise,” said Masumi Yamamoto, equity market analyst at Daiwa Securities Capital Market. “This signalled the Bank of Japan bowed to pressure from the government and took all the possible measures, which may actually create a new concern that the BoJ has no card left to play in its hands,” Yamamoto said. In a unanimous vote, the central bank said it would “maintain the virtually zero interest rate policy until it judges... that price stability is in sight”. It added that it would examine establishing a temporary fund to buy around 5 trillion yen (60 billion dollars) in financial assets such as government bonds, commercial paper, corporate bonds and exchange traded funds. It had earlier expanded a loan scheme enabling banks to borrow a total of 30 trillion yen from the central bank for a maximum of six months against pooled collateral. “Although Japan’s economy still shows signs of moderate recovery, the pace of recovery is slowing down partly due to the slowdown in overseas economies and the effects of the yen’s appreciation on business sentiment,” it said. The benchmark Nikkei share index jumped by around 1.0 percent on the surprise decision, and closed up 1.47 percent. The yen weakened to 83.99 against the dollar from 83.55 earlier, before strengthening back to around 83.70. “The central bank decided on easing measures on a scale and rate much bigger than the market had expected,” said Hideaki Inoue, chief forex manager at Mitsubishi UFJ Trust and Banking Corp. But he added the greenback’s gains were capped as markets also expect the US Federal Reserve to adopt further easing

The strong yen has hurt exporters, making their goods more expensive and eroding companies’ overseas profits when repatriated. Exports, a crucial driver for Japan’s growth, expanded at their slowest pace this year in August, as the impact of the yen’s strength and austere belt-tightening on overseas demand illustrated the risks threatening recovery. A strong domestic currency also makes imports cheaper, helping prolong a damaging deflationary cycle where consumers hold off on purchases in the hope of further price drops, clouding future corporate investment. Japan’s economy expanded by an annualised 1.5 percent in the April-June period, sharply lower than the previous quarter’s 5.0 percent.

WASHINGTON - Recent rises in food prices are once again weighing on some developing countries amid growing global currency frictions, World Bank president Robert Zoellick said Monday. “For many developing countries, the food crisis of 2008 has never gone away. And recent prices are a serious cause for concern,” Zoellick said in a conference call with reporters. Zoellick said the 187-nation development lender had reinstated a fast-track financial aid program it had used to help countries cope with the 2007-2008 food crisis that wiped out years of development gains. “The rise in wheat prices over the last few months is affecting the price of other staples due to the increased demand for substitutes. So we’ll have to find a way to avoid food crises becoming the new normal,” he said in a briefing ahead of annual meetings of the World Bank and the International Monetary Fund in Washington set to open Friday. Since July, international wheat prices have soared 60-80 percent and maize rose about 40 percent, according to recent UN Food and Agriculture Organization figures. Zoellick noted the gap between slow economic growth in the developed world and fast growth in developing countries was causing distortions in global financial markets. “You’ve heard the warnings of currency wars,” he said. “Money is chasing yield, it can’t find those yields in developed economies and this is not only pushing up currency values in emerging and developing countries, it’s also

pushing up the price of some assets with the risk of bubbles in property and some commodities.” But questioned by a reporter, Zoellick said he did not foresee the world moving into an “era” of currency wars, but noted the tensions add to the “overall sensitivity” as the global economy recovers from the worst recession since World War II. Meanwhile, the largest international group of financial institutions urged major economies to take steps to improve policy cooperation, and decried what it saw as rising unilateralism that threatens global stability. The Institute of International Finance, which groups the major banks of 70 countries, said urgent action was needed to broker agreements on macroeconomic and exchange-rate issues. “As countries struggle to cope individually with the lack of upward momentum in global growth — and in many cases unacceptably high unemployment — urgent action is needed to arrest the disturbing trend towards unilateral moves on macroeconomic, trade and currency issues,” the IIF said in a letter to finance chiefs who will be meeting this week as part of the IMF’s International Monetary and Finance Committee. “Today, these are more pressing than ever issues,” Charles Dallara, the IIF managing director, told a news conference. “You see that in 2010, US, Japanese and Chinese imbalances on the current account have all moved again in the wrong direction. “If we continue on this path on unilateralism over multilateralism, we could end up in a state that is unstable,” Dallara said.

WASHINGTON - Pending US home sales rose in August for the second consecutive month, a key index showed Monday, raising hopes of a turnaround in the beleaguered sector. “Attractive affordability conditions from very low mortgage interest rates appear to be bringing buyers back to the market,” said Lawrence Yun of the National Association of Realtors announcing the figures.

The association’s index measuring soon-to-be-completed home sales rose 4.3 percent to 82.3 in August, much more than the one percent rise expected by economists. The housing sector has been jittery in recent weeks as it emerged that rafts of foreclosures may not have met legal requirements. Yun warned there were still other clouds on the horizon. “The pace of a home sales recovery still depends more on job creation and an accompanying rise in consumer confidence.”

LONDON – Results of the first ever global marine life census were unveiled Monday, revealing a startling overview after a decade-long trawl through the murky depths. The Census of Marine Life estimated there are more than one million species in the oceans, with at least threequarters of them yet to be discovered. The 650-million-dollar (470-million-euro) international study discovered more than 6,000 potentially new species, and found some species considered rare were actually common. The study said it offered “an unprecedented picture of the diversity,

distribution and abundance of all kinds of marine life in Planet Ocean — from microbes to whales, from the icy poles to the warm tropics, from the tidal near shores to the deepest dark depths.” The census establishes a baseline against which 21st-century changes can be monitored. New species were discovered, marine highways and rest stops mapped and changes in species abundance were documented. The research involved more than 2,700 scientists, 670 institutions, more than 540 expeditions and around 9,000 days at sea. Nearly 30 million observations of 120,000 species were made. The census said 16,764 species of fish had so far been described, but an estimated 5,000 more were yet to be discovered. Scientists found some species thought extinct 50 million years ago, while other finds were less encouraging. Around 40 percent of plankton, at the bottom of the ocean food chain, has disappeared in the last 30 years, which was put down to a rise in ocean temperatures. Sharks have disappeared from 99 percent of some areas. Australian Ian Poiner, chair of the census steering committee, said the researchers “systematically defined for the first time both the known and the vast unknown, unexplored ocean”. “All surface life depends on life inside and beneath the oceans. Sea life provides half of our oxygen and a lot of our food and regulates climate. We are all citizens of the sea,” he said. “While much remains unknown, including at least 750,000 undiscovered species and their roles, we are better acquainted now with our fellow travellers and their vast habitat on this globe.”

Reveillere has been brought in amid fears Arsenal defender Bacary Sagna, who missed Monday training, may not be fit to play after suffering a knock in his team’s loss to Chelsea on Sunday. Webber: I still need to win races Mark Webber has brushed aside suggestions that he now has enough of an advantage in the F1 2010 World Championship standings to be able to lift off the throttle a little and settle for podiums and points over the remaining four grands prix of the campaign – asserting that victory is still very much his target. Webber will arrive at Suzuka for the Japanese Grand Prix this coming weekend with the greatest margin over his pursuers that he has had all season – albeit still only eleven points, following Ferrari rival Fernando Alonso’s back-to-back triumphs in Italy and Singapore last month – but the Red Bull Racing star is adamant that notwithstanding his ostensibly advantageous position, he will not be able to back off any time soon.
